Zubair Corp unveils seafront resort project

Muscat: The Zubair Corporation yesterday received a 40 million riyal (Dh380 million) loan intended for the 680-room Barr Al Jissah Resort project, officials said.

"We are expecting an over 50 per cent occupancy rate. We hope to break even in the second year of operations at the resort," said Ziyad Al Zubair of Barr Al Jissah Resort Company.

He spoke following the project finance agreement signing ceremony, held at the resort site yesterday.

The 70 million riyal (Dh665 million) seafront resort is expected to receive its first guests by the end of this year.

Rashad Al Zubair, vice-chairman and group president of the Zubair Corporation, thanked the lending banks Gulf International Bank, BankMuscat, HSBC, Arab Bank and Bank of Dhofar for approving the loan for the resort project.

Maqbool Ali Sultan, Oman's Minister of Commerce and Industry, presided over the signing ceremony. Sultan lauded Zubair Group's effort to give Oman a resort that meets international standards.

"The assistance we have provided to this project, with its impressive magnitude and size, represents clear evidence of the government's commitment to the tourism sector. We are dedicated to making tourism a vibrant and vital sector of the economy," Sultan said.

The Omani minister pointed out the Bar Al Jissah Resort was planned and being built to meet the highest international standards.

The Bar Al Jissah resort will set a fine example, one to be emulated by other domestic tourist destinations, Sultan said.

Hong Kong-based Shangri La Hotels and Resorts Group will operate the Bar Al Jissah Resort. It is being built on a 450,000 square metre beachfront site. A spa, health club, swimming pools, and leisure facilities will be housed nearby.

Out of the 70 million riyals (Dh665 million) needed for the project, the Zubair Group has provided 15 million riyals (Dh142.5 million).

The Government of Oman's share is 10 million riyals (Dh95 million). The Government has also extended a soft loan of five million riyals (Dh47.5 million).

OMAN PLANNING NEW $500 MILLION PORT

MUSCAT: Oman plans to create a commercial port at a cost of more than $500 million . "The plan is under way," Transport Minister Mohammed bin Abdullah Al Harthi said yesterday.

Royal Haskoning of the Netherlands, together with Lebanon's Khatib and Alami, is designing the port and shipyard in Duqm, central Oman, which will be able to handle ultra-large crude carriers.

It said that the initial estimated cost of $260m had increased to "at least $500m" as the development scope widened.

Firm to develop Oman project

MANAMA: Bahraini company Raymon has been selected as the main strategic developer for the Blue City construction project in Oman, it was revealed. The project, which will be launched next month, will cover 35 square kilometres and cost up to $15 billion, Raymon chairman Ahmed Abou Baker Janahi told our sister paper Akhbar Al Khaleej.

Nestled against a backdrop of majestic mountains and the blue sea, Oman’s largest resort complex with three new hotels is set to open by the year-end, offering the holiday maker a unique destination in the region. Gulf Construction was on site to get a first-hand report on the work under way at the charming location.


ADRIVE up the steep mountains10 km south of Muscat is a remarkable experience in itself but as one descends to the shore, the eye espies a project of breathtaking proportions unfolding along the shore of the Gulf of Oman.

The resort, known as Shangri La Barr Al Jissah Resort, is now structurally complete and sits nestled against a backdrop of spectacular mountains on three sides with the azure blue sea in front. The site was a hive of activity with some 2,600 workers on site – at the peak of construction – when Gulf Construction visited it last month.
A tour of the development – which cost RO56 million ($145 million) to build – indicates that the project continues to evolve with new innovative features being incorporated through the ideas of a band of dedicated workers who are determined to make the resort a truly unique one in the region.
Chris Harris – country manager of Turner Construction International, the project manager for the development – is highly enthused by the project that has brought with it enormous challenges, which the company and the professional team behind it have surmounted and tackled efficiently.
The project is owned by the Zubair Corporation (60 per cent) and the Omani government (40 per cent).
“From the very outset the owner has set out selecting the best team to carry out its project, right from a very good concept planner to a reputable operator,” says Harris. “The client has refused to cut corners, has been keenly environmentally aware and knows clearly what it wants.”
The resort will bring on the market a total of 680 luxury rooms and suites in three separate hotels when it opens in a phased manner by the end of this year. Each of these hotels is said to be larger than any existing facility in the Sultanate. Set upon 500,000 sq m of beautiful beachfront, the complex also includes a modern spa and health club, meeting and banquet facilities, an Omani heritage village, swimming pools, a lazy river ride and nine restaurants and 10 other food and beverage outlets.
The general concept in designing the three five-star hotels – the Al Husn, Al Bandar and Al Waha, (previously known as Castle Hotel, Town Hotel and Village Hotel, respectively) – was to create a warm resort ambiance, hence all the buildings are low-lying varying from four to five storeys high. The lobbies of all the hotels open on to large windows overlooking the sea or the swimming pools to ensure that the ‘wow’ feeling guests experience while descending to the hotel is maintained as they enter each hotel.
Of the 500,000 sq m area allocated for the project, only 230,000 sq m is to be developed, as the balance area will be retained as a mountainous jebel. The developed area is split into the following categories:
• Building area – 70,000 sq m.
• Roads/car parks – 50,000 sq m;
• Hard landscape/footpaths – 20,000 sq m;
• Soft landscape/beach – 40,000 sq m;
• Utility areas – 20,000 sq m.
Given its rather remote setting, the resort will be almost entirely self-sufficient with its own 33 kV sub-station, reverse-osmosis fresh water plant, sewage treatment plant, industrial laundry, chiller plant, standby power generation system, and waste management facilities.

Al Husn
Perched on an elevated plateau above the rest of the resort, the five-star deluxe Al Husn enjoys commanding views of the ocean and surrounding landscape and is designed to set the standard for luxury hotels within Oman.
Accessed via an exquisite tree-line driveway and footpaths into an imposing porte cochere (entrance archway) area, the boutique hotel will offer a combination of 180 deluxe rooms and suites, world-class dining facilities, exclusive swimming pools including a 600 sq m infinity edge pool, elite fitness facilities, and a private beach.
Al Husn is linked to the Al Bandar by an elevator, which descends eight floors below to the centrally-placed hotel.
Another aspect of the Al Husn is a large courtyard with water features, echoing Oman’s Al Hamra style of architecture.

Al Bandar
The 198-room Al Bandar - which accommodates all the kitchen facilities - is expected to be the first of the hotels to open within the resort. Situated along the main beach area, the five-star Al Bandar is expected to be the focal point of resort activity with its paved piazza area surrounded by numerous restaurants and retail facilities. The area is aimed to create a suq environment and provide an ideal night-time venue.
The hotel has been designed so as to create the image of a series of small buildings resembling a seaside town built in traditional Omani architecture. Hence, it has varying facades and colours with touches of mashrabiya for the balustrades and fenestrations, to create the impression of a number of buildings that have come up over time as opposed to one big structure.
Set in lush landscaping, the premium hotel includes a 1,500 sq m ballroom (700-seat) and pre-function area, nine meeting rooms, a poolside amphitheatre and external dining facilities, and 2,600 sq m of swimming pools.

Al Waha
At the eastern edge of the resort, separated from Al Bandar and Al Husn hotels by a steep and narrow jebel and accessed from the main entrance via a tunnel, the five-star Waha enjoys a secluded setting for families and youngcouples. Also set in a lush landscape, the 302-room family hotel has its own restaurants including a beachfront seafood restaurant, children’s play areas, swimming pools including the ‘Lazy River’ water ride.

Spa
The development also includes a 3,000 sq m world-class spa and health club set in a number of gardens. It comprises a reception building and a spa building, which will feature saunas, steam rooms, plunge pools, fitness equipment and private treatment facilities, including 18 treatment rooms. This area will also include eight spa villas.

Omani Heritage Experience
The Omani heritage village is the main cultural area of the resort. It features a multi-purpose arena for equestrian and outdoor events with stadium-type seating on the embankment. Fenced off within this village is a typical Omani village, which houses some archaeological artifacts dug up from the site.

Central utilities compound
A central utilities compound has been built to house all central plant and utilities that support the hotel, including a chiller and reverse osmosis building, boiler room, fire protection pump room, emergency standby generators, central laundry, 33 kV substation, sewage treatment plant and waste collection and management centre. This area includes the Engineering Locker Building (ELB) – the first structure to be built on site to accommodate all the site offices.

Construction challenges
Work on the project started in July 2002 and faced its first major hurdle – the non-existence of a road to the site that is surrounded on three sides by mountains. Hence, Carillion-Alawi was awarded both the Muscat Municipality’s road construction contract as well as the enabling works package at the Barr Al Jissah. Both operations were supported by a major marine mobilisation effort and involved excavation and site infrastructure works. Carillion-Alawi later went on to be awarded the overall general contract for the project.
It was Carillion’s previous experience and willingness to take on the challenge presented by the marine transport that secured it the first package on the project, according to Harris.
“For the first 10 months of the project we didn’t have a road to the site. Marine mobilisation was a major challenge and initially we used a barge that travelled between Qantub, a fishing village, to the site located a couple of kilometers away,” says Alan Field, senior quantity surveyor with Hanscomb, the cost consultant and quantity surveyor on the project.
“Everything from potable water to pipework and people had to be transported by the barge on a daily basis,” Field reminisces.
Another major challenge was the construction of the road to the site.
“What speeded up the process was that Carillion was awarded the contract for the construction of the road by Muscat Municipality and as the firm also had the infrastructure works on the contract, they could tackle it from both ends,” explains Harris.
Carillion had to blast through the mountains to link the site to the highway to the interiors of Oman – a distance of 4.5 km.
The construction of the Engineering Locker Building was accelerated to accommodate the site offices, thus saving on the cost of erecting substantial temporary buildings, he adds.
Carillion Alawi set up a batching plant on the site, which was operated by Al Turki. “We looked at trucking material to the site but we found that operating a plant on the site proved to be most cost effective and provided a better control on the quality and quantity, and also eased the logistics as otherwise concrete would have to be trucked in from Ghala, which is quite a distance away,” says Harris. Some 70,000 cu m of concrete will go into the construction of the project.
All the buildings have been constructed using conventional techniques without requiring high-tech gear, apart from few tower cranes on rails. The external facades essentially comprise plastering and rendering.
With the launch of works on the project, another hurdle was finding the right contractors to take on the various packages involved in the project, he adds.
“The sheer size and complexity of the project meant that few contractors had the required experience to carry out the project,” he explains. “Given the size of the Omani construction market, international contractors could not be tempted to take on the project when there was a far more lucrative market in neighbouring Dubai. Hence we were limited with the number of contractors who were tendering – especially with the M&E (mechanical and electrical works) where there are few who can take on the job given the scope and size of each package. For example, each of the M&E packages is equivalent to the typical annual volume of work that any of the four M&E contractors on the project performs in Oman,” says Harris.
Aster Airmech won the M&E package for the Al Husn, L&T Oman secured two packages – one for the Al Bandar and the second for the central utilities compound - while International Electrical Company (IECO) won the M&E package for the Al Waha.
Finishing packages are being undertaken by a joint venture of Carillion-Alawi and Zubair Furnishing.
Contractors who took on the challenge of the job were soon faced with the escalating prices of construction material.
“Steel prices increased from RO90 to RO200 per tonne and cement has gone up by 30 per cent during the span of the project,” says Field. “Besides, the escalating costs of these basic building materials, costs were further hit by the fall of the dollar which increased the cost of equipment and components such as kitchen and light equipment that was procured from Europe.”
Another major problem was that the site – located a significant distance from the national grid – is not connected to the power supply. The government had indicated that the site would be connected to the national power supply by 2003, however when this failed to materialise, a power line was installed from the Al Bustan Palace, according to Harris.
“We have had to arrange temporary power from the Al Bustan to meet our project requirements. It has meant installing a line over a distance extending up to 10 km. That was never anticipated,” says Harris. “The 12-month contract for the link-up was awarded by the government last November,” he adds.
On site, work is ongoing on the spa, swimming pools and decks while external finishing works are in progress on the buildings.
“Given all the challenges, the project has gone on remarkably well, thanks to the large number of good and reputable companies involved,” says Harris. “We’ve had a good team on the job, and the owner has provided excellent leadership.”
Citing an example of how the project continues to evolve, Harris points out to an overhanging cliff that was trimmed off to create a safe working area for the project. The team behind the construction then put in a causeway and created a flat reclaimed area that will be grassed and available as a small private outdoor area with a sheltered beach area.
Harris was full of praise for Carillion-Alawi’s work on the project, and particularly its keen attention to “environment health and safety issues, which are very important to Turner, and this was a big plus to us,” he says.
“There are not many contractors who could have carried this project on programme,” Field adds.
Shangri-La Hotels and Resorts, the operator of the project, has insisted on the very best for the project. However, it has also adopted a pragmatic approach by avoiding unnecessary costs. Citing an instance, Harris says: “Rather than insisting on a highly sophisticated BMS system, the operator recommended a very practical solution.”

Environment
Environmental issues were given high priority for the client, which commissioned WS Atkins International to conduct an environmental impact analysis. The client’s concern for the environment is demonstrated by the attention given to the Hawksbill turtles that nested at the site, the coral reefs and the archaeological importance of the area.
“To date we haven’t lost any turtle nests although some of the habitat may have been lost because of some of the work on the beach such as putting in revetments to prevent erosion,” says Harris. “The operator wants to maintain the turtle nesting as a feature of the hotel and is engaging a turtle ranger.”
Prior to the launch of construction works, a survey identified the coral reefs in the area. The owner imported technology from the US to transplant corals on to 40 to 50 reef balls that have been placed in different areas, which in fact has created more habitat and a better environment for the coral to grow, he says.
Turning to the archaeological finds, he says the client enlisted the help of world-renowned archaeologist Dr Geoffrey King to conduct rescue archaeology and the archaeological relics have now been preserved and form the heart of a mock Omani village in a large arena known as the Oman Heritage Experience.

External works
The soft landscaped external works have been designed to reflect the mood of the respective hotels and will comprise generally of trees, palms, shrubs and grass. The hard landscaping will again reflect the respective hotels and utilise various types of hard finishes such as concrete paving, clay paving, coloured concrete, natural stone sets and marble. The pool in the Al Waha is linked to that of the Al Bandar with a two-direction ‘Lazy River’ feature including tunnels.
The resort will maintain an on-site plant nursery as a guest attraction as well as an operational centre. The area that is earmarked to have a jebel/desert landscape will maintain the ambiance of a mountain and the flora will be selected accordingly.

Future construction
Sometime this year the government plans to begin construction of a convention centre on the site. The excavated material from this project will be used to create a breakwater and marina in an area on the western edge of the property.
This phase will enhance the appeal of the Barr Al Jissah resort which promises to be a unique place, attracting a business clientele besides being a quiet holiday destination.
Given the spectacular mountain backdrop and scenic beach, the facility will probably be the only one of its kind the entire Gulf region for some time to come.

The client’s brief was clear and concise: Barr Al Jissah Resort Company wanted to design and build a resort to international standards – an aspiration that is now being delivered to its satisfaction, says Roger Nickells, resident engineer, Atkins.

The project has been fraught with inherent technical challenges – many of which relate to the location of the project along the sea front and away from the infrastructure facilities that Muscat has to offer, he says.
These challenges range from the non-existence of a road to the site when project was launched, to designing the buildings around traditional concepts with services that would support is the remote location and the tranquillity of its setting.
As executive architect and engineer on the project, Atkins was responsible for the structural and M&E designs as well as the construction documentation. It is also the consultant for the spa. Early on in the project, the firm’s services were enlisted to conduct an environmental impact analysis for the site.
Taking each element in turn, Nickells says: “Getting access to the site was very difficult as there was no road to it when the project started. A 4.4 km long road was then commissioned by the Muscat Municipality, designed by Atkins and constructed by Carillion Alawi.
“This road began at sea level, rose to a maximum height of 65 m and then back down, requiring a combination of rock cutting and construction of embankments. More than 650,000 cu m of rock were removed in less than six months, with rock cut to a height of more than 50 m.

Architecture
The design of the project is based around traditional aspects of local architecture and Atkins had to ensure that the architectural solution it delivered contained the correct level of detail.
“Here Mohammed Al Zubair, chairman of Barr Al Jissah Resort Company, was instrumental in guiding the team towards the correct approach in the context of each aspect of the design,” Nickells points out.
Meticulous attention was paid to the use of GRC screens and timber elements, to create three buildings with different architectural styles but with a single distinctive theme.

Landscaping
The design brief aims to provide a landscaped environment that is in keeping with the surroundings.
“Whilst this sounds simple in concept, the actual delivery of this design has been complex, as it had to strike an optimal balance between meeting the needs of a modern resort facility and blending it well with the local heritage of the Sultanate. In the solution, the design has found a balanced median.

Building services
Given the resort’s remote location, scale and complexity, a range of building services was designed to ensure the operational efficiency of the resort and the comfort of guests.
The most challenging aspect of the services design, according to Nickells, is the water and wastewater cycle.
As the resort is not connected to the mains supply of the Sultanate, the project has its own reverse osmosis water generating facility, which converts seawater into fresh, potable water.
“Sea water is extracted at the beach head through a series of deep wells, then treated in the services compound before being distributed through the resort,” he explains. “Wastewater is collected and treated in an on-site plant. The by-products of the wastewater treatment cycle are used for the chiller cooling towers and for irrigation of the resort.
“This may sound simple but the whole cycle is interlinked and in fact is affected by the occupancy levels in the complex. For example, the highest requirements for irrigation and cooling traditionally occur when the occupancy is at its lowest (mid-summer). Low occupancy means less wastewater to convert to TSE for the cooling plant and the irrigation,” Nickells points out.
To maintain the tranquillity of the resort, noise was one of the many aspects tackled while designing the air-conditioning network.
“The remote location of the site and the need to maintain tranquillity at the beachfront led to a design which uses a central plant facility at the back of the site,” says Nickells. “This facility houses four water-cooled chillers linked to cooling towers which utilise TSE (treated sewage effluent). This chiller plant then distributes all of the chilled water around the complex through a series of large pumps.”
Turning to electrical supply, he says that due to the size of the site and the load requirements, the most efficient way to distribute power is by using 11 kV distribution. “Therefore, we have established a site ring main system which supplies the various elements. The total connected load for the development is around 18 MW,” he says. “Due to the fact that the resort has one connection to the main power supply, it is necessary to provide stand-by generation with generators large enough to support all of the electrical installations except the cooling. This is also linked into the 11 kV distribution system. The standby power facility is around 3 MW.”

Co-ordination
A team comprising various practices from all parts of the globe have enriched the project through the innovative design of the various elements of the resort. However, the co-ordination of the design effort has been a complex task due to the differing stages of the design and the construction and due to the ever-evolving needs of the various stakeholders in the project, says Nickells.
“In order to make this easier, we have used a collaborative web-based information tool called iPronet which allows all of the design information for the project to be stored and used in one location,” he says.

Construction
While the technical construction supervision for the works is being carried out by the related designers, Atkins is playing a key role by working with all of the teams on site to instigate a common approach to the building and inspection process.
Given the scale and prestige of the project, safety is a key issue and all of the supervision teams, contractors and sub-contractors are participating in monthly initiatives to improve the safety culture, he concludes.

Landscape Designs holds the credit for designing all the external architectural works for all the three hotels and associated facilities at the prestigious Barr Al Jissah Resort and Spa, says Sha Sudha, executive director of the Oman-based Landscape Designs.

This included a variety of swimming pool and spas, a lazy river, water features, pavements, roads and car parks, various shade structures, minor structures in the facility such as beach bars and kiosks, other minor architectural features and soft and hard landscaping.
Building on the concept design created by Wimberley Alison Tong and Goo, Landscape Designs created different themes for the project using indigenous materials as far as possible. It was a thrilling challenge, which Landscape Designs decided to take when the design job was awarded to the firm in September 2002, says Sudha.
“It took almost 10 months for us to complete the detailed design of the three hotels and facilities and another three months to detail the later on added spa, which can be said to an independent property of its own by the size of it,” he adds.
Landscape Designs employed a total number of 25 dedicated staff during the design stage, all under the direction of principal architect Dr Pieter Germeraad and general manager, Nick Lavender.

Al Husn
One of the focal features of the exterior landscaping at the Al Husn hotel is the central courtyard accessed from the hotel’s main entrance as well as via an archway from the swimming pool deck - echoing the rich heritage of Al Hambra. At the centre of the courtyard are two rectangular pools with a number of arching fountains lines with palm trees while along the perimeter are reflecting pools which are interconnected and all surrounded by rich pavements, explains Sudha. The visitors drive into the big port cochere of the hotel lined with palm trees on either side and floors paved with granite sets.
The main highlight of the hotel is a swimming pool deck, which is of various levels and the “infinity edge” swimming pool overlooking the sea from the mountain cliff where Al Husn is situated. The main pool falls into a lower pool - which is almost 3 m below - and behind the water curtain is a lion’s cave, which offers guests to retreat from the busy upper pool deck, he explains. The entire pool deck is set amidst palm trees and shade structures.
Another unique feature of the Al Husn is that it has its own private beach, which will have beach bar and restaurant facilities, heads.

Al Bandar
A majestic fountain adorns the porte cochere of the Al Bandar hotel, which is accessed through a bridge from the entrance road ‘Town Square’. This piazza area, which is lined with palm trees, is set to become a major attraction at the hotel with the adjacent food and beverage outlets and suq – the retail area, Sudha says.
Centrally-placed in the town square is a “dancing” fountain with an interesting design which enhances the vibrancy of the area. A series of swimming pools – including a formal pool which cascades into the main town pool with a few spas located around it – also add to the atmosphere of this area. Centrally placed on the beach front of the pools is a bar which leans on to the water stream. Islands are created in the pool which are accessed by pedestrian bridges. Childrens pools, submerged sun loungers, water streams, various nicely paved terraces, a roll-over beach and an amphitheatre are some of the other attractions in the Al Bandar hotel.
An amphitheatre facing the guest rooms will be used to stage small outdoor functions. Linking the Al Bandar with the Al Waha is a 500m long bi-directional lazy river, which is the most exciting external feature of the resort. Random sun lounging pockets and a tunnel through the seafood restaurant will be some of the interesting factors for the lazy river rides.

Al Waha
Al Waha is accessed from the Al Bandar side through a tunnel that is almost 100 m long - the longest in the Sultanate, says Sudha. Set amidst the surrounding mountain that envelope the porte cochere and both the wings of the hotel, Al Waha is a family-oriented hotel, providing various external features. Al Waha has a number of pools including two main pools, which are visually separated with a pedestrian bridge, a children’s pool and a toddlers play pool, all situated around the pool bar. The pool deck overlooks a lower terraced area and a reclaimed sheltered beach, which extends as a protective arm towards the eastern side of the resort.

Spa
The spa facilities are set in an extensively landscaped garden and include the reception building, gymnasium and dance studio, independent villas and treatment rooms. All the facilities are interconnected with wavy footpaths and water streams at various levels. The main external features include a water garden, a desert garden, an oriental garden, an orchid garden, water cascades and a series of hydrotherapy pools, all set amidst matured palm trees and lush green vegetation.

Omani Heritage Village
The Barr Al Jissah Resort and Spa will offer more than purely comfort and recreation facilities, says Sudha. A traditional “Omani heritage village” offering guests and other visitors a rich taste of the local experience is created at the resort which also includes an amphitheatre with 1,000 seats and a huge performing area. Within this area is the archaeological site which is basically created to preserve all the archeological relics dug up from within site, some of which are more than 5,000 years old. The heritage village will include suqs, Omani tents, stables, falajs, date palm groves, indigenous local vegetation - in fact a number of features that intrinsically make up a traditionally “Omani Village”.

The work on external package is currently under way and to provide instant landscape maturity for the resort opening, some 400 of the 1,500 palm trees have already been planted. Another notable aspect of the project is an integrated computerised central control system for the irrigation system with weather stations and other high technological features, which will be the first of its kind in the Sultanate.
Landscape Designs also hold the credit for the design involvement in other hotel projects, also in Oman, including the Al Sawadi Resort, Gulf Hotel extension and The Chedi.

Larsen and Toubro Oman (LTO) is working overtime to achieve the timely completion of yet another challenging project in Oman – the multimillion-dollar Barr Al Jissah resort.

A joint venture between the $2.2 billion Indian engineering and construction conglomerate Larsen and Toubro and the Oman-based Zubair Corporation, LTO clinched two of the four M&E (mechanical and electrical) services packages, the first for the Al Bandar hotel and the other for the common central utilities compound of all the three hotels. It was also responsible for the construction of a tunnel from Al Waha Hotel to the main entrance area under a subcontract from the main contractor Carillion Alawi.
Citing some of the challenges on the project, L N Mitra of LTO says: “Among the major challenges on the project were the high specifications set for the project, which we have been able to meet successfully and the time-frame given for the M&E works.”
The company has also recently bagged a prestigious project for construction of Villa No l at Bait Al Barkha for the ruler of Oman.

Dubai Holding Group company, Dubai International Properties, said it had signed an agreement with the Government of Oman to develop an integrated $822 million luxury lifestyle resort in the Sultanate.

The deal was signed at Yiti in Oman by Dubai Holding chief executive officer Mohammed Al Gergawi on behalf of Dubai International Properties.

Omani Tourism Minister Dr Rajha bint Abdul Ameer bin Ali, signed on behalf of the Government of Oman.

Al Gergawi said construction is to start by the last quarter of this year.

The full 2.6 million square metres resort will be completed in stages by 2007.

'Our luxury project will be the first that offers property for sale to non-GCC nationals since the new Omani law came into effect,' said the CEO.

Dubai International Properties chief executive officer Farhan Faraidooni said 'what we promise to develop at Yiti is a high luxury resort for both visitors and homeowners'.

This agreement is in line with the directives of General Shaikh Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Minister of Defence, issued during his recent visit to Oman to encourage co-operation between UAE and Oman.

The first-of-its-type Omani resort project comes close on the heels of a recent announcement by Dubai International Properties that it is building a commercial, residential and retail high-rise complex in the Qatari capital of Doha at a cost of Dh1 billion. The Qatari project is to be called Dubai Towers - Doha.

'The vision of General Shaikh Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai and UAE Minister of Defence is focussed upon not only building the prosperity and future of the UAE, but also extending the fruits of what we have learned here across our borders,' said Mohammed Al Gergawi.

'We have many goals to accomplish and we need to continue and build upon the momentum that we have gained.

'I congratulate Dubai International Properties that in the short time since it was founded, it has announced two major projects worth a combined total of more than Dh4 billion within weeks of each other.

'Not only has Dubai International Properties conceived of the projects, it has managed to get permissions, tie-up all the financing and complete all formalities,' Al Gergawi said.

'I am sure that we shall see several other projects in various parts of the world from Dubai International Properties, in the coming few months and years,' said the Dubai Holding CEO.

The Dubai Holding CEO pointed out that Oman had recently allowed non-GCC nationals the right to own property in Oman.

'We will create an integrated lifestyle resort - a first for Oman - with multiple luxurious components to suit the varied tastes and styles of visitors and residents,' said Al Gergawi.

Announcing details of the project, Farhan Faraidooni said the project is located in a :beautifully scenic site between a set of mountains and the pristine beaches of the Arabian Sea'.

He said: 'You can have breakfast by the sea and lunch up in the mountains.

'You can play golf with the sea reaching to the horizon in front of you even as the mountains rise majestically up to the skies behind you.

'The breezes from off the ocean create a pleasant moderate and enjoyable climate. The resort will be away, and yet near, to the city,' he added.

He said the luxury resort will be developed with manmade canals coming in from the sea and reaching all the way to the mountains so that an awe-inspiring waterfront development could be created.

The multi-faceted resort will have several major segments and will be a city within itself, offering unrivalled luxury designed to provide a varied range of entertainment, leisure and tourism options.

These include a set of three luxury hotels, one on the beach for water sports enthusiasts, one in the mountains that will offer the majestic beauty of the Omani mountains as well as all activities associated with them.

Keeping to the theme of offering a resort lifestyle, the development will house a world-class health and wellness centre with a spa and other facilities to cater to the well being of its guests.

Villas will be built and offered on sale alongside the sandy beaches, in the mountains and around an 18-hole Championship Golf Course and Club.

Oman and the US have finished most of their work on a free trade agreement and could have a final deal by the end of May, a top Omani official said.

'There are (a) very few points which need some clarifications, some changes, which we'll be doing through the electronic mail in the next month. So I think by end-May, we'll complete the agreement,' said Oman Commerce and Industry Minister Makboul bin Ali bin Sultan.

Oman hopes the pact can be signed by the two countries in time for the US Congress to pass it this year, bin Sultan said. However, that could depend on how quickly lawmakers approve pending trade agreements with Bahrain and a much more controversial pact with Central American countries and the Dominican Republic.

Oman, a non-Opec oil producer, and the US began negotiations on the free trade agreement in March and held their second round of talks this week in Washington.

'We certainly will not need a third round,' Bin Sultan said.

The US is also negotiating a free trade agreement with Opec-member UAE. Those talks also began in March and a second round is scheduled next week.

Trade between the US and the two Gulf countries totals about $6 billion annually. Most of that is with the UAE, which is the United States' third-largest market in the Middle East, behind Israel and Saudi Arabia.

The US imports fuel products, clothing and textiles from the two countries and sends them machinery, aircraft, cars and consumer and farm goods.

The proposed agreements are part of a Bush administration initiative aimed at creating a regional free trade zone in the Middle East by 2013. The US already has free trade pacts with Israel, Jordan and Morocco. Congress could approve a fourth pact -- with Bahrain -- this year.

The US has also been negotiating an agreement with Saudi Arabia that would pave the way for Riyadh to join the World Trade Organisation.

Bin Sultan said he hoped the US and Saudi Arabia will announce they have reached a deal when President George W Bush meets Saudi Crown Prince Abdullah, but added he did not know if that would happen.

Construction work on The Wave, Oman's top tourism and seafront residential development project, has begun as per schedule.

With excavation and earthmoving works commencing on site, The Wave, considered to be Oman's most ambitious initiative, has started to take shape.

The Blue City, Oman's largest tourism development project, involving an investment outlay of more than $10 billion, is expected to lay the foundation for a new era of development in the country's economic and social arena.

The multi-billion dollar Blue City, among the largest projects in the entire Middle East, will come up at Al Sawadi seafront area near Barka. The project will be developed over several phases, in the next 5-10 years, said a report in the Times of Oman.

The international investment consortium, along with the project developer, will make a broad presentation on the project on June 4, 2005, in Muscat. Details of the proposed 34 sq km multi-speciality seafront city -- Al Madina Al Zarqa -- will be announced to the national and international media at Grand Hyatt at 9.30 am. A comprehensive presentation on the project will be made at 6.30 pm at Al Bustan Palace Hotel the same day.

Ahmed bin Abdulnabi Macki, minister of national economy and deputy chairman of the Financial Affairs and Energy Resources Council, will preside over the presentation ceremony, the report said.

More than 90 journalists from the international media are expected to attend the press conference. The international investment consortium (Al Sawadi Investment and Tourism Company) is made up of Oman's Cyclone LLC and A A J Holdings, Bahrain and Oasis Middle East Holding.

Tourism industry experts said: "The government is providing the project with extensive support as the 'Blue City' is expected to give a big boost to the Sultanate's tourism industry, and attract good amount of foreign investment."

Bahrain's ReeMoon, currently developing the one million sq metre, Bahrain Financial Harbour, has been appointed the development managers for the mega Blue City project in Oman. In due course the Blue City is expected to become home for more than 200,000 people.

"This is a very large and exciting tourism project that will bring several world-class facilities to the city, which is much needed for today's tourism development initiatives," tourism industry analysts said, according to the report.

"With government support, the private sector is actively partaking in the nation-building process. Worldwide, it's an age of tourism, and endeavours like the Blue City will attract a good amount of foreign investment," Omani industrialists opined.

The Blue City Project is said to be 'On Track'. The 35 sq km Blue City is centred at Al Sawadi on the Omani coast some 100 kilometres northwest of the capital Muscat. It will take 15 years and $15 billion to complete over several phases. Work on the $1.9 billion Phase One is scheduled to start at the end of 2005.

The Blue City is also designed to attract over two million tourists a year to its five-star facilities, just 30 minutes by road from the country's international airport.

"Giving birth to a brand new city is no easy task. But despite the fact that we announced this massive development only in June, we are on track to start work at the end of the year", said Anees Bin Essa Al Zadjali, Chairman of ASIT (Al Sawadi Investment and Tourism Co), Blue City's development company. "Much credit for out steady progress must be given to the many Omani authorities and Ministries with whom we are working very closely. We have made great strides towards meeting our goals on schedule and there will be news of our achievements most weeks between now and the end of December," he added.



Planning a visionary, vibrant, modern yet subtle development for 250,000 people is complex and delicate. The blue City is not just a real-estate project. It will create a whole new community, meeting all the needs of its residents to include education, health, communications, shopping and entertainment facilities.

A key element of the planning for the Blue City has been for the visionary designers and builders to meet Oman's stringent environmental requirements. Internationally-renowned companies have been brought in to provide environmental studies and vital initial strategic reports have already been prepared and submitted.

Protecting the Environment is Key

The environmental effects of Blue City's land-based construction have been studied by the international consultants WS Atkins International & Co and a strategic Environmental Impact Assessment (EIA) study was submitted at the end of October. An initial 'Scoping' study had been commissioned earlier and was completed in July. Throughout its research, WS Atkins worked closely with Oman's Ministry of Regional Municipalities Environment and Water Resources (MRMEWR) to determine the core issues surrounding implementation of Phase One.

"The potential impacts on the physical and social environment of a major scheme like Blue City are significant and have to be closely managed. The Atkins team have drawn upon their global and local experience to inform the project team and to assist in the development of strategies which will aim to place environmental mitigation at the centre of the design and construction process," says Roger Nickells, Resident Director of Atkins in Oman.

Phase One of the Blue City development includes a coastal frontage of 16 sq km and a number of environmental studies are being undertaken by the specialist consultancy Posford Haskoning Environment Gulf (PHE_Gulf) of Bahrain and their U.K. partners Royal Haskoning. PHE_Gulf was appointed on 1st August and an initial study and modeling to determine the wave and current modeling and the sedimentation impact of the shoreline has already been completed.

Frank Fortune, General Manager of PHE Gulf said, "PHE Gulf is excited to be involved in such an ambitious project. Together with specialists from Royal Haskoning in the UK we are working on water circulation, sediment transport, wave action and water quality aspects of the development. We are also looking at ways in which some of the existing natural heritage at the site, particularly the Khawr and mangrove beds, can be integrated into the wider Blue City development."

Underpinning the whole project has been to hammer out the details of a unique Concession Agreement between the project developers and the Omani authorities. The hundred-plus-page document is a first for the region as there has never been such an agreement between a wholly private real-estate company and a local government. And the agreement provides ground-breaking advantages for truly freehold ownership of property for foreigners and where the inheritance laws of the owners' home country will apply.

Phase One

Phase One focuses on 5.5 sq km and includes strategic seed investments in the tourism and residential sectors and all related technical and social infrastructure.

o Three five-star hotels, each with approximately 200 rooms, private beaches, marinas and comprehensive sports, leisure and wellness facilities will be located along the beachfront. Negotiations are underway with world-renowned hoteliers and the first hotel-operation agreement will be announced by the end of the month.

o One golf resort hotel will be located within a double 18-hole championship golf course laid out along the Creek. Details of an agreement setting up the Middle East's first natural beachfront signature golf course are soon to be released.

o A tourist village, with a contemporary Arabian souq and almost 1,000 apartment units and a heritage museum embrace the opposite side of the creek.

Too little to late i think. Oman has natural beauty and the last thing they need are these stupied project to bost its tourism industry. They need to look within and develop what they have not try to copy what everyone in the neighbourhood is doing.

The Barr Al Jissah Resort is being developed by Zubair Enterprises which expects to award tenders for initial works this month. The resort to be operated by Asian luxury group Shangri-La Hotels and Resorts, will be located on the Gulf of Oman, about 12 km south of Muscat city centre with a backdrop of mountains, hills and wadis, the promoters say.

It will comprise of three separate hotels along with spa, apartments and cultural areas and will be completely self-sufficient with its own power substation, desalination plant, waste treatment facility and laundry.

The three hotels - Palace, Town and Village - will in total offer nearly 700 rooms and apartments with comprehensive leisure and business facilities.

Mirbat is a small town only 60km from Salalah. The project site is located just halfway between Salalah and Mirbat. It has wonderful setting ( Salalah/Dhofar is one of the world's most beautiful regions ).
Oman is a developed and prosperous country, but many Omanis including my friends are complaining about lack of " fun/entertainment/amusement " factor in their country even in Muscat and they hope that these kind of projects could strike a difference and could attract many visitors abroad. :banana:

Currently there are 3 daily flights from Muscat to Salalah on 737 and 1 daily from Muscat to Musandam on propeller jet.

Oman has pulled out from Gulfair.

I don't think Sohar needs an airport since it's only 200 km from Dubai. Ras al-Hadd ?? That is a very small town.

Muscat's Seeb airport is a normal medium-sized airport like Abu Dhabi with yellowish structure. About 40 km from central Muscat ( Ruwi ) and very close around 10 to 15 km from where Muscat residents live ( Al-Khuwair, Medinet Sultan Qaboos, Shatti al-Qurm etc ). Very gorgeous and spectacular country !! ( sorry i couldn't refrain myself saying this over and over, but Oman is such a MAGIC !!!! :D

A $2bn integrated tourism resort is to be built in Yenkit, Oman. The project will be developed by Yenkit Tourism Development, a joint venture of Majid Al Futtaim Group and a group of Omani investors, the Oman Daily Observer reported. The complex will have four five-star hotels, 1,400 residential villas, and up to 1,900 residential apartments and townhouses, as well as a range of sporting and leisure facilities. Construction is due to commence in early 2008.

Located southeast of Muscat, the 950-hectare Yenkit project is set to be a flagship development for potential investors, tourists, Omanis and international visitors.

The move comes following a major initiative launched by the Omani government to create a world-class ‘tourism corridor' along the country's eastern coast between Muscat and Sur.

Yenkit Tourism Development is set to plan, develop and manage the ‘Integrated Tourism Complex', the company said on Wednesday.

The project is waiting for finalisation of agreements with the Omani Government and development is expected to start in early 2008.

"Oman has enormous potential with visitors coming to indulge in the natural splendour of the country and with Middle East residents looking for sound investment options," said Hakim bin Magid bin Soud Al Maameri, chairman of Yenkit Tourism Development.

The complex is set to consist of four five-star hotels, an 18-hole international golf course, sports and leisure facilities, resort village, nature reserve, beach club, as well as residential villas, apartments and townhouses.

I was in Oman a couple of months ago and was speaking to a local guy at the Shangri-La hotel. He pointed out that there was a huge dredger in the sea off of the beach to the right of the resort as you look out to sea. This was apparently building up the coastal area over a huge rocky barrier which would include a large Jumeriah branded resort, similar to the Barr Al-Jissah.

Anyone heard of this project?

("JOL") received notice from the Ministry of Tourism in the Sultanate of Oman in late March 2007 that the Government of Oman had approved the development for the Omagine project ("Omagine") which is a tourism and residential real-estate development project with a projected construction cost of approximately U.S. $1.6 billion. JOL management has concluded its discussions and negotiations with Government officials, the objective of which was to arrive at the terms and conditions of a development agreement ("Development Agreement") between the Government and Omagine LLC which would govern the development of the Omagine Project. As required, several ministries are now reviewing the final draft of the Development Agreement. In order to move into the actual development stage of the Omagine Project, Omagine LLC and the Government must sign the Development Agreement, an event the Company presently expects to occur during the third quarter of 2007. Management has conducted numerous meetings and discussions with several commercial and investment banks and prospective investors, partners, financial advisers, contractors and hotel operators regarding the structure and placement of the necessary construction financing as well as the ongoing financing arrangements and operations of Omagine LLC.

Omagine is an integration of cultural, heritage, educational, entertainment and residential components, including: a "high culture" theme park containing seven pearl shaped buildings, each approximately 60 feet in diameter (the "Pearls") and associated exhibition buildings (collectively, the "Landmark"); a five star resort hotel; a four star hotel; a boardwalk; an open air amphitheater and stage; a canal and enclosed harbor area; boat slips; commercial office buildings; shopping and retail establishments; restaurants and open space green areas. Additionally, Omagine includes approximately 3,900 residences consisting of a combination of villas, town homes and apartments.

The Omagine development site is located on an amazingly pristine coastal stretch of beachfront approximately 20 km. northwest of Muscat and only 4 km. from the Oman International Airport. The approximately 1,000,000 square meter property (approximately 245 acres) has one kilometer of beach frontage, but will be developed to have over 7 km. of water frontage - of which 1.8 km. will be beach-front.

وذكرت المصادر أن جناحي الذي من المفترض أن يمتلك حصة تقدر بنحو 70 في المئة من المشروع، واجهته بعض المعوقات هناك الأمر الذي اضطره إلى اللجوء إلى القضاء.

ولم تخض المصادر في أي تفاصيل في الوقت الذي يتوقع أن يعلن جناحي ملابسات الموضوع الأسبوع المقبل.

ويقع مشروع المدينة الزرقاء على مساحة 35 كليومتراً مربعاً من منطقة السوادي على الساحل العماني وعلى بعد 100 كليومتر شمال غرب العاصمة (مسقط). ويتوقع أن يستغرق بناء المشروع 15 عاماً وتبلغ الكلفة الإجمالية لمراحله المتعددة 15 مليار دولار أميركي.

Oman plans $1bn healthcare city

Oman's Majan Development Company (MDC) is planning to develop a healthcare city near Muscat with an estimated investment of 300-400 million rials ($774 million to $1.03 billion), a senior official of the Kuwait-based Gulf Investment House (GIH) told reporters.

An international consultancy agency has conducted market research for the project in the GCC region. The result was positive... A feasibility study for the project is going on now," said Bashar Al Tuwaijri, senior manager for direct investment at GIH, which is initiating the project with a 20% stake in MDC.

Tuwaijri said the healthcare city would be constructed on a build, operate and transfer (BOT) basis.

Construction is expected to start by next year," he told reporters.

Oman's Ministry of Tourism has agreed to allot land of one million square metres near Blue City, which is 100 kilometres away from Muscat.

Al Tuwaijri said the healthcare city would include medical colleges, hospitals, conference halls, hotels and shopping malls.

"The project will be funded by way of equity and term loan from banks," he said.

MDC, which has a paid up capital of 25 million rials, was formed by a group of investors in the Gulf region to develop real estate projects in Oman.

It is 20% owned by GIH, 10% by Commercial Real Estate, 10% by Sharjah Islamic Bank, 30% by other non-Omani investors and 30% by pension funds and other institutional investors in Oman.

Bahraini firm sued in Oman

A BAHRAINI company is facing court action in Oman after its partners accused it of illegally acquiring a majority stake in a multi-billion dollar project to build an entirely new city.

However, AAJ Holdings Company (AAJHC) claims it is an unlawful attempt to force it out of the $15 to $20 billion Blue City development and is now appealing to the Omani government to intervene.

The firm owns 70 per cent of the shares in Ocean Developments, the holding company behind the project.

But legal action is now being taken against it by its partner Cyclone LLC, AAJHC chairman and chief executive officer Ahmed Abubaker Janahi revealed yesterday.

He said a suit had been filed against his company in the Omani courts and claimed an injunction order had been granted, which stopped AAJHC from exercising its rights associated with shares it owns in Ocean Developments until a judgement is handed down by the court."

He said this meant Cyclone had been managing the project without any involvement by AAJHC, claiming the Omani partners had initially demanded 20pc of the Bahraini company's shares.

"An immediate intervention by the Omani government is now crucial, seeing as the minority shareholder is currently in full control of the project and has actively and independently started sales, disbursements and generating revenues - the whereabouts of which still remain unknown to AAJHC," Mr Janahi told a Press conference at the Mšvenpick Hotel yesterday.

"We have been wrongly and completely shut out with all references and our logo unduly removed from the project."

Prior to AAJHC entering into the project as a strategic partner, investment rights to the 32sqkm project were granted to Al Sawadi Investments and Tourism Company by the Omani government on an exclusive 75-year basis.

Mr Janahi said Al Sawadi failed to develop the land for almost five years, which is why AAJHC was brought in.

"It approached AAJHC, which developed the project concept by preparing the necessary business, feasibility and architectural plans with phased development implementation programmes and tapped into its international network of banking relationships to secure the $925 million required to fund phase one of the project," he claimed.

"Since then, AAJHC was the major stakeholder in the project - being the registered owner of 70pc of the shares of Al Sawadi Investments and Tourism Company, which it has acquired through documents legally registered at the Commerce and Industry Ministry in Oman.

"Cyclone was the Omani shareholder owning the remainder of the shares."

Mr Janahi claimed the dispute between AAJHC and its Omani partners began after phase one funding was secured.

"This funding resulted in the escalation of the project's land value from $83m to over $1bn for phase one alone and is further expected to increase to $20bn over the remainder of the life of the project, which in turn dramatically increases the value of the shares," he said.

Mr Janahi also claimed AAJHC would have negotiated with its Omani partners to sell 20pc of its shares, meaning it would become a 50-50 venture.

"Our investment, including the money generated from various sources for the project, will come to more than $100m," he added.

Last week, Ahmed Abubaker Janahi, company chairman and chief executive officer, owner of 70 per cent of the shares of Ocean Developments SAOC, the holding company of the Blue City project in the sultanate, alleged that his Omani partners (Cyclone LLC) had been unrightfully exercising their influence for the purpose of committing severe encroachments on the company’s rights in the project. The chairman-CEO, in a statement, said the Omani Courts had dismissed the case brought by Cyclone (30% holding in the Blue City project) against AAJHC which is the majority (70%) shareholder, ordering the Omani partners to pay all costs.
Observers have concluded that the decision of the Omani justices will boost confidence in the regional investment environment, marking a significant triumph for justice, both in Oman and the wider region. Oman plans $1bn healthcare city

Oman's Majan Development Company (MDC) is planning to develop a healthcare city near Muscat with an estimated investment of 300-400 million rials ($774 million to $1.03 billion), a senior official of the Kuwait-based Gulf Investment House (GIH) told reporters.

An international consultancy agency has conducted market research for the project in the GCC region. The result was positive... A feasibility study for the project is going on now," said Bashar Al Tuwaijri, senior manager for direct investment at GIH, which is initiating the project with a 20% stake in MDC.

Tuwaijri said the healthcare city would be constructed on a build, operate and transfer (BOT) basis.

Construction is expected to start by next year," he told reporters.

Oman's Ministry of Tourism has agreed to allot land of one million square metres near Blue City, which is 100 kilometres away from Muscat.

Al Tuwaijri said the healthcare city would include medical colleges, hospitals, conference halls, hotels and shopping malls.

"The project will be funded by way of equity and term loan from banks," he said.

MDC, which has a paid up capital of 25 million rials, was formed by a group of investors in the Gulf region to develop real estate projects in Oman.

It is 20% owned by GIH, 10% by Commercial Real Estate, 10% by Sharjah Islamic Bank, 30% by other non-Omani investors and 30% by pension funds and other institutional investors in Oman.

Another major project in Oman will be in Salalah which is the second largest city in Oman (probably will lose this status to Sohar in the future)
It is a big toursitc resort that will be simillar in size to the El Gouna in Egypt.
The Salalah beach resor will have (beside hotels and villas) a marina, a golf course, a town center and shopping facilities.

I think my Omani friends have shown me the site of Salalah Beach when I was there last year- it is located somewhere between downtown Salalah and Taqah. It must be a huge draw to Salalah once its completed. I hope that it won't be a retreat only for luxury tourists but also for backpackers ( like me ) by providing cheap hostel options.

Sicily is Sultan dell'Oman's choice for an ultra luxurious hotel

Sultan dell'Oman has a new project in mind for Sicily. Somehow, everytime I think of Sicily, I automatically think of the Godfather. But that is besides the point and let's get back to the topic at hand. This rich politician has decided to develop an uber luxurious hotel on the island of Sicily. There are no concrete plans yet, it is probably just a floating idea. However, if the said project goes through, one of the big names in the hotel biz will be involved. The hotel is probably going to spring up between Agrigento and Sciacca. The attractions will include a gold course. An investment of of about 100 million euros is expected. Who knows if this ultra luxurious idea of Sultan dell'Oman materialises, but the hotel sounds extremely fancy. Can't expect any lesser from someone this rich.

Lawsuit 'is testing global confidence'

MANAMA: Global investor confidence in the GCC could be at stake in a protracted legal battle over the ownership of a massive development project, says a Bahraini entrepreneur.Bahrain-based AAJ Holdings is locked in a dispute with Omani company Cyclone over ownership of the $15 billion Blue City Project in Oman.

Cyclone took the dispute to the Omani Court of Appeal, after losing a case last March in which it accused AAJ Holdings of illegally acquiring a majority stake in the project.

AAJ Holdings holds a 70 per cent stake in the project, while the remaining 30pc of the shares are held by Cyclone.

But AAJ Holdings chairman and chief executive officer Ahmed Abubaker Janahi says his company has effectively been locked out by Cyclone since the ruling by the Primary Court.

Mr Janahi said the implications of the dispute were 'huge', with global investors watching to see how the appeal court rules.

"Lots of things are at stake here," he said.

"The investors injecting their money into the region during the past period are now awaiting the verdict in this dispute, in order to get the necessary comfort that their investments are safe in this region.

"From the moral point of view, justice in the GCC is under scrutiny and is now facing a major test. We hope that the ruling of the Omani judiciary will be fair as it has always been.

"There are international implications related to the financing of the project, which are overseen by international parties that have a right to protect their interests and intervene if they feel that matters are getting out of control."

AAJ Holdings had acquired its 70pc shareholding in the project company in two stages; 58pc on May 22 2005 and 12pc on October 17, 2005.

The legal dispute started when Cyclone instituted proceedings at the Omani courts claiming that AAJ Holdings and the two companies from whom AAJ Holdings bought the shares had violated the Commercial Companies Law in Oman, which states that partners in a company shall have the pre-emptive right to acquire shares that any partner in that company intends to dispose of to third parties.

Cyclone claimed that the terms of the sale offered to it to exercise its right of first refusal were not the same as the terms under which the sale of the project company shares was actually concluded.

The Primary Court in Muscat, however, rejected the case, confirming AAJ Holdings' shareholding in the project company and the validity of the share sale and purchase process.

Mr Janahi alleged that Cyclone had since rejected all overtures to start afresh and push ahead with the project, denying him and his representatives access to the company and the project.

"Following the issuance of the verdict in our favour, we reached out to Cyclone in an attempt to start a new page and preserve the livelihood of this huge project, particularly seeing as there are international parties which contributed to the financing of this project, in addition to the fact that the project companies and partners have made international and local financial commitments," said Mr Janahi.

"Unfortunately, Cyclone rejected all our attempts. Therefore, we are now awaiting the ruling of the Court of Appeal, hoping that the Omani judiciary will once more restore justice to its rightful owners.

"We do have rights; we own 70pc of the project's shares, and no one will take this away from us.

"Cylcone is continuing to prevent us from exercising our management rights as partners and board members and have even prevented us and our representatives from physical access to the company's premises in order for us to carry out our administrative tasks."

He said he and his representatives had been kept away from the project since the beginning of the dispute.

"Consequently, we are not responsible in any manner whatsoever for the commitments made and actions taken by Cyclone during the period in which we were shut out from the project," said Mr Janahi.

"After the issuance of the Primary Court verdict, I dispatched our professional representatives to gain access to the company's premises, carry out certain tasks and review the company's records.

"Sadly, they were thrown out of the company and prevented from entering. Until this date, we are still not granted access to the company nor its records, by Cyclone, without them actually having any legal backing for such actions."

He said his legal team had lodged an objection to the appointment of a new expert by the appeal court to examine the case, but this had been rejected by the court.

"We objected to the appointment of this expert right from the beginning, based on the fact that he is not one of the experts registered in the list of accredited and approved experts often utilised by the Ministry of Justice and does not have any experience in commercial adjudication," said Mr Janahi.

"He is an academic at Sultan Qaboos University and has no previous experience as an expert to the court, as this is the first task assigned to him.

"However, the court rejected our objections, which we found surprising, as a case of such magnitude and level should definitely be handled by a prominent experienced firm or an expert who has the necessary expertise, impartiality and professionalism."

He said his company had done everything it could to solve the dispute amicably.

"We did not leave any stone unturned in our attempts to reach an amicable resolution between the two parties," said Mr Janahi.

"Our position was clear right from the beginning; to preserve the interests of the project and the reputation of the region from the investors' point of view.

"The reason behind this is simple: we own a majority interest, and any amicable resolution will ultimately be to the benefit of all parties.

"We exerted all possible efforts, approached all officials and ministers, and conveyed messages to those of interest.

"Despite the fact that we were confident that we are in a position of strength in the case filed against us by Cyclone, we knocked on all doors out of our desire to preserve the Blue City Project, a desire that some interpreted as weakness and lack of confidence in our legal position.

"Unfortunately, such efforts to communicate were in vain."

Mr Janahi said the dispute had not daunted his commitment to engaging in further development projects in the region.

"This is an experience, and experiences only make you stronger," he said.

"Despite the tough economic conditions experienced all over the world, including this region, I believe the effects of the economic meltdown are less substantial in the GCC, as governments are actively involved in the regulation of investment activities and many of the regions' central banks adopt a conservative approach."

Mr Janahi said he remained confident that justice would prevail.

"I'm fully confident that the Omani judiciary will restore justice and restore my rights," he said.

"The case is quite clear and does not even require the appointment of experts, and I am confident that our legal position is sound."

Zubair Corp unveils seafront resort project

Muscat: The Zubair Corporation yesterday received a 40 million riyal (Dh380 million) loan intended for the 680-room Barr Al Jissah Resort project, officials said.

"We are expecting an over 50 per cent occupancy rate. We hope to break even in the second year of operations at the resort," said Ziyad Al Zubair of Barr Al Jissah Resort Company.

He spoke following the project finance agreement signing ceremony, held at the resort site yesterday.

The 70 million riyal (Dh665 million) seafront resort is expected to receive its first guests by the end of this year.

Rashad Al Zubair, vice-chairman and group president of the Zubair Corporation, thanked the lending banks Gulf International Bank, BankMuscat, HSBC, Arab Bank and Bank of Dhofar for approving the loan for the resort project.

Maqbool Ali Sultan, Oman's Minister of Commerce and Industry, presided over the signing ceremony. Sultan lauded Zubair Group's effort to give Oman a resort that meets international standards.

"The assistance we have provided to this project, with its impressive magnitude and size, represents clear evidence of the government's commitment to the tourism sector. We are dedicated to making tourism a vibrant and vital sector of the economy," Sultan said.

The Omani minister pointed out the Bar Al Jissah Resort was planned and being built to meet the highest international standards.

The Bar Al Jissah resort will set a fine example, one to be emulated by other domestic tourist destinations, Sultan said.

Hong Kong-based Shangri La Hotels and Resorts Group will operate the Bar Al Jissah Resort. It is being built on a 450,000 square metre beachfront site. A spa, health club, swimming pools, and leisure facilities will be housed nearby.

Out of the 70 million riyals (Dh665 million) needed for the project, the Zubair Group has provided 15 million riyals (Dh142.5 million).

The Government of Oman's share is 10 million riyals (Dh95 million). The Government has also extended a soft loan of five million riyals (Dh47.5 million).

Qatari firm vows to revive Oman project

MANAMA: Qatari investment company Bin Muhanna Holding Group yesterday announced its participation as a main partner in the major Blue City project being set up in Oman by the UDM Group and Bahrain-based A A J Holding.

Bin Muhanna Holding chairman Dr Najeeb bin Mohammed Al Noaimi said the firm were happy at becoming part of the major project.

"We will now approach international banks, investors and insurance companies in order to restore confidence in this project, which has been facing obstacles and hindrances, and realise its objectives.

"We will also co-operate with all the partners, particularly A A J Holding, which started the project in 2004."

He said the company will work closely with all investment and financial centres to revive the project and realise its development objectives.

He said the project has faced major setbacks and obstacles, which were created by some investors, and this has reflected adversely on its reputation.

"We will now rise to the occasion of this partnership, and we will provide financial and legal assistance through our long experience in this field to develop the project and reach positive results."

A A J Holding president Ahmed Abu Baker Janahi said the company is proud of this partnership which comes at a time when the project needs investors who have financial and legal leverage. "This initiative will be a qualitative step and a much needed addition to the project that will enable it to overcome the obstacles and hindrances which have obstructed its development and affected its reputation on a global level," he said.

"We will also invite every sincere person or party wishing to develop the project and we hope that all other investors will serve the project's high interests and the interests of all local, regional and global partners who are keen for the success of the project, particularly when its failure will affect the investment climate in the entire region," he added.

DUBAI: The Arab world's first environment- friendly electric car is expected to roll out soon on the streets of Oman.

The car, which is likely to cost between USD 70,124.41 and USD 90,902, will run 3,600km non-stop on a single complete charge, Sultan bin Hamad Al Amri, CEO of Noor Majan which is manufacturing the vehicle, was quoted as saying by the local media.

The vehicle is expected to run without any maintenance for 21 years, he said.

According to him, the air conditioner in the car is solar energy-based and can run 24 hours a day.

The proposed plant in Oman is expected to come out with about 120 cars each year.

In the car, the doors open to the top and the vehicle will be fitted with massage chairs, Al Amri said.

The parts of the car, including the 800-horsepower engine, are manufactured in Japan, America, Germany and Hong Kong.

I'm here new, was trying to find some info about Oman, especially I heard that in Musandam area in Khor Ash Sham is new hotel under construction, probably some luxurious hotel with access only from the sea withouth land access.

Is here anybody who knows more about that hotel?

750 km Saudi-Oman road construction gathers pace

JEDDAH: Saudi Arabia has stepped up efforts to open its first land border point with Oman in 2012 by constructing 592 km of road through the Empty Quarter, one of the largest deserts in the world. “We have completed 89 percent of the road project,” said Transport Minister Jabara Al-Seraisry.

The road project, linking the two GCC neighbors, began in 2007 to construct 750 km of road. Diverted from the Khorais-Bathaa Road, the new road passes through Shayba and Umm Zamoul.

The new border point will boost tourism and economic ties.

Oman is strategically located on the Straits of Hormuz and oversees the maritime traffic through the straits. About 20-30 oil tankers traverse per day through the straits, one of the world's major waterways and the busiest in maritime activities.

At present Oman has only one border point with the United Arab Emirates. Those who want to go to Oman from Saudi Arabia have to pass by the UAE. The roadway to Oman is constructed through the Empty Quarter, one of the largest sand deserts in the world, encompassing most of the southern third of the Arabian Peninsula. The desert covers some 650,000 square kilometers (250,000 square miles).

Saudi Arabia and Oman agreed to establish the border point in 2006 to strengthen bilateral relations.

According to an official statement issued after talks between Second Deputy Premier and Minister of Interior Prince Naif and his Omani counterpart Saud Al-Bousaeedi on Dec. 3, 2006, the border point was to be operational by 2008. But the construction of the road project delayed the opening.

The border point will be called the Rub Al-Khali (Empty Quarter) Entry Point on the Saudi side and Ramlat Khaliya entry point on the Omani side. "All measures have been taken by relevant agencies in both countries to establish the border point facilities, pave the roads and build other installations," the statement said.

Saudi Arabia occupies 80 percent of the Arabian Peninsula and Oman occupies the southeastern corner of the peninsula. Yemen, Saudi Arabia, and the UAE border Oman on the west.

Saudi Arabia and Oman are major players in the Gulf Cooperation Council. Apart from strong family and religious bonds, the two countries maintain strong political, economic, cultural and trade relations.

Al Mawaleh-Al Khoudh third lane opens

MUSCAT — The third lane of Al Mawaleh-Al Khoudh road, the first phase of the road expansion, was opened yesterday by Muscat Municipality. The section, consisting of a 4.5-km track added to the existing road between the two junctions of Al Mawaleh and Al Khoudh, is in continuation of an 18-km dual expansion of the Sultan Qaboos Road from Al Mawaleh to Barka roundabout.

The project aims to ease the passage of vehicles and to enhance road safety along the high-traffic road. The first phase of the project includes the construction of 10 culverts distributed in different areas where wadis cross the highway. The 3x3 metre culverts have been designed to drain rainwater and operate properly for 100 years. Larger structures (arches) have also been built under the highway for small and medium vehicles in three main areas and they serve as links to the service roads flanking the road on north and south parallel ways.

This is in addition to terrestrial pedestrian crossings in three areas as part of the current phase of expansion. The project also includes a 60-metre pedestrian overpass linking Al Hail North with Al Hail South. The existing overpass will be maintained and the two roundabouts of Seeb Palace and Bait al Baraka will be expanded.

A flyover will also be constructed to link the highway with Al Arsh road which leads to Seeb souq and adjoining areas, thereby making it unnecessary for motorists to use the Palace roundabout. The second phase of the road expansion project, on the other lane from Al Khoudh to Al Mawaleh, is expected to be opened in August.

The project is an important section of the Muscat-Batinah road, which serves one of the Sultanate’s most populated areas (Al Batinah).

MECA to set up a research centre for mangroves

The Ministry of Environment and Climate Affairs (MECA) will begin constructing a Mangrove Information Research Centre, which will have laboratories and training centres, in Qurm by the end of this year.

“The new centre will foster research and sharing of knowledge in cooperation with Japan International Cooperation Agency (JICA), which has been working with the ministry on restoration and conservation of mangroves since 2000 and has been instrumental in establishing four mangrove nurseries around Qurm, Sur and Salalah,” said Badar Yousuf al Bulushi, head of Wetland Conservation Department.

“The centre will enhance our research and knowledge-sharing capacity. We will carry out surveys and research on issues plaguing mangrove cultivation in Oman.”

MECA also aims to plant 1mn mangrove saplings along the coast of Oman. “MECA has set an ambitious target of 1mn mangrove trees to be planted by the end of this decade. Half of the project was completed between 2001 and 2010,” said Bulushi.

“Climate change, coastal development, population growth and over-grazing have affected mangrove areas. Salalah offers an excellent breeding ground with 100 per cent survival rate. In areas like Sur, the presence of sea grass restricts the growth of mangroves. Research at the centre in Qurm will determine how to get around this problem,” he said.

Mangroves are important to the region’s marine ecosystem. They form a natural habitat for sustainable development of fauna and play a vital role in preventing soil erosion in tropical and sub-tropical regions.

Khasab-Shinas ferry plans on track: NFC

The National Ferries Company’s (NFC) plans of operating Sawqrah between Khasab and Shinas remain on track despite the ferry’s deployment on the Khasab-Lima route.

Sawqrah was expected to commence its operations by linking Khasab and Shinas, but was launched through the introduction of a Khasab-Lima service. Fadhila Ali al Khalasi, marketing officer, NFC, told Muscat Daily that the Khasab-Shinas sea link remains on track.

“The project hasn't been given a time-frame yet as we haven't received a green light from the Ministry of Transport and Communication (MoTC). We will put the Sawqrah ferry on the route when everything is ready. It will also keep serving Lima.

“A schedule will be worked out to cater to both the destinations. It could be an alternate day plan, serving both the places more than a couple of times a week.”

Italian-built Sawqrah is NFC's third high-speed ferry designed to carry 116 passengers and 22 vehicles. In February 2011, NFC had announced that Sawqrah would start operating between Shinas and Khasab in March. In a later announcement, the company postponed the launch of the service to 2011 end.

NFC aims to link a total of 12 coastal communities with its passenger ferry service in the coming years. Plans are also afoot to add Bandar Abbas (Iran) and Dubai to the network.

Oman signs deals worth $2.16 billion for airports and road projects

MUSCAT -- Oman's Ministry of Transport and Communications on Monday signed agreements worth a whopping $2.16 billion for airports and road projects in the country. Dr Ahmed bin Mohammed bin Salem Al Futaisi, Minister of Transport and Communications, signed the nine agreements as part of the government's efforts to build infrastructure for the 
country's development.

The major portion of around $1.7 billion was towards the construction of a brand new terminal for the Muscat International Airport. The construction of the terminal was awarded to a consortium of US-based Bechtel, Bahwan Engineering Company (BEC) and Turkey's ENKA as part of a massive Muscat Airport expansion project in October last year.

The airport terminal, which will be completed within 38 months, will be designed to handle 12 million passengers annually. Another project worth around $141 million was signed with Carillion Alawi for the construction of a special air control tower as part of the same
 airport project.

The third and significant agreement worth around $115 million was signed with South Korea's Hanjin Heavy Industries & Construction Company to build a runway and other facilities linked to the development of a green field airport at Duqm in the Al Wusta region. Hanjin will build the main infrastructure for the airport over the next 22 months in Duqm, which is being developed as major industrial hub in central Oman.

The Duqm airport is one of the four regional airports being built to link interior regions with Muscat for meeting the increasing travel demand from tourists, businessmen and local communities. The other three are Sohar, Ras Al Hadd and Adam. Two more agreements totalling around $85 million were also signed for building of a civil aviation building as well as airport signals and navigations systems for Muscat and Salalah International Airports. Agreements were also signed for a number of road construction projects in Sohar and other areas.

Oman Awards Contract for Mideast’s First Solar Oil-Recovery Site

Petroleum Development Oman, a third owned by Royal Dutch Shell Plc, awarded a contract to GlassPoint Solar Inc. to build the Middle East’s first solar plant generating steam to boost output from aging oil deposits.

The 7-megawatt, four-acre site will deploy enhanced oil recovery, or EOR, technology, injecting steam into oilfields to loosen denser crude, according to an e-mailed statement today from Fremont, California-based GlassPoint. Previous such operations have burned natural gas to produce the steam.

Persian Gulf nations, suppliers of about a quarter of the world’s oil, are introducing EOR technology to make the most of depleting reserves. Oman, the biggest Arab oil producer that isn’t a member of the Organization of Petroleum Exporting Countries, has reversed output declines as the country leads the region in its use of the system.

“Over time, the light oil at the top of fields gets used up, so ultimately everyone will be producing heavier and heavier oil,” GlassPoint Chief Executive Officer Rod Macgregor said today in a telephone interview. “Oil producers will need steam from somewhere, so they can either burn gas, which many lack, or they can use solar energy.”

GlassPoint’s plant will reduce Oman’s use of gas by only 1.6 million cubic meters a year, barely denting the 5.4 billion cubic meters it employs for EOR, “there’s no reason you couldn’t displace 80 percent of it,” Macgregor said.

Oman is reducing exports of liquefied natural gas and has delayed building petrochemicals plants as it feeds the needs of its own oil production and power plants. The country plans to produce 850,000 barrels of oil a day this year, rising to 1 million barrels a day in the next five years, Oil Minister Mohammed al-Rumhy said in November.

Private sector lures Omanis


MUSCAT The number of the national manpower in the private sector establishments rose to 214,758 male and female citizens at the end of June, representing an increase by 0.72 per cent compared to May 2010.

The number of specialists reached 20,468 representing 9.5 per cent of the gross national manpower whereas technicians stood at 14,625 representing 6.8 per cent. The number of craftsmen amounted to 65,070 citizens representing 30.3 per cent whereas skilled workers stood at 39,670 citizens representing 18.5 per cent and workers of limited skills stood at 74,925 or 34.9 per cent as of the end of June.

The monthly bulletin for national manpower indicators published by the Manpower Ministry pointed out that the number of those registered as job seekers for the first time in June 2011 amounted to 6,923 citizens, 5,181 male and female citizens were appointed, including 96 citizens under training.

The number of expatriate manpower in the private sector establishments amounted to 1,201,175 employees at the end of June, including 979,337 employees at the business category and 221,838 employees in personal work. The bulletin pointed out that 18,670 expatriate workers left the country by June end.

Geely Emgrand car range launched

The Geely Emgrand range of automobiles was officially launched at the brand’s showroom in Wattayah on Tuesday evening. Guests, company staff and media were given a tour of the latest range of cars to enter the Omani market.

Geely, distributed in the sultanate through the Towell Auto Group, has brought its full range of cars into Oman, from small hatchbacks to large saloons. With prices expected to start from around RO2,300, officials at the brand’s Wattayah showroom are confident of its success.

“This launch has taken two months of preparation and we have carefully analysed the market. At the moment there is no competition for Korean manufacturers. So, we are looking at gradually establishing ourselves in the market,”said Abdul Nassar, assistant sales manager at Geely Emgrand.

“The prices of other brands are quite high and the Omani market is naturally cautious. We have a full range of cars available, with engines from 1300cc to 2400cc at the showroom.”

Geely Emgrand officials also stated that servicing and maintenance of the vehicles has been secured through the distributor’s existing network, with technicians specifically trained for the entire Geely automobile range.

The brand has also benefited from a recent purchase of the Volvo marque, with the cars now manufactured as per European safety standards and according to officials, fitted with six standard airbags in the top range EC8 Saloon.

Royal Opera House Muscat to Open in October 2011

The newly built state-of-the-art Royal Opera House Muscat (ROH Muscat), Sultanate of Oman, is delighted to announce its Grand Opening scheduled for this October, with unprecedented performances from 12 October to 31 December set to attract world attention.

Established by Royal Decree, ROH Muscat is an iconic building symbolizing the undivided attention His Majesty Sultan Qaboos Bin Said has given to the Sultanate’s cultural development and prosperity. Sur power project IPO float expected in 2014

Phoenix Power Company, the special purpose vehicle created for the construction of the Sur Independent Power Project (IPP), is anticipating to float an IPO for the project in 2014, according to senior officials.

The US$1.5bn Sur IPP project, which will be the biggest in the sultanate, will supply 2,000MW to the national grid by 2014 with the first 433MW expected to be available by April 2013. The IPO is part of the contract the company entered into with Authority for Electricity Regulation (AER).

As per the contract, the first step towards the floatation was taken on August 1 this year when the company listed 500,000 shares in the third market of the Muscat Securities Market (MSM) at a total value of RO500,000.

Japanese conglomerate Marubeni holds a 50 per cent stake in Phoenix Power, with Chubu Electric holding 30 per cent, Qatar Electricity and Water Company 15 per cent and Suhail Bahwan subsidiary Multitech five per cent.

Yuji Sato, vice president of London based Marubeni Europower - the Marubeni subsidiary that manages IPPs, told Muscat Daily that it is too early to determine the value of the IPO, but the recent rights issue “is the first step towards that IPO.” He said, “It is too early to say what the value is. It depends on the market conditions and the work on the project.

“The IPO is the policy of the AER. This is under the conditions in the contract. I think it means that the government would like to share the benefits of the project nationally through the IPO,” Sato added.

In conjunction with Oman Power and Water Procurement Company (OPWP), Phoenix Power has entered into a power purchase agreement which commits both parties to the sale of the full capacity of the plant over a period of 15 years.

The Sur IPP project will not only provide increased power to meet the sultanate's growing need for electricity, but it will also allow older and less efficient power plants around the country, like the units at Ghubrah and Wadi Jizzi, to retire.

Projects worth 4m rials under way in Sohar

SOHAR Sohar Development Office continued to execute various development and service projects at the wilayat worth more than 4 million rials. The projects include construction of Sohar market, central slaughterhouse, paving and lightening a number of internal roads and building A Menyal coastal park, besides protection works of wadis passageways at the wilayat.

Sohar market is regarded as one of the major projects under progress and aims at restoring the position of the Sohar old market. The market, located in Al Hajra area, will be built on an area of 4,575 square metres worth 2,500,000 rials.

The central building of the market includes two floors; the first contains 28 shops while the second includes two restaurants and an exhibition area. The exhibition will include photos and books which narrate some historical events in Sohar.

The office has already started the rehabilitation and development project of Sohar central slaughterhouse. The project will increase the capacity of visitors by establishing a new hall for cow slaughtering, rehabilitating the current goat slaughtering hall, building two waiting rooms and rooms for saving skin and wastes.
