I visited this building on the weekend to watch a movie. The shopping mall part is not fully opened yet (2 restaurants and a movie theatre opened). The hotel and exhibition hall were full operational.

Shanghai still more expensive than New York

By Lu Nengneng (Shanghai Daily)08:25, February 15, 2012

The cost of living for expats is still higher in Shanghai than it is in New York, according to the latest survey.

Shanghai rose six places to rank 42nd in a global list while New York climbed two places from 49th spot in June to 47th, according to a cost of living survey by the UK-based Economist Intelligence Unit using data from December last year.

Los Angeles and Moscow tied with Shanghai while Beijing dropped three places to 59th. Hong Kong is 22nd.

The biannual survey, which aims to explore the true cost of an expat lifestyle in 130 major cities, compares more than 400 prices across 160 products and services.

The survey covers the cost of necessities such as food, drink and clothing, and optional spending such as on private schools, domestic help and recreation.

The survey found, for example, that a kilogram of white sliced bread was US$3.58 on average in Shanghai compared with US$3.36 in 2010, and the price of a liter of regular unleaded petrol was US$1.22 compared to US$0.98. Ten years ago, bread was US$2.05 and the petrol US$0.34.

Despite price increases over the past decade, Shanghai has seen its relative cost of living fall, slipping from 16th spot 10 years ago as the US dollar, which China's currency yuan used to be pegged to, started to weaken from its 2001 high. Beijing once ranked 11th and Hong Kong third.

Following the strengthening of the Swiss franc last year, Zurich is now the most expensive city for expats, pushing Tokyo into second place. Another Swiss city, Geneva, has moved up six places to end joint third with Japan's Osaka.

Though in the midst of a sovereign debt crisis, Europe accounts for half of the top 10 most expensive cities, with Oslo fifth, Paris sixth, and Frankfurt 10th.

"Local inflation in mature markets always has far less influence on the relative cost of living than the currency movements of the countries in question," the report said.

The appreciation of the Australian dollar, whose parity with the US dollar dropped to only half the value 10 years ago, also explains the recent presence of Sydney and Melbourne among the 10 most expensive locations. They came seventh and eighth.

The three least expensive cities for expats were Karachi, Mumbai and Tehran.

If you take into account the income of the citizens, Shanghai will probably in the top10 of the list...

I don't get how Shanghai (or any other major city in China) can be "more expensive" than NYC? I booked a hostel in Shanghai (the best ranked by hostelworld.com which is probably better, more sexy, cool and comfortable than any accommodation of similar type anywhere in NYC or any other Western city). It costs... $6 a night. Same story with food. It costs virtually nothing compared to what it does in NYC (London, Paris, Berlin). Same with transport. Same with long-term rental accommodation. Same with restaurants. Same with... well anything? How on earth can Shanghai be more expensive? I mean for Chirst's sake, I'm a relatively mid-income person myself and I would not even consider going to a place which is more expensive than London. Simply because I could not afford it. Yet I'm going to Shanghai (Shenzhen, Guangzhou, Beijing or pretty much the rest of China which I will probably do for the rest of my life) very lighthandedly due to it being very cheap among other reasons. Where is all that Shanghai being "expensive" stuff coming from? It just doesn't make any sense. Shanghai is NOT expensive.

These lists of "most expensive cities" are very misleading, because they are from the expat lifestyle point of view. so NYC seems cheaper because the lifestyle used as a standard in this study comes cheaper there, whereas in Shanghai and some other high ranking places it comes with additional costs.

For example, groceries that they choose compare are cheap in the states, but probably in Shanghai they have to buy imports to get similar groceries, thus making Shanghai seem more expensive that it is. Even in that article they mention the price of white bread as an indicator, it's not typically bought by locals. (actually when I'm in China the one food I miss mostly is decent, non-sugary bread lol)

Right I thought there must be a 'trick' somewhere. Perhaps they should also compare prices of Ferraris and Lamborghinis which cost at least twice as much in China.

Exactly, essentially they are measuring the costs of maintaining a Western lifestyle. For instance, gym memberships are more expensive in Shanghai as are the typical nutritional supplements you get at GNC. Cereal is more expensive too, western style breads, pasta, steak, etc. are all more expensive in Shanghai. Hell, even ethnic foods like Indian Mexican and Caribbean foods are more expensive (El Mexicano being the exception as they mostly cater to international fudan students) than in NYC.

If you were to compare living costs for locals, then NYC would clearly be more expensive. But oftentimes it can be difficult for foreigners to live exactly the way locals do. As a tourist, seeing the "real China" in second and third tier cities can be a refreshing and fun experience, but for expats on long-term work assignments, being located in Shanghai or Beijing (with easy access to expatriate amenities) is a must.

I do believe the author of this article needs a bucket of cold water to wake up. Perhaps a bit embarassed, but nontheless.

For one, the Swiss franc rose due to the euro crisis, so why make it sound as if it would turn zurich and geneva any cheaper? Now, what he could have mentionned is that the swizz did some quantitative easing, in turn lowering the cost of the franc. Question just remains on when the study was being done.
Secondly, neigther Norway nor Switzerland is part of the eurozone OR the EU. So the only crisis we have is that we have poorer neighbours. In fact, in Norway's case, that only means easier access to labor in a red hot workers market.

When you have losers, you also have winners...

Edit: It is a eurozone crisis. Not a pan-european crisis. You also have some EU members not part of the eurozone who are doing very well nowadays. Like Sweden, Poland and Estonia. Actually, there is kind of a shift financially from the mediterranean towards the baltic sea, where you also have Russia and St.Petersburgh's economy booming. That kinda sums it up.

That Shanghai cost of living stuff is crap. I am saving so much more money than I would if in lived in Tampa. Tampa is not some world class city. Maybe If I had a 3000 sqft house with a yard and sent my kids to an American school, and had a car, driver, maid, yoga class for the wife, and only ate at fancy Laowai restaurants, bought luxury goods and shopped for imported food at City store. Maybe it would cost more money.

But I have a well paying job, (similar to what I would make in the USA) I live in the city center in a decent 68sqm apt. My rent is 600 USD, in the summer when I am not running the heat all day my electricity bill is 6USD. I usually eat at decent Chinese restaurants and the occasional Laowai restaurant (usu a bar) and sometimes I cook. When I had a boyfriend, he used to cook all the time. I'm a bit lazier. The big difderence is that I don't have a car, so no car payments, gas, insurance, etc. That's a huge saver! Also I am the only Laowai in SH who doesn't have a maid. Incl rent, I spend about 7,000yuan a month. That's unless I make a huge purchase, or take a trip to America.

BTW I always feel Shanghai is more beautiful at night than it is on daytime.

Don't you think that can be said about every city with lots of skyscrapers though? And especially asian cities with large amounts of neon lights. Like hong kong, seoul and not at least tokyo...

Looking at some daytime pictures of shanghai, the smog that covers the city during the day seems to add an extra color effect at night from all the lights. Kinda like in a disco... after all, there is a disco ball at the center of shanghai, so perhaps the officials thought of that once, perhaps to reduce the public outcry of the sickening smog :p

Personally I'm hoping for more subway construction, and electric vehicles. That would be more beautiful than some fancy night colors :)

Pardon me for reading too much between the lines here, hehe

Actually I prefer the daytime Shanghai, there's just more to see.

Of course the night view of Lujiazui / Bund is nice, but especially driving on yan'an elevated highway the view is much more interesting in clear daylight. I think a lot of the residential buildings are nice looking too and they might not have any special neon lights to make them stand out during the night, and even the older residential buildings add a lot of character to the city scenery.

Interesting, but I think driving eastwards (towards the Bund from say Changning) at night time is so much better- all the flashing lights and monstrous skyscrapers either side of the road with SWFC, Jin Mao and Pearl Tower getting increasingly close

It's the poorest slum areas that are the hardest to develop, because the people there have nothing to lose and would fight tooth and nail for every little thing. It's mainly old people who are left as well, and they have a knack of making the government look bad.

kix111

Couldnt the government make new laws against unreasonable refusal of offerings, for public policy reasons and in order to promote the development of the city?

This wouldnt seem that outrageous...?

NCT
April 9th, 2012, 12:19 AM
Whatever laws you make they need to be practicable and enforceable. In China you can get away with being heavy handed with certain things but there is still a limit. Anything in Shanghai would certainly attract a lot of attention and the government would rather not have certain sorts of publicity.

kix111
April 9th, 2012, 02:27 AM
Again, i dont think such law would be outrageous and is in fact quite reasonable for a developing country. The general rule is that if the interest of the public is greater, the smaller sacrifice would be justifiable. In the end, it is only against unreasonable refusals, so it is not like the stereotpyical 1950s image that the CCP is going 'nationalise' your land or anything.

In the past, Western courts have upheld many laws made by the parliament that deprived citizens of their fundamental human rights, which were way worse than this :0

NCT
April 9th, 2012, 11:46 AM
You are right in principle of course, but in practice it's less to do with what's right or wrong than whether it'll give you unwanted publicity. There have been numerous accounts of people going up rooftops holding a bottle of orange juice (to look like poison) and wearing wellies (to prevent themselves from slipping). One might be tempted to say if those people fall and die good riddance, but there are good reasons even the CCP don't want that happening.

Shanghai Ranked as Most Open City of China: NDRC

2012-04-01 20:57:51 Xinhua Web Editor: Yihang

China's eastern economic hub of Shanghai is the most open city in the country for its deep involvement in developing an export-oriented economy, according to a report released by the National Development and Reform Commission (NDRC), China's top economic planner.

Beijing and the southern coastal province of Guangdong ranked second and third, respectively, in terms of their degree of openness, which was measured using three primary indices for economic, technological and social development, the report said.

The report marked the first time for China to release an openness index for its 31 administrative areas on the Chinese mainland.

The move will help identify regional economic differences and serve as a reference for the country's policy choices, said Wei Jianguo, secretary-general of the China Center for International Economic Exchange and former deputy minister of commerce.

The southwest province of Guizhou ranked the lowest after northwest China's Qinghai Province and the Tibet autonomous region, the report said.

Cao Wenlian, deputy director of the NDRC's Fiscal and Financial Department, said the ranking will help the country's less-open regions to recognize their developmental advantages and encourage them to make more efforts to match their openness ratings with their own economic development levels.

Ah now I can see this picture - it wasn't visible the last few days.

This is no earlier than 1997 - the 921 bus in the foreground was introduced in that year, and judging by that it and the blue bus on the 37 are quite new, I think it's not much later than that.

Wow really? I can see Century Park and the Pudong Exposition site =/ Im sure my place is included in the picture, just cant really identify it.

The picture shows pretty much the whole inner ring of Shanghai, to me Shanghai = the inner ring only, outside the inner ring is a HUGE difference, too poor standard to be called Shanghai :D

What about areas inside the middle ring road in Puxi such as Hongqiao and Putuo?

What is considered the inner city or the "city" in Shanghai? I guess the inner ring road isn't accurate because there are more dense areas just outside inner ring in Puxi than in inside the inner ring in Pudong. Where does the "suburbs" start in Pudong? I guess century park is the most eastern you can go isn't it?

I would say Nanjing road (from east to west) is the artery of Shanghai.

The division of inner ring is more obvious in Pudong, i would say the Century Park area is pushing towards the boundary of Shanghai city centre.

It is a lot of money for the vast majority of the total population, but remember that even if a comparatively small portion of the population is wealthy, they are going to be large in numbers due to China's size. China is second in the world only to the US in the amount of billionaires and millionaires, and the largest market for luxury goods. These people also tend to live in the largest cities such as Beijing and Shanghai. Every 175th person in Shanghai is worth over RMB 10 million, and far more are worth over 1 million. The numbers are even higher in Beijing.

Another reason for the high real estate prices in China (compared to Sweden for example) is the comparatively deregulated market. A large number of the properties are investments that are being rented out at (inflated) market prices. The average price within Shanghai's middle ring road is well over 50,000 RMB/sqm and well over 60,000 RMB/sqm within the inner ring (where millions and millions of people live). Now, imagine the amount of old and crappy substandard apartment blocks and units that drive down the average, and you can imagine how expensive the nicer apartments in Shanghai are.

Southern part (http://maps.google.com.au/maps?q=31.221137,121.502116&num=1&t=h&z=18) of the Bund. Shanghai not only has one of the largest collections (probably the largest) of Art Deco in the world, but one of the most amazing and most diverse as well. And it is spread out across the entire urban area.

A 75 sqm appartment would then cost around 4 500 000 RMB.
How can people afford it? Are everybody living in inside the inner ring are rich? Because many people still live crowded in the shikumens and they don't seem so rich.

As I said the market is way more deregulated than for example in Sweden (which I assume you are comparing to). Sweden is one of very few countries where the property prices are a fairly accurate measure of people's purchasing power since if you own property you have to live in it as well (since it would be unprofitable to rent out as rents are artificially capped by law). This is also why it is nearly impossible to find a rental apartment in Sweden.

In China (and frankly most other countries in the world) the property prices generally make up a far larger portion of people's incomes, and many properties are merely investments that are rented out to pay off the investment. I would say that the vast majority of the population in Shanghai rent their units (still at high rents compared to their incomes though, but Chinese generally live more people per unit than in Europe), so the initial purchase prices of the apartments themselves are quite irrelevant when talking about Chinese people's purchasing power, since they may all be owned by a small, wealthy portion of the population.

Another reason for the high average is of course the astronomical prices of a small part of the housing stock that drives up the average. Walking past real estate offices in certain areas Shanghai it is not uncommon to see units advertised at RMB 100-150 million.
