Kabinet lulus tubuh Universiti Malaysia Jepun

PUTRAJAYA 18 Dis. - Kabinet bersetuju menubuhkan sebuah lagi universiti swasta yang dikenali sebagai Universiti Malaysia Jepun (Maju), kata Menteri Pembangunan Usahawan dan Koperasi, Datuk Noh Omar.

Beliau berkata, universiti yang bakal memulakan sesi pengajian pada Julai 2009 itu akan diletakkan di bawah pengurusan Majlis Amanah Rakyat (Mara).

Menurutnya, seramai 70 pelajar lepasan Sijil Tinggi Persekolahan Malaysia (SPTM) akan diambil pada sesi pengajian pertamanya itu.

"Buat permulaan, universiti itu akan menggunakan kampus Kolej Kemahiran Tinggi Mara di Branang, Selangor sebagai pusat pengajiannya," katanya.

Beliau ditemui pemberita selepas menyaksikan Majlis Penyempurnaan Kerjasama Antara Kementerian Pembangunan Usahawan dan Koperasi (MECD) dengan Kementerian Pengajian Tinggi (KPT) di sini semalam.

Turut hadir Menteri Pengajian Tinggi, Datuk Seri Mohamed Khaled Nordin, Ketua Setiausaha KPT, Datuk Dr. Zulkefli A. Hassan dan Ketua Setiausaha MECD, Datuk Musa Muhamad.

Noh memberitahu, penubuhan universiti yang dirancang sejak tahun 2001 itu melibatkan kerjasama kerajaan Jepun.

Sehubungan itu, beliau menambah, kerajaan Jepun melalui syarikat swastanya di negara ini akan menyediakan peralatan pembelajaran, selain membekalkan 15 orang profesor sebagai tenaga pengajar di universiti itu nanti.

''Sistem pendidikannya adalah 100 peratus mengikut sistem teknologi Jepun," katanya.

Sementara itu, Noh berkata, kementerian juga bercadang untuk menaik taraf German Malaysian Institute (GMI)yang ketika ini hanya menawarkan kursus-kursus diploma, sebagai universiti pada tahun depan.

A new wing for USM library

THE expansion of Universiti Sains Malaysia’s (USM) main library will be completed by the end of this year.

The expansion will see a new four-storey wing for the Hamzah Sendut 1 library, USM chief librarian Mohd Pisol Ghadzali said.

“The new building is focused on research. The facility will benefit researchers and students, especially as we are an apex university,”

Mohd Pisol told reporters after attending the opening ceremony of the 3rd International Conference on Libraries at the Bayview Beach Resort on Monday.

The library was opened 40 years ago and named in honour of the university’s first vice-chancellor Tan Sri Hamzah Sendut.

Planning for the new wing started in 2002.

The RM13mil building was originally scheduled to be built at a cost of RM24mil but had to be scaled down as a result of the economic downturn.

Also present was USM board of directors chairman Tan Sri Ani Arope.

Ani said libraries must keep up with the times and be more flexible in order to remain relevant.

“Students now multi-task —they want to listen to their MP3 and SMS on the handphone while reading. So, we must be flexible instead of threatening to confiscate the gadgets.

“Prepare a coffee area where they can sit and surf the net to get them interested in coming to libraries,” he said.

He added that there were students who had never even stepped into a library because they found the place intimidating.

Ani said students, especially those from rural areas, needed to familiarise themselves with going to the library. “That’s why we need to have orientation programmes for those who enter universities,” he said.

USM former chief librarian Puan Seri Masrah Abidin, who is also the wife of USM vice-chancellor Prof Tan Sri Dzulkifli Abdul Razak, said it was important to inculcate the reading habit in kids so that using the library would become a habit when they grow up. “USM will be launching a reading campaign for kindergarten kids soon. We need to get parents to start reading to their kids from a young age,” she said.

The conference theme was ‘Transforming Towards a Sustainable Tomorrow’.

New Utar campus to be built in Semenyih
Monday June 22, 2009

KAJANG: A new Universiti Tunku Abdul Rahman (Utar) campus will be built near the University of Nottingham in Semenyih near here.

The campus would be built on a 20ha site, MCA president Datuk Seri Ong Tee Keat said yesterday.

However, he declined to elaborate, saying that more information would be revealed at a later date.

Ong said this after closing the MCA Hulu Langat AGM in Sungai Chua.

On the Penang state government’s intention to take over the ferry service, Ong, who is also Transport Minister, said his ministry had not received any application from the chief minister Lim Guan Eng.

On the Penang International Airport, Ong said Malaysia Airport Holdings Bhd had already started expansion work at the airport.

Among the work being carried out were separate areas for passengers on international and domestic flights.

UM to cut intake of undergrads by 3,000

KUALA LUMPUR: Universiti Malaya (UM) plans to reduce its intake of undergraduates by 3,000 in the next three years and increase the intake of postgraduates, including foreign students, in its push to become one of the world’s top universities.

Vice-chancellor Prof Datuk Dr Ghauth Jasmon said the university was looking at increasing the number of postgraduates by 5,000 during the period, pushing the percentage of international postgraduates to 40.

Ghauth said the increase in the number of postgraduates was to help the university build its research capability.

Speaking to reporters after a luncheon with Commonwealth vice-chancellors here, he said the local-foreign student ratio of the world’s top universities was 60:40.

At present the university, which is the country’s oldest university, has 18,000 undergraduates and 10,000 postgraduates, including 3,500 international students from 82 countries. — Bernama

Polytechnics may soon be on same level as universities

JOHOR BARU: Standards of polytechnics may be raised to enable them to offer degree courses to students.

Higher Education Minister Datuk Seri Mohamed Khaled Nordin said he had instructed the polytechnic education department to conduct a study on the proposal as soon as possible.

He said the move was also at checking perceptions that polytechnics were “second-chance” institutes for those who could not get into public universities.

“At present, polytechnics offer diploma courses. We may elevate the standards of three or four polytechnics in the initial stage by enabling them to offer degree courses.

“We are aiming to ensure that polytechnics are at the same level as public universities, as they can be an alternative for students,” he said after launching the Pasir Gudang parliamentary constituency excellence student awards here yesterday.

Mohamed Khaled, who is Pasir Gudang MP, said the ministry was also looking at offering more places in polytechnics, as a total of 120,000 people had applied this year for the 20,000 available places.

He said enrolment at the polytechnics was high as students could secure jobs easily upon graduation.

“Some polytechnics will be expected to emphasise niche courses such as IT diplomas, and improve co-operation with universities.”

On the SPM and STPM revamp, Mohamed Khaled said it would increase the quality of students entering universities.

UM ambil alih Wisma Telekom

KUALA LUMPUR: Universiti Malaya (UM) mengambil alih bekas Wisma Telekom di Jalan Pantai Baharu dan menamakan bangunan setinggi 22 tingkat itu sebagai “Wisma R&D Universiti Malaya”.

“UM menanggung kos pengambilan alih sebanyak RM70 juta,” kata Naib Canselornya, Prof Datuk Dr Ghauth Jasmon selepas majlis pecah tanah bagi Pusat Ortopedik Kebangsaan bagi kecemerlangan dalam penyelidikan dan Pembelajaran, yang juga dikenali sebagai NOCERAL di Fakulti Perubatan UM di sini, semalam.

Majlis dirasmikan Timbalan Menteri Pengajian Tinggi, Dr Hou Kok Chung. Turut hadir Pro Canselor UM, Toh Puan Dr Aishah Ong dan Pengarah NOCERAL, Prof Datuk Tunku Sara Tunku Ahmad.

“Tiga daripada aras bawah bangunan itu akan menempatkan Pusat Perubatan UM (UMMC),” katanya sambil menambah aras yang lain akan digunakan fakulti UM bagi menjalankan kerja-kerja penyelidikan dan pembangunan.

Pembinaan empat tingkat pusat penyelidikan NOCERAL berharga RM6.8 juta dijangka siap Jun tahun depan.

Dr Ghauth berkata, pengambilalihan Wisma Telekom itu sebahagian daripada program pengembangan UM sambil menambah bahawa pengembangan kampus universiti itu di Lembah Pantai menghadapi masalah tanah.

Pengubahsuaian dijangka berakhir sehingga Oktober tahun ini, katanya.

Sementara itu, Dekan Fakulti Perubatan UM yang juga Pengarah UMMC, Prof Datuk Dr Ikram Shah Ismail berkata, beberapa perkhidmatan UMMC akan ditempatkan di Wisma R&D Universiti Malaya.

TAR College in S'kan still under discussion

Sandakan: The setting up of Tungku Abdul Rahman (TAR) College branch in Sabah at the Education Hub in Mile 10 here is still under discussion, said MCA President Datuk Seri Ong Tee Keat.

Speaking to reporters after visiting the proposed site, Saturday, he said he was still discussing the matter with Sabah MCA liaison chief Datuk Edward Khoo.

"He (Khoo) has already given me a briefing on the proposal for the setting up of the TAR College, so I come here to see it for myself," he said.

"After taking over as President of the party, I feel I want to continue with the proposed project," he said.

He added that TAR College, which is under the MCA management, was also looking at the higher learning institution needs of the people in Sabah in line with the demand for the State's development.

BEHRANG - Maktab Rendah Sains Mara (MRSM) Felda di Trolak dekat sini yang bakal memulakan sesi pengajian pertamanya pada 4 Januari 2010 ini akan dikenali sebagai Kolej Tun Abdul Razak.

Pengerusi Felda, Tan Sri Dr. Mohd. Yusof Noor berkata, penamaan MRSM yang dibina di atas tanah seluas 25 hektar itu dibuat sebagai memperingati peranan dan jasa Perdana Menteri kedua, Allahyarham Tun Abdul Razak Hussein yang juga pengasas Felda.

Bagaimanapun katanya, Kolej Tun Abdul Razak akan menggunakan silibus dan cara pembelajaran yang sama seperti ditawarkan MRSM lain di seluruh negara.

"Subjek yang diajar sama seperti di MRSM lain namun Felda masih berunding dengan pihak Mara supaya kita dapat menambahkan kursus-kursus lanjutan yang bersesuaian, mungkin lebih daripada sukatan mata pelajaran Sijil Pelajaran Malaysia (SPM)," katanya.

Beliau berkata demikian ketika ditemui selepas menyempurnakan penganugerahan diploma kepada 803 graduan pada Majlis Konvokesyen Kelima, Politeknik Sultan Azlan Shah (PSAS) di sini semalam.

TAYLOR'S University College projects a strong growth revenue of 26 per cent this year after unveiling its RM450 million lakeside campus in Bandar Sunway, Selangor, this January.

Its vice-chancellor and president, professor Datuk Dr Hassan Said said that the university is expecting an increase in the number of foreign students, especially via the introduction of 10 new courses by the end of this year from the 48 courses it offers now.

"We are confident that the new lakeside campus and our strong branding will be able to attract more students to our campus," he said in an interview with the Business Times recently.

Built around the 2.2ha mining pool, the campus has a multipurpose hall, administration block, students' hostels, cafe, banks and convenience stores, auditorium, amphitheatre and also a boutique hotel which will be managed by the hospitality and tourism students.

He said the main lakeside campus along with the campuses in Plaza Damas and Subang Jaya is home to close to 13,000 students.

"Our most popular courses are hospitality and tourism courses, whereby 35 per cent of the students are from abroad, followed by our business courses," he said.

He said Taylor's was looking at expanding its brand abroad through its students performances and also by collaborating with substantial educational partners worldwide.

"We just signed a memorandum of understanding with a Korean university to offer our American degree programmes in Seoul as the programmes are popular among Korean students. Through this collaboration they can either come here to complete their degree or go to the US," he said.

Taylor's is also known as the esteem education brand worldwide because many of its students are top scorers in foreign universities.

"For example, the top students reading law in the University of Reading are from Taylor's," he said.

Hassan said Taylor's is also planning to offer medical courses soon.

"Right now, we are conducting a pilot project with four students to see the feasibility of having this course before expanding it further to other students," he said, adding that Taylor's has been around for 41 years and celebrated its anniversary last month.

New university ready for first intake

KUALA LUMPUR: The new RM350mil Albukhary Inter national University (AIU) is targeting 500 students as the first intake for its foundation studies programme in July.

“We expect 20% of the intake to be from Malaysia, while the rest will come from overseas.

“Locally, there is considerable support from the Government and private sector for deserving students,” Albu khary Foundation executive vice-chairman Datuk Ismail Yusof said in a statement here yesterday.

“The AIU is targeting bright students from disadvantaged communities that live well below the poverty line, especially in Asia and Africa,” he added.

Since 2005, the foundation has provided full scholarships to students in public universities while the AIU was being built in Alor Setar.

The medium of instruction for the university is English. For a start, the university will award degrees in Information Techno logy, Business Studies and Social Sciences.

The university is part of the Sharifah Rokiah Centre of Excellence – an integrated complex of education, healthcare and commercial facilities managed by the foundation. — Bernama

KUCHING: A private science-stream Islamic religious school will be built in Samariang soon to help produce more Muslim scientists.

Chief Minister Pehin Sri Abdul Taib Mahmud said the move was also meant to dispel negative perceptions, held by some non-Muslims, that Muslims were ‘un-progressive’.

Taib said it was important for the Muslim society to infuse science and mathematics into their education system.

“When we successfully produce many scientists among us, it can help to enhance the confidence of non-Muslims towards Islam,” he said when launching the 25th anniversary celebration of SK (A) Datuk Haji Abdul Kadir Hassan and its school alumni here on Saturday.

He added that he had instructed the city’s planning authority to look into the establishment of the proposed school.

“In our efforts to build a new township in Samariang, we should have a private school (there), Islam (Religion) Council School,” he said.

Taib also touched on the important roles former students of a school could play to support the development of their alma mater.

He cited as an example the glorious alumni movement of Harvard University which helped Harvard to be the best university in the world.

“Former students or Old Boys are the most influential group of people in all societies.

“In respect of Harvard University, it could become big and rich because of the strong support it received from its former students,” he said.

Taib later announced that he would donate RM10,000 to SK (A) Datuk Haji Abdul Kadir Hassan to undertake some upgrading works.

Many individuals, including those from the corporate sector, also came forward to donate to the school.

Also present were Housing and Urban Development Minister Datuk Amar Abang Johari Tun Openg, Deputy Minister of Science, Technology and Innovation Fadillah Yusof, Assistant Minister in the Chief Minister’s Department Datuk Daud Abdul Rahman, Assistant Minister of Rural Development Abdul Wahab Aziz, Islamic Affairs Council (MAIS) president Datu Putit Matzen and Education director Datu Dr Julaihi Bujang.

Pasir Gudang to be home for UITM campus

JOHOR BARU: The Pasir Gudang area will welcome the latest UITM campus to be built this year, said Higher Education Minister Datuk Seri Mohamed Khaled Nordin.

He said the construction of the campus, which would handle intakes of up to 4,000 students, would start soon and was expected to be completed within three years.

“The campus will also have on-campus accommodation for 2,000 students.

“However, the remaining students, along with academic and non-academic personnel could easily find off campus accommodation in the surrounding areas,” he said in his speech during the groundbreaking ceremony for UITM Pasir Gudang campus here recently.

He said Pasir Gudang was chosen given its strategic location near housing estates as well as industrial areas.

Mohamed Khaled said the courses that would be offered at the campus were diploma courses in civil engineering, electrical engineering, chemical engineering, mechanical engineering and business management.

“We also hope the campus administration will take advantage of its location being near industrial areas by cooperating closely with various companies especially in research and development (R&D).

“Cooperation between the university and the industry will be beneficial for both parties,” he said.

Mohamed Khaled said the Pasir Gudang campus, along with five others would be built this year along with six others, still in the pipeline as part of the university’s goal to have 200,000 students by 2015.

“The ministry is confident the university has the potential of reaching its target.

“Among the other locations chosen for the campuses are Dengkil in Selangor, Nilai in Negri Sembilan, Pekan in Pahang and Jasin in Malacca,” he said.

KIST bina kompleks pendidikan bernilai RM50 juta

LAKARAN artis menunjukkan Kolej Islam Sains dan Teknologi yang akan dibangunkan di Kuala Berang, Hulu Terengganu.

KUALA TERENGGANU 29 Julai - Kolej Islam Sains dan Teknologi (KIST) memperuntukkan kira-kira RM50 juta untuk membina kompleks pendidikan cawangan Terengganu di Kuala Berang yang akan dimulakan akhir tahun ini.

Ketua Pegawai Perhubungan Awam KIST Cawangan Terengganu, Mohd. Zulkifle Abdullah berkata, kompleks setinggi 11 tingkat di kawasan seluas 43.2 hektar itu dijangka siap dalam tempoh setahun setengah dan akan menjadi mercu tanda bagi daerah Hulu Terengganu.

Katanya, dengan siapnya kompleks itu nanti, ia dapat menempatkan lebih 6,000 pelajar dengan dilengkapi pelbagai kemudahan bagi keselesaan pelajar yang akan mengikuti pengajian di kolej tersebut.

Selain itu, menurutnya, kewujudannya juga mampu menjana perniagaan kepada penduduk dan peniaga setempat selain pengangkutan awam yang sedia ada di Kuala Berang.

''Sejajar dengan pembangunan itu, KIST cawangan Terengganu akan menambahkan program pengajian di peringkat diploma dan sijil dengan pengambilan pelajar empat kali setahun,'' katanya di sini hari ini.

Mohd. Zulkifle berkata, kawasan kompleks pendidikan di Kuala Berang itu merupakan projek perumahan terbengkalai Tenaga Nasional Berhad (TNB) dan KIST melabur RM17 juta bagi pembelian tapak dan tanah tersebut.

Katanya lagi, projek terbengkalai tersebut dilengkap dari segi infrastruktur seperti rumah banglo 49 unit serta kemudahan jalan raya, bekalan elektrik, surau, bangunan pentadbiran dan sebuah dewan.

Beliau berkata, dengan kemudahan yang sedia ada serta dibaik pulih, KIST memulakan pengajian di daerah itu dengan menawarkan empat program diploma yang telah mendapat kelulusan Kementerian Pengajian Tinggi dan Agensi Kelayakan Malaysia (MQA) dengan penempatan 300 pelajar.

''Empat program yang ditawarkan ialah Diploma Sains Kesihatan Persekitaran, Diploma Keselamatan Dan Kesihatan Pekerja, Diploma Sains Senaman Dan Sukan serta Diploma Psikologi,'' ujar beliau.

Menurutnya, program yang ditawarkan itu mampu memberi peluang kerjaya yang cerah sama ada di sektor awam atau swasta.

Beliau menambah, Diploma Sains Senaman dan Sukan yang diperkenalkan itu menjadikan KIST adalah pelopor di peringkat Asia Tenggara dalam melaksanakan program tersebut.

Tambahnya, dalam usaha meningkatkan infrastruktur untuk ke arah menjadi sebuah Kolej Universiti, KIST akan membangunkan beberapa lagi fasa pembangunan dalam tempoh terdekat.

Untuk itu, Mohd. Zulkifle memberitahu, pihaknya memperuntukkan lapan hektar tanah bagi pembangunan kawasan komersial seperti asrama, apartmen kakitangan dan ruang perniagaan.

Sementara itu, menurut beliau, KIST cawangan Terengganu menjalankan program memberi penerangan kepada pelajar tingkatan lima dan enam di sekolah-sekolah menengah di Terengganu mengenai peluang belajar di institusi pendidikan tersebut.

UCSI to spend RM1.13b on expansion

KUALA LUMPUR: UCSI University will spend RM1.13bil over the next five years on expansion plans that include a medical centre, three hotels and an international school.

UCSI University founder and UCSI Group chairman Datuk Peter Ng said the UCSI University Medical Centre, UCSI Resort Hotel and Convention Centre and the UCSI Interna tional School would be located at Bandar Springhill, Port Dickson.

“I think the place is very conducive for international students as Bandar Springhill is a very peaceful area where students can soak themselves in the education environment,” he told a press conference at the UCSI University campus in Cheras to announce the expansion plans and mark the university’s 25th anniversary.

Ng said Bandar Springhill residents would also benefit from the expansion.

“I believe it means a lot to the people. For example, the prices of houses around this region (Cheras) have gone up because of our presence here.

“So, imagine what it would be like in Springhill. I am sure they will be happy,” he said.

AS A part of its corporate social responsibility (CSR) projects, the Genting Group, through Yayasan Lim Goh Tong and UM-Tan Sri Lim Goh Tong Endowment Fund, has contributed RM850,000 for the refurbishment of the old Dewan Kuliah 1 in the Business & Accountancy Faculty at Universiti Malaya (UM).

The renovated lecture hall has been renamed ‘Dewan Kuliah Lim Goh Tong’ or the Lim Goh Tong Lecture Hall in honour of the Genting Group’s late founder and was launched by Genting Group chairman Tan Sri Lim Kok Thay.

The hall can accommodate 600 people and is equipped with modern teaching and learning facilities such as SMART Podium Interactive technology that allows lecturers to write over presentation slides and to navigate files and computer applications at the touch of a pen.

Also present at the launch were Genting Bhd deputy chairman Tun Mohammed Hanif Omar, UM vice-chancellor Prof Datuk Dr Ghauth Jasmon, senior managers from Genting, professors and lecturers from UM and associated partners.

“Genting is active in several CSR activities such as for the protection of the environment, marketplace, workplace and community,” Ghauth said.

“In the Business and Accountancy Faculty, Genting Bhd has been active in sponsoring and supporting students’ activities through the Lim Goh Tong Endowment Fund, which was established in 2009,” he added.

The RM1mil fund is given to students from the faculty in the form of scholarships and sponsorships of educational and research-based programmes.

“The fund was created to provide a sustainable source to encourage and expand learning opportunities for the students,” Lim said.

To commemorate the launch, Genting has sponsored a special public lecture delivered by Lord Digby Jones, one of the United Kingdom’s prominent business speakers, on the topic “Asia as the New Master of the Business Universe”.

MB S'gor bakal umum canselor baru Unisel

Menteri besar Selangor Tan Sri Khalid Ibrahim dijangka akan mengumumkan Canselor baru Universiti Industri Selangor (Unisel) pada Isnin depan.

Seorang pegawai Unisel berkata, pengumuman itu dijangka akan dibuat dalam satu majlis penjenamaan semula universiti berkenaan di kampusnya di Bestari Jaya pada hari berkenaan.

"Kita jangkakan nama canselor yang baru akan diumumkan oleh menteri besar dalam masa terdekat.

"Kemungkinan besar pada majlis penjenamaan tersebut memandangkan satu perjumpaan bersama lebih 1,000 kakitangan tetap dan kontrak akan diadakan serentak dalam majlis itu," menurut sumber tersebut ketika dihubungi Komunitikini hari ini.

Dalam perkembangan berkaitan, Universiti Industri Selangor (Unisel) pula bakal dikenali dengan nama baru iaitu Universiti Selangor, susulan penjenamaan semula itu.

Presiden dan naib canselor Unisel Datuk Dr Rosti Saruwono berkata nama baru itu dipilih bagi menyesuaikan trend global dunia pendidikan pada hari ini yang lebih meluas dan tidak hanya tertumpu pada satu bidang.

“Singkatan Unisel masih dikekalkan dan nama baru ini dipilih sempena penjenamaan semula Unisel setelah 11 tahun ditubuhkan termasuk logo baru yang akan dilancarkan pada hari yang sama,” katanya dalam satu sidang media.

Katanya, penjenamaan semula itu dibuat hasil daripada pandangan dan perbincangan membabitkan semua pihak termasuk tenaga pengajar dan pentadbiran Unisel sejak pertengahan tahun lepas bagi memastikan institusi pengajian tinggi (IPT) itu mampu terus bersaing.

Rosti berkata perkataan 'Industri' yang digunakan sebelum ini menimbulkan kekeliruan kepada ibu bapa dan pelajar yang beranggapan Unisel hanya menawarkan kursus berkaitan bidang industri berat dan kejuruteraan.

“Kami mempunyai pelbagai kursus dan merangkumi semua lapangan termasuk Kejururawatan, Komunikasi Massa, Pendidikan dan Fotografi yang ditawarkan kepada pelajar di peringkat diploma dan ijazah pertama,” katanya.

EDUCATIONAL UTILITY. The site is located in Mukim Tembila, Besut, Terengganu Darul Iman with direct scenic link to the South China Sea. The total land area for the overall development is 1000 acres and Phase 1 of the development takes up one-third of the site to accommodate academic facilities for a total of 1000 students.

The university campus is designed to respond to the utilitarianism of the context in the usage of materials, considering its proximity location to the sea. Spatial relationship is developed based on modular systems to simulate the programming of the forms and structures of the overall campus. Inspired by the local songket and batiks, buildings are organized in a grid-module system, tapped off from the main scenic thoroughfare, linked to each other with landscaped walks. Coincidentally, this modular planning creates pockets of communal spaces and courtyards within the buildings to express quality indoor and outdoor atmosphere for positive academic development.

The university will house full education facilities for two faculties, the Agro-Technology Faculty and the Info-Technology Faculty. The Chancellery leads the building components alongside the Students Affairs Centre (HEP), Library and a Main Hall that could accommodate 4000 people. Supporting facilities provided include a Sports Complex, which consists of a Swimming Complex, a Mini Stadium and an Indoor Arena.

OUTSIDE IN. The Multimedia University was designed from the outside in. It was a priority from the outset that the external rooms served to accommodate both activities and repose. The campus blocks were thus arranged to reflect the flow of movement. As a result, the project saw an industrial expression of an organic plan.

The language of the building expresses an industrial approach to details and steel framing raw materials for a fresh technological order.

The development of the 2nd Phase continued the expansion of the first phase of the campus environment. Within this phase, two faculty blocks were added - the Faculty of Information Technology and the Faculty of Management.

Other blocks included the sports facilities such as the indoor sports centre, an Olympic-sized swimming pool complex and a stadium, a track & field complex, a multi use main hall, a building for the facilities management department, a central food court and the signature administration centre.

Continuing with the original external room masterplan concept, the blocks in the 2nd Phase are linked throughout with a series of open plazas and walkways intertwined to create a comprehensive and connected pedestrian network.

A second entry point to the campus was added with a sprawling gateway that gives a sense of arrival. The plaza between the main hall and the administration centre serves as an important landmark within the campus setting the stage for students and academicians to partake in serious forums and debates.

SPATIAL PULL. The Multimedia University in Melaka is an expansion of the former Telekom Institute of Technology. As part of the campus expansion master plan, eight new blocks were added, with upgrades made to the existing buildings. In addition, the entire campus was redefined with the introduction of urban landscaping and outdoor rooms. The new academic zone consists of 40,000 square metres. The planning strategy was to connect this vast area using a network of internal and external corridors, bridges, ramps and footpaths.

Entry into the campus is celebrated by the formality of the University Square, flanked by an information centre with a large roof overhang and the administration block with its aluminium-louvered facade. STUDENT CORE. The layout plan has a strong circular arrangement that connects the two main entry points into the university. The inner layer, which forms the central focus, is a lake garden located in a valley. Beyond the garden and on higher ground, the university buildings line up to compliment the circular datum. Breaking up at regular intervals, they create visual and physical connections to the lake garden from roads and spaces that form the outer layer of the masterplan.

Buildings that are located along the fringes of the garden are mainly signature buildings such as the administration building, library, mosque, HEP and cafeteria. Standing alone on the opposite side of the lake, in all its grandeur is the Great Hall. The main building complex is linked by the campus boulevard, which runs parallel to the vehicular spine road. This boulevard is recognized as the main student street, and is lined with shady trees to give protection from the elements. Envisaged as a busy pedestrian street, it will be adorned by signages, notices, flags and banners, street furniture, seating benches and so forth to make an event out of the movement of students from one building to the next.

The main spine road brings the public into the campus is designed to be pedestrian-friendly and to allow easy access to the facilities. The respective faculties are located on the outer layer along this road. Each faculty is well connected by pedestrian linkages.

The student and staff accommodation are located in the northern corner of the site adjacent to the sports complex. This setup is arranged in consideration of the existing terrain and without destroying much of the natural profile of the site.

RECEPTACLE OF POSSIBILITY. This new campus for a technological university explores the requirements and needs of academia and education rather unconventionally. Before even switching on to the programme, space was examined as it related to learning; private and public volumes, introvert space, celebrational room, the spatial context of review, critique and retreat. Ideas of educational space were examined. It was important at the onset to make opportunities for flexible space for it was felt that the creation of possibility was critical to the process of education above all.

The scheme, which developed saw the core elements of student activity heightened experientially, and the more mundane spaces, paths and nodes articulated in ways that were made more conducive as environments for experience above their mere practical functions. Large urban plazas embracing a huge urban forest were designed to mediate between student resident halls and lecture theatres; places for gathering, rest, discussion, play and performance.

The master plan defines a subdivision into three satellites based on the core grouping of the academic faculties, namely the administration, the sciences and the arts satellites. In addition to academic buildings, each satellite is supported by student plazas. These components help to create differentiation through the campus, linked by the plaza and the campus park, the open area between the three satellites is that lung of green space, an open urban wild for the minds to wander or take rest; in clearer terms, it is the heart of the campus, a green receptacle of possibility and the meeting of minds.

UM among top 200 varsities

PETALING JAYA: Universiti Malaya (UM) is the only Malaysian institution that has made it to the top 200 of the QS World University Rankings 2011/12. It moved up 40 places to 167 this year compared to 207 in 2010.

Universiti Kebangsaan Malaysia (UKM), Universiti Sains Malaysia (USM), Universiti Putra Malaysia (UPM) and Universiti Teknologi Malaysia (UTM) have all slid down the rankings (see table).

UKM is ranked 279 this year compared to 263 in 2010; USM at 335 (309), UPM 358 (319) and UTM at between 401 and 450 (365).

For the first time, the International Islamic University Malaysia (IIUM) and Universiti Teknologi Mara (UiTM) were included in the rankings at 451-500 and 601+ respectively.

Higher Education Minister Datuk Seri Mohamed Khaled Nordin congratulated UM on its improvement, saying it was a reflection of the hard work put in by the university staff.

“I am also happy that two more of our institutions, IIUM and UiTM, have made it to the QS World University Rankings,” he said.

However, he said rankings were not the ministry's main objective as it was important to ensure universities contribute to the development process of the country.

QS (Quacquarelli Symonds) Ltd Intelligence Unit head Ben Sowter said QS conducts and compiles the annual World University Rankings, which is an annual league table of the top universities in the world.

The rankings are based on data gathered and measured in academic peer review, employer reputation review, international faculty ratio, international student ratio, student faculty ratio, and citations per faculty.

On UM's improvement, Sowter said it was the only Malaysian institution to have improved in its academic, employer scores and international aspects this year.

He said UKM lost ground in the employer reputation review and citations per faculty but improved in academic reputation.

“IIUM entered directly into the top 500, which is an excellent result for a new entry, while UiTM is lower down but deserves inclusion,” he said.

He said 2,919 institutions were considered for the rankings this year.

UM vice-chancellor Prof Tan Sri Dr Ghauth Jasmon said the policy to have academics and postgraduate students improved their quality of research and to have their output published in the Thomson Institute for Scientific Information indexed journals was paying off.

“This is a key policy that will continue under my administration so the promise of getting UM into the Top 100 in the QS World University Rankings will be achieved by 2015,” he said.

Cambridge University topped the QS World University Rankings this year followed by Harvard University, Massachusetts Institute of Technology, Yale University, Oxford University and Imperial College London.

The highest ranked Asian universities are University of Hong Kong at 22, University of Tokyo (25) and the National University of Singapore (28).

KUALA LUMPUR: The Royal Military College (RMC) new campus, which is now in the early stages of construction, will be completed by the end of 2013, said Defence Minister Datuk Seri Dr Ahmad Zahid Hamidi.

He said the campus, which would replace the existing campus at the Perdana Sungai Besi camp, is scheduled to be opened in January 2014.

“The new campus is expected to solve teething problems like disruption of water and electricity supplies,” he told reporters after the RMC’s Putera passing out parade involving 482 cadets here yesterday.

He said the new campus, which was located near the existing campus, would be equipped with facilities comparable to other boarding schools in efforts to make it among top boarding schools in Asean.

Six cadets won the outstanding achievement awards while two companies (cadet groups) were adjudged best companies. — Bernama
