this should be the city of louisville's #1 priority.
these photos are fantastic. but, the real story is the people who have lived in this area for years, and are having health problems as a result.
this area, riverport, provides so many jobs for the area, that nobody says anything. but, it is a problem, and will be delt with soon, i hope.

Ah, Rubbertown...that distinctive aroma of cooking neoprene. So they finally proved this stuff causes cancer, huh? One has to wonder, too, about all the people who worked there.
I recall visiting relatives in Shively as a kid (when I was living in Chicago) and smelling that stuff for the first time. They had this sort of mini -farm on Dover Road. I had no idea what it was and aksed my uncle what the smell was. My uncle said it was "bluegrass".
There are real issues of "environmental discrimination" in Louisville. I bet no one remembers when they tried to put a toxic waste incinerator in Valley Station. Or LG&Es Mill Creek plant's "toxic fallout" problem in Valley Villiage, or the way they slipped heavy industry zoning into the northern end of Riverport to permit Rubbertown to extend south (it didnt, but that was the idea at the time).

The workers aren't really exsposed to the same amount of toxicity residents are. I mean they work indoors for one, and the residents use the water that is polluted, and breath that air outside everyday.

I would like to hear more about the water issues. Are some of those areas still on wells (like Campground Road, Bells Lane, the more semi-rural areas around Rubbertown?)
That area has had a history of industrial accidents, too. There was a bad explosion and fire in the 1960s, and one of those industrial sludge tailings piles collapsed and slid down over Bells Lane...imagine being buried alive in toxic industrial sludge. Sounds like a bad sci-fi flick.
Serioulsy, It is good to hear that they are finally addressing Rubbertown as an environmental issue. About time.

As far as water goes, I know for a fact that the fish in the Chickasaw Pond have proven to cause cancer. There are signs all over that park telling people not to touch those fish. It wasn't always like that, i remember when I was younger you could fish in chickasaw pond all the time, so thats gotten worse over the years.

At the levels measured between May 2000 and May 2001 at one western Louisville location on Camp Ground Road, butadiene could produce an additional two to 24 cancer cases among 10,000 people — a risk that some experts described as alarming. The EPA last year classified butadiene as a human carcinogen in part after determining it caused cancer such as leukemia in rubber workers in Ohio.
Samplings taken since October 2001 at six sites, including at 4211 Camp Ground Road, show that butadiene levels continue to exceed three EPA health-based thresholds and may have risen in the past two years.
At Cane Run Elementary School, near Rubbertown, average butadiene readings were 14 to 125 times as high as three EPA health thresholds. A health threshold is the point at which the EPA says people run an unacceptable risk of cancer or other illnesses. At the school, the maximum exposure to butadiene was projected to be 29 to 261 times as high as the EPA's health thresholds.
At Farnsley Middle School, west of Shively, the maximum exposure to butadiene was projected to be up to 540 times as high as the EPA's health thresholds.
Butadiene and at least four other chemicals detected at various monitors — trichloroethylene, acrylonitrile, vinyl chloride and chloroform — were 10 to 1,000 times higher than what the EPA estimates as typical for an urban area, according to a separate analysis conducted for The Courier-Journal by a Carnegie Mellon University environmental engineering professor, Mitchell Small, and Ph.D. graduate student, Amit Goyal. "It appears that Louisville has significant hot spots for hazardous air pollutants that should be more closely examined," Small said.
Arnita Gadson hopes the study can be used to improve the quality of life.
Last October, EPA scientists in Atlanta ranked Louisville-Jefferson County first among 736 counties in eight southeastern states for health risks from hazardous air pollutants.
The Courier-Journal obtained the air pollution monitoring data from the Louisville Metro Air Pollution Control District through a Kentucky open records law request. It comes from an ongoing $1.5 million hazardous air pollutants study expected to be released soon by the West Jefferson County Community Task Force, a nonprofit group with supporters from West End neighborhoods, industry, the air pollution district, and the University of Louisville's Institute for the Environment and Sustainable Development.
"Residents felt they were being ignored," said Arnita Gadson, executive director of the task force. Gadson said that while most of the public concern centers around the West End, the task force hopes to use the upcoming report to improve the quality of life for all Jefferson County residents.
Kenneth Mitchell, who directs the EPA's regional Risk and Exposure Assessment Group in Atlanta, said that the task force's report on Louisville air quality may yield different results from what the newspaper found.
"It appears the risk (from butadiene) is high," acknowledged Mitchell, one of the advisers to the study. "But we need to re-evaluate the data with more robust statistics to see whether (the risks) are still high," he said, adding: "We don't want to scare people."
But Art Williams, director of the air pollution district, said he does not expect the draft data given to The Courier-Journal from the 13 monitors to change much because it had been approved by a committee of advisers with representatives from government, industry and citizen groups.

How far is considered hazardous to live by these factories. I gotta side with soul on this, these factories should'nt be producing cancer causing chemicals. This is where the government should come in and do something. If people are dying because of these factories, it is a case where the families should get money, from the companies. I personally don't understand why you put a factory like these in such a dense area. Personally I think the government should put it's foot down and tell these factories to either get pollution down to a healthy level, or close them down. Sure they provide jobs, but theres a point where a line has to be drawn. Schris, if these people aren't making that much money in the first place, what makes you think they can simply get up and move. Just because they're poor doesn't make them lazy either, I'm sure most the people in this area have jobs, not very high paying ones obviously, they probably aren't that educated, but should that be a death sentence. You should consider yourself lucky to be in the position you are in to be able to afford all that you just mentioned. You shouldn't however put those down, who aren't a fortunate as you. I agree with you, personally I say that you should work for what you have, and not expect government hand-me-downs just because you made some bad choices, yet I do not believe people should have to live in these type of conditions.

What it is is a coal fired powerplant or looks like one.
And the black smoke is telling me that it would probably fail a Ringelmann opacity rating in California, or probably anywhere else...that smoke is a sign of excess particulates caused by inefficient combustion, meaning either the boiler or the pollution control equipment or both is malfunctioning.
If its doing that constantly the plant has problems, and the regulator (either the EPA or the Indiana regulator) is looking the other way...or they got some sort of waiver to emissions standards.

After reading this thread, I'm disgusted by you, SChristopher. Mocking and trivializing the plight of poor people who are being sickened by factory emissions--how low can you sink? You have the audacity to blame these people instead of placing the blame on the factory's owners for their negligence and reckless disregard for the environment and the health of nearby residents.
It's not a coincidence that these plants are located in low-income neighborhoods. If something like Rubber Town were proposed in more affluent areas, it wouldn't stand a f*cking chance of being built--the NIMBYs would be on it like flies on sh*t. But instead, these dangerous and unseemly buildings are relegated to areas where poverty is concentrated and, as a consequence, political power is too weak to mount any effective opposition.
Do you honestly believe that these people would live near these factories if they could afford to move out? Of course NOT!! So don't downplay the significance of their poverty. It's real. It's not something that can easily be shed--it's not a simple matter of going out and making some money, you naive fool--or else these people would be long gone, not protesting outside their homes for relocation programs, inhaling deadly toxins.

I think that the situation with Rubbertown is unfortunate. The company needs to pay for all of those people to be relocated until their living conditions are no longer hazardous. It is not right that the company emitted something that could be so dangerous and devastating to people's lives, and not have to pay in some way for the harm they caused.

Yeah, definately there is blame on the company, but I don't know that it is on the government because it was the factory emitting the pollution. But then again, why had it been allowed to do it for so long? The fact that it went on for such a length of time points a big fat finger at inspecters and what was going on in the government that made them overlook this...
Get the people out and pay the damages, but unfortunately money seems to be the only way to compensate for anyone that died from the chemicals. I don't really think that pain and suffering money is very moral or clean. Money shouldn't be able to wipe away sorrow.
Therefor the company and/or government ought to pay for medicals, relocation, ect, but nothing more

Yeah, I just read through all of that, I still don't understand why it was brough up, again, I thought all points were made back in May, guess not. I just wanted to say that..
A) the west end isn't all of the former city's culture, it made up a third of the population. There is not doubt it had an influence, but it's not solely resonsible for making Louisville what it is.
B) We can thank businesses and real estate investors for the skyline, not tax payers. The city gives tax incentives for investors to build downtown, the only major projects I can think of that have used tax payer money have been 4th street live, Slugger Field,Ali Center, and Water Front Park. All highrises including residential are built by PRIVATE investors. (Think about who's funding the Museum Plaza) Before merger, lets not forget that Louisville was still apart of Jefferson County, so any major downtown projects funded by the city government was also funded by county government too.
C) Can't we all just get along.....enough with the 4th grade name calling. The West End has a high poverty rate, but people go into poverty for different reasons, not all are lazy, most are born into it. Not all the West End is a slum, I've seen some very nice houses in the Park Duvalle neigborhood, as well as the area around Shawnee Park. Even around Flaget Park isn't all that bad. People are becoming more accepting of gays in all regions of the country, not just the northeast, I know very few people who aren't. I'm straight so I know I'm not getting the whole story, but from what I've seen Louisville is a very accepting city for gays, unless pehaps if you leave Jefferson County.
