The Legazpi City Integrated Public Transport Terminal located in Barangay Bitano this city will formally be inaugurated on Sept. 23, 2009. This was announced yesterday by Janus Clemente, terminal manager, in an interview with Bombo Radyo-Legazpi. According to Clemente, this dry run for buses, GT Express vans, jeepneys and city cabs will be held on Sept. 20 while the transfer of the public transport vehicles from the temporary terminal to the new terminal will be made on Sept. 21.

Clemente said that Mayor Noel Rosal had been impatient over the delayed construction of the terminal. Every week the mayor inspects the construction of the terminal to find out when it could be finished, he added. He explained that during the dry run, no terminal fees will be charged to vehicle operator.

“The mayor wanted the project to be completed as soon as possible so that the buses, jeepneys, Filcab vans could be transferred simultaneously to the new terminal,” Clemente said. The Legazpi Grand Terminal will be operated by the LEY Development Corporation under a build-operate-and-transfer (BOT) lease contract with the City Government of Legazpi for a period of 50 years.

The terminal occupies about 4 hectares and it can accommodate all kinds of public transport vehicles plying in Legazpi. Clemente further said that the terminal has already been issued an occupancy permit by the Legazpi City Government and a provisional authority to operate from the Land Transportation Franchising and Regulatory Board (LTFRB).

The mega terminal boasts of modern facilities. It has three public toilets and one pay toilet where one can take a bath. It is well-secured with 17 security guards with closed-circuit television (CCTV) sets installed at strategic places. At the same time, it has a one-stop-shop where the traveling public can buy most of the things they need. Souvenir shops, food stalls, electronic and cellphone supplies will be available at the terminal.

Giant food companies like McDonald, Jollibee, Greenwich are putting branches in the terminal. Movie and TV star Anne Curtis has been invited to grace the grand opening of the Legazpi Grand Terminal, Clemente said.

Ano kaya ang magiging itsura at systema pag operational na ito?

Ang pag pasok ng Mc Donalds, Jollibee at greenwich ay siguradong hahatak ng maraming tao...pero maliban sa mga ito...ano pa bang shops ang mag oopen? It would be nicer if there will be cafes and bars too...just like in old albay...or like the soon to open bars and resto at the EMBARCADERO...

Maraming bagong daan ngayon especially yung sa GUICADALE..bubuksan na rin ba iyon for traffic comes opening of the Legazpi Grand Terminal?

I think the next place to watch is the area to be vacated, the current and temporary terminal...its a huge lot i believe...baka dyan na magtayo ng shopping mall ang SM why? coz its very accessible to the new and modern Legazpi Grand Terminal...lets see...

She is Patricia Shirley Santos from Market Site, Daraga; she was crowned by a fellow Daragueña, Melody Gersbach, Miss Bicolandia 2008 and reigning Bb. Pilipinas International. Congratulations!

DARAGA, Albay --- Government engineers will speed up the construction of the Binitayan bridge here following the release of a P40 million promised by President Gloria Macapagal Arroyo, Albay Representative Al Francis Bichara disclosed over the weekend.

Bichara said President Arroyo in her recent visit here directed Defense Secretary Gilbert Teodoro through the Office of Civil Defense (OCD) in Bikol to immediately release the amount for the construction of a new bridge in this town. The bridge will replace the old spillway that was washed out by rampaging lahar and flood waters from the slopes of Mayon volcano at the height of super typhoon Reming in 2006.

As this developed, Secretary Teodoro during his visit here last week disclosed that his office already transmitted the corresponding official endorsement and documents for the P40 million fund for approval by the President that would subsequently allow the Department of Budget and Management (DBM) to release the fund to the Department of Public and Highways (DPWH) in Bicol. Bichara said an initial P40 million fund was earlier released which was used to undertake preliminary structural civil works such as the erection of concrete piles as structural foundation.

"As soon as the funds are released, engineering works would start soonest, so the people would heave a sigh of relief," said Bichara, the proponent of the bridge project. The collapse of the old Binitayan spillway at Barangay Kilicao inconvenienced five neighboring barangays situated at the foot of the volcano, particularly in transporting farm produce to the town proper.

Villages affected by collapsed spillways were Barangays Kilicao, Matnog, Salvacion, and Mabinit, all located at the foot of the volcano's southeastern quadrant. Meanwhile, Engr. Oscar Cristobal, DPWH assistant regional director, said that the bridge project would be completed by the 1st quarter of 2010.

He said the DPWH would have to infuse additional P30 million for the construction of approaches at the 126 linear meter single lane concrete with 4.5 meter width bridge including appropriations for right of way. He said the total bridge project cost P110 million, of which P80 million was sourced from the President's Bicol Calamity Assistance for Relief and Emergencies (B-CARE) and P30 million from the DPWH.

Nov. 28, in China. I watched Miss Bicolandia pageant last night. We thought the Nagueña had the crown in the bag; she had lots of minor awards. The judges, I believe, were impressed with Miss Santos' spontaneity. The Daragueña has had three regional titles in less than a year--Mutya ng Ibalong 2008, Mutya ng Magayon 2009, and Miss Bicolandia, which is almost the same as Melody's feats (it's just that Melody became Mutya ng Tabak 2008 and didn't join in Mutya ng Ibalong). I hope Miss Santos joins in Binibini next year. Manonood na naman ako nang live nito. Hehehe!

hi geri. yes patrixia will be joining binibini next year. so it's something to look forward to. she was just 16 when she joined mutya ng ibalong last year and they had to wait for her to be 17 so she'll qualify for the binibini. she won our corporate award for this year's mutya ng magayon. and we're proud of this another achievement of hers. cheers to another albayano beauty queen :cheers: :banana:

LEGAZPI CITY, Sept. 8 (PNA) – The United Nations Development Programme (UNDP), the national government and the Land Bank of the Philippines (LBP) have separately set aside this year heavy investments for livelihood, calamity mitigation, agriculture and infrastructure development in the Bicol region.

The UNDP, according to the latest report of the National Economic Development Authority (NEDA) regional office earmarked US$ 2 million for shelter development, livelihood and disaster preparedness for Albay, Camarines Sur and Sorsogon, three of the six Bicol provinces most prone to natural hazards.

UNDP has committed to assist provinces with location and natural attributes that are exposed to natural hazards such as earthquakes, tropical cyclones, prolonged flooding, landslides and volcanic eruptions, the report said.

It finances projects in the three provinces for shelter assistance in targeted resettlement sites with support for micro finance and quick impact livelihood as well as capability building on disaster preparedness and mitigation including early warning and risk assessment and contingency planning.

The tracking and coordination mechanism on early recovery efforts in typhoon-affected areas forms another component of the project, the NEDA report said.

On the part of the national government, over P5.5 billion has been allocated this year for various infrastructure projects ranging from development of modern irrigation system to airport, seaport, roads and bridges.

Of this amount, over P3.5 billion goes to the construction of the so called “twin skyway bridge” that would open easier access between Libmanan town and the business center of Naga City and the Libmanan-Cabusao irrigation system to provide irrigation to some 4,000 hectares of ricefield.

Both projects are based in the first district of Camarines Sur which is being represented in Congress by presidential son, Rep. Datu Arroyo. Libmanan is the town he had adopted as his official place of residence.

The twin bridge including its about 100-meter road component got P1.6 billion while the irrigation system was given P1.9 billion. Implementations of both projects are now on initial stages.

Out of the remaining amount of about P2 billion in national government investment on infrastructure, two vital projects worth over half a billion pesos are being pursued this year to boost the economy in Albay.

Gov. Joey Salceda, concurrent Regional Development Council (RDC) chair and a top economic adviser of Pres. Gloria Arroyo, said some P700 million in infrastructure investments is now being used to start construction of the proposed Southern Luzon International Airport in Daraga, Albay and the rehabilitation of the Pantao Port in Libon.

The two pipeline projects gained approval at the RDC Chairmen’s meeting recently held in Malacañang where the Department of Transportation and Communication (DOTC) committed through the Philippine Ports Authority (PPA) the restoration of the Pantao Port.

Salceda said PPA has started to rehabilitate Pantao Port in the third quarter of this year with an amount of P100 million to start restoration work at the port’s phase 1 area. The port built for over P200 million over three years ago was badly damaged by typhoon Reming in 2006 even before it could start operations.

Another big project for Albay is the new road network that would directly link its towns of Camalig, Guinobatan, Jovellar and Daraga with the whale shark town of Donsol in Sorsogon.

The project involves the construction of 26.9 kilometers of roads and five bridges with an aggregate length of 75 linear meters that will cost P814.5 million to sourced from the Secondary National Road Development Program (SNRDP) of the Millennium Challenge Account, Philippine Compact Program (MCAPCP), Salceda said.

The project will have a positive impact on local tourism since the new road network will provide a shorter and safer access to Donsol town, known worldwide for whale shark watching and interaction, he added.

For Camarines Norte, the Department of Public Works and Highways (DPWH) is now implementing some P251 million in various infrastructure projects for this year, P108 million of which was meant for roads and bridges under the economic stimulus package.

Projects for roads and bridges include, among others, two foreign-funded bridges worth P30 million. Ten locally funded national roads and bridges projects have also been lined up, as well as P40 million worth of other infra projects from Congress, according to DPWH assistant regional director Oscar Cristobal.

This year’s infrastructure fund allocated for Camarines Norte is 21 percent higher than last year’s P199 million.

The projects being implemented are the concreting of the Quirino-Andaya Highway along the Camarines Norte road portion, improvement, rehabilitation of the Maharlika Highway, and the concreting, improvement and rehabilitation of some national and secondary roads in the province, Cristobal said.

In Sorsogon, the DOTC had also appropriated under its ports development program for this year P150 million for the improvement of the Castilla All-Weather Seaport in Castilla town.

The amount however was yet to be released by the Department of Budget and Management (DBM), Vice-Gov. Renato Laurinaria who sought the fund from Malacañang last year said over the weekend.

“Nonetheless, we are optimistic it would be released soon as I have already sent a letter appealing to the President to cause its immediate release and the implementation of the project,” the vice-governor said.

LBP on the other hand has extended total loans to its priority clients in Bicol amounting to P2.429 billion as of the end of 2008.

This amount is now being used by the bank’s priority clients such as the agrarian reform beneficiaries, small farmers and fisherfolk in general, cooperatives, small and medium enterprises (SMEs) and local government units (LGUs) for their agri-infrastructure, agri-business and environment-related projects.

Of the total amount, P956 million or 39 percent went to agri-infrastructure projects of LGUs while P640 million or 26 percent were coursed through small farmers and fisherfolk, cooperatives and other financial conduits such as rural banks, irrigators associations and non-government organizations benefiting a total of 219,225 farmers in the region.
The total loans extended to SMEs reached P540 million or 22 percent of the region’s total priority sector loans in 2008, a recent LBP statement said. (PNA)

LEGAZPI CITY, Sept. 3 (PNA) – The provincial government of Albay and the Pfizer, a multi pharma company, have signed a memorandum of agreement (MOA) for the full implementation of "Kalusugan Para sa Mamamayan" (KASAMA) of Albay. Albay governor Joey Salceda explained during the MOA signing held here, Thursday, that KASAMA program goal is in line with the government’s thrust to expand access of Filipinos to quality health care.

“The Pfizer is helping every Filipinos, to make their products affordable,” Salceda said. Under the KASAMA program, a health discount card will be unlimitedly distributed to provincial, municipal, city health offices, and hospitals to be identified by the provincial government. “KASAMA card entitles the bearer to avail 20 percent to 60 percent discounts in 20 participatory Pfizer medicine products.”

“Discounts in 20 participatory Pfizer medicine products can be availed in all leading drug stores by presenting their KASAMA discount card,” Salceda said. He further explained that the provincial government’s responsibility is to provide the Pfizer the list of hospitals, city and municipal Health Offices. Pfizer will distribute the discount cards to doctors. “The doctor will prescribe to the patient any of the 20 participatory Pfizer medicine products,” he said.

After receiving the KASAMA discount card, the patient must register through an SMS to Pfizer HealthCare Line for purposes of confirmation. “This is a lifetime access health discount card only in Albay,” Salceda said. Salceda also said the provincial government will come up with a monitoring mechanism to ensure that the discount health card will not be abused.

However, Albert Mateo Jr., Pfizer president and country manager, explained that GSIS e-card holders can also avail of the discount provided that the prescription is a Pfizer product and included in the list of the 20 participatory medicines/drugs. The KASAMA program was launched by Pfizer in 2002 that benefited 1.9 million Filipinos throughout the country and to date there are 1,800 drug store partners. (PNA)

LEGAZPI CITY, Sept. 1 –- The Provincial Government of Albay has intensified it anti-dengue campaign in all schools and barangays, specially this raining season. Albay governor Joey Salceda has instructed the provincial health office to take all necessary precaution in order to prevent the spread of dengue in the province.

He also called on barangay and school officials to conduct regular clean up activities in their respective areas. “Dengue can be prevented and preventing it is not the sole responsibility of the government or health personnel that is why we are calling all barangay and school officials to take the lead.”

During the 2nd quarter of 2009 the Provincial Health Office of Albay recorded 10 dengue cases. Salceda said that all counter measures to stop the spread of dengue and other health diseases are in placed. “Our immediate action is prevention.”

The governor also urged Albayanos to practice proper garbage disposal. “Do not depend on your barangay officials, our cooperation is very important to have a health environment.” Salceda is hopeful to make Albay free from dengue. “We already reduced the number of cases during the second quarter of this year, let’s us do our part to make this province free from dengue." LEGAZPI CITY, Sept. 3 (PNA) – Bicolanos may now take advantage of the price roll back on construction materials starting this month from five percent to ten percent due to rainy season, the Department of Trade and Industry (DTI) Region 5 said.

Rodrigo Aguilar, DTI assistant regional director for Bicol, said that the rollback in the prices of construction materials such as cement, steel bars and galvanized iron sheets is expected because of the rainy season. “We strongly suggest to the Bicolanos to start buying their needed construction materials,” he said.

“During the 3rd and 4th quarter every year there is an instant price rollback in major construction materials,” Aguilar said. He explained further that low demand is another factor for the reduced prices. “Less construction activities means less buyers and this is an opportunity to middle class families.”

Aguilar said that during rainy season, construction materials are very affordable and even if there is an oil price increase, the prices of construction materials will not be affected. (PNA)

LEGAZPI City, Sept. 2, 2009— Albay Electric Cooperative (ALECO), here, has registered the first time in decades positive gain of P32 million per month and has paid its arrears of P100 million in July, this year, to the National Power Corporation (NPC), acting ALECO Manager Engr. Gerry Silva said.

In a forum on Sept. 1 hosted by the Diocesan Social Action Center (SAC), Engr. Silva has attributed the coop’s positive outlook to the reduction of system’s loss; collection efficiency and the restructuring of payment proposal on compounded interests charged by NPC for ALECO’s indebtedness now reaching to P1.9 billion.

By presenting comparative financial statements in 2006; 2007; and 2008 following NPC management take over last July 26, 2008, Silva said that systems loss was reduced by 2 per cent which could be translated into P3 million savings every month. He calls for the participation of more than 150,000 consumers to protect ALECO against power pilferage.

Silva explained that clustering of meters and the standardization of power lines and upgrading of transformers have contributed much to the reduction of systems loss from 24 to 18 per cent. “We are also expecting rebates of P125 million transmission charge as we found out that some ALECO lines do not pass the PNGC 25 mega volt line towers”, Silva said.

ALECO ‘s financial viability was seen after Aboitiz Power Group terminated its contract with the power coop as power supplier forcing NPC to source out and negotiate with other supplier in the public market. “We are preparing that ALECO will be expose to public market when bilateral contract negotiation will push through and what we gained will serve as buffer in paying its obligations” Silva added.

The power cooperative is also readying the “sanitation” of the registration of its member-consumers. Rev. Fr. Jose Victor Lobrigo, parish priest of Out Lady of the Gate Parish in Daraga town has mentioned consumers’ empowerment; accountability and upgrading of management system in order to preserve the gains of ALECO.

Because of mismanagement and lack of accountability on the part of at least 5 former ALECO managers designated by the National Electrification Administration (NEA) before, the power cooperative has suffered financial fix. Consumers believed that this was designed intentionally to pave the way for AELCO’s privatization. (Elmer James Bandol)

Ayy tarush, may maka-pageant din pala dito, hehehe. She has joined in seven pageants and won six of them (yung isa first runner-up sya). She is very good. Sa Miss Bicolandia wala syang corporate or minor award. But she blew the audience away with her Miriam-like speaking. Ganda nung sagot nya!

One thing I admire about Sabah is how they've maintained their rich rainforest. :okay: Too bad wara na kita ki virgin rainforest digdi. But it's not too late, we can replant and reforest. Speaking of, I wonder what's the update on that new forest park in southern Legazpi that was posted here a few months ago.

Lignon hill is a very promising tourist destination in Legazpi City with the regular treeplanting of various groups and individuals..soon it will be a forest area within the city...:banana::banana:

^Yup, more stalls selling snacks and refreshments sana. And the small stores near the foot of the hill, dapat pagayonon man lamang, para mas attractive sa visitors. Maski street food pero dapat malinig and okay man ang presentation. I'm sure magiging hit yan sa mga backpackers who want to sample local street food :okay:

Legazpi City (8 September) -- As PhilHealth (Philippine Health Insurance Corporation) moves towards Universal Coverage by 2010, the agency further expands its benefits and services to the Filipinos providing quality and affordable health care services to OFWs and their dependents through the Overseas Workers Program.

With only P900 as their annual contribution, OFWs and their dependents could enjoy the PhilHealth inpatient and outpatient benefit packages in accredited facilities. However, to continuously avail of these benefits, OFWs should renew their membership annually with PhilHealth by paying the annual premium and by presenting the following documents:

1. Valid passport
2. Valid working permit/visa; Exit and Re-entry visa;
3. Overseas Employment Certificate
4. Any other equivalent documents proving that he/she is an active OFW.
1. Certificate of Employment for applicable period from employer abroad
2. Valid Employment Contract
3. Valid Company ID issued by the employer abroad
4. Cash Remittance Receipt from member abroad at least 2 months prior the date of renewal/payment

Tabaco City (8 September) -- The Department of Agriculture (DA) Bicol regional office has recently turned-over the Grains Center to the city government here that will provide farmers in the first congressional district of Albay easy access to post-harvest facilities that will minimize losses and obtain quality rice. Dr. Jose V. Dayao, DA Bicol regional executive director, said the post-harvest facility is funded under the Bicol Calamity Assistance Rehabilitation Effort Program (B-CARE) thru the efforts of Cong. Edcel C. Lagman.

The facility is equipped with a multi-pass rice mill with a capacity of 25 cavans per hour; a re-circulating mechanical dyer that can accommodate 120 cavans of palay per batch, drying pavement, and a concrete access road. Dayao said that obtaining quality rice means better price. He urged the farmers to patronize the grains center to sustain its operation. He added that the DA is still implementing the 50 per cent subsidy on certified seeds and also the premium subsidy on insurance coverage from August 1 to December 15 planting.

He encouraged the farmers to avail these programs for them to increase production and obtain better income. Dayao also said that a biomass-fed flatbed dryer would also be installed in addition to the existing facilities. The dryer could also accommodate six tons of palay per batch. Mayor Krisel Lagman-Luistro on the other hand is grateful that said project was established in Tabaco City as the city has current 1,065 hectares rice area.

She said that she is also campaigning on the planting of hybrid rice to increase production and obtain rice sufficiency. She believes that going into hybrid rice production will not only increase yield but also the income of the farmers. She also cited that the city is also a recipient of several FMR projects that would link production area to market. She announced that she gives priority to agriculture and they are now implementing the plant now pay later for hybrid seeds and also the 50 per cent discount on fertilizer.

Meanwhile, Rep; Edcel C. Lagman lauded the efforts of the city mayor and announces he is also pushing House Bill 330, which give importance to post harvest facilities. He emphasized that providing post harvest facilities to farmers organization to be paid on a long-term basis without interest would surely help them increase their income. Another project that he is now giving priority is the FMR which would link production areas to market.

He disclosed that good irrigation, coupled with post harvest facilities and FMR would surely give agriculture an added boost. He wanted the farmers to sell rice not palay as he saw the economic advantage of selling rice. He also mentioned the P250 million funds released to DA for the development of indigenous products of Bicol, which include pili, abaca and coconut.

He sees also the potential of these indigenous crops especially pili in terms of providing additional income to the farmers. He envisions the establishment of a plantation of pili in the region that could sustain the increasing demand of pili nuts for processing. (DA/PIA)

LEGAZPI CITY—For the past two years, residents of this major city in the Bicol region had to make do with using dirty water for their daily needs. Those days will soon be over, with the residents making a collective sigh of relief following a $5-million donation from Japan for the desalination of the city’s supply of water.

Noel Rosal, mayor of this city, confirmed the $5-million grant from the Japanese International Cooperation Agency (Jica), saying the requirements asked by the Japanese government had been readily complied with.

City councilor Alfredo Garbin Jr., chairman of the city’s committee on laws and among the city’s leading advocates for clean water, said he believed the Japanese government was aware of the city residents’ two-year dilemma of using less-than-perfect water supplied by the Legazpi City Water District.

Garbin said the LCWD increased its water rate by almost 50 percent two years ago after it boasted using Philhydro water technology that was supposed to deliver clear and clean water equivalent to mineral or purified water. The result was the opposite, Garbin said, as the water supplied by the LCWD was less than perfect.

“You cannot have a pail of water from LCWD without seeing the dirt and residue that oftentimes was yellow or brown in color,” said Garbin. He added that the water supplied by the LCWD was only good for cleaning toilets, not for bathing and laundry.

Garbin said the city government had filed a case against LCWD before the regional trial court last year, questioning the rate increase for the dirty supply of water.

According to Geraldine Rosal, wife of the city mayor and also an advocate for clean water, the dirty LCWD supply turned purified and mineral-water supply a booming trade in the city.

She added, “Pity the poor who could not afford bottled water for drinking. They had no choice, but to always boil their water to make it potable.”

Residents told the BusinessMirror that even for cooking and laundry, the colored LCWD water supply was a “disgusting” development. Worse, the LCWD imposed strict rules on their collection efforts, they said.

Mayor Rosal explained that the $5-million grant would be used to tap seawater in the southern coastal barangay of the city as a source for desalination. He said he had brought the LCWD situation to the attention of LUWA administrator Prospero Pichay, but the former congressman said the LCWD issue happened before his administration.

He said Legazpi City is lucky to have the desalination project, saying it cannot rely from the supply of water sourced from Mount Mayon because every time the volcano erupts, the city’s water supply is affected.

In few years to come Legazpi will have its modern solid waste disposal facility, modern transport terminal, and a modern water supply plant...what would be the next?-it would be nicer if they will project to bury those electric and telephone wires securely underground

I am actually pleased our claims over Sabah did not succeed. Otherwise, there will be more poor Filipinos, more than the present figures. At least we can say Malaysia is doing a good job.

LEGAZPI CITY: The strike force of the Department of the Interior and Local Government (DILG) raided on Monday morning the allegedly illegal gambling operation of the Cagayan Freeport-based Meridien Vista Gaming Corp. and arrested 31 persons, many of them are barangay officials who acted as “Kabo.” A certain Police Chief Inspector Hectopher Haloc of the DILG strike force led the raid at the safe house in Guevarra Subdivision here while the remittance of collections was going on. Mayor Noel Rosal said he sees nothing wrong with the raid if Meridien Gaming is not authorized to operate outside the Cagayan Economic Zone Freeport.

Documents, however, showed that an opinion had been rendered in March by the government corporate counsel of the Justice Department declaring Meridian Gaming operation outside the Freeport as illegal, according to the April 1, 2009, certification issued by Secretary Jose Mari Ponce, Cagayan Freeport administrator and chief executive officer.

Legazpi City Police Chief Supt. Edgardo Ardales said the strike force from DILG did not coordinate with his office before the raid. He admitted that his office would not touch the operation of Meridien Vista Gaming because of the permit by the provincial government.

Supt. Ardales said the 31 persons arrested were submitted for inquest by the city prosecutor’s office but city prosecutor Palmarin Rubio dismissed the case allegedly because of the wrong process applied by the raiding team in conducting the raid. The Meridien operation started its operation in Albay in March one week after police raided its expanded operation in Camarines Norte. Albay Philippine National Police Director Supt. Joel Baloro said his office is aware of Meridien operation has the permit to operate from the provincial government saying he was furnished a copy.

Two weeks ago, Rosal halted the casino operation in Legazpi City following the strong opposition from the Church led by Bishop Lucilo Quiambao of the Diocese of Legazpi. The casino operation was expected to operate this October to be housed at the soon-to-operate Embarcadero, which will be Bicol’s biggest luxury mall.

The Church leaders lamented that they are finding hard to develop the minds of the young ones against idleness and gambling because of the propensity of local leaders in promoting gambling on the pretext it is funding projects. They said that despite the Bicol region’s economic misery, it is now saddled with all forms of gambling like jueteng using Small Town Lottery (STL) and the Meridien online betting operation as fronts, adding that bet collectors are seen in every barangays, government offices, and schools with pen and papers in hand collecting bets.

Rev. Fr. Ramoncito Segovience, director of the social action center of the Diocese of Legazpi said the Church is disturbed now that authorities are showing their silence against illegal gambling, saying the Meridien Gaming which operates as an online gaming could not even show an online operation center in the province, except a mere collection center such as the one that was raided on Tuesday.

Dex, would you know when the Franciscans left Daraga as administrators of the parish. When I was in high school, they were still the ones running the parish.

The Daraga church is really historical.

Are you referring to Father Servulo San Martin? Siya su ultimong Español na pading Franciscano na-assign sa Daraga. I just could not remember the exact date of the parish's turnover to the diocese. Dai ko marumduman kun siisay nagsalida kay Fr. Servulo. All I remember now are some of the names like Fr. Monroy and Fr. Kim Suela. Maluya na talaga an memorya ko.

Dai mi na talaga naabutan ang mga Español na padi hehe. Pero naabutan ko na foreigner priest si Fr. Titer (spelling?) sa Redemptorist. Hehe. Our parents used to take us to the Redemptorist Church in Gogon to hear mass and have confession pag New Year and minsan pag Holy Week. S'ya usually ang nasa confessional. Hehe

LEGAZPI CITY—The United Nations Development Program (UNDP) and the national government have separately set aside this year heavy investments for livelihood, calamity mitigation, agriculture and infrastructure development in the Bicol region. The UNDP, according to the latest report of the National Economic and Development Authority regional office here, earmarked $2 million for shelter development, livelihood and disaster preparedness for Albay, Camarines Sur and Sorsogon, three of the six Bicol provinces most prone to natural hazards.

UNDP has committed to assist provinces with location and natural attributes that are exposed to natural hazards such as earthquakes, tropical cyclones, prolonged flooding, landslides and volcanic eruptions, the report said. It finances projects in the three provinces for shelter assistance in targeted resettlement sites with support for microfinance and quick-impact livelihood, as well as capability building on disaster preparedness and mitigation, it added.

The national government, meanwhile, has allocated over P5.5 billion this year for various infrastructure projects ranging from the development of modern irrigation system to airport, seaport, roads and bridges. Of this amount, over P3.5 billion went to the construction of the so-called twin skyway bridge that would provide easier access between Libmanan town and the business center of Naga City and the Libmanan-Cabusao irrigation system to provide irrigation to some 4,000 hectares of rice field.

Both projects are based in the First District of Camarines Sur, which is being represented in Congress by the President’s son Rep. Dato Arroyo. Libmanan is the town he had adopted as his official place of residence. The twin bridge, including its 100-meter road component, got P1.6 billion while the irrigation system was given P1.9 billion. Implementation of both projects is now on initial stages. Out of the remaining amount of about P2 billion in national-government investment on infrastructure for Bicol, two vital projects worth over P500 million are being pursued this year to boost the economy in Albay.

Albay Gov. Joey Salceda, concurrent Regional Development Council (RDC) chairman and a top economic adviser of President Arroyo, said some P700 million in infrastructure investments is now being used to start construction of the proposed Southern Luzon International Airport in Daraga, Albay, and the rehabilitation of the Pantao Port in Libon. The two pipeline projects gained approval at the RDC Chairmen’s meeting recently held in Malacañang where the Department of Transportation and Communications (DOTC) committed, through the Philippine Ports Authority (PPA), the restoration of the Pantao Port.

Salceda said the PPA has started to rehabilitate Pantao Port in the third quarter of this year with P100 million to start restoration work at the port’s phase 1 area. The port, built for over P200 million over three years ago, was badly damaged by Typhoon Reming in 2006 even before it could be commissioned for operation.

Another big project for Albay is the new road network that would directly link its towns of Camalig, Guinobatan, Jovellar and Daraga with the whale- shark town of Donsol in Sorsogon. The project involves the construction of 26.9 kilometers of roads and five bridges with an aggregate length of 75 linear meters that will cost P814.5 million sourced from the Secondary National Road Development Program of the Millennium Challenge Account Philippine Compact Program, Salceda said.

The project will have a positive impact on local tourism since the new road network will provide a shorter and safer access to Donsol town, known worldwide for whale-shark watching and interaction, he added.

For Camarines Norte, the Department of Public Works and Highways (DPWH) is now implementing some P251 million in various infrastructure projects for this year, P108 million of which was meant for roads and bridges under the economic stimulus package. Projects for roads and bridges include, among others, two foreign-funded bridges worth P30 million. Ten locally funded national roads and bridges projects have also been lined up, as well as P40 million worth of other infra projects from Congress, according to DPWH assistant regional director Oscar Cristobal.

The projects being implemented are the concreting of the Quirino-Andaya Highway along the Camarines Norte road portion; improvement, rehabilitation of the Maharlika Highway; and the concreting, improvement and rehabilitation of some national and secondary roads in the province, Cristobal said.

In Sorsogon, the DOTC had also appropriated, under its ports-development program, for this year P150 million for the improvement of the Castilla all-weather seaport in Castilla town. The amount, however, was yet to be released by the Department of Budget and Management, Albay Vice Gov. Renato Laurinaria, who sought the fund from Malacañang last year, said over the weekend.

With funds coming in trickles, making the southbound train run from Metro Manila to Bicol has been a daunting challenge to Manuel “Ower” Andal, general manager of the Philippine National Railways (PNR). Andal said the PNR originally targeted to open the railway lines to the region by yearend, but it had to be reset for March next year. Consequently, a plan to reconnect the southbound line from Tagkawayan town in Quezon to Naga City in Camarines Sur must also be delayed, he said.

The Bicol railway line stretches for 377 kilometers from Metro Manila to Naga, with travel time taking about seven hours. It was closed in 2006 when Supertyphoon “Reming” ravaged the region.

Commuter system

The commuter operation will expand with the rehabilitation of the railway lines to other towns going to northern Quezon and south to Legazpi City in Albay. A rail bridge was washed out by Reming in Travesia, Guinobatan town in Albay. Andal said the railway line from Manila to Naga had yet to be repaired. But he stays optimistic that the PNR could start its services in Bicol one step at a time through the commuter system.

A test run has been scheduled during the Feast of the Peñafrancia on the second week of September, to serve the towns of Pamplona, Libmanan and Sipocot. Andal explained that making the train run would enforce maintenance of the railway tracks and evaluate the PNR’s new systems, personnel and train stations.

The PNR station in Naga is being renovated at a cost of P24 million. Three other stations – Iriga City, Libmanan and Sipocot, all in Camarines Sur – are to be remodeled within the year. Andal said local contractors were tapped to do the construction work, including the refurbishing of coaches that are still stable and in good condition. He hoped that the government’s move to tap the Export-Import Bank of China was being supported so that total rehabilitation of the PNR railway lines and facilities could be done.

Feasibility study

According to the National Economic and Development Authority, the feasibility study of the railway operation in Bicol was completed in 2004. Hinged on the Medium-Term Philippine Development Plan 2004-2010, the study recommended a two-phase project. The first phase involves the rehabilitation and reconstruction of 89 percent of the southbound railway tracks from Calamba City in Laguna to Legazpi, or a distance of 422 kilometers. It is estimated to cost $627.8 million.

The second phase connects the roll-on, roll-off infrastructure of the Arroyo administration. The study recommends the construction of a 112-km new rail line extending to Matnog town in Sorsogon (takeoff port for the Visayas and Mindanao) from Legazpi. It will cost the government $304.2 million.

The PNR southbound railway system reached Legazpi from Manila in May 1938. It stretches 479 km, traversing the provinces of Laguna, Quezon and Camarines Sur. Through the years under the Marcos dictatorship, the PNR suffered great losses that destabilized its north and south operations. In 1973, major floods closed a portion of the north railway. Two years later, Legazpi was cut from the railway system when flood destroyed a rail bridge in Camalig.

Recovery

After the Edsa I uprising, the situation of the PNR services worsened with the southbound train getting no further than Naga. When former president Fidel Ramos took over the reins of the national government, the PNR experienced a recovery. The Asian Development Bank lent the national government P1 billion to finance the rehabilitation of the southrail to Legazpi.

New coaches were also acquired.

During the administration of then president Joseph Estrada, the PNR acquired from Japan 12-year-old coaches disposed after the country’s main line railways were converted to the present standard gauge. Under the Arroyo administration, the rehabilitation of the PNR continued through various investments and projects designed to revive the rail transport.

With estimates of close to $1 billion to fully expand and revive the southbound railway services, it remains to be seen when the “Bicol Express” would again chug its way from Metro Manila to the region.

Hmm, I didn't know Malaysian investors are involved in the development of the Legazpi golf course. That's good. :okay:

There is a plan to renovate that park (supposed to be funded by the Spanish Gov't.), it has been discussed many times before in this thread. But the only developments we can see at present are the new lamp posts.

si harold imperial ay tumakbo na ng congresman sa third district pero hindi siya nanalo...ngayon naman sa legazpi naman siya tatakbo ng mayor parang mas gugustuhin ko pa si geraldine rosal kasi pwede siyang tulungan ni mayor rosal dahil asawa niya ito...at tsaka sana si mayor rosal tumakbo ng comgresman ng second district alam kong panalo siya....at tsaka maganda kong babae ang maging mayor ng legazpi para astig kasi sa tingin ko itong si geraldine rosal ay maganda ang magagawa nito para sa city natin...at si rosal naman alam nating magaling siya kaya supportahan na lang natin kong ano man ang disesyon nila para umunlad ng umunlad ang legazpi at ang albay

(abo na nya daw mag dalagan sa province kasi, bankarote na yung cavan ng province.... after he saved 300 million for the province) whew... sana mga marhay ng pulitiko mag dalagan, not of those names na wara man naguibo. they have been there for so long but no concrete plan for the improvement of the community, just for the position....

i just noticed sa banner ta man palan na na feature su mga stablishment, sana po isabay din ang LCC hehehehe aside sa na miss ko na yung itsura nito (limot actually) but LCC must be given credit. I have only one explanation for this... the tax revenue in LCC is directly deposited in provincial treasury, while the gaisano mall, they pay their tax to their homeland... cebu city. so hope that you guys also support our LCC. They are creating jobs as well as revenue while gaisano is just jobs... and no revenue. although I hate the TAN's personally, but we need to support the local business owners.

Yes, Neuhaus Inn is a no perks hotel. It actually looks like a motel but twice that I've stayed there especially during Holy Week, it is patronized by families. You have your own garage so your car is safe and the rooms are immaculately clean. Even my female balikbayan cousins who are very picky liked the hotel. The hotel is very near the aiport. It is actually along the extension of the airport road. It is very convenient if you have a car, but if not, trycicles are everywhere in the city that can bring you there any time of the day.

Have a nice stay in the city.

There are two things here. Yes, you have P300 Million in the bank, but there are no accomplishments that are visible. I would rather see visible accomplishments with a meager sum in the bank. If you have the money and you spend it properly, go ahead, rather than have the money and do nothing. I think the present governor showed more accomplishments than his predecessor. But I am not saying that Mr. Gonzales is bad, because he is not. It's just that my perception is that Mr. Salceda is doing better.

LEGAZPI CITY: Gov. Joey Salceda of Albay one of the economic advisers of President Gloria Arroyo strongly contested the passage of “tax on text” bill which according to him will gravely hurt the poor cellular phone subscribers, migrant workers and is bad economic and social policy for the government.

He said that the text is already subjected to 12 percent vat and 30 percent income tax. “I will recom*mend to President Gloria Maca*pagal-Arroyo to reject it,” Salceda told The Manila Times through a text message.

“First text is already subject to 12 percent vat and 30-percent income tax. There is no com*pelling reason to tax it more than other products. Unlike alcohol and cigarettes, there is no con*sumptive logic example welfare increases by penalizing and reducing its usage,” he said.

“Second this will increase the cost of text packages patronized by ordinary Filipinos by 50 percent since average is only ten centavos. With no landline, they rely mainly on text for commu*nications spe*cifically the overseas Filipino workers [OFW]. Effec*tively this is an OFW tax,” Salceda continued.

The House of Representatives’ Committee on Ways and Means approved Wednesday a bill im*posing a 5 centavo excise tax on text messages which will be charged over 70 million cellular-phone users or subscribers following additional tax duty. The tax on text was seen as a substitute to a proposed addi*tional tariff on sin products such as cigarettes and beverages, which until now remains on hold. Should the bill enacted be into law, the standard rate of each text message will become P1.05 from the current P1.

Salceda’s opposition was also corroborated by ordinary people in Albay specifically the families of migrant workers. Jovita “Vita” Bautista of Caba*san village on Cagraray Island, Bacacay, Albay, mother of four children whose husband Jose Herrin works as an overseas Filipino worker in Saudi Arabia as car painter told The Manila Times that the additional levy on text messages will badly affect her daily budgetary allocation, particu*larly the mode of communications with her loved ones.

Besides overseas Filipino wor*kers, stu*dents and ordinary cell- phone subscribers will be bur*dened by said text tax. Under the bill, all short message service and multimedia service sent from mobile phones as well as every overseas dispatch originating from the Philippines will be subjected to excise tax. According to the author of the bill, Rep. Exequiel Javaier of Antique the government could generate at least P36 billion annually should the bill be enacted into law.

Yup, they had a jetski tour of Sula Channel, Cagraray Island and nearby islets. I think these islands and islets are adjacent to each other, making it easy to hop from one island to another on via jetski. The Sula Channel is also very narrow and has calm waters because it is practically surrounded by land.

I hope they also include jetski tours of Cagraray Island in their packages. This is a unique activity that tourists will certainly enjoy. :okay:

padi so you mean more expenses are way better than savings? mas muya mong may utang ang taong bayan kesa sa wara? and the airport are been in the planning for 10 years or so.. it is not a salceda master plan. I would say bitchara had a legacy of making the zoo, better than salceda, and he is not even in the gov office as he is also working in manila with the arroyo administration. every magayon festival he blew 50 million... and the revenue is less than 10% of that... now do the math... mas muya mong baon sa utang? or gusto mong umasenso? and all books pertaining to richness... is through savings... kung aram lang yan cang mga squatters... mayaman sinda, baco puro gastos.

salamat tabi and I rest my case...

A bill that seeks to prohibit the use of styrofoam packaging from food and business operations has been filed at the House of Representatives. House Bill (HB) 6618 authored by Albay Rep. Reno G. Lim (3rd district) seeks to ban the use of polystyrene material such as styrofoam in food packaging and encourage businesses to use recyclable or compostable food containers. Mr. Lim said epidemiologic studies suggest there may be an association between styrene exposure and an increased risk of leukemia and lymphoma. "Styrofoam is made of styrene. It is a suspected carcinogen and neurotoxin that was recently limited by the Food and Drug Administration in bottled drinking water. Studies have indicated that styrene residues are present in 100% human of all human fat tissues in the US, wherein using of styrofoam is very rampant," he said in a statement yesterday. 2 new Bicol bridges now open to motorists

Ligao City (11 September) -- Two newly constructed bridges were opened to traffic, linking this city to Tabaco City and other villages in the province, the Department of Public Works and Highways (DPWH) Albay 2nd District Engineering Office under the leadership of District Engineer Efren C. Manalo, said.

The newly constructed bridges are the Basag Bridge at barangay Basag and Tobgon Bridge at barangay Batang, both in Ligao City. Albay 3rd District Representative Reno G. Lim inaugurated the Basag Bridge last August 28, 2009, to be followed by another inaugural ceremony on September 18, 2009 for the Tobgon Bridge.

DPWH District Engineer Manalo said some P38.4 million from the President's Bicol Calamity Assistance and Rehabilitation Efforts (B-CARE) funds were spent to reconstruct the two bridges destroyed by super typhoon 'Reming' in November 2006. Manalo said the total collapse of the two vital bridges isolated several villages and Tabaco City bringing difficulties in transporting farm products to the this city and other municipalities of Albay.

He said the completion of Basag and Tobgon Bridges would hasten the transportation of farm products to the market, thereby improving the livelihood of the farmers in the rural villages of this city. Basag Bridge is 30.60 linear meters RCDG Bridge type with 159 linear meters of guard rails at both approaches and project cost of P23.7 million sourced by Congressman Reno G. Lim from B-CARE funds.

Tobgon Bridge is 60.00 linear meters Steel Truss Type (Type CH5D) and 75.00 linear meter span RCDG both Reinforced Concrete Deck Slab Superstructure, one Abutment and Pier Substructure supported by Steel H-Pile Abutment. Slope protection is rested on steel sheet. Project cost is P14.7 million; it's a foreign-assisted project from the United Kingdom (UK) with funding counterpart from the Government of the Philippines (GOP).

The two bridges were awarded to and constructed by NFH Construction and Supply. Manalo said the construction of the two bridges brings to completion the rehabilitation of various infrastructure facilities such as roads, bridges, and flood control structures destroyed by two super typhoons that hit the Albay province in 2006. Legazpi City (11 September) -- The Department of Agriculture (DA) Bicol regional office has launched the upland-based Palayamanan project in barangay Intarana, Polangui town to help seed growers' cooperative produce rain fed/upland palay varieties. Dr. Francisco Malabanan, chief operating officer of the GMA Rice Program, said all upland varieties available in the country will now be tested for their adaptability in this upland barangay.

He said that the implementation of the upland-based rice farming systems project adopting the "Palayamanan" approach will help improve the production of palay in the area--integrating rice production with other commodities like peanut, corn, sweet potato and mongo, including livestock."

According to Malabanan, so far, this project is the first to be undertaken in the expanded domain in the country. Over 200 farmers including the 10 farmer partners of the project, barangay officials, personnel of government agencies and some local media attended the event held in this barangay on September 4, 2009.

He commended the cooperation shown by the farmer partners and the all-out support given by the provincial government through Gov. Salceda and the municipal government through Mayor Jesus S. Salceda, Sr., the governor's father. Moreover, he also commended the Bicolano rice farmers and rice program implementers for obtaining the highest growth rate of 17.3 percent in rice production among all regions during the first semester of 2009. Eleven percent of this growth rate was attained by Albay province.

During the launching, Albay Governor Joey S. Salceda who hails from this barangay announced that he supports the implementation of Palayamanan projects and urges the expansion of the project specifically in the 17 more upland barangays of Polangui in addition to the six barangays currently participating in the project. Salceda said that to engage in other palay varieties is part of the climate proofing strategy of the government to ensure sufficient rice supply after calamities.

He attributes this significant increase to: 200 percent utilization of certified seeds which were given for free; increase in area harvested; strong LGU support to the fertilizer discount coupon scheme specially by the provincial government of Albay which released P14 million as its counterpart to the program. He said that Palayamanan has been adopted by the provincial government of Albay as its platform of Agri-Rehab program of the provincial government of Albay. (PNA/PIA)

Taxi cabs are now becoming familiar in the city. I saw 5 units. All white in color. May van and kotse but with taxi logo. I'm glad because they have advertisement in local radio stations. Flag-down is 30.00 just like in Manila. Legazpi to Daraga will cost you only Php 90-110. So, worth it.

I'm becoming a fan of AKO BICOL. I like their program for the Bicol as a whole. They had program launching over Embarcadero Celebration Plaza last Sept 5. Im just wondering if EM can really open on October with full blast but from what I saw, paintings are the only remaining works to be done. Celebration Plaza is really huge, kinda Trinoma's circle or how do you call it?
WOK restaurant just opened. It's a Chinese restaurant while Kitaro is a Japanese resto.

aww ganun po ba?? eh...akala ko kasi mas magaling si bichara at salceda kaisa kay gonzales nung kay gonzales pala umunlad pala ang ating lalawigan ng albay kasi ang alam ko noon sa usap-usapan nila si gonzales ay curropt at walang nagawa sa city ng legazpi mas focus pa siya sa ligao city lang at hindi sa buong albay

Gonzales and Salceda are both good Governors...magkaiba lang ang approach nila...madami rin si gonzales napagawa na farm to market roads..the good thing is he even made sure that the qualities of the roads under his projects were really at standard...and his approach was more on microeconomics...salceda because of his experiences as economic adiviser under GMA, medyo strategic ang approach nya sa economy.He even envisions to have a single market for Albay and Sorsogon..

Legazpi City (11 September) -- The Department of Agriculture (DA) Bicol regional office has launched the upland-based Palayamanan project in barangay Intarana, Polangui town to help seed growers' cooperative produce rain fed/upland palay varieties. Dr. Francisco Malabanan, chief operating officer of the GMA Rice Program, said all upland varieties available in the country will now be tested for their adaptability in this upland barangay.

He said that the implementation of the upland-based rice farming systems project adopting the "Palayamanan" approach will help improve the production of palay in the area--integrating rice production with other commodities like peanut, corn, sweet potato and mongo, including livestock."

According to Malabanan, so far, this project is the first to be undertaken in the expanded domain in the country. Over 200 farmers including the 10 farmer partners of the project, barangay officials, personnel of government agencies and some local media attended the event held in this barangay on September 4, 2009.

He commended the cooperation shown by the farmer partners and the all-out support given by the provincial government through Gov. Salceda and the municipal government through Mayor Jesus S. Salceda, Sr., the governor's father. Moreover, he also commended the Bicolano rice farmers and rice program implementers for obtaining the highest growth rate of 17.3 percent in rice production among all regions during the first semester of 2009. Eleven percent of this growth rate was attained by Albay province.

During the launching, Albay Governor Joey S. Salceda who hails from this barangay announced that he supports the implementation of Palayamanan projects and urges the expansion of the project specifically in the 17 more upland barangays of Polangui in addition to the six barangays currently participating in the project. Salceda said that to engage in other palay varieties is part of the climate proofing strategy of the government to ensure sufficient rice supply after calamities.

He attributes this significant increase to: 200 percent utilization of certified seeds which were given for free; increase in area harvested; strong LGU support to the fertilizer discount coupon scheme specially by the provincial government of Albay which released P14 million as its counterpart to the program. He said that Palayamanan has been adopted by the provincial government of Albay as its platform of Agri-Rehab program of the provincial government of Albay. (PNA/PIA)

A friend told me that a soap opera episode was shoot there. Don't know exactly, but I doubt that was Kim Chiu's teleserye. Anyone knows that?

Yup. This helps debunk the old rumors that Misibis' sands were 'exported' from other beaches. Based on the pics, the golden sands from neighboring beaches in Cagraray have the same color as the one in Misibis.

I'm becoming a fan of AKO BICOL. I like their program for the Bicol as a whole. They had program launching over Embarcadero Celebration Plaza last Sept 5. Im just wondering if EM can really open on October with full blast but from what I saw, paintings are the only remaining works to be done. Celebration Plaza is really huge, kinda Trinoma's circle or how do you call it?
WOK restaurant just opened. It's a Chinese restaurant while Kitaro is a Japanese resto.

Hmm i got no info about this but this opens the possibility to other locators like Rustans Supermarket, SM Hypermart and Robinsons Supermarket which I believe will be a crowd-drawer. I read somewhere else that EM is the biggest luxury mall in the Bicol Region. LCC in Daraga is not yet open. End of September is the target. Well, in LKY terminal many "shockers" will happen and highly anticipated. Bugoy and Anne Curtis will be there.:banana:

Even the local radio stations look to us, this makes me proud and happy about our big contribution to our city. Some tourists know EM, Misibis, LKY, PM etc through this humble thread we have. Yeah you got it right. Ivory Classic Resort Hotel is 5-star but Hotel St Ellis is still not officially categorized as 5-star because this hotel is very silent that it has no sneak peeks.:ohno:

The BU campus looks much cleaner now than I remember it. They've also added some buildings I don't recognise but the main building still looks the same. The pyramid thing in the middle looks like it was inspired by the glass pyramid of the Louvre in Paris.

Yup, lots of changes inside the BU campus for the last few years. I just hope they renovate the old grandstand, improve the BU oval, rebuild the BU Little Theatre, and further improve the classrooms and other facilities. :colgate:

This plateau (and isthmus) covers southern Legazpi and Daraga in Albay, and Castilla and Pilar in Sorsogon, between the Pacific (Albay Gulf) and the busy shipping lanes of the Visayas and the South China Sea; if you ask me, very strategically located more or less at the geographical center of the entire archipelago. Livestock and poultry industry players are expected to participate in the 2nd National Livestock Summit in Legazpi City this week in cooperation with the provincial government of Albay under Gov. Joey Salceda and several agencies.

Among the attached agencies include the Livestock Development Council, Bureau of Animal Industry (BAI), National Dairy Authority (NDA), National Meat Inspection Service (NMIS) and the Philippine Carabao Center (PCC), all of them under the Department of Agriculture (DA). This summit will be held from September 16 to 18 at the city’s Albay Astrodome.

LDC Director Carlos Mendoza said "this summit will focus on the theme: Coping with emerging challenges to the livestock and poultry sector – climate change, global trade, emerging diseases and food security.” “This gathering will convene all the key players and stakeholders of the industry, and will hopefully be a venue towards the sharing information on the current state of the industry and to promote interaction among private, academic and government stakeholders,” said Mendoza in a report to Agriculture Secretary Arthur Yap.

“It also envisions to create awareness on the impact of global warming on the livestock and poultry industry, and for industry stakeholders to formulate policies, programs and regulations to mitigate and adapt to its effects” he added.

Just want to let everyone realize that desalination is not the only option for lack of or dwindling water source - it should be the last option after exhausting all other options.
One of the main options that was considered by the NSW government to stop the Sydney water crisis was desalination - a process where salt and water are separated in saltwater. Desalination has caused great controversy in Sydney. The government planned to build desalination plants in particular areas of Sydney to provide extra water.

Desalination works by firstly extracting a reasonable amount of seawater from the ocean. Through reverse osmosis, salt concentration is removed. Water is then pumped into the Sydney Water distribution system for households, industries and businesses to use. The unwanted remaining salt concentration is pumped back into the ocean.

One of the advantages of building a desalination plant, is it can act as a backup in case dam levels are low or if there is a drought occurring.

On the other hand, there are many disadvantages of building a desalination plant. Building a desalination plant in Sydney can be too costly and consume too much energy such as electricity and heat. Also, it reduces oxygen levels in the air and results in an increase of the density of any discharged waste water. In addition, there would be an increase in the greenhouse gas emissions and thus this results in pollution in the atmosphere. Furthermore, there are other alternatives, such as recycling, that does not cause finance and environment issues to arise. Therefore, desalination may not be a good solution.

Some Australians believe that desalination is a quick solution to Sydney's water crisis, while on the other hand, other Australians have strongly protested against it. An example of this is the Kurnell protest. In recent media, the state government decided to build a $2 billion desalination plant at Kurnell in the hope of solving Sydney's water shortage issue. This has caused an outcry by the Australian public, in particular by residents in Kurnell. They pointed out that in building the plant, it would result in a rise in noise and traffic problems for local residents and visitors. Furthermore, a large area of Botany Bay's water would be contaminated as a result. Also, large amounts of electricity from the State's coal-fired power stations would be consumed, resulting in polluting the atmosphere and therefore increasing greenhouse gas emissions.

However, because the plans for building a desalination plant in Sydney resulted in widespread protests by Sydney residents, the government decided to put those plans aside. The desalination plans would be put into action by the state government if dam levels were to fall below 30 per cent.

In conclusion, desalination might ease the crisis but other problems, concerning finance and the environment are likely to arise from it.

The advantages of desalination are the quality of the water and its guaranteed supply. The disadvantages are the high price, its energy-dependence, geographical limitation (dependence on the location of plants and water distribution), and the environmental limits set by the marine environment, both in terms of the water supply and the discharges.

Inverse-osmosis desalination, which is the system used by modern desalination plants, has made significant progress in terms of energy savings. It uses different types of increasingly efficient recovery methods, which have reached a ceiling of about 3 kWh/m3 in the osmosis process.

Energy is also used to pump water to the plant from the sea, and to the areas in which it is used. It will be extremely difficult to achieve a rate of consumption below 4-5 kWh/m3 of desalinated water. The impact of discharges on the marine environment, in particular on the prairies of oceanic Posidonia in the Mediterranean, has been studied by reputable bodies and
researchers. However, their long-term effects, and the impact of a significant volume of discharges, are not known.

^ Thanks for the information..Dasilination plants are common in the middleast, too...and they been there for decades and no studies were made to determine the environment impact of the discharges in the environment? reverse osmosis is i think just similar to the process used by the popular nowadays "mineral water stations".

Its like Legazpi City and other parts of Albay will have this "huge mineral water station"..Fortunately Legazpi will rely on geothermal power for the energy needed to operate the plant..

Hope it will be built the soonest!

Thanks for the info! There should be an awareness campaign about water desalination and its pros and cons. We should all be aware of whatever consequences this particular process will have.

Hey guys, just a thought to introduce some enhancements of the old downtown of Legazpi. What if the two oldest main streets of the city are closed to traffic and just make them a pedestrian avenue. I am referring to the following city thoroughfares:

RIZAL STREET - from the Battle of Legazpi monument to PNB

PENARANDA ST. - from DBP up to St. Raphael's Church.

I have seen old streets in other countries which were converted to just pedestrian streets. This was done by Mayor Atienza to Avenida Rizal, and I like how it looked. It was reverted back though by Mayor Lim to its old function.

Converting Penaranda and Rizal Sts to pedestrian streets can bring back these two thoroughfares into their old role in the city, which was its shopping mecca. These two streets can be beautified with greens and lights. The road pavements can be converted to concrete tiles. Isn't that a nice idea for a change of the old city's look? The store owners should be enticed too to renovate according to a theme that will be adopted for the rehabilitation. After the streets are rehabilitated, and no motor vehicles are allowed, the city folks will be enticed again to make it a pasyalan. It will be like a park then and pollution is minimized.

The route of the vehicles can be transferred to Elizondo - or that road in front of PNB. Sorry, nalingawan ko na su mga pangaran kan mga streets sa downtown.

So, what do you think people?

Besides, the streets mentioned are too narrow and become congested during rush hour. Private and ublic utility vehicles can use Quezon Avenue and proceed to Gov. Forbes St. instead.

We can add tastefully designed covered walkways, lamp posts, water features, etc. It will help make the city center more attractive and conducive for walking tours. For example, tourists can casually walk from Landco to the Battle of Legazpi Pylon, Rizal St., Quezon Ave, then proceed to the Embarcadero. Maybe we can also add other points of interests such as public art and historical markers. :okay:

Thanks Dex. It is the only way to revive that old downtown, we have to continue to reinvent before it turns to urban decay where it will be difficult to revive later. I hope the city administrators who are reading this thread as per Mega, will take this as a cue.

Hey guys, just a thought to introduce some enhancements of the old downtown of Legazpi. What if the two oldest main streets of the city are closed to traffic and just make them a pedestrian avenue. I am referring to the following city thoroughfares:

RIZAL STREET - from the Battle of Legazpi monument to PNB

PENARANDA ST. - from DBP up to St. Raphael's Church.

I have seen old streets in other countries which were converted to just pedestrian streets. This was done by Mayor Atienza to Avenida Rizal, and I like how it looked. It was reverted back though by Mayor Lim to its old function.

Converting Penaranda and Rizal Sts to pedestrian streets can bring back these two thoroughfares into their old role in the city, which was its shopping mecca. These two streets can be beautified with greens and lights. The road pavements can be converted to concrete tiles. Isn't that a nice idea for a change of the old city's look? The store owners should be enticed too to renovate according to a theme that will be adopted for the rehabilitation. After the streets are rehabilitated, and no motor vehicles are allowed, the city folks will be enticed again to make it a pasyalan. It will be like a park then and pollution is minimized.

The route of the vehicles can be transferred to Elizondo - or that road in front of PNB. Sorry, nalingawan ko na su mga pangaran kan mga streets sa downtown.

So, what do you think people?

The shopping center is composed of 3 old narrow thoroughfares, 2 blocks of old Shop houses, 1 block of Hotel component operated by Hotel Intercontinental, 1 block of newly built mix-use office and departnment store. The pedestrian mall is open 24hrs to foot traffic although the tenants operate in typical hours.

Yes, I have seen this in Singapore and this actually gave me such idea. But it may not even be as grandiose as this. But if the city can afford it why not! With the help of the business groups of the city. Imagine a high tech fountain at the corner of Penaranda and Rizal Sts. with the refurbished old Stilianopolous and Los Banos buildings surrounding it. Para kang wala sa Legazpi. :banana:

This is to notify the public and concerned authorities on the current activity of Mayon Volcano.

At 5:37 AM today, three minor ash explosions occurred at the summit crater of Mayon Volcano (13.2576 N, 123.6856 E). These events lasted for about three minutes. The explosions produced a brownish ash column that rose to a maximum height of about 700 meters above the crater and drifted to the southwest. For the past 24 hours, the seismic network recorded eleven (11) volcanic earthquakes. Steam emission varied from weak to moderate that drifted north-northwest and east-northeast. Sulfur Dioxide (SO2) emission rate decreased to 50 tonnes/day compared to the previous reading of 818 tonnes/day (12 September 2009). Faint crater glow ( Intensity I) was observed last night.
The status of Mayon Volcano remains at Alert Level 2. This means a state of unrest which could lead to more ash explosion or eventually to hazardous magmatic eruption. Thus PHIVOLCS strongly recommends that the 6-km radius Permanent Danger Zone (PDZ) around the volcano and the 7-km Extended Danger Zone (EDZ) on the southeast flank of the volcano are off-limits due to the threat from sudden explosions and rockfalls from the upper slope. Active river channels and those areas perennially identified as lahar prone in the southeast sector should also be avoided especially during bad weather condition or when there is heavy and prolonged rainfall.

Any new development will be posted and relayed immediately to all concerned authorities.
