Governor Joey Salceda of Albay announced over the weekend that P2 billion has been released to expedite the construction of an international airport in the province.
According to Salceda, Department of Transportation and Communication Secretary Mar Roxas approved last week the realignment of P2 billion from the unexpended P8.5 billion Public-Private Partnership fund to accelerate the construction of the said airport.
“Another P2 billion budget is expected to be budgeted in 2013 to allow the completion of the airport by end-2014. This incident will not move back the completion target date of end-2014 for the airport,” Salceda told The Manila Times.
The international airport is critical in reaching the target visit of 650,000 foreign tourists in Albay, Sorsogon, and Masbate by 2016.
With Legazpi City now being served by 11 flights, the completion of the airport is needed to avoid the 22 percent cancellation rate of flights experienced in 2011 due to bad weather.
The existing airport, moreover, cannot fully accommodate flights due to its location while sundown restriction curtails flight options.
Meanwhile, lawmakers of the AKO Bicol party-list condemned the burning of equipment in the Bicol International Airport by suspected communist rebels.
“We view this incident with grave concern since these terrorists or bandits no longer choose what to destroy or where to sow fear and destruction. Even major development in our region which will tremendously help the lives of our people are no longer spared,” said Reps. Rodel Batocabe, Pido Garbin, and Christopher Co in a statement.
“Unless we ensure peace in order, the PPP projects of [the Aquino] administration especially in rural areas will be jeopardized. We will lose the confidence our investors and efforts of our government to attract them will just do down the drain,” the lawmakers said.

THE CITIES of Tagaytay, Baguio and Iloilo are cited among the best potential places to retire in the country.
Are there places in the Philippines potentially ideal for our baby boomers looking for a retirement haven? In view of the factors cited the past few weeks, the following were considered by Inquirer Property sources as potentially the best places in the Philippines to retire in. That also means, however, that there is still a lot of work to do to realize these locations’ potentials.
• Laguna and Cavite
“For assisted-living facilities, I can only identify a handful, and they’re based in Laguna and Cavite. These developments are target specific toward the Japanese and Korean retirees,” said Enrique M. Soriano III, Ateneo program director for real estate and senior adviser for Wong+Bernstein Business Advisory.
Soriano, formerly marketing committee chair of the Philippine Retirement Inc. (the private counterpart of the Philippine Retirement Authority), singled out a recently opened retirement-oriented development in Laguna with a dedicated medical wellness program. He stressed that this project—Saujana Premier—could be a test case for the market. Saujana Premier has been designed for retirement-age citizens to live in an environment and a lifestyle infused with holistic wellness practices with round-the-clock professional guidance (with in-house medical doctors, plant-based nutritionists and therapists). It would be the first community in the country with complete health facilities, natural therapies and services with 25 hotel rooms, spa facilities and gym.
Lui Matti, executive director for Asset Services, CBRE Philippines, said that for retirees, a number of places in Laguna would be of interest, such as Sta Rosa, Pansol. He reasoned that the areas are easily accessible, and from there, it would be easy to travel further south or even go north to Manila when needed. “Again, the South Luzon Expressway (SLEX) and Skyway make travel a breeze, and Laguna still has many charming places to visit,” he said.
• Tagaytay
Matti said that with a rehabilitated SLEX and increasing developments nearby, Tagaytay and its cooler weather would be a great retirement option.
“An hour’s drive further south gives you the beaches of Batangas, while 40 minutes north gives you Santa Rosa, with Filinvest/Alabang next, and Manila just 20 to 30 minutes after that. Great golf all around, resorts, restaurants and casinos,” Matti enumerated.
Edgar Dizon, CBRE Philippines’ associate director for Investments and Capital Markets, said Tagaytay enjoys that unique characteristic of being both a tourist spot and a retirement haven.
“The cool weather and the calm environment would certainly give the retirees the much-sought-for ‘comfort’ which is difficult to find from other sites where hectic days are predominant. The cost of living may be higher than standard, but cost is relative and even peace, quiet and comfort certainly has a premium for most,” Dizon said.
• Proximity to Metro Manila
For Claro dG. Cordero Jr., head of research, consulting and valuation of Jones Lang LaSalle Leechiu, the areas of Cavite, Laguna, Batangas and Rizal enjoy the proximity to Metro Manila, to advanced health-related facilities, and to recreational facilities. Furthermore, there are properties that can be developed into sustainable communities. Access and assistance of local governments (to encourage locators/developers) is also a major advantage of the corridor.
• Cebu
Matti said this city is a good combination of urban and provincial life. The cost of living is lower than in Manila, but still with enough provincial charm and urban sophistication. There are good schools, plenty of entertainment options and adequate infrastructure. Cebu is also accessible to and from Manila and other places in the south because of the airport and low fares.
“Good food, good beaches and diving spots. The options are aplenty in this queen city of the south,” Matti added.
Calvin Javiniar, CBRE Philippines’ senior director for investments and capital markets, added that “Cebu is a beautiful city characterized by rapid growth and urbanization but still maintains its cultural heritage and spirit.
“It is also both a business hub and a tourist destination which caters well to the needs and wants of upscale retirees, both foreign and domestic. However, the city should still improve on their delivery and quality of medical facilities and services. Cebu City has always been identified as a potential destination for medical tourism.”
• Clark, Pampanga
Matti said the increased developments happening here make this area more interesting by the day. “I know it already is one of the top retirement areas for Americans, but could be a booming area for locals as well. The Subic-Clark-Tarlac Expressway (SCTEX) offers ease of mobility in the region, and having the main airport move there will certainly add to the already rapid change in the area. The food in Pampanga helps, too. But it’s hard to determine at this point what the final face of Clark will look like.”
• Baguio
Matti said traffic in the summer capital of the Philippines has never been worse, especially during the flower festival (Panagbenga) and Holy Week, but the weather and air (depending on the specific location here) is still generally fresher, which is a serious consideration for a retiree. “Travel time has improved with the (progress in) North Luzon Expressway (NLEX) and SCTEX, but is still quite a distance. It would still be difficult to do a day trip to Manila from here,” he added.
• Iloilo, Bacolod
Matti said lower cost of living and the charm of these cities could be top draws for many retirees. “People are definitely friendly and very connected to Manila. Having friends and/or family here will surely help.”
• Dumaguete
Edgar Dizon, CBRE Philippines’ associate director for investments and capital markets, said Dumaguete has “urbanized” immensely over the last few years, but the gentleness and the politeness of the people have remained. Since retirement is about living comfortably, retirees being around good-natured people can certainly make “community” living worthwhile. While local and foreign visitors come in and out for business and leisure, the congestion and (young and adventurous) tourist saturation is not prevalent.
• Metro Manila
Believe it or not, the nation’s capital mega-city has its plus factors for retirees. Cordero said the things going for Metro Manila would be the mature property developments and advanced health-related facilities, as well as the presence of highly developed infrastructure. The biggest downside, however, would be the deteriorating quality of the environment and traffic problems.
• Batangas, Davao, Cagayan de Oro, Clark/Subic corridor
Soriano added that Batangas, Davao, Cagayan de Oro and the Clark/Subic corridor possess most of the required retirement elements. “These locations have the minimum standards for a retirement haven, especially for the active retirees 45 to 75 years old,” Soriano said.
The Metro Cebu, Metro Davao and Subic/Clark corridor are also ideal because of their connectivity. Soriano explained this would be due to the presence of direct flights to Metro Manila and other key cities in the Asia-Pacific region, and availability of properties to be developed into sustainable communities. The perceived problem on power supply in Cebu and the “safety” issues in Davao (and the Mindanao region, in general) should be addressed, however.
• Bohol, Aklan (including Boracay) and Palawan
Cordero said the completion of the new international and local airports would significantly boost the inherent advantages of these locations (which are the availability of properties for development and proximity to recreational/natural attractions). However, the health-related facilities in these areas should be further developed.
• Leyte, Samar, Ilocos region, Naga, Albay, and Quezon, Isabela, Aurora
Cordero said these areas are located near or with improved access to the traditional hubs of growth and development, and should take advantage of this proximity. These areas could be considered the “next wave” areas of development due to availability of suitable properties for development (and for its proximity to natural attractions). To make these places ideal for retirement facilities, the health-related facilities, access/infrastructure development, supply of utilities and further support from the local governments should be enhanced.
• Warm, hospitable
Cordero concluded: “Being a warm, hospitable people and the presence of natural attractions (almost anywhere), we consider any place in the Philippines as the ideal place to accommodate retirees. These areas (specifically mentioned), however, have had the upper-hand in developing the support facilities crucial in developing sustainable retirement facilities.”
Soriano added: “Property developers are averse to calling their projects as ‘retirement villages’ as it has a perceived limiting effect. They are more focused in creating masterplans that appeal to mainstream homebuyers with an incidental component that would attract baby boomers.”

What we need are champions who will really defend the resources and interest of Albay. We will attract locators once we are assured of low-cost electricity. This is possible because Albay hosts two geothermal power plants. Albayanos must have direct benefits from hosting these plants. Even if only Tiwi or Manito were to enjoy power rates low enough for locators from Calabarzon, this will translate to employment and disposable income to keep those malls and stores open almost 24/7. Top priority is low power rates, repeal the Epira law, and Albay will soon join the ranks of industrialized but I hope environmentally sustainable provinces. Legazpi and Daraga attract BPO locators because of available talent; Metro Legazpi (if I may use the term; at least I have the blessing of our doctor in Londres, heheh) hosts colleges and universities and is at the centroid of competitive SUCs within a 100 km radius. BPOs will be further encouraged to locate here once Albay gets lower power rates, which it so very much deserves for hosting Tiwi, Bacman, and Cayabon geothermal fields. The trouble is our political leaders do not vigorously push for Albay to benefit from this strategic advantage. Swing Vote, you are a Batasan insider, please craft a draft law for Albay to benefit from Tiwi and Bacman by reviewing or if needed, repealing the Epira law. Maray na banggi satuya gabos.:)

The construction of a "breakwater" or something at misibis bay became so ugly caused some black stones/sands to be washed ashores at the nearby beach outside Misibis resort.

Yup. PM cannot accomodate all these tennants anymore. They really need to expand ASAP. Many businesses are just dying to open up in Legazpi.

I enjoyed my stay at Legazpi City kahit one day lang. Marami na rin akong mga napuntahan (Cagsawa, Lignon Hill, Pacific Mall, Legazpi Boulevard and city proper). Sad to say na hanggang tomorrow morning na lang ako dito due to urgent meeting at Naga City then balik na rin ako sa Manila by afternoon.

LEGAZPI CITY—Some 4,000 incoming college students applying in Albay’s novel scholarship program would have to wait some more before they could enter college after provincial officials temporarily suspended the grant because of a P45-million cut in Albay’s Internal Revenue Allotment (IRA).
Arnold Embestro, provincial board member and education committee chair, in an interview, said the IRA cut affected new and ongoing projects.
“After intense deliberation, we deemed it right to suspend it (scholarship grant),” he said.
Embestro said the suspension of the grant under the Albay Higher Education Contribution Scheme (AHECS) would only be for two years as it would be restored as soon as funds are sufficient.
AHECS, which is into its third year this school year, seeks to produce one college graduate per family in the province. A qualified student receives P5,000 in tuition support per semester.
The program, which has been allotted P40 million each year in the past two years of implementation, accommodates some 4,000 qualified college students in any state college and university, community college and private school in Albay.
Gov. Joey Salceda said Albay borrowed P150 million from the Land Bank of the Philippines to partly finance the program.
He said Albay was the only province in the country with its own education department and it “now has the single largest college scholarship program in the history of the Philippines.”
He hoped, however, that the suspension would be lifted sooner once they source out funds from local revenues.
“We suffered around P100 million in lost revenues for the past two years because of the IRA cut,” he said.
“Since 2007, we have budgeted almost P860 million of scholarship assistance in postsecondary studies,” he said.

LEGAZPI CITY , Philippines – Albay Gov. Joey Salceda said yesterday at least 100 soldiers will be deployed to the construction site of the Southern Luzon International Airport (SLIA) in Daraga town to guard against another attack by New People’s Army (NPA) rebels.
Accompanied by Army and police officials, Salceda visited the 400-hectare construction site a day after NPA rebels raided it.
“This is a temporary setback and this will not delay the time frame for the completion of SLIA,” Salceda said.
Salceda said the timely completion of SLIA is critical in making Albay a top tourism destination in the country.
“About 500,000 to 650,000 tourists will be visiting Albay with an operational SLIA based on the DOT’s (Department of Tourism) projected total tourist arrivals in the country at 10 million in 2016,” said Salceda, adding that the province needs to construct 10 hotels to absorb these tourists.
Col. Arthur Ang, commanding officer of the 901st Infantry Brigade, said the 15-member Army team will be increased to 100 under the supervision of Lt. Col. Audrey Pacia of the 2nd Infantry Batallion.
“We will put up an Army company base at the construction site. There will also be a full-time coordinator from the Sunwest Construction and Development Corp. who will monitor and manage all the construction activities and security arrangements,” Ang told The STAR in a text message.
Reports said three groups of NPA rebels, who swooped down on the construction site Friday night, torched P100 million worth of heavy equipment.
Meanwhile, Malacañang said it has ordered intensified intelligence gathering in the areas where NPA rebels are known to operate.

LEGAZPI CITY — The Albay provincial capitol, Chevron Geothermal Philippines Holding Inc. and Manila Observatory have launched the Albay Sustainable Development Guidebook, a scientific study on natural disaster risk hazards and climate change in the municipalities of Tiwi and Malinao.
Financed with P5 million from Chevron which is operating a geothermal project in Tiwi, the scientific study was made by the Manila Observatory.
Albay Gov. Joey Sarte Salceda said the book would be useful for investors in locating factories, offices, schools and other establishments in areas not vulnerable to natural calamities.
“I congratulate the scientists of the Ateneo de Manila University and Manila Observatory’s Institute of Climate Change for undertaking the study,” he said.
Dr. Gemma Narisma, regional manager on climate change systems of the observatory, discussed geohazards, sea level rise and malnutrition in the communities.
Wilson Clemente, Chevron asset manager, said residents in their host community along with Malinao would benefit from the book in terms of planning their livelihood activities and infrastructure.
Tiwi Mayor Jaime Villanueva and Malinao Mayor Avelino Ceriola expressed their gratitude to Salceda, Clemente and observatory executive director Antonia Loyzaga.

LEGAZPI CITY – In a public statement on Monday (May 21), Party list “AKO BICOL” strongly condemned the rebel attack Friday’s(May 18) at the construction site of the proposed Bicol International Airport in Alobo, Daraga, Albay, that caused damages to its contractor, Sunwest Construction and Development Corporation, topping P100-Million.
Twelve units of heavy equipment worth millions of pesos were torched by suspected communist rebels at the newly constructed airstrip .
According to “AKO BICOL” party list representative Rodel M. Batocabe, the completion of the said airport complex scheduled for completion in 2014 at a cost of P3.5 Billion is a priority of the Aquino administration.
Citing increased tourist arrivals in Albay, Bicol leaders particularly in Albay through Governor Joey Sarte Salceda had earlier convinced President Aquino to continue the multi-billion airport project that was started by the Arroyo. administration. The airport when completed is expected to generate employment and spur economic growth in the region, Batocabe said.
In the strongest words of condemnation, Batocabe said, “we view the incident with grave concern since these acts of terrorists no longer choose what to destroy or where to sow fear and destruction,” he lamented.
He added, that his party will file the appropriate resolution in Congress to investigate last week’s incident and institute measures that will instil investor confidence in priority projects in our countryside, he said.
In an earlier statement, construction firm “Sunwest”, who won the bid in the airport project, made a guarantee that despite the huge losses and the trauma experienced by their employees during the rebel attack, “they are committed to finish the “Bicol International Airport” by 2014.”
The International Airport in Daraga town is a major project being pushed by Albay Gov. Joey Sarte Salceda as an option to the Legazpi City Airport that is now at risk because of frequent eruption of the Mayon Volcano in Albay. The airport is also being eyed as an alternative to congested airports in Metro Manila. (SONNY SALES)

yup count me in, dati addicted ako sa local news, dawa nasa high school palang ako kaito, i always make sure to watch TV Patrol Legazpi kada pag uli ko hale sa school pero kang tig merge na, hay nako nawaran ki news so Albay, kung igwa man so mga saraksakan, harabasan so mga puro negative baga. :ohno:

Some have even been assigned elsewhere like Zarita Kare. Allen Lorbes, the main anchor is from Legazpi.

I agree. Legazpi and Albay is experiencing rapid change these days. So many upcoming investments and infra developments. They would not be putting their bets on Legazpi if our city isn't a major key player. :banana:

yup count me in, dati addicted ako sa local news, dawa nasa high school palang ako kaito, i always make sure to watch TV Patrol Legazpi kada pag uli ko hale sa school pero kang tig merge na, hay nako nawaran ki news so Albay, kung igwa man so mga saraksakan, harabasan so mga puro negative baga. :ohno:

LEGAZPI CITY , Philippines – Albay Gov. Joey Salceda said yesterday at least 100 soldiers will be deployed to the construction site of the Southern Luzon International Airport (SLIA) in Daraga town to guard against another attack by New People’s Army (NPA) rebels.
Accompanied by Army and police officials, Salceda visited the 400-hectare construction site a day after NPA rebels raided it.
“This is a temporary setback and this will not delay the time frame for the completion of SLIA,” Salceda said.
Salceda said the timely completion of SLIA is critical in making Albay a top tourism destination in the country.
“About 500,000 to 650,000 tourists will be visiting Albay with an operational SLIA based on the DOT’s (Department of Tourism) projected total tourist arrivals in the country at 10 million in 2016,” said Salceda, adding that the province needs to construct 10 hotels to absorb these tourists.
Col. Arthur Ang, commanding officer of the 901st Infantry Brigade, said the 15-member Army team will be increased to 100 under the supervision of Lt. Col. Audrey Pacia of the 2nd Infantry Batallion.
“We will put up an Army company base at the construction site. There will also be a full-time coordinator from the Sunwest Construction and Development Corp. who will monitor and manage all the construction activities and security arrangements,” Ang told The STAR in a text message.
Reports said three groups of NPA rebels, who swooped down on the construction site Friday night, torched P100 million worth of heavy equipment.
Meanwhile, Malacañang said it has ordered intensified intelligence gathering in the areas where NPA rebels are known to operate.
Presidential spokesman Edwin Lacierda said companies that have been receiving extortion letters from communist rebels should also coordinate with security official

It's a beautiful hotel jhid. Picture perfect as there a very few people even on peak hours.
Sadly it's peacefully devoid of any activity. Notice the empty lobby lounge taken between 7:30 to 8:00 PM which is supposed to be the busiest time in any hotel.
They should think twice of re- pricing to bring in more people.
The room that we stayed (Executive Suite, Mayon View 4th to 5th floor) has a regular tag of 20,000 pesos per night. We got it for a promo price of 9,700 pesos.
Even for a promo price of <60 %, still expensive than Shangri - La.
The view is magnificent view but that is generic everywhere in Albay. A tourist can enjoy the same view anywhere in the city without spending a fortune.
Still, its a beautiful hotel.

The problem Mega, ( I don't know if you noticed them during your stay)although it is beautiful, there are some features that elite guests would find annoying...
1. The tap water is rusty and turns yellow on the bathtub...

2. For a one bedroom Suite that costs 20,000 pesos, Amenities are very basic...

3. The terrace is devoid of any furniture and there is only one phone on the bedside. None in the two toilets and at the recieving area. The phone is unfortunately is only an intercom. You have to go down the lobby if you want to use a landline or somone contacts you thru their number.:ohno: You don't see this primitive feature anymore even in the smallest hotels these days.
4. And the room on a daylight looks like a plain dormitory as the furnishings are basic...

I did not experience this with my stay there. Your post here has an intention but I will never comment more. And mind you, I didn't comment with any hotels in Bicol especially your place Naga Boy.
Still no one can deny, it is still the best in Bicol and not one of the best in Bicol!:bash:
That's my opinion AND I paid 30k with my stay there!
