Hay, salamat, hindi na cooking contest yung pageant. Last year kasi luto. I couldn't take the results that I had the parent of Miss Caramoan complain. Ang hilig mandaya ng ibang organizers ng contest sa Tigaon. Here is our experience yesterday, a clear proof of that cooking-contest culture:


WE surely are an impeccable force in the realm of contests. Sorry but I may sound bragging about that, but that is the truth. Ever since our school was "set free" from those engulfing claws back then, we have been joining in contests and we have gone as far as Indonesia, Taiwan, China, and Japan. True, these are not enough, but no other high school in the Bicol region or in the entire country has gone to the World Robot Olympiad for three consecutive years after our smashing wins in the nationals. And although the pressure seems annoying, we--teachers and students of the Philippine Science High School Bicol Region Campus--have always tried our best to edge out competitors and bring glory not only to our school but also to the province, the region, and the Philippines.

Enough with that elaborate introduction.

For two weeks, some forty students of my beloved school had rehearsed for a street dance competition in a third-class town. We were 'compelled' to join to, hence the students' busyness for several days for the rehearsals and their sleepiness in class (which some teachers did not care to understand). And so everything took place quietly--the preparations for the props, costumes, the rehearsals themselves (which happened on evenings). On Friday, some teachers (myself included) were asked to critique. Although I was adamant at spending some of my precious time watching the group do their thing, I nonetheless went to the auditorium and watched the practice. I surely didn't like how the boys performed--they were lame and the effeminates were an eyesore. The girls lacked grace and precision. But these I understood because they were studying at the same time rehearsing, However, I was proud of them because despite the academic burden they managed to show to us a performance worth our eyes.

And they did the same thing yesterday, of course, plus the props, costume, engaging music, and the thrill that all of us felt. I was watching from the side near the front and I could hear comments like "Ang gagaling ng mga batang to!", "Ang puputi nila!" etc, and i couldn't tell these people they were our students. While we thought that our performance was not as fluid as that of another group, we still expected we would place. When the results were announced, we all felt sad. Well, we are so used to winning. But why wouldn't we be sad when one of the winning groups performed disastrously (they were even one of the first placers and there was no second placer). The same group also won the Best in Costume plum, which we thought would go to us given the elegance and intricacy of the beadwork.

Nevertheless, three of the judges were in complete wonder why we didn't even make it to the top three (of ten competing teams). They advised our trainer to verify the results, which some of our teachers did. And they found out that the results were rigged. The tabulators did the changes in the overall results, which, according to one teacher, were not signed by two of the five judges. Was it planned? The first papers we were shown with showed that we placed last. But, according to the organizers, it was because they deducted 15 points from the average score, which, if it was considered, said we were actually the first placers. And so there were exchange of foul words between the organizers and our teachers (pardon the attitude but there was nothing to do except fight for what was right in that manner). The 15 points deducted from the total score was, based on their word, because of an excess in the number of spotters, which was not true. We were the clear winner and the results were rigged to favor the winning team which was trained by the head of the committee. Now, where is justice in that?

Three judges were asked to judge the costumes. One judge gave us 98, another judge gave us 92, while the one from that town gave us an 80. Oh, and the winning team did not even get good scores from the two judges but was given 100 by the third judge and that infamous team was the best in costume?

Amid all the arguments, the committee had to mellow down because they knew they were wrong. Now what do we want? We demand that they apologize in public, announce the true results. The one that was declared winner can have the money and the trophy, but we want an apology. The committee will have to do a lot of explaining with the mayor.

This morning, after the flag ceremony, my co-teacher announced that we were actually the first placer. He said we all learned a lesson from the sour experience--that we should not join in contests of that sort if only to be cheated.

Now, I want to say that all that took place was very ironic because two of the judges were a priest and a nun, and that the contest was held in front of a church.

WOw ayos na talaga ang improvement sa ligñon hill! dati nung pumunta ako dyan(concretes palang) akala ko hanggang ganyan na lang yun, pero after seeing this, I was really impressed of our city's efforts in promoting this. :eek2:

^ yup ayuz na ayuz talaga ang lignon hill...imagine when youre on top makikita mo ang phases ng buhay sa albay...kung nakatingin ka sa direction ng mt mayon...ang view nya probinsyang probinsya (irayang-iraya)..opposite direction...puro naman concrete...urban life naman when youre facing legazpi and daraga centers...pano ko kaya i define yang view ng albay gulf? opposite nya makikita mo mga ilog ng buhangin at mga bato galing bulkan mayon...basta ang galing ng views...hehehe...hirapan ako mag describe

It's the ambiance of Embarcadero that makes it more beautiful than any other malls in Bicol. I'm intrigued about the stall beside Tapa king and Mercury Drug. Could anyone tell me what store is opening there? Anyone? Hehe..

I am a lover of greenery. I think it's because my school is on and surrounded by greenery. I do hope the trees at EM are spared when a typhoon batters the area.

Banares recently passed the nursing board exam without the help of a review center. The 20-year-old morena beauty from Legazpi City also won the “Best in Evening Gown” title. Jacqueline Schubert, who represented the Filipino community in Northern Germany, won the Miss Tourism crown.

Samantha East from the Filipino community in Ontario, Canada was 1st runner up. Jennielyn Natividad of Quezon City was named 2nd runner-up. Ana Baladad of Texas won the Overseas Communities title. The Online People’s Choice award was won by Agnes Santiago of Pangasinan.
Internet users were able to cast their votes via the official Mutya ng Pilipinas website.

"Honestly, I really wanted a Filipina-looking girl to win. We have all these beautiful women from overseas. She stood out, I guess that’s why she won the crown. It was the most beautiful thing that could happen to her,” said respected fashion designer and judge Randy Ortiz. According to judges Marina Benipayo and Jackie Aquino, it was Banares’ sincerity and charm that clinched for her the title.

Aquino, a veteran fashion show director, said, “Her hair and the way she stood out were really unique. She was herself; she’s proof that when you work at it and apply what you learn, you can win. She looked like a queen from the very beginning. I had a feeling she also topped the prejudging. LEGAZPI CITY - The city government of Legazpi is planning to boost its water supply by tapping another raw source aside from the Yawa River. "The residents of Legazpi had suffered months, if not years of inadequate supply of potable water which prompted the local government unit to look for alternative sources for the growing demand," Engineer Rafael A. Villar said.

Villar said that the plan which is now at the committee on laws and rules of the Sangguniang Panlungaod chaired by City Councilor Alfredo A. Garbin, requests a passage of a resolution authorizing Mayor Noel E. Rosal to apply for and or avail of he Overseas Development Assistance (ODA) grant facility for a Seawater Desalination Plant Project with an estimated cost of some US$5 million.

Villar, spokesman of the Albay Consumers Association (Alconas) who was also invited by Garbin to the committee hearing Tuesday said the city said that Legazpi water consumers have been dependent on the natural springs along the slopes of Mayon Volcano particularly at Barangay Buyuan and Mabinit but have earlier been provided with purified tap water from the Yawa River by the Phil Hydro systems and the Legazpi City Water District (LCWD).

The said planned project although not yet clear which country will provide grant through the ODA will get water from the sea to be desalinated and purified and introduced into the existing LCWD pipelines to meet the demand of the consumers.

Villar said he would insist on proposing to the city to avail of the desalination technology which could maximize the by-products of the process such as the collection of salt, and electricity that might be produced in the process of steam and condensation stage. "There are four methods of water desalination plants that I know and these are 1) Electrodialysis 2) Vacuum Freezing 3) Flash Distillation and 4) Reverse Osmosis. And whichever they employ, must maximize the byproducts and resources," Villar said.

LEGAZPI CITY, Philippines—Disaster officials on Friday urged village chiefs in high-risk areas around Mayon Volcano to submit to the Albay Provincial Disaster Coordinating Council a list of their preemptive disaster measures for a full-blown eruption. "The move will enable the barangay officials to further hone their skills and enable the province to determine their readiness to respond and their preparedness for an eruption of any type," said Cedric Daep, chief of the Albay Public Safety and Emergency Management Office.

On Thursday, the PDCC met with village chiefs from the areas within the six-kilometer permanent danger zone and the seven-kilometer extended danger zone at the southeast flank of the volcano covering the towns of Malilipot, Sto. Domingo, Daraga, Camalig, Guinobatan and the cities of Tabaco and Legazpi. The village officials were briefed on the current restive state of the volcano and the standard operating procedures on mass evacuation once Mayon's alert level status is upgraded.

Daep said some 13,458 families or 47,018 people from the two cities and five towns would be evacuated to safer grounds once the Philippine Institute of Volcanology and Seismology raises alert level three, meaning there is an increased tendency toward eruption and there is relatively high unrest. Ed Laguerta, Phivolcs resident volcanologist, urged the village chiefs to advise villagers not to venture at the designated danger zones as these areas are threatened by pyroclastic flows, magmatic explosions and lava flows.

In the said meeting, mountain bikes, megaphones, whistles, pocket-sized AM/FM transistor radios , flashlights and basic life support kits were also turned over to the village officials. Daep said it was part of the zero-casualty plan of Albay Governor Joey Salceda who earlier requested the immediate purchase of these devices to equip officials of the villages along the slopes of Mayon Volcano.

THE Southrail project, the first phase of which is the rehabilitation and reconstruction of the 423-kilometer railway line from Calamba to Legazpi City and the second phase being the construction of a new 135-kilometer railway from Comun, Camalig, Albay to Matnog, Sorsogon, need not go through public bidding.

This was the opinion of the Department of Justice (DOJ) based on its 2007 opinion on the ZTE-RP broadband project where it held that the law on public bidding does not cover infrastructure projects to be funded by a foreign lending institution. Secretary Agnes Devanadera, in response to the request for an opinion by Finance Secretary Margarito Teves in June, noted that in its Opinion 46, the DOJ declared that “any treaty or international or executive agreement which the Philippine government is a signatory shall be observed” over the provisions of RA 9184 or the Government Procurement Reform Act that requires that all procurement activities must be made through public bidding.

The $932-miillion entire 542-km Southrail Project—$627.811 million for the phase 1 and $304.226 million for phase 2—by the China National Technical Import Export Corporation is covered by a memorandum of understanding between the National Economic and Development Authority and the Chinese Ministry of Commerce signed in July of 2007.

Teves also asked the DOJ whether a head of a department can represent and validly bind the country in an executive agreement or whether he should first be duly authorized by the President for that purpose.

Devanadera said that although the President is the one authorized under the Constitution to enter into an executive agreement, since the executive agreement on the Southrail project is connected with a Chinese loan facility through the Export-Import Bank of China, the President may execute a full powers/special authority to designate the Secretary of Finance as her representative and grant him the authority to do the formal act of signing the agreement.

LEGAZPI CITY - - - Persistent radio reports say that Legazpi City Mayor Noel E. Rosal, who is on his last term as city chief executive, is planning to run for governor of Albay in the May 2010 elections against re-electionist Gov. Joey Sarte Salceda.

“Not true,” said Rosal’s political adviser and confidant, Francis Alamo, in a text message to this reporter.

“The possibility that Mayor Rosal would run for governor is very remote because he will be concentrating his campaign efforts on the candidacy of his wife, Geraldine Barrameda Rosal, who is running for the post he will be vacating in June 2010, “ an informed source from the City Hall said.

On the other hand, in a text message to the print and broadcast media practitioners here, Gov. Salceda said: “I am the provincial chairman of the administration party, Lakas-Kampi-CMD designated by President Gloria Macapagal-Arroyo herself.”

“I am running for governor period. It’s my duty to nurture the development programs I have started. So much work (has) to be done, so let’s all first put political intrigue aside for the sake of our people. People first, politics later,” he added.

Both Mayor Rosal and Gov. Salceda are close to President Arroyo. The President stood as wedding sponsor of Mayor Rosal and the former Geraldine Barrameda while Gov. Salceda is one of the economic advisers of the President.

I hope this will not happen. I would rather that Joey Salceda stays in his position for another term to continue the projects he started. The good governor has been doing his job. Even with a new president, Gov. Salceda will be able to hack it mainly because he is good. I mean not only as a government official but he is also intellectually good. He can always find ways to fend for himself and the province. You can't put a good man down. He may have his shortcomings but he was able to do so many things for Albay. Mayor Rosal can run as his Vice-Governor. Just an opinion.

In 2004, Philippine-born international photojournalist Cheryl Diaz Meyer won the Pulitzer Prize for Breaking News Photography with her colleague, fellow The Dallas Morning News staff photographer David Leeson for their “eloquent photographs depicting both the violence and poignancy of the war with Iraq.” Her work in Iraq also won the Visa D’Or Daily Press Award 2003 at Visa Pour L’Image in Perpignan, France. Meyer, now a freelance photographer based in Dallas, Texas was, in town recently after attending her 25th high school reunion in Legazpi City. Spot.ph had the chance to bask in and ask about her glory:

What made you decide to become a photojournalist?

I love the creative process of photography, the discovery, the joy of taking what the eye sees and making it new. Ultimately, photography is really an exploration of the self—the photographer seeks to reveal her own inner truth using the camera as her tool. Photojournalism attempts to combine photography with information, the goal of which is to educate and inform. I was drawn to photojournalism because storytelling was a strong part of my cultural heritage growing up in the Philippines. Photojournalism is the visual art of storytelling.

What was your most memorable experience during your coverage of the war? What made you not give up?

Perhaps one of the more difficult experiences of my Iraq war coverage happened when the US Marines with whom I was embedded suffered their first casualty during the invasion—by friendly fire. I will never forget the agonized scream of a man who had just killed his friend. I realized then that the injustice of the war extended not just to those killed but also to the living. In the end, we would all be victims of the violence.

What did you learn from covering the war?

Covering war is one of the most challenging assignments a photojournalist can undertake because it truly pits the photographer against her most elemental fears. Learning to come to terms with those fears has made me a better photojournalist and human being.

During times you thought you would die in the war, what went on in your mind?

There is nothing more sobering to put perspective to one’s life than the thought that one could die at any moment. When I thought I was going to die, I always took comfort in thoughts of my loved ones.

How does it feel to be back in the Philippines?

I come every two to four years on average. This time, I went home to attend my 25th school reunion at St. Agnes Academy in Legazpi City, Albay. Being back is a joy because I love visiting my family and friends, I love the food, I love hearing and speaking the language and I love the culture. In Legazpi, I was out at the mall, and everywhere I turned I ran into people I knew or people who know my family. I feel very much at home here.

What have you been up to since you’ve been back? What have you been eating?

Aside from catching up with friends, I have also been working on a story about the marriage of native healing arts and Catholicism. While home, I have been enjoying some of my favorite dishes such as cocido, baduya, pinakbet, ibus, Bikol Express, sisig, crispy pata and bangus. I also adore Filipino cacao, mangoes and pili candy, which my cousins produce at Albay Central Pilinut Candy.

How was it growing up in the Philippines, then moving to America?

I loved growing up in the province and it was very difficult moving to the U.S. at the age of 13. My barkada was very tight knit and I was deeply lonely when I left them. The best thing about moving though was that I really came to understand myself better because had to reconcile my childhood and a new culture that often conflicted with how I understood the world. I consider those formative years the most defining time in my life.

What do you love about Manila?

I love Manila for all the variety it offers: the food, the shopping, the entertainment. I have taken advantage of all that in these past weeks. I love exploring Filipino furniture, especially antiques. Tiendesitas is great fun with its eclectic collection of food from all over the country, clothing and furniture. Greenhills is also wonderful for the crazy combination of name brand stores to crafts to electronics to fake goods.

What are your views regarding photography in the Philippines? How can our local talent take it to the next level?

The Philippines has a lot of strong photojournalists, but there is definitely a core group of very talented shooters whose names I’ve followed through the years. Bullit Marquez is one of my favorites, and he works for the Associated Press. He always seems to find the news of the day and makes wonderful images. But there are many more like him who are competitive on the international level. I think if Filipino photojournalists want to grow they need to start thinking of themselves as storytellers. Powerful images come from powerful ideas. So challenging themselves to be instigators of ideas instead of just followers will make their work even that much more stronger.

What are your views about the prospect of the death of print media?

The print media in the Philippines is not yet dead but it may be headed in the same direction as the U.S. and Europe, which are definitely struggling. But there is also the opportunity to create something totally new, and not necessarily to follow the market trends of the West. With the highly developed cell phone industry, the Philippines is poised to develop a system of micropayments that could finance web media as the print media is phased out. Or it may be some other payment system that has yet to be defined. Filipinos are highly innovative and entrepreneurial, and creative experimenting will help this transition.

After winning the Pulitzer Prize, has there been a lot of pressure to produce award-winning work all the time? What will you do next?

Receiving the Pulitzer was a great honor for me and my colleague David Leeson. I have always strived to produce compelling photo stories and winning the Pulitzer has not changed that. I don’t necessarily keep a to-do list, but I am looking forward to starting my freelance career and working on meaningful stories. I’m very excited about my current reporting on native healing and the possibilities of documenting indigenous healers.

yes dx, you are right. A lot of people thought it is a city government initiative. Actually the city government started developing the boulevard/baywalk area. Then, the private corporation continued the development (now the Embarcadero) using their own finances. In the process, the company has been and is still a partner of the city government, especially in promoting the city as an IT hub.

STATE-owned CIIF-Oil Mills Group is recommissioning starting tomorrow its P400-million copra-crushing plant in Arimbay, Legazpi City, which can immediately bring in $3.75 million in foreign-exchange earnings per month if its output is exported. Jesus Arranza, CIIF-Oil Mills president and CEO, said President Arroyo will join the local coconut farmers, community leaders, Legaspi Oil Co. chair Josefa Imperial Aquino and other officials of the Oil Mills Group in the re-opening ceremony of the facility.

Arranza said the Arimbay plant has not been in operation since 2007 after the coconut farms in the area were devastated by typhoons. “This time, the area has really recovered and it has become feasible to crush again. “To increase the earnings of the farming community in Arimbay, we are now finalizing a scheme that will make the farmers not just suppliers of copra, but also owners up to the finished product through a tolling agreement that we will be forging with them.

“Through this, the farmers will enjoy more value-added benefits,” he said in a statement. Edgardo Santos, CIIF Oil Mills Group vice president for marketing, trading and operations, said the company spent P2 million to refurbish the Arimbay plant, which has a capacity of 400 tons per day.

This will increase the CIIF Group’s current operating copra-crushing capacity by 25 percent. Santos said the plant will initially process 300 to 330 tons of copra per day until it reaches its rated capacity.

“We sell some of the output in Arimbay as crude and export them, or for CME production locally, whichever has a higher price. If exported, the 330 tons per day will bring in $3.75 million in foreign-exchange earnings per month,” he said.

CIIF, he added, exports mainly to the United States and Europe. With the Arimbay facility on- stream anew, Santos said the farmers in the area will be commanding higher prices for their copra because their current buyers will now have competition.

I have been looking in the past why our production of aquatic products in Albay is having great difficulty in improving its productivity. Well, the main reason could be is our proximity to a big market - which is Metro Manila. The local market it seems is amply supported by existing production. To compete with suppliers from Bulacan, Laguna de Bay, Batangas, Pangasinan and even Quezon will be quite difficult because we will beaten in terms of transport costs. Even if our local government will be able to provide the necessary equipment and storage for these products, it will even add to the cost. For one thing, buyers will prefer those fresh catch over frozen items. In the early eighties, I was involved heavily in financing and evaluation of prawn production projects and some of those which we financed were prawn farms in Camarines Sur. Most of these projects failed and one the major reasons is its failure to lower production cost and transport problems.

So I guess, what we should develop more is crop production where storage is easier to maintain than aquatic products. Potential products are coffee, cacao and even calamansi and pineapple. These crops can be intercropped with coconut trees.

But we can still look at the export market if it is viable for our aquatic products.

Sana pagnatapos ining Celebration Plaza, it will look like the expansion of Ayala Center Cebu. As I saw it, it has the same concept. There is a close similarity. Kaya lang, mukhang bricks lang su floor finishing kan sa Embarcadero whereas su sa Ayala Cebu it looked like granite. Very elegant.

Correct ka dyan tabi Sir Brandon32, may distinct diction man kitang mga Albayano pagnaga-tagalog kita. For my own experience, magkapirang beses na akong may nakakahuron na purupirmi kong nahahapot kung taga-Bicol sya, and most often nga correct ang hinala ko :nuts:
By the way, I remember, I-commend ko lang tabi su nagsurat kaitong, "Albayano Ka Kung", lalo na su inot na version, hehehe :lol::lol:, kaya maogmahon ako ta puros tama su sinurat. Lalo na si Apidel, ta ako taga-daraga, particularly sa Ilawod 1, puro-pirmi nagatambay yan si Apidel sa tindahan ni Tya Lyd's, na ang apod ngani nya Mama Lyd's, kung aram kang ibang forumers na taga-daraga ining tindahan, tapos idagdag ko man na, Daragenyo ka kung inapod mo si Apidel na karpa, bubukudon ka kaito ta dagit sya na pigaapod na karpa.:lol:

Actually, Jane is my aunt since she and my mother are already 2nd cousins. I believe Jane's grandfather hales from Sto. Domingo. Although Jane's family already resides in Cavite(her mother is a Cavitena), I'm glad she chose to represent Legazpi City. Her parents are Loy and Melly ( I don't know they're real names) :bash:

Iyo po Sir Brandon32 OFW ako. Actually, kang nabasa ko itong surat, pigsend ko tulos sa mga Albayano na ngilala ko didi sa Dubai, sigeng ngirisi man ngani, inunga ako kung diin ko daw nakuko yadtong surat and I told them to visit ining thread, and one of my friends na nagklase sa Aquinas Oriented sigeng ngakngak kang nabasa kay aranas, sabi ko nadale ka padi! hahaha :lol: I have also printed the second version and saved it in my PC.
I agree, it's very informative and at the same time it makes you feel at home pa din just by seeing those latest pictures. Nakakahali ki pungaw. Funny, last week I called my parents sa Daraga and asked them kumusta na su LCC buda su Jolibee, nabigla baya ta yata daw aram ko na ayo ipuput-up na LCC sa saudan, hahaha:lol:, I told them, that's because of some nice Albayano people na nagpopost kako sa internet ki updated photos and news regarding sa probinsya ta.

Merlinda Bobis is definitely from Legazpi. her Sister lea Bobis was my classmate in grade school in Divine. they used to live in sagpon right in front of the technical school. (Albay School of Electronics)

Actually, Jane is my aunt since she and my mother are already 2nd cousins. I believe Jane's grandfather hales from Sto. Domingo. THE KAPUNTUKAN Hill at the port area, which residents of Legazpi City call the “Sleeping Lion,” has awakened with the soft opening of a “lifestyle mall” called the Embarcadero de Legazpi.

Occupying 2.6 hectares of reclaimed land, the Embarcadero was designed by Australian engineers and inspired by the Fisherman’s Wharf in San Francisco, California. It is open to locators who want their customers to savor the sights of the Mayon Volcano and the Albay Gulf, as well as the rising and setting of the sun. “With a leasable area of only 1.2 hectares, mall goers will have plenty of space to walk, even bike, around. The reason for this is that when you say lifestyle mall, you should have the space for landscaping, good architecture and dining,” Harry V. Roscom, the mall manager, explains.

“We’re hyping up the way people of Legazpi would be looking into mall shopping, dining and even working because of the business process outsourcing offices within the area where a call center is targeted to rise,” he adds. What is unique about the Embarcadero is that it’s more of a high-end choice, though there are low-end and mid-end alternatives, Roscom says. It is envisioned to be a world-class lifestyle mall and the first of its kind in Bicol.

Scheduled to fully open by October, the Embarcadero already has a few locators, such as Kitaro, Tapa King, Biggs Diner, Gerry's Grill and Pancit Malabon restaurants. Soon to open are Padi’s Point, Mang Inasal, Casa Nuestra and the Pacific Dive, a café featuring diving gadgets and events. “Since the soft opening on July 18, we are having night life events, giving you the most beautiful feeling with the ambiance of fine dining by the beautiful Albay Gulf,” Roscom says.

Legazpi has one of the most organized road networks and public transport systems in the province and in the region. “The mall area is just one percent in totality as we have opened roads which eventually would be a new passenger jeep route to and from the areas behind the Sleeping Lion,” Roscom says.

Aside from offices and restaurants, the Embarcadero would offer boutiques, a waterfront market place, hotel and spa, watering holes, amusement centers, cafés, outdoor patios and a 30-meter lighthouse. At the celebration plaza in the middle, big events can be held.

An 8,000-seat call center will also rise at its Information Technology Park. Also expected to open is the Soul Radio Network, an FM radio station with AM programming at certain periods of the day, whose booth is located at the lighthouse.

The Embarcadero will “activate” the waterfront 24 hours a day, seven days a week, Roscom says. It is also envisioned to be a jump-off point to Bicol’s eco-tourism wonders, including the whale sharks of Donsol, Sorsogon; manta rays of Ticao Pass, Mayon; Misibis Resorts, Estates & Spa; the steaming Nag-Asu Lake in Manito, Albay; the calm Sula Channel; Pototan Cave and its underground river; and the Vera Falls.

“There will be water sports to make the most of the beautiful and clean waters of the Albay Gulf and the beautiful Kapuntukan Hill,” Roscom says. Ma. Emmabeth G. Cabria, the marketing manager, says the proposed BPO center could hold some 8,000 call center seats. On its third floor will be the training center of the Southern Luzon Technological College Foundation Inc.

“We no longer need to try our luck in Manila to look for a call center job. It is here and almost up for grabs,” Joel Camacho, a computer science graduate from Donsol, says. Accredited by the Philippine Economic Zone Authority, the P1.8-billion IT Park Promenade will be the first IT ecozone in the region.

Legazpi City (12 August) -- President Gloria Macapagal-Arroyo will lead Thursday (August 13) the inauguration of the upgraded and modern facilities of the Legazpi Oil (LegOil) Company, Inc. coconut-processing plant in barangay Arimbay here.

President Arroyo will lead the ribbon cutting ceremony at the plant’s administration building, followed by the ceremonial switch-on in synch with the start of the mechanical dumping process of delivered copra to the plant warehouse. The President will be assisted by LegOil chair Josefa Aquino, CIIF president and CEO Jesus Arranza, Albay governor Joey Salceda and Legazpi City mayor Noel Rosal.

The processing facilities for oil milling and solvent extraction were refurbished and commenced operation this year contributing some 300 metric ton daily (MTD) crushing capacity, 100 MTD for refining, and 100 MTD for deodorizing. LegOil also houses copra and pellet warehouses, crude coconut oil, edible oil storage tanks, edible oil tanks, loading facilities for processed oil and a pier/wharf.

Product lines include crude coconut for domestic and export market, fully refined oil, copra cake and Minola products. LegOil facility is strategically situated where it can service the tolling requirements of various coconut producers, farmers’ cooperative and groups, from the provinces of Sorsogon, Camarines Sur and Norte, and the island provinces of Catanduanes and Masbate.

Earlier this year, the government through the assistance of President Gloria Macapagal-Arroyo and the Philippine Commission on Good Government (PCGG) has infused some P100 million funds for the rehabilitation and setting up of modern facility. It can be recalled that LegOil had stopped operation almost three years ago due to heavy damages in its facilities following the two super typhoons Milenyo and Reming.

The establishment and modernization of the LegOil here would definitely boost Bicol’s production of crude coconut oil and by products for domestic and export market. Prior to her sorties here, the President will also lead the inspection of the on-going construction of the Presentacion-Caramoan coastal road in the province of Camarines Sur.

The road network costs some P329.5 million and stretches a total of 24.417 kilometers traversing through six barangays in Presentacion town and four in Caramoan. The completion of the road network could open new income opportunities and support the socio-economic development of the localities and serves as an access of the Roll-On-Roll-Off (RORO) from Caramoan to the island province of Catanduanes. THE KAPUNTUKAN Hill at the port area, which residents of Legazpi City call the “Sleeping Lion,” has awakened with the soft opening of a “lifestyle mall” called the Embarcadero de Legazpi.

Occupying 2.6 hectares of reclaimed land, the Embarcadero was designed by Australian engineers and inspired by the Fisherman’s Wharf in San Francisco, California. It is open to locators who want their customers to savor the sights of the Mayon Volcano and the Albay Gulf, as well as the rising and setting of the sun. “With a leasable area of only 1.2 hectares, mall goers will have plenty of space to walk, even bike, around. The reason for this is that when you say lifestyle mall, you should have the space for landscaping, good architecture and dining,” Harry V. Roscom, the mall manager, explains.

“We’re hyping up the way people of Legazpi would be looking into mall shopping, dining and even working because of the business process outsourcing offices within the area where a call center is targeted to rise,” he adds. What is unique about the Embarcadero is that it’s more of a high-end choice, though there are low-end and mid-end alternatives, Roscom says. It is envisioned to be a world-class lifestyle mall and the first of its kind in Bicol.

Scheduled to fully open by October, the Embarcadero already has a few locators, such as Kitaro, Tapa King, Biggs Diner, Gerry's Grill and Pancit Malabon restaurants. Soon to open are Padi’s Point, Mang Inasal, Casa Nuestra and the Pacific Dive, a café featuring diving gadgets and events. “Since the soft opening on July 18, we are having night life events, giving you the most beautiful feeling with the ambiance of fine dining by the beautiful Albay Gulf,” Roscom says.

The mall area, which can accommodate 12 buildings, is part of a proposed development complex that roughly covers 200 hectares, including a boulevard accessible to the southern villages of the city. Legazpi has one of the most organized road networks and public transport systems in the province and in the region. “The mall area is just one percent in totality as we have opened roads which eventually would be a new passenger jeep route to and from the areas behind the Sleeping Lion,” Roscom says.

Aside from offices and restaurants, the Embarcadero would offer boutiques, a waterfront market place, hotel and spa, watering holes, amusement centers, cafés, outdoor patios and a 30-meter lighthouse. At the celebration plaza in the middle, big events can be held.

An 8,000-seat call center will also rise at its Information Technology Park. Also expected to open is the Soul Radio Network, an FM radio station with AM programming at certain periods of the day, whose booth is located at the lighthouse.

The Embarcadero will “activate” the waterfront 24 hours a day, seven days a week, Roscom says. It is also envisioned to be a jump-off point to Bicol’s eco-tourism wonders, including the whale sharks of Donsol, Sorsogon; manta rays of Ticao Pass, Mayon; Misibis Resorts, Estates & Spa; the steaming Nag-Asu Lake in Manito, Albay; the calm Sula Channel; Pototan Cave and its underground river; and the Vera Falls.

“There will be water sports to make the most of the beautiful and clean waters of the Albay Gulf and the beautiful Kapuntukan Hill,” Roscom says. Ma. Emmabeth G. Cabria, the marketing manager, says the proposed BPO center could hold some 8,000 call center seats. On its third floor will be the training center of the Southern Luzon Technological College Foundation Inc.

“We no longer need to try our luck in Manila to look for a call center job. It is here and almost up for grabs,” Joel Camacho, a computer science graduate from Donsol, says. Accredited by the Philippine Economic Zone Authority, the P1.8-billion IT Park Promenade will be the first IT ecozone in the region.

Legazpi City (12 August) -- President Gloria Macapagal-Arroyo will lead Thursday (August 13) the inauguration of the upgraded and modern facilities of the Legazpi Oil (LegOil) Company, Inc. coconut-processing plant in barangay Arimbay here.

President Arroyo will lead the ribbon cutting ceremony at the plant’s administration building, followed by the ceremonial switch-on in synch with the start of the mechanical dumping process of delivered copra to the plant warehouse. The President will be assisted by LegOil chair Josefa Aquino, CIIF president and CEO Jesus Arranza, Albay governor Joey Salceda and Legazpi City mayor Noel Rosal.

The processing facilities for oil milling and solvent extraction were refurbished and commenced operation this year contributing some 300 metric ton daily (MTD) crushing capacity, 100 MTD for refining, and 100 MTD for deodorizing. LegOil also houses copra and pellet warehouses, crude coconut oil, edible oil storage tanks, edible oil tanks, loading facilities for processed oil and a pier/wharf.

Product lines include crude coconut for domestic and export market, fully refined oil, copra cake and Minola products. LegOil facility is strategically situated where it can service the tolling requirements of various coconut producers, farmers’ cooperative and groups, from the provinces of Sorsogon, Camarines Sur and Norte, and the island provinces of Catanduanes and Masbate.

Earlier this year, the government through the assistance of President Gloria Macapagal-Arroyo and the Philippine Commission on Good Government (PCGG) has infused some P100 million funds for the rehabilitation and setting up of modern facility. It can be recalled that LegOil had stopped operation almost three years ago due to heavy damages in its facilities following the two super typhoons Milenyo and Reming.

The establishment and modernization of the LegOil here would definitely boost Bicol’s production of crude coconut oil and by products for domestic and export market. Prior to her sorties here, the President will also lead the inspection of the on-going construction of the Presentacion-Caramoan coastal road in the province of Camarines Sur.

The road network costs some P329.5 million and stretches a total of 24.417 kilometers traversing through six barangays in Presentacion town and four in Caramoan. The completion of the road network could open new income opportunities and support the socio-economic development of the localities and serves as an access of the Roll-On-Roll-Off (RORO) from Caramoan to the island province of Catanduanes. I don't have an idea how Typhoon Reming damaged LegOil. Perhaps high winds, mudslide and flooding or combination thereof. I also understand that coastline location facilitates the delivery of the finished product to sea going tankers. I just thought that LegOil should have been relocated away from Mt. Mayon's harmsway and use Truck Tankers to deliver the finished product onto the tankers.

LEGAZPI CITY, Albay, Aug. 14 (PNA) -- Instead of the usual presidential speech, President Gloria Macapagal Arroyo opted instead to personally meet several beneficiaries of the government’s program to rehabilitate the coconut industry in Bicol. As she herself said, she wanted to know the impact of the program on the lives of ordinary folks. At the re-opening of the Legaspi Oil Company, President Arroyo called four beneficiaries over and asked them how the project benefited them.

According to Jesus Arranza, president and chief executive officer of the Coconut Industry Fund Oil Mills Group (CIIF), about P64 million was spent to rehabilitate the coconut industry. The money was used to nurseries and buy millions of seedlings. Through this effort, the government was able to revive the coconut industry in Bicol. The four beneficiaries were trader Efren Olmedillo of Pulangi town, coconut farmer Gladwin Navera from Guinobatan, Truck Pump Operator Roque Ceroma and plant worker Arvin Banańa.

Olmedillo personally thanked the President for her support to the lives of coconut farmers. He said the money provided by her administration has enabled farmers to plant coconut again. In response, the President said it is her responsibility to help people improve their lives. For his part Navera said that with the recovery of the coconut industry in Albay, he is now selling 1,600 kilos of copra every 45 days.

Ceroma and Banańa, who both work for the Legaspi Oil Company, said the plant is generating employment opportunities for people. President Arroyo explained that the recovery of the coconut industry in Bicol means new economic ventures, higher end coconut products to sell in both local and international markets, and employment opportunities for Bicolanos. THE KAPUNTUKAN Hill at the port area, which residents of Legazpi City call the “Sleeping Lion,” has awakened with the soft opening of a “lifestyle mall” called the Embarcadero de Legazpi.

Occupying 2.6 hectares of reclaimed land, the Embarcadero was designed by Australian engineers and inspired by the Fisherman’s Wharf in San Francisco, California. It is open to locators who want their customers to savor the sights of the Mayon Volcano and the Albay Gulf, as well as the rising and setting of the sun. “With a leasable area of only 1.2 hectares, mall goers will have plenty of space to walk, even bike, around. The reason for this is that when you say lifestyle mall, you should have the space for landscaping, good architecture and dining,” Harry V. Roscom, the mall manager, explains.

“We’re hyping up the way people of Legazpi would be looking into mall shopping, dining and even working because of the business process outsourcing offices within the area where a call center is targeted to rise,” he adds. What is unique about the Embarcadero is that it’s more of a high-end choice, though there are low-end and mid-end alternatives, Roscom says. It is envisioned to be a world-class lifestyle mall and the first of its kind in Bicol.

Scheduled to fully open by October, the Embarcadero already has a few locators, such as Kitaro, Tapa King, Biggs Diner, Gerry's Grill and Pancit Malabon restaurants. Soon to open are Padi’s Point, Mang Inasal, Casa Nuestra and the Pacific Dive, a café featuring diving gadgets and events. “Since the soft opening on July 18, we are having night life events, giving you the most beautiful feeling with the ambiance of fine dining by the beautiful Albay Gulf,” Roscom says.

The mall area, which can accommodate 12 buildings, is part of a proposed development complex that roughly covers 200 hectares, including a boulevard accessible to the southern villages of the city. Legazpi has one of the most organized road networks and public transport systems in the province and in the region. “The mall area is just one percent in totality as we have opened roads which eventually would be a new passenger jeep route to and from the areas behind the Sleeping Lion,” Roscom says.

Aside from offices and restaurants, the Embarcadero would offer boutiques, a waterfront market place, hotel and spa, watering holes, amusement centers, cafés, outdoor patios and a 30-meter lighthouse. At the celebration plaza in the middle, big events can be held.

An 8,000-seat call center will also rise at its Information Technology Park. Also expected to open is the Soul Radio Network, an FM radio station with AM programming at certain periods of the day, whose booth is located at the lighthouse.
The Embarcadero will “activate” the waterfront 24 hours a day, seven days a week, Roscom says. It is also envisioned to be a jump-off point to Bicol’s eco-tourism wonders, including the whale sharks of Donsol, Sorsogon; manta rays of Ticao Pass, Mayon; Misibis Resorts, Estates & Spa; the steaming Nag-Asu Lake in Manito, Albay; the calm Sula Channel; Pototan Cave and its underground river; and the Vera Falls.

“There will be water sports to make the most of the beautiful and clean waters of the Albay Gulf and the beautiful Kapuntukan Hill,” Roscom says. Ma. Emmabeth G. Cabria, the marketing manager, says the proposed BPO center could hold some 8,000 call center seats. On its third floor will be the training center of the Southern Luzon Technological College Foundation Inc.

“We no longer need to try our luck in Manila to look for a call center job. It is here and almost up for grabs,” Joel Camacho, a computer science graduate from Donsol, says. Accredited by the Philippine Economic Zone Authority, the P1.8-billion IT Park Promenade will be the first IT ecozone in the region.

the whole newport city complex in pasay sits on a 20 hectare piece of property...so 10x the size of newport city...hmmm...ayuz!

Im confident that these projects will grow 'cause at that time we will be more self-sufficient. BPO and call centers plus the normal attitude of Albayanos for something huge will pave this into reality.

Everything is pulling on simple perspective. The re-opening of Legazpi Oil is very good indicator that the agriculture part of our province is tapped. Meaning, this will help not only the big players but also the small ones. The actions of Gov Salceda are something I like these days. ^^

No, that mountain should be left to be like that, i.e. unaltered. Only the sideways of the hill will be developed. It seems like the lion has many little and glittering blocks around him.

I would prefer just a simple view deck on top of the hill. Besides, the area at the hill's summit is not that big enough for larger and more complex structures. It's better to have the lion-shaped hill in its natural form for everyone to admire. It's already a natural wonder by itself. :okay:

I agree, such a huge difference from when I left the city in the late 80s - the port area in particular has been really transformed! I'm hoping to climb up that Sleeping Lion Hill on my next trip just like Dx and others...what's the easiest route Dex? I hope warang halas!:lol:

There is a route passing through Victory village. When are you planning to visit Legazpi again? Wara man ako nahiling na halas. haha.

Excited na ako sa Soul Radio Network ng EM. I hope it's not the same with Magik FM para maiba naman. Soul music is a good kind of music especially if you're drinking a coffee. That's more upbeat and modern kind of music. And we have Rock, Pop, All-hit, AC Urban in the city....I want Soul naman hehe. Nagtest-broadcast na ba itong Soul Radio Network dyan? By the way, for the information of everyone, the official spelling of our city is LEGAZPI, that is, with a Z and not with an S. The city is named after Don Juan Miguel Lopez de LEGAZPI of Spain.
Thanks and hope we correct the usage, so that everytime Legazpi is searched in the net, it will lead to the right hit.

It will be either January or February next year. Hopefully Mayon will not be hiding herself in clouds and fog all the time as those months are the Amihan season.
Yes a viewing deck on the hill would be a nice addition. Maybe a simpler version of the one on Lignon Hill, with a few benches and binoculars for tourists.

Nakapunta kami sa Bicol last June 14 - 16 on our group outing sa office.
You know what? Ang ganda ng Legazpi. Maayos at malinis. Ang gada talaga ng Mayon sa personal :lol: Kasi lagi kong nakikita kasi yun sa postcards, libro, tV nung nag-aaral pa ako.

Medyo umuulan, pero sulit ang byahe namin dyan. Aside sa Mayon, pumunta kami sa Daraga Church, Cagsawa, Mayon Rest house, Tabaco City, Ligao City.

Nagswimming kami sa may Polangui, kasi taga doon ang officemate ko. hehehehe. Tapos pumunta kami ng Cam Sur (Naga).

Ang hindi ko malilimutan doon ay ang hindi pagkikita ni Mayon sa tuwing titingin kami sa kanya dahil lagi syang natatakpan ng makapal na ulap. Parang nahihiya sa min. :lol:

Hanggang sa pag-alis namin pabalik ng Manila ay hindi pa rin nagpapakita. Pero sabi nga daw ng mga tao doon, kaya hindi daw nagpapakita, ay gusto pa raw kami bumalik diyan at magpapakita na daw iyan (totoo ba iyon?) :nuts:

But I really happy na makapunta dyan. At I'm looking for the other days na makabalik muli dyan. :)

LEGAZPI CITY --- Majority of those who had attended the public hearing conducted by the committee on laws of the Sangguniang Panlungsod here last August 7 welcomed the establishment of casino facility at the Embarcadero.

Chaired by Councilor Alfredo A. Garbin Jr., the public hearing discussed the merit and validity of the letter, dated July 16, 2009 from Anelyn Sumañga, general manager of Embarcadero Land Ventures Inc. requesting the Sangguniang Panlungsod for the passage of a resolution which will authorize the Philippine Amusement and Gaming Corporation (PAGCOR) to operate a casino facility at the Legazpi Boulevard at pier Site.

Garbin said that PAGCOR President Butch Francisco had also written City Mayor Noel E. Rosal requesting for a certification of no objection for the establishment and operation of a casino facility originally at Hotel St. Ellis. But the venue was moved to Embarcadero because of the hotel’s proximity to schools.

Councilor Robert “Bobby” Cristobal asked if Embarcadero will be the one to operate the casino because that is what appeared in the letter of Ms. Sumañga. Roscom, however, clarified that under the rules and regulations of the Securities and Exchange Commission (SEC), Embarcadero is not authorized to operate a casino.

In separate letters to the Sangguniang Panglunsod the Albay Filipino-Chinese Chamber of Commerce and the Legazpi Filipino-Chinese Chamber of Commerce, headed by Virgilio Yu and Ruben Yu respectively, favorably endorsed the proposed casino at Embarcadero because it will create local employment, boost tourism and generate more taxes for the city coffers.

Councilor Carlos Ante, chairman, committee on trade and industry, said the business community welcomes the proposed casino. “Personally, I consider betting in the casino or any form of gambling to be immoral if the money intended to buy food for the family would be used in the casino,” Ante said. “But it is alright for the rich members of society like pensioners and tourists to bet in the casino for recreation,” he added. Councilor Garbin clarified that members of the military and police and persons below 21 years of age are prohibited from gambling at the casino.

Fr. Rex Arjona said the members of the Diocese of Legazpi have not yet discussed the issue but he said there’s an existing Pastoral Letter against gambling. Fr. Ramoncito Segubiense asked how much taxes will go to the city and how many Legazpeños would be employed by the casino.

LEGAZPI CITY --- Majority of those who had attended the public hearing conducted by the committee on laws of the Sangguniang Panlungsod here last August 7 welcomed the establishment of casino facility at the Embarcadero.

Chaired by Councilor Alfredo A. Garbin Jr., the public hearing discussed the merit and validity of the letter, dated July 16, 2009 from Anelyn Sumañga, general manager of Embarcadero Land Ventures Inc. requesting the Sangguniang Panlungsod for the passage of a resolution which will authorize the Philippine Amusement and Gaming Corporation (PAGCOR) to operate a casino facility at the Legazpi Boulevard at pier Site.

Garbin said that PAGCOR President Butch Francisco had also written City Mayor Noel E. Rosal requesting for a certification of no objection for the establishment and operation of a casino facility originally at Hotel St. Ellis. But the venue was moved to Embarcadero because of the hotel’s proximity to schools.

I wanna ride in one of these choppers. Di ko pa kc natry to sa Misibis. How much kaya pagsakay dito hehe?.:lol: Sosyal na talaga itong resort na to. More tourists are coming because of this added facility and service..And yes plus yung fast-craft pa pala. Yes!:banana:
