so why park? for me it is not ideal for another mall, it will just add to the decongestion in our cbd. for me a park is ideal to that place because it will serve as a bufferzone in that area. imagine a greenery public space at the middle of a city, like the central park in new york.
for a mall? well lets just keep them outside the skirt of cbd or central bussiness district.
so what do you think guys?
This is a nice concept...green....pero ano kaya kung talagang puro green na lang...huwag ng lagyan ng playground or something? parang may gubat at the heart of the city.:)
Kung magkaroon ng gubat at the heart of the city eh di malaki na ang kahati natin sa paglanghap ng mga carbon monoxide at iba pang air pollutants gawa ng vehicles,etc...mababahayan pa yan ng mga ibon..so darating ang araw marami ng mga humuhuning ibon dyan sa part na an kang legazpi city..
eh di ang galing!! sustainable development talaga..asa ka pa!! city resort na ini!!

That's right Matt. Originally they planned to build a mall. It was supposed to be called City Mall way back in 1995 if i'm not mistaken.They even erected a perspective of the mall along Rizal St much to the excitement of the Legazpenos.At that time the city govt is still negotiating with developers.LCC's Metroland Properties won the bidding. I presume that's the rendering of the mall supposed to be built by LCC? ^^By 2000 the leasing ofice of LCC is already inviting lessees, including our company so I got to see the floor plan of the mall. I was impressed with the design of the mall because it includes a multilevel parking & bowling lanes. I think this mall didnt materialize because Landco is already building its own mall at the time when LCC is just on the planning stage. Another reason is that the dispute between the tenants of the burned public market and the city govt is not yet settled even until now.

ryaj April 19th, 2009, 09:18 AM hay just went home for a 3 day vacation sa legazpi, i have a bad experience with the guy in the lignyon hill, mahambogon, its not so customer friendly ung taong yun, sisigaw sya ng pakibasa man tabi kang city ordinance. they dont practice customer service. TSR pa nmn ako and i value customer. suggestion ko lang dun is be tourist friendly panu kung tourist ako negative agad and experience ko hay..
share ko lng to saindo mga kapatid.

TIWI, Albay, April 19 (PNA) -- The Aboitiz Power Corp., the holding company for the Aboitiz Group in power generation and distribution, is set to take over the Tiwi geothermal power facilities next month following its down payment of 40 percent or P8 billion from the company's internally generated funds.
Located in the municipality of Tiwi, this province, the Tiwi geothermal power facilities and assets were previously owned by the government-run National Power Corporation. The power plant can generate up to 289 megawatts (MW) of power.
It can be recalled that the Power Sector Assets and Liabilities Management Corp. (PSALM) has declared AP Renewables, Inc. - the corporate vehicle the Aboitizes used to bid for the Tiwi-Makban geothermal power facilities - the new operator of the two power plants in Luzon.
PSALM, the government's power privatization firm, disclosed that the AP Renewables, Inc. offered a bid of US$ 6.888 million, higher than the US$ 8.44 million bid of the Lopez-controlled Energy Development Corporation.
The Cebu-based Aboitizes said the Aboitiz Power Corp. has funds from the IPO and issued fixed rate notes last December sufficient for the 40 percent down payment.
Aboitiz Power Corp. was able to raise P3.8 billion from the issuance of fixed rate notes in December.
The down payment, which includes money from the company's market debut and issuance of fixed rate notes, has also secured the power corporation to run the Makban facility-situated at the boundaries of Bay and Calauan towns in Laguna and Sto. Tomas, Batangas-with a capacity of 458.53 MW.
The remaining 60 percent will be paid for a period of seven years.
The Tiwi-Makban power plants would be the first geothermal facility in the Aboitiz Group's portfolio. (PNA)

Yes, we can expand Legazpi's cyber/BPO Park here, as an extension of the Embarcadero's.
A casino can be a good attraction to tourists provided it is located in a 5-star hotel.
A theme park will also be a very good attraction.
Yes, it is about time that Legazpi/Albay builds new athletic facilities equipped with modern track & fields arena, swimming pool and the like.
Brandon, Plantation Bay is a resort that offers several large swimming pools one of them with sea water. The sea water is replaced I think every 3 or 4 days. Although the resort is beside the sea, its beach front is not good so they decided to build a man made beach. Their facilities are 5-star quality. Even Mactan Shangri-la and Cebu Hilton's beaches are articificial. They transferred white sands from nearby islands to their beach area. I think we can do the same to our beach fronts here. We have I think some white beaches in San Miguel and Batan Islands as our sources of white sands.

Oli, it is...my knees woobled especially on the way down... Sayang, I should have taken a picture of a bovine indigenous to the place, but thinking the creature is a distant cousin of those in Tasmania, I changed my mind fearing that startled with a flash it would charge at me; I'm certain it is sure footed in seconds it would have pushed me down one the steep sides :lol: I wonder if Dex had the same face-to-face encounter with the animal.
Now seriously: if I were a theme park developer, the hill's terrain looks perfect for a roller coaster; albeit care should be done to preserve the flora, which I'm sure provide habitat for winged and ground creatures.

Hahaha! Weird! parang multo. Hahaha! Pero in fairness it looks nice. Kaso lang parang ang lamig dyan, in contrast to the hot-tempered Mayon.

this lot about half an hectare along tahao road is leased by SAVEMORE according to a raliable source because its a first hand information. for those who dont know, SAVEMORE is a hypermart type and is also owned by SM group. the lot is owned by the Beltrans which is also one of the owner of the F. imperial st. lot that is rumored to be undernegotiation with Makro according to our previous threads.

maybe its not far that SM is also negotiating a lot for SM City maybe somewhere in tahao raod. and maybe it is the secret mall mayor rosal is refering to...just my opinion hehe.:)

ayawu April 21st, 2009, 09:26 AM Suddenly there's a deluge of ideas after a lull. Regarding urban planning, yes an Engineer is not qualified to be an urban planner. Minimum for this requirement should be an architect. It was part of my curriculum when I was still studying. Although the best will be those who have taken up a masters degree in urban design or planning. Urban planning is not merely allocating commercial, residential, & industrial zones for the city. It also includes social behavior of people in an urban setting, how city infrastructure affects their daily lives and ultimately their behavior. Urban planning can tackle crime rate by creating communities with mix income groups rather than segregating communities based on their income. Also by opening up public spaces where people of different walks of life can mingle together, etc.
In this regard I'd like to share to you guys these youtube videos regarding the urban renewal that happened in Bogota, Colombia. This is very inspiring and has very sensible notions of how city living should be. It is also in part a documentary of the BRT system in Bogota which I believe is very doable in Legazpi. If an official of the city finally sees the potential of such project and the benefits it will bring to the urban living conditions of Legazpi it will be a great day for us all. This is the only way that the city can go regarding public transportation since the is city relatively small and the city streets have no more space for expansion. The concepts I learned from these videos, along with my experiences as a Sim City player, suggest that urban planners have to build a lot of leisure parks to make the city more livable. As of the moment, I'm glad we have the Lignon hill as the premier leisure spot in the city. We have to build more!
As for jok's idea, it is good but I think the lot is more suitable as a parking space and a leisure park (with gardens) at the same time. Engineers and architects have to converge and make ideas on how to combine these two. What do you think?

Since it will be the first in the world, I think we need a lot of great minds to think about how can this be a possibility. alongside with that, studies plus the constructions have to be carefully made so it can be considered safe and that accidents would be avoided. However, as this will be a "first," it can be a very good tourist attraction! :)

Anyway, excellent ideas for the utilization of the Sleeping Lion Hill for tourism purposes! But for me, I'd rather keep it the way it is right now. Maybe just a simple view deck at the summit will do and a facility to provide access, such as a simple funicular railway that will transport visitors up and down the hill.

^Yup, Legazpi has a beautiful harbor indeed. It's cool that Embarcadero actually complements the natural beauty of the harbor. I'm not sure about the next few buildings. I hope they do fit in nicely.

That reclamation on that side of the hill i believe, will be the site of the IT park...

Legazpi City (21 April) -- Some P400 million worth of sensitive equipment for disaster mitigation acquired by the National Disaster Coordinating Council (NDCC) will be fanned out to the various disaster coordinating councils in time for the second half of the year when typhoons normally occur. This was the assurance given by DND Undersecretary Anthony T. Golez, Jr., Executive Director of the Bicol Calamity and Rehabilitation Efforts (Bicol CARE), in last week's blessing and turn-over of the rehabilitated/repaired facilities of the Philippine Air Force Technical Operations Group in Bicol.
Golez said the NDCC has been focusing on the importance of disaster preparedness and with the acquisition equipment in disaster management the capability of the local disaster coordinating councils will be enhanced. Among the sensitive equipment acquired by the NDCC is the thermal imager which has the capability to scan for images of calamity victims within a radius of 300 meters even during situations of very poor visibility, Golez said.
He added that the NDCC has also acquired a mobile cellsite which can be deployed to areas rendered powerless by natural calamities and in effect restore communications among agencies for immediate disaster response. Golez said the community can expect the local government units to be more prepared in disaster mitigation particularly those in Bicol after the terrifying experience from Typhoon Reming in November 2006.
He also announced that President Gloria Macapagal Arroyo has approved a 12-month extension of the Bicol CARE for a complete reporting of the various rehabilitation projects accomplished from the P10 billion funding granted by the government after the onslaught of Tyhoon Reming.
Among the rehab project undertaken through the Bicol CARE is the rehabilitation of the facilities of the PAF technical operations group at the Legazpi City airport site.
Undertaken by the Department of Public Works and Highways (DPWH) the project costs some P17 million with the scoop of work covering the replacemnt of the covered hangar and other buildings like that of the motorpool, and supply and storage for P10 million while P7 million was spent for improvement and asphalt overlay of the parking ramp and apron, and the concreting of the Helipads.
DPWH Bicol regional director Orlando Roces led the turn-over of the project documents. PAF Col. Francisco V. Carada, TOG5 commander who said that the facilities will enhance the operational capabilities of the Philippine Air Force in this part of the country which is considered as typhoon prone area.

Legazpi City — Some 500 delegates from 13 regions of the country who attended the 6th Philippine National Corn Congress from April 16 to 18 at the Albay Astrodome here passed at least six resolutions aimed at protecting and uplifting the corn industry. Among the resolutions include the request for the Philippine government, through the Department of Agriculture and the Tariff Commission, to suspend the free tariff extended to feed wheat importation.
The corn farmers said the shortfall in corn production had forced the government to declare free tariff on feed wheat. While another resolution requests the Bangko Sentral ng Pilipinas (BSP) to grant the Philippine Maize Federation Inc. an application to set up corn farmers’ cooperative banks initially at Regions 1, 2 and 12.
Their third resolution seeks to reconsider and approve the motion of the Phil. Maize Federation to increase the support price of corn at P13 per kilogram. Organizers explained that this resolution is addressed to the DA and the National Food Authority (NFA).
They also requested the national government through the DA to increase the support fund for corn in preparation for the implementation of the ASEAN Free Trade Agreement (AFTA) in 2010.

LEGAZPI CITY, April 21 (PNA) – Bicol Regional Development Council and Albay Governor Joey Salceda has urged the Philippine Ports Authority (PPA) to restore the construction of Pantao Port project in Libon, Albay. “The point is the province is taking a strong stand that should make Pantao port an integral part of economic development,” Salceda said.
According to the governor, the provincial government is working hard to get Pantao port restored. “The two roads, Libon - Pantao and Ligao – Pioduran are vital signs of our continuing commitment to the project,” he said. “There is no reason for the PPA not to finish the project because all network roads have been completed,” the governor said.
Salceda also said the Office of the President has instructed the PPA to proceed. But the PPA central office is yet to announce when they will start the project. Pantao port is being developed and classified as an international sea port based in the north west of Albay.
Governor Salceda also stated that out of P800 million budget for Pantao port project, only P104 million has been utilized by the PPA. “We are pushing for the urgent restoration of the project so that we can now fully start our livelihood and development in the area,” he said. (PNA)

LEGAZPI CITY – The Provincial government will finance the college education of about 1,600 students starting this school year under a “study now, pay later” scheme.
Called the Higher Education Contribution Scheme (HECS), the pilot scholarship program is patterned after an Australian model and will be managed by the Education Quality for Albayanos (Equal), an office of the provincial government.
It has a budget of P38 million for school year 2009-2010, with the province initially allocating P16 million, Governor Joey Sarte Salceda said.
Program funding may reach P1 billion in six years, or P150 million in releases per year, coming from the national government, international foundations and aid agencies or borrowings, he said.
A close economic adviser of President Gloria Macapagal-Arroyo, Salceda explained his dream of an Australian model in Albay.
“Once an Albayano finishes high school, he just enrolls in any college and degree he chooses and automatically, the government pays for his tuition and even stay stipend which he will pay only when and if he gets a job,” he said.
“Hopefully, after the fourth year, we can increase the limit to cover the full tuition and all other incidentals and even provide a stipend. And by the fifth year, we hope to expand the beneficiaries even to those studying in UP [University of the Philippines], Ateneo [de Manila University] and UST [University of Santo Tomas].”
The program targets community colleges and units of the Bicol University (BU) in Polangui and Guinobatan towns and in Tabaco City.
Under the HECS program, students can apply for P5,000 in loan per semester for the entire course, with a yearly interest of 8 percent.
The student will pay only when he is employed, with amortization fixed at 3 percent of his salary via the Social Security System or the Government Service Insurance System until the amount is fully paid.
If he does not get a job or earns nothing, he pays nothing at all. If he loses his job, then he also stops paying, Salceda said.
“That should compel the government to improve the educational system so he gets a better-paying job,” he said.

@DX, the lagoon size i think is enought for wakeboarding facilities as you can see the scale of the crane compare it to lagoon and i dont think they will put up a lagoon such large as CWC. but again im not sure about the purpose of this lagoon, who knows it might be a legazpi yacht club...hehe much better,sosyal:banana:

That problem can be solved by a safe marina where boats can take refuge whenever there is a storm. The Sula Channel near Misibis has been used as a safe harbor for ships since the Spanish era.
However the question is whether there will actually be yachts, in the first place. :lol: I don't think there are many Albayanos who can afford to own a yacht. Hindi naman tayo kasing-yaman ni Willie para magkaroon ng sariling yate. :lol:
Maybe the rich Japanese/Korean retirees who will be living in the planned retirement village in Puro can.

Yes it is possible and feasible for Legazpi City to have a yacht club..Legazpi City is strategically situated in the Albay Gulf...A gulf as defined here:(http://www.elook.org/dictionary/gulf.html) "[noun] an arm of a sea or ocean partly enclosed by land; larger than a bay"...In the case of the Albay Gulf, it is not only partly enclosed, it is almost 80% enclosed by land...thus favorably creates a smooth sea or harbour...Now Embarcadero even created a much more controlled sea environment:that manmade lagoon, a perfect home for yachts..or a yacht club...
You have to remember that almost the entire philippines is prone to typhoons...and not just in Legazpi City...And this phenomenon shouldn't be a hindrance for us to have a nice yacht club...Subic, manila and mindoro created their own sailing clubs so why can't we? Ano ba naman ang pinagkaiba ng legazpi city sa kanila..eh daanan naman sila ng bagyo? Legazpi City has a very nice harbour and at par with that of Manila and Subic:)

garycooper April 22nd, 2009, 09:18 AM I am not really a big fan of these festivals because as I see it, they are all the same, except for the Kalibo Ati-Atihan which is the original. The rest are all the same, with colorful costumes and some dancing. Take for example in Bicol, in Cam Norte we have the Pineapple festival where the dancers are dressed in pineapple like costume or in Sorsogon - the Pili festival where the dancers are clad in pili like costumes. Their dances and the tempo are almost all the same just like anywhere else in the Philippines. There should be something more authentic and original if you want to be remembered. What is the difference between the Magayon and Ibalong Festivals? Again, as I see it, they are the same.

of course i don't want Legazpi City's skyline to be as crowded as this...But the thought of having a yacht club like this^^ in Legazpi city's Embarcadero is so cool!:)
This is the kind of coastal development that I envision for the Dapdap-Puro-Maslog beachfront, minus the crowded urban center and the highrises. if we want to develop that area we should make sure that it is within environmentally acceptable norms. As they say, if we want to do it, let's do it right this time.
As to the yachts, I don't think Legazpi or even Bicol is ready for it. The Subic Yacht Club is not even that successful even with the level of development that was done by the developer - Vicvic Villavincencio of the Kamayan fame. Secondly, the accessibility of a yacht club in Legazpi maybe a problem to yacht enthusiasts in Metro Manila because of its location. As far as I know, the danger in the dreaded San Bernardino Strait is still there. If our yacht club is in the Western part of Albay, it might just work because they won't pass San Bernardino.
Lastly, how many in Albay can afford to buy a yacht worth P5.0 to P10.0 Million each?

Well it's not really being shortsighted about it, but it's a case of just being practical. Maybe a yacht club will become practical when we reached that stage like what it is now in Mactan. But spending billions now at something that is very risky where success rate will not be even 50% is not being practical. At this point, I would rather spend those billions in something that will have medium or near term returns. If we are talking tourism, then those high end resorts and hotels will be practical as proven by Misibis. it will just be a matter of marketing it. Then support it with some sports related activities. If Gov. LRay wants to bring wakeboarding in Legazpi, then by all means let's give him the support. This can be short term in nature but it sure can attract the crowds. All he has to do is invite those Manila celebrities to come just like what he has been doing at CWC to prop up marketing. And he was successful in it. The mere presence of those stars attracts the crowd.

Legazpi doesn't necessarily need a Yacht Club right now... If I am not wrong Embarcadero will already incorporate a Marina Dock for their jump off fast crafts to Misibis. Legazpi City – Albay Gov. Joey Sarte Salceda reported 98 percent hotel occupancy in Albay as tourist arrivals increased by 51 percent during the last Lenten season. Salceda, in a text message, stated that its natural attractions like Mayon Volcano and its strategic position make Albay a natural hub and entry point to Bicol destinations such as Donsol, Sorsogon which is noted for the whaleshark (Butanding) interaction or watching and Camarines Sur Watersports Complex (CWC) in Pili town for wake boarding.
Salceda said that with five (sometimes six) flights to and from Manila and other airports, the Legazpi Airport is now one of the busiest airports in the country today. Thousands are taking these flights or ride in air-conditioned buses to attend the month-long Magayon Festival being held in this city from April 1 to 30.
Flights bound for Legazpi City are fully booked because the 6th National Corn Congress is also being held at the Albay Astrodome in this city from April 16 to 18 with delegates from all over the country. Likeweise, members of the Philippine–US Balikatan humanitarian mission are also taking flights to this city. The Balikatan mission is being held in Albay, Sorsogon and Masbate from April 1 – 30.

Brandon32 April 23rd, 2009, 03:51 AM Para sa akin the soonest dapat magkaroon tayo ng sailing club....and our local government should exert the effort to market such project and attract members both foreign and local...We need to expose the city's potentials (as a lucrative place for business, leisure and tourism)to these kind of people(the wealthy)...kasi for sure sila-sila rin ang mag iinvest sa lugar natin...Pag na organize na ito...the government could come up with several international sailing tournaments using parts of the Pacific Ocean and the Albay Gulf as its playground ( this could become an annual event,itapat pag summer)...Pag mapuno ang Albay gulf with these kind of vessels, sailing! tapos kunan mo ng pix with mayon and the city on its background...asa ka pa!!! eh di ang ganda!
We have our very own Albay Gulf...matagal na yan nakatiwang-wang lang.why not make use of it to propel sustainable development in our province...

joks_25 April 23rd, 2009, 04:38 AM my friend working in PAGCOR here in manila recently told me that pagcor will invite players around the world to play at the LKY hotel cassino(former MIH)when it opens, the cassino of LKY hotel will be handled by pagcor. when the international players arrive in manila, they will be transported by private hellicopter from manila directly to LKY hotel. so if that is the case maybe LKY hotel will be having its own hellipod. great news for Legaspi.:)

Yes, you can be sued for copyright/trademark infringement but since it's very expensive to sue someone over a small piece of logo, di na lang tinutuloy ng mga companies. It's not worth their effort, time and the millions they make. Some of the renderings i have seen don't use the actual logos but logos that have similarities to them. If you think about it, free ads na yun para sa kanila. It just proves that sikat talaga yung company nila.

The idea of monsi of a ^^ roller coaster rides is perfect in that rolling hills, behind the MIH..Parang mas matarik dyan at mas maluwag...Even the "tram" that was posted by dx, and the view deck suggested by joks are perfect in that area...diba dyan din banda yung ginagawang daan? so perfect location sya kasi accessible na by vehicles..:banana::banana:

LEGAZPI CITY, April 23 (PNA) -- Tourism authorities will conduct regular inspection of all tourism establishments and transport groups to protect local and foreign tourist that might fall victims of inferior establishments in Albay.
This was the standing order recently issued by Albay Gov. Joey Salceda for the provincial tourism office in close coordination with the Department of Tourism (DOT) in Bicol to conduct inspection and dialogue with owners of business establishments and transport organizations. The directive stemmed by the influx of local and foreign tourists in the province that could trigger problems such as price gouging and service deterioration with tourist are forced towards inferior establishments.
In his directive, Salceda said establishment would be checked on their DOT accreditation and local business permits, including their service facilities. Salceda said that while the provincial government has invested to promote tourism to benefit local businesses, it must now balance this with regulations to protect tourists and the environment in order to make it sustainable.
“We have an existing provincial tourism code which we must now implement more vigorously,” he said. Albay is holding its traditional Magayon Festival a month long revelry in April, the festival aims to promote the province's culture, trade, tourist destinations that would impact on the economy of the province.
For this, Albay hotels registered a 98 percent occupancy rate as tourist arrivals leap by 51 percent. He said ”with its own natural attractions like Mayon and Tiwi geothermal, Albays geo-strategic position makes it the natural hub and entry point into Bicol destinations like Donsol for Butanding interaction and Camarines Sur Water sport Complex (CWC) wakeboard complex.”With five daily flights Legazpi airport is the busiest airport in the region.
New tourist facilities are rising like Misibis Spa and Resort, and Embarcadero, owned by locals but managed by national corporate chains. (PNA) FFC/LQ/MSA

LEGAZPI CITY, April 24 (PNA) -- The Australian government through their embassy in Manila has announced that Albayanos are invited to apply for Australian Leadership Awards (ALA) scholarships.
Albay Gov. Joey Salceda said the Australian Ambassador to the Philippines Rod Smith informed him in a letter that qualified Albayanos could now avail of the ALA scholarships. The ALA scholarship is one of the Australian government scholarship programs managed by the Australian Agency for International Development (AusAID). “This is a rear opportunity for Albayanos to expand their expertise in different fields,” Salceda said. Australia provides more than A 3 million worth of scholarships annually throughout the world.
The ALA scholarship provides funding for study at masters and Doctorate levels in Australia’s leading education institutions. Salceda said around 150 scholarships are being offered for students from countries within the region to study at Australian universities in 2010, including candidates from the Philippines.
A scholar will be selected on merit from a highly competitive regional pool on the basis of demonstrated leadership qualities and academic achievement. Study program must relate to AusAID’s priority areas of focus, which include disability, economic growth, education, environment, food security, gender, governance, health, human rights, infrastructure, regional stability, rural development and water and sanitation.
Students at Australian universities are taught by academics recognized internationally for quality research. Australia’s major universities are consistently ranked among the top 50 in the world by the Times Higher Education London and make major and world-leading contribution to international research projects and initiatives.
Since 2007, the Australian scholarship granted 35 Filipinos in various fields including public administration, public policy, environmental and natural resource management, international trade, international law, justice and law enforcement, and disease pandemics. DARAGA, Albay—The government is speeding up the acquisition of 200 hectares of land to build the P3.4-billion Southern Luzon International Airport here in Daraga town, Mayor Cicero Tiumfante said Friday.
He said officials had consulted 216 landowners to be affected by the airport’s construction in Alobo village, and he was optimistic they would agree to sell.
The airport’s runway will cover 187 hectares and affect 194 landowners, and its 1.5-kilometer-long access road is expected to dislocate 22 more.
The government is also negotiating to acquire 10 hectares to resettle residents who will be affected by the airport’s construction, according to officials.
Albay Gov. Joey Salceda said the feasibility study for the airport had been completed, and that the bidding for it would be held on April 30 and May 15. Mar Arguelles

1. An educated forumer said that their province badly needs an airport upgrade. I completely agree with him... However, there are several forumers there who had gone as far as lambasting our province just to advance that cause. One even went as far as saying that he is praying for the federalism to push through...Such a shortsighted vision. A very parochial thinking...Just to get what he is wishing for he is willing to swallow this very dangerous proposal...If only he is reading the columns of respected economists, maybe he would not have said that. Just for the sake of argument that federalism will indeed materialize, how sure is he that all the residents of Camarines will vote for his preferred choice as the state capital? As I understand, a great number of Rinconada residents have attachment to our province because they obtained their eduacation from BU.
2. A self-proclaimed objective and impartial forumer said that the RDC is our province's council just because of an article in a supposed to be "regional" tabloid concerning the implementation of two mega-projects in our province. If only he has a good memory he would have remembered that the same tabloid carried a news story several weeks ago that those two were not the only projects endorsed by the RDC for implementation? A number of those were located in his province. One more thing, isn't he aware that the council is composed of all the governors of the region. To say that only our province has the say on what projects to endorse is a great disrespect to the other governors. I hope that they were not able to read his post because they may be fuming with anger now.
3. I understand that this brouhaha is all about the SLIA. It seems that these forumers are thinking that the project was only hatched during Joey Salceda's term. As far as I can remember this project was in the drawing board way back in the 90's when the governor of Camarines Sur was the all-powerful Luis Villafuerte. Would you in all honesty believe that Al Francis Bichara (with all due respect to him. He was a good governor) was able to cow Luis villafuerte into submission to have the airport here in Albay. It was a consensus to have it here! And not just the whim of a single individual!
4. Lastly, just my two-cent worth. I have nothing against CWC. It was such a great project. But to use it as the only reason to locate the international airport in Cam Sur and the only anchor for tourism for me is not enough as it can easily be replicated elsewhere. I just can't cant imagine how the proposed Silang watersports complex would affect CWC. Considering that it is a private undertaking, I believe that it is aimed to rival if not surpass CWC. What else is their goal? It is the CWC which is the most popular complex in the entire country. We are not yet talking about here the effects if the proposal to putup the same complex at the back of embarcadero will materialize. And i would like to add that it is not farfetched because the one who said that to me is a friend who is one of the right-hand men of the developer and at the same time helped in the preparation of the feasibility studies of the entire embarcadero project. And it was really L-ray Villafuerte who broached the idea to the developer and not the other way around. Maybe he would have seen the potential of the venture here in our province. I am not name-dropping here guys. I would just like to drive home a point.

Anyway what i would like to share here is the idea of connecting the islands east of Albay, and, the sorsogon municipalities of Castilla and magallanes with world class bridges:banana::banana:
The most practical would be the magallanes-castilla connection coz it will definitely shorten the travel time of the manila bound buses coming from the matnog pier, and, agricultural and aquatic produce of the southern municipalities of sorsogon will gonna have an easier and faster access to the Legazpi, Daraga, and Sorsogon City markets and vice versa...:banana::banana:
But Connecting the CRABS with bridges will also bring justice to the people thereat and their produce will now have a faster and easier access to the Tabaco and Ligao markets:banana::banana:

LEGAZPI CITY, April 20 (PNA) — The provincial government of Albay is obsessed with the desire of producing a huge throng of college graduates.
One from each of its about 200,000 households, at least.
“Every house must have a college graduate,” according to Joey Salceda, the provincial governor, as he shared to PNA his central beliefs that “education is a basic human right which makes it a duty of government” and that “only education can make development happen and make that development shared by all”.
His administration, Salceda said, subscribes to the policy of universal access to tertiary education, the reason why the provincial government had put in place a specialized program office dubbed as EQUAL or Education Quality for Albayanos. This office primarily serves as secretariat of the Special Education Fund (SEF) that has been increased from P6 million in the previous years to P12 million last year.
That makes Albay the first and only provincial government in the entire country with a department dedicated to education and Salceda said the next step is to institutionalize EQUAL via legislative measures from the Sangguniang Panlalawigan (SP) making it a permanent office versus its current status as program office.
While SEF is dedicated to basic education and its best use is improving and giving incentives to classroom performance, EQUAL has adopted the role of further enhancing teachers’ capability through a competitive subsidy program for masteral thesis at P60,000 and doctoral dissertation at P100,000.
This subsidy program, the governor said, applies only to Albayano teachers taking masteral and doctoral studies in universities and colleges within the province. “We are initially budgeting P2 million for school-year 2009-2010 for this program and adopting a target of 150 PhDs and 600 masters in our educational sector,” he said.
The bigger and rapidly expanding role of EQUAL, on the other hand, is the management of the province’s scholarship program which has a budget of P38 million in 2009 to support 13,750 scholars in tertiary education. These scholars are to be enrolled with community colleges and campuses of the Bicol University (BU) in Tabaco City and the towns of Guinobatan and Polangui, all in Albay.
“Like a horse pulling a cart, the assurance of access to tertiary education should serve as an incentive for students finishing high school and, to do that, they should finish elementary. That should pull up our cohort survival and moreover, making access to higher education universal would improve our participation rate,” Salceda said. This scholarship scheme is also innovative as it is “beneficiary-led” procurement, he said explaining that when the scholar enrolls in a community college, the school will bill the provincial government.
Thus, the province does not pay for a service that does not benefit a constituent and “if you do not benefit from the scheme, it is because you did not avail of it”, he added. Targeting local community colleges and BU satellite campuses for this scholarship program, Salceda said, is largely to support their viability which makes college education more affordable as families save on transportation and board and lodging when their children go to college in their own town.
To advance further towards universal access to tertiary education, the province had also adopted the Higher Education Contribution Scheme (HECS), an Australian model for which the provincial government has initially provided P16 million for SY 2009-2010. Under this program, those who enroll in BU Main Campus and Albay-based private colleges can apply with EQUAL for a loan of P5,000 per semester for every semester for the entire course.
Payments of the loan will only be done once the beneficiary is employed with amortization fixed at three percent of his monthly salary through the Social Security System (SSS) or the Government Service Insurance System (GSIS) until the amount is fully paid computed at eight percent annual interest. “If he does not get a job or earns nothing, he pays nothing at all. If he loses that job, then he stops paying. That should compel the government to improve the educational system so he gets a job and government gets paid,” Salceda said.
The governor said he intends to escalate this program to a portfolio of P1 billion in six years or P150 million release per year through funds mobilization from the national government or international foundations and aid agencies or even borrowings. “My dream is that, like in Australia, once a child finishes high school, he just enrolls in any college and course of his choice and automatically, the government pays for the tuition and even stipend which he will only pay back when and if he gets a job,” he said.
This new initiative will upscale EQUAL’s budget to P60 million this year and to P76 million in 2010. That makes EQUAL one of the biggest offices of the province next to the Provincial Health Office, Salceda added. (PNA)

And to make it clearer, that Albay District used to be a separate town from Legaspi town. When the city was created, the two were merged. That is why there are two districts--Albay District and Legazpi Port District. My hometown was a salimpusa, hahaha!

LEGAZPI CITY, April 29 (PNA) --- The government is pushing through with two major infrastructure projects worth P700 million in Bicol region this year, according to the Regional Development Council (RDC). Albay Gov. Joey Salceda and also RDC chairman, said the projects were the Southern Luzon International Airport in Daraga, Albay and the rehabilitation of the Pantao Port in Libon, Albay.
Salceda said the implementation of the two pipeline projects gained approval at an RDC chairmen meeting held in Malacanang on Tuesday. The Department of Transportation and Communication (DOTC) bowed to restore the Pantao Port in Libon town which was heavily destroyed by super typhoons Milenyo and Reming in 2006.
The DOTC also committed the construction of the international airport in Daraga, Albay. Philippine Ports Authority acting general manager Claro Maranan said was committed to rehabilitate the Pantao Port in the third quarter of this year. The PPA has allocated P100 million to start up restoration work at the ports phase 1 area.
Salceda, however, said that the PPA must upgrade the original specifications so the port could withstand 244 kph wind instead of the 176 kph original design. Moreover,it should be insured not just for fire but for typhoons and storm surges. DOTC has sought the help of province in fast tracking the site acquisition component of the Southern Luzon International Airport project.
Salceda directed the Provincial Planning and Development Office to assist the Daraga local government unit in working out with the land acquisition component of the project. He said Bicol RDC will convene on May 6 to update status and monitor developments of these two projects.(PNA)

This will be used as an emergency evacuation center when a typhoon hits. In times when there is no typhoon, it will be used as a training center for both government and private agencies.

Requires heavy spelunking.

She wasn't the clear winner because most of the awards went to Iriga City's Linda Backlund, a former PBB Teen housemate. But Linda was somewhere between Mars and Jupiter during the Q and A. Patricia also received some awards including the Best Designer for the Philippine terno event. Anyway, Patricia was very good in the Q and A. I think she is also the reigning Mutya ng Ibalong. Congratulations, too to her runners-up, Katherine Lagrimas from Nabua, Camarines Sur and the girl from Ligao. The pageant was boring, pero yung Q and A woke me up.

Albay District is the "cultural center" of Legazpi. The phrase is quoted because it's just a personal opinion. Most concerts, shows, and other similar activities are held there. Legazpi Port is the business center, although I would say Albay District is catching up. The pace of development between the two areas is somewhat uniting the two districts. If you tried going to Lignon Hill, you would have seen the breadth of the city.
Speaking of development, Daraga will soon have its own terminal complex. It will be built near the Lakandula Drive-National Highway junction, at Bañag. Rd, our fellow forumer thinks Legazpi's, which will be inaugurated in June, might be affected. Sana hindi naman. Hehehe!

Speaking of development, Daraga will soon have its own terminal complex. It will be built near the Lakandula Drive-National Highway junction, at Bañag. Rd, our fellow forumer thinks Legazpi's, which will be inaugurated in June, might be affected. Sana hindi naman. Hehehe!

PROJECT BRIEF Daraga is one of the key growth town in the province of Albay and has the largest population among the 17 municipalities second to Legazpi City.
Its strategic location at the crossroad and to the Legazpi-Iriga-Naga-Daet Growth Corridor Area puts the municipality to its best position to attract investors from different places. The municipality of Daraga is rich in agricultural products. This is why people came to work in the farms and others avail of the products and services being rendered in the municipality. Owing to its location, Daraga experiences traffic congestion. Buses going to Legazpi, to the south to Sorsogon then to Visayas and Mindanao region, stop and park anywhere the driver desired to give passengers time to relieve themselves and/or buy food after a long travel. Realizing the need to solve this problem, the municipal government of Daraga had decided to build a Bus Terminal outside the Central Business District, but within the main bus and jeepney routes.
OBJECTIVES The project aims to promote the establishment of an integrated, efficient, growth-related and service oriented transport system that will:
provide reliable and cost-effective movement of people and goods;
enhance regional dispersal of economic activity;

Yes, Jady, quite small, unless those houses are ripped off the area, but that's like wishing Reming didn't ravage us at all. Hehehe!
Kung sa Busay, I don't think the area is feasible for that structure. In all honesty, Daraga is facing the same problem as Legazpi's no more area for expansion except up and southward.

Great job. Legazpi and Daraga have a lot of lands available for expansion. For example to give Legazpi a California type of place to live and work with panoramic view of Mt. Mayon, Albay Gulf, and Daraga/Legazpi at night, the city urban planner should look into the highlands of Legazpi...away from Mt. Mayon harmsway. With respect to Daraga, we have the opportunity to become another Makati City, a financial center for the Bicol Region. With the advent of the BIA/SLIA (the international airport), proper urban planning and incentives to investors, here's a challenge to the municipality of Daraga: LET'S DO IT!!

LEGAZPI CITY – The Regional Development Council (RDC) is propping up the region’s economy by pushing close to a billion-peso infrastructure projects that will serve as the catalyst for Albay’s major growth areas that it hopes to contribute to Bicol’s economic center stage.
The two vital projects that are being pursued this year are the Southern Luzon International Airport in Daraga town and the rehabilitation of the Pantao Port in Libon, Albay.
Albay Gov. Jose Ma. Clemente Sarte Salceda, concurrent RDC chairman said Bicol Mail some P700 million in investments would be used for the start-up of the Airport construction at Barangay Alobo, Daraga, Albay where the large and modern International Airport is proposed to be built starting midyear.
Finalization, updates of status, and monitoring the developments of these two projects will be convened at the regional RDC meeting on May 6 but Salceda said the implementation of the two projects was already approved by the Department of Transportation and Communication (DOTC) during the recent RDC meeting held in Malacañang last week.
“The PPA has committed to restore Pantao Port in the 3rd quarter of this year as per assurance made by PPA Acting General Manager Claro Maranan,” Salceda said.
In a text message, Salceda said that the PPA has allocated P100 million to start rehabilitation works at the Phase 1 of the port which has been heavily devastated by typhoons Milenyo and Reming in the latter part of 2006.
However, Salceda said that the PPA must upgrade the original specifications of the Pantao port to withstand as strong as 224 kph winds instead of the 176 kph original design. “The project must also be insured not just for fire but for typhoons, storm surges and even earthquakes as well,” Salceda explained.
“Two P300 million packages for International Airport due for opening of bids, one in April 30, one in May 15, this year consists the P600 million fund for the lot acquisition which the DOTC seeks help, and start up of the project, Salceda said.
The governor-RDC chair has instructed Provincial Planning and Development Officer Macario Pavia to assist Daraga’s Local Government Unit in working out land acquisition process covering vast hectares of land owned by private individuals affected by the airport project.
Once completed, the Pantao port would make domestic trade closer to the mainstream and open inter-island shipping to and from the Visayas and Mindanao markets that will benefit Bicol producers, farmers, fishermen and traders. “It will lead to higher business velocity and lower distribution costs and these should prompt positive impacts in the lives of Albayanos,” Salceda pointed out.
Aside from the airport and the Pier, the Guinobatan, Camalig, Daraga, Legazpi (GUICADALE) platform is also introduced by the RDC as a new economic growth area for Albay province that is not exposed to the hazards of Mayon Volcano.
The Guicadale platform would be made up of a circumferential and new arterial roads cascading from the urban centers of Legazpi City and the towns of Jovellar, Guinobatan, Camalig and Daraga.
This new shift in infrastructure developments are the government’s strategies in formulating the Disaster Risk management efforts from the threats of Mayon Disasters and strong typhoons.
The project includes new road openings and upgrade of existing ones with a total length of 109.3 kms with P854 million budgets for 17 sections and 11 sections of which will comprise the circumferential road and the 16 arterial ones.
The funding consists of P739.5 million for local roads and the national road component will require at least P114.7 million.
The provincial government and the respective local government units will be sharing for the local roads while the DPWH will get its budget from the national government for the national road component.
A total of 187,314 people will be benefited by the Guicadale which was primarily designed by the RDC to encourage new economic and human activities in Albay that is safe from Mayon’s Lahar and pyroclastic debris, flooding.
It is also conforming to the Regional Physical Framework Plan (RPFP) in terms of land use, settlement and infrastructure planning that supports the inter-provincial and inter-regional transport linkages towards the Northern Luzon as well as the Visayas and Mindanao regions in the southern sectors.
The development of the western side of Albay also serves as catalyst for voluntary relocation of inhabitants from perennially hazardous low-lying areas at the eastern part of the province which are severely affected as soon as typhoons usually landfall from the Pacific Ocean.
The RDC is already preparing legwork for the feasibility study to ascertain the viability of the project based on the benefits that could be derived out of it.
The feasibility study will outline the operation, management and implementation of the project through the involvement of the agencies and concerned LGUs.
Commitment among the LGUs for the cost sharing scheme in financing the project is being considered in the feasibility study that also includes dealing with the informal settlers along the road rights-of-way.

LEGAZPI CITY –- Health Secretary Francisco Duque III has called up Gov. Joey Sarte Salceda to inform him that the Department of Health (DoH) has adopted the Albay swine flu response strategy for the whole country.
The World Health organization (WHO) had earlier raised Alert Level 5 on swine flu, short of declaring an epidemic of pandemic proportions.
“We must use a disaster-prevention framework to deal with the evolving swine flu threat,” Salceda said a media interaction after the blessing and inauguration of the P2-million Albay skin clinic.
“Definitely, we are taking a proactive stand on the issue because swine flu is a real threat,” he said.
As chief executive of the province, Salceda has placed all government hospitals as well as the private ones under the surveillance unit. This includes the Bicol Regional Training and Teaching Hospital (BRTTH), the Ziga District Hospital in Tabaco City, Josefina Belmonte Duran Memorial Hospital in Ligao City and the Pantao and Pioduran Emergency Hospitals.

LEGAZPI CITY (PNA) -- A number of high-financed infrastructure projects are in the pipeline for implementation by the city government of Legazpi to expedite the restoration and development of facilities damaged by the super typhoon in late 2006 and the constant perennial flood problem here.
Mayor Noel Rosal lamented that although the city has recovered and bounced back from the natural calamities it had suffered, potential investors are still wary of the constant threat of natural calamities.
Thus, he said the city government of Legaspi and the provincial government have adopted disaster mitigation and control measures and resorted to putting up a mega dam project, among others, to control the perennial flooding during heavy rain.
Rep. Al Francis Bichara of the second district of Albay and Albay Governor Joey Sarte Salceda concur to give financial support to the proposed mega dam project in the city government to solve the flooding problem.
The mayor is urging local businessmen and investors to continue their business ventures in the city.
Mayor Rosal said another ongoing mega project is the Integrated Modern Bus terminal complex which is now under a Built-Operate-Transfer arrangement without any counterpart funds from the city government.
It is estimated to cost some P120 million covering a total area of 3.45 hectares, with the main terminal building occupying 1,000 square meters.
The project includes a passenger aircon van, jeepney , FX and bus terminal, waiting lounge complete with music and sounds, gift shops, food court, including other facilities such as modern rest rooms for both genders.
The mayor said an added much awaited mega venture in the city is the ongoing "Embarcadero" project located at the Legazpi boulevard facing Albay Gulf.
It is envisioned to serve as a multi-purpose commercial and service center to include a mall, call center, spam restaurants, gift and souvenir shops aside from a lighthouse to guide seafarers in their travel particularly at night.
For golf enthusiasts and players, the full development of the Mayon development of the Mayon Golf Course at Barangay Lidong located at the boundary between the Municipality of Sto. Domingo, Albay and the City of Legazpi will be an added project to watch.
The mayor disclosed that a Malaysian investor was also interested to finance its development to make it a major site for national and international golf competitions in the country.
Meanwhile, the eco-tourism project that is expected to attract foreign and domestic tourists in the city is the ongoing development of the historical Ligñon hill situated at Barangay Bogtong, this city.
A well-paved concrete road meanders to the top of the hill from its foot at the Lakandula Drive. The road is dotted on boths with gemilina and other typhoon-resistant shade trees including decorative flowering plants.
A view deck and observatory are expected to be installed on the top of hill to enable the visitors to savor the invigorating and fresh air of its surroundings, enjoy the city's cinemas copic view and the majestic beauty and splendor of Mayon Volcano.
The mayor said regulated commercial establishments will be allowed on the hill like restaurants, waiting lounge including restrooms for visitors and early morning physical fitness aficionados.
Moreover, the proposed Bicol museum to be constructed at the former Police Station at Albay District facing Peñaranda Park will be another mega project. The plan is to construct a seven-story edifice to be funded by the Spanish Government.
Rosal revealed that the museum will be named after the Spanish Conquistador Don Miguel Lopez de Legazpi, adding that even though the Spanish conqueror founded the City of Manila, Legazpi is the only city in the country named after him. (PNA)

^Glad to know that most of these projects are already under construction or near completion -- except that 7-storey edifice near the park. I hope they reconsider putting a building that tall in that area. Taller doesn't mean better especially if it will not fit in with the surrounding structures.
It is about time that a Bus Terminal in Daraga is under feasibility study.

if so dalawa na pala ang magiging international golf course within legazpi city; the one in lidong and one in puro which elisaldy co is planning.
for me ok naman cguro kung 7 storey yung itatayong museum as long as wordclass ang dating, modern tulad ng yuchenco museum sa ayala. uso kasi ngaun ang mga museum na ultramodern, puro glass and besides 7 storey is considered lowrise parin. sa liit ng PNP lot wala ka talagang choice kundi going up, it can also complement other surrounding building if well designed

I am anticipating the opening of Embarcadero and the new Legazpi Terminal to step up business activities in Legazpi.

From the previous pages of this thread, I read that this restaurant is owned by the same owners of Shelmed Handicrafts namely, spouses Sheldon Villanueva and the former Mediatrix Vallejo. Maybe Lourdes is their daughter. :)
I like the concept of Balay Cena Una. I will definitely try it next time I go home to Legazpi.

^I think I remember Ms. Lourdes Villanueva, who I think now operates Balay Cena Una Restaurant. She used to attend St. Agnes Academy HS. :)

The Tiwi field has an installed capacity of 275 MWe and is located about 300-km southeast of Manila in the Albay Province. Exploration began in 1964, and power was first generated in 1979. By 1982 Tiwi became the world’s first water-dominated geothermal system to produce more than 160 MWe. Philippine Geothermal, Inc. (PGI) operates the steam field and the National Power Corporation (NPC) constructed and operates the power plants.
The Tiwi geothermal field is located on the northeast flank of Mt. Malinao, an extinct Quaternary stratovolcano in the East Philippine Volcanic Arc. This arc is a belt of upper –Miocene to Recent calc-alkaline volcanoes associated with subduction along the Philippine Trench. Mt. Malinao is composed dominantly of <0.5 million year-old andesitic lavas and lesser pyroclastic rocks.
Development History
Between 1964 and 1968, the Commission on Volcanology initiated exploration of the Tiwi geothermal field. Geologic mapping and geological surveys were undertaken and temperature gradient holes were drilled during that period.
In early 1971, upon the invitation of the Philippine Government, Union Oil Company of California (Unocal) formed Philippine Geothermal, Inc. (PGI) to explore for and develop geothermal resources. Through a service contract entered into with the state-owned National Power Corporation (NPC) on September 10, 1971, PGI provided the technical expertise and a portion of the funding for exploration and subsequent development of the Tiwi geothermal area. NPC, for its part, was responsible for building and operating the power plants.

Even before the energy crisis of the early seventies, the Philippine government already initiated efforts to develop the country’s indigenous energy resources. The general intent was to lessen the country’s dependence on imported fossil fuels. In 1967, recognizing the potential and benefits of geothermal development, the Philippine Congress enacted Republic Act No. 5092, otherwise known as the Geothermal Law. RA No. 5092 stipulates that natural gases and geothermal energy resources belong to the State and enabled the government to set aside or reserve lands as geothermal reservations. Thereafter, Presidential Decree (PD) 739 was issued on August 1, 1970 that established 17,661 hectares in Albay Province to constitute the Tiwi geothermal reservation.
The Reservoir
The reservoir rocks consist of andesitic lavas and flow breccias of Mt. Malinao and the underlying Miocene-Pliocene Polangui Volcanics. The reservoir rocks thicken from the east to west across the field as the basement rocks deepen toward the volcano. Basement rocks below the reservoir are metasediments overlain by about 600 m of intercalated mudstone, limestone, and volcaniclastic rock. The reservoir rocks are altered to a propylitic mineral assemblage that formed by the interaction with hot geothermal fluids. A clay cap seals the top and the sides of the reservoir.
Faults in the Tiwi area trend predominantly NE-SW. Four of the important structures are the Kagumihan (K), Tiwi (T), Naglagbong (N), and Takla (TK) faults. Reservoir data indicate that the Kagumihan and Tiwi faults serve to partially isolate the Matalibong area from the Naglagbong area.
The production area of the Tiwi geothermal field is about 13 km2 and is divided into four geographic areas: Naglagbong (N-Nag), Kapipihan (K-Kap), Matalibong (M-Mat), and Bariis (B-Bar). Naglagbong is a lowland area in the eastern part of the field. The Kapipihan area is in the rugged valley to the west. Matalibong and Bariis areas occupy high ridges to the north and far west of the field, respectively. Other areas (Joroan, Sadurong, and Tagoytoy) within the contract area were explored but results were not of commercial value.
Commercial production in the Naglagbong and Kapipihan started in 1979 with the commissioning of the first 110 MWe power plant (Units 1 and 2). As these areas suffered encroachment of cool fluids, development was shifted west towards Matalibong. Most current producers are in the Matalibong and Kapipihan sectors. Units 3 to 6, each 55 MWe began generating electricity in January, 1980, March 1980, December 1981, and March 1982, respectively.
As of 2003, 156 wells have been drilled throughout the field. Of these, 48 wells provide current steam requirements and 16 wells are used for brine and condensate re-injection. The deepest well has a measured depth of 2784 m (9130’) while the shallowest is 938 m (3078’). The total installed piping in the field is equivalent to 81 km. The brine injection in Tiwi progressed from zero brine re-injection in 1979, when commercial production began, to 100% brine and plant condensate injection by 1993.
Performance
Tiwi is the third largest geothermal facility in the Philippines with 275 megawatts of installed generating capacity. Since commercial operations began in 1979 and up until December 2002, Tiwi and the Makiling-Banahaw (Mak-Ban) geothermal operations have combined to produce 88,500 Gigawatt-hours (GWH) in gross cumulative generation. Over this 23-year period, it is estimated that power generated from Tiwi and Mak-Ban displaced 152.6 million barrels of oil thus saving the country an estimated US$ 3.21 billion in terms of foreign exchange.

Outlook
Tiwi is a mature geothermal field having produced for over two decades. The field has experienced every problem common to geothermal reservoirs. PGI, in cooperation with NPC, has responded to and largely overcome these problems. The decision to push through and accelerate the development of the indigenous resource was most astute and beneficial to the Philippines at that time. When the NPC-PGI service contract was signed, oil price was less than US$4/bbl. By the time commercial operation commenced, prices had quadrupled. A financial study conducted by ELC-Electroconsult for the Asian Development Bank showed that the net cash flows including avoided oil cost had paid for the project in 1986.
The center of production will continue to be the steam zone in Kapipihan, Matalibong and Bariis. There are no more large sources of additional steam, so PGI’s development strategy is now focused at maximizing the generation potential of the field and ensuring its long-term sustainability.
The single biggest source of additional generation, however, is rehabilitation of the power plants. Rehabilitation will improve steam usage, improve reliability and increase capacity. Currently available steam based on current usage rate of the power plants is equivalent to 160 MW. Ongoing projects should increase steam availability to 232 MW at the steam usage rate of the rehabilitated plants by January 2005.

SORSOGON CITY—The Philippine National Oil Co.-Energy Development Corp (PNOC-EDC) is all set for the implementation of a P6.6-billion energy-exploration project on a vast geothermal-rich field in the nearby Manito town of the province of Albay.
Dubbed as Kayabon Geothermal Project (KGP), the exploration that is expected to yield some 40-megawatt (MW) power would be initiated by the PNOC-EDC within an over 200-hectare area covered by barangays Nagotgot and Pawa of Manito, a fourth-class coastal town at the southeastern side of Albay.
The project site is adjacent to the existing 110-MW PNOC-EDC Bacon-Manito Geothermal Production Field (BacMan) in an about 400-hectare land within a massive forest reservation area covered by Mount Inang Maharang at the boundaries of this city and Manito.
BacMan general manager Buddy Virata said last week that the project has been officially endorsed by the barangay councils of the two villages as well as by the municipal government of Manito.
The Albay Provincial Development Council (PDC) last week also approved the exploration, drilling and resource assessment on the potential and development of the Mount Kayabon area, Virata said.
Albay Gov. Joey Salceda, who chairs the PDC, in a press statement over the weekend said “this P6.6-billion energy project is the largest single investment in the history of Albay, indicating that the province will soon rise to be at the economic helm of developing provinces.”
It is also a milestone energy project that would place the province in the mainstream of top geothermal- energy providers in the country, Salceda said.
The project would also make Albay, energy-sufficient as it could reinforce the existing 125-MW geothermal energy plant being operated by the National Power Corp. (NPC) in Tiwi town whose output is being supplied to the Luzon Power Grid, he said.
Besides, Salceda said, the PDC readily approved the project as it is consistent with the energy-development plan of the government that recognizes geothermal energy as a clean energy that is compliant with the climate change-adaptation policy of the province.
The P6.6-billion investment involved in the project would also boost the economy of Albay with the multi-million-peso revenue it should remit to the local coffers representing royalties and realty taxes, he added.
PNOC president Paul Aquino in a separate statement said that in compliance with Energy Regulation 1-94 and the provisions of the Local Government Code of 1991, KGP would give Albay province, the municipality of Manito and the two barangays hosting the project a total of P34 million in royalties and real property taxes yearly.
The amount would represent the 40-percent share of host local government units (LGUs) from gross collections derived by the national government from royalties and taxes in the utilization and development of national wealth, Aquino said.
Apart from those proceeds for LGUs, the entire project would also hire about 2,200 skilled and nonskilled workers to benefit from the P915-million total compensation, he said.
Another benefit is the road network that will be constructed by PNOC between the project sites and the existing road arteries in the area that, apart from serving as transportation access for the project, would also serve as farm-to-market roads, easing the burden from LGUs of constructing the same structures for communities in the area, Aquino said.
The project is composed of three components to be completed in at least three years before commercial operations. Aquino said the first phase that is exploration and drilling of six steam wells will be started by September this year. The next phases are steam production and the setting up of a power plant that will convert geothermal energy to electricity.
Each well would be worth P220 million and all of them will be drilled in areas of Mount Kayabon within barangays Nagotgot and Pawa, he added.
