Report on Structure Plan out for viewing

THE survey report for the Penang Structure Plan (2005-2020) is now ready for public viewing.

Launched yesterday, the report highlights several proposed major infrastructure projects, including the second bridge linking the island and mainland.

In Seberang Prai, the projects include the coastal road from Teluk Air Tawar in Butterworth to Kuala Muda in Kepala Batas and the expansion of the North Butterworth Container Terminal (NBCT) and the Mengkuang Dam.

As for Penang Island, major projects proposed are the monorail service in George Town and the Penang Outer Ring Road.

Chief Minister Tan Sri Dr Koh Tsu Koon, who opened the exhibition on the survey report at the state library in Seberang Jaya yesterday, said the Structure Plan would be ready in six months.

He said the draft plan would have to go through various stages before it could be tabled at the State Executive Council for approval.

Dr Koh added that the survey report was now ready for public viewing until May 24, during which the people could file their views and objections. A special committee would be set up to hear the views.

He said the state government would protect the environment and agriculture sector although the state was facing land shortage.

“Only 30% of the land in Penang has been developed while the remaining 70% are agriculture and water catchment areas,” he added.

The state government has set up eight venues for the public to view the survey report and forms are provided for the public to file their objections.

The public can go to the respective district offices, the Seberang Jaya library, Komtar concourse 3, MPPP and MPSP to have a closer look at the survey report.

Report: Extend monorail to Seberang Prai

PENANG’s proposed mo-norail needs to be extended to Seberang Prai, according to the Penang Structure Plan (2005-2020) Survey Report which is on public display.

Under the plan’s proposal, the monorail will be linked across the sea from George Town to Butterworth and on-wards to Kepala Batas in the north and Valdor in the south via Seberang Jaya, Bandar Baru Perda and Bukit Mertajam. From Valdor it will go westwards to Batu Kawan.

The report stated that the monorail link from Butterworth to Bukit Mertajam was especially vital as the traffic congestion along this corridor was quite bad.

It said the proposed east-west route of the monorail on the island was from Weld Quay to Paya Terubong via Datuk Keramat and Air Itam.

It had been reported earlier that another route would link Tanjung Tokong, Air Itam, Gelugor, Sungai Nibong and the Bayan Lepas airport while the link to Butterworth would be via an underwater tunnel.

The report said an alternative was a light rail transit system from the proposed public transportation hub in Gat Lebuh Noordin to the Bayan Lepas airport via Batu Uban.

It also said an electric tram service was an alternative public transport which should be considered if it was suitable for the state.

The report said new links that need to be created by building new roads and up-grading existing ones were the Seberang Prai Outer Ring Road from Kepala Batas to Valdor, and the Batu Kawan Ring Road which would pass Nibong Tebal and Simpang Ampat.

It said these ring roads would create a better road network, and support development in east and south Seberang Prai.

Other roads proposed were the Sungai Dua-Tasek Gelugor link, Bukit Tengah-Kulim link and Teluk Air Tawar-Kuala Muda coastal road on the mainland. On the island, the Balik Pulau Ring Road was proposed.

On the ferry service between Weld Quay and Butterworth, the report stated that the introduction of fast ferries such as the hovercraft would be able to reduce congestion at the terminals on both sides.

On proposals to introduce water taxis, it said the service could reduce traffic congestion on the island and be a tourist attraction.

It said they could operate from Batu Maung, Bayan Bay, Pulau Jerejak, Jelutong Water-front, Swettenham Pier, Tan-jong Tokong and Batu Fering-ghi.

The report is on display during office hours until May 24 at Level 3 Komtar, Penang Muni-cipal Council, Seberang Prai Municipal Council, Seberang Jaya library, all five district offices and the Town and Coun-try Planning Department at Komtar's 57th floor.

Those who are interested can attend dialogues and workshops on the structure plan at Dewan Millienium in Kepala Batas at 9.30am on April 30 and Auditorium F 5th floor Komtar at 9.30am on May 14.

More senior citizens by 2020

SENIOR citizens aged 65 and above are expected to make up 7.2% of the state population by the year 2020.

The state population is projected to increase from 1.45 million to 1.9 million in 15 years. Currently, senior citizens in this age group make up 5.4% of the population.

The survey report of the Penang Structure Plan 2005-2020 has proposed to the state government to provide adequate facilities to acco-mmodate this age group.

Among others, the report suggested the setting up of a retirement village, building more homes for the aged and implementing ‘foster parents’ programme.

The total population in Penang was 1.3 million in 2000 but increa-sed to 1.45 million this year.

“The low population growth as well as the increase in the percentage of old people will affect labour supply in the state which would have to rely on foreign workforce.

“There is insufficient supply of skilled and semi-skilled workers. The state needs skilled labour to promote K-economy and K-industry while more semi-skilled workers are required for the electronics sector and the SMIs,” the report stated.

The report also highlighted that only 7.1% of the state population had tertiary education and 41.7% had secondary education.

More training should be conducted so that the state would have a continuous supply of skilled and semi-skilled workers.

The report also touched on the ethnic composition in the state, noting that the population growth of Chinese and Indians was experiencing a downturn trend.

“The percentage of bumiputras has increased from 38.4% in 1991 to 40.9% in 2000. Chinese formed about 49.4% but went down to 44.8% during the same period. There were 10.7% Indians in 1991 but the percentage went down to 10.2% in 2000.”

According to statistics, there were 408,928 bumiputras in 1991 and the figure went up to 537,037 in 2000.

The Chinese population was 526,007 in 1991 and 588,693 in 2000 while the Indian population was 113,515 in 1991 and 133,899 in 2000.

The projected percentage according to ethnic groups in 2010 is 42% bumiputras, 40.9% Chinese and 9.7% Indians.

In the year 2020, the percentage is projected to be 43.7% bumiputras, 37% Chinese and 9% Indians.

Source of raw water identified for Penang after 2010

SUNGAI Rui in Grik, northern Perak, has been identified as a source of raw water for Penang after 2010.

The Penang Structure Plan Survey Report (2005-2020), which is on public display, said efforts had been taken to get an agreement for the distribution of water from the river.

It said the programme to source water from the river had to be expedited.

Penang, which now gets 80% of its raw water from the Muda River, has nine gazetted water catchment areas covering 6,288ha. The Teluk Bahang and Batu Ferringhi catchments are the biggest.

The report said Penang had six dams with a total storage capacity of 46 million cubic metres which could provide supply for two months based on a demand of 0.76 million cubic metres a day recorded in 2001.

It said the demand was projected to increase to 0.85 million cubic metres a day this year, one million cubic metres in 2010 and 1.35 million cubic metres in 2020.

It said the state government, through Kumpulan Perban-danan Bekalan Air Holdings Bhd, planned to expedite works to extract additional 0.49 million cubic metres of raw water a day in stages to meet the increasing demand.

This included upgrading the Lahar Tiang pump station and widening the Sungai Dua canal.

It was proposed that the capacity of water treatment plants in Bukit Tok Alang, Bukit Panchor, Balik Pulau, Air Hitam and Waterfall be increased or additional plants be built in these locations.

The report said the state now had 12 treatment plants which could treat a total of 1,589 million litres of water a day.

To alleviate flood problems, it said new flood mitigation projects were being planned. They are RTB Bukit Panchor, Byram, Jawi and Transkrian, RTB Tanjung Ketupat and RTB Valdor in South Seberang Prai; RTB Kawasan Barat Pulau and RTB Kawasan Bayan Lepas in the South-West District; RTB Saliran Tasek Glugor and RTB Perbandaran Butterworth in North Seberang Prai; and RTB Perbandraan Bukit Mer-tajam, RTB Sg Junjung Phase Two and RTB Sg Juru/Sg Rambai Phase Two in Central Seberang Prai.

The report said solid waste was projected to increase from an average of 1,150 tonnes (1.06kg per person) a day this year to 1,932 tonnes (1.17kg per person) in 2010 and 2,456 tonnes (1.42kg per person) in 2010.

It added that the Penang Municipal Council collected 239,242 tonnes of solid waste last year at an average of 655.4 tonnes a day. It spent RM33.26mil in waste collection and disposal which worked out to RM139.02 per tonne.

The Seberang Prai Municipal Council spent RM35.83mil for the purpose or RM80.95 per tonne for the 442,506 tonnes it collected (1,212 tonnes a day) last year.

Concern over proposed projects

THE Consumers Associa-tion of Penang (CAP) has expressed concern over several proposed development projects outlined in the Survey Report of the Penang Structure Plan (2005-2020).

CAP president S.M. Mohd Idris cited as examples the Penang Outer Ring Road, the north coastal road on the island and the proposed Second Link which could have a negative effect on the environment and the people.

He said the Penang and Butterworth Outer Ring Roads and the Second Link would cause traffic congestion.

“New roads and bridges attract more traffic,” he said.

“CAP suggests that the go-vernment implement a cost-effective and efficient public transportation system,” he said in a press release recently.

Mohamed Idris said that implementing a good traffic management system which made efficient use of existing roads and the Penang Bridge, expanding the ferry service and restricting private motorised traffic were all cost-effective moves.

“We also object to coastal reclamation projects, especially projects that will involve loss of mangrove forests,” he said.

“Hills in Penang are threa-tened by housing development,” he said.

maybe that Idris guy(CAP) dont like to see some lousy cheap developer spoil penangs beauty wit all those ugly apartments and :uh: projects on penang island i guess... i do agree wit him in somepoint yo.. “Hills in Penang are threa-tened by housing development” look at air itam and farlim(scary).. even some of greenlane apartment are :uh: but some of them are 'k.. just those :uh: ones..

i haven't read anything saying CAP is supporting any of the projects. so far, CAP just complains about everything. which is good in a sense that the government will get feedback.

however, development needs to go on. if not, where are people going to stay if there are no new apartments?? how about infrastructure?? if we want more companies to invest in Penang, we need the workforce - the residentials and the infrastructure - roads, monorail etc.

Penang plan stirs little interest

PENANG: The Penang Structure Plan Survey Report 2005-20 has not been pulling in the crowd despite being an important guide for the state’s development in the next 15 years.

Only one feedback form was returned to the state Town and Country Planning Department since the report was put up for exhibition and public comment two weeks ago.

A department official said those who bought copies of the report were mostly consultants, developers or students carrying out research on Penang.

“Komtar, where the plan is exhibited, is frequented by shoppers but only a few actually took the initiative to check out the report. Feedback has been slow,” she said yesterday.

The report is on display during office hours until May 24 at Level 3, Komtar, Penang Municipal Council, Seberang Prai Municipal Council, Seberang Jaya library, all five district offices and the Town and Country Planning Department at Komtar’s 57th floor.

Those interested can attend a dialogue and workshop on the structure plan at Auditorium F, 5th Floor, Komtar, at 9.30am on May 14.

Structure plan ‘only outlines strategies’

THE Penang Structure Plan 2005-2020 will only outline strategies for the state's development, which subsequently will be used in the formulation of local plans.

State Town and Country Planning Department director Ismail Ibrahim said the plan only provided general information on the strategies, issues and objectives of the various sectors as guidelines to the development of Penang.

“The details will be included in the local plans to be drawn up by the Penang and Seberang Prai municipal councils,” he said at the dialogue and workshop on the structure plan survey report at Komtar yesterday.

About 80 people, including civil servants, municipal councillors and representatives from non-governmental organisations and corporate firms, attended the dialogue and workshop held in two sessions.

At each session Ismail took about an hour to explain the plan before taking questions from the floor.

In an interview after the first session, Ismail cited an example about how the structure plan provided general details about the supply of housing and the distribution of settlements in Penang.

“It only shows that there is a need to build more houses for people, who are not eligible for low-cost units and also cannot afford to buy other houses in the market.

“But it is the local authorities that will have to identify suitable locations for such housing schemes as they are better informed on such matters,” he added.

Ismail said he was satisfied with the turnout at the dialogue and workshop, adding that they would consider holding more sessions if requested by organisations or public interest groups.

He said they aimed to release the structure plan draft for public exhibition before the end of the year.

Senior systems engineer Ravi Shanker, 37, who came from Bukit Mertajam to attend the dialogue and workshop, said he realised the structure plan was not meant to give solutions to the problems faced in Penang.

Retired nurse Lilian Cheah said she hoped the state government would come up with effective and practical ways to help senior citizens.

Penang Ratepayers Association chairman Datuk Eddy Choong, who was also present, raised his concern over the non-existence of local plans for the state.

“Penangites have been asking for the plans for the past 10 years. If you have a structure plan without any local plans, how can your strategies be implemented?” he asked.

Penang municipal councillor Tang Heap Seng said representatives from various sectors, such as tourism, housing and agriculture should come forward to give their views.

He said all local plans should be exhibited for public comments within one to two years after the structure plan was gazetted.

i have no idea. those lines marked in the map are the only lines that i have heard of till now. the problem is that i don't think that they can even complete those lines by 2020

Council: Give feedback

THE Penang Municipal Council (MPPP) will look into the views of the public on the island's local plan.

Council president Datuk Ahmad Phesal Talib said ratepayers should provide feedback as the council planned to make the island the most liveable city in the country.

“We will consider public views and opinions when drafting the plan. We also welcome feedback from NGOs and interest groups,” he said.

He said this after launching the preliminary MPPP Local Plan 2005 – 2020 report yesterday.

The local plan covers a total of 29,731ha under the purview of the council.

Ahmad Phesal said public views would be taken seriously as 80% of its population lived in urban areas.

“We expect the urban population to increase further,” he said, add- ing that a series of public briefings would be carried out until January next year.

He said AJM Planning and Urban Design Group Sdn Bhd had been engaged to draw up the MPPP Local Plan.

He added that the consultant needed 18 months to complete the plan.

'Reconsider floating city project'

GEORGE TOWN: An MCA state assemblyman has blamed the Penang government for turning century-old Weld Quay here into a traffic-choked area.

It has been almost a decade since the state government shot down a proposal to turn the area into a multi-million ringgit "floating city".

Pengkalan Kota assemblyman Lee Hack Teik told the New Straits Times that had the project been implemented, such a situation would not have arisen.

"Things are so disorderly now and it is getting worse. I hope the state government will come out with some kind of comprehensive plan for the settlement," he said.

The settlement, comprising seven Hokkien clan jetties, had been subjected to all sorts of criticism, particularly from visitors travelling to the island by ferry.

Visitors cannot miss seeing all the filth at the settlement from the moment they arrive.

Hawkers have lined their push carts along the entrance leading to the settlement, consisting mainly of wooden stilt houses, creating traffic jams along the road there.

Lee said the state government had shot down the "floating city" project because such a move would have hampered its effort to be listed alongside with Malacca as World Heritage Site under the United Nations Educational, Scientific and Cultural Organisation (Unesco) listing.

"Some of the jetty settlement dates back to 1886 and there are a lot of heritage and cultural values tagged to it.

"That is why the proposal to develop the floating city was shot down," he said, adding it was time to reconsider the project.

Under the proposal, a Penang-based developer was keen on a mixed development project comprising low and medium-cost apartments, floating restaurants, duty free shops and a handicraft centre.

The jetty settlement is now home to more than 3,000 people, who comprise mostly fishermen, labourers, petty traders and hawkers.

THE architectural facade at the Weld Quay entry point for cruises to Penang is slated for a change with two new four-star hotels coming up there.

State Tourism Development and Environment Committee chairman Teng Chang Yeow said construction of the two hotels at the site of Wisma Kastam and Boustead along Weld Quay was expected to start this year.

“Planning permission for the hotel at Wisma Kastam has been approved and it is now at the building plans approval stage while plans for the hotel at Boustead are also ready for approval,” he told newsmen during the welcome reception for the 550 passengers of the Gemini cruise at Tanjung City Marina yesterday.

The hotels at Weld Quay and two other new ones coming up at Queensbay and Juru Auto City will create over 1,000 hotel rooms after they are completed in the next 12 to 18 months.

Teng said the Penang Municipal Council had also written to owners of buildings urging them to spruce up their pro- perties to make them presentable for Visit Malaysia Year 2007.

He said the state had last month set up a Cruise Tourism Committee, chaired by him, to better coordinate with cruise operators and ground handlers so as to help make the port here a more attractive place of call for cruise liners.

“Gemini and Virgo cruises have indicated they will be making 75 calls on Penang from this month till March 2008, bringing between 600 and 2,600 passengers during each visit,” Teng said, adding this was an encouraging increase compared with 70 visits last year and 40 in 2005.

He also said that passengers of cruise liners were now landing at Tanjung City Marina as a temporary measure until the construction of the international cruise terminal at Swettenham Pier and extension of the jetty there was completed by the end of 2008.

During the welcome reception yesterday, passengers of Gemini cruise, who were mostly from Australia and New Zealand, were garlanded with bead necklaces, presented with bunga telur and treated to kompang and chingay performances.

Australian Trevor Dickinson, 58, said he was happy to be back in Penang which he had frequently visited some 30 years ago when he was working with the Australian Navy based in Singapore.

“I remember Penang as a historic place with good food, nice people and climate,” said Dickinson who came with his wife and friends.

Penang Port preparing tender for phase 3 of terminal expansion

Penang Port Sdn Bhd (PPSB) is preparing the tender for phase three of the RM500 million expansion of the North Butterworth Container Terminal (NBCT), its chief operating officer Mohd Naina Merican said.

He said on April 5 that the expansion of NBCT was expected to be completed by 2010 to enable it to provide more facilities and handle more containers.

Naina said PPSB targeted to handle one million twenty-foot equivalent units (TEUs) in 2008, up from 940,000 TEUs for this year.

“The tender is for the extension of the 300m wharf terminal by another 900m and deepening the depth to 14m from 11m now to handle post-panamax vessels,” he said.

The expansion would involve building a 600m container export deck on 25ha of reclaimed land, a second access bridge, 15 rubber-tyred gantry cranes and six super post-panamax gantry cranes.

He said part of the land reclamation started last year and the RM500 million expansion would be from its own funds and borrowings.

if you pay attention, the data is getting outdated already. the shopping malls map has no Queensbay on it :lol:

yea! i saved it in my hard drive till now. i read only a little of it when we first got the CD. it felt real boring, like reading the PA's graph ha ha...

THE Northern Corridor Implementation Authority (NCIA) is committed to making Penang the next logistics hub and a dynamic import and export gateway for the Northern Corridor Economic Region (NCER).

NCIA chief executive Datuk Redza Rafiq cited the second Penang bridge, Penang International Airport expansion, Penang Sentral Integrated Transport Hub, Penang Port expansion and Ipoh-Padang Besar double tracking rail projects that would make Penang a main hub for export.

“As such, we strongly believe that Penang has great potential to be developed further into a modern, integrated and green transport and logistics hub.

“This will benefit not only the state but the NCER as a whole,” he said at the inaugural NCIA Public Forum entitled ‘Revisiting, Reviving and Refocusing NCER: Implications on Transport and Logistics’ at Wawasan Open University in Penang on Thursday.

Penang gets RM2.25b in investment in H1

Penang received RM2.25 billion in investments from January till July this year, the State Assembly was told today.

Chief Minister Lim Guan Eng said the sum involved 73 projects with RM1.51 bilion being foreign direct investment (FDI) and RM738.06 million domestic investment.

"New investments amounted to RM1.62 billion while RM623.65 million was for expansion of projects already in place.

The state government will intensify efforts to ensure the RM4.2 billion investment target for this year is achieved," he said when winding the state's Supply Bill 2011. - Bernama

Penang attracts RM2.53bil investments

GEORGE TOWN: Penang retained its third ranking in the country after recording a total proposed capital investment of RM2.53bil in the first eight months of this year.

The state had moved to third spot after attracting RM2.25bil in investments up to end-July.

Chief Minister Lim Guan Eng (pic) said Selangor topped the list with RM5.66bil for the eight-month period, followed by Johor at RM2.97bil.

During the same period last year, Penang took the fourth spot with proposed capital investment of about RM2.1bil.

But ranking is not important. What is more important is we want to secure high value, high-tech and knowledge-based investments.

Our target is to reach RM4.2bil by the year-end and we need to double our efforts to woo investors, he said after visiting the newly restored Logan Building yesterday.

The 140-year two-storey building owned by OCBC Bank (M) Bhd was restored at a cost of RM6.8mil.

Cisco to make routers, switches in Malaysia

Network equipment maker Cisco Systems Inc plans to make some of its Internet routers and switches in Malaysia, in a collaboration with the Malaysian Investment Development Authority (Mida).

The plan is a major project to boost the country's electronics and electrical sector under the Economic Transformation Programme.

It is understood that the US company, which has decided on Malaysia instead of Vietnam for the project, will hire a contract manufacturer in Penang for the job.

Cisco will announce a strategic initiative with Mida to transfer the manufacturing process for the worldwide production of its routing and switching products to Malaysia at a media briefing in Kuala Lumpur on November 30.

According to an e-mailed invitation letter to the event, the investment is the first for the US-based company in its 15 years of operations in Malaysia.

Under the strategic initiative, Mida will assist Cisco by developing talents and required skill sets for an effective transfer.

Currently, Cisco develops all of its routers and switches - devices that help direct traffic on the Internet - in Austin, Texas.

Cisco's decision comes about 10 days after another US firm, Livescribe Inc, picked Malaysia as its second overseas manufacturing base after China.

On November 15, smart pen maker Livescribe agreed to hire Penang-based Nationgate Technology (M) Sdn Bhd to manufacture its product.

The deal was estimated to be worth some RM50 million over two years and will create more than 200 jobs.
