Part of the problem is the indiscriminate commercialization of agricultural land in various locales in the province. agricultural land, when converted to commercial loses its potential to aid in the resolution of the climate question, agricultural crops are also plants that convert co2 to o2! aside from that fact converted agricultural land cannot be converted back from its original productive state. " A strong commercial and industrial economy must be thoroughly backed up by sustainable agriculture." So aside from pading brandon's call for reforestation, let me add that the provincial authorities must be vigilant in the assessments of application for conversions to commercial land. nya ang problema matawan sana ki fundador na hale daraga, converted na! kaurag sana....
^^ i agree...maorag ka pading romy kasi nag cocommunity service ka sa puro...ayuz man?
range rover May 18th, 2009, 09:28 AM may nariparo ako duman sa picture kan puro, ano ito pigpupunan nang i quarry? sayang man kan kagayuna kan lugar. it would be best if they will just leave it that way and have developments somewhere. bako lang na areang iyan.

Yes padi, turned out really well, we lectured with local officials on organizational efficiency. It was an experience to note, very nice fishing village and the natural resource of that area can be of help in achieving sustainability for the locals. Pading rANGE rOVER,I was recently in hongkong, and one of the tourist features was a fishing village, and I think Puro can offer one better considering its proximity to the city and joks, dive fishing tour is quite an experience. provided a little ingenuity and support, the local tour providers may include this in their offerings. the local tourism office must work with the tour planners to achieve better tourism features.
range rover May 18th, 2009, 10:05 AM if we are speaking of skilled fishermen. the fishermen of bgy san roque is the best skilled fishermen of the city. majority kc ng mga parasira yaon sa san roque nakaistar. maraming coastal bgys ang legazpi from arimbay going south sa bgy san francisco lahat yan coastal bgy.

RR and brandon, guys i think it's perlite. what i hate most in some peoples idea of development is one that veers away from maintaining the natural features of a specified area. a lot of companies working withing the region, aims in cheating us out of our natural heritage.our forests, our hills, our rivers, our islands. the worst thing about it is they had bought the support of our local administrators. don't waste your votes next time.
Pading Romy May 18th, 2009, 10:11 AM if we are spaking of skilled fishermen. the fishermen of bgy san roque is the best skilled fishermen of the city. majority kc ng mga parasira yaon sa san roque nakaistar.
true padi, dai man aram kan turista kun darahon ta iyan sa puro, hehe. but joking aside rr, legazpi is a fishing village before it got "developed". Victory Village is a living proof of that. unless its been eaten up by the embarcadero, then we've been sold out of one of our fishing heritage sites once again.

[dx] May 18th, 2009, 10:22 AM Welcome back, Pading Romy, range rover, Oasnun and everyone else hehe. The southern area of the city is the new frontier for developments in the next few years. But the gears of development and progress will only get going if the area is accessible and has good facilities and utilities (electricity, water, etc.).
[dx] May 18th, 2009, 10:23 AM P2.5M fund set to feed 10,000 children in Albay (http://www.pna.gov.ph/index.php?idn=2&sid=&nid=2&rid=205369)
LEGAZPI CITY, May 18 (PNA) – The provincial government of Albay has set aside P2.5 million fund for feeding program that will benefit 10,000 children from different elementary schools and day care centers. The goal of the provincial government is to eradicate malnutrition among school children in the province.
Emily Kare, project coordinator of Albay Maybuhay May Hanap Buhay, said the provincial government implements a nutrition program under the Provincial health office in order to avert the malnutrition problem. She explained that the P2.5 million will be utilized for feeding while all local government units shall ensure the availability of rice.
“Part of the equity is 500 sacks of rice per municipality or city and local government units concerned shall ensure the target barangays will have the sacks of rice for the feeding,” Kare said. Aside from the equity of the municipal or city government another 9,231 packs of vitameals will be provided by Dios Mabalos Foundation Inc., a non-government organization based here in-charge in the Feed the Children… To Feed the Future project in Albay.
The 9,231 packs vitameals will be distributed to the target barangays for the duration of 120 days or six months with an estimated value of P18.4 million at P2,000 per bag to feed the children from ages two to six years old. Kare said they will also provide de-worming medicines that will be administered at least three-days or one week before the start of regular classes. (PNA)

^^ngek, di man lang nag site inspection yung PBA management at least 1 week before the game, at least naremediohan sana. malay ba natin sa standards nila.:ohno:
---Actually 2 parties are at fault here... PBA management should have sent an ocular inspection team weeks before the event. The Albay Astrodome management should have also maintained the facilities properly. Problema kasi they don't cover the court with plastic sheathing when it is being used other than a sporting event. The polyurethane gets easily scratched with non rubber soles and sand being brought in during the likes of a concert event, convention, job fairs, etc. Baka naman kasi nagkaron ng maintenance pero and ginamit varnish! Talagang dudulas yan... madulas and varnish. Dapat polyurethane.

Its not a tale... it is true. Kaya madulas yung wood floor dahil pina-floorwax.
Stupidity nga eh. And I was shocked to hear the same reason again for the cancellation of the game. They haven't learned... both PBA and the city/prov gov.
Matteo May 18th, 2009, 10:42 PM i think its the city/prov govt's fault.
i mean, if you build and open a venue like that, wouldnt you have to know how to maintain it? its like opening up an ice cream shop but failed to bring in the freezers.

I agree. We should be very cautious in the conversion of agricultural lands for commercial use. Yes, we cannot totally avoid these conversions with a growing urban population of our city, but there is always a way of compensating whatever is lost in the former agricultural land. As I pointed out in the previous threads, we need to step up the improvement of our agricultural production because of an impending food crisis. There are so many things happening now that bolster this presumption. We are now experiencing climate change which could greatly affect agricultural production. This early, I think it is now about time that our local government officials take a serious look at their agricultural development programs. We should not be relying on our coconut production because this will not directly bring us the food supply that we need. As I've previously mentioned, there are cash crops that can be intercropped in the coconut plantations. My best example of this is Danding Cojuangco's plantations in Negros where even pilinut trees were planted. Our government has a lot to do regarding this. What we need are implementable agri programs and some capability on the part of our local government to properly communicate this to our farmers.

Your Pading Romy Reporting for duty! Thanks for the welcome Gary! Regarding conversions,I totally agree on your thoughts of agricultural reforms, one of the concerns of current is the CARP program extension recently pushed by a group of farmers through the house of representatives. I personally support CARP and its aims, though i question the support programs (if there are any) extended to the beneficiary- farming families after turn over of their CARP acquired land. They seem to look at farming as a lowly profession, thus they end up selling the land acquired from the program then in time end up back to where they started. In Legazpi, as well as outlying municipalities,Our farming and fishing heritage seems to be dying off in rapid scale. I fear that in time, we may lose all these and it'll spell a catastrophe to our economic diversity. "commercialization, puts all our eggs in one basket",but with progressive agri and aquaculture, forest and water resource protection,we may be able to spread our investment thus maximizing the yield potential of each economic factor.
"Development is not just commercialization..naunabihan ngani baga ni joks...it's a different thing"

Iyan po an proof kan albayano ingenuity. I once watched a bicol arts and festival fair at the SM Mega Trade and was thoroughly disappointed. all featured products were either the staple pilinut and the usual abaca thingalings. knowing albay, and sporting the usual albayano pride, I ask, where were the abaca and shell beltsworn by J-Lo made by Andamar,? The ingenious lakeside retaining nets, which sold in huge quantities in germany and japan? the wood and abaca furniture of Santa Miserecordia and Villa Hermosa? the Pinangat and Bikol express of Camalig,Lonnganisang Guinobatan and the rest of the authentic things that we Albayanos truly know? Let us show our the rest of the world what Albay really is..and who we really are. not a copy of the Tagalogs, or the Bisayas nor the the rest of the country but as we are, resilient, friendly, and proudly down to earth. paruro man nangad an festival ta, its not that im pessimistic its just that i notice that for the past decade of our local festivities i have'nt seen a huge development. maybe they should realize that it is not working at all, activities is just the same with other festivals. our local government should reinvent our festivities; they should think outside the box because uniqueness is a key factor. kun pwede ngani magdagdag kita ki activity na prosesion pasiring sa crater kan mayon why not kita sana igwa kaan hehehhe:lol:

And if Hon. Rosal really wanted to promote tourism in Legazpi City, they should put Ibalong Festival as part of their plans. Kasi One of the best way to attract tourist is through festivals....

iyo baga pading joks, mala ka kaan my memories of the festival is about the Octobeerfest of San Miguel which was well marketed compared to the festival essentials which would be the ibalong epic. The local admins should stop squabbling amongst themselves with regards to the ownership of both Ibalong and Magayon. To the Authorities, ang mga Albayanos an tagsadiri kaiyan! We paid for its conception,We paid for its activities, We paid You for It! A handbook or better yet an illustrated novel should be made from it and provided to the schools. it could be titled Ibalong: the Enchantment and Legends of the Mayon.

why are they still repairing the runway if there will be the new international airport? sayang lang ng ginastos sa repair wala naman akong nakikitang sira o kailangan ng improvement sa runway. ATO should just have the fund for repair of the runway be used as part of the fund for the constuction of the International Airport.

Wala pa akong nababalitaan kasi hanngang ngayon wala paring mga investors na nagaattempt na mag invest sa oas. even the rice puto, hndi prin nadedevelop kahit marami nang mga studies na ginawa para dyan. Alicia Hotel should do some renovation of their facilities. We checked in here last Holy Week and their rooms stinks. Especially those in the old wing. I just stayed here for one night and was forced to transfer to another hotel nearby because I was not able to stand the condition of the room assigned to me. I think they have not renovated for years. It's a good thing we now have newer hotels in Legazpi which are first class like Venezia and Pepperland. Then we have St. Ellis which is about to open, plus the new MIH.

Good call Gary,
We know for that for a fact, Alicia is known not for those who want to sleep but for those who don't.hehe. I had problems as yours with my guests, I now usually recommend the pepperland or as we call it "peppeland" owing to the fact that a recent storm took out the "r" in their signage.napakarhay na lamang ito?

Tama ka Pading Romy, dakulon kaming mga kasabay duman na mga miembro kan balikatan. They were so rowdy and it looked like they never slept the night before as we saw them having breakfast at the coffee shop.
BTW, Hotel Venezia has been getting rave reviews in several national publications I read. The pictures posted here by Dex as taken by Shaira Luna were extensively used. I think the entry of the Discovery chain in both Venezia and Misibis really created a big push in marketing the said hotels. Being marketed side by side with their Discovery outlets in Boracay and the one in Ortigas brought our two local hotels into the big time.

is St.ellis under discovery suites? its also good to know that LKY hotel will be under holliday inn management, i hope alicia could cope up with this new players or maybe they should hire a new management like microtel for example. wag lang siguro sogo and anito hehehe:lol:

Brandon32 May 19th, 2009, 10:05 AM RR and brandon, guys i think it's perlite. what i hate most in some peoples idea of development is one that veers away from maintaining the natural features of a specified area. a lot of companies working withing the region, aims in cheating us out of our natural heritage.our forests, our hills, our rivers, our islands. the worst thing about it is they had bought the support of our local administrators. don't waste your votes next time.

garycooper May 19th, 2009, 12:14 PM paruro man nangad an festival ta, its not that im pessimistic its just that i notice that for the past decade of our local festivities i have'nt seen a huge development. maybe they should realize that it is not working at all, activities is just the same with other festivals. our local government should reinvent our festivities; they should think outside the box because uniqueness is a key factor. kun pwede ngani magdagdag kita ki activity na prosesion pasiring sa crater kan mayon why not kita sana igwa kaan hehehhe:lol:
I am not really a fun of these festivals ta an paghiling ko sainda garu baga parareho man sana maski sain ka magduman so enterong Pilipinas. An nangyayari bawat town and city in the entire Philippines now have their own festival. The sad thing is most of them are ill prepared. Basta lang magkaigwa nin festival OK na. The only authentic festival that I admire is the original Ati-atihan in Kalibo because it's original in every sense. Even the Sinulog in Cebu and Dinagyang in Iloilo, although are more grandiose than the Ati-atihan, still pales in comparison simply because they are just second rate copy cats of Ati-atihan, sabi nga ni Sharon Cuneta.
I think for Albay, if we want to be more original, maybe it should be the Pastores Grande. I don't see this kind anywhere else. This should be done in December so Christmas celebration in Albay will be grand. But please let's have a better preparation. But please do not use the Penaranda Park. The Magayon Festival has turned the Penaranda Park into a one big beer house cum Woodstock festival with bands playing alternately. I'm sorry but they way it is being handled is so unprofessional. Siguro an nasa isip kan satuyang mga opisyales, basta mairaos lang. How pathetic. Sayang an kwartang pig-gagastos digdi. Nyan.tama padi. but Magayon is an entirely different festival as opposed to the Ibalong of Merito Espinas. Easily confusing mga padi because for the past 4 years or so, they were celebrating the two festivals with the same features.that's why I quote you padi na almost parepareho na lang ang festival ta sa enterong nasyon. As for the late Merito Espinas, iyo kunta ang legacy nya.maski pinlanko nya ako tapos pinaluwas sa klassrum ta nanindugan ako dai ako nagatubod sa aswang.dagitun su gurang....

Brandon32 May 19th, 2009, 05:17 PM Peace for the Legazpeeps. Should the moderators find this blog offensive- please have it removed and have me blacklisted in this thread.
This is a testimonial comment regarding Sunwest as a previous potential investor.
I don’t think Raintree is at fault. It has been very successful in promoting Discovery Suites; one of the most beautiful serviced residential hotel I’ve stayed and Discovery Shores Boracay (this I have yet to visit).
About ten years ago my wife and I were looking for a residence in Legazpi as our second home in Bicol.
Our specifications are as follows:
1. A good, reputable, developer;
2. Subdivision security;
3. exclusivity and
4. Quiet and peaceful environment.
We were referred by a broker to Renaissance gardens in Legazpi as it was marketed as a very exclusive and peaceful subdivision.
During our site visit, we were surprised that they are building a hotel inside the subdivision and the Clubhouse was opened as a function hall and restaurant to the public.
How’s that for exclusivity?
The place was also very close to the airport.
How’s that for peace and quiet?
The developer also seemed not to have a master plan as its road networks are confusing and lead to dead end or nowhere.
We decided not buying then.
When we toured Misibis in the past- it was also promoted as an exclusive seaside subdivision. We have been in the look out for a second home in Bicol and Albay has been our choice. We thought we finally got our dream location.
Also to our surprise, Sunwest was also building a hotel at the waterfront. How’s that for exclusivity again?
We again decided not to invest as it would be cheaper to us to stay in the hotel if we wanted vacation. Why spend millions for the house construction and maintenance when I could be pampered in the hotel for a lot less more?
Sunwest in my opinion lacks focus on its target market. I’m excited as Raintree agreed to manage the resort as it gives us a reason to really visit the facility.
Their rates are almost comparable the upscale resorts in Palawan. It is marketed as a hideaway for people who wanted to get away from it all, but the subdivision on its backyard would defy its exclusivity.
Raintree has to do a lot of effort to balance its effect.
Embarcadero with Raintree managing the facility, again is marketed as an upscale mall. Again it is lacks focus. Although I’m happy the LCC was chosen to maintain the supermarket, it defies the logic of an upscale mall. Robinsons’, Rustan’s, Landmark or even SM Supermarkets would have done justice. And according to the previous blogs in this thread- they apparently started accepting tiangges as potential locators.
I hope they should really look for a good marketing strategy to sell the Embarcadero. I really can’t help but compare it to Avenue Square and the Lifestyle Centers in Magsaysay Ave in Naga as they refuse to let even fast food restaurants like Jollibee and McDonalds to come in as it would compete with the more expensive restaurants.
With Raintree out and LCC in- there is a need for the Embarcadero to be promoted to a different target market.
And for the developer’s reputation? Although some people may be sour graping, Sunwest has to clear out the rumors that it is not a GMA pawn. The image that it is a government favored company gives a negative impact to the investors.
Investments rumored to have been favored by political patronage in the past have never been successful in the province.
Remember Kagayonan and Mayon Imperial Hotel? Both rumored to be owned or favored by the Marcoses- both closed down after the dictatorial regime.
It was re- opened again as Mayon International Hotel during the Ramos administration and rumored to be owned by the president or by his men. It closed down again after his term ended.
This time, with all the money it is spending on it’s multi million projects that has yet to earn money, Sunwest that has to clear it name from the ugly rumors the it is owned by the first family .
If it stays clear on this intrigue- I believe, investors and locators would be attracted to come in.
To end my comment I woud like to quote the Franchising manager of Gerry’s Grill on his e-mail message to me, “despite the location and the negative reports they’ve been hearing, we are opening in Embarcadero. With its seaside ambiance with a view of Mayon Volcano- it is a potential destination Mall. We are opening on July 2009”
That gives me hope that Embarcadero would really bring joy and pride to Region 5.

welcome to the thread johnjames..ay naga boy pala..well i dont see anything wrong with hotel venezia inside the renaissance garden..that exclusive subdivision is still exclusive even with hotel venezia in it...and there's nothing wrong having that subdivision near the legazpi airport...have you been to multinational village in paranaque? its an exclusive subdivision and its near the Manila International Airport...Newport City, an exclusive residential resort just across the Terminal 3 and its almost done...and its pretty near the airport..guess what? just some few meters from the newport clubhouse and theres this five star marriot hotel...
Embarcadero is a good development for Legazpi City..ive heard about that rumor too..but who cares? its just a rumor and i will not be that stupid to simply believe in that baseless stuffs...its just a rumor, a propaganda.well lets just support these developments happening in your neighboring province, Albay..if its for the betterment of legazpi city...its for the betterment of the bicol region..welcome to the thread naga boy...:)

Brandon32 May 19th, 2009, 05:45 PM ^^ i saw its perpective design and yeah...its nice..we need to see the whole thing when the construction is completed..and i agree it would be an added attraction at the Linion hill...
Brandon32 May 19th, 2009, 05:50 PM Mata ka pa palan Brands, hehehe, ya its magandang development sya and kung as soon as possible na mangyari ito tayo ang first city sa buong southern luzon to have it (correct me if i'm wrong)
pero i have heard na mahal talaga ung mga cctv cameras na yan,
yup im still awake and got excited upon reading your post about the cctv cameras planned to be installed in Legazpi city main streets...
sana makatulong ito ng maayos para mapaganda ang traffic flow sa legazpi city lalo na at magbubukas na ang Embarcadero this October 2009...
Matteo May 19th, 2009, 07:56 PM umm. why dont they invest in traffic lights and signals first before installing cameras.
it doesnt make sense...
without proper traffic flow with the absence of traffic lights, what are they gonna do? watch vehicles get tangled up in traffic on their little monitors?

I second the motion!
Another waste of resources. Good purpose but wrong reasons. CCTV's are used mainly for security and not for traffic control. Legazpi city is relatively peaceful. Like what Matt said... watch the vehicles get tangled up on the monitors? For what? I guess nadadala na naman yung city government on what Taguig city did for their city streets and the Fort. Just like the whole country got into the craze of installing those ugly street lamps when it was installed in Roxas boulevard in Manila! Hayyyyzzzz. :bash::bash::bash::ohno::ohno::ohno::ohno:
Nothing really wrong on installing cctvs but not now. There are more priority issues that the city should address like street signalization before even diving into these unneeded expenses (for now).
Brandon32 May 20th, 2009, 02:46 AM ^^ good point maybe its the highlight of the whole package, the cctv cameras..and there are hard headed drivers who are pretty good at violating traffic regulations and ang galing mangatwiran at magpalusot..if they are caught in these cameras...then tapos ang kaso...yes another aspect of its use is for security reasons(for anti carnapping or something, etc)
garycooper May 20th, 2009, 02:54 AM Peace for the Legazpeeps.
1. A good, reputable, developer;
2. Subdivision security;
3. exclusivity and

Welcome back Johnjames!
I guess I was the one who posted about Embarcadero having a portion alloted for native/handicrafts tenants. I had mentioned that it will be patterned after Tiendesitas in Pasig. If you have been gone to Tiendesitas, you will notice that the products sold there are of export quality and their market is for A&B crowd. It would be unfair to brand the handicrafts as "tiangge"
Regarding the logic of an upscale mall, Embarcadero will always be an upscale mall even if it has LCC as its anchor supermarket. The design and location of Embarcadero itself is just enough to be considered it as an upscale one, at least in my opinion.E-mall has Robinsons supermarket but would you consider it as upscale mall?
Brandon32 May 20th, 2009, 04:39 AM ^^nice one gary...
Embarcadero is one of a kind in the bicol region...source of pride for all the bicolanos..imagine a world class establishment is taking shape startegically at the Legazpi City's magnificent harbour...its even a very big "wow" thing if happened to be built at the Manila Bay area or Cebu or subic...:)
October 2009 will be its grand opening month...punta kayo mga taga camsur coz you are all welcome to grace its opening...im sure youll gonna enjoy it!

Brandon32 May 20th, 2009, 04:56 AM ^^ great!!:banana::banana:
joks_25 May 20th, 2009, 05:00 AM ^^maybe hindi binabalik yung traffic lights because it will cause heavier traffic. like when im in legazpi i notice that the traffic is lighter comparing before having a traffic lights, while having a cctv camera, motorist.pedestrians and criminals will always be aware of the laws, it is also a good medium of observing pedestrian behavior.

Why not CCTVs and traffic lights at the same time? Kaya lang sobrang mahal pag pinagsabay. I think the intersection of F. Imperial St and Circumferential road should be prioritized if they will install traffic lights because it is the busiest intersection of the city

Anyway, I really like Balay Cena Una's concept, especially the interiors. :okay: I hope it will serve as a model for owners of old houses, like the ones in Camalig and Tabaco City in Albay and in Sorsogon (Juban, if I'm not mistaken). You don't need to tear down the house for you can always find creative ways to use it and make it profitable: turn it into restaurants, inns/hotels, offices, etc. Just please, don't tear them down and replace with a nondescript structure. Preserve it for future generations :)

leo98 May 20th, 2009, 05:25 AM P2.5M fund set to feed 10,000 children in Albay (http://http://www.positivenewsmedia.net/am2/publish/Cities_And_Towns_23/P2_5M_fund_set_to_feed_10_000_children_in_Albay.shtml)
LEGAZPI CITY, May 20 (PNA) – The provincial government of Albay has set aside P2.5 million fund for feeding program that will benefit 10,000 children from different elementary schools and day care centers.
(PNA)

The highlight of my month is when i go home to my mother,The Mayon.seeing her from the plane or as i wake from my sleep in a cagsawa bus from cubao is always a soul enlightening experience. the pride of being her son justifies who i am. resilient and ever generous. it is said that the landscape from which you hail defines your qualities. Then the Mayon forged its sons from its fiery passion, and showered the albayanos with blessings from its fertile womb. I often hear it said that we,the albayanos are stubborn fools for living at the footsteps of a destructive force of nature. I smile back and pity their ignorance.Just like the spartans of old, albayanos smile at danger, almost relishing it.we have the capability to bounce back from anything that life and circumstance can throw at us.our persistent generosity stems forth fom the fact that our mother mayon, though passionate in its anger brings bounty after every pain. the abayanos resolute pride comes from the landscape that lashes us up to being men...and they call us fools. I say "Men have voices in their heads.those who follow them become fools...or they become Legends."

Maurag! Haha. Yes, I'm proud of the resilience of Albayanos. We never bow down to adversity. Maski baga pagkatapos ki bagyo, we don't waste time crying over the destruction. Instead, makurua na ki sigid tapos kagkag, mapuon na mag-rilinig, tapos mag-irahay kang naraot. haha.

Siguro, dakol na klaseng mackerel. haha. Anyway, uni sya --> Decapterus russeli (http://www.eol.org/pages/211717?category_id=13). nagresearch talaga.
About those clownfish, were those harvested from the waters of Bacacay? What a shame! These fishermen will probably earn more if they'd rather invest in life vests and snorkeling gear and offer snorkeling trips to the homes of these fish species instead of ravaging them until the tropical fish population is decimated :( But, they know no better.
We have rich coral reefs such as the San Miguel Island Marine Reserve (http://wowlegazpi.com/2009/04/26/san-miguel-island-marine-reserve/) in Tabaco. Let's preserve them.

Oasnun May 20th, 2009, 08:16 AM Tabaco City - - -Mayor Krisel Lagman Luistro, Vice Mayor Reynaldo Bragais, Councilors Ronnel R. Borromeo, Leona P. Martirez, Karn C. Matza, Alfredo C. Adalla, Sr., Nestor T. San Pablo, Benjamin Bron, Raul Angelo Bongalaon and Celso Borjal, City Treasurer Veronica Barrameda and Gertrudes Kalaw, Executive Vice President of Liberty Builders and Development Corporation are facing investigation before the Ombudsman for gross misconduct, dishonesty, gross negligence and violation of RA 6730, or the Code of Coduct and Ethical Standards fro Public Officials and Employees, and RA 3019, or the Anti-Graft Law..
Vicente Arcos, a former City Hall employee, filed the complaints before the Omdusman docketed as OMB L-A-69009-C. Another complaint was filed before the Ombudsman docketed as OMB-L-0086-C against Mayor Lagman-Luistro, Vice Mayor Bragais, former Mayor Alex Burce, former Vice Mayor Oscar Rocha, incumbent Councilors Borromeo, Martirez, Matza, Adalla, Sr., San Pablo, Bon, Bongalon, Borjal and former councilors Berces III, Borejon, Benig, Cabiles, Jr. Cid, Bongao and Pielago, City Treasurer Barrameda and Contractor Kalaw.
The respondents have to submit counter-affidavits of their witnesses, if any, and other controverting evidence in support of their defense within ten days from receipt of order before the Ombudsman for Luzon.
The case stemmed from the alleged overpriced purchase of building materials for the new Tabaco Public Market. According to Arcos, he filed the complaint in behalf of the long-suffering market vendors who have been deprived of a public market because of the controversy. He denied that the opposition was using him to demolish the present administration. Atty Brizuela further explained that Arcos decided to file the complaint before the Ombudsman because “ the contract was grossly disadvantageous to the government.”
After the A. Berces Memorial Market was burned on November 3, 2003, the city government asked the Sangguniang Panglunsod to pass a Resolution asking the Land Bank for a loan of P169 million. But because of the alleged overprice, the city government has now the obligation to pay the bank some P180 million to P200 million. It is claimed that the new public market was already turned over to the city government on February 14, 2008 but the market vendors have not yet been allowed to occupy it because the city council has not yet approve the new rates.
Mayor Lagman-Luistro, reacting to the accusations, said in a radio interview that the filing of the complaint is another partisan political gimmick of the opposition considering that the 2010 election is near.

I agree that these people need sustainable economic programs. the way i see it, they are either ignorant of the matter or they had no alternatives. I don't blame them. Our authorities on the other hand must do something to curb the issue and push for environmental livelihood projects to benefit both the coastal communities and the environment. In the end all of us are beneficiaries of these progressive ecological approaches to sustainable economy.

We once bought a property in Polangui, Albay at the St. Expeditus Golf and Country Club- but was shortchanged.
We have already paid for the past three or four years- but I believe the developer ran away.
The subdivision and Bicol's supposed to be first golf course- gone with the investors money.
Governor Joey is from Polangui. Then, a congressman, I believe he cut the ribbon during its launching and also bought properties on this subdivision.
I wonder what he is doing about it.

THE BUREAU of Internal Revenue (BIR) aims to shutter at least 40 tax delinquent establishments within the first half.
"The Commissioner has made it a point that a Revenue District Office (RDO) should have one or two [tax delinquent] establishments closed in one quarter," BIR Deputy Commissioner Nelson M. Aspe told reporters last Monday. "By end-June, we can have 40 of these establishments closed."
In a separate phone interview yesterday, Mr. Aspe said the plan to shutter 40 establishments is merely a "conservative estimate" and may even double if RDOs would be aggressive in running after tax cheats. "It is a conservative figure. It could double. The aim is to instill fear," he said.
Launched this year, Oplan Kandado is a program that seeks to padlock establishments found to have tax liabilities and those that do not issue receipts or invoices.
Class A and B RDOs are required to close at least two establishments found remiss in fulfilling their tax obligations per quarter. Class C RDOs, for their part, should close at least one establishment every quarter.
Class A RDOs are those with revenue targets of P15 billion or above this year. They include East Makati, South Makati, South Quezon City and the Large Taxpayers Service. Class B RDOs, meanwhile, have targets ranging from P1 billion-P14.99 billion and count Taguig-Pateros, Mandaluyong and Legaspi City (http://www.bir.gov.ph/directory/rdoinner.htm#67) as members. Class C RDOs are those with revenue goals of less than P1 billion.
BIR has so far shuttered 23 establishments since the program kicked off in March.

Oh, this is a chance the jobless or underemployed should not miss.
By the way, Legazpi's 50th Charter is fast approaching. I am sorry but I seem not to feel it. Three weeks na lang yun ah! Except for those tarps at the City Hall, there are no other indications that June 12 would actually be a big day for Legazpi.

MANILA, Philippines - There's something very odd about the Albay Astrodome, which hosted the aborted game between the Barangay Ginebra Kings and the Alaska Aces Saturday afternoon.
Days before the match, an advance party led by PBA media bureau chief Willie Marcial flew to Albay to inspect the venue which had been refurbished by Mayor Noel Rosal, who was organizing the event. It had been years since the PBA played in Bicol and nobody knew the exact condition of the facilities there.
If I remember correctly, Legaspi and Naga also has a bit of a “jinxed” reputation, which did not make it a favorite site of the PBA.
There was a time when the PBA delegation had to fly back and forth to a province in Bicol thrice but on all three occasions, the plane could not land due to inclement weather.
I can’t remember if the planned match was ever played.
* * *
Further back in PBA history, I recall import Billy Ray Bates being involved in a barroom brawl when his Crispa team went to Bicol to play a game there. From what I remember, Billy was a bit disrespectful to one of the ladies in a cabaret and the locals didn’t like this.
Stones and various kinds of debris were thrown by the feuding parties and police had to step in and escort the Crispa import back to his hotel.
After the eruption of Mayon Volcano, the PBA no longer scheduled out-of-town trips to Bicol.
Until recently, when the very persuasive Mayor Rosal talked with Comissioner Sonny Barrios to invite the PBA to play in Albay.
Following the inspection, the Albay Astrodome was declared “playable,” in the words of Commissioner Barrios, and the PBA delegation was mobilized to make the trip.
* * *
The Ginebra Kings and the Alaska Aces needed to take the same flight to get to Albay. I don’t know if the two teams were in one plane but the important thing was they both got to Albay after an uneventful trip.
Last Friday, the Kings and the Aces did their workouts alternately at the Albay Astrodome without incident.
Saturday morning before the game, they returned for shooting drills. Everything was normal.
In the afternoon, no man could be happier than Mayor Rosal. It appeared as if the entire Albay province had turned out for the game. The Albay Astrodome was packed to the rafters.
However, after a few minutes of play, the cagers started slipping on the floor and the game had to be stopped. Curiously, with so many people inside, the gym became humid and the floor literally started to sweat.
* * *
“First, we tried the traditional remedy of dowsing the floor with cola drinks. Cases of soft drinks were poured on the floor, which we later scrubbed with is-is. Practically everybody was down on their knees scrubbing and wiping the floor, including the mayor, the referees, the spectators. Nobody left the gym,” said Willie.
After almost two hours of mopping, the players took the court again.
But again, after only a few minutes of play, the floor started to sweat, even more profusely than the players, making the surface dangerously slippery.
“This time we seriously considered canceling the game,” said Commissioner Barrios, who was monitoring the situation from Manila.
“After consulting with PBA chair Joaqui Trillo of Alaska and Ginebra governor Robert Non, everyone agreed that the safety of the players should not be compromised. We considered playing the following day, Sunday, but by this time, we knew that the condition would be the same,” said the commissioner.
Strangely, after all the people had left, the floor stopped sweating, said Willie.
If you ask me, there’s only one simple, though costly, solution to the problem.
Install an air-conditioner.
Isn't Albay Astrodome Airconditioned? Bakit hindi ma-maintain yung AC system to optimal condition? When I was still there... BU Arki held the Dark Pink 7 for the first time in Albay Astrodome and the place was packed to the brim... including the court area but the AC was able to cool the place pretty well. :ohno::ohno:
I think the problem is that there is no proper feasibility study when the facility was built. Not enough marketing strategy to make the facility profitable. Dapat everytime may big ticket projects kasama paarti yung viability and pano magiging profitable yung project rather than just build the facility and bahala na kung profitable ba sya o hindi. Tax payers cannot burden the maintainance of this facility... it should be able to pay for itself and be able to generate funds to maintain it constantly.

Agree it should be rehabed now but as I mentioned above... tax payers are not supposed to shoulder the payment of the loan. It should be included in Fiscal Year projected income of the facility.
[dx] May 21st, 2009, 02:23 AM One town, one product, one brand (http://businessmirror.com.ph/home/opinion/10611-one-town-one-product-one-brand.html)
by Atty. Adrian Cristobal
Albay Gov. Joey Salceda, one of the few local chief executives well versed with international trade issues, shared a vision of the Bicol region’s development with entrepreneurs and local officials in Legazpi City recently. The event gathered producers under the One Town, One Product program in the Bicol region.
Included in his extemporaneous remarks was the concept of geographical indications (GIs), a form of intellectual property (IP) that indicates the specific geographical location where a unique product is made and giving its producers the exclusive right to brand the product using the name of the place.
Long established in Europe, the GI system provides this protection for wines and spirits. Countries that have acceded to the World Trade Organization recognize this intellectual-property right under the Agreement on Trade Related Aspects of Intellectual Property Rights. World-known products like champagne (used exclusively by wine producers in that region in France) and tequila (exclusive to several provinces in Mexico) are examples of GIs.
Many countries, especially developing ones, have established their own GI system to protect their local products and boost their value in the international market through effective branding strategies. Recently, Thailand registered jasmine rice as its GI.
Although we do not have such a system yet, GIs are protected under our Intellectual Property Code, and trademarks owned by communities or collectives in our system serve the same purpose.
What Governor Salceda had in mind was protecting and branding products from Bicol that have gained some market prominence, such as the pili, other delicacies and handicraft. That is what IP Philippines, together with the Department of Trade and Industry (DTI), has been promoting around the country.
Local governments are quickly catching on, playing an important role in branding their products by using collective trademarks. Sarangani, for instance, has two marks: Sarangani Golden Mango and Sarap Saranggani. Bulacan has “Tatak Bulacan” to identify distinctly its famous sweets. Tarlac has registered “Natural Tarlac,” positioning the province as a source of natural and organic products. Pampanga has “Vida Pampanga” for local delicacies. There are others.
To make the trademark-registration system more accessible to entrepreneurs in Bicol, IP Philippines recently opened a new IP Satellite Office (IPSO) in Legazpi City to provide services not only to micro, small and medium enterprises (MSMEs), but of course to inventors, scientists, artists and local governments in the region. Located in the DTI regional office, the IPSO will disseminate information about IP, assist patent and trademark applicants in filing their applications, and receive these applications as well. By bringing the service to the region, IPSO’s presence saves them a trip to Metro Manila, cutting the cost of filing a trademark or patent application.
For the past several months, IPSOs were opened in Cebu City to service the Visayas, Davao City to reach out to Mindanao, and Angeles City for Region 3. In the coming weeks, a Baguio City satellite office will be launched to service Northern Luzon.
More important for the development and growth of MSMEs, the IPSO now mainstreams the protection, promotion and management of IP assets into the MSME development program of the government. It also completes the package of services and skills that entrepreneurs need by introducing the concept of managing creativity and innovation. Through the IP system, the vague mantra of “innovation as the key to competitiveness” takes concrete and practical form through patents, trademarks, copyright and other forms of IP.
Collective trademarks or GIs is more than an effective tool in branding, marketing and establishing the presence of our country’s indigenous products in the world market. It instils pride of place, heritage and country.

Colonial Bridges Built During the American Regime
Gov. Reynolds Bridge, Guinobatan, Albay. Governor Reynold's Bridge was inaugurated in 1911 and is composed of two reinforced arched spans. Traversing the Banao River, it links the town of Guinobatan with that of Lig-ao and Camarines Sur further north. When built it cost the American colonial government P40,000 pesos. Governor Reynold's Bridge replaced an earlier span built during the Spanish colonial period in 1860 which itself was subsequently destroyed by a powerful earthquake in 1864. The bridge was designed with two reinforced concrete arch spans supporting concrete piers holding the road deck. This design was utilized by the American engineers for many similar spans found throughout the country. Governor Reynold's Bridge, which amongs the locals is more familiar as the Banao Bridge still facilitates all forms of road traffic almost a hundred years since it was inaugurated.
gurugeri May 21st, 2009, 03:00 AM Where is that bridge specifically located? Yan ba yung tulay where my students from Albay would make a wish when they cross? That's before reaching the boundary between Guinobatan and Ligao City. It's a long bridge, and the greenery in the area is mesmerizing.
gurugeri May 21st, 2009, 03:06 AM Albay Astrodome has air-conditioning facilities, and they are working pretty well. When I watched Mutya ng Magayon last month, I had to bring my jacket because I knew it was cold inside. I don't think it was the problem. The floor could be the problem. But then again, that foiled game was not the first to be held in that venue. There were previous PBA games held there. But time could have caused the floor to be not playable. In short, Mayor Rosal should have considered repairing the floor first (if it really needs to be repaired) before inviting those big-star players.
Another thing, I don't think there is something with the Astrodome in its entirety. It was just the floor.
So how was that column treated in the world of the "virtual"? Perhaps, in a lambasting manner again.

Right Pading GuroGeri, but i think if they intend to hold a national basketball league game in earnest, then they should construct another gym for sports of the kind that need special maintenance. Our astrodome is treated by authorities as one would a multi purpose barangay hall. maski ano-ano na sana baga an pigaheld dyan. Mga mutya na beauty contest, dark pink, miss gay, trade fair, job fair, concerts of all sorts and sizes, mass demonstrations, mass weddings, misa de gallo, graduations, convensions, batch reunions,...pati tupada asin bulang.kulang na sana i hold dyan mga padi ang bunyag asin pag-utad.
with that, how do you expect the facilities and structure to hold out? in fact, the authorities overstretched the capability of the structure. our local authorities must see to it that the use of the astrodome be regulated.this pba game was just the proverbial straw that broke the camel's back.

love this dx. if i'm not mistaken this is the long bridge with the coconut groves on both sides. we used to play a game here of holding our breaths until we traverse the entire bridge.hehe. it's nice to know its history and reflect on its dependability. that bridge have been there for as long as i can remember and not once had i seen any major repair done on it.
