LEGAZPI CITY, Jan. 14 (PNA) -- A new breed of workers have sprouted in Bicol this new year after the Department of Labor and Employment (DOLE) released some 100-set of livelihood kits or “Trabaho sa Bag" (Job on Bag) amounting to about P1 million. The foresight on this possible job booming came after a massive job and livelihood monitoring of DOLE-Bicol on the first week of January this year.
The livelihood kits were distributed throughout the region covering six provinces, seven cities and over 200 municipalities to create a new generation of skilled workers in the informal sector that are earning income by delivering personal services through the use of their skills but are not formally employed. “The livelihood kits are designed to help these workers improve their craft by giving them the necessary equipment they need. With the kits, they can venture into a self-sustaining endeavor,” DOLE-Bicol Regional Director Alvin Villamor said.
For the 65 beneficiaries from Albay province, Legazpi City got 20 kits worth for P200,000, Daraga - 21 kits for P200,000 and Ligao City- 24 kits P200,000. Camarines Norte province received 20-kits worth P200,000 while Sorsogon, particularly Donsol municipality, received 17-kits worth P170,000. The kits’ distribution was personally supervised by Villamor to make sure that the kits are given to deserving beneficiaries.
The starter kits are customized hand bag full of hand tools needed for a particular skill. Each bag differs from another depending on the skills of the worker. A manicurist bag contains a complete set of nail polish, nail file and all that tools needed while a masonry bag contains tools a mason needs.
The kits are specifically tailored to the following skills: welding, dressmaking, plumbing electrical servicing, refrigeration and air-conditioning, massage therapy, masonry and carpentry, furniture making, cosmetology, computer repair, auto mechanic, and cell phone repair.
Aside from the bags, some of the beneficiaries also received cash as starting capital. “Not all were given capital, only those who were really poor were given,” Villamor said. The Livelihood Starter Kit is under DOLE’s Six-Priority Program by Labor Secretary Marianito Roque in August 2009 and set to be fully implemented before March this year. (PNA)

LEGAZPI CITY, Jan. 14 (PNA)--Rice output in Bicol region rose to 1.02 million metric tons in 2009, up 2.56 percent from the 997,581 metric tons in 2008, the Department of Agriculture (DA) said Thursday.
The DA-Bicol office in Pili, Camarines Sur said the region sustained the growth of the rice sector through the active support of some dynamic local executives who put their stake in the sector and through sheer determination and industriousness of the Bicolano farmers.
Marilyn Sta. Catalina, DA’s regional technical director for operations and Bicol’s rice program coordinator, said 313, 762 hectares were planted to rice in 2009, an increase of 23,044 hectares over 2008.
"The sustained growth of the rice sector is attributed to increase in the number of irrigated areas as a result of the restoration, rehabilitation and opening of new irrigation areas undertaken by the National Irrigation Administration (NIA), reduction in production cost with installation of 95 composting facilities; establishment of two trichoderma laboratories which produced the compost fungus activator and the distribution of BIO-N Minus-One-Element (MOET) and Leaf Color Charts,” she said
The DA also intensified its extension support through the conduct of various trainings for farmers and extension workers; technology transfer through technology demonstration and information dissemination using the tri-media and interpersonal communication, Sta. Catalina said.
The Palayamanan crop-mix approach using location specific technologies for various ecosystems was also promoted providing livelihood opportunities for the community, increased income and productivity for farmer cooperators, she said.
Other support services, such as the conduct of soil analysis, pest monitoring and surveillance and fertility mapping were also extended to individual farmers, local government units and other institutions involve in the industry.
To help reduce post harvest losses, she said, a 56 flatbed dryers were bidded for distribution to the proponents in the region.
“This is in addition to the 155 units targeted for 2007-2008 but distributed in 2009”.
Seventeen mechanical dryers were also procured and operationalized through the NFA, the DA executive said.
A total of 137,139 bags of certified seeds were distributed to farmers during the year, 90 percent of these (123,324 bags) were for the regular subsidy program and 10 percent (13,713.9 bags) were under the quick recovery program aimed to assist farmers whose rice crops were totally damaged by typhoons for a total of 8,741 bags and 5,074 bags for those whose rice crops had chance of recovery.
Sta. Catalina also said that to help farmers recoup the losses brought about by typhoons, the DA, in collaboration with the Philippine Crop Insurance Corp. (PDIC) implemented the insurance premium subsidy scheme for Aug. 1 to Sept. 15 planting plus a 50 percent seed subsidy. A total of 6,456 hectares were covered benefiting 5,477 farmer beneficiaries. TOURISM investments registered last year reached P36 billion and have generated additional 15,000 jobs, the Department of Tourism (DOT) said on Thursday. “These projects mean strong investor confidence, more jobs and a gainful economy. Tourism is bound to have a positive year,” said Tourism Secretary Joseph Ace H. Durano said in a statement. Investments were in the areas of accommodations, resorts, medical tourism facilities, sports and recreational facilities and agri-tourism facilities.

LEGAZPI CITY, Jan. 12 (PNA) - The governor of Albay and the Department of Environment and Natural Resources (DENR) have expressed alarm over the unabated illegal fishing activities in the coastal waters of the third district of Albay. Reports reaching the DENR said trawl fishing vessels are a common sight doing their illegal fishing activities either in the designated commercial fishing waters or inside the 15-kilometer municipal waters in the West Coast areas covering the towns of Pioduran, Jovellar, Oas, and Libon all in Albay.
The DENR expressed concern over a report that poachers even fish out dolphins and other endangered fish species like sea giant turtles and sting rays. Fred Araya, DENR Bicol spokesman, said “you can just imagine what would now happen to our natural resources and the remaining fish sanctuaries the government had put up.”
Among the illegal fishing practices employed by fishermen include the use of dynamite, electro, cyanide fine mess nets, and trawl fishing within the municipal waters. Albay Governor Joey Salceda, concurrent Provincial Peace and Order Council (PPOC) chairman, said in an interview that he has directed law enforcement agencies to step up the “Bantay Dagat” campaign to curb the incidents of illegal fishing in the coastal waters of the province.
He said “I am activating a law enforcement monitoring team to oversee the police effort and programs of other government agencies to combat this.” Salceda said the reported illegal fishing involving dolphins and other endangered fish species runs counter to the provincial environment strategy. He said “that’s totally incompatible to our provincial policy and strategy. It is a crime against the future of Albay.” (PNA)

With the Estanza road starting in Tabon Tabon or Gabawan and ending in Mariawa, we could easily designate high points as tourist boulevard with a stop over spot for a panoramic view of Daraga, Old Albay, Legazpi City and Albay Gulf with Mt. Mayon as the background. The topography in Estanza is challenging for ATVs. There is a rumor that a real estate entrepreneur will develop a five basket recreational disc golf course in Estanza. Does anybody knows what a disc golf course is? This could be the first in the Region if not in the Philippines. I challenge our Department of Tourism and our Department of Public Works to make Estanza a tourist spot for now and as a future expansion area for Legazpi. I know a lot of real estate big guns already have this vision.

Hi sir, never heard of disc golf before so I did a little research. Wikipedia says it's a "disc game in which individual players throw a flying disc into a basket or at a target." Should be fun. Anyway, I agree with the idea of designating points (with the best views) from which visitors can stop by and take photos. :okay:

LEGAZPI CITY, Jan. 13 (PNA) – After having attained zero casualty during the Mayon volcano eruption, the provincial government of Albay is now preparing measures to counter the possible impact of El Niño phenomenon as well as La Niña. Albay Governor and Provincial Disaster Coordinating Council chairman Joey Salceda said that from Mayon eruption response, the province will now shift to climate change issue.
The persistent El Niño phenomenon which is also threatening the province of Albay is being braced for by disaster authorities as the country’s weather bureau has yet to identify its worst targets this year. The National Disaster Coordinating Council (NDCC) Advisory No. 5 raised the alarm on El Niño already affecting Albay's neighboring provinces Camarines Sur and Camarines Norte to the north and Sorsogon to the south for five months of below normal rainfall.
“This also means that our feared Tail End of a Cold Front (TECF) in February would have lower probability. That is our ideal scenario - no El Niño, no TECF,” Salceda said. The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) in Legazpi described TECF as a weather condition characterized by cloudiness resulting to rains. It is mostly of cloudy skies with scattered rainshowers and thunderstorms.
“Albay cannot be complacent considering that we have experienced six months of rainfall below last year’s level and precisely because we are at the middle of El Niño areas,” the governor said. Salceda said the Albay Public Safety and Emergency management Office (APSEMO) and the provincial agriculture office will come up with strategies corresponding the scenario that may be confronting the province.
“El Nino Advisory 1 instructs APSEMO to immediately conduct consultations with agriculture for impact on agricultural output, health (Department of Health Center for Health Division of Bicol and the Provincial health Office of Albay) for impact on incidence of water-borne diseases. Specific areas near El Niño-hit provinces must also be identified. Response strategies should also be prepared,” Salceda said.
Last year, the Albay provincial government implemented Preemptive Evacuation in flood, landslide and lahar prone areas with almost 17,000 families but only for three-five days. The El Niño advisory No. 5 showed the current El Niño episode continues to persist across the equatorial Pacific Ocean and reached a moderate strength.
Leading climate models suggest tropical ocean temperatures are approaching their peak and will remain above El Niño thresholds through March 2010. The Department of Agriculture regional office in Bicol has created a task force to carry out the DA’s five-point program to raise crop production along with farmers’ incomes in the face of a looming “El Niño” attack that is expected to last until the early second quarter of this year.
Meanwhile, Manuel Rangasa, Center for Initiative and Research on Climate Adaptation (CIRCA) executive director, said that with or without El Nino, the province of Albay needs to prepare scenarios to prevent and reduce the adverse impacts of climate change.
According to him, Albay’s action focuses on El Niño and La Niña. “Both phenomenon are threat to both agriculture and health.” “Climate Change is a major hindrance to the attainment of the Millennium Development Goals and improvement of the human development index. It will make difficult to alleviate poverty,” Rangasa said. He added that upland and lowland farming communities must be prepared for the impacts of climate change. “It will likely influence the country’s climate through the first half of the year.” (PNA)

Mayon Volcano’s (13.2576 N, 123.6856 E) seismic monitoring network detected four (4) volcanic earthquakes and eight (8) rockfall events related to the detachment of lava fragments at the volcano’s upper slopes during the past 24 hours. Steaming activity and crater glow were not observed due to thick clouds covering the summit. Measurement of Sulfur Dioxide (SO2) emission rate yesterday yielded an average value of 1012 tonnes/day.

Hi Ina. Welcome to the Legazpi thread. You might have noticed that I'm also an (ir)regular contributor to the Naga thread. Yes, there are talks that some investors are interested in putting up a golf course in Legazpi. Maybe Zaldy Co's Sunwest should be one of those at the forefront if there are plans for this. You see, many would be investors are now looking at him when it comes to prospective businesses in Albay. As mentioned in this thread, the Embarcadero business complex is a 200 hectare project, so a golf course might just be one of those included here. Anyway, for whatever its worth, there is an existing golf course in Legazpi located at the foot of Mayon. This is the former Mayon Imperial Golf and Country Club built by the family of Pepita Imperial-Aquino but had to be closed for sometime when it was greatly affected by Mayon's mudlow. But some golf enthusiasts in Legazpi revived it lately and is now functioning as an 18-hole course.
Well, what a small world knowing that Gen. Angel Atutubo is your uncle. You see he is a full bloodied Legazpeno from Old Albay District. We lived in the same neighborhood. His mother is Tia Naty who used to have a puwesto in the Albay Market where we rent those tagalog komiks during our childhood. :) She was also very active in religious activities at the Albay Cathedral. Although I didn't remember any actual personal interaction with Gen. Atutubo because he belonged to a different generation. BTW, I am also closely related to some Atutubo families although on the different side. Dakulon na Atutubo sa Legazpi, kung baga, mga native talaga. :lol:

LEGAZPI CITY, Jan. 15 (PNA) -- Bracing for the onset of the dry spell, the Albay Provincial Disaster Coordinating Council (PDCC) created on Thursday the El Nino Task Force to oversee the implementation of the response strategy to curb the impacts and adverse effects of this climate change phenomenon. Albay Gov. Joey Salceda, PDCC chairman said the creation of the task force is a preemptive disaster strategy to ward off the negative effects of the dry spell although the province was not included in the list of places to be affected by the El Nino phenomenon.
He said “Albay cannot afford be complacent considering that we have experienced six months low level of rainfall last year and we are at the middle of El Nino areas.” Salceda released an initial fund of P1.5 million to jump start the operation of the Task Force composed of the provincial agriculture, health, public safety emergency management office (APSEMO), social welfare, trade and industry, league of municipalities and the National Irrigation Administration (NIA). The APSEMO will serve as the Task Force secretariat.
The Task Force chaired by Salceda has initially map out measures to mitigate the effects of the dry spell to the community which include among others the conservation of water; cloud seeding to induce rainfall; utilize available water from the underground; use of surface reservoir and food security.
For its response strategy, it will develop small scale short gestation period irrigation system, fast track the rehabilitation of national and communal irrigation systems. It will formulate and implement agriculture measures designed to increase cropping intensity, optimize area productivity and decreasing water duty and diversifying cropping system.
El Nino/Southern Oscillation (ENSO) is a recurrent ocean-warming and atmospheric disturbance resulting in deficient rainfall or prolonged drought in some areas and heavy rains, storms and typhoons in other areas of the globe. El Nino usually appears every two to seven years. During the past 40 years the episode rated 1982-83 as the most intense because of the unusual world-wide anomalies it brought.
Adverse impacts to the agriculture sector would be a reduced crop yield or productivity and livestock will be seriously affected; industries, may result to reduced production capacity and loss of jobs; famine for lack of food and desertification as a result of rapid soil degradation.
For social impacts include: health – for possible outbreak and epidemics; electricity that may result to brown outs; drop outs of school pupils and students and out-migration. The state weather agency recently confirmed that the El Nino phenomenon has entered the country’s threshold affecting three Bicol provinces in the first half of this year.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) issued advisory that Camarines Sur, Camarines Norte and Sorsogon provinces are among the 23 provinces in Luzon, Visayas and Mindanao regions would be affected by the dry spell. (PNA)

LEGAZPI CITY, Jan. 15 (PNA) - The Philippine Coast Guard (PCG) in Bicol has ordered the suspension to travel of small sea vessels including wooden hull and outriggered boats, following the gale warning issued by Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) that the prevailing northeast winds of up to 60 kilometers per hour are expected to trigger rough to very rough seas with waves reaching as high as five meters.
Bicol Coast Guard deputy director Rodolfo Fontanares, said that they had denied issuance of departure permits to these small seacraft plying the inter-island routes, particularly those facing the Pacific Ocean. He said they warned all fisher folks to refrain from sailing. "We told them that although there is no storm signal anywhere, but the very rough waves can inflict similar danger to small sea vessels, particularly those made of wooden hull and with outriggers."
The official also explained that the suspension is being carried out on a case-to-case basis. "In areas which are not experiencing rough seas and strong winds, we allow them to continue their travel." Fontanares clarified that travel ban would be immediately lifted once the weather and sea condition improve.
On the other hand, based on gale warning No. 18 issued Friday by the PAGASA office here, the sea boards of northern, eastern and southern Luzon were experiencing wind force of up to 58 Kph, or 36 knots. "These areas will experience rough to very rough sea condition, with waves ranging from 3.7- to 5 meters," PAGASA observer Darwin Dikitana said.
According to him, the sea condition in western seaboard of Central Luzon, Visayas, Northern and Eastern Mindanao will be very rough. “Fishing boats and other small seacraft are advised not to venture out into the sea while larger sea vessels are alerted against big waves.”
Earlier, newly resigned PAGASA-Legazpi chief Cora Samar said that winds of up to 75 Kph would blow over the eastern part of Bicol once the northeasterly monsoon winds prevails in these months of January and February. Samar would join the Bureau of Meteorology of Australia starting February 1. (PNA)

I agree. Although the adjoining structure is also quite old, it is not as old as the main structure of the church. Thus, they don't match.

Legazpi City (14 January) -- The Metrobank Foundation, Inc. (MFI) is now accepting nominations for the 2010 Search for Outstanding Teachers who have served as role models to their students and have inspired them to follow a path of excellence. President Aniceto Sobrepena said 10 outstanding educators who are committed in improving the quality of education in the country and educating the youth will be recognized.
Sobrepena said in its 26th year, the search is open to all elementary, secondary and higher education teachers with 10-year minimum teaching experience. Secondary schools and higher education categories are entitled to only one nomination per level, to be entered by the school head or principal.
On the other hand, elementary schools can nominate two, one for primary and one for the intermediate level. Sobrepena said the winners for this year will be selected by distinguished panel of judges based on 3 criteria: personal qualities and character; instructional competence and teaching effectiveness; and professional and community involvement.
Each awardees will receive a P300,000 cash prize, especially-designed trophy, medal and their school will also receive a plaque of recognition. National finalists will receive P20,000 while regional finalists will get P10,000 cash incentive and a certificate of recognition. Official nomination forms, guidelines and brochures on the search are available in all Metrobank branches, Department of Education and Commission on Higher Education regional and division offices nationwide. LEGAZPI CITY , Philippines – The Philippine Coast Guard (PCG) barred small seacraft in Bicol, including wooden-hulled and outriggered boats, from sailing following a gale warning from the weather bureau that the prevailing northeast winds of up to 60 kilometers per hour (kph) are expected to trigger rough to very rough seas with waves reaching as high as five meters.
Rodolfo Fontanares, PCG deputy director based here, said they have denied the issuance of departure permits for these small seacraft plying inter-island routes, particularly those facing the Pacific Ocean. “We told them that although there is no storm signal anywhere in Bicol, the very rough waves can inflict similar danger to small vessels, particularly those with wooden hulls and outriggers,” Fontanares said.
He added though that the suspension is being carried out on a case-to-case basis. “In areas which are not experiencing rough seas and strong winds, we allow them to continue their travel,” he said, adding that the ban for small seacraft would be immediately lifted once weather and sea conditions improve.
In gale warning No. 18 issued yesterday, the Philippine Atmospheric, Geophysical and Astronomical Services Administration said the seaboards of northern, eastern and southern Luzon were experiencing a wind force of up to 58 kph or 36 knots.

MANILA, Philippines - Misibis Land, Inc., the real estate firm of Bicolano businessman Elizaldy S. Co, is fasttracking the construction of a second phase for the Misibis Resorts, Estates and Spa in Cagraray Island, Albay. In an interview with The STAR, Co said that the upscale 400-hectare Misibis Resorts, Estates and Spa, which is still technically on a soft-opening, has gotten such favorable response that plans for a second phase is now being fast-tracked to respond to a growing tourism boom in Albay.
Co said an initial P1 billion had been spent for the construction of the first phase of the 38-room resort managed by the HSAI Raintree management group, the same group handling the Discovery Suites in Ortigas and Tagaytay and the Discovery Shores Boracay owned by the Tiu family.
According to Co, Misibis Resorts has been fully booked up to January next year when a big formal opening is scheduled. Construction for a four to five-tower, two to three-floor, 80-room condotel has been fast-tracked to the summer of 2010 for completion by 2011. The additional 80 rooms would bring the total rooms of Misibis Resort to 118.
Another P1 billion, has been budgeted for the expansion, Co said, adding that financing would come from a combination of banks loans, sale of some condominium units and even a possible joint venture partnership with interested European and Hong Kong investors who have expressed interest in the real estate project. The popularity of the resort is such that President Arroyo is holding a Cabinet meeting in the resort next week, Co said.
He said Tourism Secretary Joseph “Ace” Durano, brought more than 30 international tourism attaches last week to view Misibis Resort which they ranked similar to Shangrila Boracay. The Misibis Resorts, Estates and Spa is only one of the various projects that Co is undertaking to put the Bicol region on the economic map.

LEGAZPI CITY— Albay Governor Joey Sarte Salceda has awarded a P5 million grant to Bicol University (BU) for the Cielo Adelina Florin Sarte Salceda Professorial Chair for Teacher Education program. Salceda turned-over a check in the initial amount of P1 million to Dr. Fay Lea Patria M. Lauraya, BU president, to start off the program on Sunday (January 10), in time for the 88th birthday celebration of Cielo Adelina Florin Sarte Salceda, the governor’ mother whom the program was also named after.
The grant symbolizes Salceda family’s strong commitment to quality education for Albayanos and teachers’ welfare. Salceda said the program is one way of documenting the source of his passion for education and teachers’ welfare—his own mother, who is a retired teacher, and who was considered a teacher exemplar during her years of service.
Moreover, the grant is a seal of approval for BU’s quality of service as a Center for Teacher Education not only in the region but in the entire country. A memorandum of agreement (MOA) was entered into by and between Governor Salceda Governor and Bicol University President Lauraya to formalize the grant.

MANILA (PNA) -- If its motor does not falter again, the Philippines could just be the electric vehicle hub of Asia starting this year. Already, it has locally designed and assembled the electric jeepney or e-Jeepney that is now plying select streets in Makati and elsewhere.
Its local assembler, the Motor Vehicle Parts Manufacturers Association of the Philippines (MVPMAP) has incorporated a consortium, the Philippine Utility Vehicle (PhUV) Inc. as its business arm for the e-Jeepneys. MVPMAP Vice President Ferdi Raquelsantos said the e-Jeepney project has given hope and marginal sales of automotive parts to the more than 24,000 workers dependent on the local auto parts making industry.
“The industry has been in doldrums for so many years as the auto industry sales have not gone anywhere near the 1996 level of 162,000 units since then. Consequently, the Philippines has lagged behind Asian neighbors Thailand, Indonesia and Malaysia. It is only now that we see hope in a proposed Motor Vehicle Development Program (MVDP) that is being crafted by the Board of Investments,” Raquelsantos said.
Under the proposed MVDP, auto parts and components development is one of seven critical success factors cited as needing full government support for the development and growth of the auto industry. It also provides a package of incentives to encourage local CKD operations. PhUV Inc. Vice President Rommel Juan added though that another equally-important battle is being fought in the environmental front.
“The e-Jeepney project is expected to dramatically reduce noise and air pollution in Makati as the e-Jeepney does not emit either noise or harmful exhaust emissions. Studies have shown that every liter of diesel avoided results in a reduction of 3,140 grams of CO2 (Carbon Dioxide) and 16 grams of NOx (Nitrous Oxide) that are released to the atmosphere. At excessive levels, these harmful exhaust emissions could result in climate change that has recently been blamed for the typhoons and floods that devastated not only the metropolis but most of the country. Our air pollution is probably one of the worst in the world,” he said.
“It is a good thing that some ‘green-minded entities’ have taken the initiative to take the first step in combating air pollution. Puerto Princesa, Makati City, Pasig City, Pangasinan and Ilocos Sur have all purchased e-Jeepneys. So have Congress, the Bangko Sentral ng Pilipinas, Plantation Bay, De La Salle-Dasmarinas, Embarcadero and Hacienda San Benito. They now enjoy the benefits of clean air and fuel savings at the same time,” Juan said. At this point, the PhUV has already identified the practical applications for electric vehicles in the country.
An EV is ideal for either short routes or confined areas of operations, such as resorts, huge campuses, malls, villages, industrial parks and the like, even as a public utility vehicle. That is why so far, the biggest single use of a fleet of e-Jeepneys is the e-Jeepney Makati Green Route launched last Nov. 10, 2009 as the Libreng Sakay para sa Kalikasan project in Makati.
Under this program, 12 e-Jeepneys offer free rides daily in two routes, the Legaspi Village loop and the Salcedo Village loop. Both routes will start and end at the Landmark Department Store area along Makati Avenue with a 10-second dwell time in each of the 13 specially-marked stops in each loop.
The e-Jeepney can comfortably seat 14 passengers (12 at the rear and two at the front, including the driver) and can be operated for about 65 kms. after every full charge at a maximum speed of 35 kph. It is just part of a bigger program, the Climate Friendly Cities Program of the Institute of Climate and Sustainable Cities in partnership with PhilBio and PhUV Inc.
This CFC program has three major components: a biodigester fed with biodegradable household wastes to generate electricity, a piece of land that will serve as a terminal-cum-charging-station and the end-users of the electricity generated by alternative means, a fleet of e-Jeepneys. Makati City has invested in all these components.
Juan revealed while the more developed countries are racing to make electric and hybrid cars, he believes that "we can save a bigger carbon footprint if we promote the use of EVs for public transport application." “In the process, we use electricity from alternative sources thus lessening our dependence on imported fossil fuel and somehow, helping our economy,” Juan said. Albay Gov. Joey Sarte Salceda never fails to impress. Having had the opportunity to discuss and debate with him on a number of issues, including this administration’s economic policies, this top- notch analyst, three-term congressman and PGMA’s economic adviser always comes up with factual, thought-provoking analyses of seemingly intractable problems and concerns.
Amid the clutter of all kinds of facts and figures given all kinds of spin by all kinds of analysts from all kinds of persuasions, Salceda provides a fresh view, a new paradigm, so to speak. Such was his grasp of the clutter, as it were, that when he guested at our regular Kapihan sa Sulô forum on Saturday he almost floored all the critics, not to say the cynics, among us journalists into believing that this administration’s economic legacy is second to none among all the past five administrations. Of course, we got our bearing just in time when our other guests, former senator Kit Tatad and his fellow “senatoriables” JV Bautista and Raul Lambino, and our resident constitutionalist, former University of the Philippines Law dean Froi Bacungan, and, of course, the ever-prescient interrogators, the Inquirer’s Mang Neal Cruz and Times’ Dan Mariano, pounded him with all kinds of questions. To his credit, he managed to issue factual, credible answers, except on two or three points which we would rather discuss some other time. For now, we have to give space to him and his former college professor, President Arroyo.
The facts and nothing but...
Saying that critics will always be critics, Salceda debunked the popular view that this administration’s legacy after nine years in office is more people below the poverty line, a debauched trade-and-investment regime, a bankrupt treasury, overweening corruption and regulatory capture and, yes, the highest incidence of joblessness in living memory. For one, the Albay governor noted that we are one of only four countries in the Asia-Pacific region which registered growth from 2007 to 2009 within the time that the world went through severe recession and financial meltdown. That by itself is evidence of our resiliency and, of course, PGMA’s solid and firm handling of the economic tsunami which came our way. If only for that Salceda, said PGMA deserves a pat on the back, not shrill protestations that she had not done well enough. He noted that over the period 2001 to 2008, the average gross domestic product growth was 4.86 percent, higher than Estrada’s two-and-half-year average (4.7 percent), Ramos’s six-year average (3.6 percent) and Aquino’s seven-year average (3.3 percent). On top of that, average inflation was lowest under PGMA’s watch, i.e., 5.37 percent from 2001 to 2009 versus Aquino’s 10.4 percent, Ramos’s 7.6 percent and Estrada’s 6 percent; and the foreign debt, in relation to GDP, decreased considerably, allowing us to borrow at lower interest rates for our strategic needs. He also advised that our gross international reserves jumped from $15.06 billion in 2000 to $45.03 percent in 2009, boosted no less by the increase in our overseas Filipino workers’ remittances to $14.3 billion from January to October 2009. Ranged against the bleak economic standing of our Asean neighbors and even most of the Group of 20 countries, these figures are reasonably impressive, indeed. The problem, as one of our interrogators noted, is that these rosy economic figures never dented the wretched state of our “poorest of the poor.”
Salceda has an explanation to that as well. While he acknowledged that, indeed, the number of poor Filipinos has not decreased a bit (it may in fact be increasing), he placed the blame squarely on our flaccid population policy. Salceda advised that for the seven-year period 2001 to 2007, we added about three-and-a-half Singapores to our already booming population with 17 million Filipinos born over the term. That is a wrenching 2.8-percent annual increase requiring billions of pesos in basic services and, of course, jobs for millions more. That adds even more pressure to a slowing economy which already has to contend with at least 2 million unemployed and close to a million new entrants to the labor force annually. In other places and other climes, Salceda contends, those figures alone would have brought down any ordinary Third World country to its knees. But to our and PGMA’s credit, we remain standing and even able to squeak a certain level of growth. Thus, coming to terms with our population growth comes first in Salceda’s prescriptions. That prompted a reply from senator Tatad who noted that the state must creatively figure out how to implement the constitutional mandate to “protect life” and secure the best interests of every human being. It must not dictate; rather, it must consult and manage that growth responsibly.
The Albay governor then noted that this administration faced the question of declining revenues squarely by passing the expanded value-added tax and other tax measures and plugging the leaks, so to speak, in our revenue-generating units such as the Bureau of Internal Revenue, Customs, Philippine Amusement and Gaming Corp., Land Transportation Office, Philippine Charity Sweepstakes Office and other government-owned and -controlled corporations. He noted, and we agreed, that even as we should all be heated up against profligate spending, corrupt and wayward practices, we should give equal, if not more attention, to revenue-enhancement measures which can generate billions of pesos annually. He mentioned that our forgone revenues from all sources alone amount to P274 billion which is already our budget deficit and, mind you, our allocation for debt servicing this year. Revenue enhancement for sustainable growth is at the heart of Salceda’s prescriptions, and nobody can quarrel with that. Such has always been our dream—to be able to draw in much-needed revenues by simplifying the rules, making the rules more transparent and predictable including the “reward and punishment” terms to which all citizens must subscribe.
Which brings us to what Salceda noted as the third prescription for a good presidency—a sustained and sustainable anticorruption plank. That means leading by example, simplifying the rules of the game, so to speak, and using all tools, including technology, to make all of us, in our public or private lives, accountable and merit-oriented. Without such a strategy and a firm commitment to do better than “business as usual,” we will never be able to limit, if not overcome altogether, the curse of corruption, which has taken roots all over the place, including the lowliest barangay.
So there. We now have the duty to review whether Salceda’s prescriptions and, of course, his glowing endorsement of PGMA’s economic policies and, yes, accomplishments, deserve commendation or condemnation. It bears noting that as a caveat, Salceda advised that quite apart from having good policies is proper and responsible implementation, which requires, at the same time, popular support to have any impact on the lives of the broad masses of our people. That is the curse which has continued to hound this administration. It may be true that it has put the necessary sustainable policies in place and that to a certain degree, it has been able to hold the fort, so to speak, but it continues to be shelled and lambasted due to all the negatives which have come its way, principally, in its fight against corruption. Having been bombarded with loads of corruption complaints, high-profile or otherwise, consummated or not, the perception remains that this administration is so immersed in this unwinnable fight even its good deeds have been shaded by such reports and stories. Sayang. Anyway, who among the candidates can stand up to the pressures and take the Salceda prescriptions to heart to test if, indeed, this analyst’s “best buys,” as it were, can carry us through the tough times ahead? Each one of us must make that choice soon and it’s good we have people like Salceda to help us make such an informed and responsible one, not whimsical and arbitrary. Sana na nga....

LEGAZPI CITY, Jan. 17 (PNA)—-The Philippine Textile Research Institute (PTRI) of the Department of Science and Technology (DOST) has developed a technology that commercially taps water hyacinth, saluyot and maguey as sources of natural fiber for various products using fabric as principal raw material. These products include materials for making barong Tagalog, lady’s dresses, handbags, home decors and accessories and many other made of fabric, according to the DOST regional office here.
Tomas Briñas, the regional director of the DOST based at the Bicol regional center in this city on Thursday said that in the case of water hyacinth, better known as water lily that is considered more as a nuisance in bodies of water that multiplies rapidly, a fiber recovery of 1.7 percent is possible based on the findings of the PTRI. It is a free-floating perennial aquatic plant native to tropical South America. With broad, thick, glossy, ovate leaves, water hyacinth may rise above the surface of the water as much as one meter in height.
The leaves are 10-20 centimeters across, and float above the water surface. Water hyacinth (scientific name: Eichornia crassipes) is considered the most productive plant on earth as it yields more than 200 tons of dry matter per hectare per year under normal conditions. On water containing high concentrations of sewage, it yields up to 657 tons of dry matter per hectare.
The plant is far more productive than the crops that have been carefully cultivated by man under near-ideal conditions of fertilization, irrigation and pest control, Briñas said. Water hyacinth was thrives in many parts of the world, including the Philippines as an ornamental garden pond plant due to its beauty. But today, it is considered a pest as 10 plants could produce well over 650,000 offspring within eight months.
In Laguna de Bay, for instance, water hyacinth is considered a nuisance. “These plants now cover some 20% of the lake’s surface area,” Edgardo Manda, general manager of Laguna Lake Development Authority said in a statement. He added that such proliferation threatens survival of aquatic species there since these plants block sunlight’s penetration into the water.
That is just one of its ecological impacts. Water hyacinth also reduces biological diversity, impacts native’ submersed plants, alters immersed plant communities by pushing away and crushing them, and also alter animal communities by blocking access to the water and eliminating plants the animals depend on for shelter and nesting.

Albay Gov. Joey Sarte Salceda never fails to impress. Having had the opportunity to discuss and debate with him on a number of issues, including this administration’s economic policies, this top- notch analyst, three-term congressman and PGMA’s economic adviser always comes up with factual, thought-provoking analyses of seemingly intractable problems and concerns.
Amid the clutter of all kinds of facts and figures given all kinds of spin by all kinds of analysts from all kinds of persuasions, Salceda provides a fresh view, a new paradigm, so to speak. Such was his grasp of the clutter, as it were, that when he guested at our regular Kapihan sa Sulô forum on Saturday he almost floored all the critics, not to say the cynics, among us journalists into believing that this administration’s economic legacy is second to none among all the past five administrations. Of course, we got our bearing just in time when our other guests, former senator Kit Tatad and his fellow “senatoriables” JV Bautista and Raul Lambino, and our resident constitutionalist, former University of the Philippines Law dean Froi Bacungan, and, of course, the ever-prescient interrogators, the Inquirer’s Mang Neal Cruz and Times’ Dan Mariano, pounded him with all kinds of questions. To his credit, he managed to issue factual, credible answers, except on two or three points which we would rather discuss some other time. For now, we have to give space to him and his former college professor, President Arroyo.
The facts and nothing but...
Saying that critics will always be critics, Salceda debunked the popular view that this administration’s legacy after nine years in office is more people below the poverty line, a debauched trade-and-investment regime, a bankrupt treasury, overweening corruption and regulatory capture and, yes, the highest incidence of joblessness in living memory. For one, the Albay governor noted that we are one of only four countries in the Asia-Pacific region which registered growth from 2007 to 2009 within the time that the world went through severe recession and financial meltdown. That by itself is evidence of our resiliency and, of course, PGMA’s solid and firm handling of the economic tsunami which came our way. If only for that Salceda, said PGMA deserves a pat on the back, not shrill protestations that she had not done well enough. He noted that over the period 2001 to 2008, the average gross domestic product growth was 4.86 percent, higher than Estrada’s two-and-half-year average (4.7 percent), Ramos’s six-year average (3.6 percent) and Aquino’s seven-year average (3.3 percent). On top of that, average inflation was lowest under PGMA’s watch, i.e., 5.37 percent from 2001 to 2009 versus Aquino’s 10.4 percent, Ramos’s 7.6 percent and Estrada’s 6 percent; and the foreign debt, in relation to GDP, decreased considerably, allowing us to borrow at lower interest rates for our strategic needs. He also advised that our gross international reserves jumped from $15.06 billion in 2000 to $45.03 percent in 2009, boosted no less by the increase in our overseas Filipino workers’ remittances to $14.3 billion from January to October 2009. Ranged against the bleak economic standing of our Asean neighbors and even most of the Group of 20 countries, these figures are reasonably impressive, indeed. The problem, as one of our interrogators noted, is that these rosy economic figures never dented the wretched state of our “poorest of the poor.”
Salceda has an explanation to that as well. While he acknowledged that, indeed, the number of poor Filipinos has not decreased a bit (it may in fact be increasing), he placed the blame squarely on our flaccid population policy. Salceda advised that for the seven-year period 2001 to 2007, we added about three-and-a-half Singapores to our already booming population with 17 million Filipinos born over the term. That is a wrenching 2.8-percent annual increase requiring billions of pesos in basic services and, of course, jobs for millions more. That adds even more pressure to a slowing economy which already has to contend with at least 2 million unemployed and close to a million new entrants to the labor force annually. In other places and other climes, Salceda contends, those figures alone would have brought down any ordinary Third World country to its knees. But to our and PGMA’s credit, we remain standing and even able to squeak a certain level of growth. Thus, coming to terms with our population growth comes first in Salceda’s prescriptions. That prompted a reply from senator Tatad who noted that the state must creatively figure out how to implement the constitutional mandate to “protect life” and secure the best interests of every human being. It must not dictate; rather, it must consult and manage that growth responsibly.
The Albay governor then noted that this administration faced the question of declining revenues squarely by passing the expanded value-added tax and other tax measures and plugging the leaks, so to speak, in our revenue-generating units such as the Bureau of Internal Revenue, Customs, Philippine Amusement and Gaming Corp., Land Transportation Office, Philippine Charity Sweepstakes Office and other government-owned and -controlled corporations. He noted, and we agreed, that even as we should all be heated up against profligate spending, corrupt and wayward practices, we should give equal, if not more attention, to revenue-enhancement measures which can generate billions of pesos annually. He mentioned that our forgone revenues from all sources alone amount to P274 billion which is already our budget deficit and, mind you, our allocation for debt servicing this year. Revenue enhancement for sustainable growth is at the heart of Salceda’s prescriptions, and nobody can quarrel with that. Such has always been our dream—to be able to draw in much-needed revenues by simplifying the rules, making the rules more transparent and predictable including the “reward and punishment” terms to which all citizens must subscribe.
Which brings us to what Salceda noted as the third prescription for a good presidency—a sustained and sustainable anticorruption plank. That means leading by example, simplifying the rules of the game, so to speak, and using all tools, including technology, to make all of us, in our public or private lives, accountable and merit-oriented. Without such a strategy and a firm commitment to do better than “business as usual,” we will never be able to limit, if not overcome altogether, the curse of corruption, which has taken roots all over the place, including the lowliest barangay.
So there. We now have the duty to review whether Salceda’s prescriptions and, of course, his glowing endorsement of PGMA’s economic policies and, yes, accomplishments, deserve commendation or condemnation. It bears noting that as a caveat, Salceda advised that quite apart from having good policies is proper and responsible implementation, which requires, at the same time, popular support to have any impact on the lives of the broad masses of our people. The recruits, after undergoing an extensive training, will automatically be members of the AHEM an emergency paramedic group formed to assist in times emergency such as accidents, health epidemics, disaster response and recovery operations.
AHEM units were proven to be effective in times of calamities, specifically in massive preemptive evacuations and the health maintenance in various evacuation camps during the Mayon eruption disaster operation. Albay Gov. Joey Salceda, speaking at the orientation program for the new recruits said the first batch of 105 completed its course in May last year had proven their worth during the Mayon eruption disaster operation.
He said “they manned the health stations of the 28 evacuation camps 24/7 and provided ground presented to the Albay Public Safety Emergency and Management Office (APSEMO) and the Provincial Disaster Coordinating Council.” They provided immediate feedback loop mechanism which led to timely interventions on health which enables an outbreak-free evacuation despite the protracted 21-day continuous displacement of 47,500 persons, Salceda said.
The training program with g a P16 million funding will train 100 recruits mostly nursing graduates that are currently working with various LGUs, National Government Agencies, media, parishes that nominate them. The recruits will undergo six months of intensive training which would cost P30,000 per person. The total training cost of the program is budgeted at P16-million (P11-million to be sourced from the Albay provincial government and P5-million from DOH-HEMS).

It was my first night in Legazpi City on New Year’s Eve, having hatched a plan two days earlier to wander around majestic Mayon Volcano at night so I could catch a glimpse of and photograph red hot lava cascading down her slopes.
It had been 16 days since the volcano started showing signs of imminent eruption, and I was there to see for myself what it was all about. It wasn’t the type of thrill-seeking typical among those who are willing to risk their lives just to experience an adrenaline rush, but more a cautious urge to capture and memorialize a rare event.
Eight months earlier — one early morning in April — I had ventured towards the village of Bonga (pronounced Bo-ngá) in Bacacay town to capture Mayon’s beauty with giant lava rocks on the foreground.
Back then, I had to hike for about an hour and climb an almost vertical incline of solid rocks formed by molten lava that had cooled.
One nasty slip between the wobbly igneous rocks and you could fall to your death. Cebu City (18 January) -- The Department of Foreign Affairs (DFA) announces the nationwide conduct of the 2010 Foreign Service Officer (FSO) Examination to recruit qualified candidates for the appointment of Foreign Service Officer (FSO) IV.
The qualifying test of the FSO Exam will be on March 28. The test covers the following: 1) English grammar and correct usage; 2) reading comprehension; 3) logical reasoning; 4) quantitative reasoning/data interpretation; and 5) leadership/knowledge of management concepts.
Interested applicants must meet the following requirements:
a) Age Limit - less than 36 years of age on March 28 although the maximum age limit does not apply to those who have been employed in the DFA or Foreign Service Institute for at least two years prior to the date of the FSO examination and who meet the other necessary qualifications.
b) Education - applicants must have at least graduated from a four-year bachelor's degree course or its equivalent, and must present his/her transcript of records, and either diploma, certificate of graduation or its equivalent, from a college or university of recognized standing.
c) Citizenship - must be a Filipino citizen. Pursuant to RA 9225 and its Implementing Rules and Regulations, those who pass the FSO Exam with more than one citizenship, shall subscribe and swear to an oath of allegiance to the Republic of the Philippines and its duly constituted authorities, and renounce their oath of allegiance to any other country prior to the assumption of office.
Application forms can be downloaded from the DFA website (www.dfa.gov.ph) or personally secured from the DFA Central Office or Regional Consular Offices.
Duly accomplished application forms must be submitted in person not later than February 5 to any Regional Consular Office or Foreign Service Post, or not later than February 12 to the DFA Main Office in Manila.
Attached to the completed application form are the following: a) Certified True Copy of the transcript of records from college or university, bearing seal of the college or university b) Certified True Copy of the diploma or certificate of graduation c) Original birth certificate issued by the National Statistics Office d) Eight pieces 1-1/2 in. x 2in., black and white or color studio-taken photos taken within six months before the date of the examination, showing the full frontal view of the face of the applicant with a name tag e) Two self-addressed and self-stamped envelopes marked as priority mail. A non-refundable admission fee of P500.00 shall be collected from those who shall take the Qualifying Test upon acceptance of their application. Still majestic, but elusive. Erratic. Unpredictable. A perfect cone. These picturesque words and more best describe Mt. Mayon. Its contour outlined against the sky in any angle – from the east to the west, north to south, looks even better than the grace of a woman’s anatomy. Taking advantage of the long holiday, I rushed to the Bicol region together with Emy Bartolome, a shooting barkada. Thirteen hours trip via an ordinary bus (all air-conditioned seats taken two days in advance) took Emy and I to Tabaco, Albay where a student friend, Jun Duroy, from Tahanan ng Mabuting Pastol Seminary in Tagaytay City met us at a certain bus stop.
Earlier in the morning of the next day, a TV newscaster announced, “For the last two days, Mt. Mayon has been very quiet.” True enough, at our first location in a vast open field littered with huge rocks from previous eruptions, Mayon displayed only its base, its cone covered heavily with thick clouds.
We moved to Lingnion Hills, an isolated well-manicured strategic viewpoint for Mt. Mayon. Here we met John Ching, an active member of FPPF (Federation of Philippine Photographers Foundation). Still, thick clouds hid Mt. Mayon. We transferred to Cagsaua, another vantage point some kilometers away. Look, who was there? John Ching again! Like us, he was waiting for Mt. Mayon to display her grace.
Yes, still shy, demure, elusive, she hid her form behind thick billowing clouds which seemed stationary. Before sundown, we changed venue again. She showed a better form, although clouds still covered partially her slopes.
What we missed somehow was her anger. Her ash spewed days earlier from her mouth several kilometers high. Her magma transformed into huge mighty rocks as they became cool and rolled down her slopes into the adjoining vast fields. Her tremor scared people, animals, plants, and the world. Her ember glowed fiery streaks against pit darkness. I already conceived a slow shutter to capture its flow. I was not disappointed if I did not capture her in a composition I have conceptualized earlier in my mind. Staying with the hospitable Duroy family in Tabaco Albay has compensated more than enough my Bicol trip.

A TOTAL of 41 semifinalists have been chosen from among the thousands of deserving public high school students who joined the nationwide search for the 4th Vice President Noli de Castro Academic Excellence and Exemplary Leadership Awards, the search committee said.
This year’s semifinalists include a student leader from the Ilocos region who works as a parking-billiard-and-toilet attendant all at the same time to help her parents earn a living and support her studies.
The hardships notwithstanding, a young student from a public school managed to demonstrate exemplary leadership that inspired students her age to excel despite the many obstacles posed by poverty.
The young student’s achievements and similar inspiring accomplishments of graduating high school students are the centerpiece of this year’s awards, said lawyer Jesse H.T. Andres, head of the awards committee and chief-of-staff of the Vice President.
Starting this week, the search committee will screen semifinalists beginning with those from Mindanao. Among them are: Dayanara Kreza Vargas of Tupi National High School in Tupi, South Cotabato; Lawrence Wilmer P. Anatalio of Agusan National High School, in Butuan City; Michael Bonn Bonifacio of Valencia National High School in Bukidnon; Mark Efhraem Dalman of Tagum City National Comprehensive High School in Davao del Norte; Jerwin Jay Taping of Marber National High School in Digos City, Davao del Sur; and Anbert Jonathan C. Cayna of Agay National High School in Agusan del Norte, all for academic excellence.

Legazpi City (19 January) -- The Philippine Health Insurance Corporation (PhilHealth) announces that payment for the Normal Spontaneous Delivery (NSD) Package and Maternity Care Package (MCP) was increased to P6,500 in all accredited providers, in accordance with PhilHealth Circular No. 39, s. 2009. The circular states that the total amount is comprised of P2,500 for payment hospital facility, P2,500 for professional or doctor's fee, with an additional amount of P1,500 for prenatal medicines, laboratory and consultation components.
Prenatal component of the packages shall cover prenatal expenses incld\uding drugs and medicines, laboratory tests and ancillary procedures, tetanus immunizations; and prenatal consultations as supported by official receipts. The same directives clarifies that if a PhilHealth member of his/her dependent benefited from prenatal services provided by the accredited facility, payment for the reimbursement of the P1,500 for the prenatal component may be authorized to the accredited facility.
It further stressed that the member should first acknowledge that all the required services like drugs, laboratory, tetanus immunization and consultation were provided by the accredited facility. LEGAZPI CITY—The Philippine Textile Research Institute (PTRI) of the Department of Science and Technology (DOST) has developed a technology that commercially taps water hyacinth, saluyot and maguey as sources of natural fiber for various products using fabric as raw material.
These products include materials for making barong Tagalog, lady’s dresses, handbags, home décors, accessories and many others made of fabric, according to the DOST regional office here.
Tomas Briñas, the regional director of the DOST based at the Bicol regional center in this city, said that in the case of water hyacinth, better known as water lily that is considered more as a nuisance in bodies of water that multiplies rapidly, a fiber recovery of 1.7 percent is possible based on the findings of the PTRI.
A free-floating perennial aquatic plant with broad, thick, glossy, ovate leaves common in most local fresh bodies of water, water hyacinth may rise above the surface of the water as much as one meter in height. The leaves are 10-20 centimeters across and float above the water surface.
Water hyacinth (Eichornia crassipes) is considered the most productive plant on earth as it yields more than 200 tons of dry matter per hectare per year under normal conditions. On water containing high concentrations of sewage, it yields up to 657 tons of dry matter per hectare.
The plant is far more productive than the crops that have been carefully cultivated by man under near-ideal conditions of fertilization, irrigation and pest control, Briñas said.
Water hyacinth also thrives in many parts of the world, including the Philippines, as an ornamental garden-pond plant due to its beauty. But today, it is considered a pest as 10 plants could produce well over 650,000 offspring within eight months.
In Laguna de Bay, for instance, water hyacinth is considered a nuisance. “These plants now cover some 20 percent of the lake’s surface area,” Edgardo Manda, general manager of Laguna Lake Development Authority, said in a statement.
He added that such proliferation threatens survival of aquatic species there since these plants block sunlight’s penetration into the water.
That is just one of its ecological impacts. Water hyacinth also reduces biological diversity, impacts native submersed plants, alters immersed plant communities by pushing away and crushing them and also alter animal communities by blocking access to the water and eliminating plants the animals depend on for shelter and nesting.
The physical problems brought about by water hyacinth are now common knowledge. It mats clog waterways making boating, fishing and almost all other water activities impossible. Many large hydropower schemes are suffering from the effects of water hyacinth.
Briñas said that in some parts of the world, researches have been done to make water hyacinth into a profitable crop instead of a serious pest. In Bangladesh, the Mennonite Central Committee has been experimenting with paper production from water hyacinth for some years.
They have established two projects that make paper from water hyacinth stems. The water hyacinth fiber alone does not make a particularly good paper but when the fiber is blended with waste paper or jute ,the result is reportedly good, he said.
Similar small-scale cottage industry papermaking projects have been successful in a number of countries, including the Philippines, Indonesia and India.
Another application of water hyacinth is the production of rope. The fiber from the stems of the water hyacinth plant can be used to make rope.
The stalk from the plant is shredded lengthways to expose the fibers and then left to dry for several days. The rope-making process is similar to that of jute rope. The finished rope is treated with chemicals to prevent it from rotting.
In the Philippines, Briñas said, water hyacinth is dried and used to make baskets and matting for domestic use.
“The key to a good product is to ensure that the stalks are properly dried before being used. If the stalks still contain moisture then this can cause the product to rot quite quickly. In India, water hyacinth is also used to produce similar goods for the tourist industry. Traditional basket making and weaving skills are used,” he added.
Saluyot, a favorite vegetable of Ilocanos, is also a good source of natural fiber. One hectare of saluyot can yield 10 tons of green stems from which a half-ton of natural fibers can be extracted.
According to Nora Mangalindan of PTRI, a total of 692 hectares are planted to saluyot mostly in Pangasinan and Western Visayas. This area produces some 2,000 tons of fresh leaves used as vegetables. The vast tract of land currently devoted mainly to saluyot growing has a potential of producing 346 tons of natural fiber.
Maguey, a tropical plant cultivated mainly for its fiber, has long been produced in the Ilocos and Pangasinan for making ropes and retting is done by soaking the split leaves of the plant in the river.
Today, under the PTRI technology, the fiber is extracted by a decorticating machine and passes through a chemical and mechanical process.
The fibers produced from these three locally common plants can also be manufactured into nonwoven fabrics which have various applications in industry like insulating or sound-proofing materials in rooms and car interiors.
The technology to commercially tap these three nontraditional sources of natural fiber, Briñas said, was showcased by the PTRI, headed by Dr. Carlos Tomboc, last week at the national conference on natural fibers held at a Makati hotel.

The 397 year-old University of Santo Tomas, the oldest university in the Far East, will install its 95th Rector, Fr. Rolando V. de la Rosa, O.P., on June 10 at the UST Chapel. Immediately taking place after the centuries-old UST traditional opening mass called Misa de Apertura, Fr. de la Rosa, who is coming back into the leadership of UST will be formally installed.
The 397 year-old University of Santo Tomas, the oldest university in the Far East, will install its 95th Rector, Fr. Rolando V. de la Rosa, O.P., on June 10 at the UST Chapel. Immediately taking place after the centuries-old UST traditional opening mass called Misa de Apertura, Fr. de la Rosa, who is coming back into the leadership of UST will be formally installed. This will be witnessed by representatives of the Commission on Higher Education, leaders of the church hierarchy and academic institutions, members of the diplomatic corps, alumni and the Thomasian community. Fr. de la Rosa, 54, was first elected Rector of UST in 1990 and served until 1998.
Born on June 27, 1953, in Legazpi City where he spent his childhood, he completed his basic education courses at the Aquinas University in Rawis, Legazpi City. He studied AB Philosophy and graduated Magna cum Laude from the Dominican House of Studies. He graduated Magna cum Laude from the University of Santo Tomas with a degree in Bachelor of Sacred Theology in 1980. He was ordained into the Dominican Order in April 3, 1982.
In 1984, Fr. de la Rosa earned his Licentiate in Sacred Theology degree, Magna cum Laude and Master of Arts in Higher Religious Studies, Summa cum Laude, both from UST. Armed with a scholarship grant, he went on to study at the Katholieke Universiteit Leuven, Belgium where he completed the Doctoral degrees graduating Magna cum Laude in two programs: Higher Religious Studies and Sacred Theology in 1988.
During his first two terms as UST rector, he became president of the Association of Catholic Universities of the Philippines and the International Association of Universities of St, Thomas. He was the founding president of the Network of Dominican Schools/ Colleges and Universities in the Philippines in 1995, more popularly known as DOMNET which now has a total membership of more than 100 schools. He was chair of the Organizing Committee of the International Youth Forum for the World Youth Day in January 1995 hosted by UST.
In 2004, he was personally chosen by President Gloria Macapagal Arroyo to chair the Commission on Higher Education which cut short his stint as Rector of the Colegio de San Juan de Letran-Calamba.
When he returned to the academe, he went back to serve UST in various capacities: as Assistant to the Rector for Research and Development and later, as Vice Rector for Finance. In September 2007, he accepted the assignment of being the Acting Rector of the University, until his formal installation in June 2008.

DESPITE the present gloom in economics worldwide, investors are going ahead with their plans to increase hotel and hospital rooms, a decision the government said shows continuing investor confidence in the country.
These tourism sector investors have already under development over P9.1 billion in projects injected during the first half of the year. Tourism Secretary Ace Durano said these government-registered projects, once completed, will raise domestic supply of hotel rooms by another 1,177 units.
“These projects confirm the stark investor confidence that the country continuously enjoys. We fully advocate immediate action on said projects to further boost the economy,” said Durano in a statement.
The Department of Tourism has reported these projects include the LKY Hotel (formerly Mayon Hotel) in Legazpi City, Imperial Palace Waterpark Resort and Spa in Lapu-Lapu City, Microtel Inns and Suites in Cabanatuan, Park Bed & Breakfast Hotel & Restaurant in Pasay, Hotel Kimikarlai in Cagayan de Oro; ABC Apartel in Angeles City, Hotel Vida Resort Complex in Pampanga, Paseo Premiere Hotel in Laguna, Bahia de Baler Garden Resort in Aurora, Country Inn Hotel and Restaurant in Cagayan de Oro, Manila Ocean Park and the Sabin Resorts and Development Corp. in Lapu-lapu.
Among those expanding their infrastructure are Shangri-La Mactan in Cebu and the Eastbay Arts Recreational Tourism Zone in Rizal; while the Peninsula Manila will modernize its facilities.
Ma. Victoria Jasmin, head of the department’s Tourism Investments Promotions Group, said the construction of these ventures has generated jobs and their completion is expected to generate more jobs “as the tourism industry remains one of the biggest employment resources in the country.”
In the medical tourism segment, Medical City announced it will add 250 more hospital rooms.
Board of Investments-approved investments are eligible for income tax holidays of 4 to 6 years, and duty-free importation of selected capital equipment for their operations.

just a thought...since an international airport is already being built in the municipality of daraga, why not the government plans for a modern transport system in the whole of bicol region....i mean, not necessarily to be implemented now...maybe atleast in phases, the bicol region could plan to build modern trains, a bit faster than that of the MRT in Manila, built from the terminal of the bicol international airport to the main destinations in the bicol region like Legazpi, Sorsogon city, naga and passing thru municipalities

He studied AB Philosophy and graduated Magna cum Laude from the Dominican House of Studies. He graduated Magna cum Laude from the University of Santo Tomas with a degree in Bachelor of Sacred Theology in 1980. He was ordained into the Dominican Order in April 3, 1982.
In 1984, Fr. de la Rosa earned his Licentiate in Sacred Theology degree, Magna cum Laude and Master of Arts in Higher Religious Studies, Summa cum Laude, both from UST. Armed with a scholarship grant, he went on to study at the Katholieke Universiteit Leuven, Belgium where he completed the Doctoral degrees graduating Magna cum Laude in two programs: Higher Religious Studies and Sacred Theology in 1988.
During his first two terms as UST rector, he became president of the Association of Catholic Universities of the Philippines and the International Association of Universities of St, Thomas. He was the founding president of the Network of Dominican Schools/ Colleges and Universities in the Philippines in 1995, more popularly known as DOMNET which now has a total membership of more than 100 schools. He was chair of the Organizing Committee of the International Youth Forum for the World Youth Day in January 1995 hosted by UST.
In 2004, he was personally chosen by President Gloria Macapagal Arroyo to chair the Commission on Higher Education which cut short his stint as Rector of the Colegio de San Juan de Letran-Calamba.
When he returned to the academe, he went back to serve UST in various capacities: as Assistant to the Rector for Research and Development and later, as Vice Rector for Finance. In September 2007, he accepted the assignment of being the Acting Rector of the University, until his formal installation in June 2008.
As I previously mentioned in my previous posts, another Aquinas University graduate who became a Rector of UST is Fr. Tamerlane Lana, OP. Fr. Lana and Fr. de la Rosa were classmates at Aquinas. Hurray to these outstanding Legazpenos. :banana::banana::banana:

I also believe that Legazpi City is very ripe for its own SM City which can be as big as the one in Naga. Legazpi's population coupled with the one of Daraga will already have a total of more than 300,000. Albay's total population of about 1.1 Million is not far behind that of CamSur. But if you include Sorsogon's population of more than 600,000 the market is more than enough to support one SM City. If we will look into the daily volume at the existing two malls, especially on weekends, we can see that they are always packed. PM and LCC have already established its own market niche and they will always be there.
As far as location is concerned, maybe SM will opt for a place within the vicinity of Tahao and Altenate Roads for convenience. But I think with the road development in the Puro-Dapdad corridor, the presence of an SM City there will definitely fast track the development of the place. The city government, however, should make sure to safeguard the approval of business establishments there to assure that the envisioned development plan of the area is followed to the letter. Otherwise, it might again just turn out to be another concrete slum area common to all cities in the Philippines. We need not go to other countries for a model because even cities outside Metro Manila are now developing well planned communities like Cagayan de Oro, Bacolod, Iloilo and Davao. My bet in Legazpi for a well planned community is the Embarcadero complex and the Legazpi Blvd. area.

Yup! The city government has already jumpstarted the development by building this new road. The next step is to attract new investments into the area or divert new investments from risk areas to this new frontier in Legazpi. It's good that Sunwest, a local company, is leading the way in that aspect.
Our little thread here also plays a small but important part in this by providing updates about the project (complete with aerial photos!). Potential investors will have up-to-date photos of the area and see how promising it is. :okay:

MANILA, Jan. 18 (PNA) -- The Department of Public Works and Highways (DPWH) reported the completion of three road projects costing P4 billion jointly-funded by the Japan Bank for International Cooperation (JBIC) and the Philippine government, under Phase VI of the Arterial Road Links Development Project. The newly-completed road projects are the P1.16-billion Suyo-Cervantes Road Project in Ilocos Sur, the P1.39-billion Calbayog-Gatanguit Road and the P1.45-billion Gatanguit-Calbiga Road Project, both located in Western Samar.
Public Highways Secretary Victor Domingo on Monday said with the completion of these road projects, beneficiary areas will have more developed accessibility, thus attracting investments and providing better employment opportunities.
The Suyo-Cervantes Road project involves the construction of 45 kilometers of concrete road and rehabilitation of 13 bridges. The Calbayog-Gatanguit Road Project includes the improvement and widening of 52.7 kilometers existing road, replacement of two bridges and rehabilitation of 13 other bridges.
The Gatanguit-Calbiga Road Project involves the improvement and widening of 59.5 kilometers of existing road, rehabilitation of seven bridges and installation of drainage facilities and slope protection works. MANILA, Jan. 21 — A magnitude 5.3 undersea earthquake shook the Bicol region Thursday morning, the Philippine Institute of Volcanology and Seismology (Phivolcs) said. Phivolcs chief Renato Solidum said the tremor, which rooted from movements of the Philippine Trench, struck at 10:02 a.m. and was centered about 148 kilometers northeast of Virac, Catanduanes.
The quake was not strong enough to trigger tsunami or tsunami warning, Solidum said. The tremor was felt at Intensity 4 in Legazpi City and Camalig and Bacacay towns in Albay, and Intensity 3 in Viga and Virac, Catanduanes. Tectonic earthquakes occur anywhere within the earth where there is sufficient stored elastic strain energy to drive fracture propagation along a fault plane, experts say. Phivolcs said the temblor caused no damages but aftershocks may occur.
Last January 12, the region was rocked by a mild quake which measured 3.9 in magnitude. Solidum said about 20 quakes occur within the country everyday, but some are not felt. a few of our classmates would even take the bus to legaspi right after 3.45pm dismissal just to cure the loneliness that did not leave our young lives that easily.

many good memories there of past visits (including an overnight soiree with Agnesians) back in our high school years at the Ateneo de Naga. we would also host the girls in our Multiple Encounters (with girls from different schools) every year- something that left many of us longing, lonely, lost for days and days...
a few of our classmates would even take the bus to legaspi right after 3.45pm dismissal just to cure the loneliness that did not leave our young lives that easily.

Right you are Father, high school is the happiest and craziest part of ones life. I have had my share of memorable moments with the St. Agnes girls. They were our regular partners during our high school disco parties up to our grad ball. Those were the times when St. Agnes high school was still exclusive for girls and ours was exclusive for boys. The mere sight of that girl in blue pinangat uniform inside the campus automatically creates a booming loud noise in the entire campus. :banana:
But one thing I noticed, nobody from my high school group ever got married to any of our counterparts from St. Agnes. :nuts:

Let's look at the long term, 20-30 years and beyond. We should anticipate the inevitable urbanization of these areas as the population increases.
It's good to see that the private sector and the city government are apparently working hand in hand with regards to the development of the southern barangays, starting with the construction of the more than 4 kilometer coastal road.
As @joks 25 has said, let's wait for any announcements from the companies involved :okay:
I also believe that Legazpi City is very ripe for its own SM City which can be as big as the one in Naga. Legazpi's population coupled with the one of Daraga will already have a total of more than 300,000. Albay's total population of about 1.1 Million is not far behind that of CamSur. But if you include Sorsogon's population of more than 600,000 the market is more than enough to support one SM City. If we will look into the daily volume at the existing two malls, especially on weekends, we can see that they are always packed. PM and LCC have already established its own market niche and they will always be there.
As far as location is concerned, maybe SM will opt for a place within the vicinity of Tahao and Altenate Roads for convenience. But I think with the road development in the Puro-Dapdad corridor, the presence of an SM City there will definitely fast track the development of the place. The city government, however, should make sure to safeguard the approval of business establishments there to assure that the envisioned development plan of the area is followed to the letter. Otherwise, it might again just turn out to be another concrete slum area common to all cities in the Philippines. We need not go to other countries for a model because even cities outside Metro Manila are now developing well planned communities like Cagayan de Oro, Bacolod, Iloilo and Davao. My bet in Legazpi for a well planned community is the Embarcadero complex and the Legazpi Blvd. area.

LEGAZPI CITY, Jan. 21 (PNA) -- The Bicol region’s economic condition has remained steadfast despite the high inflation rate that continue to affect the region’s market economy during the last quarter of 2009, the National Economic and Development Authority (NEDA) said.
NEDA report said prices of basic commodities, particularly food and fuel, significantly surged due to the annnual inflation rate in the Bicol Region which registered an eight-month high in December, gaining 1.3 percentage points over the November 2009 level.
December's 5.5 percent inflation rate was the highest since April when it hit 6.1 percent. The year-on-year change was placed 2.6 percentage points lower than the rate registered in the same period in 2008 and 1.1 percentage points faster than the national average.
While the Cagayan Valley and Autonomous Region in Muslim Mindanao (ARMM) recorded the highest inflation at 6.5 percent, Central Visayas posted the lowest at 2.7 percent. The average inflation rate for 2009 was placed at 4.6 percent, down sharply from the 9.5 percent of 2008.
Inflation rate of the Fuel, Light and Water commodity group soared to 10.0 percent, up by 8.4 percentage points from its level in November.
The varying increases were also noted in other commodities such as Services (2.0 percentage points), Food, Beverages and Tobacco (0.7 percentage point), Housing and Repairs (0.2 percentage point) and Clothing (0.1 percentage point). Miscellaneous commodity items managed to slip by 0.4 percentage point.
Higher inflation rates affected most the food items included in the region's market basket such as fish, fruits and vegetables, meat and miscellaneous foods, resulting to the overall rise in the Food group, the biggest component of the region's consumer basket.
The region's average monthly Consumer Price Index (CPI) was placed at 164.4, up by 0.8 percentage point from last month's index.
Indices in all commodity groups went up led by the Fuel, Light and Water commodity group with a 4.3-point increase, Services by 1.0 point, Food, Beverages and Tobacco by 0.7 percentage point, Clothing by 0.2 percentage point and Miscellaneous by 0.1 percentage point. Housing and Repairs remained unchanged from its level the previous month.
On a month-on-month basis, average inflation rate in the Bicol managed to decline by 0.3 percentage point. Decline in inflation rates of the Food group and Miscellaneous commodity group were observed while Fuel, Light and Water surged by 2.1 percentage points, Services by 0.5 percentage point and Clothing inched up by a 0.1 percentage point. Housing and Repairs sustained its previous month's level.
The purchasing power of the peso in the Bicol Region stayed at 61 centavos in December 2009 from P1.00 in 2000.
The construction of the P700 million Libmanan-Cabusao Dam in Camarines Sur by the National Irrigation Administration (NIA) was suspended indefinitely after months of controversy that split farmers’ groups in Camarines Sur. Tomasito Monzon, chief of the Bicol River Basin Watershed Management Project (BRWMP), announced the suspension of the P700 million LCD which he said “would give them time to attend to recommendations from groups opposing the project.”
Earlier, during the November RDC full Council meeting, Governor Joey Salceda, Chairman of the RDC5, directed the temporary suspension of the LCD until a full assessment is conducted and various issues are addressed by a project review team created for the purpose.
The team was tasked to review the project based on the approved standards and environment clearance certificate (ECC), including the reported project deviations. It will also look into the alleged complaints of various organizations concerning possible threats such as flooding and displacement of families to be affected once the dam project is completed. 1. CHED Bicol will start receiving all complete application documents after the close of SY 2009-2010.
2. Screening all complete application documents shall commence after the specific deadline for the submission of application is set by this Office.
3. All application documents should be submitted to the CHED Regional Office V with postal address at EM’s Barrio South Barangay 2, Legazpi City, Albay
4. General qualification requirements that applicant must:
a. be a Filipino citizen of good moral character
b. be a High School graduate and/or entering freshmen and/or college student in any curricular year level (For Loan Programs)
c. have at least the following Form 138 General Weighted Average (GWA) and General Scholastic Aptitude (GSA) in the National Career Entrance Examination (NCAE) to wit:
1. 90% above – Full merit
2. 85% above – Half merit
3. 80-84% - Grand-in-Aid and Student Loan Programs
d. have a combined annual gross income of parents that should not exceed P300,000
e. not more than 30 years of age at the time of application except for CHED OPAPP-SGPRR
f. for Study-Now-Pay-Later Plan:
1. must enter into a loan agreement with CHED
2. must have a guarantor (SSS/GSIS member of good standing, who has paid at least six monthly contribution for the least 12 months) who shall act as the co-borrower
g. have not availed of any government scholarship and/or grant.
5. Documentary Requirements:
a. Duly accomplished application documents (may be availed of from CHED Regional Office V, downloaded from the CHED website at www.ched.gov.ph
b. Form 137/Report Card/Certification of Grades the average of which should not be lower than 85%

The reason why Agnesians were called pinangats should be their uniform which make them look like a pinangat. the "sagmaw" was actually given to public schools maybe because they have no uniform, so iba-iba an mga bado pag naglalaog sa klase. But this should be true only to the grade schools before because we have no uniform then. But now, I think even the public elementary schools also have uniforms - more economical actually. But I wonder why BUHS was called sagmaw because when it was still Albay High School its students have uniforms. The white shirt and gray skirt for girls and white shirt and khaki pants for boys.

The one in Cagraray Eco-Park is one of the longest palan. I guess the one in Lignon Hill is 200 meters or 100 meters one way.

Anyway, what's important is that the city's income continues to increase year after year. :okay: Yup, it's something to aim for and look forward to.
This is a big improvement from 2007 which I think was only P421 Million and which was even lower than the 2006 income. Clearly, the city's income in 2007 nosedived as a result of the disastrous effect of Reming. We should expect Legazpi's income to reach P600Million in 2009 with all the developments our city experienced during the year.
For 2010, Legazpi should be aiming for P700 Million in income. We are cautiously getting there where we deserve to be. No other way but up.

Yup! Dapat talaga haralion na itong mga tricycle drivers na mahal magsingil. It gives a very bad first impression for visitors. I heard the taxis are more reasonable. 40+ pesos to Legazpi centro from airport? Not bad. Haven't tried it though so I'm not really sure about the price hehe

Yup, makes sense to me. Thankfully, there were no major calamities last year that could have hampered our growth.

LEGAZPI CITY, Jan. 19 (PNA) -- Albay province will launched “Guardians of Nature” an environment initiative to plant trees and clean rivers and creeks designed to develop and protect the province natural resources, the Centre for Initiatives, and Research on Climate Change Adaptation (CIRCA) said on Tuesday. Preparation for the province wide tree planting and river cleaning activity are all in place for the launching set on January 30 where 54,000 seedlings of various species will be planted in the 15 towns and three cities of the province.
Manuel Rangaza, CIRCA executive director, said is collaborative undertaking of all segments of society from local governments, national governments, academe, business institutions, non-governmental and people’s organizations, religious groups, public intellectuals and people in all walks of life. He said planting of trees and the cleaning of rivers, creeks and other tributaries would be done by thousands of volunteers from the academe, police, military, national government agencies as well as local government units across the province.
Albay Gov. Joey Salceda, an economist and environmentalist, will lead thousands of tree planters and river cleaners in the launching rites on January 30 this year. Salceda, in an interview, said he has launched this project to educate the public that climate change is real, the effects of climate change would be indeed devastating as it threatens the existence of man from his ecosystem to hi livelihood and even up to his cultural heritage.
He said, “we are very much convinced that the physical climate of our country is changing and we can’t tolerate this to happen, change should take place.” The initiative should start from the national agencies and local government units, they should address environmental and climate change mitigation and adaptation techniques, he said.
Salceda urged local government units to be responsive to changes in the state of the environment with legislative initiative and executive actions to confront the challenge of climate change, forest protection and conservation.
He explained that today’s environmental damages are done in the name of economic development therefore a lot of looking back is needed to see what and why things went wrong and how this can be avoided today and in the future. “Economic development should be tempered with regard for others, as our illegal loggers continue to cut trees and denude our forest, and mining firms, continue to mine are mineral resources are called people without conscience, perhaps because they lack the information and understanding or correct education” Salceda said.
This development efforts should focus on the production of more earth-friendly products, technologies, non-pollutive mining and factories and non-pollutive agriculture, he said. For this, he urged local chief executive to create a Local Environmental and Climate Change group to oversee and abide with the provisions in the recently concluded Conference of Parties (COP15) Climate Change global agreement in Copenhagen organized by the United Nations Framework Convention on Climate Change (UNFCCC).
He also called on concerned agencies to initiate an aggressive information and education drive on climate change and environmental concerns that would teach the public to pursue a better way of the life and not at the expense of the environment. With environmental and climate change education and economic progress going their closely parallel directions, the greater masses of the world community will attain a better life for all with food on the table, a roof over every individual’s head, employment opportunities and basic services extended to almost all. LIGAO CITY --- The Boy Scouts of the Philippines (BSP) Mayon (Albay) Council will hold its provincial jamboree in Sitio Kawa- Kawa, Barangay Tuburan, this, city on Jan. 23-27, 2010.
Bienvenido Canlapan, council scout executive, said in a telephone interview that the provincial jamboree was first scheduled at the Manito Boiling Lake area last Oct. 14-18 but was cancelled due to bad weather.
He said that some 3,000 Boy Scouts and their officials will be attending the provincial jamboree. Only Boy Scouts between 7 to 17 years old will be allowed to participate, Canlapan said.
Former Albay Gov. Fernando Gonzalez of Ligao City has been elected BSP Mayon (Albay) Council chairman. He replaced Jose Bonto, administrative officer of the Department of Education (DepEd) Regional Office, as council chairman.
According to Canlapan, Albay Gov. Joey Sarte Salceda will be the guest speaker during the opening ceremonies at 3 p.m. on Jan. 24.
Preparation of the jamboree site is being undertaken by the Provincial Engineer's Office (PEO) headed by Engr. Dante Baclao and the Ligao City Engineer's Office.
The Albay Electric Cooperative Inc. (Aleco) and the Ligao City Water District are also busy installing electrical and water connections to the camp site.
Canlapan revealed that it is back to basics for the Boy Scouts in the upcoming jamboree. This means that Boy Scouts will be discouraged from carrying their folding beds, electric fans or their electric or LPG stoves. Instead, they will be taught jungle survival techniques like lighting fire through friction or cooking rice in a bamboo tube.
Sitio Kawa-Kawa is accessible by motorized vehicles and is only 1.5 kilometers from the poblacion or city center.

A mult-purpose processing machine that performs the functions of a crusher, juice extractor and a mill garnered the Most Outstanding Invention (Tuklas Award) and the WIPO Gold Medal and Certificate Award during the 2009 National Invention Contest awarding ceremonies held at the Philippine Trade Training Center in Pasay City.
The research team, which is based in the Polangui Campus of Bicol University in Albay, is composed of Engr. Arnulfo Malinis, Engr. Eleanor Balute, Engr. Estrella Calpe and Engr. Herminigildo Lizano. In addition to the plaque, medal and certificate, the team took home P150,000 as cash prize.
Engr. Malinis explained that the development of such machine helps address the need for appropriate postharvest processing facilities for agricultural products in the countryside to enable farmers to add value to their produce so they can sell these products at higher prices.
The machine can process ginger rhizomes at a rate of 80 kilogram (kg) per hour, pandan leaves at 20 kg per hour, lemongrass leaves at 25 kg per hour, and arrowroot tubers at 80 kg per hour. It is powered by 1 hp motor and requires just one person for an 8-hour operation.
The researchers recommended, however, that the crops should be fresh upon processing to obtain the best results. The use of the crop processing machine can be further maximized when combined with other equipment to make up a processing system designed for the production of a specific commodity.
For instance, the crop processing machine can be integrated in the mechanical process of producing ginger brew and powder from ginger rhizomes in combination with other equipment such as washer, crystallizer, and micromill, which are also developed by Engr. Malinis’ team.
The crop processing machine also works well as a component of a processing system for the mechanical production of arrowroot starch and flour. This project, which Engr. Malinis conducted with Engr. Salvador Albia and Engr. Christopher Pacardo also of Bicol University Polangui Campus, won third prize at the Outstanding Utility Model category of the 2009 National Invention Contest.
Engr. Malinis said that the ginger brew, ginger powder, arrowroot starch and flour produced using their locally developed machines are of high quality but are half cheaper than similar commercially available products in the market. He said that a buyer from Metro Manila has recently expressed interest in marketing their ginger powder.
The crop processing machine costs P95,000 per unit. This investment can be recovered in two years if the machine is used for a single product, or one year when used for processing various products. Engr. Malinis said that there are now around 15 units of the crop processing machine sold in Bicol region and nearby provinces. Bicol University partners with Kolbi, a local fabricator, for the manufacture of the machine.

The reason why Agnesians were called pinangats should be their uniform which make them look like a pinangat. the "sagmaw" was actually given to public schools maybe because they have no uniform, so iba-iba an mga bado pag naglalaog sa klase. But this should be true only to the grade schools before because we have no uniform then. But now, I think even the public elementary schools also have uniforms - more economical actually. But I wonder why BUHS was called sagmaw because when it was still Albay High School its students have uniforms. The white shirt and gray skirt for girls and white shirt and khaki pants for boys.

LEGAZPI CITY — Disaster managers and media practitioners in the provinces of Camarines Sur and Catanduanes have renewed partnership to ensure efficient communication strategies to prevent the loss of lives and mitigate the impacts of calamities and disasters. The provincial disaster coordinating councils (PDCC’s) and media practitioners from these two provinces had recently participated in a Seminar/Workshop on Disaster Risk Reduction (DRR) held at Barriada Complex of Corner’s Place Hotel here last January 12, 2009.
Accion Contre La Faim (ACF), an international humanitarian group against hunger, under the latter’s community-based disaster risk reduction project, spearheaded the one-day activity participated in by some 23 representatives from both sectors. Rita Marie Petralba, ACF DRR project coordinator for Bicol, said the activity intends to increase awareness among disaster managers on EWS, on the other hand, define the roles and responsibilities of media on accurate and responsible information dissemination of information pertaining to advisories of warning agencies, DRR, preparedness and mitigation measures that need to carried out be local disaster coordinating councils.
Cedric Daep, Albay Public Safety and Emergency Management Office (APSEMO) chief, delved on the different hazards and their implications, also emphasizing the need to establish Early Warning System (EWS) communication strategies in different local government levels. Daep stressed the provincial, city or municipal, and barangay disaster managers should ensure that communication link in EWS must be observed for a more efficient risk reduction and preparation of the community in the wake of impending disaster or calamity.
Disaster managers, meanwhile, are now strengthening their collaboration with the media acknowledging the vital role of communication networks in the implementation of the Early Warning System (EWS). Daep noted that the media should also be aware of the right and responsible way of communicating information to the communities, analysis of the problems, and identification of solutions related to dialects and broadcast communications during emergency.
Marlon Loterte of the Philippine Information Agency (PIA) Bicol, meanwhile, related the roles and responsibilities of media in the communication network on EWS. Media should always be one of the main stakeholders in every government program, specifically on EWS for disaster preparedness, response and mitigation, recognizing the sector’s vital role in communicating information to ensure the safety of the people and prevent extensive damage on properties, among others. LEGAZPI CITY, Jan. 21 (PNA) - Economic managers of the province of Albay are drawing up strategic intervention to address the region’s unemployment glitch. According to the Regional Development Council (RDC), Bicol is tagged as the “standby capital” of the Philippines because it has the highest underemployment rate among the 17 regions across the country.
Albay Governor Joey Salceda, RDC chairman, quoting a National Statistic Office (NSO) report, said in the October 2009 Labor Force Survey, Bicol posted the highest underemployment rate of 37 percent among the 17 regions of the country, adding that it is almost double the national average of 19 percent.
He said while the region is only 6th in terms of labor force, it also has the biggest number of underemployed persons at 760,000, slightly beating Western Visayas. NSO data revealed that Bicol topped the list of regions with the highest underemployment rate with 37.1 percent, followed by Northern Mindanao with 31 percent; Western Visayas with 26.7 percent; Eastern Visayas with 26.3 percent and CARAGA with 24.6 percent.
Salceda said that since he assumed the RDC chairmanship in 2008, the council has continued to devise state strategic interventions in order to address this sad plight which manifests Bicol's stature as the 4th poorest region of the Philippines based on the 2006 Family Income and Expenditure Survey. The council has identified two key variables to address this concern: the development of economic growth that would produce quality jobs, thus reduce underemployment and higher tertiary education either technical vocational or baccalaureate so that Bicol worker would have the skills to compete for such quality jobs.
The RDC has crafted key programs and projects as strategic interventions aimed at generating sustained growth. These are investments on infrastructure, education, agriculture, environment and climate change adaptation initiatives, and energy development. Among the projects being given focus are: the spatial integration of the two island provinces of Masbate and Catanduanes with the mainland Bicol provinces through the Roro and ports modernization; construction of the P3.4-billion Southern Luzon International airport in Daraga, the facility that is seen to boost tourism and trade and reduce costs of distribution;
Agricultural and fisheries modernization, with the irrigation component of Bicol River Basin Project as anchor project; farm-to-market roads particularly in the Bicol hinterlands. Environmental protection and climate change adaptation and mitigation; reducing deforestation; increasing mangrove plantation and reforestation. (PNA)

LEGAZPI CITY, Jan. 21 (PNA) -- The Philippine Hydro, the main supplier of water to the public water utility here, has forewarned consumers of looming water shortage and urged them to save water for at least 10 days. Engineer Rolando Mangulabnan, chief Executive Office (CEO) of the Phil-Hydro Company Inc., in an interview said some inevitable instances might create natural or even artificial water shortage.
“Although the Phil-Hydro has the capability to supply the water requirement (8,000 cubic meters per day) of Legazpi City, I still fear that aside from the El Niño phenomenon, the ongoing dredging activities along the upper areas of Barangay Pawa and Buyuan of this city might complicate the looming water shortage in the city," he pointed out.
Phil-Hydro is the supply contractor of the Legazpi City Water District (LCWD) producing more than 20,000 cubic meters of water per day. It purifies raw water from their lagoons at the slope of Mayon Volcano some five kilometers away from the main thoroughfares of Legazpi.
Mangulabhan cited a sudden difficulty meeting the required water supply to the city when a heavy rain washed the dredged sands by the Department of Public Works and Highways (DPWH) during the height of Mayon eruption last month. “The dredged debris filled our lagoons (water sources) in Barangay Pawa and rendered the city waterless for several days," he recalled.
Mangulabhan said they have no other choice but to source water from Mayon because this is the only source of clean water and does not need to drill from other areas. Moreover, the Phil-Hydro official appealed to local leaders for the declaration of protected areas at the slopes of Mayon particularly along the water lagoons to prevent clogging of the pipelines with sands and gravel during rainy days.
“If a protected area is declared in said area, there would be no more dredging and trees would have to be planted and the lagoons would no longer suffer to the deprivation of water consumers in Legazpi City," he said. “Our company is very much willing to help if ever declared as protected watershed area,” he assured.(PNA)

PAL gets new 777 jet

MANILA, Philippines--Flag carrier Philippine Airlines (PAL) will take delivery Thursday of its second 370-seater Boeing 777 jet as part of efforts to modernize its fleet to cope with an increasingly competitive market.
In a statement, PAL said it would launch a seat sale for select domestic and international routes to mark the event and drum up interest in its new flagship aircraft.
“PAL is offering deeply discounted, short-term promotional fares on flights to all its domestic jet destinations and most major international points as the flag carrier marks the arrival of its second Boeing 777-300ER aircraft,” the Lucio Tan-led carrier said in a statement.
Dubbed “Valentine Special,” the promo drops PAL fares to a flat rate of P777 for a one-way flight on Fiesta Class (economy) between Manila and any point in Luzon or Visayas, and between Cebu and Davao.
For one-way flights on Fiesta Class between Manila and any point in Mindanao, the promo fare is P1,777.
Covered by the promo are PAL-operated flights between Manila and Bacolod, Butuan, Cagayan de Oro, Cebu, Cotabato, Davao, Dipolog, Dumaguete, General Santos, Iloilo, Kalibo, Laoag, Legazpi, Ozamiz, Puerto Princesa, Roxas, Tacloban, Tagbilaran and Zamboanga, as well as between Cebu and Davao.
International tickets will also be cut, the airline said, but did not specify how big the discounts were going to be.
The fares are available for ticketing until Jan. 25 and are valid for travel from Feb. 1 to March 15.
The company said the new aircraft would be used for flights to Brisbane, Hong Kong and Tokyo, the same flights that the first 777 delivered last year is serving.
The deal to acquire a total of six Boeing 777s was sealed in 2006, with PAL originally planning to lease two aircraft to be delivered in 2009 and 2010.
Four brand-new 777s were scheduled to arrive from 2010 to 2012, but due to mounting losses, PAL had asked Boeing to push back the delivery to 2013 and 2014.
The Civil Aeronautics Board (CAB) noted that PAL might not be able to enjoy the benefits of the new and more efficient Boeing 777s, originally planned for use for its bread-and-butter routes from Manila to North America.
The United States Federal Aviation Administration (FAA) earlier downgraded the country’s safety standards to Category 2 from Category 1. The lower grade means local airlines will not be allowed to add more flights to the United States.

LEGAZPI CITY, Jan. 21 (PNA) - Economic managers of the province of Albay are drawing up strategic intervention to address the region’s unemployment glitch. According to the Regional Development Council (RDC), Bicol is tagged as the “standby capital” of the Philippines because it has the highest underemployment rate among the 17 regions across the country.
Albay Governor Joey Salceda, RDC chairman, quoting a National Statistic Office (NSO) report, said in the October 2009 Labor Force Survey, Bicol posted the highest underemployment rate of 37 percent among the 17 regions of the country, adding that it is almost double the national average of 19 percent.
He said while the region is only 6th in terms of labor force, it also has the biggest number of underemployed persons at 760,000, slightly beating Western Visayas. NSO data revealed that Bicol topped the list of regions with the highest underemployment rate with 37.1 percent, followed by Northern Mindanao with 31 percent; Western Visayas with 26.7 percent; Eastern Visayas with 26.3 percent and CARAGA with 24.6 percent.
Salceda said that since he assumed the RDC chairmanship in 2008, the council has continued to devise state strategic interventions in order to address this sad plight which manifests Bicol's stature as the 4th poorest region of the Philippines based on the 2006 Family Income and Expenditure Survey. The council has identified two key variables to address this concern: the development of economic growth that would produce quality jobs, thus reduce underemployment and higher tertiary education either technical vocational or baccalaureate so that Bicol worker would have the skills to compete for such quality jobs.
The RDC has crafted key programs and projects as strategic interventions aimed at generating sustained growth. These are investments on infrastructure, education, agriculture, environment and climate change adaptation initiatives, and energy development. Among the projects being given focus are: the spatial integration of the two island provinces of Masbate and Catanduanes with the mainland Bicol provinces through the Roro and ports modernization; construction of the P3.4-billion Southern Luzon International airport in Daraga, the facility that is seen to boost tourism and trade and reduce costs of distribution;
Agricultural and fisheries modernization, with the irrigation component of Bicol River Basin Project as anchor project; farm-to-market roads particularly in the Bicol hinterlands. Environmental protection and climate change adaptation and mitigation; reducing deforestation; increasing mangrove plantation and reforestation. (PNA)
