LEGAZPI CITY, Feb 1 (PNA) -- The provincial government of Albay has announced Wednesday the availability of P32.5 million fund for micro finance project of farmers and fisher folks. Emily Kare, Albay Mabuhay task force (AMTF) program coordinator, said AMTF is ready to accept qualified beneficiaries to finance the different agri-production activities to help the farmers and fisher folks cope with the great losses incurred due that past super typhoons that ravaged the province.
This fund was turned over by the Department of Social Welfare and Development to the AMTF under the Self-Employment Assistance-Kaunlaran (SEA-K) Agri-Production Project. Clusters will be organized to serve as AMTF linkage as well as marketing arm of their produce.
To avail of seed capital assistance under this scheme, Kare said the prospective beneficiaries have to organize themselves into clusters or organizations. These groups shall be provided with technical assistance by the Department of Social Welfare and Development (DSWD) and the provincial government of Albay to administer its own savings and credit program.
She said that the projects being proposed to be funded by the SEA-K Agri are the upland rice farming, inbred rice farming, corn production, vegetable (coco-abaca intercropping) poultry production, fish processing and vending.
AMTF target beneficiaries are 4,500 farmers, crop producers, poultry and swine raisers and 2,000 fisher folks. Kare said that there are 125 clusters, comprising of 25 farmers and fisher folks per cluster. "They are marginal earners without other sources of income for daily subsistence."
Farmers can avail a P5,000 production loan from the provincial government through the AMTF. The micro-financing project is expected to substantially alleviate the suffering of the beneficiaries from usurers.

LEGAZPI CITY, Jan. 30 (PNA) -- The Albay provincial board is pushing the approval of an ordinance mandating the gradual phase-out of plastic-based wrappers and bags in all business establishments in the province. Board members Celso Aytona, chairman of the committee on environment, said the ordinance also calls for the replacement of the same with biodegradable and reusable wrappers, bags and other similar containers within a three-year period.
"The uncontrolled proliferation of plastic-based shopping bags, wrappers and other non biodegradable items had caused tremendous pressure and untold damage to the environment," Aytona noted. He said the province had placed itself in the forefront of the struggle against the unabated destruction of the environment.
The provincial legislator also urged all local government units to develop and promote the utilization of indigenous plants and materials as alternative to plastic based shopping bags, wrappers and containers.
"The province is endowed with indigenous materials and natural resources that is capable to sustain the production of biodegrable and ecology friendly shopping bags or baskets made of abaca, kantong, karagumoy and payaw leaves," he said. He further said that the ordinance is the provincial government's response to climate change.
On the other hand, Albay Councilors League president Julios Tingzon lV is asking the Department of Education (DepEd) and the Commission on Higher Education (CHED) regional offices to integrate climate change mitigation in the curriculum and promote environmental education in the school and community in the province.

Yong data ng nso for cebu province does not include cebu and mandaue cities which are highly-urbanized cities. I dont know why they exclude HUCs in computing the popn of the provinces. ditto for neg occ which does not include bacolod.
btw, cebu has only one airport and people there dont see the need for another one, just expansion of the current terminal.

i went with one of our maids to batan when i was in grade school. and in spite of the aswang rumor i enjoyed my stay there. clear water in the river and most of all the laid back life. although that time they don't have electricity, i wonder if they have electricity now.

I am going to Donsol on Feb 23 and will be in Legaspi on Feb 24 & 25. My question is about Legaspi. Me and my group will be doing some tour around Legaspi. I have toured Cagsawa Ruins before, and I am looking for other possible destination with beach or islands involved. Any recommendation for this? I hope it would be cheap.
And in what area in Legaspi should we lodge? Perhaps a quiet place, with access to public transportation, and a walking distance eating place, and near to the market.

LEGAZPI CITY, Albay: Governor Joey Sarte Salceda approved the P6.6-billion geothermal project of the Philippine National Oil Company (PNOC-EDC) in Manito, Albay. This is a milestone energy project that places the province among the mainstream geothermal energy providers in the country. As Regional Development Council chairman and head of the Albay Provincial Development Council (APDC), Gov. Salceda approved the said project to develop the rich geothermal resources of Manito, a fourth- class coastal town in Albay.
“This P6.6-billion energy project is the largest single investment in the history of Albay which will make our province energy sufficient aside from having energy resources of 325MW from the National Power Corporation geothermal power plant in Tiwi, Albay,” Salceda told The Manila Times. He said the geothermal project dubbed as “Kayabon Energy Project” is expected to produce some 40 megawatts of geothermal energy, as it is consistent with the energy development plan of government, as well as the “Climate Change” policy of the province.
At the APDC meeting held the other day, Paul Aquino, PNOC president, presented the project plan which has three components: explo*ration of up to six wells worth P220 million per well in the villages of Nagotgot and Pawa in Manito starting September this year; steam production and setting up of a power plant. Aquino said the geothermal project was endorsed by the two villages covered by the project and the local government of Manito and subsequently approved by the APDC.
The project would employ some 2,200 workers who would earn some P915-million income benefits, while the province, the town of Manito and the two villages would get some P34 million in yearly real property (P27M) and royalty taxes (P7M). “With this project Albay will get 100 percent revenues arising from royalty, real property taxes, employment and road network,” he said

iamjomar February 8th, 2008, 12:49 PM ^^ accdg to PNM, the project will only reduce the possibilty of power shortage of Albay and is not a guarantee to reduce the high cost of electricity in the province. Anyway, at least it will further increase the income of Albay especially the town of Manito.

To reflect the growing trend among BPO firms which have started to locate in the countryside, a government-organized conference is emphasizing the readiness of "tier-two" cities to host outsourcing work.
This year’s 8th e-Services Global Sourcing Conference and Exhibition is drumbeating the emergence of local regional hubs or "next-wave cities" as alternative sites to established but overly saturated areas like Metro Manila and Cebu.
The confab, to be held February 11 to 12 at the SMX Convention Center in Roxas Pasay City, is organized annually by the Department of Trade and Industry (DTI) and the Center for International Trade Expositions and Missions (CITEM) — the DTI agency in charge of export promotion — in cooperation with the Bureau of Investments (BoI) and the Regional Operations Group (ROG) of the DTI.
Felicitas Agoncillo-Reyes, DTI assistant secretary and CITEM executive director, said the event would serve as a venue for BPO firms to examine the current shift among service providers of locating to offshoring hubs outside the business districts of Metro Manila, and other tier-one cities.
"We believe that this geographical expansion is an important development, and presents great opportunity to tier-two BPO hubs," Agoncillo-Reyes said in a statement issued to the media.
According to the government, the BPO industry employs more than 300,000 Filipinos and generated approximately billion in revenues last year, a 34-percent increase over 2006. The industry is expected to grow another 30 percent this year, to $ 7 billion.
The trade department, through Undersecretary Carissa Cruz-Evangelista, who heads the DTI Regional Operations Group, has identified a list a "next wave cities" that cans serve as outsourcing destinations.
Among these cities, 150 have confirmed their participation in the event: Urdaneta and Dagupan Cities, Pangasinan; Subic Bay Metropolitan Authority; Poro Point, San Fernando City, La Union; Berthaphil Inc.’s developments in Clark Field, Pampanga; Cagayan De Oro City, Misamis Oriental; Bacolod City, Negros Occidental; Legazpi City, Albay; Santa Rosa, Laguna; Iloilo City; Davao City; Cainta City, Rizal; Balanga City, Bataan; Batangas City; and the Province of Leyte.
A "next wave cities" forum will also be held on February 12. It will serve as a venue for the cities to present their outsourcing and offshoring investment capabilities, along with their available human resources, competitive cost, strength and quality of infrastructure, and business environment, and risk management in their respective localities.

Yes, LCC is the tallest, even taller than Mayon International Hotel. The biggest building in Legazpi is Pacific Mall--right now the biggest in the region. Oh well, SM City Naga will dislodge PM when the former is done. I saw the fenced area, that blue fence named SM. Hehe!

Legazpi City (12 February) -- Albay leaders and representatives from the private sector have agreed in a public forum here, that federalism as a system of government, is an effective vehicle for change.
Albay Gov. Joey Salceda lead the group of panelists at the PIA Kapihan sa Legazpi City held here on Tuesday, February 12 which also had in attendance representatives from the media, academe, business and local government unit executives.
Salceda proposed a system that would solve the problem of the disbursement of the Internal Revenue Allotment (IRA) and the contestability of public resources and; a move towards the autonomy of the regions, or provinces.
Mayor Cicero Ching Triumfante of Daraga, Albay, supported the forum and said that public discussion of the merits of federalism is a laudable activity and that it makes the people better decision makers.
Both Salceda and Triumfante supported the efforts in explaining said topic being openly discussed in a similar forum in order to educate the public on the nuances of governance and hopefully might lead to a better (government) system that would improve people's participation and accountability of public officials.
Former Albay Vice Gov. James Calisin, and Union of Local Authorities of the Philippines (ULAP) consultant, discussed at length the merits of the federal-parliamentary system as proposed by ULAP but said that his representation in the forum was a personal initiative.
Marcial 'Lito' Tuanqui, past president and former director of the Albay Chamber of Commerce and Industry, said that the business sector in the province and the rest of the Bicol Region needs to tackle the basic issues of power supply and the right moves to assure the right environment for business and investment.
Tuanqui said that a federal system would solve the age-old problem of revenues having been generated by large companies in the provinces but whose taxes are paid to their head offices in Manila.
"We feel that a federal system (of government) would solve this anomaly," he stressed.
Also among the panelist was Rolando Manaig, political science professor of the College of Arts and Sciences of the Divine Word College of Legazpi.
Also showing their support to the discussion in a brief presence at the panel in said forum were Governors Sally Perez of Antique and Telesporo Castillejo of Batanes, who were visiting with Gov. Salceda in Legazpi City before the start of the League of Provinces of the Philippines (LPP) 2nd National Assembly in Pili, Camarines Sur set Wednesday, February 13.
Perez said she has initiated similar discussions in her province and would support moves to strengthen fiscal and political position of the local government units. Gov. Castillejo also stated similar concern for his northern province.
Said topic would be presented in similar for a in the five other provinces in Bicol.
But Sorsogon Gov. Sally a Lee, has already jumped the gun on everyone when she presented a formal document supporting federalism to President Gloria Macapagal Arroyo during one of her visits in Bicol last year. (PIA) [top]

You should check out the Misibis booth at the Pacific Mall atrium, they have architectural renderings of the other buildings at Embarcadero. Our American boss checked out the Embarcadero site when they came over to Legazpi last week (part of their itinerary was to look for a new building for our office). They were considering the site because it will be an IT Zone, so there will be tax perks, etc.

Legazpi City (12 February) -- Albay leaders and representatives from the private sector have agreed in a public forum here, that federalism as a system of government, is an effective vehicle for change.
Albay Gov. Joey Salceda lead the group of panelists at the PIA Kapihan sa Legazpi City held here on Tuesday, February 12 which also had in attendance representatives from the media, academe, business and local government unit executives.
Salceda proposed a system that would solve the problem of the disbursement of the Internal Revenue Allotment (IRA) and the contestability of public resources and; a move towards the autonomy of the regions, or provinces.
Mayor Cicero Ching Triumfante of Daraga, Albay, supported the forum and said that public discussion of the merits of federalism is a laudable activity and that it makes the people better decision makers.
Both Salceda and Triumfante supported the efforts in explaining said topic being openly discussed in a similar forum in order to educate the public on the nuances of governance and hopefully might lead to a better (government) system that would improve people's participation and accountability of public officials.
Former Albay Vice Gov. James Calisin, and Union of Local Authorities of the Philippines (ULAP) consultant, discussed at length the merits of the federal-parliamentary system as proposed by ULAP but said that his representation in the forum was a personal initiative.
Marcial 'Lito' Tuanqui, past president and former director of the Albay Chamber of Commerce and Industry, said that the business sector in the province and the rest of the Bicol Region needs to tackle the basic issues of power supply and the right moves to assure the right environment for business and investment.
Tuanqui said that a federal system would solve the age-old problem of revenues having been generated by large companies in the provinces but whose taxes are paid to their head offices in Manila.
"We feel that a federal system (of government) would solve this anomaly," he stressed.
Also among the panelist was Rolando Manaig, political science professor of the College of Arts and Sciences of the Divine Word College of Legazpi.
Also showing their support to the discussion in a brief presence at the panel in said forum were Governors Sally Perez of Antique and Telesporo Castillejo of Batanes, who were visiting with Gov. Salceda in Legazpi City before the start of the League of Provinces of the Philippines (LPP) 2nd National Assembly in Pili, Camarines Sur set Wednesday, February 13.
Perez said she has initiated similar discussions in her province and would support moves to strengthen fiscal and political position of the local government units. Gov. Castillejo also stated similar concern for his northern province.
Said topic would be presented in similar for a in the five other provinces in Bicol.
But Sorsogon Gov. Sally a Lee, has already jumped the gun on everyone when she presented a formal document supporting federalism to President Gloria Macapagal Arroyo during one of her visits in Bicol last year. (PIA) [top]

Legazpi City gets P8 M grant, vehicles
LEGAZPI CITY, Feb. 16 (PNA) -- The city government has received donations of vehicles both for the enhancement of police visibility and mobilization of the on-site development projects of the urban poor sector here.
Senator Francisco 'Kiko' Pangilinan provided two units of pickup vans while Senators Eduardo Angara, Lito Lapid and Miguel Zubiri gave one each more sedan type cars.
"I hope this will improved the police visibility of our PNP (Philippine National Police) enforcers," mayor Noel Rosal said.
The city government will allocate fund for the maintenance and fuel allocations for the said vehicles.
Each vehicle will be detailed at the choke points of the city to prevent the proliferation of crimes and other atrocities committed by the bad elements of the communities here.
Rosal said that in Davao and Cebu, police visibility is proving to be highly deterrent to the commission of crimes.
"I am grateful to the senators' initiatives and support to our police enforcers to perform their duty utilizing this mobility, despite the dreadful P28 million budget cut in the Internal Revenue Allotment (IRA) of the local government of Legazpi."
He said that the city has been wanting to have additional facilities and equipment to improve police visibility here to totally curb the menace and protect life and properties of the people.
The mayor also said that the city received an P8 million grant for the urban poor projects from the World Bank.
The said fund will be utilized for the on-site development for the urban poor based on their submitted feasibility study.
The mayor is optimistic that these development projects would propel the coming of investments here. (PNA)

from geothermal project

LEGAZPI CITY—Albay consumers are assured of stable power supply at a cost lower than the national rate once the new P6.6-billion geothermal energy project of the Philippine National Oil Co. (PNOC) in the province starts commercial operations, the provincial government announced Monday.
This assurance is guaranteed by a long-term supplier-buyer agreement between the PNOC and the province wherein the entire 40 megawatts (MW) of production of the new power source shall be devoted to Albay at P2.80 per kilowatt-hour (kWh), a price that is 30- percent lower than the national rate of P4.11 per kWh, Albay Gov. Joey Salceda said.
At present, Albay province consumes at least 36 MW being retailed by the Albay Electric Cooperative (Aleco) at P9.11 per kWh, a high rate brought about by high systems loss and other charges being imposed by the cooperative and the National Power Corp. (Napocor) as well as the National Transmission Corp. (Transco).
Aleco generates over P1.2 billion in yearly power-bill collections from its over 500,000 member-consumers across the province.
Apart from the cost of electricity, Napocor also collects from the power cooperative generation charges, among other incidental charges, while Transco, which handles the electricity distribution, collects transmission payments. All these fees are being passed on by the cooperative to the consumers.
Albay, which hosts the Tiwi Geothermal Project in Tiwi town where the Napocor draws 75 MW of power, and shares territories with Sorsogon being occupied by the 110-MW Bacon-Manito Geothermal Project (Bac-Man), had been seeking preferential electricity rate, but because of the “one-grid, one rate” policy of the Napocor, this supposed benefit for Albay residents could not be realized.
Power coming from the Tiwi project and Bac-Man is being supplied by Napocor to its Luzon Grid, from where Albay also draws its electricity supply being part of the grid.
The new Mt. Kayabon Geothermal Energy Project (Kayabon) of the PNOC, located at the mountainous terrain of Manito, Albay, would be the answer to that preferential or lower-rate clamor of the Albay residents, Salceda said.
One thing that would contribute to the attainment of the lower rate, he said, is that the transmission system between Aleco and Kayabon would be direct, bypassing the Transco distribution facilities.
PNOC, through its Energy Development Corp. (EDC), would start by September of this year the Kayabon exploration project on an over 200-hectare geothermal-rich field in two barangays covering the Mount Kayabon forest reservation area.
The project site is adjacent to the Bac-Man area at the vast Mount Inang Maharang forest reservation within the boundaries of Sorsogon City and Manito, Albay.
A P6.6-billion fund has been earmarked by the energy firm for the Kayabon project, and apart from the economic benefits that could be derived from cheaper power rates, it would also generate for Albay some P34 million in annual revenues for host barangays, municipalities and the province in terms of realty taxes and royalty shares.
It would also provide jobs to over 2,200 workers, both skilled and non-skilled, according to PNOC-EDC-Bac-Man resident manager Buddy Virata.

LEGAZPI CITY—Bicol will invest some P4.2 billion in several infrastructure projects next year to boost the region’s economy by 2010, the Regional Development Council (RDC) announced Tuesday.
Albay Gov. Joey Sarte Salceda, RDC chairman, said the council has endorsed to the National Economic and Development Authority in Manila the P 4.2-billion infrastructure development program consisting of construction, repair and rehabilitation of various roads, bridges and flood-control structures across the region.
It would be part of the program of the Department of Public Works and Highways (DPWH) in accordance with the 2009 Annual Investment Plan.
Salceda said the DPWH-proposed projects are supportive of the thrust and priorities of the Medium-Term Development Program (2004-2010) and the Regional Development Investment Program.
At a recent RDC meeting held in Daet, Camarines Norte, Orlando Roces, DPWH regional director, presented the P4.2-billion infrastructure projects consisting of local funding of P3.2 billion and P972 million in foreign assistance.
For several highway projects worth P2.6 billion, the breakdown includes locally funded projects amounting to P1.9 billion and foreign-assisted projects worth P770 million.
For construction and maintenance of bridges, P252 million is earmarked and of this, P202 million would come from foreign assistance. The rest of P50 million would be locally sourced.
For flood control projects, some P600 million will be spent. The Bicol River Basin and Watershed Management Project will get P300 million, Yawa River system in this city with P100 million, and other flood-control projects worth P200 million.
Some P560-million infra projects will be spent under the Congressional Project Development Assistance Fund from the 14 Bicol congressmen.
An amount of P80 million, on the other hand, would be spent for the construction, repair, improvement of national government buildings and P15 million for preliminary and detailed engineering activities.

Philippine Tourism Authority (PTA) General Manager Robert Dean Barbers has committed to give Magayon Festival 2008 a first-hand promotion in the PTA’s promotional programs of calendared events.

Joey Sarte Salceda in giving priorities to tourism promotion, Barbers also congratulated Salceda for reviving the month-long Magayon Festival in Albay with even more exciting new events.

For Street Dancing event cash prizes, the Department of Tourism (DOT) Bicol gives P.7-M to Magayon Festival.
At this early, Magayon Festival 2008 has started getting support from benefactors, the latest among them was the PTA which donated P200,000 last week. The DOT has also recently promised to shoulder the cash prizes in the Street Dancing (Street Presentation), one of the Festival’s regular events and a sure crowd-drawer. DOT Regional Director Maria Ong Ravanilla said her agency is willing to shell out close to P700,000 cash prizes to the Street Dancing event which is expected to be joined by many delegations from across the country.
Aside from the cash prizes, DOT also committed to sponsor six fireworks displays during the Festival. The Magayon Festival EXECOM announced that the following cash prizes will be up for grabs in the Street Dancing event: P300,000 for the first prize, P200,000 – second prize and P100,000 – third prize. Prizes for special awards include P50,000 for Best in Costume and Best in Moving Choreography, respectively. he Festival’s Street Dancing event is scheduled on the third week of April.

After about 12 minutes at this handicraft market, I jumped into another tricycle and asked him to take me to the newer Central Market which is more downtown. Now we were in business. The second floor of this big, clean, airy market had a terrific selection of seafood, meat, vegetables, fruit and dried fish. Not to mention a spectacular view of Mt. Mayon. We started off in the fish section that had some of the freshest looking seafood I have ever seen in a provincial market. Many of the fishes still had gills flapping and the selection of larger fish such as malasugi (swordfish), talakitok (huge jacks) and maya-maya (red snappers) was impressive. Prices were roughly 30% below Manila markets...
With a market like this, I had to conclude that Legaspi was relatively prosperous as the market was definitely well-stocked and abuzz with activity.

Members of my office crew, legal team, and I spent a good hour in the Legazpi market last week, in the midst of a mild weather disturbance raging outdoors. Despite the bad weather, we were surprised to find incredible offerings in the seafood and vegetable sections and I will do a few posts on our finds. The first thing that caught my eye in the seafood section was a tray with these ENORMOUS squid heads and tentacles. The massive body lay nearby on the tile counter, but it was the heads that I wanted to photograph… stunning!
Overall, fantastic selections in an airy, clean provincial market!

LEGAZPI CITY, Feb. 23-- Government engineers would pump prime some P781 million infrastructure projects to bring Albay in the mainstream of economic activity across the country by next year. Albay Gov. Joey Sarte Salceda, concurrent RDC chair, said the council has reviewed and endorsed the proposed infrastructure development plan of the Department of Public Works and Highways (DPWH) amounting to P4.2 billion of which a share of P781 million infra project would go to Albay.
The DPWH infrastructure projects fund for 2009 include, among others, P280 million foreign-assisted and P360 million local road projects; bridges funded entirely from foreign assistance amounting to P41.8 million and P100 million for Flood control projects; Road projects funded under foreign assistance from the Japan Bank of International Cooperation (JBIC) with P200 million for the Ligao PioDuran Road (5Km); Libon-Marocmoc-Pantao Road (5km); and the Korean International Cooperation Agency (KOICA)-financed 5-km. Albay West Coast Road amounting to P80 million.
For the locally funded road projects, construction of the 33.5 km of roads in various towns in Albay amounting to P360 million; Construction of 6 bridges totally financed by the United Kingdom and the Japanese government costing P41.8 million, to include Nagas bridge in Oas, Bascaran bridge in Camalig, Sagumayon Bridge, in this city, Misericordia bridge 1 and 2 and San Fernando bridge, all in Sto. Domingo town. The flood control project for the Yawa River system in this city will get P100 million funding.

LEGAZPI CITY—Despite reeling from the effects of past and recent disasters, Albay province remains steadfast in reclaiming the glory of being one of the country’s leading coconut producers by planting 15 million new coco trees on a 150,000-hectare plantation by 2010.
At present, the province already has 9 million healthy-growing new trees and 2 million more would be planted under the Participatory Coconut Planting Project (PCPP) of the Philippine Coconut Authority (PCA) within this year, PCA Albay provincial manager Edmundo Bailon said Thursday.
A P44-million fund has been allocated for this year-round planting activities—P37 million coming from the PCA in form of planting materials and compensations to cocoteros (coconut farmer), P5 million from the provincial government, and P2 million from the Italian Cooperation (Cooperacion Italiana), Bailon said.
Last week the PCA turned over 8,000 coco seedlings to participating farmers in the province as the initial part of this year’s planting quota, he said.
The province would need at least P106 million more to plant the next 4 million trees to complete the 15 million target by 2010, he added.
Albay Gov. Joey Salceda has assured that the province would look for funding to realize this goal, with the provincial government taking charge of the project implementation.
With Albay becoming once more a major coconut producer when the 15 million trees start yielding nuts after 2010, Salceda said he is confident that the province’s coco farmers would be able to exploit higher copra prices.
“Moreover, it would attract new investments that could revive the operations of mothballed coco mills in the province and be able to reopen more employment opportunities for the local work force,” he said.
Albay plays host to at least three giant coconut-oil mills whose operations were limited recently due to low supply of copra for the past two years.
The series of supertyphoons that triggered flash floods from Mount Mayon in late 2006 destroyed about 5 million mature coco trees across the province. About half a million more were damaged by floods and landslides due to heavy rains last week.
“Those disasters would not deter us from working harder to reclaim our lost glory of being the top coconut producer in the Bicol region and one of the leading copra suppliers in the country,” Salceda said.
Under the PCPP, each cocotero is paid P20 at once for every nut prepared for germination and additional P5 for each seedling that grows by at least two feet high. After six months, another P5 is given to cocoteros for every surviving tree planted on his farm, Bailon said.
The PCA uses seedlings from a tested local variety that takes only seven to eight years to become productive, he said.

The other 51 entries were in Photojournalism English, where there were also Top 7 winners. Michelle and my student were among the Top 7 in the Filipino division.

LEGAZPI CITY, Mar 2 -- The United Nations for Development Programme (UNDP) fund has hailed the province of Albay as a model in the Philippines for its efforts in response to climate change. Albay Governor Joey Salceda said in the launching of the 2007 Human Development Report, the biggest annual UN event, the UNDP lauded and singled out the province of Albay for its policies, programs and projects for climate change adaptation and mitigation.
Salceda also said that during the event held at New World Hotel, Manila on Thursday, Nileema Noble, UNDP representative to the Philippines, said other international non-government organizations (INGOs) have committed to support Albay in its development efforts. "Actually the provinces of Negros and Misamis Occidental are now following our programs on climate change," Salceda said.
The 2007 Human Development Report was participated in by scientists, INGOs, representatives from World Bank and Asian Development Bank. (PNA)

LEGAZPI CITY, Mar 2 (PNA) -- The Italian Cooperation Agency (ICA) has assured the full implementation of half a million European dollar worth of projects in Albay province which will include housing projects, coconut planting, livelihood for fishermen and cooperative assistance.
The Italian government, through the ICA, has committed to establish 180 housing units in Camalig and Guinobatan towns and to distribute 70,000 coconut seedlings in Albay.
Sergio Quattrocchi, project coordinator of the ICA, said the projects are intended for typhoon Reming victims. "We started our emergency program for the victims of typhoon in the province since last year."
ICA said the construction of the housing units for the dislocated families in Albay is set to finish in June this year.
According to Quattrocchi, the bad weather condition here has delayed the construction of the housing units. "But within the given time frame we will finish the project because our priority is the housing project."
On environmental and agricultural aspect, the agency is also distributing 10,000 coconut seedlings per municipalities and cities throughout Albay. This is part of the coconut rehabilitation project to help coconut farmers, he said.
For fisher folks, three communities in the municipalities of Manito, Sto Domingo and Rapu-Rapu were identified to benefit from the Italian government assistance. "The agency will provide engine, fishing equipment and finance the building of fishing boats," Quattrocchi said.
"Included in our emergency program is the livelihood sustainability of the heavily affected (typhoon) communities that is why we will also provide assistance to cooperatives or associations composed of the dislocated families," he said.
The agency will provide free sewing machine, tools for handicraft and weaving.
He also said that these projects are in line with the bilateral program between the two governments. (PNA)

LEGAZPI CITY, March 9 -- The provincial government of Albay will pump prime the province economy by releasing directly this year to villages and local government units (LGUs) some P147 million in various infrastructure, health and education projects. Albay Gov. Joey Sarte Salceda on Friday said his office have alloted P47 million for barangay infrastructure projects, and P30 million for LGUs, or a total of P77 million.
Salceda said the barangay driven infrastructure projects will cover 719 villages of the 15 towns and three cities in Albay. For health services, he released some P34 million for the purchase of Philippine Health Insurance (PhilHealth) cards for 171,226 poor families across the province.
For education, some P34 million in scholarship fund would finance community colleges in the province to accommodate poor but deserving students specifically in remote villages. Salceda said "with all of these funds in place the province Economic Development Fund (EDF) are now secure."
The funds allocated to the barangays and towns may be used in the implementation of various infrastructure projects that passed the Sangguniang Barangays and Sangguniang Bayans.

LEGAZPI CITY, Mar.7 (PNA) - The provincial government of Albay has released an initial amount of P12 million fund for the educational assistance program in eight community colleges and in three Bicol university local campuses here. Dr. Ligaya Palcon, provincial coordinator on education said the P12 million is part of the P37 million total appropriation of governor Joey Salceda as financial aid in fulfilling to raise the quality of education in the province.
The financial assistance is under the Enhancement of the Quality of Basic Education project of the provincial government. Dr. Palcon explained that recipients of this project are those Albayanos enrolled in eight community colleges in Albay and in three Bicol university local campuses located in Tabaco City, Guinobatan and Polangui.
In order to avail this project, the student grantee must have to be enrolled in any of the community colleges or Bicol local campuses and must have a regular unit load and pass all subjects. She further said that if the funds warrant, the school beneficiary shall submit a billing account of student grantees to the provincial government shall release directly to the school beneficiary the approved funding for the program covering the cost of tuition fees of student grantees.
However, the school shall reimburse the tuition fees to the grantee if the same has already been paid. "This time the provincial education coordinator office is in the process of consolidating the total number of student grantees per school, Palcon said.
"About more than 5,000 students will be benefited for 2007-2008 school year alone," Palcon added. As of Monday, the records showed that the Community Colleges of Daraga and Bicol University Polangui campus have the highest financial aids received amounting to P2.8 and P2.06 million, respectively.

LEGAZPI CITY, March 6 - The Department of Social Welfare and Development (DSWD) has committed another P32.5 million for the micro financing program under the Self Employment Assistance-Kaunlaran (SEA-K) program. Emily Kare, coordinator of Albay Mabuhay-May Buhay, said the amount will be distributed to the farmers and fisher folks beneficiaries through their respective associations or cluster organization "with the assurance that the financial aid will be used for agri-based livelihood."
The P32.5 million is an initial fund which will benefit a total of 6,500 farmers and fisher folks affected by typhoon "Reming" in the province of Albay. Kare explained that each cluster or association member is entitled to P5,000 micro-financial aid. "This financial aid to the farmers and fishermen in Albay is a component project of Albay May Buhay with focus on poverty reduction," she said.
According to her, this program is an economic catch-up to fight poverty in Albay and also increase food productions. Meanwhile, the ABS-CBN Foundation has committed an additional budget for micro-financing amounting to P12 million.
Another P1 million worth of multi-purpose center has been donated by the SM Foundation to the province of Albay, that can also be used as evacuation camp during disasters. The provincial government will provide the land as counterpart for the construction of the said center.

JP Morgan is set to hire another 3,000 for its Philippines back office, bringing its total future staff in the country to 8,000, just as outsourcing specialists predict a surge of business in the region.
The US bank plans to supplement original plans to build a workforce of 5,000 to match the increasing demand for support staff. It will continue to develop credit card and treasury services in the Philippines, mainly in Manila.
The planned increase in staff follows the Philippines Government’s announcement last month that it would prepare four more of the country’s cities as investment destinations for business process outsourcing, a move in line with its attempt to take over from existing centers including India.
The Government hopes Balanga, Cainta, Legazpi and Urdaneta will follow in the shoes of Manila, Cebu and Davao to become popular outsourcing regions for global corporates.
Mark Kobayashi-Hillary, an outsourcing specialist, said: “It’s no wonder banks are bolstering their business out there, the Government has launched initiatives to increase the popularity of these destinations by renting space cheaply and injecting money into their economies.
“The Philippines is set to become a major target for outsourcing and back offices over the next few years, and it is becoming much more popular than India, as emerging countries such as India and China develop their domestic economies. The Philippines is cheaper than India to hire and rent offices, has better infrastructure and has far more English speakers than somewhere like China."

The judges--most of them were men--saw something in Number 15 (the funny girl). Anyway, intelligence was only 20 percent. FORT DEL PILAR, Baguio City – Mindanaoans have at least seven reasons to be proud on graduation day of the Philippine Military Academy (PMA) next Tuesday. Ariel Rallos of Limon Drive in Canelar Triplett, Zamboanga City bested 219 other members of the PMA “Baghawi” Class of 2008, and joins six other Mindanaoans in the top 10 of this year’s graduating class. Rallos, who is going to the Philippine Navy, will receive the Presidential Saber, PGMA Achievement Award for Excellence, Philippine Navy Sword, JUSMAG Award, Aguinaldo Saber, Academic Group Award, Mathematics Plaque, Natural Sciences Plaque and Department of Tactical Officers Plaque on Tuesday.
Graduating second is Bernard Roderick Joaquin from Aguilar town in Pangasinan, who will receive the Vice Presidential Saber and the Philippine Air Force Saber for being the top graduate joining the PAF. Joaquin will also receive two other major awards, the Tactics Group Award for topping all courses offered by the Tactics group and the JUSMAG Award.
Third is Me-ann Sinson from Ligao City in Albay, the only female cadet in the top ten this year. She will receive the Secretary of National Defense saber and the Air Force Professional Courses Plaque for topping the Air Force Service core courses.

LEGAZPI CITY — This year’s Magayon Festival, which will be held from April 1 to 30, promises to be colorful and exciting.
Albay Senior Provincial Board Member Glenda Ong-Bongao, over-all chairperson of the 2008 Magayon Festival committee, made this statement in a recent interview.
Bongao said that this year’s Magayon Festival will showcase culture, the arts, education, trade and commerce, social and sports events, tourism and special interest activities.
These include mural-painting competition, dance-and-song writing competition, Bicol culinary arts contest, cockfighting, billiards, martial arts, motorcycle, and boat racing.
The different activities will be held in the Peñaranda Park in front of the Albay capitol and the Legazpi City Hall, Albay Astrodome, Bicol University, Ligñon Hill, LCC, and Pacific Malls.
The coronation night for the search for Mutya ng Magayon on April 25 at 7 p.m. and the street presentation on April 26 at 3 p.m. are considered highlights of the festival.
Jose Briones, acting chief of the Provincial Tourism and Cultural Affairs Office (PTCAO), and co-chairman of the 2008 Magayon Festival committee, said the Magayon Festival was born on Dec. 15, 1998 when then Albay Governor Al Francis Bichara, now a congressman of the second district of Albay, signed Proclamation No. 6.
The Bicol word "magayon," which means "beautiful," was derived from the legend of Mayon Volcano, the beautiful and majestic, but destructive volcano if it gets angry.

Oplan Bantay Lakbay launched in Bicol
LEGAZPI CITY, March 18 (PNA) -- Transportation, highways and police authorities have launched “Oplan Bantay Lakbay” a security operation plan to safeguard the public against road accidents and criminal elements in the observance of the Lenten Season this week from March 17 to 24.
Police Supt. Eliciar Bron Bicol police spokesman said the combined elements from the Departments of Transportation, Highways and the Philippine National Police (PNP) will deploy additional personnel to safeguard the public against accidents and criminal elements that might take advantage of the situation and disrupt vacation activities during Holy Week.
Oplan Bantay Lakbay will set up Public Assistance Centers in ports airports and bus terminals and major road networks to ensure the safety of the commuting public in time for the observance of the Holy Week.
It will also tap respective local government units of towns and cities, non-governmental organizations, radio civic groups in places of convergence.
Different units of the PNP will likewise be utilized to respond to any emergency that may arise; anticipating the influx of motorist headed to the provinces during the four-day Lenten vacation.
The Oplan Bantay would ensure safety kin major highways, and thoroughfares and assist motorist in emergency situation such as road accidents, towing of staled vehicles and other incidents on the streets that may disrupt the flow of traffic.
Adequate number of PNP personnel will be deployed in areas prone to accidents and crimes to ensure police visibility.
The task group on Monday asked the public for their time and patience to undergo security checks.
Bron also reminded the public not to bring along sharp objects, deadly weapons, firearms and ammunitions to avoid delays in their trips. (PNA)

But I am still reading the forums everyday and is very happy with all the developments and how our small forum group has grown leaps and bounds. Been very bz this past few months due to a major life chapter preparation. From 27th March 08 Singapore will no longer be my second home, punta na po kami ng tate ni misis (my wife and I are going to the states) and we will be calling NJ our second home from there on.

Nine out of 10 interested groups will participate in the bidding for the 747-megawatt (MW) Tiwi-Makban geothermal power complex on June 4, the Power Sector Assets and Liabilities Management Corp. (PSALM) said Monday.
The parties sent their respective letters of interest to PSALM before March 12, the deadline for submission. However, one of the parties was not able to submit its participation fee within the deadline, and thus, will not be able to join the auction.
Of the nine interested groups, PSALM said five are from the Philippines, two are from Europe, one is from North America, and one is from the Asia-Pacific Region. Two of the investor groups had earlier participated in the first round of bidding for the Tiwi-Makban geothermal plants in 2005 but PSALM had to defer the said bidding to update transaction documents and bidding procedures.
Located in Tiwi, Albay province, the Tiwi geothermal power facility consists of three plants, namely, Plant A with two 60-MW units, Plant B with two 55-MW units, and Plant C with two 57-MW units. Plant B’s Unit 4 was retired or decommissioned in 2003.
The Makban plant complex in Laguna and Batangas consists of Plants A and B with two 63-MW units each, Plant C with two 55-MW units, Plants D and E with two 20-MW units each, and a binary plant with five 3-MW and one 0.73-MW units.
A pre-bid conference for the plants will be held on April 2 to give potential bidders an opportunity to clarify issues and concerns about the bid transaction documents.

bs management - 13 cum laude, 4 w/ academic distinction
ab economics - 6 cum laude
bs entrepreneurship - 3 cum laude
bs accountancy - 3 magna cum laude, 33 cum laude
I don't know the numbers for other courses and the numbers above may have been updated lately... some people who got 1.75+ were now included because of some clarifications in the 'recognition' of honorees... I'm glad because two of my friends were two of those who are 'kalay-kabit'... for accountancy dep't, the number of honorees is record-breaking this year... :)

LEGAZPI CITY, March 29 (PNA) -- The City Tourism Council here is set to launch a new promotion program called "Dagos Tabi" on April 4 during the month-long Magayon Festival celebration in the province of Albay. According to Paulino Gonzales, tourism council information officer, the program will introduce a new face of Legazpi City in the tourism and trade industries after it was hardly hit by typhoon Reming in 2006.
"The trade and tourism industries in Legazpi have fully recovered after the devastation of the typhoon. This time, investors and tourists are welcome to revisit and put investments here," Gonzales said. He said the whole-day activity will showcase a cultural presentation, investment opportunities, tourism programs and art exhibits.
"We are optimistic that Dagos Tabi will help boost the tourism and economy of Legazpi," Gonzales added.

it's too far from civilization. i don't recommend living there.

LEGAZPI CITY, April 4 (PNA) -- A number of high-financed infrastructure projects are in the pipeline for implementation by the city government of Legazpi to expedite the restoration and development of facilities damaged by the super typhoon in late 2006 and the constant perennial flood problem here.
Mayor Noel Rosal lamented that although the city has recovered and bounced back from the natural calamities it had suffered, potential investors are still wary of the constant threat of natural calamities. Thus, he said the city government of Legaspi and the provincial government have adopted disaster mitigation and control measures and resorted to putting up a mega dam project, among others, to control the perennial flooding during heavy rain.
Rep. Al Francis Bichara of the second district of Albay and Albay Governor Joey Sarte Salceda concur to give financial support to the proposed mega dam project in the city government to solve the flooding problem. The mayor is urging local businessmen and investors to continue their business ventures in the city.
Mayor Rosal said another ongoing mega project is the Integrated Modern Bus terminal complex which is now under a Built-Operate-Transfer arrangement without any counterpart funds from the city government. It is estimated to cost some P120 million covering a total area of 3.45 hectares, with the main terminal building occupying 1,000 square meters.
The project includes a passenger aircon van, jeepney , FX and bus terminal, waiting lounge complete with music and sounds, gift shops, food court, including other facilities such as modern rest rooms for both genders.
The mayor said an added much awaited mega venture in the city is the ongoing "Embarcadero" project located at the Legazpi boulevard facing Albay Gulf. It is envisioned to serve as a multi-purpose commercial and service center to include a mall, call center, restaurants, gift and souvenir shops aside from a lighthouse to guide seafarers in their travel particularly at night.
For golf enthusiasts and players, the full development of the Mayon development of the Mayon Golf Course at Barangay Lidong located at the boundary between the Municipality of Sto. Domingo, Albay and the City of Legazpi will be an added project to watch.
The mayor disclosed that a Malaysian investor was also interested to finance its development to make it a major site for national and international golf competitions in the country.
Meanwhile, the eco-tourism project that is expected to attract foreign and domestic tourists in the city is the ongoing development of the historical Ligñon hill situated at Barangay Bogtong, this city. A well-paved concrete road meanders to the top of the hill from its foot at the Lakandula Drive. The road is dotted on both sides with gemilina and other typhoon-resistant shade trees including decorative flowering plants.
A view deck and observatory are expected to be installed on the top of hill to enable the visitors to savor the invigorating and fresh air of its surroundings, enjoy the city's cinemas copic view and the majestic beauty and splendor of Mayon Volcano. The mayor said regulated commercial establishments will be allowed on the hill like restaurants, waiting lounge including restrooms for visitors and early morning physical fitness aficionados.
Moreover, the proposed Bicol museum to be constructed at the former Police Station at Albay District facing Peñaranda Park will be another mega project. The plan is to construct a seven-story edifice to be funded by the Spanish Government. Rosal revealed that the museum will be named after the Spanish Conquistador Don Miguel Lopez de Legazpi, adding that even though the Spanish conqueror founded the City of Manila, Legazpi is the only city in the country named after him.

olineil April 4th, 2008, 05:58 PM Wow! Seems like legazpi's economic plans are paying off well. These projects are exiting to say the least. These Multi-million/billion projects could easily stir the economy, but we must keep on sustaining this year after year.
One thing I really think the city needs to do is to study the public transport system in the city and adopt something sustainable & modern transport system (tweaked to use our existing jeepney) to have a more orderly and lesser congestion in the city streets. If we wait for this situation to become uncontrollable, all these economic gains will end up in the drain... and what have we... URBAN DECAY!
Let us not follow the footsteps of manila... they are by no means a model for a properly managed city.

Pansit or rice noodles -- how ever you cook it -- is a favorite Pinoy fare.
But coastal residents of Tiwi town in Albay province have discovered a new pansit variety right in their backyard.
Seaweed pansit has become a favorite among residents, thus creating another business opportunity for farmers.
Tiwi is teeming with seaweeds, making it the perfect place for seaweed pansit makers.
Aside from its unique taste, seaweed noodles is packed with health-benefits.
"We cant get calcium from seaweed and it's good for the children's bone and teeth development. For adults, seaweed has magnesium that prevents cardiovascular [problems],” said Seth Conde, the town’s project manager for seaweed pansit production.
Seaweed noodles can be cooked into pansit canton, pansit luglug, spaghetti or carbonara.
A pack of seaweed noodles costs P25 while a kilo is sold for P50.
Some residents have also made chips out of seaweeds sold at P10 per pack.
Seaweed noodles are also making a social impact in Tiwi.
"We're targetting schools that have malnourished children," said Conde.
Presently, seaweed-made products are being manufactured at the back of the municipal gym.
There are also plans to supply seaweed pansit to various businesses in the province.
So if you're in Albay -- make sure to visit Tiwi where seaweed noodles have helped families earn extra income provide a food source for poverty-stricken children and put the municipality on the gourmet map.

This is very good news! i was thinking about this ever since we got here in Japan 8 years ago. Japanese includes seaweeds in almost all their meals. it's good for your health and i hope that it would help boost the economy of Tiwi.

Hawaii can't claim the world's nicest black sand beach, though. Bacacay Beach on the east side of Albay in the Philippines sports a 100-kilometer stretch of black sand. Not all of it is postcard-perfect, but broad expanses of it offer comparatively fine-textured sand and calm, swimmable water.

Lily Nicoleta, Albay Employment Officer, said there were 29 participating private companies offering different job opportunities both domestic and for abroad.
"For information technology we need at least 1,000 qualified applicants to pass the screening," she said. According to Nicoleta, the concerned agency is conducting on the spot interview and thorough evaluation of the applicant's qualification.
She also said that at least 1,500 skilled workers are needed for deployment abroad and more than 1,000 qualified applicants for other professions. "This is the opportunity for new graduates and those unemployed to find their job suited to their expertise," Nicoleta said.
She also said that the most labor intensive profession is skilled worker for deployment abroad. The problem here is we have many vacancies but not all applicants are qualified or the qualifications are not suited to the job description." (PNA)

LEGAZPI CITY, April 15 - World renowned scientists and technical experts on climate change adaptation would put their acts together to explore concrete disaster risk reduction options for Albay and other vulnerable communities in the country during a two-day round table discussions here over the week.
Albay Gov. Joey Salceda said the affair, focusing on climate change adaptation and disaster risk reduction would be the first-ever discussion of its kind in the province and in the country, which is only fitting due to the erratic and severe weather conditions affecting the locality.
Output on recent studies on climate-related risks in Albay and other areas in the Philippines would also be tackled in the discussions while the creation of a pilot technical support system to local government units in the country from the scientific and community development sectors is also expected to be arrived at, Salceda said.
The Albay governor said he hopes the round-table discussion will be able to provide assessments on climate-related risks as well as the establishment of the first prototype model of a scientific and community development technical support system for local government units in Albay.
Filipino experts to the United Nations Inter-Governmental Panel on Climate Change (UN-IPCC) Rodel Lasco, Rex Cruz, John Pulhin and Rosa Perez would be key discussants while IPCC technical experts Antonio La Viala, Fr. Jet Villarin, Ben Malayang III, Angel Alcala and Felino Lansingan are expected to join them in the April 17-18 affair.
Lasco, Cruz, Pulhin and Perez were Nobel Peace Prize winning authors of the UN-IPCC report whose key findings would be presented in the round table discussions, Salceda said.
Also expected to join the discussions are social scientists Lourdes Tibig, Roger Concepcion, Roger Birosel, Victoria Espaldon, Florencia Pulhin, Roberto Rañola, William Padolina, Amelia Supetran, Resi Mariñas, Celine Vicente. Sheila Escabo and Sr. Aida Velasquez.
Local chief executives, public intellectuals, heads of non-government organizations, business executives, captains of industry and civil society, representatives of international organizations as well as funding institutions and media personalities are also expected to take part in the activity.
Salceda on Monday also announced that the second day of the event would see the signing of a memorandum of agreement (MOA) between the Province of Albay and the University of the Philippines-Los Baños (UP-LB) for the integration of climate change adaptation into school curriculum to be replicated by the 76 provinces across the country.
The governor will sign the MOA in behalf of the provincial government while chancellor Luis Rey Velasco, also a social scientist, will represent UP-LB.
The MOA contains the various goals set to foster climate change adaptation and environmental education to students. Some of the procedures in the MOA include class discussions on climate change, the use of reading and sensory aid materials and various activities geared on environmental and climate issues.
The subjects that will primarily be affected by the integration will be science, social studies, health and values education although other subjects such as English, Filipino, Mathematics, Chemistry and Physics will also be used as productive hosts for environmental and climate change education, Salceda said.

Thanks for the info. :) Good to know there are a number of upcoming projects to watch out for here in Legazpi. I'll try to take photos of the new building at Tahao/Alternate Rd (a new LCC Supermarket) and the completed Albay Doctor's Hospital.
