LEGAZPI CITY, Philippines – Albay Gov. Joey Salceda has joined the chorus in debunking the negative connotations of “Noynoying,” which activists have coined from the President’s nickname to denote a do-nothing demeanor.
Salceda said President Aquino was able to produce 2.1 million jobs last October and another 1.2 million jobs in January.
The job creation is something historical compared to the 1.7 million jobs created during the Estrada administration in 1999, as well as the 2.4 million jobs created during the Arroyo administration.
“I don’t see it as Noynoying if we know the numbers and know which numbers to look at,” Salceda said during the 4Ps press briefing at the Oriental Hotel Monday morning.
Wikipedia defines Noynoying as a protest gimmick in the form of neologism portraying Aquino as doing nothing on major issues such as disaster response and rising oil prices.
The free Internet-based encyclopedia has picked up the term and defines it as “a play on the term planking and Aquino’s nickname, Noynoy.”
“Noynoying involves posing in a lazy manner, such as sitting idly while resting their head on one hand and doing nothing,” it said.
Transportation Secretary Manuel Roxas II earlier defined Noynoying as referring to someone who always tells the truth and is careful about the people’s money, not one who is profligate with public funds.
Salceda said job generation does not include the disbursement acceleration program of Aquino, which he computed to be not less than 5.7 percent of the country’s gross domestic product and double compared to the country’s GDP growth last year.
Salceda, an international financial consultant, said Aquino is benefiting from the rebound of the US economy.
“President Aquino is lucky because the US is producing more jobs and with a 2.5 percent US gross domestic product growth which benefits the country as Americans consume more products from the Philippines,” he said.
“This is not Noynoying but a rational and verifiable study based on accurate available statistics in the past two quarters,” he said.
Critics should take a hard look at the job statistics and not look sideways just to criticize President Aquino, said Sen. Teofisto Guingona III at the same forum.

I am not really an avid P-Noy follower but we can see that the guy is quite sincere in eradicating graft and corruption. This has to start somewhere and that is what the guy is exactly doing. And I am giving him a chance.
The main problem of our society is graft and corruption in government. According to the grapevine Albay has been a beneficiary of graft and corruption in the previous government with all these infrastructures that we see as being invested by the big one with the local guy as just a dummy. This might be gOod to see among us locals, but we don't really need it because if things are being done rightly these investments will also come.

Legazpi City tops RPT collection in Bicol

The Bureau of Local Government Finance (BLGF) has recently declared Legazpi as No. 1 in the collection of real property tax (RPT), business licenses and other collectible incomes and revenues in the Bicol region.
According to Lilia Buemia, Officer-In-Charge of the City Assessor’s Office, a total taxable valuation in the amount of P 3,990, 521, 680.00 have been generated as of October 2011 with a increase of P 143, 069, 602 from the 2010 taxable valuation of P 3,842, 408.
Buemia said the amount was realized from a total of P 43, 802 real property units (RPUs) comprising of lands, buildings, machineries, among others.
She said amount was still expected to increase to about P 6 M in December, 2011 as soon as the validated data is reported to her office.
Other realized fees as of October, this year by the City Assessor’s Office were P 4, 615, 185 from transfer fees; P 169, 958 from certification and Certified True Copies of tax Declaration; and P130,100 for processing fees.
In a related development, City Mayor Carmen Geraldine Rosal stressed that with the declaration of the BIGF top performer in the assessment and collection of RPT, business license and others, the her administration has proven to the taxpayers of its avowed commitment of bolstering the largess of the city through efficient and effective tax assessment and collection.
The revenue will boost the capability of the city government in funding its various priority development programs and projects for 2012 and beyond.
She encouraged all taxpayers to pay their taxes promptly to enable the city government to pursue its various PPAs for the coming calendar year.
“We have to generate more local revenues and income this year and the coming years because of the reduction in our Internal Revenue Allotment by P 58 Million resulting from the conversion of 16 municipalities into new cities in the country.”
‘These funds are urgently needed because we have to maintain and sustain our worldwide prestige as the emerging tourist and investment destination in Southern Luzon and Bicol, she stressed.
Legazpi is next wave city for BPO

LEGAZPI CITY, Albay, Jan. 26 (PIA) -- The focus efforts of this city’s current administration to make Legazpi an attractive investment area for potential Business Process Outsourcing (BPO) investors is finally paying off when it tied in the 10th place with cities of Dumaguete and Dagupan City the next waves cities outsourcing industry.
The selection was done by the Business Processing Association of the Philippines (BPAP) recently.
Currently, Legazpi is considered as a feeder city.
It provides qualified manpower to other cities with existing outsourcing industries who conducts recruitment activities in the city.
This is an indication that the city has more than enough qualified manpower to supply the needs of existing outsourcing industry.
Many college graduates from the city usually end up working in call centers in Metro Manila for those who cannot find available jobs here according to the city employment office and according to reports they are doing very well.
This city produces more than 4,000 college graduates every year and is also a center of higher educational institutions of the region.
The accessibility of the city from land air and sea transport from Manila and Cebu plus having reliable and dependable telecommunications providers like Smart, Globe, Bayantel and lately the PLDT that provides reliable Internet and bandwidth connectivity is an important factor for potential BPO investors to locate in the city.
Legazpi City Mayor Geraldine Rosal said that the city scored high in the cost of doing business and availability of needed physical information and technology (IT) infrastructures to support an outsourcing industry according to the BPAP ranking.
Rosal added that currently, Legazpi has two proposed IT park - the Embarcadero de Legazpi and the Legazpi Information and Communication Technology ( ICT) Park which could be used by outsourcing companies when they decided to transfer here plus the donated building by Bicol Hair in Barangay Bonot in this city.
Rosal said that this year they will be aggressively pursuing promotions of Legazpi as the next wave city for BPOs to consider investing.

Bicol business community sees PPP to flourish this year
Albay Chamber of Commerce and Industry (ACCI) president Francisco Yap agreed with the Imperial’s group saying in Legazpi City alone, the PPP program is serving as the take-off point of fresh developments particularly the establishment of the New Legazpi Urban District (NLUD) in a vast property along the northern coastal and upland sections of the city.
NLUD is a grand infrastructural development package being undertaken by city government under Mayor Geraldine Rosal that gives way to PPP initiatives that when completed by this year would offer more spaces for the expanding business and commercial district of the city which has grown into an investment haven for local, national and foreign investors, Yap said.
“This development would certainly boost the economic growth of the Legazpi City, Albay and all the other neighboring cities and provinces of Bicol,” Yap added.
P-Noy okays upgrade of Bicol intl airport

LEGAZPI CITY—President Aquino has given the signal to proceed with the construction of the much-awaited Bicol International Airport halted after 18 months of review.
Albay Gov. Joey Sarte Salceda said the President told him the upgrade of the Albay airport will push through.
Officially named the Southern Luzon International Airport, the airport is located at the mountain top of Barangay Alobo in Daraga, Albay overlooking Daraga town and Legazpi City.
A P3.5-billion medium term investment program under the Arroyo administration, the project was scheduled to be completed in 2013 had funding been made available under the Aquino administration.
Salceda said Transportation Secretary Mar Roxas had already completed the 18 months’ review and recommended to the President the upgrading of the airport.
“The President has personally relayed to me the upgrading to facilitate the project implementation,” said Salceda during the regularly held meeting of the Regional Development Council here early last week.
Released earlier, P400 million had already been spent for the purchase of lands and pre-engineering activities since the airport was started in 2010.
Salceda said President Aquino was particularly concerned over the cancellations of local flights due to bad weather that he finds fast-tracking the international airport a priority.
The Albay governor said he is expecting some P900 million would be released this year to finish the engineering works. Saying he was not seeking any elected post by 2013 until his vital projects are completed, Salceda said he would leave the Albay capitol with a legacy likening the province to a California hub.
NCC head brands Legazpi as ‘very competitive’ city

LEGAZPI CITY, March 17 (PNA) -– Makati-based business leader Guillermo Luz, who heads the National Competitive Council (NCC) as co-chairman for the private sector, on Friday branded this city as one of the “very competitive” cities of the country in terms of ease of doing business in the locality.
Luz was in the city for the road show on “Boosting Regional/Local Competitiveness through Public Private Partnership” organized here by the NCC in cooperation with the Regional Development Council (RDC) and the Department of Trade and Industry (DTI) regional office for Bicol to promote partnerships between the private and government sectors in undertaking initiatives towards local development.
“I am deeply impressed by the satisfaction expressed by the local business community over the improvement undertaken by the Legazpi City government for its Business Permits Licensing System (BPLS) that has drawn more business permit renewals and applications for new ones,” Luz said in an interview.
He congratulated city mayor Geraldine Rosal as he expressed optimism over this positive development saying that “this is highly attributable to the continuous concerted government and private sector initiatives to improve ease of doing business in the country and become highly competitive.”
This city is by far among the only LGU in Bicol that has completed its streamlining operations, paving the way for these areas to become “havens of investment,” Luz said noting that the city now boasts of influxes of new businesses serving as proof that indeed it has been able to make putting up investments easier and become “a very competitive city.”
The city is now fully saturated by top class hotels, posh malls, giant bargain centers, convenient stores, recreational accommodations, transport terminals and famous restaurants including internationally known food chains, he also noted.
Luz said reports indicated that 70 percent of businessmen here were able to receive their business permits within three days or less, with 17 percent reporting they secured their business permits within two hours.
In the past, it usually took five to six days to secure business permit renewals and as many as 10 days for new permits.
Prior to the launch of the BPLS program, some cities and municipalities required as many as eight to ten signatures prior to approval and release of annual business permits.
Luz said that according to surveys, improvements have taken place. Today, 37 percent of businesses report needing only two signatures or less while 13 percent required three signatures. Half of the respondents still needed four or more signatures to secure their permits.
Luz was referring the Client Satisfaction Survey that covered almost 800 micro, small, medium-sized and large enterprises, representing mostly single proprietorship firms scattered across 185 cities and municipalities of the country.
It is one of a series of client satisfaction surveys that focuses on specific public services or agency-specific concerns which the NCC conducts as part of the Aquino administration’s thrust to focus on good governance, transparency and accountability towards improving delivery of public services.
These surveys form part of NCC’s Monitoring and Evaluation Projects that track down the quality of government services as well as actual customer experience.
Among the major improvements noted in the BPLS has been in the reduction of forms which applicants have to fill out. Fifty percent of businesses now report having to fill out only one form to use for the entire process. However, 31 percent report still having to use three or more forms in the application process.
Luz also acknowledged the major contribution of the Department of Interior and Local Government and the DTI which are the lead agencies in the BPLS streamlining efforts which covered 185 local government units (LGUs) across the country, including this city, which was among the firsts to streamline their business permit processes.
The BPLS streamlining is a government campaign to achieve robust and long-term growth needed for countryside development and poverty reduction as one of the region’s most business-friendly local government units (LGUs).
The campaign is aimed at addressing the general perception that corruption, attributed to red tape, lack of political will on the part of local chief executives to carry out reforms and lack of vigilance on the part of the private sector to demand bureaucratic reformations is prevalent at the local level.
For achieving this, the city government has been awarded last year by the DILG and DTI a plaque of recognition representing the Business Permit and Licensing System (BPLS) Award that recognizes the city’s best practicing BPLS reforms.(PNA)

That's great news!:banana: Hindi lang sa Legazpi naka-focus ang tourism kundi buong Albay. I think that's the benefit of Legazpi as a component city not an independent city because Legazpi's money or income is also shared in the whole Albay province. Sabay sabay ang asenso.:)
With that, Legazpi should stay as is. :cheers:

Lignon Hill
- Ligñon Hill is a prominent landform in the city located behind the Legazpi Airport Tower and beside the Albay Wildlife Park. Aside from the Mayon Volcano standing serenely behind it, this hill is one of the first landmarks that greet visitors upon stepping down from an airplane. The hill stands 156 meter (511 feet) tall. Ligñon Hill’s summit offers a breathtaking 360 degree view of the City of Legazpi, the deep blue Albay Gulf, nearby towns and islands, and of course the majestic Mayon Volcano. It is becoming one of the most popular destinations for locals and visitors alike. The hilltop is accessible through a scenic concrete road that winds up the hill offering a challenging 20 minute trek. Because of this, it has become a favorite exercise area for local joggers and fitness buffs. There are also other fun activities offered in Ligñon Hill. You can try ziplining with Mayon Volcano in the background or take the super steep route to the top of the hill via the Kapit Tuko trail. Or if you want some historical experiences, you can visit and explore the 50-foot Japanese tunnel.
Cagsawa Ruins and Park
- The Cagsawa Ruins are the remnants of an 18th century Franciscan church, the Cagsawa church, built in 1724 and destroyed by the 1814 eruption of the Mayon Volcano. They are located in Barangay Busay, Cagsawa, in the municipality of Daraga, Albay, Philippines. The ruins of the Cagsawa church are now the site of the Cagsawa Ruins Park, one of the most popular tourist destinations in Albay. It is also the site of the Cagsawa Branch of the National Museum of the Philippines (also known simply as the Cagsawa National Museum). The museum was formally inaugurated on October 30, 1992 on land donated by the municipality of Daraga. It is the third largest regional branch of the National Museum. It contains photographs of the volcanic eruptions of Mount Mayon as well as geological and archeological exhibits. Visitors can enjoy the classic postcard view of Mayon Volcano with the Cagsawa belfry in front. Aside from the ruined belfry and the huge volcanic boulders around the area, visitors can also find several souvenir shops offering a colorful assortment of native products such as handbags, mats, shirts and handicraft made from indigenous materials like abaca. Exotic flowers and orchids are also on sale.
Embarcadero de Legazpi
- Embarcadero de Legazpi is Bicol’s premier waterfront lifesyle and commercial hub. It was once a docking area by the Spanish trading galleons, similar to the Galleon Andalucia, for economic activities. Today, it is opening doors for new investments, bringing in stores and brands that never found its way to this small coastal city. It is the only mall that is open even until past midnight. It is the main establishment that rejuvenates the city’s nightlife. On top of its signature shimmering lighthouse is a beaming searchlight and the colorful lights all over the mall are reflecting on the nearby seawaters. Nocturnal partygoers are drawn to this new-found haven where serene nature meets stylish urban living.
Albay Park and Wildlife
- A picnic grove and a park rolled into one, this place is the best way to commune with nature right in the heart of Legazpi City. Have a satisfying get together with your family and friends while roaming the park which houses 347 animals belonging to 75 species.
Our Lady of Gate Church
- Built in 1773 on a top of a hill by Franciscan Missionaries, the church is a priceless relic for art enthusiasts because of its rich baroque architectural designs carefully carved on volcanic rocks, and its façade gives the church its special distinction from the other churches in the country. It contains archeological relics of “santos” and rare religious seals ingeniously carved throughout the entire face of the church, even up to the belfry.
DJC halo-halo
- It is a well-known Bicolano restaurant that became a destination snack area especially during summer and made its famous name because of the delicious mix of yam, leche flan, sweet banana and cheese. Their preparation is plain and easy but the ice is finely shaved and the fruits are perfectly preserved. They have made a matchless brand because of their home-made style Halo-Halo. The restaurant is also a must-visit by foreigners and transients who have heard how mouth-watering it is to eat the Halo-Halo of DJC Restaurant.
JM Macandog handicraft
- An abaca exporter from Daraga; J. M. Macandog, Inc., which produces handicrafts for the local market; and in the Albay Pilinut Candy. Handicraft products that are affordable and stylish. They are made with durable native abaca, wood, rattan, raffia, and other indigent materials. Craft baskets are intricately designed and has unique forms and style to cater to customers’ taste.
Japanese Tunnel
- The tunnel itself isn’t really that dark neither is it exactly that eerie. The path is actually lighted using light bulbs. The interior of the tunnel is quite cool since its walls and ceiling are made of stone and are a bit damp. The men of the Japanese Imperial Army used this tunnel as a place to store their arsenal during World War II. This is a rare glimpse into war torn Legazpi back then.
