Dubai: Dubai will have the world's first free zone exclusively for the biotechnology industry.
Terming it the "next step forward" for Dubai in the Knowledge Age, General Shaikh Mohammad Bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Defence Minister, yesterday launched the Dubai Biotechnology and Research Park.
"Dubai Biotechnology Initiative will create an ideal platform for the regional and international scientific community to interact closely with one of the sciences that is strongly linked to the Knowledge Age," said Shaikh Mohammad.
"I want the Dubai Biotechnology Initiative to be an incubator for researchers and scientists and a centre for production, creativity and development."
To be located on a 300-hectare stretch at Dubailand, DuBiotech will be developed over multiple phases.
Upon completion, the park development will cover over 30 million square feet of built-up area. Its infrastructure offering will comprise research and development (R&D) facilities, office space and residential facilities.
"I look forward to the outcome of this initiative. I have high hopes and I can clearly see its positive impact on the UAE and the whole region," Shaikh Mohammad said.
He said the Dubai Biotechnology Initiative follows in the steps of the Dubai Internet City, e-Government and Dubai Media City.
"Like them, it will spread the modern technology culture - which put the UAE on the map as a role model for the region and the world and made it a pioneer in the field of Information and Communication Technology."

DuBiotech to include two clusters

Dubai: The Dubai Biotechnology and Research Park will comprise two main initiatives - an industry cluster and the Foundation for Research and Innovation (FRI).
The project was launched yesterday by General Shaikh Mohammad Bin Rashid Al Maktoum, Dubai Crown Prince and UAE Defence Minister.
DuBiotech will seek to attract a mix of biotechnology and pharmaceutical companies active in discovery, R&D, testing, production, storage, sales and distribution, officials said.
It will also attract companies offering business support services for this industry such as legal and venture capital (VC) firms specialising in the biotech industry, educational and training institutions focused on biotech, and equipment, materials and consumables suppliers.
"Infrastructure investments in the first phase will total Dh300 million to Dh400 million," said Ahmad Bin Byat, director-general of the Dubai Technology and Media Free Zone.
The Foundation for Research and Innovation (FRI) will be a specialised organisation focusing on government-funded research and development in select fields like medical genetics, plant biotechnology encompassing food and agriculture, environmental and equine-related biotechnology, drug discovery, pharmaceutical research, stem cell research, infectious diseases and forensic research.
Incubator facilities within the foundation will also aid new projects develop into productive and profitable ventures.
"Our aim is to accelerate the region's biotechnology industry," Bin Byat said. "The new park will create the ideal conditions for encouraging scientific research and production in the biotech industry.
"DuBiotech is also part of Dubai's next growth horizon and its long-term plan of creating a strong diversified knowledge-based economy."
DuBiotech will be headed by Dr Abdulqader Al Khayat, who left his position as director-general of Dubai Police's General Department of Forensic Administration to take over as executive director of the new initiative.
The park will have a regulatory framework, modelled on international best practices, he said.
The key focus of the regulations will be on upholding the highest ethical, environmental, health and safety standards.
DuBiotech will also develop comprehensive guidelines to ensure this.
"DuBiotech seeks to provide a long-term view for the region by providing not just for the next generation but the generations that will follow it," said Dr. Alkhayat.
"The initiative is more than an economic venture and will have a strong social focus."
To encourage new ventures, DuBiotech will have a system in place that will provide funding and financial assistance to research initiatives, incubators and joint projects.
An investment committee will be set up to make funding decisions after conducting due diligence on business plans.
Members of the park can take advantage of of a host of support facilities and services.
Areas have been set aside for companies who wish to construct their own buildings.
Dedicated production, warehousing and distribution areas will be created. Clean rooms, vivariums and specialised equipment will be available.
Other facilities will include a library, video-conferencing, auditorium, theatre, meeting rooms, rest-aurants, retail banking and mailroom.
Also planned for the future are botanical gardens and a museum.
The park will also provide all the benefits enjoyed by companies in the Dubai Technology and Media Free Zone.
They include 100 per cent exemption on corporate and personal tax guaranteed by the Dubai Government for 50 years, 100 per cent ownership of their business, full repatriation of capital and profits, no currency restrictions, a one-stop-shop of support services, simplified incorporation and a fast-track visa service.
DuBiotech will build affiliations and partnerships and pursue collaboration with renowned universities, specialised medical institutions, international NGOs and other leading biotechnology parks and clusters.
The park will work closely with academic institutions in the UAE and elsewhere in the GCC.

DUBAI — In another unprecedented move to tap the bio-technology industry, General Shaikh Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Defence Minister yesterday announced the launch of a multi-million Dubai Biotechnology and Research Park (DuBiotech), the world's first free zone dedicated to the biotechnology industry.
The first development of DuBiotech will be ready by early 2006. Upon completion, the park development will cover over 30 million square feet of built-up area. Its infrastructure offering will comprise of custom-made research and development (R&D) facilities.
DuBiotech will create a comprehensive infrastructure and environment to develop biotechnology in the region. The park will be built in several phases on a 300 hectare area located close to the Dubailand project. The idea of launching the project hatched up during the Group of 77 Conference on Science and Technology held in Dubai in 2002.
Shaikh Mohammed said, "We have been working very hard on taking our country and society to the knowledge age. It is a historic transformation as it entails reconsidering all our activities, regulations, rules for work and education as well as the structure of our government and economy."
He added, "We have taken all the necessary actions and we are progressing on our journey. We have been challenging ourselves, and challenging time and have successfully made it, as we have built the solid foundations required for this transformation. We now have a well developed electronic infrastructure that compares well with similar infrastructures in the developed countries. Our economy has now become a modern economy, which relies on advanced technology."

Dubai: The Dubai Biotechnology and Research Park, conceived as the first free zone dedicated to the biotech industry, will be split into five phases, with the first to be ready by early 2006.
Shaikh Mohammad yesterday received members of the advisory board of the DuBiotech, including researchers and scientists from the UAE and other countries who helped out in conducting studies for the set up of the park, the world's first free zone dedicated to the biotechnology industry.
Shaikh Mohammad was full of praise for the efforts exerted in research that led to the establishment of the park.
"The masterplan for the first phase of DuBiotech has been finalised," said Ahmad Bin Byat, director-general of Dubai Technology and Media Free Zone, while briefing the media late on Tuesday.
Investment in infrastructure for the first phase should be Dh300 to Dh400 million.
On whether land in the new project will be offered for sale or as long-term lease, the official said: "We are open to any suggestion from the investors.
"All prospective investors will have to go through an extensive screening process before agreements are finalised.
"We have to determine whether the kind of expertise they bring in can fill a regional requirement as well."
Bin Byat said the issue of subsiding land for investors would also depend on the type of projects that are proposed.

DUBAI - General Shaikh Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Defence Minister, received in Dubai members of the advisory board of the Dubai Biotechnology and Research Park panel (Dubiotech), including researchers and scientists from the UAE and other countries who helped out in conducting studies for the set up of the park, the world’s first free zone dedicated to the biotechnology industry.

Meanwhile, General Shaikh Mohammed received here on Tuesday night Frankfurt’s Mayor Petra Roth.
They exchanged views on avenues of cooperation between the UAE and Germany in general and Dubai and Frankfurt in particular, with special emphasis on culture, tourism and trade.
During the meeting, Gen. Shaikh Mohammed stressed the importance of bolstering cooperation and friendship between nations in an endeavour to reach a homogeneous cultural blend.
Roth, who is leading a high level delegation including the chairman of Frankfurt Chamber of Commerce and Industry, hailed the level of existing cultural, tourist and investment cooperation between the two countries, especially among private sectors.
She further praised “the qualitative progress and impressive world class achievements” made in various sectors in the UAE, citing development projects in Dubai as an example.

The specific mission of DSCTi, is to derive differentiated cell types primarily from Adult Stem Cells for use in cell replacement therapies. The facility in Dubai will act as an incubator for research scientists and a centre for creativity and development.
The aim is to develop a robust human adult stem cell technology platform and new patents and build up an intellectual property portfolio. The immediate goal of the DSCTi is to begin conducting clinical trials with its first therapeutic differentiated adult stem cell lineage before 2009.
DCRS will be the first robotic surgery-capable institution in the region and will offer all the benefits of the technology, including minimum invasiveness, early recovery times and precision. It will provide the region's population with immediate access to a state of the art robotic surgery facility in their own country.
Speaking on the need to focus on research and innovation, Mr. Alabbar said: 'Over the last 20 years the Arab World, in comparison with other economies, has been slow to invest in new technologies resulting in a very low percentage of gross national product invested on scientific research.

But im not sure about Dubailand, when you think of Dubailand you think of Disney land, not a place for a research center of this level. I think Dubai should seriously think about launching some sort of Education or research zone. And area with two private school and rip-off international "universities" and calling it education whatever wont do it.
Hopefully in the near future will hear of such a project.

Also, someone please explain why Dubai is supporting Stem Cell research??? I dont know about Islamic point of view on this matter but it's clearly against the ethics of the UAE. I really dont think this would happen under Shkh Zayed. Such a pity. Stem-cell reserch was the only point I supported Bush on in the elections!!

I would urge people not to comment on Islamic ethics without any background information on the subject. Stem cell research is Islamically acceptable and has been approved by several fiqh councils if certain conditions are met.

I am a Muslim and am proud to be a Muslim. I do have knowledge about Islamic ethics. However, stem cell research is a new subject which is relevant mostly to the current generation and hence there can be more than one religious view point on this matter.

The Dubai Biotechnology and Research Park (DuBiotech) has announced a steering committee comprising eminent biotechnology experts that will offer strategic guidance to the new initiative.
The steering committee will advise the DuBiotech management on initiatives to support and foster the growth of the biotechnology industry in the region and enable DuBiotech to respond to new challenges and opportunities in the sector.
Specifically, the committee will look at ways to boost the biotechnology industry through technology transfer and support for new ideas and discoveries. It will recommend ways of enhancing biotech research and developing DuBiotech into an attractive location for "life sciences" companies.

DUBAI — The pharmaceuticals industry of Dubai is estimated at Dh2 billion and with the latest launch of Dubai Biotechnology and Research park (DuBiotech) by the Government of Dubai and Dubai Healthcare City, this figure is set to increase manifold in the coming future, according to analysts.
The DuBiotech to be built on a 300-hectare area located close to Dubailand project will create a comprehensive infrastructure and environment to develop biotechnology in the region.
As part of its development, DuBiotech will try to attract a mix of pharmaceutical companies active in discovery, research and development, testing, production, storage, sales and distribution.
The pharmaceutical market is set to grow by more than 12 per cent each year due to huge domestic demand, increased privatisation, increasing population and simplification of regulations governing the industry as well as high standards of living, according to statistics.
Moreover, the government is also a major buyer of pharmaceutical products and the ministry of health has an annual budget of more than Dh200 million for drugs and chemicals. The demand for medications account for almost 90 per cent of the entire imports and the largest category of imported medicines fall in the general category.
New companies, like Neopharma have set production facilities and its plant has the capacity to manufacture 280 million tablets, 160 million capsules and 44 million bottles of syrup, spread across 100,000 square kilometre area, and have products licenses from some of the leading pharmaceutical companies.
According to B R Shetty, managing director of Neo Pharma, “Neopharma is entering into strategic alliance with Biocon, the largest Biotech company in India and this alliance is expected to provide Neopharma with a strong platform for the manufacturing and marketing of 'Recombitant Human Insulin.’’
According to sources, Novartis Pharma services which have an eight per cent market share in the UAE are doing a lot of licensing and looking for untapped market of contract manufacturing in the UAE. Actually, Novartis is already reviewing the potential of joint venture with medical organisations in the Dubai Healthcare City (DHCC). In the UAE, the pharmaceutical industry will benefit from the re-export market, as Iran and Pakistan are major buyers of re-exported pharmaceuticals from the UAE. Apart from this, Yemen and Somalia are also major buyers of medicines from the UAE.
The UAE's export policy also helps promote products in a huge market, stretching to the neighbouring countries, the sub-continent and Commonwealth countries and opportunities will increase year on year as regional players are attracting foreign investors to use the region as abase for the wider MENA region. At present, exports are increasing in the AGCC countries followed by Sudan, Lebanon, Egypt and Bahrain. According to a leading pharmaceutical company, if the MNCs and local companies merge together and form joint venture companies than there will be intense competition on quality and price and increase the growth of pharmaceutical companies as Dubai has huge potential as export and re-export centre. Johnson & Johnson is trying to develop a surgical institute in DHCC and explore the possibilities of establishing its Middle East headquarters in Dubai.
In the next few years, demand will increase as the UAE offers excellent infrastructure facilities to investors and the Dubai BioTechnology park and the Dubai Healthcare city are likely to attract major pharmaceuticals and research companies to the UAE.

The life sciences sector requires not only specific laboratory designs, but also locations and support infrastructure, including biosafety and waste management support, in order to do business.
The Director of DuBiotech, Dr. Abdulqader Al Khayat outlined his views at the Dubai International Pharmaceuticals and Technologies Exhibition (DUPHAT) that concluded in Dubai yesterday.
'Today, businesses can come to Dubai very easily and start work. However, for specialised businesses that produce medicines and highly developed life sciences products and services, there is a need to establish regulatory frameworks based on international best practices and demonstrate world-class standards of hygienic and sterile environments in the region,' said Dr. Al Khayat, Executive Director of Dubiotech - the Free Zone dedicated to the biotechnology industry.
'Biotech companies require specific locations in which it's not only suitable, but also appropriate to conduct their daily business activities. It's also natural for biotech companies to congregate within specific science parks, which contribute towards business partnerships and sharing of industry experience.'

"Scientists could turn Jurassic Park fiction into fact after extracting what look like blood vessels and cells from a Tyrannosaurus rex, it was disclosed yesterday.
They have not ruled out the possibility of obtaining dinosaur DNA from the 70-million-year-old samples.
Until now the idea of DNA being preserved in ancient dinosaur fossils has not been taken seriously.
But it formed the basis of Michael Crichton's novel Jurassic Park - made into a film by Steven Spielberg - in which scientists recreated dinosaurs from their DNA.
The highly preserved fossil skeleton of the T rex was unearthed in 2003 from a site in Montana in the United States.
Scientists examined one of the creature's thigh bones and noticed unusual features in the marrow cavity.
Dissolving the fossil mineral deposits with acid left a flexible, stretchy material threaded with what appeared to be transparent and hollow blood vessels.
Dr Mary Schweitzer, from North Carolina State University in Raleigh, in the United States, who led the team, told the journal Science: "It was totally shocking. I didn't believe it until we'd done it 17 times."

DUBAI'S DuBiotech free zone, dedicated to biotechnology, can promote invention if it seals some early-day successes, according to an expert.
Smart 21st century entrepreneurs quickly forsake going it alone and partner major corporates, British professor Sir Chris Evans said.
Speaking before his address at "Entrepreneurs in Dubai," an entrepreneurship exhibition and forum scheduled to take place in May, Evans said the traditional image of entrepreneurs now has to change.
"By definition entrepreneurs go it alone but the smart ones quickly link up with corporate partners," said the man behind Merlin Biosciences, an investment fund for small medical and bioscience research firms.
At "Entrepreneurs in Dubai" the British professor will spell out to the audience of would-be entrepreneurs and future corporate partners how "Anyone Can Do It."
Regarded as a leading biotechnology entrepreneur, he had some advice for the fledgling 30 million square foot DuBiotech free zone aimed at encouraging the growth of biotechnology in the Middle East.
"This initiative could stimulate innovation but it needs to build flagship successes early on in its life," said Evans.
"Whilst there are plenty of entrepreneurs in the biotechnology sector, although some are better than others. DuBiotech could successfully promote innovation providing the really experienced people are brought into the project early," he said.
Though Evans says today's smart entrepreneurs look for corporate link-ups, he accepts that some of the more traditional values associated with start-up pioneers are still required for the would-be tycoon.
"Good entrepreneurs are intelligent, determined, resourceful, persuasive, streetwise, energetic, creative, charming and have leadership qualities," he said.
And while citing Virgin
founder Sir Richard Branson and Microsoft billionaire Bill Gates as among his most admired business leaders for "huge successes from nothing at all," Evans had some straight talking advice for young budding business executives.
"Make sure you really understand your business and market, focus on making your specific project work and put in 100 hours a week -- no less or you'll fail," he said.
And while entrepreneurs should let their imagination run wild -- they should, he said, concentrate on the bottom line.
"Dreams are lovely but they don't pay the bills," he cautioned. "By and large entrepreneurs portray an image of being mavericks but most are focused, driven individuals with an attention to detail and a ruthless desire to win," he said.
The Middle East could take a lead in entrepreneurship promotion providing governments buy-in to their development, Evans said.
"Governments have a role to play by providing tax breaks to encourage investment, buildings and incubators. I would certainly consider setting up a company in the region if the incentives were all there and it made sense," he said.

Dubai: Work on Dubai's biotechnology freezone is expected to commence in less than two months to enable it to become operational in 18 months, said its top official yesterday.
"We have a conceptual masterplan which is being finetuned. We hope to announce the final masterplan in July after which work can commence on the infrastructure," said Dr Abdul Qader Al Khayat, DuBiotech executive director.
Dr Khayat outlined the freezone's progress at the Business in Biotechnology Symposium organised by DuBiotech at the Knowledge Village.
An International panel of experts also presented their perspectives on regulations and business strategies in the biotech industry.
Established in February this year under the Dubai Technology and Media Free Zone Authority, DuBiotech will provide comprehensive infrastructure and environment to develop biotechnology in the region.
The park will be built on a 300 hectare area located close to the Dubailand project.
Dr Khayat said the project was launched with three aims to attract and nurture the pharma and biotech companies, to encourage research and development through the establishment of a research foundation and to draw up a strong framework of regulations and best practices.
"Research and development expenditure not only in the UAE but by the Arab countries in the region as a whole is almost negligible," he said.
"There has been a reluctance to invest in projects in an industry where the returns on investments is 10 to 15 years," he said.
"Part of our role is to ensure and encourage government agencies and others to invest in research and to help identify the areas," said Dr Khayat.
"We are also exploring the possibilities of having a graduate programme and are in discussions with different educational institutions in Dubai," he said.
DuBiotech has attracted serious enquiries but it is too early yet to announce them, said a spokesman.
Dr Khayat said two US companies, Parsons and CUH2A, will develop the DuBiotech master plan.

Mr Gergawi signed the MoU on behalf of DuBiotech and Sheikh Nahyan signed on behalf of the Centre of Excellence for Applied Research and Training (CERT), the leading technology and research organisation of the United Arab Emirates (UAE).
Under the terms of DuBiotech's agreement with CERT, DuBiotech will tap into 5.7 Teraflops of supercomputing power (equivalent to 5.7 trillion mathematical operations per second) provided by the Blue Gene system at CERT. This mammoth capacity will be made available to Business Partners at DuBiotech to conduct life science research. The agreement, announced at the IBM stand at Gitex 2005, means that Business Partners engaged in biotechnology research and development at DuBiotech will have the opportunity to make use of CERT's supercomputing centre.
'This immensely powerful supercomputer is normally used in astronomy, academic and life science research involving proteomics and protein interactions requiring significant computing power. This represents a unique opportunity for DuBiotech and CERT to boost biotechnology research for the Middle East,' says Dr Abdulqader Al Khayat, Executive Director of DuBiotech. 'This further benefits the leaders in biotechnology who are looking to develop new advances that counter medical issues prevalent in the Gulf, such as Thalassemia, Diabetes, Anaemia and Cancer.'

Using floating-point encoding, extremely long numbers can be handled relatively easily. A teraflop is equivalent to a trillion computing calculations per second.

I would totally disagree with both of you, when taking about innovation it is about technology start up which all of them will start small in size but with a very big potential of growth.
Let me give you some example in the biotechnology area:
1) the German model of matching private capital with state funding has made Germany a leading biotech center in Europe, second only to the UK in total sales, and leading Europe in the number of life science firms (365) and annual sales increase (33%).
2) The total market is expected to increase by 53% by the year 2005 and the number of employees in core biotechnology firms to grow five-fold in the next seven to ten years.
When it comes to Business incubator Germany is known to be one of the best places in Europe.
If we are talking about investment don’t forget that number of German business angle network had increased exponentially during the last year 3 networks in 1999 in 2001 36 network and in 2002 40 network of business angel network.

The Dubai Biotechnology and Research Park (DuBiotech) announced today that it has embarked on developing comprehensive scientific and regulatory standards for biotechnology activity in the park with expertise from RTI International, one of the world's largest independent non-profit research organisations.
The regulatory framework is expected to significantly boost the budding biotechnology and life sciences industries in the region. RTI will help DuBiotech establish laboratory and operational standards adapted to the needs of Dubai and DuBiotech. I will later continue in gaining an MSc in Biotechnology. I was really amazed at the development of Dubai Biotech and would like to become a member of this enthusiastic team when I hopefully finish my MSc. Amgen (AMGN), the world’s largest biotechnology company, has announced the opening of its regional office in Dubai.
All Amgen commercial operations activities in the Middle East and Africa (MEA) will be managed from Dubai.
Dubai will now serve as a hub for expanding Amgen’s commercial operations in this region.

The local Emirates Road Contracting (ERC) has been awarded the estimated AED 125 million ($34 million) infrastructure package for the Dubiotech development near Emirates road.
The 14-month contract covers the construction of the project’s internal road network and the installation of services across the 190,000-square-metre site.
Dubiotech, part of Dubai Holding, plans to issue tenders for two of the development’s building packages later this year. Documents will be issued in July for a laboratory complex with a built-up area of 32,500 square metres and an 18-storey twin-tower headquarters building with a built-up area of 57,000 square metres. Parsons International of the US is the infrastructure consultant. A US joint venture (JV) of Parsons and CUH2A is the design consultant for the laboratory, and a US/German JV of CUH2A and Kling Consult is the consultant for the headquarters (MEED 10:2:06).
Dubiotech aims to become a biotechnology hub. It will promote research with biotech firms and international academic institutions, and attract drugs companies with its intellectual property legislation.

Set up last year as an industrial cluster under the Dubai Technology and Media Free Zone Authority, Dubiotech will be built in phases on a 300 hectare area located close to the Dubailand project. It will offer custom-made research and development facilities. It is hoped the zone will attract scientists and biotechnology companies.
Gulf News: What is the current status of Dubiotech?
Al Khayat: We have started building the basic infrastructure. It will be completed in June or July next year. Our approach is to develop infrastructure facilities like roads and telecommunications network first.
We are hoping to start construction of the lab building in two months. It will be ready in two years from now. The headquarters building is in the final design stage, with construction expected to start in four months.
In terms of legal infrastructure, we will have most of the basic regulation completed by the end of this year. The laws will be available both in English and Arabic. RTI (Research Triangle Institute) of the US is our consultant and advisor.
On the business side, we have already licensed around 16 companies. We are in the process of getting 10 more companies.
Gulf News: When will Dubiotech be ready?
Al Khayat: The companies that we have licensed are already operating from different locations. Some are operating from the DIFC, some are located at Academic City. We are looking at early 2008 when companies will start moving to the main location.
Gulf News: Is Dubai's own lack of work in the field a handicap?
Al Khayat: Biotechnology has become a kind of resolution. Dubai recognises this technology will become a frontier for business and economy in the future.
The idea behind establishing a biotech free zone is to capitalise on this science and develop an industry based on it. This is really a challenging task and we recognise there are so many difficulties to execute such a project.
Our strategy is to establish the basic know-how through collaboration. We have an understanding with the University of Sharjah to look at programmes that will be more geared towards research.
We are talking with several international universities to establish graduate programmes in biotechnology. These are long-term plans for establishing the science base and manpower needed for such technology.
We want to establish joint venture start-ups and medium-size companies and invite them to participate in technology transfer.
Gulf News: Which countries would you collaborate with?
Al Khayat: India is focusing on biotechnology and has made big progress in this area. China is also doing significant work and spending a lot on R&D. We are open to different collaboration opportunities.
We are not limiting ourselves to certain regions. We look at opportunities that will be beneficial for the UAE.
We have already established some contacts in Germany, we are looking to meet a group from Singapore soon.

DuBiotech is set to become one of a growing number of ‘green’ projects in the region seeking LEED status.
The Dubai Biotechnology and Research Park (DuBiotech) is set to become the first multi-building development in the UAE that will meet global environmental benchmarks.
It also becomes the first free zone in the region to adopt standards set by Leadership in Energy and Environmental Design (LEED) – a leading international rating system for green buildings.
Dr Abdulqader Al Khayat, executive director, DuBiotech, said: “Across the world, corporate organisations are waking up to the need to build more sustainable businesses.
“It is important that we commit to practices that ensure our infrastructure is environmentally sound. The adoption of such policies is essential to secure our long-term economic development,” he added.
According to its new ‘green’ policy, the entire DuBiotech complex, including its headquarters, laboratory buildings and pre-built units will be constructed according to international guidelines of sustainable development.
The buildings will be efficient in the use of energy, water, and materials and will have a high-quality indoor environment.
The heating and cooling systems, lighting and appliances in the buildings will be highly energy efficient. Air-conditioning tonnage will be reduced with floor units and solar shading.
The buildings will also incorporate water-efficient technology.
DuBiotech buildings will undergo the LEED certification process, which will involve evaluation of diverse criteria, including energy and water efficiency, indoor environmental quality, sustainable sites and materials, and resources. Once certified, DuBiotech’s complex will be one of the largest ‘green’ buildings in the world.
The adoption of ‘green’ practices will bring considerable benefits for DuBiotech. A comfortable and healthy environment will help boost employee productivity. Increased energy and water-efficiency will reduce operating costs.
The Dubai Biotechnology and Research Park was announced in February 2005 to create an advanced technical and community infrastructure to accelerate the growth of the life sciences industry in the region.
Established under Tecom Investments, DuBiotech’s facilities will be built in phases on a 200ha area close to Dubailand. Infrastructure work has begun and is scheduled for completion by mid 2007.

Dubai Biotechnology and Research Park (DuBiotech) announced today the completion of its comprehensive regulatory standards for the Biotechnology and Pharmaceutical industry.
DuBiotech has partnered with the Research Triangle Institute International (RTI) to develop the park's comprehensive Codes of Practice (COPs) based on international best practices covering all activities related to Clinical Research and Clinical Trials, Manufacturing and Environment, Health and Safety. The COPs developed are in-line with those of the US Food and Drug Administration (FDA), World Health Organization (WHO), Occupational Safety and Health Administration (OSHA), European Agency for the Evaluation of Medicinal Products (EMEA), and the International Conference on Harmonization of Technical Requirements for Registration of Pharmaceuticals for Human Use (ICH).
Dr Abdulqader Alkhayat, DuBiotech's Executive Director, said: 'We are proud to announce the completion of the regulatory framework, which will harness Biotechnology's potential to improve health, enhance quality of life and promote a sustainable economy. In developing this critical document, we found an ideal partner in RTI.'
Al Khayat added: 'In developing this regulatory framework, we have taken into consideration the Shar'iah law, and by completing it we have taken a crucial step towards providing a secure environment for research and innovation.'
Recognizing Research and Development (R&D) as a core component of the park's activities, DuBiotech and RTI have meticulously created COPs governing all aspects of R&D. The research component of the COPs outlines the research governance structure, ethical and environmental compliance requirements, good laboratory practices, Institutional Review Committee (IRB) responsibilities, investigator's obligations and informed consent procedures thus assuring governance and compliance throughout the R&D value chain.
The regulatory framework also includes COPs governing Manufacturing activities in the park. Good Manufacturing Practices (GMP) as well as Good Laboratory Practices (GLP) are described focusing on pharmaceutical, bio-pharmaceutical and sterile medicinal products manufacturing. Compliance and Accreditation requirements of Cord Blood Banks are also included in DuBiotech's regulatory framework.
DuBiotech's regulatory framework also contains COPs on Environment Health and Safety addressing all the potential risk factors related to the park's core activities and specifically dealing with prevention and control of integrated pollution, handling of hazardous chemical and biological agents, health and safety at work, as well as waste management.

jixline July 31st, 2007, 07:00 AM Dubiotech, Dubai’s biotechnology and research park, will be the base of a new bio-pharmaceutical firm formed through a joint venture between Indian biotechnology major Biocon and Abu Dhabi-based pharmaceutical manufacturer Neopharma.
The new company, called Neobiocon, is a 50:50 joint venture with a total investment of Dh100 million over the first three years.
Its aim is to provide affordable life-saving drugs to patients in the UAE.
Speaking at the launch yesterday, Rakesh Bamzai, marketing president of Biocon, said: “Neobiocon will be committed to developing a range of products for debilitating disease segments.
“Obesity, diabetes, hypertension and high levels of cholesterol are interlinked and go hand-in-hand. Biocon’s research addresses all these segments. Neobiocon will offer products that cater to lifestyle disorders and oncology, and we will also produce immunosuppressant drugs.” The company’s 50,000 square foot facility at Dubiotech is to be operational in about three years.
The venture is part of Biocon’s drive to more than double its business footprint in the Middle East over the next five years, according to the company’s Chairman and Managing Director Kiran Mazumdar-Shaw.
“Currently the Middle East accounts for a little under 10 per cent of our business,” she said yesterday. “Through this partnership we would like to get up to between 20 and 25 per cent in the next five years.
“In the first year we will probably have a basket of two or three diabetes products, increasing to five or six products in five years time. The total investment value in Neobiocon in the first three years will be Dh100m, and it is a 50:50 venture between us and Neopharma.
“Our long-term vision is to ensure that the country [the UAE] is self-sufficient in biopharmaceutical products.
“Obviously, the US offers the biggest market opportunities at the moment – it accounts for 60 to 70 per cent of our business.” Neobiocon represents the region’s foray into developing and marketing biopharmaceutical products in areas such as oncology, diabetes, cardiology and new generation immunosuppressant drugs.
Biotherapeutics for cardiovascular diabetes and oncology segments represent the fastest growing class of drugs in the $5bn (Dh18.4bn) GCC pharmaceutical market, according to research.
Dr Abdulqader Al Khayat, executive director of Dubiotech, said: “It is a privilege to host the initiative by Neopharma and Biocon.”

The local Bel Hasa Engineering & Contracting has been awarded the estimated AED 400 million ($108 million) contract to build a headquarters for Dubiotech, which is developing Dubai Biotechnology & Research Park.
The park is located between Emirates and Shaikh Zayed roads. The contract involves the construction of two 18-storey office towers on a common podium. The total built-up area is 57,000 square metres.
The building’s design is based on DNA, with slabs running along the sides of the buildings representing DNA strands of different sizes. The design won an award for sustainability earlier this year.
The park will also include an animal reserve spread over 50,000 square metres, where indigenous animals will be free to roam.
The local Emirates Road Contracting is working on the estimated AED 125 million ($34 million) infrastructure package, after being awarded the contract in May last year.
Parsons International of the US is the infrastructure consultant. A US/German group of CUH2A and Kling Consult is the consultant for the headquarters (MEED 19:5:06).

The Dubai Biotechnology and Research Park (DuBiotech) has broken ground on its 22 storey headquarters, Bio HQ, and the Nucleotide Complex laboratory buildings, both of which are part of the project's first phase. The 600,000 sqft headquarters has been designed by CUH2A and should be completed by May 2009. The Nucleotide Complex will be ready by September next year.

NCC Urban Infrastructure Limited has launched a Dh1.5 billion ($408 million) mixed-use freehold development in Dubai.
The company is a subsidiary of India's Nagarjuna Construction Company Limited (NCCL).
NCC Harmony, an iconic twin tower project of 2.3 million sq ft built-up area will come up at Dubai Biotechnology and Research Park (DuBiotech), the free zone dedicated to biotechnology, pharmaceutical and life sciences.
The project is the company’s first venture in Dubai. The project is strategically located at the heart of New Dubai, in close proximity to Arabian Ranches, Dubailand and prominent shopping centres.
NCC Harmony is backed by the expertise of NCCL (NCC Urban India), an ISO 9001-14001-18001 certified group rated by Forbes Asia among the ‘Best Under Billion’ listed companies in Asia Pacific (2005). With an annual turnover of Dh3 billion, NCCL is one of the largest construction groups in India.
Construction of NCC Harmony has already begun with contracts for excavation, piling and shoring being awarded to Dutch Foundation and Concrete Processing Co. Tecom Investments are the master developers of DuBiotech.
Slated for completion in May 2010, the development will encompass two 32-level towers – one residential and one hotel apartment – with luxurious studio, single-bedroom and double-bedroom apartments offering fully-equipped accommodation to those working in New Dubai locality.
The project, to be fully sustainable and environmental friendly, will be equipped with a health club, spa and pool area, spread over 53,000 sq ft making it one of biggest health facilities in Dubai till date.
Announcing details about the project, Narayana Raju Alluri, managing director of NCC Urban and director on NCCL board, said: “It is a matter of great privilege for us to announce our first project in Dubai. What are you talking about? Both the HQ and Nucleoid complex has begun and those are following the purpose of the park. This hotel and apartments projects is a part of the mixed use part in the outer section found in the masterplan on http://www.dubiotech.com/
Obviously the mixed use portion of this development is far from too much and will only make out a small, but very neccesary part, of such a huge project.

The 600,000 sq ft headquarters has been designed by CUH2A, a recognised leader in designing facilities for science and technology organisations. DuBiotech recently won the Design and Sustainability Honour Award from the American Institute of Architects (AIA) New Jersey Chapter for the technologically complex headquarters.
Poised to be one of the world's largest green buildings, the Bio HQ building was chosen for its 'new regional vision' and its 'refreshing and functional design' employing 'new moves to address environmental concerns'.
Dr. Abdulqader Alkhayat, Executive Director, DuBiotech, said: 'Our initiative to develop sustainable buildings matches our commitment to be a socially and environmentally responsible organisation'.
'As part of TECOM's overall strategy, all buildings at DuBiotech are to be classified as LEED certified 'green' buildings. This extends not only to the headquarters and laboratory complexes, but to the manufacturing and community service buildings that will be included in the park.'
Dubai Properties is the project manager for both the projects. Belhasa Engineering and Contracting and Al Sahel Contracting have been appointed as contractors for the Bio HQ and the Nucleotide Complex respectively.
Bio HQ's unique design will reflect DNA movement in a gel electrophoresis, a technique commonly used in the life science industry. The slabs running along the sides of the buildings will represent DNA strands of varying sizes, migrating towards each other in a gel matrix. Hosting the regional sales and marketing offices of multinationals and start up companies specialising in life sciences, the headquarters will be completed by May 2009.
The Nucleotide Complex, enabling companies to conduct laboratory-based research and analysis without the need to build their own dedicated facilities, is scheduled for completion by September 2008.
Currently, 28 companies, licensed by DuBiotech, are completely operational. The park is working closely with the UAE Ministry of Health, the Dubai Health Authority, and other relevant regulatory bodies to further develop the life sciences industry in the country.
DuBiotech offers the complete value chain to help companies set up their operations. In addition to pharmaceutical and biotechnology companies, it aims to provide the necessary infrastructure for all entities involved in the life sciences industry, including the agricultural, environmental, and marine biotechnology sectors. FABA is a non-profit international organization established in 2005. DuBiotech Announces Partnership with Swiss Biotech Association

Dubai Biotechnology and Research Park (DuBiotech), the major life sciences hub in the Middle East and a member of TECOM Investments, announced it has signed an agreement with the Swiss Biotech Association to promote collaboration between the two organisations.
The agreement was signed by Dr Marco Baccanti, Executive Director of DuBiotech, and Domenico P. Alexakis, CEO of the Swiss Biotech Association, at an event hosted by Christian D. Watts, Diplomatic Counsellor and Regional Director for the Swiss Trade and Investment Promotion - IMEA. The event was also attended by Peter Harradine, President of Swiss Business Council, and representatives of the major biotechnology companies at the life sciences cluster in Dubai.
In addition to collaboration between the two biotechnology organisations, one of the initiatives under the agreement includes a campaign to raise awareness among the Swiss biotechnology and medical technology companies about the Middle East's growing healthcare market and the benefits offered by DuBiotech as a life sciences free zone.
Dr Marco Baccanti, Executive Director, DuBiotech, said: "Considering the strategic importance and the technology advancement of the Swiss biotechnology and medical technology sectors, and the benefits the DuBiotech platform offers to these industries, the agreement is an ideal move to ensure mutual advantages to the UAE and Swiss biotechnology companies."
Domenico P. Alexakis, CEO of Swiss Biotech Association, said: "We are actively supporting all our 183 members to develop their business opportunities. With the collaboration between DuBiotech and the national industry association, the awareness level will increase and generate additional value for the industry."
The Swiss Biotech Association's members are well connected to a cluster of 400 Swiss medical technology companies. The association will offer all these companies an opportunity to participate in seminars in the Middle East that will be co-organised by DuBiotech and the Swiss Biotech Association.
Currently, DuBiotech hosts some of the world's top pharmaceutical/biotechnology companies such as Pfizer, Genzyme and Merck Serono, and has firmly established itself as a globally recognised centre for the life science industries.
