MANILA, Philippines — Talk ’N Text guard Ryan Reyes has yet to regain his true form due to a leg injury in the previous PBA Philippine Cup.
But when he was asked to deliver last night, Reyes didn’t disappoint.
The 6-foot-2 Reyes knocked in two booming three-pointers to power defending champion Talk ’N Text to a 113-106 overtime victory over Barako Bull in the PBA Commissioner’s Cup at the Cuneta Astrodome in Pasay City.
Reyes shattered a 106-deadlock when he fired an open triple on the left corner with 1:09 left in OT, which gave the Tropang Texters a 109-106 advantage.
Barako Bull’s Danny Seigle missed a lay-up in the next play and Ranidel de Ocampo found Reyes wide open again on the opposite corner for a trey that padded Talk ’N Text’s lead to 112-106 with 31.5 left in the extra period.
Reyes finished with nine points all from beyond the arc.
“Ryan didn’t play the first two games because of an injury he sustained during the playoffs of the Philippine Cup. Even if he started in the last two games, he was still struggling. But tonight he came up big for us,” said TNT coach Chot Reyes.
Reigning MVP Jimmy Alapag led TNT with 27 points, while import Donnell Harvey – in his second game after replacing the injured Omar Samhan (left ACL) – had 26 points and 22 rebounds but had half of the team’s 20 turnovers.
The win put the Texters right back on the winning track after losing to the Air21 Express (89-78) last Wednesday. They improved their league-best record to 4-1.
“We expect to struggle on offense as our import still doesn’t know the offense. Our effort was horrible against Air21, but this time, it was big effort for the team even without Jayson Castro (sprained foot) and Ali Peek (sprained wrist),” said Reyes.
Barako Bull dropped to 2-4 to tie Meralco for eighth and ninth places in the standings. The last four teams after the single round robin will be eliminated automatically as only the top six squads will advance to the playoffs.
Barako Bull import Rodney White had 42 points, which is second-best this conference behind fellow import Nic Fazekas of Petron Blaze. Willie Miller, who nailed a three-pointer late in regulation to force OT, had 20 markers.
In other league development, Alaska team governor to the PBA Board Joaqui Trillo said nothing will change after Royal FrieslandCampina increased its shares to the Wilfred Uytengsu-owned company - Alaska Milk Corporation – from 8.1 percent to 68.9 percent.
Trillo said that Uytengsu will retain his position as President and CEO, and the company will retain its team – the Alaska Aces – in the PBA.
First Game
Talk ’N Text 113 – Alapag 27, Harvey 26, Fonacier 17, De Ocampo 14, Dillinger 9, Reyes 9, Gamalinda 4, Williams 3, Raymundo 2, Carey 2.
Barako Bull 106 – White 42, Miller 20, Seigle 10, Tubid 9, Weinstein 6, Arboleda 5, Najorda 4, Allado 4, Pennisi 3, Lanete 2, Aquino 1, Pena 0.

megalegazpi March 10th, 2012, 12:03 AM DOST launches MPEX program for SME sector
March 9, 2012
LEGAZPI CITY, March 9 (PIA) -- The Department of Science and Technology (DOST) launched the Manufacturing Productivity Extension for Export (MPEX) promotion program to help increase the productivity of small and medium enterprises or SMEs in the manufacturing sector by at least 30 percent through in-house productivity consultancy.
The DOST regional office here reports that the priority sectors covers agro and food processing, furniture, gifts and holiday decors (GHD), information technology, materials science, metals and engineering, and micro electronics.
Cooperating agencies that helped in the realization of this program in the Bicol region include the Bicol University and Camarines Sur Polytechnic Colleges.
Aside from introducing productivity strategies to different firms in the export sector and potential exporters, the program also provides productivity improvement measures for immediate implementation, and initiates other forms of assistance to develop these manufacturing sectors.
Productivity improvement is focused in the areas such as Capacity Utilization, Product Design and Packaging, Layout, Production Planning and Control, Materials Management System, etc.
DOST V has advised stakeholders that to avail of MPEX program, firm beneficiaries may be endorsed by industry associations, the TI, or may apply directly to the DOST V regional office.
MPEX consultants may also recommend firms for inclusion in the program.
The firms are then screened by a DOST program coordinator, with a team leader of consultants.
As of this time, total assets of firms to be assisted for micro-enterprise ranges up to P3 million, while P3,000,001 to P15 million for small enterprise, and P15,000,000 to P100 million for medium enterprise. (MAL/NDR, PIA V/Albay)

DOH Health Fiesta Caravan Rolls Into Town
LEGAZPI CITY, March 9 (PIA) – The people of Libon eagerly awaits the arrival of the Lakbay Buhay Kalusugan (LBK), a colorful and festive health promotion caravan of the Department of Health (DOH), in time for Women’s Month celebrations.
Residents of Libon are in for an exciting experience as the LBK rolls into town promoting crucial health messages in a fiesta setting on the importance of pre-natal check-up, birth planning, safe pregnancy and delivery, birth spacing, proper nutrition, child immunization, handwashing, mental health, prevention of disability and health insurance.
The caravan includes a bus as a mobile counseling and examination clinic together with interactive health exhibit, storytelling sessions, sing and dance – along activities and games on health.
Mayor Agnes P. Dycoco expressed pride in being the host of the first LBK health caravan in Albay and in the Bicol Region aptly titled Libon Buhay Kalusugan: KP on Wheels.
“This ties in with our initiatives to promote good health among the people of Libon. We believe that prioritizing health ensures the municipality’s continuous progress, “Dycoco said.
LBK carries the message, “Walanng Iwanan sa Biyaheng Kalusugan” (No One Left Behind in the Journey to Health), to highlight the government’s goal of providing all Filipinos access to health.
This March, the DOH also commemorates Women’s Health Month.
“It is but fitting that we bring LBK to Libon to remind pregnant women to be better prepared in welcoming new life, “says DOH CHD Bicol Director Nestor F. Santiago Jr.

megalegazpi March 10th, 2012, 12:09 AM 847 establishments to be inspected if compliant with basic labor standards
Friday 9th of March 2012
Legazpi City, Mar 9 (PIA) -- Some 847 establishments will be the subject of inspection by the Department of Labor and Employment (DOLE) in Bicol region in line with the agency’s drive on compliance to basic labor standards.
DOLE V regional director Nathaniel V. Lacambra said that ‘new breed’ of labor inspectors will be dispersed by the office starting this March to go ‘by the book in enforcing compliance to basic labor standards."
The decision came after the labor sector prompted DOLE V during the conduct of the Public Wage Hearing last month to strictly implement the wage order.
“In the wage hearing, the labor sector has been urging us to strictly implement the wage order. The answer for this is a comprehensive inspection activity.” Lacambra said.
The inspection will start with establishments having 10 to199 workers covering the entire region.
Lacambra further said that although the number of establishments seems to dwarf the number of available inspectors, the office is confident that a ‘thorough’ and in-depth inspection will be done by the office employing a zonal inspection strategy.
“This is not a numbers game. Hindi ito padamihan ng ma-iinspection kundi ang quality ng inspekyon ang gusto nating gawin dito sa Bicol.” Guzman added.
Labor inspection is under the DOLE Labor Standards Enforcement Program (LSEF). The LSEF is a three-pronged strategy in correcting violations on core labor standards. Under the LSEF, large companies or those with 200 or more workers are covered by Self-Assessment (SA) while medium sized establishments with 10-199 workers are covered by the Inspeciton Program (IP) and small and micro industries (SMEs) are covered under Technical Assistance Visit (TAV).
In self-assessment, both the management and labor representative of companies with 200 or more workers are invited by DOLE every year to undergo a training on basic labor laws and standards. After the training, they will be given a checklist that must be accomplished and submitted to DOLE after one month. The checklist will determine whether or not the company conforms with labor standards. If the company fails to return the accomplished checklist, then it will be subjected to inspection.
In regular inspection, establishments with 10-199 workers will be visited by labor inspectors to chalk all possible incidence of labor violation in the company. The inspector must inspect the establishments’ payroll system, payment scheme, remittances including compliance to occupational safety and health of the workers. DOLE-Bicol will adopt a pro-active developmental approach to labor standards enforcement by providing technical assistance such as productivity improvement implementation.
In TAV, small businesses are required by DOLE to attend a one-day training on basic labor laws, productivity improvement, and enhancing labor-management relations. Businesses that fail to attend the training will be subjected to inspection.
This year, in addition to the current list of establishments held by DOLE-Bicol, RD Lacambra said, that DOLE provincial offices were required to enhance its establishments listing by mapping their respective jurisdiction in order to enrich our labor standards enforcement program. megalegazpi March 10th, 2012, 12:13 AM PHL to produce French-origin Robusta coffee clones for Nestle
March 8, 2012 10:52 am
By Danny O. Calleja
LEGAZPI CITY, March 7 –- The Department of Agriculture (DA) is optimistic that its project for the reproduction of the French-origin Robusta coffee clones would help raise yield of farmers supplying green coffee beans for Nestle’s instant coffee manufacturing.
Being implemented in partnership with the Bureau of Agricultural Research (BAR) and Nestle Philippines, the project dubbed “Technology Piloting, Evaluation, and Production of Promising of Coffee Clones in Different Environments” started in the Northern Mindanao region last October. It will last for two years.
The project, according to BAR director Nicomedes Eleazar is expected to yield an average of 2.5 metric tons (MT) of coffee beans from a one–hectare plantation which is 150 percent higher than the one ton in the local Robusta.
He said BAR has allocated P1 million for the project which also aims to develop coffee as climate change-mitigating reforestation crop.
Another P1 million in counterpart fund coming from different agencies has been earmarked.
Income from existing coffee varieties ranges from P38,000 to75,000 at 0.5 to 1.0 MT per hectare of bean yield.
With the technology, the potential income is a higher P115,000 at 2.5 MT bean yield, Eleazar explained.
The planting materials were provided by Nestle which has an extensive research work on coffee globally.
When successful, Eleazar said the coffee clones should give many benefits to the economy and generate rural employment.
The potential of the study includes the planting of coffee on 50,000 hectares in Bukidnon where 6,000 hectares are already planted.
In 2008, Nestlè’s research and development facility in France announced its development of clones of Robusta coffee plants that have the unique characteristic of being suitable to particular countries.
Nestle intended to distribute its clones to countless coffee growers across the globe which supply green beans for Nestle’s instant Nescafe brand coffee manufacturing, Eleazar said.
Each plant is genetically identical, as they are produced in a lab by somatic embryogenesis, a form of tissue culture, the BAR chief said.
Should a pest, disease or pathogen infect a farm planted with a particular clone of coffee plant, it is likely to wipe out every genetically identical tree on the farm, as well as every genetically identical tree planted within reach of the infection, he said.
Seven clones of Robusta namely FRT 65, FRT 17, FRT 23, FRT 07, FRT 11, FRT 01, and FRT 62 will be validated by the project to prove the best clones that have resistance to pests or are high yielding.
Of these seven, four clones are highly promising for productivity in different coffee production environments, Eleazar said.
The good coffee clone may also be judged based on the appropriateness of nursery management practice that can be easily be used for propagation.
To date the most prevalent problem associated with the coffee industry is the insufficient volume of quality planting materials that have resistance to pests.
“Our aim is to develop high yielding clones that can be used for planting and establishment of coffee plantations nationwide,” he said.
Aside from the tree’s ability for carbon sequestration, coffee has been considered a climate change-battling crop as it can be planted in hedgerows or as alley crops, controlling erosion.
Expected outputs under the project are the production of 90,000 quality coffee seedlings as planting materials.
The seedlings will be distributed free to selected towns across the country for the establishment of Mother Plant Garden (MPG) which will later be the source of planting materials in every locality.
It will also come up with a comparative cost and return analysis for the best coffee clones in different environments.
Selected local government units (LGUs) will be capacitated in coffee seedlings and beans production management practices, according to Eleazar.
Coffee is the second most important commodity. It has a very high world and local demand, has long economic life span and is a non-perishable crop. Coffee provides an additional income to coffee farmers and generates employment, he stressed.
The Philippines imports 50,000 MT of coffee bean yearly which should somehow be substituted by local production if local coffee yield can increase.
Also part of the program is to find out how farmers may use rotation practices for annual crops others than coffee as an important tool of integrated crop management and as a diversified source of income for the farm.
Farmers should use diverse crop rotations and seek to employ these whenever possible to maintain soil condition, minimize risk of nitrate leaching, and reduce pest and disease development to maximize plant health, he added. (PNA) LOR/DOC/cbd

MOUNT MAYON: THE WORLD’S MOST BEAUTIFUL VOLCANO
March 8th, 2012 Marian L.
On the arrival in the Philippines, be sure to head north of the city of Legazpi to watch the impressive Mount Mayon. Mount Mayon is a volcano about 2,525 meters above sea level and a circumference of nearly 130 kilometers.
If you are in Manila, you must travel 330 kilometers southeast of the capital to meet the country’s most active volcano. Are 50 eruptions in the last 400 years enough? The first eruption on record occurred in 1616, but certainly the most destructive occurred in 1814, when lava buried the town of Cagsawa and unfortunately killed 1200. In current times, the volcano has returned to erupt in 1993, where the vast cloud of ash that originated the Mayon poisoned 77 people.
This volcano is located in the Nayong Pilipino National Park and dominates the landscape of the area. It is known as the “perfect cone” for its conical shape and is considered the world’s most symmetrical volcano. This is the only mountain you see in miles around and at night you can see a halo of steam which is always shining.
A good time to take good photographs is at sunset, where the angle of the volcano receives sunlight and makes the smoke is dyed red. Dare to enjoy a different experience, and discover the natural wonders of the little outdoor Philippines.

hakz2007 March 10th, 2012, 12:38 AM PNR adds extra trip to Bicol region (http://www.zambotimes.com/archives/44699-PNR-adds-extra-trip-to-Bicol-region.html)
MANILA — The Philippine National Railways (PNR) said on Friday it is fielding additional train trip to the Bicol region starting next week.
PNR said the additional trip will also extend its route from Naga City, the current destination in Camarines Sur, to Polangui, Ligao, and Travesia in Albay.
Starting March 12, in addition to the regular 6:30 p.m. Bicol Express which runs daily from Manila to Naga City and vice versa, another train will leave at 8:30 p.m.
The Mayon Limited De Luxe (MLD) will run every Monday, Wednesday and Friday, while the Mayon Limited Ordinary (MLO) will run every Tuesday, Thursday and Sunday.
The additional trip is expected to arrive at 5:45 a.m. in Naga City, 6:50 a.m. in Polangui, and 7:00 a.m. in Ligao, Albay the next day.
The one-way fare for the MLD is P716 for Naga and P768 for Ligao, while that for the MLO is P416 and P491 for Naga and Ligao, respectively.
The additional trains will have different configurations: the MLD will have three air-conditioned coaches, all of which are fitted with executive reclining seats, while the MLO will have three cars fitted with electric fan-ventilated coaches and fixed (non-reclining) seats.
PNR decided to field the additional trip because of the increasing volume of passengers to and from Bicol, and also in anticipation of the heavy influx of travelers during the coming Holy Week.
The trains to be fielded by PNR are part of the donated 20 coaches from the East Japan Railway Co. (JR-East) which arrived in the country late last year.
Already, some of these coaches are being used by PNR for its commuter operation in Metro Manila, while the others are still being refurbished and refitted for further use in its commuter and provincial operations.
The revival last year of the operation of the Bicol Express gives the riding public in the South an alternative means to reach provincial destinations in Southern Luzon (and vice versa) and likewise enjoy the countryside scenery in comfort.

And this info is for real. Alam namin to ni sir garycooper. Please ask him too if you want confirmation.
I remember I mentioned it in the thread before that after Mang Inasal backed out in that space beside Daraga Bakery last year, Goldilocks, 7-11 and Lucky Educational Supply bidded for the space. I think Lucky got the place.
7-11 has been looking for possible spaceS in Metro Legazpi for quite sometime already. It's really a big challenge. In Old Albay I can't think of any other location that will be easily appropriate for a convenience store but that of the area at the back of the Cathdral. But JY is already there and their items available arE even more complete than that of Ministop or 7-11. Another possible site should be near DWC.

Legazpi City is really very close to nature: More and more trees growing! haha!
megalegazpi March 10th, 2012, 06:27 AM I remember I mentioned it in the thread before that after Mang Inasal backed out in that space beside Daraga Bakery last year, Goldilocks, 7-11 and Lucky Educational Supply bidded for the space.
Lucky Educational is now beside McDonald's Daraga. So the second 7-eleven may be that one you are referring.:)

Seriously, we should be planting more trees now for the raw material requirement of the paper industry. It will be a booming industry as more and more towns and cities are banning the use of plastic. Its hitting two birds with one stone because more trees will also mean flood prevention. It will also create a better environment for all of us.

Agree! But planting trees isn't enough. The saplings should be cared for until maturity. Sometimes tree planting activities are used as propaganda but the young trees are soon forgotten and only a fraction survive to become adult trees.

This is nice! Mt. Masaraga is an untapped tourism jewel. I bet there's an awesome view of Mayon from its upper slopes.

garycooper March 10th, 2012, 12:26 PM ;89314477']Agree! But planting trees isn't enough. The saplings should be cared for until maturity. Sometimes tree planting activities are used as propaganda but the young trees are soon forgotten and only a fraction survive to become adult trees.
Dex, tree farming by itself will become a big agro industrial activity if given a serious treatment by the population. We should start moving now. I myself is planning to plant mahogany trees in our small land in Banquerohan. We can start by planting these trees in the boundaries of our coconut lands in Albay.
One reason why many investors shy away from tree farming is because of the long gestation time before you start harvesting. Sometimes it takes generation for some varieties like the hardwoods. But there are tree varieties where you can start harvesting less than 10 years like those being used for paper manufacturing. In the US tree farming is a very big industry since houses in the US are made of wood.

St. Gregory the Great Cathedral is great reminder to all Albayanos that the late Eminence Jose T. Cardinal Sanchez stayed in this church for about 20 years before he was promoted to Bishop in 1968. Cardinal Sachez was the Parish Priest of the Cathedral at the time he was elevated to Bishop by then Pope Paul VI (or was it Pope John XXIII).
Had he agreed to be embalmed, Albayanos would have been delighted if his remains were brought to the Cathedral so our kababayans will have the chance to pay their last respect to a person who touched thousands of lives in Albay especially the residents of Old Albay District. He was the only parish priest I knew from childhood up to my high school years.

megalegazpi March 10th, 2012, 02:17 PM Transport strike fizzles out in Bicol
By Mar Arguelles
Inquirer Southern Luzon
5:31 pm | Saturday, March 10th, 2012
LEGAZPI CITY, Philippines—Militant groups here failed to paralyze public transport in the Bicol region as only a small number of public utility vehicles in the provinces of Albay, Sorsogon and Camarines Sur took part in a one-day strike on Saturday, the Office of Civil Defense said.
The strike was not felt in Legazpi City at all and affected only about 30 percent of the transport systems in the Albay towns of Ligao, Daraga, Malinao, Bacacay, Pio Duran, Jovellar, Oas and Guinobatan, according to OCD regional director Bernardo Alejandro.
In Sorsogon, only a few jeepney drivers in Sorsogon City and the towns of Matnog and Gubat took part in the strike, he added.
In Camarines Sur, public transport was normal except in Naga City where only 20 percent of the jeepney drivers joined what was to have been a nationwide transport strike, Alejandro said.
No transport strike was reported in Camarines Norte and on the island provinces of Masbate and Catanduanes.
Senior Supt. Renato Bataller, spokesman of the Philippine National Police in Bicol, said that most jeepneys and tricycles continued to ply their routes despite the call of the Concerned Drivers and Operators (Condor)-Piston in Bicol to join the strike in protest of the continuing rise in the prices of fuel and to press demands for a rollback in the prices gasoline and diesel fuel.
Buses service between Legazpi and Manila was normal, he added.
The PNP units in Bicol were on full alert and set up police assistance centers to help stranded commuters.
No untoward incidents were reported and the transport strike fizzled out by noon.

megalegazpi March 10th, 2012, 02:21 PM Powerade, Petron collide in Legazpi
InterAKTV · Saturday, March 10, 2012 ·
Petron Blaze and Powerade collide in an out-of-town match Saturday in the PBA Commissioner’s Cup at the Ibalong Centrum for Recreation in Legazpi City, Albay.
The Boosters hope to extend their winning streak to four games while the Tigers try to end a two-game slump as they face off at 6:45 p.m.
“In a way, we can’t bring ourselves to worry about our opponent more than our team finding a way to get our bearings back,” said Powerade coach Bo Perasol.
“We had been in this situation before and I know we can get past through our struggles.”
The Tigers started the tournament with back-to-back wins but faltered in their next two games, the last a 105-96 loss to Barangay Ginebra.
On the contrary, Petron lost its first two assignments but has won their next three including a 110-103 win over Rain or Shine to improve their mark to 3-2.
“Sa first two games, walang intensity masyado sa game kaya nag-adjust kami. We had energy now in our game and the locals have adjusted well also to our import,” said Boosters coach Ato Agustin.
“Kailangan lang namin ma-sustain ang ganitong klase ng laro para maganda ang chance na makapasok sa susunod na round.”
While Gary David, Marcio Lassiter and JVee Casio are dishing out consistent numbers for the Tigers, import Dwayne Jones has been on and off offensively for them.
He had 34 points and 21 rebounds in the Tigers’ 122-120 overtime win over Elasto Painters but tallied only 15 points in their 94-82 victory over Meralco.
Jones had 19 points in a 101-91 loss to Barako Bull and was held to just 13 in a 105-96 defeat to Barangay Ginebra.
His counterpart, Nick Fazekas, is averaging 32 points per game which is No. 1 among imports.

[dx] March 10th, 2012, 02:56 PM Dex, tree farming by itself will become a big agro industrial activity if given a serious treatment by the population.
Yes, I really hope that a big portion of the southern highlands of Legazpi which includes Banquerohan, will be devoted to trees. We might be able to grow a small forest in 50 years right within the city. Kudos to people like you who plant trees even without media exposure hehe.

[dx] March 10th, 2012, 03:01 PM St.
Was he cremated? I only know Cardinal Sanchez through stories from SAA where he once served as chaplain back in the '50s, I think. We should be proud and thankful of the first Bicolano cardinal and the first Filipino member of the Roman Curia. Interestingly, the first Filipino bishop is also a Bicolano, Bishop Jorge Barlin.

Fredobsurt March 10th, 2012, 08:36 PM Won't applying a fresh coat of lime or paletada make a heritage structure look new? (http://www.ivanhenares.com/2012/03/faqs-on-why-cement-should-not-be.html)
In reaction to the lime washing of the Daraga Church, Archt. Manolo Noche comments, "True that sometimes the process of conserving may result in a sort of shock factor with the resulting finished product, as with the case of Daraga, Pasig, San Agustin, when a new coat of palitada was applied. But one should ask, are we to preserve what we are familiar with or preserve what is to ensure the continuing legacy of a patrimonial structure. Lime washing will definitely make the building appear white. But as I always say, give it time and it will start to turn grey, with all the pollution in the atmosphere. Personally, I find the white wash on Daraga rather pleasing and reminds me so much of the mission churches in California, which are all white washed."
Speaking about the Daraga Church, there were a lot of negative reactions to the lime washing of the facade. Archt. Rajelyn Busmente of the NCCA explained the process and methodology:
"In February 2009 the walls were cleaned by the NHCP.

"For Phase I, conduit was the Municipality of Daraga and point person was Archt. Ana Lorilla under the supervision of National Museum. [Work] began on May 15, 2009 on the wall that faces Mayon, which included the following scope of works:
1. Mechanical and chemical cleaning
2. Repointing of loose stones
3. Repair and water proofing of concrete gutter / Removal of asbestos pipe, replaced with PVP Pipe.
4. Repair and consolidation of rubble stone and masonry / Restoration of stone sculpture and engravings
5. Restoration of buttresses
6. Lime plastering and lime wash

Main facade of Daraga Church on February 15, 2010 (NCCA)
Main facade of Daraga Church on April 14, 2011 (NCCA)
"For Phase II, implementor was Bicol Consortium for Development Initiative, Inc. and point person was Archt. Ana Lorilla under the supervision of the National Museum. The main facade scope of works included:
1. Mounting of scaffolding
2. Removal of cement plaster
3. Mechanical and chemical cleaning
4. Removal and loose stones and plants
5. Restoration of sculpture and engraving
6. Lime plastering
7. Repair and consolidation of stones
8. Lime washing
"The basis for restoring was done through study, research, laboratory testing, and sometimes experimentation. If the church was with paletada, then we put back what it had on, what others may call as Reverse Engineering. If it does not have paletada, further studies are done if the stones might need paletada and then this is placed as protective skin layer of the building.
"The lime wash had caused a culture shock amongst the community and tourists since most people are not familiar with lime wash, comments such as, 'Why did you paint the wall of Daraga Church white?' was a common question.
"The NCCA admits to the lack of public information drive in preparing the community and the tourists as to the visual impact that conservation and preservation does to the eyes. After 243 years of non-restoration, of course this is what will happen if it looks new again.
"In April 13-14, 2011, NM, NHCP and NCCA went to Daraga to meet with the Mayor to explain the buffer and core zone importance of a National Cultural Treasure. On the same day a forum with the media and public forum was also conducted explaining that what was done to the church was to protect, preserve, conserve and restore it so that future generations will be able to still have the heritage to enjoy. Painful as it may seem to most people even to the community who seemed to become angry, it is the scientific method and will continue to be done to all the National Cultural Treasures and other heritage churches that require paletada.
"Hope that more people would come to understand what heritage conservationists are doing to protect heritage and eventually accept it. I honestly believe we have a long way to go."

Actually, when the church facade was just started renovating, people in the community reacted negatively on this matter, but with further explanations during masses and with that tarp in front of the church main door on the purpose of such renovation and who are the persons/agencies concern behind this project, it was now clearly accepted by our constituents.
Never heard debate any more on this matter. well said Fredobsurt and welcome to this thread.

megalegazpi March 11th, 2012, 03:35 AM Bicol transport strike tagged as failure
By Mar Arguelles
Inquirer Southern Luzon
8:13 am | Sunday, March 11th, 2012
LEGAZPI CITY—Militant transport groups failed to muster enough numbers to paralyze transport operations in Bicol in a strike aimed at protesting the continued increase in fuel prices.
The Office of Civil Defense (OCD) in Bicol said the groups tried to disrupt public transport in Albay, Sorsogon and Camarines Sur but only a small number of drivers took part in the one-day strike on Saturday.
The strike was not felt in Legazpi City and disrupted only about 30 percent of transport systems in the Albay towns of Ligao, Daraga, Malinao, Bacacay, Pio Duran, Jovellar, Oas and Guinobatan, according to OCD regional director Bernardo Alejandro.
In Sorsogon, only a few public utility jeep (PUJ) drivers in Sorsogon City and the towns of Matnog and Gubat took part in the strike, he added.
In Camarines Sur, transport operation was normal except in Naga City where only 20 percent of the PUJ drivers joined the nationwide transport strike, Alejandro said.
No transport strike was reported in Camarines Norte and in the island provinces of Masbate and Catanduanes.
The poor participation in the one-day strike was mainly due to the refusal of other drivers’ groups to join the strike, said Senior Supt. Renato Bataller, spokesperson of the Philippine National Police in Bicol.
He said most PUJ and tricycle drivers went on their daily routines despite the call made by the militant group Concerned Drivers and Operators-Piston for massive protests against oil price increases.

megalegazpi March 11th, 2012, 03:55 AM PBA: Rampaging Tigers pounce on listless Boosters in Albay
March 10, 2012 8:49pm
Powerade got off to a hot start and raced to an early 30-point lead before coasting the rest of the way for a 98-88 triumph over Petron in a PBA Commissioner's Cup road game in Legazpi City, Albay Saturday night.
The Tigers snapped a two-game slide for a 3-2 win-loss slate and join Ginebra, B-MEG and Air21 at second place. The loss ended the Boosters' three-game winning run for an even 3-3 card.
With Gary David, rookie Marcio Lassiter and import Dwyane Jones at the firing end, the Tigers run off 10 straight unaanswered points midway in the opening quarter.
That offensive outbutst turned what was once a five-point Powerade lead to 33-18 advantage just before the opening period was over.
The Tigers cruised along from there and enjoyed several 30-point spreads, the last at 74-43 early in the third.
"We just got off to a hot start and then tried to protect the lead in the end," said Lassiter, who finished with 23 points and 11 rebounds.
The closest the Boosters could get was at eight points in the fourth period but the Tigers never wavered to complete the one-sided win. — JVP, GMA News

megalegazpi March 11th, 2012, 04:12 AM Albay to impose plastic ban
The Philippine Star Updated March 11, 2012 12:00 AM
LEGAZPI CITY ,Philippines – Albay is set to enforce its anti-plastic ordinance by midyear in a bid to strengthen environment protection and pursue its climate change adaptation program.
In doing so, Albay will be one of the first few provinces to campaign against the use of plastics.
Albay Gov. Joey Salceda signed Sangguniang Panlalawigan Ordinance 2011-3 on Feb. 21, 2011, which gave commercial establishments ample time to prepare for its full implementation.
The ordinance prohibits the use of plastic bags, polystyrene and other non-biodegradable synthetic packaging materials for goods sold to consumers in malls, public markets, groceries and commercial establishments. It also aims to seriously do away with industrial pollutants starting this June.
Violators will be fined P1,000 to P5,000 and face the cancellation of their business permits.
