I wish Mayor Rosal would impose an ordinance to let the telcos bury this wires or at least fix them up neatly.

Maybe you should email your photoshop "improvements" to Rosal - I'm sure he's open to suggestions (acting on these suggestions is another matter, of course).
I'm impressed by the ongoing regeneration in the Old Albay district, it seems to be developing into a new downtown. I hope the improvements spread to Daraga too.

Yup, its Patio de Legazpi Building. It has a sports bar, offices, J&B video rental and appliance center used to be there, and a club I think at the top floor.

I think it still is...not really that sure... But I saw a 2004 picture of their bowling lanes still in operation, so I guess it still is. I think their cinemas are quite delapidated nowadays and showing mostly Pito-Pito bold movies.

I really like the interior of the house, as Sinjin said, great use of sunlight and space. The kitchen fittings look like they belong to a furniture store, everything looks brand new - great colours too. The exterior is interesting with its futuristic design, the gardemn just needs a bit of landscaping.

I really like the interior of the house, as Sinjin said, great use of sunlight and space. The kitchen fittings look like they belong to a furniture store, everything looks brand new - great colours too. The exterior is interesting with its futuristic design, the gardemn just needs a bit of landscaping.

Settlement Plan 1993-2002
Situationer
Albay seeks to provide and/or improve access of the populace to socio-economic opportunities and basic services. On spatial dimension, this goal will specifically increase the level of urbanization (i.e., 60% of the urban increase in population shall reside in urban areas), increase the share of employment in secondary and tertiary sectors (i.e., 70% of the workforce belong to the industry and commerce sectors), and to reduce the travel time of residents from a lower level of urban hierarchy to a higher level to an average of thirty (30) minutes.
Legazpi City is classified as large town in 1990 and Daraga as medium town and will be elevated to small/medium city. However, in year 2002 these two municipalities are envisioned to form to Metro Legazpi. Tabaco is classified as medium town and the municipalities of Guinobatan, Polangui and Ligao is classified as small towns that will be eventually elevated to large category. In 2002, the medium town are Bacacay, Camalig, Libon, Malinao, Oas, Pioduran and Tiwi. On the other hand, Jovellar, Malilipot, Manito, Rapu-Rapu and Sto. Domingo will remain a small town in 2002. Moreover, Pantao of Libon and Villahermosa of Rapu-Rapu shall emerge as villages in 2002.
Settlement Issues, 1993-2002
Existence of communities or settlements in volcanic hazard areas and other areas prone to severe flooding and landslide;
Decriminalization of anti-squatting law;
High cost of settlement lots in urban areas;
Unstable peace and order situation in some rural areas;
In the 1990 hierarchy of urban centers, the province has no qualified primary urban center;
The facilities for the provision of basic services are concentrated in urban centers.
Settlement Policies, 1993-2002
;Provision of settlement areas and facilities for urban slum dwellers and settlers in high risk areas;
Ensure that LGU’s implement directives in the issuance of occupancy licenses to qualified squatter families;
Regulate land valuation through Sanggunian Resolutions;
Land banking or government buying of private lands;
The PGA must monitor the inventory of lands as well as the identification of sites for socialized housing of respective municipalities in compliance with RA 7279;
Establish inter-agency linkages in the development of settlement sites and housing projects especially in the urban centers where land resource is limited;
Strengthening disaster management awareness among the populace and the disaster management operations of LGU’s;
Provision of favorable business environment to cater to local and foreign investors to enhance economic activities;
Encourage the creation of Metro Legazpi to serve as the primary urban center of Albay;
Restrict population growth in settlements, within permanent danger zones, high-risk areas and protection lands and directs population growth in areas ideal for settlements.
Action Plan and Investment Program
Correspondingly identified to transform the policies into realistic programs and projects to attain the desired spatial growth and development of the province. Republic Act No. 7279 otherwise known as Urban Development and Housing Act serves as the primary basis in identifying appropriate programs and projects relative to settlements among the municipalities.
With regards to the Land Use Plan of Albay, a general goal to ensure the sustainable use and development of land resources and protection of critical areas and environmental values was identified. On spatial dimension, the Land Use Plan will try to minimize conversion of prime agricultural land for urban development, minimize population pressure on protection land and minimize population pressure on non-sustainable (over-used production lands).
The existing land resource situation of Albay shows that development of the province in 2002 will exhibit growth in urban centers of Legazpi City and in all municipalities. In the 1st district, the urban growth of Tiwi and Malinao is leading to development opportunity lands in the southwestern direction. Tabaco will grow in two directions, going westward and southward. Bacacay will grow towards the urban growth of Malilipot and Tabaco and the growth of Sto. Domingo will lead towards the growth of Bacacay.
In the 2nd district, Daraga and Legazpi City is expected to form the Metro Legazpi. Other municipalities in the second district like Manito and Camalig will direct its growth towards Legazpi City and Daraga, respectively.
The 3rd district municipalities are expected to grow in more than one direction. Jovellar will converge its growth towards Guinobatan. The latter together with Pioduran will grow towards Ligao. Pioduran, on the other hand, will extend its growth further to the proposed regional port at Pantao, Libon, Albay. Another municipality that will expand its growth towards Pantao is Polangui as well as Libon.
Infrastructure, 1993-2002
Situationer
The Infrastructure Plan will facilitate the attainment of the settlements and land use goals. It will allow for the efficient provision of, access to infrastructure and basic services, and further maximize accessibility of the populace within the development opportunity or under-used production lands. However, it is predetermined that accessibility within not sustainable or over-production lands.
In support to the infrastructure plan, additional infrastructure required for 1996-2002 is also identified.
Infrastructure Issues, 1993-2002
Existing rural road length in 1994 is only 570 kms. This is only 51% of the ideal road length. Ideal road length is 1.5 kms. For every kilometer of land;
Some rural areas are not given easy access to urban growth centers;
Poor road condition (i.e., only 14% of the total provincial road is concrete);
High cost of transportation for agricultural commodities and other cargoes;
Inavailability of international airport in the Bicol Region;
Some potential areas for port operations are not yet tapped for development;
Inadequate coverage of Level 3 Water System;
Only 34% of the total barangays is covered by power supply, considering the presence of the two geothermal plants;
Inadequate medical facilities and equipment;
Lack of facilities and developed areas for recreation and leisure;
Improper dumping of solid waste and lack of sanitary landfills;
Inadequate irrigation and flood control facilities;
The province is subject to volcanic hazard and a typhoon-belt area.
Infrastructure Policies, 1993-2002
;Opening of new roads and bridges linking to rural roads and urban growth centers;
Rehabilitation and upgrading of existing roads and bridges;
Opening/re-opening of the railway transport system to enhance efficiency and lower the cost of transportation;
Establishment of Legazpi City International Airport
Establishment of commercial port at Pantao, Libon, Albay;
Expansion of Level 3 Water Supply System coverage;
Attainment of total electrification in the province;
Designation of Albay Provincial Hospital from among the district hospitals and upgrading of hospital buildings and equipment;
Identification and development of sites for recreation and leisure, including the installation of facilities;
Implementation of appropriate solid and liquid waste management;
Expansion of coverage of irrigation facilities and installation of flood control devices;
The NGA’s and LGU’s must consider risk factors relative to natural hazards in the establishment/construction of infrastructure facilities.
Action Plan and Investment Program, 1995-2002
New infrastructure facilities need to be installed in order to direct the path of development;
Include investments on the repair/improvement of existing facilities.

there are nice progressive places in bicol that are unknown to many of our kababayans. legazpi is a nice place, and its been a major center in the region, but in my opinion, its just developing very quietly.

Give Polangui and Guinobatan a few more years and you will have no less than 5 towns with populations of over 100,000, all within a few minutes drive of each other - Albay is rapidly urbanizing, and much faster than I thought.

i've found most Luzon cities underrated too. I think it may be because MM is over shadowing these cities or most people would probably think that the progress in these cities are just overflow of MM's growth.

Actually this place is calle Lignon Hill(pronounced as Linyon). and...
(1) is the location of Phivolcs Observatory and Seismic Center where you see the very faint tower.
(2) is the newly built if im not wrong...planetarium (this is aside from the Mayon Rest house planetarium) and observation deck. I know this because the Architect of the project was my Teacher in college. We can clearly see the road pattern winding up the hill. And yeah there is also a Lighthouse there. The entrance to this place is from Albay Parks and Wildlife.

It was open when I visited in 2002 - can't see why it would close...Inside, it's ok,though nowhere near as big as PM or even LCC. Theres a very busy internet cafe on the top floor with great views of the downtown and the ocean.

A COMBINATION of western and eastern cuisine with a fusion of Bicolano native dishes such as Pasta Pinangat, Bicol Express Pasta and Ice Cream Pili Jam (Santan) are among the great foods being served to local and foreign tourists at Small Talk, a café in Legazpi City.
This 320-square meter ancestral home built in 1940 was converted into a small family business in February l999 starting with only eight tables.
Located along Doña Aurora Street in Albay District, Small Talk Café is currently the city’s favorite dining bistro. The café provides a cool ambience with some old photos—mostly memorabilia depicting the history of Legazpi as well as the lifestyle of the people of Albay—hanging on the walls.
Outside this pre-Spanish ancestral house is a garden that caters to smoking costumers.
On the menu, customers can chose from western, continental and European dishes with a touch of native dishes.
The most notable dishes that magnetize and keep local and foreign tourists coming back include Pasta Pinangat—a combination of gabi leaves with coconut milk, fish, shrimp, meat and pasta; and the Bicol Express Pasta—a fusion of cocomilk, bagoong, sili, pork, tomato and pasta.
Legazpi’s culinary tradition, like that of the rest of Bicolandia, centers on its penchant for coconut milk-based concoctions and spices.
Didette Navera Peralta, a Food Technology graduate of the University of the Philippines, manages the small family business. Being a food enthusiast, Peralta is the one who experiments on the recipes.* “The difference of Small Talk from other restaurants is that we have novelty native foods. Its like a unique combination or a fusion of east, west and native cuisine,” Peralta explained.
Peralta says she and her three siblings decided to put up a small business after the death of their father, Vicente Peralta, former dean of the Aquinas University College of Law. Since Small Talk is family business, each of them has a role to play. Peralta shares that she is the one in-charge of food and management, while Gerry takes charge of interior design and marketing. He came up with the idea of a small café using a portion of their ancestral house.
“Small Talk’s ambience owes to my brother, Gerry, because he is more of the artist in the family,” says Peralta.* Her other sibling, Tenette, a pharmacy graduate and professor at the UP College of Pharmacy, is in-charge of sourcing of ingredient, while their youngest sibling, Jette, is in charge of maintenance and security.
But the family’s greatest wealth with the biggest role in the business is their 73-year-old mother, Bernadita. “Our mom has a greater role to play in this business because she’s good in entertaining customers and has a very good PR compared to us,” Peralta proudly shares.
As Small Talk Cafe celebrates its fifth year of service, it introduced five new dishes namely vegetable lasagna, 10’s salad (purupagulong and vinaigrette dressing) salad nicoise, shrimp croquette and lapu-lapu fillet.
According to Peralta, the secret of Small Talk is its never-ending quest for good foods.

Lets analyse where this street is:
3 possible locations:
1. Daraga Rail Road Crossing near market
2. Washington Drive Rail Road Crossing
3. Peñaranda street.
Clues to be aware of:
1. From the Photo angle it looks it was taken at Daraga RR crossing at first sight.
2. In between the Jap flag and the 2 building looks like the silhouette of Lignon hill, w/c signifies its at washington drive.
3. Now if you analyse the 2nd building, it looks eerily familiar..."The antiqueated Legazpi PNR station"
4. Contradicting clue: there is no more RR Crossing at Peñaranda st.
My Best Guess:
Its Peñaranda Street where Legazpi PNR station is, as long as we can prove that there was rail road crossing there during the American and Jap Occupation.

LEGAZPI CITY-Local authorities have renewed their warning to tourists, especially foreigners, against climbing the Mayon Volcano as it is still on alert level 2.
The warning came after three French nationals were reported lost on Saturday but came back safe on Sunday after 12 hours of trekking to Camp One of the Mayon Volcano without a local guide, map and flashlight, and the knowledge of concerned authorities.
Arnel Capili, Office of the Civil Defense regional director, said it was fortunate that the French were safe, for most foreigners who climb Mayon seek local guides, coordinate with barangay officials, and even ask the Provincial Disaster Coordinating Council and the Provincial Tourism Council for permits to climb.
For the first time in the history of climbing the perfect cone-shaped Mayon Volcano, two of the three French nationals spent their New Year's Eve at Camp One of the 2,468-meter high volcano after they got lost.
Amazingly, they returned back safe at the Legazpi Tourist Inn in the city proper at about 7 a.m. on Sunday without the knowledge of local authorities that had assembled a joint rescue operation.
Florence Bal and Alexie Coquelin of France were able to reach the 821-meter high Camp One of Mount Mayon.
Equipped only with a bottle of distilled water, bananas, one shirt each and a camera, Bal and Coquelin said they experienced coldness, hunger and scratches-and even panicked a bit when they got stuck for the first time in their trek.
Thanks to their friend, Sophie Germond, who decided to stay behind at Barangay Buyuan, local authorities from the OCD, Public Safety Office and 40 local volunteers were easily informed about the two French hikers.
But it was only on Sunday that operatives of the responding agencies laid out their plans for a rescue operation, including using a helicopter.
To their surprise, however, they found the two already back safely at the hotel.
It was the first time for Bal and Coquelin to climb Mount Mayon. The two and Germond were here to spend the holidays by not only climbing Mayon but also going scuba diving at Ticao Island in Masbate to look at the manta rays.
Germond, a dentist by profession, said she was very thankful she did not lose her senses. She immediately asked the help of the villagers in contacting local authorities that could provide immediate assistance.
"Of course, I was so worried since we climbed at about 1 p.m. At about 4 or 5 p.m., I could sense that my two friends were already lost. I was so glad I stayed at the nearby St. Peter's Chapel where there were people who helped me," she said.
In an interview at the hotel, Bal and Coquelin said they never lost hope of finding their way out of the unfamiliar trails they trekked.
"Aside from shouting for help, we even used the flash of my camera to get attention, in case there would be a chopper or local hiker who could see us but to no avail," Coquelin, a policeman, said.
Bal, a longtime nurse, said they just wanted to look around, have a closer look at Mayon and take some photos. But they got lost.

@Olineil, to be honest I really thought this was Penaranda St, because of the PNR building. I vaguely remember when I was little that crossing sign (but not the railway tracks ..). I have no idea where the tracks would have led...coz that's the direction of the sea! Strange, huh? There used to be fire station right there, where the crossing sign stands.
And what's that building with the triangular roof (roughly where Casablanca now stands)? A Japanese Ryoki inn? :)

Oh, A LOT has changed, Russell. The only building that's still there and identical is the PNR station. The crossing no longer exists, same with the other buildings....Olineil, I wonder if this pic was taken from Casa Concepcion (one of the oldest bldgs in Legazpi)?

Im not really sure. The order of the Buildings (which comes first n w/c is next) is abit jumbled up for me, specially after the intersection where Rossel Cinema is. But Casa Conception, I know is its almost just next to St. Rafael Parish in front of the Mayon Tire Recapping thingy. While CasaBlanca is still way further.

Legazpi is correct coz this is the only city in the Philippines that Miguel Lopez De Legazpi actually named after his. Although Legaspi is quite accepted already nowadays.

I remember the market being massive, but looking at the pictures we posted back in the other threads, I'm not sure if it's expansive enough for a mall to be built on it. I was thinking about parking, unless they do it underground- basement parking.
I think that's a very prime location for such a business since its right smack in the center of the commercial area of the city.
Thats a nice mall, i like the name too The Forum.

its an indoor mall but they put a sky in the ceiling that changes colors to mimic sunrise and sunset, giving you a feel of an outdoor Roman marketplace. kinda cool.

Actually when the old Public Market was burned to ashes, the city gov of Legazpi Built the satellite Market where ICR is to spur growth at Tahao Road Area. This is when they decided to Redevelop the old Market to a Mall. They conducted a bidding process in which LCC, SM, and Robinsons fought for the Prime space. Apparently LCC won (which I really think was an under the table dealings). Then BAMMM! Asian Crisis, and LCC couldn't cope with the burdens of the loan so everything went bleak from there. There was alot of times the city gov warned LCC to build what they bidded for or they will be charged of a yearly fee for delaying.
This is my conspiracy Theory:

What about the practice of setting fire to buildings deliberately in order to claim insurance money? - I bet this is still common in the RP. In fact, I remember the old LCC branch (the one in front of the JB Line terminal on Penaranda St also burned (though only partially) during the 80s.

FOR 33 years, he headed construction projects for Philrock Inc. of the Yuchengco Group of Companies. A civil engineer by profession, he had served as business development manager, construction manager, marketing manager, and eventually, vice president of the company.
Rampant corruption in private and public works, however, made Abdon "Jun" Balde Jr., 59, decide to quit his job and retire in September 1999 to devote his time to his first love-writing.
This social evil is very evident in his first novel, "Sa Kagubatan ng Isang Lungsod (In the Forest of A City)," the only nominated finalist in Filipino fiction in the September 2002 National Book Award.
Unraveling events that happened in over 20 years, the book dwells on an ancient tragedy in a modern setting of ill-fated lives, doomed love and corruption in the government.
"Many readers are wondering why I had to write about this kind of theme that has been happening since time immemorial, but based on experience, its complexity and perplexities give one a new perspective, especially (about) what's going on in our country today-from 'jueteng' payoffs to other scandals," Balde said.
Rampant corruption in the bureaucracy and the declining interest of the new generation in Filipino culture and literature today have again enlivened the writer in him.
Discovery
National artist Virgilio S. Almario hails Balde as a new discovery in Philippine literature. Multi-awarded poet Rebecca Añonuevo admires his unique works for their artful imagination and simplicity.
Other prominent writers in the country consider him a late bloomer.
Some of Balde's peers consider his decision to retire as an incomprehensible career shift. But his becoming a consistent nominee and awardee has made a difference, especially at a time when many Filipino readers and moviegoers are drawn more to Harry Potter, "Lord of the Rings," Ragnarok and Marvel Comics than their very own literary heroes.
Books
Balde's first short story, "Milagro Sa Aming Nayon," was published in Liwayway magazine in 1961. It was followed in 1968 by "Kuwento ng Isang Pag-ibig," which is now included in college textbooks.
His first book, published in September 2001, was "Mga Pangarap at Pangitain," a collection of 14 short stories written over four decades. It instantly received recognition from critics and fellow writers.
One of his friends, Joseph Briones, a writer based in Legazpi City, said Balde had been very supportive of the initiatives of the few writers and scholars in the region to publish, preserve and further study the culture, arts and literature in the different historical sites in Albay.
Balde's fourth book, "Hunyango sa Bato," a novel which won the 2005 Juan C. Laya Award for Book of the Year, is also about corruption in the construction industry and irregularities in public works projects.
But "Sa Kagubatan ng Isang Lungsod" and "Hunyango sa Bato" are very different from his 2003 National Book awardee "Ma'yong," a collection of Filipino short stories based on the legends of Mayon Volcano; "Supay," the 2003 Carlos Palanca awardee for short story; and the forthcoming "Sa Lupain ng Ibalong," the Bicol epic in novel form, in which he dwelt on the history, culture and literature of his own region.
As a writer, Balde said he wanted to put a modern touch to Philippine folklore.
Native tongue
From 1970 to 1999, Balde wrote in English. But he said many of his friends persuaded him to write in Filipino, for majority of readers still loved to read Filipino books.
Besides, according to him, many of the writers awarded the Nobel Prize for literature were writing and publishing in their own languages. They only had their works translated in English.
"Foreigners are not familiar with our Filipino-American style of idioms and metaphors. That's why it's better to write in our own dialect and let American or British experts translate it in their own language," Balde said.
After publishing four books since 2001 and receiving numerous awards, he's now inspired to write in his native tongue, the Bicol-Oasnon.
Born in Barangay Busac, Oas, Albay, Balde now stays in Manila with his family but often comes home to visit historical places and meet old pals.
He started to write "rawit-dawit" (Bicol poems) and "tigsik" (satirical lines) only last year. All of his pieces have been published in the region.
"I decided to write in Filipino for I do believe that the majority of readers still love the local setting and the mood that is totally of Filipino character. But I have come to a point where I'm looking for the mood and character that speak of my native town," Balde said.

Legazpi City is a first class city in the province of Albay, Philippines. It is the capital city of Albay, and the regional center of Bicol Region. It is nicknamed the "Queen City of Southern Luzon".
Positioned in the geographical center of the peninsula and the between the two island provinces of Catanduanes and Masbate, Legazpi has the strategic advantages of being a commercial, institutional, and transportation hub. Legazpi City is the southernmost terminus of the Philippine National Railways Main Line South. It also has a national port handling export.
According to the 2000 census, it has a population of 157,010 people in 30,612 households.
The City of Legazpi is the business hub not only of the Province of Albay but also of the whole Bicol Region. It is regarded as the heart of Mayon and a friendly venue of conventions.
Events
Ibalong Festival, held every October, is the fiesta that is widely celebrated in the City. It recounts the events related in the folk epic "Ibalong" which is about the story of how the ancient Bicols conquered not only the wild beasts that scoured the land, but also the temptations to morality that would have derailed their noble purpose of building a peaceful community. It also tells how the early Bicols made inventions that brought them economic progress.
The festival is celebrated by means of dramatic re-enactment of the epic, a street presentation, a beauty pageant, cultural and sports events, trade fairs, and art exhibits. On the same month of October after the Ibalong Festival, the Parish of St. Raphael in Legazpi Port District also holds its religious celebrations to honor the Citys Patron Saint, St. Raphael. Boat races and other sports events are held during the fiesta. The apogee of the fiesta is a maritime procession in Albay Gulf in which the different coastal barangays of Legazpi join to chant praises to their patron saint.
Feature
The most distinguishing feature of Legazpi City in recent years is that it has grown in popularity as a convention venue because of the hotels and big convention centers here. In the past three years, Legazpi has played host to the various conventions of the various group of professionals, government agencies, NGOs, civic organizations, and the like. In addition to the convention facilities are numerous entertainment and recreation destinations not only within the City but also in the nearby towns within Albay Province.
