RM1b hypermall to woo Arabs

Kota Kinabalu: The development of a RM1 billion hypermall, “1 Borneo” augurs well for the State tourism industry as it will provide a shopping attraction to Sabah, in addition to its natural wonders, said Chief Minister Datuk Seri Musa Aman.



“We hope with this development, we can attract tourists from the Middle East. Now, we aren’t keen to promote (Sabah) to tourists from the Middle East because we don’t have enough places, enough rooms for them to come and we don’t have enough places for them to shop,” he said after witnessing the signing of an agreement between United Sabah Islamic Association (USIA) and Sagajuta (Sabah) Sdn Bhd to develop “1 Borneo” hypermall on a 9.32-hectare site in Kuala Menggatal, here, Friday.


Musa said the Middle East tourists loved to shop and they would like to stay in service apartments as they stayed longer compared to other tourists.


He said tourist arrivals in the State had shown an increase this year as a result of additional direct flights from Kota Kinabalu to China, Japan, Australia and Indonesia.


Meanwhile, Sagajuta Managing Director Raymond Chan said the hypermall project, with a total build-up area 4.5 million sq ft (418,500 sq m) was expected to commence in February next year. The RM1 billion hypermall was expected to be ready by April 2008.


Apart from service apartments, the hypermall will also include 1.5 million sq ft (139,500 sq m) of retail space, two blocks office towers, private college, 3500 car park bays and one block office/shop lots.


Chan said Sabah lacked bigger and better shopping facilities to provide an extra push for the State, which is famous for its nature wonders.


Once completed the mall would have a hypermarket, handicraft and batik gallery, mega bookstore and music store, auto city, dining outlets, mega sport stores as well as specialty shops.


On the joint venture with USIA, Chan said as land owner, USIA would be given some cash consideration and certain amount of units from the projects.


USIA President Tun Sakaran Dandai said the project would enable the association to get some income to finance its activities for the benefit of the Muslims in the State.-Bernama

USIA and Sagajuta to jointly develop RM1 billion hypermall

KOTA KINABALU: The United Sabah Islamic Organisation (USIA) and Sagajuta (Sabah) Sdn Bhd yesterday signed a joint venture agreement to develop a hypermall called 1 Borneo. And, it will be the biggest in Kota Kinabalu city.


At the signing witnessed by Chief Minister Datuk Seri Musa Haji Aman, USIA was represented by its deputy president Datuk Haji Ampong Puyong while, Sagajuta was represented by its managing director Raymond Chan.


Musa who is also Finance Minister said the development of the hypermall augured well for the state tourism industry as it would provide a shopping attraction to Sabah.



“We hope with this development, we can attract tourists from the Middle East,” he said.



He said the Middle East tourists loved to shop and they would like to stay in service apartments as they stayed longer compared to other tourists.



According to Raymond, 1 Borneo would be built on a 23.3-acre land owned by USIA and the cost was estimated at RM1 billion.



Construction work will start in February next year and completion is scheduled for April, 2008.



When completed, it will have a build-up area of 4.5 million sq ft and is able to compete with the Mid Valley and One Utama hypermalls in Kuala Lumpur.



The project site at Kuala Menggatal is near to Universiti Malaysia Sabah (UMS), Menara Tun Mustapha, Wisma Innoprise and various residential areas.



The hypermall will have 1.5 million sq ft of retail space, two corporate towers, two service apartments, a private college and another block of office/shop lots and 3,500 parking lots.

It will also have a hypermarket, handicraft and batik gallery, mega bookstore and music store, Auto City, dinning outlets, mega sport stores and specialty shops.



“It will be the most interesting and innovative project in Borneo once completed,” Raymond said.



He said Sabah lacked bigger and better shopping facilities to provide an extra push for the state which is famous for its natural wonders.



Meanwhile, USIA president Tun Dr Sakaran Dandai in his speech said the joint venture project proved that USIA was always striving to diversify its sources revenue.



“This project is a long-term investment,” he said.



Also present yesterday were Deputy Chief Minister Datuk Yahya Hussin and Minister in the Chief Minister’s Department Datuk Nasir Tun Sakaran.

KK turning into shopping haven


Property Talk: A weekly column by S.C. Cheah

BIG shopping centres as well as more shop office developments are being launched or will be coming up in Kota Kinabalu (KK). This is a clear sign of better economic times for Sabahans.

During a trip to Kota Kinabalu on March 3, I was amazed to see the vast transformation compared to seven years ago when I last visited it.

Then the Sutera Harbour Resort and other projects were not up yet. Today the city has taken a more “swinging” outlook, especially the coastal highway area where seafood restaurants, other food and beverage outlets and entertainment joints like the Waterfront Cafe dot the seafront. They lend a modern flair to the previous laid-back image of KK. Even the Waikiki apartments that were uncompleted for many years had been rehabilitated and occupied.

Fronting Jalan Tun Fuad Stephen is the Warisan Square that is under construction in front of Centrepoint, one of the biggest shopping centres in the city. It has an unusual concept as the upper level has a more upmarket retail area called the Palm Square with offices looking down an atrium.

Over the next two to three years, Centrepoint would be dwarfed by at least two major integrated developments: the 1 Borneo boasting, among other components, a RM1bil, 1.5 million-sq-ft “hypermall”; and another major shopping centre in KK Times Square.

1 Borneo by Sagajuta (Sabah) Sdn Bhd is along Jalan Sulaiman and next to Universiti Malaysia Sabah and the Alam Mesra new township. KK Times Square by the KL-based Asian Pac Group is off the coastal highway in the city centre.


The KK Times Square design will be similar to Phileo Damansara in Petaling Jaya.
Another commercial project has been planned on a piece of muddy reclaimed land opposite KK Times Square where many squatters live in shabby stilt houses.

Developers are confident that the time is ripe to provide fresh supply of office, retail and hotel space in Kota Kinabalu. They believe there is a pent-up demand for such properties. They feel that to cater to the rising tourist arrivals, there should be better regional shopping centres. By making Kota Kinabalu a shopping haven, they hope that Sabahans would be encouraged to spend their money at home rather than overseas.

Anyway, there seems to be a rush among developers, some from the Klang Valley, to have a piece of the action in KK. In fact, last week, top executives of a very successful shopping centre-cum-tourist-class-hotel in Kuala Lumpur flew down to have a firsthand look with a view to investing in KK Times Square.

Everyone seems to be gung-ho about the retail scene here, but will this lead to a glut in office and shopping centre retail space? Are there that many shoppers, retailers and office set-ups? Some newly completed commercial centres like the Tanjung Aru Plaza with a high covered atrium is still quite empty.

Meanwhile, every evening many seafood restaurants are full of tourists and locals. One also has to wait in line for a seat at small but popular coffee shops like the Yan Yan and Restoran Beaufort (that serves the famous Beaufort noodles) during lunch and breakfast time.

Office workers still prefer to walk from their offices to Wisma Merdeka, an old shopping complex, to have their meals or do a bit of shopping. The market value of a shop lot there is around RM2,500 per sq ft (psf).

I was told that a recent transaction of a shop lot was about RM2,800, more than four times higher than the RM688 psf initial “bargain” price offered by the 1 Borneo shopping mall about six months ago. The price of the 1 Borneo retail lots has shot up to RM888 psf during the preview launch at Palm Square's atrium level on March 4. Prices are expected to rise once the hypermarket name in 1 Borneo is announced.

Unlike the many empty properties in the Klang Valley, most of the ground-floor shops in commercial centres like Plaza Damai, Wisma Damai, and Lintas Square are fully occupied. Places like Lu Yang and Taman Foh Sang are often packed with people.

The main problem facing the older shop office developments is the lack of surface parking and the “unpractical” two-storey retail design where you have two floors of shop lots each served by a corridor and offices occupying the upper floors.

According to some business people, the abolition of the rotation system for Chief Minister has spurred investor confidence in this east Malaysian state. The Sutera Harbour Resort has boosted the city's image.

The Sabah Monthly Statistical Bulletin for May 2004 revealed that tourist arrivals at Sabah airports had risen 50% from 305,448 (January to April 2003) to 454,612 (corresponding months in 2004).

Kota Kinabalu International Airport (KKIA) has direct flights to 15 international destinations and is surpassed only by Kuala Lumpur International Airport in terms of passenger traffic. KKIA has also waived landing charges as part of the state's efforts to promote tourism.

The State Government has allocated RM200mil to expand KKIA from six bays to 16 to cope with anticipated higher passenger traffic. There is also the KKIA extension project involving land reclamation costing about RM1.1bil awaiting approval from the Federal Government.

THE proposed KK Times Square and 1 Borneo are two major commercial developments that are set to change the face of Kota Kinabalu (KK). They are not only big in terms of size and gross development value but also special in concept and design.

Competition has been intense with several new commercial projects being launched in the city. However, all eyes are on the KK Times Square and 1 Borneo whose combined retail and office space covers a few million square feet!

The improved economy and rising tourist arrivals to KK (1.77 million tourists last year, with more than half being Malaysians, and the figure is expected to rise to 2.7 million by 2007) have boosted investor confidence in the retail and office market and the belief that there is a pent-up demand for such properties, especially from wealthy Sabahans and Sarawakians.

So what do these two projects have to offer? KK Times Square: This project by Asian Pac Holdings Bhd subsidiary Syarikat Kapasi Sdn Bhd will be developed in two phases – Signature Offices and The Mall. It will offer KK residents and tourists a comprehensive range of shopping, leisure and entertainment facilities.

The Signature Offices, on eight acres, will have 12 blocks of business suites; five, six and eight-storey shop offices; and retail outlets. When completed, it is slated to become one of the region's most exciting business hubs.

The Mall, on 15 acres, will have a hotel, department store, hypermarket, specialty retail shops, middle and upmarket food and beverage outlets, food court, cineplexes, and sports and exhibition facilities. It will even offer boat rides. There will also be a cultural centre and office towers. The total gross area is about 2 million sq ft. An advantage is that the retail lots in the shopping centre are not for sale.

Asian Pac is bringing its successful Phileo Damansara modern retail-office concept to KK and, in so doing, set the future trend for shop office developments there.

The main features of the Signature Offices would include the double-volume ceiling for the ground floor corridors (15ft wide). The absence of back lanes would also ensure that the overall development is well maintained.

The shops have double frontages. It is on 23 acres of very prime reclaimed land that commands two excellent frontages: the four-lane coastal highway and the sea overlooking the Sutera Harbour Resort. It is also squatter-free.

The proximity of this resort (with its Sutera Harbour Marina Golf & Country Club, Sutera Harbour Marina and Yacht Club, and two five-star hotels, the Pacific Sutera Hotel and the Magellan Sutera Hotel) has enhanced the area's prestige. Sales have been good.

A company director Johnny Cheah, who “set roots” in KK after coming from Penang some 25 years ago and who has studied feng shui, feels that KK Times Square has a “blessed” location. “It is said that when you do business, it is good to have your office on flat land and facing a big pool of water. This project faces the sea with a nice view of a five-star resort,” he added.

1 Borneo: It is claimed that 1 Borneo's hypermall will be the biggest shopping mall in Borneo. Its 1.5 million sq ft of space is about three times the size of KK's Centrepoint shopping centre. It will have more than 600 retail lots and dual-frontage shoplexes.

The project's preview held on March 4 saw the developer Sagajuta (Sabah) Sdn Bhd on an aggressive marketing drive.

Although it is about 7km from the city centre, it enjoys a new growth location as it is next to the upcoming Alam Mesra and Kingfisher Park townships, University Malaysia Sabah Campus, Sepangar Bay Port, Naval Base, Sabah Medical Centre and the Kota Kinabalu Industrial Park (KKIP).

It will boast a RM1bil “hypermall” that houses a 100,000 sq ft hypermarket, department stores, two and three-storey shoplexes (comprising an Autocity and alfresco dining), specialty shops, mega book shop, and mega sports store, among others.

There is also a proposal to have a “Harajuku” centre, named after Tokyo's happening place for youths.

There will also be a 36-lane bowling centre, 10-screen cineplexes, fitness centre, 3,500 parking bays, corporate office towers, a 230-room hotel, and a specialist medical centre and college.

A portion of the retail space would be leased out to main and mini anchors as well as being kept by the developer. The bulk of the retail lots are for sale. An expert on shopping complexes, Richard Chan, said it was not always the case that selling retail lots would lead to a half empty shopping centre as had happened in the Klang Valley, provided there was good management of the centre.

'Times' Square..it certainly sound cheap along with Mayfair Tower, First world, avenue, central park, Hamshire, Victoria, Imperial, Grand, Crown height, Golden, etc

Business Strategic?

I prefer names twisted into the climate...like Bangsar, Mount Kiara, Sentral, Jalil, Damansara, Gurney, Brooke, Brickfield, Sentul, Bayan, Bayu...sound more confident and original..

Asian Pac shop-office sales hit RM70mil

ASIAN Pac Holdings Bhd has raked in about RM70mil sales from its Signature Offices in the RM1bil KK Times Square in Kota Kinabalu even before its official launch slated for next month.

This is almost half the total sales value of RM168mil for the 12 blocks of five, six and eight-storey shop offices that will have a similar concept and design as the Phileo Damansara commercial centre in Petaling Jaya. Asian Pac property division CEO Chuah Swee Guan, pleased with the good sales, said the development's main attraction was its location.

“We are right in the heart of the city and overlooking the Sutera Harbour Resort. There are excellent prospects for capital appreciation as this commercial development is the first of its kind in Kota Kinabalu.

"We are very confident of doing well in this project because of our track record and the fact that we are not selling any of our retail spaces in the shopping centre. We don't believe in selling retail space as we want to have control over it,” he told StarBiz.

Chuah said the two-phase KK Times Square that would take about five years to complete would also have, among others, a shopping centre, offices, serviced apartments and a hotel. A company has also shown interest in owning a corporate tower in KK Times Square.

On the Signature Offices, he said, they would give a corporate image just like Phileo Damansara, a project that he was involved in.

Chuah said about six or seven public-listed companies had set up their offices in Phileo Damansara and it was his hope that big corporations and professional firms would take the opportunity to relocate their operations to KK Times Square.

He has also found from experience that an important criterion of a good office or commercial complex is to have adequate car park space. As such he has provided more than 900 parking bays of which about 700 are in the basement levels for the Signature Offices. The offices comprise 12 two blocks of five-storey shop offices, eight blocks of six-storey shop offices and two blocks of eight-storey shop offices. There will be a total of 72 shops and 372 office units.

Although they are sold en bloc, buyers could later sell them on a strata basis. A five-storey shop office is priced from RM1.81mil, while a six-storey is from RM2.13mil. The price of a ground-floor shop is about RM600 psf and about RM200 psf for the office unit.

Similar to Phileo Damansara, there will be a spacious open piazza with about 37,466 sq ft of space housing many food and beverage outlets. There will also be 24-hour guard services and closed circuit television (CCTV) to ensure excellent security.

Asian Pac senior marketing manager Matthew Ng said that on top of the RM70mil sales done, another RM30mil sales was in the pipeline.

He said several prominent people bought two blocks of the eight-storey shop offices.

“All our five-storey shop offices facing the coastal highway have been snapped up. We are going to start earthworks soon and we expect to launch in April.

“We are very upbeat over KK Times Square as it will help to complement and promote eco-tourism in Sabah,” he said, adding that the project would also help to fill a “void” as Kota Kinabalu currently did not have a big commercial centre that could satisfy the needs of tourists.

He said many Sabahans flew to Kuala Lumpur to do their shopping.

“With us coming in and making our shopping centre big and successful, there is very little need for them to go to KL. We are going to do lots of promotions with cultural shows and other activities to attract tourists to our place.”

Ng said KK Times Square could be said to be the “gateway” to Kota Kinabalu as every tourist arriving at the KK International Airport would have to pass it before entering the city.

He said Kota Kinabalu had many four-storey shop offices where the first two floors were shops with corridors while the top two floors were offices.

“Many of the first-floor shops have been turned into offices and people seldom go up there. There is also a lack of surface parking space. People are also reluctant to drive up the multi-storey car parks,” he said, adding that there was a pent-up demand for better commercial centres with adequate parking and security facilities.

He said many local people were afraid of change. “They all want to stick to the same formula of having two corridors for the ground and first floors with overhead bridges linking the various blocks. We were about to be drawn to the same groove but we asked ourselves why should we copy them when we could offer them a new corporate facade and a practical concept that had proven to be successful in the Klang Valley.”

Asian Pac's projects have a gross development value of over RM1bil. They include LeVenue 1 and 2 @ Desa ParkCity (a gated and guarded community project), and at the Kepong Entrepreneurs' Park, the Fortune Square 1 and 2, Fortune Court, Fortune Park, Fortune Central and Fortune Avenue, comprising mostly shop offices, apartments, link houses and semi-detached homes.

Vibrant property market set to change KK landscape


THE skyline of Kota Kinabalu is set to change with the many high-rise buildings being planned for the capital of Sabah.

In fact, many property developers in Sabah are rushing to launch their projects as they believe there would be great demand for commercial space although construction works for most of these projects are only expected to begin later this year or early next year.

“There is so much vibrancy. We have not seen this for a long time,” said CH Williams Talhar & Wong managing director Chong Choon Kim.

He said most of the developers in the past four years had concentrated on building residential units and there was less emphasis on commercial or industrial development.

Now, there was a rush to develop commercial properties, which left many sceptics wondering if the demand justifies supply, he said.

But one thing the state needs beyond 2008 is more hotel room and that is why several hotels are expected to be built over the next three years to meet the growing tourists arrivals.

One of the projects that would change the landscape of the capital would be the RM1.5bil waterfront city to be developed by Suria Capital on an area currently occupied by Kota Kinabalu port. Hotels, apartment blocks and retail space are part of the offering and would be developed on a 50-acre.

1-Borneo, a billion ringgit development, would become a huge attraction as it would comprise a four-level hyper mall, office towers and hotel/serviced apartments.

Another planned development is the RM800mil Likas project, which would have a hotel, apartment block, convention centre and retail space.

Other developments being planned in Kota Kinabalu are the Komplex Asia City on a 4.75 acre, the 3.75-acre Warisan Square, and KK Times Square, which would be located in Sembulan, about 2km from the city.

Chong estimates that an additional 300,000-sq-ft retail space would be available next year. In the following year, he expects an additional 500,000 sq ft of retail space.

“By 2008, there would be about 1.5 million sq ft of retail space available in Kota Kinabalu,” he said.

But the development is not merely in Kota Kinabalu.

Sandakan Harbour Square complex is being planned on a 12-acre in Sandakan.

Tawau would also have its share of the development, with the Eastern Plaza and Kuhara Court to be sited on 10 acres.

Asian Pac bullish about KK project

THE proposed RM1.2bil KK Times Square in Kota Kinabalu continues to draw a lot of interest with the latest sales figure hitting RM75mil for the phase 1 Signature Offices.

Asian Pac Holdings Bhd general manager Calvin Low Kiang Hoon said this constituted about 40% sales out of phase 1's total gross development value of RM168mil.

“We’ve sold all the five-storey shop offices. We are confident that we should be able to finish our sales within this year. All of our purchasers are locals. We will be officially launching KK Times Square over the next few weeks,” he told a press conference last week.

Low said earthwork had been in progress over the past week and should be completed soon.

“We are calling for tender to do the piling work. Phase 1 is targeted for completion end of 2007 but could be earlier,” he said, adding that the environmental impact assessment (EIA) report, building plans and development plan had been approved.

Phase 1, covering eight acres of 99-years leasehold land, would comprise 12 blocks of shop offices modelled after Phileo Damansara in Kuala Lumpur.

There will be two blocks of five-storey shop office (RM1.8mil each), eight blocks of six-storey shop office (RM2.1mil) and two blocks of eight-storey shop office (RM2.7mil) with a total of 72 shop units and 372 office units. There will be 42 lifts with two units sharing one lift while some units will have one lift per unit.

The stratified shop offices are sold en bloc but the buyer can later sell them on a per floor basis. There are two blocks where one can buy the top two floors on a strata basis.

Low said phase 2 covering 15 acres would have a shopping centre similar to the Mid Valley Megamall but smaller in size. It would have a gross retail space of 880,000 sq ft.

There will also be a 300-room business-class hotel, serviced apartments and two office towers each with about 130,000 sq ft gross built-up area. Phase 2 would have 1.5 million sq ft of built-up space and would be developed in stages.

“Our strategy for the shopping centre is not to sell the retail space but to lease them out for better control,” he said, adding that the company was confident of getting a good complex management company. “We’re still negotiating. We also hope to bring in popular retailers,” he said.

Low said Asian-Pac planned to expand its land bank in Kota Kinabalu and hoped to contribute to the economic progress of the city.

Asian Pac senior manager (sales & marketing) Matthew Ng Hock Sing said the price of about RM590 per sq ft for the retail lots and RM200 per sq ft for the offices were “very attractive”.

He expects the retail lots to appreciate in value to RM700 per sq ft or more upon completion.

Ng said shopping centres like the Suria KLCC, Mid Valley Megamall and 1 Utama were successful mainly because the retail lots were not sold. As such, the company was retaining ownership of the retail lots.

He said the last recession had shown that people who had bought cheap properties in the wrong location had suffered whereas properties in good locations had managed to maintain if not appreciated in value.

Meanwhile, C H Williams, Talhar & Wong (Sabah) managing director Chong Choon Kin said he was “fairly optimistic” with the Signature Offices as it was different from other retail developments that appeared to be facing a glut in Kota Kinabalu.

Chong said shop offices in the suburbs were still doing well as the residents there supported them but he felt there were too many shopping centres coming up.

“It looks to me that (it is a case of) the early bird catches the worm. Those who come late won't catch the fat worm but the thin worm,” he said, when referring to Asian-Pac's current efforts to rope in professional firms and reputable companies to set up their base in the Signature Offices.

The project's architect, Arkitek Billings Leong & Tan Sdn Bhd has also bought four office units. “I’m bullish over this project,” said its director Tan Haw Bin.

Monday, 20 September 2004, Kuching - With the recital of a special 'doa', Sarawak Chief Minister, Pehin Sri (Dr.) Haji Abdul Taib Mahmud, today began the foundation works at the new Sarawak State Legislative Assembly or Dewan Undangan Negeri (DUN) complex in Petra Jaya, Kuching.

The foundation works is for a 9-storey high building which will be the venue for future Sarawak's state legislative assembly sittings.

With its distinctive "payung" roof, the new DUN complex is set to become an icon for the state.

The architecture of the complex combines unique elements of Sarawak's heritage with state-of-the-art intelligent building automation systems, multimedia communication facilities, and environmentally-friendly features.

The complex is part of an overall masterplan covering a 172 acre development at Pangkalan Sapi on the banks of Sungai Sarawak, Petra Jaya, Kuching.

The new DUN Sarawak complex project is targeted for completion in 36 months.

The project is being undertaken by a joint-venture of Sarawak's leading construction companies - PPES Works (Sarawak) Sdn Bhd and Naim Cendera Sdn Bhd.

Sarawak Mulls LRT System For Kuching

KUCHING, Feb 15 (Bernama) -- The increasingly congested roads in Kuching city have prompted the state government to consider introducing a light rail transit (LRT) system.

However, it was not easy to be implemented, said Assistant Minister in the Chief Minister's Department (Urban Development) Datuk Alfred Yap Chin Loi.

"Based on a public transport study we have undertaken, the plan is not easy to implement as the cost is high but we are lobbying for federal funds to do it," he told reporters at the Chinese New Year open house hosted by the Stapok Branch of the Sarawak United People's Party (SUPP), here Tuesday.

To reduce traffic congestion in the city, the state government was also considering a plan to build pick-up and drop-off points for taxis in certain localities, he said.

"This is one of the measures we are considering but we have to study its implication. The point is to discourage hire cars from going into the city center by restricting them to certain pick-up and drop-off points," he said.

He said the proposal came from the Commercial Vehicles Licensing Board and had been discussed with both the Kuching Utara City Hall and Kuching Selatan Municipal Council.

The system was also expected to overcome the problem of lack of parking space in the city, he said.

Yap said the state government also planned to develop more satellite towns to prevent overcrowding in the city.

"With the development of such areas, people do not have to come to the city to get daily necessities as such items can be obtained in their locality," he said.

He said several areas, which had potential to be developed as satellite towns were Batu Kawa, Matang, BDC, Batu 7, Batu 10, Batu 17 and Siburan.

SAGAJUTA (Sabah) Sdn Bhd has achieved 90% sales of its saleable retail lots in its 1 Borneo hypermall in Kota Kinabalu.

The ''phenomenal'' take-up rate has been described by industry observers as ''unprecedented in the history of Sabah in terms of commercial property sales.''

Sagajuta managing director and executive chairman Raymond Chan said almost all the sale and purchase agreements had been executed by the purchasers and payments made.

''We have got our development plans approved and have started piling. Our grand launch will be held either at the end of June or early July this year. We have also three hypermarkets to choose from and we will be announcing it (the hypermarket) in due course,'' he told StarBiz in Kuala Lumpur.

It is understood that prices of the retail lots would rise once the name of the hypermarket had been announced. The lots were initially priced at a very affordable RM688 psf and this has risen to RM888 psf.

Chan who showcased the RM1bil 1 Borneo to West Malaysian retailers at the Home Ownership Exhibition held at the MidValley Exhibition Centre in Kuala Lumpur early this month said Sagajuta would keep 40% of the retail lots (mostly anchor lots and prime lots) and was only selling 60% of the lots.

He said many of the buyers were from Sabah, Sarawak and Peninsula Malaysia as well as some from Brunei, Singapore, Australia and Canada.

To ensure better control of the mall, he said prime lots would be leased back from the purchasers and sub-let to selected retailers for an attractive rental rate of possibly 8% per annum. This would ensure the mall's success without sacrificing cash flow.

''To-date, we have secured quite a number of reputable international, regional and local retailers. We are forming a strategic alliance with one of the biggest property developers in Hong Kong to bring in some of the most promising and trendiest retailers into 1 Borneo. Even our Singapore counterpart is working hand-in-hand with us to bring in their retailers to set up concept stores in 1 Borneo. The reason why so many retailers are so keen and excited is because our rental rate is so attractive.

''These factors transform into low entry cost to our buyers and investors. In turn, they charge a lower rental rate to attract quality retailers into the mall. Most of the retailers who have signed up with us agreed that with this attractive rental rate, it will enable them to set up their flagship or concept stores in 1 Borneo as they take up a much bigger space than the conventional one,'' he said, adding that the priority was to secure the right tenants.

''Unlike other developers who choose to sell everything while some even claimed that they just planned to lease only, we tend to strike a balance between leasing and selling all the lots. Nowadays, all bankers are getting very prudent with their lending options.''

Sagajuta's sales & marketing director Francis Wong said the management team had met the biggest developer cum shopping mall operator during a visit to Hong Kong earlier this year. He is confident that many of these Hong Kong retailers especially those selling medium range products like garments and clothes would set up shop in 1 Borneo and use Sabah as a ''stepping stone'' as Kota Kinabalu is nearer Hong Kong than Kuala Lumpur. ''Some have signed up with us,'' he said.

POLAR-LINK Sdn Bhd is developing Kuching's single biggest four-storey walk-up apartment project with 784 units, in the new growth Samajaya area.

The project is located near the Samajaya Free Trade Zone, home to Sarawak's hi-tech industries.

Polar-Link director and general manager Paul Chiu said the proposed Samajaya Apartment project would be completed in three years. ''Each unit has a floor area of 700 sq ft with three bedrooms.

''The design deviates from conventional apartments, and all the units have a corner view to provide good ventilation,'' he said in Kuching yesterday after the project launch by company chairman Lau Swee Nguong.

PROPERTY developer, Sarawak Concrete Industries Bhd (SCIB) said its Lakeside property project in Kuching is expected to generate about RM60 million in sales.

Earth and infrastructure works on the project are expected to be completed by the first half of 2006.

The 43ha project is expected to add colour and a new attraction to the Petra Jaya area in the city, its chairman, Tan Sri Hamid Bugo said after the company¡¦s annual shareholders meeting yesterday.

The Lakeside project will comprise 86 units of detached houses and empty lots facing a man-made lake in Phase 1 and four blocks of 16-storey condominiums in Phase 2.

¡§The company is optimistic that the take-up rate would be higher once Phase 1 is opened for sale by 3rd quarter of the year in view of positive enquiries obtained from the public during the recent property shows in Kuching,¡¨ Hamid said.

The company is now reviewing Phase 2 and may proceed with certain changes to the approved development plan, he added.

He said SCIB will also make foray into property investment activities with the acquisition of 56 units of apartment in the 15-storey Santubong Tower at Damai beach some 50km from Kuching.

¡§This seaside strata-titled property on a 900 year lease has a built-up area of 1,408 sq ft to 4,015 sq ft.

¡§The published price for the apartment units range from RM374,000 to RM1,220,000 and to date per cent of the units have been reserved and sold,¡¨ Hamid said.

The company is optimistic that all the apartment units will be sold by end of 2006 and that investment will being in a profit of RM2.87 million.

Hamid also said SCIB is investing RM30 million fully integrated manufacturing plant for industrialised building system in Kuching.

It also invested RM6 million in a new concrete roofing tiles factory at Demak Laut Industrial park near the city. The factory is currently under construction and is expected to start production in the fourth quarter of this year.

CMSB, Naim jointly win RM297mil job in Sarawak

A JOINT venture (JV) between PPES Works (Sarawak) Sdn Bhd and Naim Cendera Sdn Bhd has been awarded a RM296.5mil contract by the Sarawak Government to design and build the new state legislative assembly complex in Kuching.

PPES Works, a subsidiary of Cahya Mata Sarawak Bhd (CMSB), has a 55% stake in the JV while Naim Cendera, a wholly owned unit of Naim Cendera Holdings Bhd, owns the remaining 45%.

CMSB said the proposed complex was expected to be ready in September 2007.

The complex is part of an overall master plan covering a 70ha development of Pangkalan Sapi on the picturesque bank of Sungai Sarawak in Petra Jaya.

It is opposite the Kuching waterfront at the Main Bazaar.

''The design of the nine-storey complex combines unique elements of Sarawak’s heritage, with state-of-the-art intelligent building automation systems, multimedia communications facilities and environmentally-friendly features,'' CMSB said in a press statement.

Bina Puri secures RM230m S'wak state assembly complex job

Bina Puri Holdings Bhd is believed to have clinched a RM230 million sub-contract for the construction of the proposed Sarawak state assembly complex in Petra Jaya, Kuching.

The main contract of RM296.50 million had been awarded to Cahya Mata Sarawak Bhd’s (CMS) 51% subsidiary PPES Works (Sarawak) Sdn Bhd and its joint-venture (JV) partner Naim Cendera Holdings Bhd.

A source says the latest contract would bring Bina Puri’s total order book now to about RM2 billion. The mid-size construction company is believed to have secured about RM700 million worth of new projects this year alone.

“The RM2 billion order book will keep the company busy over the next three years,” the source says.

For the main contract, CMS announced last month that PPES held a 55% stake in the JV, with Naim Cendera holding the remaining 45%. PPES is a 51% subsidiary of CMS and the remaining 49% is held by the Sarawak Economic Development Corporation.

CMS said the JV had received the letter of award and construction was targeted to be completed by September 2007.

The project will house the new administration centre for the state assembly.

Meanwhile, according to the source, another of Bina Puri’s JV is expected to sign a RM600 million toll-highway project in Selangor with the Federal Government by year-end. It is believed that Bina Puri will have a 60% stake in the JV.

The project is believed to be a 33km tolled dual expressway that links the coastal area and the northern region, linking Kuala Selangor to Templer’s Park.

The project, which comes with a concession period of up to 30 years, will have five interchanges, three open toll plazas, one rest area and one service area. It will link the North South Expressway, the Guthrie Corridor and the West Coast Expressway.

Hi,

I am from Belgium Europe and last week I've visit KK.
I was very impressed by this booming city.
So I find 1Borneo a great project and a great deal
for KK.
Hopefully the atract nice shops like in KL , kind of
shops you will find in the Suria or Starlill shoppingcenters!
Maybe I would like to come back again to Sabah and Sarawak,
one of the most beautiful states of Malaysia and the rest of the
world.
If KK continued like this it will be one of the big players in South
East Asia.

A design proposal for a waterfront master plan for the resort city of Kota Kinabalu in Sabah. A massive reclamation planning project next to city center to elevate the international resort & convention and beautification status of Kinabalu.
The master plan calls for a redevelopment of the waterfront to include a mixed used development consisting of a Promenade, Convention Center, Resort Hotel, Service Apartments, Waterfront Condominiums, Ferry Terminal (a Cruise Ship Terminal), Maritime Museum, Shop Units, Business Hotel and a Shopping Center.
It is envisated that this development would not only enclose the city center but also complement the nearby Sutera Harbour Resort development.

only two options?.....don't really into the 2nd option though, lack of originality. Should build something that represent KK or Sabah as a whole. KK people sure don't wanna hear stuff like...aww, that's something like Sydney Opera House or....Wow!! KK have their own KL convention centre. Well that's just me and my opnion....cheers!!

SUTERA Harbour Resort (SHR), a unit of Sabah's SHR group of companies, plans to launch new luxury projects at its lifestyle resort area within the next five years, people familiar with the plan said yesterday.

Mail Money was told that SHR is planning to build new lifestyle serviced apartments and floating restaurants, as well as introducing additional lifestyle activities at the resort.

SHR, which has about 1700 people on its payroll, currently consists of a marina and golf club, two five-star hotels comprising 956 rooms and luxurious private residences.

"SHR is still in the process of planning the proposed projects. The costings have not been finalised but SHR is likely to spend more than RM100 million on its expansion plan," said a source.

The source said that SHR expects the proposed projects to contribute at least 10 per cent growth a year, to its earnings base.

SHR currently achieves income of between RM100 million and RM130 million a year, largely contributed by sales of its rooms, which has an occupancy rate of about 80 per cent throughout the year, said the source.

The source said the rest of SHR's revenue comes from its 15 food and beverage outlets, sales of its golf memberships, as well as income from its lodges located at a number of tourists spots in Sabah.

SHR was developed in 2001 for as much as RM1.95 billion by Pembinaan OCK Sdn Bhd, a unit of Singapore's OCK Investment Pte Ltd.

RM300 Million Kuching Tower Set To Be New Landmark

KUCHING, Oct 2 (Bernama) -- A RM300 million 39- storey building to be built by Sarawak conglomerate Cahya Mata Sarawak (CMS) Group is set to be a new landmark for the state once it is fully completed by 2008.

The ground-breaking ceremony was performed Sunday by Chief Minister Tan Sri Abdul Taib Mahmud at the site located on the Kuching Isthmus, east of the city.

Abdul Taib, who named the building as Kuching Tower, praised the efforts by CMS Group in making Sarawak an attractive destination through the company's unique property development projects.

Kuching Tower, which will house a luxury hotel and offices, is part of the design for the integrated development of 96 hectares of land at Kuching Isthmus by the CMS Group.

The other plans for the development of the area include the Sarawak Convention and Exhibition Centre that will be able to accommodate 1,500 delegates, a park, a marina and a river bus shuttle service.

KUCHING, March 4 (Bernama) -- Sarawak's biggest convention centre, with a sitting capacity for 5,000 people, is expected to be built by early next year.

Second Resource Management and Planning Minister Datuk Awang Tengah Ali Hassan said the centre, to be strategically located here, would be undertaken by the private sector.

The land for the centre had been identified and approved, he told reporters after opening the "Sarawak Career and Education Exhibition" here Friday.

Awang Tengah said the centre would meet the growing demand from education institutions in the state to host education exhibitions to woo students.

The centre could also be used for international conferences, he added.

I think this is the pre-effect of our comin 9th Malaysia Plan. Federal Government will be turning their attention to other states Cities like Kuching & Miri to achieve 2020 Vision. in order to achieve this goal, we need Word class infrastructure like Convention Centre............................................................................Keranumu Malaysia !

Erm....actually no....nothing to do with the 9th Malaysia Plan or the fed govt effort ;) Of course I can't really say the fed had nothing to do with the growth but the allocation are kinda equal among the states. So it is really the doing of the state govt.

It is actually the Sarawak State govt which is very proactive and I think that all state govt should do so. For the past few years, the Sarawak govt had been promoting the state in various International media on Eco-Tourism. For the past 10 years, it had embarked on an education quest to lure more local and foreign universities to have campuses in Sarawak and it succeeded. Miri is now the darling of smaller town development in the whole of Malaysia and Kuching is the cleanest of all Malaysian cities. ;)

On the peninsular side - Perak is doing great while Selangor is going downhill with all its silly Negeri Maju stuffs. Looks like Penang is following suit with a slew of Cybercities and Negeri Maju vision which IMO is kinda silly and utter nonsense :ohno:

CMS Hotels Sdn Bhd, a unit of Bursa Malaysia-listed Cahya Mata Sarawak Bhd (CMSB), is investing RM300mil in a proposed 39-storey Kuching Towers.

The project, comprising a luxury 315-room hotel and an office building, will boast the state's tallest building when completed in 2008.

It will be the first project on the 97-hectare Kuching Isthmus, which forms part of the city's expansion plan.

Also planned is a multi-million ringgit Sarawak convention and exhibition centre, a marina and a park.

Chief Minister Tan Sri Abdul Taib Mahmud performed the earth breaking for the Kuching Towers last Saturday.

CMSB is controlled by Taib's family.

Speaking at the ceremony, Taib said the proposed hotel would meet the demand from tourists, as the number of visitors to Kuching had increased sharply in the past two years.

He noted that the average occupancy rate of city hotels had risen to some 60%.

He said the Kuching Towers would be in the shape of a “sailing boat” on land.

CMSB group deputy chairman Mahmud Abu Bekir Taib said the proposed hotel would offer classic, contemporary and modern rooms as well as royal suites.

He said the towers would provide over 200,000 sq ft of office space on 12 floors, which would be equipped with information technology facilities.

The hotel rooms will be from the 15th floor upwards while the 31st floor will house an eight-storey atrium or sky lounge, with a view of the South China Sea and surrounding areas.

KK Airport To Have Longer Runway, More Parking Space For Aircraft

KOTA KINABALU, Oct 4 (Bernama) -- Preliminary work has begun on the expansion of the Kota Kinabalu International Airport (KKIA) which will have a longer runway and more parking space for aircraft, Sabah Chief Minister Datuk Seri Musa Aman said Tuesday.

He said the runway would be extended from the current 2.9 km to 3.8 km, which will also involve reclamation of land from the sea and relocation of a squatter colony.

The additional parking space would be able to accommodate four Boeing 747, one Airbus 330, seven Boeing 737, three Fokker F-50 and three Dornier, he told reporters after chairing a meeting of the State Action Council, here.

Currently, the airport can only take one each of the Boeing 747 and Airbus 330 aircraft, four Boeing 737, four F-50 and two Dornier aircraft.

Musa said the passenger terminal building area would be expanded from the current 25,487 sq. metres to 79,000 sq. metres.

The airport expansion would also include the construction of a new low-cost carrier terminal that is now operating at Terminal 2 of the airport.

Musa also said that RM391 million would be spent to improve the railway system in Sabah.

This included the 134km-railway from Tanjung Aru here to Tenom. Nine new stations would be built and four would be upgraded while some new bridges would be built and some would be upgraded.

The project would also include installation of a better communication system and upgrading of 22 railway crossings.

Musa said the contract for the project had been awarded to Hikmat Bumimaju Sdn Bhd and Suria Capital Holdings Bhd but he did not disclose when the project would be implemented.

Kota Kinabalu: The multi-million ringgit Kota Kinabalu International Airport (KKIA) expansion project - that will see the reclamation of sea to accommodate a longer runway as well as a bigger passenger terminal - will begin early next year.

Chief Minister Datuk Seri Musa Aman said preliminary works had actually started but the real scope of the project would start early next year as the Federal Government had already appointed the main contractor.

Speaking after chairing the State Action Council meeting at the State Legislative Assembly building in Likas, Tuesday, he said the State Government, on its part, would be rendering assistance to facilitate the project such as removing the squatter colony near the sea in Putatan.

Musa said the Council was briefed on the scope of the project by the Transport Ministry during the meeting.

He said the project would see the runway extended up to 3,780m (12,400ft) with full parallel taxiway and additional connecting taxiways, compared to the existing runway length of 2,988m (9,800 ft) with only partial taxiway.

The project was also to add more parking aprons to accommodate four B-747s, one AB-330, seven B-737s, three F-50s and three Dorniers.

The passenger terminal building would be extended to 53,513 sq m, with a total area of 79,000 sq m to accommodate about nine million pax (in 2004), compared to the present 25,487 sq m.

A new Low Cost Carrier (LCC) terminal, which is currently operating in Terminal Two, and airside facilities for five Air Buses would also be built.

As for precision approach, navigation aids (Navaids) and lighting would be made available at both Runway 02 and 20 under the projects.

On whether the project would affect the Royal Sabah Turf Club (RSTC) in Tanjung Aru, Musa said it would not since the runway extension would see the reclamation of the sea at the upper part of the KKIA.

The RSTC management had requested assistance of the State Government to shift their race course located at the lower end of the runway following the approval of the KKIA expansion project.

APs given to firms, not individuals: Rafidah

KUALA LUMPUR: Minister of International Trade and Industry (Miti), Datuk Seri Rafidah Aziz, Tuesday denied that Approval Permits (APs) to import cars were given to certain individuals.

Instead, she said, the APs were given to companies that had taken the initiative to sign franchise deals with foreign car manufacturers.

"Individuals cannot get (AP), it has to be a company with 70 per cent ownership by Bumiputeras. All APs given are based on an agreement tied up with a manufacturer of imported cars. Unverified agreements would be rejected," she said.

Miti has always encouraged Malaysian companies intending to import cars to go for franchise deals and sole distributorship with the main manufacturers ever since the open AP system was abolished in 1987, she said.

"Since March 1997, when we introduced a new policy encouraging franchise, I have been urging them to find franchises and the first person to do this was the Chairman of Perstima, Tun Hanif Omar."

He was also among the first that year to get a franchise for the Fiat vehicles, she said.

Rafidah was answering questions at the Parliament Tuesday on the issue of AP raised by Datuk Seri Tiong King Sing (BN-Bintulu) and Datuk Mohd Said Yusof (BN-Jasin).

KOTA KINABALU - Keretapi Tanah Melayu Berhad (KTMB) said the railway connection from Tanjung Aru to Tenom District in the interior will be eventually extended to Kuching, Sarawak under its long-term planning.

Its managing director Datuk Mohd Salleh Abdullah said the corporation also plans to link Tanjung Aru with the towns in the east coast such as Lahad Datu and Tawau. The other planning is to formulate railway transportation not only in Sabah but also Sarawak and rehabilitation of the existing tracks to Tenom, in the short-term planning.

He said the second phase of the short-term improvement programme from Tanjung Aru to Tenom would commence soon.

Datuk Mohd Salleh said here KTMB aims to complete the rehabilitation programme within two and a half years at a cost of RM330 million. A total of RM10.6 million has already been spent in 2003 from the initial RM28 million set aside earlier.

The KTMB boss said this during a press conference here attended by Deputy Transport Minister Datuk Tengku Azlan Sultan Abu Bakar.

Meanwhile, Tengku Azlan said the first phase of the short-term improvement plan for Sabah State Railways was completed in 2003. The RM10.6 million project was carried out jointly by KTMB and Sabah State Railways (SSR).

He said although geographically and administratively the Sabah State Railway has never been under the KTMB preview, it has been entrusted to undertake the implementation by the Federal government.

On other development, Datuk Mohd Salleh said the State government has asked for a loan of RM58 million from the Federal government to construct a workshop as well as to purchase new rolling stocks and spare parts.

He said with the purchase of rolling stocks, including a new generation of diesel locomotive the travelling time from Tanjung Aru to Tenom which take five hours would be cut down to two and a half hour.

On the proposed construction of railways track from Kepayan train station to Sepangar port and passing through the Kota Kinabalu Industrial Park, Datuk Mohd Salleh said it is not included in its long-term planning.

KUCHING, Oct 8 (Bernama) -- Sarawak plans to stop implementing village expansion projects in the big towns in the state under the Ninth Malaysia Plan, Second Resource Planning and Management Minister Datuk Awang Tengah Ali Hassan said.

He said implementation of village expansion projects like in Kuching, Sibu, Miri and Bintulu would be slowed down and eventually stopped.

Speaking at the presentation of land titles here today, he said the project would continue in the small towns and interior areas to provide a balanced development.

For the big towns in the state, he said, the government planned to enhance implementation of housing projects for the medium and low income earners.

On Bumiputera customary land in Sarawak, he assured the owners that their rights to the land would be protected.

"The government does not intend to seize the (customary) land from the owners without taking into consideration the interests of all quarters," said Awang Tengah.

He said the owners would be compensated according to current market value should the government need to acquire the land.

The land titles were issued to 520 land owners at Kampung Sejijak, Kampung Paroh, Kampung Segedup, Kampung Matang Batu 10, Kampung Sungai Maong and Kampung Siol Batu.

KOTA KINABALU, Oct 8 (Bernama) -- Some RM60 million is needed to implement various development projects in Membakut, about 60km from here, under the Ninth Malaysia Plan.

Prime Minister Datuk Seri Abdullah Ahmad Badawi will table the five-year development plan in Parliament on April 3.

Membakut state assemblyman Ariffin Arif said applications to develop basic infrastructures, tourism, agriculture and education have been forwarded to the government for consideration.

A 10km road linking Membakut town to Kampung Bambangan, costing more than RM3 million, and upgrading of Jalan Membakut-Binsulok are among the proposed infrastructure projects, he told Bernama.

He said Kampung Bambangan had the potential to be developed into a tourist spot as there is a seven-layer waterfall which could woo tourists with good road access.

Just like Sarawak's Kuching riverside esplanade, the project is destined to become a major tourist attraction in Kota Kinabalu.

There's TONS to do in KL. So don't be lazy. Be more adventurous and don't just stick to the safety of big shopping complexes. yes, illegal immigrants is a big issue before...but i think it getting less now since the law for hiring illegal migrants become tough.

the only downturn for KK is that the Government is poor. That's why the development in KK is very slow amost none State Government project.

Most project u see in KK are either Federal or the private companies.

I think State Government is a major player to build a city.

heard that Global Upline Sdn Bhd got the KKIA project as well....rumours, not too sure

I think Sarawak is actually a step ahead. Because if you take the whole state into consideration, Sarawak has a more even growth throughout the state with Miri, Bintulu, Sibu growing at a rate comparable to Kuching. Though in the last few years attention has been on Miri. Poverty rate of Sarawak is lower and GDP is higher. Besides the state gov reserves are also the highest in Malaysia Plus the state does not have a budget deficit which beats the Malaysian average of 3.8% deficit.

TAWAU: An allocation of more than RM134mil has been requested under the Ninth Malaysia Plan (9MP) for various development projects in Tanjung Batu in the east coast of Sabah.

Tanjung Batu assemblyman Mohamad Kamil Mohamad Kassim said a large portion of the allocation would be utilised for provision of basic facilities like electricity, water supply and roads.

He said RM26mil was needed to provide electricity and street lights in Kampung Kalabakan, Kampung Sungai Udin, Brantian, Kampung Tanjong Batu, Kampung Merotai and Kampung Merotai Kecil.

“These are among the main projects proposed for the Tanjung Batu area under the 9MP and I’ll help the villagers get the facilities,” he said.

Mohamad Kamil said the Government would also build wells and treatment plants in several villages, including Kampung Kalabakan, Murul, Sungai Udir and Brantian, in efforts to provide clean water for the people.

He said projects under the 9MP would also focus on upgrading and building of village roads in the Tanjung Batu constituency, which included the Kampung Merotai-Kuala Merotai, Kampung Kalabakan-Brantian and Kampung Sungai Udin-Kampung Luasong roads. –Bernama

FOCUS Point Vision Care Group Sdn Bhd will open 10 new stores in Sabah and Sarawak by the middle of next year.

The expansion was estimated to cost about RM4mil, said managing director Datuk C. L. Liaw.

Established by Liaw and his brother, Focus Point set up its first outlet in Muar, Johor in 1989. Sixteen years later, it has grown to more than 85 stores all over Peninsular Malaysia with its headquarters in Petaling Jaya.

The group has introduced different retail concepts to cater to the changing tastes of consumers and to target different income segments.

'Currently, there are four different concept stores – Focus Point Chain Stores, Focus Point Optical Mood, Focus Point Opulence and Focus Point Optical City.

'The chain stores cater to the masses and we have revamped some of these stores into Focus Point Optical Mood, with contemporary design to appeal to customers from the middle and upper market,” Liaw told StarBiz in a recent interview.

He added that Focus Point Opulence offered a wide collection of sunglasses targeted at high-end consumers in major cities while Focus Point Optical City was a one-stop optical centre with a full range of eyewear and vision care products and services.

Focus Point sets itself apart from other competitors with its emphasis in customer satisfaction.

'There are many players in the market and competition is getting stiff. We are different from others by focusing on quality products, professionalism and excellent service,” Liaw said, adding that there were some 3,000 optical shops in Malaysia.

Liaw hopes to get the group listed within the next three to five years.

'It is a businessman's dream to get on to the main board but at this moment, we want to focus on expanding our retail business in Malaysia.

'We have not covered Sabah and Sarawak which is a huge market, while in Peninsular Malaysia, we have not set up stores in a few major towns,” he said, adding that expanding abroad was also in the cards.

Liaw has been aggressively promoting franchising as a means of expanding Focus Point's business. Started in 2002, about 30 stores have been opened via the programme.

'We believe we have staff who are capable of managing a store on their own. Through franchise, we support our workforce by paving a career path for them,” he said.

Some companies provide optical allowance for their staff and Focus Point aims to tap this sector as well.

Liaw said the group worked closely with their corporate clients by providing special packages to their staff besides becoming their panel optician.

The group has also introduced easy payment scheme and promoting e-debit payment to attract more customers.

Freeze on building shopping malls in KK

The Sabah government has frozen applications for the construction of shopping malls in Kota Kinabalu.

This was done in anticipation of a glut of commercial space in the state capital.

State Local Government and Housing Minister Datuk Hajiji Mohd Noor said the Cabinet, in giving the green light for the freeze at its meeting last month, had been told that Kota Kinabalu would face an oversupply of retail space.

“Our concern is that shoplots in shopping malls under construction will be unoccupied for a long time due to the glut,” he said recently.

There are at least five major shopping-mall projects underway in Kota Kinabalu.

Hajiji said the Chief Minister’s Department had informed various groups including Sabah Housing and Real Estate Association about the freeze.

He said that, instead of commercial complexes, the Sabah government was encouraging developers to venture into affordable housing as there was demand for such property.

Well, let's see....how many malls are being proposed in KK?

1) 1 Borneo
2) KK Times Square
3) Star City
4) Harbour City
5) KK Mega Mall

As far as I know, all the malls except KK Times Sq. are gonna be sold. KK Times Square, according to the papers, is gonna retain everything and the lots are only for lease.... thus, i believe none of the malls have anchor tenant and i forsee only KK Times Square will manage to get any anchor tenat, if any. That's my opinion lar

I don't know how those developer do thier homework. To me i think 3 of the above shopping mall will more than enough for the local here. 10 i think is too much !

Any over supply will certainly not doing any benefit to the local industry. Although the price will be cheaper but population density also spread which one shopping mall might not have enough shop open or customer. This will end up empty. I rather want to see one shopping mall with alot of shop open and alot of people. Plp can concerntrade on single area. To me i don't know how can they survive despite now the local plp are hard to make money and shop complaint that hard to sell thier item.

well, there is still not enough population. KK plp behaviour so differently compare to KL. KK plp don't like spending. They don't like shopping. The only reason me and my friend will go shopping center is we are looking for that thing so we go there to buy. After bought the item then we left and go.

It is not like Kl that we can spend day in KL window shop. Even if we have nothing to buy, we still will go to the big mall to walk walk and see stuff.

In KK we just don't have the mood to do window shopping. If you ask me to go shopping center to walk without something to buy in mind then i simply won't go.

I don't know why. Perhaps in KK the shopping center having now is not high class enough or not too many item to do window shopping.

Hopefully with the new Shopping mall developed all the KK plp can change thier way of spending thier time at shopping mall rather than at Copi tiam. Hope plp won't spend 2 hours in shop 33, they can spend thier time in shopping mall.

i think all those condos are smoke screen.....the proposal had been on display for quite a few years (at least 3 or 4 years now) but nothing had built since.... i dunno when it will really start.... so KK is not booming....

Let's just hope that Sabah has reached enough of a low that there is no other way to go but up from here. It has only been a couple of years but even the administrative reaction to economic realities has been slow. An excellent example is the stop to developments of shopping centres but it is painfully obvious that there is a widespread gut feeling of oversupply. In addition the oversupply / overhang statistics of residential properties also tripled from end of last quarter of 2004 to the end of first quarter this year.

The damage has been done. It is just too slow a reaction to administrative info communicated to the CM for action. I am one who has such high hopes for this state and its people but for those who take advantage of 'the system' for quick gains ... well, none of us enjoy living in beautiful surroundings while surrounded by beggars, illegal immigrants, street kids, prostitutes, etc. Even had a beggar walk straight in to my office a couple of days ago!! Well, Sabahans have no one else to blame but ourselves really - bottom line.

The State Government is worried that the continuous emergence of big shopping centres in the city will result in an oversupply of retail outlets that will eventually end up abandoned.

"That is why we are putting a stop to any future applications for shopping malls in the city," said Chief Minister Datuk Seri Musa Aman.

The rapid mushrooming of shopping complexes in the State capital has prompted the Government to take steps to freeze future applications.

The decision was made at a State Cabinet meeting on Oct 19 to stop the development of more shopping complexes and promote more hotels and resorts.

There are seven major shopping complexes in the State capital in various stages of progress involving investments of several billion ringgit and more than a million square feet of retail units.

KK Times Square, 1 Borneo, Star City, Harbour City, KK Mega Mall and City Mall are among the shopping complexes which have sprouted recently, all claiming vast retail space and state-of-the-art facilities.

Musa said the decision was only a temporary measure and discretion would be exercised.

"If the project is logical, timely and strategic, then it is only right we consider," he said, adding that the halt would not affect economic development in the city but rather help regulate it.

Yesterday, Sabah Housing and Real Estate Developers Association said it had received the directive from the Local Government and Housing Industry Ministry to inform all its members of the move.

President Kong Kwok Wah lauded the move but urged the Government to be cautious about the areas it chose to regulate.

"Certain districts which have no such complexes and are tourist destinations will benefit tremendously from such infrastructure," he said

Musa said that in line with this directive, district officers and municipal councils had also been advised against approving shoplots in districts that already have an adequate supply of retail lots.

"Right now, we have a good balance to supply the population's needs. But if we allow the emergence of more shopping outlets, it will be a case of over-saturation of the market," he said.

Kota Kinabalu: A RM150 million commercial development project - KK Mega Mall - at the former Sabah Centennial Celebration exposition site in Likas Bay that will take off as early as next month is set to become another attraction in the city.

Scheduled for completion in two years' time, KK Mega Mall will set a new trend for shopping malls in the country as it was designed based on the international concept of "all on ground floor".

Speaking in a press conference in conjunction with the project sales launch at the project site last Friday, developer Ideal Prestige Sdn Bhd Chairman, Winston Lee, said the development is a joint venture with landowner, Maksak, while the main contractor is Transpakat Sdn Bhd.

Ideal Prestige General Manager, KP Fung, said they were unperturbed by the fact that the KK Mega Mall is launched in the midst of other major developments within the city.

"We don't think we will lose outÉthe better players' solid management will win. Look at Kuala Lumpur, there are many shopping complexes around, some are not doing well while some are getting popular by the day," he said.

Lee asserted that with about 15 per cent of the 500 retail units available already snapped further boost their confidence.

KK Mega Mall is on 18.5 acres or roughly the size of 10 football fields that surrounds the Maksak main hall and office with a 12-storey 200-room budget hotel and office block as well as a Maksak Museum also set to come up with the development.

Explaining the all on ground floor concept, Fung said it was conceived based on the new international shopping mall trend such as those in Australia, USA, Canada and New Zealand where malls were built on one floor for convenient, comfort and friendly shopping.

"Customers shop at KK Mega Mall do not have to take the trouble of going up and down escalators or climb the stairs," he said.

There would be two atriums covering a total floor area of 15,000sq ft at the centre of the mall to cater for special performances, product promotions and competitions, among others.

With the retail units, super market, fast food centres, food courts, departmental stores and amusement centres all located at the ground floor, KK Mega Mall provides about 1,250 car parking lots on the first floor.

Another unique feature is the 1,400 feet long and 40 feet wide boulevard outside the mall where stalls and others for the convenience of patrons, which resembles the Bintang Walk in Kuala Lumpur.

Under the development plan, the 85,000sq ft hypermarket is linked to the retail unit areas (available from as low as 688sq ft) through an underground link.

Fung said the KK Mega Mall's strategic location and its design are the plus factors for retailers to operate their businesses.

"Not to criticise our KK City but it's getting congested, so in three years time we believe KK Mega Mall would be very popular," he said, adding apart from just about five minutes away from the city financial centre, it is also surrounded by residential areas as well as schools.

In anticipation of the increased tourist arrivals into the city, Fung said ample parking for tour coaches are provided.

"We believe KK Mega Mall will be another landmark for the City and Sabah catering the needs of allÉit's a win-win situation," he said.

Among those at the press conference were Ideal Prestige Director, Herman Lee, Transpakat Sdn Bhd Executive Chairman, Robert Ling Tiong Chai and Executive Director, Arthur Wong Nyuk Kian.

In my own opinion, KK Mega Mall did not fully utilise the site potential. The site is located along a waterfront over looking a beautiful Likas Bay......but all they do is a single storey development..... just a waste....sigh

Fourteen major projects in the State approved under the Eighth Malaysia Plan, which ends this year, have yet to be completed.
Costing a total of RM500 million, the projects include two hospitals in Sandakan and Tawau, eight secondary and primary schools and the General Operations Force headquarters in Kinarut.

State Federal Development Department director Datuk Ismail Wadin said some of the projects had only been completed 30 per cent although work had started at the beginning of the plan.

"The companies awarded the projects and who failed to give valid reasons for the delay have had their contracts terminated," he told reporters at the department's Hari Raya gathering here today.

The uncompleted projects will be continued next year.

Ismail also said RM7.4 billion of the RM9.7 billion allocated by the Federal Government for development projects in Sabah under the Eighth Malaysia Plan had been used up.

"We are confident of utilising RM8 billion, or 90 per cent of the allocation, before the end of the year."

Ismail said one major project slated under the Ninth Malaysia Plan was the upgrading of the Kota Kinabalu International Airport, at a cost of more than RM1 billion.

The “double beach” area in Silam near Lahad Datu known for its unique coral formations will be developed as a new tourism product in Sabah’s east coast.

Assistant Minister to the Chief Minister Datuk Nasrun Datu Mansur said that studies conducted by Universiti Malaysia Sabah (UMS) found the beach had potential to attract tourists.

“I was told that the double beach area is rich in corals of various shapes and sizes not found elsewhere in the country.

“The state will develop the area to attract more tourists to the east coast, especially to Lahad Datu,” he said after officiating a Meet The Client’s Day organised by the Information Ministry at the Lahad Datu Community Hall recently.

Datuk Nasrun said even though Lahad Datu had the Danum Valley Forest Reserve – a natural tourist attraction known all over the region – efforts to diversify tourism products must continue.

Earlier, in his speech, Datuk Nasrun said that departments and agencies under the Information Ministry, especially the Broadcasting Department and the national news agency Bernama, should continue to do their best in disseminating information to the people. – Bernama

No point having all the beautiful developments and buildings when the environment you live in outside is screwed up by leaders who don't have the ability to express themselves and their train of thought appropriately. Everything seems fixable with an apology officially brought by hand to the PM.

I am sure people considering the Malaysia My Second Home program will take another look at the 'real quality of life' that this country has to offer....time to take a closer look through a microscopic lens.

So much for a physically developed nation yet on the inside we have not evolved to the requisite resonating levels... disappointed....just couple of weeks before if i recall a cop was intimadating a student so not to sue or something like that...

Sibu's actually well planned wannabe [it just looks good in pictures].. The road system in sibu is terribly crowded and its one way road system can't afford the increasing number of the transports anymore.. Besides, the buildings in sibu are sqeezing together which makes everyone rushs to city center for any special events or during school/working peak hours.. Hope sibu council can put more effort in rural area's development in future (like kuching).. ^^

'I'll take the blame...'
Kota Kinabalu: Klias Assemblyman Datuk Lajim Ukin said he will take full responsibility for any lopsided agreement signed during his tenure as Local Government and Housing Minister from 1995 to 1999.

However, he said it was unfair to accuse the local authorities as the only government agencies which had entered into lopsided agreements.

Debating in support of the State Budget 2006 here, Monday, Lajim was referring to a statement by a State Minister in newspaper reports recently that local authorities in Sabah had entered into many lopsided agreements.

"(In this respect) we must be fair to the local authorities because there are also others like the agreement with the water concessionaires. Isn't it lopsided? Why must we penalise only the local authorities?" he asked.

According to him, all agreements to be entered by State agencies should be reviewed by the State Attorney-General and "if found to be lopsided then why was it not reviewed at that time?".

"Of course, there were also times when the agreements were not referred to the State A-G because they were looked at by the legal officer in the Ministry."

Lajim said he was not defending himself but hoped those making the statements would also identify the local authorities concerned rather than make blanket statements.

"And why are they not investigated," he asked, in reference to allegations of lopsided agreements. He said everyone must be made accountable because if "we keep on signing lopsided agreements we will lose the people's confidence".

Lajim said it was true that there were lopsided agreements but that action was taken and the agreements terminated.

"Perhaps when they were signed in 1995 they were profiting (the Government) but with the passage of time it was otherwise," he said.

He also urged those out to smear the State Government's leadership, especially Chief Minister Datuk Seri Musa Aman, to stop doing so because it would not solve any problems.

"There were all kinds of libellous accusations being spread through the Internet, Short Messaging Services (SMS) and poison pen lettersËhen the KK Times Square project came up they claimed that it's the Chief Minister's, so are the 1-Borneo or Best Mart projects in Inanam," he said.

However, Lajim said he did not believe the Chief Minister would want to take such risks by getting involved in these projects.

Actually, he said, mega projects were sprouting in Sabah because investors were now more confident with the State Government following the scrapping of the rotation system.

"Even though the Government's policy did not change when a new Chief Minister took over during the rotation system, the investors felt otherwise," he said.

Lajim said even if the Chief Minister were to make mistakes there are proper channels to advise him such as in the State Cabinet meeting but not through SMS or poison pen letters.

Earlier, he urged the government to include a second bridge spanning Sungai Padas linking Beaufort with Sipitang, Lawas and neighbours, Brunei in the State Budget 2006 project list.

He said the present bridge was built during the Alliance government and could no longer sustain the increasing population and vehicles using it daily.

He also called on the Agriculture and Food Industry Minister through the Korperasi Pembangunan Desa (KPD) to reactivate the KPD poultry farming.

Lajim said the allocation of RM93.29 million given to the Ministry in this year's budget reflected the Government's seriousness to see the Ministry continue with its efforts.

However, he said ever since the KPD poultry farming was stopped many of the breeders who were doing brisk business have now lost their major income earning activity.

Lajim who is the Sabah Youth Council President, urged the State government to provide more allocations to the Youth Ministry to ensure more activities for youths.

He said the RM21.2 million allocated to the Ministry for next year was insufficient.

SESB under fire for the gross blunder
Kota Kinabalu: The Sabah Electricity Sdn Bhd (SESB) was taken to task for cutting off electricity supply to Kendara Court in Luyang a week ago, despite the residents there paying their bills.

Consumers Association of Sabah (Cash) President Datuk Patrick Sindu who met the condominium's angry residents on Monday evening said SESB's action is inhumane.

"SESB's top management should come over in the evening to see for themselves how the residents of the 36 units suffered without power although it was not their fault.

"The residents paid their monthly bills to the SESB and due to some problems between the condominium's management and SESB, they took the easy way out by disconnecting the only line supplying power to the condominium," he said.

He said it was the sixth time so far SESB had taken the drastic step due to its problem with the condominium's management.

Patrick said the residents each had their own metre and SESB should not penalise the residents who have been paying their bills regularly.

"As there was no power supply to the condominiums, the residents are also not getting water as the water pump could not function without power supply," he said.

He asked how is it possible for anyone to live there without electricity and water for almost a week.

Patrick said he also met two families there where each had a sick elderly woman staying.

"One is bed ridden and needs a special equipment to supply oxygen to her. Her son bought a small generator to ensure nothing happens to his mother. SESB should be more humane in handling the problem," he said. Patrick said SESB should without further delay reconnect back power supply.

He said he also met a couple from Britain, one Simon Taylor and his partner Allison, who are staying there temporary who find it terrible to stay in such condition.

"They told me this thing will never happen in England and it is sad that visitors to our State also have to suffer because of SESB's attitude," said Patrick.

"The place is pitch dark and I worry about the safety of the residents there, especially at night," said Patrick.

He said SESB should not take the easy way out when the residents' representatives went to see them to sort out the problem.

"Instead of helping them out how to solve the problem, they asked them to look for the condominium's management which I heard is non existence although someone is still collecting RM300 maintenance fees monthly," he said.

Patrick urged Kota Kinabalu Member of Parliament Datuk Dr Yee Moh Chai, whose house is just a stone throw away, and Luyang Assemblywoman Melanie Chia to also look into the plight of the residents immediately.

"I really pity the residents, especially the two elderly sick women and the children there," said Patrick.

The models are only available from the 6th Dec until 6th of Jan in Sibu Exhibition Center. Afterall, we dont know where will the City Council allocate all the models. Perhaps you will see it in the lobby of Sibu City Council building (In Wisma Sanyan). :)

the building to the left of Tun Mustapha (Sabah Foundation) building and atop a hill is Sabah state legislative assembly building, behind the hill is University Malaysia Sabah and the new Federal Building which is still under construction :) ...and you can also found your way to Mcdonald's Drive-thru near UMS... :)

THE new terminal building for Kuching International Airport is expected to be operational on Jan 15, said Deputy Transport Minister Datuk Douglas Uggah.

He said that Malaysia Airlines, Immigration Department and other relevant agencies were making preparations for full operations at the new terminal.

The new terminal complex, which was linked to the existing terminal building, was three months ahead of schedule and near completion, he told reporters after touring the project last week.

Global Uplind Sdn Bhd is the turnkey contractor for the RM620mil redevelopment project funded by the Federal Government.

Its adviser Tan Sri Ting Pek Khing briefed Uggah on the project’s progress during the tour.

Uggah said the existing terminal would be upgraded and works on the entire terminal was expected to be completed by June next year.

A two-tier terminal operation concept for passenger flow, including a two-tier forecourt road system, will be introduced.

The second phase of the project will involve the extension of the airport runway from 2,454m to 3,780m to cater for B747 aircraft. The extended runway will be ready by March 2008.

The redevelopment is to meet an anticipated growth in air traffic as Kuching is the fourth busiest airport in the country. It handled 3.3 million passengers in 2004 and this is expected to rise to 5.3 million by 2012.
