This is what I was waiting for. A road that will connect Taysan directly to Legazpi Blvd. Expansion to the southern barangays is now in high gear. I hope our leaders will keep it up.

Having another big mall is a double-edge sword sa Legaspi - it is a boon to the local economy in general i.e. additional revenue, employment, etc but a bane to smaller businesses which can be gobbled up to extinction by these malls. Although ang uso yata munyan is for malls to also have BPO offices inside its premises ( think Market Market in Taguig & SM Mall of Asia in Pasay) ta so mga empleyado digdi sa mga BPO firms ay captured market na kaining malls.

Tama ka sir Garycooper ta kaipuhan talagang tapusun na in due time so mga BPO projects sa Embarkadero. Mas excited pa ako digdi sa mga BPO projects kaysa sa planong bagong mall ta in the first place, kaipuhan na magkaigwa muna ki increase in purchasing power ang mga tawo bago magbarakal sa mga malls.

tama...mas magayon talaga kung mga BPOs naman ma put up sa legazpi...kasi atleast ibang klaseng employment naman ini para sa mga Albayano buda bicolano...pero pwede man bagang pagsabayon....kung gustong may mag invest sa legazpi ki panibagong mall buda BPOs eh di mas lalong okay...dakol choices ang mga Albayano buda bicolanos ki employment..

Having plenty of malls will not actually directly invite investors in high volume employment companies. But having high quality employable population and good quality infrastructures will be a magnet to these employers. Once we have more employment in Albay, these malls (and other similar establishments) will come over even if you do not invite them. They will invite themselves. As Olineil espoused, our leaders should be conscious in helping maintain the quality of education in our province.

Before you can even invite investors, you should be able to show them what you have. It's not like chicken and egg situation. You have to put up the infrastructures first, like, developing the land, put up the communication lines, provision for housing of workers, availability of stable power supply. All these must be in place first. Dai pwedeng su daga lang ang available ta madali man sanang sabihon iyan. Banquerohan or Homapon will be an ideal place because of its proximity to a potential seaport area of Bagacay and Maslog.

The city should initiate the development of the economic zone to show that it has some degree of capability to maintain one.

Long before Landco made its way to Legazpi there was a project called Bicol Agro Industrial Zone if I am not mistaken. It was a project of Mayor Rosal years ago. I am wondering why it was left forgotten. Now that the development in the city is in full swing and going farther south it high time to revive this.

LEGAZPI CITY, April 26 (PNA) - Residents in Albay expressed a sigh of relief after the local electric cooperative was successful in getting a bilateral agreement with Aboitiz Power Renewable’s Inc. for supplying cheap electricity in the province. The Albay Electric Cooperative (ALECO) has recently entered into an agreement with Aboitiz, an independent power provider (IPP), for the latter to provide the cooperative with 40 percent of its electricity requirements.

Engr. Alex Realosa, acting ALECO general manager, said the agreement was signed on April 12 by ALECO Board Chair lawyer Rudolfo Bonafe and himself marking the start of a bilateral contract between the two firms. The contract states that Aboitiz, a power firm operating the geothermal power plant in Tiwi, Albay, would provide 40 percent of the local cooperative electricity power needs.

With this, the ALECO would pay Aboitiz P50 million worth of electricity supply per month, Realosa said. Aboitiz would be selling its power to ALECO by P4.21 per kilowatt hours compared to P65 per kilowatt hour imposed by the Wholesale Electricity Spot Market (WESM). He said the agreement would be beneficial to the 150,000 member consumers of the cooperative as this would bring down its power rates unlike the very high electricity price spikes imposed by the WESM.

WESM is administered by the Philippine Electricity market Corporation (PEMC) and is presently supplying ALECO with 60 percent of the 23 million kilowatt hour electricity power requirements of the cooperative.

Realosa said he is working out for other bilateral agreements with IPPs as provided for by the Electricity Power Industry Reform Act or the EPIRA law granting cooperatives to enter into agreements with IPPs for power supply generation and distribution.

He said ALECO is presently facing a tight spot in its finances because of its total dependency for its source of electricity from WESM. Realosa said aside from the P1.8 billion in outstanding accounts from the National Power Corporation (NPC) and Transco, the WESM through the PEMC has billed the cooperative covering January 26 to February 25 this year a staggering amount of P317 million for its electricity supplied to ALECO.

Another statement in the amount of P321 million was billed by PEMC covering the months from March to April this year. ALECO receives from its consumer members P150 million in monthly sales revenue from 150,000 consumer members across the 15 towns and three cities across the province.

He claimed that the WESM electricity price of P65 per kilowatt hour hit a 300-percent spike from the P7 previously priced, saying this would definitely paralyze the cooperative operation.

The price spike, once passed on to consumers, will be prejudicial to them and will eventually bear the brunt of this exorbitant and baseless billing, Realosa said. For this reason, the ALECO has petitioned the Energy Regulatory Commission (ERC) to arbitrate and issue a cease and desist order directing the PEMC to refrain from collecting from the cooperative the payment for its electricity bill until this case is finally decided by the commission.(PNA)

Ay maurag na talaga na talaga ining bago tang boulevard. First class talaga. In a couple of years, this will spell the difference between the Legazpi of now and the Legazpi of tomorrow. Basta sunudon an plano, we will be seeing a very scenic seaside boulevard in the very near future. I hope the city will pass an ordinance regulating development in the area just like what they are doing in Intramuros. Dapat may theme.

PARTY-LIST SHOPPING is not much different from choosing which fragrance you would like for a deodorant (I just bought one today so pardon the analogy). If you’re neither gay nor with the Left, or have no specific advocacy or cause to die or vote for, you’d rather go with what you could consider as the politically “safest” party-list group -- just like opting for the conventional “Classic” fragrance for your deodorant rather than what they call “Sport” or “Hawaiian Breeze

(pineapple smelling underarm?). Most likely, you would choose that which you could at least identify with or somehow be a part of. So, if you are not a sikyo who has Mikey Arroyo as his genuine representative, and Bikol blood runs in your veins, you would happily go for this new party-list, “Ako Bicol.”

With the same logic of other similar geo-ethnic party-list groupings of Warays, Ilocanos or Ilonggos, it must be what those behind “Ako Bicol” probably thought could bring them to Congress. The old tribal appeal. It’s a good idea, especially if there is money for the campaign. And “Ako Bicol,” by the big number of its billboards, radio ads and jingles, with campaign sorties even in Metro Manila, obviously has lots of it. But the question is, where is it coming from? Who is indeed funding this group? The name Elizaldy Co is often mentioned. Who he? we, in CamSur, would ask. We are told that he is the owner of “Embarcadero” (a new lifestyle center in Legazpi), Misibis (an upscale resort in Bacacay), and several others you wouldn’t bother to remember. He got or, okay, earned, his riches from government contracts; in short, he is a contractor. If you’re buying that deodorant, it’s like finding out that its shelf life has already expired.

Last week, the group announced its nominees, and they are: Christopher Co, Atty. Rodel Batocabe and Atty. Alfredo Garbin, Jr. In Handiong’s name, who they? The news article says the two lawyers are practitioners in Albay, one is an incumbent councilor of Legazpi; while Christopher (a brother of Elizaldy) is “a successful businessman engaged in the construction business.” So, at least two contractors in this group, and the two not exactly well-known lawyers. Before one could get naughty ideas, these gentlemen described themselves as “genuine Bicolanos who will work for the interest and the welfare of all Bicolanos wherever they may be.” Indeed, what are politicians for if not to promise the moon, at least to be there wherever you may be? Also last week, one of them was interviewed in a Naga radio. What was really perplexing, if not really comic, while he was appealing to Bicol pride, he was talking in Tagalog. So much for genuine Bicolanos.

But why don’t we really vote for “our own” supposed party-list group? “Iboto an sadiri,” as their campaign slogan goes. Which begs the next question, why should there be in the first place a geo-ethnic or region-based group in the party-list voting which is supposed to be for the so-called “marginalized” groups only? Unless it is implying that Bicolanos are now marginalized and distinctly disadvantaged, “Ako Bicol” (or “Ako” whatever) should not be participating in the party-list system at all. The reason is quite obvious. Representation in the lower house of Congress is already by territory, which means representation usually by geo-ethnicity (“usually” since in Dato Arroyo’s case it is not by ethnicity). Our congressmen represent their individual districts, and they are supposed to “to work for the interest and welfare” of the people in their districts. “Ako Bicol” is suggesting to duplicate what our Bicol congressmen are already mandated to be doing. The congressmen directly elected by districts are our traditional “territorial” representatives, to distinguish them from the sectoral representatives who are elected at large to represent a particular marginalized sector. To merge these two kinds of representation defeat the very purpose of the party-list system.

This is especially true since we get to vote for only one party-list candidate. You have to pick only one mango in a basketful. Or one fragrance for your underarm, not a riot of varied smells. If “Ako Bicol” is a success, as what two or three others have been, it will be replicated by others with no regional party-list groups yet of their own. If all the geo-ethnic groups in the country will have their own separate party-list groups, and if all of us could be swayed by tribal loyalties as what “Ako Bikol” seemed to be banking on, the possibility is not remote that all representation in the lower house would just again be territorial. The sectoral mixture will be obliterated, ironically, under the very system that was supposed to be reserved for sectoral representation.

We already know that the party-list system has been systematically abused, and more so under the present administration, and most particularly for this year’s elections. Party-list groups have just mushroomed from nowhere -- obviously to ensure that Gloria gets them to pack Congress for her plans to become Speaker and eventually for an extended rule. Even if “Ako Bicol” gets the benefit of our doubt, and setting aside the notion that it is just a party-list of certain contractors or, worse, a GMA front, what really has it to offer as concrete, coherent political programs for the Bicol region aside from the patronage politics that it espouses (“nakatabang na, matabang pa,” another of its slogans)? Its website strangely is a dead link and cannot be accessed, and all we can rely on are their press releases which only repeat the usual: livelihood skills training, scholarships and the eternal cry of fighting poverty.

The group though says nothing about what it can do to specific Bicol problems: increasing unemployment / underemployment making Bicol, in the colorful words of Gov. Joey Salceda, the “tambay capital of the Philippines”; losing out on the BPO industry to other regions which could have substantially decreased the “tambays” in Bicol; spiraling electric costs despite the abundance of geothermal energy; decreasing agricultural production; the continuing depletion of fishing grounds; the ever rising gasoline rates that are higher by P=5 to P=8 per liter than in Southern Tagalog and Metro Manila; the rising uncertainty of “to dam or not to dam;” the continuing environmental destruction; the never-ending insurgency problem, among just a few. And if it may be added, the continuing corruption in public projects involving favored contractors. “Ako Bicol” does not seem to have anything to say about these problems, much more on how to solve them, other than mouthing the mother of all motherhood statements of fighting poverty.

I don’t think they even have a stand on “Bicol autonomy” whose advocates made some noise during the cha-cha brouhaha last year. Or on the romanticized version, the idea of a Bicol Republic, which I guess they’ve never heard of. And what about preserving Bicol culture and the Bicol language and its dialects, and supporting the study of Bicol history and literature? Nada on these, too.

Yet, what a waste if “Ako Bicol” does not win in the sectoral voting. All the money it infused in the campaign and, admittedly, all the enthusiasm it caused among a number of us who truly love Bicol, would just be for naught. But, on second thought, it will be a greater waste, and tragedy, if it gets any or all of its nominees to Congress who, beyond the pork barrel, simply do not know what to do with the consequences, if not the responsibilities, of their representation. That would only make them more vulnerable, assuming they are not what they are suspected to be, to the money politics of the one who needs most the physical numbers to remain in power.

Legazpi City (27 April) -- The opening of a road network in Barangay Rawis, Pioduran, Albay has dramatically improve the lives of the locals, furthermore, also provided more opportunities and development for other government projects to come in.

The 9-kilometer road has been completed under the Kapitbisig Laban sa Kahirapan and Community Integrated Development and Social Services (KALAHI-CIDSS) project of the government, led by the Department of Social Welfare and Development (DSWD) in Bicol.

Rawis is one of the 33 barangays found in the southwestern part and flanked on the south by Alabang Puro and Lawinon on the east in Pioduran town.
Prior to KALAHI-CIDSS project, the road to Rawis is not passable by any vehicle because of the knee-deep mud, especially during rainy season, and the only means of transport is the'paragos', a carabao-driven sled that usually takes five hours.

"Difficulty in transportation hampers development in this humble barangay. We have been waiting for this, because of this government project, more improvements and projects are coming in," said Barangay chief Solomon Polloso.

Polloso noted that KALAHI-CIDSS project has also proven its being one with the people of Rawis in their dream for having an improved and concrete road. A road project was implemented and constructed when the community was prioritized under the project.

The project is a poverty-alleviation project also funded by the World Bank.
"Truly, there is a promise for the people who showed cooperation and commitment with the KALAHI-CIDSS. The farm-to-market road project brought opportunities and has opened for other government project such as the KALAHI Para sa Kalayaan to implement in the barangay," the punong barangay related.

"We are very thankful for KALAHI-CIDSS, if not for their projects, our barangay will be forever deprived of basic social services," he added.
KALAHI Para sa Kalayaan, spearheaded by the Office of the Presidential Adviser on the Peace Process (OPAPP), is a national program for peace development in conflict-affected and peace agreement areas involving 89 barangays in Bicol were chosen as showcase barangays of the Macapagal-Arroyo administration.

Black sand beaches are rare and very fascinating. The distinct black sand is created from the natural erosion of volcanic rock and which evolved from ground lava. The Big Island in Hawaii is famous for this attraction. But one need not go to Hawaii for this, as black volcanic sand beaches are also plentiful in Albay.

Located mostly on the eastern and northern part of Mayon volcano, black sand beaches can be found along the coasts of Bacacay, Sto. Domingo and Tiwi. The black sand is usually a little grainy but it is easy to walk on, if not too hot. Local folks believe that it has therapeutic benefits. - From Albay Tourism

Legazpi City (27 April) -- The inflation rate of the province of Albay maintained its rate at 3.8 per cent from January to February 2010 this year, 2.5 percentage points lower compared to the 6.3 percent inflation rate in February last year. Albay Quickstat, updates of National Statistics Office (NSO) on consumer price index (CPI), showed the current level of the province's inflation rate was the result of the stationary rate of both the heavily-weighted food, beverages and tobacco (FBT) index of -0.30 per cent and the non-food commodity/service index of -0.78 per cent.

The indices under the latter group showed increases - clothing (0.59 per cent from 0.46 per cent), housing and repairs (0.21 per cent fro0m zero per cent). Lower rates were likewise recorded in the indices of fuel, light and water (12.93 per cent from 16.33 per cent) and services (4.03 per cent from 4.14 per cent). On the other hand, miscellaneous index maintained its rate at 1.42 per cent between the two-month periods.

On a month-on-moth basis, the CPI for all income households in Albay was registered at 168.5 in February 2010, higher by 0.1 index point over the January 2010 level of 168.4. This indicates a 0.06 per cent change in the all-item index, lower by 0.24 percentage point than the previous month's rate of 0.30 per cent.

Across commodities under the heavily-weighted FBT index, significant decreases were registered in the indices of fish (-1.12 per cent from 1.49 per cent) and fruits and vegetables (-7.15 per cent from -1.14 per cent), while the rest of the indices revealed increases in its entire item index - cereals & cereal preparation (0.51 per cent from zero per cent), dairy products (1.21 per cent from zero per cent), eggs (1.18 per cent from 0.24 per cent), meat (0.06 per cent from 0.13 per cent), miscellaneous (2.47 per cent from 0.29 per cent), beverages (0.36 per cent from zero per cent) and tobacco (0.26 per cent from zero per cent). In effect, the over-all rate posted in the FBT went down to 0.06 per cent from 0.12 per cent last month.

In the non-food commodity/service group, two of its indices exhibited higher rates - clothing (0.13 per cent from zero per cent) and miscellaneous (0.22 per cent from 0.07 per cent). Contrary to this, decrements were recorded in the indices of fuel, light & water (-0.06 per cent from 1.46 per cent) and services (-0.10 per cent from 0.54 per cent). In effect, the over-all rate posted in this group moved down to 0.06 per cent from 0.42 per cent.
As a result of the price changes reflected in the CPI above, the purchasing power of the peso (PPP) in Albay maintained its value at P0.59. (NSO Albay/PIA)

Albayanos sign up for 10 million movement

LEGAZPI CITY – To show that beauty and brain should complement the campaign on ecosystem conservation and protection, contestants of the Magayon Festival Bikini Open signed up for Earth Day’s 10 Million Movement last April 21, 2010.

Led by the 2010 Bikini Open winners Keshia Mae Dee and Warren Flores, the contestants committed to incorporate in their lifestyle green acts like waste minimization, energy conservation and water conservation.

Addressing hundreds of participants at the Peñaranda Park, Legazpi City, Environment Management Bureau (EMB) Regional Director Gilbert Gonzales lauded the significant increase of participants in the annual Earth Day celebration.

Gonzales said that the 10MM is part of the campaign to gather 10 million commitments for the environment from all over the country.

Under the movement, every Filipino is encouraged to commit to an environmental-friendly act, which can be as simple as turning off the lights and all electrical appliances when not in use.

He pointed out that the importance of the event is the heightening of the public awareness from all stakeholders on environmental conservation and protection.

“Magsisimula sa bawa’t isa ang patuloy na pangangalaga natin sa Kalikasan, huwag na natin antayin kung ano ang gagawin ng gobyerno para sa atin, datapwa’t bawa’t isa sa atin ay kumilos na. (Environmental conservation will begin from all of us, let us not wait for our government’s action instead each one of us should move now),” emphasized Regional Executive Director Joselin Marcus Fragada of the Department of Environment and Natural Resources (DENR) in Bicol..

Among Earth Day 10MM volunteers were Wilfredo Intia, City Disaster Coordinating Council chief and representative of Legazpi City Mayor Noel E. Rosal, personnel from DT, CSC, DOH, HDMF, PNP, AFP, PhilHealth, Napolcom, COA, DepEd, LGU Legazpi City, provincial government of Albay, various services of the DENR V and other stakeholders.

President Gloria Macapagal-Arroo has declared April 22 as the “Philippines’ Earth Day” through Presidential Proclamation No. 1481, amending Presidential Proclamation Nos. 553 and 1276, making Earth Day a permanent environment holiday in the Philippines.

Earth Day 2010’s national theme is “Hamon ng Panahon Climate Change: 10 Milyung Solusyon (Kols Na! Ngayon Na!). (EMB V/PIA)

Gaining popularity not only nationwide but worldwide, the Bicolanos are famous for their high tolerance in eating extremely spicy cuisines. Last April 22, 20 Albayanos proved it again as they masticated each serving of Laing and Bicol Express at the Magayon Festival’s Hot-aw sa Kaonan (Sili-Viand Eating Contest)held at Peñaranda Park.

Sili King Marty Nolasco and Sili Queen Evangeline Balmedina of last year’s Hot-aw sa Kaonan remained undefeated for this year’s Sili-Viand Eating Contest. Nolasco of Quirangay, Camalig finished in just 38 seconds while 32 year-old Balmedina did in 52 seconds. Both received the cash prize of P10, 000 each.

“I have four children and I’m very happy that I won again because the money will be of great help to my family,” Sili Champion Balmedina said.

Meanwhile, 24 year-old Nolasco said he will use the prize for opening a small enterprise business. Currently, he works as train operator in the Philippine National Railways (PNR). He went home just to defend his title.

“I’m very happy that we have this kind of activity and I wish to be back next year to join again Hot-aw sa Kaonan sa Magayon,” Nolasco said.

In the female category, 2nd runner-up Salvacion Mancera of Taluto, Camalig finished at 1 minute and 20 seconds and got P7, 000 while Sally Nolasco, 29 years old, got P5, 000 as 3rd runner-up.

In the male category, the winning contestants were Henry Mancera of Jovellar (2nd Runner-Up) and Allan Ador. Mancera (3rd Runner-Up)

Non-winners were given the consolation prize of P1, 000 each.

All participants were bona fide Albayanos and underwent medical and physical examination initiated by Provincial Health Office before they joined Hot-aw sa Kaonan is one of Magayon Festival’s highlight events.

Tonipet and Patani in Sili Challenge

Special guests Tonipet Gaba of GMA-7 and Survivor Philippines Castaway Jervy "Patani" Daño tried the ultimate challenge in the Sili-Viand Eating Contest. Castaway “Patani” stood up as a Survivor winning over Tonipet.

“I’ve been eating spicy dishes but when I tried this one, there’s the distinct and extreme taste of spiciness. I’m overwhelmed to accept this kind of challenge,” Patani said.

Patani of Talisay, Cebu was one of the Castaways of Survivor Philippines while Tonipet is one of the correspondents in the magazine show-The Beat shown at QTV11 every Monday.

guys may sasabihin ako pero huwag kayong magagalit ah.... kasi yung iba baka masamain.

Hindi na ba pwedeng i-improve o idevelop pa ng kahit kaunti lang yung Cagsawa Ruins? I mean yung Groto di ba pwedeng mas gawin syang aesthetically pleasing?

You know kasi... nang first time kong makita ang Mayon at ang Cagsawa Ruins... namangha ako. As in ang ganda ganda. Napakamajestic at serene and totally captivating.

Napansin ko din medyo makalat. As in yung mga balat ng kendi at chichirya na I think matagal na kasi medyo may mga traces na ng lupa. Meron naman entrance fee di ba? Besides, wala ba syang budget para maimprove ang lugar?

Alam nyo kasi... ang swerte nyong mga taga Legazpi kasi araw-araw nyong natatanaw ang kagandanhan ng Mayon na sa opinyon ko ay syang pinakamagandang anyong lupa sa mundo.

Maganda pa sya sa Mt. Fuji ng Japan.

At ang Cagsawa,... a hundred times syang maganda kaysa sa St. Paul Ruins ng Macau.

Kaya lang yung sa St. Paul, nakalandscape at elevated yung dadaanan mo leading to the ruins. Pero wala syang panama sa ganda ng Cagsawa.

May igaganda pa kasi yung Cagsawa kung pagbubuhusan lang ng pera at interes.

Viewing of Mayon Volcano is most likely now concentrated at the Lingnon Hill Park. Maybe the Legazpi City government should help out in the maintenance and beautification of Cagsawa because in the end, the city will benefit also from the tourists who will be coming to see it.

On another front, although it has a bearing on the topic above, our previous discussion here on the merger of Daraga and Legazpi for good will have a great bearing on the funding for such undertakings like Cagsawa. A merged Daraga and Legazpi will definitely be a boon to both localities since it will definitely result to a much bigger income, so more funds will be available to enable the local government to initiate the improvement not only of potential tourist attractions like Cagsawa, but it will also help in fast tracking a lot of infrastructure projects for both.

Cagsawa is ripe for redevelopment as a tourist spot. It will mark its bicentennial in 2012, exactly 200 years after the destruction of the church. Yup, St. Paul's is a good model for Cagsawa. They should also renovate the National Museum branch there.

And may I suggest that they relocate the stores lining the entrance to the park. Mas ok kung ma preserve ang solemnity ng lugar. Over a thousand people died there, right? Ngayon para nang entrance sa Mines View Park and other tourist destinations sa Pilipinas.

I agree 100%. Putting up of commercial establishments in the area should be highly regulated especially those fly by night sari sari stores selling souvenirs. The local government should help out in managing the area. Wala na mang ibang makikinabang kung hindi ang bayan. They should designate a specific place for those stores. The just have to duplicate what was done to Lingnon Hill.

Legazpi City should help out because it has the funds.

One dealership in Bicol can sustain the demand for the entire region. There is really not much demand for motor vehicles in Bicol unlike big spenders like Central Luzon which is number one in the entire country outside of MM so there are multiple dealerships. And besides, many Bicolanos buy their cars in Metro Manila and just bring them to the province. The local provincial dealerships handle the demand for casa maintenance.

Actually ikakaag ko kuta ini as one of the advantages kang future Legaspi Water Sports facility. Hehehe. Nagirumduman ko man pano so mga barkada ko who went to this Water Sports Complex last month at and pigistorya talaga ninda ay so parong kang tubig duman na mabata daw talaga ta stagnant ngani. At so iba ay nainom pa ninda so mabata na tubig kaidto kaya gari daw sinda mag-irilang pakatapos.

Magayun ngani ini kung saltwater ang gagamiton ta siguradong mas malinig ini at maski makainom ka ki tubig ay okay lang.

Although I personally view na having a water sports complex is something na bako panglong-term ta eventually ma-wane ang interest kang mga tawo digdi (sana sala ako digdi). Aside from the existing CWC in CamSur, Nuvali of Ayala Corp is also going to build one in Sta Rosa, Laguna and there is also a plan in Davao City for a similar facility. Actually ikakaag ko kuta ini as one of the advantages kang future Legaspi Water Sports facility. Hehehe. Nagirumduman ko man pano so mga barkada ko who went to this Water Sports Complex last month at and pigistorya talaga ninda ay so parong kang tubig duman na mabata daw talaga ta stagnant ngani. At so iba ay nainom pa ninda so mabata na tubig kaidto kaya gari daw sinda mag-irilang pakatapos.

Magayun ngani ini kung saltwater ang gagamiton ta siguradong mas malinig ini at maski makainom ka ki tubig ay okay lang.

Although I personally view na having a water sports complex is something na bako panglong-term ta eventually ma-wane ang interest kang mga tawo digdi (sana sala ako digdi). Aside from the existing CWC in CamSur, Nuvali of Ayala Corp is also going to build one in Sta Rosa, Laguna and there is also a plan in Davao City for a similar facility. pero mas ok palan ining plano sa legazpi ta saltwater....galing!
sana bako lang wakeboarding facilities...isabay na sa canoeing, kayaking buda rowing....ipagbawal dapat su water ski kasi baka matakot ang mga butanding...hehe

One dealership in Bicol can sustain the demand for the entire region. There is really not much demand for motor vehicles in Bicol unlike big spenders like Central Luzon which is number one in the entire country outside of MM so there are multiple dealerships. And besides, many Bicolanos buy their cars in Metro Manila and just bring them to the province. The local provincial dealerships handle the demand for casa maintenance.

Business-wise, this is right. Bicolanos aren't really known for their affinity with cars so I don't think a lot of car dealers of the same brand should be scattered.

However, it doesn't necessarily mean that when a car dealer is in Naga, the said dealer cannot have it's own in Legazpi. If I'm not mistaken, Suzuki has a showroom in both cities. The Ford and Toyota in Naga are both branches of car dealers in Calabarzon, from San Pablo and Batangas, respectively. Naga is under Calabarzon in Ford's and Toyota's automotive region. That's also why Toyota in Naga is named Toyota of the South, not Toyota Naga and Ford in Naga is Ford @ Naga. If you see both car showrooms, you will notice that they look smaller compared to full Toyota and Ford car shops.

Also, Legazpi and the rest of Bicol, except the Camarines provinces, I think, is under one automotive region for Toyota and Ford. Hence, Legazpi can very well have their own Toyota and Ford showrooms should investors get piqued with Legazpi's automotive activity.

Legazpi City (29 April) -- The city government here has received some 40 units of Samsung desktop computers from the Korean Government recently.
Mayor Noel Rosal said the computer hardware were donated through the initiative of Congressman Lee Hwa Soo of the National Congress of Korean Republic

Rosal cited the gestures and assistance extended by the Korean government is a good sign for the growing relations between Ansan City and this city.
Rosal recalled that delegates from Korean government, led by Soo, visited Legazpi City on January 18, 2010, fine tuning the sisterhood agreement between the two cities.

He likewise said that the sisterhood agreement intends to strengthen the tourism and business industries seen to boost economic development of both cities. Rosal and other key city officials also visited Korea last March 9-10, also this year for the signing of the memorandum of understanding (MOU) for sisterhood agreement.

Meanwhile, Darlito Perez, this city's museum curator, said that the computers will be distributed to the Department of Education (DepEd) division of city schools, department offices of the city government and NGOs. (LGU Legazpi City/PIA)

guys may sasabihin ako pero huwag kayong magagalit ah.... kasi yung iba baka masamain.

Hindi na ba pwedeng i-improve o idevelop pa ng kahit kaunti lang yung Cagsawa Ruins? I mean yung Groto di ba pwedeng mas gawin syang aesthetically pleasing?

You know kasi... nang first time kong makita ang Mayon at ang Cagsawa Ruins... namangha ako. As in ang ganda ganda. Napakamajestic at serene and totally captivating.

Napansin ko din medyo makalat. As in yung mga balat ng kendi at chichirya na I think matagal na kasi medyo may mga traces na ng lupa. Meron naman entrance fee di ba? Besides, wala ba syang budget para maimprove ang lugar?

Alam nyo kasi... ang swerte nyong mga taga Legazpi kasi araw-araw nyong natatanaw ang kagandanhan ng Mayon na sa opinyon ko ay syang pinakamagandang anyong lupa sa mundo.

Maganda pa sya sa Mt. Fuji ng Japan.

At ang Cagsawa,... a hundred times syang maganda kaysa sa St. Paul Ruins ng Macau.

Kaya lang yung sa St. Paul, nakalandscape at elevated yung dadaanan mo leading to the ruins. Pero wala syang panama sa ganda ng Cagsawa.

May igaganda pa kasi yung Cagsawa kung pagbubuhusan lang ng pera at interes.

tama ka jan sir. pakakaalam ko yang cagsawa ay under ng dep.of tourism (korek me if i'm wrong). kapag gobyerno talaga nagpapatakbo medyo d maganda ang serbisyo.

During my banking days, which was not long ago, the consumer lending operations in Bicol of our bank was one of those I supervised. Although our base of operations in Bicol was in Legazpi with a support unit in Naga, bulk of our borrowers came from Camarines Sur. Overall, the demand for cars in Bicol was not really enough to sustain our operations so we have to close the lending unit after several years. I'm sure the demand for cars now have most likely gone up a bit, but knowing the Bicolano's lesser propensity for cars, one dealership can suffice at the moment. That's just being realistic. Kia Motors in Legazpi should be very lucky if they can sell 5 units per month.

Nope, our annual population growth rate is 1.86% (2000-2007). Legazpi population as of 2007 is 179,481. At this rate, Legazpi's population may reach more or less 200k by 2013. With nearby Daraga (110k plus), the population of the metropolitan area of Legazpi can easily reach 350k by 2013.

MANILA, April 26 (PNA) – Volunteer firefighters from Tacloban, Leyte and Tabaco, Albay emerged champions in their respective categories of the first TxTFire Olympics late Sunday in Pasay City, the Text Fire Philippines said Monday. Text Fire Philippines president Gerry Chua said the Tacloban Filipino Chinese Chamber of Commerce Inc. Volunteer Fire Brigade won first place in the bucket brigade competition.

Chua said Manila Firefighting Volunteers and Pasay Volunteer Firefighters were second and third placers in that category. Tabaco Chinese Filipino Volunteer Fire Brigade won the Busted Hose category. New Village Volunteers of Quezon City and STAR Volunteers of Makati City were second and third placers, respectively.

Volunteer firefighters from all over the country showcased their talents in various firefighting techniques starting at the SM Mall of Asia in Pasay City. Organizers, led by Chua, said the event promoted brotherhood and camaraderie among TXTFIRE fire volunteers. Chua said the activity was also designed to enhance the skills, agility, endurance and physical fitness of fire volunteers so that they could perform their tasks safer and better. (PNA)

Malacañang freezes P.5 B Bicol projects

LEGAZPI CITY --- Malacañang has ordered the freezing of the P500-million public works fund for Albay to avert any fund raising effort by the province’s new opposition under Gov. Joey Salceda.

The P500 million budget reportedly formed part of the Bicol River Basin Development Program (BRBDP) fund appropriated for Albay’s third district in favor of then political ally, Gov. Joey Sarte Salceda, through the effort of presidential son Rep. Diosdado “Dato” Arroyo of Camarines Sur.

The freeze order came after President Arroyo’s former closest economic adviser Gov. Salceda switched support to Liberal Party standard-bearer Noynoy Aquino.

Salceda had originally endorsed administration standard-bearer former Defense Secretary Gilbert “Gibo” Teodoro whom he described as a man with premium qualifications for the presidency. The Albay governor even called a caucus for governors on April 6 in Manila where a covenant for palabra-de-honor was signed by the governors in support of Teodoro.

The P500-million fund was reportedly credited for Salceda for his campaign efforts before he bolted the administration party.

Before he was gunned down in February,this year, jueteng whistle-blower Wilfredo “Boy” Mayor exposed an alleged campaign fund-raising scheme for administration candidates at the DPWH regional office.

DPWH Assistant Regional Director for Maintenance Jaime Martinez confirmed the freeze order signed by DPWH Regional Director Danilo Manalang. Manalang, according to Martinez, received the order directly from Malacacang.

Manalang, who is from Lubao, Pampanga was personally chosen by President Arroyo to head the controversial DPWH-Bicol in September last year.

According to information gathered, of the P500 million frozen project, P350 million was intended for various flood control projects in the towns of Libon, Oas, and Polangui.

Polangui is the hometown of Salceda . The remaining P150 million was for two dredging projects of a river, a project which could easily produce a profit of 70 percent of the contract amount, if it would be implemented, according to “standard operating procedures” or SOP in the DPWH.

The P500-million fund was supposed to be bidded out last week had it not been for the freeze order, said Martinez .

The ban for the conduct of bidding and implementation of new projects started on March 26, 2010. However, the DPWH could still conduct bidding though it could not award the project to winning contractors until the ban expires, Martinez added.

Among those considered to benefit from the projects was DPWH Assistant Regional Director for Operation Oscar Cristobal whose wife is running for city mayor in Legazpi under Noynoy Aquino LP ticket. Cristobal denied the allegation saying he had since filed a leave of absence.

The slain whistle-blower had been very vocal in saying that billions worth of projects in Bicol, had been allegedly appropriated for election campaign, one of them was the P235 million GMA highway project, a road widening and regravelling project that stretches the Libon (Albay) to Bula (Camarines Sur) route.

But a source who requested not to be named for obvious reason claimed the P500-million had been marked for favored contractors were just waiting for the rigged bidding to be conducted. :ohno:

Big Brother's back-to-back revelations shocked viewers and housemates the last Thursday (April 29). No one anticipated the exit of Eslove Briones and the entry of Jovic Susim in Pinoy Big Brother Teen Clash of 2010.

Jovic, the Diplomatic Son of Albay, comes from a political family. He enjoys engaging into sports such as basketball and golf. With the goal of following the footsteps of his father, this basketball varsity player decided to take up Consular and Diplomatic affairs.

Meanwhile, Eslove was booted via a forced eviction just a few hours after his birthday celebration on Wednesday (April 28) inside the PBB House.

The housemates were all in tears when Eslove left. Tricia Santos, for her part, begged everyone's forgiveness while saying she did not ask for what happened. Eslove, who was dubbed "Sigang Istokwa ng tawi-Tawi," broke one of Kuya's house rules when he pointed a knife at Tricia during one of their banters. Even though he raised the knife as a joke, Kuya insisted that this act was a violation.

Yup. Tama ka sir garycooper. Calculated risk ini on the part of Gov Salceda ta aram niya na GMA has limited time sa hold niya sa power. He is not Asia's best paid analyst before for nothing kung dai siya magstrategize kang lugar niya sa pulitika at ma-analyze ang economic impact for a probable Noynoy presidency. Eventually man he may lend his great expertise sa mga economic strategies para sa next administration and this will surely include the push of his BIG projects sa Albay.

Kung sa Legaspi lang ako ma-vote ay si Geraldine Rosal man ang ivote ko para sa continuity kang mga magagayun na projects sa Legaspi City.

Although dai ko midbid talaga so kalaban niya pero napansin ko lang na mahilig ito magkaag ki "Honorable" before her name sa mga campaign posters niya which is quite a turn-off sa mga voters ta gari alangkawun tulos ang pagiling niya sa sadiri niya. Is she holding a government position munyan? Gari baga mga Congressmen who have this penchant for putting a "Honorable" tag sa pangaran ninda when in fact, there is nothing honorable sa mga pigigibo ninda. Si Geraldine pano presents herself as someone na down-to-earth at simpleng tawo na you can just easily connect with her.

Arani na talaga ang elections and I still cannot decide kung siisay iboboto ko digdi sa Makati. Pero definitely para sa President, I am going for Noynoy.

DAVAO CITY, Philippines – Evangelist Pastor Apollo Quiboloy of the Kingdom of Jesus Christ the Name Above Every Name congregation last night endorsed Lakas-Kampi-CMD standard-bearer Gilbert “Gibo” Teodoro for president in the May 10 elections.

Quiboloy also endorsed Liberal Party’s Sen. Manuel Roxas II for vice president.

It is quite a challenge to speak to all of you who belong to different batches. My dad graduated in 1950, my mom graduated in 1954, and obviously, their world was different from mine. And to those who belong to the younger years like my youngest brother who finished high school in 1995, our gap is wider than what we think we actually have. Believe me, based on statistics and personal experience with the young, a year’s gap today is a mile away. So allow me speak about 1981 & 1985, our batch who sponsors the event today, hoping that talking about one tree, I speak to the whole forest.

Gertie Duran-Batocabe said to me yesterday, “I don’t regret coming to the reunion.”

And I answered, “Yes, me too.”

You see, we have come a long way, and we have returned. We are “volting in” like connecting the parts of Voltes V before a great battle. We’re back to reminisce; to remember as far as we can of the first day of school. Some as far as nursery; to many of us, as far as prep. To remember that we were literary forced to come to class. At a young age, we were so dependent on our parents and to relinquish that reliance, we have to cry our way to the classroom into the hands of those we feared: as that “German Shepherd” nun called Sr. Ottfrieda OSB and that feisty principal called Sr. Melanie Lumauig OSB (she’s with us today) and those teachers with a ready punishment for unruly students. We grew up fearing the principal’s office; the pruning center. But now, we look back and say, “No regrets” -- the very persons whom we feared have become the people we are so grateful for.

We have come a long way. From the time, Thaddeus Tuason and Beryl Benito graced the cover of the Junior Agnesian in Grade 1. Our first communion and confirmation at St. Gregory the Great Cathedral; we remember lining up singing, “This Little Light of Mine, I’m gonna let it shine!” Mrs. Bejo’s ukelele piece of “Four Strong Winds” and our graduation song, “Happiness Is a Dawning Golden Day” in 1981.

We look back at the choral recitations like the “The Owl and the Pussycat.” We remember the endless SRAs (Self-Reading Activity) in our English classes; and we would compete for the color Gold. The in-school Spelling Bee with winners Mayette Silerio, Ginalyn Gadia and Beryl Benito among others I can’t remember (must be the onset of Alzeimer’s). We bring into memory the play, “The Terrible Task of the Twin Angels” with Pilar Garcia and Gertrudes Duran in the title roles; though we don’t know if they still have their wings today. With the rule, “Speak English in class” and the tenet “That in all things God may be glorified” we knew that honing our English, we would glorify God.

We look back at our field trips to Rocamonte, Tiwi Hot Springs and Mayon Resthouse where we picked wild strawberries. Or played Chinese garter and jackstone; shato and marbles, matchboxes and Tomica which we bought at Happy Mall at the old La Trinidad. We played Game and Watch, the beginning of video games. But it was then that scary stories about the off-limits Clausura of the Benedictine Sisters were perpetuated. Since it was off-limits, it carried a cloud of mystery, only to be unshrouded two days ago by former high school principal, Sr. Lydia Villegas OSB when she toured the girls to the private quarters of the sisters.

While some of us would pour our attention to Hardy Boys, Nancy Drew, Bobbsey Twins and Enid Blyton books at the library, some would spend time at the music department with Srs. Xaviera OSB and Scholastica OSB at the piano.

And we do have a claim to fame: we did hold boxing bouts at the back of the gym with none other than Fr. Ricky Bermas, parish priest of Lidong, Polangui, the farthest area of the Diocese of Legazpi; and Mr. Vittorio Roces, now in the electoral race, as boxing precursors of Manny Pacquiao. Manny made the sport famous; but the truth is, boxing had been an old interest in St. Agnes Academy, decades before Pacman became famous.

And why do we remember? Because we were meant for greater things.**

Second, we are “volting in” not just to remember, but to reflect on how far we have reached and to see if our perspectives changed. Just like St. Paul and Barnabas who moved from one country to another, some of us have moved away from Legazpi to far physical distances. The capital cities we used to memorize in Social Studies have been visited and, like dogs who pee around a tree, an area has been owned and conquered. Some have reached the height of their careers; with a list of achievements, or a wider scope of influence. Some have even posted the proof as photo albums in Facebook. And we ask ourselves: How far have our dreams taken us?

Some sailed great emotional oceans; and they have been gashed by the fiercest waves and storms of life. What was once played “Four Strong Winds” have become the image of emotional struggles. And just as Paul and Barnabas came strengthen the spirit of their disciples when they returned to Lystra, Iconium and Antioch, we return to find strength in each other.

And still many of us have sought the elusive “happiness that’s like the dawning of a golden day.” We have dived into the deepest depths of life, grappled with questions of meaning, direction and peace of mind. We have experienced the greatest pains in our personal life, family and relationships. And in our woundedness, we have returned to see for ourselves if the friends we have left behind years ago, will continue to accompany us in the last half of our lives. So that mustering the greatest courage, we ask the question again and again: how far are we willing to suffer for the ones we love?

And why do we reflect on how far we have reached, either by distance, height or depth? Because we were meant for greater things.

Finally, we are “volting in” to know what is forever. The Greek philosopher Heraclitus once said that what is permanent is change. But here we are, disproving him: There are things that are constant. And why do we want to know what is permanent? Because what is eternal is what makes us great.

*Girls, remember high school? Sr. Lydia Villegas OSB, who is here with us, has introduced the value of austerity and simplicity. The girls remember that there was no prom. Sr. Lydia was ahead of her time when she introduced recycling. They remember that they used the other side of a coupon bond for another project. They remember that they were sent to immersions to make them realize the plight of the poor.

But why? Because our high school years were economically and politically turbulent. It was the time of typhoons. It was the time when Ninoy Aquino was murdered, and there was political unrest. When Michael Jackson, Madonna, Cindy Lauper, Tears for Fears, Boy George, and the first Bagets movie hit the airwaves and the cinemas, they made teenage rebeliousness cool. It was a time when everything was changing. In the midst of personal, social and national instability, we were trained to discern which values are non-negotiable. When we are stripped of the amenities in life, we hold on to what is the most important.

When we remember the past, we look back because we’ve changed. And the past have made us who we are today. But the little boys and the little girls who once inhabited this campus retained one specific thing that is important for the future: Until today, we continue to nourish our friendships.

Go from one batch to the other: literally, from one table to the other (since every batch had a table), they have stories to tell. Siisay pa man ang magpa-tinarabangan kundi kita na magkakaklase? (Who will help us but our classmates). I have seen this with my mom. My mother finds it easy to ask help from her classmates in high school.

I’ve seen it in my batch. In Manila, when we need to talk about our problems or need company, we bare our souls to our batchmates who have accompanied us through the years. In Legazpi, who do you think are the friends of our children? Of course, the children of our classmates. Spread in different states in America, classmates would call each other and find time to even organize mini-reunions.

In this regard, we also have a claim to fame: Hugh Riva had a great crush on Mayette Silerio in Grade 3 and that love, despite the ups and downs of relationships, have stood the sands of time. They are now husband and wife; and their children graduated where else, but St. Agnes Academy!

Furthermore, in his deathbed, Fermin Quinzon, who died from cancer, affirmed this to us who visited him: The greatest friendships he cherished are those from us.

From earth to eternity, nothing can separate us from our love for each other and from the love of Christ.

Our reunion today gives flesh to what Jesus exhorted us in the Gospel: to love one another. It is only when we love that people know that we are His disciples. Nothing binds relationships, but memory. What makes us different from other batches are our stories. And these stories, brought together, form one collective memory which we share today. And in addition, nothing strengthens individuals in a relationship but affection. In this gathering, we show how much we care.

Today, we just proved that the Lord was right. What matters is what is forever. And just as Voltes V becomes what it is only when the parts are together, we too can face the fiercest battle when united in love.

And this is the reason why we don’t regret coming home. Today, we just affirmed that at the end of our lives, what is most important is not how far we have gone, but how deep we have loved.

The greatest saints and heroes are those who have loved much. And in our younger years, St. Agnes taught us that what makes us great is the extent we are willing to give for the ones we truly love.

So that, when it is our time to bid the world goodbye, we can say: That in all things, God may be glorified.

The Live Faith Vigil culminated in a pre-dawn Pilgrimage of Light to Ligñon Hill. The participants prayed the Via Lucis (the Stations of the Resurrection) as they climb to the top of the hill. Bp. Bong Baylon led the mission send-off Mass for PPCRV volunteers.

It is quite a challenge to speak to all of you who belong to different batches. My dad graduated in 1950, my mom graduated in 1954, and obviously, their world was different from mine. And to those who belong to the younger years like my youngest brother who finished high school in 1995, our gap is wider than what we think we actually have. Believe me, based on statistics and personal experience with the young, a year’s gap today is a mile away. So allow me speak about 1981 & 1985, our batch who sponsors the event today, hoping that talking about one tree, I speak to the whole forest.

Legazpi City (29 April) -- The city government here has received some 40 units of Samsung desktop computers from the Korean Government recently.
Mayor Noel Rosal said the computer hardware were donated through the initiative of Congressman Lee Hwa Soo of the National Congress of Korean Republic

Rosal cited the gestures and assistance extended by the Korean government is a good sign for the growing relations between Ansan City and this city.
Rosal recalled that delegates from Korean government, led by Soo, visited Legazpi City on January 18, 2010, fine tuning the sisterhood agreement between the two cities.

He likewise said that the sisterhood agreement intends to strengthen the tourism and business industries seen to boost economic development of both cities. Rosal and other key city officials also visited Korea last March 9-10, also this year for the signing of the memorandum of understanding (MOU) for sisterhood agreement.

Meanwhile, Darlito Perez, this city's museum curator, said that the computers will be distributed to the Department of Education (DepEd) division of city schools, department offices of the city government and NGOs. (LGU Legazpi City/PIA)

LEGAZPI CITY, May 4 (PNA) --The Commission on Election (Comelec) in Albay today said it has suspended temporarily the distribution of over a thousand of Precinct Count Optical Scan (PCOS) machine in designated clustered precincts across the province. Lawyer Noriel Badiola, Comelec provincial election officer in Albay, said he would not confirm or deny the reported suspension order as his office was still waiting for a Comelec En Banc resolution to be issued today concerning the suspension.

Badiola said preparation were all in place for the distribution of some 1,093 PCOS machine, including voting ballots and other election paraphernalia’s in 3,538 clustered voting precinct in the 15 town and three cities in Albay.

Badiola, however, declined to comment on news reports that some PCOS machine intended to a designated town voting precincts were wrongly delivered, saying “so far I have not yet received report about incidence of mis-delivery of our machines.”

He said his office has scheduled on Friday, May 7, the test run of the 1,093 PCOS machine in various voting precinct in the province. “After Friday’s test run, we would know what automation system were found to be defective and corresponding replacements and repair would likewise be done,” he said. Comelec data indicate that in Albay there are 676,918 registered voters with a projected turnout of 76 percent or 511,735.(PNA)
