believe it or not, the bidet (tama ba spelling?), the water closet all were functioning and had water when I used them. Yea, old but clean.

my independent impression of the toilets were that they were clean. :D nope, Mercato did not clean the toilets just to have these pics.

yes, I forgot to mention they also had tissue paper and liquid soap at the basin as well. :D :D Can you see any spots on the toilet/ water closet?

cyborg81 October 28th, 2011, 10:45 AM Ninoy Aquino International Airport, the Philippines’ main airport located in the capital Manila, was voted the world’s worst airport in a global budget-travel guide.
The title was given based on guest complaints of thieving staff, dirty toilets and poor infrastructure at the airport’s Terminal 1 published by readers on sleepinginairports.net.
The country’s government has pledged to improve the 30-year-old facility following the ranking.
"The customer is always right. This will serve as a challenge to do what we have to do faster and better," Phillippines transport secretary Manuel Roxas told AFP.
"There are already plans and ongoing actions but clearly this is not enough so we will expand our efforts," he added.

MANILA, Philippines – The Department of Transportation and Communications (DOTC) on Friday held a consultative meeting with the Department of Tourism, Bureau of Immigration, and Bureau of Customs in order to address issues in airports, particularly the Ninoy Aquino International Airport (NAIA) Terminal 1, which was recently dubbed as the “world's worst airport” by a travel website.
The meeting also aims to prepare the airport for the expected influx of passengers this holiday season.
According to Transportation Secretary Mar Roxas, they expect an increase of 20% in passengers this December.
The NAIA Terminal 1 is serving 7.3 million passengers a year or 20,000 a day.
Unfortunately, the terminal's capacity is only 5.5 million.
The DOTC admits that delays are experienced due to the shortfall in the number of inspectors and other personnel.
The DOTC is currently looking at hiring more personnel or redeploying some personnel in order to cover peak hours and shifts.
The terminal is also undergoing some renovations.
The plan is to take out the VIP Lounge and turn it into a passenger bay in order to make the terminal more spacious.
aranetacoliseum November 7th, 2011, 04:33 AM NAIA-1 gets P1-billion face-lift
MANILA, Philippines - A newly refurbished Ninoy Aquino International Airport (NAIA) Terminal 1 will rise from the shell of the old, much-maligned main gateway, but still would not provide free sleeping quarters for vagrants and those on a tight budget. The repairs will cost P1 billion.
According to Terminal 1 Manager Dante Basanta, the NAIA-1 had a “dayroom” decades ago, rented at P840 per day ($20) and located near the arrival area, just beside the duty-free shops.
(The “dayroom” is still there, available for those who may want to use it, although it’s not being properly advertised by airport authorities. Most of the time, however, the area is used as a holding room for those scheduled for deportation and who are awaiting their flights.)
The face-lift of NAIA-1 will start in January and is expected to be finished within 2012. The 67,000-square-meter building has a capacity of 4.5 million passengers a year. Last year it served way beyond its capacity—or some 7.3 million people.
The tight space and limited amenities have irked some bloggers who, unable to find sleeping quarters at NAIA-1, graded it the worst in the world.
NAIA-1 was recently voted as the “World’s Worst Airport to Sleep In” by the “The Guide to Sleeping in Airports,” a web site of low-budget travelers who used the airport as overnight motels to save on money.
But Manila International Airport Authority (Miaa) General Manager Jose Angel Honrado said this is not why the passenger terminal is being spruced up; the undertaking had been discussed by various administrations in the past.
Honrado said the firm of Leandro V. Locsin and Associates, the original architect of NAIA-1, is helping conceptualize ideas about how the newly rebuilt structure would look.
Also part of the project are furniture and interior designer Budji Layug, architect Royal Pineda and Cebuano designer Kenneth Cobonpue, who are providing their expertise pro bono to give the NAIA-1 a major face-lift, 30 years after it was constructed. The original design was by National Artist for Architecture Leandro V. Locsin.
Transportation and Communications Secretary Manuel Roxas II is spearheading the NAIA-1 restoration. He held consultations last week with top officials of the customs, immigration and quarantine bureaus, as well as the Miaa.
Customs Commissioner Rozanno Rufino Biazon, Immigration Commissioner Ricardo David Jr., Tourism Secretary Ramon Jimenez Jr. and Honrado attended the meeting.
The interior renovation will cost P450 million, while the park development will fetch P500 million.
“The proposed P1-billion budget will help build a new image of the Philippines,” according to Pineda, who said in a recent interview that Naia 1, like all modern airports, would provide a “boutique” experience, “not so much for its modest size as for its distinct atmosphere of civility and expedience.”
To expedite the flow of arriving and departing passengers, concessionaires such as banks and insurance companies that are now located smack in the middle of the arrival and departure zones would be moved to the sides.
“Flow takes precedence. The proposed master plan includes freeing up the space to accommodate more passengers by transferring the offices and banks elsewhere,” Pineda said.
The arrival area, which had been expanded recently, will be surrounded by glass so that passengers could see all the way to the lobby and beyond, according to Honrado. He also said the wall that separates the customs from the luggage section would have to give way so that natural light from the outside would illuminate the area.
There are also plans to make the waiting lounge more pleasant and to add restrooms, Honrado said.
The proposal calls for refurbishing the facilities, decongesting, developing a park and enhancing the retail environment. It also calls for NAIA to work equally hard on the software, and the services.
Honrado said the National Competitiveness Council Program (NCCP) asked Layug, Pineda and Cobonpue to offer their own suggestions on the face-lift as part of a program to improve the country’s image. The NCCP was established by Presidential Executive Order 571, which seeks to improve the country’s competitiveness from the bottom third of competitiveness rankings to the top third by 2016.
According to the three designers, the airport and Roxas Boulevard need the most attention since they provide the visitor his or her initial impression of the country.
Pineda said the renovation of NAIA-1’s structure would be limited; it can no longer be expanded; nor can it accommodate extra load, he said in their web site. “We will create a boutique airport. With a small terminal, we can show efficiency and hospitality.”
Pineda said function would be the main priority. “It’s not just about adding toilets and rectifying the look, but also verifying the structural integrity of the building,” he said.
The team also recommended improvements in the operations, such as incorporating the terminal fee in the ticket instead of letting people line up. Only those with exit clearances, exempting them from travel tax and terminal fees, should queue in the counters. “Let majority of the passengers enjoy the smooth flow in the airport,” Pineda was quoted as having said.
Taking into consideration the Filipino culture of hatid-sundo, Honrado said the designers have addressed the need for an arrival extension for families and friends sending off or welcoming the passengers.
Honrado said the design team had proposed that the concrete open-parking lot in Terminal 1 be transformed into a three-story parking space and a lush landscape lined with select food outlets. The proposed park will showcase not only the best of Filipino dining brands but also changing art exhibits. A canopied walkway will lead to the greeters and well-wishers’ lounge.
Welcome parties can wait in the restaurants and enjoy the garden so that the lots can also become income-generating spaces.

ruffaramboo November 9th, 2011, 03:59 PM CNN travel site tags NAIA as one of world's 'most hated airports'
http://www.gmanews.tv/story/237961/nation/cnn-travel-site-tags-naia-as-one-of-worlds-most-hated-airports
CANDICE MONTENEGRO, GMA News

After recently being tagged by a travel website as one of the world's worst airports to sleep in, the Ninoy Aquino International Airport (NAIA) gets bad publicity anew as CNN's travel website lists it as one of the world's 10 most hated airports.
In an article posted on CNNGo.com, NAIA was ranked 5th on the list for its "filthy restrooms, seat shortages at gates... and an Amazing Race-style check-in routine spiked with bureaucracy."
As of posting time, GMA News Online has yet to reach NAIA authorities for their comment.
But the article quickly stressed that the most hated airports on its list are not necessarily the worst airports in the world.
"What follow are 10 majorly despised international hubs (or hopefuls) that, while they may have a few staunch fans, and some have even won awards, have all inspired enough fury, flak and 'never again' air-rage to merit a place on the list," the article said.
"Beleaguered by ground crew strikes, unkempt conditions, soup kitchen-style lines that feed into more lines and an overall sense of futility, NAIA brings the term 'Stuck in the 1970s' to a new level," the article said.
It pointed out that all non-Philippine Airlines flights are crammed at Terminal 1, while the newer Terminal 3, which is occupied by a few minor carriers, is underused.
The article also noted several reasons for hating NAIA, including charges of tampered luggage, broken escalators, and "creative airport departure fees."
Number one on the list is the Paris-Charles de Gaulle airport in Paris, France, which CNNGo described as the "most maligned major airport on earth."
The eight other airports on the list are (from 10-2):
Sao Paulo-Guarulhos International in Sao Paulo, Brazil;
Perth Airport in Perth, Australia;
Tribhuvan International in Kathmandu, Nepal;
John F. Kennedy International in New York, USA;
Jomo Kenyatta International in Nairobi, Kenya;
Toncontin International in Tegucigalpa, Honduras;
London Heathrow in London, England; and
Los Angeles International Airport in Los Angeles, USA.
Worst airport
In October this year, the website "The Guide to Sleeping in Airports" released a list of worst airports, which is meant to help their readers who are "airport sleepers" avoid airports that do not have what they identified as their "four C's": comfort, convenience, cleanliness, and customer service.
NAIA was tagged number one on its list for its lack of pay-in lounges for transit passengers and reports of bribery and theft. "Airport taxes are collected, but the money does not seem to go towards the betterment of the airport," the website said.
NAIA's poor rankings on the website caused an uproar on social media, prompting officials to look into NAIA's problems and propose makeover plans for the international airport.
World-renowned Filipino designers even offered a pro-bono proposal to rehabilitate NAIA's Terminal 1, proposing to turn the airport into an "urban oasis" that will reflect the country's "festive atmosphere."
In an earlier interview on GMA News TV's "State of the Nation" newscast, NAIA Terminal 1 manager Dante Basanta said it was "unfair" to call NAIA the "worst airport" because its management is working hard to improve the airport's facilities and services.
"We cannot compete with other airpots kasi hindi naman masyadong modern ang airport natin. We can only do so much with the old facilities. Binabawi naman natin 'yon sa services natin," Basanta said.
In an interview last week, President Benigno Aquino III said a presentation for a makeover plan for NAIA, a stopgap measure for the next four or five years, will be presented to him soon. — RSJ, GMA News

You are correct.
Filipinos tend to sugar-coat everything about this airport. Foreigners should speak out.
Sky Harbor November 20th, 2011, 11:12 PM ^^ You are mistaken. I've traveled through enough airports in my lifetime, and I have been alien enough to the Philippines for a long-enough period, that I know there are airports out there which are as bad as, or are worse than, NAIA. :sleepy:
It kinda begs the question: when people claim that "foreigners should speak out", aren't you merely reinforcing the reactionary mentality that Filipinos as a people are known for, and that we should be working hard to erase? It doesn't help when you encourage people to embark on behavior that merely reinforces negative aspects of our culture rather than actually modify the behavior in question. The negative reaction may have prompted government to act, but if this comes from a populace which doesn't even realize that the subject in question is being worked on, that NAIA has been in renovation since 2009, then I have no idea what it is.
I don't see how you, as a Filipino, are so special because you think everyone else sugarcoats NAIA. Get off your moral high horse and stop acting like you know better, because it doesn't help.
Not only is the airport crap....the roads leading to and from airport are in bad condition too...and traffic way too heavy
Poor planning, yes. Solution: the NAIA Expressway, of which Phase 1 (to NAIA Terminal 3) has already been built.
Then again, airport traffic jams are not unique to NAIA. I currently live near WAW (Warsaw Chopin Airport), and the road leading to the airport is a major city artery. The traffic can get pretty heavy during rush hour. NAIA traffic is much more tolerable outside rush hour, and especially if you're using Terminal 3.
Tallsmurf November 21st, 2011, 10:09 AM I am a frequent flyer all over the world - visiting Philippines around 4 times/year. I can categorically state that NAIA is one of the worst airports that I travel through, alongside the regional airports in the former soviet union for poor organisation and unneccesary bureaucracy.
T3 is OK with good layount, good road connections, but is massivley underused - but T1 is a joke. The roads to get to the airport are completely (and uneccesarily) clogged up - there are often huge queues to get into the terminal (top tip - always shorter from the left) and what is so difficult about adding the terminal fee to the ticket cost as is done in almost every other country in the world???
The airside facilities are limited - but the arrivals arrangement is another shambles.
It should not be difficult to fix - if the will is there (and political personalities removed out of the way)

Totally agree with you. I have used Terminal 1 at least 20 times....I dread using the terminal everytime I had to. Yes, the government built an expressway, but only up to Terminal 3? From Terminal 3, it takes at least 20 minutes to get to T1. And the first thing the country showcase to foreigners upon their arrival are the traffic jam and the slums.
Terminal 3 is much much better. But I don't understand why it takes them so long to get foreign carriers to use the terminal. It is so underutilised and a lot of the space just go wasted.
I also have to comment that efficiency at Manila airport is quite poor too. Immigration takes forever to clear even though passengers are not too many.

I'm surprised you're not aware that Terminal 3 is mired in legal controversies and the government (and the airlines) refused to move in until all the legal controversies were solved. I'd like all the airlines to move to Terminal 3 too, but as long as PIATCO continues to sue the Philippine government for grossly-inflated damages, the more airlines will refuse to move to Terminal 3. Hence why there's ongoing terminal renovation works at Terminal 1, which I hope people in this thread have seen.
Also, now that the competent legal authorities have all ruled against PIATCO and Fraport, let's see whether or not the terminal can be fully opened. If ANA can move into Terminal 3, and with rumors of CX, SQ and KE interested in moving as well, I'd like to see how this will move forward.
I also have to comment that efficiency at Manila airport is quite poor too. Immigration takes forever to clear even though passengers are not too many.
I've gone through immigration during off-peak hours and it "didn't take forever" at all. I remember clearing immigration in as little as 5-10 minutes, and that's average wait times! If I also remember correctly, someone on A.Net once said he was able to get from gate to arrivals during off-peak hours in as little as ten minutes. Spacing flights could relieve congestion, but it can only go so far.
And, oh yeah, this problem is also not unique to MNL. Try CDG early in the morning, where people fill up a very small immigration area. Or KUL (your home airport) in the evening. Or even AMS and TLV. The only times I've ever experienced truly efficient immigration, with relatively short lines, were in WAW and, during off-peak hours, OTP (Bucharest) and LHR (Heathrow).
daniu79 November 22nd, 2011, 05:30 PM I was just saying from my experience. You don't have to be so defensive.
And please don't start the 'your home airport, my home airport' game here.
For the record, KUL and MNL are like heaven and earth....anyone who has used both airports would agree with me
Sky Harbor November 22nd, 2011, 11:25 PM ^^ "For the record, KUL and MNL are like heaven and earth....anyone who has used both airports would agree with me" is more likely to start provocatory debates than calling MNL my home airport, which it is, or KUL yours, which it is also. I agree that KUL is a better airport than MNL, but I highly doubt that MNL is as bad as people seem it to be. It begs the question: are people sugarcoating MNL? Or are people making mountains out of molehills?
I'm tired of hearing people complain about the minutest of detail about NAIA when in fact other airports, which are not subject to the same scrutiny, have their own shortcomings which are the subjects of complaint as well. This is the only airport thread here where I hear people encouraging others to air their dirty laundry against the airport because he thinks his fellow countrymen are "sugarcoating" the true state of this airport. I think I've traveled enough to know the difference between good, bad and utterly horrible airports, and, at the risk of being called "numb" to the plight of this airport, there are definitely worse airports than MNL.

Ahh ikaw pala ang author nung trip report na yan. Excellent trip report by the way. I read it more than a week ago and it is quite rare for someone to give a trip report on our national carrier and our airports in Airliners.net. I enjoyed reading your trip report. I look forward to another one.

For that matter, technically this proposal does solve the problem of arrivals since the entire green space will become the arrivals area. Not sure if I'd like it that way, but it would be nice if it was enclosed with a canopy roof, for example. That way, it's still usable even during rainy season.

Because of all the steel, cement and not to mention, tiled floors as oppose to Changi, Japanese airports and HKIA which have carpeted floors after the check-in area. NAIA 1, 2 and 3 aren't carpeted, anywhere except for the air bridges and lounges, which is why it looks just like the way you noticed it. :ohno:

NAIA Terminal 1 to undergo P1.16-B makeover (http://www.skyscrapercity.com/showthread.php?t=1476940)
January 12, 2012 7:46pm
The Manila International Airport Authority (MIAA) has set aside P1.16 billion to refurbish the oft-criticized 35-year-old Ninoy Aquino International Airport (NAIA) Terminal 1, said MIAA general manager Jose Angel Honrado.
In a statement, Honrado said that the refurbishment will begin Jan. 16, with the escalators connecting the arrival and departure halls being removed to allow more passenger movement.
The make over will take at least 18 months to complete, Honrado noted.
Also included in the improvement project are the demolition and rebuilding of four comfort rooms at the arrival lobby, relocation of Duty Free shops and offices, and structural retrofitting to strengthen the terminal against earthquakes.
Additional Immigration counters will be added at the arrival area so more passengers can be processed during peak hours. Inclined walk-a-lators will also be installed in the arrival area.
Apart from refurbishment, the MIAA will buy new security equipment, including shoe scanners, state-of-the-art scanning and X-ray machines, and additional closed-circuit television cameras.
The equipment, Honrado said, will be funded by money from the Security Development Fee (SDF), which the MIAA started collecting from departing international passengers in February 2007 as part of the terminal fee.
The collection of the SDF ends on Jan. 31, bringing down the terminal fee from P750 to P550.
Honrado said that by the end of the year, the P550 airport terminal fee will no longer be collected by the MIAA. Instead, airline companies will reimburse airport authorities with the fee as part of the airfare. — AL/VS, GMA News

fairul April 25th, 2012, 11:16 AM Quick question, why PAL doesnt operate from T3 ? I flew from / into all three terminals last year and have to say that T2 is pack. (domesctic) and T3 is so empty with only Cebu Pacific pax.. The renovation work for T1 is good news.
the glimpser April 26th, 2012, 02:53 PM ^^Terminal 3 is planned to accommodate foreign airlines. The plan is when T3 is fully finished, the foreign airlines using T1 will move there.

World's Worst Airport crumbling. Just yesterday.
Sky Harbor April 28th, 2012, 05:50 AM ^^ I wonder when that photo was taken. :sleepy:
Momo1435 April 28th, 2012, 08:02 AM This can happen anywhere, even in the best airports. It's not because it's the worst airport.
Anyway, the new big investor in PAL (Philippine Air to Order 100 Planes After San Miguel Deal (http://www.bloomberg.com/news/2012-04-26/philippine-air-to-order-100-planes-after-san-miguel-deal.html)) is also talking about a possible new airport for Manilla.
"San Miguel may pitch plans for the new four-runway airport to the government in the “near future,” Ang said. Construction of the facility, able to handle 100 million passengers annually, could begin this year, he said."
Jim856796 May 1st, 2012, 07:42 AM ^^Is the new airport for the Manila area the Clark Airport or some other site?
pi_malejana May 1st, 2012, 08:17 AM looks like some other site... most likely nearer to Manila than Clark is (the latter being around 80km north of the metro)... reports say it's a 4000-hectare property owned by San Miguel itself... we'll just have to wait and see if this is concrete or just all talk...
davidwebb May 1st, 2012, 06:24 PM looks like some other site... most likely nearer to Manila than Clark is (the latter being around 80km north of the metro)... reports say it's a 4000-hectare property owned by San Miguel itself... we'll just have to wait and see if this is concrete or just all talk...
Ang said, in an Inquirer report, that it is a 10 minute drive from EDSA. He also plans to have PAL offices relocate there, it will also have its own power plant.
Nice no?
davidwebb May 1st, 2012, 06:25 PM http://business.inquirer.net/56657/smc-buying-binge-goes-on-with-8-more-deals
According to Ang, he hopes to break ground before the year ends on a 4,000-hectare development, which will have, as its primary tenant, a four-runway international airport and a modern air terminal capable of handling as many as 100 million passengers a year.
The project will also have its own business district, a commercial and residential area, and will apply for ecozone status to accommodate locators in the manufacturing space.
It will also have its own electricity source, which will be cheaper than the present modes provided by commercial power producers.
He declined to identify its exact location, saying only that motorists can reach the destination “in 10 minutes from EDSA” using SMC’s proposed elevated roadway that cuts across Metro Manila on a north-south axis.
Ang said the project is meant to provide the country with an alternative to the aging Ninoy Aquino International Airport, which has reached the limit of its expansion, and the Clark International Airport, which is too far from Metro Manila.
“It will be a mini-city,” Ang said, saying that PAL’s base of operations would eventually be moved to that new location.
The total project cost, he said, including the elevated tollway, a modern air terminal, runways and the acquisition of land will be in the vicinity of $5 billion.
“Can we afford it? Of course we can afford it,” Ang declared.
davidwebb May 1st, 2012, 06:27 PM I really like Mr. Ang's optimism and bravado :)
chillendawg May 2nd, 2012, 02:23 AM im all for Ang's idea~ sana matuloy na yan this end of the year..
