normandb May 14th, 2005, 08:31 AM The government will push the implementation of 50 billion pesos worth of national railway projects throughout he country as a vital infrastructure component for national economic development.
This was revealed by Transportation and Communications Undersecretary for Railways Gene A. Mamondiong during a railway planning workshop attended by experts from eight countries at the Development Academy of the Philippines in Pasig City.
The workshop was jointly sponsored by the House Committee on Railways and Ro-Ro headed by Misamis Occidental Rep. Augusto Baculio and the Philippines Muslim Economic Development Council (Phimedec).
About 80 participants from the government and the railway industry sector, including railway experts from Japan, China, Austria, Germany, France, Thailand, United States and the Philippines, joined the workshop.
Other members of Congress who attended the workshop were Rep. Jose Solis, vice chair of the committee on railways and principal sponsor of the National Railways Act; Rep. Janet Garin of Iloilo and Rep. Hans Señeres.
Mamondiong presented the departments rail projects and programs which he said would build as estimated 6,300 kilometers of railways at a cost of P50 billion pesos.
Among issues tackled during the workshop were the alignment of national railway system; track gauge standardization; Metro Light Rail, Subways and Mag-lev (express train); alternative funding sources and budgetary support; power generating plants for LRTA and MRT; waste to energy plants; the rail legislative agenda and the enactment of a National Railways Act.
This measure will seek tax exemptions for rail infrastructure projects; a road users tax to finance railway projects; the creation of a National Railway Academy and a National Railway Authority and Metro Manila Railway Authority.

It seems like its a good system. Much neede as Manilla is a very large city and, as I understand, a very congested one.
Also, unfortunatly, the Phillipines are subjected to frequent tropical storms and earthquakes. Elevated an street separated systems are ussually built to bear this in mind. Vancouver's SkyTrain is built to withstand an earthquake of up to 9.3 richeter scale.
How many km does it run??

The only thing I hate about Manila's metro system is you're not allowed to take photos of the inside.
What Manila needs to improve is the ticketing machines, at least have them computerized like HK's MTR, have a smart card system and platform screen doors.

The LRTA is expecting a fleet of twelve (12) brand new, four car trains to arrive sometime in the third quarter of this year.
Glad that these new trains will at least be operating this year :)

Apparently they were old ones which were not being used and they wanted to ask for them for a minimal amount and refurbish them. Does anyone here in the international forum know what these trains look like . They should be mass transit light rail trains.

The group went to the Kinki Sharyo factory to inspect the full scale mock up of the rolling stocks intended for the Line 1 capacity expansion project. They inspected the looks, safety and functionality of the features to be incorporated into the final production version of the trains.
Nothing escaped the keen eyes of the inspection team. They saw to it that the trains must be strong and sturdy enough to accommodate passengers. That, there should be no sharp edges or burrs that may cause injury to passengers, operators, and maintenance crews. Even the train operators’ seat must be ergonomically and anatomically designed to reduce fatigue and strain. And, the looks must also be aesthetically pleasing.
Fire extinguishers are also placed on strategic locations inside the train for easy access in case of emergency. Even the rubber matting inside the passenger cabin was checked to see to it that standing passengers do not lose footing while travelling. Passengers with disability, even those on wheelchairs can safely be accommodated.
Judging from the overall report, the train passed most of the inspection and scrutiny of the inspection team.

LONG, inconvenient lines at the terminals of Metro Manila’s commuter rail services may soon be a thing of the past after the transportation department unveiled a plan to adopt electronic payment ticketing schemes.
If adopted, commuters may soon be able to buy tickets on the Metro Rail Transit (MRT) and the Light Rail Transit (LRT) using their mobile phones, Department of Transportation and Communications (DOTC) Assistant Secretary Roberto R. Castañares said.
The new scheme is on top of an ongoing DOTC project to implement a unified ticketing scheme for Metro Manila’s three different commuter train lines.
“We are working out a system that will allow passengers to purchase tickets through their cell phones,” Castañares said. “This system will automatically debit their Smart Cash or G-Cash or their savings accounts so they don’t have to wait in long lines when buying tickets.”
A similar system is already being used by rail authorities in Hong Kong where passengers use cards that can be read by radio signals by simply putting them near the card readers.
The smart cards can be “reloaded” through bank accounts, through the Internet, or with mobile phone payment schemes.
Castañares said the DOTC is “seriously considering” the proposal, adding that it is even better and more efficient than the existing program to unify the ticketing systems being undertaken by the French consultancy firm Systra.
“The Systra study is still ongoing and there’s no conflict with the present system,” he said.
Calls for a more efficient ticketing system have grown louder as the numbers of commuters using the MRT and LRT systems increase, prompted in part by rising gas prices.
During the first quarter of 2006, a total of 34.2 million commuters took the MRT-3, data from the company showed. This represents an 11.2-percent increase in the number of riders from the 30.2 million who used the service during the same period last year.
According to the Light Rail Transit Authority, on the other hand, 40.1 million commuters rode its two train lines during the first three months of 2006. This represents an 18.2-percent increase over the 33.8 million passengers that it ferried during the same period last year.
During the morning and evening rush hours, it can take up to 15 minutes for commuters to buy tickets owing to the long lines.

by the way the north rail is a chinese project. Does anyone know which chinese company is undertaking this particular rail line? Can our chinese friend refer us to the company website or post pictures of their trains and installed projects. tks.
JustHorace May 19th, 2006, 11:11 AM nice new trains. IMO, a lot of MRT-3 stations are getting dusty...and LRT 1 stations are filthy. I love LRT-2 stations though...they're nice and clean....especially the Araneta Center station.

MANILA, PHILIPPINES: The proposed $503-million North Rail project will not be a fiscal burden to the government, Socioeconomic Planning secretary Romulo L. Neri yesterday said.
Mr. Neri told a briefing yesterday that phase one of the project will not require huge government subsidies and that better loan terms had been negotiated.
"The actual cost of constructing the railway comes at $244.74 million and this is reasonable when you compare it with Spanish and Japanese railway systems that were under consideration previously," he said.
Mr. Neri said the project was initially priced at $600 million but the government was able to bring it down to $503 million.
The project proponent is North Railways Corp., a subsidiary of the Bases Conversion Development Authority (BCDA). A loan of $395.22 million in the form of supplier's credit will come from the China National Machinery & Equipment Corp. while the BCDA will provide an additional equity of $107.8 million.
"We were supposed to pay for it in 10 years but we were able to bring it up to 20 years. Interest payment was also reduced from 7% to 3%. This was the first time that China has given a 20-year concessionary loan to a country," Mr. Neri said.
Estimates released by the National Economic and Development Authority said construction of the entire 32.138-kilometer double-track rail system will cost $244.74 million, with each kilometer costing around $7.6 million.
The rest of the $503 million will be used to finance the relocation of squatters, taxes on capital expenditures, and project management funds for the NorthRail Project Management Support Team.
Aside from its economic value, Mr. Neri said the project is attractive because it is expected to speed up passenger and cargo travel between Metro Manila and Central Luzon.
The North Rail project is aimed at revitalizing the long-abandoned Main Line North of the Philippine National Railways (PNR). It will be implemented in four phases.
In the first phase, six stations -- Caloocan, Valenzuela, Marilao, Bocaue, Guiguinto and Malolos -- will be established. It involves the construction and conversion of the existing PNR track into a double track, land acquisition for areas where the existing PNR track is too narrow, procurement of 30 four-car diesel train sets, and the provision of a train control and signaling system.

MMDA..it is part of the Metro Manila Development Authorities Gwapo project where they will going to rehabilitate all the major thoroughfares and tourist/investors routes but of course with the coordination of City Mayors.

They're all technically light rail trains. No there are no grade crossings, except in the maintenance yards. Perhaps the reason why overhead wire was chosen is that Manila is prone to flooding, so therefore overhead wire is a safer option.

LRT-1 and MRT are considered as light rail trains but LRT-2 is more heavy rail.
Also these are elevated trains. Would flooding still be a problem in this level?
HK's metro system also uses overhead wires. These includes the MTR and KCR

diz November 21st, 2007, 09:24 AM I don't like the 3G trains. They only look good on the front and the rear. The sides are soo plain.
But I like what MMDA did under the LRT. Really gwapo.

Malacañang has ordered the speedy completion of nine ongoing railway projects worth P282.65 billion as well as new roads and bridges this year in a bid to unclog busy highways and crowded city centers particularly Metro Manila.
Presidential Management Staff chief Cerge Remonde said the government’s renewed focus on infrastructure development is meant to boost economic growth and create employment in the face of an expected economic slowdown this year.
"We believe that the most urgent challenge the administration is facing right now is finding ways to mitigate and cushion the effects of the global financial crisis on the economy, and sustain the economic gains our country had achieved," Remonde said in an interview.
Remonde said the government is implementing nine modern railway projects across the country, eight of which are located in the Luzon Urban Beltway, as part of its ambitious goal to decongest Metro Manila by 2010 under the "Beat the Odds" program.
He said the new railway systems are expected not only to speed up travel but also to interconnect North and South Luzon and close the Light Rail Transit (LRT) and Metro Rail Transit (MRT) loop.
The Luzon rail projects are the LRT Line 1 North Extension; LRT Line 1 South Extension from Baclaran to Bacoor; LRT Line 2 East Extension Project in Masinag, Antipolo; MRT 3 Capacity Expansion; MRT 7; the Northrail Project; Northrail- Southrail Linkage; and Southrail Project Phase I.
The only railway project outside Luzon is the Southrail Project Phases 1B and 2 in Central Philippines.
"Once these railways are completed, they are expected to provide cheaper and faster alternative mode of transportation," Remonde said.
He said the Northrail Project will reduce travel time from Caloocan to Clark in Pampanga by an hour and 49 minutes. The Northrail-Southrail linkage will make travel from Caloocan City to Calamba, Laguna shorter by an hour and 20 minutes.
On the other hand, travel time from Calamba to Lucena City in Quezon will be shortened from three hours and 21 minutes to 1 hour and 41 minutes once the Southrail project is completed.
The MRT 7 is expected to cut travel time from Caloocan to North Avenue by almost an hour, while the LRT Line 1 North and South extensions will also shorten travel time for commuters, Remonde added.
Remonde said the government will also aggressively implement the construction and improvement of roads and bridges across the country. Majority of the projects are being implemented by the Department of Public Works and Highways (DPWH).
The C5 Expressway (NLEX-SLEX Link) and the South Luzon Expressway Extension (SLEx) Project are being handled by the Toll Regulatory Board, while the Daang-Hari SLEX Link will be implemented by the National Development Company (NDC).
The EDSA Rehabilitation Project is under the Metropolitan Manila Development Authority while the Metro Manila Skyway Stage 2 is being developed by Citra Metro Manila Tollways Corporation.
He said the DPWH and the Office of the Solicitor General have started work on the right-of-way acquisition for Segment 8.1 (Mindanao Avenue to NLEx) of the C5 NLEx- SLEx Link.
The Toll Road 1 (Alabang Viaduct) of the South Luzon Expressway Project was opened to the public last November, while civil works on Toll Road 2 (Sta. Rosa to Calamba) and Toll Road 3 (Calamba to Sto. Tomas, Batangas) are ongoing.
Advance work is being undertaken on the Metro Manila Skyway Stage 2, while pre-construction activities are being prepared by the NDC for the DaangHari Project.
In another measure to decongest Metro Manila, Remonde said the government is pursuing decentralization through the transfer and establishment of new government centers outside the metropolis.
"These new centers shall serve as catalysts of growth by facilitating the entry of investments and other economic activities and eventually create new hubs for business and housing as counter magnets to theNational Capital Region," he said.
He said the operations of some government agencies are gradually being transferred to various regions. These include the Department of Agriculture to Isabela; Department of Tourism to Cebu City; Department of Agrarian Reform (DAR) to Davao City; Department of Transportation and Communications (DOTC) to Clark, Pampanga; DPWH to Bicol; and Department of National Defense to Mindanao or Lucena City.

Thanks I did see that but given that I could post articles from the last 5 years saying that, "LRT1 extension is going to start this year", I thought that some works may have started already. It is more accurate to get a reply from someone in Manila than believe quotes in yet another article.
I won't hold my breath no matter how much of a "renewed focus on infrastructure development" there is this year.

I am very pleased that the current administration is very supportive to rail developments in the country....P282.65B or US$6 Billion for railway projects: that's a lot for a developing country like the Philippines.

olivdo January 24th, 2009, 10:20 PM The first generation of trams were build by BN (now Bombardier) in Belgium.
They were verry simulair to the trams running at the coast and in Charleroi.
BN build first a prototype for the Manila trams which was later sold to the tram operator in Belgium. Now this tram is still used but not often as a service engine mainly to "rescue" trams who aren't able to come back on there one.

MANILA, Philippines—Plans are underway for a rail service connecting the four terminals of the Ninoy Aquino International Airport (NAIA) complex, according to airport officials.
Manila International Airport Authority (MIAA) general manager Alfonso Cusi and his deputy for airport development and corporate services, Tirso Serrano, said on Tuesday the monorail service would bring convenience to air travelers using the NAIA Terminals 1, 2 and 3 and the Manila Domestic Airport.
“This is part of our program to improve airport services by connecting our terminals for easy access,” Cusi said during the weekly media forum at the Sofitel Hotel in Pasay City.
At present, passengers use shuttle buses, taxis and other public utility vehicles to get from one terminal to another.
The setup has resulted in some inconvenience, particularly for departing passengers who sometimes ended up at the wrong airport, as well as for arriving foreign tourists with connecting flights.
Many foreign tourists who come to the Philippines without advance bookings have a hard time shuttling from NAIA 1 or 3 to the domestic airport for their connecting flights to the provinces.
Serrano said the monorail system would cost around P300 million and would be constructed via the design-and-build scheme, utilizing local technology.
If the project were put out for bids and awarded this year, construction could begin immediately and the train system would be operational within two years, he said.
Serrano added that the MIAA has been studying if the monorail system would be internal, meaning, the service would be located inside airport premises, with trains available only to air travelers and airport personnel.

Pero sana naman kahit paano tuloy tuloy ang maintainance ng mga tren at istasyon. Ang mga istasyon ng mrt (edsa) nanggigitata na, ang tren laging nasisira..

Gettting from one terminal to another is a huge pain so a monorail connection is long overdue esp. since T3 opened.

MANILA, Philippines - The Investment Coordination Committee (ICC) of the National Economic and Development Authority (NEDA) has approved the Metro Rail Transit Line 7 (MRT-7) project, NEDA assistant director general Ruben Reynoso told reporters yesterday.
The project has now been endorsed to the NEDA board for approval, he added.
Part of what was approved by the NEDA-ICC’s Cabinet committee was the 10-percent performance bond to be posted by Universal LRT Corp., the proponent of the $1.2-billion project.
“The government wanted a surety bond,” Reynoso noted.
He said the matter is now with the NEDA board, which is expected to meet next week.
Reynoso said that after obtaining the approval of the NEDA board, the project’s proponent is expected to meet with the lenders on how to finance the infrastructure system.
Earlier, the NEDA laid down conditions for the implementation of the project, including the posting of an estimated $120-million performance bond, or 10 percent on the rail and road system investment; and a $220-million three-year rolling performance bond on the scheduled real estate and commercial development component of the project.
Reynoso said yesterday that the bonds would be forfeited in favor of the government in case the proponent fails to fulfill its obligations.
According to the NEDA, the real-estate component of the project is estimated to cost $2.2 billion. Based on ULC’s business plan, the firm will develop 7,300 residential units, 900 office units, and a 90,000-square-meter gross mall area in a 195-hectare estate in Bulacan.
Tax revenues from the operations will be used to fund railway operations.
The MRT 7 project is envisioned to run from San Jose del Monte in Bulacan to the North Avenue, SM City station of MRT 3, linking both lines to each other and to Light Rail Transit Line 1.
According to initial project plans, the capacity of the system will be provided by three-car trains operating at 3.57-minute intervals, with about 28,000 passengers per hour per direction.

President Arroyo has approved the P777-million Metro Manila Integrated Rail Terminal where three major transport routes will converge in front of SM North Edsa.
Light Rail Transit Authority Administrator Melquiades Robles said the approval was made during yesterday’s National Economic and Development Authority Board-Cabinet meeting at the Palace.
He said the project would link Metro Rail Transit line 3, which runs from Taft Avenue, Pasay City to North Edsa, Quezon City; LRT 1, which stretches from Monumento, Caloocan City to Baclaran; and MRT 7, which will traverse Commonwealth Avenue to San Jose City in Bulacan.
“The three train lines will converge in one station and there will be seamless transfer from one line to another. This will be operational by June 2010,” he said.
The common station, which was supposed to be constructed in front of the Trinoma mall in Quezon City for P1.5 billion, will now be located across SM North Edsa.
“The net effective cost is about P777 million. The Development Bank of the Philippines has committed to make funds available for this project,” Robles said.
He said the physical infrastructure to close the loop between LRT 1 and MRT 3 will be put in place by December 2009. By February next year, two additional stations within the loop, namely Balintawak and Roosevelt, will be operational.
The MRT-LRT loop is estimated to cost P6 billion, Robles said.

This sounds right. The BTO trend in SE Asia has really not worked out very well. I haven't been to Manila yet (just Cebu, and liked it a lot) but if its urban rail network is as disjointed as the ones in Bangkok and KL, what a mess! These ought to be used as examples in right-leaning economics programs to illustrate the fact that private industry is not the solution to every social need. Look at the lousy connections between the KL Monorail and the LRT lines, or between the Skytrain and MRT in Bangkok. Ridiculous. The major Japanese and Korean cities have fared a bit better letting multiple companies build and operate different portions of their rail networks but there seems to be a mandate that the customer should be able to enjoy a seamless transit experience. When and if the Cebu and Davao rail systems are finally built, I hope the appropriate lessons will be learned.

There are not ticketing machines at some station but there in a poor location and to not accept P10 coins. The authority should get rid of the booths and replace them with several ticketing machines.
It is not effective for light rail lines to run on the city centre of one of the largest and densest cities in the world.

Totally agree! Or Putra and Star lines - i couldnt believe it when i was there: u have to leave one system cross the street and enter the next system (i.e. Masjid Jamek stn.)!
Bangkok the same, and all lines stop right before the most wanted destinations, u can go from suburb to.. another suburb, but to the city center u have to change for a bus or tuk-tuk.

Yes the trains are too short, they are trams. Again is the perfect example of poor planning. The result is this

A DECISION on the proposed Metro Rail Transit 7, envisaged to run from Quezon City to Bulacan, has been deferred by the Regional Development Council-National Capital Region (RDC-NCR) after some Metro Manila mayors raised concerns about the project.
During the RDC-NCR organizational meeting held at the Metropolitan Manila Development Authority (MMDA) office in Makati City on Friday, the MRT7 project was referred to the council’s committee on infrastructure development and social development for review and a more thorough discussion.
The move came after Valenzuela City Mayor Sherwin Gatchalian and Quezon City Mayor Herbert Bautista asked the project proponent to allow the local government units (LGUs) to have a say in the project, particularly the location of terminals in their cities.
According to Mario Miranda, a consultant of Universal LRT Corp. Ltd., the firm that holds the contract to build the train line, they need the RDC-NCR clearance before construction can start.
“We need to get that RDC clearance because we have to show that to the banks and to the lenders and be able to say that here are LGUs all saying the same tune (sic), that this project is a go,” Miranda told reporters.
He added that the proponent was given 18 months by the government to complete financial closure or provide proof that money was at hand before it could start construction.

I do see the second-generation trains be used, though not on a basis as often as that of the first or third-generation trains. However, the first-generation trains are the most numerous, so the LRTA has to make do with what they have.

I haven't been to Manila yet (just Cebu, and liked it a lot) but if its urban rail network is as disjointed as the ones in Bangkok and KL, what a mess! These ought to be used as examples in right-leaning economics programs to illustrate the fact that private industry is not the solution to every social need. Look at the lousy connections between the KL Monorail and the LRT lines, or between the Skytrain and MRT in Bangkok. Ridiculous. The major Japanese and Korean cities have fared a bit better letting multiple companies build and operate different portions of their rail networks but there seems to be a mandate that the customer should be able to enjoy a seamless transit experience. When and if the Cebu and Davao rail systems are finally built, I hope the appropriate lessons will be learned.
I'm the afraid the lesson is not easy to learn: the same mistake had been done 80 years ago in NYC: several companies were challenging (IRT, BMT, IND) and the result is just like in KL: different loading gauge and poor connections between lines.

The Aquino government is going back on its word to stop subsidizing the fare of commuters of the Metro Rail Transit (MRT) by allocating a bigger amount of P7.3 billion next year.
Budget data showed that the P7.3-billion MRT fare subsidy is higher than the average annual subsidy of P5.4 billion.
The allocation effectively increases the state subsidy per passenger of P45 to P47.77 per commuter or up by P2.70 per passenger.
A total 414,000 commuters ride the MRT on a daily basis.
The increase in MRT subsidy is reflected in the budget of the Department of Transportation and Communications (DOTC) for next year, which would climb by 88.4 percent to P32.4 billion from P17.2 billion this year.
President Aquino earlier admitted the "inevitable" increase in fares of the MRT, citing the inability of the government to sustain the subsidy due to the high cost of its operations.
Aquino said he was awaiting studies on proposals on the equitable fare that would be acceptable to the riding public while allowing a lower government subsidy on the train operations.
These proposals include making the MRT fares equal with those of passenger buses while offering an easier and faster travel to commuters.
He explained the government subsidy on the MRT operations would be reduced with the increase in fare rates.
"The subsidy for the (MRT operations) is too high. We don’t have (the funds) to fill it," the president earlier said.
MRT general manager Reynaldo Berroya has said the fare increase maybe P25 per passenger from the current P15 maximum MRT fare.
Berroya said the increase would give the government an additional income of P1 billion a year.
Transport authorities said the fare adjustment was necessary to allow the MRT to recover losses. The mass transit railway line that runs along EDSA from Baclaran in Paranaque to North Edsa in Quezon City, earns only an estimated P1.8 billion a year.
DOTC Secretary Jose de Jesus said the government spends more than P5 billion a year for MRT operations and maintenance.
"It’s not recovering the cost of operations. I think it has to go up. I don’t know by how much," he said.
De Jesus added the Light Rail Transit (LRT) lines 1 and 2 are also expected to increase fares.
He said there had been studies to increase the fare at the LRT and MRT to reduce the heavy government subsidy on their operations.
In his first State of the Nation Address (SONA), the President blamed the previous administration for trying to "buy the people’s love" by forcing the MRT to keep its rates low.
"Because of this, Land Bank of the Philippines (LandBank) and the Development Bank of the Philippines (DBP) were ordered to purchase the MRT. The money of the people was used in exchange for an operation that was losing money," the President has said.
LandBank and DBP bought out the individual shares of the groups comprising the consortium that used to control the elevated railway system for $800 million.
MRTC is majority owned by a holding company, MRT Holdings Inc., a consortium that originally consisted of Ayala Land Inc., Anglo Philippines Holding Corp., Fil-Estate Management Inc., Ramcar Inc., and Greenfield Development Corp.
Among the private sellers were Goldman Sachs (which bought the interest of the Sobrepena family), Ayala Corp., the group of Anglo-Philippine Holdings Corp. led by businessman Alfredo Ramos, Unilab and Ramcar.
The remaining 25-percent that DBP and Landbank did not acquire were bonds held by private creditor-banks—including Philippine Bank of Communications, Bank of Commerce and United Coconut Planters Bank—which chose to hold on to these securities.
The government has committed to buy-out LandBank and DBP late last year through state investment arm National Development Corp. (NDC) possibly by bond issuance.
But the two state lenders have recently asked the DOTC to monetize their investment soon.

sulong May 25th, 2011, 04:58 PM Don't take this as a 100% reliable update as I have no written sources to cite, but, my friend who works in in SMC under infrastructure told me that the project should be up for bidding to contractors later this year. She said they expect it to be done in 3 1/2 years, or by 2014. She also says that there are still no design for the stations, but, stated that they have an issue with the QC Hall -- whether the station in QC Memorial/City Hall should be underground or elevated. No info as well on the rolling stock, except that the trains will have (initially, I hope) a 3-car configuration.
Again, this is just from the mouth of a friend who works there. Let us wait for the official press releases to know if the information I got are true or not.

I hope that it also is not light rail. But judging from the name of the original propenent, Universal LRT Corp., I'm being to hopeful. Then again, I hope we're in for a wonderful surprise.
Also, from an MRT-7 presentation dated 2006, they plan to have an initial capacity of 300,000 people, then, as ridership increases, the capacity should, too, up to 850,000. But, that was back in 2006. I'm just wondering, how many cars would make up a train for it to be able to hold 850,000 people.

THE Department of Transportation and Communications (DOTC) is pushing for a government guarantee for the proponent of the seventh line of Metro Manila’s light railway.
In its presentation, San Miguel Corp. (SMC) said the DOTC endorsed to the Department of Finance the request for a performance undertaking to cover the Metro Rail Transit Line 7 (MRT 7).
SMC said it expects financial closure for the project in the fourth quarter.
Ruben Reinoso, DOTC undersecretary for planning and projects, earlier said that the performance undertaking is critical so the MRT 7 proponent can secure financial closure for the construction of the $1.235-billion project.
Proponent Universal LRT Corp. (ULC) earlier said that about $320 million of the project’s total cost would come in the form of equity, while $900 million to $1 billion will come from borrowings.
ULC is eyeing a loan from the Japan International Cooperation Agency to partly finance the MRT 7 project.
San Miguel Holdings Corp. (SMHC) had acquired a 51-percent stake in the MRT 7 project from the group of Salvador Zamora 2nd, the owner of ULC.
In 2008, the DOTC and ULC signed a contract to build the railway
system and develop the project’s real estate and commercial component worth $2.2 billion. The project has since been delayed because of lack of funds. ULC had planned to begin construction last year and complete the project in 2012.
In October last year, SMHC executed a share sale and purchase deal with ULC to acquire 51 percent of the consortium.
ULC holds the exclusive right, obligation and privilege to finance and construct the MRT 7.
The MRT 7 will run from San Jose del Monte, Bulacan to SM City in North Avenue, linking up to Light Rail Transit Line 1 and MRT 3.
MRT 7 will begin at Tala, Caloocan City, passing through La Mesa Dam reservoir, Fairview, Batasan, Diliman, Philcoa, and ending at EDSA-North Avenue.
It will serve an estimated two million commuters in the northern parts of Quezon City and Caloocan City.
Apart from the elevated transport system, ULC will also build at no cost a 17-kilometer, six-lane asphalt access road in Marilao, Bulacan that will lead to its depot in Tala.
Besides the railway project, ULC plans to develop 900,000 square meters of commercial space throughout the concession period.

History should tell us what lessons need to be learned, but, apparently in PH, history never fails to repeat itself. I hope our leaders and private sector really did learn from Line3, but judging by the location of the Grand Central Station, It's hard for me to assume that we did.
Btw, other countries have 8-car configs now, if I'm not mistaken. I think it would be nice if the Line 7 stations would have a provision for this. I can't wait for the station designs to come out.

Poor in leaders who have vision -- the old Metro Manila passenger rail plans look very good on paper, but, that's all there is to it, paper; some politicos fail to listen to experts in their respective fields.
Poor in quality education -- in order to keep yourself in power, keep your people poor and stupid. For this reason, the same bozos get elected time and again.
And the list would go on. A simple problem, but, I believe, has very fundamental roots.

Physically, they're not. There are also other systems which have no physical integration, and others which don't have complete integration. Case and point: there's no physical paid area integration with the MTR's Tsim Sha Tsui and East Tsim Sha Tsui stations, but the two stations are connected via a series of walkways. The Shanghai Metro also has several "virtual" interchanges which fulfill the same purpose. Through transit is achieved through the use of RFID cards, in this case.
The LRT, however, has full fare integration for stored-value cards. LRT-1 SV cards may be used on MRT-2 and vice versa. But don't expect integration soon with the MRT, largely due to ownership issues.
I hope the President is intent on keeping the SRTS, no matter how much he "hates" his predecessor.

As for those that already have walkways, can we tidy them up a bit. I hate that there's a pattern where we just keep adding stuff.
