A Filipino delegation that included President Gloria Macapagal-Arroyo’s daughter Luli accepted the development package from the Spanish government in Madrid last week during the signing of the 5th RP-Spain Joint Commission for Cooperation Agreement.

Spain is now the country’s leading aid donor from the European Union, the DFA said.

I'm not sure about that article...from what I remember, Olineil's one was to do with cultural projects, while this one is more development focused.

We were all like that at first until Weirdo (Anthony) sprung a surprise on us and posted away photos discreetly hidden in some threads and websites. Don't worry, we don't bite. There is safety in numbers I guess.

I remember there were always one or two americans or other foreigners per class in St Agnes - it was quite a magnet.

I might be able to find one in the future. It was funny because I met someone who is from the Bicol region and I talked to him in Visayan and then I realized I was thinking about Bohol. :hilarious

Thanks Animo, anything would be of great help - besides, both Bicol and Bohol have strong Spanish influences, so the confusion is not all bad. :)

I think Naga (Nueva Caceres) is one of the oldest cities in the RP.

you guys got me addicted to this thing, i find myself constantly checking for new messages every 2 minutes or so!
but i think its not as bad as my addiction to sim city before when i would stat playing at 4pm and when i look back up its already 6 am the next day.

CARAMOAN, Philippines (4 Sep 2005) -- A 19th century Spanish gunboat wreck was discovered last week off the coast of this town when a team of divers assessing the coastal environment here accidentally stumbled on it.

Gov. Luis Raymund Villafuerte said the wreckage, believed to be that of the Spanish gunboat Elcano, was detected submerged through a sound-tracking device at 8 to 44 meters deep.

Villafuerte said the team of divers lead by marine biologist Dr. Antonio Mines were scouring the waters off the coast of Cabacogan, Caramoan when the shipwreck appeared on the radar screen.

"It was an amazing find. Its historical value could be enormous, (it) might lead to the discovery of several unknown details of what a Spanish gunboat was and the war materiel of that period," he said.

Villafuerte said follow-up exploration shall be conducted to further authenticate, assess, protect and preserve artifacts that could still be salvaged from the wreckage.

told them that unidentified persons have dived in the area and may have taken some artifacts before his team of divers discovered it on Aug. 24.

Citing historical records, Bicol historian Prof. Danilo Gerona revealed that the gunboat Elcano had been around the Bicol area in the late 1898.

Gerona said the gunboat was sent to Bicol by the Spanish colonial government to thwart the advance of the revolution here.

He said that on Nov. 7, 1898, the gunboats Elcano and Paragua entered Sorsogon Bay in search of ships flying insurgent flags.

When the two ships entered Sorsogon Bay, Gerona said, an English subject and a resident of Sorsogon town only identified as a Mr. Gibson inquired about the intention of the two Spanish gunboats.

The Bicol historian said Gibson sent a messenger boat bearing a white flag and was told by Spanish officers that they came to capture the insurgent ships reported anchored by the bay.

He said that when they were told that the insurgent ships have left, the Spaniards fired seven cannon shots toward the town of Sorsogon.

Gerona said that the gunboats Elcano and Paragua then veered toward the adjoining town of Casiguran and fired three more shots.

But he said no damage was recorded either in Sorsogon or Casiguran.

Citing historical records, Gerona said the two Spanish gunboats then headed to Burias Pass.

Mines said the shipwreck measures 15 meters wide and six meters high. It seems to have been cannibalized.

He said it settled some 750 meters off the Lingatin Peak near a sharp drop in the ocean floor.

Fr. Roman Maria de Vera, a Catholic missionary on Guam from 1915 until 1941, was one of the first important writers in the Chamorro language. Prior to him, there was only a handful of literature published in Chamorro. Because the overwhelming majority of Chamorros at the time were Catholic, Fr. Roman's religious works in Chamorro were widely read and became the norm for many in Chamorro orthography.

Fr. Roman's work as a young priest in the Philippines quickly evinced the two main spheres of his life's mission: linguist and apologist. Fr. Roman quickly learned to speak and write in the Tagalog, Pampango and Bicol dialects. In 1904, he published in Manila a Spanish-Bicol grammar entitled “Gramatica Hispano-bicol seg' n el metodo de Allendorf.” He also spent time in the Philippines perfecting his grasp of English.

Armed with his fluency in the local languages, Fr. Rom•n set about preaching a defense of the Catholic faith, then strongly attacked by various quarters in Philippine society. In this, Fr. Roman continued what had been a characteristic Capuchin tradition, which was the popularization of Catholic apologetics among the rural and working classes. He was called on by several bishops in the Philippines to work in their respective dioceses. Some areas he worked in were Manila, Sariaya, Corregidor, Bataan, Pasay, Malabon, Tayabas and Lucena. From 1908 until 1915, when the Philippine Mission was assigned to a different Capuchin jurisdiction, Fr. Roman returned to his native Spain.

LEGAZPI CITY, Albay -- Bicolanos favor a unicameral legislature under a parliamentary form of government but are divided on federalism.

These preferences surfaced during the consultative workshops conducted by the Consultative Commission created by Malacañang to get the pulse of the people on the proposed Charter change.

The regional consultation was first held in Naga City on Nov. 30 and Dec. 1 here attended by sectoral representatives from Camarines Norte, Camarines Sur, Albay, Sorsogon and the island provinces of Masbate and Catanduanes.

Most of the participants opposed the present bicameral legislature, saying it causes untold delays in the legislative process which hamper national development.

"We don't need unnecessary gridlock in the legislative process which only delay economic development," said Mayor Ding Ramos of Gubat, Sorsogon, who campaigned among other participants to reject the present bicameral form.

He also described as absurd the reactions that Malacañang was pushing for a parliamentary form to give President Gloria Macapagal-Arroyo either a graceful exit or a chance to continue in power.

Commissioner and Albay Vice Gov. James Calisin said delegates to the consultative workshop held in Naga City also favored the unicameral-parliamentary form of government but preferred a unitary structure, similar to the present structure.

Participants in the earlier consultation argued that Filipinos are better off under a unitary structure as it has been ever since.

Delegates in the Legazpi consultation, however, endorsed the federal structure as it would spur developments in the countryside, stressing that Bicol would greatly benefit under such system as it has a huge power supply and sufficient natural resources.

hahahaha.. I see you are all gradually getting into the SSC habit. That's how you get addicted to SSC. You start with one thread which is of interest to you then you check out some other threads then little by little you are drawn into the discussions. And then you're hooked. If you had passed by the Welcome thread there is a little warning there from moderator GreyX how addictive SSC can be. It can cause you to lose sleep, to affect your schoolwork, job and social life. In the languages of the Bicol Region, there is great dialectal variation. There are towns which have their own dialects. Below is the sentence "were you there at the market for a long time?" translated into certain varieties of Bikol. The translation is followed by the town Bicol where they are spoken. The final translation is in Tagalog.

Haloy ka duman sa saod? (Naga City; standard dialect)
Naeban ika sadto sa sa-ran? (Iriga City)
Uban ika adto sa saod? (Libon)
Huray ka doon sa saod? (Pandan)
Naegey ika adto sa sa-ran? (Buhi)
Eley ka idto sa sed? (Oas)
Dugay ka didto sa palengke? (Ticao)
Awat ka didto sa plasa? (Gubat)
Matagal ka doon sa palengke? (Tagalog)

The example from Gubat is interesting: in Spanish "ir a la plaza" is another way of saying "ir al mercado". :)

You know what I always taught that this regions speaks Visayan, because its somewhat close to Visayas. Those sentences that I highlighted is pretty close to Cebuano and I can understand it except for the words "saod" and "awat" ( I only heared this used as 'awata sya' = 'break up' in english when a fight ensues). :)

You know what I always taught that this regions speaks Visayan, because its somewhat close to Visayas. Those sentences that I highlighted is pretty close to Cebuano and I can understand it except for the words "saod" and "awat" ( I only heared this used as 'awata sya' = 'break up' in english when a fight ensues). :)

That's because the one's you highlighted are from Ticao and Gubat, in Masbate and Sorsogon provinces respectively, where there is a strong Waray influence on the local dialects. In Sorsogon they actually use "dili man" like in Visayas. :)

It's funny they say that cuz some Bicolanos also sound like Visayans when they talk in Tagalog. For me, the easiest way to tell if someone is from Visayas or Bicol is to ask them to say : wala naman. Pagmatigas ang second "a" ng wala, that means they're not Tagalog. :)
OK, in parts of Bicol maybe you might have been better understood in Waray, not Cebuano. But I heard they also use Cebuano, in parts of Masbate.

probably 5 or more years ago. i got it from an old, old website for legazpi city before. it sits right beside the satellite market and ibalong centrum.
last ive heard the market has been vacated, transfered to that new one they constructed and it will be transformed into a bigger integrated transportation terminal.

The Christ Statue is in Banquerojan, Legazpi city after Taysan. It was constructed there as part of the housing relocation site for the urban poor in Legazpi and victims of mayon eruptions who chos e not to go back to their homes anymore. I v been during my univerity years, if I remember it right...you can actually see the city from there at least partially. Rio de Janeiro was actually the inspiration of that statue.

Before I left, it was Jollibee in Albay District next to Albay Cathedral and yes Benjos, Biggs Diner, Graceland Albay District.

As far as I can remember It was doing quite well. Benjos Pizza is well known in bicol coz of their Pizza quality that is at par with Manila standards. Specially sundays... that place id quite crowded. And its just a stones throw away from LCC, St. Rafael Chruch, Bichara Mall, Aquinas High, and Ibalon Elementary school, not to mention all the commercial and Office establishements in the vicinity.

Hmmm...i think its still in the drawinf boards if not feasibility. As far as I know the feasibility has been done and they found the Alobo, Daraga site favourable. Though its not a priority project of the National Government.

yea i was impressed by Legazpi. i didnt know there were so many attractions there. fisherman's wharf + ferry + ferry to cagraray (misibis), the natural setting of this city is a bit different from other cities in the country. really nice harbor(albay gulf) and islands. i think you can connect all the islands by bridges, and one day connect Rapu-rapu to Prieto-Diaz at the entrance to the gulf by Golden Gate :) . And 1 thing i like about Legazpi is that its old colonial district is away from the port so the whole coast can really be developed. wow

Yup that's what I was thinking too - because the region is relatively undeveloped, it still has lots of potential for brand new projects - we just need more funding to get things speeded-up. I agree that keeping the Old Albay district and the port area distinct would enhance the attractions of the city. I just hope they get rid of those unsightly wires and cables which are a common feature of all RP cities.

I remember Mayon Imperial - great views from up there and great rooftop pool too! Unfortunately it was a bit of a white elephantwith very few guests. Last time I went, in 2002, the building was still there but I wasn't sure whether it was still a hotel or something else.

oh that is right. i remember coming across this article online as to where (another naga vs legazpi thing) a certain govt office's national headquarters be moved to. i think it was the public works and highways one. and albay offered the imperial site and building.

LEGAZPI CITY -- At least 107 teachers were rushed to various hospitals after suffering from continuous abdominal pain, vomiting, diarrhea and dehydration starting Monday night.

Dr. Rogelio Rivera, chief of the Bicol Regional Training and Teaching Hospital (BRTTH) based in this city, confirmed that the teachers were positive of food poisoning believed to be caused by chop suey, which could have been spoiled already when served for lunch during the celebration of Teachers’ Day.

Rivera said that as early as Monday evening, about 47 teachers had already been rushed to the hospitals. Their last count as of late yesterday afternoon was 57.

The food poisoning, according to him, was quite surprising. He said the damage might be relatively serious because of the number of teachers who were taken to the hospitals.

But he noted that only nine teachers were in serious condition and that they were now closely monitoring the condition of the other patients.

he had to conduct a caesarian operation on Renee Rodrigueza, 31, who was expected to deliver on December 20 yet, because the baby in her womb might be affected as the mother was continuously vomiting.

Rodrigueza’s mother-in-law, Josefa, said Renee was feeling severe stomachache and experiencing loose bowel movement since Monday afternoon, hours after she came home in Buenavista village.

She said they rushed Rodrigueza to the BRTTH at about 5 a.m. yesterday as she could no longer bear the pain.

Aside from Rodrigueza, a mother of two, three other pregnant teachers gave birth ahead of their schedules due to food poisoning, Rivera said.

He said they expected that the number of food poisoning patients would go up to 80 in BRTTH alone.

He said that aside from the food poisoning cases in BRTTH, they were closely monitoring the other hospitals where other patients were rushed.

Rodrigueza was complaining of severe stomachache and was experiencing loose bowel movement since Monday afternoon, he added.

“The number of affected teachers is still growing, as we know it was a big group of teachers that attended the celebration and partook of the lunch. It could be more than a hundred. It’s not only us (BRTTH) that has been admitting patients but also other nearby hospitals, which have reported of patients with similar cases,” Rivera said.

Checked by the Inquirer, the other hospitals in Legazpi City that admitted patients with similar cases are the Tanchuling Hospital, 16 patients; Aquinas, 18; Ago Medical and Education College Hospital, 12, and Sta. Teresita and Estevez memorial hospitals with two patients each.

These hospitals refused to disclose information when contacted by the Inquirer.

Mayor Noel Rosal, accompanied by city health officer Sarah Vasquez, immediately made a round of the hospitals to check on the condition of the poisoned teachers.

I like the purpose of the foundation. Preparing the populace for Tourism culture for the ultimate purpose of preserving the presting beauty of Cagraray where Misibis is. This is very good, it will really prevent the a "Boracay Island fate" where the place is now in an almost irreversible sad condtion. Just read thru this and you'll be inspired...

Purpose

The basic aim of the foundation is to help prepare the people for the advent of tourism in the region. In fact, one if its pilot projects is in the island of Cagraray, where they have assisted in the creation of the Alyansa ng mga Barangay para sa Tourismo, an association of the 12 barangays in Cagraray Island.

Like a precursor of things to come, a sprawling, world-class residential resort is already making waves even as it is still under construction in Cagraray Island. Dubbed as Misibis Residential Resort, this recreational complex's initial size of 30 hectares will soon expand to 200 to set new global standards in seaside leisure and recreation. Without a doubt, other resorts and hotels will soon be sprouting all over the island.

Anticipating this toursm boom in the area, the CEDFI is working hand-in-hand with the Alyansa ng mga Barangay to conduct skills upgrading and training programs for island inhabitants. Together with the Technology and Livelihood Resources Center, they will soon be conducting short courses in tourism-related services such as Bartending, Dining Service, and hotel housekeeping duties.

The CEDFI is optimistic about this model for tourism promotion and livelihood development. After Cagraray island, the foundation is setting its sights on the entire province of Albay. If that is again successful, the CEFDI's ultimate goal is to have this program replicated in the rest of teh Bicol provinces, as well as other regions in the Philippines. With most of the country's population living below the poverty line, this program's creation is indeed appropriate and timely.

In the meantime, the Cagraray Island is humming with activity. Among the foundation's current projects is the Calinigan (cleanliness) Brigade, a barangay-based group responsible for keeping the island clean and green. It has also launched the anti-Bagla campaign, an island-wide behavior-modification scheme in which locals are taught that littering and indiscriminate throwing of garbage is socially unacceptable.

Most important of all, the CEDFI recognizes the fact that no tourism development project can be truly successful without the support of the local populace; this is why it believes that tourism promotion must start from the barangay level in order to be effective.

MARKETING AND PROMOTIONS SUPPORT

The foundation's support for Cagraray Island's barangays comes in many ways. One of them is direct involvement in promoting and marketing the island as a top-rate tourist destination.

While both the CEFDI and the island's Alyansa ng mga Barangay recognize the efforts of the Department of Tourism in promoting the region, they agree that a more pro-active stance needs to be taken, particularly in light of their desire to jump-start Cagraray's entry into the market.

One ground-breaking project of CEFDI was production and launching of a coffee-table book entitled "Cagraray, A Bicol Island-World". This slick, 184-page publication spotlights the incomparable beauty of the Bicol region, and brings to the fore, many unknown aspects of Bicolano culture. Featuring the photography of renowned photographer Sonny Yabao, and the literary skills of Anita Feleo and David Shenak, the book stands as symbol of wholehearted collaboration by a group of Bicolanos who wish to finally give the Bicol region its own place in the sun.

The CEFDI is the original exponent of the "Visit Legazpi 2006", a pioneering project which seeks to galvanize into action, the city's various sectors for the purpose of re-launching Legazpi and the provinces of Albay and Sorsogon as prime tourist destinations.

The projects will capitalize on the inherent drawing power of the iconic Mayon Volcano, as well as other well-known tourist attractions like the Cagsawa church ruins, Hoyop-hoyopan Caves, Cagraray Island, and the Whale Sharks (Butanding) at Donsol to help reposition the region as "the place to be"

I Think Cebu City and Province can easily afford Cable cars. It only cost Albay Provincial Coffers P10M. Thats way below Cebu's financial capabilities, would you agree?

How about trams for Cebu instead? Just like the ones in Hong Kong or Melbourne. You can have them ferrying passengers from the downtown area to the hilly part of the city. It would be very scenic too. Cable cars are useful if an area is considered inaccessible by other means - like the Misibis resort, which is located on an island that is not linked to the mainlaind by any bridges. I think most of Cebu is pretty accessible, don't you think?

Actually the cable cars of Misibis' main purpose is for tourism (sight seeing of Sula Chunnel) rather than as the main avaneu to transport people to Misibis. The resorts main means of access is from Bacacay thru ferry or from Legazpi port. The government is already in the works on finding funding to construct a bridge to cagraray island. I just hope they dont build those stereo typical philippine bridges (if u guys know what i mean). Im hoping for an Eyecandy suspension or center span cable stayed bridge.

Yes, Mayon is very much visible from Misibis. Apparently it is visible from as far away as Daet in Camarines Norte, on a clear day.

I remember everytime we go home to Bulusan, Sorsogon and its Pili harvest time. I dont only eat the nuts But also the flesh of the Pili, its quite tasty...very exotic...have u guys tasted the Pili flesh?

Actually, I've seen plenty. We used to have this land in Buenavista (a hilly place on the way to Manito, Albay) and Pili trees were all over the place. We used to pick them up from the ground. It was a strange place with huge rocks, apparently from an ancient Mayon eruption.

LEGAZPI CITY -- LOCAL government units have only until the end of this year to comply with the Solid Waste Management Act of 2000 (SWM) or face stiff penalties.

The warning was aired by the Environmental Management Bureau of the Department of Environment and Natural Resources as it intensified monitoring of non-complying LGUs nationwide.

Engineer Beth Fruto, SWM coordinator for Bicol, said LGUs have only until the end of this month to phase out their open or controlled dumps and pave the way for the operation of sanitary landfills as mandated by the law.

LGUs who fail to comply will be slapped with a P500,000 penalty and a citizen’s suit will be filed against them, Fruto said.

As of the latest report, at least 80 local government units that have undergone evaluation by the DENR-EMB have been recommended to the National Solid Waste Management Council for the filing of a citizen’s suit.

Among those listed are Obando, Meycauayan, Marilao, Hagonoy, Calumpit, Baliwag in Bulacan; Angeles City, San Fernando City, Mabalacat, Floridablanca, Apalit, in Pampanga; Muñoz City and Cabanatuan City in Nueva Ecija.

Labo, Capalonga, Paracale, Jose Panganiban, Vinzons and Daet in Camarines Norte; Oas, Tiwi, Rapu-Rapu, Pioduran, Polangui, Bacacay and Camalig in Albay; Palanas, Mandaon, Dimasalang, Baleno, Mobo, Milagros, Pio V. Corpuz, San Jacinto and Uson in Masbate; Donsol, Castilla, Sta. Magdalena, Prieto Diaz, Matnog, Magallanes, Juban, Bulan and Casiguran in Sorsogon; Pili, Caramoran, Tinambac, Goa, Calabanga, Nabua, Garchitorena, Libmanan, Ocampo and Ragay in Camarines Sur; Pandan, Gigmoto, Baras and Caramoan in Catanduanes.

Cadiz City, Leganes, Bacolod City, Bago City, Iloilo City, Victorias City, Valladolid, Talisay City, Silay City, Sagay City, Himamaylan, La Carlota and Kabankalan City.

Lapu-Lapu City, in Cebu; and Pasay City, Navotas, Taguig City, Manila, Malabon and Pateros in Metro Manila.

Fruto said other LGUs that are not listed will also be eventually included.

“It’s either they have yet to undergo inspection or they are under evaluation,” she said.

There was 1 incidence long time ago...a bridge collapsed because it was overloaded with expectators watching the Fluvial Parade. Many were injured and some died. Pity. Bridges are never really designed to carry "Dead Load" (stationary load). Thats why its scary to be caught in traffic on a bridge.

Its actually doing very well. Last time I checked almost 90% of the Lots were already gobbled up. Specially the properties near the beach.

Legazpi City

Legazpi City is a first class city in the province of Albay, Philippines. It is the capital city of Albay, and the regional center of Bicol Region. It is nicknamed the "Queen City of Southern Luzon".

Positioned in the geographical center of the peninsula and the between the two island provinces of Catanduanes and Masbate, Legazpi has the strategic advantages of being a commercial, institutional, and transportation hub. Legazpi City is the southernmost terminus of the Philippine National Railways Main Line South. It also has a national port handling export.

According to the 2000 census, it has a population of 157,010 people in 30,612 households.

Culture

The Ibalong Festival is the grandmother of all festivals in Bicol. It was begun in the early 1990s and is held every October to coincide with Legazpi Port District fiesta. Legazpi is also home to Albay's Magayon Festival held the whole month of May.


Tourism

Legazpi City is the top tourist destination in Bicol as it lies 15 kilometers southeast of Mayon Volcano, the Philippines' most famous volcano. It is also the convenient jumpoff point to other tourist destinations in the region because it has the only trunkline airport in Bicol, Legazpi Airport. Legazpi Airport can accommodate medium haul jets as big as the Airbus A320, Boeing 737-400, and Boeing 727. In fact, tourists visiting Donsol, Bicol's emerging eco-tourism destination, have to make the obligatory stop by Legazpi Airport.


Transportation

Legazpi Airport, with a runway of 2,280 meters, is the region's gateway and trunk line airport. Philippine Airlines flies daily to and from Manila. South East Asian Airlines flies to and from Cebu City on Mondays and Fridays. Alternate sites for relocation of the airport and upgrading into international are Bariis (farther from ash fall) and Alobo (15 kilometers from Mayon's crater).

Commerce

The largest mall in Bicol is Pacific Mall/Gaisano Metro Legazpi Department Store and Supermarket, serving as the centerpiece of Landco Business Park. Prior to the opening of Landco Business Park, homegrown Liberty Commercial Center (LCC) Legazpi was the region's largest retailer. It has expanded to Naga City (LCC Central Mall). A. Bichara Silverscreen and Entertainment Center is a multi-story haven of shops, bistros, and cinemas.

The seat of city and provincial offices and lately blooming into a new downtown, Albay District (also Old Albay or simply Albay as the district was the capital town of the Province before merging with Legazpi) has bistros that remain open till late at night; some shops and restos are open 24/7. Legazpi has three Jollibee stores: two in Port District (LCC and Pacific Mall), and one drive-thru in Albay, beside Mercury Drug/GTS and in front of Quick and Hearty.

Legazpi City is connected nationwide and the rest of the world through up-to-date communication system. The City is host to two cable TV operators, DCTV and ESTV. The City also hosts cellular and landline phone operators, Digitel/Sun Cellular, Globe, PLDT/Smart; and local MATELCO, offering mobilephone, fax, data, and DSL Internet services. A number of AM, FM, and TV stations including GMA (TV 12 and Campus Radio), ABC through its affiliate station TV 6 (ABC/PBN), and ABS-CBN TV 4 and MOR FM broadcast local, national, and international news and shows. GMA TV 12 (10 kW), ABS-CBN TV 4 (10 kW), and MOR FM (5 kW) set up their transmission towers on top of Mt. Bariw, virtually expanding their broadcast reach not only province wide; these stations could be seen and heard deep into Camarines Sur, Catanduanes, Sorsogon, and Masbate, and even outside the Region: they have tuners as far as Northern Samar.

Legazpi City has two air-conditioned arenas: The Albay Astrodome in Albay District and Ibalong Centrum for Recreation (ICR) near Landco Business Park. For a number of times, these arenas served as venues of PBA games. In the past few years, only Legazpi could host PBA games because other cities in the region do not have air conditioned arenas.

The Miss Asia-Pacific pageant was held in the ICR in 2001. AUL has a brand-new gym with PBA/NBA sized courts and ring/boards. It only needs air conditioning and it could host regional and national games, amateur and professional; ditto Divine Word College gym. The city's hotels and convention halls regularly host regional and national conventions and seminars; In 2002, Albay Astrodome even hosted an international convention of the Free Masons; on November 27, 2003, about 4,000 members of the Philippine Institute of Certified Public Accountants (PICPA) attended its 57th annual national convention.
