Phivolcs officer in charge of Volcanic Monitoring and Eruption Prediction Division Jimmy Sinsioco said the agency may bring down the alert level within one week. With the alert level now at 3, classes in public schools resumed Monday. Thousands of evacuees used the school rooms as temporary shelter during the last weeks of December. Although the alert has remained at level 3 since Dec. 29, Phivolcs observed that there have not been any ash explosions, while only white steam could be seen from the volcano's crater. There are still about 2,000 residents from the six-kilometer danger zone staying in evacuation centers. Albay Gov. Joey Salceda said he wants to permanently relocate these residents to other parts of the province that are safer. The zone covers 20 barangays from six towns. The total population of the 20 barangays is 12,800 people. Lava fragments deposited in the volcano still create rock falls," he added. Alert Level 3 remains. Solidum said the people should keep off the six- to seven-kilometer permanent danger zone. I am more in favor of residential and commercial development to expand towards the southern barangays. No matter how we are advised to take extreme precautions, we gravitate towards the ultimate challenge, conquering it and transforming our lives like never before. Such is the experience of witnessing at night the beauty amid fury of the petulantly active Mayon Volcano in the Bicol region. The scene is cataclysmic and providential at once. To the uninitiated visitor, the spectacle is both humbling and unnerving. I must admit, two weeks ago, I reveled at the spellbinding spectacle. Silently, I also offered a prayer for those living within the eight-kilometer perimeter danger zone who were all successfully relocated to safer evacuation sites. My experience of volcano tourism was the result of a sudden and unplanned journey that turned out to be a life-altering experience. This time, I was literally an accidental tourist. My dear brother Mark requested me to attend a meeting for him with gracious DepEd Region 5 Director Celedonio Layon in Albay, Bicol. Without batting an eyelash, I had myself booked on my favorite local airline Cebu Pacific. With the island paradise literally seething, I had been attuned to all the Phivolcs reports about the hideous volcanic activity of late but surmised if the flights weren’t cancelled, it was still safe to fly. After the meeting, my dear friend Cesar Fernandez, GM of the posh Hotel Venezia, just a stone’s throw from the Legazpi airport, prepared a hearty lunch of Black Angus sinigang, pinakbet and their heavenly chocolate cake. He encouraged me to spend the night to witness the marvel of the active volcano, which can be viewed best from his property. He added that one can actually consider the volcanic activity as either boon or bane — depending on how one chooses. A volcanic eruption is truly frightening if you are living within the eight-kilometer danger zone or its vicinity. It is impossible to admire its beauty when one is besieged by loss of life and property. However, when viewed from a safe distance — away from danger — it’s like looking through rose-tinted glass and can be truly spectacular and dramatic. Bicol Tourism Director Nini Ravanilla described Mayon as a timeless tourist attraction and shared that many were awed by the sheer unadulterated beauty and drama of the smoldering volcano. I learned that the 8,070-foot (2,460-meter) volcano known for its perfect cone has erupted nearly 40 times over the past 400 years. At first, I was terrified but later, the invitation appealed to the extreme challenger in me. My dear friends Rita Trinidad and Loida Rapal eventually joined me for moral support. Rita’s loving mother, Carmen Saguin, who went to school in Legazpi, encouraged the sojourn and attested one must witness the nocturnal volcano adventure at least once in a lifetime. On this brief stay, we experienced the most awesome activities in deluxe swashbuckling style. From Hotel Venezia, we rode a deluxe van to the jetty at the Embarkadero commercial complex just 15 minutes away. The Embarkadero is a modern shopping mall where an array of restaurants fronts the boardwalk with all its festive lights and progressive architecture. From here, we boarded a 24-seater air-conditioned fast-craft en route to our home for the night, the stunning Misibis Bay Raintree resort, proudly a distinguished member of the prestigious Small Luxury Hotels of the World. In 20 minutes, we were in five-star paradise. Misibis Bay Raintree, located in Albay Gulf, is situated in an island surrounded by hills and farmlands, bordered by the Pacific Ocean and Sula Channel. Gracious GM Ian Varona said the property is 36 kilometers away from the volcano. When night dropped its cloak, we took another fast-craft ride to go around Cagraray Bay to witness the majesty of Mayon that was unleashing its molten fury. The minute we boarded the fast-craft from Misibis to view the petulant Mayon, our hearts were filled with excitement and trepidation. The power unleashed by the volcano is like nothing else on earth. You suddenly realize some things are better experienced than explained. Ominous gray and powdery ash drifted down like hail and light snow. A cloud of smoke hovered around the mountaintop crater. Suddenly, liquid lava flowed like glowing embers shooting into the air from a cracked pipe accompanied by what appeared as blood-red fireworks and booming sounds. A synergy of both beauty and fury compounded as the seething Mayon spewed globs of huge molten rock like pterodactyls under the star-strewn sky. Volcanoes have always terrified and fascinated mankind. They play a significant part in many legends. In some, volcanoes are gateways to the underworld. In others, they are the smoking chimneys of the underground shop of Vulcan, the blacksmith god. Visiting active volcanic and geothermal environments is not new. This form of tourism was included in the “Grand Tour” undertaken by many affluent Europeans several centuries ago in order to broaden their horizons. The geothermal regions of Italy, Greece and Iceland are well documented as prime destinations of this era. Today Mount Fuji in Japan attracts millions of visitors per year and has immense cultural and spiritual significance, while a number of volcanic areas in national parks, for example Teide in Spain, Yellowstone in the US, Vesuvius in Italy and Tongariro in New Zealand, attract a multitude of tourists each year. From the fast-craft cruising along the Cagraray Bay, where we were sipping champagne and savoring hors d’oeuvres, we marveled at Mother Nature’s fury, like a woman scorned, a tempest in a teapot. Soon, all this phenomena will settle down and the air will be cleared to expose an even more dramatic terrain punctuated by the natural forces that shape our landscape. Such is life in this ethereal region, where Mayon has become a way of life. While others may be instructed to evacuate and flee from the danger area of the spurious volcano during this time, there is also great reason to return when all is calm and bright. We went island hopping aboard jet skis through the most marvelous watery channels, tried spelunking in the dramatic Pototan Caves where intriguing forms of stalactites and stalagmites abound and had a delicious lunch of fresh seafood, fruits and deserts in an isolated sandy cove under towering palm fronds. After lunch, we were fetched by a helicopter for the breathtaking island tour. Jovially, our adventurous trio combed the ocean below us in search of the not-so-elusive whale sharks. We were advised there were recent sightings of six to eight of these giant denizens of the deep swimming together like sublime submarines. The New Year heralds the start of the season for exhilarating whale shark encounters. On our way back to Manila, many eager tourists from Asia, America, Europe and Africa had just landed to get a glimpse of the beauty and fury of Mayon Volcano. Marcel Proust once said, “The real voyage of discovery consists not in seeking new landscapes but in having new eyes.” I agree. It’s all about seeing things from a different perspective, and experiencing God’s mighty hand in all of it. As we come up close and personal with what once terrified us, we alter our consciousness. Maria “Nini” Ravanilla, director of the Department of Tourism in Bicol, said that her office would suggest to name them as “Mayonian lava viewing sites” to indicate a series of activities promoting “Ma*yo**nian tourism.” “We will recommend to our concerned officials here to construct safe sites to view lava where visitors and tourists can stay. And we will plan out activities that will help promote our Mayonian tourism,” Ravanilla told The STAR She said the existing golf course just outside the new lava front could be a potential site. The idea of putting up a lava viewing site developed following reports that both local and foreign tourists, including tour guides and media men, continued to troop to the new lava front that settled up to the six-kilometer permanent danger zone boundary of the Buyuan-Padang channel, or the portion of Mayon facing Legazpi City. Even Cedric Daep, chief of the Albay Public Safety and Emergency Management Office (Apsemo), subscribed to the plan for as long as the viewing sites are a safe distance away and outside the PDZ. “It is alright for us if they will put up viewing sites for the lava deposits as long as they are safe and outside the permanent danger zone,” Daep said. Alex Baloloy, resident volcanologist here of the Philippine Institute of Volcanology and Seismology (Phivolcs), said the new lava front deposited at the Buyuan-Padang channel is closer to the portion of the national highway, or at 6.5 aerial kilometers from the main road, than the old lava deposit dumped by the 2006 Mayon eruption in Mabinit channel about 7.3 aerial kilometers from the highway. The Bicol tourism officers confirmed that the influx of tourists in Albay had swollen to more than 200 percent in December, or while Mayon’s soft eruption was in progress, as compared to the arrivals in December 2008. DOT’s random surveys, according to Ravanilla, estimated an average of 2,500 tourist arrivals a day in December, as compared to only about 1,000 tourists a day in December 2008. Hotel occupancy during this month rose to about 80 percent, compared to 46 percent during the same month in 2008. Ravanilla also said that the multiplier effects of the volcano tourism have generated about 3,000 jobs in hotels, restaurants, resorts, and transportation industry, among others. “In fact Bicol might further improve its present tourism ranking of number six, to number four because of the recent Mayon eruption,” the DOT-Bicol director said. Eerily silent Moreover, Phivolcs said that the volcanic activities at Mayon continued to decline with only three volcanic earthquakes detected in the last 24 hours. Phivolcs, however, maintained Alert Level 3 at Mt. Mayon despite the decrease in volcanic activities in the past few days. Phivolcs director Renato Solidum said three volcanic earthquakes and 21 rock fall events related to the detachment of lava fragments at the volcano’s upper slopes were detected by the seismic monitoring network during the past 24 hours. However, rains prevented the volcanologists from closely monitoring all of Mayon’s activities. Phivolcs said steaming activity and crater glow were not observed due to thick clouds that covered the summit crater. Phivolcs maintained Alert Level 3 over Mayon, which means that magma is close to the crater, and eruption is possible within weeks. But despite the general order to allow some 47,000 evacuees to return home starting Saturday, Albay Gov. The fine dining restaurant is cozy and the price is reasonable, more luxurious I think than the mall resto. The room is from Php3,000-Php7,000 but worth it, as in worth it. Looking out from my 28th floor window here in the office at the newly developed park at the Roxas Quadrangle of Makati (Paseo de Roxas cor Makati Ave.), I remembered the Penaranda Park of old. As far as I know, when the Tourism Bldg or PDCC (in 1970 I think) was constructed it was originally conceived as the Provincial Cultural Center patterned after the CCP. I'm sure the lack of adequate funds derailed the plans. By the way, that location was formerly a Children's Park. May mga swing, seesaw, etc. (Is there a children's park in Legazpi now?) Albay Governor Joey Salceda announced Thursday that the remaining 258 families from Barangay Anoling can start building their core shelters (houses) in the lots already given to them by the provincial government of Albay inside the FVR resettlement site. “The P3 million is an assistance of the provincial government so that the remaining families who are still occupying several classrooms in the Anoling Elementary School (which is within the six-kilometer Permanent Danger Zone) so that they will be completely transferred to their new homes and ease them the burden of scampering for their lives during lahar floods, eruption and even typhoons,” Salceda explained. The governor said that the “no classes policy” must be observed if classrooms are still being occupied by evacuees. “I reiterated to the mayor of Camalig town that it is against the provincial policy for evacuees being moved out of classrooms since it violates their dignity,” he said. Fellow volcanologist Alex Baloloy said though that 20 volcanic earthquakes were recorded in the past 24 hours – from only four on Tuesday – as well as 20 rockfall events. The volume of sulfur dioxide emitted, however, drastically dropped to 672 tons from 1,914 tons the other day. If these abnormal parameters continue to subside in a few more days, Baloloy said Mayon’s alert level could possibly be reduced to 2 in a week or two. Villanueva (The Philippine Star) Updated January 08, 2010 12:00 AM After almost three weeks of displaying eruptive signs from unleashing smoke, followed by steaming lava flows, and pushing out hot rocks and other volcanic materials, Mt. Mayon have spewed out enough. In fact, Mayon has been indicating it’s calming back to its normal state. Albay folks, especially residents along areas declared as permanent danger zones, are the most relieved and happy people as Mayon has spared their lands from destruction. Residents within the seven to eight-km permanent danger zone were among the first ones sent back to their homes after the Philippine Institute of Volcanology and Seismology (Phivolcs) lowered last week the Alert Level from 4 to 3. The Provincial Disaster Coordinating Council headed by Albay Governor Joey Salceda started “de-camping” a total of 7,218 families staying in 20 different evacuation centers a few days after the volcano calmed down. The evacuees were only too happy they could return to their respective homes and live their normal day-to-day existence in their farms, once again. Many of these families actually refused to leave their homes even during the heightened volcanic activities of Mayon. Gov. Salceda had to deputize the police and military to make sure those residents holding out in the danger zones were brought to safety. Their refusal to evacuate in the face of imminent danger was understandable because they were being asked to leave their homes and farms where they have poured their lifetime of hard work and savings. However, those families who live within the 4 to 6-km permanent danger zone are still being discouraged from going back to their homes. These are about 2,728 families who will continue to stay at the evacuation centers run by the PDCC. Before Christmas when Mayon first started signs of restiveness, the PDCC had evacuated around a total of 10,000 families or 46,064 residents from 31 villages around Mayon. The provincial government under the leadership of Gov. Salceda deserved credit for a well-organized and well-implemented risk disaster mitigation measures. Despite constraints and limited resources, we have seen how a well-managed local disaster plan could save lives and achieve a zero-casualty goal. But implementing such effective disaster management program definitely costs a lot of money. The provincial government has to feed thousands of families during these 21 days while they were in the evacuation center. Based on this latest Mayon experience, the technocrat in Gov. Salceda tells him they must find a more cost-effective disaster risk reduction program. They have tested already that an early warning system could give them enough lead time to evacuate people in the danger zones before Mayon could erupt. This way, premature evacuation will be minimized. Likewise, the provincial government of Albay is working out a scheme to permanently relocate some 1,000 families that have settled within Mayon’s danger zone despite the volcano’s unpredictable restiveness. For now, Mayon folks move on with their lives until the next eruption. If I were in the shoes of Rosal and Salceda, I will highly encourage LKY and Sunwest to help out in initiating this development. If you will look closely, the boulevard area actually has so much to offer. I remember posting here some threads back a picture of Kota Kinabalu's shoreline which is very similar to the Puro-Lamba corridor. Somebody should let Sunwest or LKY know the potential of Monsi's Punta de Lamba. I should say, the fruits are ripe, but somebody who has the means needs to pick them for everyone to partake. This is great Joks. So Sunwest is really doing things big for Legazpi. Dakulon palan na mangyayari diyan sa Embarcadero. Yes, SM should take advantage of the potentials of Embarcadero. Maybe SM already realized that there is nowhere else to go for Legazpi's expansion but in that Embarcadero area. The city government has done its part in initiating the development with the construction of Legazpi Blvd. Maybe these big-time business had egged the city government to show its sincerity in developing the area by making the first move of development.
