View Full Version : Legazpi, Ligao and Tabaco Cities, and Albay Province
Brandon32 April 22nd, 2012, 06:53 AM Php15B with only 29 banks sharing the "loot"! Another good thing, we have home-grown banks--two branches of LSB and the head office of Camalig Bank. That means only 26 banks remit their profits to Ayala Avenue; then more cash could circulate around the city and the province. Imagine Php15B divided among 40 banks, minus administrative and overhead cost, that would translate to less profits! It's a no brainer that Php15B in 29 banks will gain the banks better than in 40 banks. "Less is more," or "the whole is greater than the sum of its parts"! These "foreign" banks mop up excess liquidity--and who will benefit? HQs in Makati and Manila. I'd like to see more prosperous local banks.
I hope our leaders will promote production and manufacturing (for starters, Albay has already the biggest share) and less service/consumer-led economic growth.

Regional offices in Legazpi should not be equated to being having a higher bank deposits.The money collected from these offices are just transferred to the account of their main offices.igwa baga pigaapud na average daily balance :lol:

garycooper April 22nd, 2012, 07:25 AM Branches of "foreign" stores, malls, banks, etc., also help--they provide competition and in the process home-grown businesses adapt--or else. One example is Denver's thriving despite three (3) branches of Octagon computer stores within one square kilometer of the Port District of Legazpi.
But it does not mean that we should equate say the four (4) Jollibee branches in the five-kilometer Legazpi-Daraga contiguous urban beltway with economic growth. I'd rather see Waway's, Alibar, or Colonial Grill remain profitable than see another Manila-based food chain raking in profits and remit to their head office. It's a good thing Albay has other sources of income--mining, quarry, abaca/copra export, light manufacturing. Abo ko na para-alsada sana kita ki epektos na aling Manila. It will result in net-outflow of cash, su mga para-alsada sana an makikinabang. With production and manufacturing and export, money will more often than not remain or circulate here. Maybe it's overgeneralizing, but to me, franchise business is simply glorified "para-alsada."
Excellent! I also subscribe to this idea Monsi. If all those homegrown stores will prosper in Metro Legazpi and Albay Province as a whole devoid of those well known fastfoods, it will be an attraction by itself. If you are a tourist and looking for those national and international food chains but you can't find one, but finds a better substitute in local chains, that will be a very big come on.

Camalig Bank and Legazpi Savings are the two largest homegrown banks in Bicol. They have been serving Bicolanos for more than 30 years now and they remain strong and stable unlike other homegrown banks in Bicol who have closed down in recent years.

Actually Alibar, Waways and Colonial Grill were doing better and we like them to expand like LCC, Camalig Bank and LSB, at least their main office is here, in Albay. If SM and other malls will come in, good competition and economic growth, but the bottomline, they're based in NCR, and remittances , a certain percent only goes to Albay, most profit goes to it's main office.
I like more homegrown businessess that will sprout all over the country, maski an JY dapat mag expand naman.

Dae ako nakakapost ta mapagalon pa sa iPhone magturutext digdi hehe. Tapuson na tabi ang thread ta overdue ng maray. Relax kamo ta legazpi is now compared to Davao and Cebu for infra and economic development according to Manila bulletin. Dae nindo Ito napost digdi. I'll post more good news when I come back. Meantime, happy busuanga. Ps mayon is seen from Manila to Saipan's flight via continental airline.

Just curious Sir Dante. What is the source of drinking water of these subdivisions? Let me guess, drill and watertank. We have a lot of real estates surrounding BIA. I am inviting Camella Homes to look and see. Namantao is the next area of interest. Petron is already there with their gas station. Great forthsight.

Do you know why six lanes? Three for departing and three for arrival traffic. And that's the way international airport traffic should be handled which in turn requires an expansion of the existing Maharlika Road to absorb the increase in traffic.

I hope my posts did not cause BPs to rise or mouths to foam, but that the few pictures I shared and those shared by tireless local forumers somehow helped Albayanos around the world--in London, Singapore, Las Vegas, Hawaii, New Jersey, Australia, Davao, Makati, and Pasig--get updated of not only what's bad but also of what's good and inspiring about the richest province in the Philippines, I'll buy, heheh. Good news: quickmart daraga will become a mall. Another lot behind bu arcade will become a mall too. SM savemore and puregold in daraga. All I can say is that metro legazpi is becoming obvious. Albay in totality is developing as one!

This is the way an international airport traffic should be handled which in turn involves expanding the immediate roads that lead to the airport (Maharlika Highway). Transportation business owners will be dancing on the streets with this news. I can see Sir Dante dancing the Cha-Cha.

Dakulun po. Mga 40 plus po siguro ito. It's a mix of local and overseas employment agencies. But the largest were our homegrown companies like Sunwest, LCC,
Goodfound Cement and Rapu-Rapu Mining.

LEGAZPI CITY, April 23 (PIA) -- The National Grid Corporation of the Philippines (NGCP) has served notice of the scheduled power interruption due to the shutdown of some of its transmission facilities in areas covered by Albay Electric Cooperative (ALECO).
Nelson S. Bautista, NGCP South Luzon Corporation communication officer, said the company has set power interruption in some areas in Albay on April 25, 2012 at 8:30 a.m. to 5:30 p.m. to replace some electric poles, insulators and other line hardwares along Tiwi-Cale-Tabaco 69KV Line in Albay’s first congressional district.
NGCP has advised that specific cities and municipalities to be affected by the power interruption are determined by the concerned distribution utility or ALECO, unless the activity affects the entire franchise area.
ALECO allots the available power within its franchise area and implements the power interruption schedule among the end-users.
Bautista said that normal operations will immediately resume after work completion.
“NGCP’s customers and the general public are advised to take the necessary preparations and precautions for this scheduled interruption,” he added. (MAL-PIA5 Albay/NGCP)

Rose Buan, public information officer of NEDA Bicol told Bicol Mail that Masbate, also tagged as the country’s “Wild West” because of bloody conflicts that take place here especially during election time, has a poverty incidence of 42.5 percent, the highest among Bicol’s six provinces. It is followed by Camarines Sur which has a poverty incidence of 38.7 percent among its population, based on data contained in NEDA’s Bicol Regional Development Plan 2011-2016.
The 2007 population census of the National Statistics Office (NSO) showed that there were a total of 5.1 million Bicolanos.
Of these total population, at least 2.4 million individuals (or approximately 385,338 families) in the Bicol region live below the annual capita poverty threshold of P17, 146.00 based on NEDA record, Buan said.
As early as 2009, poverty incidence in Bicol was placed at 36 percent, the fourth highest in the country. Masbate and Camarines Sur topped the poverty incidence record as aforementioned, followed by Albay at 36. 5 percent, Camarines Norte at 32.3 percent, Sorsogon at 31.3 percent, and Catanduanes at 22.0 percent.
A Bicolano family of five members should earn at least P85,739 a year or P235 a day so as not to be considered poor. But this income should be allocated only to the family’s basic services sans expenses for recreational or leisure activities.
Observers say NEDA’s economic classification should be updated by today due to past events and developments where an average family of five now, in order not to be considered poor, should be earning P35,000 a month, or P420,00 a year in order to live modestly and send the children to school.
Bicolano families in 2009 earned an average of P152,000 a year, which is much lower than the national average of P206,000.
Though Bicol GDP grew by 8.2 percent in 2009, considered to be the fastest growth among all other regions in the country, such improvement did not create enough jobs for the region’s labor force.
Last year, Bicol’s growth rose by 4.3 percent but apparently this did not trickle down to a significant number of Bicolano families where the majority has barely enough food to eat.
Albay Gov. Joey Salceda said that the government’s conditional cash transfer (CCT) or 4Ps program which was started by then Pres. Gloria Macapagal-Arroyo and now relentlessly pursued by the current Aquino administration has somehow helped alleviate the plight of many poor families in the region from survival existence to subsistence level.
Salceda, chair of the Bicol Regional Development Council said that the highest number of CCT beneficiaries are found in Masbate, followed by Camarines Sur, Sorsogon, and Albay.
In Albay, for instance, there are at least 19,767 poor families who have received dole outs from CCT. These recipients come from the municipalities of Tiwi with 2,528, Camalig, 3,130, Oas, 3,779, Guinobatan, 3,946 and Legazpi City with 6,384.
NEDA identified the following factors that contribute to the country’s worsening state of poverty: weak economic growth and unemployment, poor education and health, large population and poor agricultural productivity, slow land reform, natural disasters, armed conflict, unequal distribution of wealth, and lack of participation of the poor in local and national government.

Despite Albay being already the richest province per capita (year after year; check NEDA statistics), it still needs to improve the lot of the less-privileged Albayanos. What I had been rooting for is industrialization, not franchise or retail--just imagine if every other house hosts a sari-sari store, who will buy from these stores?
We can only achieve industrialization if Albay has a hand at managing our resources, especially geothermal energy and precious metals. It is so unfair that Manila and Calabarzon get the power generated in Albay and Sorsogon (the Epira law crafted by a fellow Bicolano should be repealed!). Also, our share in the mining revenues in Rapu-Rapu should be increased.
Mond (Swing Vote), you have a lot to do there in Congress:
a) Repeal the Epira Law for Albay and Sorsogon to directly benefit from electricity produced here--even if only the host municipalities (Tiwi, Manito-Bacon) get preferrential rates. With cheap electricity, Tiwi and Manito-Bacon can host even just a few of the factories in Calabarzon. This will have a ripple effect in both provinces.
b) Why can't we get a bigger share in the "loot" taken out of Rapu-Rapu? Precious metals are shipped out of the island and processed elsewhere; what do we get? A landscape stripped of not only its metallic wealth but also its natural flora and fauna! Why can't the ordinary Albayano benefit from the mines? The least these miners can do is pay their taxes in Rapu-Rapu, not in Makati!
c) Another mine that had a rosy promise but turned out to have no benefit to ordinary Albayano: the cement factory in Camalig should be compelled to sell certain part of their total monthly output to Albay--cement should be cheaper here! Cheap locally produced cement could help further improve our infrastructure, already the most durable in Bicol (you do not see the portion of Daang Maharlika here reblocked year after year). In the meantime, lime deposits in Camalig and neighboring municipalities are being quarried for cement production--I hope what they do in Camalig, Guinobatan, and Jovellar has no direct effect on eco-tourism--pollution and depletion/destruction of flora could end up in Donsol River (how it will affect the plankton and the whalesharks, I can't think of yet).
d) Construct a Legazpi-Sorsogon Expressway (LSex; er, it's lewd!) to further spur economic activity between the two cities. If Rep. Gonzalez and Sen. Escudero were able to come up with Donsol-Pio Duran access road, why not Rep. Bichara and Sen. Escudero join forces and come up with LSex! (Our good doctor in London might coin a better name for this road; it is his brainchild anyway) Gabos na sana sa Calabarzon and Central/Northern Luzon an mga expressways (SLEX, NLEX, Cavitex, Clark-Subic-Tarlac, Tarlac-La Union); darahon ta man daw sa south kan South Luzon.
e) Hasten the construction of Oas-San Fernando bypass highway so as not to cause delays in the flow of traffic between Legazpi and Manila and vice-versa. Albayano motorists (and commuters) will save time, tires, and gas.

I completely agree about the Legazpi-Sorsogon Expressway. Ulit ulit na ako pero kaipuhan na talaga yan especially with the upcoming opening of SLIA/BIA and for tourism and business purposes.
Maray na lang ta naiimprove na ang roads ta digdi sa Bicol. Pero kulang pa man giraray. Travel from Manila to Bicol is still very hard. This is something that should be given top priority. Construct a Bicol Expressway immediately.

Pero those coming from the Southern Barangays of Daraga. And even some from Sorsogon make Daraga as their parang "centro". so I think big supermarkets are still a neccesity for this booming town. :cheers:

The owner of the lot behind bu arcade told us that sm savemore and puregold were negotiated. That lot will eventually become a mall. This is from the horse's mouth itself. I also learned that SM city turned it down because it is only 7 hectares.

megalegazpi April 24th, 2012, 11:08 AM Despite Albay being already the richest province per capita (year after year; check NEDA statistics), it still needs to improve the lot of the less-privileged Albayanos. What I had been rooting for is industrialization, not franchise or retail--just imagine if every other house hosts a sari-sari store, who will buy from these stores?
We can only achieve industrialization if Albay has a hand at managing our resources, especially geothermal energy and precious metals. It is so unfair that Manila and Calabarzon get the power generated in Albay and Sorsogon (the Epira law crafted by a fellow Bicolano should be repealed!). Also, our share in the mining revenues in Rapu-Rapu should be increased.
Mond (Swing Vote), you have a lot to do there in Congress:
a) Repeal the Epira Law for Albay and Sorsogon to directly benefit from electricity produced here--even if only the host municipalities (Tiwi, Manito-Bacon) get preferrential rates. With cheap electricity, Tiwi and Manito-Bacon can host even just a few of the factories in Calabarzon. This will have a ripple effect in both provinces.
b) Why can't we get a bigger share in the "loot" taken out of Rapu-Rapu? Precious metals are shipped out of the island and processed elsewhere; what do we get? A landscape stripped of not only its metallic wealth but also its natural flora and fauna! Why can't the ordinary Albayano benefit from the mines? The least these miners can do is pay their taxes in Rapu-Rapu, not in Makati!
c) Another mine that had a rosy promise but turned out to have no benefit to ordinary Albayano: the cement factory in Camalig should be compelled to sell certain part of their total monthly output to Albay--cement should be cheaper here! Cheap locally produced cement could help further improve our infrastructure, already the most durable in Bicol (you do not see the portion of Daang Maharlika here reblocked year after year). In the meantime, lime deposits in Camalig and neighboring municipalities are being quarried for cement production--I hope what they do in Camalig, Guinobatan, and Jovellar has no direct effect on eco-tourism--pollution and depletion/destruction of flora could end up in Donsol River (how it will affect the plankton and the whalesharks, I can't think of yet).
d) Construct a Legazpi-Sorsogon Expressway (LSex; er, it's lewd!) to further spur economic activity between the two cities. If Rep. Gonzalez and Sen. Escudero were able to come up with Donsol-Pio Duran access road, why not Rep. Bichara and Sen. Escudero join forces and come up with LSex! (Our good doctor in London might coin a better name for this road; it is his brainchild anyway) Gabos na sana sa Calabarzon and Central/Northern Luzon an mga expressways (SLEX, NLEX, Cavitex, Clark-Subic-Tarlac, Tarlac-La Union); darahon ta man daw sa south kan South Luzon.
e) Hasten the construction of Oas-San Fernando bypass highway so as not to cause delays in the flow of traffic between Legazpi and Manila and vice-versa. Albayano motorists (and commuters) will save time, tires, and gas.

You just stated the real problem of Daraga - i.e. establishing its own identity outside the shadow of Legazpi. It's a real problem. Daraga will have this problem forever not unless it will be able to come up with a distinct and compelling situation that will be imprinted the minds of people otherwise it will remain in the shadow of Legazpi. Let's hope that the opening of the new international airport will be the one. That is why naming the new airport as Legazpi-Daraga International Airport will be an ideal one.
When large banks for example studies the opening of a branch in Legazpi they only look at Legazpi independently because they do not know that Legazpi can be classified as a metro area that includes its sister Daraga. With this, they sometime doubt the capability of the city to support a branch. But had they also gotten data regarding Daraga, the second thought would not happen.
One way to better promote Daraga is to always identify it as part of Metro Legazpi. This way investors will identify it as part of Legazpi and therefore would not hesitate to invest.

True. People who are not Albayanos are not aware that the Legazpi market and Daraga market are one because of the proximity and abundance of transportation b/w the two. Just imagine the population of these two combined
If one a person from Legazpi would say na Mapa-Daraga siya. Considered siya na aranihun lang but if a person from Legazpi would say na Mapa-Sto. Domingo siya, considered na yan na harayo, even though both towns are just adjacent to Legazpi.
I believe that in the next few years, Daraga will be able to establish its own presence and identity in the Bicol Region as well as in the country without being identified as the "neighbor of Legazpi". But plainly as the City of Daraga (pag naapprove na ang cityhood)

I like Metro Legazpi. The Tri-Cities is a nice idea too. It doesn't have to be restricted to Albay, it can include Sorsogon too, like the "Tri-State" Metro centred on NYC which includes areas from three different states.

It is ultimately up to our local politicians to use this terminology. They should start calling it Metro Legazpi or whatever in official documents and press releases. That is how it catches on and that is how "Metro Naga" was born in the 1990s....if I'm not mistaken, no government diktat imposed this name...the local politicians simply started using it....

In Aug. 2007, a new Doppler radar was offered by JICA as post-Reming assistance to Albay and was initially programmed to be installed in Puro. But, after Apsemo and Pagasa recommendation, this was moved to Catanduanes since it would give Albay and mainland Bicol provinces two (2) more hours of warning. The new Doppler radar in Catanduanes is expected to be inaugurated on May 7, 2012.

This is good news if it is indeed Legazpi is what is being referred to here. But until there is a press release by SM itself or a physical evidence (construction site, soon to rise signage) then this will remain as rumors. 2013 is just around the corner, that's just one Christmas away. Yes, more towns in Albay should become first class; not development focused in one city surrounded by fourth and fifth class municipalities and yet has the temerity to call itself metro. Look at Ligao; barely a decade old, but almost all towns around it are first class: Polangui, Libon, Oas, and Guinobatan. Pio Duran, Jovellar, or Manito should at least achieve second class status, then Albay will be closer to or even join the top ten provinces. Rapu-Rapu could even leap-frog Daraga, the richest town in Bicol, if only the gold mine were to pay its taxes there, not in Makati or elsewhere.
So enough malls for now. We don't want Albayanos as glorified para-alsada. Our politicians and LGUs should push sustainable industrialization and eco-tourism, not consumer-led growth. And we can achieve industrialization if Albay were to control the geothermal fields (I hope to hear about Cayabon resuming construction) and get bigger share in our metallic/mineral wealth.
