Whichever option they choose this should be implemented ASAP! It's about time Bicol has a multi-lane highway - I don't consider the two-lane Maharlika a "highway" at all. Multi-lane highways, railways, international and domestic airports plus ro-ro ports - we should have them ALL in order to maintain economic progress and momentum. :)

Same sentiments po. All it will take is political will from the gov't officials and the public.

Flyover from Legazpi to Naga? Hmmm.....

Perhaps not... but they should consider a flyover for the lahar prone Padang-Sto Domingo area.

What's new?

The ALBAY-SORSOGON-MASBATE TOURISM ALLIANCE (ALSORMAS TA) will be launched today 9am in Donsol. As RDC Chairman and Albay Gov, I have initiated this strategic approach to accelerate tourism development and enhance the attractiveness of Bicol as a destination. This complements the other tourism cluster- Catanduanes-Camsur-Cam Norte Tourism Link or CCC TL. A more integrative, comprehensive and advanced tourism strategy would be formulated particularly on 1. infrastructure development that would spatially integrate the three provinces into a single product and 2. product positioning and promotion.

I think this is the right approach - prioritize infrastructure and transport links - SUBSTANCE over style/gimmicks.

A viaduct would be the more appropriate term.

I have a question here..Where is the "Hub thing" here? I mean Catanduanes is very accessible via Tabaco, why isnt Albay included in the CCC TL clustering?

If full tourism development is done on the CRaBS, definitely tourists will just have to cross from these islands to Catanduanes and vice versa...:cheers::cheers:

This just oes to show that Albay's strategic location enables it to be included in both clusters. The RDC just opted for an equal division of the clustering. But for me, even if Catanduanes is included in the CCC, it would still be connected to Albay because of the Tabaco Port.

The major improvement of the Naga - Legazpi Road should be done immediately. Traffic in this route has gone worst. On my way to Legazpi last Holy Wednesday, it took us almost three hours and we were not using public transpo. We left Naga at about 230pm and when we arrived Legazpi it was almost 6. We did a brief stop at CWC though. I'm thankful this is given utmost priority because The volume of business between Naga and Legazpi is so huge more than any other in the Bicol region. No matter what, it cannot be denied that both cities benefit from each other whether in trading, education, government transactions, transportation, and many others. So let's stop the unnecessary bickerings already.
It is to the inconvenience of Legazpi and Albay motorists and commuters when they have to experience the ordeal of passing through that so-thirdworld narrow traffic-choked stretch of highway ironically called Daang Maharlika going to/from Metro Manila. During the time of GMA, there was this planned Oas to San Fernando bypass road. I hope the alignment is the same (Oas to San Fernando) and so much the better if it were four lanes.

Now regarding bickering, I appreciate the new generation of Legazpenos and Albayanos who do not take sitting down anything that will disparage or denegrate Albay and Legazpi. Well informed, they may argue but their arguments are supported with facts and statistics, and they do not take hook, line, and sinker pronouncements made by trapos, especially of the dynastic kind.

Buda wara man na Legazpi and Albay forumer na buru-balyo na ki thread, ma-kopya ki post digdi, iwawagas sa ibong. Personally, I avoid lurking elsewhere. Let's mind our own backyard, and we're at peace.

Albay is top tourist destination in the country -– DOT

LEGAZPI CITY, April 11 (PNA) -- Department of Tourism (DOT) Secretary Ramon Jimenez Jr. said on Tuesday that Albay is becoming top tourist destination in the country after pursuing an aggressive tourism program that's helping propel the province's economic growth.

Jimenez, who graced on Tuesday the opening rites of the province annual month-long Magayon Festival, said the big investment poured in by Albay Gov. Joey Salceda on its tourism program would indeed boost economic activity.

Jimenez, citing tourism statistics said in 2011 Albay posted 350,069 tourist arrivals -- a 17 percent growth rate that surpassed the national growth rate of 15 percent.

Jimenez at a press conference said there were 3.9 million tourist arrival in the country in 2010 and 4.6 million in 2011.

Jimenez said, “It is more fun in Albay because Albayanos are known for being hospitable."

He said Albay has distinct tourism features with its people, festivals, history, culture and arts.

"Tourism needs to invest in people since “tourism is a business of the people, there should be a concrete road map that would attract and be a destination.

“Mayon volcano should not only be an attraction, it should rather be a destination.”

Jimenez lauded Salceda for initiating a three-pronged event that showcases a 30-day festivals, including the Magayon Festival depicting Albay’s cultural heritage, the Cagsawa Festival, and Karangahan Festival, featuring the province's culinary arts.

Salceda said that the province, after making distinction in the field of health, education, disaster risk reduction and climate change adaptation, is now moving toward tourism and agriculture development.

Salceda said the province is now shifting from the Millennium Development Goal (MDG) to economic growth by attracting more industry players who would invest in agriculture modernization and tourism development.

Salceda, adapting "Albay Rising" as the province’s slogan said the slogan is largely anchored on the development of the tourism industry.

Among the province's tourist attractions are the active and near perfect cone-shaped Mayon Volcano, the historic Cagsawa Ruins, and many fine beaches.

Salceda said “Albay is investing heavily on tourism as among its revenue generating concerns designed to spur the economic development.”

With Magayon Festival on its fifth year, the provincial government has set a package of close to 150 events that feature culture and the arts, trade and industry, tourism spectacles, culinary food trips, sports and special interests that are expected to titillate the interest of tourists and visitors.

Among the event highlights of Magayon Festival 2012 is the staging of the Dance of the Three Mountains, a play written by multi-awarded Albayano writer Abdon Balde in the Bicol vernacular.

The legend tells the story of the three sister mountains -- Magayon, Masaraga, and Malinao which is actually the legend of Mayon Volcano.

Taking center stage is the Mutya ng Magayon Festival 2012, a pageant which has already produced world-class beauty titlists like Dianne Necio, the 2011 Bb. Pilipinas International.

Likewise, the Higantes, a parade of giant effigies which are all Albay mythological characters.

The festival highlights include the Ginoo ng Magayon Festival 2012, to be hosted by actress Lovi Poe; Concierto sa Magayon, with Jhong Hilario and Kiss Jane; Concierto Pasasalamat; Magayon Lyre, Drum and Baton Competition; Gayon Bicol Festival Showdown; Daragang Magayon Legend Showdown, the street dancing and festival queen presentation; Hot-Taw sa Karaonan, and the Sili Viand Eating Contest; among others.

Magayon’s Beer Plaza, will present bands and artists as nightly guests at the Penaranda Park in here, and is expected to keep the festival’s night life wake until dawn.

Oratio Imperata for Deliverance from Calamities

Almighty Father, we raise our hearts to You in gratitude for the wonders of creation of which we are part, for Your providence in sustaining us in our needs, and for Your wisdom that guides the course of the universe.

We acknowledge our sins against You and the rest of creation.

We have not been good stewards of Nature.

We have confused Your command to subdue the earth.

The environment is made to suffer our wrongdoing, and now we reap the harvest of our abuse and indifference.

Global warming is upon us. Typhoons, floods, volcanic eruption, and other natural calamities occur in increasing number and intensity.

We turn to You, our loving Father, and beg forgiveness for our sins.

We ask that we, our loved ones and our hard earned possessions be spared from the threat of calamities, natural and man-made.

We beseech You to inspire us all to grow into responsible stewards of Your creation, and generous neighbors to those in need.

Hoping for more fastfood chains with the upcoming entry of SM and The Forum Legazpi.:cheers::cheers:

May nabasa ako dati na article. Mga 2 years ago na gayud na ang reason daa kung nata diit lang ang stand alone food chains sa Legazpi is because diit daa pano ang foot traffic kang Legazpi? Is this true? Although I highly doubt it.

SM City will bring tons of food chains. Yan ang sigurado.

Foot traffic? There is no research to say that it is true. Dapat research-based na kita bako haka-haka. With the income tax of the city, I doubt it.

pwedeng totoo yan. recently nawara na so Kitaro sa Emba. last year so Padi's point. kaya siguro si Mcdo dai pa nagdadagdag ki branch sa Legazpi and even so Jollibee and Chowking dai pa man nagtutugdok sa LKY/Legazpi grand terminal. saka ang development man kaya kan Albay ay scattered sa gabos na munisipyo at syudad kaya so ibang tawo imbes na mapa-Legazpi para mag-kaon sa Jollibee eh duman na sana sainda.

Impression is not equated with the ability to purchase. Kitaro is not that marketable even in Manila. Lack of promotions and gimmicks might be the problem of LKY Grand Terminal, but it maintains its standards, kaya bow pa rin ako. True, development is very much scattered in Legazpi.

And I think the mall is mismanaged kaya nagsarado ang ibang stores.

I don't think maluya ang foot traffic sa Legazpi. just look at the volume of people in Gaisano everyday and su mga nagraralakaw jan sa Centro.

The reported HDI and purchasing power is high in Albay. So, baseless ang report na mahina ang foot traffic sa Legazpi. Now pa, na populated kita masyado. Again, KFC tabi kasi ang gusto kan mga Legazpeno, bako kun mga ano ano dyan.

Sa Embarcadero medyo maluya ang foot traffic, kaya nagsara su Kitaro and Padi's Point. But with the entry of Puregold, nagadagdag na man.

As for Mcdo, no space.

This is not true. Grabe ka man, gari man sana sinabi mo sa buong Pinas!
Based on official report, your comment maybe subjective.

pano habo man sinda magpadaog sa Savemore and Puregold.

Hahaha maybe true.

Ilan na po ba ang jolibee sa Lego? Natural Lang po ang may nagclose sa mall Hindi po Ibig sabihin nun na mismanage Ito I'm sure may papalit na ago at mas maganda ng sa ganun mas exciting

Go go Lego!!! Legazpi City have 3 Jollibee stores. Oo outright may pumalit, di naman na-vacant.

I'm not just talking about stores closing up in Embarcadero. Marami pang reasons. Magulo ang setting, konti lang ang naaattract nilang tao, and many others. This is something that Sunwest should work on. Although, I have to give them props because they made EDL an iconic landmark in Bicol but they still have a lot of things to work on, in terms of managing their waterfront mall. :)

Tama! But what really is the reason why there aren't much stand alone stores in Legazpi. Most are mall-based. This is something we should study :)

I agree. I think most Legazpenos have money to spend. Albay's purchasing power in general is high. Kitang kita yan sa mga restos, dept. stores and clothing stores. Maybe we should get information from BSP para makakua kita ki accurate info. :)

The positive thing about that is that the local restaurants exhaled already before Manila-based stores anchored. Tourists from other places love our local varieties and stores but our Legazpenos and Albayanos love something new naman like Manila restos and stores. Well, Legazpi have them both. :)

Bicol back to normal, alert status lifted; Quezon fishers rue lost earnings
By Mar S. Arguelles and Delfin T. Mallari Jr.
Inquirer Southern Luzon
Friday, April 13th, 2012

LEGAZPI CITY, Philippines—Disaster authorities here lifted on Friday the alert status from high to normal in the provinces of Camarines Norte and Catanduanes after receiving an order from the National Disaster Risk Reduction and Management Council to lift the emergency warning, the Office of Civil Defense in Bicol said.
Raffy Alejandro-OCD regional director and Regional Disaster Risk Reduction and Management Council chairman, said the lifting of the alert status was due to the unsuccessful launch of a North Korean rocket on Friday morning.
The two provinces had been on heightened alert since Wednesday due to the threat of missile debris fall from the launch.
Before the NDRRMC order, Alejandro had ordered all disaster councils to enforce the “No Sailing, Fishing and Flying Zone” policies.
He said the lifting of the alert status would allow sea craft and planes in threatened areas in Bicol to pursue their normal navigational routes.
Ro-ro (roll on-roll off) passenger sea vessels and other sea crafts plying the routes Tabaco-Virac began its normal operation after the warning was lifted.
In Camarines Norte, the PDRRMC earlier on Friday placed on red alert status the coastal town of Mercedes, where the “No Sailing and Fishing Zone” was strictly carried out. But only a few hours later the restriction was lifted due to the failed launch.
In Quezon, fishers in the coastal village of Dalahican in Lucena City lamented they lost a day’s earning because of the government’s warning on the rocket launch.
“Although Tayabas Bay is too far from the projected path, I also decided not to fish out of fear for my family. And now that nothing happened, I lost a day’s earning for nothing,” Reynaldo Damaso, a local fisher, told the Inquirer.
A number of fishing boats remained anchored at the Dalahican coastline early morning Friday.
Damaso blamed government officials and the media for his lost earning. He said he earns an average of P250 a day as crew of a commercial fishing boat.
“The government warning and the media reports were exaggerated. Look what happened?” he shook his head but burst out a good laugh.
His fellow boatmen shared Damaso’s view.
But another fisher said the Filipinos should not blame the government.
“The government officials just did what they thought was right. And that was to warn the people. What if the rocket launch was successful and scattered debris caused death and destruction?” Edgardo Alma said.
He said the failed rocket launch was “God’s will.” But it was learned from villagers that only a few fishermen skipped fishing. “There were a lot of them who still went out fishing,” a fish vendor claimed.

Everyone lifted their glasses to toast to 2012’s increased revenue opportunities for PMO Legazpi, enhanced strategic partnership and cohesiveness for better delivery of port services.
PSDM Rene Agao presented the port operations accomplishments and each port’s revenue performance. Updates on personnel, safety, and security were filled in on by RMDM Loreto Hilbero Jr., PPDM Rey Faustino and Safety Officer Antonio Balacano Jr. Port projects were amplified by Engineers Darwin Millena and Arnie Obusan.

This year’s gathering became another ideal setting for the operators/stakeholders to introduce new ideas/innovations based on their existing competencies and best practices. PM Sumagaysay provided the guideposts which were based from the New year’s message of GM Sta. Ana and the Plans & Programs of PPA.
Driven by the imperative to protect the environment, port efficiency, zero-accident port environment, and organizational management, the assembly guaranteed to advocate paperless transactions; improve safety and security management thru installation of CCTVs in ports and procurement of additional hand-held radios, establish port parks via the PPAPOGI project, as well as conduct further training for port supervisors, dockworkers, and other port/PTB personnel.
The stakeholders also included in their initiatives the basic strategy of strengthening relationships among port family thru participation in team building activities.

ABC IDEAS basketball clinic dribbles in Legazpi City

LEGAZPI CITY – Taking another bold step, ABC IDEAS of Coach Aldin Ayo will be dribbling in the Legazpi City. The move will establish the foothold of the sport clinic in the Province of Albay which thus far don’t have the scientific training of age youth groups on how to play basketball. The clinic will cater to boys and girls as young as 3 years old and above, a beginning seen as key in understanding the fundamentals of the game.
In an interview, Ayo said that this is a big opportunity for Legazpeñ0s and Albayanons children to learn basketball as a fun sport and help develop skills, camaraderie and right attitude towards the game at their young age.
ABC IDEAS big difference is the pool of their instructors that includes former PBA player Dante Gonzalgo, a defensive specialist during his stint with Ginebra San Miguel. In him will be learned the technique of ball handling, dribbling and passing, proper defensive stance, anticipation of a play that are critical in playing the game.

Named after the train that services the Bicol-Manila route, this traditional Bicolano dish of coconut cream, chilies and sautéed pork was so called because hungry travelers who took that particular train, when stopping over at the Camalig terminal, wanted something they could eat quickly, so they would not be left by the train.

Though this origin is widely accepted in the Bicol region, others argue that the dish was invented by Cely Kalaw in the 1960s at The Grove Restaurant in Malate. Whatever version is true remains to be seen, but in Camalig, Albay, you can get the best Bicol Express at Dad’s Pinangat Restaurant. Proprietor Ronaldo Nicerio, called “Dad” by locals and tourists alike, can serve either a mild version or the “original” blend, which Dad says the Bicolanos prefer. Whether you order the mild or original blend, one thing you’ll have to consider: this would be one of the best examples of Bicol Express you’ll ever taste.

Another Bicolano dish you’d have to taste is the Kinunot na Pating. It looks like kilawin, but it’s more like Bicol Express, with shark or manta ray meat instead of pork chunks. The texture of the flesh is somewhat like catfish, and if you’re interested in exotic food, this dish should be on your list.

There’s also the Pinangat and Inulukan, which most of us know as Laing. These two dishes are made from taro leaves stewed in coconut milk.

Pinangat is pretty much the Laing we’re all familiar with, while the Inulukan is Pinangat with some added ingredients, which depend on the cook.

Sometimes, it may be fermented fish or shrimp paste, other times it can be dried fish, ground pork, or what have you.

The region is also known for a muffin-like concoction called Marcasotes, which will remind you very much of a sponge cake, but cooked using primitive means: a large pot and coals. No ovens for these people, it seems, but put some frosting on these muffin-like concoctions and they can give Cebu’s best cupcakes a run for the money.

In Naga City, you can find probably the best restaurant in the region, called Chef Doy’s. It’s a quaint dining establishment, but it serves some of the best Bicolano food you’ll ever taste. People talk about “twists” in cuisine too much that the word has become cliché. In Chef Doy’s case, the only twist is that the native dishes are presented in a more western, “gourmet” if you will, manner. Chef Doy, the proprietor, also has his own take on the classic Spanish Paella, except his version uses Laing to flavor and color the rice. It retains the usual squid, clams, shrimps and other ingredients found in most Paellas, but he adds a little zing to the dish with the addition of lechon kawali. Purists may scoff at this dish’s folksiness, but if the Philippines, because of the heavy Spanish influence that we have, should have a version of paella, this should be the official one.

Other dishes that best exemplify Bicolano cuisine are the kandingga (sautéed lungs, diced carrots and water spinach topped with an egg), maragsip lipatang (breaded anchovies), tinutungan (chicken and coconut flesh simmered in coconut cream), as well as a very good fusion of Italian and Bicolano cuisine, the Pasta Cena Una, served in Legazpi City’s Balay Cena Una. Pasta Cena Una is fettuccine with Laing, served much like pasta with pesto, but with the addition of a couple of breaded prawns as a topping.

Those interested in cooking may notice that Bicolano cuisine uses a mirepoix of sorts, but instead of celery, onions and carrots, the Bicol “trinity” uses taro, coconut cream and chilies.

Incidentally, if you’re looking to have a taste of Bicolano cuisine, you don’t have to go all the way to the Bicol region. The Marco Polo Plaza, Cebu, in cooperation with Cebu Pacific, will hold a Bicolano food festival this April 20 to 29 as part of its monthly Culinary Journeys offering. Featuring the specialties of Chef Doy and Ronaldo Nicerio, the food festival promises a spicy experience for food lovers, and will certainly get diners feeling, as a favorite Bicolano tagline goes, “hot like chili.”

Wow! What flowering tree is that? Looks like the Cherry Blossoms of Washington D.C. Thousands of tourists flock in Washington D.C. to see the Cherry Blossoms in spring time. We should plant this tree in Legazpi Boulevard, in the Southern Highlands, in other tourist spots and when it blooms call it a festival in conjunction with the Magayon Festival (as shown in the picture it blooms in April just like the D.C. Cherry Blossoms). It would be even great if this tree is indigenous in Albay. Think of the tourism possibilities!

Here's a test that never fails. Watch the shoppers in the mall: Are they just walking around window shopping and cooling off during the summer. How do you know they are just window shopping? Easy, are the people inside the mall and coming out of the mall carrying bags for items purchased or are they empty handed and cooled off. When they are empty handed during sale time, you know the stores are hurting. Watch for empty store fronts. The mall is also hurting. It is not the foot traffic, it is in the items that the foot traffic bags.

Looks like if we increase the school rooms, the ratio between the student and teacher will go down which will increase the teacher focus in teaching the student. What is being done to have more school rooms that will reduce seat shortage? We should help our students because the mind is a terrible thing to waste.

There is no doubt the two big malls in Metro Legazpi - LCC and Pacific Mall - are raking it in. The expansion mode of LCC and just recently PM are a clear sign that there is purchasing power in Albay. But the market is still limited to the mass market and up to a bit lower than high end. The problem of EM is not really accessibility but the absence of unique attraction that will be patronized by the majority of the local population. They tried the high end, but as proven, this market segment in our province is not yet ready to sustain the existence of the mall. Remember, when PM was erected in 2005, it's location was also out of the transportation route. But the mass market embraced it because it was a real honest to goodness mall. The first in Bicol. It was unique in the region at that time so people from Camsur and Sorsogon and even Catanduanes I'm sure we're coming to Legazpi to shop or even just take a curious look. It is really about time for Zaldy Co to reasses the existence of PM. At the very least he should work out getting a Jollibee franchise at EM. McDo will be fine but Jollibee it seems will be a better attraction. I would also recommend a KFC franchise. Albayanos have for a long time been clamoring for the return of Kentucky Fried Chicken in Legazpi. These two stores will strongly complement the kiddie amenities of the mall. I'm sure the people will troop all the way to EM to partake of their favorite chicken joy or have a taste of the unique gravy of KFC.
There maybe other more and better attractions that they can think of other than the two food chains.

Sorsogon tops Magayon awards
Saturday, 14 April, 2012
Florencio P. Narito

LEGAZPI CITY — Albay Governor Joey Salceda, Bicol tourism regional director Maria Ong Ravanilla and Cagayan Rep. Juan Ponce Enrile Jr. on Tuesday awarded P500,000 to the UNOD Festival of Castilla, Sorsogon, grand champion, at rites held in Peñaranda Park here.

The same contingent received P50,000 for choreography and P50,000 for having the best costumes.

Penyahan Festival of Daet, Camarines Norte, won P300,000 and Cimarrones Festival of Pili, Camarines Sur, got P200,000 as first and second runners up, respectively.

Bicol icon. Daragang Magayon joins the Parade of Giants on the streets of Legazpi City to depict the legend of Mayon Volcano in an ensemble of the province’s rich folk heritage. Abdon Balde Jr., president of the Unyon ng mga Manunulat sa Pilipinas, was commissioned by Albay Gov. Joey Salceda to lead the research on the culture and tradition that gave rise to the festivals across the Bicol peninsula.

The judges were Maria Corazon Guerrero of Department of Tourism-Manila, Joseph Garcia of the National Museum joined by choreographers Douglas Nierras, Geleen Eugenio and Jhong Hilario of “It’s Showtime!”

Pitching in their talents were four non-competing entries: Magayon of Albay, Tinagba of Iriga City, Pantomina of Pilar, Sorsogon and the 100 ‘padyaks’ of Tabaco City.

The other contenders that faced up to UNOD were Sunflower of Ligao City, Ibalong of Legazpi City, Sorsogon Festival of Sorsogon City and Tig-aw of Tigaon, Camarines Sur.

In his keynote message during the opening of Magayon 2012 at Albay Astrodome, Tourism Secretary Ramon Jimenez Jr. said the province should capitalize on the influx of visitors.

“Tourism is people’s business. It is planted, not abandoned in the streets,” he said as he rallied support for Salceda. “The tourists are at the doorsteps of Albay now. It’s up to us now to open that door.”

Former Senator Juan Miguel Zubiri, former Akbayan Party-list Rep. Risa Hontiveros–Baraquel and Enrile, who are slated to run in next year’s midterm polls, likewise lauded Salceda for his programs on education, climate change and disaster risk mitigation.

My 2 cents (2 centavos?):
What is missing at EM is an anchor department store. Both LCC and PM feature department stores, and they seem to be doing just fine. Specialty shops alone are not going to bring the local population to EM to shop. Puregold was a good move, but people go to a supermarket to buy their groceries and then leave.

Yes. Pero parang wala na atang space for a dept. store sa Emba.

Puregold was indeed a good move para maka-cater sila sa masses since mababa ang presyo ng mga binebenta sa Puregold.

I think another problem sa Emba is kulang ang mga stores for the "masses". Mang Inasal lang ang food chain na para sa masa. They should add a Jollibee or a Mcdo talaga dapat. Dahil crowd drawer ang mga yan :)

Yes. Pacific Mall was indeed the first major mall in Bicol kaya sobra su pagka-"hit" niya. But now with the presence of SM in Naga, expansion of LCC and the upcoming entry of SM in the Legazpi Market. Surely, dapat may gawin na ang EDL ASAP para makasurvive sinda sa competition.

Albay among top tourist destination in the country - DOT
By Marlon A. Loterte
Saturday 14th of April 2012

LEGAZPI CITY, April 14 (PIA) -- Department of Tourism (DOT) Secretary Ramon Jimenez Jr. said on Tuesday that Albay is becoming top tourist destination in the country after pursuing an aggressive tourism program that's helping propel the province's economic growth.

(MAL/MSA-PGA)

Births 3 times more than deaths in Albay in 2011

LEGAZPI CITY, March 05 (PNA)— Each death in Albay last year came with three babies born, latest data released by the National Statistics Office showed.

Some 26,240 births registered in the province for 2011 while only 8,272 deaths were noted.

This means for every person subtracted from the number of Albay population due to death, an average 3.2 live births were added last year, NSO’s Provincial Statistics Officer Cecil Brondial explained Monday.

The top three places in the province with the highest number of live births for 2011 were Legazpi City with 5,311, its nearby town of Daraga with 3,712 and Ligao City with 2, 906.

In deaths, this city also registered the highest in number at 1,732 followed by Daraga and Tabaco City with 1, 504 and 872 respectively.

The remote town of Jovellar had the least registered number of deaths at 85.

For the monthly birth registration in the province, September last year had the highest number of registered live births at 1,232.

Brondial said the lowest should be in December but data for this month are posted in the next month and not yet included in the 2011 records.

The NSO also noted that births attended by hilots — unlicensed loal midwives — were most prevalent in Albay for 2011 with 8,789 deliveries or 33.49 percent of the total registered live births.

Physicians followed with 8,660 or 33.0 percent. Midwives ranked third in preference with 8,044 or 30.66 percent.

Teenage mothers, with ages 15 to 19, contributed 2,328 or 33.33 percent births. Five births of which were born from mothers with ages younger than 15 years old.

Mothers with ages 20-24 which NSO noted as the peak age for giving birth, contributed 7,285 live births.

Brondial also noted that the top four causes of the recorded deaths in the province were pneumonia, cardiac arrest, heart attack and other cerebrovascular diseases like stroke.

Albay’s population growth rate at 1.7 percent projects the province’s population at 1,433,500 by 2015 or an addition of about 24,000 per year within five years from 2010 when its population was placed at over 1.3 million.

Of this population projection in 2015, the NSCB said 705,600 would be female and 727,900 male.

DOST advises Bicol residents to monitor tsunami prone areas

LEGAZPI CITY, Feb. 14 (PNA) – The Department of Science and Technology (DOST) through the Philippine Institute of Volcanology and Seismology (Phivolcs) has identified areas in Bicol that are prone to tsunami and advised its residents to be watchful of the ocean even during normal times.

Ocean wave disasters need real-time observation and rapid dissemination of warning so that people in these identified areas of Bicol will be prepared, according to DOST regional director Tomas Briñas here on Tuesday.

These tsunami prone areas identified by the Phivolcs in the mapping conducted as early as 2007 are the eastern coastlines of Albay covering the municipalities of Tiwi, Malinao, Bacacay, Malilipot, Sto. Domingo, Rapu-rapu, Manito. Tabaco City and Legazpi city.

In Camarines Sur, the tsunami prone areas mapped by Phivolcs are the municipalities of Caramoan, Presentacion, Lagonoy, San Jose, Tigaon and Sangay that all sits in the northeastern side of the province.

The municipalities in the northern side of Camarines Sur such as Garchitorena, Lagonoy and Siruma and in the western section—Tinambac, Calabanga, Bombon and Magarao are also in the hazard map.

In Camarines Norte, these areas are the towns of Sta. Elena, Capalonga, Jose Panganiban, Paracale, Vinzons, Talisay, Daet, Basud and Mercedes that are all at the coastline of the Philippine Sea.

In Catanduanes, an island province at the middle of the Pacific Ocean, 10 of its 11 municipalities are listed as tsunami prone in the Phivolcs hazard map. These municipalities are Virac, Bato, Baras, Gigmoto, Viga, Bagamanoc, Panganiban, Pandan, Caramoran and San Andres.

Sorsogon’s towns of Prieto Diaz, Gubat, Barcelona, Bulusan, Sta. Magdalena, Matnog and the Bacon District of Sorsogon City that are also along the Philippine Sea are listed in the tsunami hazard map.

All these Bicol coastal areas are located near the Philippine Trench, a major fault considered as potential earthquake and tsunami generator. They are marked with red color in the map representing tsunami inundation areas.

Briñas said an earthquake with magnitude of intensity 8.1 could trigger at the coastlines of these areas three to more than six-meter high waves that are extremely life threatening.

The advice to residents to observe the ocean, Briñas said, is part of the “Tsunami Risk and Monitoring in the Philippines”, an initiative of the Phivolcs that highlights an effective tsunami warning system.

This system is comprised of dense, real time network of seismic stations, real time sea level monitoring network, rapid communication and local mass alerting systems, accurate hazard and evacuation maps and well-informed citizenry.

The warning system was presented by Phivolcs director Renato Solidum during the “Wave Observation and Disaster Prevention” seminar recently organized in Manila by the Phivolcs in collaboration with the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) and the Embassy of Japan.

The seminar was aimed at generating further research and more importantly, to give people an idea on how to prepare for these ocean wave disasters.

It also opened up a partnership to come up with a collaborative program applicable both in the Philippines and in Japan, according to DOST Undersecretary for Research and Development Graciano Yumul Jr.

Another talk in the seminar was on the “Development of Japanese Coastal Wave and Tsunami Monitoring Network (NOWPHAS)” that featured the past and present situation of Japanese coastal wave-tide observation and information system discussed by Dr. Toshihiko Nagai, former Executive Director of Port and Airport Research Institute (PARI).

Briñas said NOWPHAS as presented by Nagai is comprised of the Doppler-type Wave Directional Meter that enables Japan to obtain directional spectrum information and realize infra-gravity wave observation and of an offshore deep-sea Global Positioning System (GPS) Buoy System for exact measurement of waves as tsunami monitoring system for Japanese coast lines. 9 of our 15 LGU's coastal areas are tsunami prone. Including Legazpi City. I always thought Legazpi couldn't be hit by a tsunami because Manito, Caragay Is., Batan Is., Rapu Rapu Is. blocked us from the Pacific Ocean.

Any thoughts?

OO naman.coastal area eh..that's a challenge for an emerging city like Legazpi!

We have good schools and brilliant minds out there...it high time for the province to produce local scientists, engineers, etc who will study these natural calamaties...aanuhin pa ang pagyaman ng Legazpi kung hindi natin pag aaralan ang mga ito...at magawan ng paraan para maligtas ang communidad sa mga ganitong pangyayari..

But these can't stop legazpi from progressing...

Looks like if we increase the school rooms, the ratio between the student and teacher will go down which will increase the teacher focus in teaching the student. What is being done to have more school rooms that will reduce seat shortage? We should help our students because the mind is a terrible thing to waste.

Definitely it will go down. Classrooms are constantly being built to accommodate more students. Albay's 35:1 student-teacher ratio is one of the lowest in Bicol. But the ideal ratio would be 25:1 so there are still more to be done.

Increasing the salaries of public school teachers is one way of bringing this down. most licensed teachers are lost to the private sector or abroad because of higher pay.

I heard over DZGB that Cebu Pacific affirmed personally to Gov. Salceda about the Cebu Pacific Hub. Legazpi-Hongkong and other international flights are targeted.

Woohoo! :cheer::cheer::cheer::cheer::cheer::cheer:

Konting hintay na lang. Matatapos na rin yang SLIA

Garo tigrurush talaga yan ni Gov ano? And he really wants to add international flights as soon as SLIA opens. Wow. Knowing Gov, he can make that happen as soon as possible
