the current plan for NBP now is:
1/3 for tabing riles squatters
1/3 for muntinlupa urban poor
1/3 will be auction for a commercial development

imagine 2/3 will be converted into a squatter colony and 1/3 into a business/commercial area like FCC which i bet would fail...tingnan nyo nga yung FCC ang tagal nang walang new locators...

it would be much more beautiful if it just became an AAV extension

I'm going to go stick my neck out and say "gee, that's a pretty elitist opinion." I think it's a great idea to give 2/3 of the property to people who might have not been able to afford to claim it if we went with your proposition to let the Ayala group expand into that area. Large gated communities may be nice for those who live in them because they get to mingle with their own kind.

Also, saying that AAV is "beautiful" is a bit of a stretch. Most of the houses are smooshed up next to each other (maybe less than in mid and lower class developments but smooshed nonetheless). That picture of AAV is dominated by the golf course in the foreground, which might lead people to think (rather incorrectly)that there's a lot of open space.

Just to state the obvious a squatter colony is an eyesore & a breeding ground for problems. The idea of an AAV annex is bad. As it is AAV's already too big. If the Ayalas do decide to make another village I doubt AAVA will allow a breach in its perimeter wall. To be perfectly frank NCR doesnt need another high concentration of humanity & the govt needs to use land in a manner that'll generate revenues. I dont see a squatter colony being able to do either.

If the plan for a squatter colony is pushed through it is just another case of some govt official pandering for votes.

AAV has a lot more open spaces than your average barangay. It has a lot of parks, tennis courts, basketball courts, community centers, etc. Its streets arent congested & arent invaded by street kids.

And to that some plazas, basketball courts, schools. It'll generate revenue, but not as in more ninoy paper bills. The yield from this investment will be more brains in the future workforce, and a chance for some to live with decent housing. The government should learn that building 4-5 storey blocks won't work, also building a barren city in the mountains of Rizal. You need to build a community.

That over a pathetic AAV expansion. Any day.

Exactly...why do people think that it would be a squatter colony? It will be low-cost housing for people who cant afford them. It will be properly planned with houses neatly lined along clean streets. My guess is that it will be a government version of what GK is doing.

Matagumpay natin naisulong ang isang dekada ng pagiging lungsod ng Muntinlupa. Isang ganap na business hub na ang lungsod ng Muntinlupa.

Nangunguna din ang Muntinlupa sa ibang lokal na pamahalaan dahil tayo pa rin ang nag-iisang lokal na pamahalaan na may International Standard Organization (ISO) certification, nanatiling ligtas at payapa, at nag-iisang mayroong Trailblazing program na CRUSADA para sa droga.

Masaya po ako dahil sa tuloy-tuloy ang pag-unlad at paglaki ng Muntinlupa sa gitna ng banta sa seguridad at ekonomiya sa nagdaang sampung taon. Ipinagpatuloy at lalu pang pinagbuti natin ang ilang programang sampung taon ng napakikinabangan ng ating mga kababayan, ito ang : Muntinlupa Scholarship Program, MOST, Ang Bagong Lingkod Bayan, na ngayo’y may telebisyon program na, Libreng kasal, Libreng Notaryo, at Libreng Tubig.

Sa kabila ng mga naunang programa, mas pinatatag ang kabuhayan ng mga taga-Muntinlupa ng ating isagawa ang Eight Point Program of Governance. Ito ang naging sentro ng ating administrasyon sa mas maunlad na Muntinlupa:

Kahit tumaas ang populasyon ng ating mga mag-aaral, napapanatili natin ang tamang ratio ng classrooms to students sa ating mga pampublikong paaralan hayskul at elementary, at mga mahuhusay na guro na pinagkakalooban ng mga Teaching Enhancement programs mula sa ating School Board Fund.

Sa darating na pasukan, magsisimula ng ituro sa grade 4 ang Kasaysayan ng Muntinlupa.

Patuloy ang ating pagsisikap na suportahan ang 67 Day care centers, at ang 200 special children sa ilalim ng ating Special Education program (SPED) sa Alabang, Itaas at Soldiers Hills Elementary school.

Nabibiyayaan pa rin ng mga scholarship grants ang mga mahihirap na mag-aaral sa ilalim ng: Muntinlupa Scholarship Foundation, Iskolar ng Bayan, JRF , at Gunma Bridge of Friendship, gayun din ang taunang pagpili sa sampung natatanging mag-aaral ng Muntinlupa o ang MOST.

Kasabay ng ating pagdiriwang ng cityhood ay ang 11th taong sistercity anniversary natin sa Gunma, Japan, at bilang pagkilala at pasasalamat sa yumaong Kiyoshi Osawa, binasbasan po natin kanina ang “Memorial for Peace” monument sa NBP.

Tuloy-tuloy ang pagbibigay natin ng 25% - 75% subsidy sa OSMUN na umaabot na sa P 135,078,385.55 katumbas ng humigit kumulang sa 100,000.00 pasyente mula ng ito ay buksan.

Hindi lamang maipagmamalaki ang OSMUN sa dami ng mga napagaling nito, kundi ang pagiging consistent awardee ng Department of Health (DOH) bilang “ Outstanding Healthy Hospital” sa tatlong sunod-sunod na taon mula 2002 hanggang 2004, at ang parangal natin mula sa DOH bilang Hall of Famer para sa Muntinlupa Blood Council.

Tuloy pa rin ang serbisyong pangkalusugan ng ating mga barangay health centers, pamamahagi ng libreng gamot sa aking tanggapan, medical mission at feeding program sa mga depressed communities sa pakikipagtulungan ng ating mga Konsehales.

Samantala, patuloy ang pagkakaloob ng mga libreng medical operations para sa mga batang may bingot o cleft palate at medical surgeries. Kasama po naming dito ang iba’t-ibang NGO, business sectors, ang International Bank, Bellevue at iba pa.

<< PEACE AND ORDER >>

Nanatiling isa sa “pinakaligtas” na lungsod ang Muntinlupa sa gitna ng banta ng terorismo at kaguluhan. Tahimik at ligtas tumira sa ating lungsod. Ito ay patunay na nagkakaisa at mahusay pa rin ang koordinasyon ng kuerpo ng pulisya, Public Order & Safety Office, Traffic Environment & Discipline (TED) at mga barangay security forces.

Ang “Trailblazing program” natin na CRUSADA text brigade na pinarangalan ng Galing Pook Awards ay patuloy na lumalakas at lumalaganap, katunayan sa 164 arestadong drug personalities, 25 sa kanila ay “convicted”, ito ay bunga ng epektibong pag-tetext ng taong bayan kaya’t mas madali para sa Task Force Kidlat ang kanilang operasyon.

Hindi lamang tayo sa text brigade nanguna , maging ang Muntinlupa Renewal Home (MRH), na tatlong taon ng aktibo sa pagtulong sa drug rehabilitation ay kauna-unahan din sa lahat ng LGU’s na ngayon ay tinutularan na rin ng ibang lokal na pamahalaan.

Umabot na sa 132 drug patients ang nagamot at tunay na nagbago, katunayan ang iba sa kanila ay mga counselors ng MRH.

<< SOCIALIZED HOUSING AND URBAN POOR >>

Noong Enero28,2005 muling bumisita sa ating lungsod sina Pangulong Gloria Macapagal Arroyo, Pang.-Pangulong Noli “Kabayan” de Castro at iba pang opsiyales ng bansa upang maiayos ang naunang proklamasyon bilang 234 para sa 50 hektaryang lupa sa NBP para sa pabahay ng mga taga Muntinlupa.

Ang programa po natin sa murang pabahay ay tuloy-tuloy na isinasagawa ng ating Local Housing Board, kasama ang mga NGO’s PO”s, mga ahensya nasyonal tulad ng: National Housing Authority, at HUDCC sa pagbuo ng mga polisiya na mas kapaki-pakinabang sa mga mahihirap na wala pang bahay.

Labis ang aking pasasalamat sa patuloy na pagtulong ng mga NGO’s, PO’s, Habitat for Humanity, Philippine Business for Social Progress o PBSP, Asian Development Bank, Muntinlupa Development Foundation, National Housing Authority, HUDCC at iba pang organisasyon.

<< ECONOMIC DEVELOPMENT >>

Bagama’t ang bansa ay nasa “fiscal crisis”, napapanatili natin matatag ang pagnenegosyo sa Muntinlupa. Patuloy ang pagtitiwala sa Muntinlupa ng ating mga negosyante dahilan na rin sa mas pinabilis at inayos na Business policies natin.

Ang “six steps” business processing ay malaking tulong sa pagkuha ng mabilis na business permits.

Ang nalikom natin na koleksyon ay muling ibinabalik sa inyo sa pagpapagawa ng mga karagdagang infrastructure projects at social services para sa kapakinabangan ng lahat.

<< ENVIRONMENT AND SANITATION >>

Patuloy ang ating suporta sa mga maliliit na mangingisda sa pamamagitan ng “Quarterly Lake seeding” na isinasagawa natin kaya’t malaking tulong ang nasabing programa para sa mga pamilya at maliliit na mangiingisda. Malaki na rin ang ipinagbago ng Laguna de Bay dahilan sa puspusang paglilinis ng mga ilog ng Cluster on Environment, mga barangay , komunidad at industriya.

Aktibo na rin ang mga itinatag na Mini-river council ng bawa’t barangay na siyang nangangalaga sa kanilang mga ilog at kapaligiran. Makikita dito ang mahusay na koordinasyon ng lokal na pamahalaan, simbahan, komunidad, paaralan at maging ang business sectors.

Ang Solid Waste Management program naman ay mahigpit na ipinatutupad sa Muntinlupa, kaya naman isa po tayo sa apat na lokal na pamahalaan na hindi nabigyan ng abiso ng Integrated Bar of the Philippines (IBP) sa hindi pagsunod nito.

Isa pang maipagmamalaki natin sa kalinisan ay ang NEW MUNTINLUPA PUBLIC MARKET, na muling pinarangalan na isa sa mga Top 5 Public Markets sa buong Pilipinas, ito ay parangal mula sa Department of Agriculture, na nakatakdang tumanggap ng parangal ngayong Marso 2005 mula kay Pangulong Gloria Macapagal Arroyo.

Ito na ang pangalawang parangal ng ating palengke simula ng ipaayos po natin ito para sa mas malawak, malinis, at maginhawang pamilihang bayan. Ang ibang parangal ay bilang “Outstanding Public Market” sa kalakhang Maynila.

<< LIVELIHOOD, EMPLOYMENT & SOCIAL SERVICES >>

Dahil booming ang “call centers”, marami na po tayong naipasok sa mga call centers dito sa Madrigal Business Park, at Northgate Cyberzone sa Filinvest, sa pamamagitan ng PESO, ito po ay isa lamang sa mga ginagawang hakbang ng pamahalaan upang makatulong sa unemployment. Patuloy ang quarterly jobs fair na ginagawa sa mga barangays, gayun din ang direct-hiring twing Lunes sa PESO office.

Itinatag din po natin ang HELPDESK para sa mga Overseas Filipino Workers (OFW) na taga-Muntinlupa. Nirerehistro po natin sila upang makumpleto ang ating database nang sa gayon ay may “access” tayo sakaling kailanganin nila ang tulong sa ahensya nasyonal tulad ng DFA, DOLE, at OWWA.

Hindi na sari-sari store, kundi mini-grocery na ang naipundar na negosyo ng ibang kababayan kasama sa DAGDAG PUHUNAN program. Walang interes, madali ang pagbabayad at makakapag-reloan pa.

Umaabot na sa P 23,558,000.00 as of December 2004 ang naipahiram para sa mga maliliit na negsoyante natin. Hindi lamang natin natutulungan ang kanilang kabuhayan, nababawasan pa ang kakulangan ng trabaho sa komunidad.

Mas naging aktibo ang mga kooperatiba sa Muntinlupa, lalu na po ngayong inilunsad ang kauna-unahang “Cooperative Manual” , isang joint effort ng City Cooperative office sa pangunguna ng awtor na si Manny Flores. Dito ay matuturuan at magagabayan ang mga kooperatiba natin sa kanilang mga gawain.

Nakabalik na ang mga dating street children sa kanilang mga pamilya makaraan silang tulungan ng ating SOCIAL DEVELOPMENT CENTER sa RMT Tunasan. Nanumbalik sa normal ang buhay ng 50 bata, at 20 bata na lamang ang kasalukuyang sinusuportahan natin . Mula ng buksan ang SDC humigit kumulang sa 100 street children ang natulungan at nasagip natin sa lansangan.

Napagtatagumpayan natin ang programang ito kasama ang Alabang New Life Christian Center sa pangunguna ng ating “Big Daddy”, Pastor Paul Chase, Grace Hwang at Lead House Parent Rey Ranien.

Hindi ko po nalilimutan ang regular na pagbisita at pagdeliber ng mga wheel chairs o iba pang mobility aides sa ating mga kababayang may karamdaman. Malapit po sa aking puso ang programang Gulong ng Buhay. Dahilan sa mga wheel chairs na ating naibigay, nakakasimoy na ng sariwang hangin ang may sakit.

Si Antero Maglipac ng Tunasan ang ika-limang tatanggap ng libreng artifical leg, siya po ngayon ay nag-therapy sa OSMUN. Ang Indian Foundation na MAHAVEER ang ating katuwang sa pagtulong sa ating mga disabled na kababayan.

<< LOCAL GOVERNANCE >>

Mas pinalawak pa ng pamahalaang lungsod ang “ EXPANDED TOTAL QUALITY MANAGEMENT” para sa lahat ng mga natitirang tanggapan para sa ISO-9002 . Ibig pong sabihin nito ay “de kalidad” at pasado sa International Standard ang iba’t-ibang sistema ng ating mga tanggapan, ilan sa mga ISO-certified offices ay ang: City Assessor, Treasury, Business Permits & License Office, Procurement, City Administrator, Personnel, Local Civil Registrar, City Planning & Zoning Office, Agriculture , at PESO.

Dahil sa matagumpay na paglulunsad ng ating History Book noong Dis.19,2004, sinisimulan na po ngayon ang second edition ng Muntinlupa Book.

Tuloy-tuloy naman ang pagseserbisyo ng ating mga Satellite offices: NBI, LTO, NSO, at Registry of Deeds na muling napasama sa top 10 sa collection efficiency 2004.Gayun din ang 7 Regional Trial Courts at 2 MTC natin na mas mabilis na ang pagdinig sa iba’t-ibang kaso.

Umabot na sa 3,000 passports ang ating na-release sa ating isinagawang 4th Mobile Passport services sa tulong ng ating kababayan na si Ambassador Fortunato Oblena at DFA.

Ang katatagan ng Muntinlupa sa pagharap sa mga pagsubok sa ekonomiya at krisis ay ating nalalampasan dahilan sa inyong patuloy na pagtitiwala at pakikiisa. Sila po ang mga tao o grupong kasama natin sa pagguhit ng makulay na larawan ng Muntinlupa. Kasama po natin sila sa hirap o ginhawa . Maraming Salamat po sa mga;


1. Business sector at mga tax payers na nagbabayad ng tamang buwis.

2. NGO’s, PO’s, civic organization partnership.

3. Mga opisyales ng barangay, education officials at teachers, kabataan, kababaihan, mga beterano, OSCA, mga religious sector.

4. Mga masisipag na opisyales at kawani ng ating pamahalaan; at

5. Mga konsehales, Vicemayor Aldrin San Pedro, at kayong lahat na aking mga kababayan na aking nakasama simula ng ako’y Vicemayor pa lamang hanggang sa aking pagtatapos ng termino,

6. Ang aking pamilya, Lor at Joma, ina at mga kapatid, kayong lahat ang aking sandigan at inspirasyon upang magpatuloy ang isang maunlad at maipagmamalaking Muntinlupa.


<< MGA PLANO AT BALAKIN >>


Hayaan po ninyong ibahagi ko sa inyo ang mga susunod na proyektong isasagawa natin:


1. Ngayong taon, magsisimula na ang pagpapagawa ng Pedestrian lane overpass sa Alabang na nagkakahalaga ng mahigit 200 milyong piso sa ilalim ng BOT-scheme (Build-Operate-Transfer), ito po ay mayroong 6 na escalators.

2. Bumili rin po tayo ng 2.7 hektaryang lupa para sa konstruksyon ng Bayanan Unit-I Elem.school, Barangay Hall, Covered court, Senior Citizen center, health center at iba pa.

3. Sisimulan na sa buwang ito ang pagtatayo ng Technical Vocational School sa Bgy. Putatan. Ito ay nagkakahalaga ng 45 milyong piso.

Ang Technical school ay naglalayong matulungan ang mga kababayan natin hindi makakapag-kolehiyo, at nagnanais makapag-aral ng vocational courses.

4. Ang pagbili natin ng dating Pacwood site na 4 hektaryang lupa sa halagang 124 milyong piso. Dito po natin itatayo ang Material Recovery Facility (MRF), Composting, Impounding Area, Motorpool, Dog Pound at iba pa.

5. Sports Center sa Bgy. Tunasan. Ito po ay nakatakdang i-bid sa Abril o Mayo na nagkakahalaga ng 75 milyong piso.



Makakaasa po kayong patuloy ang aking pagsisikap na maging mas maunlad pa ang ating lungsod tulad ng aking una’t ikalawang termino ng panungkulan.

Hinihikayat ko po kayong patuloy na makipagtulungan at makiisa sa ating pamahalaan.

Matagumpay natin natapos ang isang dekada ng pagiging lungsod, kaya’t muli natin ipakita ang pagkakaisa at pagtutulungan upang maging maunlad pa ang Muntinlupa sa susunod na dekada, .

Magkaisa po tayo para sa tagumpay ng mas-MALAKING Muntinlupa ! Mabuhay po tayong lahat !

about Boybaha's question i think it is about the 200-million worth of pedestrian overpasses to be constructed in alabang...

there must be some typo in that article... coz 200 million is kinda too much.. i mean the proposed sports complex is only 75 million peso and the vocational school is 45 million. and these two are bigger projects...

Gov’t eyes sale of 40-ha Nat’l Mental Hospital complex to raise revenues

The government is eyeing the sale of the 40-hectare property occupied by the National Mental Hospital in Mandaluyong to help raise revenues for the national budget.

The refusal by Congress to index the excise taxes to inflation or to raise the rate of the value added tax from 10 percent to 12 percent has drastically affected revenue projections from the proposed tax reform bills, forcing the Arroyo administration to look for other ways to raise revenues.

Finance Secretary Cesar V. Purisima told reporters yesterday that privatization of public properties would become a major portion of the government’s revenue-raising effort, beginning with prime properties that could be sold outright.

Purisima said he would review the inventory of government assets earlier prepared for former DoF Secretary Jose Isidro Camacho by his deputy Eric O. Recto.

"First we have to look at what we have," Purisima said. "But the NMH property alone is attractive–it’s located between two huge business districts."

Aside from the NMH property, the Arroyo government had also considered the sale of an even bigger property in Muntinlupa right beside the posh Ayala Alabang Village–the 550-hectare National Bilibid Prisons (NBP) Reservation.

Initial estimates indicated that based on the prevailing price in the adjacent Ayala Alabang Village, the NPB property could generate as much as P110 billion for the government even if sold in the prevailing property market slump.

However, the DOF said in 2002 that only about 70 percent of the property could be sold since a portion of the reservation had already been set aside by the Department of Justice (DoJ) as housing facility for its employees.

The NBP property is under the DOJ’s Bureau of Prisons and Corrections which earlier chopped off about 50 hectares from the reservation. The portion was developed into a low-cost residential subdivision and the lots were sold to DOJ employees.

However, Camacho’s plan never prospered as he ran into DOJ’s reluctance to unload the property and the more aggressive refusal of the Muntinlupa City government to give up several national shrines located in the property.

With the bulk of government’s prime assets tied up in various legal tangles, President Arroyo has ordered the immediate privatization of other unencumbered assets to shore up funds needed to reverse its debt crisis.

Located south of Alabang proper, the sprawling 550-hectare reservation has been earmarked for privatization since the 1980s but no progress has ever been made towards the sale of the property to any developer.

Cuurently housing over 15,000 inmates, prison employees and their families, the reservation is adjacent to the posh Ayala Alabang Village and has been developed to support the prisons complex, with an existing road network, golf course facilities and schools.

Aside from the maximum, medium and minimum security prison compounds, the reservation also has an elementary and high school as well as the Muntinlupa Polytechnic College owned by the city government.

When it was first lined up for privatization, the NBP reservation had attracted several groups of mostly Japanese investors who wanted to develop the property into a full golf course and recreational facility.

Should it be developed into a golf course facility now, developers said the reservation would be an ideal, if not better, and more accessible alternative to the golf courses south of Metro Manila, such as Southwoods and Canlubang Estate

Muntinlupa is one of the only four pilot area in the entire country to take the lead in the development of water quality management strategies such as the wastewater treatment facility, which will groundbreak at the city’s biggest public market in Alabang sometime this month.

The project is part of the Local Initiative for Affordable Wastewater Treatment (LINAW) Project of the city and the United State Agency for International Development (US-AID).

Mayor Jaime R. Fresnedi said the undertaking, a wastewater treatment at the marketplace, is a pioneer among all other cities and seeks to address the problem of water pollution discharge in the area.

The project will be funded by the city government with technical support assistance from the US-AID consultants. Work duration is within three months. US-AID experts will strengthen the capability of the local government units to implement the Clean Water Act (CWA) with a focus on sanitation and wastewater treatment.

The CWA aims to improve the water quality management in the country by requiring within five years all subdivisions, condominiums, commercial centers, hotels, hospitals, market places, and public buildings to be connected to a sewerage system. All lgus are directed to have a regulatory program development, implementation, and enforcement of a good water management.

Next in LINAW line-up for the city is the establishment of community-based sanitation center to be managed by the communities themselves. The LINAW experts said there is a need to educate the community members on how to properly dispose their human excrements in the lack of basic sanitation facility.

The absence of the right knowledge on how to manage human discharges, which are often released in the environment, which can pollute and contaminate the water bodies that result to water borne diseases.

Retired engineer Pedro Taningco said the Alabang viaduct could be rehabilitated at a fraction of the estimated P600-P700-million budget. A retired consulting structural engineer of Filipinas Dravo Corp., Taningco was involved in the construction of complex highway bridges like the first bridge across the Mactan Channel.

In a letter to members of media, he said structural integrity could be extended to 50 more years using light tools and equipment, without closing traffic above and below the viaduct. He explained the plan in January to a Philippine National Construction Corp. (PNCC) executive who had invited him to be a consultant in the rehabilitation project.

Taningco's proposal, however, was not discussed in a forum yesterday at the Alabang Town Center. "We will give our views on the proposal after reviewing it, but the discussion should be reserved for another forum," said panelist Arthur Aguilar, PNCC chair and CEO.

Aguilar said he only saw Taningco's proposal letter at the forum. "We (project administrators) would not turn down the chance to study a cheaper alternative," he added.

Aguilar, general manager of the National Development Co. (NDC), explained rehabilitation was an absolute necessity because of safety issues and because the viaduct served as a channel for businesses. A seed fund of P300 million would be provided by the NDC for viaduct repairs.

wala... pero i read somewhere that as soon as it gets started, the whole viaduct will b closed to traffic as it will be diverted to filinvest exit. as expected, travel time will be at least 30 min. delayed than usual. the worse traffic news ever...

my god, kelan ba nila balak gawin to? SLEX badly needs the ncessary repairs & its long overdue expansion. just this monday morning 'rush', i was one of those commuters stuck in a 2 hour traffic (wala pang trailer trucks non ha)... its very obvious this tollway has been exploding w/ huge volume of cars way beyond its capacity. skyway is but no big help either...its congested too!!

When my sister pointed out that that strange "fenced-in bronze toilet vessel" (her words) (shown, quite poorly, on the left side of the image above) was in fact an accessorial detail--and not a structure that was being repaired as I thought--I screamed. See the colors, patterns, textures, and shapes forming the base and top of the building: they all beg for "whys". The designer seems to have quit after creating the middle section and left the base and top for others, or the designers simply acquiesced to the owner's kitschy whims. Or they simply have the wiliest humor. For fun and humor, I'll take the nearby Festival Mall building (shown behind Vivere in the image above) anytime.

What makes the whole shebang even more distressing is Vivere's so very prominent location in Filinvest Corporate City. As a lone towering presence adjacent to the Alabang-Zapote Road, it appears as a metaphorical watch tower in FCC. The elegant, though quiet (and rather predictable) Insular Life Building near the main artery, Commerce Avenue, provides eye candy; I will post images of this building (and others) in a separate post.

I have to agree. They are the same owners of the building right in front of the Alabang Hills Village gate along Zapote which is also not so pleasing to the eye.

I also live (actually lived) in Alabang and have not been back for almost five years. I heard that there is a new shopping center with a Price Club store near the Total Gas Station. Does anyone have pictures of it? I really want to see what's new in my old hometown.

Muntinlupa’s Drug Abuse Prevention and Control Office (DAPCO) recently showed off its award winning on-going programs that make the office shine among other illegal drug control offices of local government units (lgus) nationwide.

Headed by former Vice Mayor Jo Jayson Alcaraz, DAPCO’s Crusade Against Drug Abuse (CRUSADA) program gained outstanding prizes among 125 other entries in the search for Outstanding LGU program by the Galing Pook Award.

The CRUSADA was bestowed the Trailblazing award and was immediately adopted or imitated by Makati City and the Philippine National Police.

Muntinlupa was hailed by the body for its superiority in terms of anti-drug practices anf programs while Makati praised for its funding.

Currently led by Chito Valerio , the city is the only lgu which has its own Drug Rehabilitation Center called the Muntinlupa Renewal Home (MRH) which uses the most effective Minnesota Hazelden Modality practice by a number of high class private rehabilitation centers which charge P130,000 for a 45-day treatment program.

The MRH implements a 45-day primary treatment program for the initial phase. The next phase is a 30-day tial re-entry program and the final after care program where counselors detailed to patients are monitoring the activities of the drug dependents.

Muntinlupa is the first lgu to put up an organic anti-drug office, which is the DAPCO with complete plantilla staff.

The city also owns a drug testing laboratory which caters to dual drug test service at a low P150 fee, lower than the P200 charged by other government run facilities.

The said lgu is also the first one to go into case tracking not only of cases filed in courts but sourced from texting information and voluntary surrendered patients.

DAPCO also hosted a regional summit in Baguio attended by different delegates in Metro Manila. The city is likewise the lone one to initiate anti-drug campaigns beyond the city’s area of jurisdiction, going to as far as Taguig, San Pedro, Laguna and Parañaque to help strengthen those cities’ drives against illegal drug.

I go there and play bowling... hehehe... the price is quite cheap... at the basement, they are selling a lot of "japeyks" shoes (i bought a "Nike" sandals before, it's quite good actually hehehe). The guards are quite strict, they wont allow you to go inside if you have video cameras with you... The cinemas are crap. Never dared to watch there again.

I've watched a movie in Star Mall Shaw before and I was so dissapointed.
The picture was blurred and really dark. And the sound? It was like... I can't describe it, it echoes everywhere so the sound gets pretty distorted.
I just left the cinema after 5 minutes, realizing that I won't enjoy watching the movie there anyway.
What a waste of money, and I was charged PhP 90 for a crappy moviehouse.

Regarding Muntinlupa Fishport , will it push through ? I hope they will make it beautiful , perhaps similar to Baywalk but less in scope .

I also seen a proposal somewhere for a reclamation project in Laguna lake in portion of Muntinlupa /San Pedro ( Sucat - San Pedro ) which also aims to rehabilitate Laguna lake , but its quite an ambitious project and expect lots of opponents .

I read somewhere in the net that South Supermarket had purchased some 7000++ sq.meter lot area in Filinvest Alabang near the Westgate Complex . Are they already building their store in the said area now ? Does this mean that the lease of their( South Sup. ) branch in the nearby Alabang Town Center already expiring ? It occupies a chunk of space in ATC , maybe they will demolished it once it is vacated to expand once more ATC . Hopefully also the Casa Filipina arcade ( the one with National Bookstore ) and McDonalds store and make it the swankiest/ most modern segment of ATC or the cybercenter with at least 4-5 levels to maximize the space.

South Supermarket is the pioneering supermarket in New Alabang Commercial Complex as it was called then ( presently , ATC ) when it was just started in early 80s .

Another welcome development , hopefully their upcoming supermarket will be bigger and better than their current branch in ATC to be at pace with the newest ones .

Also opening soon in the Westgate Complex is the Alabang Home Depot and some new condominiums and office buildings such as Vivant Flats , Civic Place 2301, Mondrian Residence , West Parc's Alder tower soon to be built across Festival mall and near South Central , the Civic Prime building.

South supermarket in Ayala Alabang is indeed moving to its new home as they have some ads plastered inside their store, infact the rendering of their new "home" is posted on their customer service area .
Based on the illustration , their new home will be 2 levels at least and with a very modern /updated design and looks like a mini-mall to me.
But it does not mention there where exactly is their new location, probably within Alabang area also.

I just noticed recently that the Solid Mills ( textile factory ) in East Service road was already demolished and flattened and its quite huge and long lot area extending from east service road on its front up to near the Napocor plant . Any plans for this huge vacant space because this area is sandwiched between developments of Posadas/Brittany's project Bay City , Makro Store and Pag-Ibig's housing ongoing construction of Veridian Towers at back of Makro and also very near the 9.5 hectare property of Sucat Land , formerly occupied by the demolished PhilTread tire factory.

Nestle Plant in Alabang is now for sale as posted in a major daily ( PDI ) today c/o a property marketing firm . It's land area is 6.6158 hectares which is bigger than the nearby Metropolis Mall which is around 4.5 hectares.

An integrated mixed -used development ( mall/highrise offices/ residental ) will be very much ideal to be built here considering that the area is highly commercialized and to make it above par with other commercial developments in that area.

It's not SM ... coz they just had their SM Supercenter -Sucat expanded with a new building and also SM -Bicutan is just 3-4 km away from Sucat/SSH Interchange .

But is that area viable for a mall development considering the competitions from nearby Alabang /Bicutan ?

The subdivisions which are already existing in the vicinity are Posadas Village , Dona Rosario Heights, Bayview , Intercity Homes and part of BF Homes / Ireneville in P'que.
And of course the residents of barangays Sucat , Buli , Cupang on the provicial road traversing parallel to the Laguna lake.

Upcoming ones are Brittany Bay developments such as Viera Condominiums , La Posada which also has their own provision for commercial strip development in their property , PAG-IBIG's Veridian Towers at the back of makro Store and Sucat Land's 9.5 hectare property formerly occupied by Firestone

Years ago , this vicinity in Sucat Interchange seems have no future at all for commercial development , but when Makro built a store there , the rest follows as it slowly gains momentum .

There is an ongoing exhibit of the Filinvest Land projects at the centercourt atrium of Festival Supermall . Herein you can see their upcoming and present residential projects and mostly those of the current and future developments that will take place . The entire master plan in scale models of FCC is also in that exhibit .

They have christened Filinvest Corporate City as " FILICITY " for short , its quite catchy .. can be also remarked as "Filipino City " for me.

In that scale model of the entire FILICITY complex , Alabang Zapote road was realigned in preparation of the future skyway segment of Alabang and they have a tunnel road from that skyway access of FILICITY traversing the Alabang Zapote road.
Its beautiful if it will be done in the future.

That tunnel road is already partially constructed if you will go to Northgate Cyberzone area , but since the skyway segment to Alabang is not yet constructed , they probably put it on hold for the timebeing.

There's a short article in Colliers that says that Susana Heights will be co-develop by SM Group ( SMDC - SM Devt. Corp ) and Madrigal family ( the landowner of 350 hectare , Susana Height subdivision in Muntinlupa City ) . In a related aticle also in Colliers , it says something that there's a rift between the Ayala and Madrigals regarding their partnership in land development , notably Ayala-Alabang Vill. the two families seem not to be in good terms nowadays.

During my vacation, I have had a chance to pass by Filinvest City on my way to visit a relative in Laguna. Sad to say, there's not much activity (in terms of building construction) going on in the area. I thought that with the relocation of Insular Life in Filinvest that it would somehow spur construction boom in that part of Alabang. Something's needed to be done by the city government of Muntinglupa to lure local/foreign investors to set up their business in that part of the metropolis.

Of course, FCC is still young ( less than 10 years ) at this point , but on the contrary there are also several on going developments there but not that tall skyscrapers that's why its not that noticeable . Besides , at this point Filinvest is solely developing their flagship project without any support from any other major land developers .

Also , as a southern dweller , with the continuous rise of fares , its already a relief both in time/distance/fares if your work or shop destination is closest to where you live, you dont have to go further north where most of the developments are.

well for a start, the government is actually doing it's best to attract businessmen to do business in the city. in fact it had been awarded the most business friendly city title through it's effecient business permit processing system (which other cities and municipalities are trying to follow). Also it is also the first and only LGU in the country to be ISO certified.

anyway, the reason why FCC is not that active compared to BGC is because the demand is not their yet. People would prefer building structures in BGC because of its proximity in Makati and Ortigas.

That South Station ( w/ fully centralized A/C ) is only a minor part of the cluster of malls in the South Central center , the major malls are on the other side of the creek at the back of the Alabang Market . It will also become a major convergence /transpo depot for all routes plying Alabang from north /south .

The HSBC building is on the interior finishing stage already , it has a very eye pleasing color combination and the building itself is simply neat. It might have some commercial spaces on its ground floor as I saw a restaurant type store setting up

The opening ceremonies in Malacañang will highlight the awarding of the Top Five Outstanding Youth Leaders in the country including Muntinlupa’s Samuel C. Unay who bagged the award for his advocacy in illegal drugs abuse as vice president of the National Youth Coordinating Council on Drug Abuse under the Dangerous Drugs Board.

Mayor Jaime Fresnedi congratulated Unay saying he fully supports youths like Unay who continually act to help the local government crash forms of criminalities that lead youths to destruction like illegal drugs.

Conference convenor Espeleta said the two-day worldwide event is being held yearly to promote youth participation and to address issues concerning youth. The confab aims to empower young people as key agents for social change, economic development and technological innovation.

This year’s affair will move to update youth leaders on concerns related to the World Programme of Action for young people and in connection with the fulfillment of the Millennium Development Goals by 2015.

Espeleta said the international event which is also declared as Philippine International Youth Day under the Presidential Proclamation No. 229 by President Gloria Arroyo, will be attended by reputed youth leaders of different universities worldwide such as representatives from Brunei University, Peking University China, Federation of World Peace Japan, Uganda, Africa and lead schools in the country.

The famous international youth day of the United Nations is well acknowledged both by foreign and local leaders such that schools like De La Salle University St. Benilde, Miriam College, Ateneo University, and many others are sending various delegates each to cover the pro-youth event.

regarding HSBC, they are expanding their operations in Northgate Alabang since current offices/sites will remain operational but definitely will make it their Asia-Pacific headquarters or sumthin.

miss ko na Informatics Northgate, where i studied for 6 months before moving to Ortigas. Convergys building, Bellevue Ballroom and HSBC at that time were still under construction. pretty fast development on that area huh. :cool:

That area is indeed fast developing ...

he area at the entrance of Northgate Cyberzone ( very near Convergys ) is being fence now and it is quite a big lot and it seems there will be another construction activity there sooner, but I still dont know what it will be .

Alabang Home Depot at Westgate is slated for September opening , while South Supermarket across it is progressing fast on its construction for a November opening.

Supposed to be Filinvest will construct a series of skyscraper offices called Spectrum Corporate Towers along Corporate Ave. corner Commerce Ave. across Insular Life and fronting Festival Supermall , but it did not pushed through it seems or maybe on hold. The area was also already fenced but the construction did not takeoff . Hopefully these office towers will be revived with better concept/designed and taller or above 40 storeys at least.

Festival Supermall opened on May 1998 / Metropolis is December 1996

I don't know or have not heard any news of any major renovation of Festival Mall and Metropolis Mall .

I hope its true though..especially Metropolis .. it needs one.

I think Metropolis Alabang had already undergone several renovations before especialy in the upper floors. the cinemas were improved also by putting up surround sound systems... I'm not sure about the seats though coz I don't really go there to watch movies.

Festivla Mall is comparatively new and major renovations are not required. Only food court area was improved so far. The cinemas are still great and also cheap.

Yah ..Festival Mall ..does not need renovations .... its simply beautiful.. .wish ko dito expansion at maging mixed-use complex since napakalawak naman nito .. sana maayos na rin yung Water Gardens area nila ...parang mini park yata yun sa bandang likod .. I don't like Festival Mall. Generally speaking, the boxed-in model of malls (SM is fond of this) is not appealing to me. A mall should be designed in such a way that it integrates into its surroundings. Take for instance Ayala malls; this kind of integration is evident in Alabang Town Center and Greenbelt malls.

I wish that MoA should somehow take advantage of its location. A boxed-in mall wouldn't do justice to the magnificence of Manila Bay and its sunset. I hope that on the side facing the bay, open-air cafes, quaint shops and an activity center are built.

Wow that is an interesting news.

The refurbished foodcourt is indeed smaller compared before. However more retails space were introduced, for light snacks and finger foods, and also for accessories, books, collectibles, etc...

I also saw the Treasure Trove area. It is a nice place. Sadly, only a few people go there.

Muntinlupa City led by Mayor Jaime R. Fresnedi was recently chosen by the Department of Science and Technology (DOST) as pilot area for its state-of-the-art Accelerated Composting Technology inaugurated this week at the Alabang Public Market.

Also called bioreactor, the newest garbage reduction scheme will be operated for the very first time at the National Capital Region in the City of Muntinlupa in coordination with the DOST and the Industrial Technology Development Institute (ITDI).

Its operation is put under the care of the city’s Environment Sanitation Council as lead implementor with the Alabang Public Market and all offices under the locality’s environment cluster as members.

The composting equipment is now fully operational recycling wastes produce of the APM and the households around the vicinity. The bioreactor is said to be simple and easy to manage, has low energy cost, minimizes landfill disposal and environment friendly.

The modern refuse facility also do not emit toxic compound, produces organic fertilizer and natural compost, has no leachate discharge, effects minimal microbial inoculant consumption and has acceptable odor discharge.

During the opening, guest of honors Teresita Fortuna, regional director of the DOST-NCR, and Nuna Almanzor, director of the ITDI, said the activity is in support of the Environment Month Celebration.

The executives praised the city for its waste segregation schemes and a project saying the administration is right in taking lead positions in innovative and first-rate programs such as the trolley bins in Sucat and wastewater facility at the Alabang Public Market.

Fresnedi thanked his partners at the above-mentioned national government agencies saying the LGU fully supports the pro-environment activities of the said departments. It is the first LGU to adopt composting technology.

I happen to pass by today along Daang Hari road as I went to Cavite . I noticed that a soon to open access road is being constructed on the side of the road right after the row of beautiful , big houses which I presumed the back end houses of Ayala Alabang . Where this access road leads to ? Is this still part of Muntinlupa ( NBP ) because its right after AAV . This is also a few steps before and across the entrance of Portofino Alabang .

Hopefully , if the skyline eventually grows they will be more emphasis on office buildings because it is a corporate city , but residentials /hotels are good too to complement with the office towers .

There's a new Wilcon Depot now being built in Filinvest Alabang near the Northgate Cyberzone entrance . Wilcon has a huge 1 -level branch a kilometer away in Las Pinas , and they are competing within the same area . Also Alabang Home Depot at Westgate will open this month .

well, the government is prioritizing the development of the northern part of our country which is the Subic-Clark corridor so you cannot expect them to rehabilitate the SLEX which of course serves as a gateway to the provinces of Laguna and Batangas. But I still do hope that they rehabilitate the SLEX and extend it up to Batangas City. Don't forget Calabarzon is still one of the hottest investment destination in the Philippines today since the provinces that comprise it are very much near Metro Manila. :) :) :)

On February 2002, the Social Development Center (SDC) was established through the Department of Interior and Local Government (DILG) AusAID Assisted, Street and Urban Working Children Project (SUWCP) in coordination with the City Government of Muntinlupa under the ably leadership of Mayor Jaime R. Fresnedi.

It has been fully operationalized on March 2002 with the help extended by Alabang New Life Christian Ministry as the partner Non-Government Organization (NGO) of the City under the leadership of Founder and Senior Pastor Paul Chase.

The Center serves as a temporary shelter for those who have been rescued during saturation drive like children found begging, working on hazardous areas, sleeping on the streets and others using volatile substance. Only male street children with ages ranging from 7-12 shall be processed in the center.

Promoting the welfare and protecting the development of children is one of the greatest task in nation building. The government has a particular responsibility in bringing about the concerted efforts in improving their lives especially those who are in the disadvantaged sector of the society. Partnership with them has become the twin principle of modern governance.

The SDC program aims to eradicate the children from the street of Muntinlupa, if not, to lessen the number of hours they spend there. This could be achieved by encouraging the children to go back to school so that they may become active and responsible members of the society.

“How are we supposed to get things done when all we do is complain about anything and criticize everything? You do one thing, and people say it’s bad; you don’t do it, and the same people say it’s worse. In the end, it’s the public that suffers.”

So went an exasperated Muntinlupa City Mayor Jaime R. Fresnedi as he expressed frustration over the latest round of issues leveled against him by opposition stalwart Councilor Rene Carl Cayetano concerning several infrastructure projects.

The projects in question include multipurpose covered courts and community centers constructed in barangays Putatan, Tunasan, Alabang and Cupang, as well as the new Technical School in Putatan. The City Government has been actively building the covered courts to promote community social and sporting activities; the new Technical School is expected to replace the present Manpower Center, which increasingly needs space because of its growing enrolment.

On-site inspection of one of City Government-built courts, located in BLISS housing, Putatan, revealed sturdier girders, better lighting, and competition-standard playing surface compared to another court in PUPA, Summitville, Putatan that was sponsored by Cayetano. Moreover, the P4million Cayetano court cost more than the City-built one by as much as P1million despite its seeming lack of amenities.

Fresnedi maintains that all transactions concerning construction projects are aboveboard and follows standard procedure, in keeping with his administration policy of transparency and good local governance.

“We have community leaders expressing gratitude that they have these courts so they can hold their activities, and we believe these facilities are essential to rekindling the bayanihan spirit in our barangays,” Fresnedi said.

Fresnedi also called on his critics to stop their bickering and instead concentrate on helping the local government achieve its aims in helping Muntinlupeños. “It would definitely be better if they stop wasting precious resources on all those rallies and ;ega; actions and instead direct their energies on doing community projects,” he added.

Metropolis Cinemas ?

Originally , there was 8 cinemas , however 2 of those cinemas was converted into a for rent , topnotch (taraflex ) badminton courts and some table tennis . With this conversion , it is still quite earning because many badminton enthusiast /members regularly flock there because of the good amenities as compared to warehouse-turned-badminton courts.

At this time only four cinemas out of 6 is in operation since the other two are being renovated by improving it to digital system .

Kanina , I went to my pamangkin's school , he is a senior high school , he informed me that there is an ongoing construction of a gymnasium at the back of their school in Tunasan , so we check it and indeed its ongoing , overlooking the Laguna Lake . The gymnasium is part of the 2 hectare lot alloted for the sports complex . There is a high wall with concrete fence and the lakewaters is atleast 15 feet below the wall . The path is almost half a kilometer long and planted with young royal palm trees . Ang ganda siguro nung entire complex kapag na fully developed , kasi nga overlooking pa ang Laguna Lake.
Also , I hope that the water lilies and kangkongs in the waters fronting that baywall / sports complex will be removed for beautification of that area.

hey @Lheximont, you are probably talking about that area at the back of Muntinlupa Science High School. I am a graduate from there.

Yes it is , thanks for sharing that Amras . But the actual structure of the gymnasium being constructed is quite different . It looks to me there is a big central gymnasium which is taller than its east and west wing of the entire structure .
The oval track and grandstand is not there yet , its still a vast track of land as of now.

Home Depot in Westgate Alabang is now partially open but they will have a grand opening on the 18th .
Its pretty impressive and fully airconditioned with escalators going to the second level of the store. It has a high ceiling ground floor ( as high as two regular levels ) .
Its smaller in size compared to the one in Ortigas center but I could say that it is really well planned and more upscale . Just across the road on its side is the 80% ongoing construction of the two level South Supermarket .
The construction of the warehouse -type Wilcon Builder's Depot is fast catching up . Its located on the forefront of Northgate Cyberzone.

I just saw a road expansion/clearing operation being done in the West Service -Alabang Zapote Access road leading to Filinvest Corp. City
Is it in preparation for the much delayed restructure /repair of Alabang viaduct , so that if case a portion of the viaduct which will not be passable during the repair can have temporary exit on that road undergoing expansion/clearing ? I really hope so .

I don't get this news? How can they even think that the bay side would attract tourist if what they are building there by the lakeside is a recreation and wellness venue? then, there woould be a school facilty, a geriatric center and drug dep endents??? Something is wrong here somewhere...

It will make more sense if what they will be building are hotels, condo's shopping centers, tourist attractions etc etc etc...

Maybe , they meant local tourist from nearby towns and cities and the Muntinlupaneos ourselves . Just like Manila , which takes pride in having a baywalk in the once neglected Roxas Blvd. Bayanan bayview is more of a park and recreation lying on that portion of the coast of Laguna lake .

It just so happen that there is a portion of laguna lake coast in the city so there is nothing wrong in beautification and improvement being done there.

Hotels , malls and high rise offices can not be placed there since it is already concentrated in the Alabang commercial and business district

Westgate Alabang HOME DEPOT formally opened yesterday with the blessing and mass held in the afternoon . I just happened to visit it as they exactly having the opening ceremony with our mayor having his speech and I also saw the bigwigs of Filinvest and the owners of this mall-like 2 -level fully airconditioned megastore .
I even got some coins and candies that some of the suppliers and visitors thrown for the event in the tradition to have a good business .
The whole Alabang store really has a nice layout and i can really say it has improved from its first store in Ortigas but definitely the Ortigas depot is much bigger .

Before the year ends , the nearby South Supermarket will also open as the structure is already done and their finishing the exteriors/interiors at this point in time .

Wilcon Builder's Depot will probably be finished by January , its near the Northgate Cyberzone entrance and coinciding with the road clearing and expansion being done at Alabang Zapote road near the SSH - West Service road .

Once again, the City of Muntinlupa led by Mayor Jaime R. Fresnedi has captured the attention of reputable award giving body in the country for consistently providing efficient and effective support services particularly its Business One Stop Shop (BOSS) in the recent 31st Philippine Business Conference and Expo held last October 11-13, 2005 at the Manila Hotel with President Gloria Macapagal Arroyo as special guest speaker.

Arroyo handed over to Fresnedi the Philippine Chamber of Commerce and Industry (PCCI)’s citation to Muntinlupa’s BOSS as benefiting not only its citizenry the whole business community as well. PCCI president Donald Dee together with Miguel Valera and George Siy assisted President Arroyo in the presentation of the award.

The confab was a competition of the fittest city nationwide in terms of their business revenue collections and fiscal performance in year 2004. The Most Business Friendly awards went to Quezon City for National Capital Region along with Ormoc City for Visayas, Naga City for South Luzon, Del Monte City for North Luzon, and Bulacan province.

Muntinlupa, a two-time winner of the Most Business Friendly City award in 2001 up to 2002 lost to Quezon City this year. But the city said there is actually no point of comparison in the criteria which was used by PCCI, that is, collections and fiscal status because QC is way bigger than Muntinlupa.

The city’s Business Permits and Licensing Office official said the city is really no match to QC if the gauge is the number of collections because in January alone, over 40,000 firms have renewed business permits to QC compared to Muntinlupa’s record of 10,500.

PCCI recognized the city for issuing new or renewed business permits in 30 minutes or less through its BOSS system. The city also reduced to six steps the previous 12-step procedure it enforces for the acquisition of business permit. IT likewise hold inspection after permit issuance depending on the applicant’s nature of business. Quezon City is said to issue business permit in three days.

The BPLO officials said it was elated to hear that the regional cities who bagged the business friendly awards were those who underwent study tours in their area for the BOSS system and other best practices it implements.

The cities of Ormoc and Del Monte were only two of the 31 local government units nationwide who regularly visits the city to study its BOSS, Real Property Tax Administration and other schemes the city uses for effective governance.

In its struggle to be known as a premier city in the country, the locality of Muntinlupa City is again vying to bag the prestigious nationwide Gawad Galing Pook Awards for 2005 which will happen in December.

The city last won a Gawad Galing Pook Trailblazing Award in 2003 for its project against illegal drug called Crusade Against Drug Abuse (CRUSADA), an active and innovative projects which encourages the participation of the community to catch and put drug pushers in jail or rehab centers.

This time, the city is featuring its program on ISO 9001-2000 or the International Standard Organization as lead entry to the contest. The city boasts of having improved and increased its efficiency in governance and delivery of basic services to the people through the said ISO 9001-2000. Applying for ISO is a costly investment because its training is usually sought by big firms for a better performance and higher income.

The city started to enroll at the ISO program under the training of quality management consultants in ISO in January 1993. It is the lone local government unit which chose to venture into the elite program used to qualify and certify only major corporation and multinational firms.

Once a company is ISO certified, customers and other people can expect satisfaction from their delivery of services or goods because of its efficiency and simplified methods.

Mayor Jaime Fresnedi and his abled department heads underwent the months long training to address some problems that hinder a production of a more quality service. After the program, the city met and was able to resolve inadequate quality awareness, employees indifference towards work, lack of documentation procedures, and long and tedious processing time particularly in the areas of issuing business permits and property tax assessments.

It therefore produced a more conducive working environment and clearer and more consistent methods.

A long term goal, the city’s ISO head Jimmy Ventura, also personnel department chief, said the plan is for all the departments and offices be certified by ISO 9001:2000 by year 2007. The city’s 10 departments were already ISO certified in 2004, 12 departments qualified this year and 15 more offices are set to undergo rigid training next year.

As a result, Ventura said the ISO enhanced their partnership with other stakeholders via semi-annual planning summits and consultations on a sectoral basis which enabled them to the needs of more people through efficient enforcement of the city’s eight-point program pf governance. Actual lists of projects completed and on-going programs are highlighted in big bulletin boards to inform the constituents of projects that might concern them.

Hopefully Filinvest Alabang will revived their Spectrum Towers complex along Commerce Avenue facing Insular Life and Festival Mall and placed their corporate headquarters there and make it so tall and grand to attract more investors/locators .

I read somewhere wayback that San Miguel properties had already bought a lot in FCC , but they have not built any structure yet ( maybe , wait and see pace ).

But nevertheless , Filinvest Alabang still manages to prime up their property by building midrises of offices and residentials that are saleable enough . But I still wish to see a skyscraper to be built there as grand and taller ( at least 45 storeys ) than Insular Life twins .
Does developers such as Megaworld / Robinsons Properties already have lots in FCC , the lots there are still less pricey with spectacular views allover . We had once attended a party held at the topmost bar of Vivere suites since my former company's guest were billeted in that hotel .

Is this true ? Metro Gaisano will occupy the space to be vacated by South Supermarket . Metro Gaisano is multilevel supermarket and department store in FB , will they make it multilevel too in ATC ? It could be too small if Gaisano will be squeeze in the single level South Supermarket space now.

Specifically , FCC lot used to be the government's Alabang Stock Farm for such a long time . I used to see hordes of cows in pastureland east side of Alabang Zapote road ( which is now , the Northgate Cyberzone area ) . The western side of the road , I don't see that much because its hilly-like with tall grass . But there was a short-lived big holiday carnival called " FantasyLand" built there, which failed to duplicate the success of BIG BANG ! sa Alabang which was used to be located on what is now Madrigal Business Park .
Prior to this we have the usual "peryas" in small scale but this Big Bang theme carnival was sort of pacesetter to the StarCity, Payanig, Boom and even Enchanted Kingdom. I hope this theme park will be revived ( along with featured rock/pop concerts ) every holidays for the southern Metro Manilans .

Have they already placed traffic lights at the inersections of Commerce Ave./Madrigal and Commerce Ave./Acacia. Crossing those intersections was always a harrowing experience for me and I had the only accident I've ever had in my entire life at the Commerce/Madrigal extension. Are those intersections considered Muntinlupa City gov't jursidiction or Ayala's?

South Supermarket -Westgate Filinvest Alabang will have a grand opening on December 3 , 2005 . Also the bank branch within the old South Supermarket in ATC will moved with South's new location on January 2006.

Meron sana kaya lang na-hold like :

One Spectrum tower - high rise ( 40++ storey ) office development
Rewalram Condominium - 31 storey residential condominium .

They are concentrating more on series of midrises like West Parc , The Flats , Civic Place 2301 ( sold out ) Civic Prime

Parkway Place was supposed to be series of residential towers , but only Aspen Tower was built . But closely looking into the property , it seems that a second tower was supposed to be built beside Aspen tower basing on the multi-level basement parking which is expose .
Maybe FCC is just being practical not too built too much when there is no demand .
Ortigas was practically empty for its first two decades but took off in early nineties up to now. But FCC is not stagnant in developments , minor developments are continuosly happening there . Its time of greatness will also come because it is one of well-planned major development in the country.

I was in Madrigal Business park in Alabang yesterday . This is also a beautiful development which is bigger than Eastwood and Rockwell with two well landscaped parks within the property. Its really spacious but the buildings there are mostly midrisers . It was developed in early nineties , but during those times Rockwell / Eastwood are not yet around. I wonder why , what if it is just developed at the same time as Rockwell/Eastwood and had been given that marketing push /promotion by its developer will it be as successful as Rockwell /Eastwood because I really find it as beautiful . Alabang Town Center is there but it seems Madrigal Business Park is still isolated from the mall in my opinion. It's like a case of so near yet so far because its not even pedestrian friendly going from ATC to Madrigal Park .

The developer would be Ayala Land Inc. I believe it was a development that was made in response to the growth of Filinvest. I'm not quite sure why they didn't promote it as much.

Your welcome Tyronne , sad to say I do not have a picture of One Spectrum Tower which I believe was conceptualized in late 90s or early 2000s , Im not so sure . But I remembered an ad for it in the newspaper but during those times , I'm not so much that interested in topics such as this . Anyway , the project maybe fizzled out along the way or maybe on-hold , but it still has it's perimeter fencing in the supposed project site side by side with Insular Life twins in FCC , I don't know if it has already diggings. If it will be resumed , I really hope it will have better design at par with today's topnotch skyscrapers and much taller . If Filinvest can build PB Com tower in Makati , the country's tallest , why not build a tall one too in their own turf as FCC which can be their headquarters perhaps.

We had our Christmas party held at the rooftop bar with pool of Parque Espana two nights ago and the view there was spectacular. The FCC skyline , Alabang area and the Ayala Alabang village can be seen from that rooftop bar .

The backlot of Festival super mall where the water tower , there is an ongoings there being done , hopefully it's the Water Gardens park and they landscape the narrow river beside it and made some portions the tree -populated huge space near it into a nature park .

Hopefully , the mall will be at least 4 levels or more because the land area seems not that big ( in my estimate only ). I'm so glad that the mall will be located there because truly , it will bring growth even further in the area . It is a boost for the development of that untapped potential growth area in our city.

so the rumor is true that SM is gonna be built in that place... hmmm, interesting... probably they want to cater to the San Pedro/Pacita areas. Hopefully it wont bring too much road traffic in Tunasan. hehehe

Indeed its tapping mallers of those areas in San Pedro since its nearer than going to SM Sta. Rosa and of course the Poblacion /Tunasan corridor of Muntinlupa where lots of subdivisions are located too.
Hopefully there will be good traffic management to be done and the mall itself will be beautifully designed to be at par with those of Festival or ATC .

There is one ( with crane ) possibly a highrise under U/C in Madrigal called Intermed Corporate Center , its beside Richville Corp. Tower , anyone has details about this U/C building ?

In FCC West Parc tower 1 is finishing also Civic Place 2301 while Vivant Flats and Mondrian is doing its interiors .
