I got an info that there was a study done to make Legazpi a gateway hub to Palau Islands, Micronesia, Saipan and Guam. This is a very good news for us today. :banana:

Gokongwei will hasten SLIA construction. I think Kuya Dante heard this too with Gov Salceda and this has letter confirmation and announcement with the Gokongwei's company. When you say Cebu Pacific Hub, most of their planes will rest overnight in our airport and will have more flight traffic. :banana:

^Thanks for highligthing this. Warang duda, Albay is the financial economic powerhouse of the region.:) Legazpi, Tabaco, Ligao, and Daraga on top (and Daraga is not even a city yet)! The wealth is spread throughout the province, not just concentrated in one city that's a hungry fat tumor while other districts have miserable fourth class and fifth class municipalities.
I wonder if Makati Business Clus knows about this fact (two or three theads ago, there's an article that mentioned Guillermo Luz)...our politicians and business leaders and captains of industry should highlight this and not be passive about it.

If you take a closer look at Kawa, it appears to me as a meteor hit thousands years ago. Simply just another conversational piece that might attract more tourists. Perhaps more aerial shots will support this meteor hit theory.

A VERY IMPORTANT ANNOUNCEMENT, EVERYONE!

We are about to print the first ever batch of SSC Albay shirts tomorrow afternoon! This is an idea that was brought up few weeks ago in the Facebook group Dex created. Well, I didn't know na igwa pa palan ki mga SSCer na bako pa palan member kang group ta dai pa palan mi aram kung anong mga pangaran kang iba sa FB. Heheh. To show you a sneak peek of how the shirts are going to look like, here are some photos:

Malacañang’s inaction over calamity funds hit (http://www.bicolmail.com/issue/2012/mar22/b-story.html)

LEGAZPI CITY --- A group of concerned citizens here assailed Malacañang for its alleged silence on the controversial P374M calamity funds for Albay earlier reported to have been sabotaged by officials of the Department of Public Works and Highways.

As this developed, another group indicated it would bring the controversial P374 million calamity funds scandal to the Ombudsman for proper investigation.

Former DPWH asstistant regional director Oscar Cristobal revealed he was offered P30 million worth of contract from the controversial P374 million funds.

The Bicol Bantay Movement (BBM) had sent a letter on Jan. 3 to Executive Secretary Paquito Ochoa asking to hold in abeyance the implementation of the P374M calamity funds for Albay and to investigate allegations of hasty implementation of the project through negotiated bidding, which is contrary to law.

“Malacañang has never bothered to answer the letter, neither an investigation was ordered,” Wally Magdasoc, one of the BBM officials who signed the letter-petition told Bicol Mail.

A local contractor had questioned Dequito in a letter on Dec. 16 over the latter’s negotiated bidding option for the 63 projects under the P374M calamity funds. The contractor had identified a certain Backy who allegedly coordinated the project and that some P100 million was allegedly being raised for a powerful politician who allegedly facilitated the early release of the funds.

Albay Gov. Joey Sarte Salceda who was vaunted as the one who requested President Aquino for the immediate release of the calamity funds for his province in October last year hit those dropping his name, saying that it’s the DPWH not him who has control over the projects, including the disposition of allocated funds.

There is nasty talk that P100M kickback from the projects was actually intended for a Malacañang official.

The group said they want Dequito and his assistant regional director Jesus Salmo investigated by the Ombudsman.

Dequito was earlier reported to be seeking early retirement after he was blasted in December 2011 by Albay 3rd district Rep. Fernando Gonzalez for alleged violation of the Procurement Act as the lawmaker said there was no justification for the negotiated bidding of the P374M calamity fund projects 10 months after Typhoon Bebeng actually hit the province.

Following a closed-door meeting on January 13, this year, however, between Gonzalez and Dequito, half of the P374 million worth of projects was suddenly ordered released to Gonzalez’s district engineering office to implement the corresponding projects.

Defending the negotiated bidding Dequito said it was resorted to in order to avoid expiration of the fund allocation.

If you take a closer look at Kawa, it appears to me as a meteor hit thousands years ago. Simply just another conversational piece that might attract more tourists. Perhaps more aerial shots will support this meteor hit theory.

Kawa-Kawa, just like Ligñon Hill was a former volcano that last erupted millions of years ago. Because of erosion and weathering it became just a hill. The difference is with Kawa-Kawa, the caldera is more defined than with Ligñon.

I got an info that there was a study done to make Legazpi a gateway hub to Palau Islands, Micronesia, Saipan and Guam. This is a very good news for us today. :banana:

Gokongwei will hasten SLIA construction. I think Kuya Dante heard this too with Gov Salceda and this has letter confirmation and announcement with the Gokongwei's company. When you say Cebu Pacific Hub, most of their planes will rest overnight in our airport and will have more flight traffic. :banana:

Airlines in the US usually has their own airport hub where they use it as their base of operations. Like American Airlines use Dallas-Forthworth as their main hub. Many of their cross country flights stopover in this airport. JG Summit's plan to invest in BIA might well be part of their plan to make it their main hub where their planes are parked for maintenance. This will be a big boon to the province. Legazpi's short distance to Manila and Cebu makes it very ideal. If they invest in BIA, their rental costs will be reduced significantly compared to if they maintain it in either Clark or Mactan.

Hitman who killed a police officer in Albay is arrested

Pinakamatawo sa boulevard pag early morning. Mga 5- 9AM. Pag afternoon mejo matawo din pero mas dakol pag aga.

This number triples or even quadruples pag weekends or non-working days.

Siguro the government should find a way to keep the boulevard busy and keep it teeming with people anytime of the day para maganda :)

Legazpi has so many beautiful aerial shots. This is what I love about the city. It is so lovely. A clear day in this provincial city can never be outshined by a clear day in any other place... :) We have Mayon, Lignon Hill, Sleeping Lion Hill, and the abutting Pacific Ocean all in one. :)

Formerly in Malabog. Lumipat na sila somewhere in Arimbay. They will broadcast in FM na. I think if I'm right I heard them broadcasting over 104.3 in FM band. Gospel music ang narinig ko pero ang hina pa ng signal:cheers:

Some of the buildings were already constructed in Legazpi, the RAMBROS, it was already opened for business at Gogon, The KANZO, owned by the ALIBAR Resto, existing already along Penaranda Extension, the Union Bank Building and Hotel St. Ellis, pero mayroon pang 3 yata na di pa nai coconstruct sa city.

Metro must have seen something sa Legazpi market kaya they chose us as their first branch outside Cebu. :cheers:

They should consider branching out to other parts of the country too. The quality of their products and services are comparable to those of bigger mall companies like SM and Robinsons. :)

^^Does this mean the pilot and other crew members have to live in Legazpi just in case these plans would push through?

corek ka dyan...and since it will be an international airport, hindi lang pinoy pilots ang mag overnight stay sa Legazpi nyan, pati mga piloto from other countries most likely...so i guess more 5 star hotels will rise in the province...Novotel, etc!

17 March: Here's that large site where the earth is being moved; it has a wide frontage and bound by three roads: Boulevard, that four-lane divided road to the interiors, and the old two-lane road to Lamba...also has a beachfront, if you can call it that, in the second picture below.

Actually, this is the third bridge along the Boulevard: The first, the four-lane bridge near Legazpi Port and NFA at the entrance of Embarcadero; second and the longest, that one in Dapdap; and this is third. The fourth bridge is in Lamba--four four-lane bridges in all.:)

I took that new flight that started today, leaving from Manila 3:40pm, arriving in Legazpi at 4:40pm, and then back to Manila after 5pm. It ran exactly on time out of Manila. :okay:

Then SLIA/ BIA must be really big to be able to accomodate the Cebu Pacific planes. JG Summit made an excellent choice in choosing its new hub. Very strategic ang pwesto. Halos equidistant lang ang Legazpi sa Cebu and Manila.

Indeed, the best is yet to come. This will open the doors of Albay and the entire Bicol Region to so many opportunities. There's no stopping Albay's progress now. :cheers::cheers::cheers:

The immediate beneficiary of this economic surge is the real estate around and minutes away from BIA. Daraga wake up! We like to see some urban planning.

Daraga should now submit to it's people perspective development plan on how to accommodate the soon influx of business establishments once BIA completed and operates. Southern barangays awaits to be developed as the next CBD.

Cable cars from Kimantong to Taysan Hills to Kapuntukan Hills seems one of the best option comparable to that in Singapore.

According to my friend, they have visitor investors stayed in their home for one week, an abaca supplier. These Americans will invest and construct factory at Lidong, Sto. Domingo relative to coconut raw materials like charcoal, coco by products to be converted to export quality products to some ASEAN and other countries all over the globe.

They had already an ocular visit of the place, near the seashore of Sto. Domingo, that means another company seaport terminal will soon rise in that area, just beside the Phil. Cordage.

Hala taralay na sana an port diyan, andyan na so Legazpi Oil seaport, The Tuansons have started already developing their own port, but been freezed.

I just kept on wondering why development on that 60 hectares highland legazpi at Estanza owned by Ponkan, not yet starting, that will housed gulf course, housing projects and other amenities, just at the back of AMEC , down to Gabawan.:bash::bash::bash::bash:

Flash floods and landslides threaten Bicol and Southern Luzon on Sunday, even as a potential cyclone – a low-pressure area – continues to approach the Philippines and may enter the country's territory in two to three days.

The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said a frontal system, an area where warm and cold winds meet, is presently affecting Northern and Central Luzon.

"Patuloy na umiiral ang frontal system, apektado nito ang Hilaga at Gitnang Luzon," PAGASA forecaster Elvie Enriquez said in an interview on dzBB radio.

She said the weather system would bring cloudy skies with scattered rain showers to those areas.

In its 5 a.m. bulletin, PAGASA said: "The whole country will experience mostly cloudy skies with scattered rain showers and thunderstorms becoming cloudy with widespread rains over Bicol region and Southern Tagalog which may trigger flash floods and landslides."

PAGASA's bulletin added moderate to strong winds blowing from the northeast will prevail over Luzon and its coastal waters will be moderate to rough.

Elsewhere, winds will be light to moderate coming from the east to northeast with slight to moderate seas.

For Sunday, Metro Manila will be cloudy with rain showers and thunderstorms, Enriquez said, adding that the rain that fell on Metro Manila on Saturday was not due to a cyclone but was a thunderstorm.

Low-pressure areas

Enriquez said a low-pressure area that brought rain that killed at least two people last week was estimated at 360 km northwest of Puerto Princesa City in Palawan as of 2 a.m.

"[Ang LPA] ay inaasahang lalabas na ng ating Philippine area of responsibility," she said.

On the other hand, she said another LPA is approaching the country, and may enter Philippine territory in two to three days.

"Sa parteng south, sa parteng Mindanao (It may affect the south, particularly Mindanao)," she said when asked what area the LPA will affect.

Meanwhile, PAGASA said strong to gale-force winds may affect the seaboards of Northern and Central Luzon and the eastern seaboard of Southern Luzon.

"Fishing boats and other small seacraft are advised not to venture out into the sea while larger sea vessels are alerted against big waves," it said. — LBG, GMA News

This road soon will connect to Estanza Cut of highland Legazpi, very near na, and besides, there's also a Japanese tunnel here, this adds to tourist destination, hoping after BU College of Medicine, they will now developed that place, i went there already, still forested areas out there atop with protruding huged rocks around. According to residents , mga buhay na bato.

Looks neat! Half of me wants to keep the boulevard in its present state: pleasant, clean and full of greenery. The other half is waiting for a boulevard lined with new businesses. I'm sure there is a compromise between these two halves. :lol:

DOST explores more industrial uses of PH’s abaca fiber
March 25, 2012


LEGAZPI CITY, March 24 (PNA) – Because of its lower heat conductivity compared to metal, abaca fiber is a good roofing material for public utility jeepneys to keep temperatures inside cooler , a major benefit considering the country’s tropical warmth and humidity.

This is an added usage of abaca fiber suggested by the Department of Science and Technology (DOST) as the agency, with its Industrial Technology Development Institute (ITDI) continues to find more to further strengthen the industry and its socioeconomic impact on many Filipinos.

Tomas Briñas, the DOST regional director for Bicol over the week said that while the ITDI was doing this, “we should patronize locally handcrafted bags made from natural fibers as a substitute for plastic bags when shopping noting that the use of ‘bayong’ that used to be common has fallen out of favor among shoppers.”

Notwithstanding the fact that plastic bags contributed significantly to the growing problem of waste disposal and that these were often the reason for the clogging of sewers and waterways in highly urbanized localities, Filipino shoppers continued to use such materials in place of environment-friendly bags like those that were made of abaca, he said.

In recent seminar sponsored by the DOST-ITDI, Briñas said Dr. Hitoshi Takagi of the University of Tokushima in Japan discussed the topic “Characterization of Abaca Fiber Reinforced Green Composites,” in which he offered a comparative study between the properties of untreated abaca fiber and abaca fiber treated with green composites.

According to Briñas, Dr. Takagi stressed on the process that strengthens every single strand of a fiber by solidifying its lumen, or the strand’s hollow part and it stronger and more heat resistant than bamboo fiber.

As such, this process has the clear potential to boost the local abaca sector by posing a challenge to the dominance of synthetic fibers in the global market, Briñas noted.

Abaca, considered as the strongest natural fiber in the world, is the only one that can match the durability of synthetic fibers. Because of abaca’s strength, it was originally used for ship rigging and other heavy-duty industrial applications.

In the same seminar, he said Dr. Byung-Sun Kim, a principal researcher at the Korea Institute of Material Science (KIMS) gave a detailed look on the many and varied applications of natural fiber composites in items around us, one of them as roofing material for jeepneys.

Briñas said Dr. Kim was looking forward to collaborating with ITDI in abaca fiber research and development, a proposal met with support in the gathering because of its potential impact to abaca producers as well as related industries such as rope-making, handicraft and garments.

The Seminar on Natural Fiber Composites was participated in by representatives from other government agencies, entrepreneurs and university students.

Up to the present, the Philippines is the world’s leading producer of abaca fiber known worldwide as the Manila hemp.

It is mainly grown in Bicol, particularly in the island province of Catanduanes and remains the backbone of livelihood of thousands of families in the region.

Catanduanes is consistently the leader of the industry in the country with its over 20,000 metric tons of fiber production yearly. In the second quarter of last year alone, the province produced more than 5,800 metric tons (MTs), records of the Fiber Industry Development Authority (FIDA) show.

The country posted US$ 120 million in abaca export earnings last year or an over P5 billion on the back of increased demand for abaca pulp and cordage in the Philippines’ major markets, the FIDA said.

In terms of volume, the Philippines shipped out over 40,000 MTs of abaca fiber, abaca pulp and cordage last year with Bicol as the source of about 22,000 MTs to maintain its reputation as the country’s top producer of the product.

The country’s major markets for abaca products are the United States, Japan and Germany. China, one of the biggest tea-drinking countries in the world has been continuously expanding its imports of abaca pulp from the Philippines for the manufacture of tea bags.

Aside from tea bags, abaca pulp is used to manufacture specialty paper products for coffee filters, meat and sausage casings, currency papers, cigarette papers, filters, hi-tech capacitor papers and other non-wovens and disposables.

Cordage, ropes and twines are used for oil well and gas drilling, for binding, tying and lassoing, building construction, fishing and shopping. (PNA)

Sponges, snails for new drugs

LEGAZPI CITY, March 24 (PNA) – A research program funded by the Department of Science and Technology (DOST) is working on the development of new drugs for infectious diseases like tuberculosis and pneumonia out of marine microorganisms in sponges.

It is also testing venoms of turrid snails (Polystira albida) for the discovery of drugs that could provide anti-pain agents, according to a statement received here over the week from the media service office of the DOST.

Anti-pain drugs are important in the management of cancer and other debilitating illnesses, it said.

Led by University of the Philippines’ (UP) Vice-president for Academic Affairs Dr. Gisela Concepcion, researchers from the state-university’s Marine Science Institute (MSI) have isolated microorganisms associated with sponges and are currently confirming their anti-infective properties or ability to combat infections, according to the media release.

Sponges, the oldest multi-cellular animals, are regarded as the “most successful organisms.” They are physically defenseless, soft-bodied and sedentary making them easy prey, yet they have survived millions of years.

According to experts, their survival rests on their ability to produce different kinds of bioactive compounds to protect themselves. Scientists recently have discovered that microorganisms in the tissues of sponges produce some of these compounds.

The research is under the program called Pharmaseas Marine Drug Development Program, which was funded by the Philippine Council for Agriculture Aquatic Resources Research and Development (PCAARRD) of the DOST. Part of it is initiative to discovery of anti-pain drugs from the venom of turrid snails, a variety of marine predatory snails that inhabit tropical and subtropical waters worldwide.

PharmaSeas is tapping the immensely rich marine diversity of the Philippines to discover and develop drugs and other useful chemical compounds.

“The emergence of drug-resistant pathogens or microorganisms that cause diseases has propelled the need to produce new drugs,” Concepcion explained.

The researchers from MSI have isolated compounds and characterized several peptides, in which molecules are formed by joining two or more amino acids or building blocks of proteins, from the venoms of turrid snails that could be used to produce new drugs to combine with existing antibiotics.

“Combination therapy is the thrust nowadays to combat drug-resistant pathogens,” she said.

Apart from the two main projects of Pharmaseas, which entail isolating, purifying and characterizing compounds from marine microorganisms and venoms of turrid snails for drug discovery, the researchers were also able to do optimization studies for the culture of bioactive compounds through another support project “Marine Microorganisms: Characterization and Culture Optimization”, she said.

Culture optimization will let the researchers culture the microorganisms in the laboratory so that they do not have to keep collecting the sponges thereby preserving marine biodiversity.

In the other project support, Marine Microorganisms and Turrids: Genetics, Molecular Phylogeny and Gene Expression, the researchers are classifying the organisms and the turrids according to their genetic markers or specific genes that produce a recognizable trait and can be used in family or population studies.

The group is leading the classification of turrids, which are at least 12,000 species worldwide, 5,000 of which can be found in the Philippines.

The Pharmaseas program has so far achieved its objectives, but Conception admitted that the roll out of drugs based on their research will come in later.

“It is unrealistic to say that we can roll it out in five years. But if nobody is going to start now with the biodiversity that is right beside us, who is going to provide this 15 years from now?” she said.

The average time for research and development for new drugs is around 15 years and as of today, Concepcion and her team are preparing the terminal report for the Pharmaseas program. They have submitted a phase two proposal to continue its initial achievements, she said.(PNA)

LEGAZPI CITY—The last ditch effort to revive the dying Albay Electric Cooperative (Aleco) under the management of the National Electrification Administration (NEA) has failed.

The power cooperative with 250,000 customers is experiencing a series of disconnection threats.

Albay Gov. Joey Sarte Salceda said Aleco is a problem cooperative, but blames the Epira law, saying under the said law, the operation of most power-supply cooperatives is even getting worse.

Aleco came under the NEA’s control since the early 1980s but has not proven any positive result, according to former Aleco board chair lawyer Oliver Olaybal.

Early last year, Salceda pushed the entire Aleco board members to resign to allow the NEA to manage the cooperative.

The privatization effort was strongly opposed by the Aleco union members and various sectors including the Church. Aleco has standing liabilities of P3.4 billion from NEA, NPC and Transco. 

With the entry of NEA in Aleco, a crisis management committee was created with Bishop Joel Baylon of the Diocese of Legazpi chosen as head and six Albay congressmen and the governor as members.

Baylon said the series of disconnection notices on Aleco this month was a result of Aleco’s failure to settle its obligation for two months with the Philippine Electricity Market Corp. (PEMC) equivalent to P122 million. Baylon said Aleco was able to cough up P20 million to negotiate for a reprieve.

Last March 21, Aleco consumers braced for at least four days without power but again a reprieve was granted, said Baylon.

Last March 7, Bishop Baylon issued a pastoral letter explaining that the problem in Aleco did not happen overnight. They were brought about by a system that miserably failed consumers, the statement said.

Ako-Bicol partylist Rep. Rodel Batocabe said Aleco was the second worse electric cooperative in the country burdened by corruption and rocked by system losses of 25 percent that remained unsolved for more than 20 years.

A few weeks after NEA took over Aleco in February last year, Lopez told the local media that Aleco would be revived in six months.

ICT sector eyes $50B contribution to PH economy by 2016

MANILA, Philippines — The local Information and Communications Technology (ICT) industry is looking at contributing as much as $50 billion to the Philippine economy by 2016, bolstered particularly by gains made in the IT-business process outsourcing (IT-BPO) sector.

But such a goal can only be attained with direct support from the government, specifically in the areas of talent development, domestic ICT development, and ICT marketing and research, among others, according to various industry associations gathered in a workshop by the Information and Communications Technology Office (ICTO) of the Department of Science and Technology.

ICTO Deputy Executive Director Alejandro Melchor, however, assured the industry of constant funding support from the government, especially as the Philippines gears to overtake leading BPO destination hub India in the global offshoring field.

“With government support behind the ICT industry the upside for the country is tremendous,” Melchor said. “Other than the $50 billion in direct revenues we are also projecting $150 billion in indirect investments in the economy, through real estate, transport and telecommunications, banking, taxes and others.”

Groups present during the workshop include the Philippine Software Industry Alliance, the Philippine Computer Society, The Philippine Chamber of Telecommunications Operators, the ICT Association of the Philippines and the Business Process Association of the Philippines (BPAP).

This is the first time that industry associations and stakeholders from a broad section of the ICT industry were gathered with the objective of planning and mapping out strategies for the Industry after consultations for the development of the Philippine Digital Strategy (PDS) in 2010.

According to BPAP President Benedict Hernandez, the workshop brought the perspective that various players in the industry are “unified in achieving new heights in revenue and overall support of the economy.”

“We are grateful for the encouragement and support the government is providing the industry, [as well as] collaborating with other industry associations [in the country],” Hernandez said.

DICT for a more vibrant economy

However, according to Senator Edgardo Angara, such vibrant gains in the local ICT industry could only be achieved by having a centralized agency taking care of industry matters, which he is pushing for through the creation of the Department of ICT.

In a separate statement, Angara highlighted how ICT is getting more and more embedded into the everyday lives of Filipinos, especially with growing broadband and Internet penetration in the country.

“I am convinced that a DICT will be essential in ensuring that the benefits of ICT become all the more far-reaching and transformative,” the veteran lawmaker said.

While some technological advances in e-learning, telemedicine and modern disaster response systems have been rolled out in the country, Angara maintained that the establishment of the DICT “improves the chances for these developments to take root, blossom and flourish in our country.”

“Clearly, segments that explicitly deal with ICT such as the IT-BPO industry will benefit from a DICT,” explained Angara. “But the benefits of the vibrant use of ICT extend well beyond these sectors and can boost other areas like agriculture, public health, education and disaster management and risk reduction.”

Angara is the principal author and sponsor of Senate Bill No. 50, otherwise known as the DICT bill, which reorganizes the communications-related agencies of the Department of Transportation and Communications (DOTC) into the DICT.

Having been approved in both the Senate and the House, the measure will still have to undergo bicameral conference before it is transmitted to Malacañang and signed into law.
