A sales volume is irrelevant. If we considered it the US would be the best carmaker, which owns GM. By the way Detroit has only two makers now.

Many people are forgeting that England used to be one of the largest motorcycle producing nations in the world. Italy and Japan used to make cheap crappy bikes, they were way behind of England till the late 60's and the early 70's.
England: Norton, Ariel, Vincent, Triumph, Matchless, Hesketh, BSA, AJS, Ariel, Velocette, these are some of the greatest motorcycle makers ever.

England used to make expensive but defective " very old style" bikes.
So all english bike factories have gone bankrupt in less then 10 years.
So, because people prefer spend less money for better things, than more money for worse things.
Infact, in the history of World Motorbike Championship, class 500cc, english bikes has been champion only 2 times, in 1949 with AJS and in 1951 with Norton.

French Autorities never liked motorcycle (except for Police or Gendarmerie) and nobody was really allowed to build it in the country (no subventions, higther taxes than cars constructors, motor power limited to 100cv...). Of course, that's a shame.
IMO, English ones are more beautiful but Japaneases (Suzuki and Yamaha) are the best. Italian's one are so much, I like Apprilia.
Of course there is Harley Davidson (I dont like to say "Harley" without "Davidson"...) but that's so different. In France, you are a "motard" if you got a Honda or a Moto Guzzi but you are a "biker" if you have an Harley Davidson. this is not the same way of life.

There are Korean motorcycle brands that are unknown to most people.
Motorcycle industry in Korea is not very big or developed since most people here prefer cars, and most motorcycle riders prefer foreign brands. Anyway, here are some examples of Korean motorcycles. Not as great as Japanese or European, but still ain't too bad.
