Rival Parties Agree to Move 12 Ministries out of Seoul
SEOUL, Feb. 23 (Yonhap) -- The country's ruling and main opposition parties Wednesday agreed to move 12 government ministries, mostly economy-related ones, and some 30 other state offices to a new administrative city to be established south of Seoul.

To that end, the ruling Uri Party and the main opposition Grand National Party will pass a special law on the development of the administrative city in South Chungcheong Province's Yeongi-Gongju area, about 130 kilometers south of Seoul, party officials said.

(서울=연합뉴스 ) 김병수 정윤섭기자 = 당초 `신행정수도'로 추진됐던 충남 연기.공주 지역에 중앙정부 부처 가운데 경제 및 사회관련 부처가 중심이된 `행정중심 복합도시'가 건설된다.

열린우리당과 한나라당은 23일 낮 비공개 회담을 열고 행정수도이전 후속대책의 미합의 막판쟁점이었던 정부 부처 이전규모에 대한 절충작업을 벌여 재경.교육.과기부 등 12부4처2청을 이전키로 합의한 뒤 각각 의원총회를 열어 이를 추인했다.

국회 건설교통위도 이같은 내용을 토대로 한 ``신행정수도 후속대책을 위한 연기.공주지역 행정중심복합도시 건설을 위한 특별법' 제정안을 만장일치로 통과시켰다.

연기.공주로 이전하게 되는 정부 부처는 재경.교육.과기.문화관광.농림.산자.정통.보건복지.환경.노동.건교.해양수산부(12부 )와 기획예산처.국가보훈처.국정홍보처.법제처 4처, 국세청.소방방재청 2청이다.

여기에다 국무조정실.공정거래위원회.비상기획위원회.청소년보호위원회 등 총리산하기관 등을 포함하면 이전대상 기관은 모두 49개 기관에 달한다.

반면에 청와대를 비롯해 국회, 대법원과 정부 부처 중 내치와 외치를 담당하는 통일.외교.국방.법무.행자.여성부 6부는 수도인 서울에 남게 됐다.

이로써 앞으로 국가 행정업무는 내치.외치부서가 중심이 된 서울과 경제.사회부처가 중심이 된 연기.공주로 이원화될 전망이다.

여야가 이런 내용의 이전안에 극적 합의한 것은 정치.행정의 중추적 기능을 수행하는 기관은 수도인 서울에 잔류시킴으로써 행정수도 건설 후속조치의 위헌시비 논란을 차단하는 동시에, 일부 행정부처 이전을 통해 신행정수도 건설 무산에 따른 충청권 민심을 달래고 지역균형발전을 꾀하기 위한 것으로 풀이된다.

여야가 진통끝에 합의로 수도이전 후속대책을 마련함에 따라 이를 둘러싼 여야간 극한 대결국면은 일단 피할 수 있게 됐다.

그러나 정부 부처 배치가 이원화되고 국회와 49개 행정기관이 분산됨에 따라 일각에서 제기되고 있는 업무 비효율성을 최소화해야 하는 부담을 안게 됐다.

또 여여가 합의를 도출하는 과정에서 행정수도 착공시기를 특별법에 명시하지 않음에 따라, 오는 2007년 대선을 전후해 행정수도 건설논란이 재연될 가능성도 배제할 수 없어 보인다.

이에 앞서 열린우리당은 의원총회에서 논란끝에 여야합의안을 만장일치로 당론으로 채택했으나 한나라당은 2시간이 넘는 마라톤 격론 끝에 여야 합의안에 대한 찬반투표로 이를 추인함에 따라 적잖은 후유증을 예고하고 있다.

한나라당은 이날 120명 소속 의원 가운데 83명이 참석한 의총에서 찬성 46표, 반대 37표 9표차로 합의안을 통과시켰으나 수도권 출신 의원들을 중심으로 반대표를 던진 의원들이 표결결과를 인정할 수 없다며 반발하고 있어 당내갈등으로 비화될 가능성도 없지 않다.

비주류인 이재오(李在五 ) 의원은 "이처럼 중대한 사안을 당 재적 의원의 과반수 찬성도 못얻은 가운데 당론으로 채택할 수 있느냐"면서 "제2 수도이전 반대범국민운동을 벌여 본회의에서 법안이 부결될 때까지 투쟁하겠다"고 밝혔다.

also, why waste money to build a new city when seoul is capable of handling it fine? not only is it wasteful, but it is also going to increase the urban area, which is getting TOO big, and the distance between the offices will be troublesome. but mostly, ITS STUPID PLAN. WHY WASTE MONEY, TIME, AND ENERGEY TO DO SUCH A WASTEFUL STUPID ACT? (gosh i sound so repetitive)

As far as I know, SK's official excuse for moving the capital is because Seoul is located too close to the DMZ. If a war broke out between the Koreas, SK would be instantly rendered defenseless as NK can easily and quickly destroy Seoul.

Of course, in the era we live in, SK would have to move their capital to Jeju island to make any significant difference if a war does break out.

(서울=연합뉴스 ) 정윤섭기자 = 여야는 24일 충남 연기.공주지역으로 12부4처2청의 중앙행정기관을 이전해 행정중심복합도시를 건설키로 한데 따른 후속조치로 공공기관의 지방이전 문제에 대한 논의에 본격 착수한다.

여야는 이날 오후 국회에서 신행정수도특위 산하 지역균형발전대책소위 1차 회의를 열어 정부로부터 공공기관 이전 계획 등을 보고 받고 180여개 공공기관의 지방이전 대책을 논의한다.

김학송(金鶴松 ) 소위위원장은 "16개 시.도별로 혁신도시를 만들고 도시의 성격과 육성돼야 할 산업 등에 대해 여야가 의견을 교환한 뒤 공공기관 지방이전 계획의 원칙을 만들어나갈 예정"이라고 말했다.

김 위원장은 "공공기관 지방이전 문제가 민감한 만큼 논의과정에서 정치색이 들어가거나 지역논리가 개입돼서는 안된다"며 "특위에서는 공공기관 이전의 원칙을 설정하고 이 원칙을 정부에 제시할 방침"이라고 덧붙였다.

현재 공공기관 이전계획은 대통령 자문기구인 국가균형발전위원회(위원장 성경륭 )에서 다루고 있으며 국가균형발전위는 국회 특위의 논의 결과를 토대로 내달 중 한국전력, 토지공사, 주택공사 등 수도권에 위치한 268개 공공기관 중 180여개 기관 을 선정하고 이 기관들이 이전할 자치단체를 우선 발표할 예정이다.

이와 관련, 성경륭(成炅隆 ) 위원장은 지난해 말 국립방송(KTV ) '국정 포커스'에 출연, "지역 전략산업을 키우는데 도움이 되는 기관을 우선 이전하고 의견을 폭넓게 수렴해 이전대상 기관과 해당 지방이 협약을 맺는 방식을 검토중"이라며 공공기관 이전 기준을 제시한 바 있다.

(서울=연합뉴스 ) 정윤섭기자 = 국가균형발전위(위원장 성경륭 )는 24일 수도권 및 대전을 제외한 12개 광역시.도에 한국전력, 주택공사, 토지공사 등 지방이전에 따른 파급효과가 큰 대규모 공공기관을 시.도별로 1개씩 배치하겠다고 밝혔다.

균형발전위원회는 이날 국회에서 열린 신행정수도특위 산하 균형발전대책소위에 이 같은 내용을 보고하고 "현재 기준으로 시.도별로 평균 10여개의 기관(근무자수 기준 2천∼3천명 )의 배치가 가능하다"고 밝혔다.

균형발전위는 190여개 공공기관을 ▲대규모 기관 ▲산업특화기능군 ▲유관기능군 및 개별이전 기관으로 분류한 뒤 대규모기관은 지역 연관성과 업무효율성을 감안해 시.도별로 1개씩 배치한다는 방침이다.

또 해양수산.에너지.노동복지기능 등 산업특화기능 및 유관기능군은 집단이전 기관으로 분류, 지역전략사업을 고려해 시.도별로 각 1개씩 배치하고 중앙119구조대 등 개별이전 기관은 시.도간 불균형을 조정할 수 있도록 전략적으로 배치키로 했다.

균형발전위는 이전기관에 대해서는 기업 지방이전에 준하는 세제지원 및 관련부담금 면제의 혜택을 부여하고 이전기관 직원 자녀의 전.입학 특례허용, 특목고 설치 등 우수한 교육서비스 혜택도 제공한다는 계획을 마련했다.

균형발전위는 이어 수도권과 대전.충남을 제외한 광역시.도에 특성화된 지역거점도시인 `혁신도시'를 원칙적으로 1개씩 건설하고 혁신도시의 기능활성화를 위해 기업도시와 연계하는 방안을 강구키로 했다.

균형발전위는 내달 중 이전대상 기관 및 시도별 배치방안을 발표하고 오는 5월까지 관계부처와 시.도, 이전대상 기관끼리 이전시기 및 지원내용 등에 대한 협약체결을 추진키로 했다.

또 내년 12월말까지 혁신도시 지구지정 및 개발.실시계획을 수립하고 2012년까지 공공기관 이전을 완료해 혁신도시를 완공한다는 방침이다.

한편 균형발전위는 동북아 국제비지니스 및 금융산업 거점도시 (서울 ) , 동북아 물류.비즈니스 중심도시 (인천 ), 첨단.지식기반산업 메카 (경기도 ) 육성 등 수도권 발전전략도 함께 국회에 보고했다.

이에 따르면 서울의 경우 5대 국제업무거점 (도심,용산,강남,여의도,상암 ), 3대 금융거점(도심.강남.여의도 ), 4대 정보통신거점 (도심.강남, 구로.금천, 상암.마곡 ), 4대 바이오기술 거점 (홍릉, 불광, 신림, 강북 )으로 나눠 개발될 예정이다.

Uri Party and GNP will discuss about what other 180~190 government organizations (other than those 12 ministries) will be relocated in non-Seoul areas. Each organization will move to the region functionally related to that particular organization. And Seoul will be further developed as a major business & finance city.

If I'm not mistaken, Seoul is almost condensed as it ever gets anywhere else. Maybe Seoul can handle it, but does it really need to??

The money would be much better used to improve Seoul's transportation infrastructures, and maybe create some green space out of sheer engineering - for example, I think making Sejongro underground and creating a plaza or a park on the ground level around the statue of Yi Sun Shin would be a great idea, though it will require tremendous amounts of money, including relocation of a subway track. Greenspace or overcrowding is not an excuse - money can replace disorganized low-rise housings, which Seoul happens to be filled with, with high-rises and this will leave some space for more greenspace and improved infrastructure to handle the crowd.

The reason for Roh and the Woori party's obsession with an administrative capital is because of their political base. Promising an administrative capital to the voters in the Choongchung region played a huge role in winning their votes. Now, they're trying to keep up with the promise in whatever ways possible to maintain that political support. If Roh truly wanted to develop other parts of Korea, he would focus more on the decentralization of administration(for example, breaking up the National Police) and improving the e-government's ability to handle administrative services to distant clients. Also, another critical strategy in the development of other parts of Korea would be to amass regional population to regional urban centers, such as Pusan and Kwangju. In other words, it would be to decentralize government services utilizing distant networking, and centralize the urban population into major cities.

wow that's so true~~ amazing that is exactly what i wanted to say but i suck at orgnizing my thought and writing it in good English.
If i may add one more thing, Roh is trying to build as many new infrastructure as possible abandoning buildings that are only 5~20years old(not exactly sure but these buildings in Seoul are pretty young). I read one article in Chosun Ilbo that criticizing Roh's administration for building new ones and abandoning these young and fairly new buildings. This is a waste of money.
But Roh had reason to do this because right now Korea's consumer confidence is so low that domestic sales is all time low and our economy is currently depended on exports. people don't have money so they can't buy much so Roh is trying to make jobs for the people by creating this huge project. This will create jobs for the people but problem is this would be temporarily effective.

What i;m disgusted most about Roh's suporters(we call them "No Bba") is that they are criticizing former president Roh Tae Woo for building many match box apartment in Seoul in order to create jobs but yet they are doing the exact samething to temporaily boost the domestic consumer confidence.

well if u want those projects, build IBC, not a city
