In addition to this, I have confirmed that the construction inside Westgate, the former (temporary, empty lot) parking lot near the center, (right beside Melo's) will actually be housing more retail space. The lot is a bit larger than the The Commerce Center (Where Yellow Cab, Army Navy, Mona Lisa, Thousand Cranes, Frutti Froyo, Bikram Yoga and Bridgestone are). The render of the building is posted on site. Hope someone can post a soft copy here, hehe.

Here's a summary of the up and coming retail areas/expansions in the Alabang area:
1. Metro Gaisano Alabang
2. Entrata Mall
3. Westgate (The building mentioned a while ago)
4. Molito Complex (Expansion)

With more residential developments like Avida and The Levels coming up, I think more retail buildings are bound to sprout in the area. I just hope more office buildings are built soon too.

I think Mayor San Pedro should indeed stand firm in his decision to ban plastics in Muntinlupa. Not only will the law help Muntinlupa, but it should set an example for other cities in the metro too.

What I don't get is the fact that even though it's been almost a year from the conception of this ordinance, it is only today that the Philippine Plastics Industries Association released a statement against this. This is unacceptable and gives me more reason to ban plastics. Not only are plastics harmful to the environment, but the association backing them seems to be harmful as a political force too (pressuring Muntinlupa City just now when the plastics ban is about to be implemented). There should be no compromise for an organization with such an attitude :P.

The intention is good but can they implement this?

Why not strengthen the implementation of laws against littering so that plastic items will not clog our waterways? So since they can't properly implement those laws they'll just ban plastics instead? Litter that clogs our waterways are not just made up plastic, I think it's the habit of littering that's the problem not the plastics themselves.

well, we have to start somewhere don't you think? enough of the "what if's" and the "should have's".

At this point, it is already difficult to change people's habits such as littering. At least now, they won't be littering plastics... Perhaps after a while, as we become more disciplined and educated, littering would be a thing of the past.

The intention is good but can they implement this?

Why not strengthen the implementation of laws against littering so that plastic items will not clog our waterways? So since they can't properly implement those laws they'll just ban plastics instead? Litter that clogs our waterways are not just made up plastic, I think it's the habit of littering that's the problem not the plastics themselves.

I think at the very least they can prevent big establishments like Supermarkets and chains like 7-11 and McDonald's from using plastic. At the very least, awareness will be heightened in the area :).

Correct. But Filipinos are spoiled. The other day I was in Mercury, there was this woman ahead of me who bought just a small piece of toiletry. After paying, the cashier didnt give her a plastic bag but yet the woman still asked for one. I mean she could have just put that small toiletry in her bag. :bash: This will be a long education process but it has got to start soon.

Wow..ang lapit lang sa amin nito ..walking distance lang. It will surely click coz , it's an SM-owned /managed store and the area is also quite close to City Hall and several residential villages. Plus the fact that the area is more vibrant now as it has several fastfood stores, 24-hour conveniences stores ,
hospitals, schools. Pag may mga kailangang bilhin , konting lakad lang ayos na. Though next year ko pa ma-visit yan , kapag nagbakasyon ako dyan sa Pinas.

Pictures naman ng area na yan. I miss Muntinlupa already. I live there once over at Greenheights subdv.

There's a difference. Stopping people from littering requires the city to watch every person who litters. On the other hand, stopping the usage of establishments only requires the government to keep an eye on the establishments. In addition to this, the city has the option to revoke an establishment's business permit or to not renew it.

Being from Muntinlupa myself, I've seen how the ordinance has been implemented so far. There are still some establishments that are hard-headed who still have not complied. On a positive note though, all supermarkets seem to have complied. Moreover, Muntinlupa has, according to the news, already warned violating establishments. Hopefully every establishment complies by the end of the month :D

As for trash bags, I think the ban only pertains to packaging food products and dry goods particularly in retail/restaurant operations. The ban also includes styro packaging (for restaurants).

Was in Alabang last weekend... The implementation on the ban on plastics has been VERY GOOD so far... Puro brown paper bag ang nakikita ko..

Metro Manila cities urged to outlaw plastic bags

MANILA, Philippines—The Metropolitan Manila Development Authority on Friday urged other local government units to adopt Muntinlupa City's measure against the use of plastic and other non-biodegradable materials by all business establishments.
“I hope other LGUs would follow suit because strong measures such as this would definitely help combat the dangerous effects of environmental degradation which leads to massive flooding and climate change,” said MMDA Chairman Francisco Tolentino.

He lauded the Muntinlupa government for enacting and implementing the anti-plastic ordinance, adding that he would push for the adoption of similar measures by the 15 other cities and one municipality comprising Metro Manila.

Tolentino urged mayors throughout the country to do the same.

“I commend the City Government of Muntinlupa for initiating this bold move for the sake of our environment,” he added.

Last Tuesday, Muntinlupa started implementing Ordinance No. 10-109, “an ordinance prohibiting the use of plastic bags on dry goods, regulating its utilization on wet goods, and prohibiting the use of Styrofoam.”

It is the first city in Metro Manila to ban the use of plastic bags for wet and dry goods and polystyrene, commonly known by the brandnames Styrofoam or Styropor for food stuff, drinks and other goods.

In passing the ordinance, the Muntinlupa City Council noted that disposed plastic bags and other non-biodegradable containers are the major causes of flash floods in the city during heavy rains as they clogged canals, creeks, rivers and other waterways that all drain into Laguna de Bay.

Violators will be meted a fine, while business establishments found violating the ordinance may have their licenses suspended for up to one year.

Polystyrene is a petroleum-based plastic with insulation properties and is used in all types of products such as beverage cups and food containers.

The MMDA cited a 1986 US Environmental Protection Agency report on solid waste which named polystyrene manufacturing process as the fifth largest creator of hazardous waste. The process of making polystyrene is reported to pollute the air and create large amounts of solid and liquid waste.

Toxic chemicals leach out of these products into the food that they contain, especially when heated in a microwave oven. These chemicals threaten human health and reproductive systems.

Further, polystyrene foam is often dumped into the environment as litter which breaks up into pieces that choke animals and clog their digestive systems, the MMDA said.

The MMDA added that several cities and countries have already outlawed the use of polystyrene foam.

Hope they can sustain it, the use of brown bags looks better than using plastic. In the case of styro, there are food packaging products made out of corn fiber but the consumer may have to bear the brunt of the extra cost.

This should be a start of a "brown bag" culture, let's see what happens in the coming months.

can be muntinlupa city as promising like the old plan of ayala alabang??? there was a proposed 100+ storey building in 90's but was scrap by the city gov't,by then ayala alabang was starting to be the new high rise hub,but since the scraping of that 100 storey building it was the start of downfall of investments in muntinlupa,and that was the time of the birth of bonifacio global city,both of these high rise hub was planned by ramos...

MANILA, Philippines—Officials of Muntinlupa have taken a monumental step in protecting the environment by banning plastic bags and polystyrene in the city.

This is an encouraging boost that we in the environmental movement have been waiting for. In all our engagements with local government units, every time we present the adverse effects of plastic bags on health and the environment, the common knee-jerk response is that the initiative to ban plastic bags should come from the national government.

Relying on our national government may not be our best option because of the uncertainty of passing ecologically sound bills in our legislature.

Good precedent

Thus, the example set by Muntinlupa, among others, establishes a good precedent and a clear statement that, with political will, a ban is doable. (Los Baños in Laguna, Sta. Barbara in Iloilo, Burgos in Pangasinan and Odiongan in Romblon have also taken moves against the use of plastic bags.)

A positive national impact of the ban is that it opens up livelihood opportunities for producing baskets, bayong and other organic, reusable bags using katsa or available indigenous materials.

Both our urban and rural populations will benefit from this opportunity since raw materials are available where they are: discarded paper and cloth in the city; abaca, buri, and other plant fibers in provinces.

Indirectly, this may reduce the urge to migrate to cities since a source of income becomes available in the provinces.

Similarly, it will open doors to discussions on how people should be stewards of the environment, which provides their basic raw materials.

In 2009, the United Nations Environment Program executive director, Achim Steiner, expressed the need to ban plastic bags, highlighting the seriousness of plastic pollution and the urgency of taking action against the material.

“Single-use plastic bags which choke marine life, should be banned or phased out rapidly everywhere,” Steiner says.

“There is simply zero justification for manufacturing them anymore, anywhere,” he adds.

Trillion bags

Every year, around 500 billion to a trillion plastic bags are used worldwide, with over one million bags used every minute.

Plastic pollution from Asia, the Pacific and North America is sucked into the North Pacific Gyre, an area between Hawaii and the United States mainland.

Food chain

The pollution mingles with sea life, choking and ensnaring marine wildlife and disturbing every level of the food chain.

Now estimated to be twice the size of Texas, 80 percent of the plastic debris come directly from land. Necropsies have showed that many marine creatures had stomachs full of plastic trash that caused their deaths.

Plastic bags and plastic fragments can cause blockage of digestive or intestinal tracts of marine creatures resulting in more than 100,000 deaths of seabirds, turtles and mammals annually.

Plastic litter in the countryside can be eaten by grazing domestic and wild animals and can eventually enter the food chain.

Toxic

Many plastic items contain toxic chemicals such as biocides and plasticizers that could be released if the items break down or are eaten. Many chemical additives to plastic goods have negative effects on the environment and human health, such as the following:

Direct toxicity, as in the cases of lead, cadmium and mercury

Carcinogens, as in the case of diethylhexyl phthalate, a plasticizer used to make PVC pliable

Endocrine disruption, which can lead to cancer, birth defects, immune system suppression and developmental problems in children.

On the other hand, polystyrene, the main component of Styrofoam, can irritate the eyes, nose and throat, and can cause dizziness and unconsciousness. It migrates into food and is stored in body fat. It can cause lymphatic and hematopoietic cancer. Styrofoams, like plastic bags, are nonbiodegradable.

I do hope they push through with the book store... Although honestly, I hope Westgate would have a much bigger bookstore like BHS Fully Booked. I'm quite thrilled to know that they're planning to finish the Westgate Hub by August 2011. I can't wait to try out whatever establishments they'll be having there.

Would it be ideal traversing the only double-decked ( so far ) expressway in the country with a view of nearby towers standing densely in the area.

Construction of Asian Hospital and Medical Center's Tower 2 nearing completion

A ceremonial topping-off was held recently at the construction site of Tower 2 of the Asian Hospital and Medical Center which is expected to partially open by May 2011.

The new hospital tower is part of the hospital's two-phase expansion project aimed at bringing expanded services and better facilities to its growing customer base. With the new tower, Asian Hospital expects to increase its inpatient capacities and provide an upgraded infrastructure for outpatient services.

With mushrooming of residential community developments in Sucat-Alabang corridor of South SuperHighway/Skyway , hopefully , more high-rise residential or office developments will be built in Filinvest -Alabang area. Would it be ideal traversing the only double-decked ( so far ) expressway in the country with a view of nearby towers standing densely in the area.

Personally I dread the day when FCC will be full of buildings already, there's gonna be lots of traffic...

Would it be ideal traversing the only double-decked ( so far ) expressway in the country with a view of nearby towers standing densely in the area.

Enjoy the views while they're still there. I think the building with the prime views would be the ones beside Alabang-Zapote since they won't have any adjacent buildings to block their views in the future.

Well, I wish they never demolished South Super Market and the building where National Bookstore used to be, those where buildings of the Alabang of old, during the time when nobody knew where the heck Alabang was.

Casa Susana and Vicente? Not much memories with these buildings except that it was dark inside and they were typically deserted.

Thanks for the many wonderful photos of the Alabang area and theFCC, courtesy of Paolo Lalas. The descriptions were very helpful. It is also great because many were taken from unfamiliar perspectives, like the one from the bike trail. It is looking more and more like the lazy, cozy, uncrowded days might be coming to an end. C'est la vie. With the STAR Tollway done and Skyway almost complete, the tipping point for accelerating growth might be fast approaching along with the attendant infrastructure issues and opportunities.

Perhaps when the time comes, the Ayalas will try to purchase that building too; otherwise, the Madrigals might make better use of the building themselves. Of course, as it is today, Casa Vicente still has some good establishments that keep it alive like Omakase and Mori-Mori.

Anyway, I can see 2011 being a big year for retail in Alabang. Besides the ATC expansions (The Garden Wing and the lifestyle strip), ATC is also renovating the New Wing with new marble tiles (which I'm guessing will match the tiles of the expansion's). In addition to these, we have the Westgate Hub, Molito Expansion, and Entrata Mall.

As for residential developments, we can expect the next few years to be exciting too. We have Avida Towers Alabang, Studio City, La Vie Flats, and The Levels. Near thew Alabang area, we also have Asya Residences.

Hopefully, Ayala can follow-up their Avida condo with a high-end condo in Alabang. :) I also hope Filinvest does something with Festival Mall... else they will be left behind by Alabang Town Center and even SM Southmall which is also nearby.

Foot-traffic wise I think Festival mall trumps both since it caters to all markets and corners the Laguna market. However yes I must agree with you that it's about time they did a face lift. Their potential AB market goes to ATC so perhaps if they want to lure some of them and a upscale expansion would help. (Entrata lobby?)

MANILA, Philippines—Filinvest Land Inc. has budgeted P12 billion for capital spending this year, more than double the capital outlays last year, to cope with fast-growing businesses.

The biggest portion of the capex budget will be for residential projects, FLI said in a disclosure to the Philippine Stock Exchange on Thursday, noting that construction works for mid-rise building projects are going on full blast.

All of FLI’s mid-rise buildings are under the “Oasis” series in Ortigas, Marcos Highway, Sta. Mesa, Pasig, Metro Cebu and Davao. This year, it plans to start development on two additions to the “Oasis” series, namely Bali Oasis 2, and Belize Oasis within Metro Manila.

FLI will also commence construction of The Linear, its two tower high-rise residential project located at the corner of Malugay, Yakal and Mayapis Streets in Makati City. The Linear is FLI’s first high-rise residential project in Metro
Manila.

Outside of residential development, FLI president Joseph Yap disclosed that the company would also start this year the expansion of the Festival Supermall in Filinvest Corporate City, Alabang, the development of Il Corso, the retail component of Citta de Mare in the South Road Properties in Cebu, as well as the construction of more business process outsourcing office buildings. Currently, FLI is completing the construction of Vector 2 which will bring to 12 the number of FLI’s BPO office buildings within Northgate Cyberzone in Filinvest Corporate City.

What I wished to become a reality is the seamless
integration of ATC /Molito Complex and Madrigal Business park , with pedestrian overpass at least interconnecting the three developments. After all , its an Ayala development.

*COUGH* I heard a very good rumor that there's going to be an Alveo project in Las Pinas along Alabang Zapote Road where Goodyear or something was located, but is now destroyed and cleared - there's a huge piece of property there and I dunno if it would be a subdivision or a condo project. *COUGH COUGH*

Is that the BOIE compound? I hope they provide some provisions for the widening of A-Z road in that area. However, I find it strange that they should build there, why not on another lot in Madrigal Business park?

Condominiums are not allowed in the southern portion of Madrigal Business Park. It used to be that they weren't allowed anywhere in Madrigal Business Park, actually, but the Ayalas were able to lobby for condominiums to be allowed in the northern part of the park (where Avida is).

Are there any building ( at least a midrise ) under construction in Alabang viaduct vicinity ? What's up with the former Nestle plant property , it's almost 7-hectares in size. I remember it was up for bidding a few years ago, I wonder if any developer won in that bidding.

There are have always been a lot of developers investing in the Alabang area... and there should be a number of lots owned by big names within the vicinity... everyone's just trying to time their projects.

As for other Ayala condominiums within the Alabang vicinity, if the render of the new lifestyle strip posted in ATC's site doesn't change, then I'm guessing those towers at the backdrop are planned condominiums.

The National Development Co. (NDC) will bid out this semester the contract to construct, operate and maintain the P1.6-billion four-kilometer road linking Daang Hari to the South Luzon Expressway (SLEX), its general manager Lourdes F. Rebueno said.

Rebueno said several investors have expressed interest in the project, including the existing toll operators, but she declined to elaborate.

Rebueno said Alabang Sto. Tomas Development Inc. (ASDI) is handling the Daang Hari-SLEX toll road.

ASDI, 51 percent owned by the Philippine National Construction Corp. (PNCC) and 49 percent by the NDC, has so far spent P325 million for the initial road works.

"This is one of the projects up for bidding under the PPP (private-public partnership)," said Rebueno.

The project cuts through Susana Heights in Muntinlupa City.

Rebueno said the project includes a tunnel that will cut across the New Bilibid Prison (NBP) and a rotunda that will provides access to Makati.

She said the ASDI has secured ownership of 24 hectares of the NBP by presidential proclamation.

The project will decongest traffic in parts of Cavite, Las Piñas and Muntinlupa and will reduce the road distance from Daang Hari to the Alabang viaduct by three kilometers. The project will also complement the redevelopment plan for the NBP.

The project is a component of the Cavite-Laguna east-west national road project that is also part of the PPP.

This is really such a great news as it is a vital road project that should be given priority. With the extension / rehabilitation of SLEX and its supporting roads in Laguna/Batangas corridor and a major road project in Cavite ( Coastal Road extension ) , this road link which connects Daang Hari and SLEX is a must to be built the soonest.
Add to that that it will also support the redevelopment plans for National Penitentiary complex in the near future . Susana Heights will possibly benefit from this project also as it has still vast property up for development.
I'm also excited , how the tunnel component of this road will be built .

In the wake of the massive 8.9-earthquake that hit Japan last week, the lingering question now on every Filipino's mind seems to be, "are we next?" And if so, "what will happen to us?"

Since the 7.0-magnitude earthquake struck Haiti in January 2010, local geologists have been anticipating a major earthquake to hit Manila termed as the "Big One."

CNN released a report last year that documented Manila's earthquake vulnerability citing the Marikina Valley fault as "ready to give in," according to Geologist Mahar Lagmay, an associate professor at the National Institute of Geological Sciences at the University of the Philippines. Lagmay said a 7.0-earthquake would be like a "1,000 Nagasaki atom bomb explosion underneath the Earth's surface along the Marikina Valley Fault."

In an ABS-CBN News report, director Renato Solidum of the Philippine Institute of Volcanology and Seismology warned residents living near the Marikina fault line that buildings and houses could collapse when the ground starts to shake. Meanwhile, an Inquirer report published today, March 14, listed catastrophic scenarios cited by Pacific Strategies and Assessments should a high-magnitude earthquake hit Manila, which could include: an estimated 117,000 homes that would "either collapse or suffer damage, rendering 1.2 million homeless," damaged water reservoirs and purification plants that would immediately cut 4,000 water supply points, and "at least 30 kilometers of electric cables cut, removing the supply of power instantly across the metropolis," among others.

Moreover, the 2010 CNN report said, "If a 7.2-magnitude earthquake hit here in Manila, it could damage 38% of homes, a third of public buildings, and cause more than 50,000 deaths."

Metro Manila may crumble if 7.2 quake strikes – JICA

MANILA, Philippines - Light Rail Transit (LRT) structures are designed to withstand a 7.9-magnitude earthquake; however, a Japan International Cooperation Agency (JICA) study revealed that Metro Manila would crumble if a 7.2-magnitude earthquake strikes.

The JICA study, conducted with the World Bank and the Asian Development Bank, was presented during a hearing last month of the Senate Committee on National Defense and Security chaired by Senator Francis Escudero.

Expressing concern, Escudero reiterated his call on the urgency to update and strengthen the disaster risk and management capacity in Metro Manila.

Escudero made the call after a tsunami, triggered by a 8.9-magnitude earthquake, slammed Japan and left a swath of destruction and caused fears in coastal areas around the world.

He said there should be a comprehensive inventory of resources in order to appropriately respond to this type of disaster and its aftermath.

"We need to have a thorough audit of what expertise and logistics the agencies under the National Disaster Risk Reduction Management Council (NDRRMC) have so we can enhance, augment, and close whatever gaps are there in relation to our coping response and capability in the event of a natural disaster such as a strong earthquake," Escudero said.

The JICA study said Metro Manila was not prepared to deal with a 7.2-magnitude earthquake in terms of existing resources and given old building structures around and within the metropolis.

Such magnitude, the study showed, will result in major fires in Manila, Pasig, and Quezon City. Fire hydrants will not be enough that it would take seven days before authorities can declare "fire out" as major fire engines come from Quezon City and Pasig City, areas which are also at high risks.

Light Rail Transit Authority (LRTA) Spokesman Hernando Cabrera said a 2003 study made by the Philippine Institute of Volcanology and Seismology (Phivolcs) showed that the strongest temblor that could hit the country is 7.2, a magnitude that is lower than the maximum magnitude LRT structures could handle.

He explained that LRT's design was based on the California Building Code because the Philippine seismic condition is similar to that of California.

"Just a while ago, I heard (Phivolcs Director Renato) Solidum as saying over the radio that the maximum earthquake that could hit the country is 7.2," Cabrera said.

With this, he said, it could be concluded that the LRT designs are strong enough to stand earthquakes that could hit the country," he added.

The problem is, Metro Manila can't probably withstand an earthquake with magnitude 7.2 and above.

At a Senate hearing Wednesday, Solidum underscored the need for earthquake preparedness as he raised the probability of a strong earthquake hitting Metro Manila and certain provinces in Northern and Central Luzon.

Solidum said, citing a study called the "Metropolitan Manila Earthquake Impact Reduction" conducted by Phivolcs, that a 7.2-magnitude earthquake could devastate 40 percent of residential areas and 14 percent of high rise buildings in Metro Manila.

Solidum cited the Marikina fault line, now known as the Valley Point System, which runs from Sierra Madre to Sta. Rosa, Laguna. The line starts from the Sierra Madre and runs through Bulacan, Rodriguez, Rizal, Quezon City, the eastern side of Metro Manila, including Pasig, Taguig, Muntinlupa, San Pedro, and Sta. Rosa in Laguna and ends in Carmona Cavite.

He said a fault is classified active because it moved within the last 10,000 years. He, however, said that since it is locked now the probability of having it moved now is close to zero.

"But of course we need to prepare," Solidum added. According to him, historical and geological records show that the Marikina fault line had moved four times within the past 1,400 years with an interval of 200, 400, and 600 years.

‘Big One’ Is Possible But Metro Is Unprepared

Here’s something that the country’s national leaders should be bothered about: If a major earthquake were to hit Metro Manila today, the devastation would be so big even disaster response authorities cannot simply cope with it. And it even looks like disaster preparedness occupies a low priority among officials down to the municipal level.

Recent reports gathered by Bulatlat show that up to 35,000 residents of Metro Manila would die and up to three million others would need to be evacuated. In addition, some 175,000 buildings would be damaged. The pressure of collapsed buildings and the inability to rescue those who would be trapped inside would cause most of the deaths.


Distribution of active faults and trenches in the Philippines

With its current population of 10 million, Metropolitan Manila, which is composed of 13 cities and four municipalities, is densely populated with several clusters and districts having high-rise buildings close to each other. Investigations done by various disaster units and fire departments a few years ago found many buildings did not comply with construction standards and that these are prone not only to fires but also to damage by earthquakes of any scale.

One of the reports gathered by Bulatlat, the Metropolitan Manila Earthquake Impact Reduction Study (MMEIRS), cites “many research studies (indicating) that active phases of the (West) Valley Faults (formerly the Marikina Valley Faults) are approaching and that the estimated magnitude will be around 7 or more.” But MMEIRS also raised the possible intensity from 7 to even 9, which could be “devastating.”

The study projected the “big earthquake” to be “unlike any tragedy seen or imagined in Metro Manila.”

Asked for comment, however, a scientist-environmentalist theorized that such studies could be pressing the panic button now just to allow certain insurance companies to profit from a sudden surge of building insurance orders and the like.


Largest impact

MMEIRS, a Japan-funded study that was begun in August 2002, identified the West Valley Fault, which lies just northeast of Manila, as “the fault expected to cause the largest impact in the metropolis.” The West Valley Fault traverses Marikina town, Pasig going to Muntinlupa up to the south.

The Fault, other studies showed, caused at least two major earthquakes within the last 1,400 years. No earthquake is known to have taken place along the West Valley Fault after the 16th century. But based on the estimated return period of less than 500 years, the Fault is due to exhibit dangers this century – or even within the next few years, if the estimates of an official of the Philippine Institute of Volcanology and Seismology (Phivolcs) are valid.

Dr. Norman Tungol of Phivolcs’ Geology, Geophysics, Research and Development Division (GGRDD) estimated the Fault’s movement of recurrence at 200-400 years and based on this, he told Bulatlat, it is due for another movement.

Tungol said however that since studies have a big margin of error, this projection “could be within the next few years, (or) few tens of years.” He also said that even if there is no need for the people to panic because there is no timetable yet, “dapat mag-prepare because it’s inevitable.”

He confirmed that an earthquake with intensity 8 or 9 could be expected in the Valley Fault with a possible magnitude of 7.2 because of the lengthy fault.

Another Phivolcs scientist, Dr. Elena Bautista, noted however that the MMEIRS study found no pattern for the frequency of earthquakes occurring in the West Valley Fault.

A noted engineer, Dr. Arthur Saldivar-Sali, saw MMEIRS’ assertion that “active phases of the Valley Faults are approaching” as vague. He noted that the study, which he admits he has never seen, was apparently based on “deterministic analysis” which focuses on the characteristics of the movement of a fault and can be a prejudgment based on studies done or merely on gut feel that has no scientific basis at all.

Saldivar-Sali is a member of the Council of Engineering Consultants of the Philippines (Cecophil), a group of corporations and companies doing civil engineering designs and foundations.


Probability theory

Saldivar-Sali, a former UP professor who is also now with the Geo-Technica Consultancy Group, told Bulatlat that he tends to believe in the “probability analysis” of former Phivolcs Director Raymundo Punongbayan. Shortly after the Mt. Pinatubo eruption in 1991, Punongbayan told of a higher probability of a major earthquake on the Valley Fault based on its rare movements. Since lesser energy is released in the friction of rocks, more energy is stored, like a rubber band, preparing for a big snap.

The higher the percentage of the probability of an earthquake, the dangerous it would be, Saldivar-Sali said.

Punongbayan also cited the danger of building anything five kms near the fault. The director’s warning caused alarm among the business community and Marikina local officials asked that the fault be renamed “West Valley Fault” instead.

In layman’s terms, a magnitude of 7.2 can be compared to a bomb explosion, Saldivar-Sali said. In exponential form of 10, a magnitude of 1 is equivalent to one ton (1 x 100), magnitude 2 to 10 tons (2 x 101), 3 to 300 tons (3 x 102), and so on. A 7.2 magnitude if multiplied to 106 is equivalent to 7.2 million tons of bomb explosion.

MMEIRS actually aimed to design a master plan for earthquake impact reduction in Metro Manila leading to the holding of training seminars on earthquake preparedness. Funded by the Japan International Cooperation Agency (JICA-Philippines), the study was supported by the Metropolitan Manila Development Authority (MMDA), the Department of Science and Technology (DoST), Phivolcs and JICA contractors Pacific Consultants International, Oyo Corporation, and Pasco Corporation.

Scientists from Phivolcs, the University of the Philippines as well as from Japan participated in the study. Due for completion last March, the report is being finalized in Japan, according to Cora Macasieb, Special Operations Officer II and acting division chief of the Directorate for Special Operations of the Metropolitan Manila Disaster Coordinating Council (MMDCC).

Separate studies on earthquake are also being done in cooperation with China, Japan and the United Nations Development Program (UNDP).

Among others, three areas were tested under the MMEIRS study: Mataas na Lupa in Malate, Manila; Ugong, Pasig; and Cupang, Marikina. Studied were Metro Manila’s three fault lines, namely, the West Valley Fault, the Manila Trench and Manila Bay.

Analyzed were the areas’ earthquake history, length of the fault and vulnerability to earthquake. Damage scenarios and estimates of costs of destruction were also done.


Impact

The seismic intensity generated by the West Valley Fault earthquake and the damage felt in an area varied from place to place. The intensity may range from 7 in Quezon City, almost 8 and 9 alongside Marikina River and Manila Bay, and 8 at west of Metropolitan Manila and 7 at other areas. Based on the Phivolcs Earthquake Intensity Scale (PEIS), intensity 7 is “destructive,” while 8 and 9 are “very destructive” and “devastating,” respectively.

Aside from the estimated death toll, the West Valley Fault earthquake would cause injuries to 118,200 persons, the study reveals. MMDC’s Macasieb said that the death toll would rise if the earthquake occurs during office hours where most of the people are working inside buildings including those who would come from the province to process various papers in the metropolis.

The number of buildings expected to be destroyed by the Manila Trench earthquake would reach about 5,000 while 16,000 for the Manila Bay fault. The West Valley Fault earthquake will cause the collapse of buildings in northeastern Quezon City, western Marikina, eastern Pasig, Muntinlupa-Laguna Bay and Mandaluyong-Makati. Evacuation would be difficult in the metropolis’ fringes particularly in the north, Taguig and Las Piñas, the MMEIRS study also found.

Residential buildings around the Malacañang in Manila and the House of Representatives in Quezon City would be severely damaged. Other infrastructures such as bridges and power posts will also be destroyed.

The danger of spreading fire to the Malacañang presidential office is not ruled. Liquefaction around the House area might take place. Even the MMDA building would be severely damaged, the study adds.

Collapses would lead to electricity short circuit, petroleum and LPG leakages from storage tanks, among others, that would cause fire. Areas highly vulnerable to fire would be Valenzuela, Caloocan, and south of Quezon City west intersection.

Damages to the Angat reservoir and water purification plant would likely happen, causing a long-term stoppage in water supply. Public transportation facilities such as airport runways would be closed, leaving only helicopters available for operations. Ports in the North and South harbors would be damaged and tilted by liquefaction, making these inaccessible for loading and unloading. Damages would likely be expected on roads and bridges.

Including victims of fires and liquefaction caused by the earthquake, the study estimates the number of refugees or evacuees at three million. The figure would include 1.3 million persons who would be uprooted from their homes if the aftershock would last about seven days.

After liquefaction, there would be a possible regional separation. The western part of Metro Manila would be isolated from other parts of the metropolis. The same thing would happen to the northern and southern parts due to building collapse especially in the area intersecting Makati and Mandaluyong. Meanwhile, all road networks running east-west that are on the fault would be broken.

The go-signal to construct the connecting road between SLEX and Daang Hari will be an add-on for further development of Muntinlupa City in years to come.
If the National Penitentiary will be moved out of the city to somewhere else in a more solitary place in Luzon with better facilities. The area NP will vacate , coupled with the National government great plans to transformed the land to better-use.

THE Philippines is not likely to experience a strong earthquake similar to the 8.9-magnitude tremor that hit northern Japan on Friday because the plate that is subducting the Philippines is different from that of Japan, but an expert from the Philippine Institute of Volcanology and Seismology (Phivolcs) said that the agency still would look into how the foreign experts analyze the Japanese experience.

The 8.9-magnitude earthquake in Japan—which has prepared its infrastructures against tremors that frequently visit the country that is crisscrossed by earthquake faults—caused 10-meter-high tsunami that washed away cars, fishing boats and even whole villages.

Asked by the BusinessMirror on the connection of the Philippine plate to the Japan plate, Ishmael Narag, Phivolcs Seismological Observation and Earthquake Division Supervising Science Research specialist officer in charge, noted that what moved was a different plate.

“The one that is subducting in the Philippines is the Philippine Sea plate. In Japan, it’s a different plate, it is the Pacific plate.”

However, Narag emphasized that it is still interesting to see what the experts from Japan could see from the event because the plates belong to one whole zone, which is the Pacific Ring of Fire.

“We would like to learn as well on what occurred in Japan to check if what they saw there could also happen here in the Philippines. Our projection is 8.5-magnitude earthquake for each of the segments of the Philippine Trench and Manila Trench.”

But Narag pointed out that Phivolcs needs to review whether there is a need to research if it is possible to have a mega-thrust event in the Philippines.

A mega-thrust event occurs at subduction zones at destructive plate boundaries (convergent boundaries), where one tectonic plate is forced under (subducts) another.

He explained that an 8.5 magnitude is the projected magnitude of the segments in the Philippine Trench.

“That was the maximum magnitude we saw, not like this one [the 8.9-magnitude earthquake in Japan] which was class 9.”

“The class 9 events, the way I see it, have 600-700 kilometer [km] rupture. If you look at the length of 700-km rupture there are trenches which are long like the Manila Trench and Philippine Trench. The question right now is whether they are capable of rupturing 700 km at one time. Because they could move as segments or they could move together,” Narag said.

He added that there is still a debate about the real magnitude of the last earthquake.

“Now the magnitude is playing between 8.9 to 9.1. The US Geology Survey came up with a different magnitude for the event.”

According to USGS data, the March 11 earthquake occurred as a result of thrust faulting on or near the subduction zone interface plate boundary between the Pacific and North America plates.

At the latitude of this earthquake, the Pacific plate moves approximately westward with respect to the North America plate at a velocity of 83 mm per year. The Pacific plate thrusts underneath Japan at the Japan Trench, and dips to the west beneath Eurasia.

The location, depth and focal mechanism of the March 11 earthquake were consistent with the event having occurred as thrust faulting associated with subduction along this plate boundary, the agency reported.

The March 11 earthquake was preceded by a series of large foreshocks over the previous two days, beginning on March 9 with a magnitude-7.2 event approximately 40 km from the March 11 earthquake, and continuing with a further three earthquakes greater than magnitude 6 on the same day.

Narag also observed that as early as Wednesday there was already an earthquake with 7.2 magnitude.

“We issued a bulletin but it was alert level zero, meaning no threat to the Philippines. There was 50 cm tsunami in Japan that day. We didn’t realize that it would be a foreshock for this 8.9 [-magnitude] event,” he added.

On Friday night, around 11 p.m., Phivolcs issued the cancellation of the alert level 2, but the institute is still monitoring the events in the Philippines.

“The real problem right now is there are a lot of aftershocks coming from the Japan event. It is masking most of the local events. We should be careful in looking at earthquakes in the Philippines because aftershocks occur on top of each other. There was even a magnitude-8 aftershock last night [Friday] in Japan,” Narag pointed out.

Narag said the scientific problem right now is how to look at the data.

“How much useful information you can gather from the data to be used by the Japanese government to decide what would be the next steps, especially now that they are in rescue and relief stage,” he said.

Tsunami: PHL is parallel to quake source

Because of the country’s position being parallel to the source of Japan earthquake on Friday—contrary to the direction of the wave that was supposed to be perpendicular to the rupture zone—smaller tsunami wave heights hit the Philippines, leaving no damage or casualty.

“All of the large waves are going to the direction away perpendicular to the source. The Philippines is not perpendicular but we’re parallel to the source and yet there were still projected wave heights,” Narag said.

He added that one factor that should be taken into consideration is whether there was high or low tide at the time when the earthquake occurred.

“So when the waves were approaching the high tide was just starting. Fortunately, it was not yet high tide. That’s the situation of the passage of the tsunami in the Philippines,” he said.

Phivolcs is using the travel-time model, which shows the earliest arrival time of the wave and another model to check the amplitude.

ONE way we can make sense of the sacrifice and pain of the Japanese people, who are still reeling from the impact of Friday’s 8.9-magnitude quake, tsunami and the still-raging nuclear reactors’ crisis, is to learn well, and act accordingly, the lessons they have taught the world in disaster mitigation.

For many years, the whole world has known of Japan’s valiant efforts to prepare itself for disaster, lying as it does on one of the most active segments of the “Pacific Ring of Fire,” that deadly cluster of active volcanoes where the Philippines also belongs.

Having seen the extent of quake damage—in Kobe, where more than 6,000 people died in 1995; and in the great Kanto earthquake that killed more than 100,000—Japan has perfected the art and science of disaster mitigation as far as retrofitting its infrastructure is concerned. The best proof of its success was Friday, March 11, 2011. It should be noted that almost all of the buildings and key infrastructure shown destroyed were those swept away by the tsunami—an understandable consequence, considering its speed and force. True to its billing of having the most earthquake-resistant buildings on the planet, Japan taught us a crucial lesson in national discipline and political will when it comes to enforcing its tough building codes—besides setting sterling examples of individual and community sacrifice and self-help. Why, even the Chinese media, according to Bloomberg’s William Pesek, shifted from Japan-bashing in recent days to extolling the lessons in discipline and orderliness that the Japanese could teach the Chinese.

Countless drills involving Japanese citizens, as well as year-round training for its self-defense forces, have allowed disaster-response teams to quickly act at the community level, unlike what happened in America’s Katrina, when federal emergency units took days to reach victims and were severely criticized. A similar problem was observed in the Philippines’ Ondoy, as community-level, or even town- or city-level equipment and manpower for search and rescue were almost nil.

The enforcement of its legendary building codes has helped most of Japan’s buildings escape destruction from the earthquake. Sadly, the opposite could happen in the Philippines, where experts recently sounded anew the alarm over quake preparedness after the Christchurch, New Zealand, temblor—and just days before Japan’s Big One.

According to one major study they cited, at least 34,000 people would die and communication lines and utilities in Metro Manila would see extensive damage should a shallow earthquake of 7.2 magnitude hit the West Valley Fault that bisects Metro Manila.

This was the worst case of the 18 scenarios generated by the Earthquake Impact Reduction Study for Metro Manila, done by the Metropolitan Manila Development Authority, the Philippine Institute of Volcanology and Seismology (Phivolcs) and the Japan International Cooperation Agency (Jica).

Per that study, most of the 34,000 deaths and 114,000 injuries within the first hour of the earthquake would be the result of houses and buildings collapsing, and debris raining from mid-rise and high-rise buildings.

As a key recommendation, experts strongly suggested a massive retrofitting of Metro Manila’s buildings and houses to make them earthquake-resistant, considering that the Philippines is in the Pacific Ring of Fire and a “Big One” is foreseeable in the near future. Its second key recommendation, which has just been validated by Japan, is to set up at the community level the disaster-risk management teams.

There’s a very concrete lesson that Philippine experts also gave last week, again taking a cue from a side study, also partly funded by Jica. In an article in this paper’s Sunday issue (March 13), they pointed as well to the need to double-check the “nonengineered construction” of houses in, ironically, “seismically prone” sites. Phivolcs Director Renato Solidum cited during the monthly DOST Forum the crucial difference between the products of such “nonengineered construction,” such as masonry houses made of concrete blocks or adobe stones with no structural beams and columns, and those Philippine masonry houses that follow the required size of concrete hollow blocks and reinforcing bars.

In that experiment, two full-scale model masonry houses, one following the local building code, were built on top of a one-directional large-scale shaking-table laboratory provided by Japan’s National Research Institute for Earth Science and Disaster Prevention. The code-compliant structure survived 100 percent of the Kobe-type earthquake input motion with minor damage. The other one was easily damaged and eventually collapsed.

Solidum now wants that “shaking-table test” to be part of a massive education campaign to make people comply with building codes and redress the defects in their homes and buildings. Phivolcs will provide an assessment tool that lets homeowners tick off a set of questions and answers. The implication is that, beyond the high rises that are—presumably—subjected to stricter local government enforcement, authorities should ensure that all other buildings, including individual homes, are compliant.

In the aftermath of Ondoy, so much hot air and nonsense had been spewed by publicity-seeking know-it-alls and politicians—sadly lapped up by some in the media—about climate change and the need for disaster-risk reduction and damage mitigation. But the most recent assessment reports have shown that a lot of what we were supposed to do to avert another Ondoy-level disaster has remained on paper. The Japan earthquake presents us with yet another major challenge in preparing for a very real threat, considering our earthquake history.

If the Japanese should teach us anything besides their discipline, absence of looting, patience and an exquisite ability not to whine, it is also this: sometimes, not even the best-laid and enforced scientific plans to avert or mitigate disaster can be enough. But they are still worth taking, because the alternative would be unthinkable.

The mayor flew to the Japanese capital on Thursday to receive a donated ladderized fire truck from Fujisawa City, located in Kanagawa prefecture within the Greater Tokyo Area.

He said Fujisawa was around 30 to 40 kilometers from Tokyo, and about 200 to 300 km from the epicenter of the quake.

It did not matter if a local government unit had the best equipment because what was important was people knew what to do, he said.

The evacuations that San Pedro witnessed proved how information was vital in disaster response.

“I think the people in Miyagi [prefecture] were overcome by the speed of the tsunami waves. Had the wave come in later, they might have evacuated properly with what I saw in Fujisawa,” San Pedro said.

When the tsunami warning sirens blared all over the place, “people started to evacuate on their own,” he said.

In contrast, local officials in Manila have to plead with residents to leave their homes when disasters strike, he said.

Within minutes after the quake, the Japanese officials were able to focus on efforts like distributing relief packs because people were doing their share, the mayor said.

He said packs were being handed out to evacuees, who formed a line.

The Philippine delegation headed to Tokyo to return to their hotel, and it was at about 4 p.m. Friday when his group stumbled upon a massive traffic jam, according to San Pedro.

Since the subways and monorail lines were shut and freeways closed to traffic, the mayor said vehicles had to take secondary roads that led to Tokyo.

On the road, he again saw how orderly drivers were despite the calamity.

“If the road had five lanes, but there was space for two more, the Japanese would maintain the five lines,” he said. “If you want to go to either lane, all you had to do was signal which direction and other drivers will give way.”

Food ran out in convenience stores and some lavatories in gasoline stations were closed, San Pedro said.

The disaster response was also efficient that the Filipino delegation was informed “within minutes” how strong the quake was, initially placed at 8.8-magnitude, San Pedro said.

He said quick and reliable information helped officials assess the situation and address various concerns.

The mayor said the Filipino delegation had access to information because it came from the Fujisawa fire and rescue chief.

The trip to Tokyo from Fujisawa, which took about 45 minutes before the quake, lasted 12 hours. With the Narita airport shut down, San Pedro said he looked for an alternative airport.

It most probably is Mercedes Benz. I remember Cats Motors had a press release before about their intention to open an Alabang showroom sometime this year or next year.

That part of Alabang Zapote road is fast becoming a haven for car showrooms( Nissan and another which I forgot the name ) and even in Westgate ( Audi , Kea ) area as well as in Ayala Alabang ( Ford , Honda ) .

Dunno where Mercedes Benz would be, but the Molito Complex beside ATC and Madrigal Business Park is expanding... and it looks like they're leveling the lot beside BMW dealership. I wouldn't be surprised if they opened there beside BMW instead of Alabang Zapote (which is far from the Alabang Subdivisions).

Since they're doing earthwork on that area, the entire Molito complex would now be filled up with lowrises. I remember just a few years ago before the Puregold complex was built there used to be a single shanty surrounded by grassland near the intersection. What a change of scenery...

To my knowledge, the whole block is owned by the Madrigals. This is part of their agreement with the Ayalas when Ayala Alabang was built, I think.

Like Sinjin, I am also surprised it's opening in Festival Mall instead of ATC. Although Festival Mall has higher foot traffic, I think more people would buy in ATC. Just compare how many high-end cafes you have in ATC with Festival Mall and you'd immediately see that ATC is more frequented by people who don't mind spending more for coffee, pastries, and dessert. Besides Starbucks, Coffee Bean, and Figaro, ATC also has Cafe Mary Grace, Mrs. Field's Cafe, Cafe France, and Bizu. Even beside ATC (in Molito complex), you have more cafes sprouting like Starbucks (which BTW is also a bigger branch than the one in Festival Mall) and Bo's Coffee. ATC also tops Festival Mall when it comes to the more expensive dessert places (White Hat, Haagen Dazs, Golden Spoon, Sebastian's, Dolce, and Cold Rock). Basically, the point is that there might actually still be more of a market in ATC than in Festival Mall with regards to these stuff even if Festival Mall has more foot traffic. Of course, given how saturated the market is in ATC (as shown in the previous lines), it might be that Krispy Kreme is also afraid that the market in ATC is too saturated (but I honestly think this isn't the reason).

I'm thinking Krispy Kreme will open in ATC this year too. I wouldn't be surprised if they locate themselves in the expansion of ATC, which includes new Al Fresco dining locations.

Regardless of where it opens in Alabang though, it will be a success. People from nearby places would sometimes go to Bonifacio High Street just for Krispy Kreme, so I don't see why they wouldn't drive 5 minutes to Festival Mall to get their KK fix.

Are there any plans to put up elevated walkway between ATC and Molito Complex crossing over Madrigal Avenue ? Does Molito Complex accessible to Madrigal Business Park? ..I remember when I briefly work in MBP , there was a perimeter wall there with a dead-end road , but Molito was not yet there wayback 2007.

Judging from this render , I think they will fully -developed the back portion of the mall near the creek since this is the area big enough for an 8-hectare major expansion. I hope they will add new attractions too like an digital and IMAX theaters and somehow upgrade the existing mall to blend with the upcoming expansion . From the looks of it , there will be garden/park like area with water features too .
It's also quite an advantage that Festival Supermall's location is in the middle of the blossoming and well-planned business district as Filinvest Corporate City and with this expansion , developments on that part of FCC will hopefully take shape too in the coming years .
With the tough competitions from other grand malls in the vicinity , this is really something to look forward to and really worth the wait in terms of mall expansion.

Maybe they should landscape the sides of the creek just like in Fernbrook and have functional gondolas ferrying people to the mall and to the area near the Fire Station or to the South Station. Just don't know how polluted that creek is...

It seems that the expansion of Festival Supermall will bring it closer to the vicinity of Asian Hospital , Civic Place , OsMun and RITM. It will also be convenient for those shoppers coming from nearby Laguna , Cavite and even Batangas towns as the expansion will be more accessible to them .

i wasn't expecting this kind of expansion. i really thought it would be another concrete castle but instead it has open areas. it looks high end too. it would also be a nice touch if they utilize the creek. it's a good thing that festival is keeping up with its neighbors (ATC, Southmall) i wonder if starmall alabang would do something about it

I read that Starmall will build a mini mall (with Puregold as anchor store ) somewhere along the National Road in Putatan.
It will be very exciting that by next year or a year after that ATC and Festival mall's respective expansions operates as well as Entrata's mall component by next year and even Molito's.
With regards to the creek , it would be nice if Filinvest will enhance it most likely on Festival Mall's expansion area and up to Entrata Complex since a mall will occupy it's lower levels. It would be nice if it will be turned into a beautiful/clean waterway with a linear park on its banks as what the render of Festival's expansion shows.
I wonder if SM SuperCenter Muntinlupa will have an expansion too , though it's unlikely since they are in operation for only 3 years.
With Entrata Complex , Avida Towers , The Levels , Studio City and the upcoming hotel near Westgate coupled with the completion of
Skyway S2 / NorthGate/AZR underpass in FCC , developments are still going great in the city

In the website of Robinson's South Escalades project in Sucat, its massive front vacant lot facing East Service Road and SSH_Skyway which is reserved for future commercial development . The reserved area is around 5 hectares at least and ideal for a Robinson mall or even a mixed-use complex since Vista LakeFront is just across the property. That East Service road has PUV routes as far as Binan in south and Pasay in the metro.
I just hope that the makeshift stalls/houses lining up the Sucat Road extension will be removed from there and the city goverment will convert it into a linear park perhaps, if that lot does not belong to Robinson at all.

It was a plan before a city government center will be put up probably near the OsMun area , but it fizzled out after the city hall was burned a few years ago.
if in any case , the government center will be transferred , it would be ideal in the NBP area ideally somewhere in the upcoming C6 ( Daang Hari-SLEX link road ) so that it will have an expansive area to contain all the government agencies/offices.
Related to that upcoming road , it will probably trigger massive development in NBP and even the adjacent huge and still vacant lots of Susana Heights. SM is already developing Lindenwood Residences inside Susana Heights and possibly it will have access to the link road in the future.
Vista Land ( Portofino ) is planning to build a commercial/lifestyle center in its 20-hectare front area that will also serve as the commercial area of their 600-hectare Evia township project along the stretch of Daang Hari nearby.

that's right @Lhexi. The new city hall was supposed to be built along the Civic Drive at FCC, near Osmun. I've even heard that the they were planning to build a "twin-tower" where the first tower will house the City Department offices and whatnot, while the other tower will be rented out. The bank loan to finance the construction was already approved but then the fire incident happened.

If the original plan happened, we would have a brand new city hall in FCC. While the old city hall at Putatan would be the Hall of Justice. Actually, the current city hall design was meant for the Hall of Justice.

But now, we have the newly rennovated City Hall at Putatan, and a newly constructed Hall of Justice at Tunasan.

I noticed however that the parking lot is almost always full in Festival, do we have data if Festival earns more revenue than ATC? However, within the mall, there are some areas that hardly have any foot traffic.

Recently tried out Fruity Fro-yo, what a rip off, Php 200+ for frozen yogurt, good for the business owner but not good for my pockets, I'd rather buy Nestle yogurt at the supermarket...

Since they are also the designer of Festival Supermall , I hope they can also do minor upgrade on the mall itself but focus on the expansion of the mall.
Are they also going to include the enhancement of the creek up to the Entrata complex area ?
That's what exactly missing in Filinvest /Festival Mall area , a beautifully landscaped park with water features that will be incorporated with the major expansion of the mall in 2 years time .

FESTIVAL SUPERMALL, the 20-hectare shopping complex in Alabang, Muntinlupa City, renews ties with award-winning global architecture/planning/ design firm RTKL for a major expansion. This is set to fortify its position as the retail and recreation center south of Metro Manila.

RTKL is behind major retail projects such as The Venetian in Macau, the Bahrain City Center, the Mirdif City Center in Dubai, Chadstone West Mall and Chadstone Place in Melbourne, Australia, and the Westfield San Francisco Center in California.

The firm designed Festival Supermall in the ’90s. The mall’s expansion plan begins in the last quarter of 2011.

“Retail is like theater—you need to breathe new life into it every 10 years or so,” says Norman Garden, AIA, executive vice president of RTKL. “Competition will always force you to reinvent so you can offer something fresh and new to the customers.”

Nature

The four-story Festival Supermall, with over 700 choices in shops and food outlets, draws an average foot traffic of 100,000 a day. With a family entertainment concept, Festival Supermall has an entertainment area as anchor for each floor: the Festival Junction Train, the Grand Carousel, Pixie Forest kiddie theme park, X-Site teen amusement center and a 10-theater cinema complex.

With the mall expansion, RTKL shifts anchor from entertainment districts to the area’s most prominent natural feature: the Alabang Creek, which runs through the complex.

“Now that consumer lifestyle has evolved, we are expanding Festival Supermall to an indoor-outdoor experience that capitalizes on the assets of the creek,” reveals Garden.

The expansion mall will add three districts: the Festival Walk, , the River Park and the Water Gardens .

Festival Walk, the main connection to the transit hub, will be a walkway of grab-and-go kiosks, with state-of-the-art light features, paving details and potted landscape.

The River Park will be built on the Alabang Creek waterline to accommodate boating activities. An amphitheater area will be developed for open-air events.

The Water Gardens will have outdoor plazas with gardens, cascading water gardens and fountains, al fresco dining, and a three-story mall. “An existing acacia tree will be preserved, becoming an iconic landmark with its impressive size, as it towers above the river and even the buildings, so naturally this tree will be a destination unto itself,” Garden stressed.

The expansion mall will also incorporate existing architecture pieces in the area. A façade of an old DOH research facility will be restored as part of the mall. The building has an Art Deco façade. An old statue, a replica of José Rizal’s sculpture “The Triumph of Science over Death,” is in the courtyard, to be incorporated in RTKL’s design.

Sustainable

The expansion follows the trend in sustainable design. Garden points out that then and now, Filinvest Corporate City (FCC) has always been a nature-oriented development.

“Filinvest has always been committed to preserving the natural resources in the area, hence the new structures are more of a soft entry into the land, sliding right into what the terrain allows,” Garden says.

Because the Alabang Creek is a central element in the design, Filinvest is looking into bioremediation for the water in preparation for the expansion development, as well as the installation of a monitoring system for the water levels.

“The design takes into account extreme rainfall and flooding conditions, even projecting the water level for 10 years,” assures Garden

RTKL also incorporates design solutions that maximize sunlight, ventilation, and flexibility.

“The buildings are oriented in such a way that they obtain maximum daylight,” says RTKL principal Rodel Manalang, a Filipino architect in the project. “We are using clerestories instead of skylights so the bounced light comes in while preventing direct heat gain.”

Creating an interplay of outdoor activities, Filinvest has devoted 1.5 hectares to park space that transitions easily from daytime to night time use.

“Landscaping will be naturalized, taming down the existing greenery and relocating trees, grasses and heavy drifts of plant material. The look is outdoorsy but not manicured.”

Manalang adds. “Trellis devices and canopies will also be set up across the outdoor areas as protection from the noontime sun and heavy rains.”

But as according to the FCC city center master plan there would be the so called arts and science plaza will be the site of a performing arts center and museum and a library. IMO, it would be in that yellow area or in the parking lot between Festival and Entrata.

Last year, i had i talk with a contract worker in the Acacia Grove. He said after they finished the acacia grove, their next project would be a colesium. They're just waiting for MR. Yap to sign it.

Now is the right time for Filinvest Corporate City to gain some mileage in terms of getting notable projects in the business district since all the supporting infrastructures such as SLEX where the Filinvest Interchange is interconnected and Skyway , where the South Station exit has an access.
I read somewhere that Spectrum Midway Avenue is being upgraded/modified. FCC is a very ideal business district , and so far it's the lone large scale business district in southern Metro Manila.
Also , there are several residential cluster developments on Sucat/Cupang area and even Madrigal Business park has some projects under construction as well as in Vista LakeFront , that gives FCC good competition as well .

Actually may proposed na tower structure sa Muntinlupa before to be callled Golden Tower and it was supposed to be built on the NBP area , as of now it's scrapped , but only time can tell , if it will materialized in years to come , maybe if the National Penitentiary will be transferred as planned especially now that a road link between SLEX and Daang Hari will be built soon.

Its higher that the insularlife. mas nauna pa nga to sa LaVie Flats. Baka naka stop muna. I guess masyado napaektuhan ang filinvest ng 1997 Asian Financial Crisis. Sayang talaga.:ohno:

Why do you said so ? It's still has some projects being built there , though not that many and also it will take years to filled up that sprawling business district. It does not happen overnight.

i hope with the expansion of festi, they would do some major renovation on the main mall. it looks dated and left out by southmall and atc. This is really good news for the residents in the south because the big three (SM, ATC, FESTI) are undergoing major renovations for better shopping experience


Festival mall ceilings are already being repaired but they didnt change the designs. They start it after their 10th year anniv. Ideally, a mall lshould be renovated after 5 or 10 years. They should offer new products to the evolving costumers and to the growing malling industry.

2009 or 2010 when i heard about Venice piazza gondola at mckinley hill, i also thought the alabang canal (starting from the alabang country club passing through FILICITY to cupang) have the possibility of having gondola. Filinvest develop the part of canal beside entrata. They also puts fish and turtles to entertain the people going to the mall. I noticed the close pedestrian walkway along the underpass going to xsite entrance. I think it would connect that area to the riverbanks mall expansion (which will have the gondolas)...


Post Scriptum: There is PIGEON FEEDING in Venice Piazza(7-8am and 4-5pm everyday). I tried it last day. Its a nice attraction for the mall..

Yes , that's it , it has a crane on it and the construction is almost at ground level I suppose when it stopped about 2-3 years ago.
There are some proposed high rise projects posted in this thread years ago like Vivere 2 and Sea Cloud hotel with some renderings too but did not materialized.
Anyway , Entrata and The Levels will compensate for that as they are high rise clusters.
What I wish is that Filinvest will build an office complex with a supertall in FCC and make it their corporate headquarters , it could be ideal on that whole block site of Spectrum Center , across the beautiful Insular Life twins.

Sa filinvest exhibit center @ festival 3rd floor.Beside Dinosaurs alive.. second floor yung minitrade hall di ba. Taas nun yung exhibit center. Pero wala ngayon yung scale model ng FFC. Dati laki ko yung nakikita through their glass wall eh. Baka inaatos lang nila. Wala pa kasi dati yung Acacia grove, commerce center at The Levels. Pati yung alabang-Zapote road na spectrum midway extension avenue na ngayon. Yung New alabang-zapote ngayon nag start na sa exit ng skyway sa south station passing through tunnel a northgate.

based on the picture, i would assume that vehicles cannot pass through the lifestyle strip. The next thing that ATC should do is expand and improve the parking infrastructure since the strip is sitting on a considerable amount of parking space

Is this located at the back of Rustan's where it used to be an open parking area facing Commerce Avenue. Did they also demolished the two-level parking structure beside it ?

So the 3-star hotel is only in Cebu ? but not the Crimson's in Entrata -Alabang. I don't think the Crimson hotel in Alabang will be only only 3-star . maybe 4-star at least.
Another addition to the growing number of hotels in FCC so far it has the following:
1. Vivere Suites - full service hotel
2. Parque Espana- condotel
3. Bellevue 1 - full service hotel
4. Bellevue Executive Tower - full service hotel
5. Acacia Grove Hotel
6. Crimson Hotel -Entrata
In Madrigal Business Park , there's also the newly opened Bellevue's B -hotel .

It's okay if it's not part of the city anymore because the area across it ( East Service Road side , which is definitely within the territorial jurisdiction of the city ) is where most of the the promising property developments are happening.

It is going to be a 5 star hotel.

Entrata's architects always planned to open a 5 star hotel component in the urban complex. That concept of having a 3 star hotel of B Hotel by Bellevue has been there since more than a decade ago when my former director was still selling land for the Madrigals there.

Any hotel below 4 star in Filinvest Alabang is not allowed. That's why they don't open 3 star hotels in the 244 hectares of Filinvest Alabang. Bawal din columbariums, clubs, cemeteries, and I assume open air concerts because they said no to Michael Jackson back in the 90's.

They just demolished a small portion of the squatters area. The squatters beside the viaduct remains(some call it Bicol Compound). I ask man (but he looks not a reliable source). He said that it would be a a Osmun Expansion. I thought it would be the place for the ALABANG ELEMENTARY SCHOOL ANNEX(land donated by filinvest) but my sister told me that AES annex will rise beside the Filinvest Socialized housing. I'll just try to ask a more reliable source when i go the area again.
There's no news about the park. I don't see new city government projects after Mayor's first term..Li-low...

Sana mas taller yung next four towers ng WestParc and with a better design too and with the planned five towers of Studio City , that area of FCC will be filled with cluster of multi-storey / high rise fronted by rows of prestigious auto showrooms .

They are currently renovating mall. They closed the mall open area with new floor. (UpperGF at 3rd flr lang. Mas maganda kasi maluwag paring tingan. Ok pa rin yung circulation ng air and lights). These increase the mall GLA or floor area ratio..

They are currently renovating mall. They closed the mall open area with new floor. (UpperGF at 3rd flr lang. Mas maganda kasi maluwag paring tingan. Ok pa rin yung circulation ng air and lights). These increase the mall GLA or floor area ratio..

Afterall , Starmall also join the frenzy of mall renovation/expansion of the big malls of the southern Metro. So, Starmall reinvented their five level atrium by making a covered gap between them ( Upper Ground and 3rd level ) and beneficial sa Upper Ground level since there are more space for mall goers . It's clever and an engineering marvel imho , but what I really wished for the Starmall is that it could build residential tower perhaps on it's left side where their open parking area for buses are currently located to make it a mixed-use complex . Then , let go of their theme park at the 5th level and and make it a semi al-fresco and dining strip to complement their resort on that area.

There's the star apartelle above the area beside starland. about 10 roooms i guess. Living in it is something scary... According to the GMA7 AHAA!!!, the Starmall is the #1 Scariest place in MetroManila.

But still, having a residential tower beside the mall is a good idea. Hope Vista Residence come up with it in the future..

If i am not mistaken that creek start from the ALABANG Country Club passing through AAV residents, Palm Point,AspenTower, so all the dirt and waste from those places goes to the creek.


They already have the flood control machine.
They also have their FiliCity waste treatment plant beside the northgate complex. So maybe, It will be easy to have their water treatment plans.

Whatever happened to the former site of a demolished theater in Alabang ? is it still a vacant lot with tiangge style . It's beside the Sogo hotel .
Lastly , what about the status of the former Nestle factory in Alabang?
It's quite huge at almost 7 -hectares and a promising site for a possible mixed-used development

The last two photos that straddles between Filinvest Corporate City and Madrigal Business Park shows that there is a growing skyline in the city with a majestic view of the Laguna lake and the mountains.
If ever those fish cages will just be demolished , the lake still looks good in photos .

Yes , I also hope that Sogo will just build a midrise ( at least 15-storeys ) condotel or a budget hotel perhaps since it has really a market nowadays :
in that vacant lot if its already theirs. Their current building is a refurbished building , they just added 2 or 3 levels to it.

I wonder how will the former Alabang Stock Farm will be today if Ayala won on that bid instead of Filinvest .
Mas maganda siguro ang plano ng Filinvest as what we are seeing as compared sa plano ng Ayala sa former stock farm.
Infrastructure-wise , Filinvest delivered to its promise with its beautiful and spacious avenues and accessibility at major points ( SLEX-Skyway , National Road ) At least , Filinvest is really doing its effort and they are getting more aggresive with some of their upcoming major developments in FCC ( Entrata , The Levels , Studio City , Festival Supermall major expansion )
Hopefully , they will also get the support of their co-Filipino-Chinese major property developers ( MW, Robinson, Eton, SM , Federal )
or even Ayala and Lopez to invest projects in FCC , as it is such a beautiful and well-planned business district.

Yes, but it was still Ayala that ended up making what the Fort is today - which is known for Serendra, High Street, and Market! Market!

As for the bid with the Alabang Stock Farm, they did indeed lose to Filinvest. The fact though is that until now, MBP and AAV development has higher land values than FCC. I am baffled why MBP has higher land values, but I am thinking this is because most people who buy commercial land in Alabang are either from AAV or Makati. Residents of AAV have a huge bias towards Ayala. Some don't even like going to Festival Mall, since they think it's much less classy than ATC.

Even before then na wala pa yung FCC , di rin naman gaanong dumami ang buildings sa Madrigal Business park , more than two decades na rin yan... Mas malaki pa nga ang MBP/ATC area compared sa Eastwood or Rockwell .
Not so sure but read before na merely an extension with some commercial lots lang yata ng Ayala-Alabang Village ang plano ng Ayala for the former Alabang Stock Farm kaya sila natalo sa bidding.
Okay na rin ang FCC for me , at least business district na at hindi ginawang residential village and in years to come matatayuan din iyan ng maraming buildings ( quality ones ).Weather-weather lang kasi yan .

AAV was acrually first intended to only become a housing project for their employees; however, when the unintended demand came in, Ayala further developed the place. Moreover, the MBP area only started around early 1990s I think, which isn't that far ahead of FCC. AAV, on the other hand, was developed in the 1970s.

Development in Alabang has been very slow, to say the least, but this doesn't mean the location's a bad investment. A lot of big names own lots in Alabang and around Alabang - they are merely timing their developments. Today, lot prices in AAV can go up to about 40k/sqm - no investor would complain. With the developments around the area and the fierce competition between Filinvest and Ayala, we can only expect the area to become more beautiful and valuable. I know both companies will want to monetize more of their investment in the area. Both are also still finding ways to monetize the effect of Skyway on the land values in the area ;)

BTW... on other news: Muntinlupa has the best Fire Station in the metro according to the Bureau of Fire Protection. Check out the news in Google. :)

Congratulations to Muntinlupa for having the best fire station . I agree that the building/facility of the station and their equipments are the best and latest.

Yes , in fairness , if not for the almost 700-hectare Ayala -Alabang Village, Alabang will probably do not have the prestige it enjoys now as even villages or big establishments add to their names, even though they are not exactly located in Alabang.

One thing for sure is that they are paying their taxes for the property because that is the law and it's their obligation , but how big the amount is just their business.

Yap, try mo kuha ng permit sa Filinvest office. I had a talk to a security guard, he said that i can take pictures as long as i have a permit.. That's what some students from other university do..

Is the whole of Susana Heights subdivision already owned by SMDC or they just have
a project there , Lindenwood Residences.
Anyway , I think once the Daang Hari -SLEX link road is built , Susana Heights will also benefit since there is a proposal to utilize the existing Susana Heights Interchange instead for the interconnection of Daang Hari & SLEX rather than building a new one very close to SHI.

MANILA, Philippines — Picar Development Inc., the property development arm of the AMA group of companies, is planning to be listed at the Philippine Stock Exchange next year as part of its goal of being known as one of the country’s top five real estate companies.

In an interview, Picar and AMA chairman Amable R. Aguiluz V said their investment bankers have been prodding them to go public and they are thus ‘seriously considering’ an initial public offering or listing via the back door.

“Its in the works,” said Aguiluz but noted that Picar is currently very comfortable with funding its projects via equity and support from its bankers. He noted that their partners in the Middle East have also shown interest.

Aguiluz said the AMA group has been buying land for over 30 years and has accumulated an extensive land bank all over the country mostly prime property for high-rise development.

“Our landbanking is part of our vision to be among the top five real estate development companies of the country in the next three years,” said Aguiluz.

Picar was founded by Aguiluz in 2007 as the real estate subsidiary of The AMA Group of Companies. “The company's corporate strategy is to acquire, develop, and manage high quality real estate projects all over the Philippines,” he said.

With more than $400 Million invested in its current upscale commercial and residential developments Picar land holdings total approximately 51.7 hectares of prime commercial and residential tracts in various stages of development, including a five-star hotel, offices, retail buildings, residential condominiums as well as master-planned residential communities.

Picar is developing Ara Vista over a 50 hectare property in General Trias Cavite its only house and lot project. It will also be the site of an AMA university and boasts of being the first Telepolis in the country which translates to information age technology in built space.

The firm is also building the 44 storey office-residential AMA Tower in EDSA-Ortigas, a 27 storey residential building in Alabang, a 32 storey condominium in Parañaque, the luxury Stratford Residences in Makati as well as a BPO buildings in Asiatown in Cebu.

Picar Development, Inc. is spending P2.5 billion to build the Stratford residences which will be the tallest residential condominium in the country.

With 70 stories and rising to a height of 312 meters, Picar’s Stratford Residences is set to dwarf other residential and commercial high-rise buildings in the country when completed in 2015.

The structure is located just along Kalayaan Avenue, Makati and is close to the Central Business District, shopping malls and educational institutions.

"But more than just height, Stratford Residences will set the bar for future luxury residential condominium developments in the metro," said Picar chairman Amb. Amable R. Aguiluz V.

He said the project "will feature first class amenities, modern leisure facilities, and stylish residential units in a soon-to-be major landmark."

The high-rise luxury condominium will house 1,124 fully furnished residential units of 30 to 430 square meters, ranging from studio, single, and two-bedroom units to three-bedroom units and penthouses.

Looks like we can expect another condominium to rise in Alabang. I'm not so sure if this is the Azumi Residences in Madrigal Business Park. If it weren't, then we can expect 2 more condominiums to rise in the area. :)

Really , that's something to look forward to , hopefully , the Azumi Residences and AMA project are a different project. If Azumi is in Madrigal , The AMA residential tower will be ideal in Filinvest Alabang .

looks like (small) developers are eying in on alabang to build condo projects. That's good news indeed. Though some of the "bigger" residential projects are located in sucat. I do hope these would help fuel growth in south MM

There are Ayala and Filinvest for Alabang area. Hopefully other big developers build soon too. I know there are some other big ones in the area that just don't know yet what to do with their land.

Yes there are three major developments within the city such as Filinvest Alabang , Madrigal Business Park and Vista Lake Front along with several midrise residential communities rising on the Cupang to Sucat area .
Developments are not concentrated on one area or district , that's why it seems slow, but the pacing is just right .

Most "big" residential condominium communities are outside Alabang. This is good in that commercial lots will less likely be underutilized as residential lots. If the Alabang area will be a major CBD, there should be more commercial buildings than residential buildings in the area.
