I'd love to also have a folding bike. Speaking of bikes, yesterday, a number of bigbikes, motorbikes, were here also; saw 'em parked at the Oriental. It's good they used their own transportation. Just this morning on ABS CBN, an APX flight to Pili was cancelled; the poor passengers who were supposed to attend a convention were made to board buses instead. Imagine the inconvenience. Two Wednesdays ago, TV Patrol Bicol reported that a Cebu Pacific flight was also cancelled, despite the fair weather. The reported reason? Very few passengers, who were instead made to board buses to Legazpi Airport. At least they had an upgrade: from propellers to jet!

Baylon building has no vacant commercial space anymore, ang alam ko sa may park, daming bakante, for lease.

But 7/11 at the airport, they will construct new building near the airport canteen, just beside the arrival area.

MANILA, Philippines - Nineteen-year-old Naimah Abdirarazack Sayed Hussein, a deadringer for 2011 Miss Universe Leila Lopes, was named 2012 Mutya ng Magayon Festival Saturday night, April 28, at the Albay Astrodome. Her mother is a Bicolana from Bulan, Sorsogon, and her father is a half-African/half-Indian Somali national.

‘She wowed the judges with her beauty, charm, personality and intelligence,’ said Gerry Diaz who sat as one of the judges together with model Brent Javier, and designers Pepsi Herrera and Francis Libiran (who did the clothes for an episode of America’s Next Top Model). ‘If ever she joins, will Naimah be our first black Bb. Pilipinas?’

Why not, after all Bicolandia has lately been producing winsome beauties, including 2010 Bb. Pilipinas-Universe (and Miss U fourth runner-up) Venus Raj and 2011 Bb. Pilipinas-International and (Miss International semi-finalist) Diane Necio.

Host of the event was Derek Ramsay. Entertainers were Matteo Guidicelli, Erik Santos and Alodia Gosiengfiao.

Among the celebrities at the affair were Sen. Jinggoy Estrada and Audrey Zubiri (wife of former Sen. Migz).

Behind the successful event was Albay Gov. Joey Salceda, shown above (third from right) with (from left) Sen. Jinggoy, outgoing Miss Bicolandia Roxane Jesalva (who competed as No. 19 in the recent Bb. I can't see how a 7-11 outlet can survive at the airport with a very limited 24/7 human traffic. We will see. They should put up one near DWCL.

7-eleven will not open if it is not feasible there. With Cong. Bichara's statement that a night flight will soon materialize in Legazpi, I think that will boost the buying traffic in that area. Besides, there are many restos, hotels, gimmick area and pool area in the airport.:cheers:

^Nata ka mapundo? Dai ka mag-pundo ta otherwise, there will be a monopoly of information, worse, misinformation, about Bicol. Competition is healthy--we improve Albay, they improve theirs. Everybody wins. As of now, Albay has the upper hand in everything--from air transportation to per capita income. A lower electric power rate plus a just and equitable share in the gold "loot," and you have an undisputable winner. Sige lang, mag-padagos. Sabi ngani kan mga Tagalog, inis-talo, huwag kukurap! Peace on earth!

In 1996, Legazpi has reached the threshold gross city domestic product (GCDP) of P5 billion to P6 billion, “better poised for faster growth.” This must have tipped the balance in favor of Legazpi when Metro Pacific decided to push through with the Landco Business Park. It’s no wonder SM's been trying to get in, and LCC plugging all holes to keep SM out.

More than a decade later, Legazpi has grown not into an island of prosperity surrounded by poor municipalities, like a big fat tumor feeding on the tissues surrounding it. On the contrary, what we see now more than a decade after the UA&P paper is a developing city with a train of first class municipalities—Daraga, Camalig, Guinobatan, Ligao (now a city), Polangui, and Libon. Ligao City itself is surrounded by first class municipalities. Economic growth in Albay is thus more evenly distributed.

We hope that Tabaco will not only serve as a catalyst of growth in the first district of Albay but also of the surrounding municipalities in Partido and Catanduanes; I reckon the tourists are even closer to Caramoan from Legazpi Airport with Tabaco as jump off point: airport transfer to Tabaco wharf, 30-45 minutes; Tabaco to Caramoan, two to three hours. One of our forumers tried going to Caramoan from another city and it took him close to five hours to get there! I withhold comments about road condition, but only the most masochistic tourists—survivors—could endure the journey. Former DOT secretary Gordon prescribed that a tourist destination should be as close as possible to the gateway airport; i.e., airport transfer should be convenient, not an odyssey. Just this morning on ABS-CBN, an Airphilexpress domestic flight to Pili was cancelled, with the passengers bound to attend a convention made to board buses (with airfare refund, I hope)…about two Wednesdays ago, TV Patrol Bicol reported of a Cebu Pacific outbound flight cancelled despite the fair weather (reason reported was low traffic), the passengers were brought by bus to Legazpi Airport; at least they had an upgrade: from propellers to jet.

Political leaders, economic planners, academics, and captains of industry in Albay still have a lot of toil to bring the province among the big league.

1. Tiwi and Manito should benefit from hosting the geothermal fields. Repeal the Epira law or negotiate a better deal that would be advantageous to Albay and Sorsogon; at least the host municipalities should get reduced rates attractive enough even for just a fraction of factories in Calabarzon to relocate here.

2. Rapu-Rapu, with their landscape stripped and violated, should benefit from the gold mine. Isn’t it ironic; gold is mined in your very backyard and you get close to nothing from it? Albay and Rapu-Rapu should push for a just and more equitable share in revenues from the actual gold extracted and processed.

3. Accelerate the development of Guicadale by transferring the Regional Center from Rawis to Villa Hermosa (you already have a built-in brand: Villa Hermosa, beautiful city). Albay provincial LGU and Daraga can lead the transfer by building there the provincial capitol of Albay and the municipal/city hall of Daraga. With LDIA/SLIA/BIA now becoming a reality (I was a skeptic, and I wanted it in Bariis, the original site), the gap between Legazpi/Daraga and Sorsogon City will fill up hopefully with sustainable residential, commercial, and industrial real estate development. Let’s not wait for a new Reming or another cataclysmic event; that’s the trouble with Filipinos—we are complacent and we have very short memory. Natural calamities now visit places which used to pride themselves as geologically and climatically stable—let’s not only learn from CDO and Dumaguete; let's start the transfer to Guicadale and western Albay.

4. Develop our maritime/sea transport industry (this idea is originally from London, drfeelgood’s). Upon completion of the seaport in Embarcadero, fastcraft catamarans could ply inter-island, even oceanic cruise/trips, from Legazpi. Here are a few possible inter-island trips:
a) Embarcadero-Misibis-Batan-Rapu-Rapu/San Miguel (CRABS);
b) Embarcadero-Tabaco-Caramoan via Sula Channel: Here, the journey is the destination! “Welcome aboard…to your left ladies and gentlemen requires no introduction, the world famous Mayon Volcano…reminds you of Panama Canal? This is Sula Channel, ladies and gentlemen, a shelter for galleons of old and seafarers today during storms...to your right is Cagraray Island, you can build your vacation home there, your private getaway; yes, the bridge above us connects the island to Luzon, convenient if you want to go there driving your SUV from Manila...That is San Miguel Island…See that column of steam to your left? That’s Tiwi geothermal power plant, contributing electricity to the Luzon Grid. You might like to invest a few million pesos in Tiwi; tunas are now caught here, in modest quantities…I hope you enjoyed the panorama, the ocean breeze, the grilled lapulapu, and the bottomless coconut water; looming on the horizon is Caramoan…we will dock shortly…I hope you enjoyed the cruise, and see you again on the trip back to Legazpi…we will anchor in Pinamuntugan for a day…”;

Using Embarcadero port as base will hasten business at Embarcadero the Mall.

To save time going around Sorsogon and San Bernandino Strait, the roro ports of Castilla and Pilar, less than an hour away from Legazpi and Daraga, can be used to access Ticao Island and the southern tip of Burias.

Oceanic? The eastern seaboard of Albay and Bicol faces the Pacific! Manpower? We are a nation of seafarers. Also, Rawis hosts a maritime school which can be tapped for a constant supply of apprentice crew (do the students pay or do they earn allowance?)—anyway, that’s low cost or virtually free labor!

More than a decade later, Legazpi has grown not into an island of prosperity surrounded by poor municipalities, like a big fat tumor feeding on the tissues surrounding it. On the contrary, what we see now more than a decade after the UA&P paper is a developing city with a train of first class municipalities—Daraga, Camalig, Guinobatan, Ligao (now a city), Polangui, and Libon. Ligao City itself is surrounded by first class municipalities. Economic growth in Albay is thus more evenly distributed.

We hope that Tabaco will not only serve as a catalyst of growth in the first district of Albay but also of the surrounding municipalities in Partido and Catanduanes; I reckon the tourists are even closer to Caramoan from Legazpi Airport with Tabaco as jump off point: airport transfer to Tabaco wharf, 30-45 minutes; Tabaco to Caramoan, two to three hours. One of our forumers tried going to Caramoan from another city and it took him close to five hours to get there! I withhold comments about road condition, but only the most masochistic tourists—survivors—could endure the journey. Former DOT secretary Gordon prescribed that a tourist destination should be as close as possible to the gateway airport; i.e., airport transfer should be convenient, not an odyssey. Albay governor to seek reelection

LEGAZPI CITY – Amid speculations that he will abandon the Capitol and seek a Senate seat in next year’s election, Albay Gov. Joey Sarte Salceda said he would seek reelection to complete his three terms in office as governor of Albay province.
The announcement was made following the playing of the governor’s jingles on local air lanes.

Salceda said he was inclined to run for a Senate post but frankly said he will not win in the 2013 senatorial election, citing the number of Bicolanos identified as candidates.

He counted Justice Sec. Leila de Lima of Iriga City and former Sen. Migz Zubiri whose mother is from Libon, Albay. Salceda said three incumbent senators are also running for reelection such as Chiz Escudero of Sorsogon, Antonio Trillanes of Albay and Peter Alan Cayetano whose wife Taguig City Mayor Ma. Laarni L. Cayetano, is also from Tiwi, Albay.

“With six Bicolanos identified as running in the Senate including me, I am certain I may not have the space to win. The five names for the Senate posts are no joking bets,” Salceda said.  He added he needs to seek reelection to finish his many projects, among them the Southern Luzon International Airport located in Daraga town which President Aquino had given the go signal to proceed after 18 months of review.

Tourism Sec. Ramon Jimenez said the Southern Luzon Airport project should be completed by 2014, saying it has ready funding.

“You need an airport 24/7 to cater to the expected big influx of both foreign and local tourists,” Jimenez told local reporters during his recent visit in Legazpi City.

Local officials are queuing as to who would dare fight Salceda for governorship. Speculations in the political circle showed no name for the governorship has cropped up yet to fit against Salceda who may end up running unopposed.

stayed here for a couple nights last summer cause st ellis was booked. but then again, i didnt have a reservation. but for ellis to be sold out even without festivals and events around that time i guess is a good sign for the city.

Again, there is no doubt that 7-11 will will put up several branches in Metro Legazpi but the big challenge is finding a vacant space. I know they have been looking for spaces since 2010 as my friend in Daraga who owns commercial spaces told me. Minsan swertehan an paghanap ki lugar.

CEB proposes ways to ease congestion on NAIA runways

The government must do its part in supporting the growth of budget airlines by providing the needed infrastructure that will allow them to operate efficiently, budget carrier Cebu Pacific said.
The Gokongwei-led firm said airlines were not entirely to blame for runway congestion at the Ninoy Aquino International Airport (NAIA) that had been causing flight delays for thousands of passengers.
Reacting to statements made by Transportation Secretary Mar Roxas, Cebu Pacific urged the government to fast-track several reforms that would lead to the more efficient movement of planes to and from NAIA.
“The traveling public has been experiencing air traffic congestion in Manila, and both the government and airlines have been taking several proactive steps to minimize this,” Cebu Pacific vice president for marketing and distribution Candice Iyog said.
“As the airline industry grows, it is very important to plan ahead to be at par with other international airports,” she added.
Roxas earlier blamed the airlines for delays caused by the tight scheduling of flights, given NAIA’s limited facilities. He said the Department of Transportation and Communications (DoTC) might compel airlines to cut flights to ease congestion.
In response, Cebu Pacific outlined quick steps that the government could implement to improve NAIA’s efficiency in serving the riding public’s needs.
Cebu Pacific said the government should fast-track the transfer of aviation schools and hangars for private jets in NAIA to secondary airports. It said the operations of these small planes accounted for 17 percent of traffic in NAIA.
The airline also called on the DoTC to quickly equip secondary airports around the country with appropriate equipment to allow them to handle night flights. Cebu Pacific said this would allow airlines to spread out their flights throughout the day. For instance, Caticlan, the gateway to one of the country’s most popular tourist destinations, Boracay, cannot host flights after sunset.
Iyog said the government should also hire additional airport tower and aerodome personnel to complement night-rated airports, as well as setting up of additional Customs, Immigration and Quarantine services in airports outside Manila.
This will allow airlines to base aircraft in or operate international flights from airports outside Manila, further decongesting NAIA’s runways.
Lastly, Cebu Pacific said the Manila International Airport Authority’s (MIAA) plan to build additional rapid exit ways should be implemented immediately.
“We hope our passengers understand that we continue working with the government to minimize these delays, and that this is one of Cebu Pacific’s main operational priorities,” Iyog said. She said the airline had been active in helping the government solve the problem of congestion at NAIA.

LEGAZPI CITY -- The Department of Environment and Natural Resources (DENR) in the Bicol region announces the opening of its Saringaya Award for this year and thereby invites interested parties to submit their nominations, says DENR V Regional Executive Director Joselin Marcus Fragada.

Now on its 12th year, the Saringaya Award is an annual event open to various individuals, groups and sectors supporting or implementing the programs of DENR in the region for ecological conservation, environment protection and management, and sustainable use of natural resources.

Nominees may come from non-government organizations (NGO), local government units (LGU), corporations, and academe.

Saringaya Awards acknowledged the efforts and dynamic support of diverse individuals and entities in ecological conservation, environmental protection and management, and sustainable use of natural resources.

It also recognized the involvement of individuals, industries, groups, non-government organizations, other government agencies, and local government units in the programs of DENR Bicol.

DENR V Regional Executive Director Joselin Marcus Fragada rallied the pubilc to continue supporting the green cause, to pursue further excellence in environmentalism and conservation.

Saringaya is a Bicol term which means lush or abundance of growth or flourishing of lush green trees rich in biodiversity and balanced ecosystem (A synonymous Bikol word is "marambong").

Fragada of DENR V, likewise directed various branches and units including line bureaus, sectoral services, Penros and Cenros to evaluate the qualified nominees based on their respective jurisdiction.

DOST sees rise in metal industry productivity through ‘MakiBayan’ program
May 1, 2012


LEGAZPI CITY, May 1 (PNA) – The Department of Science and Technology (DOST) on Monday said its newly-launched Makinarya at Teknolohiya para sa Bayan (MakiBayan) program will attract new businesses, equip workers and generate more jobs and income as it is designed to raise the productivity of the metals industry in the country.
It is a tripartite program that involves close collaboration among DOST, the metalworks and other allied industries, and the Engineering Research and Development for Technology (ERDT), a consortium of topnotch engineering universities across the country.
“The MakiBayan program is essentially an indicative roadmap that outlines the research and development thrusts for the industry in order to achieve more sustained growth and overall development of the industry,” DOST Secretary Mario Montejo said in a statement here said.
The program provides a more enabling environment to spur growth in the metal works and other related industries by strengthening research and development to provide solutions to industry problems, developing needed machinery and technologies locally, and equipping the industry manpower through higher education and training, he said.
Its partners will be able to work more closely and share their resources for common goals as the industry can identify its technology needs and, through collaboration, produces the technology and machinery locally, according to Montejo.
This would result in more accessible and lower-priced equipment that will minimize the industry’s dependence on imported machinery and even increase its competitiveness to export products and machinery.
“A more vibrant metals industry will create more business opportunities through new products and services, and will result in more job opportunities for Filipinos,” he said.
Montejo said that a strong and brisk metalworking sector was an important component in increasing the gross domestic product in the local and global economy.
Globally, the metals and allied industries employed some 70 million people and accounted for nearly half of the goods produced in the manufacturing sector and more than half of all merchandise exported worldwide in terms of value, he said.
Consequently, the metal industry was both a driving force of the world economy and was influenced to a large extent by the overall world economic climate, the DOST chief said.
In the same statement, Luis Antonio Fuster, president of the Philippine Die and Mold Association (PDMA), which is one of the industry partners of MakiBayan, expressed his gratitude to Montejo in his effort to upgrade the status of the tool and die sector of the country. “Now we can work together to bring this objective into reality,” he said.
PDMA through MakiBayan, according to Fuster, aims to establish a common service facility to accommodate small and medium enterprises that could not afford to purchase costly pieces of equipment.
Other MakiBayan industry partners include the Metalworking Industry Association of the Philippines (MIAP) and the Electronics Industry Association of the Philippines, Inc (EIAP).
“We at MIAP are privileged to be part of this event in crafting the roadmap of the metalworking sector. As a gesture of gratitude we are taking a bold stance by accepting the challenge as one of the government partners in working towards improving productivity in the metal sector,” MIAP president Virgilio Lanzuela said.
To produce more experts to work locally, “the industry can tell us its manpower needs and we will produce them,” Dr. Aura Matias, ERDT program leader said.
ERDT consists of eight universities with strong engineering curriculum, namely Ateneo de Manila University, Central Luzon State University, De La Salle University, Mapua Institute of Technology, Mindanao State University-Iligan Institute of Technology, University of the Philippines (UP)-Diliman, UP-Los Baños and University of San Carlos.
The MakiBayan partners will complete a collaborative research and development (R&D) roadmap that would frame plans, projects, and milestones from 2012 to year 2016, Montejo said.
The roadmap is expected to propel the metalworks, machinery and allied industries in the country toward greater competitiveness both in the local and global markets, he also said. (PNA)

Para sa mga naghahanap ng kakaibang pampalamig, nasubukan niyo na ba ang ice cream na siling labuyo ang flavor? Sa Bicol, meron niyan. Nagpa-Patrol si Jose Carretero. TV Patrol, Mayo 1, 2012, Martes

Ngayong matindi ang init, binabalik-balikan ang ice cream sa First Colonial Grill. Sari-sari ang flavors ng kanilang ice cream na tatak-Bicol.

Bagung-bagong flavor ang tinutong ice cream na gawa sa tinutong na bigas. Lasang mocha ito kaya patok sa mga bata.

Sa mga batang ayaw sa gulay, alternatibo ang malunggay ice cream. Mayroon ding pili at kalamansi ice cream.

Pero, ang patok at best-seller ay ang ice cream na sili flavor. Pinaghalo ang sarap at lamig ng ice cream at anghang ng siling labuyo.

Ang magkaibigang Ivy at Bernadette, madalas um-order ng sili at tinutong ice cream tuwing kumakain dito.

“Maanghang pero nakaka-refresh,” sabi ni Ivy.

“Kakaiba lasa niya, para siyang coffee na ‘yung tinutong na bigas talaga malalasahan mo,” sabi ni Bernadette.

Ito ang naisipang gimik ng restaurant para ibida ang mga produktong Bicol.

Swak din sa budget ang presyo. Ang ice cream nagkakahalaga lang ng P79 ang tatlong scoops.

“Ang hirap maki-compete lalo na sa mga competitors, especially national players, dahil ang produkto mo gaya lang ng sa kanila, so nag-isip kami ng produktong tubong atin,” sabi ni Bong Aspe, may-ari ng First Colonial Grill.

Bukod sa icream cream, mayroon ding shakes na kakaiba rin ang flavor, tulad ng sili at pili shake. Jose Carretero, Patrol ng Pilipino sa Bicol.
