FORT DEL Pilar, Baguio City: Majority of this year’s top 10 graduating members of the Philippine Military Academy (PMA) Masiglahi Class 2009 were raised by middle-income parents but they have proven their worth in the premier military institution in Asia.
A check on the profile of the top 10 class members revealed that their fathers were plain farmer in their respective provinces while their mothers were plain housewives.
Another distinction they shared with one another was having graduated valedictorians or with honors in their secondary education.
Topping this year’s PMA graduation is 23-year-old Air Force cadet Karl Winston Cacanindin of Aurora province whose father is a draftsman while his mother is a high school teacher.
Cacanindin, who will graduate magna cum laude, will receive the Presidential Saber and PGMA Achievement Award for academic excellence from President Gloria Arroyo, who will be the guest of honor and speaker during the graduation rites at the Borromeo Fields on March 16.
The valedictorian will also receive the Philippine Air Force Saber, Athletic Saber, Mathematics and Natural Sciences plaques besides the Joint United States Military Assistance Group or Jusmag award.
This year’s salutatorian is Army Cadet Leemuel Manicdo, 22, from Moncada, Tarlac, whose father is a mechanic and mother, another simple housewife.
Manicdo, who graduated as high school salutatorian, will receive the Vice Presidential Saber, Philippine Army Saber, Academics Group award, Humanities, Management, Social Sciences and Army Professional courses plaques, Jusmag award, Association of Generals and Flag Officers award and for the Australian Defense best over all performance award.
Navy Cadet Roger Flores, 25, of Iloilo City, who was raised by an accountant father and housewife mother, ranked number three in the class. He will receive the Secretary of National Defense Saber, Philippine Navy Saber and Jusmag award.
Fourth is Navy Cadet Nelson Liwanag, 24, of Tanauan, Batangas, whose father is a farmer while his mother is a vendor. He will receive the Navy Professional Courses plaque, Australian Defense Best Over all performance in the Navy and Jusmag award.
Army Cadet Larry Longe Mayao, 25, of Mainit, Bontoc, Mountain Province is ranked fifth and the only Cordillerans to be in the elite rank of topnotch cadets this year.
Mayao, who graduated from Pines City National High School and Pinsao Elementary School, was 10 years old when his mother passed on. His father was once a laborer who had to raise him along with nine other siblings.
Assistant PMA Supt. Brig. Gen. Rommel Martin of Bontoc, Mountain Province and member of PMA Class 1978 congratulated Mayao for proving that a cadet from the minority group was in equal footing with the other cadets.
Another Army cadet, Erick Ryan Mabborang at age 23 is among the younger graduating cadets is the son of farmers from Enrile, Cagayan, ranked sixth over all.
Army Cadet Carlito Santiago, 24, of Isabela, whose parents are farmers and traders, ranked 7th and he will receive the PGMA Achievement Award for Excellence, Chief of Staff Saber and Tactics Group award.
Army Cadet Glenn de Ramos, 22, of Pasay City whose parents are farmer and housewife ranked 8th and one of the brigade commanders of the class.
Just as Filipino women are celebrating the Women’s Month, Air Force Cadet Cynthia Forteza, 22, of Urbiztondo, Pangasinan landed ninth place in the overall roll of merits.
Forteza is also the recipient of the Computing and Info Sciences plaque, Leadership plaque, Air Force Professional Courses plaque and Australian Defense Best Overall Performance award.
Completing the topnotch list is Air Force Cadet Christopher Ian Dupalco, 22, of Bohol, whose father had died and raised by his mother, a teacher.
PMA Supt. Vice Admiral Leo-nardo Calderon Jr. told reporters that the topnotch graduating cadets have good academic records during their elementary and high school days, even with parents from low and middle-income earners.
There are 161 male and 23 female members of the Masiglahi Class 2009. One hundred of them will join the Army, 37 in the Air Force and 47 in the Navy.-- Harley F. Palangchao

TAGBILARAN CITY, Bohol — The Department of Public Works and Highways (DPWH) in Bohol has started its P86 million worth of road widening and bridges repair works to provide easy access to tourist destinations to and from the airport in Panglao Island.
Engineer Edgar Damalerio, of Bohol’s first engineering district, said the projects are set to complement the soon-to-be operations of the Bohol International Airport, allowing
easy access for tourists who want to travel around the province.
Damalerio said the widening project is supervised by the Region 7 office of the DPWH.
“It would be a disaster for tourists and locals wanting to catch a plane but couldn’t squeeze through traffic due to narrow roads and so they miss the flight,” said Damalerio.
It can be recalled that President Arroyo wanted Panglao Airport to rise before her term ends in 2010.
She said this during her State of the Nation Address when she bared her tourism super region plan for the Visayas.
According to Engr. Rene Ye, of DPWH 7, the government is putting up some P86M for the construction and repair of the two bridges as well as the widening of the causeway sections leading to Dauis.
He also added that a parallel project is about to commence from this city’s Sitio Ubos to Totolan Dauis.
Both causeways have previously been identified as possible bottlenecks
as soon as the Panglao Airport lifts off.
In Bohol, people have started asking if the airport is definitely going to happen with the dying down of the news after President Arroyo launched the P4.7 billion project to be funded by the Department of Transportation and Communication last year.
The ongoing construction works, however, ignites a new hope that Bohol may indeed be poised to fly economically when the airport gets into the wind.

PGMA wants Panglao Airport to start soon

Tagbilaran City (6 March) -- President Gloria Macapagal-Arroyo started pulling the strings to move government agencies to start the construction works on the P4.7 billion (US$115 million) Panglao International Airport in Bohol and bring Bohol on a tougher toehold in the country's super regions plan.
The presidential action was to build on the momentum of the growing regional travel market in Asia, and thus possibly getting Visayas the share of economic development.
In fact, for Bohol Governor Erico Aumentado, its completion would be Bohol's biggest gift to the President as she celebrates her birthday in April of 2010.
Earlier, the President issued the order at a Cabinet meeting in Malacanang when they country's top development thinkers tackled programs and projects for rural development, among which was the approval of the Panglao Airport Development Project by the National Economic and Development Authority (NEDA) Board.
The President, who chairs the NEDA Board, said the "bid must be out by April this year and work start by July."
She also was reported as saying that the project would be funded by internal government funds as she ordered in July 2005.
By the arrangement, the Manila International Airport Authority (MIAA) bankrolls 90% of the P4.7 billion project cost while the remaining 10% would be funded by the Department of Transportation and Communications (DOTC).
According to a feasibility study on the project, the construction of an airport in Panglao Island is economically viable.
It showed that air passenger arrivals in Bohol have been "phenomenal," brought about by Bohol's tourism initiatives including preservation and development of world-class Panglao white-sandy beaches.
Settled in a 195 hectare lot, Panglao Airport Development Project would have a 2.5 kilometer runway making it easy for bigger planes to land.
The design, one which could be upgradable to fit international standards allows the airport to be an alternate airport to nearby Mactan Cebu International Airport in Cebu.
The project site which the President has inspected lies in parts of barangays Lourdes, Bolod, Danao and Tawala in Panglao.

"The projects are set to approximate the timetable for the airport operationalization, pending the ironing of wrinkles in the right of way acquisition for the multi-billion air facility," explains Engr. Edgar Damalerio of Bohol's first engineering district.

"The land bridge that connects the island to mainland Bohol must be fortified, widened and paved right so it could carry the main bulk as traffic shifts to the proposed airport" added an engineer who supervises for the in the 900 meter road widening and bridges construction works.
It may be recalled that President Gloria Macapagal Arroyo has wanted Panglao Airport to rise well before her term ends in 2010. This she said during her State of the Nation Address when she bared her tourism super region plan for the Visayas.

At the narrow Vaño Bridge, Engr. Ye said the cost for the government is P4.337 to get the additional two lane extension and sidewalk done within 135 calendar days.
The bridge repair adds 2.91 meters from the edged of the old slab bridge and should put in 9.38 meters from the center of roads, Engr. Ye claimed.

Can't vouch for the reliability of the site, but has been in operation for awhile.

TAGBILARAN CITY, April 1 (PNA) -- President Gloria Macapagal-Arroyo will sign into law today a proposed measure that would strengthen and expand the coverage of the special employment program for poor but deserving students during the Christmas and summer vacations.
To be signed by the President into law is the consolidated copy of Senate Bill No. 2116 and House Bill No. 5388 which will henceforth be known as the “Act Strengthening and Expanding the Coverage of the Special Program for Employment of Students, Amending for the Purpose Provision of Republic Act 7323, otherwise known as the Special Program for Employment of Students (SPES).”
The signing ceremony will take place at the Bohol Wisdom School in this city.
Expected to welcome the President here are some 4,500 Sangguniang Kabataan (SK) members and local officials led by Bohol Gov. Erico Aumentado, Tagbilaran City Mayor Dan Lim, Bohol 1st District Rep. Edgardo Chatto, 2nd District Rep. Roberto Cajes, 3rd District Rep. Adam Relson Jala, SK National Federation President Jane Cajes, SK Secretary General Patrick Bench Marco, and SK VP for Visayas Karl Giuseppe Gumban.
To accompany the President are Labor Secretary Marianito Roque and Commission on Higher Education (CHED) Chairman Emmanuel Angeles.
The new law amends R.A. 7323 which was signed in 1992 by then President Corazon Aquino to provide more employment opportunities to poor students in private companies as well as local government agencies at salaries not lower than the prevailing minimum wage.
Under SPES, 60 percent of the salaries is paid in cash by the employers, while the remaining 40 percent is provided by the government in the form of education vouchers which can be used in payment of tuition fees and book expenses.
The SPES is open to all qualified high school, college or vocational students or dropouts, aged 15 to 25 years, as well as interested employers.
Among the salient provisions of the law are:
-- Employment of poor but deserving students aged between 15 and 25 years old during Christmas and summer vacations;
-- Payment of minimum wages;
-- Enrollment during the present school year/term or during the school year/term immediately preceding the summer vacation;
-- For dropouts who intend to continue their education;
-- Students whose parents' combined net income after tax, including his own, if any, does not exceed P36,000 per annum;
-- Garnered a passing grade during the school year/term referred above or in case of dropout, the last year/term attended;
-- His/her parent has been displaced or about to be displaced due to business closure or work stoppage;
-- Giving academic credits to students employed in activities related to their courses;
-- Requiring employers to inform student-workers of their rights, benefits and privileges under existing laws and company policies;
-- Penalizing persons or entities who refuse or dishonor educational vouchers by the government; and,
-- Removing threshold amount (formerly pegged at P36,000) for maximum family income requirement.
The new law will enable students to earn during summer and Christmas vacations to help them finish their studies as well as develop productive work ethics and explore opportunities for their future career.
Because summer means graduation time, the President has said that government would work hard to provide jobs and training opportunities for the young graduates.
Aside from the summer employment program for students, the President also directed the holding of mega job fairs starting this summer to create thousands of jobs for the unemployed particularly the workers displaced by the global financial crisis. (PNA)

thanks man....on second thought, siguro makikituloy na lang pag may kakilala. i fell in love with bohol the first time i set foot in there. so i kept on coming back since then. i was so amazed by how well locals know about their history. :okay: and proud of it.

we just rented a van and let the driver take us to these interesting places. there many vans available in tagbilaran. i think it's cheaper to do this than to book a one day tour of bohol from travel agency. just ask the driver where he plans to take you and tell him your special request, if u have any, so he can fix his route

we were 8 in our group but i think the van can fit in 10 - 12 ppl. we paid 3500for 15-hour tour. of course we gave the driver a tip for accommodating our special request to bring us to mabini, bohol for personal errand. but if your going to just avail of the usual 8-hr bohol tour, i think it will only cost you 2500 or less if you haggle some.

No need to reserve early kase there are many shipping companies plying the route. Meron regular boat lang..meron din fast craft.

nung February hindi naman mahirap. naranasan ko lang sa Oceanjet then Supercat. Maganda ang supercat, malinis at mabilis din. para sure, pareserve ka na ahead of your trip. 1 day before your trip will be fine.
i think may 4 trips sila to tagbilaran for each day. dati ticket is priced at 500+ one way. pag return ticket, 800+ lang.

Tagbilaran City (27 April) -- Bohol hosts this Wednesday some 150 youth participants to the 'Urdaneta Camp and Cruise' which brings them to Bohol from Cebu.
The camp and cruise, one set to introduce to the youth the person of the Spanish navigator, Augustinian missionary Fray Andres Urdaneta, builder and responsible for spreading Christianity in the Visaayas.
Urdaneta, along with his cousin captain Miguel Lopez de Lagaspi landed in Cebu on April 28, 1565. That fateful day, Urdaneta rediscovered the image of the Santo Nino in a hut in Cebu, which later would be enthoned in the Basilica Minore de Santo Nino de Cebu.
In honor of his contributions to the Philippines and the world, the Augustininians in the Philippines, the Urdaneta 500 Cebu and the Philippines as well as the National Commission for Culture and the Arts brings the camp and cruise for the country's future leaders.
The camp and cruise would allow the youth to know the great man and emulate his leadership skills and values, says organizers.
The acitivity forms part of the 5th centenary celebration of Urdaneta's coming to the Visayas and President Gloria Macapagal Arroyo has issued Proclamation 1423 recognizing the man's substantial contribution to history and culture and nodded to the 5th centenary celebration.
Urdaneta, along with his cousin Miguel Lopez de Legazpi came to the Philippines leading the expedition sent by King Phillip II of Spain. Both sailed from Spain in November of 1564 with a fleet led by flagship Capitana along with San Pedro, San Pablo and the smaller tenders San Juan and San Lucas.
The expedition at one time landed in Bohol in March 25, 1565 where Fray Urdaneta stood as witness to the blood compact between his cousin captain Miguel Lopez de Legaspi and a local chieftain Sikatuna.
While in Bohol, the cruise participants visit Baclayon Church, the shores of Loay where Legaspi's fleet once replenished their provisions, the old town of Loboc to hear the singing and musical groups there and the Chocolate Hills.
The group also goes to PuntaCruz in Maribojoc, to watch the Sandugo Reenactment and a special show of the Tawag sa Bantayan. (PIA)

Another alternative to go to Bohol is Via Tubigon, from pier 3 Cebu City that departs 6 AM. everyday, a bit nearer than Tagbilaran City. Passengers have to take a tricycle from the pier/pantalan straight down to the Plaza in front of the Municipal Hall where a lot of V-Hires are being parked. Here you negotiate for your itinerary. Chocolate Hills is nearer from here. There are also public buses that go to Tabilaran. If you are are hungry in Tubigon, there is my preferred carenderia behind the Municipal Hall. Enjoy your summer Vacation.
Please take note: Everyday on the Month of May is fiesta day.:lol: It starts in Tagbilaran, May 1. I believed the fiesta celebration goes clockwise from town to town. Tubigon is May 15. I drink to that. :cheers:

thnx! got your pm already. anyway, i enjoyd my trip in bohol. i love tagbilaran city it looks like baguio city actually minus the cold temperature but the terrain, the roads and the structure of the buildings very baguio city. what i appreciated so much in bohol was the fact that every municipality has something to offer for the tourist. post ko later ang mga pics ko in bohol.

BALICASAG ISLAND, Bohol, May 8 (PNA) – Chosen as one of the top 20 diving spots in the world, this 25-hectare island off the tip of Bohol province in Central Visayas is a fish sanctuary of over 2,000 species that make marine biologists and scuba divers agog each time they dive.
It features a never-ending undersea spectacle of God’s creations such as giant stingrays, sea turtles, napoleon rash, whale sharks, white tip-sharks, devil mantas, colorful clown fish, tuna, to name a few, that make the coastal waters around the island their permanent abode. Thousands of caves and caverns underneath also abound in the island.
This writer made a survey of the area last April 29 and concurred that indeed, Balicasag is not only a diver’s paradise but also lately has become a perfect getaway place for honeymooners, who savor the ambiance of the sea with flock of birds flying overhead and fresh sea breeze blowing on 24/7.
Ms. Mayen Go, the energetic resident manager of the Balicasag Dive Resort operated by the Philippine Tourism Authority (PTA), said that “foreign and domestic tourists are coming to the island paradise in droves after they learn from friends by word of mouth on how spectacular this tiny island is.”
“Newly-married couples have found their way to Balicasag during the past two years, and all are in unison on how they enjoyed their stay here,” she said.
Balicasag has master divers stationed on the island, ready to teach visitors who wish to learn about scuba diving.
One of them is Aldo Mercado, 46, a veteran diver, who trains newcomers to become scuba divers in three days in open water course training.
“It’s fun to be a scuba diver,” said Mercado, who has logged over 5,200 dives during the past 20 years.
“I average 260 dives a year,” Mercado quipped.
Mercado has practically roamed the 1,001 undersea caves of Balicasag and encountered face-to-face various kinds of fish, including sharks and man-eating barracuda during his diving sorties all these years unharmed.
Being one of the country’s top diving sites, Ms. Go is planning to improve further the world-class facilities of Balicasag.
At present, the resort has 10 duplex cottages and a dormitory with a total of 20 rooms. The dormitory has two big rooms which can accommodate 10 persons each. The rooms are all air-conditioned, with beautiful beds and bathrooms.
Tourists are fully secured as the Balicasag resort has its own security guards patrolling the vicinity 24 hours.
In addition, the Philippine Coast Guard (PCG) has a detachment in the area ready to respond to any emergency at a moment’s notice.
Visitors need not worry as the island is virtually crime-free. Not a single crime has been committed here the past 30 years!
The resort has an elegant restaurant by the sea. The cuisines are just perfect for food connoisseurs. Their specialty is the so-called “Balicasag soup” which is a mixture of seafood and vegetables.
Ms. Go said the resort is only occupying 1.5 hectares of the 25-hectare island with a population of 735 people living in 130 houses. Many years ago, Balicasag’s population was only 20 families.
In the early 1970s, the government had seen the tourism potentials of the island that then President Ferdinand E. Marcos declared the island as a naval reserve to protect it from dynamite fishers and illegal poachers, after biologists discovered the thousands of fish species abounding in the seawaters of Balacasag.
According to Ms. Go, she will recommend to PTA chief Mark T. Lapid the construction of a boat that has a transparent bottom to enable tourists visiting Balicasag to peer the sea bottom without scuba diving.
A few feet from the sandy white beach, the depth is from 30 to 90 feet where schools of fish of various species crisscross in symphonic rhythm. It is this spectacle that tantalizes divers.
The Island of Balicasag has six famous diving sites, including the Resort Wall, Black Coral Forest, Cathedral Wall, Turtle Point, and the Cavern.
The Resort Wall is an excellent diving site with a depth of from 30 to 50 meters where there is a proliferation of reef fish like lionfish and scorpion fish. The current is quite strong in this area.
Divers must not miss the Black Coral Forest where a bush-like black coral is found, abounding with school of tropical fish such as morrfish idols, batfish, lionfish and hosts of others.
Cathedral Wall located on the southwest of the island is where huge caves and recesses are found. Divers have to carry torches to explore the sea caves. The spectacle is a kaleidoscope of marine life with schools of fish darting in and out of the caves.
Turtle Point is just magnificent. Divers have to be patient to watch giant turtles called “B-52” swimming out from their secret lairs. Triggerfish, mackerel and other fish species are also abundant in this area.
Northeast of the resort is the Cavern, situated some 25 meters down the drop-off wall where an array of small caves abound.
It is customary of divers to sit on the small caves to watch giant fish passing by. The best time to dive is just before sunset where torrid activities take place when daytime and nighttime organisms change shifts, feed and breed.
So spectacular is Balicasag Island that former President Fidel V. Ramos used to dive here, particularly during his active years in the military as Constabulary chief, Armed Forces chief of staff, Defense secretary and during his presidency.
One of the most recent visitors to Balicasag was no other than President Gloria Macapagal-Arroyo, Ms. Go said.

Tagbilaran City (9 May) -- THE Inter-Agency Committee tasked to oversee the implementation of the Panglao International Airport Development Project (PIADP) has decided to push for the runway bidding, in a move that would finally make visible the development of the dream airport.
Governor Erico Aumentado, during his weekly The Governor's Reports bared that in its recent meeting dated May 5, the committee has decided to bid the runway development apart from the terminal building and its peripherals.
In its development timetable provided by the PIADP secretariat, the preparation of the project's detailed engineering works would be on from February to July.
The runway bidding then would mean, the component runway was taken ahead of the full project preparations to show substantial development when the target bidding dates in October would be opened.
Observers see this as an indication that, like many who doubt that the tourism super-region support infrastructure promised by President Gloria Macapagal Arroyo would really be realized, the committee could not bear to keep the people waiting.
And after more than a year of no apparent visible development since the President launched the project in May, the runway bidding may be the biggest bang to herald the flurry of building activities soon to come.
The runway and its allied facilities, Aumentado explained, would cover some 2.5 kilometers and would be designed in such a way that it can be upgradeable to accommodate the biggest plane of the Airbus fleet.
He added that the runway would soon be extended to 3.8 kilometers but the initial bidding would yet cover the construction of 2.5 kilometer strip.
Moreover, Aumentado, who sits as the Committee Chair revealed that Philippine Japan Airports Consultants have asked for 16 hectares more of lot, a thing already approved by the inter-agency committee.
He added that during the May 5 meeting, the Department of Budget and Management through Boholano representative Mario Relampagos has okayed the use of the funds allotted for land acquisition pending its disbursement, while the project funders have yet to put in the additional funds for the 16 hectares.
Aumentado insisted that the airport should be operational by December 2010, even if it would still be operating on temporary terminal hub, a tent city as he proposed. (PIA) [top]

TONZI May 14th, 2009, 12:56 PM Regarding that somebody who asked for a one night stay or two at Panglao, there are mini inns and hotels in Tagbilaran City where you can stay. If you prefer at Panglao Island, there are mini inns as well at Alona Beach. Alona Beach hosts a lot of mini hotels and they also host parties every night. But, if you're on a tight budget, I suggest you get those inns at the city coz they are affordable. You can ask those tricycle and taxi drivers on where to get these mini accommodations. By the way, Alona and Panglao beaches are at most 18-20 kms from the city. You can hire a van or taxi towards the island.

Health Secretary Dr. Francisco Duque III Thursday night confirmed the first case of Influenza A(H1N1) infection in the country—in a 10-year-old Filipino girl who arrived from the United States with her parents on May 18.
“The DoH confirms today the first case of AH1N1 in the Philippines. She is a female traveler who arrived in the country on May 18 from the United States, whose throat specimen tested positive based on results from the Research Institute for Tropical Medicine (RITM),” Duque said.
Duque, who is in Geneva, Switzerland, attending a World Health Organization (WHO) meeting, held a video conference with reporters at the WHO regional office in Manila to break the news Thursday night.
“I talked with the president and from the tone of her voice she was very concerned. In fact, she gave me the go signal to conduct this press conference,” Duque added.
Dr. Eric Tayag of the Department of Health’s National Epidemiology Center said the girl, who was not identified, had also been to Canada.
The girl, he said, developed a fever, cough and sore throat on May 19, the day after arriving, and was brought to the RITM in Muntinlupa City where the diagnosis was confirmed Thursday.
Despite the index case, Duque said: “There is no community outbreak in the country, measures are being done to prevent transmission, including quarantine of immediate household of the first case. The first case is something we have been preparing for as a result of public and private sectors’ effective surveillance system.”
Health Undersecretary Mario Villaverde said the test results came Thursday afternoon from RITM and the patient was immediately given antiviral Oseltamivir.
The first case no longer had fever and cough but still has sore throat, said Villaverde.
Tayag said specimens from the index case will be sent to a WHO collaborating center in Melbourne as routine procedure for all specimens that will test positive for the novel AH1N1.
“The child developed the symptoms a day after arrival, so this is also a call for vigilance on the part of the public that people in the country and incoming travelers from abroad, especially from infected areas, submit themselves to quarantine screening and continuous monitoring of health, especially body temperature for 10 days, and to report to the DoH any flu-like symptoms,” said Villaverde.
Villaverde reiterated that the public should observe proper hygiene, strengthen resistance and do social distancing—avoid going to crowded areas if the need is not urgent.
Since there is only a single confirmed case, Villaverde said, there is no need to postpone the opening of schools in June.
Up till then the country had been flu-free despite the disease afflicting citizens of nearby countries like Malaysia, South Korea, Taiwan, Hong Kong and Japan.
In Geneva, a month after the world was alerted to a potential influenza pandemic, doubts fostered by the mild symptoms of the new swine flu virus have prompted the WHO to think twice about sounding the maximum alarm despite the spread of infection in 41 countries.
The WHO on Thursday raised its tally of swine flu cases around the world to 11,034 and 85 deaths. Most of the 791 new cases have been reported in Canada, Mexico and the United States.
Mexico confirmed three more deaths linked to the A(H1N1) virus, while the United States confirmed two additional deaths since Wednesday’s tally.
‘Imminent pandemic’
At least 38 other countries in the Americas, Asia and Europe have reported cases since the outbreak in Mexico, but the world remains at flu alert level five, signaling an “imminent pandemic.”
WHO Director General Margaret Chan is hesitant about declaring a fully fledged pandemic by moving to Phase 6, even though travelers have carried the virus to other continents.
The maximum alert level would indicate sustained community transmission in a second region outside the Americas.
On Thursday, Japanese Prime Minister Taro Aso reiterated his appeal for calm as the number of swine flu infections in his country soared to 292, including the first two cases in Tokyo, the world’s largest urban area.
Antoine Flahaut, an epidemiologist and head of the School of Public Health (EHESP), said that the technical elements were in place to move into the pandemic phase.
“But the WHO senses that recommendations which go with that are not adapted to the situation,” Flahaut explained, pointing to air travel restrictions or advice to wear surgical masks.
“Invoking phase six would be disproportionate with the current situation,” he added.
The doubts have grown because of the relatively mild symptoms of swine flu, which experts acknowledge is no worse than seasonal influenza for now.
Many of the deaths have occurred among those who were suffering from other ailments, a common pattern for ordinary strains of flu.
When the WHO’s annual assembly opened on Monday, British Health Secretary Alan Johnson voiced doubts about phase six that had been growing behind the scenes after countries rushed to contain new cases of swine flu.
More time needed
“I think you, as you and others have said, need more time, we need more time to study this,” Johnson told Chan, prompting nods of approval from other health officials afterward, including China, Japan and New Zealand.
“She (Chan) has taken that on board,” WHO spokesperson Thomas Abraham said late Thursday, underlining that most of the cases in Japan were largely confined to students or their close entourage.
Chan acknowledged earlier this week that the WHO’s pandemic response plan, introduced three years ago, was largely designed around the more deadly and virulent, but less transmissible, H5N1 bird flu virus.
“This scale was based on geographical distribution, but the public belief is that pandemic means seriousness,” said Sylvie Briand, acting director of the WHO’s Global Influenza Program.
But the WHO is also looking ahead at the potential progress of the new virus, and fears of its impact in poor countries, where millions of people are already weakened by chronic illness.
“Whatever the member states might say, we are in phase five,” Abraham pointed out.
Similar to 20th century
In studies released by the New England Journal of Medicine, scientists pointed out the similarities between the new A(H1N1) virus and ones behind pandemics that marked the 20th century.
Those pandemics in 1918-1919—which killed an estimated 50 million people—in 1957-1963 and 1968-1970 started off as mild but went through waves that became more lethal at their peak, often the second season, and had different impacts in different regions.
The viruses also affected young people—a feature underlined by the WHO in the current outbreak—and were highly transmissible, according to researchers from the US National Institutes of Health and George Washington University.

Tagbilaran City (22 May) -- Times may be hard but it could never let a Boholano down, the recent Holy Name University (HNU) survey shows.
With 64% of Boholanos optimistic of a hope for Bohol, the recent survey, now becoming popularly known as the Bohol Polls would also attest to the fact that life has changed for the better in Bohol.
The figure is also an increase from -59 to -52 of last year.
Unemployment rate here dropped down 5 points or 12% from last year with 17%, the number also inclusive of those who are persistently seeking jobs especially at 18-24 age groups where unemployment rate is highest at 25%, says the poll.
Presence of insurgents has not been as prevalent, 89 of Boholanos agree that they have not seen any armed men recently, only about 10% saying they have felt the presence of armed men again.
The Provincial Government earned the highest net performance rating in tourism promotion at +39, protecting the environment at +36 and ensuring adequate food supply by providing support to agriculture promotion at +20 points.
The optimism came despite a dampening 100% increase in poverty income threshold at P10,000 from last year's P5,000.
In fact, during the survey public presentation at the HNU High School Department Multi-Media Center Monday, economic issue presentor Christian Anuta bared that only 17% of Boholanos say their present quality of life is getting better compared to last year, while 55% say otherwise.
The scenario may be bleak but with 85% Boholanos owning their own houses and another 11% living with relatives and employers, majority of them would be unofficially homeless, the polls would also reveal.
The survey, the institution's 13th round since Social Weather Station helped put up the HNU research Center claims +/-5 margin of error while using 400 probability respondents representative of Bohol's 1.2 million population according to 2000 National Census Office. (PIA)

Tagbilaran City (20 May) -- Despite negative publicity and criticisms against the administration, President Gloria Macapagal Arroyo (PGMA) reaps a total +3 satisfaction rating in Bohol, well above her -3 rating last year, the 13th round of Bohol Polls says.
During a public presentation at the Holy Name University (HNU) High School Multi-Media Center in Janseen Heights Dampas, the Bohol Polls 2009 revealed too that PGMA has 100% awareness rating and Bohol's third district gave her the highest satisfaction rating at +12.
About 49% of Boholanos in the third District here were satisfied with the President, over 37% who were dissatisfied, resulting in a net rating of +12.
Observers believe that the recent administration's Comprehensive Livelihood and Emergency Employment Program (CLEEP) and the visibility of Department of Agriculture (DA) Secretary Arthur Yap who is concurrently the cabinet steward for employment in the Visayas in the widely agricultural District affected the president's satisfaction rating.
Sec Yap is currently implementing CLEEP programs in agriculture and is on a government spending spree to generate as much employment to keep people above water in this time of economic grip.
With about 23% of Boholanos engaged in agriculture and allied jobs, the government reaped very high ratings in ensuring adequate food supply at +26 points and providing support for agriculture promotion at +20 points.
In Bohol's District 2, 41% are satisfied with PGMA while some 39% were dissatisfied resulting in a +2 rating.
On the other hand, in Tagbilaran City of Bohol's First district, 3 of every 10 were satisfied over 5 who are dissatisfied resulting in her lowest rating at -18. The survey coordinators however clarified that they have a +/-10 margin of error for the city with 100 respondents at a little more than a hundred thousand residents.
On the other hand, both Bohol Governor Erico Aumentado and Vice Governor Julius Caesar Herrera suffered diminished ratings at 5 and 10 points less than last year. Both however still soared with +77 and +51 points.

Tagbilaran City (22 May) -- Farmer groups here unit to make a strong pressure group lobbying for the immediate legislative action on the extension of the Comprehensive Agrarian Reform Program (CARP) which, if not acted upon expires at the end of this month.
With barely a month left before the Congress adjourns in June, the farmers here think the country's legislators have conveniently sat on the issue despite the apparent attempts by farmers ranks across the country to dramatize their intent to have the program deliberated as expeditiously.
In late developments, reports bared that Malacanang has gained support from key Congressional leaders on the prioritizaion of the CARP law extension, which President Gloria Macapagal-Arroyo has certified as urgent.
The support accordingly came from Senate Agrarian Refrm Committee Chair Gringo Honasan and House of Representatives speaker Prospero Nograles, in a meeting with the President, attnded by key church authorities and reform secretary Nasser Pangandaman, according to reports.
Assuring Boholanos however, Provincial Agrarian Reform Officer Johnson Cinco said that Bohol representatives have been candidly lining up behind the farmers in their unconditional support for the extension of the govenments primier social justice program.
At the Kapihan sa PIA Thursday aired live over DyTR, PARO Cinco, who is also a lawyer said farmr cooperatives have passed resolutions to pressure Congress to prioritize the passing of the CARP extension biill.
If the bill is passed, it would lengthen the term of the country's land reform program by another five years and consequently approriatesi funds for the land acquisition program which the government sees as a move to motivate farmer productivity by allowing them to finally own the lands they till.
With some 12% still to accomplish in Bohol, PARO Cinco agreed that the extension would not only allow farmers more time to claim lands but it would also empower and capacitate them to maximize on their production through the corollary support services that the CARP law provides.
Aside from the lands acquisiton and distribution program incorporated in the CARP, the law also mandates support services delivery as well as agrarian justice delivery which would fund for the due process when the government acquires lots to be distributed.
According to data from the provicial DAR Office, Bohol has close to 3,104 square kilometers of agricultural lands, about 59.314 hectares of it falls under CARP scope while 38,583 sq. has. Fall under land acquisition and distribution.
The past DAR activities here benefitted close to 52,400 beneficiaries in 40 agrarian reform communities, he said.
But with between six to seven thousand hectares of lands yet to be distributed to farmers at an average of 1.3 hectares per agrarian reform beneficiary, the Bohol agrarian reform chief said that should benefit close to six thousand families.
With farmers and Bohol DAR office waiting in bated breath over the legislative deliberations which my not be as immediate, Bohol went for fall back positions with the Agrarian Reform Infrastructure Support Program (ARISP) implemented in four reform communities in Alicia, Balilihan, Catigbian and Danao, Atty. Virgin Island located between Balicasag and Panglao is a small island with a white sandbar on its east and west tips. On low tides, the sandbar become an extended island. During our trip, it was yet to become low tide so we were contented on swimming the almost waist deep cool waters. I was amazed swimming on this sandbar coz at 10-11 am which was already "hot", the water at the sand bar was "spring cold" to swim into and was very inviting due to the summer heat. It was very tempting for me in particular who was not on "battle gear" but decided to take a "dip" on its clear waters.
I noticed alot of foreign nationals swimming on this island as well as those diving enthusiasts on Balicasag Island.

hi etien....!!mas maganda na ngaun ung road sa tagbilaran..they're using concrete pavement kasi mas mahaba ang life span nito compare sa asphalt road...i guess concrete road has a maximum of 4o years life span while aspalt has 20 years..as u can observe na mas dali malubak-lubak ang asphalt..hinoon mas expensive ang concreting but mas molahotay....

Tagbilaran City (3 July) -- Playing the advantage of attaining a record breaking sufficiency levels after decades of rice farming, local authorities hope to sustain the momentum and organizing all rice breeders for both hybrid and certified seeds come next, says Provincial Agriculturist Liza Quirog.
Now wanting to take a better grip at the adopted technological edge, she said an organized group sharing each other's successes and failures can result to even better harvests for Bohol in the future.
On this, at the 2009 Sandugo Agri Fair, Quirog said they have deliberately scheduled rice genetics and seed banking forum to exactly keep the farmers in the loop on the developments and motivate them to enhance local rice into high yielding varieties.
In tandem with a Mindanao certified seed grower cooperative, the Department of Agriculture and its local counterpart along with Sangguniang Panlalawigan Agriculture Committee Chair Vice Gov, Julius Caesar Herrera would attempt to mold and streamline a local organization to keep track of and facilitate the exchange of technologies among town-based farmers.
With the aggressive campaign to make Bohol rice sufficient, the DA through the Agricultural Promotion Center and the local leaders pushed for more support through inputs and fertilizers which farmers can avail at low subsidized costs.
Coupled with the abrupt shift to high yielding varieties, farmers achieved flying productivity marks, one most growers are willing to duplicate if not top, this time while demanding for better seeds.
The development has also placed most local seed growers into experimenting on varieties that they can grow and keep for the future planting season.
In Bohol, we can assure that local growers can now supply the need for certified seeds but keeping the high seed standards can be enhanced when these people work together, Quirog reasons for the plan to pool these people together.
APC's Eng. Eugene Cahiles has always insisted that going for the shift to hybrid and certified seeds alone would changce Bohol's productivity positioning despite the sad fact that vast ricelands here are a rarity.
Agriculturist Quirog added that the aggressive campaign to momentarily shift to hybrid rice and then later grow certified rice has tilted the balance and earned for Bohol respectable position in the region topping rice production sufficiency at 113%.
Ad as soon as farmers saw the difference in productivity, many have opted to go for hone-grown certified seeds at least now that they know such are available with the help of an NGO: the South East Asian Regional Initiatives for Community Empowerment, she said. (PIA)

Santo Niño church was declared a basilica in 1965 and was given the title "Mater et Caput" or "Mother and head" of all churches in the Philippines in recognition of its being the first church in the country.. It became a church in 1565, after Legazpi had the image of the Santo Niño translated there a few days after its discovery by Juan Camus.. But the oldest stone church is, no doubt, San Agustin in Intramuros. :)

CEBU CITY, July 27 (PNA) – An ambitious plan to link the central Philippine islands of Cebu and Bohol with a bridge is getting closer to reality after the Economic Development Cooperation Fund (EDCF) of South Korea pledged a USD3 million-grant for its feasibility study.
Bohol Gov. Erico Aumentado announced the funding for the feasibility study of the Cebu-Bohol Friendship Bridge during a recent meeting of the Regional Development Council (RDC) 7 in Tagbilaran City. ”I am happy to report to the RDC that one of our mega-projects, the Bohol-Cebu Multi-Access Friendship Bridge now has the support of EDCF,” Aumentado told the RDC 7 full council meeting.
The RDC in Central Visayas asked the Department of Public Works and Highways (DPWH) to endorse to the Korean government their request for funding assistance for the feasibility study on the proposed bridge, the first between Cebu and Bohol. Aumentado said he will meet with the Korean ambassador on July 28 to “thresh out the mechanics of the project.” He said endorsements from various agencies are required for the funding to be released.
The proposed bridge project will have to be endorsed by DPWH, the NEDA Investment Coordination Committee technical board, NEDA board and the foreign affairs secretary. Aumentado said it is the foreign affairs secretary who will then endorse the request for funding to the Korean government.
The Bohol governor believes the bridge project will improve commerce, technology sharing and the exchange of power and water between Bohol and Cebu. Aumentado said the project was conceptualized in 2006 yet but the feasibility study was not started due to the lack of funds.
Initial reports said the bridge will be 90 kilometers long and will cost at least P20 billion. But Marlene Rodriguez, RDC 7 vice chair and National Economic Development Authority (Neda)7 regional director, told the PNA the bridge length is only 18 to 20 kilometers and the cost of its construction is still to be determined.
”Funding for the actual project implementation is not a problem. We can have it through BOT (build-operate-transfer) or a loan. But I prefer it done through a BOT,” Aumentado said. Once the bridge is up, Aumentado said, it will be easier to bring water from Bohol to Cebu, in contrast to earlier proposals to use submarine pipes. Bohol, in turn, can also take advantage of the bridge to tap Cebu’s excess power, he said.
The operation of the Kepco and Global Power plants in 2011 is expected to generate an additional 400 megawatts for Cebu. Aumentado said when he attended the recent Asean South Korea summit with President Arroyo, a Korean embassy official informed him that his government was “willing to give due course” to the request for USD3 million for a feasibility study on the proposed bridge, “provided that we follow the process. 1. What is the cheapest and fastest way to reach Tagbilaran from Cebu City? Is it Ocenjet, Supercat or Weesam? How much is the difference?
2. We inquire about the Bohol Day tour. Usually how long does it take to finish it? Medyo malayo ba from one place to another?
3. What is the best way to buy a pasalubong and where do we buy those?
4. What will be the common fare for renting a van? Balak kasi namin mag-rent para medyo tipid. :)
5. Saan mas murang mag swimming sa Panglao. Hindi naman kami magstay doon. Mga afternoon swimming lang. How much is the entrance fee?

To each man, his own madness,” my late dad Vincent “Ting” Dayrit would often say.
Being my father’s daughter, I embrace this philosophy but always with great caution and weighing the risks. Growing up, I often had to convince Dad whenever I wanted to do a certain thing like study or work abroad, pursue my fields of interest or engage in what he considered a perilous activity like scuba diving, parasailing and the like. Most of the time, I would eventually gain his permission but admittedly, it was the exercise of preparing arguments and rebuttals to defend and win my case before Dad that made me appreciate each activity to the hilt.
Today, I understand that any extreme challenge has two faces; one may be confronted spontaneously without warning while the other may be anticipated and thus prepared for. My new penchant for seemingly daredevil, adrenalin-pumping activities is born of my desire to elevate my wanderlust to more pulsating, life-changing levels. From the exhilarating zip-line rides in Albay to wakeboarding in CamSur, from the helicopter ride to take photos above steaming Mayon Volcano, to parasailing 150 feet above the cerulean waters of Boracay.
Now here comes the country’s newest and most exciting extreme-adventure park called E.A.T. in Danao, Bohol. In fact, our very own Tourism Secretary Ace Durano recently inaugurated the park and tried the thrill-seeking Canyon Plunge and invited me to experience this “ride of your life” myself. Very timely, Cebu Pacific, my preferred carrier because of its beautiful airport in NAIA Terminal 3 in Pasay City, with its great service, inexpensive airfare plus countless promotions, launched its “Wandering Juan” project allowing Pinoys to explore the country and savor the many new travel jewels like the E.A.T. Danao Adventure Park.
Danao, once a sleepy fourth-class municipality, has recently earned a reputation as the country’s extreme adventure capital, as it launched its latest attractions — cable car or “sky rides,” the country’s longest 450-meter zip-line or suislide, rappelling, kayaking across the winding Wahig Ihabangan river, cave spelunking and the Canyon Swing or “The Plunge” patterned after the death-defying ride in New Zealand. The adventure park is located at Brgy. Magtangtang, 72 kilometers (just a two-hour ride away) from the City of Tagbilaran. For very affordable accommodation for visitors, there is the Danao Eco-Lodge within the vicinity of the park.
E.A.T. Danao is the town’s newest brainchild, as spearheaded by its self-effacing Mayor Tom Gonzaga. Tom is so low-key he barely puts his name on the projects he enacts in his town. Instead of his own name blaring from billboards and signs in his town, the phrase “A Project of the LGU” is all visitors will see, proof that Tom gives the credit of the success of Danao back to the many people whose hard work and dedication to the local government unit is worthy of emulation.
Danao offers unique and exhilarating activities in different categories set amidst verdant valleys framed by the majestic expanse of mountain ranges. To trim down the choices for the individual tourist, specific activities were grouped into three: “E” for Extreme, Economic and Educational trips; “A” for Adventure; and “T” for Tours. Other activities there include river tubing, village and historical tours, camping, boulder climbing, organic farm visitation and root climbing.
During the two-hour drive from Tagbilaran to take the Canyon Plunge in Danao, nervousness accompanied the thrill of the inevitable. Being chauffeured by gracious, outdoor sports enthusiast Mayor Tom himself, with my best friend and two-time CMMA awardee Bum Tenorio and gorgeous friend Mel Martinez, the scenic drive seemed endless. Perhaps knowing this locale was the site of the country’s longest revolt of Francisco Dagohoy, I must have commiserated with history. We learned from Mayor Tom that the Dagohoy revolt from 1744 to 1829 stemmed from the saga of his brother Constable Dagohoy who was requested by the Jesuit Gaspar Morales, in charge of the Inabangan district, to bring back a renegade indio who had fled to the mountains. The renegade killed Constable Dagohoy instead, thus Francisco requested a Christian burial. Father Morales did not allow the deceased brother to be buried on consecrated grounds because he had been killed in a fight. For three days, the corpse remained unburied. Angered by this harsh treatment, Dagohoy swore vengeance and organized Boholanos to join him in the longest revolt in the country against the Spaniards.
Mayor Tom pointed to our group the mountain where the Filipino hero Dagohoy built his fortress during the revolt. That fortress was just near the launching pad of The Plunge and I felt all the more compelled to embark on the stunt. I remarked, “Whatever happens, guys, the leap may be insignificant today, but part of history tomorrow!”
Realizing that too much reflection can kill spontaneity, I became more resolute about mustering my courage. Gracious Makati councilor Armand Padilla, who led our group, advised us to practice fear management as we faced each adventure. I agreed, saying the only fear is the one created in the mind. As I gathered my strength to take The Plunge, Bum attempted to convince us not to do it and vise versa. He even texted my three sisters Jaqui, Michelle, Yvonne and only brother Mark to dissuade me from doing the death-defying stunt. Unfortunately for him I had already secured their nod of approval because I assured them of its safety. Mayor Tom said the plunge and suislide are both capable of carrying five tons working load and a maximum of 200 and 50 persons a day respectively while the sky ride can accommodate eight tons of working load and can carry 190 passengers a day.
The irony of all this unfolded when we all took the 450-meter zip-line suislide where we lay facedown and slid securely across the 300-meter-high gorge. We incessantly screamed “Darna!” After Bum’s turn on the zip-line, he announced that he, too, would do the Canyon Plunge as long as it was captured on video for evidence. Our videographer, Monet Lustre, gamely and bravely rappelled down the cliff for the best angles. The men at the Canyon Plunge hurriedly strapped the giggling Bum into his harness before he could change his mind.
When my turn came, I whispered, “It’s just my God and me!” Everyone shouted “Bombs away!” and like a free-falling pendulum, I swung freely, a thousand feet above the picturesque gorge. Hearing your own breath and pounding heartbeat from such an altitude amidst such an expanse is a surreal and peaceful adventure. For about 10 minutes, swaying above the lush Danao vegetation and the inviting Wahig river, my eyes combed the scenery replete with breathtaking beauty. It was an opportune time for a very serene and private conversation with God. Suspended in disbelief for a few seconds across the canyon, I thanked Him for all the countless blessings, for keeping my loved ones happy and healthy. As they handed us the cable to pull us up from the ravine, we even flashed the “L” sign in remembrance of our dear Tita Cory, a salute to valor and courage. Shortly after the plunge, Bum posted our experience on Facebook. Many thanks to Makati councilor Jojo Javier and gracious wife Babylet who took our photos and provided us with M&M chocolates for our glucose fix before and after the plunge.
Looking back, it was an awesome encounter between man and nature, feeling secure in God’s omnipotent presence. A leap of faith, literally. In the face of extreme challenge, you ponder why we pursue such hurdles, then suddenly all fears melt away and peace pulls you through. Truly a geography of blissful moments worth savoring for a lifetime.

Yung Tarsier ang cute hehe, kaso dun sa place na pinuntahan namin yung Tarsier bigla na lang nilagay sa shoulder namin para picture picture. Hopefully those Tarsiers were the ones that were bred and were not caught in the wild, mga "night shift" kasi mga Tarsier e so when you keep bugging them during the day di sila nakakatulog.

Hehehe, you have the same reaction as I did when I went to Bohol (Aug. 25 -27), ang ganda talaga hehehe! The best yung Loboc river cruise buffet hehe.
Btw, yung face ng isang pari nag a-appear dun sa side ng church if you take a picture of it at a particular angle.
I also loved the man made forest, ang galing meron shang micro-climate because of the trees, malamig!
The best yung Panglao island! I plan to go back there and do scuba diving next time, nakapag snorkel lang ako e pero ok na rin.

Hindi kami nag-overnight sa Panglao. Bumalik rin kami sa Cebu that evening. Sa may Dumaluan kami nagstay:)

If everything goes accordingly, it will feature a convention center, thrill rides, and of course, Philippines very first underwater restaurant! Limited condotel rooms will be up for grab and will carry the Crown Regency brand.:banana:

I can't agree more............ Bohol has the advantages because it's very close to an international gateway........ and it has a lot to offer. I was amazed when I visited the Island and I know theres so much yet in store waiting for the world to see.........
