The Tel Aviv Regional Planning and Building Board has approved for deposit plan RG/1307 for three sites in Ramat Gan. One is between Yoav St. and Itamar St. (Har Napoleon), the second includes the ficus garden between Benayu St. and Shalem St., and the third covers buildings bordering Ramat Gan Park on Ahad Ha'am St.

The plan aims to convert residential areas in Har Napoleon and Ficus Garden to open spaces, and to concentrate their existing residential building rights on two lots south of Ahad Ha'am St. bordering the National Park. The plan's features are part of an overall policy by local planning and building committees in the Tel Aviv area to expand the mix of existing residential neighborhoods and increase high-quality open space in them.

The residential lots bordering the park includes two 25-storey high-rises, each with 100 apartments averaging 95 sq.m. in area.

In addition to neighborhood parks in Har Napoleon and Ficus Garden, the plan will allow development of a public theater in the Ramat Hashikma neighborhood, or upgrading the Ramat Gan Park and linking it with the Ayalon Park. The Ramat Gan Local Planning and Building Committee initiated the plan.
