The grounds of the BU Engineering Campus is sometimes used for airsoft games hehe.

The correct name original name of the school is Albay Normal School. It was later changed to Bicol Teachers College in the early sixties. Then it became the nucleus of Bicol University together with BRSATand Albay High School and the BTC Laboratory School (which everybody called "Training") Sain ka ngaya nag iiskwela - sa Training? Because it was formerly called the Albay Normal School Training School.

I think I'm familiar with the Los Baños house in Daraga, in front of BU Daraga Campus, although I've never set foot in it. Hehe. Some of my cousins are part of the Los Baños family because my aunt married one.

I believe that at one time in any person's life,we have asked ourselves "how much am I worth?".I also believe that in any circumstance,we have determined that our lives and the lives of others is priceless beyond any earthly equivalent. We are not merely things with price tags hanging from the showcase of life.
The past few days have been devastating to my belief in the sanctity of human life and the existence of the human conscience.It had led me to question the innate good of humanity that I was so often taught at home and the church.I had led me to doubt humanity in its entirity.The gruesome murder of hapless people bled out my belief in the institutions that had been set to protect the life of our countrymen.In these despicable social conditions,where those who are supposed to protect are the very ones who murder their flock,where shall we run to. There was never a time in my life that i felt that human life is so without worth.now I know what a sheep led to slaughter feels like.
I pity each Filipino.what psychological and moral blow this is to all peace loving individuals.I pity our children,that in this day and age, these things were allowed to happen. How will this generation see themselves? how much will their lives be worth? In a time when they see that lives can be easily taken away by men whose thirst for power is enough to brutalize the sanctity of life.knowing these,how much would they value themselves?
If only I could raise my voice and ask everyone how they feel about all this as a person.If only I could hug each child and say that everything will be okay.If only I had the power to reach each home and ask each parent to tell their children how priceless and valuable their own lives are..and that they can change al this in their time.I have given up hope in the humanity of the generation that rule these times.My hope lies in the children of every God fearing family in this beautiful country that we proudly call home.I cannot reach out to every child. But you can in your very homes. teach them to value the sanctity of their lives and the lives of others,mold them to love life,respect and appreciate the existence of each living thing.Have everybody around you feel how precious they are so that they may hold everybody around them as precious as you do.
WE, AS A COLLECTIVE MUST RAISE THE WORTH OF HUMAN LIFE, WE ARE CULPABLE FOR EACH OTHER'S MURDER SO AS LONG AS WE FAIL TO DO SO.AND IF WE FAIL,WE WOULD'VE FAILED THE FUTURE GENERATIONS OF FILIPINOS TO COME.

Inda sana kung mas tigtatawan pa ki importance ang values education and formation sa mga school curriculums ta ngunyan. Kaipuhan talaga iyan na maray lalo na't exposed na ang mga kaakian ngunyan sa violence maski arakion pa. Aber daw, sain mo mailing ang mga aki ngunyan: kadaklan uto sa internet cafe, nagkakawat ki computer games na violent in nature.

LEGAZPI CITY , Philippines – Albay province is set to build at least nine evacuation buildings, that could also be used as classrooms under calamity-free situation, out of the P560 million grant coming from Spain and Japan. Albay Gov. Joey Salceda said that the additional evacuation buildings will be erected in the cities of Tabaco and Ligao, and in Malilipot town, all in Albay.
He said that each building can accommodate some 250 families, or 1,250 persons, and can also be converted into a 20-classroom structure in the absence of calamities. “Our purpose of putting up additional evacuation structures is not only to provide safe holding areas for the evacuees in times of calamities but also to avoid disruptions of classes every time school buildings are utilized as evacuation camps, Salceda told The STAR yesterday.

MANILA, Philippines - The big demand for makapuno or the mutant nut in the Philippines as well as in other countries offers Filipino businessmen an opportunity to make it big in the business of producing planting materials, or the nut itself. The production of “true-to-type” makapuno is now made easy, says Cristeta Cueto, one of the science researcher specialists at the Philippine Coconut Authority Albay Research Center who developed an embryo-cultured makapuno in 2008.
Because of the big demand for makapuno both here and abroad, Cueto said the technology offers a big opportunity for prospective investors to venture into tissue culture laboratory and nursery operations, or to produce the nut itself for domestic and foreign consumption.
Speaking before an investors’ forum at Nido Fortified Science Discovery Center at the SM Mall of Asia in Pasay City last Wednesday, Cueto cited data from the Philippine Coconut Authority (PCA) confirming the wide gap between the supply and demand for makapuno nuts.
In 1999, 134,000 pieces of embryo-cultured makapuno were required to plant 1,160 hectares and serve the eight million makapuno nuts required by the market, she said. “Since then, massive planting of laboratory-raised seedlings had been encouraged to retain the status of being the largest makapuno nut-producing country among the coconut-growing regions.
Aside from the PCA-Albay Research Center, which has expanded its production in different parts of the country, several private laboratories have also been established to mass produce the “true-to-type” makapuno seedlings. “These initiatives, however, covered only about 33 percent of the computed supply-demand gap,” she said.
According to Cueto, a large potential in nutraceutical, pharmaceutical and industrial makapuno-based products is waiting to be explored. She cited studies conducted by Dr. Ma. Judith B. Rodriguez of the PCA-ARC in the utilization of the nut’s highly viscous liquid endosperm that has high content of galactomannan, a polysaccharide, which can be used as alternative raw material for the production of hand and body lotion, hand sanitizers, facial masks, hair cream and hair gel, shampoo, conditioner and even as biodegradable edible film.
Cueto said the use of the makapuno embryo culture technology gives rise to true-to-type makapuno seedlings which at reproductive stage, yield 75-100 percent makapuno nuts. She said the improved protocol had successfully reduced the planting materials’ growing period from 13 to ten months. Moreover, the protocol had been simplified by doing away with most of the complicated laboratory steps. The shortened period and the simplifications reduced the planting materials’ production cost, she said.
The makapuno embryo culture (ECM) technology is the only available technique for commercial production of true-to-type makapuno planting materials. Investors for the mass production of embryo cultured makapuno seedlings will be provided complete technical training on the developed protocol, she said.

LEGAZPI CITY — Albay will double its evacuation facilities with three more buildings devoted to emergency shelters during typhoons or Mayon eruptions to prevent classes from being disrupted whenever classrooms are used as temporary relocation sites. Albay Gov. Joey Salceda said the project would be funded by grants from the Spanish and Japanese governments through their respective funding agencies, the Agencia Española de Cooperación Internacional para el Desarrollo (Aecid) and the Japan International Cooperation Agency (Jica).
The project has a total cost of P560 million, with P180 million coming from the Aecid and P380 million from the Jica. The project will be carried out by the Albay Provincial Disaster Coordinating Council (PDCC), which will build three additional provincial evacuation centers, bringing to six the total evacuation facilities put up across the province, as part of its disaster risk reduction program.
The Albay Rising, a task force formed to implement rehabilitation and relocation of devastated communities, said there was still a demand for 4,801 shelter units in the province. Freedah Paula Abiada, livelihood manager of the Albay Rising, said efforts to relocate calamity victims were still going on.
“The total target of families for relocation is 10,793. We have 4,535 families that have been already awarded and occupying shelter units at their respective resettlement sites provincewide; 1,457 houses are still under construction. That gives us a total of 5,992 houses that will be totally occupied before the end of this year, leaving only 4,801 shelter units more to build,” Abiada said.
Salceda said the additional three two-story-type evacuation center buildings can accommodate some 250 families or 1,250 people. These will be built in Malilipot town and in Tabaco and Ligao cities. He said the additional evacuation centers would reinforce the three newly constructed holding centers in Daraga, Camalig and Guinobatan towns, which are already 96 percent completed and waiting for formal turnover from the funding agencies.
The provincial evacuation centers would declog the existing school buildings being used as evacuation centers in times of calamity, he said. “Definitely I don’t want to suspend classes during Mayon eruptions.” This strategy would make classes in all public schools in affected areas continue smoothly and unhampered despite the influx of evacuees in times of calamity, Salceda added.
He said that in normal situations, the buildings could also be converted into a 20-classroom-type school building. “As soon as the funds arrive, we will start civil works for the three provincial evacuation centers,” Salceda said. Rey M. Nasol, Inquirer Southern Luzon

RAWIS, LEGAZPI CITY (26 November) - TRAWLERS WITH ACTIVE FISHING GEARS and reportedly armed are plying the fishing grounds of the West Coast of Albay province, specifically the coastal localities of Libon, Ligao, Oas, and Pio Duran, all in this province.
Lt. Commander Edgardo Guevarra, Operations Officer of Naval Forces, Southern Luzon base here, had revealed that in the conducted "Bicol Maritime Security Forum" held last Nov. 24, fisherfolks in the said localities have aired their complaint to Albay Gov. Joey Salceda during that armed trawlers have now affected their livelihood in the said localities.
Multi-sectoral groups also said in the naval forum that big-time illegal logging in the island provinces of Catanduanes and Masbate have remained unchecked for years, with illegally-cut timber being transported by big-crafts at sea.
Illegal fishing operations were also reported in the fishing lanes of Burias Island and Ticao Pass, also in Masbate province.
Guevarra said that although there are concerned agencies tasked to address the illegal activities, recent reports of armed trawlers prompted a response to deputize the Philippine Navy.
According to Guevarra, they have already sent two crafts, one regular Navy patrol vessel and a Naval environmental craft, to check on the reported armed trawlers.
Meanwhile, the Naval Forces Southern Luzon also reported that the Naval Station in Legazpi City has been renamed "Naval Station Julhasan Arasain" to honor Navy PO2 Julhasan A. Arasain, PN, who was posthumously awarded the "Bronze Cross Medal" for saving the lives of 19 individuals in barangay Busay, Daraga, Albay during the height of typhoon "Reming" in Nov. 29, 2009.

MANILA, Nov. 30 (PNA) --The Department of Agriculture (DA), through Philippine Coconut Authority (PCA) and the Biotechnology Program Office (BPO), is eyeing mass propagation of biological control agents to prevent an outbreak of the dreaded Brontispa longissima. Otherwise known as the coconut leaf beetle, Brontispa is a major coconut pest and is now considered a threat to the country’s coconut industry.
To control spread of the dreaded insect and to prevent further infestation of coconuts, PCA Albay Research Center and BPO developed a mechanism for controlling Brontispa. This involves using disease-causing fungi Beauveria bassiana and Metarhizum anisopliae in young coconut palms which are highly vulnerable to Brontispa attack. PCA estimated 1.6 million coconut trees all over the country have been affected and requires massive propagation of biological control agents that are safe and environmentally-friendly.
The technology was presented during an investors’ forum held at Nido Fortified Science Discovery Center at SM Mall of Asia in Pasay City last Nov. 25 with the aim of establishing public-private partnership for control of the coconut leaf beetle, outgoing DA-BPO director Alicia Ilaga said. The investor’s forum dubbed “Ok ang Kabuhayan sa Biotech!” aims to commercialize such agricultural biotechnologies developed by public research institutions, she said.
Ambrosio Alfiler, research specialist at PCA Albay Research Center, said Brontispa or the coconut leaf beetle was an invasive pest that caused great damage to coconut seedlings, mature coconut trees and ornamental palms. Its larvae and adults feed on soft tissues of the youngest leaf in the palm crown’s center.
The affected leaves dry up, resulting in stunted growth and reduced nut production. Prolonged attacks could eventually lead to death. The infestation was first reported in the country in April 2005 among coconut trees along Airport Road, NAIA and Roxas Boulevard in Pasay City. The pest is believed to have been introduced via importation of ornamental palms. Experts warned that if this infestation is not contained, damage inflicted by the pest and its increasing population can devastate the country's US$ 800 million dollar coconut industry.
The fungal pathogens mass-produced in corn grits are used as spore suspension spray using a backpack sprayer similar to a regular insecticide. These corn grits based-fungi are mixed with water to disperse the spores, strained to remove the grits that may clog the nozzle and sprayed on Brontispa-infested leaflets of young coconut palms.
The fungus targets the larvae and adults of Brontispa. The fungal spores will germinate upon contact with the insects’ skin and invade the insects’ internal tissues, resulting in mummified insects in 3 to 4 days. The fungus in the insect will continue to sporulate and infect other Brontispa larvae and adults in the same palm tree, repeating the infection cycle over and over again to provide a sustainable medium to long-term control mechanism.
This technology is targeted for the coconut industry’s Brontispa control requirements in coconut nurseries and during initial stages of field establishment when pest infestation can result in poor plant growth and even death.
The nature of recurrence of the pest infestation when there is ecological imbalance, such as introduction of pest from other areas, absence of other natural control factors and presence of many suitable hosts, requires availability of technology providers for biological control of the dreaded coconut leaf beetle, Alfiler said. “At the rate PCA produces these bio-agents, it will take time to satisfy requirements of all CLB-infected areas nationwide. Thus, private investors are actively sought for bio-agent production such that the Brontispa problem of the coconut industry could be placed under control,” he said. (PNA)

The looming presence of Aboitiz Power in Luzon might well be described as some kind of "invasion." But that is not what the company is proud of. What is a source of pride for Aboitiz is that it is helping the environment by going as much as it can into sustainable energy. Aboitiz Power has so far invested almost $3 billion in power generation in just about two years. More than 50 percent of that amount -- $1.582 billion – went to sustainable energy, principally hydro and geothermal.
In a sought interview, Eramon Aboitiz, president and chief executive officer of Aboitiz Equity Ventures, the holding company, told Malaya Business Insight that his group puts the highest priority on sustainable energy although it has also purchased power plants fired by bunker fuel and coal.
Aboitiz Power’s first purchase in Luzon was the Magat Hydro Electric Plant in Isabela with a capacity of 360 MW. It cost the company $530 million. The firm won the bid for Ambuklao Power dam and paid $325 million for the 175 MW capacity. The company, Aboitiz said, will spent $280 million more to raise the capacity of Ambuklao to 275MW.
It now owns Binga Hydro with a capacity of 100 MW and paid $325 million for it. The most expensive is Tiwi-Makban in Albay, a geothermal project with a capacity of 747 MW for which Aboitiz Power paid $447 million. All told, acquiring sustainable, non-fossil dependent power plants has cost Aboitiz Power a total of $1.582 billion.
In sum, sustainable energy – hydro and geothermal steam – accounts for 42 percent of total power generation. The share will increase after the expansion of Ambuklao is completed towards the end of next year, according to Aboitiz. He said Aboitiz Power will continue including no-fossil fuel in its energy mix. Aboitiz Power coined the slogan "Cleanergy" to showcase the sincerity of its mission and vision to use sustainable energy and thus reduce dependence on imported crude oil and coal and help protect the environment although the two latter fuels still account for slightly more than half of total electricity generation.
Having been the highest bidder for the power plants sold by PSALM, Aboitiz Power also has the Pagbilao coal-fired plant with a capacity of 700 MW and which cost $691 million. Eramon Aboitiz said that the company is also a 44 percent minority partner with the Metrobank Group in a Cebu coal-fired plant. The share of Aboitiz in the $450 million project is $198 million. The firm is in a 50-50 joint venture with Taiwan Cogen to generate 300 MW in Subic for a total cost of $500 million.
With more than a thousand-megawatt capacity, Aboitiz Power is probably the single largest power generation company in the whole of Luzon. In addition, the firm also acquired two 15-year old barges. One is moored in Agusan, the other in Davao. Aboitiz started out in Mindanao as a power distributor in the 1930s, aside from operating a small plant.
Mindanao Light & Power of the Aboitiz family is the biggest distributor of electricity in the whole of Mindanao. But its share is only 20 percent of the market because there are at least 15 players battling each other although their costs and prices are reasonably similar. The company is almost everywhere. It took over distribution of a generating plant owned by the government of Olongapo City. Aboitiz is proud that the company succeeded in making the operation profitable. It was able to reduce systems losses from more than 8 percent to slightly over 3 percent.
Consequently, the plant with a capacity of 29 MW is now able to contribute about $40 million to the local government of Olongapo. Higher levels of efficiency were attained after Aboitiz Power reduced the work force from 188 to 40 employees. The Aboitiz group is also in food and shipping. The better indication of how it has so far succeeded in the power business is the fact that last year, 70 percent of its net profits came from power.
An even better gauge is the fact that Aboitiz Equity Ventures offered 26 percent of its shares to the public in 2007. The offering produced P10 billion for the company. The opening price was at P5.80 percent. As of Friday last week, the closing was P7.90 although it fell to P3.85 in late 2007. The records show that the price behavior of Aboitiz Equity Ventures has consistently stayed above the multi-stock index of the Philippine Stock Exchange.

A Bicol-based pastry maker that started with an initial capital of P500 is now exporting its products to Asia and North America through the loan extended by the Department of Science and Technology (DOST) to buy machines to improve production. J. Emmanuel Pastries, the company that churns out food products made of pili nuts, is one of the small businesses that DOST was able to help through its small enterprises and technology upgrading program (SET-UP).
This program is a nationwide strategy that encourages and assists small and medium enterprises to adopt technological innovations in improving their operations, thus, boosting their productivity and competitiveness.
Maria Lydia Perez-Lomibao, owner of J. Emmanuel Pastries, said the agency loaned the company P310,000 interest-free for three years to buy two gasifier machines worth P175,000 each.
During a DOST-SET-UP visit, Lomibao told The Manila Times that she and her husband, Joseph, started the business in 1997 with an initial investment of only P500.
Later, the Lomibaos were able to grow their business by establishing two Pasalubong Centers in downtown of Naga City and one in their home.
These stores are manned by well-trained and uniformed sales ladies who help contribute to the marketability of the company. Sales from these Pasalubong Centers account for about half of the company's gross sales.
In 1998, J. Emmanuel tapped institutions like the Philippine Airlines, hotels in Naga City and Legazpi City airports where the company put up outlets. Lomibao said 10 percent of J. Emmanuel’s total sales are derived from these outlets.
With a capital of P12 million, J. Emmanuel was able to expand to 30 areas outside Naga like Albay, Daet, Region IV area, Cebu and Metro Manila.
The company is now earning a gross income of P1.5 million a month or a quarter of its revenues, while annual profit grows by 10 percent to 15 percent a year.
After acquiring the machines in 2004, J. Emmanuel Pastries started to export its Pili Nut-branded products US, Japan, China, Canada and Guam.
“Now we have the premium quality nuts, still made in the traditional Bicol way but with that much needed twist,” Lomibao said.
Part of the company’s success in exporting its products was the way J. Emmanuel was able to enhance and package the Bicol pili nuts in “a very appealing fashion.” The fusion of the old and new is evident in the products, which bore the seal of excellence that appeal to both the local and the international clients, she said.
According to Lomibao, 80 percent of raw materials of the pastries come from Sorsogon and the company processes the pili nuts with different flavors like honey, garlic and roasted. These sell for as low as P50 per 80-gram pouch, P125 for the 250-gram pouch P250 for the 500-gram extra large and P500 for 1 kilo.

LEGAZPI CITY — Albay province, known for Governor Joey Sarte Salceda administration’s thrust to have at least one college graduate in each Albayano family has lauded Efren Peñaflorida, the Cable News Network (CNN) hero of the year, for extending exemplary help to poor and eager students off the streets.
His reward though, does not end there as the province confers Peñaflorida the highest provincial honor possible and a cash gift of P250,000. Salceda said that Sangguniang Panlalawigan passed a provincial resolution on Tuesday (November 24) giving the highest honor possible to Peñaflorida, including the cash gift and making him honorary son of Albay.
AS chair of the Regional Development Council (RDC), Salceda also said the council will make similar commendation and circulate the success stories so his person and his good work will be emulated. The Education Quality for the Albayanos (EQUAL), a duly institutionalized educational department under the office of the governor was tasked to give the special award to Peñaflorida and hold testimonials and invite him to the annual teachers’ night to inspire teachers in Albay.
“His sense of civic duty should inspire citizens, reignite hope for our nation but remind public servants to bring services closer to the people and more importantly to employ political will and local leadership and to increase resource commitments to basic education system so that there would be no need for ‘Kariton Klasrums’ (classrooms on push carts),” Salceda said.

The organization strongly believes with the ideas, principles, pillars and advocacy of the group that would contribute much on our desire for strong economy through people’s empowerment addressed at community levels. LEGAZPI CITY, Nov. 20 (PNA) – Administration party presidential candidate Gilbert "Gibo" Teodoro accompanied reelectionist Albay Governor Joey Salceda in filing his certificate of candidacy on the first day of the filing of COCs here Friday. Teodoro promised to support Salceda's programs for the benefit of Albay residents. “Rest assured that there will be a continuity of support from the national government if elected as president,” he said.
Salceda, after filing his COC at the office of the Provincial Election Supervisor here, told local newsmen, “Serving the people of Albay is such a great honor – so I thank our people for the thrust and for the unity of support that allowed me to lead the people to achieve so much in only three years.”
He said that in his 12 years in public service and having ran unopposed twice, he has not cultivated any political enemy. “Because my only enemy is poverty, and poverty is our common enemy,” he said. To defeat poverty, Salceda urged the Albayanos to help his administration. “I can’t do it alone that is why you need to help me,” he said.
Salceda clarified that he is running under the administration Lakas-KAMPI-CMD, "the party of the established and the party of president Gloria Macapagal-Arroyo.” He stressed that in the history of Albay, no other administration has so generously supported the struggle to achieve social posperity and economic progress. “Thus, I must repay our collective debt of gratitude by staying with the administration and support its candidate for president in 2010, former Secretary Toedoro.
Among the many major projects showered by the Arroyo administration to Albayanos are as follows: the Daraga International Airport with a budget of P3.4 billion; typhoon "Reming" reconstruction (with relocation program) with 10,076 lots and almost 5,000 classrooms built/repaired at P478 million and repair of public infrastructure worth P776 million;
The installation of a modern Doppler Radar worth P560 million even if it's in Virac, Catanduanes but principally benefiting Albay; 4Ps (Pantawid Pampamilyang Pilipino Program) for all three cities and 11 municipalities that benefits 70,000 poor families at P1,400 per month for five years with annual expenditures of P977.3 million which is larger than the Albay provincial government's budget and would total P5 billion in five years.
“Let me stress that there was no plan at all to run for congressman of the 3rd district or second district of this province. I decided not to pursue doctorate studies in Harvard University, to instead run for reelection so we can sustain the hard earned gains of our people and further accelerate the development initiatives we started in 2007,” Salceda said.
For his next term, the provincial government will launch a new, more advanced and forward-moving socioeconomic strategy designed to polevault Albay to become a California in 30 years. He explained that this is in terms of per capita income sustained by a modern agriculture and services sector, advanced education, green energy, competitive infrastructure and a modest industrial base.
“Our new program Albay Rising would firmly put Albay in the map of the country and attract the attention of investors, tourists and traders,” Salceda said. He noted Albay Rising has five Es: Economy, Education, Environment, Equity and Health. Aside from former Defense Secretary Teodoro, Albay first district's Rep. Legazpi City (1 December) -- Pursuing an aggressive health service program that is in line with the country's Millennium Development Goal (MDG), Albay had recently launched "Kalusugan para sa Albayanos" (KASAMA) an agendum that would improve the delivery of health services to poor communities in the province.
In KASAMA program, the provincial government, in cooperation with a multinational drug firm, would issue to thousands of poor families in the province with "Sulit Cards", a medicine discounts coupons that would give lower rates ranging from 30 to 50 percent discounts on prescription drugs issued by doctors.
KASAMA program is part of the commitment of the province to the MDG, an international agreement among members of the United Nations during a series of conferences in the 1990s, and represent commitments to reduce poverty and hunger, and to tackle ill-health, gender inequality, lack of education, lack of access to clean water and environmental degradation.
MDGs are framed as a compact program, recognizing the contribution that developed countries can make through trade, development assistance, debt relief, access to essential medicines and technology transfer.
Based on MDG records in the country, of the 79 provinces across the country only Albay has attained three MDG targets such as: 100 percent PhilHealth Coverage, the decrease in infant (0-six years) and maternal mortality rates last year, and being malaria free province.
By the end of the year, "we are focusing on making Albay a rabies, leprosy, dengue and measles free province," Albay Governor Joey Salceda said. Salceda said by 2015 most of the MDG target would be accomplished making Albay a healthy place to live in. Salceda had recently entered into an agreement with Pfizer Phils., a known multinational drug company in the country launching the KASAMA program a health program aimed to provide some 237,000 families with "Sulit Cards" medicine discount cards.
He said "the program will be of great help to poor families in terms of savings for their medicines especially those that are under drug maintenance course for illnesses, since the cards will give its holders with discounts on medicines purchased."
"The discounts would only apply to prescription drugs manufactured by Pfizer," Salceda said. According to Salceda, this venture is first of its kind to be implemented in the country, and piloted in Albay. The Sulit Cards will be distributed to the some 1,500 barangay health workers across the province who will then give these cards to poor families in their respective areas. (PNA Bicol/PIA)

LEGAZPI CITY, Dec. 1 (PNA) --The government has increased the funds allocated to the Pantawid Pamilyang Pilipino Program (4P's) to P15 billion next year from P298 million this year. At the recently held 4Ps Memorandum of Agreement (MOA) between President Gloria Macapagal-Arroyo and the provincial government of Albay (PGA) for the full implementation of the program at Malacanang, the government announced it was considering the possible increase of the 4Ps budget.
On the recommendation of Albay Gov. Joey Salceda, a presidential economic adviser, the 4Ps program of the Department of Social Welfare and Development (DSWD) budget would be increased from P298 million this year to P15 billion next year. Social Welfare Secretary Esperanza Cabral thanked Salceda for pushing the increase in the 4Ps budget, saying “Gov. Salceda singlehandedly pushed for the increase of the 4Ps from P298 miilion to P5 billion then to P10 billion and latest to P15 billion.
Salceda said the goal was P35 billion, or 0.5 percent of the country’s nominal Gross Domestic Product (GDP). The amount would cover half of the country’s 4.77 million poor families based on the 2006 Family Income and Expenditure Survey. 4Ps is a poverty reduction and social development strategy of the national government that provides conditional cash grants to extremely poor households to improve their health, nutrition and education particularly of children aged 0-14.
4Ps aims to provide cash assistance to the poor to alleviate their immediate need (short term poverty alleviation); and to break the intergenerational poverty cycle through investments in human capital. 4Ps helps to fulfil the country’s commitment to meet the Millennium Development Goals (MDG), which include eradication of extreme poverty and hunger, achieving universal primary education , promotion of gender equality, reduction of child mortality, and improvement in maternal health.
Under the program a household-beneficiary, with 3 children, 0-14 years of age, can receive a maximum of P1,400 a month, or P15,000 annually as long as they comply with the conditionalities on health.
At the MOA signing, Albay province was the biggest delegation with 13 new LGUs enrolled in the program ,bringing to 14 since Libon was enrolled much earlier. The signing was witnessed by Albay mayors Noel Rosal (Legazpi City), Krisel Lagman (Tabaco City), Linda Gonzales (Ligao City), Jesus Salceda Sr. (Polangui), Gloria Berango (Bacacay), Dante Arandia (Pioduran), Boy Arcangel (Jovellar), Edna Banda (Sto. Domingo), Billy Ceriola (Malinao), Dick Galicia (Rapurapu) and Miniong Bitara of Malilipot town.
Among board members, were BM Harold Imperial and Neil Montellana. President Arroyo thank the Albay delegation for the reception they gave during Gilbert “Gibo” Teodoro the Lakas-Kamp-CMD presidential standard bearer’s visit in the province last week. The President, upon seeing Mayor Salceda (joey's father), she commented that he looked younger, even than at his age of 81. PGMA even asked about political plans since Mayor Salceda is a third-termer. Gov Salceda replied- “no more plan”.
Gov. Salceda also asked President Arroyo and Cabral to include the remaining towns of Oas, Guinobatan, Camalig and Tiwi in the program for next year. Salceda said the validation of targetted families was almost 100 percent complete and possibly, the first five towns would be Rapu-rapu, Pioduran, Jovellar, Manito (geographically isolated areas) and Polangui with implementation as early as January. For Albay to become California in 30 years may sound impossible.but its not.Yes GDP of California is somewhere between $1-1.2 trillion..and thats pretty huge and difficult for Albay to achieve in 30 years time. however in terms of the GDP per capita income, health care, infrastructure and the general standard of living could probably be done in 30 years...which i believe.

Legazpi City (1 December) -- On the onset of the political season, the Civil Service Commission (CSC) in Bicol has reminded anew all government officials and employees holding non-political offices or positions to refrain from directly or indirectly engaging in any partisan political activities. Cecilia Nieto, CSC Bicol regional director, stressed that Administrative Code of 1987 provides that employees who engage in partisan political activities are liable and may be dismissed from the service.
"As the election is fast approaching, the Commission deems it necessary to remind all public servants not to engage in partisan political activities," Nieto added. "Not too often, public officials and employees have been found guilty of engaging in such, and penalized with dismissal from the service," she said
As early as 1998, the CSC already issued a memorandum circular defining "partisan political activity" as "an act designed to promote the election or defeat of a particular candidate or candidates to a public office." These include specific activities done for or against any candidate, such as forming groups for the purpose of soliciting votes, holding political meetings or rallies, making speeches or holding interviews, publishing or distributing campaign materials, and directly or indirectly soliciting votes.
The circular adds that being a delegate to any political convention or member of political committees, clubs and organizations are also considered partisan political activity, as well as soliciting or receiving contributions for political purposes or becoming publicly identified with any candidate. LEGAZPI CITY, Dec. 2 (PNA) - The World Bank (WB) has recently approved and granted a P7.2-million funding to finance the province's proposal for the establishment of an Early Warning System (EWS) in flood and landslide-prone areas in Albay.
Manuel Rangaza, Center for Initiative and Research on Climate Change Adaptation (CIRCA) executive director, said the EWS through the use of Geographical Information System and Remote Sensing (GIS/RS) would be installed in 15 villages across the province recently identified as floods and landslide prone areas during extreme weather events.
Rangaza said the Albay proposal was designed by Albay Governor Joey Salceda as a component of the province disaster risk reduction (DRR) program, wherein the province was adjudged UNDP Galing Pook Awardee and the NDCC Kalasag Awardee this year.
The WB-funded project aims to provide EWS to 15-20 villages by installing 50 bells and hundreds of bottle rain gauge to benefit 12,500-17,500 people in remote communities. The project is designed to organize, educate and train the local communities in order to improve their capacity to access and use hazard risk information and therefore enhance their early warning system.
The project will also enhance other community-based responses to landslides and floods by providing them the information and supporting their community-based activities that will reduce their vulnerabilities. Rangaza said the Bell and Bottle EWS is innovative because it combines high technology and creative approaches to make the EWS appropriate in remote areas where other warning system is absent or impractical.
He said “the use of remote sensing to identify landslide and flood hot spot areas, the bottle of soda will be used to measure rainfall and the bells will be used to quickly spread the warning of possible flooding and landslides and prepare people for evacuation.” The project will start next year, but the project has initially begun by conducting Geographical Information System and Remote Sensing (GIS/RS) ground surveys in identified flood and landslide prone areas in the province.
The project's support activities are also expected to increase the site’s riverbanks and denuded steep slopes vegetation cover by planting 15,000 trees. This increase in vegetation can be measured through a ground survey or by comparing the satellite images of the sites before and after project implementation.
The WB project will be implemented by the province through the CIRCA in partnership with the University of the Philippines Los Banos (UPLB). Dave Manalo of the UPLB, in the project paper said in the Philippines, many farming communities are found in the mountains. They are very poor and usually located in landslide and flood-prone areas.
The province of Albay, the site of this project, is one of the provinces of the Philippines vulnerable to flood and landslides due to its surrounding mountain areas with rivers and tributaries that feed to the low lying plain areas of the province. In 2006, landslides and floods severely affected eight municipalities in the province. It destroyed tens of millions of dollars worth of infrastructures and properties, damaging 200,000 hectares of lands, affecting hundred thousands of residents and killing thousands of people.
The project paper indicated that in the Philippines, many remote farming communities are in landslide and flood prone areas. With climate change, heavier rains are expected, thus floods and landslides will be worse. Past experiences show that due to absence of early warning system, severe damage occurred in these communities.
To minimize casualties and property destruction, the WB-funded project will establish a low cost, fast, effective and community-based EWS for flood or landslides that is appropriate and practical in the remote mountain communities. The main objective of this project is to establish a low-cost, fast, effective and community-based early warning system (EWS) for remote communities prone to landslides and flood, Manalo pointed out. Yet, Miss Philippines did not totally end up as a disappointment, unlike her batch mate Pamela Bianca Manalo who left Bahamas as “Miss-ed Universe” last August. The 23-year-old Bicolana was among the 15 ladies chosen by the judges to go on in the competition.
Melody moves on
Gersbach was one of the top favorites for the Miss International crown among pageant followers around the world. The judges of GlobalBeauties.Com—a prime online magazine for international beauty contests—even ranked her as second, in their leader board recently.
She earned her degree in business management at the University of Asia and the Pacific. The second child of Wolfgang, a German businessman and the former Marina Manuel, was Miss Magayon-Albay and Miss Bicolandia of 2008. She helps in managing their family’s restaurant, Gasthof, renowned for its baby back ribs, with branches in Makati Avenue, Boracay and Daraga, Albay.
“My aunt [Maridel Antonette Gonzalez] was my inspiration for this competition. She passed away last April 1, during my homecoming in Bicol.” Two motorcycle-riding gunmen shot her aunt several times while she was about to enter her home in Legazpi City. Investigations are still under way to determine the motive for her murder. “It was a tragic way of ending her life... She was the one who pushed me to join Binibining Pilipinas, she was supposed to go with my parents in China to watch me.”
Entering show business is not on top of Melody’s priorities at the moment, but she said: “If there would be an offer or any opportunity, I’d think about it first, I am not really closing my doors.”

For Albay to become California in 30 years may sound impossible.but its not.Yes GDP of California is somewhere between $1-1.2 trillion..and thats pretty huge and difficult for Albay to achieve in 30 years time. however in terms of the GDP per capita income, health care, infrastructure and the general standard of living could probably be done in 30 years...which i believe.

LEGAZPI CITY—The government will be pouring in P2.3 trillion in fresh funds to finance the administration’s antipoverty flagship Pantawid Pamilyang Pilipino Program (4Ps) in Bicol, the Department of Social Welfare and Development (DSWD) regional office here said over the weekend. The fund will intensify the implementation of the 4Ps that would cover 331,000 households in 52 municipalities and four cities in the region within a span of five years ending 2015, said Mean Villagomez, the DSWD regional program specialist.
The program is a poverty-reduction and social-development strategy of the national government that provides conditional cash grants to extremely poor households to improve their health, nutrition and education, particularly of children aged 0-14. The cash grants are assistance to alleviate poverty by providing the immediate need of the poor and to break the intergenerational poverty cycle through investments in human capital, Villagomez said.
The program is also an attempt to fulfill the country’s commitment to the Millennium Development Goals, which include eradicating extreme poverty and hunger, achieving universal primary education, promoting gender equality, reducing child mortality, and improving maternal health, she said.
Villagomez said a household-beneficiary with three children, 0-14 years of age can receive a maximum of P1,400 a month or P15,000 annually as long as they comply with the conditions on health and education. The conditions require pregnant women to avail themselves of pre- and postnatal care and childbirth attended by skilled attendant, attendance in responsible-parenthood sessions and submission of 0-5 year-old children to regular preventive checkups and vaccines.
The other conditions are the attendance of 3-5 years old children to day care or preschool classes at least 85 percent of the time, enrollment in elementary or secondary school of 6-16 years old children devoting 85 percent of the time to classes, and submission of 0-5 years old children to de-worming twice a year.
In Bicol, the 4Ps will be implemented in Albay with 180,000 household-beneficiaries covering the towns of Polangui, Daraga, Libon, Jovellar, Pioduran, Rapu-Rapu, Manito, Sto. Domingo, Malilipot, Bacacay, Malinao, including the cities of Legazpi, Tabaco and Ligao.
In Masbate, it will cover 50,000 beneficiaries in the towns of Esperanza, San Pascual, Kawayan, Placer, Claveria, Balud, Monreal, Uson, Mandaon, Aroroy, Milagros, Cataingan, Dimasalang, Mobo and Palanas.
Camarines Sur will have 13 towns and one city under the program, namely, Pasacao, Siruma, Tinambak, Caramoan, Ragay, Del Gallego, Sangay, Presentacion, Minalabac, Libmanan, Lupi, Bula, Pamplona, San Jose and Naga City with some 20,000 household-beneficiaries.
In Camarines Norte, five towns such as Capalongga, Paracale, Sta. Elena, San Lorenzo Ruiz and Mercedez, with 15,000 families are included.
For Sorsogon, the towns of Donsol, Castilla, Matnog at Pilar with 10,000 families benefitting are covered, while the island-province of Catanduanes would have the municipalities of Caramoran, Pandan and Bagamanoc under the program, Villagomez said.

Legazpi City (2 December) -- The Regional Development Council (RDC) invites private sector organizations (PSOs) in Bicol to apply for RDC accreditation, in preparation for the election of private sector representatives (PSRs) to the RDC for 2010 to 2013.
RDC accredited organizations nominate PSRs to the RDC and participate in the election of PSRs to the RDC. PSOs must have the following qualifications to be able to participate in the nomination and selection of PSRs:
a. Legal Personality. The PSO must be registered with the Securities and Exchange Commission (SEC) or any government agency which registers organizations and associations for the purpose of bestowing legal personality.
b. Track Record. The PSO must have conducted socio-economic activities for at least three years from date of registration in the region. The scope of activities must be at least province or citywide.
c. Nationality. The PSO must be a Filipino organization. Organizations managed by foreigners, whose officers and members are primarily composed of foreign nations, or are considered branches or affiliates of foreign organizations are disqualified.
d. Non-Government. Organizations which have government officials and employees as ex-officio members or whose operations are funded by the government are disqualified. (Funding support by the government to PSO projects is not considered as funding support to operations).
e. Deadline for submission of application for accreditation is on March 31, 2010.
f. Applications forms are available at the National Economic Development Authority (NEDA) Region 5, Arimbay, Legazpi City. They can also be downloaded at www.neda5.net.

DENR-EMB, through its Environmental Education and Information Section (EEIS), showcased the bureau's programs and initiatives on awareness on climate change and global warming phenomenon, solid waste management and other timely environmental issues that would shape the students knowledge and views on ecosystem conservation.
The two-day activity, held November 12-13, was participated in by representatives from local government units, government agencies, students and faculty members of the different academic institutions in Albay province.

Legazpi City (2 December) -- With the increasing number of Sexually Transmitted Infections (STI) and HIV cases, the Provincial Government of Albay has crafted the comprehensive medium term program for the period of 2010 to 2015 to prevent and control the spread of the diseases. In the recently concluded strategic planning workshop organized by the Philippines National AIDS Council (PNAC), the Albay Provincial AIDS Council (APAC) now pursues a unified program to address STI and HIV, underlining intensive information campaigns provision of necessary health and medical services.
Albay Governor Joey Salceda has earlier instructed the Albay Provincial Millennium Development Goal Office (PMDGO), the Provincial AIDS Council and the Provincial Health Office to formulate strategies including activities to curtail the spread of STI and HIV in the province. Starting next year, the province will implement the Provincial Response to Accelerated STI, HIV and AIDS prevention and control response through intensified information and delivery of services to the most at risk population (MARPs), vulnerable groups (VPs), and People Living with HIV (PLHIV).
Salceda was prompted to implement information, education and health services for STI and HIV upon learning that Albay ranks second among the provinces on Bicol region with an increasing number of STI and HIV cases. PNAC report as of November this year showed that there are 88 Bicolanos infected with HIV. Camarines Sur records the most number of positive cases of HIV, with a total of 27 persons; Albay, 27; Sorsogon, 17; Catanduanes, 9; Camarines Norte, 7; and, Masbate, 3.
In Albay, six PLHIV are identified in Legazpi City, 6 in Ligao City, 3 in Tabaco City, two each in Bacacay and Oas, a case each in Camalig, Daraga, Guinobatan, and Polangui, while 2 others from unknown origin in Albay. Based on the projected population (age bracket 14 to 49) of the National Statistics and Coordinating Board (NSCB) regional office in Bicol, the estimated number of establishments with sex workers in five sites (Polangui, Ligao City, Daraga, Legazpi City and Tabaco City) will be 871 in 2010,
While the estimated free lance sex workers (next year) in Albay is 670; male clients of sex workers - 5,788; persons injecting drugs - 56; men having sex with men - 2,893; and overseas Filipino workers 3,065, all considered MARPs. Meanwhile, PNAC executive director Dr. Ferchito Avelino and health workers' recommendation to Governor Salceda is to support the provision of STI drugs, HIV Test Kits as well as availability of condom in five sites (Ligao City, Polangui, Daraga, Tabaco City and Legazpi City).
Dr. Avelino explained that for 2010 alone, the five sites will need some Php24 million for the provision of drugs/medicines and condoms, adding that the said amount can be out source, but what is important is for the local government units concerned will also give their own share," he said.

LEGAZPI CITY, Dec. 2 (PNA) - The World Bank (WB) has recently approved and granted a P7.2-million funding to finance the province's proposal for the establishment of an Early Warning System (EWS) in flood and landslide-prone areas in Albay.
Manuel Rangaza, Center for Initiative and Research on Climate Change Adaptation (CIRCA) executive director, said the EWS through the use of Geographical Information System and Remote Sensing (GIS/RS) would be installed in 15 villages across the province recently identified as floods and landslide prone areas during extreme weather events.
Rangaza said the Albay proposal was designed by Albay Governor Joey Salceda as a component of the province disaster risk reduction (DRR) program, wherein the province was adjudged UNDP Galing Pook Awardee and the NDCC Kalasag Awardee this year.
The WB-funded project aims to provide EWS to 15-20 villages by installing 50 bells and hundreds of bottle rain gauge to benefit 12,500-17,500 people in remote communities.
The project is designed to organize, educate and train the local communities in order to improve their capacity to access and use hazard risk information and therefore enhance their early warning system.
The project will also enhance other community-based responses to landslides and floods by providing them the information and supporting their community-based activities that will reduce their vulnerabilities.
Rangaza said the Bell and Bottle EWS is innovative because it combines high technology and creative approaches to make the EWS appropriate in remote areas where other warning system is absent or impractical.
He said “the use of remote sensing to identify landslide and flood hot spot areas, the bottle of soda will be used to measure rainfall and the bells will be used to quickly spread the warning of possible flooding and landslides and prepare people for evacuation.”
The project will start next year, but the project has initially begun by conducting Geographical Information System and Remote Sensing (GIS/RS) ground surveys in identified flood and landslide prone areas in the province.
The project's support activities are also expected to increase the site’s riverbanks and denuded steep slopes vegetation cover by planting 15,000 trees. This increase in vegetation can be measured through a ground survey or by comparing the satellite images of the sites before and after project implementation.
The WB project will be implemented by the province through the CIRCA in partnership with the University of the Philippines Los Banos (UPLB).
Dave Manalo of the UPLB, in the project paper said in the Philippines, many farming communities are found in the mountains. They are very poor and usually located in landslide and flood-prone areas.
The province of Albay, the site of this project, is one of the provinces of the Philippines vulnerable to flood and landslides due to its surrounding mountain areas with rivers and tributaries that feed to the low lying plain areas of the province.
In 2006, landslides and floods severely affected eight municipalities in the province. It destroyed tens of millions of dollars worth of infrastructures and properties, damaging 200,000 hectares of lands, affecting hundred thousands of residents and killing thousands of people.
The project paper indicated that in the Philippines, many remote farming communities are in landslide and flood prone areas. With climate change, heavier rains are expected, thus floods and landslides will be worse. Past experiences show that due to absence of early warning system, severe damage occurred in these communities.
To minimize casualties and property destruction, the WB-funded project will establish a low cost, fast, effective and community-based EWS for flood or landslides that is appropriate and practical in the remote mountain communities.

LEGAZPI CITY, Dec. 3 (PNA) -- Mayon volcano after being calm for a week was jolted by quakes and emitted high volume of sulfur dioxide signifying that it is still on a very restive state Thursday. The Philippine Institute of Volcanology and Seismology (Phivolcs) seismic instruments detected 18 volcanic quakes, eight of which were low and five were high frequency earthquakes indicating that magma is intruding the volcano’s vent.
Phivolcs advisory said the volcano disgorged 858 tons of sulfur dioxide (SO2) for the past 24 hours, which is way above the normal level at 500 tons a day. The 18 volcanic earthquakes detected on Wednesday bringing to a total of 28 quakes recorded since Nov. 23 this year. Scientists said these are signs that the volcano’s abnormality levels are indications that the volcano continue to show signs of restiveness that may possibly lead to a full blown eruption.
Phivolcs scientist are continuously observing Mayon volcano's fluctuating seismic precursors such as quakes, gas emission and ground deformation, these are indication that the volcano's seismic activity may possibly lead to an explosive eruption. Sulfur dioxide disgorge from Mt Mayon indicated a fluctuating trend ranging from 150 tons per day to 679 tons per day for the past three days.
Laguerta said the fluctuating rates of gas emission is indicative that magma is building up to the crater in preparation for an imminent eruption. Laguerta said the agency is still assessing the abnormal state of the volcano based on given parameters like ground deformation, volcanic quakes and gas emission, and crater glow.
Precise Leveling result indicated that the volcano remained inflated by 5.0 mm at the Buang leveling lines while Lidong lines posted a 4.0 mm swelling. The volcano did not exhibit crater glow due to cloudy sky prevailing in the volcano’s crater. Alert level 2 remains hoisted over Mayon volcano, Phivolcs said it still strongly recommends that the six-km Permanent Danger Zone including the seven-km extended danger zones should be off limits to any human activity due to threat from sudden explosions and rockfalls from the upper slopes of the volcano. During the thanksgiving mass offered by Fr. Lobrigo, the presider said that the presence of the mall will enliven the local economy and a welcome development in the community. Im proud of our very own Governor.He's always on TV and on most newspapers these days.Many people admire him because of his knowledge in dealing with the 'climate change'.I think everybody(in this forum) is aware of the many accomplishments he had accomplished.
He's indeed a smart and hard working Executive of our province.
BUT...i still have some reservations!
I just want to ask you guys here...How many jobs did Gov Salceda created as Governor of Albay?I know he had saved many lives but for me,Disaster preparedness and knowledge about climate change werent enough to say that his service to the province can be called a successful one.Job creation is equally important.
I had read the whole thread but i never saw a topic discussing Employment Opportunities and the like.Im sure some members of this forum were working overseas like me and some were in the other places of the country.Do you know the reason why we have to leave,have to suffer and endure the hardship?Its simply we dont have job opportunity in our province.
Did our Gov ever think of an INDUSTRIAL PARK?There is tremendous impact to the economy if we have one.Try building one in Jovellar, in Tiwi or in Manito.Those lower class municipalities will outgrow any existing cities in Albay once the investors start to operate their businesses there.
Look at the provinces with one or more industrial parks(Calabarzon)they are so economically developed.
The Governor, as an economic adviser had lost the opportunity of having a close relationship with incumbent President(lucky bitch).He could have asked her to help Albay build an (private or government-owned)industrial park before she retires.Next year (after the election)will he enjoy the same thing?
Im happy to see pictures of new malls,business establishments and some other infras projects you guys posted here.Albay is indeed improving economically but is it enough? When i left Ligao 20 years ago,i noticed little has changed.
There was a press release (http://globalnation.inquirer.net/news/breakingnews/view/20090924-226728/20000-Filipino-workers-eyed-for-South-Korea) more than a month ago apparently Salceda had secured a MOA in Skorea for 20k Albayanos.Its simply unbelievable!Kapampangans constitute the bulk of workers here in Korea.Thanks to their kababayan president.Even without experience those Kapampangans can easily work here.Only a handful of Bicolanos are working here.So far only 4 Albayanos i have "heard" to be working here out of more than 30k Filipinos.
Imagine if there is only a hundred Albayanos remitting 1k US$ a month to their families it would be a great boost to the econmy of our province.
Though i am receiving a good salary abroad ironically,im still blaming our government and will not stop to do so until they realise that this is not the solution to our ever growing UNEMPLOYMENT.

From what I understand, I think the governor is laying the foundation of a stronger and more sustainable economy for the province. However, I don't think we can reach the level of the Calabarzon provinces within three years (The current governor started his term in 2007). Based on the news articles released by the provincial government, Salceda's economic strategy is for the long-term.

^^After the disasters of 2006, investor confidence in Albay and the rest of Bicol most likely declined. To make the province attractive for investors once again, it was important to assure them that Albay is prepared to mitigate the effects of disasters, thus the focus on climate change adaptation and disaster preparedness. The efforts of the province paid off well because now Albay is recognized as a model in climate change adaptation and disaster preparedness. This will help counter the negative impression that the province is not safe for investments. Slowly but surely this is becoming a reality because even after the disasters, investments still poured into Legazpi and Albay led by intrepid local investors.

It's very easy to say 'o, lets build an industrial park here and there' but the question is, will it really become an industrial park or remain an idle lot for many years just like the other so-called industrial parks in the region? The fact is, it will be very hard to compete with the Calabarzon area for industrial locators because they have the advantage of a more developed infrastructure and proximity to the capital. Who would want to put a factory in Jovellar, Albay if it is more convenient and cost-effective to build one in Sta. Rosa, Laguna. Besides, Albay is still mainly an agricultural economy.
To help realize the goal of a more progressive Albay, the governor has laid down an economic strategy (http://positivenewsmedia.net/am2/publish/Cities_And_Towns_23/Salceda_bares_Albay_s_progress_road_map.shtml) and initiated several programs such as the Guicadale platform, which aims to create a new commercial, industrial and residential area that is far from the dangers of Mayon Volcano. There were also several infrastructure projects such as new roads, bridges, new seaport, and new international airport. The new Kayabon geothermal project (http://www.pia.gov.ph/?m=12&fi=p080211.htm&no=37), once it operational, is expected to make Albay energy self-sufficient and help lower the cost of electricity in the province (hopefully, we deserve it). This will consequently help attract more investors and eventually, real industrial parks.

^^I think it's not impossible because from what I know, Salceda was already a well-known economic adviser and consultant to a number of multinational companies even before he entered public service in the Philippines.

I agree, there's still so much to be done and with so many negative stuff going on in the country, it's very easy to get disillusioned. But personally, I still think there is a very bright future that awaits Albay. I also agree that it is very important to put pressure on our leaders to do more. However, I also believe we also have to do our part, in whatever way we can, to help our province. Hindi yung puro asa na lang sa gobyerno.

WHAT started out as a basic school requirement turned out to be an award-winning student creative research from the all-female team of the De La Salle University (DLSU), who bested 12 other finalists. The study “Greenstick Fracture Detection and Diagnosis Using Image Processing and Analysis” gave the team of Airi Bianca Beltran, Rachel Joyce Oaña and Cathlyn Marie Montano the “Sibol Award-Outstanding Student Creative Research” on the college level in the recently concluded National Invention Contest and Exhibits (NICE) 2009.
NICE 2009 was organized by the Department of Science and Technology (DOST) and the Technology Application and Promotion Institute (Tapi). The first-place winners in the Sibol Award for high school and college levels, and in the Tuklas Award received the World Intellectual Property Organization gold medals and certificates.
“We need to develop a critical mass of Filipino investors who will build the Philippine industries and services to help address the pressing national concerns such as breaking the cycle of our energy dependence, environmental degradation and climate change,” said Press Secretary Cerge Remonde in his keynote speech at the recent closing ceremony.
The DLSU team, a blend of computer geeks and computer science majors, said it was the time when they were just starting that challenged them the most. They developed a system that performs image processing and analysis to detect fractures, specifically Greenstick fractures. These fractures are one of the most common fractures in children and, if undiagnosed and untreated, can lead to deformity and permanent disability.
Their application has tools and features that are not present in simple X-rays. The scanned X-ray images are enhanced using image sharpening, smoothing, median, erode, dilate and threshold. Other winners in NICE 2009 at the college level were Albert Gonzalo Bautista II, “Herbiplast Revolutionary Natural Ointment Bandage (Anti-bacterial, coagulant, all natural),” of the University of Baguio, second prize; and Richelle Abuan, “Evaluation of Anti-Inflammatory Activity of the Liniment from the Leaf Extract of Lagundi (Vitex negundo) Fam. Verbenaceae,” of Saint Louis University, third prize.
In high school, the group of Reezie Love Miguel, Janiz Amasoli C. Sukyo and Claudine Mae Etiong of Arturo Eustaquio Memorial Science High School won first prize with their study, “Production of Biodegradable Plastics (Bioplastem) from Shells of Brown Shrimps (Penaeus aztecus) through the Process of Polymerization.”
Jessel Fatima Cane, “Engineering a Novel Radiation Shield and Semiconductor from Green Mussel Shells” of Bayugan National Comprehensive High School got second prize; and Rhodessa King, Janessa Limchutick, Jeanelle Ong, Sharlene Santiage, Tetris Tan and Karen Tan, “The Feasibility of Using Chicken Eggs (Gallus domesticus) as Fillers and an Anti-Bacterial Component for Polypropylene Plastic” of Immaculate Conception Academy won third.
For the “Likha Award—Outstanding Creative Research” (professional category), the winners were Blessie A. Basilia, Ma. Teresa Navarro, Rosemarie Antinopo, Kevin Dagbay, Ponciano Basilia, Eduardo Magdaluyo Jr. and Brigida Visaya, with “Development of Local Bioactive Polymer Nanofibrous Scaffold by Electrospinning,” first prize; Rubelyn Delfin, Milagros Nillo, Flory Libunao, “Commercialization Potential of Suksuk for Handwoven Silk Fabric,” second prize; and Noro Camomot, “Joyski—The Motorcycle Driven Jetski,” third prize.
For the Outstanding Utility Model, the winners were Johnny Sy, “A Method of Making Engine Oil Additive Mixed with Plant Oils,” first prize; Claro Santiago, “Production of Medical Bandage from Mushroom Mycelium,” second prize; and Arnulfo Malinis and Christopher Pacardo, “Mechanical Process of Producing Starch and Flour from Arrowroot Tubers,” third prize.
A group of engineers from Albay emerged champion in the “Tuklas Award—Outstanding Invention” for their “Crop Processing Machine.” This invention of Arnulfo Malinis, Eleanor Balute, Estrella Calpe and Herminigildo Lizano “performs the functions of a crusher, juice extractor and mill.” Among the crops it can process are arrowroot, lemon grass, ginger and pandan.
A team member said the latest buyer of their P95,000 machine is a cooperative in Dolores, Quezon, and that about 50 of these machines are already in use. Other winners in the Tuklas Award were James Fos Raemon, “Rex Compost Tea Brewer (A Novel Compost Tea Brewer),” second prize; and Annabelle Briones, Wilhelmina Ambal, Merle Villanueva, Romulo Estrella, Raymond Pacis, Melchor Valdecañas and Emil Ricafort, “Manufacturing Process for Hard Carrageenan Capsules,” third prize.
There was no proclaimed winner in the Outstanding Industrial Design category. Aside from the major awards, special prizes and recognitions were given to other finalists. The Philippine Development Alternatives Inc. (PDAF) gave finalists from the Talavera National High School the PDAF Award for their study, “Design, Fabrication and Performance Test of a 3-in-1 Compost Chipper,” in the high-school category.
Anthony Mark Jay Rivas, “Sargassum as a Ceramic Flux in Conserving Energy,” of University of San Carlos won first honor for the PDAF Award in the college level; and students from the Mindanao State University, “Armor Against UV: Rambutan Pericarp (Nephelium lappaceum) and Aubergine Peelings (Solarium melangona) as Chemo Preventive Agent,” won second.
The Chemrez Green Chemistry Award, given by the Chemrez Technologies Inc., is awarded to contestants who embodied the ideals of green chemistry in their projects aimed at reducing the use or generation of harmful substances and enable efficient resource utilization.

MANILA, Dec. 4 (PNA) -- To immediately normalize the flow of traffic and basic services especially the transport industry, the Department of Public Works and Highways (DPWH) is fast tracking the completion of the Padang Bridge project in Albay. Located along Legazpi-Sto. Domingo-Tabaco Road, the bridge was rendered not passable last Nov. 5, 2009 because of the damage brought by flow of water and volcanic debris from Mt. Mayon.
DPWH acting Secretary Victor Domingo said that he has already instructed the regional office to take advantage of the good weather condition in the area and immediately complete the bridge project as it serve as a vital road network connecting the metropolis of Legazpi to the port area in Tabaco City and vice versa.
"This is only one of the priority rehabilitation efforts of the Department on restoring all the major life line road network damaged by previous typhoons" Domingo said. Padang River was used to be a mere creek that discharge irrigation water towards Albay Gulf.
When the Mayon Volcano last emitted its volcanic debris, the river was transformed into a channel downstream of Bonga Gully that discharges rainwater and volcanic materials towards the sea. DPWH Region V Director Danilo Manalang, in his report to the Secretary, stated that the project is now 88 percent complete and now awaiting the release of additional P12-million fund for the remaining works such as bridge approach, railings and river control works. Im proud of our very own Governor.He's always on TV and on most newspapers these days.Many people admire him because of his knowledge in dealing with the 'climate change'.I think everybody(in this forum) is aware of the many accomplishments he had accomplished.
He's indeed a smart and hard working Executive of our province.
BUT...i still have some reservations!
I just want to ask you guys here...How many jobs did Gov Salceda created as Governor of Albay?I know he had saved many lives but for me,Disaster preparedness and knowledge about climate change werent enough to say that his service to the province can be called a successful one.Job creation is equally important.
I had read the whole thread but i never saw a topic discussing Employment Opportunities and the like.Im sure some members of this forum were working overseas like me and some were in the other places of the country.Do you know the reason why we have to leave,have to suffer and endure the hardship?Its simply we dont have job opportunity in our province.
Did our Gov ever think of an INDUSTRIAL PARK?There is tremendous impact to the economy if we have one.Try building one in Jovellar, in Tiwi or in Manito.Those lower class municipalities will outgrow any existing cities in Albay once the investors start to operate their businesses there.
Look at the provinces with one or more industrial parks(Calabarzon)they are so economically developed.
The Governor, as an economic adviser had lost the opportunity of having a close relationship with incumbent President(lucky bitch).He could have asked her to help Albay build an (private or government-owned)industrial park before she retires.Next year (after the election)will he enjoy the same thing?

Imagine if there is only a hundred Albayanos remitting 1k US$ a month to their families it would be a great boost to the econmy of our province.
Though i am receiving a good salary abroad ironically,im still blaming our government and will not stop to do so until they realise that this is not the solution to our ever growing UNEMPLOYMENT.

Another woman challenges Bichara’s House bid

LEGAZPI CITY --- The adage that in politics there are no permanent friends and foes but only permanent interests once again rings true in this city where the majestic Mt. Mayon reigns. And like the majestic but restive volcano, two women, for the first time in the city, are poised to enter the political arena in what observers see as a nip-and-tuck mayoral battle, with their painted fingernails and coifed hairdos nothwithstanding.
Geraldine Barrameda-Rosal, wife of outgoing City Mayor Noel Rosal, filed her mayoral candidacy certificate under the administration party’s Lakas-Kampi party while her running mate, City Councilor Bitoy Roces, son of former lady mayor Imelda Roces, aligned himself with the Nacionalista Party at the Comelec office here last Monday, Nov. 30.
On the opposite corner are Lorna Hidalgo-Cristobal, wife of DPWH Assistant Regional Director Oscar Cristobal, and Michael Imperial, of Albay’s influential political clan, for mayor and vice-mayor, respectively, under the opposition Liberal Party.
At a media presentation cum press conference held last Nov. 28 at the Cristobal owned Waway’s Restaurant, the LP mayoral bet presented her entire ticket. The LP candidates for councilors are: Dr. Nathaniel Rempillo, Atty. Melissa Abadeza, former Councilor Manuel ‘Boroy’ Arroyo, Brgy. Chairman Lilian Ramirez, former councilor Charlie Cea, former Councilor Rolando Belbes, former Brgy. Chairman Efren Obido, reelectionist Councilor Oscar Santillan, former Councilor Jesus Chito Baldo and retired public school principal Cesar Regidor.
Looking back, the Imperials in 2000 coalesced briefly with Mayor Noel Rosal to topple the administration of former City Mayor Imelda Roces, the political rival of 2nd district Rep. Carlos “Papay” Imperial.
During the 2001 election, Rep. Imperial, uncle of Michael Imperial, fielded Noel Rosal for the mayoral post against Martin Roces, son of then congressional candidate and outgoing City Mayor Imelda Roces. Rosal won and remains undefeated until his last term ends in 2010.
Rosal and the Imperials, however, parted ways in 2003 and had since then became political adversaries.
In the 2007 election, the erstwhile rival Imperial and Roces families combined forces to bring down Rosal but to no avail which saw the temporary collapse of the Imperials’ political power in 42 years.
As this developed, former lady reporter and commentator Bonita Apin filed her certificate of candidacy for congressional seat against incumbent Rep. Al Francis Bichara of Albay’s second district.
Apin carries the banner of the Liberal Party here while Bichara is allied with presidential aspirant Manny Villar’s Nacionalista Party.
At a fellowship night with media practitioners here, Apin said, “Unknown to many, I’m a media practitioner, a reporter and commentator.” And she added, “In the spirit of peace, friendship and press freedom, we would like to ask from you to offer a moment of prayer intended for media practitioners in Mindanao who were victims of cold blooded killings and injustice.” She implored mediamen to carry on with their task of spreading the truth without fear or favor for the higher interest of the people that they serve.

So far, there's no bridge yet although I've read that there are plans to build one. Visitors to Misibis reach the island by crossing the very narrow Sula Channel via RoRo (Roll on, Roll off) vessel. See photos below. Another option is via fastcraft from Embarcadero in Legazpi.

LEGAZPI CITY, Dec. 3 (PNA) - Albay’s political arena would be a derby among three dominant political parties belonging to the administration‘s Lakas-Kampi-CMD party, Nationalista and the Liberal parties as 42 candidates would slug it out in various high stake provincial posts, the Commission on Election (Comelec) provincial office told the Philippines News Agency, Thursday.
Lawyer Romeo Serrano, Comelec provincial election supervisor said two candidates are eying to grab the gubernatorial post from Governor Joey Salceda who is seeking re-election, while four candidates are vying for the vice gubernatorial position.
Businesswoman Linda Montayre of the Kapayapaan, Katarungan, Kaunlaran (KKK) Party a native of Guinobatan town and Marcelino Gallardo, a business man from Daraga town will challenge Salceda the incumbent governor who is gunning for his second term under the Lakas-Kampi-CMD party banner.
For the vice-gubernatorial bets, former Albay Vice Governor Jesus “Bayan” Calisin of the Nationlista Party would try to regain his post by outdoing his rivals Raul Borejon, a provincial board member running as independent, Harold Imperial, a provincial board member a Lakas-Kampi-CMD bet and independent candidate Gil Goyena, a businessman.
For the congressional race, in first district incumbent Lakas House Representative Edcel Lagman will seek re-election for his third term but he will be challenged by lawyer Wilfredo Brizuela of the Liberal Party, while in the second district, incumbent House Representative Al Francis Bichara, who is seeking for his second term under the Nationalista Party will be challenged for the second time by Amelia Apin, an entrepreneur-educator under the Liberal Party banner and independent candidate, Ricardo Ayala, a businessman.
In the third district of Albay, former Albay Governor Fernando Gonzales of the Liberal Party, and incumbent Vice Gov. Brando Sael of the Nationalista Party and independent candidate Armondo Redillas will be contesting incumbent Congressman Reno Lim of the Nationalist People’s Coalition (NPC).
Political analyst predicts that Salceda the incumbent Governor will easily win over his opponents by a landslide votes because of his strong political machinery and achievements.
For the vice gubernatorial post, it would be a close fight between Calisin, Borehon and Imperial who all have political credentials and bailiwicks to boast of, observers said.
Political observers here are closely watching the political derby in the third district of the province since the congressional post would be a tight three cornered fight between Rep. Lim, former Gov. Gonzales and Vice Gov. Brando Sael who claims to have the machineries, the funds and political bailiwicks.
In the second district of the province, political analysts said it is a fight between the Nationalista and the Liberals, giving incumbent Rep. Bichara a wider margin over Apin who run and lost to Bichara in the 2007 congressional race. Observers said Bichara had maintained his followers, the funding and machinery.
Meanwhile, Salceda in a press statement thanked his constituents for their collective support.
He said, “I am honored and humbled by the zero-opposition to my leadership but it poses a higher challenge to me and the entire provincial government to do even better than the past three years.” (PNA)

While representatives of the sovereign people argue and disagree on constitutional reform, sovereign people have decided to take steps that would allow them to tackle pressing problems of poverty and good governance rather than wait out the infighting in Congress.
These Bicolanos have plodded for months now. The movement is led by Dante Jimenez of the Volunteers against Crime and Corruption. With him are Brenda Locsin for Albay, Richard Talento for Camarines Norte, Rennie Gumba for Camarines Sur, Atty. Susan Ordinario for Catanduanes, Hamilcar Arregadas for Masbate and Godofredo Ditan for Sorsogon.
I have followed them in their sojourn, as they met with communities in all the six provinces of Bicol to inform, educate and debate on their cause for greater autonomy. They see greater autonomy through Charter change as the way to fight poverty. The region is one of the poorest in the country and yet they have some of the richest natural resources.
The group has now drafted what they call The Charter of Bicol Autonomous Region that will be launched and signed by representatives of multisectoral groups on December 8 in Daet, Camarines Norte at the First Monument of Rizal. All Bicolanos are invited to attend this historical event.
The preamble reads: We, the Bicolanos, imploring the aid of Almighty God, in order to establish a just and humane society and a Bicol Autonomous Region that will embody our ideals and aspirations, within the authority of the Constitution and national sovereignty, in order to secure to ourselves and our posterity the blessings of regional autonomy, democracy, equality, justice, peace, and the right to self-determination, do ordain and promulgate this Charter of the Bicol Autonomous Region.
The Bicol region’s charter is ground-breaking that is sure to be followed widely by other regions dissatisfied with the structure and system of government that has kept them down. Most of the movements for greater autonomy are directed towards settling ethnic or religious differences. In Bicol it is about the creation of wealth that has been stifled by waiting for largesse from imperial Manila.
“It is the purpose of this proposed Charter to establish the Bicol Autonomous Region, to provide its basic structure of government within the framework of the Constitution and national sovereignty and the territorial integrity of the Republic of the Philippines, and to ensure the equality, justice and peace before the law of all the inhabitants in the Bicol Autonomous Region, maximize and expedite the development of the region through an autonomous set-up, and ensure proper and sustainable utilization of its natural endowments.”

The opening of the Mall, previously used as the center of beer joints and bingo socials, has turned the place conducive for businesses according to Mayor Cicero C. For the local government, the coming in of LCC Mall has contributed to accommodate the needed more than 200 working force considered as employment for Daraguenos.
“With this new mall, the local government of Daraga is assured that the building will stand strong and serves longer, while our people shall have the opportunity to have a taste of a little of everything”, Triunfante emphasized.
He said that there is no need for Daraguenos to go to Legazpi City for their needs, and the mall is value added for the usual shoppers coming from Donsol, Pilar, Castilla towns of Sorsogon.On the other hand, Antonio S. Tan, president of LCC Group of Companies has expressed confidence by saying:”We considered Daraga as boom town with business friendly policies, we are sure that the business will flourish as indicators are very apparent”

THERE IS ONE TERM THAT HAS BECOME COMMON nowadays in connection with the ongoing investigation of the Maguindanao massacre. “Treating with kid gloves” is the way some reports describe how the government has been handling the suspects in the massacre.
What is the origin of this term, “treating with kid gloves”?
First of all, “kid gloves” are made from the skin of young goats or lambs. They are softer and finer than gloves made from other forms of leather and are symbols of elegance and gentility. So the term “treating with kid gloves” means to be gentle or tactful.
The government has spent millions of pesos on handcuffs. Many policemen have handcuffs attached to their gunbelts. But so far we have not seen them put to use in the current situation. In the aftermath of the Peninsula Hotel siege in November 2007, people, including journalists, were rounded up and handcuffed or their wrists bound by rope or plastic strips by the authorities.
When do security forces use handcuffs or rope to tie up suspects? Perhaps PNP chief Director General Jesus Verzosa and NBI Director Nestor Mantaring who have been effecting arrests of suspected criminals can provide us with some clear explanation. In other countries, handcuffing of suspects is done not because of the danger or possibility of resistance or flight but as a symbol of the power of the State in the prosecution of wrongdoers.
The opposite term to “treating with kid gloves” is “taking off the gloves” this means the application of harsh treatment.
Fifty-seven men and women have been murdered in cold blood with indications that some of the women were raped. A show of force is simply that—just a show. The government needs to take off the gloves if it really means business.
The first acid test for the new martial law administrator, Lt. Gen. Raymundo Ferrer, is the visible use of handcuffs on criminal suspects. Otherwise people will continue to believe that “kid gloves,” gentility and tact, remain the order of the day for allies of the Arroyo administration. Incidentally Ferrer, PMA class 1977, is the son of another PMAyer, Brig. Gen. Arturo C. Ferrer, class of 1951.

After more than half a century of existence as the Philippine Navy, the organization decided to name existing fleet and marine facilities after its founding fathers and service heroes. Our congratulations to Vice Adm. Ferdinand Golez, the flag officer in command (FOIC), for the initiative which honors the memory of many who have contributed their best efforts in furthering the development of the Navy and adding luster to its glorious traditions. Prior to these changes, naval facilities were assigned geographical names such as Naval Base Cavite, Marine Base Ternate or Naval Station Zamboanga.
While there are more than 20 such facilities throughout the country, let me mention a number of them along with a few lines on the individuals chosen by the Navy to be honored by the proclamation.
Shortly after the first Philippine Republic was inaugurated on June 12, 1898, Gen. Emilio Aguinaldo issued a decree organizing a Department of Foreign Affairs to include Commerce and a Navy. Pascual Ledesma, a ship captain in the merchant marine and a graduate of the Escuela Nautica de Manila, was designated director for the Navy, the first such appointment in the revolutionary government. Earlier, Pascual had served in the “mosquito fleet” of General Aguinaldo.
Fort San Felipe in Cavite is now Naval Station Pascual Ledesma.

Commodore Jose V. Andrada was the fourth Filipino to graduate from the US Naval Academy in Annapolis. As head of the Philippine Naval Patrol, the forerunner of which was the Off Shore Patrol, Andrada became the first Philippine naval officer with the rank of commodore. He was instrumental in the transfer of its headquarters from Fort San Felipe to Fort San Antonio Abad on Roxas Boulevard.
Fort San Antonio Abad is now Naval Station Jose Andrada.

Romulo M. Espaldon, a 1950 graduate of the US Merchant Marine Academy in Kings Point, was the first naval officer to be promoted to the rank of rear admiral. He served as AFP deputy chief of staff and became the first commander of SouthCom in 1976 at the height of the Muslim rebellion. He later was appointed ambassador to Saudi Arabia and Yemen after retirement from military service.
Naval Station Zamboanga is now Naval Station Romulo Espaldon.

Brig. General Arturo Asuncion of the Philippine Marines is the epitome of the fighting Marine. In combat encounters with the enemy, he won the Gold Cross three times, the only military officer to have won this many, all within a period of 24 months. He perished in a helicopter crash in Basilan in November 1987.
Marine Barracks Zamboanga is now Marine Barracks Arturo Asuncion.

Commodore Rudiardo Brown, PMA class 1955 and a Marine corps commander, was the youngest AFP general when he died in a plane crash while inspecting Marine units undergoing jungle training in Bataan.
Marine Barracks Manila is now Marine Barracks Rudiardo Brown.

Sgt. Domingo Deluana, Philippine Marines, was posthumously awarded the Medal of Valor for heroism and gallantry in action against enemy forces in Maguindanao on 30 April 2000.
Marine Barracks Tawi-Tawi is now Marine Barracks Domingo Deluana.

Navy Yeoman 2nd Class Julhassan Arasain, a Moro, lost his life while rescuing neighbors in Daraga, Albay at the height of supertyphoon “Reming.” For his act of courage, heroism and selfless service, he was posthumously awarded the Bronze Cross Medal at Malacañang ceremonies on 8 August 2007.
Naval Station Legaspi is now Naval Station Julhassan Arasain.

Last Friday in ceremonies presided over by Golez, Bonifacio Naval Station (BNS) in Fort Bonifacio, Taguig City, was renamed Naval Station Jose Francisco in honor of the first FOIC of the Philippine Navy, a title which Francisco himself fashioned upon reaching star rank in the organization in 1952.
A graduate of the US Naval Academy, class of 1931, Francisco served as head of the naval organization from Aug. 29, 1949 to Dec. 23, 1961, a period of 12 years during which time he initiated a number of significant programs. Perhaps the most important was the activation of the first Marine Company which became the nucleus of the present Philippine Marine Corps, the elite unit of the AFP that has borne the brunt of combat against secessionist forces in the south.
Francisco was born in July 1909. The renaming of BNS to Naval Station Jose Francisco (NSJF) is a fitting tribute to the Grand Old Man of the Philippine Navy as we mark the centennial of his birth.

In the second congressional district, incumbent Al Francis Bichara of the Nationalista Party has two contenders, an educator and entrepreneur Amelia Bonita Apin of the Liberal Party and a businessman Ricardo Ayala, an independent.
Incumbent Congressman Reno Lim of the Nationalist People’s Coalition (NPC) in the province’s third district is facing three contenders after former Albay governor Fernando Gonzales under the Liberal Party is making a comeback.
Two new faces, Armando Redillas, a retired cop, who is an independent candidate and incumbent Albay vice governor Brando Sael under the Nationalista Party and also running for congressman.

Agree...Puro man nanggad botiques...Hehe...But at least,these stores are first in the Bicol Region...When I went to EM last Sunday evening,nakita ko yung Mango,open na,katabi ng La Mia Tazza...Nangalas lang ako ta su kataning na block sa left when you are facing it,may nakalaag pang "Mango,soon to open"...Siguro io-occupy pa ninda ito...:nuts::)
