LEGAZPI CITY, Feb. 21 (PNA) – A group of Russian tourism agents went around Bicol’s key tourist attractions over the weekend to see and experience for themselves what the region could offer to their nationals who are looking for places to go during their vacation and leisure tours.

From Manila, the group composed of 16 private travel agency operators and tourism diplomats was ushered by the Philippine Tourism Agency Association (PTAA) to this city Saturday where they were mesmerized by the enchanting Mt. Mayon, the peerless cone-shaped volcano known as the World’s Most Perfect Cone.

“The Russians immersed into the bustling and vibrant city, the gateway of the wealth of wonders of Albay province and enjoyed the warm hospitality of Legazpeños,” Amy Detera, the PTAA’s supervising tourism operation officer on Tuesday told the Philippines News Agency.

From here, Detera said the group visited the Raintree Misibis Bay, a private tropical hideaway built on a pristine stretch of beach along the southern tip of Cagraray island in Bacacay, Albay.

The breathtaking five-hectare island resort offers exquisite adventures arising from a treasure trove of infinite possibilities.

Dubbed as the Philippines’ “luxury playground”, Misibis Bay that sits on a 20-hectare prime commercial and residential estate nestled in the Pacific boast of a wide stretch of pristine white sand and a scenic route along the Sula Channel, a quaint body of water that separates Cagraray Island from the mainland of Albay.

Being operated by the Legazpi-based Misibis Resorts, Estates and Spa, the facility offers luxurious summer and retirement homes rimmed by a pristine beach front along an ocean of good life surrounded by a board walk of world-class amenities that truly defines living a life of magnificence.

The place with sceneries that offer a respite from a stressful environment because of its lush, rural sceneries and the pristine beach with golden sands is 45 minutes by land or 30 minutes by a fast watercraft from here, Detera said.

The group stayed at the Misibis for an overnight accommodation placed in world-class resort villas, Detera said.

On Sunday, the Russians returned to this city and motored for an hour to Donsol, Sorsogon to join hundreds of other tourists in whale shark interactions, a world-famous underwater experience of swimming along with whale sharks, locally called butanding, the “Gentle Giant of the Oceans”.

“It was fortunate that it is already butanding season in Donsol as the Russians, in a day-long stay were able to enjoy the once-in-a-lifetime experience of swimming with a school of whale sharks feeding on planktons near the mouth of Donsol River,” according to Detera.

Butanding seasons opens in Donsol in February and the yearly peak season for whale shark sightings comes during the month until May. During this period, dozens of the enormous sea mammals arrive in the area to feed, mate and breed.

Most of them stay until October but some that have made Donsol waters their homes remain to make themselves available to thousands of tourists coming the whole year round.

In the evening of Sunday, the group stayed until the late hours at the Ligñon Hill View Deck, a 156-meter hilltop that offers a breathtaking 360 degrees view of the city, the deep blue Albay Gulf, neaby towns and islands, the Cagsawa Ruins and of course, the full edifice of majestic Mayon Volcano.

Located behind Albay Park and Wildlife and towers over the adjacent Legazpi Airport, Ligñon Hill has became one of the popular tourist destinations here being the best place to view Mt. Mayon. It offers the thrill of ziplines and a walk in the park during sunrise, sunset or nighttime.

Detera said Ligñon Hill that also serves as home to the Mayon Observatory Complex of the Philippine Institute of Volcanology and Seismology (Phivolcs) is not just landmark but an environment-friendly park as well.

Perhaps it is the way the pitch of the roof fans out ever so slightly or how the sensuous curves of the walls are echoed by the eaves. Whatever it is, I was mesmerized. I could not tear myself away. One other sight that had the same effect on me was Mount Mayon in Bicol. Its unblemished cone was equally hypnotizing. Even as my vehicle hurried past I had to open my window and twist around for an additional glimpse until my neck ached. How often does one have the chance to bear witness to perfection?

looks like we're praying for the same thing...sabi nung isang contractor na nakausap namin sm na daw talaga ang bibili pero sana hindi sya nagsasabi nang totoo. hindi sa hindi natin gustong pumasok ang sm sa legazpi, we're just afraid na maglagay naman sila nang malaking box. pero if its tru sana maganda namang mall ang ilagay nila.

Right, if ever SM man ang makakuha, sana gawin nilang parang mini-Mall of Asia. di masyadong mataas ang building pero malapad and mahaba para mamaximize ang space. Pero sana talaga bako SM. Hihihi :lol::lol::lol:

Another building was also demolished sa may Oro site. Duman sa may palaog sa Savemore Silverscreen. Another one to watch out for. :)

Your guess is as good as mine. The Legazpi Airport will be a prime catch. My guess is SM will not want to loose to Megaworld anymore just like what happened in the bidding of the Iloilo airport. So whether we like it or not there is a very big possibility that SM is coming to town.:)

you should leave a day early before ur flight to the US. Makatakot man nanggad ta dai cgurado an panahon. That's 1 thing i always do pag pauli na kami from legazpi. Mag hotel na lng overnight. it will be worth it.

maatend kaya akong orientation the day before my mar 7 flight. bus na lang para sigurado. kesa man madagdag ang babayadan ko sa excess baggage sa plane. :)

LEGAZPI CITY—The provincial government of Albay will start banning plastic in June this year in compliance with a provincial ordinance.

Saying the use of plastic in commercial establishments should have been banned a long time ago, Sangguniang Panlalawigan (SP) ordinance no. 2011-3 will be strictly enforced from huge malls and department stores to neighborhood sari-sari stores.

The ordinance was signed by Gov. Joey Sarte Salceda last Feb. 24.

Violators stand to pay fines ranging from P1,000 to P5,000 including cancellation of business permits.

Local executives in the province’s 15 towns and three cities hailed the ordinance and vowed cooperation.

Legazpi City Mayor Geraldine Rosal said the provincial ordinance banning plastic bags is a major contribution in solving environmental problems.

On Feb. 24, SP members met with enforcement agencies and owners of commercial establishments in preparation for the ordinance’s June effectivity.

“We will see to it that Albay would be able to show a shining example and the effectiveness of the ordinance. Under Gov. Salceda, the province has become a forerunner and leading example of the zero-casualty and climate change program,” said Arnold Embestro, an SP board member and chair of the committee on environment.

Embestro said commercial establishments have long been notified about the impending ordinance to ban the use of plastic and the moratorium given was enough to enable most establishments to start complying with the ban. The ordinance said commercial establishments including small sari-sari stores and ambulant retail vendors would be baned from using plastic, Styrofoam and synthetic materials as packaging bags for goods sold to customers.

CAGAYAN DE ORO—As victims of Typhoon Sendong in Northern Mindanao continue to reel from its effects, senators called for an investigation of the foreign and local financial donations and relief goods that are being distributed to the affected communities.

Since the typhoon hit the cities of Cagayan de Oro and Iligan two months ago, the recovery of the victims had been noticeably slow, especially for those still in evacuation centers and temporary shelters, Sen. Loren Legarda said.

“It seems that the assistance is either not felt or is not being implemented. We have to make sure that funds, for instance, are wisely used. We need to look into how donations go to the intended beneficiaries because local and foreign aid has been pouring in since the typhoon struck,” Legarda told the BusinessMirror at the sidelines of the Mindanao Disaster Risk Reduction and Geohazard Management meeting on Saturday.

Legarda, who heads the Senate panel on climate change, said the National Disaster Risk Reduction and Management Council (NDRRMC) should monitor and manage relief efforts of local and foreign donors. She said housing should be the priority and basic needs, such as food, clean water, medicine, among other things, are promptly addressed.

During the meeting here, the latest emergency-response package for the victims of Sendong, amounting to P351 million, was announced by Australian Minister and Head of Mission Andrew Byrne.

The Philippines so far received millions of pesos in cash and relief goods from Canada, the United States, Denmark, Indonesia, New Zealand and from other countries.

Sen. Aquilino Pimentel III, who convened the meeting, together with Sen. Teofisto Guingona III, said he supports the inquiry to find out if the funds were spent and distributed properly.

“Aside from looking into an effective disaster-risk reduction management, we need to know if the donations are being dispensed with and allocated properly to the victims to help speed up their recovery,” Pimentel said.

Earlier, Rep. Winnie Castelo of the 2nd District of Quezon City batted for a congressional inquiry into how the cash donations and relief goods had been distributed to the typhoon victims.

Sendong had affected more than 700,000 residents of Cagayan de Oro and Iligan; at least 257 people were killed. Many houses were either destroyed or damaged.

Social Welfare Secretary Dinky Soliman, who spoke during the meeting, said there should be synchronization of information in disaster response and rehabilitation in the affected areas.

“In our post-disaster needs assessment, we realized that there is no common system of information on disaster response. We have to have a common information base on how many people or communities are affected and if relief and rehabilitation are being addressed properly,” Soliman said.

Soliman cited Albay as the model of effective management, coordination and response in times of disasters.

Albay, being frequently hit by natural disasters, has institutionalized a system where all local government units and agencies down to the barangay level are knowledgeable on disaster-risk reduction plans and climate-change adaptations to better address the effects of calamities and disasters, said Albay Gov. Joey Salceda.

At the end of meeting, a Mindanao declaration on disaster-risk reduction priorities was adopted to help affected communities and prepare the region for future disasters.

The priorities in the declaration are: addressing knowledge through scientific research, training and information using technology and community-based approaches; strengthening emergency preparedness and response down to the grass-roots level; a comprehensive disaster-risk reduction-management plan; strict enforcement of laws, including prohibiting mining and logging in disaster-prone areas; river-basin management and massive reforestation; passage of pending bills such as the People’s Survival Fund, Solidarity Fund, Land Use Act and other laws that will establish a permanent, independent disaster- management and risk-reduction agency; and setting up appropriate institutional mechanism for disaster-risk reduction implementation.

Yes, I like Megaworld's plan for the former Iloilo Airport, they're practically building a new business district! I think if SMDC will win LGP, they might do the same thing. The entire airport is 75 hectares!

I still prefer a combined residential, commercial and recreation complex in the area, with the Ligñon Hill as focal point.

For the meantime, let's enjoy plane watching, lol.

Legazpi City Government approves already TAXI LANES in the city, that means, all corners, strategic places like malls, BU, Regional Site in Rawis, Hospitals, LCC, Embarcadero, parks , etc, will have standby taxis to cater passengers, these lanes solely for taxis, whoever parked on such lanes will be apprehended, more taxis were already approved by the LTFRB and LTO. Signages were already been processes for posting.

PHL-US Pacific Angel 12-1 humanitarian mission
LEGAZPI CITY, March 1 (PIA) -- More than 10,000 Albayanos are expected to benefit from free medical, health, and psychosocial related services while several schools and public utility structures in the province will be rehabilitated through the joint Phl-US Pacific Angel 12-1 humanitarian mission on March 5 to 10.

In a conference Monday, Albay Gov. Joey Salceda said all preparations are in place for the humanitarian mission that will provide health, medical and psychosocial services, engineering civic action projects, lectures, and interfacing on disaster risk reduction management (DRRM) and climate change adaptation (CCA).

Salceda said the US Pacific Command in the Pacific area will lead the teams of medical and dental health practitioners, engineers, and workers, among others, while similar contingents from the Armed Forces of the Philippines (AFP), Philippine National Police (PNP), other partner government and private institutions will provide support to the mission.

Albay’s DRRM and CCA authorities, according to the governor, will also be discussing with their counterparts in the US and other cooperating contingents the province’s expertise and experiences that are globally known in pursuit of an effective disaster risk reduction and management and climate change adaptation initiatives.

He said the humanitarian mission is aimed at improving cooperation between national and local governments, military, international organizations, and non-government organizations in responding to disasters.

Albay is one of the most disaster-prone areas in the country yet has so many success stories to share on carrying out DRRM and CCA programs and strategies including the institutionalization of civil-military cooperation in disaster preparedness and response.

Salceda furthered this year’s mission is the third in four years that Albay was selected as a venue for this kind of humanitarian mission, citing that similar events were also already held by the USS Peleliu in 2007 and RP-US Balikatan in 2009.

Meanwhile, US Air Force Lt. Col. Michael Black of the US Pacific Command stressed the event is not a military combat exercise, but purely humanitarian, civic assistance and capacity building efforts.

Black said some 81 US personnel, composed of medical and engineering team, including two doctors from the Republic of Cambodia Armed Forces and two military observers from Tonga on board the US Air Force C-17 military transport aircraft would arrive at the Legazpi Airport on March 1, this year for the six-day humanitarian mission in Albay.

The activities are limited to health services, engineering civic action projects, lectures, and interfacing on DRRM and CCA.

Areas covered by the humanitarian mission include Barangays Tagas and Binitayan in Daraga; Arandurugan social hall in Guinobatan, municipal gymnasium in Sto Domingo; Barangays Bigaa and Lamba in this city.

The Philippine National Police (PNP) and the Philippine Army (PA) said security measures are in place to safeguard all participants of the humanitarian activities. (MAL-PIA V/Albay)

^May nag-take off mannanggad sa runway 06 ta amihan, sa Rawis nag-itaas su eroplano (runway 24 kun habagat, sa Bagtang); was it around noon I'm not so sure but there was this peculiar sound of a plane taking off which was a little louder than the usual Airbus A319s and A320s. Sayang, dai ko nadungawan sa bintana!:ohno: Nuarin daw mabalik ta makodakan lamang (kuta allowed an planespotters like dc88, or is security tight?):cheers:

I really hope we can get constant updates from LCC about the consturction of "The Forum" here.

Siguro naman Pacific Mall will also do some renovation/expansion or something kasi syempre dito na pupunta karamihan ng mga tao kasi very accesible from any point in Legazpi. Embarcadero should also step up their game, lalo na't may disadvantage sila dahil sa inaccesibility nila.

It also makes me wonder.. With LCC building a big major shopping center like this.. Won't it become even much more difficult for other big companies to enter Legazpi now than ever before? :ohno:

Yup. Based from what I've observed, sa Savemore Metrohub, kadaklan kang ngagrocery ay either yung mga babyahe or yung mejo mga "elite". Kasi its a less crowded grocery and karamihan ng shoppers ay naka-kotse. :nuts:

Kahit nga ngayon di parin ako makapaniwala na nagpumilit ang Savemore na mag-put up ki grocery jan sa Bichara maski sadayuton ang space and dai man masyado tigtatao.

This just goes to show that SM is raring to penetrate Legazpi and is defenitely persistent in establishing their presence here. Malapit na nga talaga dumating yung buong mall na yan. Haha :lol::lol::lol:

Despite of several comments and suggestions at LGU Daraga FB, to relocate all those houses encroaching already the national highway and give way to the view of the city, seems the agencies concern and DPWH, has no plan yet of making it more wider to vehicles and develop such:ohno::ohno::ohno::ohno:
Accident is a perennial problem , they have also plan of opening a diversion road but it was only a plan, remain as plan, no more, LGU has no political will on several projects, that is why, even Gov. Salceda, commented negatively against them:ohno::ohno::ohno:

With regards to classroom situation in the country, the national government must look into their lapses, implementing K+12, and yet not ready. Daraga National High School in particular have 85 students per classroom, :ohno::ohno::ohno::ohno: Teacher and student ratio is not well balanced in the public schools compared to private institution, just imagine the pupil-book ratio, 3 is to one:ohno::ohno::ohno:how much more those schools in the far flung barangays which classrooms are already dilapidated, susceptible to quake accident. Based on my observation they just construct classroom building anywhere without giving due consideration to the site as playground. Why don't they planned of high rise classrooms according to school site areas.:ohno::ohno::ohno::ohno:

(syempre ta wara man pondo). preho man iyan kan gibuhon na Filipino an medium of instructions eskwelahan, pero an mga libro puro english. Kan aq nasa pagturo pa, sa NCR 60-80 students an sarong section...... dai kinaya kan powers ko nagresign ako sa pagturo(due to health reasons). pero sana manan ma aksyonan kan gov't an dakulang kakulangan sa edukasyon.

Such a wonderful day for women who completed their nominal hours on Culinary Arts, some of them are already food restaurants supplier, owns a bakery, resto operators and self employed out of the skills training they've learned for three months having such class from 5 pm to 8 in the evening , three times a week.
Really empowered women thru skills productivity at barangay San Roque.
