Competitiveness council bats for Public Private Partnership

LEGAZPI CITY (PIA) -- The National Competitiveness Council (NCC) together with the Department of Trade and Industry (DTI) and Regional Development Council (RDC) in Bicol, will stage the NCC Road Show dubbed, “Boosting Regional/Local Competitiveness through Public Private Partnership" on March 16, 2012 at La Piaza Hotel and Convention Center here.

Jocelyn L.B. Blanco, DTI V regional director, said that the activity hopes to initiate a meaningful dialogue with the private and public stakeholders and partners to mobilize their commitment and action to address the challenge of progressing towards improved national competitiveness.

The road show will be attended by provincial and local chief executives, business chamber heads, university/college administrators and deans, non-government organizations, small medium enterprises, and other relevant government agencies in the region.

It will commence with a discussion on “Boosting Local Competitiveness thru Public-Private Sector Partnership” by Mr. Guillermo Luz, NCC co-chair for private sector.

Albay Governor Joey Salceda will also impart his experience on the plans and programs implemented by the Bicol Competitiveness Council.

Live testing of the eTAILs, one of NCC’s Budget Transparency Projects will likewise be done.

Jocelyn Berango, DTI V Information Officer, added that one of the highlights for the said event is the presentation of the 2012 Online Survey Results on Business Permits and Licensing System (BPLS) Program.

The customer satisfaction survey conducted by the NCC in partnership with the DTI and DILG from January 11 to February 10, 2012 seeks to gauge the progress of the government’s BPLS project which aims to streamline the business processes and licensing system for LGUs from various cities and municipalities. Puregold Price sees higher sales from new stores
THURSDAY, 01 MARCH 2012 20:27 MIGUEL R. CAMUS

PUREGOLD Price Club Inc., the Philippines’ second-biggest supermarket chain, said 2012 sales are forecast to grow by a quarter from P39 billion last year on the back of new store openings.

Puregold is opening 25 stores to end the year with 125 branches. It plans to launch 10 new stores in north Luzon, 11 stores in south Luzon, and four branches in Metro Manila.

The company said projected capital spending in 2012 would hit P3 billion, with two-thirds of the budget to come from proceeds from its P7.5-billion initial public offering in September last year, alongside internally generated cash, based on briefing materials presented to analysts on Thursday.

Puregold shares rose 1.87 percent to P21.75 each on Thursday, giving it a market value of P43.5 billion.

The supermarket chain said earnings will be supported by new stores, full-year contributions from 38 branches that were opened last year and growth in terms of “like-for-like” net sales anticipated at 4 percent. The company expects gross and net profit margins at 14 percent and 4 percent, respectively, for 2012.

An additional income boost could come from the proposed acquisition or merger with sister company S&R Membership Shopping Club, which caters to upscale shoppers while Puregold targets the middle-income to lower-income market.

At present, S&R is owned by Karelia Management Corp., a privately held corporation controlled by Puregold owner Lucio Co.

S&R has four Metro Manila branches situated in Alabang, Fort Bonifacio, Quezon City, Alabang, and Paranaque. It also has two locations outside the metropolis, namely in Mandaue City in Cebu and San Fernando City in Pampanga.

Puregold reported earlier that net income rose more than three times to P1.54 billion in 2011, in line with its previous forecast.

Pero based sa official Legazpi City website, andun naman talaga ang mga priority projects. I think what CA Rosal said over the radio is the New Legazpi Urban District na within this year na rin sisimulang i-construct. Two malls with 1 hectare each ang nakita ko dati sa rendering.:)

Phl Coconut Authority to push for the production of coco sap sugar

LEGAZPI CITY, Mar 14 (PIA) -- The Philippine Coconut Authority (PCA), together with the Coconut Industry Reform (COIR) Movement Inc., the Bicol Coconut Commodity Board, and the Small Coconut Farmers organizations will be holding the Local Coconut Industry Development Council (LCIDC) Regional Consultative Meeting today March 13 at the Charisma Restaurant in San Rafael, Guinobatan Albay.

Eduardo Allorde, PCA OIC regional manager, said that the said consultation will facilitate the active participation of all industry stakeholders in the development of the coconut industry in the Bicol region including the production of coconut sap sugar from coconut flowers.

About 60 representatives from various sectors in the region including civil society groups, local government units (LGUs), regional managers and coconut farmer’s organizations are expected to take part in the consultation, Allorde added.

The activity will begin with an update on the Cadang-cadang Disease Containment and Rehabilitation Program to be discussed by Dr. Maria Rodriguez, Chief III of the Virology-Biochemistry Division of the PCA Albay Research Center. Under this program, PCA aims to eliminate the disease which is infesting the coconut trees in various parts of the region causing tremendous loss in the coconut industry.After this, Euclides G. Forbes, Administrator of PCA Diliman will discuss the Current State of the National Coconut Industry.

Participants will likewise be informed and updated on the programs and projects of the PCA in the region through PCA OIC Allorde. Along with him is Jose Marie Faustino, Executive Director of the COIR Inc., for a discussion on the Coconut Development projects initiated by government and private agencies.

The update on the Coco Levy Fund and how it can be maximized for the development of the coconut industry in the region will be among the highlights of the said consultation, Allorde said.

To date, PCA intends to be aggressive in the production of coconut sap (coco) sugar in the country which, according to studies conducted by the Department of Agriculture, is a better and healthier alternative to refined sugar because of its low glycemic content, meaning it is healthy particularly for those who are diabetics.

Currently the Calabanga Coconut Sap Industry in Camarines Sur is the only registered coco industry in the region but there are also household-based producers that are not yet registered but are contributing to the development of the said industry in the region, Allorde added. 115,125 children in Bicol benefit from supplemental feeding program

LEGAZPI CITY, March 13 – The Department of Social Welfare and Development (DSWD) regional office in Bicol reported Tuesday that as of February this year, 115,125 children throughout the Bicol region have benefited from the agency's supplemental feeding program.
Evelyn Jerusalem, DSWD information officer, said that the six-month feeding program started September 2011 with a total budget allocation of P12.50 per child per day for five week days. “This amount will be for the purchase of fortified rice and viand which will be served as hot meal.”
The supplemental feeding program aims to improve and sustain the nutritional status of the target children beneficiaries and ensure that these children are accessed through any appropriate health unit regarding their nutrition related problems including those who are at risk of malnutrition condition.
Both the day care parents and the children are appreciative of the program. Babylen Rodrigo, a parent, bares that the program helps improve the eating habits of the children and increased their nutritional level. The parents likewise have enhanced their knowledge in preparing indigenous food or preparing food with locally available but nutritious ingredients.
Meanwhile, the implementation of the Healthy Start Feeding Program in the province of Masbate with 42,918 children is ongoing.
Jerusalem also said that DSWD with the city and municipal social welfare officers are conducting regular monitoring to strengthen the delivery of the day care service and the supplemental feeding program. (PNA)

DOLE deploys ‘new breed’ of labor inspectors in Bicol

LEGAZPI CITY, March 14 – A “new breed” of labor inspectors are now in the fields going “by the book in enforcing compliance with basic labor standards” among hundreds of business establishment in Bicol, according to the Department of Labor (DOLE) regional office here.
Labor inspection is under the DOLE’s Labor Standards Enforcement Program (LSEP), a three-pronged strategy in correcting violations on core labor standards.
Under the program, large companies or those with 200 or more workers are covered by Self-Assessment (SA) while medium sized establishments with 10-199 workers are covered by the Inspection Program (IP) and small and micro industries (SMEs) are under Technical Assistance Visit (TAV).
In self-assessment, both the management and labor representative of large companies are invited by DOLE every year to undergo training on basic labor laws and standards.
After the training, they will be given a checklist that must be accomplished and submitted to DOLE after one month to determine whether the companies conform with labor standards or not. If the company fails to return the accomplished checklist, it will be subjected to inspection.
In regular inspection, medium sized establishments are visited by labor inspectors to look into possible incidence of labor violation.
The inspectors scrutinize the establishments’ payroll system, payment scheme, remittances of contributions to the Social Security system (SSS) and PhilHealth and compliance with occupational safety and health of the workers.
In TAV, small businesses are required by DOLE to attend a one-day training on basic labor laws, productivity improvement and enhancing labor-management relations. Businesses that fail to attend the training will be subjected to inspection.
“We are adopting a pro-active developmental approach to labor standards enforcement in Bicol by providing technical assistance such as productivity improvement implementation,” DOLE regional director Nathaniel Lacambra here on Tuesday said.
Employers and workers must cooperate and work together in improving the productivity and competitiveness of their enterprise. With increased productivity and profitability, the net take home pay of workers will also increase either through monetary or non-monetary incentives by means of productivity gain-sharing mechanism, he said.
The fielding of the labor inspectors who are newly trained on labor standards enforcement, Lacambra said came after various reports on violations especially of the minimum wage provided under the prevailing rate for Bicol workers.
The minimum daily wage rate in the region provided under Wage Order No. 14 issued by the Regional Tripartite Wages and Productivity Board (RTWPB) in December 2010 is P235 for non- agriculture workers in establishments employing 15 workers or more and P222 for workers in establishments employing 11-15 workers.
Those workers in non-agricultural establishments with less than 20 workers are entitled to P204 while for the cottage and handicraft sector, the rates for workers are P210 and P200 in establishments with 20 and less than 20 employees, respectively.
Wage Order No. 14 that mandated an increase of P8 and integration of an amount of P7 cost of living allowance (COLA) into the daily basic pay was approved and issued by the RTWPB on orders from Pres. Benigno Aquino III even without petitions from labor groups in the region.
The reports on non-compliance with the wage order surfaced during the recent public hearing on the proposed new wage rate conducted by the Regional Tripartite Wages and Productivity Board (RTWPB), according to Lacambra.
In the hearing, the labor sector apart from demanding an increase of P59 to their daily basic pay has also urged DOLE to strictly implement the wage order.
“Bicol workers are not clamoring for a wage increase but only for a restoration of their lost purchasing power in the amount of P59 per day and strict enforcement of wage orders", Lacambra who sits as chairman of the RTWPB said.
The amount will compensate for the lost value in the real wages of workers due to the continuing devaluation of the peso brought about by the increasing prices of basic goods and services, he explained.
On the non-compliance of the wage order by employers, Lacambra said “our answer for this is comprehensive inspection activities starting with the medium sized establishments in the entire Bicol”.
There are at least 847 establishment in the region falling under this classification and “although the number of our inspectors is too small compared to this large number of establishments to be inspected, we are confident that a thorough and in-depth inspection will be done by applying a zonal inspection strategy”, the DOLE regional chief added. 4Ps serves additional 305,379 households this year

LEGAZPI CITY, March 14 (PNA) – The Department of Social Welfare and Development (DSWD) in Bicol has identified the set 4E and Set 5 areas for the Pantawid Pamilyang Pilipino Program (4Ps) covering a total of 58,859 households.
According to DSWD Regional Director Remia Tapispisan, areas where identified based on the following criteria: a.) all cities/municipalities with Indigenous People (IP) based on the National Commission on Indigenous People (NCIP) list not covered in the previous sets; b.)all remaining cities; c.)cities and municipalities under Set 3 with remaining eligible households and with poverty incidence equal or above 31.19 percent based on 2003 Small Area Estimates (SAE) published by NSCB; and d.)municipalities with poverty incidence equal or above 26.67 percent not covered under Set 1, 2, and 4. Households from areas extremely vulnerable to typhoons, landslides, floods and other calamities were also considered.
Community assemblies for the registration of said beneficiaries were conducted last November to December 2011. During community assemblies, potential beneficiaries are oriented on the basic concept of the program giving emphasis on the conditionalities and responsibilities of being a beneficiary. Once they agree to be part of the program, they will be asked to sign an Oath of Commitment.
Said oath states their desire to be part of the program as well as their willingness to comply with its corresponding conditions. Enrollment of each beneficiary to the Landbank is also facilitated during this period by asking them to fill-up an LBP form.
Meanwhile, with the said additional households, the total number of beneficiaries in Bicol now reached 305,379 regionwide. At least 31,396 from Albay; 27,996 from Camarines Norte; 99,619 from Camarines Sur; 15,370 from Catanduanes; 77,272 from Masbate; and 53,726 from Sorsogon. (PNA)

But a question remains. Who will lead the battle this year?

Our First Five lineup needs no introduction. They have been part of previous First Five tours, and prior to that, they have been touted as the cream of the crop, gaining fans and critical acclaim not just in the land, but abroad. Wolfgang. Kamikazee. Urbandub. Parokya ni Edgar. Rico Blanco. Five musical acts with distinct rock styles, but all equally world-class. They have all made songs which have become anthems of the youth. They are no stranger to playing out to large arena-size crowds, but they remember their roots. They have done national tours and even sold albums in the Southeast Asian region. The newest member of the Tanduay First Five is Urbandub. The band started in 2000 as a Filipino band of Experimental, Alternative and Indie rock genre. Praised as the “Heroes of Indie Bands”, theirs is the first indie band who released albums nationwide. Originating in Cebu, Philippines, Urbandub is gaining more recognition, capturing attention of fans local and abroad.

Rico Blanco was part of the very first Tanduay First Five Tour back in 2008. A Filipino Rock Icon, a prolific songwriter, producer, performer with a career spanning 16 years. He’s considered as one of the pillars of modern Filipino Rock scene. For 2012, Rico Blanco will be launching a new album and a Major solo concert on top of more endorsements, TV/movie projects and International releases.

Wolfgang. When it comes to playing loud, hard and fast, few bands have been able to match the sheer ferocity and onstage charisma of this band. The band’s sixth studio album “Villains” (released after a 6-year hiatus) was created on the virtual playing field of digital file-exchange across three continents.

Kamikazee, on its 3rd year in the Tanduay First Five Tour will provide the fun and irreverent side of the event being known for its classic pinoy rock. The band mixes their music with comic antics on stage to show the lighter and fun side of rock. The band recently launched its newest album dubbed as “Romantiko” after 3 highly successful albums.

Too low, too short. The cable car I am proposing is from Mt. Bariw (where the three transmision towers are) and all the way down near the Oriental Hotel. Also make Mt. Bariw the next tourist hill. The views from this mountain will dwarf those of Lignon Hill.

Salceda lauds Pacific Angel’s visit to Albay

LEGAZPI CITY—Albay Governor Joey Salceda commended the US Pacific Command for extending humanitarian aid to more than 21,000 people at the closing last week of the joint Pacific Angel Bayanihan.

Vice Gov. Harold Imperial, representing joint chairman Salceda, thanked Major US Air Force Major Gen. Jon Shasten, of the Pacific Command, for the five-day civic action involving medical, dental and optometry services in the city along with Guinobatan and Albay towns.

“Your hard work has boosted the spirit and morale of the disadvantaged members of the community,” he told the visiting forces officials at the Bigaa Elementary School here.

Legazpi Mayor Geraldine Rosal read a Sangguniang Panlungsod resolution thanking the Pacific Angel for its community work.

Shasteen said the mission has also served communities in Cambodia and Vietnam.

“Next year we will schedule another humanitarian assistance,” he said. “Your Pacific Angel will reinforce existing partnerships and will create new friendships in securing a peaceful and prosperous Asia- Pacific region.”

Lt. Gen. Jesse Dellosa, armed forces chief, expressed satisfaction over the joint activity.

“I acknowledge the effort brought together by our counterpart in the US Pacific Command, the Pacific Angel Bayanihan and the civilian authorities,” he said, noting the participation of 901st Brigade and the civilian sector.

Leslie Basset, deputy chief of Mission, US Embassy, praised the team spirit of the participants.

“It is really inspiring how the Pacific Angel has been able to mobilize partnerships between the military, the police, local government units, schools all coming together to help one another,” she said.

PCL national confab in Legazpi March 15

LEGAZPI CITY --- Some 2,000 members of the Philippine Councilors League (PCL) are expected to attend the PCL National Convention to be held on March 15-17, 2012 at the Ibalong Centrum for Recreation (ICR) in Barangay Bitano, this city.

Guinobatan (Albay) Councilor July Tingzon, PCL National Vice Chairman for Luzon, made this announcement in a phone interview with this reporter.

Tingzon said top officials of the league led by Parañaque City Councilor Alma Moreno, PCL National President and Tagum City (Davao del Norte) Councilor Atty. Allan Zulueta, PCL National Chairman, are expected to spearhead the convention.

Invited to be the principal speakers are Local Government Secretary Jesse M. Robredo and Albay Governor Joey Sarte Salceda, Robredo is expected to talk on good governance while Salceda, a Green Economist, is expected to talk on disaster risk reduction and Climate Change adaptation.

Tingzon further said they have invited some senators to grace the occasion but they declined because they are busy as Senator-judges in the impeachment trial of Chief Justice Renato Corona.

The closing ceremonies will be held at the Albay Astrodome in Albay District, Tingzon said.

It will be a horizontal expansion of the existing mall. In other words it will be in the LANDCO business park - into an empty lot directly next to the mall. I think that's about all the detail I can give for now. When construction starts then you'll know where it will be.
