I never heard of any Chapel or any Worship house conservation effort. never is there any feature on such enigmatic places of worship. Do you guys have any pics of old chapels in the Philippines or Albay? Visit the Legazpi compiled threads if you haven't. :) Here they are: This is for Legazpi Gen X’ers and Gen Y’ers, from a baby boomer’s recollection of what Legazpi City looked like during the 50s, 60s and early 70s. It’s nice to reminisce the good old days, when problems were simple no matter how complicated. I have had a lot of free time today to compose this long article. Read it if you also have some free time. OLD ALBAY: A VERY PEACEFUL COMMUNITY AND SEAT OF GOVERNMENT I will start with Old Albay District where I grew up. Old Albay was a very peaceful community, very laid back where commercial activity was almost nil. The district was regarded as the seat of government because this is where the Albay Provincial Capitol and the Legazpi City Hall were located. Otherwise, it was mostly residential. During the fifties, Washington Drive was still predominantly ricefield up to until the late sixties. The airport terminal was located at the other side of the runway at the side of Lignon Hill. Philippine Airlines had daily flights from Manila using WWII vintage DC-3 planes. The old City Hall was the building in front of Locsin Park, which is now occupied by the Police department. The mayor during the fifties was Ramon Arnaldo, which if I remember right in the previous threads, is Dex’s great grandfather! I couldn’t remember Mayor Arnaldo’s projects because I was too young then. But it was during his time when Balintawak St., where I lived, was asphalted. It was previously macadam. When Mayor Luis Los Banos (I think he is related to Hawaiiano) took over from Mayor Arnaldo, he had very many projects. He was instrumental in building the new City Hall that we have now. This was in the early-sixties. This new City Hall building was previously the site of the former Bicol Regional School of Arts and Trades (or BRSAT). BRSAT was transferred to a new site near the Reagan Barracks and was later to become the College of Engineering of the proposed Bicol University. The old BRSAT building was renovated and converted as the new City Hall. Also at this time, Mayor Los Banos was also building the Legazpi City Supermarket in the Port District. This supermarket got burned in the late seventies I believe. It was also during the time of Mayor Los Banos in the mid-sixties when the present Rizal Park in front of St. Raphael’ s Church was first renovated. The designs of both building projects were done by Architect Ever Napay who I think was the City Architect at that time. I do not remember if he is still alive, but I know his eldest son Titoy. We were neighbors at Balintawak St. Architect Napay was also a musician where he had his own marching band that plays during parades on Independence Day. I cannot remember any impact projects done by Mayor Goyito Imperial. He was elected Mayor in 1967. PENARANDA PARK Penaranda Park was devoid of those humongous concrete structures that we now see. A great expanse of the park was planted to carabao grass and it was surrounded with big trees, so pleasing to the eye. The only concrete big structures were the Liberty Bell, and the Penaranda Monument. There were benches around the park that were under trellises with yellow bells and garlic vines clinging on it. The trees could have been preserved. They could have just provided the park with those bright lights, so the greeneries are more defined and more pleasing and refreshing. Penaranda Park was also the favorite hang-out of the district’s famous village characters - Tinoy and Sabrit. LOCSIN PARK: ENTERTAINMENT CENTER Locsin Park was a center of activities. During elections, candidates hold their miting de avance here. Often, the big companies selling consumer products like, Coke, Tide, Purico, Eveready, Tanduay, Chelsea, etc., would have free movies (most of them western) in the evenings. During summer, the Legazpi Jaycees would hold their eagerly awaited annual basketball tournament in the park. This is where Bogs Adornado started as a “commercial” player, suiting up with the Oro Knights from Oro Site, Legazpi Port. The other big teams were the Legazpi Hornets, Royal Albayano Youth or RAY and the Royal Night Hawks (RNH) of Sagpon. LICEO DE ALBAY In the early sixties, Divine Word College, then known as Liceo de Albay, was purchased by the SVD from the Diocese of Legazpi. The SVD fathers under Fr. Joseph Bates, initially constructed a modern three-storey building after they took over. A second large wing was constructed during the school year 1964-65 and was finished by the end of the school year. The high school students of Liceo, helped in the construction by making hollow blocks during their Vocational subjects. Fr. Bates, would then treat them to free coke and siopao after class. Because of this, the students always looked forward to their vocational classes. Fr. Bates was very generous to his students. There were only about 400 high school students then in Liceo, and every Chirstmas, he had a gift for everyone. He gave each one a package of goodies which includes an apple, peanuts, lots of candies and balloons during the last day of school before the Christmas break. Mababaw lang ang kaligayan ng mga bata noon. Starting the school year 1965-66, the name of Liceo de Albay was changed to Divine Word College when the school started to offer college courses. College level became co-educational while the high school remained exclusive for boys. College occupied the third floor of the building. The following school year, another wing was constructed and the grade school was opened. If DWC eventually becomes a university, I would love to see it go back to its old name – “Liceo de Albay” University. Just like, when DWC-Tagbilaran was elevated to university status, they adapted its old name – “Holy Name” University. RESTAURANTS During the fifties, restaurants in Old Albay was practically non-esistent unlike today where the better eating places in the city are now in Albay. Government employees would go home to their houses for lunch. It will only take you 10 minutes to go home to your house in Legazpi Port or Daraga. In the sixties though, there was a couple of new restaurants that opened. There was Cherryl’s Restaurant at the building beside DWC where Graceland – Old Albay used to be located. Then there was Celebrity Restaurant at the back of DWC which was opened sometime in the late sixties by Architect Panks Calleja, the brother of Board Member Oste’. It was pretty classy. Also on or about 1969 or 1970, the first branch of Kentucky Fried Chicken was opened near the front Quezon Academy later renamed Francisco Munoz Academy. The Quezon Academy site is now occupied by STI-Legazpi. The Kentucky store was owned by the Alvarez family. The building where Biggs is now, used to be a large duplex apartment. One door was occupied by the family of Atty. Rafael Triunfante the Dean of the College of Law of Legazpi College and for a time also of Bicol College. He is the father of Mayor Ching of Daraga. I believe, this is where Mayor Ching spent his childhood. The building beside it was the Albay Bible School which is also now a restaurant row. This building used to be the Milwaukee Hospital before the war. At the back of the Albay Capitol was the big residential house owned by American Protestant missionaries who run the Albay Bible School. The lot where Jollibee-Albay is located, was part of the Albay Evangelical Church. For a time, this was used by the high school boys of Liceo de Albay for their gardening subject. SAGPON, ALBAY You don’t hear people say Sagpon, Legazpi City. It has always been Sagpon, Albay. The Ago Hospital is already part of Sagpon. Before reaching Albay High School, the main landmark was Buban’s where you can taste the best halo-halo in the city. The huge government complex in Sagpon where Bicol University is, housed the Albay High School, the Governor’s Mansion, the Albay Normal School and the Quirino Stadium. I guess part of Albay Normal is already part of Daraga. Quirino Stadium was built in 1950-51 when Legazpi hosted the National Interscholastic Meet. I hope our government officials will do something to renovate the stadium and transform it into a word class sports facility with tartan tracks oval. There was also an Olympic size swimming pool at the back of the Quirino Grandstand. AH TONG’S BAKERY AND GROCERY Undoubtedly, the most popular commercial establishment in Albay during that time (50’s and 60’s) was Ah-Tong’s Bakery and Grocery right at the back of Locsin Park. Albayanos troop to Ah-Tong’s every morning to buy pandesal, pan de agua, pan ramon, pan de coco and tolindoy. In the afternoon the most popular would be the giniris and galletas. The owner was popularly known as “Ah-Ching” a pure Chinese from Amoy who’s married to a Filipina whom we call Tiyang Pinya. This is the complete store where you can buy everything, from bread to groceries, clothes, school supplies, beauty products, laundry soap, hardware (nails, wires, rope, fluorescent lamps) etc. Name it and Ah-tong has it. This is the equivalent of your modern day supermarket masquerading as a sari-sari store. This building is now occupied by a 24/7 convenience store and South Star Drug if I’m not mistaken. RADIO STATIONS Three radio stations were located in Albay District. DZAL, the second radio station to open after DZGB, was broadcasting from a small building owned by the Napals at the corner of Rizal St and Maria Clara. DZAL later transferred to its own building in Pacita Subdivision at the back of Albay Central School after it was bought by Kanlaon Broadcasting System from Mayon Broadcasting System. DZRC, owned by the Cea’s of Camarines Sur was broadcasting from its own building in Washington Drive. DWZR owned by Hernie Baldo, was located at Teocson Bldg in Sagpon. In the late sixties, DZBL of ABS-CBN started operations in its own building in Cabangan in front of the gate of Vel-Amor Subdivision. DZGB, of George Bayona, originally broadcasted from the building near the pier in the fifties known then as Bicol Wire Broadcasting System (BWBS). To tune in to their broadcast, you have to subscribe to them so you get connected via cable just like your cable TV now. It transferred later to its own building in Imperial Court in the sixties. DZGB also operated DZGM as a pure music station, much like the FM stations now. DZGB’s popular announcers (DJ was a name not used then) were Johhny Victoria (who later became a Councilor), Nellie Laguilles and Lolo Ibon. DZAL had Tony Bataller and Nes Gapayao while DZRC had Dick Arnedo and Grace Azupardo. Dick Arnedo transferred later to ABS-CBN with Jimmy Po Alanis. The Diocese of Legazpi also operated a radio station at the compound of St. Raphael Church. All these radio stations were on AM band. There was no FM then. O, pa'no ta mapaaram na ngona ako ta alabaon na baga iniong pigparasurat ko. Aloy-aloy man ako ki karoromdom kan gabos na ini-o. Nom, ta natapos ko man baga! Sa masunod, mapasiring naman kita sa Legazpi Port kung gusto pa nindo. Dakulon pa akong naroromdoman diyan kaito sa Legazpi. Magturuparan guiraray kita makalihis ki mga sarong bulanon man sana. Dios mabalos tabi. Just in time for the new thread, how about some nostalgia for a change. As promised, here are some recollections of how Legazpi Port looked like during the fifties and sixties up to the early seventies. These were the years of the hippie Baby Boomers, especially the sixties. Life was simple then but started to become complicated in the very late sixties and seventies. Now you can compare the Legazpi City before and what we now have. SHOPPING The city was already vibrant and progressive and was full of life during the fifties and sixties. At least as far as were concerned then. We had our own share of fun and "happenings" (or “gimik” to you in today’s lingo). During the time when malls were yet unheard of, shopping means going to Legazpi Port in the area surrounding the crossing of Penaranda and Rizal Streets. The Los Banos Bldgs (or PVLB), and the Stilianopolous Buildings were the places to go. Along Rizal St., the Stilianopolous Bldg had Bombay Silk Store and Shoes Department. Further to the corner of Quezon Avenue was Dito Grocery, which later became Ellen’s Grocery, where we buy our imported , chocolates, delicatessen and cold cuts. There were other stores in this building (a hardware store for one) whose names I can no longer remember. Maybe some of them are still there. There was another Stilianopolous Bldg on Rizal St. cor Penaranda, where the Mayon Hotel was located. Mayon Hotel in the 50s and 60s was considered first class where visiting VIPs and celebrities like movie stars and national politicians are billeted. Also along Rizal St. near the corner of Penaranda was Ever Bazar Department Store. Then we had the Eden Hotel farther eastward, the forerunner of Hotel La Trinidad after it was purchased by the Candanos from Dr. Ago in the early seventies. Eden Hotel had duckpin bowling lanes at the ground floor. La Trinidad was considered first class then since it also included a classy movie theatre, a music lounge, a shopping arcade, a ballroom, and a bank (Far East Bank) at the ground floor. ENTERTAINMENT AND SOCIAL SCENE The major form of entertainment during the period were the movies. In front of Bombay Silk Store was Cine Najar where new Tagalog movies are shown. Movies showing changes every week on a double program basis with the newly released movie as the main feature while the double feature is a third run movie, meaning it has been shown years back. Najar was not air-conditioned and it had wooden seats in both its orchestra and balcony sections. This theatre was later sold by the Najars to the Madrids of Daraga in the late sixties and was given a new name, Belen Theatre. This former theater is now part of LCC. Beside Cine Najar was the Golden Dragon Restaurant, one of the more expensive Chinese restaurants then. At the end of Rizal street going to Pigcale, were the imposing PNB Bldg., the Legazpi Chinese School (which we call Chinese Chamber), and the Philamlife Bldg. At the top of Philamlife was the Philam Auditorium where important occasions are held like conventions and balls. This is where the civic associations and social clubs hold their annual social events like those of the Jaycees, Lions and Rotary. Youth organizations like the Albay Clique, Yearlings and the Fil-Chi Association also hold their annual social events at Philam Auditorium. The Fil-Chi is an association of Filipino and Chinese youth, while the Yearlings is an association of college students, most of them studying in Manila. They meet and socialize during school breaks. The Albay Clique on the other hand is an association of young professionals many of them former members of the Yearlings. On Penaranda Street, coming from the DBP building, the first main establishment was Lola Theatre, the first airconditioned theatre in Legazpi and in Bicol owned by the Los Banoses. It opened sometime in 1964 and the first movie to be shown was The Sound of Music. Beside it was a first class cocktail lounge called El Casino whose site is also now part of LCC Supermarket. At the ground floor of El Casino was a bowling lanes. In front of it on the other side of the road, also on PVLB Bldg, was the New Eastern Restaurant at the ground floor, another favorite Chinese resto. Beside it was Ileto’s, the modista of the rich people of the city. The third floor was occupied by radio station DZAA. While the second floor was occupied by medical clinics and law offices of known practictioners, like Dr. Roces, Dr. Martinez, Dr. Sallan (dentist), Dr. Baylon, Atty. Madrid, Atty. Regino, to name a few . At the other side of Penaranda going to St. Raphael church was another building owned by the Los Banoses. There was the Rex Theatre on it. Before Lola Theatre was built, Rex Theatre was the “first run” theatre of the city during the fifties together with Plaza Theatre in Daraga owned by the Baylons. Beside Rex Theatre on its right is Xandra Hotel owned by the Miguel family. I understand of our forumers here is a member of that family. At the ground floor of Xandra Hotel was Mike’s Oakroom, a resto-bar if I am not mistaken. DINING AND MORE SHOPPING Beside the Alatco terminal on Penaranda was a record bar called Manly Electronics & Record Bar where we buy our long playing albums and 45s. (I hope you guys know what a 45 means, it’s not a gun ). In front of Xandra Hotel was Saty’s Department Store which was our equivalent of Rustans’ then. Saty’s is owned by Hashu Menghamal whose late eldest son was a classmate and a very good friend of mine. Beside Saty’s was the very famous Legazpi Restaurant (LR) whose pansit and siopao were unbeatable. Until the seventies, LR is the place where politicians, businessmen, senior citizens, among others held court. Starting early morning, they would debate on local and national issues over a cup of coffee until about 10AM. An order of pansit at that time will cost you one peso and one big siopao costs thirty centavos. Also in this area was Mayon Emporium owned by Glenn “Oro” Lee where I used to buy my shoes. Glenn’s family also owned Oro Bazar beside Ever Bazar on Penaranda. For your shoes you either go to Mayon Emporium, Oro Bazar or Ever Bazaar. At the right side of Saty’s was a Soda Fountain – a diner type restaurant (I forgot the name now). This place is now occupied by Graceland. Beside the entrance to the Aquinas old campus was Baccay’s Bookstore where we buy our school and office supplies. Another bookstore and office supplies outlet was Prieto’s Bookstore along Quezon Avenue. The Prietos also owned Josam’s Mart along Rizal St. near the entrance of Imperial Court Subdivision. In front of St. Raphael was where the the Aquinas University school buses parked. They shuttle the students to their new Rawis campus with a fare of 5 centavos one way. All the way to the front of Aquinas campus was a restaurant called Family Kitchenette were they serve the best spare ribs and fried chicken in town. They were also the first to serve hamburger in the city at 60 centavos each. The original Waway’s Kitchenette was located in front of St. Raphael’s Church. The most popular bakery was Luzon Bakery which is still going strong up to now on Magallanes St. The other popular bakeries were Chong Woo and Superior . I am not sure if the last two are still existing. At the corner of Quezon Avenue and Rizal St. was the Legazpi City Supermarket. It was built during the incumbency of Mayor Luis Los Banos and was designed by Arch. Ever Napay as previously mentioned in my Nostalgia Part 1. Numerous stores occupied the building but I can only remember 3 of them which were the most popular then. They are the Bicol Souvenirs, Costa’s and Loleng’s Bake Shop famous for its halo-halo. I would love to see the place formerly occupied by the burned supermarket to be converted into a more productive facility, hopefully not another mall. But I understand the Central Terminal is now being constructed here. It should be a friendly terminal both people and environmentally friendly. Most of these establishments at Legazpi Port were built after the second world war. TRANSPORTATION Many of the city roads during the fifties were still macadam particularly in Albay District which were asphalted in the late fifties and early sixties. Although the colorful jeepneys were already present, the most popular mode of transportation on the Daraga-Legazpi route then were the “pick-ups”. If you want to know how these pick-ups look like, they were slightly bigger than the Starex, and with an open back with two seats facing each other like a jeepney. There were, however, two front seats that can seat up to five per seat. In the mid-sixties the Nievas of Camalig brought in the Legazpi Transit with 20 or 25 large buses that plied the Daraga-Legazpi route. Legazpi Transit’s buses were as big as your present large buses that plies the Bicol-Manila trips. This move revolutionized the transportation mode in Legazpi and Daraga. Legazpi Transit also introduced the “Conductoras” instead of the usual male conductors. Then a number of smaller mini-buses followed, the biggest of which was the JCM Transit with about 25 units. They also had their own Conductoras. However, Legazpi Transit’s operations lasted only for about 10 years maybe because the Legazpi – Daraga route cannot sustain yet that kind of transportation mode. JCM and other similar operators of mini buses also did not last that long. The jeepneys came back as king of the road. In front of Lola Theatre was the Alatco Terminal. Alatco or A.L.Amen Transportation Co. was the biggest bus company in the Bicol Region back then. It was originally owned by an American serviceman but was later sold to the Tuazons. Its main office was in Iriga City. It had two other bus companies in its fold – the Bicol Transportation Company (BITRANCO) and the Consolidated Auto Lines (CAL) with its yellow buses. Later Alatco was sold by the Tuazons to Pantranco (now Philtranco) during the martial law years. The JB Line also used this terminal in the later. The Alatco buses plied mainly the out of town routes to Naga, Sorsogon, Tabaco. It also had one regular bus going to the town of Manito and one bus each assigned to the barrios of Banquerohan, Bagacay and Maslog in Legazpi and to Cawayan a barrio of Manito. AND MORE HOTELS Beside the Legazpi PNR station, which was known then as Manila Railroad Company or MRR, was the Shirman Hotel owned by Pepito de la Riva. At the top floor of Shirman Hotel was the swinging Penthouse Club. This is where the vibrant youth of Legazpi and Daraga go discoing in the late 60’s and early 70’s. It was the “in” place then. The combo (or the band as you gene x’ers and gen y’ers call it now) playing then were called The Brown Men. They really play good music then. At the other side of the PNR station was the Ritz Hotel owned by the Pardos. The Ritz Hotel was the venue of the countless Bingo Socials sponsored by some organizations. They call it Bingo “Socials” ta digdi sinda nag sosorosyalan. Further north going to Tabaco was the Al-Bay Hotel owned by Dr. Alberto Baylon. It was really classy when it opened sometime in the late sixties with a movie house. The hotel was constructed by Engr. Gene Andamon and her Architect wife Vicky Domingo. Engr. Andamon also handled the construction of the DWCL buildings in Albay. In Bitano, a large hotel called Bicolandia Hotel was also opened in the sixties. This was near the St. Jude Catholic School. This hotel though did not really caught the fancy of Legazpenos because it was out of the way. Bitano then was basically swamp area. I myself did not get to see this hotel personally. I just saw a glimpse of it from afar with the ubiquitous dome shaped roof of one its buildings. BANKS The banks were located mostly in the Port District. We had PNB and DBP who both constructed their respective branches with huge buildings that you still see up to now. Along Rizal St., were BPI, Pacific Bank, Solid Bank, Philippine National Cooperative Bank, Manufacturers’ Bank and the Bicol Development Bank. Along Penaranda was Banco Filipino and Philippine Bank of Commerce which was later absorbed by PCIBank (and now BDO). SCHOOLS In the fifties, Aquinas University was then known as Legazpi College owned by Buenaventura de Erquiaga. Aside from its college courses, it also had a high school and grade school offerings. It was later purchased by the Dominicans in the mid sixties and converted it to what it is now. St. Raphael’s Parochial School was operated by the St. Raphaels Parish. It is known now as St. Raphael’s Academy and operated by the RVM sisters. As previously mentioned, the St. Jude Catholic School for Chinese children was located in Bitano. That’s all folks. Built on March 2, 1702 by the great, great grandmother of the late Antonio Loveria, a descendant of the well-known Borromeo clan, the house, located along F. Lotivio, Bagumbayan, Daraga, Albay has withstood carpet bombings by the American liberation forces, and the deadly typhoons that often visits the Bicol region. "It is one of five houses that survived the war, after every house and well known structures were leveled to the ground in Daraga," said previous owner, Emma M. Loveria. The house is made of lime which was a common construction material during the 1700s. Its ground floor is made of polished stone. During World War II, the old house in Ilawod, as some townsfolk fondly calls it, served as the headquarters of the Japanese Imperial Army. Some bullet holes were found on the windows, indicating a fierce fire fight between Japanese soldiers and the liberating forces. Today, the house has been renovated to look like the original one. The provincial government of Albay also said it expects more funds to boost tourism efforts. From the P1.4 billion, the international airport in Daraga town would get P600 million for land acquisition and engineering-related works and P814 million would pay for the construction of new roads to the airport and nearby Donsol town in Sorsogon. Albay Gov. Joey Sarte Salceda said he expects the P814 million to be released this November to complete the 27-kilometer triple road access linking the Albay towns of Pioduran, Jovellar, Guinobatan, Camalig and Daraga to Donsol. The road network skirting the P3.5-billion airport project would entail the construction of five new bridges with a total span of 75 meters. The MOA on science and technology partnership program was signed by DOST Secretary Dr. Estrella F. Alabastro and Albay Gov. Joey S. Salceda during the recent Bicol Regional Development Council (RDC) conference in this regional center. Under the accord, DOST will undertake, among others, research and development programs, establish food and technology centers, set up science-based farms and upgrade the capabilities of Phivolcs (Philippine Institute of Volcanology and Seismology) and the Philippine Astronomical Geophysical Administration (Pagasa) in Bicol. Salceda said the partnership aims to identify and develop viable local development initiatives and undertakings that require science and technology interventions. It took me three guesses to get the password to this blog right, but I finally found myself with internet and not much else to do so I figured I should try to catch up on at least a few of my last ten days in Asia. I can't get my camera to link to this computer correctly (mine crashed the day before I left the US), but at some point I'll upload pictures to go along with this post. At least as a segue, I'll tell a few travel stories. I had the worst sandwich I've had in years at JFK. When flying from Terminal 1, you're better off starving. My flight from JFK to Tokyo (Japan Airlines) had cameras attached to the nose and bottom of the plane that you could view on the touchscreen in each seat. It was, at the time, "the newest thing I knew exists". (This is a concept mentioned by comedian CK Louis in this great interview. I really like the idea, and since (spoiler) I've spent the last few days in Tokyo, mine has changed a couple of times since.) Flying into Tokyo, we were subjected to 28 Days Later-style influenza screening procedures. It took me about 75 minutes to get off of my flight, even though I was transferring to a new international flight and not even entering Japan. Think blue hazmat suits, heat-imaging cameras, and lots of forms that insure you in their lovely Orwellian way that this is all for the sake of the health of you and your family. I was anxious during the entirety of our ascent for the Japan Airlines sound bite sampled by The Books in "Tokyo" -- It has been a great pleasure to have you aboard Japan Airlines. Thank you very much and for now, sayonara. -- and they said segments of the script, but not at one time. I listened to the song during quarantine to make up for it. At one point, the girl sitting next to me asked me if the Japanese were Communists. I spent a few days in the Philippines visiting a very good friend from school and trying to relax as much as possible during my lone two weeks between finals and my internship. It worked incredibly well. Her family was amazingly hospitable and we had great programs lined up for my one week and great friends to do them with -- what follows below will invariably be a woefully inadequate summary. Day 1 -- Taal Lake/Volcano/Volcano Lake Lake Taal's island within a lake within an island (that is a volcano) within a lake within a HUGE crater was, as you might expect, gorgeous, but even given this, the whole day was much more of a "journey over destination" type deal: we rode a traditional Filipino boat across the lake, the first of many instance when I was On a Boat (everybody look at me) . Next, we rode horses up to the top of the volcano-within-the-lake. Local (I'm assuming) Filipino kids led our horses up the mountain. It was my first time on a horse this decade (I still think of the 2000's as a young decade. Silly, no?), leading my guide to say "balance, cowboy" every 50 yards or so. He discovered that old and fleeting nickname of mine quite quickly. My horse, Cindy, was slow but adorable. I'm sure it didn't help that I'm not quite a featherweight. My friends' horses, on the other hand, booked it up the mountain. Days 2-5 -- Legazpi/Misibis We flew from Manila to Legazpi (50 minutes -- up there with the other shortest flights I've ever taken: Orlando-Fort Lauderdale, College Station-Philadelphia, and Vienna-Budapest, all in the 200 mile range) and landed at the foot of a volcano that was described to me as, and is, a shockingly near-perfect cone. Given that Legazpi is a beach town, it was also surprisingly tall: 2000+ meters. There's no mountain range nearby, just a volcano. We were picked up by Mei, a hospitality person from our resort, taken to a nice sister-hotel for a half-Filipino, half-Western breakfast, and then to our surprise on an hour-long ride through a legitimate jungle that at required us more than once to drive off of the paved road and once onto a ferry. It was incredibly gorgeous and surprisingly mountainous: lots of lookouts and hairpin turns. (If this is your first time reading my blog, I usually at least attempt to replace these trite adjectives with pictures. I hate description and try to let the pictures tell their thousand words for me.) We were happy by the end however to get to our resort where we were greeted by a dance by the staff, fresh watermelon juice, and two beachfront villas. Over the next three days, we took ample advantage of Misibis' resources and kindness: we rode jet skis, horses and ATVs, the latter through a sequence of small villages up a mountain road, went banana boating, sunbathed, swam in the ocean, played with inflatables that were impossible to climb, went zip-lining (though it was less zip-lining than sliding down once a single zip-line), had long conversations over great dinners, and watched 1.5 Jurassic Park movies. My favorite though was a buggy (think souped up half go-kart, half ATV) ride up a riverbed to the foot of the lava flow of the volcano. The lava flow ended in a five-story wall, which we then got to climb. From the top, we could see the flow all the way to the top of the volcano, and we could see down to the sea. The flow was still steaming from a 2006 eruption. A picture will be coming, I promise. Also, we had a huge transportation win on day 4. Because the owner of Misibis was concerned that we hadn't seen a whale shark at Donsol on day 3 (see below), he told us to go again and to use the resort's helicopter to get there. Needless to say, it was sweet. We all firmly decided to at one point (mid-life crisis?) splurge on a helicopter. On the way back, we took a speedboat from Legazpi to Misibis. Choppy seas and light rain made it quite a ride. I'm on a boat and it's going fast and... Days 3-4 -- Donsol Even though these days overlap with Misibis, I think Donsol deserves its own entry if only because it was (ostensibly) the principal reason we were in the Bicol region. Lonely Planet calls it sleepy, but I'd call Donsol a bustling (if cute) fishing village. In either case, it is principally a fishing village, but for a few months of the year, international tourists swarm the town to watch and swim with whale sharks. (Aside: we had a good conversation about how a "whale shark" is considerably less terrifying than a "shark whale".) It seemed to us that we were a bit late to the 2009 season since on our first day out on the water, we saw no whales in our three hours. On our second day, in one of the most outrageous things to happen to us in a week of outrageous things, the helicopter helped us look for a whale. Still, no go, and we gave up in a little more than two hours. We did get decent tans though. Our one last activity together was watching Twilight. I saw it in good (and obsessed) company so I had fun but I do now feel that I have the right to criticize the movie mercilessly. With that, on Wednesday, excitedly but remorsefully, I was off to Tokyo. My friends were going next to Boracay, the Philippine Ibiza, a legitimate isle of sin. I shudder ever so slightly in my sleeping bag, as I smell the fragrant smoke of burning wood in the makeshift stove of three large stones arranged to support the whistling well bruised kettle that woke me with wanton disregard for last night’s hangover. “Maliputun adi?” my brother asked, pointing out the obvious fact as mist forms in smoke-like puffs as we breathe, reminding me hastily of my morning cigarette. Grunting approval, I search through my backpack for a fresh pack of Winston and lit a stick on the scattered coal from the stove . Wintons..sigarilyo ni jame bonds,hehe. I thought to myself relishing the pun as I took a drag, the smoke mixing with the earthly smell of burning wood, last night’s gin, fried rice, dried fish and Blend 45 coffee. It was starting to be a great day. I sipped my coffee in intervals of gulping down spoonfuls of fried rice and dried fish with little bits of scales sticking to my teeth. Last night was quite a party, as we sat around the fire with conversations of the trek up this camp, the cold night air encouraging the turn of the shot glass and stories of nature, childhood pranks, and ghost stories and the usual jokes about priests and nuns. I leisurely walk out of the hut that serves as base camp and smile at the tents pitched outside. Sometime between the ghost stories and urban legends, some fools got it in their heads to sleep in the hut instead in fear of an aswang flying out of the trees and eating everybody’s guts out. Gin stories. Turned out well though, considering the cold damp condition of the tents we would’ve slept in the hut anyway. Better drunk than damp. The sun shyly peeks in the clouds lighting up the lush landscape before me. I see Legazpi City by the sea shimmering like a Camelot of Arthurian tales, rising from the verdant meadows seemingly kissing the edge of the sea. I sat by the wooden bench overlooking this splendidly wondrous sight and felt proud that the Albayano blood runs thick and pure in my veins. It’s astonishing that this very volcano where we stand in awe, respect and love is the very one that, at an almost scheduled rate, bathes the province in ash and gravel, kills countless people with its fiery wrath and erase entire family names from its thundering path with flash mudflows and earth. This is also the very source of the province’s wealth. both in agriculture, owing to the fact that we have one of the most fertile land in the country and tourism, owing to the fact that no person going to the region will not want to see the majestic Mayon volcano. I lit up another cigarette, watching the fog, like virgin white garments seductively sweeping the regal slope of the volcano. The sea looks strangely calm from here; a tiny swallow passes by in search of its morning meal. Atlantis, it occurred to me.Yes, Legazpi is like Atlantis. A culture well defined, advanced and separate from the rest of the world. Where people are more humane, resilient to the elements, patient and generous.. All these evidence of a more learned and civilized people. Unlike Manila whose own culture has been eaten up by its quest for gold. Gomorrah. Manila is Gomorrah and Legazpi is Atlantis. A balance of nature, a progressive culture and learned people open to developments. Our Atlantis. I took a sip of the now cold cup of coffee in my hand, smiling slightly at my realization. Then a pang of sadness creeps through me knowing that I have to be on my way to Gomorrah the next day,leaving my Camelot, my Atlantis and this majestic mountain I call home. Then my brother calls out : All clear! On to camp two!!!.... so we pack our bags and trek on…. On a bus bound for Gomorrah, I stare at the Mayon as it slowly disappears from the horizon, said a little prayer to those I left behind. I close my eyes and thought: Your valiant knight is on a quest my lady, in search of gold and fame; yet in time I will return to Camelot again….In misty Mayon’s embrace once again. I see Legazpi City by the sea shimmering like a Camelot of Arthurian tales, rising from the verdant meadows seemingly kissing the edge of the sea. I sat by the wooden bench overlooking this splendidly wondrous sight and felt proud that the Albayano blood runs thick and pure in my veins. It’s astonishing that this very volcano where we stand in awe, respect and love is the very one that, at an almost scheduled rate, bathes the province in ash and gravel, kills countless people with its fiery wrath and erase entire family names from its thundering path with flash mudflows and earth. This is also the very source of the province’s wealth. both in agriculture, owing to the fact that we have one of the most fertile land in the country and tourism, owing to the fact that no person going to the region will not want to see the majestic Mayon volcano. I lit up another cigarette, watching the fog, like virgin white garments seductively sweeping the regal slope of the volcano. The sea looks strangely calm from here; a tiny swallow passes by in search of its morning meal. Atlantis, it occurred to me.Yes, Legazpi is like Atlantis. A culture well defined, advanced and separate from the rest of the world. Where people are more humane, resilient to the elements, patient and generous.. All these evidence of a more learned and civilized people. Unlike Manila whose own culture has been eaten up by its quest for gold. Gomorrah. Manila is Gomorrah and Legazpi is Atlantis. A balance of nature, a progressive culture and learned people open to developments. Our Atlantis. I took a sip of the now cold cup of coffee in my hand, smiling slightly at my realization. Then a pang of sadness creeps through me knowing that I have to be on my way to Gomorrah the next day,leaving my Camelot, my Atlantis and this majestic mountain I call home. Then my brother calls out : All clear! On to camp two!!!.... so we pack our bags and trek on…. On a bus bound for Gomorrah, I stare at the Mayon as it slowly disappears from the horizon, said a little prayer to those I left behind. I close my eyes and thought: Your valiant knight is on a quest my lady, in search of gold and fame; yet in time I will return to Camelot again….In misty Mayon’s embrace once again. In the late fifties up to the late sixties, regular fare in the Bicol Express was only P10.00 one way in Economy Class and about P17.00 on 1st Class (non-aircon) and P24 on aircon. In the mid-sixties, the Mayon Limited was introduced and the fare for Economy was only P13.15 one way. Aircon coach was I think less than P30. Plane fare was I think about P40 to P50. If my memory doesn't fail me again, the Mayon Limited only stopped in Polangui, Iriga, Naga, Lucena then the Paco Station, Sta. Mesa then Tutuban. On the other hand the Bicol Express stops in all the stations so sometime the trip takes 16 to 20 hours while the Mayon Ltd. takes only 10 to 11 hours. AFAIK, to be specific, it would usually be released by July 200B. But hakz said it's being released by Oct or Nov. As a layman and as a cpa who have some knowledge on what you're asking for, I can give you this answer: BIR collects national-level taxes. these taxes, in turn, will be recognized as revenue by the government. IRA (or internal revenue allotment) can be sourced from this revenue (as a result of the collection of the taxes), which will be distributed to the Local Government Units of provinces, towns and cities. COA (Commission on Audit) verifies the validity or credibility of the financial statements provided by national gov't agencies, local government units, government owned and controlled corporations, among others (pls let me know if there are other offices being audited that you know). Along with the verification process, COA also corrects the statements before it will be released to the public. But as far as my observation is concerned, COA doesn't seem to correct but rather, just indicates what should have been included and what should have not been included in the financial statements. These financial statements show the income, assets, liabilities, equity, and cash flows of a certain LGU. I've already posted what is included in the income (just read my above post re garycooper's question). So, basically, BIR collects taxes on a national level and part of those taxes become IRA (internal revenue allotment), w/c will eventually become part of an LGU's income. As it seems, a good way to find out how really wealthy a city is is to look into the tax collections of the Revenue District Offices of BIR as these collections would be transformed into IRA, which will be distributed to the LGUs and eventually become the biggest chunk of the LGUs' income. However, since there's a lot of tax evasion going on in this country, the taxes collected by BIR's revenue district offices are usually lower than what it should/could legally collect. Another good way in finding out how wealthy a city is, is to disregard the parts of other income (except I guess the miscellaneous income coz I dont know where it comes from) because this comes from the distributions of national-level taxes that really don't show how much a certain place really receives. As I've earlier stated, I'm just a layman yet and a relatively new cpa. Naga City - 366.972 million (2nd class) 2. Legazpi City - 347.803 million (2nd class) Legazpi's average annual income for 2004-07 is 347 million. the IRA for Legazpi for 2007 is 259 million and the total income is 414 million. we don't know the average IRA for 2004-07 but I think it would be kind of consistent anyway. So, if you take out IRA, the income needed for classification of Legazpi would only be around 155 million for 2007, w/c is so much lower than the average of 347 million. From this, we can conclude that IRA is definitely included in the computation of income as a basis for classification. For me, this is somehow misleading. I think there should be a change on how they classify the LGUs because it doesn't accurately show how "classy" an LGU really is. For me, the best signs would not really be these figures but the infrastructures built by the LGUs, how orderly the CBDs are along with the traffic flow and how happy and contented the people are with the government. BUt now that there's a huge possibility that our country's form of government would be changed into the FEDERAL TYPE, that could possibly happen. DENR Regional Executive Director Joselin Marcus Fragada, designated chair of this year's celebration, enjoined everyone who attended the joint flag raising ceremony to practice by heart the Flag Day theme which is "Igalang ang Watawat, sa Isip, Sa Salita at sa Gawa." He said there is a need to promote public awareness of good citizenship values such as love and respect for the country, for the National Flag and National Anthem, and other national symbols which embody national pride. He also noted that some people do not give due respect to the flag, reminding everyone then to respect and follow key considerations in displaying the flag. "During flag-raising, all persons present must stand at attention and place their right palm over the heart. When displayed with other flags, it should always be on the left of the observer," he said. Fragada stressed that using it as a costume or as a cover for tables or curtain is a big show of disrespect to the Filipino nation. He also said DENR Bicol has issued prescribed templates for the relevant event tarpaulins and other materials to celebrate the event and that they have displayed the Philippine flag, event tarpaulins and buntings at government offices. Another huge flag is displayed at the Provincial Capitol Building with the inscription of this year's Flag Day theme and'Pilipinas kong Mahal' Mayor Noel Rosal here meanwhile shared to the government employees in attendance the history of the flag since it was first used during the proclamation of independence in Kawit, Cavite. "Today the Philippines is a free and democratic nation and the flag remains as the symbol of the country," said Rosal. He also stressed that the same Philippine Flag strengthened the Filipinos to defend the republic government from 1899 until 1901 from the hands of the Americans. "We only know a few of those who died for our independence. Many of them remain unknown and unnamed, this makes the flag and the National Anthem as a lasting valedictory for every drop of blood they shed for the country," he said. The flag symbolizes thousands of Filipinos who offered their lives just to get the freedom of the Philippines. On March 6, 1965, President Diosdado Macapagal issued Proclamation No. 374 "Declaring the Twenty-Eighth Day of May Each Year as Flag Day." The display of the Philippine Flag from May 28 to June 12 of each year was done by virtue of Executive Order No. 179 signed by President Fidel V. Ramos on May 24, 1994, for Filipinos "to collectively reflect on the significance of the National Flag. It's so easy to find Balay Cena Una which is located at F.Lotivio St. The moment you see Biggs Diner, PNB and Daraga Bakery, dont go any farther from this vicinity. These establishments are all in the corner of the intesection b/w Rizal and F.Lotivio Sts. If you' re coming all the way from Naga, turn to your right when you see PNB. I would place the maximum hiring salary to average only about P15,000 based on the current going rates. The BPOs will not go to the provinces offering Manila hiring rates. Well, except maybe if the company is involved in software development where salary demand is going higher and higher. For call centers, I think Bicol can provide the qualified manpower but for software development and quality control analysts, maybe these positions are not yet fully developed in our region. But even at P15,000 per month per employee, this will still translate to an aggregate of P360 Million per month or P4.32 Billion per year. That's a lot of money that will circulate in the Legazpi/Daraga area. However, in the overall, this Embarcadero project will not only benefit the people of Albay but also the people of Catanduanes, Sorsogon and Camarines Sur. Even those coming from Cam Norte should also benefit from this. Definitely Albay alone cannot fill up the demand for 24,000 highly skilled employees. But the metro Legazpi area will definitely greatly benefit from this. The P4.32Billion per year that will be spent by these employees will perk up business of the eating places, boarding houses/dormitories, hotels, transportation and department stores. Even our farmers will be benefited by this project. I hope the building construction (which I believe is now on-going) will be finished just in time. Many foreign companies, particularly those in the US are bringing some of their existing positions to the Philippines because cost of operations in the Philippines ranges from a high of a 10th to a low of a 5th compared to their cost in their home country. I don't think entry-level CSR's will immediately enjoy Php 20,000 monthly salary. Besides, one of the reasons why BPOs set up shop in the provinces is to take advantage of the lower wages. I favor these kinds of developments instead of malls because graduates will aim for higher-paying, white collar jobs instead of just being salesladies, service crews, etc. I'm not degrading our friends who are currently working as such. Any kind of work, as long as it's good and honest, is noble. But the sad fact is that most of them are underemployed. Some even have college degrees but because there's not much employment opportunities available, they go for these jobs instead. I have faith in the Albayano youth. They have the skills and talents. They just need the opportunity to use these and earn what they deserve. I just hope they fast-track the construction of these facilities because time is of the essence. |
