It will be a horizontal expansion of the existing mall. In other words it will be in the LANDCO business park - into an empty lot directly next to the mall. I think that's about all the detail I can give for now. When construction starts then you'll know where it will be.

They will probably build a bridge to connect the malls. This way there is no break in the flow of the shoppers' traffic that might alter buying moods.

I heard over DZGB that Councilor Alma Moreno thanks Legazpi City for hosting the Councilor's League today, 15 to 17. She was very appreciative about Legazpi. She mentioned that our city is very beautiful and would like to share to Paranaque what we have here especially the cleanliness. About 3000 delegates are now in our city. Hotels are fully-booked but everyone will be accommodated. Secretary de Lima and Senator Estrada will be here later. Tonight, there will be Councilor's Night in the boulevard near Embarcadero de Legazpi.

Thank you too Ma'am Alma Moreno for the compliments. Legazpi is thankful too to all councilors all throughout the Philippines who believed in our city.

Too low, too short. The cable car I am proposing is from Mt. Bariw (where the three transmision towers are) and all the way down near the Oriental Hotel. Also make Mt. Bariw the next tourist hill. The views from this mountain will dwarf those of Lignon Hill.

I like this idea! Just like HK's Ngong Ping 360! It's a very thrilling ride hehe

Legazpi City gov’t welcomes DILG, OMB anti-corruption drive in LGUs
Mar 15, 2012
By Danny O. Calleja

LEGAZPI CITY, March 15 (PNA) – The joining of forces between the Department of Interior and Local Government and the Office of the Ombudsman (OMB) to strengthen anti-graft and corruption efforts in local government units (LGUs) earned a warm reception from the city government here.
“The City Government welcomes this new development as we in Legazpi subscribe to the agenda of Pres. Benigno Aquino III in stamping out both in national and local governments the culture of corruption that has been downgrading the living conditions of our people while upgrading the lifestyle of the grafters,” City mayor Geraldine Rosal on Wednesday said.
The lady local chief executive was referring to the partnership recently formed through a Memorandum of Agreement (MOA) between the DILG and the OMB that stipulated the harmonization of programs and initiatives of both agencies relative to the prevention of corruption in all provinces, cities, municipalities and barangays.
The MOA was recently signed by DILG Sec. Jessie Robredo and Ombudsman Conchita Morales.
“Gone were the days when corrupters were glorified and the whistleblowers crucified. We in Legazpi are helping ourselves and the Aquino administration reverse the situation as we appreciate the efforts of the DILG and the OMB,” she stressed.
At last, Rosal said after several government agencies including some LGUs have been tainted with corruption during the past administration and lost its credibility, the present overseers of these agencies are starting with renewed fervor.
In a statement related to the DILG-OMB agreement which was received here over the week, Robredo said corruption is one of the challenges faced by local governments as it affects the quality of public services, investment climate, and economic development.
He said that since local governments, by nature, closely deal with people, effects of corruption are quickly felt, hence, there is a need to build a partnership with the Ombudsman and come up with preventive measures against corruption in LGUs.
“We have agreed to work together in promoting good governance in the LGUs by harmonizing our respective reform programs,” according to Robredo.
The DILG chief cited the Integrity Development Review (IDR) program of the OMB which will be matched with the Local Governance Performance Management System (LGPMS) and Seal of Good Housekeeping (SGH) programs of the DILG.
The IDR is a program that assesses sufficiency of corruption safeguards and corruption vulnerabilities within an agency’s systems including those of the LGUs, while the LGPMS is a self-assessment and development tool that helps local governmets determine their progress in various sectors.
On the other hand, the SGH is an award program recognizing performing LGUs based on pre-determined performance indicators, making them eligible for accessing the Performance Challenge Fund (PCF).
PCF is an incentive fund in recognition of good governance performance particularly in the adoption of “good housekeeping” which comes in the form of counterpart funding for Local Development Projects under the LGU Annual Investment Program (AIP). It is funded out of the 20 percent Local Development Fund (LDF) which are consistent with the national development.
The city government here was among the early recipients of the “good housekeeping” citation from the DILG and given entitlement to a P20-million allocation from the PCF.
“Through this incentive, we were able to open the window to manifest our competitive spirit and high-octane performance so that, hand in hand with the national government, ensure that economic development sets in at the local level to help eradicate or dramatically reduce poverty incidence in the locality,” Rosal said.
Robredo explained that the collaborative efforts of the DILG and OMB will come into play by using selected indicators of the IDR as indicators for the SGH and LGPMS, and in like manner, the LGPMS integrity report can be used by the IDR as guide in determining LGUs’ action to scale up corruption prevention or integrity related initiatives.
To effectively carry out the agreement, he said a Joint Management Committee (JMC) and a Joint Technical Working Group (JTWG) to be composed of officials and personnel from the two agencies shall be created.
The JMC and JTWG shall provide overall guidance in the implementation of the program and ensure coordination among local government units.
The MOA likewise provides for the designation of resident Ombudsman coordinators (ROCs) in all local government units to be recommended by the local chief executive, Robredo added. (PNA)

The schools that will be offering the BS Meteorology course are Rizal Technical University, Mariano Marcos State University, Western Visayas State University, Bicol University, and Central Luzon State University. The schools were selected as these are located in typhoon-prone areas in the country.

“There is no BS Meteorology being offered in the Philippine schools, thus creating a gap in the demand and supply chain for specialized personnel to man weather stations and conduct weather and climate researches,” the consortium said in a presentation.

My guess would be the parking area adjacent to the Landco plaza:

I also think the previous expansion can still be expanded (hehe). Besides, the original design by Palafox was 4 levels, right?

The original Pacific Mall (which for me was a better looking facade because of the glass, i like glass, hehe):

My guess would be the parking area adjacent to the Landco plaza:

I also think the previous expansion can still be expanded (hehe). Besides, the original design by Palafox was 4 levels, right?

The original Pacific Mall (which for me was a better looking facade because of the glass, i like glass, hehe):

Matabaon na si Alma, narumduman ko lamamg kan nag shooting ini digdi sa Bicol, taga Polangui sya daa, taga Ponso, guess what she portraid on that film, take note, taga Ponso, what is there in that place?

I grew up in Napo, a barrio just beside Ponso, the latter is where my mom's family (Tuanqui) originated.

There is nothing to be seen in Ponso, but on it's boundary in Alnay is the very popular 'Banana View'.

That is the only thing that the barrio is known for. With the kind of movies that Alma used to do in the past, you guys could assume what Banana View is and the role that she played if ever she
really shot a film in Ponso.

But being a native of the place I know almost everybody in Napo and Ponso in the past and even up to now as I still go home weekly to visit my folks but I was never aware that Alma is a kababayan.

DPWH V to expedite project completion in Albay

LEGAZPI CITY, March 15 (PIA) -- Director Danilo E. Dequito of the Department of Public Works and Highways (DPWH) regional office here has ordered the immediate completion of the repair and rehabilitation of Busay-Bongalon river control project in Daraga, Albay.

The order came after flooding remains in Daang Maharlika (DM), along Culliat Section despite the ongoing river control project as water from Busay-Bongalon river flows directly on the said section whenever continuous rains occur.

According to Dequito, P8 million was programmed for the initial construction of a 40 ln.m. dike with steel sheet pile foundation which was completed on October 10, 2011. However, right after its completion, incessant heavy rains followed bringing about severe damages on the existing dike, thus P20 million was again requested from DPWH Central Office and then before end of last year, said amount was released to Albay 2nd District Engineering Office (DEO).

The additional amount is intended to cover the construction of 80 linear meter concrete dike and lower the rock formation of Busay Falls by 2.5 meters and widen its river bed by 14.0 meters.

“We already have significant accomplishment however, last February 2, 2012, unpredictable volume of water damaged the stock piled embankment that diverted the flow of water towards DM,” said Albay 2nd District Engineer Walter Lubiano.

“Nevertheless, the steel sheet piles remained intact restraining the excessive water flow, hence, the road remained passable to all types of vehicles,” he added.

In addition to the mentioned projects, some P5 million was also released for the rehabilitation of DM Culliat whose pavement was heavily damaged due to the frequent inundation particularly during the last quarter of last year and early part of this year.

“Included in this funding is the construction of a 3 x 3-meter box culvert and a detour road will be installed just beside the section to be rehabilitated,” said DE Lubiano. “However, the initial work done on the detour was also washed out by the flash flood,” he continued.

Nevertheless, Lubiano assured the public that concerted efforts will be done, including round the clock work particularly during good weather condition, to finish the project before end of April 2012. (MAL/LVC, DPWH V)

DOH V intensifies advocacy for responsible pet ownership

LEGAZPI CITY, Mar 14 (PIA) -- Department of Health (DOH) in the region intensifies its advocacy for Responsible Pet Ownership in celebration of National Rabies Awareness month.
Dr. Allan Lucañas, Infectious Diseases Cluster head, are calling for the cooperation of pet owners to control the rise of rabies cases. He added that pet dogs in particular must be taken to the veterinarians every year not only for vaccination but also for prevention of other diseases aside from rabies.

Responsible pet ownership calls for pet owners to give their pets enough exercise, proper care and nutrition and to keep them on leash, Lucañas said.

Meanwhile the DOH V together with the Provincial Veterinary Office (PVO) and local government units (LGUs) likewise continue its Anti-rabies campaign in the region. Part of this campaign is the training of doctors in Animal Bite Treatment Centers and continuous supply of medicine and vaccine against rabies.

Dr. Pancho Melia, veterinarian from PVO said that their main activities for this month are population control of dogs and information dissemination against rabies. He also added that the said programs are to be implemented for the whole year.

DOH V also reminded the public to take extra care especially this summer vacation since it is when most cases of dog bites are registered.

From January 1 to March 2 this year, three cases of death by rabies have been recorded in Albay province. For 2011, 25 cases of death by rabies are registered from January 1 to December 31, of which nine are from this province. (MAL/SAA, PIA V)

NGCP is a separate entity from TransCo

LEGAZPI CITY, March 15 (PIA) -- The National Grid Corporation of the Philippines (NGCP), a privately-owned company with a 25-year concession to operate the country’s power grid, has clarified that it is a separate and distinct entity from the National Transmission Corporation (TransCo).

NGCP made the clarification as it filed on 21 February 2012 a Motion for Partial Reconsideration seeking the amendment of a Court of Appeals (CA) Decision on the Petition CA-GR SP No. 113603 entitled “National Grid Corporation of the Philippines vs. The Municipality of Labrador, Pangasinan, Edualino Casipit and Lank Bank of the Philippines.”

The municipality of Labrador is demanding the enforcement of local government taxes due from TransCo. NGCP asserts that the tax liabilities amounting to Php221.7 million are TransCo’s.

The petition was filed in view of the Warrant of Distraint and Garnishment received by Land Bank of the Philippines from the Municipal Treasurer of Labrador, Pangasinan ordering the seizure and/or confiscation of NGCP’s bank deposit with Land Bank to the extent of Php221,731,015.11.

The CA Decision dated 31 January 2012 did not rule with finality that NGCP is liable to assume the local business tax liabilities of TransCo. The CA only dismissed the Petition for lack of jurisdiction and also stated that the Petition raised factual issues that need to be tried in the lower court.

Despite dismissal of the case for lack of jurisdiction, the CA declared in the last portion of its Decision that based on its preliminary findings, NGCP and TransCo have no separate and distinct personalities, that Distraint is being enforced not on the property of NGCP but against the properties of TransCo in NGCP’s possession, and that the takeover by NGCP of the business of TransCo raised the presumption that NGCP assumed possession of TransCo’s assets, cash and receivables, including charges for local taxes.

NGCP, however, insists that TransCo’s tax payables due to the national government and any LGU were not transferred to it, and remains TransCo’s responsibility, despite the turn-over of the business.

The aforesaid set of preliminary findings included in the CA Decision is the same portion that NGCP seeks to be deleted in its Motion for Partial Reconsideration for being null and void, considering that the preliminary findings were based on presumptions and without any factual basis and supporting evidence.

NGCP maintains that the portion is clearly erroneous and inconsistent with the ruling of lack of jurisdiction over the issues.

TransCo, a government-owned and controlled corporation, used to operate and maintain the country’s power transmission system. After a public bidding in December 2007, the management concession contract was awarded to NGCP, which secured a congressional franchise to operate the transmission network; but ownership of all transmission assets remains with TransCo.

In a similar Petition that NGCP filed involving Metrobank in November 2011, the CA also dismissed the case and the Municipality of Labrador sought to enforce the same Warrant of Distraint against NGCP’s bank account. NGCP filed a Petition for Injunction with Application for Temporary Restraining Order (TRO) in the Regional Trial Court (RTC) of Quezon City. The RTC issued a TRO and a preliminary injunction restraining Metrobank from releasing NGCP’s bank deposit and delivering NGCP’s funds to the Municipality of Labrador.

NGCP is prepared to do the same – file a Petition for Injunction with Application for a TRO – before the appropriate RTC should the Municipality of Labrador enforce again the Warrant of Distraint and Garnishment against NGCP’s bank deposit with Land Bank. NGCP reiterates that it has no enforceable tax obligations to the Municipality of Labrador in connection with the prior operations of TransCo. (MAL/NGCP-CCPAD)

DOST offers free consultancy services to farmers
March 15, 2012

LEGAZPI CITY- An unusual, but satisfying, connectivity is happening between farmers and specialists in the region. Farmers will have the chance to improve their productivity and ensure the quality of their products, for free, as the Department of Science and Technology (DOST) intensifies their Consultancy for Agricultural Productivity Enhancement (CAPE) Program in the region, said Engr. Jacinto Alexis, DOST provincial director of Albay.
The CAPE program aims to institutionalize effective farm management strategies to improve agricultural productivity. It is done by providing consultancy teams to undertake productivity studies in any qualified small/medium scale agricultural enterprise including individual farmers, farmer cooperatives, nongovernment organizations (NGOs), and local government units (LGUs).
The consultancy teams, organized through the Technology Application and Promotion Institute (TAPI), undertake productivity studies by personally visiting the farm of the qualified beneficiaries.
After the study is made, matching session between the teams and the farmer beneficiary is done to identify problems, areas for intervention, and possible solutions and recommendations such as providing the needed technical tools and strategies for proper farm management.
To avail of the said assistance, farmers must make a formal request to the nearest provincial or regional DOST office for endorsement to the TAPI. Included in the request are background information on the farm, type of technical assistance needed, and expertise required.
According to PD Alexis the program is a one-time assistance given to 10 farmers for every batch. Although participation to the program is free of charge, the farmer beneficiary must also be committed and cooperative to the consultancy teams for the solutions and recommendations to be effective.
Currently, the program has benefitted farmers in the region which improved productivity mangoes in Masbate, cassava in Camarines Sur, pineapple in Camarines Norte, and sweet potato in Ligao City.

Skimboarding is a a little known water sport. Pero it takes just as much skills to master it just like any other watersports like wakeboarding, surfing, jetskiing. Albay could actually invest in skimboarding and make it famous.

We have perfect blacksand beaches perfect for skimboarding all over Albay. The government start capitalizing on this :banana::banana:

Currently @ Legazpi Airport waiting for ZestAir 1pm flight. I heard some waiting passengers complaining regarding lack of "pasalubong" store here in Airport. They compare with Palawan and other tourist places where some vendors offers pasalubong. Posting to this forum so it could be relayed to concerned goverment unit. I guess these women were from PCL convention.

BTW, I'm from Iriga City but BU Main Legazpi alumnus and soon to be assigned in Legazpi City as work-related one.

By this, hoping Legazpi to be more tourist-friendly city.

Bicol Express soon to Legazpi
Posted on March 16, 2012 by waebi

The Philippine National Railways (PNR) informed that they will fully put in operation the Bicol Express lineup to Legazpi City in Albay by the middle of the year.

After the PNR launched trips going to Naga City in Camarines Sur and recently up to Guinobatan town, the Bicol Express will soon transport passengers to Daraga town and Legazpi City once the Travesia bridge in Guinobatan town is finished.

The existing log ban delayed the local procurement of wooden ties for the Travesia bridge. As soon as Travesia bridge is passable, the trips going to Legazpi City will be launched.

The Legazpi bound trips, which will pick up and drop off passengers in Lucena, Hondagua, Naga, Pili, Iriga, Albay, Polangui, and Ligao, are expected to increase the number of passengers of the Bicol Express, which has reached an average of 6,000 per month with the Naga bound trips alone.

Starting this week, the PNR will have daily trips to Naga City leaving the Tutuban station in Manila at 6:30 p.m. and Guinobatan-bound trips leaving at 8:30 p.m. Both trips last 10 hours and are on promotional fare rates.

Fare rates are PHP 2.30 per kilometer but fares are discounted by 30% since the Bicol Express launched trips to Naga City last June.

For the Naga bound trips, travelers on reclining tourist seats are being charged PHP 300 instead of PHP 605 while patrons of sleeper coaches will be charged PHP 500 per berth instead of PHP 950. Each family sleeper cabin has at least four berths (or beds) that offer more comfortable accommodation to train passengers instead of the conventional reclining seats.

For the Legazpi bound trips, passengers have the option to take the Mayon Limited De Luxe service, which leaves every Monday, Wednesday, and Friday, or the Mayon Limited Ordinary, which runs every Tuesday, Thursday and Sunday.

One-way fare for the Mayon Limited De Luxe is priced at PHP 716 for Naga and PHP 768 for Ligao while for the Mayon Limited Ordinary ticket is priced at PHP 416 for Naga and PHP 491 for Ligao. The Mayon Limited De Luxe boasts of executive reclining seats similar to first-class airplane seats while the Mayon Limited Ordinary appeals to budget-tight passengers with its electric fan-ventilated non-reclining seats.

DENR’s agro-forestry program reforests 1,850 hectares in Bicol
March 16, 2012 2:36 am
By Danny O. Calleja

LEGAZPI CITY, March 15 –- The regional office for Bicol of the Department of Environment and Natural Resources (DENR) on Thursday here said it was able to place under its agro-forestry project a total of 1,850 hectares of forest land in Bicol last year.
The project which is covered by the agency’s Community-Based Forest Management (CBFM) program involved the establishment of agro-forestry plantations, setting-up of nursery propagation and composting and purchase and distribution of carabaos to members of organized upland settler groups.
Agro-forestry farm development is the planting of forest trees combined with agricultural crops. A total of 1, 884 upland farmers across the region benefited from these, according to Bicol’s DENR regional executive director Joselin Marcus Fragada.
Anchored on the core objectives of poverty alleviation and hunger mitigation, the projects under CBFM, he said carry out the objective of improving the productivity of upland communities by generating additional income and promoting food security.
CBFM, Fragada said constitutes “a powerful paradigm that evolved out of the failure of state forest governance to ensure the sustainability of forest resources and the equitable distribution of access to and benefits from them”.
In 1994, the Philippine government adopted CBFM as a national scheme to promote sustainable forest governance, in recognition of the negative impacts occurring as a result of widespread forest loss across the country.
The Philippines has been considered a pioneer within Asia for the successful implementation of CBFM as a nationwide tool of forest governance.
The scheme stresses the importance of involving communities in sustaining the forest through projects such as timber harvesting, agro-forestry and livestock raising.
CBFM therefore advocates an increasingly ‘bottoms up’ – as opposed to the historically ‘top down’ and centralized – approach to sustainable forest governance involving a variety of stakeholders.
However, Fragada said, uncontrollable levels of deforestation owing to both man-made and natural factors remains a problem in Bicol with a remaining forest cover at only around 25 percent of its 541,189 hectares forest land.
Since 2007, the CBFM has been supporting the upland development initiatives in the region by providing financial assistance from the Agrarian Reform Fund (ARF) under the Comprehensive Agrarian Reform Program (CARP).
According to Fragada, the multi-faceted goal and results espoused by CBFM – CARP program have enticed more people’s organizations (POs) to join the project and become forest stewards.
In reply, the foresters involved in the program expressed their expectation for more projects to come in 2012 as more POs have signified their intent to enter into agreement with the DENR.
The CBFM program was adopted in the Bicol region in 1994 pursuant of Executive Order No. 263 that embraced the program as a national strategy to ensure the sustainable development of the country's forest resources.
Through this program, the DENR aims to empower and train people or communities become effective partners in the sustainable management of forest resources.
Included in the project are areas classified as forest lands and other allowable zones within protected areas not covered by prior vested rights.
Qualified beneficiaries are people actually residing within or adjacent to forest lands who are tilling portions of the area or traditionally using the forest resources for livelihood.
They are then organized into people’s organization to represent the interest of members and protect and maintain forest land entrusted to their stewardship.
According to the latest DENR report, 117 Community-Based Forest Management Agreements (CBFMAs) in Bicol cover 49, 140.33 hectares of land with 117 people’s organization benefiting 9, 327 individual household members from the provinces of Albay, Camarines Norte, Camarines Sur, Catanduanes, Masbate and Sorsogon. ALBAY: The beginning of a long journey
Posted on March 9, 2012
If you want to have a refreshing summer, go to Albay!

Albay is one of the provinces in the Philippines located in the Bicol region of Luzon. It is where Mt. Mayon, renowned for its close to perfection symmetric conical shape, is situated. It is also a place where lots of tourist destinations can be found like the Cagsawa Ruins, the historical churches such as in Daraga, Oas, Sto. Domingo, Guinobatan, Camalig and Malinao.

No wonder Albay is always chosen to be one of the places to visit by famous personalities. Just this February, one of Korea’s Kpop group, 2ne1, visited Albay for a vacation!

ALBAY AND I

Albay remains to have a big part in my heart. I was an incoming senior student in the University when I first visited this wonderful province. The Department of Anthropology in partnership with Aquinas University of Legazpi, has chosen Albay to be the place of our fieldwork. I spent a one- whole month there with my co-Anthropology students in summer 2009. We dealt with people and even lived with them. I knew that one month was not enough for us to have very thorough Anthropological studies; normally a full time Anthropologist does it for 3 to 5 years, some 10. But the fieldwork we had in the place was one of my unforgettable “Anthro” beginnings.

Our first three days in Albay was spent by going to the different tourist spots in the province. We have visited the Cagsawa Ruins where the wonderful Mt. Mayon can be clearly seen. Other than this, we even went to visit historical churches in the province like those which are mentioned above. We also visited beaches and enjoyed the summer as if we were tourists.

One need not to go to Hawaii as black sand beaches can be found along the Bacacay, Sto. Domingo and Tiwi coasts. The black sand was created from the natural erosion of volcanic rock that evolved from ground lava. There are still other places to go and visit. These include the Bacman Eco-park which is situated in Manito, Albay; the Batan Island that serves as a home to the mysterious Pototan Cave and the beautiful beaches and several caves in Sto. Domingo and Camalig, respectively. One may also get to visit the Busay Falls in Malilipot which is considered as one of the highest water falls in the country and even Rapu-Rapu’s diving sites, Cagraray’s Misibis Beach. …and a lot more!

After the three days, we were back to normal. We started to do what we were ought to do. From our headquarters in Aquinas University of Legazpi, we began our journey to Tiwi, Albay. Tiwi is known for its Geothermal Power Plants and hot springs. However we found more interesting things in this town- their well-known pottery industries which are to be found in Putsan and Bolo villages and the people’s growing devotion to God and Inang Salvacion (Mama Mary) in Joroan village.

THE AFTER EFFECT

Our experiences in Albay did not just end with visits and studies. Even when we were back to our reality in Manila, we still continued to connect with the people there and with our foster families. Personally, one of my informants had become my best friend, and until now, we still try to update each other (thanks to Facebook! )

More Albay after effects had come our way. In July 2011, our first ever book was launched. It was entitled “Ethnographies of Disaster: the 2009 Anthropology Field School”. The copies of the book can now be seen in the University of the Philippines’ Library. Indeed, the success of our batch was because of the people we met and was because of the inner beauty that Albay has showed to us. Anthropology is indeed a good way to see how people live their lives and how people handle their culture and traditions. Other than that, I believe that a true anthropology doesn’t end with getting information for your research but with continuous learning and understanding of the people you met from the place you selected to live in even just for a short period of time.
