The European Central Bank is one of the most powerful European institutions. Inside the main skyline cluster, it'd be just another skyscraper. That way its special meaning for Frankfurt and Europe is emphasized. In addition, I think it should remain as a solitary tower there. It'd destroy much of the impact if other towers were built around it (which isn't planned anyway). That wouldn't be that bad, if it wasn't towering over the entire city. So its compelty irrelevant what is trendy this year or next year.
