ISLAMABAD, Jan 7: The Capital Development Authority (CDA) has become victim of its own ambitious development plans as the proposed (approved) interchange at Zero Point is certain to cover the site for the authority’s new headquarters, sources told Dawn on Monday.

Therefore, the sources said, the interchange design may put shifting of the CDA’s headquarters at Zero Point in doldrums.

They said according to the new design of the interchange a big loop would be constructed on the land—the proposed site for the Capital Development Authority headquarters—in front of Zarai Taraqiati Bank.

The authority has been planning to construct its headquarters for the last five years when a large area of the existing headquarters was taken over by an intelligence agency. At that time the agency had directed the CDA to sell the remaining area and offices of its headquarters and shift its headquarter to the new site.

On this occasion the Capital Development Authority had decided to shift its headquarters near Zero Point by 2010 but due to new design of the interchange the project of new headquarters could not be implemented, the sources said.

According to the plan the authority was to construct a 20storeyed building at the new site for its headquarters and its offices and directorates were to be shifted in the new building.

A senior official of the authority confirmed that the project of shifting of CDA headquarters could not be implemented due to construction of Zero Point Interchange.

The Capital Development Authority has decided to start Zero Point Interchange by next month.

Pakistan Environment Protection Agency (Pak-EPA) has also shown its concern over possible environmental degradation in the vicinity of Zero Point during construction of the interchange.

Experts say a cliff at Zero Point needs to be cut deep to provide a safe loop for the Zero Point Interchange, but the city managers do not want to risk annoying the big name behind the National Monument standing on the cliff by doing that.

“If the cliff is cut or the monument is affected, the city managers fear to face the music,” the sources claimed.

The Capital Development Authority (CDA) has raised objections to the quality of construction work untaken on three underpasses at China Chowk which were opened for traffic last month.

“CDA Chairman Kamran Lashari has also pointed out many faults and poor quality of work in the construction of this mega project which cost over Rs600 million,” an official of the CDA Engineering Wing told ‘The News’ on Thursday.

The three underpasses on Jinnah Avenue, Fazal-e-Haq Road and Ibne Sina Road were opened for traffic before completion of finishing work and carpeting of service lanes. The contractor may be imposed a fine of Rs61.7 million (which is 10% of total cost of the project). The streetlights of these underpasses are yet to be made operational.

Sources in the CDA said that streetlight poles have been erected, but no electricity connection had been taken from the Islamabad Electric Supply Company (Iesco). “It would take a couple of months to have lights at three underpasses,” an official said.

Sources said that Abdul Jabbar Malano, who holds the charge of CDA director general (works), had written a letter to the management of the construction company pointing out shortcomings in the project and conveying CDA chairman’s displeasure. “We have pointed out nearly half a dozen faults in the project,” sources said.

An official said that the chairman himself identified faults in finishing work and quality of curve stones and walls. Besides this, the carpeting work had not been done properly, due to which small ditches have appeared during the ongoing spell of rains. The rains have also exposed drainage system provided at underpasses and water is standing at different points.

The letter also noted that the work on carpeting of service roads was yet to start due to which traffic moves at a snail’s pace on them. The contractor also did not properly carry out filling work after laying service lines.

The civic body has suggested inspection of the site by a joint team of engineers from CDA, construction company and some other organisation to pinpoint faults in the project and find reasons for it. “The letter was written a couple of days ago and we are waiting for their response,” an official told ‘The News.’

Meanwhile, the construction work on the expansion of carriageway of Islamabad Highway from Faizabad to Karal Chowk (Airport Chowk) would start next week.

The contract for the project has been awarded to the company, which completed a portion of highway from Karal Chowk to Rawat. The contractor would be given 5% incentive if he completes the project before timeframe of six months.

CDA Member Engineering Moinuddin Kakakhel, when contacted by ‘The News,’ said that there was no problem with stability of the structure. Rather there were some issues with cosmetic problems. They would be removed by the time the finishing work on the site is completed.

He said that these problems surfaced due to narrow space. “There are absolutely no structural problems in the underpasses,” he maintained.
