Greyx, this is what I found in http://transjakarta-busway.dki.go.id, however I'm doubtful if they will be constructed as they appear on the map. Line 2 or 3 that is now undersconstruction is pretty much different from original design.

Please note that all images I posted below were collected from various internet sites like Kompas, TheJakarta Post, Tempo, Gatra etc. I didn't take them myself.

GPS trial for busway routes

JAKARTA: The Jakarta administration said over the weekend that it would collaborate with the Japan Transportation Consultants Association (JTCA) to test the use of the Global Positioning System (GPS) on buses operating on the Blok M, South Jakarta-Kota and West Jakarta busway routes.

"The new system will be a big improvement over the walkie-talkies we currently use to run and control busway operations," Deputy Governor Fauzi Bowo told reporters at City Hall.

Fauzi said the system would enable the busway operator to better control the speed of and distances between the buses through the monitoring screen.

Fauzi, however, did not give any details of the project cost or when the tests would be conducted. --JP.

yes fireblaze, it's lil bit confusing at first time. But i can manage though..

I use MS PowerPoint to draw the lines and write the names, and MS Paint to convert it into JPG file.

hehe.. no Adobe or else, just MS Office.. coz i dont know how to use photoshop.

@sanhen: Transjakarta now applies JDBS policy. You know that? JDBS stands for Jauh Dekat Bayarnya Sama :) meaning you pay the same for long or short trip ;)

I mean... later when MRT is finished. What will happen when we get off the MRT at one of interchange station and hop on to a BRT? Has it been announced what kind ticketing yet?

I'm not sure about the pricing, since both services are owned by different companies. I do hope that they will have some sort of pricing scheme between them, so if i take the MRT and Busway, i don't have to pay both full fares.

About the busway, i heard that they are moving away from the "JDBS" pricing scheme. Which is good in promoting short distance travel. They'll also have to consider travel between lines since line 2 and 3 is will open up soon.

If, after, the introduction of the monorail and MRT there is no interchangable 'smart' card system between all BRT, monorail and MRT it will be silly! Multi-modal transport systems, especially those with different operators, only work effectively with ease of interchangability and the option of universal ticketing.

So hopefully all the operators realise this and the city council ensures it happens to help get encourage more people to use public transport.

Here in Melbourne we buy ticket for time, not distance.
Eg. If you buy 2 hour ticket, you can use tram, bus, trains as many time as you like. They all owned by different company. The government basically setup up few operators for tram bus and trains. And another operator for the ticket.
It is very convinient (but a bit tedious sometime hehehe)

I also used to stay in Melbourne for 1,5 years to finish my degree there 5 years back. I consider that Melbourne has a very good and convenient transportation system physically and administratively. Physically, all modes of transportation are closely connected. When we get off subway, near the station there is a bus shelter and/or tram stop, so we can continue our intended trip conveniently. Administratively, the ticket apllies to all three tranportation modes based on time from 2 hour, daily, weekly, monthly and yeraly. We can choose what we like. We don't have to buy ticket again and again once we change to other modes. Only time permits you to travel. I like this one.

Well.. public transport is handed to private operator now
First, they scrapped the tram conductor
Result: lots of junkies in the tram, vandals etc.
The train service now always delayed or cancelled
People been yelling to government to take over the public tranport management back

Funny to see things in Aussie where government can do better than private companies
The exact opposite things happen in Indonesia hehehe.

JAKARTA (Bisnis): Pemprov DKI Jakarta menyiapkan anggaran khusus untuk mensubsidi 15 koridor infrastruktur busway sebesar Rp2,5 triliun.

Sekda DKI Jakarta, Ritola Tasmaya, mengatakan kebijakan tersebut diterapkan guna mempercepat penyelesaian koridor busway sekaligus memberikan pelayananan yang baik kepada publik.

"Buat membangun infrastruktur pelayanan publik memang harus disubsidi oleh pemerintah daerah. Hal tersebut menjadi suatu kewajiban," katanya di Jakarta hari ini.

Menurut dia, langkah tersebut juga dimaksudkan untuk memberi kepastian hukum pada investor bahwa Pemprov mendukung penuh proyek busway yang sekarang ini sedang dibangun.

Meski Pemprov mendukung dengan memberikan subsidi yang besar, namun pihaknya tetap memastikan prosesnya berjalan secara transparan, dapat dipertanggungjawab dan terbuka bagi publik.

The TransJakarta Busway Management announced on Friday it had added nine new buses to its existing fleet of 56 buses to cope with large numbers of passengers during the morning and afternoon rush hours.

"We started operating those nine new buses today (Friday). These buses will help us reduce the crowding on board our buses, especially during the peak hours from 7 a.m. to 9 a.m. and from 5 p.m. to 7 p.m.," the management's head, Irzal Z. Djamal, said.

Irzal said the nine buses were the first of 35 new buses the administration would procure this year.

"Should the number of passengers grow significantly, we will deploy more new buses," he said.

The busway corridor from Blok M in South Jakarta to Kota in West Jakarta serves about 60,000 passengers during weekdays. That figure drops to 40,000 during weekends because many regular passengers are businesspeople whose offices are located along the 12.9-kilometer corridor.

This first busway corridor was opened on Jan. 15 last year. The administration is preparing to open two more busway corridors connecting Pulogadung in East Jakarta to Harmoni in Central Jakarta, and Harmoni to Kalideres in West Jakarta.

The corridors -- which will reportedly cost the city a total of Rp 600 billion (US$67 million) -- are scheduled to become operational in October this year.

Irzal said the management was exploring the possibility of introducing a distance-based ticketing system for the busway corridors. This new system would replace the current fixed fare of Rp 2,500 per single trip.

Under the new ticketing system, similar to one already in use on the city's trains, passengers would have to pay more the longer their trips.

"If we maintain the old ticketing system, we will have to spend a lot of money subsidizing busway passengers," he said.

Currently, the administration pays a subsidy of between Rp 80 and Rp 100 for each busway ticket sold.

City Secretary Ritola Tasmaya said the administration planned to move forward the construction of 15 new busway corridors to 2007 from the original date of 2010.

Sutiyoso's second term as Jakarta governor ends in 2007.

"We have carried out a study and we estimate that we will have to provide at least Rp 2.5 trillion to help build all of the busway infrastructure," Ritola said.

The City Transportation Agency has allocated at least Rp 10 billion to prepare the infrastructure, traffic management and civil engineering for the fourth to seventh busway routes. Another Rp 3.6 billion has been provided in the 2005 budget to create a system to monitor and control the busway projects.

This is good news and shows that, current problems with Mono-rail aside, there is some confidence in expanding new public transport. Will be interesting to see how many more passengers use the system from Oct after the two new lines start providing E-W coverage.

@fir3blaze: the server seems down, normally it works.

In my opinion, besides the completion of all 15 busway lines in JKT, next challanges will be:
1. Inter connectivity with other transport mode
2. Integrated pricing scheme (Busway-KRL-Monorail-Busway)
3. Feeder system
4. to involve the existing bus operators to join in busway consortium.

Easier said than done. But if we are serious and working hard, I strongly believe we can realize it. That's in the end giving more benefit to people of Jakarta (and surrounding cities)

Proyek Busway Koridor II dan III Akan Dimulai Lagi Akhir April

Jakarta, Kompas - Hingga pertengahan Maret ini, proyek pembangunan jalur busway koridor II (Pulo Gadung-Harmoni) dan III (Harmoni-Kalideres) masih terhenti karena alasan administrasi. Dinas Perhubungan Provinsi DKI Jakarta menjadwalkan pembangunan jalur untuk bus transjakarta itu dimulai kembali akhir April mendatang.

"Paling lambat pembangunan dimulai akhir April," kata Kepala Dinas Perhubungan DKI Jakarta Rustam Effendy, Jumat (18/3).

Menurut dia, surat keterangan otorisasi (untuk mengetahui adanya uang untuk suatu proyek) dari Sekretaris Daerah sudah keluar. "Uangnya sudah ada, tinggal masalah administrasi. Kami harus mengajukan surat-surat kepada biro perlengkapan seputar rencana lanjutan proyek busway ini," ujar Rustam.

Sejauh pengamatan, hampir tiga bulan terakhir ini tidak ada aktivitas pekerja di sepanjang jalur dari Pulo Gadung hingga Kalideres. Proyek yang sedang dilaksanakan dibiarkan terbengkalai sehingga di beberapa tempat, seperti di Senen (untuk pembangunan halte bus transjakarta), terjadi kemacetan parah.

Wakil Ketua Komisi D DPRD DKI Jakarta Mukhayar mengatakan, proyek pembangunan jalur busway koridor II dan III itu seharusnya tidak boleh berhenti dan harus jalan terus. Menurut Mukhayar, jika berhenti, itu sama dengan melecehkan Peraturan Daerah Nomor 17 Tahun 2004 tentang pengelolaan aset daerah. Ia malah mengkhawatirkan, proyek terhenti karena kontraktor yang digunakan justru bermasalah.

Sutiyoso membantah

Masih berkaitan dengan busway, Gubernur Sutiyoso secara tegas membantah temuan Badan Pemeriksa Keuangan (BPK) tentang nilai kerugian Pemerintah Provinsi (Pemprov) DKI Jakarta akibat kontrak jasa tiket bus transjakarta sebesar Rp 70,6 juta per bulan.

"Nilai sebesar itu adalah subsidi dari Pemerintah Provinsi DKI untuk pelayanan publik," kata Sutiyoso didampingi Sekretaris Daerah Ritola Tasmaya, Kamis tengah malam.

Sebelumnya, BPK menghitung, semester II tahun 2004, dalam waktu enam bulan, Pemrov DKI mengalami kerugian mencapai Rp 423,6 juta. BPK juga menyatakan, Pemprov DKI merugi akibat pembayaran pengelolaan operator tiket yang sama sekali tidak dipungut pajak penghasilan (PPh) Pasal 23. Besarnya mencapai Rp 47,25 juta (Kompas, 18/3).

Seusai menghadiri rapat dengar pendapat dengan Komisi VI DPR, Sutiyoso menuturkan, busway merupakan salah satu program transportasi makro- Pemprov DKI Jakarta. Busway merupakan public service. Jadi, Pemprov DKI memang harus menyubsidi.

"Silakan saja dibilang merugi. Dalam konteks untuk meningkatkan pelayanan publik, Pemprov DKI memang mengalami kerugian," kata Sutiyoso.

Ritola menambahkan, kalau diperhitungkan dari penghasilan operasional bus transjakarta, besarnya subsidi yang dibilang merugikan negara itu cuma Rp 15-20 juta per bulan. Kerugian itu pun bukan dialami negara, melainkan kerugian Pemprov DKI Jakarta. (OSA/PIN)

City digging deep for busways

The ambitious idea of Governor Sutiyoso to provide the city with 12 more busway corridors by 2007, when his term comes to an end, has kept his subordinates busy finding funding sources.

The City Planning Agency is now tasked with reevaluating the cash-strapped budget to collect any penny available to finance the busway's fast-track scheme.

"We are also responsible for finding alternative financing sources," a senior official with the agency, who asked to remain anonymous, told The Jakarta Post over the weekend.

Jakarta Public Works Agency head Fodly Misbach calculated that the project would require between Rp 2.5 trillion and Rp 3 trillion in investment.

"The acceleration of the busway project will only be feasible if private investors are involved. The administration would pay them back later in installments," he said.

Jakarta's 2005 city budget hovers at Rp 14 trillion.

The administration has allocated Rp 600 billion of its budget for establishing two busway corridors, which will connect Pulogadung in East Jakarta with Harmoni in Central Jakarta and Harmoni with Kalideres in West Jakarta. Both corridors are slated to become operational in October.

The administration spent at least Rp 240 billion to build the first busway corridor from Blok M in South Jakarta to Kota in West Jakarta early last year.

A copy of a meeting schedule made available to the Post shows that several city agencies, coordinated by the Jakarta Urban Infrastructure Development Office (ASP), are discussing the acceleration program.

According to the notes, ASP is also assigned to follow up the administration's plan to use compressed natural gas (CNG)-fueled busway buses.

While the officials were trying to make ends meet, Deputy Governor Fauzi Bowo expressed skepticism that the program would be successful, highlighting the absence of a feeder system in the existing busway lines.

"The success of the busway project partly depends on the presence of a feeder system, while there is a tendency on the part of the Jakarta Transportation Agency to give so much attention to building the main trunk and thereby neglecting the establishment of the feeder system," Fauzi, who holds a doctorate in civil engineering from Kaiserlautern University of Germany, told the Post.

"We have to keep in mind that we will only squander our money in a project doomed to failure," he said.

Fauzi added that the administration would find it difficult to prepare the fund for the project as well as to procure buses.

Does anyone know what the governor is planning to do with the current buses that still run in areas where the TJ buses operate? I don't think it makes any sense to let those buses go there, because the whole point of having busway is to separate buses from private vehicles. Maybe it's been mentioned somewhere before, but I'm just curious. Is Sutiyoso planning to phase out those buses?

I understand when the routes aren't covered by TJ, regular buses are needed. But what about those that are already covered by TJ? It feels funny to see pics of a TJ bus next to a regular bus, with which private cars have to share lanes. This only increases congestion in regular lanes, because private drivers already sacrifice one lane for busway. They don't have much space left to share anymore.

They still exist right now, but of course, the plan is to phase them out gradually along with the expanding busway network.

JAKARTA: Three of 12 women recruited to drive busway buses will report to work Thursday, the day the country celebrates the anniversary of the birth of national heroine Kartini on April 21.

"Hopefully, the newly recruited women drivers will help us improve our services to busway passengers," said TransJakarta Busway head Irzal Z. Djamal.

He did not say when the other nine drivers would start working.

Irzal said the women were screened from a total of 23 candidates.

Operational director of busway operator Jakarta Express Trans, Ibnu Sutanto, said seven of the 12 female drivers would undergo additional training to upgrade their driving skills.

All the women would drive busway buses plying the Blok M-Kota route.

Meanwhile, a busway bus has hit a median strip on Jl. Jend. Sudirman in front of the Chase Plaza building in Setiabudi, South Jakarta on Wednesday, causing traffic jams.

No injuries were reported in the incident that occurred at 1:30 p.m.. --JP

City to build primary busway corridors

The city administration has decided to prioritize the development of six primary busway corridors prior to 2007, instead of 12 as announced earlier.

"The City Public Works Agency is now studying the planned 12 corridors and will pick six priority corridors as their presence will make a significant improvement to the whole transportation system," City Secretary Ritola Tasmaya told The Jakarta Post on Tuesday.

Ritola did not reveal the reasons behind the scaling down of the plan, but financing problems were probably one of the causes. The city administration has halted the construction of the Pulogadung-Harmoni and Harmoni-Kalideres busway corridors, known as corridors 2 and 3, due to financial difficulties.

Ritola said that the six priority corridors would be classified as multi-year projects.

"It means the projects will enjoy continuous financing for several years from the city budget," he said.

Ritola's statement was in line with the administration's initial plan stipulated in the Jakarta Transportation Master Plan (PTM) 2004 made available to the Post.

The plan indicates that the administration will develop seven busway corridors by 2007.

The corridors will be supported by primary routes served by buses and secondary routes served by both buses and minibuses.

The master plan also states that the administration will further extend the project with seven more new routes, which will be developed after 2007.

Governor Sutiyoso had earlier said that the city administration would develop 12 busway corridors by 2007, when his second term ends.

City Public Works Agency head Fodly Misbach said earlier that the development of the 12 busway corridors would require between Rp 2.5 trillion (US$275 million) and Rp 3 trillion in investment.

The Jakarta Planning Agency (Bapeda) has been assigned to prepare budget allocations for the financing of the busway.

Meanwhile, Jakarta Transportation Agency head Rustam Effendy Sidabutar acknowledged that the administration would find it difficult to go ahead with the acceleration project, mainly due to glaring problems in the field.

"We need to widen some roads to be used as busway corridors. And that's not an easy task to do, especially due to the land acquisition issue," Rustam said.

Many of the city's projects have hit snags owing to land acquisition problems, like the development of East Flood Canal, Pulogebang bus terminal.

The administration has allocated more than Rp 500 billion from its 2005 city budget for the establishment of two busway corridors, which will connect Pulogadung in East Jakarta with Harmoni in Central Jakarta and Harmoni with Kalideres in West Jakarta. Both corridors are slated to become operational in October.

The administration spent at least Rp 240 billion to build the first busway corridor from Blok M in South Jakarta to Kota in West Jakarta early last year.

Mengamankan Jalur Busway

JALUR khusus bus atau yang lebih dikenal dengan sebutan busway merupakan jalur yang secara khusus diperuntukkan bagi bus dengan tujuan dan kecepatan tertentu sehingga terlepas dari gangguan kendaraan lain (steril). Tidak terkecuali jalur busway Jakarta juga harus steril dari gangguan kendaraan lainnya. Pengetahuan umum semacam itulah yang membuat masyarakat marah ketika suatu hari rombongan Wakil Presiden Hamzah Haz (2004) melintas di jalur busway. Kemarahan yang sama ditunjukkan oleh Gubernur DKI Jakarta Sutiyoso.

Meskipun demikian, pelanggaran serupa masih terus terjadi dan dilakukan berbagai pihak, termasuk aparat keamanan yang seharusnya bertanggung jawab untuk menegakkan aturan. Mavel Cahyadi dan Damantoro, anggota Asosiasi Pengguna Angkutan Umum, (2005) mencatat beberapa contoh pelanggaran pada jalur busway.

Pertama, pada hari Rabu (6 April 2005) sekitar pukul 13.40, tepat di depan halte Olimo, melintas sebuah kendaraan TNI dari arah Kota menuju Blok M pada jalur busway. Mobil itu melaju sambil menyalakan lampu hazard, membunyikan sirene dan membunyikan klakson di saat bus transjakarta yang melintas di jalur khususnya, busway. Padahal, Jalan Gajah Mada saat itu tidak dalam keadaan padat sehingga tidak melalui jalur busway pun perjalanan bisa lancar. Lagi pula Jakarta tidak sedang dalam keadaan darurat yang membuat TNI harus segera siaga.

Kedua, Kamis (7 April 2005) sekitar pukul 07.15 di Jalan MH Thamrin melintas mobil dengan pelat dinas kepolisian Nomor 1182-18 dengan hanya satu penumpang, padahal itu adalah kawasan 3 in 1. Pernah juga terjadi barisan mobil pemadam kebakaran bergerak beriringan di jalur busway ke arah Kota lengkap dengan sirene dan klakson saat bus transjakarta di depannya berhenti.

Ketiga, contoh yang lebih gila lagi adalah laporan dari pengguna bus transjakarta seperti dimuat dalam surat pembaca Kompas (4/4 dan 2/5 2005), yang mengeluhkan adanya iring-iringan klub motor gede yang menggunakan jalur busway. Bahkan, iring-iringan motor gede itu tidak mengindahkan lampu pengatur lalu lintas dan pemakai jalan lainnya.

Sudah begitu, tidak ada pula personel polisi yang menghentikan/menindak mereka. Ini suatu hal yang benar-benar sangat mengusik rasa keadilan dan sekaligus ironi. Sebab, pasti yang memiliki motor gede itu adalah berpendidikan menengah ke atas dan biasanya di-back up oleh seseorang yang memiliki jabatan di pemerintahan/militer/polisi.

Beberapa contoh kasus di atas memperlihatkan betapa ironisnya kehidupan di Jakarta, khususnya penghargaannya terhadap pelayanan umum.

Mereka yang mengetahui hukum dan seharusnya memberikan teladan kepada masyarakat untuk taat pada peraturan ternyata justru memberikan contoh yang buruk. Akhirnya, masyarakat pun bingung, kepada siapa mereka harus mengeluhkan permasalahannya bila mereka yang seharusnya mendengarkan keluhan itu justru memberikan contoh pelanggaran?

Peraturan Daerah (Perda) DKI Jakarta Nomor 2 Tahun 2003 tentang Lalu Lintas dan Angkutan Jalan Pasal 55 secara eksplisit mengatur bahwa Pada jalur yang diperuntukkan khusus untuk kendaraan umum tertentu dilarang digunakan kendaraan jenis lain kecuali ditentukan lain oleh rambu-rambu dan/atau marka jalan. Perda ini secara khusus memberikan payung hukum bagi keberadaan jalur khusus bus atau busway.

Meskipun perda itu jelas bunyinya dan tentu dipahami oleh polisi serta petugas pemadam kebakaran, kenyataan menunjukkan bahwa orang-orang di kedua institusi itu masih ada yang melanggar aturan. Rombongan Wakil Presiden Hamzah Haz (saat itu), rombongan TNI, dan rombongan motor gede boleh saja beralasan tidak membaca perdanya. Namun, kalau itu alasannya, apa para sopir angkutan umum yang tidak melanggar perda tersebut sudah baca perdanya juga? Sangat mungkin dengar pun tidak. Tapi, mereka tidak melanggar jalur busway. Artinya, sumber pelanggaran bukan disebabkan oleh ketidaktahuannya, melainkan oleh sikap adigang, adigung, dan adiguna para pelanggar tadi. Mereka merasa kuat, jadi boleh sewenang-wenang melanggar jalur busway meskipun hal itu sangat membahayakan keselamatan pengguna jalur busway.

Kesalahan para pelanggar itu bukan hanya karena mereka telah menggunakan jalur busway untuk kepentingan mereka, tetapi juga membunyikan klakson pada saat bus transjakarta berhenti menaik-turunkan penumpang dengan maksud mempercepat waktu henti bus transjakarta di halte. Selain menyalahi aturan, tindakan ini sangat membahayakan keselamatan banyak penumpang bus yang akan naik dan turun di halte. Bila hal itu terjadi pada saat Orde Baru masih berjaya, mungkin masyarakat akan diam dan mengelus dada saja.

Namun sekarang zaman telah berubah, masyarakat muak melihat sikap orang-orang yang merasa kuat dan berkuasa sehingga dengan seenaknya mengabaikan keselamatan umum. Sikap yang tidak etis itu juga diperlihatkan oleh para barisan pemadam kebakaran yang melintasi jalur busway.


KECENDERUNGAN menggunakan jalur busway oleh kendaraan yang tidak seharusnya melintas di busway, bila tidak segera diatasi, dapat memperburuk citra proyek busway. Awalnya hanya mobil rombongan pejabat negara, pemadam kebakaran, TNI, polisi, atau rombongan motor gede yang melanggar. Tapi, ketika mereka melintas dan dibiarkan, maka tidak tertutup kemungkinan mobil-mobil pribadi akan melakukan hal yang sama. Mereka akan menerobos lewat jalur busway dengan argumen bahwa kendaraan lain juga lewat dan tidak ditangkap. "Apa beda mobil saya dengan mobil-mobil lain yang lewat di jalur busway dan tidak ditangkap itu?" Bila kekhawatiran semacam itu betul-betul terjadi, tamatlah riwayat busway Koridor I yang dinilai sukses itu.

Siapa yang harus bertanggung jawab untuk mengamankan jalur busway agar terbebas dari gangguan kendaraan lain? Logikanya, tugas mengamankan jalur busway itu adalah BP Trans yang selama ini bertanggung jawab mengoperasikan busway. Sebab, tugas pengoperasian itu bukan hanya sebatas memungut tiket saja, tapi termasuk di dalamnya adalah mengusahakan bus transjakarta berjalan secara lancar tanpa ada gangguan. Bahwa dalam pelaksanaan di lapangan BP Trans bekerja sama dengan polisi dan DLLAJ (Dinas Perhubungan) DKI Jakarta adalah hal yang wajar. Tapi, tanggung jawab pengoperasiannya secara penuh jelas ada pada BP Trans. Karena, BP Trans-lah yang ditunjuk untuk mengelola busway.

Mengingat tanggung jawab pengoperasian ada pada BP Trans, maka ketika melihat ada pelanggaran dalam penggunaan jalur busway, BP Trans mestinya cepat bertindak agar kejadian serupa tidak terulang. Apa pun alasannya (termasuk karena hari libur), penggunaan jalur busway untuk melintas kendaraan lain jelas menyalahi aturan dan membahayakan keselamatan penumpang bus transjakarta. Bila melakukan survei di dalam bus transjakarta saja dilarang dengan alasan mengganggu kenyamanan penumpang-meskipun kenyataannya mayoritas penumpang selalu berebut ingin mengisi angket- mengapa yang jelas-jelas membahayakan keselamatan penumpang tidak ditindak? Menindak sendiri jelas bukan kewenangan BP Trans. Tapi dengan otoritasnya, BP Trans dapat meminta bantuan polisi untuk menindak para pelanggar. Celakanya adalah bila salah satu pelanggarnya adalah polisi sendiri dan BP Trans tidak punya keberanian menegur polisi. Akibatnya adalah jalur busway lama-kelamaan akan menjadi jalur yang tidak steril lagi. Bila ini yang terjadi, tamatlah riwayat kesuksesan busway sebagai sistem transportasi yang aman, nyaman, dan tepat waktu. Akibat lebih jauh adalah usaha membangun 15 koridor busway menjadi gagal.

Pembangunan Empat Koridor Baru Busway Segera Dimulai

Pemerintah Propinsi DKI Jakarta tahun ini akan memulai pembangunan empat koridor baru busway. Berbeda dengan tiga koridor sebelumnya, pembangunan keempat koridor itu akan dilakukan dengan sistem multiyears. Artinya, walau pengerjaan dilakukan lebih dari satu tahun anggaran, namun penetapan anggaran dilakukan saat pertamakali anggaran disetujui DPRD DKI Jakarta.

Keempat koridor baru tersebut yaitu koridor Ragunan-Imam Bonjol via Mampang-Rasuna Said-Taman Surapati, memutar di rumah dinas Gubernur DKI Jakarta. Koridor kedua Cililitan-Ancol via Tanjung Priok. Lalu, koridor Pulogadung-Bundaran HI via Jalan Pramuka. Terakhir, koridor Kampung Rambutan-Kampung Melayu via jalan raya Bogor-Sutoyo-Dewi Sartika-Otista. Keempat koridor itu diharapkan akan selesai akhir 2006. Nantinya, kata dia, empat koridor baru itu akan terintegrasi dengan dengan tiga koridor sebelumnya.

Kepala Dinas Pekerjaan Umum (PU) DKI Jakarta, Fodli Misbach kepada wartawan, Selasa 10/5), mengatakan untuk membiayai pembangunan empat koridor itu, Dinas PU telah mengajukan anggaran sebesar Rp 400 miliar. “Kita akan ajukan dana Rp 100 miliar pada perubahan anggaran (ABT). Sedangkan sisanya diajukan pada tahun anggaran berikutnya,” ujar Fodli.

Fodli beralasan, penggunaan sistem multiyears pada keempat koridor tersebut untuk menghindari terhambatnya pengerjaan proyek tersebut. “Seperti proyek monorel atau BKT, kemungkinan gagal ditengah jalan sangat kecil karena anggaran sudah ditetapkan sejak proyek dimulai,” jelasnya.

Sebagai contoh, pengerjaan koridor II dan III busway sempat tertunda hampir setengah tahun akibat masalah pembahasan anggaran yang belum juga selesai. Meski sudah disetujui pada tahun anggaran sebelumnya, namun karena tidak menggunakan sistem multiyears, akhirnya pengerjaannya menjadi terhambat “Hampir 50 persen pengerjaan proyek menjadi terhambat,” ungkapnya.

Dia menambahkan, sebelum keempat koridor itu selesai, pihaknya juga akan melanjutkan pembangunan empat koridor baru lagi. Sehingga, lanjut dia, tahun 2007 nanti sudah terbangun 11 koridor yang saling terintegrasi. “Jika kesebelas koridor itu sudah selesai, maka satu koridor bisa berfungsi sebagai feeder (pengumpan-red) bagi koridor busway lainnya,” ungkapnya.

Menyangkut soal tiket multitrip bagi penumpang busway, menurut Fodli, hal itu menjadi tanggung jawab Badan Pengelola (BP) Transjakarta. “Menyangkut tiket multitrip, BP Transjakarta yang lebih mengetahuinya,” tuturnya.

Selain mengajukan empat koridor baru, tambah Fodli, pihaknya juga akan menunda pembangunan tiga koridor lain. Ketiga koridor yang dimaksud adalah koridor Cileduk-Tendean, koridor Pasar Minggu-Manggarai serta koridor Kalimalang-Cawang.

Foldi beralasan, penundaan pembangunan tiga koridor itu karena pengerjaannya dianggap lebih sulit dibanding koridor lain. Sebab, kondisi eksisting jalan yang ada terlalu sempit, sehingga satu-satunya cara agar bisa dilalui busway, yaitu dengan pelebaran jalan. “Upaya pelebaran jalan itu tidak mudah. Selain harus melakukan pembebasan, harganya pun sangat tinggi dan biasanya diatas nilai jual objek pajak (NJOP),” tukasnya.

Ketua DPRD DKI Jakarta, Ade Surapriatna ketika dihubungi secara terpisah, mengaku sudah mendengar rencana dari eksekutif tersebut. “Prinsipnya, kita akan mendukung kebijakan Pemprop DKI selama untuk kepentingan umum,” katanya.

Halte Busway Koridor II dan III Dilengkapi Genset dan Toilet

Kepala Dinas Perhubungan (Kadishub) Propinsi DKI Jakarta, Rustam Effendi mengungkapkan, ada kemajuan dari pembangunan infrastruktur busway koridor II trayek Pulogadung – Harmoni dan koridor II trayek Kalideres – Harmoni bila dinandingkan dengan busway koridor I trayek Blok M – Kota yaitu setiap halte nantinya dilengkapi dengan genset dan toilet. Demikian diungkapkan Rustam Effendy kepada wartawan termasuk beritajakarta.com saat konferensi pers mengenai lanjutan pembangunan busway Koridor II dan III Pulo Gadung - Harmoni – Kalideres di kantor Dishub, Jatibaru, Jakarta Pusat, Kamis (12/5).

“Setiap haltenya nanti kita pakai genset otomatik sehingga begitu mati listrik maka secara otomatis genset hidup tanpa harus dikendalikan oleh operator. Kalau di Koridor I melewati banyak perkantoran tapi sulit untuk melakukan aktivitas buang air kecil maupun besar maka untuk koridor II dan III di beberapa haltenya akan dilengkapi toilet,” jelas Rustam.

Rustam menegaskan, seperti apa yang kemarin (Rabu, 11/5) dipaparkan kepada Komisi D DPRD DKI bahwa kelemahan dan kekurangan yang ada pada busway koridor I mulai koridor II akan ditingkatkan menjadi lebih baik lagi agar busway sebagai salah satu moda angkutan makro di DKI Jakarta akan lebih menarik para pengguna kendaraan pribadi untuk beralih ke busway sehingga pada saatnya kemacetan lalu lintas Jakarta dapat dikurangi.

Khusus untuk di Roxy, lanjut Rustam, pembangunan haltenya dihentikan sementara mengingat ada pembangunan flyover oleh Dinas Pekerjaan Umum (PU). “Di Roxy karena flyover dibangun terpaksa kita undurkan dulu pembangunan haltenya karena akan mubazir. Pembangunan flyover itu menurut PU diperkirakan hampir 1,5 tahun,” katanya.

Sebagai solusinya, kata Rustam, haltenya untuk sementara dipindahkan ke Jalan Suryopratomo. Dan di Suryopratomo pun tidak kita bangun halte baru. Rustam menambahkan, untuk pembangunan halte di koridor III di Jalan Daan Mogot yang melewati flyover memang mengalami kesulitan karena harus melakukan pelebaran jalan dimana kondisi jalannya menyempit akibat flyover tersebut.

Lebih lanjut Rustam mengungkapkan, dalam pemabangunan busway ini melibatkan empat instansi yaitu Dinas PU, Dishub, Pertamanan dan Penerangan Jalan Umum (PJU).

City to accept advise on busway

The Jakarta administration said it would use suggestions offered by experts from the New York-based Institute for Transportation and Development Policy (ITDP) to improve the busway service.

"We take the suggestions they gave us seriously ... some will be applied to our new busway corridors," Deputy Governor Fauzi Bowo said over the weekend.

He said extra doors would be added to the buses and shelters of the busway in order to cut down on the boarding time and the buses' stopping time.

Fauzi said the busway operator also would begin the trial run of an articulated bus on the Blok M-Kota busway corridor as part of efforts to boost the capacity of the system.

"An articulated bus is ready and the TransJakarta busway management is preparing a test run," he said.

He said the administration realized articulated buses were needed in order to accommodate more passengers on future busway corridors.

Adding second doors to every bus and shelter along the busway corridors and operating articulated buses were among the recommendations made by the ITDP during a meeting with Fauzi last Wednesday.

According to the ITDP's projections, adding additional doors would significantly shorten the current boarding time of 45 seconds to 22 seconds, in turn increasing the capacity of the buses to 6,000 passengers per hour per direction from the current 2,700 passengers per hour per direction.

The institute, which also provided technical assistance for the TransMilenio busway project in Bogota, Columbia, which Jakarta has tried to emulate, also recommended the use of articulated buses to further increase the capacity of the buses to 9,600 passengers per hour per direction.

ITDP executive director Walter Hook also faulted the city administration's failure to integrate the Senen railway station in Central Jakarta into the busway system, saying that failure would cause the system to lose between 20,000 and 25,000 passengers per day.

Commenting on the criticism, Fauzi said the administration would integrate the railway station into the busway system after it finished renovating the Senen area.

The administration plans to complete construction this year of two new busway corridors connecting Pulogadung in East Jakarta and Harmoni in Central Jakarta, and Harmoni and Kalideres in West Jakarta.

The administration began operating the first busway route in January last year, connecting Blok M in South Jakarta with Kota in West Jakarta.

City Transportation Agency head Rustam Effendy Sidabutar said the administration would complete the new busway routes by the end of December.

"At least 29 public bus routes with 302 buses will be affected by the new busway routes," Rustam said.

He said buses whose routes overlapped the busway corridors by at least 50 percent would be scrapped, but the operators would be given the opportunity to join the consortium operating the new corridors or to move their armada to other routes.

yep, as far as I know corridors 2 and 3 will be completed by the end of the year
Corridors 4,5,6 and 7 will start preliminery work this year. The govt has an ambitious plan to finish these 4 lines by 2007.

Its a shame that corridor 2 and 3 are delayed. I really hope that they are operational by end of year. Delays should not be tolerated, cos the busway program has been delayed a few times now (for the targeted completion of 11 lines, and now corridor 2 and 3).

On a positive note, its good to hear that they're improving the facilities, including putting articulated bus into service.

I really hope that the busway is the key to a good public transport in Jakarta and hopefully other cities in Indonesia.

Alvin, thansk for the info. If lines 2 & 3 are finhsed by the end of this year, and at least two lines of 4-7 by early 2007, then this will be a significant achievment. Passenger numbers should greatly increase once there is a basic network beyond the first 3 lines.

Pembiayaan Busway Direncanakan Secara Multiyears pada 2006




Pemerintah Propinsi (Pemprop) DKI Jakarta mengharapkan kepada Dewan Perwakilan Rakyat Daerah (DPRD) DKI Jakarta agar pembiayaan busway dilakukan secara multiyears. “Begitu anggaran didapat, saya harapkan bulan enam ini sudah mulai dicairkan dan bisa dijalankan melalui mekanisme tender,” jelas Sutiyoso kepada wartawan usai shalat Jumat di Balai Kota, Jumat (24/5).

Sutiyoso mengatakan, mulai tahun 2006 mendatang, Pemprop DKI Jakarta meminta kepada DPRD DKI Jakarta agar merencanakan pembiayaan busway secara multiyears karena melihat kondisi kemacetan Jakarta yang semakin parah. “Kalau busway sudah dapat dibangun banyak koridor itu secara otomatis orang akan meninggalkan mobil pribadi,” ujar Sutiyoso.

Disamping busway tersebut kata Sutiyoso, pembangunan monorel juga terus berjalan sehingga diharapkan pada tahun 2007 dapat beroperasi dan 15 koridor busway telah dibangun maka akan sangat membantu mengurangi kemacetan lalu lintas kendaraan di Jakarta. “Saya juga akan mengimbangi dengan peraturan-peraturan pembatasan kendaraan pribadi seperti yang dilakukan oleh kota-kota besar di dunia,” katanya.

Adapun untuk masalah bahan bakar gas yang akan diterapkan pada busway, Sutiyoso menjelaskan, Pemprop DKI telah menawarkan kepada swasta melaui tender yang kompetitif.

Ketika ditanya wartawan tentang adanya kemungkinan terhambatnya operasi busway koridor II dan III pada akhir 2005 ini karena belum tersedia armadanya oleh konsorsium, dengan tegas Sutiyoso membenarkan pernyataan tersebut. “Kemarin yang saya cek. Dan kemarin itu kan belum menyangkut koridor II dan III tetapi adalah kemarin yang diekspos feeder dan saya minta segera dibangun dan ditata kembali. Memang ini merubah sistem, dulu setiap koridor berjalan masing-masing diintegrasikan dan trayek itu harus dirubah lagi, disesuaikan dengan kondisi yang ada,” ujarnya.

Lebih lanjut Sutiyoso mengatakan, pekan depan, dirinya menginstruksikan kepada Dinas Perhubungan untuk mengekspos masalah busway koridor II dan III.

The new busway routes are unlikely to start operations by the year-end deadline because the Jakarta administration has yet to start constructing the compressed natural gas (CNG) stations for the buses.

"I have the impression that the relevant city officials have failed to accomplish their tasks on time ... I know that there is a lot of work to do, which is still incomplete," Jakarta Deputy Governor Fauzi Bowo told The Jakarta Post at City Hall after Friday prayers.

Fauzi slammed the officials in charge, calling them incompetent and unable to work to schedule.

"What a waste. We had even sent them to study at higher education institutes. Unfortunately, they have failed to perform."

Assistant to the city secretary for development affairs Hari Sandjojo said the administration had not yet appointed any private companies to help finance the construction of the CNG network.

"So far, we are still selecting the companies, who are interested in investing in the CNG supplies," Hari told the Post.

Four private companies have expressed interest in building gas networks connecting the city's existing CNG pipeline to the two planned CNG stations on Jl. Perintis Kemerdekaan in North Jakarta and at Rawabuaya, West Jakarta. The two CNG stations will cater for 200 buses on routes linking Pulogadung in East Jakarta to Harmoni in Central Jakarta and from Harmoni to Kalideres in West Jakarta.

Earlier in April this year, the administration, state oil and gas company PT Pertamina and gas distributor PT PGN signed a memorandum of understanding to supply CNG to the busway, as part of efforts to gradually replace high emission-vehicles using gasoline with CNG-powered ones, which have lower emissions.

The MOU is also a follow-up of the plan to require all public transportation vehicles to use CNG in order to reduce air pollution in Jakarta --the world's third-most polluted city after Mexico City and Bangkok, in line with the implementation of Bylaw No. 2/2005 on air pollution control endorsed in February.

Meanwhile, Jakarta Transportation Agency head Rustam Effendy Sidabutar revealed that a consortium of local companies in charge of procuring the buses, was currently ordering chassis from a private company in South Korea.

"It has ordered for the first round, 71 chassis out of the planned 200 for the buses. Those chassis will be reassembled at the New Armada workshop in Magelang, Central Java," Rustam said.

They should create smaller municipalities in Jakarta and get rid of this over-arching system where incompetent officials are allowed to spend their entire lives in the administration. The officials should be directly accountable to the smaller areas that they are responsible for. That way the people will kick out their bosses if they don't get the job done.

looking at america's history.. it dont think corruption is going ot end as fast. from what ive heard, indonesia's coruption ness seems to resemble america in the 1930s, the gilded age, with bosstweed's political machine, tammaney hall, and al capone and how the police were powerless agains thim and aaaaaalll that jazz. taht would be coruption at it worst, which would be the same level indonesia is at right now.. corruption continued to haunt america up to the water gate scandal in the early eighties with nixon... and thats like fifty years.. so id say that itd take htat long for corruption to end in indo. maybe less..

I tried that busway once. Very very fast. Up to 100 Km/h speed. The route start from city until a shopping center in suburban. The bus can run on normal road and guided rail as above. Once the bus enter the rail, a special wheel will control the steering, become automatic bus!

I was hoping transjakarta busway will be build like this. But now I think it is impossible.

This is my personal observation and conclusion: In Adelaide, those guided rail is located inside isolated space, far from people etc (most of them inside parks, above waters). At first I thought it was for beauty. But then I realize it was for safety. Imagine a bus that run at 100Km/h and somehow a rock is in the path. A train will easily crush the rock. Bus is not as heavy as a train, so it might jump, causing derailment.

light train (tram, MRT) will require more expensive investment in infrastructure and rolling stock.

busway track might look expensive but no need for overhead cables, signalling etc. track maintenance is simpler, no need for special balast train etc. station can be just a bus stop. rolling stock is normal bus with simple modification.

oh, adelaide does not have an MRT system. their commuter train train still diesel not electric. their main public transport is bus network. so busway can be easily intregated to existing system.

they do have light rail in form of tram, it goes from central to the beach. the tram looks like the old Jakarta tram.

hum... not really. tram usually run on normal streets. thus, like busway, they use part of road for themselves. so, in a way, it promote traffic jams. but because usually there is no barrier between tracks and roads, due jams, cars enter this part of roads and blocking trams. this usually happen during peak hours. but of course, public transport like this promote people not to use cars - but in practice, it is not always happens.

joko, those melbourne trams is the old stocks. the new one much nicer and faster. some of the new one even 5 carriages long!! :eek2:

Yes, I saw some of the new Melbourne trams like the third pic. I took all those pics 4 months ago...
the green one is typical Melbourne tram, I like it, you can see on post cards and miniatur tram souvenirs.
Around the city there is maroon tram, it's free, like in Adelaide around the city free bee line bus . Poor everything has to pay in Sydney..no free ride around the city....
The busway in Adelaide between city and Tea Tree plaza (Tea Tree suburb) and the tram is very old, funny and noisy... serves city to Glenelg

TransJakarta!- Rekor penumpang harian bus Transjakarta (Tije), kembali pecah. Peristiwa ini terjadi Rabu (29/6) lalu, penumpang yang terangkut sebanyak 69.135 orang. Kepala BP TransJakarta, Irzal Z Djamal memaparkan, ledakan penumpang itu terjadi karena siklus bulanan dan naiknya animo penumpang. ”Itu akhir bulan, banyak warga Jakarta yang pergi berbelanja dan jalan-jalan,” ujarnya.

Hari itu, penumpang tertinggi berada di Terminal Blok M sebanyak 13.988 orang. Lalu, penumpang di Stasiun Kota berada di posisi ke dua dengan penumpang sebanyak 10.636 orang. “Posisi jumlah penumpang tertinggi kedua ada di Sawah Besar sebanyak 4.217 oran,” tambahnya.

Rekor penumpang kali ini, naik seribu orang dari rekor sebelumnya yang terjadi pada Rabu (4/5) lalu yang mengangkut penumpang sebanyak 68.067 orang. “Rekor ini juga memacahkan rekor penumpang sebelumnya pada Senin, 8 November 2004, sebanyak 67.428 orang,” tambah Irzal.

Yang pasti, Irzal mengaku gembira dengan kenaikan jumlah penumpang itu. “Yang pasti, kita akan berusaha meningkatkan pelayanan, agar pertumbuhan penumpang terus terjadi,” tutur mantan Asisten Pembangunan Pemprov DKI Jakarta ini.

Untuk tambahan informasi, rekor penumpang bulanan tertinggi berada di bulan Juni ini sebanyak 1.709.919 orang. Rekor sebelumya ada di bulan April 2005, 1.658.903 orang. Lalu, posisi ketiga berada di bulan Desember 2004 hanya 1.638.415 orang, sedangkan posisi keempat berada di bulan Maret 2005 dengan jumlah 1.631.278 orang. (*)

tata, actually a rail line was considered but a mixture of cost benefits, environmental issues (part of the line uses a creek corridor) and politics (new mass transit system for small Australia city - well smaller than others with 1 million people) meant that the O-Bahn system was chosen.

In the end it has work out very well. There is a website (http://www.adelaidemetro.com.au/guides/obahn.html) for further info.

There are some interesting facts on the website ;

- At 12 kilometres long, the Adelaide O-Bahn is the longest and fastest guided bus service in the world, travelling at speeds up to 100km/h.
- More than 7 million passengers a year, including local, interstate and overseas visitors use the O-Bahn. The system is capable of moving 18,000 people an hour in each direction.
- The busway consists of 5,800 sleepers, 5,600 pylons drilled to a depth of 3 metres, 4,200 track pieces, 25 bridges, 8 pedestrian overpasses and a 60 metre-long tunnel.
- Compared with equivalent rail systems, the O-Bahn is almost 50 per cent cheaper to operate while providing a faster, more flexible service than many other transit systems.
- At the time of building, the entire O-Bahn project, (including the bus fleet) cost $98 million.

tata, is that confirmed? The last article I read only indicated that they're considering articulated bus and more than one door on each station. I personally think that a single door per station is not going to be enough. Hope they do sth about line 1 too.

City company to launch CNG-powered busway in December

The city administration said on Wednesday that the second and third busway corridors would start operating in December, despite delays in their construction due to financial problems.

"We are sticking to the original plan of launching the corridors in December," Jakarta City Secretary Ritola Tasmaya told reporters at City Hall.

Fears have been increasing that the two corridors -- Pulogadung-Harmoni and Harmoni-Kalideres -- would not be completed on time due to delays in the disbursement of funding from the city administration.

Ritola said that 71 buses, powered by compressed natural gas (CNG), would initially serve the two routes starting in December.

The city administration would build natural gas pipelines to keep the buses fueled in cooperation with state CNG supplier Perusahaan Gas Negara (PGN).

Two CNG stations would be built along the two busway routes -- one at Rawabuaya in West Jakarta and another on Jl. Perintis Kemerdekaan, East Jakarta.

"We are now asking for help from the Agency for the Assessment and Application of Technology (BPPT) to appoint one of four private sector firms to operate the CNG system," said Hari Sandjono, the assistant to the city secretary for development affairs, without naming the firms.

Hari said the BPPT would make the final decision on the appointment of the CNG operator in mid-August.

Meanwhile, PT Trans Batavia, the consortium that will operate the new busways, confirmed that the buses on the new routes would use CNG and said that 71 buses with CNG engines had been ordered from South Korean busmaker Daewoo.

"The buses will arrive next month," said I Gusti Ngurah Oka, an advisor to the board of directors of Mayasari Bakti, which controls 50 percent of the shares in the consortium.

Aside from Mayasari Bakti, the consortium consists of three other bus companies -- Steady Safe with 23 percent of the shares, state bus company PPD with 22 percent and PT Metromini with 5 percent.

Unlike the buses plying the city's first busway corridor from Blok M in South Jakarta to Kota in West Jakarta, which have manual transmissions, the new buses will have automatic transmissions so that the drivers will find them more comfortable and easy to drive, Oka said.

During the first days of the first busway route's operation in January of last year, many of the buses transmissions were damaged as some drivers used the same gear while driving between bus stops due to the relatively short distances between them.

Trans Batavia said that during the start-up phase, 71 buses would serve the new routes, but that the number would gradually be increased to 204.

The Jakarta administration plans to transform TransJakarta Busway Management (BP TransJakarta), a non-structural organization under the city administration, into a corporate entity in order to boost flexibility in handling the proposed 15 busway corridors in the capital.

A lot of people working in government like to say 'Saya minta pengarahan dari Bapak' (I need direction from you sir). I have experience dealing with these kind of people, I had to prepare to-do list A, B, C, D.... next and next and next. And intensive monitoring is a must, once missed they're lost. They couldnt take initiative *sigh*.

The same thing with Busway project, for line 1 Sutiyoso was really involved and 'put his hands' on it and it's done. But he can't afford spending all his time only on busway project, he got a million things to do. His subordinates must do it.

Hopefully now it's getting better. Kan jaman reformasi katanya, masa' sih mau kayak jaman dulu mlulu :D

I hope Sutiyoso understands the importance of expanding the busway network to the promised 15 lines. If we had 15 busway lines operating in Jakarta, then that is sufficient as a mass rapid transportation network for the city...upgrade to subway in the future when demand so requires and when we have enough funds..but i think busway is sufficient for the next 10 years or so.

Pembebasan Lahan Sesuai NJOP Dimulai Pekan Depan

Jakarta, Kompas - Sebagian warga tetap menolak pembebasan lahan untuk busway koridor II. Pemerintah Provinsi DKI Jakarta pun menempuh penerapan Peraturan Presiden Nomor 36 Tahun 2005 sebagai jalan keluar.

Busway koridor II menghubungkan Pulo Gadung-Harmoni. Saat ini pembangunannya masih terkendala berbagai hal, di antaranya pembebasan lahan di Jalan Perintis Kemerdekaan.

Lahan yang akan dibebaskan, persisnya sepanjang 1,3 kilometer dari Lapangan Bermis menuju Terminal Pulo Gadung. Pembebasan lahan itu direncanakan dengan lebar 20 meter milik puluhan warga yang membuka berbagai macam usaha di tempat itu.

Jalur tersebut terpaksa harus dibebaskan karena keadaannya yang menyempit, dimulai dari Lapangan Bermis hingga Terminal Pulo Gadung. Pada bagian jalan sebelumnya dari arah Senen, Jalan Perintis Kemerdekaan itu cukup lebar, dengan masing-masing jalur memiliki jalur cepat dan jalur lambat.

Pembebasan

Pelaksanaan pembebasan lahan itu hingga kini tidak bisa berjalan sepenuhnya. ”Saat ini diperkirakan 60 persen warga yang bersedia menerima ganti rugi pembebasan sesuai NJOP Rp 1,9 juta per meter persegi,” kata Kepala Dinas Pekerjaan Umum Fodly Misbach, Kamis (21/7).

Lebih lanjut, Fodly mengatakan, pembayaran ganti rugi itu akan dimulai pekan depan oleh Wali Kota Jakarta Utara. Selebihnya, bagi warga yang menolak pembayaran sesuai dengan nilai jual obyek pajak (NJOP) tersebut, pemerintah mulai menerapkan Peraturan Presiden (Perpres) Nomor 36 Tahun 2005 tentang Pengadaan Tanah bagi Pelaksanaan Pembangunan untuk Kepentingan Umum.

Perpres yang diterbitkan pada 3 Mei 2005 ini memungkinkan bagi ”pemaksaan” terhadap warga melepas hak atas tanahnya demi kepentingan umum. Dalam hal ini kepentingan umum yang dimaksudkan adalah busway koridor II.

”Musyawarah penetapan harga untuk ganti rugi lahan berlangsung 90 hari sejak Mei lalu (setelah penerbitan Perpres No 36/2005—Red) dan sekarang hampir selesai. Bagi warga yang masih menolak pembayaran ganti rugi, pemerintah akan menitipkannya ke pengadilan negeri,” kata Fodly.

Berdasarkan mekanisme Perpres 36/2005, seandainya tidak tercapai kesepakatan ganti rugi dengan warga, panitia penyelenggara sarana kepentingan umum itu dapat menitipkan nilai ganti rugi berdasarkan berbagai pertimbangan yang berlangsung selama musyawarah penetapan harga selama 90 hari sebelumnya.

Asmani, satu di antara warga yang menolak ganti rugi sesuai NJOP sebesar Rp 1,9 juta per meter persegi, mengatakan, kalau urusan sudah sampai di pengadilan, pastilah warga kalah.

Tetapi ia tetap mengimbau agar pemerintah bijaksana dalam mempertimbangkan besaran ganti rugi agar di kemudian hari tidak menyengsarakan warga yang terkena busway.

Busway offers school visits

JAKARTA: TransJakarta wants more elementary school students to use its busway routes and is offering to visit schools to promote the idea of safe and efficient public transport, the company says.

Company general manager Irzal Djamal said the staff from the company would share their experiences with children about riding busway buses.

Staff would explain the company's vision for public transport and educate children on how to travel politely and safely, he said.

The company had transported more than 2,000 students to and from elementary schools since January.

"We normally prepare a tour guide to help children learn more about the transportation," Irzal said.

Tujuh Kontraktor Bangun Jalan Koridor III ”Busway”

Jakarta - Tujuh kontraktor bakal membangun jalan koridor III busway sepanjang Harmoni Jakarta Pusat ke Kalideres Jakarta Barat. Sedang, pembangunan jalan koridor II busway dari Pulogadung Jakarta Timur ke Harmoni Jakarta Pusat sudah dilaksanakan, tinggal sedikit lagi karena lahan sepanjang 1,5 km di Jl Perintis Kemerdekaan belum dibebaskan.
Kepala Dinas Pekerjaan Umum (DPU) DKI Jakarta, Fodly Misbach menegaskan hal ini kepada SH, Senin (25/7) sehubungan dengan rencana Pemda DKI Jakarta mengoperasikan busway koridor II dan III pada akhir tahun 2005. Di lapangan, jaringan jalan itu belum rampung.
Menurutnya, pembangunan koridor III melibatkan tujuh kontraktor agar cepat selesai sehingga pada akhir tahun 2005, busway bisa dioperasikan. Jalur sepanjang Harmoni-Kalideres dibagi dalam tujuh bagian dan dikerjakan tujuh kontraktor agar cepat selesai dan dapat dioperasikan akhir tahun 2005.

Jakarta - Tujuh kontraktor bakal membangun jalan koridor III busway sepanjang Harmoni Jakarta Pusat ke Kalideres Jakarta Barat. Sedang, pembangunan jalan koridor II busway dari Pulogadung Jakarta Timur ke Harmoni Jakarta Pusat sudah dilaksanakan, tinggal sedikit lagi karena lahan sepanjang 1,5 km di Jl Perintis Kemerdekaan belum dibebaskan.
Kepala Dinas Pekerjaan Umum (DPU) DKI Jakarta, Fodly Misbach menegaskan hal ini kepada SH, Senin (25/7) sehubungan dengan rencana Pemda DKI Jakarta mengoperasikan busway koridor II dan III pada akhir tahun 2005. Di lapangan, jaringan jalan itu belum rampung.
Menurutnya, pembangunan koridor III melibatkan tujuh kontraktor agar cepat selesai sehingga pada akhir tahun 2005, busway bisa dioperasikan. Jalur sepanjang Harmoni-Kalideres dibagi dalam tujuh bagian dan dikerjakan tujuh kontraktor agar cepat selesai dan dapat dioperasikan akhir tahun 2005.

kayaknya sih bukan pekarangan rumah. Itu di satu jalan yg kena pembebasan, banyak tempat jualan kayu2 bekas. Jadi kayaknya yg kena itu bukan rumah tapi tempat jualan.

TransJakarta balks at buying pricey new Busway buses

TransJakarta Busway (BP TransJakarta) revealed Tuesday that the new buses proposed by the consortium of private bus operators, PT TransBatavia, would cost Rp 1.5 billion (approximately US$153,000) each.

The price is almost twice the amount of the buses procured for the first busway corridor, which ranged between Rp 821.7 million and Rp 846.5 million.

"We think that the bus price proposed by the consortium is too high. Higher bus costs simply mean a higher allottment from the city budget," TransJakarta manager Irzal Z Djamal stated in a hearing with the City Council's commission D that oversees transportation and development affairs.

Irzal said his firm had written to Governor Sutiyoso to ask if he would approve the high price of the buses as well as the brand to be used, Daewoo.

The city transportation agency has recommended the use of compressed natural gas-fueled buses made by South Korean firm for the new busway project.

"We need the (Governor's) approval as a legal basis for us to follow up on the contract with TransBatavia, the company that will manage the buses on the second and third busway routes," Irzal said.

He also added that it was doubtful that Daewoo was the only producer that could provide buses with the specifications required by the transportation agency.

It was necessary to have all things considered to evade legal problems as the Corruption Eradication Commission was currently investigating alleged corruption in the procurement of the buses for the first corridor, Irzal said.

"We also anticipate looming maintenance problems during the operation of the new buses since Daewoo has no authorized dealer here," he added.

Irzal also said that the consortium had estimated that it would charge the administration between Rp 16,000 and Rp 18,000 per kilometer for each bus in the first five years of operation. In the first busway project, the charge was only Rp 6,400 per kilometer.

"Of course, we won't be able to pay the huge charges with the revenue we obtain from the sold tickets unless we raise significantly the fares or provide a much bigger subsidy," he said.

TransBatavia president director Azis Rismaya Mahfud said that his company would not be able to provide the buses before the busway's scheduled opening in December this year due to some major lingering problems.

"We need a contract with BP TransJakarta to make a deal with Daewoo as well as to get loans from banks," he said in the hearing with the commission earlier on Tuesday.

He said that the launch of the new busway project would be delayed until "March next year at the earliest."

TransBatavia groups four companies, which routes are being affected by the new busway: Mayasari Bakti with 50 percent of shares, Steady Safe with 23 percent of shares, state bus company PPD with 22 percent and PT Metromini with 5 percent.

After launching the first busway corridor along Blok M in South Jakarta to Kota in West Jakarta early last year, the administration is finalizing the development of the second and third of the busway routes from Pulogadung in East Jakarta to Harmoni in Central Jakarta and Harmoni to Kalideres in West Jakarta.

Jakarta Governor Sutiyoso said Thursday that his administration would remove bus companies that have bad loans with banks from a consortium in charge of developing the city's new busway routes.

"We will verify whether they (the companies) have bad debt. If they do, we will replace them with other firms," Sutiyoso announced at City Hall on the sidelines of a meeting with city leaders on the launch of a campaign against thug gangs in the capital.

He was commenting on a report that two members of the TransBatavia consortium, which will be in charge of the busway Corridors II and III -- PT Mayasari Bakti and PT Metromini -- had failed to repay outstanding loans from city-owned Bank DKI.

Corridor II will stretch from Pulogadung in East Jakarta to Harmoni in Central Jakarta, while Corridor III from Harmoni to Kalideres in West Jakarta. They are expected to begin operation early next year.

According to a letter sent by Bank DKI to Bank Indonesia dated July, 5, 2005, Mayasari owes the bank Rp 22.7 billion (US$2.5 million), while Metromini still owes Rp 16 billion to Bank DKI.

The loans, which Bank DKI classifies as bad debts, were part of liquidity loans given to public transportation firms between November and December 1999 with a low interest of 6 percent.

Mayasari and Metromini have refused to comment on the report, but did make the assertion that the loans were taken out by the previous owners.

"We will require those companies to repay their respective obligations first," he stressed.

Aside from PT Mayasari Bakti and PT Metromini, which have 50 percent and 5 percent of shares, respectively, the consortium also groups two other companies whose routes are being affected by the new busway routes -- Steady Safe with 23 percent and state bus company PPD with 22 percent.

He also said he had not been informed about the consortium's proposal to buy Daewoo buses from South Korea at the price of Rp 1.5 billion each for Corridors II and III -- roughly twice the price of the buses used for the first busway route of between Rp 821.7 million and Rp 846.5 million.

TransBatavia said Tuesday that it had proposed compressed natural gas-fueled buses made by South Korean firm Daewoo for the new buses.

The Daewoo buses reportedly have automatic transmissions with 11,000-cc engines that produce 290 horsepower.

"Of course, we will re-check whether such a price is proper," he asserted.

TransJakarta Busway Management (BP TransJakarta) head Irzal Z Djamal had said that the price too high.

"The administration has to dig deeper into its wallet to pay for a higher ticket-price subsidy or raise ticket prices," he said without elaborating on the details of the expected subsidy or revenue from the tickets.

He said that TransBatavia had recommended a distance-based ticketing system for the new busway projects to keep the subsidy costs from increasing too much, if it stuck with the flat ticketing system.

The second busway corridor from Pulogadung in East Jakarta to Harmoni in Central will be 13.4 kilometers long, while the third route from Harmoni to Kalideres in West Jakarta is 18 kilometers, as compared to the current 12.9-kilometer route from Blok M in South Jakarta to Kota in West Jakarta.

PT TransBatavia president director Azis Rismaya Mahfud acknowledged that his company would not be able to provide the buses ahead of the schedule of the busway operation in December this year due to financial problems, saying it would likely launch the busway project in March 2006.

He was asked to comment on a statement made by the consortium of bus operators, PT TransBatavia, that it would not be able to procure the buses ahead of the schedule amid glaring financial problems shrouding some of the consortium members.

Two of four companies grouped in TransBatavia, PT Mayasari Bakti and PT Metromini, which hold 50 percent and 5 percent shares respectively, have bad debts with city-owned Bank DKI.

Mayasari owes the bank Rp 22.7 billion, while Metromini has Rp 16 billion in bad debts owed to Bank DKI.

The outstanding loans that have turned into bad debts are part of the liquidity scheme given to public transport enterprises between November and December 1999 with a low interest rate of 6 percent.

"I have stressed that we would leave them (the companies) behind and replace them with other operators should they obstruct the implementation of the project," Sutiyoso asserted.

Besides Mayasari and Metromini, other companies in the consortium are Steady Safe with 23 percent shares and state bus company PPD with 22 percent.

City Secretary Ritola Tasmaya revealed that the administration would use existing diesel-fueled buses for the maiden ride.

"We have at least 30 buses we've procured as a backup fleet for the first corridor. We will use them until the new CNG-fueled buses are ready," he said.

TransBatavia president director Azis Rismaya Mahfud said that the CNG-fueled buses would only be ready for operation in March next year at the earliest.

He complained that the CNG-fueled buses that the administration stipulated had made the procurement of the buses more expensive.

The consortium has proposed the procurement of the first batch of 126 buses, each priced at Rp 1.5 billion. The bus produced by South Korean firm Daewoo, will have automatic transmission. It also has 290 horsepower from its 11,000 cubic centimeter engine, to carry the weight of the bus, which also include seven big CNG tanks.

Sutiyoso's administration has been eager to use CNG as part of campaign to use alternative sources of energy and to help reduce air pollution in the world's third most polluted city.

New firms invited to join busway consortium

TransJakarta Busway Management (BP TransJakarta) says that firms interested in taking part in the operation of the busway project still have the chance to join consortium TransBatavia.

"The City Transportation Agency has granted four bus operators whose routes are affected by new busway routes roles in the operation of the busway, but will also leave other parts to new companies wanting to participate in the project," Irzal Z. Djamal said over the weekend.

BP TransJakarta is the board assigned by the city administration to oversee the entire busway project.

The new companies, he said, would also be in charge of the procurement of buses, like TransBatavia's role in the project.

"Ideally, the new busway routes will be served by 204 buses. At least 126 buses will be purchased by four companies grouped in the TransBatavia, while the remaining 78 will be provided by the new companies," he said.

The four companies grouped in TransBatavia are PT Mayasari Bakti with the lion's share of 50 percent in the consortium, followed by Steady Safe with 23 percent, state bus company PPD with 22 percent and PT Metromini with 5 percent.

After successfully launching the first 12.9-kilometer busway route from Blok M in South Jakarta to Kota in West Jakarta early last year, the administration has now finalized the development of the second and third busway corridors.

The second corridor links a 14-kilometer route from Pulogadung in East Jakarta to Harmoni in Central Jakarta, while the third is 19 kilometers in length, stretching from Harmoni to Kalideres in West Jakarta.

The administration plans to develop 15 busway corridors by 2010.

Bus routes changed to adjust to busway

The Jakarta Transportation Agency has decided to change 11 regular and air-conditioned bus routes in order to harmonize them with the Blok M-Kota busway corridor.

Agency head Rustam Effendy Sidabutar told reporters at City Hall on Monday that transportation companies had also requested the route changes due to a major drop in the number of passengers following the launch of the city's first busway corridor in January 2004.

"The changes were made as the bus operators whose routes run parallel to the busway have complained of a sharp decline in passengers due to the operation of the busway," Rustam said.

The changes will take effect on Wednesday morning.

No figures are available on how severely regular bus services have been hit since the opening of the busway.

However, most passengers traveling between Blok M and Kota now use the busway.

The number of passengers using the busway has risen to an average of 45,000 people daily from only 28,000 during in mid-January last year.

Rustam said that besides changing the routes of regular and air-conditioned buses, his agency was also shortening a number of bus routes in response to requests made by bus operators.

"Some bus operators have asked for shorter routes as they are experiencing difficulties with the longer routes due to worsening traffic congestion in the capital," he said.

He said it now took three hours for a bus to traverse the Bekasi to Kalideres route, three times longer than five years ago.

With the introduction of the shorter routes, he said, the agency would no longer tolerate bus crews stopping in mid-route and turning around to increase their passenger load.

It has long been common for bus crews to dump passengers before reaching the end of the route in order to avoid heavily congested areas or to increase their passenger loads. This is because most bus crews are paid a percentage of their daily takings.

"We will also ensure that air-conditioned buses stop only at designated bus shelters to shorten the intervals between buses so that passengers don't have to wait too long," Rustam added.

I am not sure how the new lines will open and be able to run effcetively with only the 30 'reserve' buses from line 1, especially given the stated need of 204 buses!, but I guess at least that it means it opens by the end of the year.

i read recently that they decided to use ALL 100 buses to cover for the influx of passengers using the busway line 1 due to recent changes of the bus routes. If this is so, there won't be any more reserve buses for lines 2 and 3 and so - I think this is the more likely scenario - we might just have to wait longer.

Operators provide busway feeders

JAKARTA: Three bus operators have agreed to become official feeders for the busway operating from Blok M in South Jakarta to Kota in West Jakarta.

TransJakarta busway management spokesman Anjar Aedi said on Wednesday that the three operators were state-owned PPD, Mayasari Bakti and Steady Safe.

"Passengers can now use feeder service tickets ... The bus operators will warn crews who reject the tickets," he said, adding that the agreement had been reached in a meeting between the busway management, the City Transportation Agency and the bus operators.

Although the busway established an integrated ticketing system with feeder buses earlier this year, bus crews have been reluctant to accept feeder service tickets, preferring cash from passengers.

Anjar announced that the number of busway passengers had increased by some 400 per day since the transportation agency scrapped 12 city bus routes along the corridor last week. -- JP

Jakarta, Kompas - Meski ditargetkan akan beroperasi Maret 2006, operasionalisasi busway koridor II (Pulo Gadung-Harmoni) dan koridor III (Kalideres-Harmoni) makin tidak pasti. Dalam dua hari Rabu dan Kamis (1/9) lalu, pertemuan antara Badan Pengelola Transjakarta dan PT Trans Batavia sebagai operator busway koridor II dan III juga dibatalkan.

Padahal, pertemuan itu rencananya akan membahas kontrak persetujuan Badan Pengelola Transjakarta Trans Batavia yang masih terganjal belum adanya akta notaris pendirian perusahaan Trans Batavia.

"Badan Pengelola (BP) Transjakarta tetap menunggu penyerahan akta notaris pendirian PT Trans Batavia untuk menunjukkan badan hukum perusahaan yang bersangkutan. Sehingga, di kontrak dengan BP Trans Batavia dapat dilakukan secara sah," kata Kepala Humas BP Transjakarta Ajar Aedi, Kamis lalu.

Sejak menerima surat tertanggal 25 Juli lalu dari konsorsium empat perusahaan yang akan menjadi operator busway II dan III, BP Transjakarta sudah mensyaratkan agar ada akta notaris pendirian perusahaan operator tersebut. Keempat perusahaan yang bergabung dalam konsorsium bernama PT Trans Batavia itu adalah Mayasari Bhakti, Steady Safe, PPD, dan Metro Mini.

Sementara itu, Direktur PT Trans Batavia Azis Rismaya Mahfud mengatakan, tiga dari empat perusahaan anggota konsorsium itu sebetulnya sudah menandatangani akta notaris pendirian PT Trans Batavia. Ketiganya adalah Mayasari Bhakti, Steady Safe, dan Metro Mini. Sedangkan PPD belum menandatangani akta karena jajaran direksi perusahaan itu masih menunggu keputusan dari Kantor Menteri Negara BUMN untuk persetujuannya.

Menurut Kepala BP Transjakarta Irzal Z Djamal, tanpa ada akta notaris pendiriannya, PT Trans Batavia bisa dikatakan tidak berbadan hukum. Dengan demikian, Transjakarta tidak dapat mengikatkan diri dalam suatu kontrak kerja sama.

"Apalagi hal ini menyangkut pembiayaan operasionalisasi busway koridor II dan III yang sangat tinggi," kata Irzal.

Saat ini diperkirakan kebutuhan unit bus untuk koridor II dan III sebanyak 204 unit. Dengan kualifikasi berbahan bakar gas, PT Trans Batavia sudah menyampaikan rencana harga bus tersebut untuk disetujui BP Transjakarta sebesar Rp 1,62 miliar per unit.

BP Transjakarta yang saat ini mengoperasikan busway koridor I (Blok M-Kota) akan bertindak sebagai regulator untuk koridor busway II dan III, di antaranya memberikan persetujuan untuk rencana-rencana yang akan ditempuh perusahaan operatornya.

Surplus

Menurut Irzal, untuk tahun 2005, BP Transjakarta sudah memperoleh pendapatan dari pengelolaan busway kordior I melampaui biaya operasionalnya. Hingga Juli lalu, biaya operasional yang meliputi pembayaran operator bus, tiket, dan jasa pengamanan Rp 21,786 miliar, sedangkan pendapatannya mencapai Rp 28,62 miliar.

Adapun total pendapatan dengan yang diperoleh tahun 2004 lalu menjadi Rp 69,771 miliar. Menurut Irzal, dana itu langsung diserahkan ke kas daerah Provinsi DKI Jakarta. (NAW)

one thing for sure, Jakarta traffic even worst nowadays as most of the transportation project going on (Monorail, transjakarta). Once Line 2 & 3 operate, i will let my car rest in garage and get benefit from this public trans. ;)

Sutiyoso tows to improve public transportation

Governor Sutiyoso is seeking to raise the city budget to Rp 16.98 trillion (US$1.69 billion) in 2006 in order to finance ambitious transportation and flood mitigation projects.

Speaking during the submission of the city's working plan for 2006 to the City Council, Sutiyoso listed 15 projects that would get priority in 2006, including transportation, flood mitigation and housing for low-income people.

The city's 2005 budget stood at Rp 14.01 trillion.

Sutiyoso said on Friday that he would like to allocate Rp 4.06 trillion or 24.3 percent of the total proposed 2006 budget for 15 key programs.

"Next year's key programs are directly related to the interests of the public -- they are monumental, large-scale and urgent for the improvement of the people's welfare," he said.

In the 2005 budget, the city administration allocated Rp 2.82 trillion for 13 key programs.

Under Sutiyoso's proposal, the transportation sector will receive the largest amount of budgetary funds -- Rp 876.7 billion for busway projects, Rp 155 billion for mass rapid transit (MRT) facilities and Rp 166 billion for the construction of underpasses and flyovers.

The city plans to develop two busway corridors in 2006 -- corridor IV from Pulogadung in East Jakarta to the Hotel Indonesia traffic circle in Central Jakarta, and corridor V from Kampung Rambutan to Kampung Melayu, both in East Jakarta.

Corridor I stretches from Blok M in South Jakarta to Kota in West Jakarta, corridor II from Pulogadung to Harmoni in Central Jakarta, and corridor III from Harmoni to Kalideres in West Jakarta.

The city allocated Rp 515 billion for the construction of corridors II and III, which are expected to be completed early next year.

The budget allocation for the MRT project would be used to acquire land. The MRT project itself will stretch from Lebak Bulus in South Jakarta to the National Monument (Monas) park in Central Jakarta.

Meanwhile, flood mitigation projects will receive the second largest allocations -- Rp 500 billion for land acquisition for the East Flood Canal project, and Rp 315 billion for dredging up the city's rivers.

The construction of the East Flood Canal is set for completion in 2007, but the project is facing serious problems, particularly in terms of land acquisition. This year the city allocated Rp 450 billion for land acquisition for the project.

Another priority program is in the housing sector. The city has allocated Rp 360 billion for the construction of 3,000 units of low-cost apartments and for the improvement of sanitation in crowded residential areas.

Other key programs include the construction of a seaport in Muara Angke in North Jakarta, the relocation of street vendors, waste management, the expansion of green spaces, micro-credits for subdistrict residents, public service improvement, the renovation of schools and health services for the poor.

Sutiyoso said he expected the economy to grow by 6.13 percent in 2006 as compared to 5.24 percent this year, while the inflation rate would remain at this year's rate of 8 percent.

BP TransJakarta Ajukan 5 Produsen Bus BBG

JAKARTA - Badan Pengelola (BP) TransJakarta telah selesai mengkaji produk pembanding bus berbahan bakar gas (BBG) untuk armada bus jalur khusus (busway) koridor II (Pulogadung-Harmoni) dan koridor III (Kalideres-Harmoni).

Menurut Kepala BP TransJalarta, Irzal Djamal, ada lima perusahaan yang masuk dalam kajian untuk dibandingkan dengan bus berbahan bakar gas produksi Daewoo, Korea. Hasil kajian tersebut, sudah diajukan ke PT Trans Batavia, Rabu (14/9).

"Saya belum bisa menyebutkan nama mereknya. Tapi kelima perusahaan bus itu, ada yang dari Eropa, Cina, Brazil, dan India," kata Irzal, kepada Pembaruan, di Jakarta, Kamis (15/9).

Dia mengatakan, dengan hasil kajian tersebut, PT Trans Batavia selaku konsorsium pengadaan busway koridor II dan III, dapat membandingkan produk dari kelima perusahaan tersebut, dengan produk Daewoo dari Korea yang selama ini diajukan sebagai produsen armada untuk busway koridor II dan III.

Irzal mengungkapkan, harga bus yang ditawarkan kelima perusahaan tersebut, cukup bersaing dengan produk Daewoo.

Namun, keputusan akhir tetap berada di tangan PT Trans Batavia karena mereka yang akan membeli bus berbahan bakar gas untuk dioperasikan di busway koridor II dan III.

"Yang pasti, bus yang akan dibeli harus sesuai spesifikasi teknis yang ditentukan Dishub (Dinas Perhubungan, red) DKI. Harganya jangan terlampau mahal karena akan membuat biaya per kilo meter juga mahal, sehingga berpengaruh pada subsidi tarif yang akan diambil dari APBD," ujar Irzal.

Dia menambahkan, dengan selesainya kajian mengenai produk pembanding, PT Trans Batavia dapat segera merealisasikan kontrak dengan perusahaan bus, kemudian dengan Dinas Perhubungan, dan BP TransJakarta.

Untuk tahap awal, lanjut Irzal, PT Trans Batavia dapat segera menentukan bus dari perusahaan mana yang akan dibeli. Lalu biaya per kilo meter dapat dihitung dengan TransJakarta.

Seperti diberitakan, PT Trans Batavia hingga pertengahan September 2005, belum menyelesaikan sejumlah kontrak yang disyaratkan untuk pengadaan armada busway koridor II dan III.

Dalam time schedule proyek busway koridor II dan III, PT Trans Batavia harus menyelesaikan semua kontrak pada Agustus 2005. Kontrak itu, masing-masing kontrak dengan perusahaan bus, kontrak dengan Dinas Perhubungan (Dishub) DKI Jakarta untuk bisa mengoperasikan bus dan kontrak dengan BP TransJakarta untuk pengelolaannya. Transportasi Yang Pas buat Warga Jakarta

DIPERBAIKI - Bus Transjakarta melintas di jalur kendaraan umum karena aspal di jalur bus itu sedang diperbaiki di Jalan Medan Merdeka Barat, Jakarta Pusat, Januari lalu. Baru setahun jalur tersebut dipakai, namun sudah banyak aspal yang rusak di beberapa tempat.

SECARA prinsip busway dinilai Pengamat Tata Kota dari Universitas Trisakti, Yayat Supriatna, merupakan pilihan yang pas dan moderat dari suatu sistem angkutan massal yang ada di Jakarta.

Pasalnya, sejak beberapa tahun yang lalu, Pemprov DKI memiliki beberapa rencana dalam pengembangan transportasi massal, di antaranya pengembangan Mass Rapid Transportation (MRT). "Tapi sayangnya rencana itu hingga saat ini tidak juga terlaksana. Baru busway inilah yang benar-benar direalisasikan," kata Yayat kepada Pembaruan, baru-baru ini.

Menurut Yayat, Pemprov DKI harus menyelesaikan tahap demi tahap proyek pengembangan busway secara cepat. Pasalnya, dengan harga Bahan Bakar Minyak (BBM) yang terus melambung tinggi, serta meningkatnya jumlah kendaraan pribadi dan menyebabkan tingkat kemacetan di Jakarta kian "menggila", busway bakal menjadi pilihan utama bagi masyarakat Jakarta.

"Tapi sayangnya pengembangan busway ini pada akhirnya akan menimbulkan rasa pesimistis yang tinggi di kalangan masyarakat. Soalnya rencana pengembangan busway koridor selanjutnya, seperti II dan III terus tertunda," tuturnya.

Yayat menjelaskan, sebaiknya pada pengembangannya ke depan busway tidak hanya dimonopoli oleh satu perusahaan, seperti saat ini dikuasai oleh TransJakarta. Pemprov DKI harus mengembangkan pola-pola baru dengan melibatkan para pengusaha angkutan umum lain.

"Kalau pengelolaan busway hanya diserahkan pada satu perusahaan, dia akan memonopoli. Kalau sudah begitu hasilnya tidak akan maksimal. Coba saja lihat sekarang kan feeder-feeder atau bus pengumpang tidak dibina dengan baik, sehingga tidak berjalan secara maksimal," ungkapnya.

Dia juga menyarankan, agar pengembangan jalur busway selanjutnya Pemprov DKI memperhatikan karakteristik setiap jalan. Pasalnya, karakteristik setiap jalan yang berada di luar busway koridor I berbeda.

Lebih lanjut Yayat mengatakan, jika tidak memperhatikan hal itu, dikhawatirkan keberadaan busway malah akan menambah kemacetan lalu lintas. Sebab, rata-rata ruas jalan yang berada di luar busway koridor I lebih sempit. Salah satu contohnya ruas jalan sepanjang Blok M-Kalideres, lebih sempit dibandingkan ruas jalan busway koridor I.

"Misalnya lagi pada pengembangan busway koridor II Monas-Pulogadung. Jalur busway yang digunakan memakai ruas jalan yang sudah ada. Itu tentu akan menambah kemacetan pada ruas jalan yang dipakai, karena sebelum ada busway saja sudah macet apalagi kalau ada busway. Sebab ruas jalan di sana kan sempit-sempit," katanya.

Sedangkan menurut Ketua Yayasan Lembaga Konsumen Indonesia (YLKI), Indah Sukmaningsih, busway bisa dijadikan sebagai salah satu alternatif yang akan mengurai kemacetan di Jakarta. Sayangnya, kehadiran busway belum dapat menyuguhkan sebuah transportasi massal yang manusiawi bagi warga Jakarta.

ěBusway memang bisa jadi alternatif untuk pengurangan kemacetan. Tapi kalau soal menyenangkan ketika menumpang di dalamnya, belum tentu," jelas Indah.

Menurut wanita yang juga termasuk dalam anggota Dewan Transportasi Kota (DTK) ini, menyajikan transportasi yang manusiawi bukanlah perkara mudah bagi Pemprov DKI. Meski begitu, kehadiran busway sudah sepatutnya dihargai dan dimanfaatkan oleh masyarakat Jakarta.

"Bagaimana Pemprov DKI bisa mengatur masalah kemacetan di Jakarta, kalau belum apa-apa masyarakat sudah menolak. Salah satu contohnya seperti pengalihan trayek-trayek bus yang menjadi bus pengumpan," ujarnya.

Sementara itu menurut anggota DTK dari unsur perguruan tinggi, Hayati Sari Hasibuan, secara garis besar kalau dilihat dari evaluasi busway koridor I dari waktu ke waktu terlihat adanya peningkatan jumlah penumpang.

"Itu artinya, kita lihat sudah ada aspirasi yang baik dari masyarakat terhadap keberadaan busway ini. Tapi, kalau kita lihat dari sisi permintaan, pada jam-jam sibuk terlihat pengolala busway masih belum bisa memenuhi kebutuhan calon penumpang. Terutama dari sisi jumlah armada, sehingga pada saat itu busway terlihat penuh dan penumpang terpaksa harus bersesakan di dalamnya," tuturnya.

Sedangkan mengenai bus pengumpan, Hayati menilai, masih banyak yang harus dievaluasi oleh Pemprov DKI, terutama dari sisi sistem kemudahan penumpang untuk bisa mengakses hingga masuk ke jalur busway.

"Karena, kalau yang namanya bus pengumpan itu berarti penumpang bisa dengan mudah mengakses bus tersebut dari titik jalur yang tidak dilalui busway untuk menuju titik jalur busway, atau sebaliknya. Kalau sekarang yang terjadi kan masih belum maksimal. Masih banyak penumpang yang kesulitan ketika mereka ingin mengakses bus pengumpan," tandasnya. (Y-6)

sometime i'm amazed with time management of this project. A project that spans 12 months can be busy in the first 3 months then idle for 6 months and busy again in the last 3 months and it's DONE ON TIME! OMG, must've been a nightmare for its Project Manager ;)

however, it's on time and that should be a very good news for us!

Halte Makin Cantik Dengan Trans Info

TransJakarta- Dalam usaha memaksimalkan kelancaran informasi, Badan Pengelola (BP) Transjakarta kembali menambah perangkat sosialisasi berupa papan info yang bernama Trans Info. Juru bicara BP TransJakarta, Ajar Aedi memaparkan, pemasangan trans info dilakukan diseluruh halte dan diharapkan makin memudahkan penumpang mendapat infomasi.

“Selama ini, masih ada sosialisasi berbentuk cetakan yang kadang kita tempel di kaca. Dengan papan ini, kita harapkan, pemasangan jadi makin rapi dan teratur,” papar Ajar. Papan info itu sendiri memang didesain secantik mungkin dengan warna dominan khas transjakarta.

beberapa penumpang yang ditemui Jakarta Free, mengaku terkesima dengan tampilan Trans Info. “Lucu dan unik,” kata Yuliani. Menurutnya, kini halte transjakarta makin lengkap. Dari kotak saran, peta penunjuk arah, televisi plasma, hingga papan informasi. “Mungkin yang kurang adalah peta situasi. Peta yang menunjukkan gedung-gedung disekitar halte,” paparnya.

Menanggapi hal itu, Ajar Aedi menambahkan, pihaknya tengah menyiapkan pembuatan peta situasi tiap halte. Targetnya, agar para penumpang makin dimanjakan dan aksesibilitasnya makin tinggi. “Misalnya di Halte Sarinah. Di dalam peta itu, akan kita tampilkan gedung-gedugn dan jalan dalam radius 100 meter," tuturnya.

Dengan adanya peta itu, maka kalau penumapng mau cari gedung-gedung diseputaran halte, akan lebih gampang. Direncanakan, pembuatan peta situasi ini akan diselesaikan secepatnya. (*)

Bus TransJakarta Pakai Transmisi Otomatik

Transjakarta – Dalam usaha meningkatkan pelayanan, operator bus transjakarta koridor Blok M-Kota, PT Jakarta Ekspress Trans (JET) berencana mengubah transmisi bus dari manual ke otomatik. Hal ini ditegaskan Direktur Utama PT JET Bubung Burhana, kemarin. Sekarang ini, sudah ada dua armada yang transmisinya dimodifikasi dari manual ke otomatik.

“Satu merek hino dan merek mercy sedang dalam pengerjaan,” ungkap Bubung. Menurutnya, selama beroperasi dengan transmisi otomatis, banyak sekali nilai lebih yang didapat. “Pertama, adalah kenyamanan dari para penumpang makin dirasakan. Selain itu, banyak pengunaan onderdil yang bisa kita hilangkan. Misalnya, kita tak perlu repot-repot lagi ganti plat kopling atan plate pressure,” paparnya panjang lebar.

Karena itu, PT JET akan mengirim surat resmi perhohonan untuk memodifikasi transmisi bus transjakarta. Direncanakan secara bertahap, PT JET akan mengubah seluruh transmisi manula ke otomatis. “Untuk tahap awal, kita rencanakan 20 armada yang merek hino akan kita modifikasi,” paparnya.

Diharapkan, dengan adanya perubahan transmisi ini, adalah salah satu bentuk penyempurnaan pelayanan kepada masyarakat. “Selama ini, ada kalanya, para penumpang komplain masalah cara kerja pramudi dalam memasukkan transmisi. Kadang mereka tak bisa melakukannya dengan halus, kita harap, dengan transmisi otomatis ini, keluhan ini tidak akan muncul lagi,” paparnya.

Untuk modifikasi ini, PT JET akan menggnakan produk allison dari Amerika Serikat. “Produk mereka telah teruji,” tambah Direktur Teknik PT Jet, Wahid Sukamto. (*)

Bus Daewoo untuk Busway Segera Tiba

Komponen 71 unit bus Daewoo buatan Korea Selatan untuk busway koridor II dan III tiba di Jakarta dalam dua minggu mendatang. Harga per unit bus itu mencapai Rp 1,4 miliar. Harga bus-bus itu jauh lebih mahal dari bus Mercedes dan Hino yang digunakan di koridor I yang hanya sekitar Rp 900 juta per unit.

Bus untuk busway koridor II dan III (Pulo Gadung-Monas dan Monas Kalideres) itu diadakan oleh konsorsium Transbatavia. Konsorsium tersebut merupakan gabungan dari Mayasari Bakti, Steady Safe, PPD, dan Metro Mini.

"Bus-busnya akan datang dalam dua minggu ini," kata Sekretaris Daerah (Sekda) Pemerintah Provinsi (Pemprov) DKI Jakarta, Ritola Tasmaya, di Balai Kota, Jumat.

Koridor II dan III itu rencananya akan dilayani 204 unit bus. Namun, untuk tahap awal baru akan dilayani 71 unit bus.

Sementara itu, di tempat yang sama, Kepala Dinas Pekerjaan Umum Pemprov DKI Wisnu Subagiyo, mengatakan, pengerjaan infrastruktur koridor II baru selesai 40 persen dan koridor III baru selesai 30 persen. Tapi, Pemprov DKI tetap menjadwalkan pengoperasian dua koridor itu pada akhir tahun ini atau awal tahun depan.

Wisnu menjelaskan, keterlambatan pengerjaan disebabkan pihaknya kesulitan memperoleh material bahan bangunan seperti semen, kerikil dan beton. Akan tetapi, ia optimis, proyek itu akan selesai tepat waktu.

Persoalan lain yang juga menghambat proyek tersebut yaitu soal pembebasan lahan untuk pelebaran jalan di Jalan Perintis Kemerdekaan, Jakarta Utara. Pelebaran akan dilakukan di ruas sepanjang 1,5 kilometer. Sejauh ini, beberapa pemilik lahan belum menyetujui nilai ganti rugi yang ditawarkan.

okay, i've search the thread - no one had confirming on the Tomang line..

Is there additional line of Harmoni - Kali deres route ?? I thought they will pass through Cideng - Roxy - Grogol all the way to Daan Mogot... but hey, if you go to Tomang - they also build the line for busway - pararel with the Roxy line.. anyone can confirm ? Thx

Hey, I thought line II and II buses is supposed to run on CNG? I smell something fishy here. Cos hte buses now costs 1.4 Billion Rupiah each, not 900 Millions like in line I, and the supposed reason was that buses that fully run on CNG (not just adding a CNG tank into normal buses) will cost much more. If they really are only getting a diesel bus, where have all the money done to?

JAKARTA - Pengoperasian bus jalur khusus (busway) koridor II (Pulo Gadung-Harmoni) dan koridor III (Kalideres-Harmoni) kemungkinan tidak dapat direalisasikan pada Desember 2005. Hingga saat ini, pembangunan infrastruktur busway koridor II baru mencapai 40 persen, sedangkan koridor III baru 30 persen.

Gubernur DKI Jakarta, Sutiyoso, tak mampu menyembunyikan rasa kecewa saat meninjau lokasi proyek busway koridor II, Jumat (21/10) siang, sesaat sebelum menghadiri acara pembukaan Pasar Rakyat, di Slipi, Jakarta Barat.

Orang nomor satu di DKI itu, lalu menginstruksikan dinas terkait, yakni Dinas Perhubungan dan Dinas Pekerjaan Umum untuk mengerahkan semua sumber daya guna merealisasikan pengoperasian busway koridor II dan II sesuai target.

"Saya minta mereka (para kepala dinas, Red) untuk mengupayakan proyek ini bisa beroperasi sesuai jadwal. Saya minta mereka kerahkan semua kemampuan supaya pelayanan busway kepada masyarakat bisa berjalan sesuai rencana," kata Sutiyoso.

Secara terpisah, Kepala Dinas Pekerjaan Umum (PU) DKI Jakarta, Wisnu Subagyo mengatakan, selain masalah pembebasan tanah yang menghambat pembangunan jalur busway, Dinas PU juga diperhadapkan dengan pengadaan material proyek yang terpengaruh kenaikan harga bahan bakar minyak (BBM).

"Setelah kenaikan harga BBM, biaya untuk pengiriman material naik, sementara anggaran yang kami gunakan belum disesuaikan. Selain itu, persediaan beberapa material juga menjadi langka. Waktu ditanya, penjualnya bilang stok memang tidak ada," kata Wisnu.

Mengenai pembebasan lahan, Wisnu mengatakan, dalam minggu ini, Dinas PU akan mentransfer Rp 1,5 miliar ke Pemerintah Kota (Pemkot) Jakarta Utara untuk membebaskan bangunan milik warga di Jl Perintis Kemerdekaan. "Untuk pembebasan lahannya, masih ada delapan sertifikat yang bermasalah. Sekitar 60 persen warga sudah sepakat untuk pembebasan, 40 persen warga masih menolak," kata Wisnu.

Sebelumnya, Wali Kota Jakarta Utara, Effendi Anas mengatakan, sebelum Idul Fitri 1426 H, pihaknya akan membebaskan 53 bangunan di Jl Perintis Kemerdekaan. Bangunan yang dihitung antara lain, rumah atau gedung, pohon, hingga septic tank.

Untuk lahan yang belum bisa dibebaskan, lanjut Wisnu, pihaknya akan menerapkan pola pinjaman. Pemprov DKI akan meminjam lahan warga dan membayar, agar pembangunan infrastuktur dapat terus dilakukan. Pola pinjaman tersebut, hanya bersifat sementara karena negosiasi untuk pembebasan lahan akan terus dilakukan.

"Ada yang sudah setuju bebaskan lahan, tapi sertifikatnya sedang diagunkan di bank, jadi kita harus tunggu waktu jatuh temponya. Begitu beres urusan di bank, tanahnya langsung kita beli karena pemiliknya sudah setuju ganti-rugi," ujar Wisnu. (J-9)

I also think that the remaining corridors won't see the light of the day as Sutiyoso will step down in 2007. New governor, new policy - it's always been like that (sadly) for Jakarta.

I havent found any pics in internet. Anyway, we will buy only the chassis (plus the engine off course) and build the body here. Hopefully they'll use articulated bus for lines 2 and 3.

No, i really doubt they will use articulated bus. The idea of using articulated itself came when the construction is already commenced. Realisticly, if they changed their mind to use articulated bus, the project would be delay again or at least not finish until mid 2006. This is not Bang Yos want to...

okay, i've search the thread - no one had confirming on the Tomang line..

Is there additional line of Harmoni - Kali deres route ?? I thought they will pass through Cideng - Roxy - Grogol all the way to Daan Mogot... but hey, if you go to Tomang - they also build the line for busway - pararel with the Roxy line.. anyone can confirm ? Thx

yes...but just for a while, since there's a flyover construction on Roxy, the route had been redirected to tomang line. When its finished, the route would change back to the original plan...

71 Armada Busway Didatangkan, November

JAKARTA - Bus berbahan bakar gas (BBG), yang akan dioperasikan sebagai angkutan bus jalur khusus (Busway) koridor II (Pulo Gadung-Harmoni) dan koridor III (Kalideres-Harmoni) dipastikan akan didatangkan dari Korea, pada November mendatang.

Menurut Sekretaris Daerah Pemerintah Provinsi (Sekda Pemprov) DKI Jakarta, Ritola Tasmaya, kepastian pengadaan armada busway koridor II dan III itu, disampaikan PT TransBatavia setelah menyelesaikan perjanjian kerja sama dengan perusahaan bus Daewoo dari Korea, pada pertengahan Oktober 2005.

"Dua atau tiga minggu lagi, 71 bus tahap pertama akan didatangkan dari Korea. Itu janji mereka (PT TransBatavia, Red)," kata Ritola, di Jakarta, akhir pekan lalu.

Dia mengungkapkan, PT TranBatavia menjamin bus yang akan didatangkan murni menggunakan mesin berbahan bakar gas, bukan bus berbahan bakar solar yang dimodifikasi. Karoseri bus akan dibuat secara pararel di beberapa perusahaan di Indonesia dengan standar sesuai ketentuan yang ditetapkan Dinas Perhubungan (Dishub) DKI Jakarta.

"Diharapkan akhir Desember nanti, karoseri 71 armada busway koridor II dan II selesai dan busnya siap dioperasikan," ujar Sekda.

Sisa armada, diharapkan akan terpenuhi pada April 2006, sehingga jumlah keseluruhan armada untuk busway koridor II dan III sebanyak 204 unit dapat dioperasikan. Mengenai rupiah per kilometer, Wakil Kepala Dishub DKI Jakarta, Pristono, mengatakan, harga yang ditetapkan sebesar Rp 12.550. "Itu hasil perhitungan dari BP TransJakarta dan sudah dilaporkan ke Sekda," katanya. (J-9)

Busway project end of line for many trees

As the city administration revs up the construction of busway corridors II and III to catch up with the operational target, the fate of over 1,500 trees along the routes seem to be a very distant concern.

The Jakarta Post observed on Monday that trees of 100 centimeters diameter on Jl. Perintis Kemerdekaan in North Jakarta and Jl. Let. Jend. Suprapto in Cempaka Putih, Central Jakarta had been felled to make way for busway lanes or shelters.

The second and third busway corridors will connect Pulogadung in East Jakarta to Harmoni in Central Jakarta (14.3 kilometers) and Harmoni to Kalideres in West Jakarta (18.7 kilometers).

The construction of busway corridors II and III also ate into most of the median strips, leaving only a very narrow space for the remaining trees to grow.

Mohamad Taufiq, a resident of Harapan Mulya housing estate on Jl. Let. Jend. Suprapto, lamented the cutting down of the trees.

"I cannot enjoy the tree shade along the street anymore. That line of big trees had always been this street's characteristic compared to other streets in the city," he grumbled.

"I feel very sad about the felling of those trees. Did the administration really understand that this city is in dire need of green spaces to neutralize air pollution?" asked Andreas Warsana, 30, a resident of Bumi Serpong Damai housing complex in Tangerang.

Aside from serving as the city's lungs, green spaces in the city also function as water catchments to absorb rainwater.

"No wonder the city is getting hotter. While the replacement of felled trees for the first busway project still remains unclear, the administration again repeats the mistake by cutting down many trees in the new busway project," growled Maximus Agung, a resident of Ciputat in South Jakarta.

For the first 12.9 kilometer-busway corridor from Blok M in South Jakarta to Kota in West Jakarta, the administration felled many trees, but promised to replace every felled tree with 10 new ones. There has been no report from the city administration about the replacement trees so far.

Maximus also complained about the absence of works to widen space for sidewalks along busway corridors.

"It is ironic that although the busway project is meant especially to cater for the needs of public transportation, it fails to better address the need for proper sidewalks for pedestrians," he said.

City Parks Agency head Sarwo Handhayani could not be reached for comment Monday.

Meanwhile, City Secretary Ritola Tasmaya admitted that the administration "was revving up the development of the busway corridors" in order to launch the project in December this year.

"The chassis of the compressed natural gas (CNG) fuel buses are expected to come from South Korea within two or three weeks. The busway operators will assemble the first 71 buses that will be ready for operation by the end of December," Ritola said.

Trees affected by new busway project

- Jl. Perintis Kemerdekaan (from Pulogadung bus terminal to Coca Cola intersection): 474 trees, mostly angsana, between 80 centimeters and 100 centimeters in diameter

- Jl. Let. Jend. Suprapto in Cempaka Putih, Central Jakarta: 564 trees, comprising 449 bintaro trees (Cerbera manghas l.), 215 teak, 205 mahogany and 180 angsana trees

- Jl. Daan Mogot: 600 trees, comprising 200 sengon trees (Parserianthes falcataria), 160 mahogany and about 200 oil palms.

From busway system to monorail dream

With a population of about 8.5 million, Jakarta has become intensely crowded and increasingly mired in problems related to traffic congestion.

Flyovers and underpasses have been built but they cannot keep up with increases in the size of the population and the number of vehicles on the roads.

Some people estimate that Jakarta's population surges to some 11 million people during the day because people living in buffer towns come into the city to work.

It is not difficult to imagine just how chaotic traffic in Jakarta is!

In addition to a busway system, the Jakarta administration also plans to introduce other means of mass transportation, such as a monorail and water transportation, to cope with the traffic congestion.

People living in Depok, Tangerang and Bekasi will hopefully one day be able to travel into the city on an efficient and comfortable mass transportation system.

However, it is true that any mass transportation system for Jakarta is still all talk as of this point. Although the city administration expects an integrated transportation system to be realized by 2015, resident hope to be able to enjoy a modern and comfortable transportation system much sooner.

At present only the busway system has been introduced, but in its present state the system only serves one corridor, namely the Blok M-Kota route. It is hoped that the busway will be able to improve the appearance of the city and boost economic activity.

The performance reliability of the busway system, better known internationally as Bus Rapid Transit (BRT), plus the effectiveness of the investment costs involved, have made this system the right choice for many developing countries, Indonesia included, in improving their public transportation systems.

Unfortunately, Jakarta has yet to meet all the prerequisites necessary for the success of this system. A highly partial project-style approach has led to misperceptions on the part of the public in viewing the concept of the busway system as the right way to reform Jakarta's public transportation system.

Meanwhile, the monorail as a rapid transportation alternative for heavily congested Jakarta is, at best, just a topic of discussion, with still no real signs that construction has begun on such a system.

The government adopted the idea of a monorail system from Malaysia. Actually, the system under discussion here is more suitably called a monotrack because it uses a single track, unlike the railway line used by state railway company PT Kereta Api.

According to Sukmawaty Syukur, director of Indonesia Transit Central (ITC), the company that holds the concession for the construction of the monorail, there will be three primary routes for the monorail system in Jakarta. These will be the 70 kilometer-long East-West corridor (Cikarang-Bekasi-Jakarta-Tangerang), the 25 kilometer-long North-South corridor (Bintaro -Blok M-Kota) and the 20 kilometer-long Jakarta CBD corridor (Golden Triangle-Manggarai).

If the monorail does come to operate along these three corridors, traffic congestion in Jakarta would be much reduced, if not removed entirely.

However, ITC, as the partner of Malaysia's Mtrans, has put forward only plans for the first-stage of monorail construction, namely the track along the 22.5 kilometers from Bekasi to Mega Kuningan. If this plan gains approval, the second stage will involve the Jakarta-Tangerang route and the Bekasi-Cikarang route.

The monorail is a modern and traffic-congestion-free urban transportation system. It is cheaper than a light-rail transit (LRT) system, which requires heavy-duty construction. In addition, the monorail would only require 2.5 years to build while an LRT would certainly take more time.

"The monorail is the best option for a city like Jakarta," Sukmawaty said.

The monorail is special in that it can readily reach users as it passes through the city. As many as 14 stops would be built along its tracks. At an average speed of 40 km/hour or a maximum speed of 80 km/hour, the monorail could carry 30,000 passengers in an hour.

The monorail, which would be built 5.5 meters above the ground or 12 meters above the ground where it passes over a flyover, would be extremely effective for densely populated Jakarta.

The first stage of its construction, which would take 2.5 years to complete, would be expected to require US$400 million, less than the construction of a subway, which would require $1.2 billion for every 13 kilometers.

If the government is consistent with a plan it conceived two years ago, the construction of the monorail along the Bekasi-Mega Kuningan route will be completed by early 2006.

According to As'ad Nugroho, a researcher attached to the Public Interest Research and Advocacy Center, the construction of a monorail is a smart idea as rather than clashing with other transportation systems it would complement them.

Bambang Susantono, the secretary-general of the Sustainable Transportation Action Network for Asia and the Pacific and an advisor to the National Development Planning Board, agreed to some extent with As'ad but added that for the monorail to overcome Jakarta's transportation problems the management of the city's transportation needed to be integrated.

He was of the opinion that the most suitable system for Jakarta is the MRT (mass rapid transit).

"The MRT is a must. However, it is still too difficult to apply this system in Jakarta, which is backward compared to other major cities abroad," he said.

In any case, the public is no doubt in for a long wait for a transportation system in which safety, comfort and punctuality are priorities, due to the huge cost.

The construction of the Blok M-Kota busway corridor in 2003, for example, required no less than Rp 83.25 billion for the purchase of 60 new buses, the construction of bus stops and the rebuilding of pedestrian overpasses, among other costs.

One thing is for sure, according to Yayat Supriatna, a lecturer of planology engineering at Trisakti University in Jakarta, in principle the monorail system is the best option for Jakarta.

As a national and international center for trade, Jakarta requires a comfortable, safe and rapid public transportation means. What must be taken into account in furthering the development of a public transportation system in Jakarta today is how to integrate a transportation network with dynamic growth into rapidly and uncontrollably developing surrounding areas.

The causes of the perennial traffic congestion in Jakarta lie in the failure to anticipate change in the system of land use and also in the late development of a road network and a decent public transportation system.

Gubernur Sutiyoso minta Dinas Pekerjaan Umum (PU) menyelesaikan proyek fisik busway koridor II dan III tepat waktu. Wali Kota Jakarta Utara Effendi Anas juga diminta menyelesaikan pembebasan lahan untuk pelebaran jalur busway di ruas Jalan Perintis Kemerdekaan sesuai jadwal.

Sutiyoso mengemukakan hal itu di Balai Kota, Jumat (28/10), usai memeriksa satu unit bus Daewoo yang akan digunakan di kedua koridor busway tersebut.

Pada pekan lalu, pihak Dinas PU mengatakan pembangunan fisik jalur busway koridor II dan III baru selesai rata-rata 35 persen. Kedua jalur itu dijadwalkan dioperasikan pada akhir Desember tahun ini.

Berkaitan dengan pengerjaan yang belum sampai 50 persen itu, Sutiyoso mengatakan,"Akhir Desember harus sudah selesai. Bagaimana caranya? Mereka harus kerja lembur siang malam."

Kemudian, soal pembebasan lahan di Jalan Perintis Kemerdekaan, Sutiyoso mengatakan,"Wali Kota sudah bilang akhir Desember selesai. Kalau belum selesai kita gebuki rame-rame."

Sementara itu, Kepala Dinas Perhubungan DKI Jakarta Nurachman mengatakan di tempat sama mengatakan kini sudah ada dua bus Daewoo yang tiba di Jakarta. Kemudian, pada November dan Desember mendatang, akan didatangkan 20 unit.

Lalu, pada Januari 2006, total bus Daewoo yang akan beroperasi di kedua koridor itu adalah 71 unit dari 126 unit yang direncanakan. Semua bus yang akan beroperasi di kedua koridor ini menggunakan bahan bakar gas, seperti satu bus Daewoo yang baru tiba tersebut.

wow... BUmmer.. i dont see why trees neet to be chopped down to make busway lanes? maybe the stations but... why that manY? its not like the trees grow on the asphalt.. but maybe the branches get in the way of the lane.. but they can prune the trees instead of choping them down..

but at least the buses are gonna be powered by CNG

I dont think they will use low floor bus. The idea of using super high floor bus is isolation. To prevent the driver drop a passanger in the middle of the road. As long as the station and the bus is floor is on the same height, I think its ok.

guys, we used to have articulated buses late 80's till mid 90's and double-deckers late 70's till mid 90's.
We scrapped them gradually due to maintenance. The articulated buses were imported from China, double deckers from UK. They were imported without having any suppliers of their spareparts in Indonesia. So if one of them broke down we must import them.
I therefore agree with the conditions, to use bus from our BRT from manufacturers who's already established in Indonesia. But then why Daewoo? Why not Mitsubishi or Mercedes?

you're right however Mercedes, Mitsubishi and Hino are more established here. Meaning there are third party suppliers, workshops etc.

In 1996 PPD deployed new, nice, low floor buses IKARUS for line Blok M-Kota, 9 years later... only few survive today. The problem is Ikarus doesn't have even a rep. office let alone, workshops, garages or any supplier of their spareparts.

it served WEST-EAST line, Cililitan-Jl Gatot Subroto-Grogol. Some were even from Blok M.
And same story. They extincted since they sold the bus without having maintenance and suppliers.

We do have some articulated bus ready for service. Its not new and its belong to IPTN if I am not mistaken. This bus was successfully trialed in Bandung last year (bandung street is narrow and winding). And there was talk to use this bus in busway lines.

I remember seeing those articulated buses ('bis gandeng') in the early to mid ninetees. They weren't very popular though, because they take up so much space.
And I still remember those ugly double deckers from the early 90s..

MEDAN MERDEKA - Badan Pengelola TransJakarta ternyata terus mengembangkan busway. Meski pengoperasian bus oranye itu masih perlu banyak pembenahan, badan yang dipimpin Irzan Djamal itu akan meluncurkan busway gandeng di koridor Blok M - Kota. Tapi, armada bus dengan kapasitas 150 penumpang itu bukan armada baru. Sebelumnya, Perum Damri pernah mengoperasikan bus untuk bus sapu jagad angkutan lebaran ke Purwokerto.

Menurut Irzal, bus gandeng itu milik PT Gapura Motor Indonesia itu sebelumnya berada di Perum PPD. Lalu, selama 13 tahun terakhir, bus tersebut dititipkan di Perum Damri. "Kondisi bus gandeng itu masih prima. Masih bisa digunakan untuk melayani penumpang di Bandung. Saya yakin, bus itu bisa membantu terutama pada jam sibuk," ungkapnya, kemarin.

Awalnya, bus gandeng itu dikhawatirkan tak bisa beroperasi di Koridor Blok M-Kota, terutama pada putaran di Stasiun Kota. Tapi, setelah dicoba keliling Bandung dan melewati beberapa tikungan-tikungan patah, Irzal kini berani memastikan bus tersebut dapat melintasi putaran di Stasiun Kota. "Mesin bus gandeng itu masih hebat. Poros tengahnya membuat bus ini bisa melakukan putaran seperti bus single," jelasnya.

Menurut Irzal, bus bermerek Ikarus dari Cina itu akan dibawa ke Jakarta dari Bandung. Bila tak ada aral melintang, pekan depan bus itu sudah bisa diujicoba. "Kita akan tulis di bodi bus: ujicoba bus gandeng BP TransJakarta-Perum Damri," jelasnya. Irzal menambahkan, proses uji coba bus ini merupakan tawaran dari Departemen Perhubungan melalui Dirjen Perhubungan Darat Iskandar Abubakar. Dipastikan, bus gandeng akan cocok untuk koridor Blok M-Kota.

Setelah masa ujicoba, bus itu akan masuk ke karoseri untuk dibenahi dan diperbaiki badan bus dan interiornya. Perbaikan antara lain meliputi pemasangan AC, desain ulang kursi, gantungan tangan, radio komunikasi, alat penunjuk halte, dan pengecatan tubuh bus dengan warna oranye.

Secara terpisah, Kabid Sarana Prasarana TransJakarta Taufik Adiwianto mengatakan, perbaikan yang terhitung besar adalah pembuatan pintu di sisi kanan bus. Sebab, bus gandeng ini hanya punya pintu di bagian kiri. "Padahal, bus transjakarta harus punya pintu baik di sisi kanan atau kiri," tukasnya.

Kini, untuk melengkapi proses evakuasi dan pengoperasiannya, Transjakarta tengah menyiapkan persyaratan administrasi. "Kita akan menghubungi pihak-pihak terkait. Antara lain Dirjen Perhubungan Darat, Perum Damri, dan PT Gapura Motor Indonesia. Semoga proses administrasinya segera rampung," tandas Taufik. (fol)

I think bus gandeng is a good idea for Busway. And since its operates in its own lane, maybe can be extended into three carriage. The bad news is, we need to redesign the station platform heheh.

Yeah, i only remember seeing the double decker buses. They were ugly, but made the street scene more interesting. They were Volvos if i remember correctly. But i still dont remember seeing any gandengs.

Jakarta, Kompas - Rencana pengoperasian bus jalur khusus atau busway koridor II dan III bakal tertunda lagi. Selain pengadaan bus untuk tujuan Pulo Gadung-Harmoni-Kalideres sepanjang 23 kilometer itu belum siap, hingga kini pembebasan lahan, khususnya di Jalan Perintis Kemerdekaan, belum tuntas.

Ya, Januari sudah bisa beroperasi. Chasis untuk bus saja baru datang bulan November ini. Sebagian lagi datang bulan Desember, kata Kepala Dinas Perhubungan DKI Nurachman, Senin (14/11) di balaikota.

Ia mengatakan, sampai saat ini baru dua bus yang dimiliki konsorsium. Chasis lainnya yang dipesan konsorsium dari Korea Selatan akan datang secara bertahap pada bulan November dan Desember. Setelah chasis datang, masih harus di karoseri lagi. Jadi, tidak mungkin selesai Desember, katanya.

Konsorsium bernama PT Trans Batavia terdiri dari gabungan empat perusahaan angkutan umum, yakni Mayasari Bhakti, Steady Safe, PPD, dan Metro Mini. Diperkirakan, kebutuhan bus untuk koridor II dan III sebanyak 204 unit dengan kualifikasi berbahan bakar gas.

Nurachman membenarkan, saat ini pihaknya sedang melakukan pembenahan akhir di halte-halte.

Sejauh pengamatan Kompas, pekerja sedang membenahi beberapa halte, seperti pengecetan di Jalan Medan Merdeka Selatan, Kwitang, Senen, dan Perintis Kemerdekaan. Sementara sejumlah halte lainnya belum selesai dikerjakan.

Pemerintah Kota Jakarta Utara baru bisa membebaskan 60 persen dari lahan di Segmen-Bermis Kelapa Gading. Padahal, sebelumnya ditargetkan sebelum Lebaran.

Berdasarkan catatan Kompas, anggaran pembangunan jalur busway koridor II dan III ini mencapai Rp 388 miliar. (PIN)

The Jakarta administration is likely to propose Rp 17 trillion for next year's budget, or an 18 percent increase from the current 2005 budget of Rp 14.3 trillion.

The administration has prioritized several projects, like the development of the busway's new corridors and the East Flood Canal in the new budget, while paying greater attention to the welfare of teachers, civil servants and the incentives for heads of neighborhood units and community units as well.

"We will continue to finalize some priority projects, like the busway and East Flood Canal next year," Deputy Governor Fauzi Bowo said at City Hall after a closed-door presentation by City Planning Agency head Achmad Hariadi.

Fauzi said his administration proposed the allocation of Rp 800 billion to develop four more busway corridors in addition to the existing route and two routes that are slated to become operational by the end of this year.

This year, the administration has earmarked about Rp 500 billion to complete the two corridors connecting Pulogadung in East Jakarta to Harmoni in Central Jakarta and from Harmoni to Kalideres in West Jakarta. The first busway stretching from Blok M in South Jakarta to Kota in West Jakarta that has been operational since January last year cost about Rp 240 billion.

For the East Flood Canal project, which is meant to mitigate flooding in the eastern part of the city, the administration will provide Rp 400 billion, or the same as this year's allocation, mainly for land acquisition.

The canal project that is estimated to cost Rp 5 trillion has been bogged down amid strong opposition by land owners to the project. The land owners are demanding higher compensation than the administration can afford.

Aside from those priority projects, the administration will double the fund for the poor to Rp 200 billion next year from Rp 100 billion this year.

According to Fauzi, the preparation of the draft 2006 city budget by City Planning Agency (Bapeda) is expected to be completed within two weeks so that it could submit it to the City Council for deliberation.

Fauzi also said that his administration planned to raise the living allowance for teachers and civil servants to Rp 2 million from the current Rp 1 million and Rp 1.7 million from Rp 750,000 currently respectively in addition to the basic salary.

"As part of efforts to uphold security in the smallest community unit here, we will also increase incentives given to heads of neighborhood units and community units so that they will be more motivated to secure their respective communities," he said.

The administration has been facing serious problems to effectively involve those heads in its war against terrorism. In the past five years, Jakarta has seen a string of bomb attacks, for which police believe terrorists use rented houses as a hideout to prepare the attacks.

The bomb attack on the Australian Embassy in Kuningan in South Jakarta in September last year claimed nine lives and injured hundreds of others.

Jakarta Police have called on the public to stay vigilant in case of another bomb attack despite the death of terrorist Azahari bin Husin in Batu, Malang in East Java last week, saying that some terror suspects were still at large.

I'm quite worried that from the 14 busway lines that's planned, only few will be realized (I think Alvin already mentioned his opinion abt this matter on other post). Often, programs in Indonesia, depends on who's in power --the president, the governors, majors etc etc. Change person change program --unfortunately.
For what concern public transportation in Jakarta I thing Transportation Council (=Dewan Transportasi) should be given more autonomy to decide and to execute policies.

imagine if the administration went for Rotem Monorail and let Omnico participate, I think the monorail would have resumed construction BIG TIME by now. choosing local consortium (with no expertise, no money and vested interests) was the wrong decision to make, I doubt we'll see the monorail realised anytime soon.

the best example of "good planning" on public project is jakarta monorail...

begitu diresmikan oleh (mantan) Presiden Megawati.. mesin paku bumi bekerja, tiang pancang didirikan, pekerja proyek sibuk hilir mudik, dak duk dak duk dak duk...

esok harinya...mesin paku bumi menganggur, usut punya usut, tes tanahnya belum kelar bos, jadi mesti survey dulu...

owalah..proyek diresmiin, eh tanahnya belum kelar disurvey...

- Line 2 and 3 operation on Jan 15, 2006 (2 years after line 1)
- Line 2: 80% ready and Line 3: 70% ('till date)
- Both line will use in total 27 buses out of which 12 are new CNG buses and 15 petrol buses from line 1.
- Passangers can use the 3 lines with only 1 ticket.

Busway Koridor II dan III Beroperasi 15 Januari
Tahun Depan Akan Dibangun Empat Koridor Lain

Jakarta, Kompas - Dinas Perhubungan DKI optimistis busway koridor II (Pulo Gadung-Harmoni) dan koridor III (Kalideres-Harmoni) siap beroperasi sesuai jadwal yang ditetapkan Gubernur Sutiyoso. Pada 20 Desember, lima armada digunakan untuk uji coba, sedangkan 15 Januari 2006 diluncurkan secara resmi.

”Peluncuran pada 15 Januari 2006 sekaligus untuk menandai peringatan ulang tahun yang pertama operasionalisasi busway koridor I Blok M-Kota,” demikian ditegaskan Wakil Kepala Dinas Perhubungan DKI Jakarta Pristono dalam diskusi terbatas di Redaksi Kompas, Selasa (22/11), bersama beberapa stafnya.

Saat ini, kata Pristono, pembangunan sarana dan prasarana di koridor II sudah 80 persen lebih, sementara di koridor III sudah 70 persen. ”Pembangunannya cepat sekali. Dalam sehari dua hari, kemajuannya sangat nyata,” kata Pristono sambil memaparkan perkembangan pembangunan infrastruktur.

Salah satu yang mungkin masih banyak dipertanyakan adalah penyelesaian halte Harmoni Central Busway (HCB) yang dilakukan dengan penambahan satu lajur yang sebagian di antaranya berada di atas badan Sungai Ciliwung. ”HCB memang kami targetkan selesai Mei. Jadi, tidak ada keterlambatan,” katanya.

Sebelum HCB bisa digunakan, perpindahan penumpang antarkoridor bisa dilakukan di beberapa tempat. Dari Pulo Gadung ke Kota atau Blok M bisa dilakukan di halte Merdeka Barat. Dari Kalideres ke Kota atau Blok M di halte Sawah Besar. Sedangkan dari koridor II ke III dan sebaliknya bisa dilakukan di halte Gambir.

Sekali bayar

Karena penyelesaian bus tidak bersamaan, pengoperasian bus transjakarta pada koridor II dan III akan dilakukan secara bertahap. Pada saat uji coba, kata Pristono, hanya ada lima bus. Dua bus baru menggunakan bahan bakar gas (BBG) dan tiga bus yang dipinjam pakai untuk sementara dari koridor III masih menggunakan bahan bakar minyak.

Saat peluncuran pada tanggal 15 Januari, armada yang melayani dua koridor itu ada 27 unit. Sebanyak 12 unit adalah bus baru dengan BBG dan 15 unit lainnya pinjam pakai dari koridor I.

Bus-bus yang dipinjam pakai itu adalah bus cadangan sehingga peminjaman dijamin tidak akan mengganggu operasional di koridor I. Sedangkan bus baru diimpor dari Korea atas investasi dari konsorsium PT Transbatavia. Selain menggunakan BBG, bus baru itu menggunakan transmisi otomatis.

Berbeda dengan peluncuran bus transjakarta di koridor I dulu, pada saat peluncuran 15 Januari itu penumpang langsung dikenai tarif. Untuk sementara, tarif yang diberlakukan sama untuk jarak jauh maupun dekat, Rp 3.500.

Selain itu, pengelola bus transjakarta juga masih memberlakukan satu tarif, meski penumpang berpindah dari satu koridor ke koridor lain. Penumpang dari Pulo Gadung yang akan ke Blok M, misalnya, tetap hanya membayar Rp 3.500. ”Asal di halte Merdeka Barat penumpang itu tidak keluar,” kata Pristono.

Pada kesempatan itu, Pristono juga menyinggung teknologi pertiketan yang masih mengenakan tarif datar akan ditingkatkan untuk memenuhi tuntutan kebutuhan. (NAW)

I hate the busway line

I mean look at the traffic JKT already got when they ,make the Busway lane, the put the some bricks and not even one car allowed to enter (bad planning) :bash: for morning till night it is ok if no cars allowed to enter but at night (10pm i think the bus stop working right till the next morning) when there is no more TransJakarta bus, just open the lane and let cars go through it if not the traffic will become worse Especially at Sudirman area at night :bash:

CBD area should be organised !

Isnt that will make the flood worst?? I don't think just by putting a cover on top of these rivers will make the flood problem worse. To cover these rivers (more like open sewers actually) actually is not a bad idea, since they are smelly and disgusting eye-sores anyway. Besides, it prevents people from throwing more garbage into them.

Pembangunan Busway Koridor III Dikebut
Akan Diikuti dengan Penataan Ruang



Jakarta, Kompas - Pembangunan jalur busway koridor III Kalideres-Harmoni, sepanjang sekitar 23 kilometer, belakangan ini terpaksa dilakukan pada siang dan malam. Hal itu karena proyek yang pelaksanaannya baru dimulai 1 September 2005 tersebut ditargetkan harus selesai sebelum 20 Desember 2005.

Seperti diberitakan sebelumnya, Wakil Kepala Dinas Perhubungan DKI Jakarta Pristono menuturkan, busway koridor III akan diluncurkan secara resmi pada 15 Januari 2006. Namun, pembangunan jalurnya diharapkan sudah selesai sebelum pelaksanaan uji coba pada 20 Desember 2005 (Kompas, 23/11).

Berkaitan dengan target tersebut, kemajuan pembangunan jalur busway koridor III memang terlihat amat cepat, terutama di sekitar Jalan Daan Mogot.

Pengamatan Kompas, Selasa (29/11), hampir semua badan jalan di Jalan Daan Mogot yang akan dipakai untuk jalur busway sekarang sudah diaspal dan dicor. Pembangunan halte busway juga sudah mencapai lebih dari 60 persen.

Padahal, sampai minggu kedua bulan September, pengerjaan masih berkisar pada penebangan pohon dan penggalian tanah.

Yang sama sekali belum dilakukan dalam pembangunan jalur busway di Jalan Daan Mogot adalah pembuatan pembatas untuk membatasi jalur busway dan jalan raya berikut rambu-rambu lalu lintasnya.

Hal serupa juga terjadi di sepanjang Jalan Tomang Raya. Di sepanjang jalan itu, pengerjaan masih berkisar pada penataan pembatas jalur atau devider. Jalan Tomang Raya akan dipakai untuk jalur busway koridor III sebelum jembatan layang Roxy selesai dibangun akhir tahun 2006.

Wawan, buruh pembangunan jalur busway koridor III, mengaku hampir setiap hari bekerja lembur untuk menyelesaikan proyek tersebut. �Selesai bekerja pukul 20.00 itu termasuk biasa. Kemarin, bahkan saya baru pulang pukul 03.00 karena ikut mengecor jalan,� ucap dia.

Menurut Wawan, majikannya memang berharap dia dan teman-temannya dapat bekerja sampai malam dan di hari libur. Saya sih senang-senang saja. Sebab, selain uang lemburnya lumayan, juga daripada nganggur di rumah, kata Wawan.

Rahman, pemborong pembangunan tiga halte busway, yaitu di daerah Rawa Buaya, Taman Kota, dan depan stasiun televisi Indosiar, membenarkan bahwa sering meminta 15 karyawannya bekerja lembur.

Sebab, tanggal 20 Desember semuanya harus selesai. Jika tidak, kami akan terkena penalti hingga harus membayar denda. Padahal, pengerjaan baru dimulai 5 November lalu, tutur Wawan yang terpaksa harus sering memberi obat penahan lelah kepada para karyawannya.

Penataan ruang

Sementara itu, Direktur Jenderal Penataan Ruang Departemen Pekerjaan Umum Hermanto Dardak menuturkan, pembuatan jalur busway memberikan peluang penataan ruang pusat-pusat kegiatan perkotaan.

Penataan itu secara linear dapat mengikuti fasilitas transportasi busway. Pasalnya, sarana ini mampu menunjang aktivitas yang produktif, murah, dan efisien. Penataan ruang pada pusat perkotaan secara linear sekarang ditunjukkan pada jalur Sudirman-Thamrin. Di jalan itu ada pusat-pusat perkantoran yang dapat dicapai dengan busway koridor I secara mudah dan efisien, kata Hermanto dalam lokakarya Pemantapan Penataan Ruang Kawasan Metropolitan dan Agropolitan, kemarin.

Pengembangan jalur busway koridor II (Pulo Gadung-Harmoni), lanjut Hermanto, juga dimungkinkan menjadi pusat aktivitas perkotaan dengan adanya kawasan perbelanjaan di Cempaka Putih.

Jika penataan ruang di Jakarta diarahkan secara linear mengikuti koridor busway, Pemerintah DKI harus mempersiapkannya dengan matang. Salah satu perencanaan itu adalah jangan sampai ada permukiman kumuh di sepanjang jalur busway yang akan dijadikan pusat aktivitas perkotaan, katanya. (NAW/NWO)

Pedestrian underpass nearing completion

JAKARTA: The city's builders are about half done with a pedestrian underpass in front of Kota train station, beritajakarta.com reported on Tuesday.

"Looking at the progress of construction, and especially taking into consideration that the work area is an open one, I am optimistic it will be completed in December, Jakarta Deputy Governor Fauzi Bowo said.

The Rp 22 billion (about US$2.2 million) underpass project is expected to make it easier for pedestrians crossing the busy road in front of the train station. --JP

Controversy about the color scheme of the buses on the different lines - whether they should be differentiated or the same. The DTK suggests to make them all the same color so that the buses can be allocated to other lines depending on demand.

Jakarta, Kompas - Berbeda dengan pembangunan koridor busway II dan III yang dimulai di akhir tahun anggaran 2005, pada empat koridor berikutnya Dinas Perhubungan DKI Jakarta akan memulai pada awal tahun anggaran 2006. Hal tersebut menyebabkan pembangunan koridor II dan III sejak 5 November lalu hingga kini dikebut siang-malam.

Rancangan anggaran yang diajukan untuk proyek busway koridor IV-VII sebesar Rp 876,7 miliar. Tahun 2005 ini perencanaannya akan selesai sehingga awal 2006 proyek empat koridor busway itu dapat dimulai, kata Kepala Dinas Perhubungan DKI Jakarta Nurachman, Rabu (30/11).

Penyebab keterlambatan pengerjaan proyek busway II dan III, menurut Nurachman, karena perencanaan akhirnya baru selesai pada Juni 2005. Ini menyebabkan pelaksanaannya mundur hingga November lalu.

Menolak beda warna

Menyusul rencana pengoperasian busway koridor II dan III pada 15 Januari 2006, Ketua Dewan Transportasi Kota (DTK) Jakarta Soetanto Soehodho mengusulkan penolakan terhadap perbedaan warna bus pada setiap koridor.

Sebelumnya, menurut Wakil Kepala Dinas Perhubungan Pristono, warna bus transjakarta untuk koridor II biru keungu-unguan, sedangkan pada koridor III cenderung kuning-oranye. Adapun pada koridor I berwarna merah-oranye.

Meskipun operator setiap koridor busway ini akan berbeda, lanjut Soetanto, sistem transportasi busway merupakan jaringan saling terkait. Badan Pengelola Transjakarta berwenang mengatur manajemen pengalihannya untuk mencapai efisiensi. Dalam hal ini sesuai permintaan berdasarkan jumlah penumpang. Bus-bus transjakarta dari koridor tertentu seharusnya dapat dialihkan ke koridor lainnya. Dengan keadaan demikian diharapkan warna busnya tetap sama.

DTK sebenarnya juga telah mengusulkan sistem pertiketan tidak seperti sekarang. Sistem pertiketan yang datar seperti sekarang memang mengacu pada Bogota yang hanya satu jalur. Tetapi, di Jakarta sistem pertiketan seperti itu tidak relevan ketika nanti terdapat 15 koridor, kata Soetanto.

Untuk pengoperasian busway koridor II dan III, menurut juru bicara BP Transjakarta Ajar Aedi, kini sudah disiapkan armada bus yang akan dialihkan ke koridor II dan III pada tahap awal. Sesuai negosiasi yang sudah ditempuh, jumlah armada bus yang akan dialihkan untuk tahap awal antara 12 hingga 14 armada. Saat ini jumlah bus transjakarta untuk koridor I sebanyak 91 armada, kata Ajar.

Dari 91 armada tersebut, lanjut Ajar, yang digunakan dalam operasional sehari-hari maksimal 75 armada pada jam-jam paling sibuk. (NAW)

Summary:
- Line 2 and 3 operation on Jan 15, 2006 (2 years after line 1)
- Line 2: 80% ready and Line 3: 70% ('till date)
- Both line will use in total 27 buses out of which 12 are new CNG buses and 15 petrol buses from line 1.
- Passangers can use the 3 lines with only 1 ticket.

Expected finish date for trials is 15 Dec but that looks unlikely especially if line 3 is only 70% done.

The one ticket model is great.

Busway wants more female drivers

If she had her way, Saidah, 35, would like to work as an office clerk in Jakarta's business district.

Eight years after graduating from Jakarta University's Faculty of Economics majoring in business administration, Saidah, who is still single, is now applying for a job as a busway driver.

"I need a stable monthly income and a higher salary because I have four relatives to support," said Saidah, who has been working as a marketing supervisor for an insurance company with an average monthly income of Rp 1 million (US$100).

A busway driver earns Rp 2.1 million per month.

Saidah said that since she graduated she has always sent an application letter if she found a job suited to her educational background or ability.

The latest application letter was sent to PT TransBatavia, the sole provider of the 75 buses used along the busway corridor from Blok M in South Jakarta to Kota area in West Jakarta.

Transbatavia is a partner of BP TransJakarta busway management.

Saidah said that being a bus driver was not exactly what she had dreamed to become, but she was applying for the job anyway as she wanted to get a higher salary and fixed monthly income.

"I have never been happy with the jobs I have had because I did not get a fixed income," she said.

She said that with her current job she sometimes did not have any income at all in a month. But, if she was lucky she could get Rp 1.5 million a month.

Saidah is a resident of Tebet Barat subdistrict in South Jakarta and lives with her stepmother, two married sisters and one nephew, who are all jobless. Her mother and father have passed away.

Saidah said that she had been working for a private company as a marketing officer since the 1990s and driving small trucks was part of her job.

"I hope I will get accepted as a busway driver so that I can support my family," she told The Jakarta Post on Wednesday.

TransBatavia is currently opening job vacancies for women drivers and it has so far received 15 applications since it advertised the job two weeks ago. The company plans to accept applications until the end of December.

Company spokesman Ajar Aedi said that TransBatavia aimed to recruit 30 more women drivers for the busway buses.

Currently, only nine of around 100 busway drivers are women.

Ajar said more women drivers were needed because based on an evaluation of the nine women drivers, their performance was superior to the men drivers.

"For example, women drivers generally will respond positively to any complaints from passengers," said Ajar, adding that the new women drivers would join the nine other women drivers, who were employed along Corridor I.

According to Ajar, TransBatavia and TransJakarta busway management wanted women to account for 30 percent of the total busway drivers.

"We also open up the opportunity for those who are interested to work as busway drivers for Corridors II and III," he said.

Corridor II runs from Pulogadung in East Jakarta to Harmoni in Central Jakarta, and Corridor III from Harmoni to Kalideres in West Jakarta. The two busway corridors are expected to be launched early next year.

Ajar said that all potential candidates would be trained for three months before they started work.

Menanti Lama Koridor II dan III

”Jakarta punya busway”. Itu kalimat yang sering terucap dari pejabat DKI Jakarta maupun pejabat lain daerah yang ingin menata transportasi di wilayahnya. Tujuannya adalah untuk menunjukkan adanya suatu contoh penataan sistem transportasi yang dapat dibanggakan.

Busway di Jakarta memang merupakan representasi dari contoh perbaikan sistem transportasi (massal) yang efektif dan produktif, sebab dengan investasi yang tidak terlalu besar, penumpang yang dapat diangkut cukup tinggi, bisa mencapai 8.000 per jam per jurusan. Bandingkan dengan pembangunan monorel atau subway yang memerlukan investasi sangat besar, tapi kapasitas angkutnya per jam tidak jauh berbeda dengan busway.

Meskipun pada awal perencanaannya sampai awal pengoperasiannya (15/1/2004) Gubernur DKI Jakarta Sutiyoso dicaci-maki oleh banyak orang, sikapnya yang kokoh itu sekarang membuahkan hasil nyata. Bahkan tak jarang pujian yang tulus ditujukan kepadanya, misalnya ”untung Jakarta punya Sutiyoso. Coba kalau tidak, busway itu tidak akan terwujud”.

Ungkapan semacam itu menunjukkan rasa bangga terhadap keberadaan busway. Kebanggaan semacam itu mestinya harus tetap dijaga oleh Pemkot DKI Jakarta dengan cara segera mewujudkan pembangunan busway di koridor-koridor berikutnya. Sayang, setelah hampir dua tahun pengoperasian busway Koridor I (Blok M-Kota), belum terbayang lagi kapan busway Koridor II dan III akan mulai dioperasikan karena selalu mengalami kemunduran terus. Dulu, targetnya akhir tahun 2004 Koridor II dan III sudah dapat beroperasi, tapi nyatanya sampai sekarang belum juga selesai pembangunan infrastrukturnya. Bahkan untuk Koridor III (Harmoni-Kalideres), pembangunan infrastrukturnya baru sampai 40 persen saja.

Mengapa molor?

Pertanyaan ini sulit dijawab oleh awam dan yang tahu hanya orang Pemprov DKI Jakarta sendiri. Tapi, kalau menyangkut soal keterbatasan dana, mestinya tidak mungkin terjadi karena Pemprov DKI Jakarta memiliki dana yang cukup, bahkan APBD-nya mencapai Rp 13 triliun lebih. Sementara itu, untuk membangun busway Koridor II dan III tidak akan mencapai setengah triliun. Bila menyangkut soal mekanisme pencairan dana yang tidak fleksibel, mestinya juga tidak berlarut-larut sampai sekarang karena harusnya dapat diselesaikan dalam satu tahun anggaran.

Satu-satunya informasi yang pernah muncul di media massa adalah mengenai penolakan DPRD DKI Jakarta terhadap Anggaran Belanja Tambahan (ABT) Rp 571,86 miliar yang diajukan oleh Pemprov DKI Jakarta pada tahun 2004. Rencananya, Rp 167,12 miliar dari dana ABT itu akan diperuntukkan bagi pembangunan busway Koridor II dan III, termasuk untuk pembersihan lapak-lapak barang bekas maupun tempat usaha di sepanjang Jalan Perintis Kemerdekaan, mulai dari Terminal Pulogadung hingga perempatan Kelapa Gading. Setelah ditolak, ABT untuk busway diturunkan menjadi Rp 109,10 miliar. Tapi Sekretaris Daerah DKI, Ritola A Tamasya, waktu itu menyatakan, penundaan beberapa bagian proyek busway tidak akan mengganggu target operasional busway Koridor II dan III pada Juli 2005.

Asisten Ekonomi Pembangunan Pemerintah Kota Jakarta Timur, Paimin Napitupulu, juga optimistis bahwa sebelum akhir Agustus, seluruh jalur jalan yang digunakan untuk busway harus sudah bersih dari gangguan. Rencananya, Pemkot Jaktim akan menebang atau memindahkan 624 pohon, merapikan 19 tiang lampu, menguatkan saluran air seluas 950 meter, mengganti 1.544 pot, dan menertibkan 204 lapak PKL (Kompas, 28/7/2004 dan 11/8/2004). Tapi sampai sekarang, tanda-tanpa pengoperasian busway Koridor II dan III tetap belum muncul.

Pengoperasian busway Koridor II dan III yang selalu molor dan tidak memiliki kepastian kapan akan dioperasikan dapat menjadi kontraproduktif bagi proyek busway itu sendiri, karena kepercayaan masyarakat yang sudah tumbuh baik dapat berbalik menjadi sinisme yang tidak produktif, misalnya muncul komentar-komentar: ”biasa diolor-olor agar proyeknya jalan terus”. Memang komentar-komentar semacam itu dapat diabaikan begitu saja, tapi tetap memengaruhi kewibawaan Pemprov DKI Jakarta.

Masyarakat menanti

Judul berita yang menyatakan ”Busway Baru Dinanti Warga” (Kompas, 31/10/2005) tidaklah mengada-ada. Judul itu menegaskan hasil survei INSTRAN (Institut Studi Transportasi) Juli 2004 yang menunjukkan bahwa mayoritas penumpang bus jurusan Pulogadung-Kalideres yang ditanya merasa senang bila busway Pulogadung-Kalideres dapat segera terwujud karena dapat menghemat waktu perjalanan mereka. Survei yang dimaksudkan untuk mengetahui lama perjalanan bus pada jam sibuk maupun di luar jam sibuk itu menunjukkan hasil bahwa rata-rata perjalanan bus dari Pulogadung-Kalideres dan sebaliknya Kalideres-Pulogadung pada jam sibuk bisa mencapai tiga jam lebih.

Sedangkan di luar jam sibuk berkisar 2 jam-2,5 jam. Suatu perjalanan dalam kota yang sangat melelahkan, terlebih diwarnai dengan kemacetan. Tapi dengan busway, jarak 24 kilometer lebih itu dapat ditempuh dalam waktu sekitar 83 menit.

Menurut perencanaan Dishub DKI Jakarta, jarak Kalideres-Harmoni sepanjang 12,78 km dapat ditempuh dalam waktu 42,74 menit dan dengan waktu antarbus 2,2 menit, maka penumpang yang dapat diangkut 2.528 orang. Adapun Harmoni-Pulogadung sepanjang 12,06 km dapat ditempuh dalam waktu 40,39 menit dengan kapasitas penumpang yang dapat diangkut mencapai 3.183 orang. Atau total waktu yang diperlukan hanya sekitar 83,13 menit saja, baik pada jam sibuk maupun di luar jam sibuk.

Yang tidak senang dengan pengoperasian busway Koridor II dan III ini adalah operator angkutan umum pada jurusan yang sama atau yang beririsan, serta mereka yang masih lebih senang menggunakan kendaraan pribadi, karena ruang mereka makin terbatas.

Mumpung pembangunan infrastruktur busway Koridor II dan III belum selesai penulis ingin menyampaikan catatan penting. Menurut pendapat para konsultan ITDP (Institute for Transportation and Development Policy), walaupun ada pertimbangan politik yang dapat dimengerti, tapi keputusan untuk tidak melewati Terminal Bus Senen dan Stasiun Kereta Api Senen menyebabkan hilangnya penumpang yang cukup banyak karena kedua tempat umum itu mempunyai potensi penumpang yang sangat besar, baik jurusan ke Pulogadung maupun ke Kalideres. Merancang busway melewati Terminal Bus Senen dan Stasiun Kereta Api Senen juga dapat mengurai kemacetan dan kerawanan yang selalu terjadi di kedua lokasi tersebut.

Integrasi ”feeder”

Berkaca pada busway Koridor I Blok M-Kota yang masih terus dihadapkan pada masalah angkutan pengumpan (feeder), maka pembangunan busway Koridor II dan III ini mestinya menyertakan pembangunan feeder.

Pemahaman terhadap feeder pun perlu diperluas, tidak hanya terbatas pada kendaraan bermotor saja, tapi sepeda dan pejalan kaki pun merupakan feeder. Orang-orang dari Kelapa Gading dan Pulo Mas jauh lebih efisien bila menggunakan sepeda untuk sampai pada halte busway, asalkan tersedia jalur khusus sepeda, daripada memakai kendaraan bermotor.

Selain menambah polusi udara dan suara, feeder kendaraan bermotor juga dapat menimbulkan kemacetan baru di sepanjang jalan tersebut.

Tapi dengan berjalan kaki dan mengendarai sepeda, selain tidak menimbulkan polusi, ruang yang digunakan juga lebih sempit sehingga tidak menimbulkan kemacetan baru.

Konsekuensinya, Pemprov DKI Jakarta perlu membangun fasilitas pejalan kaki yang terintegrasi dengan jalur khusus sepeda, serta tempat parkir sepeda di sekitar halte busway sebagai bagian dari feeder. Gubernur Sutiyoso pasti sudah melihat langsung (Maret 2003) tempat penitipan sepeda yang cukup megah di dekat Terminal TransMilenio, Bogota. Bila apa yang terjadi di Bogota itu diterapkan di Jakarta, saya yakin Sutiyoso akan dicatat dengan tinta emas sebagai Gubernur DKI Jakarta yang berhasil mengangkat transportasi sepeda pada posisi yang tinggi, sejajar dengan busway. Naiknya pengguna sepeda yang tinggi di Jakarta akan mengurangi polusi udara dan suara di Jakarta yang cukup signifikan, tapi sekaligus juga memecahkan problem angkutan pengumpan untuk busway. Silakan mencoba.

Other cities in INdonesia should start adopting some sort of mass-rapid transportation programme, hopefully as more busway lines are completed, Jakarta can be a role-model for the rest of the country.

Busway Corridors II and II opens 15 Jan 2006, with trial period commencing 20 December 2005. Only 9 buses for Corridor II and 14 buses for Corridor III initially.

TEMPO Interaktif, Jakarta: Busway koridor II (Pulo Gadung-Harmoni) dan koridor III (Kalideres-Harmoni) akan dioperasikan mulai 15 Januari 2006.

"Bertepatan dengan ulang tahun busway koridor I,"
kata Kepala Dinas Perhubungan DKI Jakarta Nurachman di kantornya, Kamis (7/12). Pada 20 Desember 2005 busway koridor II dan III akan diuji coba.

Berbeda dengan saat peluncuran pertama busway koridor
I, penumpang busway koridor II dan III sudah langsung
diharuskan membeli tiket. Tarifnya Rp 3500 per orang.

Pada peluncurannya, baru 23 armada yang akan beroperasi. Rinciannya, 9 bus berbahan gas di koridor II dan 14 bus berbakar solar pada koridor III. Rencananya, kedua koridor akan dilayani 71 bus. "Bulan April semuanya lengkap," kata Nurachman.

Mengejar target jadwal peluncuran tersebut, Dinas Perhubungan (Dishub) DKI Jakarta akan membereskan sisa
pekerjaan yang belum tuntas. Dia menampik penilaian bahwa pengoperasian pada jadwal itu tergesa-gesa.

Sebanyak 23 halte busway di sepanjang koridor II dan 11 halte di koridor III, Nurachman menyatakan, sudah siap digunakan.

Warga Hentikan Pembangunan Busway Koridor III

Sejumlah warga di Jalan Daan Mogot, Jakarta Barat, menghentikan proyek pembangunan proyek busway koridor III yang melintasi jalan itu. Penghentian dilakukan karena mereka belum mendapat ganti rugi atas pelebaran Jalan Daan Mogot tahun 1974.

Di Jalan Daan Mogot Kilometer 17, penghentian proyek itu dilakukan antara lain dengan memasang papan bertuliskan "Bayar Dulu, Baru Kerjakan". Sementara di kilometer 15 ada tulisan "Tanah ini Belum Dibayar".

Suherman, warga setempat, Jumat (9/12), menyatakan, pemasangan papan berisi tuntutan itu dilakukan pada 22 November lalu. "Saat itu saya juga mengusir orang-orang yang mengerjakan proyek busway dan sampai sekarang mereka belum kembali," katanya.

Tindakan itu dilakukan, lanjut Suherman, karena pemerintah belum membayar ganti rugi pembebasan tanahnya seluas 880 meter persegi yang di tahun 1974 terkena proyek pelebaran Jalan Daan Mogot. Saat itu jalan dilebarkan 22 meter ke utara.

M Sukri, warga lainnya, menuturkan, ada 91 warga yang sampai sekarang belum mendapat ganti rugi. "Tahun 2002, kami pernah membawa masalah ini ke pengadilan. Namun, kelanjutannya saya tidak tahu," ucap Sukri yang kehilangan tanah seluas 460 meter persegi.

Pada 9 September lalu, Sukri dan lima temannya juga sudah mengirim surat ke Gubernur DKI untuk mengadukan masalah ini. Namun, sampai sekarang belum ditanggapi.

"Sebelum ganti rugi dibayar, kami tetap minta proyek busway di atas tanah kami tidak dilanjutkan," ujar Sukri tegas.

Besar ganti rugi yang diminta warga itu Rp 2 juta-Rp 3,5 juta per meter persegi. "Itu hanya penawaran. Yang penting, kami ingin melihat niat baik pemerintah," tutur Sukri saat ditanya mengapa ganti rugi yang diminta jauh dari nilai jual obyek pajak di daerah itu sekitar Rp 1,5 juta.

Kepala Suku Dinas Perhubungan Jakarta Barat Theodorus Marbun menyatakan, masalah ini cukup mengganggu pembangunan proyek busway koridor III, sementara ia tidak dapat berbuat banyak karena masalah ini sudah terjadi bertahun-tahun lalu.

Sementara itu, Dinas Pertamanan DKI kesulitan memperoleh lahan untuk menanam 7.290 batang pohon pengganti atas pohon yang ditebang untuk proyek busway. "Lahannya sempit dan sangat tidak mungkin di tanam di tempat semula. Karena tanam pohon itu ada jaraknya," kata Kepala Dinas Pertamanan DKI Sarwo Handayani, Jumat (9/12).

Jumlah pohon yang ditebang atau dihapuskan dari aset pemerintah provinsi untuk proyek busway koridor II sebanyak 391 pohon, sementara di koridor III 338 pohon. Secara keseluruhan berjumlah 729. Kalau setiap pohon yang ditebang penggantinya 10 batang pohon hidup ukuran tinggi antara 3-5 meter dengan diameter 8-15 cm, artinya terdapat 7.290 pohon pengganti.

Sekretaris Komisi D DPRD DKI Fathi R Shidiq menganjurkan pohon pengganti itu diberikan kepada masyarakat atau perkantoran secara cuma-cuma asal mau merawat sampai tumbuh. (PIN/NWO)

New busway corridors to open before fully finished

The city administration is planning to launch busway corridors II and III on Jan. 15 despite the fact that work along the routes is still under way and only a few buses are available to ply them.

Corridor I stretches from Pulogadung in East Jakarta to Harmoni in Central Jakarta, while corridor II is from Harmoni to Kalideres in West Jakarta.

Jakarta Transportation Agency head Nurachman said on Thursday that the soft opening would be on Jan. 15 with only 23 buses plying the route from 5 a.m. to 10 p.m.

Busway operator PT TransBatavia plans to operate 71 buses along the two routes. TransBatavia is owned by several city bus operators.

He said that fares for the new corridors would be Rp 2,000 (20 U.S. cents) from 5 a.m. to 7 a.m. and Rp 3,500 from 7 a.m. to 10 p.m. Corridor I from Blok M in South Jakarta to Kota in West Jakarta will also apply the same fare system.

Nurachman said tryout bus runs would be held from Dec. 15, 2005 to Jan. 14, 2006, using two empty buses that would not pick up any passengers.

"Full operation of the two corridors will begin in April with 71 buses," he announced on Thursday.

Nurachman acknowledged that only eight of the 23 buses for the soft opening were new, while the remaining 15 buses would come from those currently plying corridor I.

This means that only eight buses will use compressed natural gas (CNG), while the other buses use diesel fuel.

Previously, Governor Sutiyoso and other relevant officials in the administration repeatedly said that all buses in corridors II and III would use CNG.

Bylaw No.2/2005 on air pollution control requires all public transportation vehicles in the capital to use CNG after February next year, but the city lacks facilities for utilizing CNG.

Currently, the city administration is constructing two CNG stations -- one on Jl. Perintis Kemerdekaan in East Jakarta and the other on Jl. Daan Mogot in West Jakarta -- as filling stations for buses operating along corridors II and III.

That busway corridors II and III are not 100 percent ready to open for business can be seen from the amount of unfinished infrastructure, including shelters at the Kalideres bus terminal, a overpass on Jl. Hasyim Azhari and the interchange terminal in Harmoni.

As the overpass and interchange terminal are not ready, busway buses will for the time being travel along Jl. Suryopranoto, Tomang, and Jl. S. Parman, instead of Jl. Hasyim Ashari as initially planned.

The trial buses will not enter the Kalideres bus terminal until a busway shelter has been built there.

Nurachman said that as the city administration was unable to supply 71 buses for the two corridors, other buses would be allowed to continue operating along the routes for now.

The city allocated about Rp 500 billion for the construction of the two corridors and has proposed a Rp 800 billion budget to develop four more busway corridors in 2006.

Busway is really a good substitution for an expensive LRT, subway or monorail. It is cheaper and can give better return for the investors. I think given the current economic situation, busway is better.

JAKARTA - Uji coba bus khusus (busway) Koridor II (Pulo Gadung-Harmoni) dan Koridor III (Kalideres-Harmoni) tetap akan dilaksanakan besok, Selasa (20/12), meski pengerjaan jalurnya belum sepenuhnya selesai.

"Shelter dan bus sudah siap. Tinggal uji cobanya besok. Nanti saat uji coba baru kita lihat kendalanya apa saja dan segera diperbaiki sebelum busway resmi dioperasikan 15 Januari 2006," kata Kepala Dinas Perhubungan (Dishub) DKI Jakarta, Nurachman, kepada Pembaruan, di Jakarta, Senin (19/12).

Menurut dia, beberapa pekerjaan yang belum diselesaikan hanya untuk pemasangan pemisah atau separator. Namun hal itu dapat dikebut hingga pelaksanaan uji-coba busway Koridor II dan III dapat dilaksanakan sesuai jadwal.

Hingga saat ini, masih ada pemisah atau separator jalur busway pada beberapa ruas di Jalan Suprapto dan Jalan Perintis Kemerdekaan untuk Koridor II dan Jl Daan Mogot untuk Koridor III yang masih dikerjakan.

Sementara itu, Kepala Dinas Pekerjaan Umum (PU) DKI, Wishnu Subagyo mengatakan, secara umum pengerjaan lajur yang akan dilalui busway Koridor II dan III sudah selesai. "Lajurnya sudah layak untuk dilalui armada busway. Soal pemasangan separator, itu di luar tugas Dinas PU," kata Wishnu.

Dia mengungkapkan, saat ini, pekerjaan yang masih akan dirampungkan Dinas PU adalah peninggian badan Jl Perintis Kemerdekaan di kawasan Pedongkelan, Jakarta Timur. Badan jalan ditinggikan untuk menghindari genangan di musim hujan. "Sampai Minggu (18/12) masih dikerjakan. Tapi hari ini, saya belum cek pengerjaannya bagaimana," ujar Wishnu.

Sedangkan untuk pelebaran jalan pada Koridor II, khusus di Jl Perintis Kemerdekaan, diakuinya belum sepenuhnya siap. Namun hal itu, bukan disebabkan keterlambatan pengerjaan oleh Dinas PU, melainkan terkendala pembebasan lahan.

Dari jalan yang harus dilebarkan sepanjang 1,3 km, baru tercapai sekitar 30 persen. Meski sebagian besar lahan di Jl Perintis Kemerdekaan sudah berhasil dibebaskan, tapi pengerjaan pelebaran jalan kemungkinan belum dapat diselesaikan tahun ini

"Yang pasti, setiap kali tanah itu berhasil dibebaskan, Dinas PU langsung menguruk untuk persiapan pelebaran jalan. Sedangkan pemblokiran jalan di Jakarta Barat, juga sudah berhasil diatasi. Jadi secara umum, lajur untuk busway Koridor II dan III sudah siap digunakan," kata Wishnu.

Sejumlah pengguna jalan yang biasa menggunakan Jl Perintis Kemerdekaan, Pulogadung, Jakarta Timur mengaku khawatir dengan rencana uji coba busway Koridor II, Selasa besok. Dipastikan, uji coba tersebut, dan pengoperasian selanjutnya, akan memacetkan jalan karena Pempriv DKI belum melebarkan jalan.

Secara terpisah, Kepala Badan Pengelola (BP) TransJakarta, Bambang Gardjito, mengatakan, pihaknya telah menyiapkan dua unit busway untuk dioperasikan saat uji coba.

"Sopirnya sudah diberi latihan untuk membawa busway dengan kecepatan seberapa, dan berhenti tepat di shelter. Mudah-mudahan besok uji-cobanya lancar," kata Bambang. (J-9/L-11)

Pulogadung-Harmoni 45 Menit dengan Busway

TEMPO Interaktif, Jakarta: Sebanyak lima armada bus diturunkan dalam uji coba busway koridor II (Pulogadung-Harmoni) dan III (Kalideres-Harmoni), Selasa (20/12).

Tiga armada berbahan bakar gas dijalankan arah Pulogadung, sedang dua armada lainnya ke arah Kalideres. Gubernur DKI Sutiyoso beserta jajarannya turut dalam bus yang menuju Kalideres.

Perjalanan ujicoba dimulai dari halte Jalan Merdeka Selatan, lalu masuk Merdeka Timur. Dari Kwitang, lalu lintas di jalan reguler yang dilalui tampak macet.

Busway koridor II (Pulogadung-Harmoni) ditempuh dalam 45 menit. Waktu tempuh yang sama dibutuhkan untuk koridor III (Kalideres-Harmoni).

U. Ktistono, Wakil Ketua Dinas Perhubungan DKI, uji coba dilakukan untuk mengecek sarana busway. "Jalur yang tidak dilewati adalah jalur Veteran dan fly over Grogol karena betonnya baru dicor pekan lalu dan baru kering dua pekan kemudian," katanya.

Uji coba tidak akan dilakukan setiap hari tapi terjadwal sepekan tiga kali, yakni Senin, Rabu, dan Jumat. Uji coba yang hanya untuk perwakilan masyarakat, pemerintah provinsi, dan pers itu dilakukan sampai 15 Januari. HARUN MB

Brakk! Bus Sutiyoso Tabrak Halte Busway Pasarbaru

Jakarta - Aneka insiden terjadi dalam uji coba busway koridor II dan III, Selasa (20/12/2005). Selain macet dan bus overload, bus Transjakarta juga sempat menabrak halte bus di halte Pasarbaru, Jakarta Pusat.

Brakk!! Kira-kira begitulah suara yang terdengar. Bus yang menabrak itu ditumpangi Gubernur Sutiyoso dan rombongan. Bus yang ditumpangi dari Terminal Pulogadung itu disopiri oleh pengemudi perempuan.

Bisa jadi pengemudi yang memangkas pendek rambutnya itu grogi karena busnya ditumpangi orang nomor satu di Jakarta. Bagian halte yang ditabrak hanya sisinya saja, sehingga tidak mengganggu perjalanan selanjutnya.

Bus yang ditumpangi Sutiyoso dkk itu berbahan bakar gas. Untuk membedakan dengan bus berbahan bakar solar yang dicat oranye, maka bus itu dicat biru. Nantinya koridor II akan dilewati bus biru ini.

Sebelum bus menabrak halte, Sutiyoso melayani wawancara dengan wartawan. Wartawan bertanya pada eks Pangdam Jaya itu mengapa uji coba tetap dilakukan padahal banyak fasilitas yang belum tokcer.

Menanggapi hal ini, Sutiyoso mengaku bisa memaklumi segala kekurangan yang terjadi sepanjang uji coba. "Namanya saja uji coba, ya kayak gitu," katanya.

Dia memisalkan jika tentara menggelar acara. Maka tentara akan melakukan latihan-latihan sebelum hari H. "Jadi ketika ulang tahun ABRI (TNI-red), semuanya lancar, perlengkapan lancar, nggak ada kendaraan yang mogok, barisannya nggak ada pingsan," cerita pensiunan mayjen ini.

Sutiyoso menekankan, masih ada waktu 3 minggu bagi pengelola busway untuk menyempurnakan pekerjannya sebelum busway diluncurkan 15 Januari 2006. Sementara itu, dalam perjalanan ke Kalideres, kemacetan luar biasa tampak di kawasan Jalan S Parman, tak jauh dari Mal Taman Anggrek dan Citraland.

Di Jalan Daan Mogot, rombongan belum menemukan masyarakat yang sebelumnya mengancam akan menghadang karena pertikaian ganti rugi tanah.

Perjalanan Transjakarta uji coba yang ada lima unit ini sendiri mendapat sambutan hangat sebagian masyarakat. Mereka berada di halte-halte busway dan menyaksikan dengan gembira. Sutiyoso juga menyempatkan diri turun di halte
untuk bersalaman.

Hingga pukul 17.50 WIB, uji coba masih berlangsung.(nrl)

what I don't like about the Busway Projects is the design of the station ! (looks boxy) and the design did not change for koridor 2 :sleepy:

also, can someone knoe what card they are using (bus ticket) how it is works and pics of Transjakarta ticket :D pls :D
