LEGAZPI CITY, Albay -- Hundreds of coconut farmers and members of various cooperatives warmly welcomed President Gloria Macapagal Arroyo, who came here to preside over the re-opening of the Legaspi Oil Company in Barangay Arimbay.
The Legaspi Oil Company facility stopped operations in 2006 due to damages brought by typhoon Reming in 2006.
Upon her arrival at the company compound, hundreds of coconut farmers and members of various cooperatives in Bicol cheered and chanted “GMA, GMA” (the President’s acronym).
The President then cut the ceremonial ribbon and led the ceremonial switch-on that synchronized the start of the mechanical dumping process of delivered copra to the plant warehouse.
She also toured the exhibit showcasing the various coconut products.
Florencio Siapno, president of the coco farmers here, expressed gratitude to the President for supporting the re-opening of the company.
“We are thanking President Arroyo for giving us hope,” he said during the program.
President Arroyo was accompanied by local officials including Albay Governor Joey Salceda, Legazpi City Mayor Noel Rosal, Albay Rep. Alfrancis Bicharra, Legazpi Oil Company, Inc. chairperson Josefa Aquino and CIIF Oil Mills Group President Jesus Arranza.
Arranza said the Arroyo government put high priority on the lives and welfare of Bicolanos by helping the farmers rehabilitate the coconut industry. He added the funding assistance from the government enabled the farmers to plant coconuts again after the devastation brought by natural disasters almost three years ago.
“Our vision is to make high value coconut products so that farmers can earn more,” he said.
President Arroyo, asked coconut farmer Gladwin Navera the current price of copra. The latter told her that it is priced at about P17.50 per kilo.
In her brief speech, the President recalled that when she assumed office, the price of copra was only P2.00 per kilo. She noted with obvious satisfaction that copra now sells for P17.50 per kilo. She urged the farmers to develop more products out of coconuts.
“Mas maganda ang gamit ng niyog, mas madaming demand, mas malaki ang presyo,” she told the coconut farmers and members of cooperatives who attended the event.
Legaspi all company serves the needs of various coconut farmers’ cooperatives and groups in the Bicol Region.
It will processes copra into crude oil, edible oil and other finished products sold to domestic and international markets.
PGMA meets beneficiaries of coco industry recovery in Bicol
LEGAZPI CITY, Albay – Instead of the usual presidential speech, President Gloria Macapagal Arroyo opted instead to personally meet several beneficiaries of the government’s program to rehabilitate the coconut industry in Bicol. As she herself said, she wanted to know the impact of the program on the lives of ordinary folks.
At the re-opening of the Legaspi Oil Company, President Arroyo called four beneficiaries over and asked them how the project benefited them.
According to Jesus Arranza, president and chief executive officer of the Coconut Industry Fund Oil Mills Group (CIIF), about P64 million was spent to rehabilitate the coconut industry. The money was used to nurseries and buy millions of seedlings. Through this effort, the government was able to revive the coconut industry in Bicol.
The four beneficiaries were trader Efren Olmedillo of Pulangi town, coconut farmer Gladwin Navera from Guinobatan, Truck Pump Operator Roque Ceroma and plant worker Arvin Banańa.
Olmedillo personally thanked the President for her support to the lives coconut farmers. He said the money provided by her administration has enabled farmers to plant coconut again.
In response, the President said it is her responsibility to help people improve their lives.
For his part Navera said that with the recovery of the coconut industry in Albay, he is now selling 1,600 kilos of copra every 45 days.
Ceroma and Banańa, who both work for the Legaspi Oil Company said the plant is generating employment opportunities for people.
President Arroyo explained that the recovery of the coconut industry in Bicol means new economic ventures, higher end coconut products to sell in both local and international markets, and employment opportunities for Bicolanos.

In support to the coconut farmers in the country, President Gloria Macapagal-Arroyo led the ribbon cutting and ceremonial switch-on of Legaspi Oil Company in Bicol region.
Located at Barangay Arimbay, Legaspi City, the oil company was established in 1954 by a group of noted Filipino businessmen and industrialist and later on sold to American businessmen – Jerome brothers. The main product line of the company is crude oil both domestic and export, fully refined oil, cake meal and Minola products. The Tolling facility was refurbished after three-year shutdown. The operations commenced last July 2009, contributing to the plants daily 300 metric tons crushing capacity. Legaspi Oil Company started operations after four decades ago, but was inactive over two years ago after typhoon Reming damaged its facilities.
The President was assisted by Legaspi Oil Chairperson Josefa Aguino, CIIF President and CEO Jesus Arranza, Albay Governor Joey Salceda and Legaspi City Mayor Noel Rosal.
The President also takes time to talk to the beneficiaries of the company. Among them were trader Efren Olmedillo, 67 years old from Polangui Albay. Chairman of the Polangui Farmers Cooperative Marketing Association. Farmer Gladwin Navera, 61 years old from Barangay Mauraro, Guinobatan, Albay. He has been into coconut farming for 40 years and delivers coconut line product to multipurpose cooperatives. And dump truck operator Roque Seroma from Barangay Arimbay, Legaspi City.
Bicol is among the country’s biggest coconut-producing regions.

Prelate opposes proposed
casino in Legazpi City
LEGAZPI CITY: The Diocese of Legazpi strongly contested the proposed casino operation in this city as it might create social ills specifically among the youth.
The proposed casino operation is set to put up over the P1-billion Embarcadero mega structure project in the panoramic seaside area.
In an opposition letter signed by the multisectoral coalition in Legazpi led by Bishop Lucilo Quiambao it said that by institutionalizing gambling it would seriously affect the moral fiber of the community.
“Gambling is not a solution to our economic problems. We are for progress but we can achieve it through means that are proactive and do not destroy the moral fiber of our community,” the statement said.
“Gambling even damages the economy by the expenditure of man-hours and materials on activities that do not produce goods and services which satisfy basic human needs. We ‘re requesting Mayor Noel Rosal not to approve the proposal and we are reminding our public officials of their sworn duty not to promote progress but also uphold public morals,” the oppositor pointed out.
Last week, the city government of Legazpi conducted a public forum to consult and solicit ideas from various stakeholders here regarding the proposed casino operation.
However, the multisectoral group said that many of the concerned stakeholders were not consulted during the initial public hearing here. The oppositors also reiterated that the city government should push for other alternatives to promote economic growth such as tourism, sports development and livelihood program, food production, shelter and education.
Earlier, Bishop Quiambao joined with about 10,000 people from all walks of life to push for the construction of P1-billion Embarcadero that is being opposed by affected informal settlers and militant groups in this city.
The prelate then said during the Holy Mass conducted within the premises of the multibillion-mega structure project that it will impel development, provide employment and uplift the socioeconomic status of the people should the Embarcadero operate here.
The Embarcadero mega structure eco-tourism project is being constructed by the Sunwest Group of Companies headed by Bicolano business tycoon Elizaldy Co along the Legazpi City Boulevard in front of Legazpi port.
The Embarcadero project is a world-class waterfront commercial complex and recreation hub being developed by Co’s company. Its construction commenced shortly after super Typhoon Reming battered in Bicol in 2006 to get back to economic glory.
The project will feature at least nine facilities within the 2.5-hectare seaside site which include a four-level commercial lifestyle center that will house specialty shops, restaurants, bars, mall, supermarket and a 1,000-seat call center operating 24 hours a day.
This project is being developed within the Kapuntukan Hill, or the Sleeping Lion Hill, with the higher peak resembling a lion’s hunched shoulders, a few kilometers away from the busy port of Legazpi. The Embarcadero de Legazpi is expected to push new development in the countryside that could address poverty.

let me comment on this:the past posts have shown that the local government and the businessmen have lay down the requirements to get the good, better, and the best out of this evil:
1. it was clear that the casinio will only target the rich and the tourists who play casino out of recreation
2. it was also clear that the casino will be housed on the 4th floor of building 9 of the embarcadero so exclusive that only the expected is expected..it has set the rules on who can be allowed to play inside...very clear!
3. why they are doing it? because great taxes can be taken out of these casinos
4. create employment with higher pays
5. attract more tourists

Ang tao kasi ay ginawa ng Diyos na may kalayaang pumili ng tama at mali ( good or evil) God created evil anyway..so andyan yan for a reason...
Now God created the church to serve as a light, guiding every man on which road to travel...now if the church will simply block the road to the evil...then the church is not doing its job...it is simply making short cuts for short term goals...and why would the church block the road to the evil when God himself created that?

I just asked someone from inside. Development in Legazpi is unstoppable but I know Legazpi knows right from wrong so don't block our development. BTW Ivory Classic, akala ko dito ang Casino. Now its EM. Yehey Casino is something first in Bicol again!

Ramon Serrano - the street were Aleco is located was named after him
Crispin de la Torre - a distant relative
Antonio Azana - the father of Vice Gov. Danny Azana
Herculano Pareja - I remember he was a familiar political figure all the way to the sixties
Marcial Ranola - the high school in Guinobatan (or is it Ligao) was named after him
Ramon Arnaldo - He was the mayor during my childhood years (I just revealed my age :lol:) He is Dex's great grandfather too. :cheers:
I didn't know that Cesar Bordeos and Johnny Victoria were appointed OICs after the EDSA revolution. As I previously mentioned in past posts,Juan Victoria was a very popular radio commentator over DZGB. He topped the election for councilors in 1967 or 1969.

^It's MORMS (Marcial O. Rañola Memorial School) in Guinobatan :colgate:. I didn't know he was a former mayor of Legazpi. @Sultero's post is very informative. Now I think I now the origin of name of the street called 'Calle Siping' in Bonot, too. hehe

jago797 August 15th, 2009, 10:13 PM Legazpi City and Daraga are a nice places and cities but nightlife is boring. Lady Ann Disco Club and Aziz are boring places. Legazpi City needs more bars like the Blue Note Disco Club in the middle of the town, which has closed. They had awesome performances , pretty models and nice entertainment.

^ part na kaya yan ng 200 ha development sa legazpi city?...kung reclamation lang ang gagawin, unlimited supply of boulders,gravel and sand meron ang Albay nyan, courtesy of Mt Mayon.. so ang raw materials to build a city are almost found in Albay...cemento sa camalig...gravel and sand at the foot of mt mayon...kulang na lang ay mag manufacture ng mga steel bars...hmmm ayuz!...:cheers::cheers:

There have already been several notable suggestions for the development of Legazpi in this thread. I really hope they will not go to waste. Some may be ambitious but to be a city of the 21st century we should think big and aim higher. :okay:

LEGAZPI CITY –The BPO (Business Process Outsourcing) Incubation Center of Southern Luzon Technological College Foundation Inc. (SLTCFI) in Embarcadero de Legazpi was officially inaugurated during the soft opening of Embarcadero last July 17, 2009. The center is an extension of Embarcadero's P1.8-billion IT Park which is the very first IT ecozone in the Bicol region.
Gracing the propitious event were Honorable Legazpi City Mayor Noel E. Rosal, DTI Assistant Regional Director Rodrigo M. Aguilar, TESDA Provincial Director Mariflor R. Liwanag, and Michael Tanner along with Darwin Castañeda of Sutherland Services. Sutherland is amongst the leading offshore outsourcing firms in America with outsourcing IT call center here in The Philippines and has expressed future plans of locating at Embarcadero.
SLTCFI's 600 sq. meter facility will seat around 200 employees that will be part of its IT projects. It will also be the training center in developing a pool of qualified manpower for the call center industry and various BPO services for web development and design, online copywriting, web marketing or Search Engine Optimization, Auto CADD with 2D and 3D animation, cataloging and legal transcription among others. Demonstrating its deep commitment to propel the ICT development of Legazpi City, SLTCFI continuously provides free trainings on specialized courses in BPO.
At present, the incubation center hosts around 60 employees that form part of the BPO operations currently being incubated by the institution that caters to both local and international clients. SLTCFI's IT-BPO initiatives are geared towards augmenting the employment rate in the locality by providing more employment options and opportunities. It also aims to bolster Legazpi City's present thrust to be regarded as the Next Wave City.
The SLTCFI BPO center is projected to become Legazpi City and Bicol Regions' center of excellence in terms of IT-BPO trainings and capabilities. Aside from SLTCFI, Tapa King and Kitaro restaurant also opened during the Embarcadero's soft opening.

Yes I go for it too!
And another suggestion, the City Government of Legazpi accredits non-government organizations whose projects are implemented in the city. Once accredited, the organization gets to sit at the city development council. It is in this council where plans and developments for the city are discussed.
So, for us to be really heared, this is where the SSC forumers can come in. But it needs to be organized: registered with the SEC, with the city, etcetera. How about that? I know majority of the forumers have great ideas!
And regarding garycooper's notes: yes, we should not compare, because there really is no point for comparison; each city has its own weaknesses and strengths, therefore, strategies are made based on the characteristics innate to the location or area.

SLTCFI's 600 sq. meter facility will seat around 200 employees that will be part of its IT projects. It will also be the training center in developing a pool of qualified manpower for the call center industry and various BPO services for web development and design, online copywriting, web marketing or Search Engine Optimization, Auto CADD with 2D and 3D animation, cataloging and legal transcription among others. Demonstrating its deep commitment to propel the ICT development of Legazpi City, SLTCFI continuously provides free trainings on specialized courses in BPO.
At present, the incubation center hosts around 60 employees that form part of the BPO operations currently being incubated by the institution that caters to both local and international clients. SLTCFI's IT-BPO initiatives are geared towards augmenting the employment rate in the locality by providing more employment options and opportunities. It also aims to bolster Legazpi City's present thrust to be regarded as the Next Wave City.
The SLTCFI BPO center is projected to become Legazpi City and Bicol Regions' center of excellence in terms of IT-BPO trainings and capabilities. Aside from SLTCFI, Tapa King and Kitaro restaurant also opened during the Embarcadero's soft opening.

So, for us to be really heared, this is where the SSC forumers can come in. But it needs to be organized: registered with the SEC, with the city, etcetera. How about that? I know majority of the forumers have great ideas!

if its really SM's Savemore, then its great. a week ago I've posted that Savemore is still not yet confirmed according to my friend who works with the advertising agency based in Ortigas, that was commissioned by LKY to handle their media exposure but if the Mayor already confirmed it, its now definite that its going to be Savemore that will occupy the supermarket for The Metro.

LEGAZPI City, Philippines – A modern land transport terminal is expected to boost this city’s economic potential once it opens later this month. Legazpi Mayor Noel Rosal announced this to reporters last week as he inspected The Metro Integrated Transport Terminal at the corner of Tahao and Alternate roads here which he expects to become a new landmark that will boost the business activity of Legazpi and the rest of Bicol region.
“This terminal will raise the confidence of investors in Legazpi as the prime city of Bicol,” said Rosal. He labelled the P300-million facility put up by private company LKY Group on a 25-year build-operate-and-transfer (BOT) arrangement as a “futuristic terminal” that will spur development in the whole of Bicol. “Everyone is excited over this futuristic terminal. Even those living in far-flung barrios believe that this terminal will bring progress to them,” he said.
The new Legazpi terminal will centralize all forms of land transportation that pass through Legazpi, including buses from Manila going to the Visayas and jeepneys and filcabs (FX taxis) that bring commuters to various cities and towns of practically the whole Bicol. Since the 3.9-hectare facility expects human traffic of more than 80,000 every day, Rosal said the commercial area now being completed to house restaurants, bars and retail stores will definitely bustle with economic activity.
This early, fastfood giant Jollibee and sister company Chowking are already finalizing their entry into the terminal. Jollibee is expected to put up its biggest store in Legazpi at the terminal. The store will be its fourth in the city. SM Group’s Save More, meanwhile, has signified its intent to become the operator of the new terminal’s supermarket, a major development that made Rosal ecstatic. “This will be the new center of business in Legazpi,” he said.
Rosal said the new terminal aims to be operational by August 21 and the retail outlets ready for tourists by October, in time for the region’s Ibalong Festival.
The three-term mayor added that the new terminal “will beef up the perception of organized government” in Legazpi. “Lahat ng papasok na tao, anumang klase sila, will enter and exit Legazpi through this terminal. Pagpasok pa lang nila, they will already be impressed with this facility. Masasabi nila, ‘O, talagang iba ang Legazpi.’ There will be discussion of possible investments. Malaki ang magagawa nito in showing the people what kind of governance we have in Legazpi.”
Rosal clarified that the project to modernize Legazpi’s antiquated terminal was first offered to local business groups, but it was the LKY Group, a company from Sorsogon City, which responded to the challenge. He said because of the vision of the LKY Group, what used to be a flood-prone area populated by squatters will now become the new central business district. “Sa maniwala kayo o sa hindi, nung una ayaw nila (local businessmen) ang lugar na ito kasi malayo raw at pangit. Pero because of what happened, ito na ang magiging sentro,” he said.
Rosal pointed to the Ibalong Center for Recreation, the only convention center in Legazpi, which he said will be restored soon. The Ibalong Center is a stone’s throw away from the new terminal.
“We already have a budget for the rehabilitation of the convention center. Once opened, this convention center will be the venue for major political, cultural and sporting events which will all complement the terminal facility specially its commercial development. This Tahao Road and Alternate Road is now the new CBD (Central Business District). Anytime now may mga papasok diyan na offices like call centers; they will be employing about 1,000. Nag-expand yung business district ng Legazpi. Hindi mo na puwedeng sabihin na this is outside the business district. Baka mahatak pa yung mga iba dun sa sentro papunta dito,” he explained.
Rosal also said that because of the new terminal, business owners from other parts of the country are now eager to invest in Legazpi City.

^^I guess they wanted to preserve the original building designed by Arch. Lor Calma in 1976 that's why they decided to renovate instead of demolishing and building a new one in its place.

MANILA, Philippines—Environment groups may be strongly opposed to its use, but coal is likely to remain the fuel of choice for power generation due mainly to its abundance and relatively lower price as compared to other fuel types.
The Philippine Energy Plan, which aims to reduce coal imports by 20 percent and encourage local production, projects coal demand to grow from 12.2 million metric tons in 2008 to around 15.28 million MT in 2014, of which 13.06 million MT are for power generation and 2.22 million MT are for industries.
In 2007, about 75 percent of coal consumed in the Philippines came from other countries (7.7 million MT out of 10.2 million MT). The country’s main source was Indonesia (4.5 million MT), followed by China (2.1 million MT).
In 2008, China almost completely stopped exporting coal to meet its own demands. This, coupled with rising fuel prices, pushed prices up at the wholesale electricity spot market, resulting in higher power rates for customers of Manila Electric Co. (Meralco). Meralco customers had to pay an additional 67.17 centavos per kilowatt-hour in April 2008. In the Philippines, coal comes from Semirara Island, Cagayan Valley and Surigao del Sur.
Coal-fired power plants
Coal accounts for about a third of the generation mix of National Power Corp., the country’s biggest power producer. Napocor has earmarked as much as P26 billion this year for the purchase of its coal requirements.
The bulk of the amount will be used for the coal requirements of the 1,218-megawatt (MW) Sual power plant in Pangasinan, 700-MW Pagbilao plant in Quezon and the 200-MW Naga facility in Cebu. Other existing coal plants in the country are in Calaca, Batangas; Masinloc, Zambales; Mauban, Quezon; Mabalacat, Pampanga; Toledo in Cebu; and Misamis Oriental. In December 2006, there were 38 existing coal operating contracts.
Coal areas up for bidding
In May, the Department of Energy offered contracts to explore and develop 30 prospective coal areas in the country under the fourth Philippine Energy Contracting Round (PECR) 2009. PECR is a public bidding round aimed at encouraging companies to invest in the country’s energy sector.
The coal areas offered for bidding are located in 14 provinces: Cebu (Bolijon, Carmen, Naga and Asturias), Quezon (General Nakar, Polillo Island and Tagkawayan), Masbate (Cataingan), Albay (Rapu-Rapu), Catanduanes (Caramoran, Panganiban and Viga), and Zamboanga del Norte (Godod), Zamboanga Sibugay (Diplahan-Buug, Siay, Payao and Naga).
Davao Oriental (Manay, Tarragona), Agusan del Sur (Bunawan, Sibagat and Trento), Surigao del Norte (Kitcharao and Gigaquit), Surigao del Sur (Cagwait-Marihatag, San Agustin-Lianga and Tandag-Tago), South Cotabato, Sarangani, and Sultan Kudarat (Bagumbayan and Senator Ninoy Aquino).

MANILA, Philippines—Environment groups may be strongly opposed to its use, but coal is likely to remain the fuel of choice for power generation due mainly to its abundance and relatively lower price as compared to other fuel types.
The Philippine Energy Plan, which aims to reduce coal imports by 20 percent and encourage local production, projects coal demand to grow from 12.2 million metric tons in 2008 to around 15.28 million MT in 2014, of which 13.06 million MT are for power generation and 2.22 million MT are for industries.
In 2007, about 75 percent of coal consumed in the Philippines came from other countries (7.7 million MT out of 10.2 million MT). The country’s main source was Indonesia (4.5 million MT), followed by China (2.1 million MT).
In 2008, China almost completely stopped exporting coal to meet its own demands. This, coupled with rising fuel prices, pushed prices up at the wholesale electricity spot market, resulting in higher power rates for customers of Manila Electric Co. (Meralco). Meralco customers had to pay an additional 67.17 centavos per kilowatt-hour in April 2008. In the Philippines, coal comes from Semirara Island, Cagayan Valley and Surigao del Sur.
Coal-fired power plants
Coal accounts for about a third of the generation mix of National Power Corp., the country’s biggest power producer. Napocor has earmarked as much as P26 billion this year for the purchase of its coal requirements.
The bulk of the amount will be used for the coal requirements of the 1,218-megawatt (MW) Sual power plant in Pangasinan, 700-MW Pagbilao plant in Quezon and the 200-MW Naga facility in Cebu. Other existing coal plants in the country are in Calaca, Batangas; Masinloc, Zambales; Mauban, Quezon; Mabalacat, Pampanga; Toledo in Cebu; and Misamis Oriental. In December 2006, there were 38 existing coal operating contracts.
Coal areas up for bidding
In May, the Department of Energy offered contracts to explore and develop 30 prospective coal areas in the country under the fourth Philippine Energy Contracting Round (PECR) 2009. PECR is a public bidding round aimed at encouraging companies to invest in the country’s energy sector.
The coal areas offered for bidding are located in 14 provinces: Cebu (Bolijon, Carmen, Naga and Asturias), Quezon (General Nakar, Polillo Island and Tagkawayan), Masbate (Cataingan), Albay (Rapu-Rapu), Catanduanes (Caramoran, Panganiban and Viga), and Zamboanga del Norte (Godod), Zamboanga Sibugay (Diplahan-Buug, Siay, Payao and Naga).
Davao Oriental (Manay, Tarragona), Agusan del Sur (Bunawan, Sibagat and Trento), Surigao del Norte (Kitcharao and Gigaquit), Surigao del Sur (Cagwait-Marihatag, San Agustin-Lianga and Tandag-Tago), South Cotabato, Sarangani, and Sultan Kudarat (Bagumbayan and Senator Ninoy Aquino).

^^We are so rich in natural resources! However, I hope we focus more on developing clean and renewable energy such as geothermal (Tiwi, Bacon-Manito and Kayabon) and wind (Cagraray Island) instead of coal which produces harmful CO2 emissions and other pollutants.

I don't think it was done by Ever Napay. The MIH design is by Lor Calma as mentioned by Dex earlier. His distinct style shows in the MIH building. It's very different from Ever Napay's creations which were the original design of the Legazpi City Hall and the burned supermarket in Legazpi Port which he did in the mid sixties.

BTW, there's also a gas station being constructed in Binitayan, Daraga but i don't know what company it is.

Maybe the gas station boom in legazpi has something to do with the opening of the new terminal in tahao road..Mayor Rosal said that once the terminal starts operating, He expects atleast 80,000 visitors per day to the LKY Terminal...Its a huge number, and same with the number of transport vehicles that come and go to this area...have they consider well the traffic that these could create? All i know is that the local government of legazpi has planned out to transform the existing pnr track into a four lane road for use exclusively of the transport vehicles that will be coming in and going out of the city, but the construction of that access road hasnt started yet, but the terminal will start to operate come august 21....hmmm paano kaya ito?

The mushrooming of gas stations in Legazpi can mean only one thing - there is a significant increase in the number of motor vehicles in the city. So it's not the people population but the motor vehicle population. I guess, the construction of the new terminal has got nothing to do with it. :)

Also.. what are other destinations aside from the Mayon Volcano that is near the city? We would love to go to places with panoramic views but is accessible to public transpo.

I think rooms cost from Php500 to Php 800 in these hotels/inns. Legazpi Tourist Inn is right in the center of the business district. Dreams Inn is right in front of Pacific Mall. I have not yet stayed in these hotels so I can't give a review but I think they are good enough. :)
The best place to get a panoramic view of the city, Mayon Volcano, the Albay Gulf and surrounding areas is Ligñon Hill (pronounced LIN-YON, or LING-YON), a 150+ meter hill near the Legazpi airport.

Hehe, sige next time. :) Medyo tricky kasi sa Sleeping Lion. It's supposed to be off limits pero wala namang nagbabantay usually. When in Embarcadero, there's a path behind the wall leading to the hill. You'll pass through a fishing village. It's best to go there at sunrise or early morning (same with Ligñon Hill).

LEGAZPI CITY, Aug. 18 (PNA) -- Albay province will host the National Livestock Summit set on September 16 to 18 this year at the Albay Astrodome, this city, a provincial agricultural officer said on Tuesday. The three-day summit with a theme “Coping with Emerging Challenges to Livestock and Poultry: Climate Change, Global Trade, Emerging Diseases and Food Security,” will be a joint project of the Department of Agriculture (DA) and the provincial government of Albay.
Albay Gov. Joey Salceda said he looks forward for a positive outcome in addressing various issues and concerns of the country's livestock industry, including climate change and global trade. “What is worrisome is the lifting of the tariff on imported chicken and hogs by next year, this is in compliance with Asean Free Trade Area (AFTA), this will greatly affect our local livestock farmers as the prices of their produce would be higher than the imported once,” Salceda said.
He said with the lifting of tariff on imported meat products “imported chicken from Thailand is 41 percent cheaper than our local chickens so you can imagine what would happen to our local livestock growers.” During the upcoming summit, these issues and concerns would be presented and appropriate resolutions are expected to be drawn up recommending appropriate action to be taken, Salceda said.
Jojo Elvira, provincial agriculture and rehabilitation consultant, said the summit intends to address issues and concerns pertaining to: food security and national competitiveness, climate change, inter sectoral linkages and international trade. Issues on emerging livestock diseases, animal welfare, rural development, research and development and biotechnology would also be discussed at the summit.
Elvira said the livestock summit was designed to clarify and articulate all livestock issues specifically how does it affects food security and how the industry could cope with challenges on global market competition and climate change. He said the summit would expect some 1,000 participants from national and local government organizations, non-government organizations across the country.
Invited to grace the national livestock event are Vice President Noli de Castro, Agriculture Secretary Arthur Yap, Senators Francis “Chiz” Escudero, Mar Roxas, and Loren Legarda. LEGAZPI CITY, Aug. 19 (PNA) – Albay governor Joey Salceda has urged all local government units throughout the province to strictly integrate climate change adaptation and proofing in the municipal and city plans. During the Climate Check workshop held here on August 18-19, Salceda told all planning officers that the spreading of awareness on climate change issues are now being pushed down to the local levels to mitigate its impact and incorporate this important issue into development planning efforts in Albay province.
The governor said climate change is the biggest obstacle in the attainment of the Medium Development Goal (MDG) and needs prompt action by stakeholders. He said local government units should come up with a preliminary analysis of climate change risks as well as initial adaptation strategies to adjust the local plans.
Salceda said the technical planning of LGUs on climate check platforms should focus on adaptation and mitigation in the community and in homes. “There is a need to translate the burst climate change into technical and technology and people to respond. As early as possible, all planning officers must be knowledgeable on these issues so that they can give proper advice on the matter,” he noted.
Salceda also explained that local planning officers must ensure that their respective municipalities and cities will come up with a comprehensive climate change adaptation and mitigation program. “We need to translate the burst climate change into technical aspect and technology and let the people respond,” he said.
"Planning officers are expected to become aware of the issues in relation to their respective localities and be able to understand concepts on proofing mechanisms and its tools as well as to develop ideas of how to apply climate proofing tools to their work reality,” he added.

Oh please, not coal! Though it is highly combustible and available nationwide, it is fast depleting and "non-renewable", meaning it will run out. It also emits carbon dioxide.
To sum it up, it is ecologically bad for us to use it. That is why I am baffled on its wide use! tsk! tsk! tsk!

Been there last June and it was great to visit. Sabi nga ng officemate ko, they are now progressing unlike before.
I ask also my parents kung saan sa Albay ako pumunta and I mentioned Polangui and they said that Polangui has lots of GROs and night clubs. Totop na iyon? O more of a sterotyping lang. :weird:

LEGAZPI City, Philippines – A modern land transport terminal is expected to boost this city’s economic potential once it opens later this month. Legazpi Mayor Noel Rosal announced this to reporters last week as he inspected The Metro Integrated Transport Terminal at the corner of Tahao and Alternate roads here which he expects to become a new landmark that will boost the business activity of Legazpi and the rest of Bicol region.
“This terminal will raise the confidence of investors in Legazpi as the prime city of Bicol,” said Rosal. He labelled the P300-million facility put up by private company LKY Group on a 25-year build-operate-and-transfer (BOT) arrangement as a “futuristic terminal” that will spur development in the whole of Bicol. “Everyone is excited over this futuristic terminal. Even those living in far-flung barrios believe that this terminal will bring progress to them,” he said.
The new Legazpi terminal will centralize all forms of land transportation that pass through Legazpi, including buses from Manila going to the Visayas and jeepneys and filcabs (FX taxis) that bring commuters to various cities and towns of practically the whole Bicol. Since the 3.9-hectare facility expects human traffic of more than 80,000 every day, Rosal said the commercial area now being completed to house restaurants, bars and retail stores will definitely bustle with economic activity.
This early, fastfood giant Jollibee and sister company Chowking are already finalizing their entry into the terminal. Jollibee is expected to put up its biggest store in Legazpi at the terminal. The store will be its fourth in the city. SM Group’s Save More, meanwhile, has signified its intent to become the operator of the new terminal’s supermarket, a major development that made Rosal ecstatic. “This will be the new center of business in Legazpi,” he said.
Rosal said the new terminal aims to be operational by August 21 and the retail outlets ready for tourists by October, in time for the region’s Ibalong Festival.
The three-term mayor added that the new terminal “will beef up the perception of organized government” in Legazpi. “Lahat ng papasok na tao, anumang klase sila, will enter and exit Legazpi through this terminal. Pagpasok pa lang nila, they will already be impressed with this facility. Masasabi nila, ‘O, talagang iba ang Legazpi.’ There will be discussion of possible investments. Malaki ang magagawa nito in showing the people what kind of governance we have in Legazpi.”
Rosal clarified that the project to modernize Legazpi’s antiquated terminal was first offered to local business groups, but it was the LKY Group, a company from Sorsogon City, which responded to the challenge. He said because of the vision of the LKY Group, what used to be a flood-prone area populated by squatters will now become the new central business district. “Sa maniwala kayo o sa hindi, nung una ayaw nila (local businessmen) ang lugar na ito kasi malayo raw at pangit. Pero because of what happened, ito na ang magiging sentro,” he said.
Rosal pointed to the Ibalong Center for Recreation, the only convention center in Legazpi, which he said will be restored soon. The Ibalong Center is a stone’s throw away from the new terminal.
“We already have a budget for the rehabilitation of the convention center. Once opened, this convention center will be the venue for major political, cultural and sporting events which will all complement the terminal facility specially its commercial development. This Tahao Road and Alternate Road is now the new CBD (Central Business District). Anytime now may mga papasok diyan na offices like call centers; they will be employing about 1,000. Nag-expand yung business district ng Legazpi. Hindi mo na puwedeng sabihin na this is outside the business district. Baka mahatak pa yung mga iba dun sa sentro papunta dito,” he explained.
Rosal also said that because of the new terminal, business owners from other parts of the country are now eager to invest in Legazpi City.

^ i believe matteo was right...sm savemore only signified its intention to put up supermarket at the LKY...hindi pa naman confirmed...

range rover August 20th, 2009, 03:28 AM I don't think it was done by Ever Napay. The MIH design is by Lor Calma as mentioned by Dex earlier. His distinct style shows in the MIH building. It's very different from Ever Napay's creations which were the original design of the Legazpi City Hall and the burned supermarket in Legazpi Port which he did in the mid sixties.

Miss Fraulein, what you were saying was well somewhat true during the fifties. They were not called GROs then, but "hostesses" and there were actually no night clubs in Polangui, so if you will go to the town you cannot find the hostesses there. The hostesses were actually working in the clubs in Manila. Medyo napadami lang yata yung mga naughty girls na galing Polangui na pumunta ng Maynila para magtrabaho kasi alam mo na nagkayayaan, pero hindi naman yata talaga ganoon kadami tulad ng iniisip ng marami. The joke then was, if Polangui was known for their hostesses, its neighboring town of Oas was known for their priests. :)
But now, it is not true anymore for Polangui. Actually, starting from the seventies medyo nawala na yang monicker ng Polangui so this is the first time in a very long while that I heard somebody mentioning it. :lol: The town is now very prosperous and I believe it's now a first class municipality. I don't know if Oas is still churning out that many priests though.

Maglalagay din ng condominiums. Yung boulevard naman sana ilagay na diyan ang Legazpi port, harbor terminal Albay yacht club at ang pasyalan na boulevard. At sana ang boulevard na ito ay pangalanang Noel Rosal Boulevard kasi siya ang pinaka magaling na mayor na naabutan ko. Sa likod naman ng Embarcadero doon sa dating squaters area sana isa pa yun sa mga magiging sentro ng Legazpi doon. Maglagay ulit ng kahit anong opisinahan na buildings at palakihin rin ang parking lot ng Embarcadero. Sa may part naman sana ng ginagawa doon sa likod ng kapuntuan hill doon naman sana mag lagay ng parang katulad sa CWC. Sana maglagay sila ng roller coaster basta, ung mga adventure parks na parang dito sa USA ung mga rides na sinasakyan.
Doon naman sana sa may Daraga ilagay ang Ayala Mall sa may harap ng Bicol International Aiport. Yung sa may harap ng LCC mall na malaking lupa doon na sana ilagay ang pinakabagong mall ng LCC para mabaguhan na rin ang building para kasing hindi mall tingnan ang LCC Legazpi eh, parang ewan. Yung luma namang building ng LCC gibain na yan at doon ilagay ang pinakamataas na building sa buong Bicol. Sabihin na nating main building ng Legazpi Savings Bank, pwede ba un?
At tsaka marami pang malalaking building sana ang itayo sa may dumping site kung magiging totoo man un kasi doon sa may dumping site kung mangyayari man yun parang Manila ang style di ba? Sana naman ang Daraga ibalik na rin sa Legazpi para mas lumaki pa ang land area nito mas lumaki pa ang population at ang centro naman ng daraga ay uni-unti ng alisin at ilipat sa legazpi (kung pwede lang sana) at ganun rin sana sa Manito eh, samantalang nung panahon ng Kastila part naman ng Legazpi ang Manito at Daraga (Locsin). Kaya kung ibabalik natin ang panahon noon na nagyayari na ngayon mas maganda na ang ating lungsod mas marami na ang mga tao.
Ang Daraga naman sana gawin ng resedential area ng Legazpi magiging kabahayan na ang lugar ng Daraga para maalis na rin ang centro (hindi naman sa ayaw ko sa Daraga kaya gusto ko alisin ang centro). Ang albay district naman ay magiging part na rin ng centro kung kakayanin pa na ipag-isa ang centro nito magmula sa dumping area na sinasabi kung gusto ko mangyari sa CBD1 (Legazpi Port District), CBD2 (Tahao Road development area) ung sa may dumping site na gusto ko na mangyari sana yun na rin ang maging CBD3, at ang Albay District yan ang CBD4 di ba ang laki na ng Legazpi? Kung tutuusin kung marami lang tayong budget siguro mas marami na ang kaya ni Mayor Rosal na magagawa.
Yan naman sa may dating airport sana yan naman ay mga subdivisions. Tingnan niyo kung nakikita niyo sa may Washington Drive papuntang Tahao Road, 'di ba puro subdivisions ang makikita niyo? Maraming malalaking kabahayan, kaya sana doon sa airport subdivisions din yun hanggang sa may Daraga at sa may Doña Maria Subdivison at Doña Catalina, diyan din ang mga subdivisions sa parteng yan sa may Legazpi (hindi ko alam kung saan nag tatapus ang subdivisions, siguro hanggang Our Lady's Village un).
Sana mangyari yan na mga sinsabi ko sa thread na ito kasi may kaibigan ako na taga ibang city Bicol (hindi ko na sasabihin kung anung city basta isa ring makapangyarihang city) sabi nya kasi sakin ang pangit raw ng Legazpi kasi ang sikip ng lugar at mabundok pa. Pero sana makita niya na ngayon ang Legazpi kung ano na ang nag bago ang, laki po ng nagbago sa Legazpi kahit sa computer lang nakikta ko na malaki na ang Legazpi sobra. Kaya sa pangarap ko sa aking siyudad sana mangyari ito.

THE DEPARTMENT OF ENERGY IS CONsidering to award four predevelopment service contracts for wind energy projects to three local companies should their proposals pass the government’s evaluations. Documents from the DOE showed that these companies were Energy Development Corp., which has a planned wind project in Nagsurot, Burgos, Ilocos Norte; Northern Luzon UPC Asia Corp., in Caparispisan, Pagudpud, Ilocos Norte, and PetroEnergy Resources Corp. in Sual, Pangasinan, and Nabas, Aklan.
Energy Assistant Secretary Mario Marasigan said the proposals of the three companies had prequalified and were currently being evaluated by the DOE. “If proven viable, these projects could produce at least 200 megawatts of wind power combined. EDC’s project [alone] is expected to produce 100 MW,” Marasigan said in an interview.
However, he declined to cite the expected investments from these companies, adding that the DOE was still evaluating the financial commitments of the proponents. As a rule of thumb, a company needs to invest at least $3 million for every MW of wind power. Under a renewable energy service contract, companies will be given an initial two years under the predevelopment stage, which involves the preliminary assessment and feasibility study up to financial closing of the renewable energy project.
Meanwhile, the DOE said it was also evaluating the proposal of US-based Deep Ocean Power Philippines Inc. (Doppi)for 36 ocean thermal energy conversion projects in various sites nationwide.
Doppi’s proposals covered 910 prospective blocks or 73,710 hectares in various provinces including Ilocos Norte, La Union, Pangasinan, Zambales, Occidental Mindoro, Isabela, Aurora, Masbate, Antique, Negros Occidental, Negros Oriental, Zamboanga del Norte, Maguindanao, Sultan Kudarat, Sarangani, Misamis Oriental, Surigao del Norte, Davao Oriental, Davao del Sur, Sulu, Southern Leyte, Northern Samar, Eastern Samar, Ilocos Sur, Sorsogon and Albay. A predevelopment service contract may be awarded to Doppi should it be able to comply with the necessary requirements as specified under the Renewable Energy Law.
The country has a total untapped wind resource of 76,600 MW and ocean energy potential of 170,000 MW. The DOE earlier said it expected to draw in as much as $27 billion in new investments from the country’s renewable energy sector over the next 20 years. This is expected to produce about 24,000 MW from various renewable energy sources such as geothermal, hydro and mini hydro, wind, solar, ocean and biomass bagasse.

Never heard of "ocean thermal energy conversion" so I did a little research: Ocean thermal energy conversion (OTEC or OTE) is a method for generating electricity which uses the temperature difference that exists between deep and shallow waters to run a heat engine.

THE commercialization of seaweeds and seaweed products in the Bicol region is now under way, said Aida Andayog, manager of the Regional Fisheries Research and Development Center in Region 5. This was made possible through the collaborative efforts of the Department of Agriculture- Bureau of Agricultural Research (BAR), Bureau of Fisheries and Aquatic Resources*–National Seaweed Technology and Development Center, the local government units and fisherfolk partners.
Initially, on-farm research and a seaweed nursery were established in 2003 through a community-based participatory action research-funded project on seaweed production that became a model farm for the coastal municipalities of Sorsogon and, eventually, in the whole region. With enough harvests of seaweeds, the fisherfolk, through the continuous assistance of the different bureaus of the DA, have found ways to market their produce and came upon the idea of processing them into various food product.
The project, Product Development, Improve-ment and Commercialization of Seaweeds in Bicol Region, led by Andayog, paved the way for developing seaweeds into various innovative food products. Specifically, the project was aimed at systemizing and creating a comprehensive development and commercialization of seaweeds and processed-seaweed products in the Bicol region and to establish village-level seaweed production and processing enterprises.
As a strategy, the project tapped the existing people’s organizations (POs) and assisted them in the production, development and formulation of processed food products derived from seaweeds. These are the Tiwi Food Processors Association, Green Ladies Association and the Malinao Food Processors Association from Tiwi, Albay, and the neighboring town of Malinao.

about dun sa BU to be renamed as UP bicol, may narining akong usap usapan dyan pero I think di pa yan mangyayari ngaun. As of the moment iniimprove muna ng BU ang current facilities nila para naman mataas ang standards. Hopefully in the near future baka matuloy na...:cheers:

I agree. There are so many alternative sources of energy that we can tap instead of petroleum and coal. The Bicol Region is rich in these resources: geothermal (Tiwi, Bac-Man, Kayabon), wind (Catanduanes, Cagraray), natural gas (Ragay Gulf), jatropha biodiesel (Albay) and now ocean thermal energy (Albay, Sorsogon). I really hope we get our act together and start tapping these renewable energy resources.

LEGAZPI CITY, Aug. 20 (PNA) -– The Bureau of Custom (BoC) in Bicol region has remained optimistic to surpass its assigned collection target for 2009 following the good collection performance in the last three years. Titus Sangil, BoC Bicol district collector, said such optimism is due to the new mindset in taxation not only among the BoC personnel but among the importers and taxpayers with the implementation of the Operation Informed Compliance (OIC).
Sangil said the impressive performance since 2006 to 2008, their personnel are determined to keep the uptrend for this year’s collection and beyond. From January to June 2009 collection performance, the Bureau has posted an annual cash of P33.42 million exceeding by some P5.922 million or 21.53 percent the collection target of P27.5 million.
Taking over the helm of the BoC regional office collection in August 2006, Sangil said the agency surpassed the collection target of P17.04 million for that year by 0.44 percent (P75,036) for an actual cash collection of P17.11 million.
For such performance for 2006, BOC Bicol personnel were included in the distribution of cash incentives amounting to P3.48 million paid in May 2008. “We look forward to receiving higher incentives for the ensuing years as our collection continue to leap,” the official said. For 2007, collection posted an increase of 55.4 percent (P13.15 million), the goal of P23.72 million for an overall P36.87 million actual collection.
Sangil said that the BoC sustained its impressive performance for 2008 with a 45.7 percent increase in collection amounting to P18.31 million from the collection goal of P40 million by posting a P58.31 million actual cash collections for the calendar year. Sangil also explained that not included in these collection performances were the deferred payments by the National Food Authority on its rice importations allocated for Bicol. “From January 2006 to June 2009 deferred payments amounted to P6.3 billion for some 10.68 million bags of imported rice allocated for Bicol region.”
The official also said that if actual payments of the bulk cargo were made to BoC, it would result to a surge in the annual collection. Following is the breakdown of the proceeding three years imported rice allocation for Bicol and the corresponding customs duties : 2006 -2.21 million bags amounting to P0.98 million; year 2007 – 2.75 million bags equivalent to P1.10 billion; 2008 – 3.25 million bags equivalent to P2.70 billion.
For the first semester of 2009, some 2.45 million bags of imported rice were unloaded at the Tabaco City port with customs duties amounting to P1.95 billion. (PNA) FFC/LQ/MDR/cbd

They were not called GROs then, but "hostesses" and there were actually no night clubs in Polangui, so if you will go to the town you cannot find the hostesses there. The hostesses were actually working in the clubs in Manila. Medyo napadami lang yata yung mga naughty girls na galing Polangui na pumunta ng Maynila para magtrabaho kasi alam mo na nagkayayaan, pero hindi naman yata talaga ganoon kadami tulad ng iniisip ng marami. The joke then was, if Polangui was known for their hostesses, its neighboring town of Oas was known for their priests. :)
But now, it is not true anymore for Polangui. Actually, starting from the seventies medyo nawala na yang monicker ng Polangui so this is the first time in a very long while that I heard somebody mentioning it. :lol: The town is now very prosperous and I believe it's now a first class municipality. I don't know if Oas is still churning out that many priests though.

The Philippine shipping industry is in grave peril because of a hidden danger that lurks in the guise of fair trade and enlightened consumerism. Robert Lim Joseph, chairman emeritus of the National Association of Independent Travel Agencies (NAITAS), disclosed that foreign interests are asking for skipping cabotage, which is the transport of goods and people between two points within the Philippine territorial waters.
He said that foreign-owned vessels are not only asking the Philippine government to be able to operate in the country like domestic shipping companies but also to give them tax exemptions, something which are not enjoyed by local bottoms despite problems like high oil costs.
“This means the death of the local shipping industry,” warned Joseph, who described himself as “provocateur” of nation building for true and real fair trade. “By any definition, it means economic sabotage through cabotage.” At present, he said, foreign ships can pick up cargoes from, say, Davao, , to Europe and other countries like Singapore . But foreign interests want to pick up goods and passengers from, again, say Davao, to Cebu, Manila and other points in the country.
The Philippine international ports are those in Manila, San Fernando (La Union), Batangas City, Legaspi City, Iloilo City, Cebu City, Tacloban City, Surigao City, Cagayan de Oro City, and Zamboanga City. Joseph warned that the foreign vessels are promising lower fares and freights than Philippine ships, but this is because of tax exemptions they seek to be made available for their operation here.
“Even if they invoke fair trade, this is not a level playing field because they (the foreign interests) want tax exemptions which will not be given Philippine shipping companies,” he stressed. “This is unfair trade!”
Joseph said the basic position of NAITAS and many groups supporting nation building is for fair open seas where there are equal opportunities to all players under a reciprocal arrangement.
He noted that the airline industry of the Philippines, being a former Commonwealth country, had earlier asked the American government to be granted cabotage for them to pick up passengers and cargoes in Guam to Honolulu and to Los Angeles in California and from the West Coast to the East Coast, but this was rejected.

The very first thing that a prospective tenant would usually do in acquiring a commercial space is to send a Letter of Intent to the lessor(LKY). But in some cases, the lessor may opt to invite locators(big establishments like SM Savemore)by sending them lease offer/proposal.
In this case, the phrase "signified its intent" might mean that SM Savemore has already signed the conforme of the Lease Proposal

Kinda nice... a little small but nice. Reversed version of Bacolod-Silay Airport Terminal. But I'd rather they adapt something similar to Bicol International Convention center by Arch. Willy Chua or something that pays tribute to the beautiful Maiden in our beloved land. See below.

LEGAZPI CITY: The opposition of the Diocese of Legazpi against the proposed casino is in vain after the Albay Filipino-Chinese Chamber of Commerce Inc. (AFCCCI) and the Legazpi City Chinese Chamber of Commerce and Industry strongly endorsed the operation to boost the economy as well as tourism industry. In a letter sent by Vergilio Yu, AFCCCI president to the office of Sangguniang Panglungsod and to Mayor Noel Rosal, he said that the AFCCCI favorably endorsed the proposed operation of casino by the Philippine Amusement and Gaming Corp. (Pagcor) in the Embarcadero de Legazpi to generate more income, employment and attracts wealthy tourists to stay longer besides visiting various tourist destinations.
“With the tourism commerce being ranked at top as income-producing industry, it is with great pride that we regard the city of Legazpi not far behind as one of the country’s most visited place in the region with the majestic Mayon Volcano as the crème,” Yu said. “Yet we need to settle not just to what is present but continuously strive to be better in terms of places, services, and activities which we can offer to the visiting patron,” he continued in its endorsement letter.
Relevant to the endorsement according to Yu, the consortium finds the project practical and a great venue for progress. He said that it would create activity for the region and employment to the locals. “Investments will pour in, if we will be able to align things accordingly, the government will have more than the required collections for permits, taxes and licenses. More projects that can be financed by the local office will compensate the cost of living,” Yu said.
The group also stressed that casino operation will also regulate all games of change and will raise funds for the government’s socio-civic and national development efforts and to help boost the country’s tourism industry. “Because of this, we humbly request from your office [Mayor Rosal] for a positive repost in this endorsement by becoming a partner in the promotion of burgeoning tourist destinations in Legazpi,” Yu also added.
Earlier, Bishop Lucilo Quiambao of the Diocese of Legazpi contested the proposed casino operation as it might create social ills and affect the moral fiber of the community. The proposed casino operation will be put up within the P1-billion Embarcadero mega structure project in the panoramic boulevard of the city. The gambling according to Quiambao is not a solution to economic problems he instead push a proactive programs that will not destroy the moral fiber of the localities.
The Embarcadero mega structure eco-tourism project is being constructed by the Sunwest Group of Companies headed by Bicolano business tycoon Elizaldy Co along the Legazpi City Boulevard in front of Legazpi Port. The project is a world-class waterfront commercial complex and recreation hub being developed by Co’s company. Its construction commenced shortly after super Typhoon Reming battered Bicol in 2006.
This project is being developed within the Kapuntukan Hill, or the Sleeping Lion Hill, with the higher peak resembling a lion’s hunched shoulders, a few kilometers away from the busy port of Legazpi. Ruben Yu, chairman of Legazpi Chinese Chamber of Commerce and Industry also strongly endorsed the proposed casino operation because of positive developments that could bring should Rosal approve the casino operation.
Two weeks ago, the Sangguniang Panglungsod conducted the public hearing over the proposed casino operation where majority of the participants who attended welcomed the creation of a casino at the Embarcadero de Legazpi.

MANILA, Philippines - The search for the country’s best endurance runners continues on Sunday as the 33rd National Milo Marathon holds simultaneous qualifying races in Iloilo City and Legazpi City. At least 7,000 runners are expected to participate in Iloilo City while the same number of runners is also targetted for the first of two legs in Bicol Region.
To qualify for the national finals slated on Oct. 11 in Metro Manila, male runners in the provinces must meet the cutoff time of one hour and 15 minutes even as the female runners need to beat the one hour and 35 minutes clocking in the 21K elimination race.
“We decided to put up time barriers as a mode of qualification this year to make the races more challenging and elevate the level of competition,” Nestle AVP Pat Goc-ong said. The 21K winners in the men’s and women’s divisions on Sunday will likewise pocket the top purse of P10,000. The second and third placers, however, will earn P6,000 and P4,000, respectively.
Aside from the qualifying run, the country’s biggest and longest-running foot race held in partnership with Bayview Park Hotel-Manila and the Department of Tourism also features races in the 10K, 5K and 3K distances. The top 10 finishers in the three side events will also get trophies, medals and cash prizes.

The design looks archaic. And the round main building design appears to be an Air Force building. With due respect to the designer, we can do better. Meanwhile, let's find out the exact location of the air strip. They should have the location squared away because I understand they are already buying lands for the airport.

MANILA - That climate change is seriously affecting us is no longer an issue, but how to deal with it is. On Thursday, policy makes and climate change experts shared ideas and current practices during the 13th Asia Pacific Policy Forum on Climate Change Adaptation and Disaster Risk Reduction in Makati City. Discussions touched on managing resources, including financing schemes and making the most of evacuation centers, to framing the adaptation strategies of a country or a town.
Framing adaptation strategies
“What do we already know with the climate? There are typhoons for the Philippines, forest fires in Australia,” illustrated Prof. Roger Jones, a coordinating lead author of the Intergovernmental Panel on Climate Change. He stressed that this knowledge could help stakeholders “plan horizons –do we need large infrastructure, bridges, airports or to make small changes first?”
He explained that there are two-way approaches to adaptation. It could be top-down, where the government will set the plan and the pace, or bottom-up, where community-based efforts are replicated on a national and even worldwide level. Adaptation approaches, he said, should be framed within the needs and experiences of respective countries.
Evacuation and schools
Albay Gov. Joey Salceda pointed out that disaster risk reduction would not be an afterthought for local officials if they embed it in their local development plan and tie it with the millennium development goals. In his case, he mobilized his local leaders to evacuate families at the earliest signs of a typhoon, and retrofitted evacuation centers to be schools. “Schools have always served as evacuation centers. Why can’t evacuation centers be schools?” he said.
Sen. Loren Legarda, meanwhile, said that local government units should also stick to the tried-and-tested formula of implementing laws in order to offset the social and economic costs of disasters. “We have a 10-year-old Clean Air Act, but do we have clean air?” she asked. “The challenge for all of us is to translate the laws enacted by Congress [into programs].”

Puyat Ave., Makati. dont know its complete address (but you can Google it). but wait, the pamphlet is not about Albay. it's about the governor's achievements (curriculum vitae). i guess the pamphlet can be considered as pre-election campaign material. hehe.

i think this is the design for our international airport terminal.
saw it first at TV Patrol Bicol.
and now, got an Albay Rising pamphlet being distributed by the Albay Provincial Library. On page 9, is the picture of the
soon-to-rise international airport terminal.
Hay salamat napost na rin dito. This is what Im referring to previously. 2-storey building yan just like Iloilo' or Bacolod's airport. The design is simple. But the point is that this is international airport and this will open soon. :banana:
BICC is mysterious to me. I don't have concrete info where this will be constructed. Tahao ba o near EM? Where?:ohno:

I am happy that concerns for disaster risk reduction is being included in our discussions, especially in this forum. As I have said earlier in my posts, we cannot do away with it, but face it! Because in it, relies the sustainability of all the city's or the province's investments and the life and limb of its constituents.

Yes, I think I prefer this design to the one in show in the rendering. The triangular roof pay a visual tribute to Mayon Volcano. In contrast, the design in the rendering looks and somewhat outdated.

Pansit or rice noodles -- how ever you cook it -- is a favorite Pinoy fare. But coastal residents of Tiwi town in Albay province have discovered a new pansit variety right in their backyard. Seaweed pansit has become a favorite among residents, thus creating another business opportunity for farmers. Tiwi is teeming with seaweeds, making it the perfect place for seaweed pansit makers.
Aside from its unique taste, seaweed noodles is packed with health-benefits. "We cant get calcium from seaweed and it's good for the children's bone and teeth development. For adults, seaweed has magnesium that prevents cardiovascular [problems],” said Seth Conde, the town’s project manager for seaweed pansit production. Seaweed noodles can be cooked into pansit canton, pansit luglug, spaghetti or carbonara.
A pack of seaweed noodles costs P25 while a kilo is sold for P50. Some residents have also made chips out of seaweeds sold at P10 per pack. Seaweed noodles are also making a social impact in Tiwi. "We're targetting schools that have malnourished children," said Conde.
Presently, seaweed-made products are being manufactured at the back of the municipal gym. There are also plans to supply seaweed pansit to various businesses in the province. So if you're in Albay -- make sure to visit Tiwi where seaweed noodles have helped families earn extra income provide a food source for poverty-stricken children and put the municipality on the gourmet map.

Haha, I wasn't able to watch it, just like the 'Kay Susan Tayo' feature. But I've seen the ANC Executive Class feature on Misibis. The resort is indeed very luxurious with top-notch facilities, worthy of its membership in the prestigious Small Luxury Hotels of the World.
