When i went to Embarcadero i saw concept development design contest for potential tourist destination in albay...got interested dun sa comun river ng malinao albay...malaki bang ilog iyon?

Now that the city and daraga has grown to almost 300K population there is no way on earth that a "jeepney mafia" system can sustain the demand of such population. BRT na please... if not at least an organized bus system with proper bus stops.

^ BRT could improve transportation system in Legazpi City...but the problem is Legazpi has narrow roads...hope they'll build wider roads in the southern portion of city for this purpose...

nah... This are common misconceptions about brt. London has very narrow streets but full size buses are used. Singapore also has fairly narrower streets but their bus system creeps in to the narrowest streets they have. Though its not brt buses there have priority lanes. I read the brt discussion and Cebu lrt proposal thread a lot. I suggest you guys do too, it will clear out all the misconeptions about this system.

The city can also opt to use smaller buses like the ones used in yogyakarta, indonesia and we really don't need to use those articulated buses.

Cagraray Island, Albay

Rich not only in beaches but also in archaeological treasures. When I visited the National Museum of the Filipino People two Sundays ago, I saw archaeological artifacts found in Cagraray Island. Unfortunately, cameras are not allowed inside the museum so I could not take photos. I highly recommend that everyone should visit the National Museum of the Philippines and the National Museum of the Filipino People. :okay:

Jar burials in caves were also excavated in the Bicol region, particularly in Albay and Sorsogon provinces. Two protohistoric sites representing two distinct periods were excavated by Fox and Evangelista, one in Bacon, Sorsogon in 1956, and the other in Cagraray, Albay in 1957. The systematic excavation of the Bato Limestone Caves in Bacon, Sorsogon, revealed a significant association of stone tools and stone beads with pottery about 2,000 years old. No metal was uncovered.

A year later both archaeologists excavated a second site in Cagraray, Albay that revealed a developed stone tool and jar burial assemblage dating around the early Christian period. Other stone-tool-jar-burial assemblages found in a number of caves and rock shelters in Cagraray Island were identical to the range of associated materials like pottery and tool types found in the Bato Caves in Bacon,Sorsogon, suggesting an early circum-Albay Gulf culture.

A total of 1,400 residents of this small town that plays host to a vast geothermal-energy field have signed up as volunteer forest stewards under the Lingap Kalikasan (Care for Nature) Movement (LKM) organized as a forest-conservation project by the municipal government.

The project also banded together the local government unit (LGU), the Catholic Church, Department of Environment and Natural Resources (DENR), National Power Corp. (Napocor), Chevron Geothermal Philippines Holding Inc. (CGPHI) and nongovernment organizations (NGOs) into a multipartite forest stewardship council, town Mayor Jaime Villanueva on Friday said.

“These 1,400 is so far the initial number of residents who have signed up to serve as forest stewards and help control the rapid degradation of our forest cover due to illegal practices and the operations of the geothermal power-generation facilities of CGPHI. We expect more volunteers from the barangays as the project moves along,” Villanueva said.
CGPHI, formerly known as Philippine Geothermal Inc. (PGI), is a wholly owned subsidiary of Chevron Corp. of the US that developed the vast geothermal field here into a leading provider of renewable energy in the country.

Presently, CGPHI’s steam plants in the locality run at around 175 megawatts of energy being supplied to the power-generating plants newly acquired by Aboitiz Power Renewables Inc. (APRI) from the Napocor.
The transfer of the power-generating plants from the government-owned and -controlled corporation to APRI was part of the government’s move to privatize the country’s power industry under the Power Sector Assets and Liabilities Management (PSALM).

The LKM volunteers who are now called kaibigan ng kalikasan (friends of nature) vowed to safeguard not only the forest, but the environment as a whole from abuses and malpractices that could trigger catastrophic effects if left unchecked, the mayor said.

“This is one of our environmental conservation measures designed to lessen, if not totally eradicate, malpractices involving our forest resources inside and outside the geothermal reservation sites,” Villanueva said.

With the successful launch of a CCTV system at the port of Legazpi on November 13, 2008, Regal Arrastre & Stevedoring, Inc. has once again blazed a trail by embarking on a wi-fi installation project in coordination with PMO Legazpi management.



Activated on January 12, 2009, Legazpi port now boasts of free wireless internet access intended for port users. Initially identified as wireless hotspots are the terminal management office building, passenger terminal shed, porterage area up to the RORO ramp and berth number 5.


RASI is optimistic to further expand the coverage up to other areas in the port where clients are more likely to stay for an extended period of time.


Advantages of this project include, among others, the client’s ability to gain access to his/her office remotely and free, instant and unlimited access to information thru the internet. As far as PPA and RASI are concerned, data will come in handy like tracking the precise origin of vessels/cargoes to prevent smuggling, etc.


With the addition of wi-fi feature to the growing innovation in our port services, it has, no doubt, bolstered the competitive strength of the Port of Legazpi apart from having the distinction as the first port in Bicol Region to offer wi-fi services and for free, at that.

MANILA, Philippines—Yellow ribbons tied around fences of schools and other government buildings in Albay expressed the Albayanos’ sympathy with the family of former President Corazon Aguino on her burial, as they preferred to stay in their homes watching live coverage on television of her funeral procession and burial. Monsignor Ramon Tronqued, vicar general of the Diocese of Legazpi, said 47 Albay parishes offered memorial Masses Wednesday afternoon for the repose of Aquino's soul.

“We will toll our church bells three times while she's being buried just like what our common practices during burial Masses. This would be our tribute to the late Cory Aquino,” Tronqued said in Filipino earlier during the day. A plain black cloth had been hanging in front of the Albay provincial capitol to show that the Albayanos were also in grief over Ms Aquino's death.

Students of the Bicol University had a simple activity honoring the former President. Donned in yellow shirts, some students let loose 24 balloons with a printed message: “Maraming Salamat, Tita Cory, at Paalam,” at the BU grounds. They also held a short prayer vigil “to pray for her soul and reminisce her contributions in our country,” said Tarrah Diandra Bulawan, BU college student council president.

For 76-year-old Lilia Barce of Daraga town, who became one of Ms Aquino's avid supporters during her presidency, the death of the former President marked the binding together of the Filipinos as one. “We should live by her example.”

A short power interruption in Daraga town annoyed some viewers as they were at the middle of watching the funeral procession on television. Even jeepney and tricycle drivers here observed Aquino's funeral by tying yellow ribbons to their vehicles.

LEGAZPI CITY—Apart from fiber, pulp, cordage, ropes, twines, yarns, fabrics and handicrafts, industry insiders see more potential uses of abaca, especially in the construction industry, currency notes and miscellaneous items like wigs. In the construction industry, abaca could be included in the components of floor tiles, hollow blocks, fiberboard, and the reinforcement of concrete and asphalt, according to the National Abaca Research Center (NARC).

With the combined research and development being initiated, the opportunity for abaca to be used as principal material in countries’ official currency notes is also getting bigger, the NARC said. In fact, the Bangko Sentral ng Pilipinas (BSP) since 2001 has been using abaca on Philippine bank notes.

“Our P100, P500 and P1,000 bills now in circulation are with 20-percent abaca contents,” it said in a statement. BSP Governor Amando Tetangco Jr. said the BSP prefers to print money on cotton material fortified with abaca strands than invest in more expensive technology based on polymer.

He said the central bank of Thailand has nightmares on polymer-based baht bills as they wrinkle and wither in the tropical sun, making Thai consumers unhappy. Polymer technology is also more expensive. Besides, we made a commitment to help support the local abaca industry,” Tetangco said.

In laboratory tests on the feasibility of using abaca on Philippine bank notes, Deputy BSP Governor Armando Suratos, who heads the BSP’s Security Printing Plant in Quezon City, said the 90-10 cotton-abaca blend exhibited the best physico-chemical properties and printing quality.

The 80-20 blend, however, was preferred as the resulting paper bills are stronger than the old paper, offsetting the 5-percent increase in production cost, Suratos said, adding that the abaca blend also protects the industry from the proliferation of counterfeit bills because the fiber is not readily available. The use of abaca on the country’s currency bills had created an additional demand of at least 200 metric tons of pulp per year, he added.

Abaca (Musa textilis Nee) is a versatile plant and the Philippines is its leading producer, supplying 97 percent of the world’s need for its products. Known as the Manila hemp worldwide, abaca looks like the banana plant, but its fruits are inedible. However, its strong leaf sheaths compensate for its being a nonfood crop.

Abaca is made into ropes, twines, marine cordage, tea bags, filter paper, mimeograph stencil, sausage skin, cigarette paper, file folders, x-ray negative, medical gas masks, diapers, bed sheets, stationeries, bags, hammocks, handwoven fabrics, wire insulators, wire cables and currency paper, among its uses. The growing awareness and interest in it for decorative, fashion and wrapping purposes also creates large demand for abaca in its major markets in Italy, the United Kingdom, Japan and the Netherlands.

The United States remains as the biggest market for Philippine abaca cordage while Japan and Germany absorb the bulk of abaca-pulp exports during the past 10 years.  Increasing quantities of pulp are also being marketed to the US as well as European and Asian countries like France, Taiwan, Korea and China.

The major markets for abaca-fiber craft include the US, Germany, Japan and Australia. According to records of the Fiber Development Authority (Fida), an average of 18,981 metric tons of raw fibers was exported every year during the past 10 years,with 91 percent of the total going to the US, the United Kingdom and Japan.

The Philippines generated an average of $77 million per year from exporting raw fiber and processed abaca products, the Fida regional office here said. Abaca pulp is also a substitute for coniferous pulp in most paper products on the ratio of 4 to 1. Fida said the majority of the world’s pulp and paper companies use wood pulp, with global demand estimated to be 200 million metric tons in 2000, which is equivalent to about 50 million metric tons of abaca pulp.

The municipal government of Daraga is preparing a comprehensive map that will identify the areas that will be affected by the construction of the Bicol Internatial Airport. According to Mayor Ching Triunfante, the project will cover 140 hectares and will directly affect an estimated 200+ residents.

The map will be used by the working committee to ascertain the land area covered by the airport and prevent unscrupulous individuals from taking advantage of the situation, especially concerning the cutting of trees (?) in the said area.

At present, the contractor is already laying out property boundary markers while the process of paying the affected residents and landowners commences. The residents will start receiving payments this August.

LIGAO CITY, Philippines—A climb to the steep Kawa-Kawa Hill in Ligao City in Albay is often arduous. A resting shed equipped with first-aid gadgets has been put up, while a rescue team is always on stand-by. The 236-meter hill provides a panoramic view of majestic Mayon Volcano to the east, the city to the north, and the green mountain range to the west. Along the trail are the Stations of the Cross installed by Carmelite nuns who live in a nearby monastery, and a resettlement site for victims of typhoons and flash floods.

Another reward is seeing a field of aromatic upland rice, the “dinorado,” planted the traditional way, in a catchment basin that looks like a cooking vat on top of the hill. Nature and a primitive farming practice are showcased to achieve a community goal of attaining food self-sufficiency. A total of 18 hectares of land in Kawa-Kawa Hill is dedicated to “dinorado”—the preferred rice variety of Bicol’s wealthy families—and other crops, such as Hawaiian pineapple, corn, eggplant and other vegetables.

In May, some 40 farmers, accompanied by their spouses and children, planted the rice seedlings using the “bunkol,” 10-foot bamboo poles with metal tips for making holes. Harvest time is expected in October.

Former Albay Gov. Fernando Gonzalez said the “bunkol” farming was introduced by the farmers’ ancestors. The instrument was traditionally used to communicate with other settlers in far villages, especially those in hazard-prone areas, he said.

The farming method is called the “asok,” with “bunkol” as its main tool, Leticia Billy, 64, of Barangay Pinamanikihan, recalled. “With this tradition, of which we have been a part since our birth, we are very happy and would continue to plant dinorado for the rest of our lives.”

Gonzales added: “We produce pure dinorado and give seedlings to the farmers to help them revive the abundant supply of this very promising farming tradition which has a very good market potential.”

“We hope to continue this program in succeeding years to encourage farmers to plant dinorado. By this, we also help people become self-sufficient in food, especially now that we are experiencing the global financial crisis,” he said. Last year’s first planting using the “bunkol” method yielded 270 cavans of dinorado rice.

Selected grains became the seedlings for this season’s planting and the remaining produce was sold in the market at two to five kilos at most per customer through a newly formed women’s group in the downhill area of Barangay Bonga. The limited quantity was meant to spread the grains and reach more consumers.

Although some of the farmers have their own upland fields, they choose to join the Kawa-Kawa project because of its added benefit aside from the bayanihan system. “Mr. Gonzalez pays as much as P120 per day for each of us with free meals and even transportation to and from our homes,” said Sonny Reantorco, 37, of Barangay Tastas.

Albay will have two important PNR stations once Southrail is completed. Legazpi PNR which used to be the southernmost terminus of Southrail, and the Camalig station, which will become the starting point for the new 135-km line to Matnog in Sorsogon (which will then become the southernmost terminus in Luzon). :okay:

THE Southrail project, the first phase of which is the rehabilitation and reconstruction of the 423-kilometer railway line from Calamba to Legazpi City and the second phase being the construction of a new 135-kilometer railway from Comun, Camalig, Albay to Matnog, Sorsogon, need not go through public bidding.

This was the opinion of the Department of Justice (DOJ) based on its 2007 opinion on the ZTE-RP broadband project where it held that the law on public bidding does not cover infrastructure projects to be funded by a foreign lending institution. Secretary Agnes Devanadera, in response to the request for an opinion by Finance Secretary Margarito Teves in June, noted that in its Opinion 46, the DOJ declared that “any treaty or international or executive agreement which the Philippine government is a signatory shall be observed” over the provisions of RA 9184 or the Government Procurement Reform Act that requires that all procurement activities must be made through public bidding.

The $932-miillion entire 542-km Southrail Project—$627.811 million for the phase 1 and $304.226 million for phase 2—by the China National Technical Import Export Corporation is covered by a memorandum of understanding between the National Economic and Development Authority and the Chinese Ministry of Commerce signed in July of 2007.

Teves also asked the DOJ whether a head of a department can represent and validly bind the country in an executive agreement or whether he should first be duly authorized by the President for that purpose.

Devanadera said that although the President is the one authorized under the Constitution to enter into an executive agreement, since the executive agreement on the Southrail project is connected with a Chinese loan facility through the Export-Import Bank of China, the President may execute a full powers/special authority to designate the Secretary of Finance as her representative and grant him the authority to do the formal act of signing the agreement.

I hope they could finish it by October. But according to one of the engineers of EM who I've talked to just yesterday, they have not yet started working on the partitions in building 9( largest building) since some of the tenants are not yet decided on locating in EM. And btw, some of the tenants are still hesitant to open since the celebration plaza and building 9 which is the main highlight of the project are not yet finished. :ohno: I hope they can do something about it!

But he also said that EM complex will be big and they are envisioning to build a city within a city in Legazpi which will be located at the back of Sleeping lion. Btw, Building 9 will house a supermarket(1st level), Bowling lanes(2nd level), Call center(3rd level) and a Hotel(4th level). And he also disclosed that Zaldy would be buying 2 or 3 units of yacht for his floating casino!

I also talked to one of the leasing officers of LKY and confirmed that SM savemore will be the anchor store of The Metro as their supermarket. Other confirmed tenants are: Jolibee, Chowking, Greenwich, Graceland, KFC, Mocha Blends, Mang Inasal and Mercury Drug. Four resto bars with billiards are also expected to open including 70' bar and restaurant. Apparently, Starbucks and Gloria Jeans were also invited yet discouraged when mocha blends signified on locating to The Metro. :)

Yup, saw it too. The lot is now fenced in and there's some activity going on inside. That lot is a bit huge -- 6,500+ sq. meters. I don't know if the open area behind it, near Vel-Amor Subd is still part of the property. See map below:

Hi cabalen, welcome to Legazpi!

I think they're still repairing the railroad tracks in Guinobatan (2 towns away from Legazpi) that were damaged by typhoon. Here's a post from WoS a few months ago.



Travesia Bridge under construction in Guinobatan Albay. Commences only today with the aim of completing the bridge in 3-6 months duration time. Scope of work for today is the clearing of the debris where the pile will be bored. Columns will be erected above 4 bored piles. 3 piers will be constructed including two new piers. The north approach of the bridge was damaged by Typhoon Reming last December 2006.

Guys may rumor and i want to share it here: there's this rumor that the terminal building alone of the future BIA/SLIA, Daraga, Albay will occupy a hectare of land...

I suppose that wouldn't be surprising if it were true. With the recent boom in tourism in Bicol, local authorities are obviously planning ahead to ensure the new airport can cope with greater passenger numbers, hence the need for more capacity. I really can't wait to see at least some renderings of this airport, I hope the design lives up to at least the standards of The Metro, if not better!

LEGAZPI CITY, Philippines—Disaster officials on Friday urged village chiefs in high-risk areas around Mayon Volcano to submit to the Albay Provincial Disaster Coordinating Council a list of their preemptive disaster measures for a full-blown eruption.

"The move will enable the barangay officials to further hone their skills and enable the province to determine their readiness to respond and their preparedness for an eruption of any type," said Cedric Daep, chief of the Albay Public Safety and Emergency Management Office.

On Thursday, the PDCC met with village chiefs from the areas within the six-kilometer permanent danger zone and the seven-kilometer extended danger zone at the southeast flank of the volcano covering the towns of Malilipot, Sto. Domingo, Daraga, Camalig, Guinobatan and the cities of Tabaco and Legazpi.

The village officials were briefed on the current restive state of the volcano and the standard operating procedures on mass evacuation once Mayon's alert level status is upgraded.

Daep said some 13,458 families or 47,018 people from the two cities and five towns would be evacuated to safer grounds once the Philippine Institute of Volcanology and Seismology raises alert level three, meaning there is an increased tendency toward eruption and there is relatively high unrest.

Ed Laguerta, Phivolcs resident volcanologist, urged the village chiefs to advise villagers not to venture at the designated danger zones as these areas are threatened by pyroclastic flows, magmatic explosions and lava flows.

In the said meeting, mountain bikes, megaphones, whistles, pocket-sized AM/FM transistor radios , flashlights and basic life support kits were also turned over to the village officials.

Daep said it was part of the zero-casualty plan of Albay Governor Joey Salceda who earlier requested the immediate purchase of these devices to equip officials of the villages along the slopes of Mayon Volcano.

^^i appreciate this initiative of the albay governor for this kind of effort...pag na perfect natin itong mga ito...sooner our skills, knowledge, experiences about disaster mitigation will be exported to other provinces in the philippines and perhaps even abroad...

Legazpi City (7 August) -- The provincial inflation rate of the province Albay exhibited a decrease of 0.42 percentage point from the 4.29 per cent in April 2009 to 3.49 per cent in May 2009, according to the National Statistics Office (NSO) provincial office here.

Cecile Brondial-Gozales, NSO Albay OIC provincial statistics officer, said that the present level of the province's inflation rate was due to the decrement in the rates of the heavily-weighted food, beverage and tobacco (FBT) index (4.23 per cent from 6.13 per cent) which was counteracted by the slight increase registered in the rates of the non-food commodity/service index (2.64 per cent from 2.33 per cent).

Gonzales noted that compared to the 7.58 per cent inflation rate in May last year, this month's rate is 4.09 percentage points lower.

She added that contributory to the decrement in the FBT were the decreases registered in the following indices – cereals & cereal preparation (7.44 per cent from 12.05 per cent), eggs (3.00 per cent from 3.51 per cent), mat (4.63 per cent from 6.10 per cent), miscellaneous (4.19 per cent from 7.63 per cent), and beverages (1.17 per cent from 1.54 per cent).

She said that in the non-food group, a significant increase was noted in the index of fuel, light and water although still in its negative value (-3.00 per cent from -6.81 per cent), while miscellaneous maintained its value at 1.90 per cent between the two-month period.
On a month-on-month basis, the Consumer's Price Index (CPI) for all income households in Albay was registered at 163.1 per cent in May, slightly higher by 0.4 index point over the April 2009 level of 162.7.

@ryaj, yes possible ang midrise sa legazpi even it has a soft soil but it will be more expensive to build a highrise in a softsoil considering that the rockbed is more deeper so it means deeper footings/foundation.

salamat padi, budget na lang kung mag papagawa sila ng tall building in legazpi, tsaka dapat earthquake proof since regular sato an may volcanic earthquakes...so far wara pang ibang projects jan sa legazpi...waiting for surprises after embarcadero...

You have to use world class contractors for that matter who have the advanced technology to deal with soft and cavernous soil just like what they did at Robinsons Dumaguete where there is a cavern in the middle of the mall's area. And to get back investments they have to gear the mall for a larger expansion in the future....

I think it will be as big as Landbank or DBP Legazpi Branch based from the perspective.. But I don't know. It could be bigger. 2-3 Floors lang yung nakita ko sa renderings nila.:)

Yup, ongoing pa ang construction/beautification kang Ligñon Hill Nature Park. May mga piers na for lamp posts sa gilid kang road pasakat. The line of street lamps leading up to the view deck will be a great sight at night. :okay:

About the LKY, confirmed na talaga yung SM Savemore as the anchor supermarket. Our kiosk is located infront of the filcab terminal. There are 24 kiosks and all of them are already taken.

Yup we have a slot in LKY.Paid na kami eh. Initially the contract is good only for six months.In case some tenants don't meet their sales target in that period, the management is willing to retain the rental fee for the next contract.

It is, that's why construction cost escalated to over a billion pesos. They used the German firm Bauer, contractor of the foundations of Petronas Twin Towers. Petronas itself sits on a cliff covered by soft and unstable soil that's why they have to inject rock solid piles deep beneath the surface for a solid foundation.

About the LKY, confirmed na talaga yung SM Savemore as the anchor supermarket. Our kiosk is located infront of the filcab terminal. There are 24 kiosks and all of them are already taken.

I hope they could finish it by October. But according to one of the engineers of EM who I've talked to just yesterday, they have not yet started working on the partitions in building 9( largest building) since some of the tenants are not yet decided on locating in EM. And btw, some of the tenants are still hesitant to open since the celebration plaza and building 9 which is the main highlight of the project are not yet finished. :ohno: I hope they can do something about it!

But he also said that EM complex will be big and they are envisioning to build a city within a city in Legazpi which will be located at the back of Sleeping lion. Btw, Building 9 will house a supermarket(1st level), Bowling lanes(2nd level), Call center(3rd level) and a Hotel(4th level). And he also disclosed that Zaldy would be buying 2 or 3 units of yacht for his floating casino!

I also talked to one of the leasing officers of LKY and confirmed that SM savemore will be the anchor store of The Metro as their supermarket. Other confirmed tenants are: Jolibee, Chowking, Greenwich, Graceland, KFC, Mocha Blends, Mang Inasal and Mercury Drug. Four resto bars with billiards are also expected to open including 70' bar and restaurant. Apparently, Starbucks and Gloria Jeans were also invited yet discouraged when mocha blends signified on locating to The Metro. :)


Another Mang Inasal? Therefore we will have 3 brances of Mang Inasal in Legazpi? That's good. Mang Inasal is following the moves of Jolibee as I see it. :banana:

Yeah I'm a little bit dizzy by sudden and overwhelming developments that Legazpi have now. Uncontrollable na to. Malaking factor kasi ang Mayon, very inviting talaga.

Ang SLIA daw ay napakalaki ng building, 2 floor-building is expected to rise.

here's what ive heard from a friend.. henry sy came to legazpi and gov. joey showed him the site of the slia and the rest of the properties of gov near the area.. sabi daw binakal na ni henry sy su mga daga ni gov sa may bascaran.. is it an indicator that SM will indeed put up their mall in that area? let's wait and see :banana:

Welcome back @garycooper! Yup, It's a nice place to wind down with friends and family. It's not just another mall, it's a destination on its own and it will still look even better once all the stores are open. Yes, I do hope that it gets done by October. That is if they fast track its construction.

^I don't think so. I may be mistaken but LCC owns that lot. I remember there were plans to put up a Citi-Mall there. May rendering na ngani na tig laag sa billboard. That was more than 10-12 years ago. Again, I'm not sure but I heard the City Government is taking over because there have been no developments in that area for the longest time. I read somewhere that they're turning it into a central parking facility, with parks, landscaping, lights, and some retail areas.

I don't think so leo. I saw them putting up foundations for the center part of the wet market in order to utilize it's space, but not for a third level. In my opinion they won't be able to finish it on time since they only work during night time. Aside to that, they still have a lot of work to do.

I think it's a very small area for a Mall like SM. But there has been a plan of developing it into a car park. I'm not really sure if it's going to materialize since this is Mayor Rosal's last term.

Yup, that's what I heard too. I also read it in the CDSEA site. But it's now defunct.

Sana maayos na ang lugar na iyan because it's right in the heart of the business district. I hope they will allocate a space for all the ambulant vendors (like lugawan, kwek-kwek, even Tiya Bita :lol: etc) plus the fruit stands along Circumferential Road. Magka igwa lang sistema, and pakarayon lang ang area, para bako masamok. Gari man lang sya night market/restaurants sa ibang Asian countries where locals/tourists can go to sample some street food. :okay:

Its not even clear anymore which is the world's largest industry because many would argue that tourism actually is made up of different slices of sub industries..But many years ago it was really the IT industry which is the world's biggest industry. And besides the money that people get from tourism in terms of wages is just a slice compared to what they get with BPO.

In my opinion, the tourism is more geared towards business owners, while BPO industry is more towards the middle classes. I guess the BPO industry has bigger impact towards a city's population because it really puts money into the pockets of many people.

But a good mix of BPO and tourism industry is good to drive a city's economy.

I agree. Tourism is an excellent way for a certain province or city to become more progressive because more tourism-related businesses means more jobs. However, you're correct that the first in line to benefit from tourism are the owners of businesses such as hotels, restaurants, etc. and people who are working for them.

Otherwise, the rest of the population would have to wait for the trickle down effect from tourism in the form of better infrastructure, government services, education, etc.

Meanwhile, it is true that BPO professionals (especially web developers, software developer, etc.) earn more than people working in the tourism and service industry. Thus they benefit first hand from the establishment of BPOs. (Although these days, with telecommuting, you don't even have to be in a physical office to earn a high income)

Yup, a mix of BPOs and tourism is a good catalyst for positive economic development. :okay: I think that's what Embarcadero envisions.

LEGAZPI CITY, Philippines -- Bad weather during the past few days has prevented government scientists from taking a closer look at the crater of Mayon Volcano to determine its actual condition.

"We are waiting for [good weather]... because for almost one week now, the volcano has been covered with clouds because of the bad weather condition. But once it clears up, we would not waste time to take another look on the crater because of the fresh mound of lava that indicated magmatic intrusion towards the summit," Eduardo Laguerta, Philippine Institute of Volcanology and Seismology resident volcanologist said Saturday.

He said they were on standby for an ocular survey to take new pictures of the volcano's crater from a helicopter.

The pictures of the crater will be taken from a perpendicular position above the summit to see if there was a change in the size of the lava mound, Laguerta said.

According to him, the ocular survey should be done as soon as possible since its result would help scientists decide whether to raise the volcano's alert level status to three, meaning there is an increased tendency toward eruption and there is relatively high unrest.

The survey might also confirm the sources of the reported ash falls in Tabaco City and some areas of Guinobatan town. Laguerta could not yet confirm if there was indeed an ash puff from the crater as no volcanic quake was reflected on the seismographs that would tell scientists about the activity.

"There is a strong possibility of small rock falls or the old dust deposits were swept away by the strong Southeast monsoon winds and carried them as far as the populated areas of Tabaco City, which is on the Northeast where the winds go," Laguerta explained. But reports of light ash falls in the town of Guinobatan have yet to be investigated by the Phivolcs personnel to determine whether they truly originated from the volcano.

In the past 24-hour observation period, Phivolcs reported 1,308 tons of sulfur dioxide emission. Mayon's alert status remains at level 2, meaning a state of unrest which could lead to ash explosions or eventually to hazardous magmatic eruption. A danger zones of between six and seven kilometers around the base of the mountain remain off limits to the public.

Legazpi City (23 July) -- The Department of Transportation and Communication (DOTC) has transferred to the Albay Provincial Government P85 million to pay for the 140-hectare prime land straddling the areas of Daraga and Camalig town to be developed for the Bicol International Airport.

DOTC Secretary Leandro Mendoza recently turned-over to Albay Governor Joey Salceda the funds for the purchase of the new airport site. DOTC officials and Albay local officials, including Camalig mayor Irwin Baldo and Daraga mayor Cicero Triumfante, and officials of the five barangays on the actual site of the proposed airport witnessed the turn-over ceremony.

Mendoza said construction works on the proposed airport are expected to start shortly and set its completion within 30 months or two and a half years.

Salceda conceptualized the idea of the Bicol International Airport and has since pursuing the construction of the new airport in Albay province to fast track and catapult the region's economic development. He said the proposed airport and its facilities will answer the need for a modern airport in Southern Luzon that will cater to more business activities in the area and conveniently links Bicol to the rest of the country and the world.

He added the air transport facility would further improve the performance of the region in tourism arrivals, employment generation and business investment. The Bicol International Airport easily qualifies as among the biggest and most ambitious government projects in the Bicol Region to date, with prospects of even greater returns on investment. Its design is somewhat similar to what dubai is developing, the palm islands! Really nice to the eyes! But beyond what we see, I hope we also consider its impacts to the marine life. Dubai has been subjected to a lot of negative feedbacks from environmentalists. I hope this project will pass thru a thorough environmental impact assessment! I am pro-development, but considering that our city, Legazpi, is already a high-risk area: for storm surges, typhoons, flooding, earthquake, among others, developers should integrate hazard risk management in their projects.

Yup development similar to that of dubai put a lot of stress on marine environment...and hope developers will consider win-win solutions to such kind of developments...

kung sa flooding ang pag uusapan legazpi is not prone to flooding compared to naga...

kung typhoon ang pag uusapan...pag dumaan ang bagyo hindi lang naman isang lugar ang tinatamaan...malaking areas ang cover nito..i acknowledge tinamaan ang bicol ng bagyong reming ng 2006 at medyo malaki damage ang naidulot sa albay gawa ng bulkan mayon na ng time na iyon ay just recently came from eruption...Albay is now adopting methods and scientific as possible to mitigate the impact of natural disasaters like typhoons and volcanic eruptions

...western visayas, ilocos and northern luzon also experienced same fate as albay and bicol in the past years...cebu islands also experienced disasters brought by typhoons...thus, labeling legazpi as a high risk area will not give justice to the place...legazpi city is no different from other cities in the philippines in terms of natural calamities that from time to time hit the philippines...

one thing im pretty sure though...legazpi city is now a very good investment area in this part of the country...it got world class natural views...infrastructure developments are everywhere ranging from high standard roads to world class solid waste management facility to modern transport terminals and everything...that's LEGAZPI CITY!

definitely SM will be visible in legazpi... let's count some more years :)

here's what ive heard from a friend.. henry sy came to legazpi and gov. joey showed him the site of the slia and the rest of the properties of gov near the area.. sabi daw binakal na ni henry sy su mga daga ni gov sa may bascaran.. is it an indicator that SM will indeed put up their mall in that area? let's wait and see :banana:

sana tunay yan na nag acquire man nanggad ki daga si tiyo henry :banana:

^^Bascaran is the barangay after Tabon-Tabon. Tabon-Tabon is after Peñafrancia. Bascaran is the second barangay before Anislag. Parang hindi na even ang lupa dun compared to that in Tabon-Tabon.

SEEN: Dato Arroyo was seen by my DPA :lol: at the site of one of the high profile projects in Legazpi.

Could Dato be one of the owners? Or rather, is he the real owner?heheheh.



About the LKY, confirmed na talaga yung SM Savemore as the anchor supermarket. Our kiosk is located infront of the filcab terminal. There are 24 kiosks and all of them are already taken.


Talks have been going around that the FG owns one very high profile project in Albay. For me, I really don't care if he owns it for as long as it will bring progress to the province. At least his wealth is spread to areas where they are needed most. Kaysa duman sana sainda entero magduman an saindang kayamanan. Bako daw?

Savemore at LKY is a good indication that the SM group is still looking at Legazpi.



Can't wait for the call centers that Mayor Rosal told us in the previous article. Self-sufficiency is the goal of Legazpi. Legazpi will become the Call Center and Information Center of Bicol.

The BPO project will pump prime Legazpi and Albay's economy. I hope Rosal, Bichara and Salceda get their acts together and hasten the full development of this project - particularly the one at Embarcadero. If the BPO project in Embarcadero as originally envisioned will be realized at even one fourth of the planned capacity of 20,000, that will already propell a wide ranging effect to the city's economy. Imagine, 5,000 high paying employees in the city! This will not only benefit Albay province, but the neighboring provinces as well because I'm sure the manpower requirement can not be provided by Albay's schools alone. There are so many other qualified graduates from Naga and Sorsogon. This is what I like in the Embarcadero project because the benefit is not only for Legazpi and Albay but it encompasses the entire Bicol Region.



Yeah I'm a little bit dizzy by sudden and overwhelming developments that Legazpi have now. Uncontrollable na to. Malaking factor kasi ang Mayon, very inviting talaga.

Ang SLIA daw ay napakalaki ng building, 2 floor-building is expected to rise.

If it will have at least 4 tubes then the building will really be big and the one hectare size is not really surprising. It might be even more. The 2-storey concept should be a given because the departure area will be at the second floor while the arrival area is usually at the ground.


^ yup possible yan...kaya nya even 40 floors or even more...modern engineering has answers to that...ang ayala ave in makati was once a swamp area just like legazpi...but did it prevented makati from constructing the PBCOM building? and other tall buildings?

As mentioned in another post, putting up skyscrapers of more than 10 storeys in downtown Legazpi might not feasible at this time primarily for economic reasons. First the foundation will be very expensive because almost the entire downtown area is reclamed just like the Mall of Asia complex. The highest building at the MOA complex is 10 storeys which is the One E-con Center. All buildings that are now being constructed at the MOA complex (Sea Residences, Microtel, On E-Con Center 2) do not exceed 10 floors. Second, based on the province's current need, it will take time before it can be filled up. Maybe when our city's population reaches 500,000.

^^Bascaran is the barangay after Tabon-Tabon. Tabon-Tabon is after Peñafrancia. Bascaran is the second barangay before Anislag. Parang hindi na even ang lupa dun compared to that in Tabon-Tabon.

I am thrilled with what I read in the Naga thread showing that Camarines Sur is now the number one tourist destination in the country, eclipsing Cebu's long time dominance in the industry. This is a very good development not only for Camarines Sur but for the entire Bicol Region as well. I can see that interest in the Bicol Region is now getting into the limelight fast. I have observed that the region, particularly CamSur and Albay have been getting good publicity both in print and TV. Just recently, the TV program Executive Class on ANC hosted by David Celdran, focused one entire episode last week on Misibis/Venezia/Mayon and CWC/Caramoan. Both Caramoan and Misibis have been getting good publicity on print for the past several months.

Gov LRay's fine job in CamSur has earned him accolades even abroad. The governor himself has become the best marketer not only of Camsur tourism but Bicol tourism as well. I noticed that flights to Bicol has been increasing tremendously. First, Cebu Pacific increased its flight frequency to Legazpi to 3X daily. Then PAL also increased its flight to 11 or 12X a week. Then 5J also launched the Legazpi - Cebu flight. Now, Cebu Pacific also increased its flights to Pili airport to also 3X daily using ATR. I anticipate that this coming summer, the flight frequencies to Bicol will still be increased as the country's awareness of Bicol's tourism potential is getting to be bigger and bigger.

To bolster my observation, even here at SSC, after the word was out that CamSur became the number 1 tourist destination, the Naga thread all of a sudden had new visitors from other threads. Even the Legazpi thread also had some visitors.

Another observation that I noticed, is that when Bicol is talked about, Mayon Volcano is always mentioned. When people go to CamSur for CWC or to Donsol,Sorsogon for its butanding, they always make it a point to pass by Albay to get a glimpse of Mayon. For me, this is something that Albayanos should take advantage of. We should get the most of it, by offering more to them other than Mayon Volcano.

“The possibility that Mayor Rosal would run for governor is very remote because he will be concentrating his campaign efforts on the candidacy of his wife, Geraldine Barrameda Rosal, who is running for the post he will be vacating in June 2010, “ an informed source from the City Hall said.

On the other hand, in a text message to the print and broadcast media practitioners here, Gov. Salceda said: “I am the provincial chairman of the administration party, Lakas-Kampi-CMD designated by President Gloria Macapagal-Arroyo herself.”

“I am running for governor period. It’s my duty to nurture the development programs I have started. So much work (has) to be done, so let’s all first put political intrigue aside for the sake of our people. People first, politics later,” he added.

Both Mayor Rosal and Gov. Salceda are close to President Arroyo. The President stood as wedding sponsor of Mayor Rosal and the former Geraldine Barrameda while Gov. Salceda is one of the economic advisers of the President.

It is a project of the private sector, specifically Sunwest Construction and Development Corporation, but it enjoys the full support of the city government, as part of Legazpi's thrust to be a hub for information technology services.
