Nevertheless, I see that Albay can already maintain these amenities given the population increase, and I would like to emphasize, the better economy. The pump primer of Legazpi/Albay's economy will be the BPOs that will open in Embarcadero. If these BPO offices finally open with even at least 5,000 agents/developers/accountants/etc, you can be sure of the survival of all these new establishments. It will have a multiplier effect as far as employment is concerned. Despite its vast natural resources including mineral deposits, geothermal power and tourism potentials, Bicol has remained among the poorest regions of the country today. The new Bicol International Airport will be developed on a 140-hectare prime land straddling areas of Daraga and Camalig towns. The Department of Transportation and Communications (DOT) has recently transferred to the Albay Provincial Government P85 million to pay for the property. The new airport site is deemed safe from the risks and threats entailed when the majestic Mayon Volcano erupts. Over the last two decades, Mayon, whose perfect cone and spectacular eruptions are both tourist attractions, has regularly erupted once every three to five years. DOTC Secretary Leandro Mendoza recently turned over the P85 million fund for the new airport land purchase to Albay Gov. Joey Salceda. The turnover was witnessed by other DOTC and Albay officials including Daraga Mayor Cicero Triunfante, Camalig Mayor Irwin Baldo, and officials of the five barangays on the actual site of the proposed airport. I think hindi naman sa mahina sya, malaki lang talaga yung naiwan na problema of the previous administration financial-wise. Do you know the reason why pumasok ang LCC sa new public market? This is to pay-off the the debt the new public market incurred when it was constructed during the administration of mayor jaucian. Niloan kasi yung pagpapagawa nun. As of the moment, lugi ang public market because most of its income go to debt servicing and most of the second floor is not occupied so hindi talaga sya nagiincome and di pa nagbabayad some of the stallowners. At least in this administration namomonitor na ang payments ng mga stallowners. LCC is a big boost to the income of the Public Market because it will rent the whole of the second floor. So for the first time, mapupuno na ang second floor ng market. In fairness to Mayor Triunfante, his first tenure as mayor from 1988 to 1998 was ok. Daraga at that time got many awards in governance. He wouldn't be elected to three straight terms if the people didn't like him. I mean look at what happened to Mayor Jaucian. PLDT’s project to install and operate a local telephone service that integrates information communications technology in Legaspi City, Tabaco City, Municipalities of Polangui, Bacacay, Oas, Guinobatan and Daraga, all in the province of Albay, was approved by the National Telecommunications Commission on July 17. PLDT’s CPCN is valid 18 months from date of the order. PLDT will use the Next Generation Network (NGN) solutions to serve the areas covered in the Certificate of Public Convenience and Necessity (CPCN) application. The NGN is the latest technology for voice and multi-media communications based on open architecture design made possible through Internet protocol (IP) technology. The technology will support both existing telephone devices such as analog telephone sets, fax machines, digital service line, data services, among others. For its first year rollout, PLDT will spend P796,772,505 and would increase to P825,606,318 in year five. PLDT said the sources of funds would come from internally-generated funds and income from the company. The company projected about 22,273 subscribers in its five year of operation with estimated revenue of P45.59 million. The company plans to impose a rate of P1,037,78 for business subscribers and P598.80 for residential users. For trunkline subscribers, PLDT will charge between P1,787.33 and P1,841.75. The movement is a forest-conservation project organized by the Tiwi multipartite forest-stewardship council. The council is headed by the Tiwi local government with the local Catholic Church, National Power Corp. (Napocor), the Department of Environment and Natural Resources (DENR), and nongovernment organizations as members, and CGPHI. During the forum on forest stewardship, participants were given pointers on forest stewardship and informed of the environmental and economic impacts of forest degradation. When I last talked to him, he said that he envisions the redirection of Daraga's urban development to the mountain barangays and I guess it is being slowly implemented. But the lack of funds greatly affects its continuity. My two cents worth of analysis says, that Daraga at the moment is fast reaching its peak as far as income generation is concerned. If no radical changes are introduced, its poblacion might just experience an urban decay just like the city of Manila. Legazpi City is a different case because although its present urban area is fast becoming saturated, the city's income gets bigger with the entry of new commercial establishments. With these, it can still afford to implement measures that will prevent urban decay. There are possible ways for Daraga to improve. One is to convert itself into a city so its income will increase that will be commensurate to the needs of its growing population. However, this may not totally guarantee its progress because no matter what, possible outside business investors will still opt to go to Legazpi City for prestige. Second alternative is to merge itself with Legazpi for good. An integrated Daraga and Legazpi will have a lot of potential. We have had a very exhaustive discussion of this in the thread. Business locators who would want to locate in Daraga will no longer hesitate because it is now part of Legazpi. Maybe even Aquinas University will no longer hesitate to relocate to the hills of Daraga as rumored. The combined income of Daraga and Legazpi is really something to look forward to. As I have mentioned in my previous posts, the merger has the capability to generate a combined income of at least P750,000,000. Just imagine the projects that can be done with this amount for both areas. I hope Mayor Ching will still be healthy enough to run for another term. The hindrance to Daraga becoming a city is its internally sourced income. This income comes from the real property taxes, business taxes and all other taxes imposed by the LGU. As of now the internally sourced income is only about 60M. Way below the requirement of 100M for it to become a city. At present the, the total income of Daraga is more 200M but most of it comes from the IRA. Ys sir, ex Mayor Jerry Jaucian is the son of Vicente Jaucian. I was already aware when Mayor Ching was elected as mayor of Daraga. He was the mayor when the entire stretch of Gen. Luna St. and Ilawod 1, 2 & 3 was concreted. Mario Espinosa, LegOil director, said the toll crushing plant seats at the compound of LegOil at barangay Rawis, a coastal village in this city and start accepting dried coconut from coconut farmers across the region, for processing into crude oil. Espinosa said the government through the assistance of Pres. Gloria Macapagal-Arroyo and the Philippine Commission on Good Government (PCGG) has infused P100 million fund for the setting up of this facility. “This is an initial fund released by the government to LegOil, once our operation becomes successful the government might infuse a P200 million for additional capitalization,” he said. Bicol is among the biggest coconut producing regions across the country, but the industry was greatly affected by two super typhoons that hit Bicol in 2006 that devastated its coconut industry. LegOil had stopped operation two years ago due to heavy damages in its facilities wrought by the two super typhoons that hit Bicol causing billions of pesos lost from massive destruction to public and private infrastructures facilities. At present, Espinosa said the industry has recovered tremendously, citing a study conducted by the firm, for this reason, the company decided to invest in this P100 million undertaking. Well, I guess Shelmed is now the biggest. Who is now the owner of Legazpi Oil? Is it the government? What is Pepita Aquino doing there? I know it was owned or operated in the not too distant past by San Miguel Corp. When Legazpi Oil was started by an American company in the early sixties, it was a well ran company. I think they backed out when the prices of coconut oil in the world market dropped as a result of the black propaganda of the US that coconut oil is harmful to ones health. This black propaganda was resorted to protect its own soya and canola oil industries whose market was badly affected by the cheaper coconut and palm oil from Asia. Our only hope to be able to encourage investors in the industrial sector is to have cheaper electricity rates similar to Iligan City in the years past when the Maria Cristina Falls hydroelectric plant was activated. At this point, it will be very hard to entice these industrial firms because it is too costly considering that Philippine labor is also becoming very costly. We will note that a number of multinational companies have closed shop in the Philippines and transferred to China because labor there is still very cheap. I didn't know there was a black propaganda against coconut oil. :ohno: I hope new discoveries on the health benefits of coconut oil will help jumpstart a resurgence in the coconut oil industry. I agree, and the fact that Bicol is a typhoon prone area only makes it harder to attract large industries. But I think with lower electricity rates, better infrastructure and incentives, we may still be able to attract medium to large industries.
