There was an adobe reader document posted on here a long ass time ago about downtown development, i think it was put out by the city and it had some information on a project at that exact location called the Promenade. I hope it is the same project your talking about but with a name change. It had renderings and it was gonna be real crazy supposedly including a times square -esque media tower. I'll fish it out for ya...

ha ha I found it.. Man, that was fast, good thing SSC runs an awesome forum and has an easy search tool. Well, this is the exact post by streetscapeer made in the "Downtown Miami Project Rundown Thread" on December 11th, 2004, 05:45 PM ...

check these links out.....wouldn't this be Miami's most amazing transformation

Downtown/Overtown Revitalization (http://www.doverkohl.com/project_graphic_pages_pfds/Miami%20CRA.pdf)

South Miami Hometown Station (http://www.doverkohl.com/project_graphic_pages_pfds/Hometown%20Station.pdf)

Downtown Kendall (http://www.doverkohl.com/project_graphic_pages_pfds/Downtown%20Kendall%20project%20page.pdf)

Downtown Miami Springs Revitalization (http://www.doverkohl.com/project_graphic_pages_pfds/Miami%20Springs.pdf)

They're all adobe reader documents put out by the city and the "downtown/overtown revitalization" one has some awesome renderings of a project called the Promenade and its near the location where the Paramount Park is supposed to be but it kind of died down cause we never heard any commotion about it. Maybe this is the same project with a different name but I might be mistaken...
