He was born in Daraga, Albay in June 1890. His parents were David Imperial and Lina Hernandez. He begun his education in manila, attending his elementary and secondary grades in Colegio Filipino and immediately took his college education in San Beda College (1900-1907). Later he obtained his bachelors degree in Sto. Tomas University in 1907. As a mathematician, he became a teacher in Arithmetic and Algebra in the Nuestra Senora del Rosario College in Manila, taught Geometry and Trigonometry in the College of Commerce, then continued teaching in this institution which later became the National University (1907-1908). In 1912 he finished his law and took the bar with an average rating of 93.44% which was the highest during that year.
He dedicated his time and efforts at his law practice not only in Albay but throughout the Bikol Region. In recognition of his parliamentary expertise and eloquence both in Bikol and Spanish, the Bikol electorate voted him as one of the Senators to present the region in 1934-1935. In 1936 President Quezon appointed him to the Court of Appeals.

Of the four peaks, we know one is active. Of the remaining three, which is or are extinct or dormant? Possible that they are not volcanoes at all.

According to PHIVOLCS, Mt. Malinao is a dormant volcano, it also has steam reserves evidenced by the geothermal plant in Tiwi. Mt. Masaraga is an extinct stratovolcano while Mt. Macasaet is not listed as a volcano.

Bikolandia’s Only Woman Senator.

Through all the years during which Senator Tecla San Andres Ziga was in public service this First Bikolana Senator and the First Woman top-notcher in the Bar Examinations (1931) stood firm and high, well loved by our nation especially in her native Kabikolan. Nobody could challenge her integrity, respectability and honesty as a politician. Born in Naga City on August 23, 1906, she took her elementary and secondary in her native town, graduating always on the top of her class. She took up law and passed the bar then join the most prestigious all men law firm of De Witt, Perkins and Braddy. It was during this period when her abilities where recognized by the nation’s legal luminaries. In no time, she joined the Department of Justice.
She was married to an equally famous Bikolano, the former Governor Venancio Ziga of Albay. This couple had onlyn one child who became a member of the Senate, Senator Vic Ziga. Senator Ziga’s legacy has become tribute to the institution of outstanding Bikolanos. In 1955 Special Election held in Albay to fill the vacancy created by the untimely death of Rep. Lorenzo Ziga, she was elected as Congresswoman and subsequently re-elected in 1958. She was cited as Outstanding Legislator for 1956-1957 by the League of Women Voters and in 1961 the Philippine Free Press cited her again as the most Outstanding Legislator. In 1983 she was elected Bikolandia’s Only Woman Senator, the country’s fourth after Geromima Pecson, Pacita Madrigal Warns and Maria Kalaw Katigbak. But first and foremost among her attributes is that she was a Christian mother and an ardent devotee of “Ina,” the patroness of Bikolandia. She served as the Secretary of the Social Welfare and Development and was President of the Catholic Women’s League of the Philippines. Three months before her death when she was given a party in honor by her friends and relatives, President Aquino said for Senator Ziga, “She optimizes the true Filipina combining in one congruent personality the hand that rocks the cradle and the public figure actively involved in shaping of society.” On the same occasion, former President Macapagal remarked, History will remember Senator Ziga as one of the great Filipino Women who contributed to the proper development of the country and democracy.

DAVID NEPOMUCENO - OAS, ALBAY

David Nepomuceno (May 9, 1900 - September 27, 1939) was the first Filipino to compete in the Olympics. He was a runner and the sole representative of the Philippines at the 1924 Summer Olympics in Paris, France.[1] In 1925, Nepomuceno ran the 100 meters in only two-tenths of a second short of the then-world record. Nepomuceno specialized in 100 meter sprints. Along with fellow Filipino Fortunato Catalon, he was considered a world-class sprinter in the 1920s, competing frequently in the Far East. When the Philippines joined the International Olympic Committee in 1918, the requisite for the country's acceptance was the participation of a Filipino athlete at the 1924 Olympic Games in Paris, France. Nepomuceno was the sole participant representing the Philippines. At the Olympics, he ran the 100-meter and 200-meter dashes; in neither race was he fast enough to qualify for the quarterfinals.
Nepomuceno won the following medals at the Far Eastern Games:
1925 Gold Medal, 200 meter straight dash Silver Medal, 100 meter dash 1927 Gold Medal, 100 meter dash Bronze Medal, 200 meter straight dash. — with Bicolano Man and 4 others.

CARLOS IMPERIAL

He was born in Albay, on November 4, 1880 to Paciano Imperial and Josefina Duran. He studied in a private schools and engaged in business, and with his savings he continued to his law studies in the Escuela de Derecho and in the University of Sto. Tomas where he graduated in 1902. He passed the bar and practice law in the same year. In 1910 he married Rosario Boncan. On July 13, 1907 he was elected as deputy to the First Philippine Assembly for the and District of Albay and later appointed Asst. Attorney of the Bureau of Justice, then judge of the Court of First Instance in Cebu then Bataan, Zambales, tayabas, then to manila in 1920. On June 22, 1932 he was elevated to the Supreme Court as Associate Justice upon recommendation of Gov. General Dwight S. Davis and approved by president Houver of United States to the said office. He was one of the first Bikolanos to be elevated to the highest court of Justice.

Alternate Road is now turning into a "night-out street".

I passed by there last friday night. grabe ang mga nkapark na kotse sa gilid ng road. Daming tao lalo na sa Mexita and sa 28th of September. It's becoming one of the Legazpi's main gimikan areas :D

5. Willkomen (yes they offer beer)


I hope the city government will be proactive in sustaining the potential growth and development of this street. It really has a lot of potential, so as early as now, something must be done to improve the street and make it more attractive to potential investors in the food and entertainment industry. I think the place is ripe for fast paced development considering that it has been in hibernation over the last 20 years. It's about time. Watch out, in 5 years you will see many of the national fast food restaurants sprouting all over that street. It just needs some push from the city government.

Boat rides are a great new addition to the harbour's various attractions, BUT I don't think replicas of Venetian gondolas are a good idea. We don't want Legazpi to be the new capital of kitsch, do we? Like that Chinese city that has a full-size replica of the Eiffel Tower...

Teotimo C. Pacis of Tiwi, Albay was a Paulist priest and a Catholic Bishop. He took his theological studies at the Holy rosary Seminary in Naga City and his Doctor of Theology and BSE degrees from the university of Sto.Tomas. A serious scholar-exponent of Bikol language and literature, he had translated the Holy bible and the Missal into Bikol. He wrote Bikol poetry and the Bikol lyrics of over 50 religious songs that are still sung at the Holy Mass and in festive and devotional rites. He was the bishop of Diocese of Palo, Leyte, and later the Diocese of Legazpi until his retirement in 1980.

Tabaco City is really economically booming, out of the building permits, taxes , contributes so much.

overdue na rin kasi...dapat ngayon ka level nya na dapat first class cities sa bicol region...kaya mga local leaders sa city ng tabaco, its about time to do something good for the city and the people!:cheers::cheers:

Doppler radar gives ‘near-perfect forecast’ of rains

LEGAZPI CITY—Weathermen and Bicol’s disaster officials are anticipating the activation of the state-of-the-art Doppler radar in Catanduanes after forecasters here successfully tested its capability to provide a “near-perfect forecast.”

The test, conducted by weather forecasters here at the break of day on Thursday, accurately predicted the rains that were then going to come to Albay that day, said Landrico Dalida Jr., chief of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) in Bicol.

Dalida said weather forecasters underwent a three-week training from January 9 to 21, focusing on the maintenance, operation and interpretation of the radar pictures.

He said the training helped forecasters to become more confident in their forecasts, especially with regard to evaluating the rains.

Dalida said the “torture test,” or validation test, was successfully conducted on February 2, when forecasters accurately predicted heavy rains coming to Albay by 10 a.m. that day.

Dalida said that on that day, they predicted about 12-14 millimeter per/hour of heavy rains that would be pouring until early evening.

He said the results were sent to Albay Governor Joey Salceda and to Cedric Daep, chief of the Albay Public Safety and Emergency Management Office, and these were subsequently used to warn the people in the third district of Albay, especially those people living near the foot of Mount Mayon.

“So we are now starting to use its near-perfect forecast with regard to the rains but since the Doppler radar has not been turned over officially, we are not giving the results to the public but limited (the results) to the disaster managers of the province especially in Albay,” said Dalida.

The new Doppler radar in Bato town in Catanduanes, the first of three units being built in the country using the solid-state technology developed by Japanese engineers, is set to operate in March.

Salceda, chairman of the Bicol Regional Development Council, said that with the Doppler radar in place, forecasters would have longer lead time, estimated to be at least six hours, to determine the rain content of tropical cyclones and give disaster authorities time to decide and implement preventive measures.

He said that although rain gauges are good instruments to determine the rainfall rate, they do not tell the weathermen the amount of rain before it falls, something that the new Doppler radar can now do.

Dalida said this new technology uses the new S-band system that transmits electromagnetic waves as far as 420 kilometers away to determine rainfall intensity and coverage, wind velocity and speed.

The S band, according to Dalida, is defined as standard for radio waves with frequencies that range from 2 to 4 gegahertz. It is used by weather radar, surface ship radar, and some communication satellites, especially those used by National Aeronautics and Space Administration to communicate with the space shuttles and the international space stations.

By using the solid-state technology, he said the new Doppler radar would no longer use the US-made coaxial magnetron (a device use to emit power so the radar can detect clouds), which cost P3 million.

The new Doppler radar is more economical because of its low power consumption of 10 kilowatts as compared to the previous 500-kW power need of a magnetron, while maintaining accuracy and efficiency of the radar, he said.

“The most impressive characteristic of the recent Doppler radar is that aside from detecting the clouds, it penetrates the inside the clouds,” he said.

The new Doppler radar, he added, now determines the rainfall volume of the clouds, its intensity, wind velocity and speed, thus giving an early warning to the community where the clouds are going and how much rainfall these contain.
Dalida said this could help warn the local government units in advance so that preemptive evacuation could be done with minimal damage and fewer deaths or, at best, zero casualty.

Dalida explained that even with the new radar in Catanduanes, the Pagasa would still maintain the four Automated Weather Stations (AWS) in Tiwi and Libon towns and the cities of Legazpi and Tabaco, all in Albay.

He said the AWS and the Doppler would “work perfectly together as the Doppler serves as early monitoring while the AWS harmoniously confirms the data given off by the radar system.”

Albay receives P3-M worth of learning materials for its day care centers


LEGAZPI CITY, Feb. 3 (PIA) -- Some P3 million worth of assorted of teaching materials for day care workers, and learning materials and books for day care children are being distributed to different day care centers in Albay by the Provincial Social Welfare and Development Office (PSWDO).

Yolanda Guanzon, provincial social welfare officer, said that the teaching materials will benefit a total of 715 day care workers serving 713 day care centers in the province.

“The provision of books, learning materials is part of the Early Childhood Care and Development (ECCD) of the provincial government of Albay,” Guanzon said.

ECCD intends to help achieve the balanced development of the child’s physical, mental, language, and social attributes using these learning materials.

She said that the provincial government is allocating fund for the procurement of ECCD learning materials for both day care workers and children.

ECCD specifically aims to provide caregivers with age-appropriate materials for enhanced activities with children improve the quality of play in early learning centers and play groups, improve attendance of children to organize ECCD sessions, and encourage parents and day care workers to support and participate in early learning activities.

Aside from P3 million budget for these materials, the provincial government has an allocation of P5 million (annually) for the additional incentives of day care workers throughout the province.
“To date, there are 715 day care workers in the province befitting the additional P500 per month incentives,” Guanzon added.

However, the provincial social welfare office is still in the process of reviewing the qualifications of 42 remaining day care workers in order for them to receive the P500 additional incentive. (MAL/MDR, LGU Albay)

Albay named recipient in 7th UNFPA’s Country Programme


Albay has been named one of the areas recipient of the support programs of the United Nations Population Fund Agency (UNFPA) 7th Country Programme of Assistance to the Government of the Philippines for 2012-2016.

The support programs will cover existing ones on maternal health, family planning, prevention of sexually transmitted infection and HIV, adolescent reproductive health and gender equality.
Part of the pre-implementation process of the Country Program (CP), the UNFPA already conducted a situational analysis (SITAN) of the reproductive health status of the province of

Albay including the current priorities, challenges and needs as reflected in Albay’s policies.
Under the program package, the UNFPA will provide its assistance to advance the reproductive health program of Albay including Capacity Building of Health personnel/providers in municipal/city health centers as well as district hospitals.

The UN program seeks to strengthen institution and systems and leverage partnership rather than emphasize direct service delivery. The program will expand public – private partnerships in order to leverage resources for good practices and provide effective program models.
In the case of Albay, the sustainability of this program is assured because of its existing systems and institutions. (MAL/MDR, LGU Albay)

Uni an Albay Capitol buda Penaranda Park na kinagisnan ko. I have many stories about the capitol. This was built during the American Period. Since we lived on the ridge of Sagumayon River on Balintawak St., we were always prone to the overflowing of the river during typhoons. Each time, we seek shelter in the comforts of the offices of the Capitol building. Once you are inside, you will never feel the strength of the typhoon. It is also the breeding ground of pingpong experts of the city with its two pingpong tables in its courtyard being used by enthusiasts for daily games. It is also the favorite tambayan of the proverbial village idiots Tinoy and Sabrit.

Alternate Road is now turning into a "night-out street".
I passed by there last friday night. grabe ang mga nkapark na kotse sa gilid ng road. Daming tao lalo na sa Mexita and sa 28th of September. It's becoming one of the Legazpi's main gimikan areas :D
Dakul na man dyan na mga bars, to name a few:
1. Mexita's
2. 28th of September
3. Kim's Bowl
4. Vintage Bar
5. Willkomen (yes they offer beer)
I hope the city government will be proactive in sustaining the potential growth and development of this street. It really has a lot of potential, so as early as now, something must be done to improve the street and make it more attractive to potential investors in the food and entertainment industry. I think the place is ripe for fast paced development considering that it has been in hibernation over the last 20 years. It's about time. Watch out, in 5 years you will see many of the national fast food restaurants sprouting all over that street. It just needs some push from the city government.

Yes ang dami nang bars/restos dito sa Legazpi. Nakakalat sila everywhere. I don't know if that's a good or a bad thing na kalat sila, kasi di nagkakaroon ng "permanent" or "official" na bar/restos strip dito sa legazpi kaya di masyadong nagiging well-developed and well-known. On the other hand, at least very accesible kung all over the city sila. People coming from all over the province can easily go to them. Walang masyadong malulugi kasi di masyadong stiff ang competition. And hindi nagiging problem ang overcrowding or parking spaces. :cheers:

I would love to have a copy of Raffi's Albay Viejo. Raffi is my kababata diyan sa Barangay 7 (Bano) and went to the same elementary school - Albay Central School. He went to Albay High School and to DWC for college while I went to Liceo de Albay (DWCHS) for high school and AUL for college. Later he became a radio announcer at radio station DZRC. We saw each other I went home last September. Had I known I would have requested for a copy. I think Raffi is now with Aquinas. His father was Principal at Taysan Elementary School.

From these beauty contests I see an emerging industry in Albay, particularly in Legazpi and Daraga. I am alluding to high-value garments and fashion goods. We already have models, what we need are couteriers/entrepreneurs and affordable electric rate.

Aside from Sen Pedro Sabido, other Albayano well known senators include the late industrialist Sen Vicente Madrigal (Jamby's grandfather) of Ligao and later his daughter Sen.Pacita Madrigal Warns. With their billions, I am dismayed by the fact that the Madrigal family do not have significant activities to help their kababayans in Ligao or much more the Province of Albay. I hope they would find time to take a look at the province and invest here some of their resources.

Another Albayano icon is Sen. Dominator Aytona. He was Secretary of Finance during the time of Pres. Garcia. I think he ran for Vice President in the sixties but lost. Sen. Aytona is a classmate of my mother at Albay Central School under the Thomasites.

Any Karoaki (spelled right?) in these watering holes/beer joints? Will some areas become the "red districts" of the City?

Mostly beer joints. There is already a designated "red light district" in Bonot, far from the city proper. I think an ordinance was passed banning "kimat kimats" 1 km from the church. That's why these establishments which were formerly located in Peñaranda St. transferred to Bonot.

There are some videoke joints there in alternate road but for me the best videoke place is still Sanctuario in Casablanca, plenty of choices of songs and excellent sounds.

The liquor unit of San Miguel Corp. on Friday said it has acquired a bottling firm which is seen to form synergies with its operation and support its expansion program.

In a disclosure to the Philippine Stock Exchange, Ginebra San Miguel Inc. said it purchased 100 percent of the total outstanding shares of East Pacific Star Bottlers Phils. Inc. for P200 million at P100 per share.

East Pacific Star is a company engaged in the manufacture and bottling of alcoholic and non-alcoholic beverage.

“The acquisition will forge synergies with the company’s on-going operations and provide additional capacity for the contemplated expansion plans of the company,” GSM said.

GSMI’s flagship product is Ginebra San Miguel. Its other products include G.S.M. Blue, Gran Matador Brandy Solera and Magnolia Fruit Drink, and Big M, among others.

In the first nine months, GSMI posted a net loss of P840.7 million compared to a net income of P747.75 million in the previous year on lower sales because of the highly competitive market situation resulting in weaker demand for its liquor products

Its shares added 5 centavos or 0.21 percent to close at P23.85 apiece on Friday.

Only Albay is ready for big quakes

LEGAZPI CITY: Only the province of Albay is prepared for earthquakes, Philippine Institute of Volcanology and Seismology (Phivolcs) Director Renato Solidum said on Tuesday, a day after a 6.8-magnitude tremor struck the island of Negros in the Visayas region.

During the Mayon Volcano Summit held at Venezia Hotel, Solidum—the main speaker of the event—revealed that other provinces had a poor level of preparedness for and awareness of calamities.

“Many provinces in the country are not earthquake-ready except Albay province, and one pressing concern that should be assessed is the people’s level of preparedness [and] awareness. The Philippines is an earthquake-prone country and we have to be prepared” for it, he said.

What is also alarming is that most houses in the provinces are not safe, since these were haphazardly built, the Phivolcs chief added.

Salceda eyes 5.7% growth by March

Legazpi City—Albay Governor Joel Salceda said the economy will post a 5.7 percent growth rate in the first quarter, a leap from the 3.7% level last year which was less than half of 2010’s 7.6%.

He cited a confluence of domestic and external factors contributing to mthe favorable trend.

Salaceda, an economist and former presidential adviser, said the demand side domestic factors included the rebound in public spending and the disbursement acceleration program with the frontloading of the 2012 capital outlay coinciding with construction activities coupled with increased private, foreign and local investments due to confidence in the administration.

But he admitted that the impact of the Private-Public Partnership will be felt around the fourth quarter or more likely in 2013.

According to Salceda, the growth trend will be sustained by increased agricultural production resulting from the government’s irrigation upgrading and development and the benign La Nina phenomenon in the first half of the year.

He said the improved domestic outlook will be complemented by a showing of US economic recovery and Eurozone stabilization.

Salceda said slackened growth last year was worsened by severe weather conditions whose impact were offset by remittances of migrant workers and public sector underspending that gave way to a critical review of policy and redirection.

He said the the sluggish growth was firther dragged by the anemic US recovery, peaking Eurozone instability and China’s slowdown.

But Salceda said the seasonally adjusted Gross Domestic Product grew by 0.9% in the fourth quarter of 2011 versus 0.8% of the previous quarter, while the gross national income accelerated to 1.7% from 0.9% in the third quarter.

Alternate Road is now turning into a "night-out street".
I passed by there last friday night. grabe ang mga nkapark na kotse sa gilid ng road. Daming tao lalo na sa Mexita and sa 28th of September. It's becoming one of the Legazpi's main gimikan areas :D
Dakul na man dyan na mga bars, to name a few:
1. Mexita's
2. 28th of September
3. Kim's Bowl
4. Vintage Bar
5. Willkomen (yes they offer beer)
I hope the city government will be proactive in sustaining the potential growth and development of this street. It really has a lot of potential, so as early as now, something must be done to improve the street and make it more attractive to potential investors in the food and entertainment industry. I think the place is ripe for fast paced development considering that it has been in hibernation over the last 20 years. It's about time. Watch out, in 5 years you will see many of the national fast food restaurants sprouting all over that street. It just needs some push from the city government.
^You list should include those along the Airport Road: South Road Bar of Pepperland; Mr. Crab; Legazpi Airport Hotel and Restaurant (buffet and piano bar);and another one between Mr. Crab and the airport. Another emerging entertainment strip is the Corniche/Dalan Sirangan/Miguel Lopez de Legazpi Boulevard in Puro. :cheers:

^That string of bars along the diversion road in Bonot and Bogtong (where the City transferred the night spots from the Penaranda Strip, er, Street) is the City's counterpart of Patpong's and Ermita's.:nuts:
I hope the entertainment strip along the Corniche/Dalan Sirangan/Miguel Lopez de Legazpi Boulevard in Puro will not turn into one.:ohno:

For his part, Gov. Joey Salceda of Albay, who led provincial officials, media practitioners and disaster responders in participating in the summit, said that the country’s development should be measured alongside safety protocols.

“To lessen the impact of disasters, we should be aware of the safety protocols of the people and of the structures we’re [building]. Albay, which pioneered hazard training and simultaneously conducted earthquake drills to strengthen the level of preparedness and awareness of the people, is more than 50-percent ready should strong a earthquake occur,” he added.

Solidum asked the governor to integrate disaster risk reduction and climate change responsiveness in the disaster-mitigating measures of all regions to minimize the adverse impact of calamities.

Sen. Francis Escudero, meanwhile, urged all stakeholders and authorities to strictly follow the structural protocols and sought a comprehensive review of the National Building Code through Senate Bill No. (SBN) 2843 to strengthen the state’s existing structural policy.

This measure directs the Departments of Interior and Local Government and Public Works and Highways, and the National Disaster Risk Reduction Management Council to work with all local government units to initiate and conduct a comprehensive inspection of all buildings nationwide.

“There is no more escaping the reality of climate change, earthquakes, flashfloods [and] landslides.

Recent tragedies have shown that existing buildings where people thought they could seek refuge did not stand a chance against nature’s wrath; it even claimed lives,” Escudero said in a statement sent to The Manila Times.

His colleague, Sen. Loren Legarda, said that sound engineering practices and community preparedness were needed to ensure minimal damages due to earthquakes.

“Evaluation and retrofitting of public and private infrastructure are crucial in ensuring that buildings, bridges and other similar structures can withstand strong quakes; while the conduct of earthquake drills will enable our citizens to respond quickly and this will equip our people with knowledge of what to do before, during, and after such disasters,” Legarda told The Manila Times.

The former broadcaster-turned-legislator, who heads the Senate committee on climate change, is organizing regional workshops, set to start on February 24, on effective disaster risk reduction and climate change adaptation (CCA) for local government units, national government agencies, non-government organizations, academe, youth, and media.

Bicol mercy mission send to Guihulngan, Negros Oriental


LEGAZPI CITY, Feb. 8 (PNA) -- A Mercy Mission composed of water and sanitation (WATSAN), medical and psycho-social teams will be dispatched to Guihulngan City, Negros Oriental, the hardest hit area of the killer quake that struck on Monday, the Office of Civil Defense (OCD) in Bicol said Wednesday.

The Mercy Mission is a joint undertaking by the OCD, Department of Health (DOH), Armed Forces of the Philippines (Army, Navy Air Force), the Albay Provincial Disaster Risk Reduction and Management Council (PDRRMC), Raffy Alejandro OCD regional director said.

At a meeting held on Wednesday, Alejandro said the RDRRMC-Albay WATSAN and medical team is composed of 73 medical, sanitary and security personnel, including a water liquefying machine.

The WATSAN team will leave this city at 8:30 p.m. Wednesday, on board a Navy boat BRP Gen. Luna at the port of Bulan, Sorsogon and is expected to arrive Guihulngan port Thursday afternoon.

While the medical team will enplane for Damaguete City on Thursday.

The medical team with two doctors and nurses led by Dra. Rose Rempillo of DOH will assist disaster and health authorities in Guihulngan City in providing post disaster health intervention and psycho-social services.

The WATSAN team led by Sanitary Engr. William Sabater of DOH, will operate and distribute water to residents that badly need potable water in the two cities in Negros Oriental.

The water purifying machine can produced 33,000 liters of potable water per hour.

Similar to the overall strategy of Team Albay was patterned to the WATSAN and Medical services interventions in Cagayan de Oro City, Iligan City during typhoon Sendong, Isabela, Iloilo during typhoon Frank, and Bagong Silangan, Quezon City when hit by typhoons Ondoy and Pepeng.

The 73-man team will render service for 10 days from February 9 to 18 this year.

Albay Gov. Joey Salceda, PDRRMC chair, said the mercy mission is in response to the call of President Benigno Aquino and the NDRRMC for LGUs to activate their disaster response and assist other LGUs affected by disaster events of huge impact.

Salceda at the organizational meeting said Guihulngan City with population of 91,358 was the most heavily hit area by the killer quake.

The water system of the city was totally damaged and people there are in dire need of water for their drinking and daily hygiene.

The mercy mission would provide clean, potable water to displaced and affected families, it will also render emergency pre-hospital care and pre-emptive public healthcare given the protracted water supply problems, while a psychosocial care would be given to people traumatized by the earthquake, Salceda said.(PNA)

I would love to have a copy of Raffi's Albay Viejo. Raffi is my kababata diyan sa Barangay 7 (Bano) and went to the same elementary school - Albay Central School. He went to Albay High School and to DWC for college while I went to Liceo de Albay (DWCHS) for high school and AUL for college. Later he became a radio announcer at radio station DZRC. We saw each other I went home last September. Had I known I would have requested for a copy. I think Raffi is now with Aquinas. His father was Principal at Taysan Elementary School.

Glad to know you're back in the pink of health, sir hehe. Nag order ako copy kang Albay Viejo from Mr. Banzuela's daughter who happens to be my batchmate in High School. Dai ko pa nakukua haha. Very interesting book I presume. :)

Only Albay is ready for big quakes – Philvolcs

LEGAZPI CITY: Only the province of Albay is prepared for earthquakes, Philippine Institute of Volcanology and Seismology (Phivolcs) Director Renato Solidum said on Tuesday, a day after a 6.8-magnitude tremor struck the island of Negros in the Visayas region.

During the Mayon Volcano Summit held at Venezia Hotel, Solidum—the main speaker of the event—revealed that other provinces had a poor level of preparedness for and awareness of calamities.

“Many provinces in the country are not earthquake-ready except Albay province, and one pressing concern that should be assessed is the people’s level of preparedness [and] awareness. The Philippines is an earthquake-prone country and we have to be prepared” for it, he said.

A multiagency mercy mission is expected to arrive Thursday in Guihulngan and Dumaguete cities in Negros Oriental to extend medical and psychosocial assistance, and to provide clean water to survivors of a killer-earthquake that struck the Visayas on Monday.
Firefighting personnel and resources in the region have also been mobilized to deliver truckloads of potable water and assist rescue and relief efforts in the devastated areas.

The 73-member mercy mission is a joint undertaking of the Office of Civil Defense (OCD), Department of Health (DOH), Armed Forces of the Philippines, and the Provincial Disaster Risk Reduction and Management Council in Albay province, said Raffy Alejandro, OCD director for Bicol. It will render service for 10 days.

Alejandro said medical, sanitary and security personnel led by William Sabater of the DOH would bring along a water purifying machine during their trip on board the Navy boat BRP General Luna from Bulan, Sorsogon, to Guihulngan. The machine can produce 33,000 liters of potable water per hour.
A team of two doctors and nurses led by Dr. Rose Rempillo of the DOH will fly to Dumaguete to help give postdisaster health intervention and psychosocial services.

Our prayers are with Negros Island. Kumusta po kayo dyan? Heard form the news na marami pang aftershocks especially in Negros Oriental.

I'm based in Manila na but according to my family and friends in Bacolod, the Capital and nearby Cities are not badly hit as compared to the oriental side. No Casualties in Metro Bacolod reported. There are some minor damage to some structures but they're all being checked for structure integrity by the local government. Aftershocks pa daw felt even sa Bacolod now from time to time. We just hope this will all stop.

Regarding the Oriental Side, we are all feeling devastated about the lost of lives and properties especially the infrastructures of our fellow negrenses. The help from Dumaguete can barely reached the affected areas because of the broken bridges and unpassable roads due to huge cracks. The Occidental Government and Cebu are already on the ground to help all the affected people in Oriental. Those who are needing major medical attention are rushed to Bacolod for hospitalization. I believe your good governor and province did also send some help to the affected areas and we really appreciate that! :cheers:

Senator calls for review of national building code


LEGAZPI CITY, Feb. 9 -- Climate change does not only mean the worldwide experience of fluctuating and unpredictable changes in weather, but it has also called attention to the integrity of infrastructure -- whether these can stand the intensity of the wind, the heat, storm or snow.

Senator Francis Escudero on Tuesday reiterated his call for a comprehensive review of the National Building Code through Senate Bill No. (SBN) 2843 that seeks the strengthening of the state’s existing structural policy.

Escudero made this call following the 6.9 magnitude earthquake that hit Negros Oriental claiming the lives of at least 52 people and the vast damage it had done to public and private infrastructure.

The Bicolano lawmaker, in an emailed press statement, said that the country had been through major weather disturbances, and structures and constructions in the country did not respond well to its impacts.

“There is no more escaping the reality of climate change, earthquakes, flashfloods, landslides and recent tragedies have shown that existing buildings where people thought they could seek refuge did not stand a chance against nature’s wrath; it even claimed lives,” Escudero said.

Escudero, chairman of the Senate committee on environment and natural resources, said that under SNB 2843, stakeholders and government must conform to structural protocols and those who violate the law should be meted punishment.

SBN 2843 directs the Departments of Interior and Local Government and the Public Works and Highways, and the National Disaster Risk Reduction Management Council to work with all local government units to initiate and conduct a comprehensive inspection of all buildings nationwide before building officials could issue Certificate of Inspection and Clearance in conformity with the by-laws of Presidential Decree 1096 or the National Building Code of the Philippines.

Escudero said it was unfortunate that there had been building permits issued under questionable circumstances saying “these fraudulent issuances have allowed faulty building constructions to the detriment of its occupants and those beside and around it.”

Building authorities who will commit fraud related to the issuance of permits, clearances, and certifications shall face life imprisonment, absolute disqualification to hold office, and permanent revocation of professional license.

The provisions of building code were created to ensure the state’s responsibility to safeguard the people, therefore this should be strictly enforced, rather than openly defied by its own regulators, Escudero said. (MAL/MSA-ALbay)

Advocacy on Microinsurance to address poverty takes off in Bicol


LEGAZPI CITY, February 9 (PIA) -- The Insurance Commission and the Department of Finance National Credit Council (DOF – NCC) brings its Financial Literacy Road Show on Microinsurance Advocacy in the Bicol region as part of the government’s campaign to spread awareness on the role of the venture in poverty alleviation,.

The event commenced with Training on Microinsurance Advocacy (TOMA) held February 7–9 held at the Alicia Hotel here participated in by potential advocates coming from government and non-government groups including donors/development partners, national public agencies and support organizations.

On February 10 is a culminating seminar with the theme “Magpaseguro para Protektado” which reflects the aim of educating the public and private sectors of the framework and status of microinsurance in the Philippines particularly the respective roles they play in the said advocacy.

DOF – NCC Director Joselito S. Almario will present the salient features of the National Strategy and Regulatory Framework for Microinsurance as it promotes better access to affordable and simple insurance products by the low income and informal sectors.

Part of this campaign is the recognition of microinsurance advocates from Bicol who can help in addressing the need for wider awareness on the importance of insurance, risk protection and financial literacy particularly among low-income sectors.

Albay’s Simbag sa Emerhensya asin Dagdag Paseguro (SEDP) MBA is one of the microinsurance providers recognized at the event.

The government, through the initiatives of the Insurance Commission and its partners in enabling proper regulation of Microinsurance, continues the momentum of opportunities in partnership with National Strategy for Microinsurance and the Regulatory Framework for Microinsurance launced in 2010. Further details of which will also be discussed in the culminating seminar. (MAL/SAA, PIA V/Albay)
