LEGAZPI CITY, March 6 (PIA) -- The National Competitiveness Council (NCC) together with the Department of Trade and Industry (DTI) and Regional Development Council (RDC) in Bicol, will stage the NCC Road Show dubbed, “Boosting Regional/Local Competitiveness through Public Private Partnership" on March 16, 2012 at La Piaza Hotel and Convention Center here.
Jocelyn L.B. Blanco, DTI V regional director, said that the activity hopes to initiate a meaningful dialogue with the private and public stakeholders and partners to mobilize their commitment and action to address the challenge of progressing towards improved national competitiveness.
The road show will be attended by provincial and local chief executives, business chamber heads, university/college administrators and deans, non-government organizations, small medium enterprises, and other relevant government agencies in the region.
It will commence with a discussion on “Boosting Local Competitiveness thru Public-Private Sector Partnership” by Mr. Guillermo Luz, NCC co-chair for private sector.
Albay Governor Joey Salceda will also impart his experience on the plans and programs implemented by the Bicol Competitiveness Council.
Live testing of the eTAILs, one of NCC’s Budget Transparency Projects will likewise be done.
Jocelyn Berango, DTI V Information Officer, added that one of the highlights for the said event is the presentation of the 2012 Online Survey Results on Business Permits and Licensing System (BPLS) Program.
The customer satisfaction survey conducted by the NCC in partnership with the DTI and DILG from January 11 to February 10, 2012 seeks to gauge the progress of the government’s BPLS project which aims to streamline the business processes and licensing system for LGUs from various cities and municipalities. LEGAZPI CITY—At least 10,000 of the poorest of the poor in Albay were expected to avail themselves of free medical services courtesy of American soldiers in a mission viewed with suspicion by the militant left.
The humanitarian mission, put together by the US and Philippine military, started giving free medical and dental services to at least 700 residents of Albay on Monday.
Dubbed “Pacific Angel,” the mission is being carried out by 381 American and Filipino enlisted men, said Lt. Col. Augusto Gaite, of the Philippine Air Force and key player in the mission.
Lt. Col. Michael Black, of the US Air Force and head of Pacific Angel, said more than 10,000 residents of Albay were expected to benefit from the mission.
At the start of the mission on Sunday, at least 99 US soldiers put up a tent hospital in this city. Tents, equipment and supply were brought in aboard two US military cargo planes.
US soldiers also provided free medical, dental and optometry services to residents in the towns of Guinobatan and Sto. Domingo.
Other US soldiers repaired classrooms in this city and in the town of Daraga. They replaced roofs, ceilings, windows and doors. They also fixed electrical systems and painted walls in the classrooms.
The mission, however, was viewed with suspicion by the left. A spokesperson of the militant Bagong Alyansang Makabayan (Bayan) in Bicol said the mission was just a “publicity gimmick to divert attention from its real purpose which is to make the presence of US troops in the country more acceptable.”
Missions like the one brought by US soldiers in Albay, according to Bayan Bicol spokesperson John Concepcion, “are always paired with surveillance operations and spying.”

My all time favorite Chinese resto in Metro Legazpi. The home of the original flat pancit canton copied by modern pretenders like Boklan. Everytime I go home, I still by their uncooked pancit and bring to Manila. Masiram man an siopao ninda.

AirAsia and Cebu Pacific added domestic flights in anticipating of the peak summer travel season.
In a statement, AirAsia said it will have Clark to Davao City, and Clark to Kalibo flights available to the public for an all-in fare of P799 and P599, respectively, which includes base fare, fuel surcharge, aviation security fee, processing fee and value-added tax.
Flight booking started on March 5 and will run until March 18. The flight period is from March 28 this year to January 31, 2013.
Cebu Pacific added domestic flights this summer in time for the arrival of its two brand new Airbus A230 this month.
The following routes will become daily from February 8 to June 15, 2012: Cebu-Dipolog, Cebu-Legazpi and Cebu-Pagadian.
Three weekly flights will be added to the Cebu-Puerto Princesa route, from March 17 to June 4, 2012.
From March 24 to April 25, 2012, the airline will also add flights to its Manila-Legazpi and Manila-Puerto Princesa routes. — ELR, GMA News

The Philippines’ largest national flag carrier, CebuPacific (PSE:CEB) announces it will mount additional domestic flights in anticipation of the summer peak period in the Philippines.
This is also in time for the arrival of two more brand-new Airbus A320 aircraft from Toulouse, France this March 2012.
The following CEB routeswill become daily from February 8 to June 15, 2012: Cebu-Dipolog, Cebu-Legazpi and Cebu-Pagadian.
Three more weekly flights will be added to the Cebu-Puerto Princesa route, making it 10 times weekly from March 17 to June 4, 2012.
From March 24 to April 25, 2012, CEB is also adding flights to the following routes: Manila-Legazpi and Manila-Puerto Princesa (total of 4 daily flights each).
“We know that these additional flights and connectivity will play a big part in enticing more local and foreign tourists to these destinations. Legazpi is the gateway to whale shark encounters in Donsol, Sorsogon.
Meanwhile, CEB remains the largest airline operating to and from Puerto Princesa, which is world-renowned for its Underground River,” said CEB VP for Marketing and Distribution Candice Iyog.
The summer peak months of March and April will also see flight frequency increases for the following routes: Cebu-Bacolod (total of 17 weekly flights), Cebu-Caticlan (3 daily flights), Cebu-Davao (5 daily flights), Davao-Iloilo (2 daily flights) and Cebu-Siargao (4 weekly flights). CEB is the only airline flying direct to Siargao, an international surfing destination.
Flight frequency additions will be extended from March 24 to June 4, 2012 for the following high-traffic routes:
Manila-Cebu (total of 99 weekly flights), Manila-Bacolod (40 weekly flights) and Manila-Iloilo (7 daily flights).
“Because of these additional flights, passengers have more travel and flight options. We encourage passengers to book in advance to get the best travel deals, and to do webcheck-in for added convenience before their flights,” Iyog added.
CEB offers free web check-in service with free seat selection, from 48 hours up to 4 hours before all Airbus flights. Passengers automatically get assigned a seat for free during the webcheck-in process through the Manage Bookings section in the CEB website.

CEB flew close to 12 million passengers from January to December 2011, an increase of 14% over10.5 million passengers in 2010. It will launch the following flights in the 1sthalf of 2012: Manila-Hanoi (March 17), Manila-Xiamen and Kalibo-Hong Kong(March 23), and Manila-Siem Reap (April 19).
CEB currently operates 10Airbus A319, 20 Airbus A320 and 8 ATR-72 500 aircraft. Its fleet of 38 aircraft– with an average age of 3.6 years – is one of the most modern aircraft fleets in the world.
Between2012 and 2021, Cebu Pacific will take delivery of 22 more Airbus A320 and 30Airbus A321neo aircraft orders, and 2 Airbus A320 aircraft on operating lease agreements.

LEGAZPI CITY, March 7 (PIA) -- With the increasing risks brought about by climate change and global warming, the Civil Service Commission (CSC) saw the necessity to offer assistance to government workers in areas directly affected by natural calamities in the form of special leave.
Under CSC Resolution No. 1200289 issued on February 8, state workers in officially declared calamity areas may avail of the special emergency leave for five straight working days or on staggered basis.
The special leave is separate and will not be deducted from the employee’s leave credits, and may be availed of within 30 days from the first day of calamity declaration by proper government authorities.
Ma. Jocelyn G. Bejerano, CSC V chief personnel specialist, stressed that the grant can only be availed by government employees in areas declared under state of calamity.
The heads of offices shall likewise take full responsibility in granting special emergency leave and in verifying the employee’s eligibility to avail of such.
The leave may be used by employees stranded in affected areas, for urgent repair and clean-up of damaged house, recovery from disease or illness, or caring for immediate family members affected by natural calamity.
The policy, according to Bejerano, will be implemented retroactively from the onslaught of typhoon Ondoy in September 2009. As such affected employees, whose leave credits were previously deducted including those affected by typhoons Pedring, Quiel and Sendong in 2011 and other natural calamities, may request for its restoration.
As specified in the resolution, natural calamity or disaster may include earthquakes, flooding, volcanic eruption and landslide that have profound environment effect and/or human loss and frequently cause financial loss. (MAL/SAA-PIA5 Albay)

The Pinedas also own the lot where LANDCO stands. They also have a stake at Forest Lake. Their house is located in Bitano near the Water District. It's a big house with high walls.

Ano kaya kung may plano pa ang syudad na pakarahayon an mga stop lights. Previously Legazpi had three stop lights. In Rizal St - Peñaranda intersection, Peñaranda - Gov. Forbes intersection and Peñaranda - Lakandula intersection.
There should already be a stop at the intersection of F. Imperial and Circumferential Road, Benny Imperial Avenue (Alternate Road) and Tahao Road and Benny Imperial Avenue and Washington Drive.

MANILA, Philippines — Strange but true. Tito Alcala, an art professional, stepped down from the company, Artistshop, he co-founded and started his advocacy of providing chairs for the elderly and weaker members of society.
He calls his program S.I.L.Y.A., an acronym which means: Sa Iyo Lolo at Lola Yantok aming Alay. Its objective is: “to care for the elderly as they become older and weaker each passing day. And, thank them by not forgetting all the love and caring they have given us.”

When he explained his advocacy to me and guests who included high school classmates, Tito Alcala, who was a high school student in the Divine Word College of Legazpi under my watch as the principal, said that one time his elderly parents were at the airport waiting for somebody. “Since there were not enough seats around, my poor, old parents had to stand for hours.”

Being up close and personal with this divine wonder is an experience one will never forget. Sure, you’ve seen them many times on Discovery’s Animal Planet channel but no high-definition TV can come close to swimming side by side with the real thing. Jaws could only drop in excitement as not just one but several butandings can be seen in an awe-inspiring display of aquatic grace, an encounter that no ocean theme park can ever come close to replicating.
After all these water adventures, it’s time to surface and proceed to Legazpi City, Albay for the main event: Mt. Mayon itself. No trip to Bicol is totally complete without a glimpse of the legendary volcano with the perfect cone. Almost all tourists who visit Bicol consider it as the highlight of their itinerary.
While just about everyone can get goose bumps with the glorious sight of the Mayon from anywhere in Legazpi City, even the most breathtaking view does not nearly come close to coming near its slopes, as Mayon-trekkers could personally attest.
With sun block lotion, insect repellent, windbreaker and extra water and snacks in tow, climbers can experience Mayon’s diverse terrains that include forests, grasslands, rocks, sand, and boulders. So nagbago nanaman su family name. LANDCO was developed in partnership with the Pinedas. There was a big house where LANDCO is now located. I grew up in that house. Numerous buildings at LANDCO are owned by the clan. The Legazpi public market is also a Pineda property. Even the rustic house on Legazpi Blvd just past Puro is a family property. But the family is also very private so low profile lang sila.
