It tackles child prostitution, government corruption and international politics, which all sound heavy going, but Bobis is also known for her poetry and the book is suffused with gorgeous imagery..." says a review published in Australia’s news site, The Age. The prolific Bobis, who is also a dancer and a visual artist, has produced a number of novels, short stories, dramas, and poems that were published by Pier 9, Murdoch Books-Australia, Anvil Publishing- Manila, Spinifex Press North Melbourne, and De La Salle University Press-Manila, and Aunt Lute Books-San Francisco. Random House Publishing released her new novel in the US, where Bobis, a native of Legaspi City in Albay province, recently held a series of book talks and performances in the San Francisco Bay Area. San Francisco’s Kularts and the Philippine American Writers and Artists, Inc. organized the weekend book talks and signing at the Bayanihan Community Center in San Francisco. Bobis also held two-night performances in the same venue where she showcased her theater-arts skills interpreting one of her previous literary works. Writing and teaching Creative Writing at the University of Wollongong in New South Wales, Australia are Bobis’ passion. During the talk, Bobis said the new book was inspired by the colorful and dazzling lanterns she saw when she was inside a cab caught by traffic jam in the Philippines. She said that when she saw those lanterns she thought that there must be a story behind these Christmas decorations. Then she saw a boy standing and guarding the lanterns who became the subject of her novel. UC Berkeley and University of the Philippines Philippine Studies faculty member and poet Joi Barrios with UCLA’s Lucy Burns moderated the event series with Bobis. Gerry's Grill and later Padi's Point are known for its grill and booze so people will tend to go there at night. I think the original concept of the place is primarily to cater to BPO offices. As envisioned, the targeted population of the BPO was supposed to be a good starter, but it seems it's taking time for the investors to come in. So as an alternative, it should now exist as an honest to goodness lifestyle center.To make the relaxation complete, maybe a Jollibee or McDonalds outlet will help bring in the crowd. Speaking at the Synergy 2009 Forum jointly organized by Intel and HP in Cagraray Island, Albay, Bicol, Ricky Banaag, Intel Philippines country manager, said three years is the ideal time frame for a refresh strategy because most warranties phase out after that designated period. “Most devices are already out of warranty after the third year, driving support costs up and heightening operational costs in the process,” Banaag explained. The volcano spewed 973 tons of sulfur dioxide yesterday, an amount way above the normal level of 500 tons a day, Phivolcs said. “The high volume of sulfur dioxide emission, when sustained for days, indicates that the volcano’s state of unrest may possibly lead to a full-blown eruption,” Ed Laguerta, Phivolcs resident volcanologist, said. “So far the level of gas emission does not indicate an eruptive stage, and we are still closely monitoring these parameters,” he said. To get a better idea of what is going on with the volcano, Phivolcs has asked the Japan International Cooperation Agency to send new seismic equipment to boost the tiltmeter machines installed on the slopes of Mayon in monitoring the volcano’s behavior. Albay Governor Joey Salceda said the purpose of their visit is to look into the Albay Provincial Safety and Emergency Management Office (APSEMO) and other institutions as well as evacuation centers in the province. "They intend to learn from our experiences and best practices of the province in managing disaster," Salceda said. Aside from disaster management, the diplomats intend to learn from the province of Albay the climate change adaptation program and strategies in emergency health management during disaster. Albay is the first provincial government in the country that has established a separate institution dealing with climate change and disaster safety management. These two separate institutions have been recognized by the national government as well as international communities for their initiatives to implement climate change adaptation program and combination disaster preparedness program. SLIA is a major project of the DOTC under President Gloria Macapagal Arroyo’s super region program with a total of P3.4 billion funding to finance the construction of the international airport in the Bicol peninsula expected to be completed by 2012. DOTC said it has already processed payment claims of over 200 landowners whose properties were affected by the construction of the international airport at barangay Alobo, this municipality. The construction of the SLIA will cover 200 hectares, which 187 hectares cover airport terminal and runway, 1.5 kilometers will be used for access roads and another 10 hectares are being negotiated for resettlement area for residents who lost their property and have no other home to live. Balde Jr., now in his 60s, may not have had formal writing lessons, but when he was taking up civil engineering at the Aquinas University in Legazpi City and eventually graduated in 1967, he was the features and managing editor of the campus paper “The Aquinian.” He said he had to learn Filipino on his own in order to be proficient in the language, even though some readers found his use “very straight and formal.” Balde has written seven novels and a compilation of short stories since he retired from his engineering profession in 2000, to follow his heart’s desire of telling tales about his birthplace—Bicol. “All my writings are works intended to go back where I started to encourage writers to write about their birthplace. I write in Filipino so I could be read wider,” said Balde, a native of Barangay Busac, Oas, Albay. But he confessed that he was a more proficient writer in Bicol. Sometimes, he would translate his original works into Filipino, he said. Awards It did not take long for Balde’s works to be recognized. He received the National Book Award thrice for his books—“Ma’yong,” “Hunyango sa Bato” and “Calvary Road.” The last two books also won the Juan C. Laya Prize, while “Hunyango” received one more citation—the Gintong Aklat Award. Arguelles Saturday, November 21st, 2009 LEGAZPI CITY, Nov. 17 -- Mayon volcano continues to exhibit intense crater glow and is emitting fluctuating sulfur dioxide gas signs, that magma is developing and moving up to the volcano's vent. This prompted the Philippine Institute of Volcanology and Seismology (Phivolcs) to request and install additional seismic equipment to closely monitor the restive behavior of the volcano. Ed Laguerta, Phivolcs resident volcanologist, said the newly installed instruments at the upper slopes of the volcano at barangay Anoling and at the Mayon Resthouse in Tabaco City are two tilt meter. Laguerta said they have requested the Japan International Cooperating Agency (JICA) for additional three sets of broadband seismograph equipment to be installed at the volcano's edifice to back up the existing units. He said "the tilt meter can send us ground deformation data on an hourly bases." He explained that the broadband seismographs are sensitive instruments that record earthquakes. It can also detect ground motion caused by fracturing or the movement of magma within the volcano, while the tilt meter instruments are devices used to detect direction of ground deformation. The Phivolcs scientist said the volcano disgorged 973 tons of sulfur dioxide (SO2) Monday, a volume that is way above the normal level of 500 tons per day. Laguerta, in explaining the implication of the high and low volume of gas emission rate, said "once the high volume of SO2 emission rate is sustained in days, it is an indication that the volcano's state of unrest may possibly lead to a full-blown eruption." "So far the level of gas emitted is not yet indications for an eruptive stage, we are still closely monitoring these parameters," he said Phivolcs noted that the high volume of SO2 emitted by Mt. Mayon on Monday was the second gas disgorged by the volcano after it spewed a 1,429 tons of gas last October, a record breaking manifestation since the volcano exhibited signs of restlessness in July. Quakes and high level of sulfur dioxide disgorged by Mayon volcano were signs that it continues to be on heightened state of restiveness, the Phivolcs said. Phivolcs scientists are continuously observing Mayon volcano's fluctuating seismic precursors such as quakes, gas emission and ground deformation as these are indication that the volcano's seismic activity may possibly lead to an explosive eruption. The volcano crater glow has intensified further but remained at level II, while steam emission is at a moderate level. Laguerta said the intensity of the crater glow will depend largely on the "hot gas" and the shallow magma the volcano is emitting. Meanwhile, disaster authorities are strictly enforcing the "no entry" rule in designated danger zone areas surrounding the volcano. Police and military personnel manning the 12 checkpoints along the danger zone at the volcano's down slope were directed to enforce the "no human activity" rule inside the designated danger zone areas, covering the towns of Sto. President Gloria Macapagal-Arroyo and the Provincial Government of Albay (PGA) to be represented by Governor Joey Salceda are set to sign the Memorandum of Agreement (MOA) for the full implementation of the 4Ps set on Nov. 24 at Malacañang. Salceda said Pres. Arroyo, through the Department of Social Welfare and Development (DSWD), has approved the P977.3 million fund for 4Ps full implementation in Albay. The 4Ps currently implemented in the town of Libon this will be expanded to cover 11 municipalities (Polangui, Daraga, Libon, Jovellar Pioduran, Rapurapu, Manito, Sto.Dominngo, Malilipot,Bacacay and Malinao) including the cities of Tabaco, Legazpi and Ligao in this province. The program would give every identified beneficiary family a P1,400 monthly financial subsidy for five years through the DSWD, Salceda said. The provincial government of Albay has a target of 180,370 households, however, the magnitude of the poor families is 69,803, this means that only those poor families can qualify the program based from the criteria being followed by the DSWD. The 4Ps is a poverty reduction strategy that provides grants top extremely poor households to improve their health, nutrition, and education particularly of children aged 0-14 years old. Salceda said that the P977.3 million is the budgetary requirement per year. "This amount is much higher than the annual budget of the provincial government of Albay." The money will be released to the most responsible adult person in the household, usually the mother, through Electronic Card Banking System with Landbank of the Philippines. The beneficiaries of the program will be identified based on a scoring system, utilizing the socio-economic characteristics of the household, such as non-ownership of assets/appliances, type of housing unit, level of educational attainment of household head and non-access to water and sanitation facilities. Parents or heads of the family must see to it that their children will go to school regularly, avail of the necessary health services and to come up with a livelihood will definitely receive regular cash grant, failure to do so, will automatically mean for the suspension of their grant, Salceda said. 4Ps is now being implemented in the provinces of Sorsogon, Masbate and in Libon town, Albay. Here is my report. I had a short visit at Embarcadero. Very nice place. Once it is fully finished, it will really be more beautiful. It's really a lifestyle center where you can relax with the fresh breeze from Albay Gulf. There were only a few people when I went there because it was about 3pm saturday. They said that it's really full at night but the restaurants are also full at lunch time. The electric shuttle car that plies the EM - Downtown route is free. There are now some Daraga - Legazpi jeepneys that goes Embarcadero before going back to Penaranda. I assessed the situation of Penaranda St., and concluded that it will really be better to close it to vehicular traffic and convert it into a park complete with benches. St. Ellis is almost complete. They said it is opening in December. the lobby is now complete. Legazpi really needs additional hotel rooms. I had a hard time booking a room for my overnight stay. The Department of Agrarian Reform (DAR) said on Wednesday that Engineer Justino Arboleda made a stunning research on the uses of coconut husk, 12 to 13 billion pieces of which are turned out by the country each year but are mostly justified rot or burned as waste. Unknown to many, the products boast a wide range of commercial uses, from preventing soil erosion to helping plants grow lush. Soon he was producing erosion control nets. He first sold his nets to clients in Japan and Germany. Later, developers like Ayala Land, Fil-Estate, Metro Pacific, and the Jaka group took notice. His first government project, contracted with the Philippine National Oil Corp. (PNOC) in 1998, involved a six-hectare slope that was on the verge of collapsing over a geothermal plant in Leyte. An American company bid P20 million for the project, but Juboken, the Arboledas’ firm, bid six million pesos and bagged the contract. Obviously satisfied with the project results, PNOC remains a valued customer up to now. The PNOC contract, Arboleda proudly says, provided additional income for around 800 families. To produce the twine for the nets, Juboken buys husk from coconut farmers, who get all the money for themselves because the landlords generally do not find the husk of great value. After the husk is processed, the fiber is turned over to farming villages, whose residents weave it into nets. A family can earn up to P200 to P300 a day making the nets in between harvesting seasons – quite a big sum for a coconut farmer who earns an average income of P 1,700 a month. The first village that Arboleda tapped was somewhere in Guinobatan, Albay. Desperately poor, it did not even have a sari-sari store at the time, but today, it has five. Its residents use their own money to buy desks for their school building. Arboleda has a degree in Agricultural Engineering and a Masters Degree in Agricultural Engineering from Tokyo University. His educational attainment may be a surefire formula to success – he knew the key to his province’s progress – finding other commercially viable uses for coconut, its principal product. But lack of funds and support from the government has put him on the verge of collapse. When he was still the dean of Bicol University College of Agriculture, he tried to persuade the government and financing agencies to fund a cooperative to carry out a program that aims to reduce poverty in Bicol. His tool was the “Coconet” project, but sadly, banks and local government agencies that should have helped him found the venture too risky. But with fervent prayers, the Canadian government, which funded Arboleda’s initial research, agreed to his joint venture proposal. Joey Salceda turned over to the Diocese of Legazpi some 50 units of portable public address systems (PAS) for distribution to and use of the different parish churches across the province in times of calamities. During the turn-over at the St. Gregory the Great Cathedral here, Salceda said the PAS could be used by parishes in times of calamities such as typhoons, earthquakes, and volcanic eruptions and other disasters that might occur in their respective areas. He said the distribution of said equipment was part of the disaster preparedness and risk reduction program of the province where in Albay was noted for attaining a "Zero Casualty" goal every time disaster strikes the province. Salceda turned over the PAS units to Auxiliary Bishop Lucilo Quiambao, acting administrator of the Diocese of Legazpi, during a general assembly meeting with parish priests of parishes and quasi parishes across the province. "Parishes, by experience are inevitable partners of local government units during calamities because both sectors have the capability to mobilize the people and are equally capable of providing emergency shelters aside from the school buildings and the institutionalized evacuation camps donated by the government of Spain," he said. Quiambao was elated and thanked Salceda for his gesture of involving the parishes in disaster preparedness program and equipping the same with the necessary PAS for use in times of emergencies, including religious events. Diocese of Legazpi is composed of 44 parishes and quasi parishes in 15 towns and three cities of the province with over a million parishioners. Albay Public Safety Emergency and Management Office (ASEMO) has procured 1,000 portable Public Address Systems at P6,000 each for distribution and use of some 720 barangays, 50 parishes, NGOs and CSOS, colleges and universities and other critical institutions for mass mobilization during disasters. Arguelles LEGAZPI CITY, Nov. 25 (PNA) -- As part of its disaster risk reduction program, the Albay Disaster Coordinating Council (PDCC) plans to build three additional provincial evacuation centers bringing to a total of six evacuation centers put up across the province, a report said Wednesday. Albay Gov. Joey Salceda said the additional three two-storey type evacuation center edifice can accommodate some 250 families or 1,250 people are to be built in Malilipot town and Tabaco and Ligao cities. He said the additional evacuation centers will be a value added disaster mitigating measure to the three newly- constructed holding areas in Daraga, Camalig and Guinobatan towns which are 96 percent completed and waiting for a formal turnover. The provincial evacuation centers would declog the existing school buildings used as evacuation centers in times of calamities, Salceda said “Definitely I don’t want to suspend classes during the Mayon eruption.” This strategy would make classes in all public schools in affected areas to continue smoothly and hampered despite the influx of evacuees in time of calamities. This will combine safety and educational outcome, he added Salceda said that in normal situation, the building could also be converted into a 20-classroom type school building. The PDCC said the proposal was already approved by the Spanish and Japanese government through its funding agency the AECID and Japan International Cooperation Agency (JICA), Salceda said. The Asia Pacific Network for Global Change Research (APN) has chosen Albay for initiating projects on climate change simulation research and study, which it will conduct jointly with the College of Forestry and Natural Resources of the University of the Philippines-Los Baños. Professor Juan Pulhin of the Department of Social Forestry and Forest Governance of UP College of Forestry and Natural Resources broke the news in a recent letter to Salceda, saying the study, "Capacity Development on Integration of Science and Local Knowledge for Climate Change Impacts and Vulnerability Assessments", has been approved by APN and will start December this year, when UPLB Foundation and APN have signed agreement. Pulhin said the study lasts for a year and will be undertaken in partnership with Professor Richard Warrick of the University of the Sunshine Coast of Australia who have designed the climate simulation model or “SimCLIM” and will customize it for Albay for use in impacts and vulnerability assessments and in adaptation planning. Pulhin, a Nobel Peace Laureate in the field of climate change, said they are happy “for this partnership since it is the first time that we will have the opportunity to use SimCLIM systems in the Philippines to determine future climate changes.” Pulhin said climate change adaptation was a campaign initiated by Gov. The fund will intensify the implementation of the 4Ps program for a five year period to end in 2015 to cover 331,000 households in the 52 towns and four cities in the six provinces here in Bicol. Mean Villagomez, DSWD program specialist, said the Pantawid Pamilyang Pilipino Program (4Ps) is a poverty reduction and social development strategy of the national government that provides conditional cash grants to extremely poor households to improve their health, nutrition and education particularly of children aged 0-14. 4Ps aims to provide cash assistance to the poor to alleviate their immediate need (short term poverty alleviation); and to break the inter-generational poverty cycle through investments in human capital. 4Ps helps to fulfill the country’s commitment to meet the Millennium Development Goals (MDG), which include among others: eradicate extreme poverty and hunger, achieve universal primary education, promote gender equality, reduce child mortality, improve maternal health. The fund will intensify the implementation of the 4Ps program for a five year period to end in 2015 to cover 331,000 households in the 52 towns and four cities in the six provinces here in Bicol. Mean Villagomez, DSWD program specialist, said the Pantawid Pamilyang Pilipino Program (4Ps) is a poverty reduction and social development strategy of the national government that provides conditional cash grants to extremely poor households to improve their health, nutrition and education particularly of children aged 0-14. 4Ps aims to provide cash assistance to the poor to alleviate their immediate need (short term poverty alleviation); and to break the inter-generational poverty cycle through investments in human capital. 4Ps helps to fulfill the country’s commitment to meet the Millennium Development Goals (MDG), which include among others: eradicate extreme poverty and hunger, achieve universal primary education, promote gender equality, reduce child mortality, improve maternal health. Villagomez said A household-beneficiary with three children, 0-14 years of age, can receive a maximum of P1,400 a month or P15,000 annually as long as they comply with the conditionalities on health and education. Conditions include, (1) pregnant women must avail of pre- and post-natal care and be attended during childbirth by skilled attendant; (2) parents must attend responsible parenthood sessions; (3) 0-5 years old children must receive regular preventive check-ups and vaccines; (4) 3-5 years old children must attend day care or pre-school classes at least 85% of the time; (5) 6-14 years old must be enrolled in elementary and high school at least 85 percent of the time, and; (6) 0-5 years old must receive deworming twice a year. In Bicol, the 4Ps program will be implemented in Albay with 180,00 household beneficiaries covering 15 towns namely: Polangui, Daraga, Libon, Jovellar, Pioduran, Rapurapu, Manito, Sto Domingo, Malilipot, Bacacay, Malinao including the cities of Legazpi, Tabaco, and Ligao. In Masbate with 50,000 beneficiaries in 15 towns of Esperanza, San Pascual, Kawayan, Placer, Claveria, Balud, Monreal, Uson, Mandaon, Aroroy, Milagros, Cataingan, Dimasalang, Mobo and Palanas. In Camarines Sur with 13 towns and a city these are: Pasacao, Siruma, Tinambak, Caramoan, Ragay, Del Gallego, Sangay, Presentacion, Minalabac, Libmanan, Lupi, Bula, Pamplona, San Jose and Naga City with some 20,000 household beneficiaries. It changed owners a number of times. It's first occupants were the Diazes were they had a small restaurant for many years in the fifties and sixties. Rudy Cabigao also operated Bistro Albay there in the late eighties up to early nineties. By the way, El Cid operated like a cabaret. :lol: Anyone here knows what a cabaret is? BENANING November 27, 2009, 3:33pm The big demand for macapuno or the mutant nut in the Philippines as well as in other countries offers Filipino businessmen the opportunity to make it big in the business of producing planting materials, or the famous nut itself. The production of “true-to-type” macapuno is now made easy, says Cristeta Cueto, one of the science researcher specialists at the Philippine Coconut Authority Albay Research Center who developed the Embryo-Cultured Macapuno in 2008. Cueto said until now, because of the big demand for macapuno both here and abroad, the technology offers a big opportunity to prospective investors to venture into tissue culture laboratory and nursery operations, or to produce the nuts itself for domestic and foreign consumption. Speaking before an investors’ forum at Nido Fortified Science Discovery Center at the SM Mall of Asia in Pasay City last November 25, Cueto cited data from the Philippine Coconut Authority’s (PCA), which confirm the wide gap between the supply and demand for macapuno nuts. In 1999, 134,000 Embryo-Cultured macapuno was required to plant 1,160 hectares and serve the eight million macapuno nuts required by the market, she said. “Since then, massive planting of laboratory-raised seedlings had been encouraged to retain the status of being the largest macapuno nut-producing country among the coconut-growing regions. Aside from the PCA-Albay Research Center, which has expanded its production in different parts of the country, several private laboratories have also been established to mass produce the “true-to-type” macapuno seedlings. “These initiatives, however, covered only about 33 percent of the computed supply-demand gap,” she said. According to Cueto, a large potential in nutraceutical, pharmaceutical and industrial macapuno-based products is waiting to be explored. She cited studies conducted by Dr. Ma. Judith B. Rodriguez of the PCA-ARC in the utilization of the nut’s highly viscous liquid endosperm that has high content of galactomannan, a polysaccharide, which can be used as alternative raw material for the production of hand and body lotion, hand sanitizers, facial masks, hair cream and hair gel, shampoo, conditioner, and even as biodegradable edible film. Cueto said the use of the macapuno embryo culture technology gives rise to true-to-type macapuno seedlings which at the reproductive stage, yield 75-100 percent macapuno nuts. The improved protocol, she stressed had successfully reduced the planting materials’ growing period from 13 to ten 10 months. Moreover, the protocol had been simplified by doing away with most of the complicated laboratory steps. The shortened period and the simplifications reduced the planting materials’ production cost, she said. The macapuno embryo culture (ECM) technology is the only available technique for commercial production of true-to-type macapuno planting materials. Investors for the mass production of Embryo Cultured macapuno seedlings will be provided complete technical training on the developed protocol, she said. The Asia Pacific Network for Global Change Research (APN) has chosen Albay for initiating projects on climate change simulation research and study, which it will conduct jointly with the College of Forestry and Natural Resources of the University of the Philippines-Los Baños. Professor Juan Pulhin of the Department of Social Forestry and Forest Governance of UP College of Forestry and Natural Resources broke the news in a recent letter to Salceda, saying the study, "Capacity Development on Integration of Science and Local Knowledge for Climate Change Impacts and Vulnerability Assessments", has been approved by APN and will start December this year, when UPLB Foundation and APN have signed agreement. Pulhin said the study lasts for a year and will be undertaken in partnership with Professor Richard Warrick of the University of the Sunshine Coast of Australia who have designed the climate simulation model or “SimCLIM” and will customize it for Albay for use in impacts and vulnerability assessments and in adaptation planning. Pulhin, a Nobel Peace Laureate in the field of climate change, said they are happy “for this partnership since it is the first time that we will have the opportunity to use SimCLIM systems in the Philippines to determine future climate changes.” Pulhin said climate change adaptation was a campaign initiated by Gov. Salceda, which started when he hosted the 1st National Conference on Climate Change Adaptation in 2008 in Legazpi City, followed by the 2nd National Conference on Climate Change Adaptation or NCCCA+2 at the Diamond Hotel in Manila recently. Salceda’s initiative had put the name of Albay among those at the forefront of the campaign in the region to adapt to the effects of sudden changes in the climate as manifested by the increasing frequency and strength in weather disturbances that visit the country, which include among others, adopting policies for resiliency.
