Hey Raph, I'll try to ask kung possible ang day tour sa Misibis. It's a rather high-end resort kasi and based on what I've read, mostly mga package tours na multiple days and nights ang inooffer nila.
Ang pinakamalalapit na beaches sa Legazpi ay jet black sand sa Bacacay and Sto. Domingo. The sand is black because of volcanic activity. :okay: Mga 15-20 kilometers away from Legazpi. Mayroon mga jeepneys/vans sa terminal papuntang Bacacay.
Other places in the world na merong jet black sand ay Hawaii and Iceland.

LEGAZPI CITY, Aug. 28 (PNA) – Albay Governor Joey Salceda has announced the full implementation of rabies vaccination and mass castration of dogs in all towns and cities throughout the province. This is in pursuit of preemptive measures to evacuation based on new strategy of Governor Salceda to ensure a healthy environment in all barangays as well as in the evacuations camps.
He explained that they prioritized all barangays within the Mayon Volcano’s six-kilometer permanent danger zone with a total of 4,640 dogs. “Our measure is to preempt other health related problems at the evacuation camps and dog bites are another concern of ours that is why we need to introduce a new approach which is to implement the mass castration of dogs.”
“They give us a problem during times of evacuation and the dogs are so noisy. Whenever those canines bite people, we have a problem with rabies,” Salceda told the Philippines News Agency. Salceda explained that Mayon Volcano is still under alert level 2 and the rabies vaccination and mass castration of dogs would reduce risks to health during evacuation as well as protect pets which are also evacuated.
“If there is no disaster, this would have benefited their well-being anyway. We have to repeat mass castration for dogs only,” he said. Salceda is conducting barangay visitation throughout the province to make sure that all dogs will be vaccinated for anti-rabies. “I was overwhelmed of the support from the community and barangay officials regarding our campaign,” he said.
From January to date, there is no reported fatality brought by rabies in the province of Albay. The major concern of the provincial government is to reduce health problems during evacuation.
The governor is conducting series of barangay inspection specially in the areas within the Mayon volcano 6 kilometer permanent danger zone. Salceda also revealed that starting next year, the provincial government will distribute sanitary toilets in every household without proper toilets. “This is part of our commitment to give proper sanitary service to our constituents,” the governor said. She founded Sampaguita Pictures of the old days, together with her husband Pedro Vera of Catanduanes. If you are not familiar with those names I mentioned, Dolores Honrado is the grandmother of Gina Vera-Perez de Venecia. O ngonyan, midbid na nindo?

Very nice! I love vintage photos such as these. Where did you get these photos, sir? These photos should be preserved and displayed in our museums. Especially diyan satuya sa Albay, bihira na ang mga arog kaining ritrato ta kung bako nagkasurulo kang WW2, nadumog na kang mga bagyo, etc. Sayang. :(

LEGAZPI CITY: The opposition of the Diocese of Legazpi against the proposed casino is in vain after the Albay Filipino-Chinese Chamber of Commerce Inc. (AFCCCI) and the Legazpi City Chinese Chamber of Commerce and Industry strongly endorsed the operation to boost the economy as well as tourism industry. In a letter sent by Vergilio Yu, AFCCCI president to the office of Sangguniang Panglungsod and to Mayor Noel Rosal, he said that the AFCCCI favorably endorsed the proposed operation of casino by the Philippine Amusement and Gaming Corp. (Pagcor) in the Embarcadero de Legazpi to generate more income, employment and attracts wealthy tourists to stay longer besides visiting various tourist destinations.
“With the tourism commerce being ranked at top as income-producing industry, it is with great pride that we regard the city of Legazpi not far behind as one of the country’s most visited place in the region with the majestic Mayon Volcano as the crème,” Yu said.
“Yet we need to settle not just to what is present but continuously strive to be better in terms of places, services, and activities which we can offer to the visiting patron,” he continued in its endorsement letter.
Relevant to the endorsement according to Yu, the consortium finds the project practical and a great venue for progress. He said that it would create activity for the region and employment to the locals.
“Investments will pour in, if we will be able to align things accordingly, the government will have more than the required collections for permits, taxes and licenses. More projects that can be financed by the local office will compensate the cost of living,” Yu said.
The group also stressed that casino operation will also regulate all games of change and will raise funds for the government’s socio-civic and national development efforts and to help boost the country’s tourism industry.
“Because of this, we humbly request from your office [Mayor Rosal] for a positive repost in this endorsement by becoming a partner in the promotion of burgeoning tourist destinations in Legazpi,” Yu also added.
Earlier, Bishop Lucilo Quiambao of the Diocese of Legazpi contested the proposed casino operation as it might create social ills and affect the moral fiber of the community.
The proposed casino operation will be put up within the P1-billion Embarcadero mega structure project in the panoramic boulevard of the city.
The gambling according to Quiambao is not a solution to economic problems he instead push a proactive programs that will not destroy the moral fiber of the localities.
The Embarcadero mega structure eco-tourism project is being constructed by the Sunwest Group of Companies headed by Bicolano business tycoon Elizaldy Co along the Legazpi City Boulevard in front of Legazpi Port.
The project is a world-class waterfront commercial complex and recreation hub being developed by Co’s company. Its construction commenced shortly after super Typhoon Reming battered Bicol in 2006.
This project is being developed within the Kapuntukan Hill, or the Sleeping Lion Hill, with the higher peak resembling a lion’s hunched shoulders, a few kilometers away from the busy port of Legazpi.
Ruben Yu, chairman of Legazpi Chinese Chamber of Commerce and Industry also strongly endorsed the proposed casino operation because of positive developments that could bring should Rosal approve the casino operation.
Two weeks ago, the Sangguniang Panglungsod conducted the public hearing over the proposed casino operation where majority of the participants who attended welcomed the creation of a casino at the Embarcadero de Legazpi.

Legazpi Mayor Noel Rosal made sure that there's no stopping the inauguration of the new terminal, said to be the most modern integrated terminal in the entire country, on the 23rd of September. The contractor has also formally completed all the important facilities in the terminal.
The inauguration of the said terminal will be on September 23. All public utiliy vehicles using the temporary terminal used for more than a year will transfer to the new terminal on that date. The opening of the new terminal was delayed due to some problems and controversies.

LEGAZPI CITY, Aug. 28 (PNA) -- About 1,126 persons were given employment for the National Household Targeting System (NHTS-PR), a program of the Department of Social Welfare and Development (DSWD) for identifying poor households in the country. Evelyn Jerusalen, DSWD regional information office explained that the National Household Targeting System for Poverty Reduction is a data management system that identifies who and where the poor are in the country.
“The system makes available to the public a database of poor households as reference in identifying beneficiaries of social protection programs,” she said. This is through the conduct of household assessment which is done by the enumerators hired by the DSWD. The NHTS-PR which was launched in the province of Masbate in May this year was able to provide employment to 541 individuals from across the region.
“They were hired as enumerators, encoders, area supervisors, information technology officers, regional field supervisors and administrative support staff,” Jerusalem added. With its second phase of implementation, 1,123 individuals consisting of fresh graduate, out-of-school youths, laid off workers and children of OFWs will be hired. The second phase of implementation will be in Albay, Camarines Norte, Camarines Sur and Catanduanes.
Meanwhile, a series of orientation on the project is being undertaken with the Local Chief Executives, the ABC presidents and the provincial/municipal social welfare and development officers as participants. The activity aims to generate support of the local leaders in the implementation of the project. This was already conducted in the provinces of Albay and Camarines Norte. Thanks Dex for reposting... too bad they did not preserve the building to the original structure. There is another old building in front of Albay Doctors Hospital beside the Iloilo sugar building that Silahis educational supply occupies now.

Aug. 28 (Bloomberg) -- Philippine billionaire Andrew Tan and Star Cruises Ltd. today opened their $700 million Resorts World Manila, which will double the tables in the city and may boost its casino revenue more than 120 percent.
“Our expectation is this will contribute to earnings within the first year of operations,” said Kingson Sian, president of Alliance Global Group Inc., the holding company of Tan, the Philippines’ fourth-richest person. The venture will tap Star Cruises’ network of more than 2.5 million customers and will bus in people from outside Manila, he said.
The casino’s opening in a former air force base is another step in the Philippines’ effort to tap Asia’s gambling boom as it could gain revenue from the region’s high rollers, Macquarie Group Ltd. analysts said. While growth has slowed in Macau, the world’s largest gambling hub still had about $6.4 billion casino revenue in the first half of this year.
“The Philippines has some of the world’s best beaches and dive sites,” Macquarie strategist Alex Pomento said in an interview. “Resorts World Manila, with its world class casino and entertainment, can help the country attract more tourists and revive its gaming industry.”
Star Cruises gained 5.8 percent to 27.5 cents at 2:08 p.m. in Singapore, boosting its surge this year to 224 percent. Its Hong Kong-traded stock climbed 6.7 percent to HK$2.07 and has advanced 245 percent this year. Alliance Global, which has almost tripled this year, was unchanged at 5.10 Philippine pesos in Manila trading.
Revenue Forecast
The venture, Travellers International Hotel Group Inc., opened the first floor of a three-level casino at a complex that will include hotels and a shopping mall. Resorts World Manila may earn 21 billion pesos ($430 million) in gambling revenue next year, compared with the city’s 17 billion pesos in 2008, according to Macquarie.
“This can create a lot of buzz and attract regional players into the Philippines,” said Manila-based CLSA Ltd. analyst Raffy Manalaysay. The project may also spur the government to “get moving” on its planned $20 billion casino resort complex on Manila Bay, he added.
Resorts World Manila, located in front of the capital’s new airport terminal, will draw 11.1 million visitors and raise $315 million in gambling taxes over three years, Sian said.
Visitor Arrivals
The Philippines had 3.14 million tourists in 2008 and that’s forecast to grow as much as 1.9 percent this year.
Travellers will probably make a 6.41 billion peso profit next year on sales of 23.04 billion pesos, Macquarie analysts Nadine Javellana, Edward Ong and Pomento said in an Aug. 10 report.
Sian, who declined to comment on Macquarie’s forecasts, said it’s possible to double Philippine tourism arrivals because the number is “very low.” Malaysia had 22 million visitors last year, Thailand had 14.3 million and Singapore 10.1 million.
“The whole idea for this kind of investment is to grow the market and not grab from the existing businesses,” Sian said. We have a product that we can market for tourists to come in a big way.”
The project, occupying part of a former military camp near Manila’s airport, will have three hotels with 1,574 rooms, a 30,000 square meter (323,000 square feet) casino and a 30,000 square meter shopping mall.
Philippine Casinos
The resort’s casino will have 300 tables and more than 1,000 slot machines by the end of the year, when all three floors will be ready, Sian said. The 100 tables ready today make it the Philippines’ biggest casino.
Philippine Amusement & Gaming Corp., the state-owned gambling operator as well as regulator, owns four casinos in Manila with 293 tables. Its biggest casino has 92 tables and Macquarie estimated it accounted for 20 percent of the company’s 30 billion peso revenue last year.
Travellers is one of four groups that won approval last year to build hotels and casinos at Philippine Amusement’s $20 billion Pagcor City on Manila Bay.
In Singapore, Las Vegas Sands Corp. is building the Marina Bay Sands casino resort, estimated to cost more than $5.25 billion, to compete with the S$6.6 billion ($4.6 billion) project being built by Malaysian casino operator Genting Bhd.
Star Cruises is controlled by Genting and its Chairman Lim Kok Thay, according to data compiled by Bloomberg. Travellers is 50 percent owned by Star Cruises with the other half owned by Alliance Global and unit Megaworld Corp.
Sian said Travellers may start building its share of the Pagcor City project as early as next year. The venture last year committed to spend $1.1 billion to develop 91 acres in Pagcor City into a complex of hotels and a theme park.
“This is infrastructure that the country needs to grow its tourism traffic,” Sian said. “We need a product that’s comparable with the rest of the world.”

RR, the name of that building is Stillianopolus Bldg. The building on the left was during that time the old NAJAR Theater where the movies of Sampaguita Pictures are shown. Beside the theater was the original site of Golden Dragon Restaurant. As everyone knows, these buildings are now part of LCC.

Personally, I don't see having a casino as something 'evil' or a potential cause of moral degradation in the city. I think that's an exaggerated view of things.

Its under full renovation by LKY. Its the same developer that is doing "The Metro", a modern intermodal terminal in the city. I guess they are diverting their resources to The Metro since its gonna open very soon. Then they will tackle this project later.

A lot of families clambered above their roofs for survival. Some had to swim through muddy waters or ended up homeless; while others didn’t make it alive. More than 12,000 families were rendered homeless, grieving, and distraught. All had lost hope but moving on is inevitable. After two years of grief, faith voluntarily finds its way into the people’s hearts and they found the strength within them to start living again.
For the past two years, different relocation sites were developed in the province to provide new shelter for the victims and displaced families, one of which is the Amore Purpose Driven Community in Daraga, Albay. With the vision to transform a community of victims into a group of forward-looking and productive Filipinos, the Amore Purpose Driven Community through Operation Compassion’s “Sambahayan sa Albay” aims to provide at least 1,000 families with a new chance in life.
Community building
But unlike other relocation sites, Amore is not merely doling out houses to the victims. The community itself is given the role to build their houses, on their own, to give them a sense of ownership and responsibility for their future homes. Ten families work together as a group to build a two-storey house with two separate bedrooms. Each house has a livelihood area where the families can start a small business.
“The idea is to provide them with the materials and they make the houses for each other. They would not know which house they get, to ensure that each unit is built with equal vigor and dedication,” said Operation Compassion president, Butch Albert. To this day, there are 130 duplex houses for the 130 families in the Amore community, together with a day-care center and a two-storey multi-purpose hall. However, relocating the families wasn’t an entirely easy task.
Restoring hope
According to Daniel Reola, People’s Organization chairman of the Amore Purpose Driven Community, it took a while before they learned to adjust in the area, “Hindi naman madaling lumipat na lang basta-basta sa isang lugar na hindi namin kabisado at wala kaming makukuhanan ng pang araw-araw na pangangailangan. Tapos pag-dating namin dito, wala pang bahay kaya five months kami nakatira sa tent bago sila makapagpatayo ng resettlement area.”
During their first months in Amore, chaos crippled the community. Not everybody was cooperating, a lot of them were jobless, and others started bickering for lack of food and shelter. However, through various programs such as the Purpose Driven Life Seminar, medical missions, feeding and livelihood programs, and weekly Bible studies, the people started working together as a team, committed to think about the welfare of their neighbors and community as a whole.
“What makes Amore unique from other relocation sites is our commitment to transform a tragedy-stricken community into well-rounded individuals through holistic community developments. You can’t just give dole outs and leave them in that state. Aanhin nila ang bahay kung wala naman silang makain,” shared Albert. But all of these efforts won’t mean anything unless the people start helping themselves. It’s been two years since Typhoon Reming, the residents of Albay have learned to stop thinking and living like victims to be able to start over.

....oopss probably some typo.. but it should be november 30, 2006 :) the name is awesome "love, purpose driven community" ... after that tragedy reming brought to us, hopefully these people who'd been dealing with much loss have fully recovered and ready to build their lives anew :)

sa border na legazpi city and province of sorsogon, dyan po sa barangay bariis may falls dyan na hindi alam nang karamihan. nang magvisit ako sa lola ko sinama ako dun nang pinsan ko, and ang nasabi ko lang... wow. never kong inexpect na may ganun kataas na falls d2 sa legazpi. pag pumunta ako ulit kina lola i'll take some pics. :)

LEGAZPI CITY—In response to strong opposition from the Catholic Church, the city government here stopped the soon-to-operate casino, dislodging the massive and popular support from the business community and the public. Also considered in halting the casino operation was the Church’s lamentation that despite the region’s economic misery, various forms of gambling like jueteng abound, with bet collectors invading schools, Church premises and government offices.
The city council said the hearing regarding the application for the operation of casino had an overwhelming approval from the business community and the public, including the mass media, citing that the church did not even register its opposition. The Philippine Amusement and Gaming Corp. has applied for a casino operation on a 24-hour basis at the soon-to-operate P1-billion commercial complex, known as the Embarcadero, the only one in the Bicol region.
The Albay Filipino-Chinese and the Legazpi City Chinese Chambers of Commerce claimed the casino is fit to operate in Legazpi City and would serve as a tourist destination and generate jobs and income for the city. Mayor Noel Rosal said he ordered to stop the casino operation in consideration of the Church’s strong moral stand, led by Diocese of Legazpi Bishop Lucilo Quiambao. The diocese of Legazpi said despite its strong stand against all forms of gambling, it is finding difficulty in inculcating the “evils of idleness and gambling” because “our leaders promote gambling on the pretext these are giving income for projects.”
“Gambling damages the economy by wasting man hours and materials on activities that do not produce goods and services,” Bishop Quiambao said during his meeting with the mayor. Other church officials said gambling induces idleness, noting that Bicol is noted for many idle people, and gambling is the evil alternative as a source of livelihood.
Lawyer Alfredo Garbin, chairman of the city council committee on laws, said the Legazpi casino would start operation, if approved, in time for the much-awaited opening of Embarcadero this October. The Embarcadero is located at the developed coastal village here which would also house an 8,000-seat call center. Embarcadero, owned by businessman Rizaldy Co, is touted as the version of the Fisherman’s Wharf in San Francisco, California.

^^ O well, there goes the proposed casino. I kinda expected this to happen, especially with the 2010 elections looming and the church still wielding a strong influence. I think a similar situation also happened in Baguio where a casino was also rejected and consequently transferred to La Union (Thunderbird resort) and is now reportedly doing well. I hope the casino will start operations after the elections. :lol:

If it met stiff opposition in Legazpi, I'm sure it will meet an even much stiffer opposition from the church in Naga.
Although I am for the putting up of a casino in Legazpi, I do not blame the church leaders for its action. It's part of their responsibility to remind people of the preservation of their virtues. This is a very ticklish issue which has been debated for so long. I remember, Cagayan de Oro has been wanting to host a casino at the Pryce Hotel in the past, but it met stiff opposition from local church leaders.
For me, it just need a strong political will from local leaders to be able to put this up. Bacolod, Iloilo and Davao have hosted casino operations for so long, but I can't say that their people have gone wayward. The casino is just a small operation compared to jueteng. Besides, only moneyed people can offord to play in it. My best example is Davao where a casino has been operating for more than 20 years but the people are learning to be disciplined because of the strong political will of Mayor Duterte to enforce laws.
IMO the casino in Legazpi should be located at the Ivory Classic Resort Hotel not at Embarcadero. EM will be hosting BPOs and a "school" so it should not be located there.

IN the hopes of licking poverty and increasing investments, the Bicol region is in the process of drafting a charter that will turn all of Region 5 into another autonomous region similar to the Autonomous Region in Muslim Mindanao (ARMM) and the Cordillera Administrative Region (CAR).
Dante Jimenez, lead convenor of the Bicol Autonomy Movement, told the BusinessMirror that the move to turn Bicol into another autonomous region will allow them to take advantage of the natural resources of the region and benefit from it in full.
Jimenez said in an e-mail that some of the possible reasons provinces in Bicol like Masbate is poor is that despite it “virtually sitting on a mountain of gold,” the current system and the fact that the province benefits too little from its resources prevents it from moving out of poverty.
“Why is Masbate so poor? Again, I say, it could be the present system. With high hopes, if Bicol Autonomy becomes a reality, Masbate and even the entire region, though may not really be the best, will definitely be something much better than today,” Jimenez said.
“The Bicol region is rich in natural resources and even manpower. We do believe that effective administration, utilization and distribution of our natural wealth will boost the current regional economy. We foresee increased gross regional domestic products,” he added.
Based on the latest data from the National Statistical Coordination Board (NSCB), the Bicol region posted a gross regional domestic product (GRDP) of 4.3 percent in 2008. This growth was higher than the national average of 3.6 percent.
However, the two other autonomous regions, CAR and ARMM, posted the slowest GRDP growth. CAR posted the slowest growth of 1.8 percent while the ARMM posted a growth of 1.9 percent in 2008.
“I am more inclined to say that to some extent, safety measures were not made in place in the creation of ARMM, so much so that the leaders got themselves entangled to almost the same bureaucracy that they wanted to free themselves from, before the establishment of their autonomous government,” Jimenez said.
“On these, we, the proponents of Bicol Autonomy, put our leverage. If we could use the experiences of these two existing autonomous regions on their proper perspective both negative and positive, we believe the region can make a good difference,” he added.
Based on the 2003 Small Area Estimates on poverty released by the NSCB this year, poverty incidences of municipalities in the six provinces of the Bicol region were relatively high, ranging from 22.8 percent to 72.5 percent, except for those located in the province of Albay. The NSCB also noted that relatively high poverty incidence is concentrated in the municipalities of Masbate, while municipalities with low poverty incidences are concentrated in Albay.
Highest poverty incidence in the region was observed in Cawayan, Masbate, at 72.5 percent, followed by other municipalities in Masbate such as San Pascual with 72 percent and Claveria with 69.6 percent.
“Poverty is everywhere, regardless of the form of government. That is the general context. Autonomous or not, people can be very poor. Nevertheless, we believe systematic change can still be a great factor to reckon with in helping people and government alleviate poverty,” Jimenez said. He said the convenors of the Bicol Autonomy Movement will be meeting this week from September 4 to 6 in Buhi, Camarines Sur, to discuss the charter which will not only include economic provisions but a proposal to create the region’s own Court of Appeals, Court of Tax Appeal and Supreme Court, like ARMM, which has the Shari’ah District Court System.
The Shari’ah District Court System is provided for in Republic Act (RA) 6734 or the Organic Act of ARMM that includes the recent RA 9054, the ARMM’s charter. The Shari’ah appellate court together with the Shari’ah district courts and Shari’ah circuit courts has jurisdiction over cases involving persons, family and property relations of the Filipino Muslims.
The 1987 Constitution or the Freedom Constitution passed under the term of the late President Corazon Aquino provided for the creation of RA 6734.
Based on the proposal of the Bicol Autonomy Movement, the region is rich in natural resources. The movement said it is home to 13 major fishing grounds that supplies fish markets as far as Metro Manila; one of highest producers of palay, abaca, corn and coconut; has voluminous mineral reserves including gold, copper, silver, iron, phosphate rock, perlite, red clay, marble, guano and bentonite; and has many potentially good energy sources. These energy sources include geothermal like the Tiwi and Bacon-Manito geothermal plants, which substantially contributes to the Luzon Power Grid and three other indicative geothermal capacity additions located in Albay and Sorsogon provinces.
The region also has hydropower plants located at Buhi, Camarines Sur, and in Guinlajon, Sorsogon; wind resources in Baleno, Masbate; Donsol and Matnog, Sorsogon; higher terrains in Virac, Catanduanes and some parts of Burias Island; potential ocean thermal energy in Camarines and Catanduanes provinces; coal reserves in Batan, Albay, Cantanduanes and Masbate; and downstream oil facilities/depot in Pasacao, Camarines Sur, and Masbate, Masbate, with a total storage capacity of 87.9 million barrels.
The movement said the region also boasts of biomass energy through the use of coconut husks and rice hulls to generate energy. The movement said the technology was made by the Philippine National Oil Co. and Sukhin Energy Inc. (SEI) of Ukraine. Similar technology may be provided by the Department of Science and Technology to all interested investors.

LEGAZPI CITY—In response to strong opposition from the Catholic Church, the city government here stopped the soon-to-operate casino, dislodging the massive and popular support from the business community and the public. Also considered in halting the casino operation was the Church’s lamentation that despite the region’s economic misery, various forms of gambling like jueteng abound, with bet collectors invading schools, Church premises and government offices.
The city council said the hearing regarding the application for the operation of casino had an overwhelming approval from the business community and the public, including the mass media, citing that the church did not even register its opposition. The Philippine Amusement and Gaming Corp. has applied for a casino operation on a 24-hour basis at the soon-to-operate P1-billion commercial complex, known as the Embarcadero, the only one in the Bicol region.
The Albay Filipino-Chinese and the Legazpi City Chinese Chambers of Commerce claimed the casino is fit to operate in Legazpi City and would serve as a tourist destination and generate jobs and income for the city. Mayor Noel Rosal said he ordered to stop the casino operation in consideration of the Church’s strong moral stand, led by Diocese of Legazpi Bishop Lucilo Quiambao. The diocese of Legazpi said despite its strong stand against all forms of gambling, it is finding difficulty in inculcating the “evils of idleness and gambling” because “our leaders promote gambling on the pretext these are giving income for projects.”
“Gambling damages the economy by wasting man hours and materials on activities that do not produce goods and services,” Bishop Quiambao said during his meeting with the mayor. Other church officials said gambling induces idleness, noting that Bicol is noted for many idle people, and gambling is the evil alternative as a source of livelihood.
Lawyer Alfredo Garbin, chairman of the city council committee on laws, said the Legazpi casino would start operation, if approved, in time for the much-awaited opening of Embarcadero this October. The Embarcadero is located at the developed coastal village here which would also house an 8,000-seat call center. Embarcadero, owned by businessman Rizaldy Co, is touted as the version of the Fisherman’s Wharf in San Francisco, California.

^^ O well, there goes the proposed casino. I kinda expected this to happen, especially with the 2010 elections looming and the church still wielding a strong influence. I think a similar situation also happened in Baguio where a casino was also rejected and consequently transferred to La Union (Thunderbird resort) and is now reportedly doing well. I hope the casino will start operations after the elections. :lol:

Sakay kayo ng van papuntang Legazpi, you'll pass by the road going to Cagsawa, just ask the driver to drop you off there. You can also visit Ligñon Hill and the Embarcadero at the Legazpi port. :okay:

i live in a place with plenty of casinos and there arent any ill side effects if you play responsibly. a benefit to the locals even is that we dont have to pay state taxes because of the income it generates from gaming

Hotels this size if properly done can command good prices. Maybe they cater to a certain market. But even then, presentation always tells something about the entire thing. Look at Nu Haus Inn near the airport. It is very simple but neatly done. Bakong complicated an itsura. The rooms are spankingly clean. Although it can be classified as a motel, but I noticed during Holy Week it is always full, occupied mostly by vacationing families who come in droves. You have to reserve here months before holy week for you to be able to get a room. I have checked in here a couple of times with my family. A room is just about P1,000 per night. we just bring extra blankets kasi kulang ang mga kumot nila. :)

RMN has affiliate local stations in other provinces of Bicol Region, 2 in Albay, one each in Sorsogon and Masbate while the one in Camarines Norte is still under negotiation.

- this type of taste in what some experts would call ECLECTIC. Meaning labo-labo... colors and all. Really very narrow fan base. I am a hater as well but eclectic design can be executed well with proper planning.

I really like this view of the port area and the Sleeping Lion Hill. It's a bit like Legazpi's equivalent of Rio de Janeiro's Sugar Loaf mountain, it's becoming sort of iconic. Once the Embarcadero area gets up and running it will be the city's latest attraction. I really think they should make the hilltop more accessible.

It would have been salvageable with some minor renovation had they not built that awful structure in the middle of the building, which looks totally out of place! That's what happens when there are no strict building laws. Unscrupulous businesses are free to build any ugly eyesore they want as long as it's cheap. I hope in future these types of developments will be more carefully monitored.

I really hope owners of these structures will practice adaptive reuse (a process that adapts buildings for new uses while retaining their historic features.) One example is the building that now hosts Quick 'n Hearty and La Mia Tazza and the house that is now occupied by Chili Pepper's.

Yup, I'm sure more photographers/sightseers/tourists will flock to this hill than to Ligñon because the view from Kapuntukan is the classic Legazpi City and Mayon postcard view.

The rehabilitation was both on the interior and exterior of the church. This was in the late sixties if I am not mistaken. That arch in front of the church where the salubong is done is not an original part of the building. Before he was promoted to Bishop, Cardinal Sanchez was then the parish priest of the Albay Cathedral parish. He was our parish priest for a long time.

Quick 'n Hearty was the Milwaukee Hospital during the Commonwealth period and was converted as Albay Bible School after the 2nd world war. Chili Pepper's is the mansion house of the Napals/Anduiza. BTW, is Chilli Pepper's owned by Pepe Estevez?

Simeon Ola (b. September 2, 1865 - d. February 14, 1952) a native of Guinobatan, Albay was a Katipunero who launched guerrilla raids on American-occupied towns in Albay until his capture on September 5, 1903. He joined the Katipunan in 1896 and was known as one Bicol's revolutionary leaders.
Life
He joined the the local branch of the Katipunan in his hometown province of Albay and later became the leader. With the help of a parish priest he was able to acquire arms to support his men. Promoted to the rank of captain after the battle of Camalig in Albay, 1898 and again promoted to the rank of major after a daring ambush mission that led to the capture of three Americans. He was also the leader of the subsequent valiant attacks on Albay towns namely, Oas, Ligao and Jovellar.
He later surrendered in condition that his men would be granted amnesty, he was put on trial and was proven guilty of sedition and was sentenced to thirty years inprisonment. In 1904, he was given a pardon and returned to his place of birth and became the municipal president. The regional police command in Legaspi City was name after Him.

You mean we were using C instead of K during the Spanish period right. It's understandable because if my memory serves me right there is no letter K in the Spanish alphabet. For words that sound like K, the spelling uses C or QUE (like "porke" for porque and not "porce" :ohno: tsk tsk tsk " I'm confused now. :lol:). But it all changed during the American period because the English alphabet had K in its alphabet. It's easier to use K than QUE. So you mean the spelling of Katipunan before was Catipunan? :lol:
When I was in Grade 1 at Albay Central, we were already being thought in the vernacular and we were using letter K.

LEGAZPI CITY, Aug. 31 — The Aquinas University of Legazpi (AUL) has implemented a project dubbed "Urban Agriculture through the High-Value Commercial Crops Techno-Demo Farm" within its expansive campus here.
The project features 60-square-meter greenhouse where vegetables highly sensitive to rain and changes in temperature like broccoli, lettuce, cauliflower and honeydew melon are being propagated.
Gardens for more hardy vegetables such as squash, eggplant and watermelon were also established in an open area of 1,000 square meters whose perimeters were planted to rootcrops like ubi and sweet potato.
Cucumber and sweet corn are being intercropped with those plants during the dry season.
A 5,000-square-meter farm for upland organic rice is also being established.
Adjacent to the demo farm, organic fertilizers will be produced soon through vermiculture using earthworms in the decomposition process of rice hull and coconut peat.
The first phase of the project started late last year with the establishment of a "techno-demo" farm in the Rawis Campus with a timetable of one year.
After which, it will be replicated but on an expanded version in a larger property of the university in the upland village of Banquerohan, also here.
The replication will be the second phase of the project being entirely supervised by Dr. Antonio Payonga of the Bicol University College of Agriculture and Forestry (BUCAF) based in Guinobatan, Albay.
This phase would start before the end of the year and managed in such a way that it becomes self-sustaining with the income derived from the sale of products be plowed back to the project for continuous production.
A part of which will be saved for future expansion and development, Payonga said.
Vegetable production within the urban farm could be done continuously in a year with two or three cycles while upland organic rice and root crops will be produced once a year, he explained.
The demo farm is a project conceived by the Aquinas Center for Continuing Education (CCE) under Dr. Susana C. Cabredo in response to the challenges of the prevailing food crisis felt with the dwindling supply of agricultural crops in the local market.
Cabredo, the CCE head, said the challenge is directed not only to the agriculture sector but to all sectors of society, including the academe as the problem is exacerbated with the increases in prices of oil that directly affects food production and distribution.
“Thus, it behooved academic institutions like AUL to transform from being mere consumers of food products to growers and suppliers especially of high-value commercial crops, the technology of which could be shared with communities particularly those in the urban areas,” she explained.
Related activities could also provide students in science, engineering and commerce hands-on experiences that dovetail with classroom learning about state-of-the-art urban farming technology.
In fact, the AUL College of Business Administration has already prepared a business plan that would help the project earn revenue, Cabredo said.
Aside from alleviating poverty and improving the wellbeing of Legazpeños and Albayanos in the long-term, the project could also improve the quality of urban environment through "greening," and thus help reduce pollution, she said.
Considering the University's proximity, the demo farm could spur agro-tourism like the strawberry fields of La Trinidad, Benguet.
It would also enhance or reinvigorate the entrepreneurial skills of the Aquinians while building stronger linkages with the communities it serves, Cabredo said.
AUL owns several parcels of land within the city such as the downtown Political Science Campus, the Aquinas Peak in Barangay Taysan and a vast agricultural estate in Banquerohan, among others.
Close to the business district, the main campus in Barangay Rawis is more than 30 contiguous hectares. (PNA)

LEGAZPI City, Sept. 2, 2009— Albay Electric Cooperative (ALECO), here, has registered the first time in decades positive gain of P32 million per month and has paid its arrears of P100 million in July, this year, to the National Power Corporation (NPC), acting ALECO Manager Engr. Gerry Silva said.
In a forum on Sept. 1 hosted by the Diocesan Social Action Center (SAC), Engr. Silva has attributed the coop’s positive outlook to the reduction of system’s loss; collection efficiency and the restructuring of payment proposal on compounded interests charged by NPC for ALECO’s indebtedness now reaching to P1.9 billion.
By presenting comparative financial statements in 2006; 2007; and 2008 following NPC management take over last July 26, 2008, Silva said that systems loss was reduced by 2 per cent which could be translated into P3 million savings every month. He calls for the participation of more than 150,000 consumers to protect ALECO against power pilferage.
Silva explained that clustering of meters and the standardization of power lines and upgrading of transformers have contributed much to the reduction of systems loss from 24 to 18 per cent. “We are also expecting rebates of P125 million transmission charge as we found out that some ALECO lines do not pass the PNGC 25 mega volt line towers”, Silva said.
ALECO ‘s financial viability was seen after Aboitiz Power Group terminated its contract with the power coop as power supplier forcing NPC to source out and negotiate with other supplier in the public market. “We are preparing that ALECO will be expose to public market when bilateral contract negotiation will push through and what we gained will serve as buffer in paying its obligations” Silva added.
The power cooperative is also readying the “sanitation” of the registration of its member-consumers. Rev. Fr. Jose Victor Lobrigo, parish priest of Out Lady of the Gate Parish in Daraga town has mentioned consumers’ empowerment; accountability and upgrading of management system in order to preserve the gains of ALECO.
Because of mismanagement and lack of accountability on the part of at least 5 former ALECO managers designated by the National Electrification Administration (NEA) before, the power cooperative has suffered financial fix. Consumers believed that this was designed intentionally to pave the way for AELCO’s privatization. (Elmer James Bandol)

I never got to go home for the Albay District Fiesta (my hometown) for so many years. I think the last that I was around was in 1974. :bash: In the old days, the Albay fiesta was Oct 16, then it was changed to March 12 (feast of St. Gregory the Great). But after a while, they changed it again to Sept. 3. I do not know the significance of the two other dates. Of course when I was still studying in Legazpi I was always a participant in the civic military parade. Maogma yan ta pirmi holiday. Whether the fiesta is in Legazpi or Albay or Daraga, it was always a holiday in our school. I don't know if it's still being practiced until today.

After which, it will be replicated but on an expanded version in a larger property of the university in the upland village of Banquerohan, also here.
The replication will be the second phase of the project being entirely supervised by Dr. Antonio Payonga of the Bicol University College of Agriculture and Forestry (BUCAF) based in Guinobatan, Albay.
This phase would start before the end of the year and managed in such a way that it becomes self-sustaining with the income derived from the sale of products be plowed back to the project for continuous production.
A part of which will be saved for future expansion and development, Payonga said.
Vegetable production within the urban farm could be done continuously in a year with two or three cycles while upland organic rice and root crops will be produced once a year, he explained.
The demo farm is a project conceived by the Aquinas Center for Continuing Education (CCE) under Dr. Susana C. Cabredo in response to the challenges of the prevailing food crisis felt with the dwindling supply of agricultural crops in the local market.
Cabredo, the CCE head, said the challenge is directed not only to the agriculture sector but to all sectors of society, including the academe as the problem is exacerbated with the increases in prices of oil that directly affects food production and distribution.
“Thus, it behooved academic institutions like AUL to transform from being mere consumers of food products to growers and suppliers especially of high-value commercial crops, the technology of which could be shared with communities particularly those in the urban areas,” she explained.
Related activities could also provide students in science, engineering and commerce hands-on experiences that dovetail with classroom learning about state-of-the-art urban farming technology.
In fact, the AUL College of Business Administration has already prepared a business plan that would help the project earn revenue, Cabredo said.
Aside from alleviating poverty and improving the wellbeing of Legazpeños and Albayanos in the long-term, the project could also improve the quality of urban environment through "greening," and thus help reduce pollution, she said.
Considering the University's proximity, the demo farm could spur agro-tourism like the strawberry fields of La Trinidad, Benguet.
It would also enhance or reinvigorate the entrepreneurial skills of the Aquinians while building stronger linkages with the communities it serves, Cabredo said.
AUL owns several parcels of land within the city such as the downtown Political Science Campus, the Aquinas Peak in Barangay Taysan and a vast agricultural estate in Banquerohan, among others.
Close to the business district, the main campus in Barangay Rawis is more than 30 contiguous hectares. (PNA)
This is good news that a private university like AUL has initiated something as worthwhile and timely. We really need this kind of activity. I didn't know that they owned a vast agricultural estate in Banquerohan. Maybe they should put up an agricultural school in that estate! And who knows, maybe transfer the entire school in Banquerohan and create there a University Town.
The BU College of Agriculture should be at the forefront of agricultural development in Bicol or at least in Albay. We should not only target being self-sufficient but we should aim at exporting our agri products to the other provinces of the country.

DARAGA, Albay, Sept. 3 (PNA) -- Government engineers will be fast tracking the construction of the Binitayan bridge here following the announced release of a P40 million fund by President Gloria Macapagal Arroyo, Albay Rep. Al Francis Bichara said here Thursday.
Bichara said President Arroyo in her recent visit here directed the Defense Secretary Gilbert Teodoro through the Office of Civil Defense (OCD) in Bicol to immediately release the P40 million fund to complete the construction of a new bridge in Daraga town. The bridge would replace the old spillway that was washed out by rampaging lahar and flood waters that cascaded down the slopes of Mayon volcano at the height of super typhoon Reming in 2006.
In his visit here last week, Sec. Teodoro disclosed that his office has already transmitted the corresponding official endorsement and documents for the P40 million funding for approval of the President that subsequently allow the Department of Budget and Management (DBM) to release the fund to the Department of Public and Highways (DPWH) in Bicol. Bichara said an initial P40 million fund were earlier released and used to undertake preliminary structural civil works such as the putting up of concrete piles as structural foundation.
“As soon as the funds are released, engineering works would start soonest, so the the people who so long waited for the completion of a new bridge would a great relief to them,” said Bichara, the proponent of the bridge project. The collapsed of the old Binitayan spillway at barangay Kilicao gave villagers in five neighboring barangays at the foot of the volcano difficulties in transporting their farm produce and they have to traverse the long route in going the town proper.
Villages affected by collapsed spillways were barangays Kilicao, Matnog, Salvacion, and Mabinit, which are located at the foot of the volcano's southeastern quadrant. Meanwhile Engr. Oscar Cristobal, DPWH assistant regional director, said that the bridge project would be completed by the 1st quarter of 2010.
He said the DPWH will have to infuse an additional P30 million for the construction of approaches at the 126 linear meter single lane concrete with 4.5 meter width bridge, including payments for right of way lands. He said the total bridge project would cost P110 million, of which P80 million was sourced from the President's Bicol Calamity Assistance for Relief and Emergencies (B-CARE) and P30 million from the DPWH.(PNA)

LEGAZPI CITY, Sept. 3 (PNA) – The provincial government of Albay and the Pfizer, a multi pharma company, have signed a memorandum of agreement (MOA) for the full implementation of "Kalusugan Para sa Mamamayan" (KASAMA) of Albay. Albay governor Joey Salceda explained during the MOA signing held here, Thursday, that KASAMA program goal is in line with the government’s thrust to expand access of Filipinos to quality health care.
“The Pfizer is helping every Filipinos, to make their products affordable,” Salceda said. Under the KASAMA program, a health discount card will be unlimitedly distributed to provincial, municipal, city health offices, and hospitals to be identified by the provincial government. “KASAMA card entitles the bearer to avail 20 percent to 60 percent discounts in 20 participatory Pfizer medicine products.”
“Discounts in 20 participatory Pfizer medicine products can be availed in all leading drug stores by presenting their KASAMA discount card,” Salceda said. He further explained that the provincial government’s responsibility is to provide the Pfizer the list of hospitals, city and municipal Health Offices. Pfizer will distribute the discount cards to doctors. “The doctor will prescribe to the patient any of the 20 participatory Pfizer medicine products,” he said.
After receiving the KASAMA discount card, the patient must register through an SMS to Pfizer HealthCare Line for purposes of confirmation. “This is a lifetime access health discount card only in Albay,” Salceda said. Salceda also said the provincial government will come up with a monitoring mechanism to ensure that the discount health card will not be abused.
However, Albert Mateo Jr., Pfizer president and country manager, explained that GSIS e-card holders can also avail of the discount provided that the prescription is a Pfizer product and included in the list of the 20 participatory medicines/drugs. The KASAMA program was launched by Pfizer in 2002 that benefited 1.9 million Filipinos throughout the country and to date there are 1,800 drug store partners. (PNA)

LEGAZPI CITY—Aquinas University of Legazpi (AUL) has implemented a project, dubbed “Urban Agriculture through the High-Value Commercial Crops Techno-Demo Farm” within its expansive campus here. The project features a 60-square-meter greenhouse where vegetables highly sensitive to rain and changes in temperature like broccoli, lettuce, cauliflower and honeydew melon are being propagated.
Gardens for more hardy vegetables such as squash, eggplant and watermelon have also been established in an open area of 1,000 square meters which perimeters were planted to root crops like ube and sweet potato. Cucumber and sweet corn are being intercropped with those plants during the dry season. A 5,000-square-meter farm for upland organic rice is also being established. Adjacent to the demo farm, organic fertilizers will be produced soon through vermiculture using earthworms in the decomposition process of rice hull and coconut peat.

The challenge is directed not only to the agriculture sector, but to all sectors of society, including academe, as the problem is exacerbated with the increases in prices of oil that directly affects food production and distribution, Cabredo said. “Thus, it behooves academic institutions like AUL to transform from being mere consumers of food products to growers and suppliers, especially of high-value commercial crops, the technology of which could be shared with communities, particularly those in the urban areas,” she explained.
Related activities could also provide students in science, engineering and commerce hands-on experiences that dovetail classroom learning about state-of-the-art urban-farming technology. In fact, the AUL College of Business Administration has already prepared a business plan that would help the project earn revenue, Cabredo said. Aside from alleviating poverty and improving the well-being of Legazpeños and Albayanos in the long-term, the project could also improve the quality of urban environment through “greening,” and thus help reduce pollution, she said.
Considering the university’s proximity, the demo farm could spur agro-tourism like the strawberry fields of La Trinidad, Benguet. It would also enhance or reinvigorate the entrepreneurial skills of the Aquinians while building stronger linkages with the communities it serves, Cabredo said. AUL owns several parcels of land within the city, such as the downtown Political Science Campus, the Aquinas Peak in barangay Taysan and a vast agricultural estate in Banquerohan, among others. Close to the business district, the main campus in barangay Rawis is more than 30 contiguous hectares.

FIVE new books by Bicolanos offer a variety of genres that show the language’s continuing inspiration to writers in Bicol and Filipino.
Published by the National Commission for Culture and the Arts (NCCA), the literary works include a compilation of children’s stories, a collection of stage plays and screenplays, two poetry books and one scholarly book on the origins and influences of Bicol poetry.
Among those launched on August 15 was “Yudi Man: Mga Osipon para ki Nunuy asin ki Nini (Here’s One: Stories for Nunuy and Nini),” a collection of short stories for children written by winners of the yearly literary tilt Premio Tomas Arejola para sa Literaturang Bikolnon or Premio Arejola.
The book is edited by Carlos A. Arejola and Lorna A. Billanes, and illustrated by Boyet Abrenica.
Other titles are “Pagsasatubuanan: Poetikang Bikolnon,” a book of literary criticism on Bikol poetics by Jose Jason L. Chancoco; “Tigsik,” a compilation of tigsik, a Bikol ethnic form of poetry, by Aida B. Cirujales; and “Sayod Kong Tataramon/Tuwiran Kong Sasabihin (Straightforward I Say),” a collection of stage plays and screenplays by Carlos A. Arejola.
Arejola is a member of the executive committee on literary arts of the NCCA and a third prize winner of the Don Carlos Palanca Memorial Awards for Literature for screenplay category in 2006.
He earned fellowships in the 33rd University of the Philippines’ National Writers Workshop and the 7th Iligan National Workshop. He works at the provincial capitol of Camarines Sur.
Another collection of poems in Filipino, “Bagyo sa Oktubre” by Honesto M. Pesimo Jr., was the fifth title launched.
Pioneering works
Two books stood out as pioneering works that upped the quality of published works by authors in Bicol and Filipino. These were the “Pagsasatabuanan Poetikang Bikolnon” and the “Tataramon/Tuwiran Kong Sasabihin.”
Chancoco’s “Pagsasatubuanan Poetikang Bikolnon” tries to dissect the present forms of poetry in Bicol and trace their origins and influences.
Chancoco, who hails from Iriga City, defines in metaphor “Pagsasatubuanan” (from the Iriganon root word “tubuanan”) as “the first sprout from a pili tree seedling found to be a favorite delicacy of the kadlagan (forest)-roaming kids and much sought after during rural soirees.”
“In the midst of hybridism, post-modernism and neocolonialism; the book seeks to trace the ‘birtud’ (virtue) of indigenous Bikol poetics while recognizing the importance of foreign aesthetic influences,” the author wrote in the foreword.
Formal Bicol
Creating his own devices to articulate terminologies in Bicol translation, Chancoco uses Bicol in its formal form, proving that studies and researches can be articulated in the native language.
With “modernismo,” “perspektibo,” “estrukturado” or similar terms with English origins, the “Pagsasatabuanan” is heavy reading that requires total attention to the stream of thoughts presented in contemporary Bicol.
Chancoco is instructive when introducing the basics, standards and deviations of poetry writing in Bicol. He compares the forms and styles used by European and other western writers and native poetry traditions of regions and ethnic groups in the Philippines.
For serious poetry writers, the “Pagsasatabuanan” may serve as a manual of models of rhymes, measures, meters and styles.
As the first original work that affirms Bicol poetry as an art form with its cultural origins and outside influences, it engages academic and cultural writers on its assertions.
Guidepost
In general, Chancoco’s book is a guidepost that requires future editions in order to translate into layman’s language the profound thoughts and discussions on his findings about Bicol poetics.
Offering a seminal work, Arejola’s “Sayod Kong Tataramon/Tuwiran Kong Sasabihin” tackles homosexuality in his stage and screen dramas as an undercurrent in the world of bisexual existence and gender relations.
With current settings, the author shows his command and control of Bicol and Filipino to portray homosexuality as an ever-present reality everywhere, from the metropolis to an imagined far-flung place.
Arejola’s characters are theatrical and surrealistic at times.
“Pungot na gigision ni Toledo an sulot niyang kamiseta, anggot na huhubaon asin padagos na gigision. Pagudgud na iduduhol an hawak sa atubang ni Edwin, garo nagmamakaherak (Resentful Toledo will tear the shirt he wears, angrily taking it off and eventually tearing it apart. Dragging his body towards Edwin, he seemed to be begging),” a scene in the stage play “4 da Boys” as one male character erotically engages a male friend.
In spite of the finis in the use of Bicol and Filipino – one of the strengths of the collection of plays – similar scenes and stories cross the mind of the reader somewhere in the subconscious.

LEGAZPI CITY, Sept. 1 –- The Provincial Government of Albay has intensified it anti-dengue campaign in all schools and barangays, specially this raining season. Albay governor Joey Salceda has instructed the provincial health office to take all necessary precaution in order to prevent the spread of dengue in the province.
He also called on barangay and school officials to conduct regular clean up activities in their respective areas. “Dengue can be prevented and preventing it is not the sole responsibility of the government or health personnel that is why we are calling all barangay and school officials to take the lead.”
During the 2nd quarter of 2009 the Provincial Health Office of Albay recorded 10 dengue cases. Salceda said that all counter measures to stop the spread of dengue and other health diseases are in placed. “Our immediate action is prevention.”
The governor also urged Albayanos to practice proper garbage disposal. “Do not depend on your barangay officials, our cooperation is very important to have a health environment.” Salceda is hopeful to make Albay free from dengue. “We already reduced the number of cases during the second quarter of this year, let’s us do our part to make this province free from dengue." LEGAZPI CITY, Sept. 3 (PNA) – Bicolanos may now take advantage of the price roll back on construction materials starting this month from five percent to ten percent due to rainy season, the Department of Trade and Industry (DTI) Region 5 said.
Rodrigo Aguilar, DTI assistant regional director for Bicol, said that the rollback in the prices of construction materials such as cement, steel bars and galvanized iron sheets is expected because of the rainy season. “We strongly suggest to the Bicolanos to start buying their needed construction materials,” he said.
“During the 3rd and 4th quarter every year there is an instant price rollback in major construction materials,” Aguilar said. He explained further that low demand is another factor for the reduced prices. “Less construction activities means less buyers and this is an opportunity to middle class families.”
Aguilar said that during rainy season, construction materials are very affordable and even if there is an oil price increase, the prices of construction materials will not be affected. (PNA)

How does one recover from an Ironman? There’s no better way than to head right back to Bicol, but this time to the Misibis Bay Raintree Resort in Cagraray Island, just off the coast of Legaspi City.
Misibis Bay is paradise waiting to be discovered. It all starts upon arrival in Legaspi. Early in the morning, the majesty of Mayon Volcano is unencumbered by cloud cover. All I can say is: “It really is a perfect cone!”
Misibis Bay Raintree’s gracious owners, Zaldy and Mylene Co, had invited my family and I to visit their resort, so we were in luxury mode all throughout. We first stopped by their Hotel Venezia for a quick breakfast, then hopped over to their new project, the Embarcadero Mall, where we caught their fastcraft boat to the island.
Arriving in the resort was a joy, with cultural dancers swaying on the sidelines while waiters offered delicious little glasses of halo-halo and cold towels. Resort manager Ian Varona briefed us on the amenities and activities available in the island.
From our spacious villa, we could see the deep blue waters of Misibis Bay opening up into the Pacific Ocean. It’s a sight to contemplate while getting a welcome foot bath from a pretty Bicolana.

Reservations dominated my mind in accepting a weekend sojourn in the Bicol region. There were many considerations I had to deal with before I could pack my bag for a quick weekend getaway.
The frenzied, dynamic desk work made it a bit difficult. But, I do believe that if it was meant to be, it would be. God was on my side that day. With some rescheduling and the assurance that I would just be a phone call away, the Boss easily gave his nod. Having surmounted this first hurdle, another snag came into play—the weather was a bit uncooperative as thunderstorm illuminated the sky followed by a heavy downpour.
I was so looking forward to the much-needed break as I haven’t been in the region for close to two decades. The last time I had a good view of the iconic perfect cone that is Mayon Volcano was when I was a wet on the ear political reporter covering Malacañang Palace. The inclement weather further inflamed my apprehension about going.
Still, the call of a weekend respite with friends whom I haven’t seen in a while was more than enough reason. Honestly, if I had foregone the trip, which they had arranged several months back and had been postponed for the nth time, I would never hear the end of it.
Reluctantly, I dragged myself out of my comfort zone one early morning amidst the heavy rain and thunderstorm. I almost didn’t make it to my early morning flight. I had to psyche myself—prepare for a rough ride. But surprise of all surprises, the ride was smooth, calm even. Actually, we arrived 20 minutes ahead of time.
“Bicol is in southwest and northeast of the Philippines, thus it is always in the typhoon path,” Misibis Bay Resort manager Ian Mayer Varona explains as if giving the day’s weather bulletin. “The challenge is to try to convince the people that Bicol is not a typhoon haven.”
True enough. The sky was blue, the sun was up, smiling with nary a hint of any rain clouds, a complete reverse from the situation I just left over an hour ago. The overnight heavy downpour left Manila submerged in water. Built on a private pristine stretch along the southern tip of Cagraray Island off the western coasts of Albay, Misibis Bay Raintree is fast becoming to be known as an alternative weekend getaway. Depending on one’s requirement and lifestyle, the secluded resort can be reached three ways from the Legazpi airport.
One access is by a speed boat from Bacacay across the Sula Channel, traversing the Albay Gulf which opens up to the Pacific Ocean. If you have all the spare time to enjoy the scenic, provincial allure, there is the one shuttle bus ride. And finally, for those in a rush, there is an available helicopter transfer ride that can be availed of from the airport.
As the second resort in the country, the first is its sister-resort Discovery Shores in the world famous Boracay Island that has been accredited by the Small Luxury Hotels (SLH) of the World, Misibis Bay Raintree is the best option for the weary CEOs (chief executive officers) who prefer a quick getaway. Being in the SLH list, which is composed of over 480 hotels in 70 countries, it naturally meant that Misibis Bay Raintree has to live-up to the standard of offering an infinite array of experiences tailored especially to the luxury market. The chopper ride from Manila to the resort takes only a little over an hour.
The crossover by speedboat from the wharf within the complex of the embarcadero mall to the resort was where the pampering began. A smiling crew greeted the weary travelers as they entered the 24-seater fast craft. Once acclimatized, a steward, who also served as a personal butler for the entire duration of the welcome trip handed out a cold face towel for freshening up, a cold water drink or soda, chips or cookies while we enjoyed the unsoiled vista. We didn’t even realize that the 25-minute ride was nearly over.
At the wharf, an airconditioned van awaited us. The five-minute ride from the quay was breathtaking as well. I felt like I was part of the movie, Mamma Mia, while negotiating the winding path with the panoramic view of the sea with a picket fence on the right side of the narrow road.
As I stepped out of the vehicle to the resort complex that sits on a five hectare property in the Southeast corner of Cagraray Island facing the Albay Gulf, the pampering continued with a contingent of resort staff lined-up wearing their most beautiful smile, one handed out leis made out of seashells while another served us each a glass of the resort’s very own concoction of pandan flavored buco juice.
Checking in was a breeze as well. Each guest is assigned his very own butler, attending to his every whim. The butler’s presence is conspicuous, a plus factor, especially if you prefer privacy. Though, they appear from nowhere always ready to lend a hand.
The view from my villa overlooking the one-kilometer delta of white sand beach was magnificent. The beautiful guestrooms are quintessence of style that allow one to completely relish the environs—the sound of the rushing waves and the chirping of the birds. Totally rural but with first-class amenities.
Each structure is designed with high airy ceilings, large terraces, sun decks and has direct access to the beach. It is also equipped with state-of-the-art LCD television, DVD/CD player, iPod docks, and WiFi access. Of the 22 rooms, there are four triplex villas, two-bedroom and one-bed room suites with jacuzzi. “Our plan is to put jacuzzi in single villas,” explained Mr. Ian. Construction is on-going to bring the accommodation to 37 rooms as well as provide additional amenities such as a 350-seater convention center, a VIP gaming area for those who would like to mix vacation with a bit of high-roll gambling to be operated by the Philippine Amusement and Gaming Corporation. All of these are still a work in progress, said Mr. Ian. Barring any other hitches, the objective is to finish the construction sometime this month to before the end of the year, at the latest.
Since its soft opening in May this year, Mr. Ian said the response had been beyond the expectations of the management. That weekend, all of the 22 rooms were booked, mostly local tourists like me and a sprinkling of foreigners. “We are starting to reach out, looking at the foreign market, particularly the Europeans, who are long staying guests. In the region, we hope to generate interest from the South Koreans,” he adds.
In this Peñafrancia week, Mr. Ian is hoping to cash-in on the influx of devotees offering a bondless Bicol package of P12,888 for a three-day, two-night stay via Cebu Pacific up until the end of the month. This is inclusive of buffet breakfast. It, too, includes non-motorized facilities such as wind surfing and kayaking. And for those who want to venture out into the sea for the first time, intro-dive is free. And after a day’s frolic on the beach, one can take the romantic sunset cruise.
Though, its lure is distinct from its sister resort in Boracay, needless to say I had no regrets taking a weekend getaway at the Misibis Bay Raintree. It did not only accord me a respite from the daily desk work but I had a chance to learn how to cook Bicol Express and tour the Cagsawa ruins.

The Legazpi City Integrated Public Transport Terminal located in Barangay Bitano this city will formally be inaugurated on Sept. 23, 2009. This was announced yesterday by Janus Clemente, terminal manager, in an interview with Bombo Radyo-Legazpi. According to Clemente, this dry run for buses, GT Express vans, jeepneys and city cabs will be held on Sept. 20 while the transfer of the public transport vehicles from the temporary terminal to the new terminal will be made on Sept. 21.
Clemente said that Mayor Noel Rosal had been impatient over the delayed construction of the terminal. Every week the mayor inspects the construction of the terminal to find out when it could be finished, he added. He explained that during the dry run, no terminal fees will be charged to vehicle operator.
“The mayor wanted the project to be completed as soon as possible so that the buses, jeepneys, Filcab vans could be transferred simultaneously to the new terminal,” Clemente said. The Legazpi Grand Terminal will be operated by the LEY Development Corporation under a build-operate-and-transfer (BOT) lease contract with the City Government of Legazpi for a period of 50 years.
The terminal occupies about 4 hectares and it can accommodate all kinds of public transport vehicles plying in Legazpi. Clemente further said that the terminal has already been issued an occupancy permit by the Legazpi City Government and a provisional authority to operate from the Land Transportation Franchising and Regulatory Board (LTFRB).
The mega terminal boasts of modern facilities. It has three public toilets and one pay toilet where one can take a bath. It is well-secured with 17 security guards with closed-circuit television (CCTV) sets installed at strategic places. At the same time, it has a one-stop-shop where the traveling public can buy most of the things they need. Souvenir shops, food stalls, electronic and cellphone supplies will be available at the terminal.
Giant food companies like McDonald, Jollibee, Greenwich are putting branches in the terminal. Movie and TV star Anne Curtis has been invited to grace the grand opening of the Legazpi Grand Terminal, Clemente said.

MANILA, Philippines - The reopening of the Legazpi Oil copra crushing plant in this city, refurbished recently with a P400-million capital infusion from state owned Coconut Industry Investment Fund (CIIF)-Oil Mills Group, will surely invigorate the coconut industry in Albay and the whole of Bicol Region, according to Albay Gov. Joey Sarte Salceda.
Salceda said the plant’s reopening assures a huge boost to coconut farmers’ incomes in the region, coming as it does just when coconut trees are starting to recover from the destructive impact of the 2006 typhoons. Bicolano coconut farmers and copra buyers will no longer have to sell their produce to far-away Lucena City or Manila and incur more expenses and risk, Salceda noted.
“Legazpi Oil’s modern copra crushing equipment provides a 24-hour operation that can take bulk of the region’s produce,” Salceda said. President Arroyo reopened the plant recently, assisted by Legazpi Oil chairman Josefa Imperial-Aquino, Salceda and CIIF officials led by its new president and CEO Jesus “Jess” Arranza. She also personally inspected the facility and conferred with Bicolano coconut farmers.
Salceda, who is also President Arroyo’s closest economic adviser, said local coconut farmers can now demand and expect higher prices for their copra because commercial buyers will now have to compete with the Legazpi Oil plant.
He said the P400-million investment put in by the CIIF would insure sustained aggressive copra buying activities for the plant’s copra crushing and oil processing operations that will deny commercial buyers from dictating their depressed copra prices to coconut farmers.
Originally called the Legazpi Oil Mill Com., the firm is now referred to as LegOil. Its corporate facilities are located inside a vast compound in Barangay Arimbay along the north-eastern coastline of this city. The plant was mothballed temporarily following severe devastations of coconut plantations by super typhoons that hit the area three years ago.
Company officials now expect their plant to procure and absorb an average of 350,000 tons of copra after farmers and traders expressed willingness to once again deal with LegOil and avail of its mill gate price that is higher than farm gate prices. The plant’s processing capacity of 400 tons per day is expected to increase further by 25 percent when it operates full blast.
