There was an adobe reader document posted on here a long ass time ago about downtown development, i think it was put out by the city and it had some information on a project at that exact location called the Promenade. I hope it is the same project your talking about but with a name change. It had renderings and it was gonna be real crazy supposedly including a times square -esque media tower.
