Their problem is that they did not include enough parking places in the original plan - they tried to play hard ball with the municipality and force their plan through, but were eventually given an ultimatum - add 100 extra parking spaces or reduce the occupancy of the tower by reducing its height.
The only solution was to add one more basement level - BUT - they had already completed the piling, so the piles were now all 4m too short. They will try and utilise some of the piles, but additional piling work is now required.
The moral of this story - dont try and steamroller your plans through against the wishes of the planning authority - unless you have enough wasta that is....
I am sure that if this had been a Qatari developer instead of a Dubai developer, it would have been sorted out over a Shisha (and someone might have had a new merc to drive)

Do you have any idea how much parking space did 'build' in the first place?
'Cause with a tower that high plus having a shopping mall, I'm sure it'll need tons of parking space!

I have to say that its at least good they're concidering future traffic flow from now, so that they wont fall into the same mistake they did here in bahrain, finding a parking space in manama now is close to impossible.

Nope! You are definetly wrong in this one. I personally know someone who had to reduce the height of his buildings because of parking problems. Hotels are extempt from this regulation as they require less parking space. However, for office space, there is a law reguarding this issue. To simply think a Qataris get away with it is absurd--since the VAST majority of the towers in West Bay are Qatari-owned!! Burj Dubai is the only one that is NOT Qatari owned! So, in the end it doesnt matter if your Qatari or not--objeying the municipality laws is a MUST!

100 is the figure I was told, but I can not verify. Not a large number, but where do you put them?? I understand that various options were considered, but digging down was the only viable one.

As I promised before... I went to the tower's construction site
I went to the back were there was a "guard" standing there... He was Egyptian, so I asked if could take a few pics. He was like, pics aren't allowed...blah blah blah
Then I convinced him that I'll just take a couple of pics and leave and he was like, fine. Unfortunately while I was taking the pics the supervisor saw me! He was Syrian I think... Anyway, he came and asked me who I was. I said I was a "tourist"!! :D I asked if there was a problem, he said: "el 7ag mosh 3alek, el 7ag 3ala elly wagef!" He was talking about the guard.
Then he took the guard and started talking to him in a low voice and obviously he wasn't happy. I asked if I caused a problem to that guard and the supervisor said no, I asked again and got the same answer. So... I just said thanks and left. But I really felt that I caused trouble for the guard... I really hope nothing happened to him.

They are really working... Lots of noise and many workers. I wouldn't say construction is halted. I should have asked, but I felt embarrassed to ask after what I caused to the poor guard...

Thanks Omar for the pics! Actually, I talked to the main company here in Dubai about the work. They gave me the number and name of a Syrian who works there and I think this is the one who you saw. You should've asked him why the construction is sloth-pased. I like the last pic; love the Karwa ;)

I think there will be a change in design--to make this tower even more taller than the current design. I couldve sweared that the sign outside the tower says 88F, now it says 90F+Mezzanine+G+5 Basements. Literally, this tower contains 97 floors, but of course the basement, G, M floors dont count.

YEs, Bert that is what I meant in my post. I was looking for the old render board for the tower and couldve swore it says 83F, which was changed to 88F.
My assumption is that the original tower was 88F with out enough parking spaces. Then, the compoany decided to increase the minimum quota for parking spaces, which therefore allowed an increase of 7 more floors to 90F total. Perhaps, the extra basement level is the new additional parking spaces? But, a tower like this should by all means contain a separate parking tower.

Jumeirah are the hotel brand based in Dubai with very high quality hotels such as the Emirates Towers, Burj Al Arab and Jumeirah Beach Hotel to name a few.

A couple of things I have noticed.
1. Around the hoardings there is a new project board that will show the tower, I'd guess they might have some sort of level progress chart on this?!
2. There are 4 big cranes on the site now so I'd guess that with that amount of heavy lifting kit we should see this start to peek over the basement level soon.

the great thing about this tower is that it's mixed use. Mixed use complexes make areas more integrated and vibrant. Hope to see more of these types sprouting in Doha.
