LEGAZPI CITY—While other communities have forgotten or shy away from local legends and lore in their rush for progress, Albay embraced and celebrated them.

Like the “Parade of Giants” held early in April, which gave life to 50 giant colorful papier-mâché figures depicting Bicol’s mythical creatures, the street dancing tilt held here on Sunday was largely inspired by the legend of Mayon Volcano.

For Albay leaders, showcasing these creatures and legends was not incongruent to Albay’s march to urbanization.

Abdon Balde, a multiawarded Bicol writer, said legends were a potent force to showcase the positive aspects of Albay that could attract tourists and entrepreneurs.

“We will continue to create the legends of our time because people never stop the search for stories to believe in,” Balde said.

Albay Gov. Joey Salceda, the powerhouse behind the Magayon festivities, has been encouraging Albay writers, artists, musicians to create stories and events from the legends and folk tales of the province that can be incorporated in the festival.

“If we have personified Mayon in a timeless legend about star-crossed lovers, we could also personify other mountains and rivers and woodlands to create stories that would highlight our own culture,” he said.

Wearing colorful costumes, props and floats depicting the Legend of Daragang Magayon (Beautiful Maiden), over a thousand performers danced their way through the 3-kilometer stretch of Rizal Street from Vel Amor Subdivision to the Peñaranda Park in Albay District here on Sunday.

The street dancing competition focused on the dance of the three mountains: Mount Masaraga in Polangui and Oas towns; Mount Malinao in the towns of Malinao and Tiwi; and Mayon Volcano.

Dancing to Latin beat, ten contingents from the towns of Polangui, Rapu-rapu, Daraga, Tiwi, Bacacay, Manito, Pio Duran, Malilipot, including the cities of Tabaco and Ligao, participated in the street dancing competition, a major attraction in the month-long Magayon Festival, now on its fifth year, held to showcase the province’s cultural traditions.

The contest focused on the various local festival themes of the ten competitors, said Dorothy Colle, chief of the provincial tourism culture and arts office.

Composed of over 100 performers, Polangui town— which presented the “Pulang Angui Festival” as a theme— won the championship trophy and a P200,000 cash prize. The contingent also won the Best in Costume and the Magayon Festival Queen awards.

Tabaco City, which depicted Tabak Festival, was second with a P150,000 cash prize while the third place went to Ligao City, which showcased the city’s Sunflower Festival, to receive P100,000 cash prize.

Malilipot town’s Lubid Festival received the Best Moving Choreography award.

Thousands of city residents and local and foreign tourists lined up on Rizal Street to watch the street dances that started past 1 p.m.

Performers braved the heat as they danced their way to the Peñaranda Park where a huge crowd waited and applauded.

When I worked/stayed in Manila years ago, I listened to Citylite 88.3 for jazz and fusion and some bossa; the Master's touch, 98.7 when I liked classical; and NU 102.7 for new wave rock. Of these stations, I think only 98.7 is still airing (at least playing the same format). Whenever I'm up there, I search for jazz stations, although I can tolerate some mellow rock and R&B.
I hope Fox becomes jazz, fusion, and bossa station 24/7. :)

Good news Sir Dante. Are they dredging existing rivers in the City? Where will the canals drain flood waters? To shallow and undredge rivers? I am not an engineer and I hope this is not an expensive exercise of futility.

Manila (Philippine Daily Inquirer/ANN) - The Philippines' laws on climate change adaptation (CCA) and disaster risk reduction (DRR) are the "best in the world," UN special envoy Margareta Wahlstr?m said Thursday.

Wahlstr?m, special DRR representative of UN Secretary General Ban Ki-moon, praised the Philippines for taking the lead in the global campaign to mitigate disaster risks brought about by global warming.

She commended Senator Loren Legarda, the UN Champion for DRR and CCA for Asia and the Pacific, for ensuring the passage of climate-responsive laws and for mainstreaming the CCA and DRR mechanisms into the national political agenda.

"You do have now an excellent legal framework for disaster risk reduction and an excellent legal framework for climate adaptation. The basis [of the laws] is really for empowering local governments," Wahlstr?m said in a press conference.

Legarda thanked Wahlstr?m for the compliment, but told the media that the "challenge is to translate them into local community action to save lives, and reduce disaster risks and economic losses."

An environmental crusader for two decades now, Legarda authored the Climate Change Act of 2009 (Republic Act No. 9729), which created the Climate Change Commission and cosponsored the Philippine Disaster Risk Reduction and Management Act of 2010 (RA 10121).

Wahlstrom stressed that both laws highlighted the policy shift from a reactionary to a proactive stance in addressing disasters.

"We have in the Philippines the best two laws-not only in Asia-Pacific, but in Margareta's words-in the world," said Legarda.

Since her arrival on Tuesday, Wahlstr?m has met with government officials, businessmen and donors. She will be here until May 5 to engage both the government and private sector in strengthening the country's disaster resiliency initiatives.

She will go to Albay province, where she will have a discussion with 31 mayors in a two-day seminar sponsored by Governor Joey Salceda.

"We are here to really sustain engagement in the Philippines, and support the realization of the legal basis of the action plan that already exists in the country," Wahlstrom said.

Wahlstr?m talked about the international strategy on disaster risk reduction, or UNISDR, that called for "safe schools, safe hospitals and safe cities" through programs such as the retrofitting of buildings, the relocation of communities and government public infrastructure from hazard-prone areas, and capacity-building such as disaster-preparedness training.

Legarda also authored other environmental laws such as the Renewable Energy Act, Solid Waste Management Act and the Environmental Awareness Education Act.

She pointed out that "the challenge is to translate national policies, plans and programs into local action with measurable gains."

She said that with the policy framework already in place, what was needed was to make the laws work at the grassroots' level.

Glad to see that infra projects are all over the metro. Legazpi is becoming very vast with these developments. Kudos to Mayor and CA Rosal for the devotion and genuine leadership!

Marhay na Albay saimo MSMegz. yup there's a lot of developments happening not only in Legazpi City but in the whole province as well. It's a good sign na hindi lang concentrated sa isang lugar ang pag-asenso.

So madagdag ang pig list ko before from 16 to 18 due to this new commercial building and Sutherland bpo.


Sana ining mga bagong buildings na under construction duman na entero tinurugdok sa Legazpi Blvd area. That will be the start of the new Legazpi. Tapos kaagan na ki ruta ki public transportation.
